[0:20]
camera's live
[0:23]
good morning fellow directors first of
[0:26]
all i'd just like to acknowledge
[0:28]
our gathering virtually throughout the
[0:30]
traditional territories
[0:32]
of the coast salish people and welcome
[0:35]
you to today's agenda
[0:37]
we apologize for the technical glitch in
[0:40]
getting going
[0:41]
um as chair stone had said
[0:45]
it may be a 2020 hangover that has been
[0:48]
prolonged
[0:50]
with your indulgence before we approve
[0:52]
the agenda i've had a request
[0:54]
from director nicholson
[0:57]
to delay r1 until her return she had
[1:01]
some input on a couple of those so if
[1:02]
you're okay with that
[1:04]
delaying till her return i see nodding
[1:07]
of heads
[1:08]
so miss lego thank you mr chair the
[1:12]
first item of business is the approval
[1:14]
of the agenda
[1:16]
so moved seconded
[1:20]
any discussion all those in favor
[1:25]
opposed if any that motion carries thank
[1:28]
you very much
[1:29]
this will go
[1:32]
and for public input period i have not
[1:34]
received any submissions for this
[1:36]
meeting
[1:37]
there's no delegations correspondence or
[1:39]
information so it would be
[1:41]
on to reports and
[1:45]
as we are delayed delaying r1 for
[1:48]
director nicholson we can move on to r2
[1:51]
which is a report from the finance
[1:52]
division
[1:53]
2021 electoral area supplemental
[1:56]
requests referred from december 2nd
[1:58]
the recommendation is that it be
[2:00]
recommended to the board that the
[2:01]
supplemental requests for function 238
[2:03]
community parks area h
[2:04]
fern gully trail bridge be approved and
[2:06]
two that the supplemental request for
[2:08]
function 238 community parks area h
[2:10]
hiking and equestrian bridge west trail
[2:12]
be approved
[2:15]
okay anyone from staff going to start
[2:17]
with this or
[2:19]
are we going right to the directors
[2:27]
i think i saw director martin your hand
[2:29]
up
[2:30]
yes thank you chair um just would like
[2:32]
to defer
[2:33]
this to the special corporate meeting on
[2:36]
january 25 the parks
[2:39]
advisory commission for area 8 is just
[2:42]
getting up and running next week
[2:44]
so i'd like to have this in front of
[2:46]
them before we make a decision
[2:51]
move to refer and seconded any further
[2:53]
discussion on the referral
[2:56]
all those in favor opposed if any
[3:00]
so that will be referred to january 25th
[3:02]
mr
[3:03]
martin next miss lego
[3:07]
thank you mr chair our three report from
[3:09]
facilities and transit division
[3:11]
regarding the 2021 draft budget for
[3:12]
function 106 commuter transit
[3:15]
this was referred from the december 9
[3:17]
special corporate services meeting and
[3:18]
the recommendation is that it be
[3:20]
recommended to the board that the 2021
[3:22]
draft budget as amended for function 106
[3:24]
commuter transit be approved
[3:29]
miss our director stone moving that
[3:32]
i was moving yep and do i have a
[3:34]
seconder
[3:36]
second it um
[3:40]
director marsh
[3:44]
mr wacom would you like to speak to this
[3:48]
i can give an update mr chair uh as it
[3:50]
is a an update from the december meeting
[3:52]
um this one is uh much more positive in
[3:53]
that we now have the
[3:55]
bc restart contribution funding for both
[3:57]
uh function 106 and the next one is 107.
[4:00]
um just for the committee's
[4:02]
understanding the commuter function 106
[4:05]
bc restart contribution is 606
[4:08]
000 over two years which is 303 per year
[4:12]
that amount is retro to april 1 of 2020
[4:15]
and it is also
[4:16]
uh shared with the capital regional
[4:18]
district for the directors who are
[4:20]
unaware that this service is we have a
[4:22]
partner with the capital regional
[4:23]
district
[4:24]
um as the report mentions the bc restart
[4:27]
funding comes with three conditions
[4:29]
though
[4:29]
that the existing service levels be
[4:31]
maintained that the current fares also
[4:33]
be maintained and any
[4:35]
fair increases that are considered are
[4:37]
to be limited to an average of 2.3
[4:39]
percent
[4:39]
for the next four years and the third
[4:42]
condition is that the annual operating
[4:43]
agreement with bc transit must be
[4:45]
approved and signed by january 31 of
[4:47]
2021.
[4:49]
there's a separate report going to the
[4:50]
3pm community services meeting later
[4:52]
this afternoon to deal with that
[4:54]
so with the first two conditions um the
[4:57]
options that we provided back on
[4:58]
december the 9th to the report they're
[5:00]
really not valid
[5:01]
uh we can't reduce the service and the
[5:03]
fare increases of of 2.3
[5:05]
is only 5 cents on a 225 cash fare
[5:10]
but the good news is for at least 2021
[5:12]
we no longer need to consider reducing
[5:13]
services to get the tax requisition
[5:15]
level to be zero from the 2020 amount
[5:18]
um so there's three amendments that are
[5:20]
already made to the draft
[5:22]
2021 function 106 budget that have been
[5:25]
incorporated into the two
[5:27]
documents or the attachments which is
[5:29]
the um
[5:30]
the euro the report by cost center as
[5:32]
well as the five year plan
[5:34]
and the three amendments are the
[5:36]
inclusion of the cvrd share of the bc
[5:38]
restart funding
[5:39]
uh contribution of 167 109
[5:44]
and the deferral of the approved new
[5:46]
transit assistant position to september
[5:48]
of 2021
[5:49]
which three hundred saves 17 three
[5:51]
dollars
[5:53]
and thirdly the increase to the bc
[5:54]
transit contract service expense by
[5:56]
eight thousand four hundred and fifty
[5:58]
one
[5:58]
those three items uh end up netting a
[6:01]
net
[6:02]
savings of the 175 thousand
[6:05]
dollars which would mean there's no tax
[6:07]
increase for the 2021 year
[6:09]
that's really the quick summary of what
[6:11]
the staff report is and i'm open to any
[6:13]
questions that directors may have
[6:16]
okay do i see any hands directors
[6:21]
director marsh
[6:26]
yeah i don't actually have a question
[6:27]
but it is a big relief
[6:29]
um for 2021 because i think it would
[6:32]
have been
[6:33]
hopefully we would have still gone ahead
[6:35]
but it would have been tough i know for
[6:37]
some people
[6:38]
so thank you mr wacom and thank you to
[6:41]
was it the province or the feds who gave
[6:43]
the restart money
[6:45]
it's both it was it was a partnership
[6:46]
with the feds and the province
[6:48]
fantastic thank you
[6:52]
any further directors ready for the
[6:55]
question
[6:56]
all those in favor opposed if any
[7:01]
that motion carries thank you miss lego
[7:05]
thank you mr chair item r4's report from
[7:08]
facilities and transit division on the
[7:10]
2021 draft budget for function 107
[7:12]
conventional and custom transit services
[7:14]
and the proposed recommendation is that
[7:16]
it be recommended to the board that the
[7:18]
2021 draft budget is amended for
[7:19]
function 107 conventional and
[7:21]
custom transit services be approved
[7:25]
do i have a mover for that one moved and
[7:28]
seconded
[7:28]
mr wacom would you like to approach this
[7:31]
one as well
[7:32]
thank you mr chair sure it's a very
[7:34]
similar situation
[7:36]
when we presented the preliminary uh
[7:38]
budget back in december it was
[7:39]
very bleak with uh sitting at a large
[7:41]
tax increase of about 261 thousand
[7:44]
dollars
[7:44]
but that was prior to any knowledge of
[7:46]
what the bc
[7:48]
restart funding contribution would be we
[7:49]
now know what that amount is
[7:51]
and that amount for function 107 is very
[7:54]
similar as 106. it's 604 000
[7:57]
over two years again retro back to april
[7:59]
one of 2020
[8:00]
so the 2021 the 2020 year should also
[8:04]
end up being much better than first
[8:06]
expected but with regard to 2021 budget
[8:09]
which is we're talking about
[8:11]
function 107 had eight amendments made
[8:13]
to the preliminary budget and again
[8:15]
those have already been incorporated
[8:17]
so that they were done a couple about a
[8:19]
week ago or two weeks ago so the board
[8:21]
could get an understanding
[8:23]
that transit we knew was going to be
[8:24]
down to zero and that you would get a
[8:27]
better update when you were looking at
[8:28]
other budgets and making decisions
[8:30]
so the eight amendments there's really
[8:32]
in two parts to this the first four
[8:34]
items that are noted in the report
[8:36]
these just reflect current uh trends on
[8:38]
revenues and so
[8:40]
and things like the deferring of the
[8:42]
custom sunday service which was already
[8:43]
approved
[8:44]
so those four items reduce the tax by
[8:46]
forty thousand five hundred dollars
[8:49]
the balance which are new items the new
[8:51]
amendments are
[8:52]
again the inclusion of the cvrd share of
[8:54]
the bc restart
[8:56]
funding amount of 302 000
[8:59]
the deferral of the approved new transit
[9:01]
assistant position to september which
[9:02]
saves 36
[9:03]
000 because this position is cost shared
[9:06]
between the two
[9:06]
transit functions and thirdly to
[9:09]
increase the bc
[9:10]
transit contract services by sixty
[9:12]
thousand dollars
[9:13]
and the last item is to uh include
[9:17]
uh fifty eight thousand dollars or
[9:19]
specifically fifty seven thousand five
[9:21]
hundred and eighty six dollars to
[9:22]
transfer to the operating reserve
[9:24]
and the reason being to bring the
[9:26]
balance closer to the minimum policy
[9:27]
requirement we're just under that
[9:29]
and so this would help us bring it very
[9:31]
close the total of the
[9:33]
of the first four items as well as the
[9:35]
four new items that have all been
[9:37]
incorporated already in the attachments
[9:39]
brings the total net savings down
[9:41]
exactly what we needed 260 914
[9:45]
