Mayor Portem, just to clarify that, yeah, we did have some original discussions about trying, do we need to freeze some positions? We do have our, where's my budget director, a management safety fund where we think we can work that into the current budget to help cover most of the costs for this during at least the first year while we're evaluating what the long term solution is, do we need to expand out the current Dispatch Center, do we need to come up with some other scenario.

Okay, but we would not have any evidence to refute it really. So we could still be at risk of a severe loss, even if we did a demographic study, but if the demographic study showed that it wasn't an issue, then we would just have more for our case.

Shouldn't the theme go broader into the $3 million, $4 million, $5 million looking down the road? Do we need to break it apart as themes for community projects and then capital projects where they just all lumped together?