therefore in summary having no tax
[9:48]
increase from 2020. again open to any
[9:50]
questions that directors may have
[9:53]
looking at my virtual panel do i see any
[9:57]
hands
[9:58]
questions comments first of all i'd like
[10:01]
to thank you mr wacom for
[10:03]
for the hard work and getting where we
[10:04]
are today uh
[10:06]
did not look very promising a couple of
[10:08]
weeks ago but uh
[10:09]
kudos and implementing those changes
[10:13]
thank you
[10:16]
so i will call the question all those in
[10:18]
favor
[10:20]
opposed if any that motion carries
[10:25]
miss lego please thank you mr chair onto
[10:28]
r5
[10:29]
report from the finance division on 2021
[10:31]
budget regional supplemental requests
[10:34]
and the recommendation is that it be
[10:36]
recommended to the board that the
[10:37]
supplemental requests for the following
[10:39]
functions be approved
[10:40]
function 100 general government regional
[10:43]
recreation referendum
[10:44]
analysis two economic development
[10:46]
regional connectivity strategy
[10:49]
a three two function 280 regional parks
[10:51]
couch and valley trail replacement to
[10:53]
major culverts
[10:55]
four function 280 regional parks
[10:56]
regional active transportation plan
[10:58]
five function 280 regional parks vehicle
[11:01]
replacement
[11:02]
six function 285 regional parkland
[11:04]
acquisition master plan review
[11:06]
7520 solid waste management complex
[11:09]
transfer station scale replacement
[11:11]
and eight function 520 solid waste
[11:14]
management complex peerless road skid
[11:16]
steer replacement
[11:19]
thank you very much uh your pleasure on
[11:21]
these would you like to deal with these
[11:23]
one at a time
[11:24]
um director oh actually i had
[11:27]
director wilson first and then director
[11:28]
kim
[11:30]
uh thank you mr chair um i would like to
[11:33]
deal with
[11:34]
uh number six um on its own please i i i
[11:38]
have some uh comments on that one
[11:44]
okay thank you very much director kuhn
[11:53]
and director sebring i would move
[11:56]
uh items one through eight with the
[11:59]
exception of number six just to get
[12:01]
those
[12:01]
off the table and i have a seconder
[12:07]
any further comments on that
[12:11]
director smith
[12:17]
yes would it be possible to pull um
[12:20]
the number uh
[12:24]
just a minute the active regional active
[12:28]
transportation plan
[12:32]
out of there which is i believe number
[12:36]
four
[12:41]
absolutely if you wish we can do that as
[12:43]
well
[12:45]
and i think i saw director salmon as
[12:47]
well
[12:48]
yeah should we pull number one too
[12:50]
please
[12:55]
so i have one four and six
[12:58]
for a discussion any further
[13:04]
so director sebring that motion would
[13:07]
include those except for six four and
[13:10]
one
[13:10]
yeah i consider that a friendly
[13:12]
amendment i didn't realize other people
[13:14]
wanted to pull
[13:14]
i jumped the gun so yeah uh all the
[13:16]
items except one four and six
[13:18]
moved in second seconder's okay with
[13:21]
that
[13:21]
i'll call the question all those in
[13:23]
favor
[13:24]
opposed if any sounds good
[13:28]
now we'll move to number one for
[13:32]
discussion
[13:37]
director salmon yeah thank you i just
[13:40]
want to make sure i understood it so
[13:42]
some of this is for the um
[13:46]
referendum and some of it's for the
[13:48]
usage
[13:50]
monitoring is that correct
[13:56]
i see miss aldera nodding okay
[14:00]
okay anyway further
[14:03]
and then it's all from reserve
[14:08]
is that right none from requisition
[14:13]
yes ms solera so just if i may just so
[14:17]
you don't have to just look at me
[14:18]
nodding
[14:18]
uh absolutely so this is a combination
[14:21]
of the two
[14:22]
um initiatives and it will all be coming
[14:24]
from operating reserve
[14:26]
under uh the general government function
[14:28]
which the regional
[14:30]
recreation initiative has been funded
[14:32]
from
[14:33]
thus far
[14:36]
yeah okay one point okay i have director
[14:39]
stone and then director kuhn
[14:40]
oh director stone's fine director kuhn
[14:43]
please
[14:44]
yeah i just have a comment um if there
[14:48]
is a request to draw down money from a
[14:50]
reserve fund
[14:52]
could we have the figures of the reserve
[14:54]
funds attached to that so we know how
[14:56]
much
[14:56]
is in the reserves and how much is being
[14:58]
drawn down from that
[15:01]
so we don't have to go ourselves and
[15:03]
check out
[15:04]
how much is left and and how much is uh
[15:07]
being used out of that that would be
[15:09]
helpful
[15:10]
thank you did i see
[15:13]
director markman
[15:17]
thank you chair um i just wanted to make
[15:19]
sure on the
[15:21]
appears to be just a typo under problem
[15:23]
opportunity
[15:24]
is this intended to say this project
[15:27]
is the regional recreation referendum
[15:30]
and just dropped the word and
[15:32]
or is there something missing
[15:36]
um so it's just that it was tied to the
[15:38]
regional recreation referendum and two
[15:39]
were
[15:40]
tied together so sorry about that i was
[15:42]
that i thanked george martin for noting
[15:44]
the typo
[15:44]
uh earlier the other day the two
[15:47]
projects they just go hand in hand and
[15:49]
it was a combination of
[15:51]
two separate supplementals into one
[15:57]
so just follow up so what should it
[15:58]
actually read then
[16:04]
that the project is tied to the regional
[16:06]
recreation referendum
[16:10]
of doing this facility use analysis okay
[16:13]
thank you
[16:16]
okay director salmon follow up
[16:19]
yeah thank you so uh on the referendum
[16:22]
itself
[16:23]
so so it'll be held in 2022
[16:28]
with the usual or regular elections
[16:32]
um and then there'll be some public
[16:35]
engagement
[16:36]
to do with that in 2021
[16:40]
is that am i on the right track with
[16:42]
that
[16:43]
are you still there
[16:48]
that is my understanding i'm i'm looking
[16:50]
to see if uh mr elzinga
[16:52]
is online as he is the expert
[16:56]
i'm not seeing his face pop up
[16:59]
so oh there he is sorry to put you on
[17:02]
the spot mr alzinka
[17:05]
no thank you miss aldera and through the
[17:07]
chair uh to the question
[17:09]
uh the intent is that the facility use
[17:12]
analysis would come in the fall of 2021
[17:15]
of course we would be communicating to
[17:17]
the board around that
[17:18]
because we're certainly aware of covet
[17:21]
impacts on facility use
[17:23]
so that's the first step then we would
[17:25]
be moving through public engagement
[17:28]
early in 2022 through to
[17:31]
uh referendum uh preparation for october
[17:34]
of 2022 as the director is outlined
[17:36]
thank you okay so follow-up
[17:40]
generally uh so so it's 70 000
[17:44]
roughly just to add this referendum
[17:48]
question
[17:48]
to the regular
[17:52]
municipal elections
[18:12]
so that includes the public engagement
[18:14]
that would uh lead up to the reference
[18:16]
so the engagement and the referendum
[18:18]
cost would be 70 000
[18:21]
as you noted right in addition to the
[18:25]
49 000 2021 engagement costs
[18:30]
it looks like
[18:36]
i think you're getting an odd there too
[18:38]
yes i was just looking to see if mr
[18:42]
alzinga was back online his
[18:44]
screen is a little frozen on my on my
[18:46]
screen and he as i say he is the expert
[18:49]
but i believe that the committee and the
[18:50]
board received a report previously with
[18:53]
respect to this
[18:54]
item that discussed the fact that we
[18:56]
would do
[18:57]
uh various consultation processes over a
[18:59]
two year period
[19:00]
and this would be the costs and so at
[19:03]
that meeting
[19:04]
the direction was given to staff to
[19:05]
bring forward this supplemental request
[19:07]
so this is just finalizing that
[19:09]
direction yeah okay thank you
[19:12]
i'm just wondering maybe for our future
[19:15]
it's hard sometimes to remember the
[19:17]
original discussion wanted to
[19:19]
there could be a link with from the this
[19:22]
sort of
[19:23]
budget summary page to the original
[19:25]
reports or something like that so we can
[19:28]
refresh that might be helpful for the
[19:30]
future
[19:31]
i don't know if that's a lot of work to
[19:32]
do or what
[19:35]
thank you for that director salmon i
[19:37]
think i saw director smith
[19:43]
thank you through the chair to staff
[19:45]
will
[19:46]
the consultant for use analysis uh
[19:50]
also include the um
[19:53]
2011 uh data
[19:56]
that was collected and then the report
[19:59]
from
[20:01]
2017 that was
[20:03]
also data collected will that be brought
[20:06]
into this
[20:07]
uh analysis thank you
[20:12]
thank you for the question is mr alzinga
[20:16]
still with us
[20:24]
i don't see him popping up
[20:27]
anyone else like to take this
[20:33]
perhaps upon his return he he will uh
[20:37]
answer that for you director smith if
[20:38]
that's appropriate
[20:40]
i think he's logged out and back in so
[20:41]
we may have to ask the question again
[20:43]
yeah so if he does return we'll go back
[20:46]
to your question
[20:47]
director smith if time permits there he
[20:51]
is
[20:52]
did you happen to hear the question uh
[20:54]
mr el-zinka
[20:55]
i did if you can hear me in my apologies
[20:57]
to the committee for the connection
[20:58]
issues so
[20:59]
uh through to director smith yes the
[21:02]
intent
[21:02]
is that the two facility use analysis
[21:05]
would be combined
[21:07]
in the recommendation that goes forward
[21:08]
a referendum in october so we would be
[21:10]
using the 2011 facility use analysis
[21:13]
as well as or sorry the the most recent
[21:15]
facility use analysis
[21:17]
as well as the one that's proposed for
[21:18]
uh for 2021.
[21:21]
follow-up director smith
[21:24]
is there some reason that you wouldn't
[21:26]
be using the analysis from
[21:28]
2011. the
[21:31]
uh 2011 facility use analysis has some
[21:34]
concerns because two-tiered admission
[21:36]
fees for the couch and aquatic center
[21:37]
were in play
[21:38]
at that time and that could be
[21:42]
potentially impacting upon those numbers
[21:47]
we could certainly bring that forward
[21:48]
again to the board for consideration
[21:52]
with an axe stating that the two tier
[21:54]
was in place at that time maybe
[21:56]
maybe something to consider
[22:00]
exactly yeah i'll come back oh sorry
[22:03]
the two tier was only for the aquatic
[22:06]
center
[22:07]
thank you i know i can see you aaron
[22:10]
thanks i have director marsh and then
[22:13]
director still
[22:15]
yes thank you very much mr chair thank
[22:17]
you to mr elzinga
[22:19]
um i imagine your department will be
[22:22]
crafting the
[22:23]
wording of the referendum so i'm i'm
[22:26]
hoping that
[22:28]
it wouldn't be complicated by explaining
[22:31]
the two-tier before
[22:32]
and because i think for referendums it's
[22:36]
um most important that it's short and
[22:39]
sweet
[22:40]
clear but short and sweet so what's your
[22:43]
thoughts about that
[22:46]
through the chair to director marsh i
[22:49]
would certainly be leaning on the
[22:50]
expertise of the legislative services
[22:52]
division
[22:53]
finance division and others
[22:55]
communications as well
[22:57]
as we move forward not only with the
[22:58]
crafting of the referendum question but
[23:01]
public engagement that leads up to it
[23:04]
okay thank you thank you very much i
[23:07]
have director stone then director
[23:09]
sebring
[23:10]
i just wanted to remind that this isn't
[23:12]
the time to be discussing these things
[23:14]
other than the budget impacts once we
[23:16]
get into the actual practicalities of
[23:18]
the usage analysis and stuff
[23:20]
when we're actually discussing the items
[23:22]
and because if we get into this on every
[23:24]
budget item it's going to be an
[23:25]
extremely long meeting
[23:28]
thank you for that director stone uh
[23:31]
procedurally we'll try to stick to the
[23:33]
budget portion
[23:34]
uh direct receiver and taking into
[23:37]
account what director stone said i'm
[23:39]
going to be very brief
[23:40]
for somebody to say that this only
[23:42]
affects the aquatic center
[23:44]
from our perspective at north carolina
[23:46]
that's the biggest
[23:47]
unit and if we start including those
[23:50]
2011
[23:51]
numbers we have a problem at the market
[23:54]
tonight i'm just
[23:55]
saying that so but this is not the time
[23:57]
or the place we'll have the discussion
[23:59]
later thank you
[24:00]
and we will bring that forward in a
[24:03]
future meeting for that discussion
[24:05]
i was remiss in not uh welcoming
[24:07]
alternative director justice so i'll do
[24:09]
that now
[24:10]
uh welcome alternate director justice my
[24:12]
apologies
[24:14]
are we finished on number one then
[24:18]
call the question all those in favor
[24:22]
opposed if any that motion carries and i
[24:25]
acknowledge director nicholson has
[24:27]
returned
[24:28]
we will come back to r1 when we're
[24:30]
finished a couple of points here
[24:32]
on r5 we have delayed r1
[24:38]
so i believe number four was pulled as
[24:40]
well
[24:43]
and who pulled that one
[24:46]
please remind me director smith
[24:54]
i i'm just looking for a little more
[24:56]
detail
[24:57]
from staff on this i
[25:01]
i feel that it it's a good
[25:04]
um look
[25:07]
looking at a regional act of
[25:10]
transportation was part of our trial
[25:12]
our strategic planning and it's good to
[25:15]
see that this is moving forward
[25:18]
i just am wondering if with all our
[25:21]
um with a lot of the master plans for
[25:25]
parks if some of that information is
[25:28]
already
[25:29]
in the master plans for a b
[25:32]
c d and e for
[25:35]
that and so i was just wondering how
[25:39]
those are going to mix in with this
[25:42]
in the requirements for this consultant
[25:47]
director stone
[25:51]
i was just getting on the speakers list
[25:53]
i just remind again this is a budget
[25:55]
discussion so i have a budget question
[25:57]
when my
[25:57]
my time comes thank you okay i'll leave
[26:00]
you on the list i'll go to mr parker
[26:05]
thank you mr chair through the committee
[26:07]
uh certainly with some
[26:09]
within our community parks master plans
[26:11]
and i understand with some of our
[26:12]
members valley plans as well
[26:15]
there are references and higher level
[26:19]
aspirations with respect to active
[26:21]
transportation
[26:22]
the intention of undertaking an act
[26:24]
transmission plan for the region
[26:26]
uh would be to delve into it in greater
[26:28]
detail to
[26:29]
affirm uh opportunities for active
[26:32]
transportation
[26:33]
within our road networks
[26:35]
interconnectivity and get it to a level
[26:37]
where
[26:38]
we are ideally at a position that has
[26:41]
other levels of government and other
[26:43]
programs come along which could provide
[26:45]
funding
[26:46]
uh that we've got a level of detail and
[26:49]
public support
[26:50]
to be able to go after those those funds
[26:53]
and actually integrate
[26:54]
uh the plan into establishing
[26:57]
the network so the master plans do make
[27:01]
note but they were at a very high level
[27:03]
this will be really delving into a
[27:04]
better analysis of
[27:06]
functionality within our network of
[27:08]
where active transportation
[27:10]
could be established
[27:14]
okay director stone
[27:17]
i'm just following up on the meeting
[27:19]
that we had had with the province there
[27:20]
was discussion
[27:22]
about some funding for active
[27:24]
transportation and i know there's
[27:26]
you know some contemplated
[27:27]
infrastructure funding but is there not
[27:29]
still some grant funding available for
[27:31]
the actual planning work
[27:35]
mr chair yes through the provincial
[27:38]
active transportation
[27:39]
program they do annually allocate out
[27:42]
funds both for
[27:44]
projects for construction as well as
[27:48]
sort of feasibility analysis design the
[27:51]
current round of funding has been
[27:52]
allocated out
[27:53]
so as you'll note in the
[27:56]
the supplemental we see this as being a
[27:59]
two-year initiative so we certainly
[28:00]
want to look at the next round ideally
[28:03]
coming up for 2021
[28:05]
to be able to tap into that to help
[28:06]
supplement the
[28:08]
funding that otherwise we put towards
[28:10]
this work so
[28:11]
absolutely any chance we can get
[28:13]
additional funds elsewhere
[28:15]
to offset the cost of doing a
[28:17]
transportation plan for active
[28:19]
active transportation we definitely want
[28:21]
to go after that but at this point in
[28:22]
time
[28:23]
there's no funds currently available
[28:25]
that we're aware of
[28:29]
follow up directly stone yeah i uh yeah
[28:32]
i can follow up offline we can always
[28:34]
amend it but i'm i'm reading the
[28:36]
there's open applications it looks like
[28:38]
on the page i'm looking at right now but
[28:40]
we can follow up after
[28:43]
okay thank you very much have director
[28:44]
marsh then director salmon
[28:48]
thank you mr chair i just wanted to
[28:51]
appreciate uh
[28:53]
excuse me in the staff report um
[28:57]
under recommendations that they pointed
[28:59]
out that the first
[29:00]
five uh
[29:03]
of these eight resolutions were
[29:06]
really important they were ranked as
[29:09]
number one importance and
[29:12]
i think it's really helpful when we're
[29:13]
looking at that in a year that
[29:16]
that many people are feeling
[29:20]
should be an austerity budget year i
[29:22]
think it's important to
[29:24]
to pay attention to that so i really
[29:26]
appreciate that you spelled that out
[29:28]
very clearly thank you
[29:31]
thank you director marsh director salmon
[29:32]
you're next
[29:35]
yeah thank you yeah i'm just a little
[29:37]
skeptical
[29:38]
on the value that you know these these
[29:41]
plans
[29:41]
uh tend to end up on the shelf uh
[29:45]
uh with many others so i'm just thinking
[29:47]
in this year
[29:49]
uh when we're where constraints are more
[29:52]
than usual if
[29:54]
i would prefer to let this one wait so
[29:57]
we do have
[29:59]
the local plans as lynn said and um
[30:02]
yeah i actually just can't see myself
[30:05]
supporting this one
[30:08]
fair enough any further speakers
[30:13]
i'm going to call the question all those
[30:15]
in favor
[30:18]
those opposed i see director
[30:21]
sebring opposed director salmon opposed
[30:24]
director smith
[30:25]
and director wilson opposed
[30:28]
that motion does carry thank you
[30:33]
and i believe number six would be the
[30:35]
next one that was pulled
[30:42]
and that was the regional parks trail
[30:45]
master plan i believe
[30:48]
who pulled that one
[30:51]
director wilson would you like to uh
[30:53]
start us off
[30:56]
thank you mr chair um
[30:59]
mr chair i agree that uh we need a
[31:02]
review of the acquisition program
[31:04]
there's no two ways about that because
[31:06]
i've been looking very very carefully
[31:07]
into what's uh what's been going on in
[31:09]
there since uh 2008
[31:11]
what i have a problem with and as a
[31:14]
director stone has pointed out this is a
[31:16]
question of
[31:16]
budgetary stuff and one hundred thousand
[31:19]
dollars for consultants
[31:23]
seems to be an awful lot now i'm going
[31:25]
back to when
[31:26]
i was a so-called consultant and i know
[31:29]
what i
[31:29]
charged and the number of days that's
[31:31]
involved here
[31:33]
is excessive to say the least it works
[31:36]
out to at least
[31:39]
a thousand a hundred days
[31:42]
and if you work that out it's gonna be
[31:44]
something like about four or five
[31:46]
months of eight hour five day week so
[31:50]
that's a pretty in intensive thing and i
[31:52]
i cannot support
[31:54]
spending 100 000 on
[31:57]
something which really is this could
[32:00]
easily be done
[32:01]
i think in-house uh with
[32:04]
um maybe even a subcommittee um but i
[32:07]
can't i can't support spending a hundred
[32:09]
thousand dollars on this kind of thing
[32:12]
thank you very much i have director
[32:15]
director marsh did i miss anyone
[32:17]
director morrison yes i am
[32:21]
also against spending a hundred thousand
[32:23]
dollars on
[32:25]
another uh study
[32:28]
uh we are spending a lot of money on
[32:32]
on these consultations and uh uh
[32:35]
i do believe uh we have a master plan
[32:38]
if we think we should adjust it we can
[32:40]
do that in-house i don't think
[32:41]
there's a need to to hire somebody for a
[32:44]
hundred thousand dollars to tell us
[32:46]
well maybe it would be better if we did
[32:47]
this now uh
[32:49]
um i am totally against that thank you
[32:53]
thank you director marsh then director
[32:55]
morrison
[32:57]
yes thank you mr chair um as the
[33:00]
um i don't know the part of the report
[33:03]
that
[33:04]
addresses this item specifically
[33:07]
um says uh under the problem opportunity
[33:12]
that um as we're
[33:16]
you know envisioning securing in
[33:17]
perpetuity a variety of outdoor
[33:20]
recreational opportunities and talking
[33:23]
about livability etc
[33:25]
but it goes on to to speak about
[33:28]
our 2020 22 22 strategic
[33:32]
plan and also
[33:35]
that we want to consider the protection
[33:38]
of
[33:39]
sensitive ecosystems and significant
[33:42]
environmental features and
[33:45]
um opportunities for
[33:50]
all kinds of other things um i'm
[33:52]
assuming and maybe uh mr farquhar if
[33:55]
you're still there you could tell me
[33:57]
i'm assuming the consultant wouldn't be
[33:59]
sitting at a desk they would be going
[34:01]
out and looking
[34:02]
at the regional parks and and checking
[34:05]
out um
[34:07]
some of the sensitive ecosystems am i
[34:09]
right
[34:12]
mr chair through to director marsh
[34:14]
correct this would be
[34:15]
a full-scale review
[34:19]
uh and update of our regional parks
[34:20]
trails master plan that currently is in
[34:22]
place
[34:23]
understanding that the through the board
[34:25]
strategic plan that there's a bit of a
[34:27]
shift interest in looking at
[34:30]
expansion or a change to the priorities
[34:34]
under the program so similar to when the
[34:36]
plan was done back in 2006-2007
[34:40]
through consultants the consultants led
[34:43]
the process from start to finish
[34:45]
including doing
[34:47]
assessments including engaging with the
[34:49]
public community groups interest groups
[34:51]
preparing the overall plan of all the
[34:54]
level of public engagement
[34:56]
and also would be looking at in this
[34:58]
case
[34:59]
the interests other opportunities to
[35:02]
support the program
[35:04]
through non-tax dollars by way of
[35:06]
donations or other means that the
[35:09]
the board has indicated an interest in
[35:11]
looking into so this would also be
[35:12]
delving into that as well
[35:14]
so the ability for staff the current
[35:16]
your current staff resources within the
[35:18]
parks and trails division
[35:19]
i would not be able to undertake uh an
[35:22]
initiative of this scale
[35:24]
uh based on the requirements uh that
[35:25]
would be laid out in doing
[35:28]
right and so i just like to you know i
[35:31]
acknowledge what um
[35:33]
director wilson said um
[35:37]
i wasn't i guess considered a consultant
[35:40]
i was a facilitator
[35:41]
and that's been almost 10 years and i
[35:44]
was paid a thousand dollars a day
[35:46]
so i imagine if i was to go back to that
[35:49]
um it would be a little bit more than
[35:51]
that
[35:52]
10 years later and so you know i just
[35:56]
have every confidence that this has been
[35:58]
carefully looked at because the board
[35:59]
has made it really really clear
[36:02]
that they wanted to have
[36:05]
this zero percent increase and
[36:09]
i have from the very first day
[36:12]
i've sat at this table which is probably
[36:15]
eight years ago
[36:17]
heard that staff are at capacity so how
[36:19]
we could
[36:20]
find as wasn't quite how
[36:23]
uh mr farquhar worded it but
[36:27]
i just don't see that we have the staff
[36:29]
that could take
[36:30]
four to five months to do this so
[36:33]
um i do not believe this is for a
[36:37]
um plan that's going to sit on a shelf
[36:40]
this is for an um
[36:44]
active plan to um
[36:47]
tie together all of our parks and you
[36:49]
know i don't think any of us
[36:51]
can who've spent any time outdoors
[36:54]
during this
[36:54]
uh current pandemic
[36:58]
can deny that parks have never
[37:01]
i don't think been used as much as they
[37:03]
are now
[37:04]
and it's my belief that once people get
[37:07]
the bug in their blood
[37:09]
even when the pandemic's done they're
[37:11]
going to still be out there
[37:13]
and uh that makes for savings
[37:16]
in in tax dollars albeit from other
[37:19]
levels of government but
[37:21]
as a few people are fond of saying
[37:23]
there's only there's only one taxpayer
[37:26]
so i i do support this i'm really
[37:28]
grateful
[37:29]
for the work staffs put into it and
[37:32]
um i will be voting in favor thank you
[37:36]
director marsh i have director morrison
[37:38]
steve spring then
[37:39]
thank you mr chair uh
[37:43]
so i'd like to maybe ask two things uh
[37:47]
first one being process i don't believe
[37:51]
this item has been moved and though we
[37:53]
voted on the other two i
[37:55]
didn't hear them being moved or seconded
[37:57]
either i
[37:58]
would love to be wrong but i think we're
[38:01]
supposed to move and second each item
[38:02]
before we uh address them
[38:05]
so uh if that could be correct that i
[38:07]
i'd be more than willing to move this
[38:08]
item if
[38:10]
if that would be the uh proper
[38:12]
procedural thing to do
[38:14]
uh and if there's a problem if you're
[38:16]
gonna
[38:23]
thank you mr chair so um you know i'm
[38:26]
i'm i struggle in that we've had
[38:29]
a a lot of discussion about the uh
[38:33]
regional parkland acquisition fund um i
[38:36]
attended a number of the meetings in 07
[38:38]
and 08 when
[38:39]
they were originally held to establish
[38:42]
the plan and pass the
[38:43]
referendum numbers it was a monumental
[38:47]
effort as i'm sure mr farquhar and other
[38:49]
other people that participated
[38:51]
in it would agree and
[38:54]
there has been significant discussion
[38:56]
around this table
[38:58]
about the funding of that particular
[39:00]
function
[39:01]
and i believe that it was this board
[39:04]
that said that
[39:05]
that needed a redo and a relook so
[39:08]
i'm i'm struggling with the notion that
[39:10]
we
[39:11]
sent staff away to uh to
[39:14]
put together something that would give
[39:16]
us a an idea what it would cost to do
[39:19]
the redo
[39:20]
and they go away and do it and then they
[39:22]
come back and and we say
[39:24]
well hang on maybe this isn't something
[39:27]
that we want to do
[39:29]
i'm really interested in a review
[39:32]
of the regional parkland acquisition
[39:34]
button because it was a different scope
[39:37]
that was established then the list of
[39:40]
targeted properties
[39:41]
were really more of a recreational
[39:44]
nature than they were of
[39:45]
a environmental and uh environmental
[39:49]
asset
[39:49]
perspective so you know i would support
[39:53]
this but i certainly understand
[39:55]
the rationale of maybe this isn't the
[39:57]
year
[39:58]
to proceed and i think referring it to
[40:01]
the
[40:02]
2022 budget would be more than
[40:04]
appropriate but i won't make that motion
[40:06]
thank you mr chair thank you director
[40:08]
morrison
[40:09]
uh hopefully we did move in second the
[40:11]
previous two
[40:12]
i i'm i'm not sure if we did or not
[40:15]
we'll look back at the video later
[40:17]
i have director sebring director
[40:19]
director nicholson
[40:20]
and director salmon thank you mr chair
[40:24]
um a hundred thousand dollars is a lot
[40:27]
of money for a consultant
[40:28]
uh let me start there and i i don't
[40:30]
disagree with the points made by the
[40:32]
directors uh kuhn and wilson
[40:36]
equally i'm interested in the scope of
[40:40]
this review because
[40:42]
what are we reviewing in terms of the
[40:44]
parkland acquisition
[40:45]
fund you know i have long made the case
[40:48]
and some of you have heard me make this
[40:50]
case going back several years
[40:52]
that this function that we have is
[40:55]
creating you know acquiring parkland
[40:57]
over here
[40:58]
when we do that we create a bunch of
[41:00]
cost drivers over here
[41:02]
in terms of the maintenance and the um
[41:05]
the work involved
[41:07]
in in maintaining and and
[41:10]
operating the parks that we acquire with
[41:12]
the parkland acquisition fund
[41:14]
uh stoney hill is the best example i
[41:16]
mean you know that thing has been so
[41:18]
popular that now
[41:19]
you know i don't know where that is and
[41:20]
i'm not necessarily looking for that
[41:22]
mate but
[41:23]
you know last year was talking about oh
[41:24]
my god now we got to do a a
[41:26]
sustainability piece for stony hill
[41:28]
because people are off the trails and
[41:29]
we're doing environmental damage so the
[41:34]
scope of this
[41:35]
study that we're that we're being asked
[41:37]
to approve here
[41:39]
would that include the notion
[41:42]
of saying um you know the part-time
[41:45]
acquisition fund
[41:46]
should be about more than just acquiring
[41:49]
parkland it should also look at the
[41:50]
ramifications of doing that
[41:53]
in terms of some of the cost drivers
[41:54]
over on the other side and and i don't
[41:56]
know whether we need
[41:58]
um i'm not even sure whether we can do
[42:00]
it whether we whether we could do
[42:02]
a direction to staff to say this fund is
[42:05]
not just to be used for acquisition but
[42:07]
you know 70 for acquisition and 30 for
[42:10]
the resulting costs i i don't know how
[42:12]
that works because
[42:13]
this fund was approved in a referendum
[42:15]
would we have to go back to referendum
[42:17]
to change
[42:18]
the terms of this function i i don't
[42:20]
know that but
[42:21]
that's the kind of information that i'd
[42:22]
like to see come out of this
[42:24]
review is that part of the scope of what
[42:27]
we're
[42:27]
asking the consultant to look at for 100
[42:30]
000
[42:31]
and if not why not
[42:35]
mr chair that would certainly be
[42:36]
inclusive as part of uh the overall
[42:38]
review update of the plan and direction
[42:41]
yes that would be incredible awesome to
[42:42]
hear thank you then i'll be supporting
[42:44]
this
[42:50]
allocating some funds to maintenance
[42:52]
that would probably require
[42:55]
going back to referendum as it was quite
[42:57]
specific on the purchase
[42:59]
within that original implication so
[43:03]
that's what i'd like that's what i'd
[43:05]
like to see coming out of the report
[43:07]
and i see and i see our cao is sitting
[43:11]
at the dock of the bay
[43:15]
right did you did you have something to
[43:17]
respond to by
[43:18]
my little ramp thank you
[43:21]
oh thank you mr chair yeah actually i'm
[43:23]
sitting that is the dock of one of our
[43:24]
regional parks
[43:25]
butte island uh behind me um i i think
[43:28]
i'll let the conversation unfold but i
[43:31]
have a suggestion that might help us
[43:32]
help
[43:33]
work through this because i think what
[43:34]
we're getting caught up in is
[43:36]
the project and uh you really need to
[43:38]
outline the scope before you start
[43:39]
applying a cost to it and so
[43:41]
i'll let the committee continue to have
[43:43]
their conversation but there may be
[43:45]
another option that you might want to
[43:46]
consider moving forward so i'll turn it
[43:47]
back to the chair thank you mr chair
[43:49]
thank you very much i'll keep looking
[43:51]
for that doc when i've exhausted my
[43:53]
speakers list
[43:54]
i have director nicholson salmon
[43:58]
wilson and marsh
[44:02]
director yes i would like to get
[44:04]
back to what
[44:05]
uh director mark said earlier and i
[44:08]
agree with that and that is
[44:10]
this should be an austerity budget
[44:14]
to spend a hundred thousand dollars on a
[44:16]
study does not go with an austerity
[44:19]
budget
[44:19]
i'm sorry this uh i could see a
[44:22]
possibility of uh
[44:24]
director morrison indicated maybe to
[44:26]
push it over into next year
[44:28]
i would support that but i'm not willing
[44:30]
to support that for this year
[44:32]
thank you thank you and just a reminder
[44:36]
directors um we are being recorded
[44:40]
so your body language can be seen
[44:43]
we don't always agree but let's agree to
[44:46]
disagree
[44:47]
uh director nicholson
[44:52]
thank you um i think this is a
[44:56]
a very important topic and i
[44:59]
am i think
[45:03]
some people have thought that staff
[45:05]
would be able to do this work i don't
[45:07]
think they have the either either the
[45:09]
capacity or
[45:10]
probably the skill set when you're
[45:12]
talking about um
[45:13]
the equal benefits of protecting
[45:16]
parkland
[45:17]
and so i think that we do need to do a
[45:20]
review with qualified people that can
[45:22]
provide that kind of advice
[45:24]
i also think that it's we have a
[45:27]
community asset
[45:29]
out there many people in the community
[45:31]
are very engaged in parks
[45:32]
and actually have a lot of the the
[45:35]
qualifications that you might be looking
[45:36]
for
[45:37]
and i um based on our conversation about
[45:40]
what the scope of this is
[45:42]
i think that we would benefit from
[45:46]
setting up a committee to help us
[45:49]
develop
[45:50]
some terms of reference for this review
[45:53]
and to
[45:54]
start to have a community conversation
[45:56]
because it's important to bring the
[45:57]
community along on this
[45:58]
topic because they are very um
[46:01]
interested in it
[46:02]
um and
[46:06]
i think that this would probably be
[46:08]
better if it was phased over two years
[46:10]
so to try and
[46:11]
do at less cost this year to try and set
[46:15]
up a
[46:16]
commission or a committee or whatever
[46:18]
the right term is for this
[46:20]
um a standing committee i guess to do
[46:23]
that
[46:23]
to do to help with the work and to get
[46:26]
the
[46:26]
framework figured out and then next year
[46:29]
go ahead with the review
[46:31]
i suspect that there's quite a bit of
[46:33]
technical information that we don't have
[46:36]
about our parks and their i know that we
[46:39]
haven't done an ecological inventory for
[46:42]
example
[46:43]
and i think that kind of work is going
[46:45]
to be important as we move forward
[46:48]
but ultimately from my perspective
[46:51]
the most important thing right now is to
[46:53]
be continuing to put money in the bank
[46:55]
so when properties
[46:58]
opportunities to purchase properties
[47:00]
arise that we know have significant
[47:03]
ecological value and we need to be able
[47:06]
to position to
[47:07]
purchase those so and i think there's
[47:09]
enough um
[47:10]
community knowledge about which those
[47:12]
properties are right now because we
[47:13]
don't really have
[47:14]
um a large number of parks
[47:18]
um as it is so i i guess i would be
[47:21]
interested in sort of a phased approach
[47:23]
with community involvement
[47:26]
thank you very much director nicholson i
[47:28]
have director salmon
[47:29]
wilson marsh and smith director salmon
[47:32]
please
[47:33]
yeah thank you um i i prefer to wait
[47:37]
till 20.2 for a couple of reasons
[47:40]
um you know it's it's almost like i'd
[47:43]
rather put 100 000 into uh
[47:45]
actual acquisition if we were going to
[47:47]
do that rather than
[47:48]
a study i think sometimes we fall into
[47:51]
this sort of spill and a study that just
[47:54]
having it done will make it happen
[47:56]
whereas of course it's
[47:57]
this all depends on the availability of
[48:00]
the actual
[48:01]
land and whether we can make a deal so
[48:04]
i think in this year um given that our
[48:08]
existing master plan
[48:09]
actually supposed to run to the end of
[48:11]
2022 would be uh
[48:13]
i'd much prefer to uh defer starting
[48:16]
that and maybe get a bit more clarity on
[48:18]
the scope of what we're trying to do in
[48:19]
the meantime
[48:21]
thank you thank you moving on to
[48:24]
director wilson
[48:27]
thank you mr chair yeah um i'm glad this
[48:30]
has brought forward
[48:31]
this discussion because it is an
[48:33]
important one i
[48:34]
think one of the things i've got to pick
[48:36]
up on is that um
[48:38]
i'm not picking on you director marsh
[48:39]
but you said that this board has made it
[48:41]
clear
[48:42]
that they want a 0 mandate increase here
[48:46]
uh this is not going to be uh helping
[48:48]
that in any other way
[48:50]
um and i'd like to know whether some of
[48:53]
them
[48:53]
some of the phrases which are used in in
[48:55]
this report here
[48:57]
um for uh environmental uh protection
[49:01]
conservation etc
[49:03]
under the lga i've looked and i can't
[49:06]
see
[49:06]
anywhere in the lga where there's a
[49:08]
mandate for local government
[49:10]
such as ours to protect ecosystems or
[49:13]
something like that that is a provincial
[49:16]
um area and i don't see anywhere else
[49:19]
that
[49:20]
uh that it's going in one of the most
[49:22]
important parts that
[49:24]
has to be looked at is it's all very
[49:26]
well and and and i'm glad that
[49:28]
um director sebring brought this up was
[49:30]
the cost
[49:31]
of maintaining the land once we've got
[49:34]
it
[49:34]
every report that has come forward has
[49:36]
said basically
[49:37]
uh we're going to buy this lender we'd
[49:39]
like to buy this land it's going to cost
[49:40]
a million dollars
[49:41]
nowhere in those reports does it say but
[49:45]
it's gonna cost us two hundred thousand
[49:46]
a year to maintain develop or improve
[49:48]
this
[49:49]
and this is something that i would like
[49:51]
to see in any report that comes forward
[49:53]
regarding acquisition there should be a
[49:56]
section in there
[49:57]
which includes a detailed analysis
[50:01]
of the possible costs involved in taking
[50:03]
that on
[50:04]
you buy a car it's going to cost you you
[50:06]
buy a house it's going to cost you as it
[50:08]
comes on
[50:09]
we don't see those detailed analyses of
[50:12]
where
[50:13]
and how much it's going to cost as we go
[50:14]
forward and that's something i would
[50:16]
like to see in
[50:17]
involved one of the things that was
[50:19]
touched on was that
[50:21]
all this was agreed by referendum and
[50:23]
any changes would have to go
[50:25]
back to a referendum and in this
[50:27]
particular case um
[50:28]
i'm going to say thank you very much to
[50:30]
the finance department because
[50:32]
we've had um i've had some discussions
[50:34]
with them during the week
[50:36]
they're very very good at explaining uh
[50:40]
the intricacies of what goes on as far
[50:42]
as financing is concerned and i have a
[50:44]
much better picture
[50:45]
yes this would have any changes to the
[50:47]
acquisition would have to go back to a
[50:49]
referendum
[50:50]
um certainly not the much maligned aap
[50:54]
that's for sure so we can't change the
[50:58]
acquisition without going to
[51:00]
a a very costly thing but what we can do
[51:04]
is make sure that any acquisition report
[51:06]
that comes forward
[51:08]
contains a section which says if we do
[51:11]
this is what it will cost you for the
[51:14]
next five years
[51:15]
thank you very much thank you directoris
[51:19]
wilson i have director marsh director
[51:21]
smith
[51:22]
and director staples yes
[51:25]
thank you very much mr chair i believe
[51:28]
what i
[51:28]
said was um i acknowledge that
[51:33]
a lot of people on the board wanted this
[51:35]
to be honest
[51:36]
an austerity austerity budget
[51:39]
so um director kuhn if you thought i was
[51:41]
saying that i
[51:42]
agreed with that that's not what i was
[51:44]
saying
[51:46]
the part of the report
[51:49]
i don't know what you call it the the um
[51:56]
the second part the the part comes up
[51:58]
that comes out of the main page
[52:00]
uh speaks about the need for
[52:05]
protection and preservation of
[52:11]
sensitive ecosystems and someone sent me
[52:14]
an article this morning
[52:16]
written in the guardian that i i haven't
[52:18]
had a chance to read
[52:19]
but basically um it's
[52:23]
this will give you an idea top
[52:26]
scientists
[52:27]
warn of ghastly future of mass
[52:30]
extinction and climate disruption
[52:34]
and and i think that we've you know for
[52:38]
well as long as i've been a counselor or
[52:40]
and or a director but even longer
[52:43]
we've known that um we were on a course
[52:47]
but should we continue it um
[52:51]
and i'm talking about the collective
[52:53]
worldwide we
[52:54]
because i think uh 10 years ago the cbrd
[52:58]
was doing some really great things in
[52:59]
terms of
[53:00]
purchasing land but it seems to me given
[53:04]
um the
[53:07]
[Music]
[53:09]
acceleration of the changes we've been
[53:12]
warned we're coming for quite some time
[53:15]
you know for instance um you know the
[53:18]
entire
[53:19]
west coast of the united states burning
[53:21]
most of the summer
[53:23]
and the number of floods i think
[53:26]
i think someone told me and i didn't
[53:28]
check it out i believed them
[53:30]
that and it was before last night's
[53:32]
storm
[53:33]
that in a period of about eight days we
[53:36]
had
[53:36]
seven storms or something like that in
[53:38]
this general region
[53:41]
so mr chair point of order are we
[53:43]
talking about budget here are we talking
[53:45]
about the
[53:46]
environment
[53:49]
thank you director wilson continue
[53:51]
director marsh
[53:52]
thank you mr chair so um
[53:57]
i so uh i feel that um
[54:02]
you know if people want to put it off
[54:05]
you know that's could be the way they go
[54:07]
i would prefer to get started
[54:10]
especially if as has been said it's
[54:12]
going to take four to five months
[54:16]
and you know we are actually
[54:19]
so fortunate here to have
[54:23]
so much land and um
[54:27]
much of it is fee simple land and
[54:31]
so i think that given we've run down the
[54:34]
reserves pretty low in this function
[54:38]
and um we agreed as part of our
[54:41]
strategic plan we wanted to have a
[54:43]
review of it
[54:45]
um you know i would hate to miss uh
[54:48]
the chance to to do um
[54:53]
purchases that would help us do our part
[54:57]
and and adapt because i think the
[54:59]
mitigation
[55:00]
of climate change those days are over
[55:03]
now
[55:04]
we are facing it and it's going to
[55:06]
continue to get worse
[55:08]
and the decisions we make today will
[55:11]
affect our great grandchildren
[55:13]
on how bad it's going to be including
[55:16]
potentially leading to extinction so
[55:19]
i i support doing this um
[55:22]
and i as you know would support the full
[55:25]
acquisition which
[55:27]
i understand um is not likely to happen
[55:31]
under this
[55:32]
this board but i i'll end with saying
[55:34]
that
[55:35]
a statistical survey done
[55:38]
by the center for policy alternatives in
[55:41]
canada
[55:43]
um the results of that were that 71
[55:48]
of canadians want every level of
[55:51]
government
[55:52]
that includes local to do everything
[55:54]
they can
[55:56]
no matter what it costs basically
[56:00]
to preserve uh our ecosystems
[56:03]
and to do our part in adapting
[56:06]
to climate change um
[56:09]
so you can read that in um
[56:14]
a book called a good war
[56:17]
and it's all right i hate to cut you off
[56:20]
i do have an extensive speaker's list
[56:24]
i'm done thank you very much thank you
[56:26]
for your tolerance i know that we do
[56:28]
uh that you do support the function and
[56:31]
we appreciate your
[56:33]
your input director smith staples
[56:36]
yanni dinardo and salmon
[56:40]
uh thank you i also um
[56:43]
have concerns with the development costs
[56:47]
involved in purchasing uh land
[56:51]
that this function definitely doesn't
[56:54]
take that into consideration it's very
[56:57]
important i mean we're sitting here
[56:58]
looking at
[57:00]
rcao's background picture which is butte
[57:03]
island
[57:04]
and a wharf and that comes with
[57:07]
conditional
[57:09]
assessments and wondering what the
[57:12]
replacement cost of that is
[57:14]
so i think that we need to also take
[57:16]
into consideration
[57:17]
development costs whether trails will be
[57:19]
put into the property
[57:21]
along with the purchase price i
[57:24]
also have concerns that the province of
[57:27]
bc
[57:28]
should be looking at tracts of land and
[57:31]
conservancy organizations
[57:35]
that purchase land so i'm a little
[57:38]
concerned about us
[57:39]
heading off into a direction that is not
[57:42]
something we're mandated
[57:44]
as a local government i
[57:47]
believe that we need to pursue this
[57:50]
looking into it
[57:52]
but a hundred thousand out of operating
[57:54]
reserves at this time
[57:56]
is a hundred thousand that's not
[57:58]
available for
[57:59]
the purchase of land i will not be
[58:02]
supporting
[58:03]
this uh project at this time
[58:07]
thank you thank you very much director
[58:09]
smith i have director staples next
[58:13]
yeah thank you i think that we always
[58:15]
have to remember the cost of
[58:16]
when we don't do things as well um
[58:19]
this this every time this topic comes up
[58:22]
um at our board anything related to
[58:24]
parks we sort of
[58:26]
seem to meander away from the actual
[58:28]
motion that's on the floor
[58:29]
and what we're actually discussing
[58:31]
discussing into the
[58:32]
you know whether or not we value the
[58:34]
importance of parks
[58:36]
and since everyone's been going there
[58:38]
i'm gonna step
[58:39]
in at this time and go there as well
[58:42]
because the public has been
[58:46]
over and over again in in surveys that
[58:48]
we've done at the city and surveys that
[58:50]
the regional district
[58:51]
has done in the people who have come to
[58:53]
the budget meetings
[58:54]
one of the things that people talk about
[58:56]
particularly
[58:58]
more now than ever during covid is the
[59:01]
importance
[59:02]
of parks the importance of outdoor space
[59:04]
that's accessible to everyone
[59:06]
the importance of protecting those
[59:08]
spaces
[59:09]
and as i've heard a million times
[59:13]
at every conference i've ever gone to
[59:16]
from local politicians from people
[59:19]
you know we we can say that we need the
[59:22]
province to do this
[59:23]
but this is the community that we live
[59:25]
in and we need to decide what's
[59:27]
important to us and our community has
[59:29]
asked us over and over again to value
[59:32]
parks to value outdoor spaces to value
[59:35]
our ecosystem and to protect it
[59:38]
and so i'm not saying that this study is
[59:42]
is i liked director nicholson's idea of
[59:45]
phasing something in i think that that
[59:47]
would be something
[59:48]
at this time that would um be
[59:51]
appropriate
[59:52]
but i think the ongoing conversation
[59:55]
about
[59:55]
not supporting um and protecting
[59:59]
space in our region is is not a
[1:00:02]
direction that we should go as a board
[1:00:06]
thank you thank you director staples
[1:00:09]
perhaps we have to lean
[1:00:11]
lenient of a chair to allow that sort of
[1:00:13]
discussion to
[1:00:14]
continue no in all fairness i think all
[1:00:18]
points of view are
[1:00:19]
our relatives but if we can stick to the
[1:00:21]
budget portion that we're
[1:00:22]
discussing today i'd appreciate that
[1:00:25]
director yanni dinardo
[1:00:27]
thank you mr chair um i would just like
[1:00:30]
to say that
[1:00:31]
uh the scope of this i am in favor
[1:00:34]
of the parkland acquisition but it we
[1:00:38]
did say that we wanted a review
[1:00:40]
um i'm just concerned about the scope of
[1:00:43]
this review i'm all in favor of it
[1:00:46]
and um i i kind of between
[1:00:49]
uh director sebring and director
[1:00:51]
nicholson the maintenance the long-term
[1:00:53]
costs
[1:00:54]
like they're all great but what will it
[1:00:56]
cost us
[1:00:57]
later it should be in the scope like it
[1:00:59]
needs to be
[1:01:00]
the maintenance the whole package is
[1:01:02]
this another staff member is this you
[1:01:04]
know i believe that we need to look at
[1:01:06]
this
[1:01:07]
in likely even a phased
[1:01:10]
um in a phased project too
[1:01:13]
so part of it this year and and part of
[1:01:16]
it next year and not really rushing it
[1:01:18]
and just having
[1:01:20]
you know a consultant paper we need to
[1:01:22]
really look at this in
[1:01:24]
and the long-term costs as well
[1:01:27]
i think our cio would like to chime in
[1:01:30]
on this yeah thank you mr chair so i've
[1:01:31]
been listening to the conversation and
[1:01:33]
directors are all making good points and
[1:01:35]
maybe just to help you along
[1:01:38]
and to compile a bunch of the comments
[1:01:39]
that were made we can afford to
[1:01:42]
to spend some time developing the scope
[1:01:45]
of this project before approving the
[1:01:46]
budget and i get the sense that there's
[1:01:48]
differing differing expectations around
[1:01:50]
the table with
[1:01:50]
with respect to what this uh review
[1:01:52]
might entail so
[1:01:54]
uh for your consideration you may want
[1:01:57]
to consider having
[1:01:58]
having a select committee of the of the
[1:02:01]
uh
[1:02:01]
of the regional services committee to to
[1:02:03]
come together
[1:02:04]
develop the scope so that staff can then
[1:02:06]
go out and determine how best to deliver
[1:02:08]
that whether we would do it in a hybrid
[1:02:10]
model between
[1:02:11]
uh staff and consultants or consultant
[1:02:13]
but i think we've kind of put the cart
[1:02:14]
before the horse and we're getting
[1:02:16]
bogged down on that so
[1:02:17]
i would present that to the to the
[1:02:19]
committee for consideration that we
[1:02:21]
defer
[1:02:22]
it's coming from operating reserves so
[1:02:23]
you can amend the budget at a later date
[1:02:25]
to accommodate the cost of doing this
[1:02:27]
project moving forward
[1:02:29]
great thank you for that uh insight i
[1:02:31]
have two more speakers director salmon
[1:02:34]
and director wilson do you still wish to
[1:02:36]
speak
[1:02:37]
directly salmon yeah briefly that that
[1:02:39]
helps thank you mr crutherson
[1:02:41]
well i just had a specific just starting
[1:02:43]
back to what director wilson said
[1:02:45]
um if we did this management plan and it
[1:02:48]
came out with a new
[1:02:49]
new direction new criteria for
[1:02:51]
acquisition
[1:02:53]
does that mean we would need to get new
[1:02:54]
public approval on another referendum
[1:03:02]
chair i think i could respond to that no
[1:03:04]
i don't believe so i mean the the
[1:03:05]
services for
[1:03:06]
acquisition of parks how you go about
[1:03:08]
are there priorities or the criteria
[1:03:10]
that you use i don't believe that we
[1:03:11]
would require an amendment
[1:03:13]
um to the to the service to do that okay
[1:03:16]
thank you
[1:03:18]
but i think one of the questions if i
[1:03:19]
may was if maintenance were to be added
[1:03:21]
into that
[1:03:22]
would that require um any
[1:03:25]
any input reference wise yes through the
[1:03:28]
chair the the uh
[1:03:30]
the service is specific to acquisition
[1:03:32]
uh maintenance is
[1:03:33]
is a separate issue and i think those
[1:03:35]
issues of incorporating maintenance
[1:03:37]
costs into acquisition
[1:03:38]
um one's acquisition one's operating but
[1:03:40]
that can be included in your scope of
[1:03:42]
your review as well to to
[1:03:44]
to discuss great just so that we're
[1:03:46]
clear i have director wilson and i'm
[1:03:48]
director still
[1:03:51]
thank you mr chair um there's some good
[1:03:54]
uh
[1:03:55]
there's some good discussion coming
[1:03:56]
forward here and i'd like to just um
[1:03:59]
reinforce the fact that i am not a catch
[1:04:02]
parkland acquisition
[1:04:03]
at all i'm just looking at the way it's
[1:04:06]
been
[1:04:07]
administered over the last few years and
[1:04:10]
that's
[1:04:10]
basically what i'm looking at is the
[1:04:12]
cost the budgetary cost
[1:04:14]
of this and that's why i brought up the
[1:04:17]
ongoing maintenance the improvements and
[1:04:18]
everything else that goes with it
[1:04:20]
um i i have to say about the um
[1:04:23]
budgetary meetings that we're public
[1:04:25]
meetings that we had
[1:04:26]
um and i think director staples just
[1:04:28]
said um that you know there were some
[1:04:31]
um attendees public attendees who came
[1:04:34]
there weren't that many there was only
[1:04:35]
one uh that on certainly
[1:04:37]
and i attended every all four of them
[1:04:40]
and any
[1:04:41]
opposition or any um any
[1:04:44]
anything that's coming forward in in
[1:04:46]
support of the parkland acquisition seem
[1:04:48]
to be coming
[1:04:49]
from one from one direction only and and
[1:04:52]
i'm concerned about that but
[1:04:54]
however let me let me reinforce i am not
[1:04:57]
opposed to acquisition
[1:04:59]
i am in favor of acquisition what i am
[1:05:02]
not in favor of
[1:05:03]
is the way it's being spent and that's
[1:05:05]
why i want to be so careful
[1:05:07]
on how much it's actually going to cost
[1:05:10]
us to buy
[1:05:11]
that and then maintain that as well
[1:05:15]
thank you director wilson director stone
[1:05:17]
to close
[1:05:18]
yeah just to to summarize um there is in
[1:05:21]
the in the
[1:05:22]
materials when we establish the
[1:05:23]
referendum it does say specifically
[1:05:26]
uh 11 specific sites in of interest
[1:05:28]
having significant
[1:05:29]
regional outdoor recreation and natural
[1:05:32]
values for acquisition so
[1:05:34]
it was understood from my recollection
[1:05:36]
and from the materials that i've
[1:05:37]
collected that
[1:05:38]
that there is some contemplation of
[1:05:41]
natural values or ecological values if
[1:05:43]
you will
[1:05:44]
um that being said i'm fully supportive
[1:05:46]
of deferring the actual spend
[1:05:47]
till either later this year as mr
[1:05:49]
crothers just said
[1:05:50]
we can amend the budget if we decide we
[1:05:52]
need some funding as we get through this
[1:05:54]
year
[1:05:55]
but deferring that item this year and
[1:05:57]
doing like he also suggested a select
[1:05:59]
committee
[1:06:00]
where we can work with staff and members
[1:06:02]
of the board to determine
[1:06:04]
the scope of the review and just a lot
[1:06:06]
final comment is
[1:06:07]
parkland acquisition we have a function
[1:06:09]
for parkland maintenance and operations
[1:06:11]
we already have a function for
[1:06:13]
it's just that when the reports come it
[1:06:16]
should
[1:06:17]
tell us what those costs will be not
[1:06:19]
that we have to change the function and
[1:06:20]
draw it down to do the maintenance
[1:06:22]
but that we know that the other function
[1:06:24]
is going to bump up as a result of
[1:06:26]
a parkland acquisition so um i would say
[1:06:30]
that i think we're
[1:06:30]
ready to call the question thank you we
[1:06:32]
are and the uh
[1:06:34]
it has been moved in second i see
[1:06:36]
director nicholson's hand come up though
[1:06:40]
thanks i just would like i i i'm i think
[1:06:42]
we're heading in the right direction on
[1:06:44]
the select committee but i would like to
[1:06:46]
make sure that
[1:06:47]
we do that this get it going sooner
[1:06:49]
rather than later
[1:06:51]
so that we actually get some work
[1:06:53]
substantive work done this year so we
[1:06:54]
are in a better position to
[1:06:56]
do some work uh you know to get move on
[1:06:59]
things next year
[1:07:01]
um so i guess my question through just
[1:07:03]
through to you just to staff is
[1:07:05]
do you have the capacity to get this off
[1:07:07]
the ground right away
[1:07:12]
i think that would be up to us to
[1:07:15]
implement that select committee through
[1:07:17]
chair stone
[1:07:19]
and to get that process going as soon as
[1:07:21]
possible if i'm not mistaken
[1:07:23]
uh if you could correct me if i'm wrong
[1:07:26]
chairstone
[1:07:29]
right as far as i can tell i think that
[1:07:31]
there's going to be some requiring of
[1:07:32]
staff resourcing but we can talk about
[1:07:34]
that with staff
[1:07:35]
if we do need other resources as mr
[1:07:37]
crothers already explained
[1:07:39]
we can make that budget amendment if we
[1:07:41]
want to allocate a small amount of
[1:07:42]
funding out of those operational
[1:07:44]
reserves this year
[1:07:45]
um if we need some assistance in in
[1:07:47]
helping develop that scope but i don't
[1:07:48]
see that as a necessity at this moment
[1:07:52]
as soon as possible implementing that
[1:07:54]
subcommittee uh yes mr crothers
[1:07:57]
so given that this is a corporate
[1:07:59]
services
[1:08:00]
meeting to discuss budget i would
[1:08:02]
suggest that you refer this matter
[1:08:04]
you can deal with this resolution in
[1:08:05]
front of you back to regional services
[1:08:08]
at which time you can have a
[1:08:10]
conversation about the establishment of
[1:08:11]
a select committee and and how to go
[1:08:14]
about that and what support staff can
[1:08:15]
provide to
[1:08:16]
uh to get that uh committee established
[1:08:19]
thank you very much one more time for
[1:08:22]
hands
[1:08:24]
so we do have a motion on the floor
[1:08:28]
do we need a referral motion director
[1:08:30]
morrison
[1:08:32]
thank you mr chair
[1:08:36]
so perhaps staff can correct me if i'm
[1:08:39]
wrong
[1:08:40]
um the motion that we're putting
[1:08:44]
that's before us is a placeholder
[1:08:47]
to possibly do the work with
[1:08:50]
funds that will come out of operating
[1:08:52]
reserve
[1:08:54]
so if we approve this resolution
[1:09:00]
all of those things can take place
[1:09:03]
and we don't have to spend a penny of
[1:09:05]
money
[1:09:07]
or a penny until the scope in terms of
[1:09:10]
reference or whatever
[1:09:12]
select committee is decided upon
[1:09:15]
if this resolution moves forward and is
[1:09:19]
adopted as
[1:09:20]
is is is that a correct assessment
[1:09:23]
of the outcome of passing this
[1:09:25]
resolution
[1:09:27]
is there a staff person could answer
[1:09:28]
that
[1:09:31]
i will refer to ms saldara to answer
[1:09:34]
that
[1:09:39]
my understanding based on the discussion
[1:09:41]
was that we would defer
[1:09:44]
allocating funds towards this project
[1:09:47]
until we had
[1:09:48]
uh set up the select committee and
[1:09:50]
established a clear return of reference
[1:09:52]
so you could still do it but it would
[1:09:53]
require a budget amendment
[1:09:57]
okay that clarifies i think i saw
[1:09:59]
director marsh please
[1:10:02]
yes i'm sorry mr chair but i got bumped
[1:10:05]
off for about five minutes so
[1:10:07]
i'd really like to just hear the motion
[1:10:09]
before you call the vote thank you
[1:10:16]
miss lego would you like to read that
[1:10:18]
sure uh the motion was that the
[1:10:20]
supplemental
[1:10:21]
that would be recommended to the board
[1:10:22]
that the supplemental request for
[1:10:23]
function 285 regional parkland
[1:10:25]
acquisition master plan review be
[1:10:28]
approved
[1:10:31]
okay are we ready for the question
[1:10:35]
all those in favor
[1:10:39]
those opposed see director
[1:10:43]
sebring wilson smith
[1:10:46]
yanni dinardo salmon and
[1:10:51]
anyone else
[1:10:54]
can you leave your hands up again those
[1:10:56]
opposed
[1:11:00]
sebring smith danny dinardo
[1:11:03]
salmon wilson
[1:11:08]
miss lego that's six opposed
[1:11:12]
so the motion carries can i just
[1:11:15]
very much absolutely absolutely director
[1:11:18]
stone
[1:11:19]
uh i just want to say this has no effect
[1:11:20]
on requisition and again
[1:11:22]
as staff said six of one half dozen to
[1:11:24]
the other right so
[1:11:26]
the motion's approved it's in the budget
[1:11:28]
but we've already kind of
[1:11:29]
informally agreed to to strike a select
[1:11:31]
committee to discuss the scope
[1:11:33]
and as we get through that we can report
[1:11:35]
back to the board with direction
[1:11:37]
so it really has no force and effect on
[1:11:40]
this year's budget but
[1:11:41]
if we need it it's there thank you right
[1:11:43]
no thanks for that clarification
[1:11:46]
i don't know about you but i think i
[1:11:47]
need to stretch
[1:11:49]
uh if you're willing for a 10-minute
[1:11:52]
recess
[1:11:53]
um well we can get a drink or a coffee
[1:11:55]
or whatever we need
[1:11:58]
we'll do a 10 minute recess
[1:12:11]
how much time do i have
[1:12:32]
camera's live welcome back directors
[1:12:36]
i hope we've all coffeed up and ready to
[1:12:39]
go again
[1:12:40]
um with your indulgence we will return
[1:12:43]
to r1
[1:12:44]
uh director nicholson had asked that
[1:12:46]
that be delayed until her
[1:12:49]
attendance and if we could miss lego
[1:12:53]
thank you mr chair item r1 is a report
[1:12:55]
from the finance division on the parks
[1:12:57]
and trails 2021 draft budgets referred
[1:13:00]
from december
[1:13:00]
2nd special electoral area services
[1:13:02]
committee meetings
[1:13:04]
and this is for the community parks
[1:13:05]
budgets for area e g and
[1:13:07]
h and i believe each of the directors
[1:13:09]
have something that they'd like to
[1:13:11]
propose for those budgets so perhaps we
[1:13:13]
could address them separately
[1:13:16]
okay who would wish to start let's start
[1:13:18]
with director nicholson
[1:13:20]
as she had asked for this to be delayed
[1:13:22]
tricker nicholson please
[1:13:24]
thank you um i'd like to recommend to
[1:13:27]
the board that draft
[1:13:29]
uh 2021 budget for function 235
[1:13:32]
area e community parks be amended by
[1:13:35]
number one
[1:13:36]
increasing the minor capital by ten
[1:13:38]
thousand dollars
[1:13:39]
increasing invasive species management
[1:13:41]
by five thousand dollars
[1:13:43]
and increasing requisition by fifteen
[1:13:45]
thousand dollars
[1:13:48]
of a seconder that has been moved and
[1:13:50]
seconded if you wish to
[1:13:51]
speak to it so uh i met with my parks
[1:13:55]
commission
[1:13:56]
last thursday night and the the
[1:13:59]
recommendation that i'm making is based
[1:14:01]
on their concerns
[1:14:03]
about a couple of projects that need to
[1:14:06]
be done
[1:14:07]
shouldn't be delayed out at glenora
[1:14:09]
trail head park and
[1:14:11]
keeping on top of invasive species
[1:14:13]
management in our parks which is
[1:14:15]
becoming an increasing problem
[1:14:17]
great thank you very much any further
[1:14:20]
discussion on that
[1:14:21]
director wilson thank you mr chair just
[1:14:24]
a quick question for
[1:14:26]
director nicholson i i have no problem
[1:14:28]
with supporting this at all
[1:14:30]
which i will do uh just a question does
[1:14:33]
it come out of your budget it doesn't
[1:14:35]
impact the overall budget just as a
[1:14:38]
point of clarification
[1:14:42]
miss soldera that would come from the uh
[1:14:45]
local
[1:14:45]
community parks function would it not
[1:14:48]
absolutely so the requisition
[1:14:50]
uh percentage increase will actually
[1:14:52]
reflect the 15
[1:14:54]
000 increase as as a the total number
[1:14:57]
but only those participants in the
[1:14:58]
service would pay for the service so yes
[1:15:00]
those would come
[1:15:01]
all from the residence of electoral aid
[1:15:05]
and we all know director wilson that you
[1:15:07]
do
[1:15:08]
support parks thank you very much
[1:15:12]
so can i call the question on this one
[1:15:15]
all those in favor opposed if any
[1:15:20]
uh moving on to uh number two
[1:15:30]
was there an amendment on this one as
[1:15:32]
well
[1:15:36]
i believe director smith has something
[1:15:39]
i missed your hand director smith i
[1:15:41]
apologize i see you there now
[1:15:43]
please thank you
[1:15:48]
uh uh that it be recommended to the
[1:15:51]
board that the draft
[1:15:53]
2021 function 237
[1:15:57]
area g community parks be amended by
[1:16:00]
increasing minor capital by 15 000
[1:16:04]
increasing major capital land
[1:16:06]
improvement by
[1:16:07]
21 000 increasing transfer
[1:16:11]
from capital reserves by 21 000
[1:16:14]
increased transfers from operating
[1:16:16]
reserves by 15
[1:16:18]
000. and i'll speak to that if i have a
[1:16:22]
seconder
[1:16:25]
been moved in second please carry on
[1:16:28]
thank you very much
[1:16:29]
i we have had some
[1:16:32]
deterioration in our trails over time
[1:16:34]
and i really appreciate the
[1:16:36]
assistance by mr farquhar and his
[1:16:39]
department for giving me the
[1:16:41]
costs that would assist with doing
[1:16:45]
a type 2 trail on the southeast forest
[1:16:48]
loop in centennial park one of the
[1:16:50]
advantages of upgrading that trail
[1:16:54]
will be a active transportation
[1:16:57]
connection to the from sort of the
[1:17:01]
subdivision over to the
[1:17:02]
newly opened uh solitaire uh
[1:17:06]
canco supermarket so that's an excellent
[1:17:09]
upgrade that we will be looking forward
[1:17:11]
to and
[1:17:13]
with the mud that has uh transpired in
[1:17:17]
princess die park over the years it's
[1:17:20]
now reached
[1:17:22]
an area of approximately five to six
[1:17:25]
inches so
[1:17:25]
this will definitely work to improve
[1:17:29]
those areas
[1:17:30]
and i appreciate that i'm looking
[1:17:32]
forward to also
[1:17:34]
the parks commission did approve
[1:17:38]
the centennial park lower uh
[1:17:41]
ball court cracks repairs and ceiling
[1:17:45]
under minor capital the tennis courts
[1:17:48]
under um minor capital to be the
[1:17:52]
surfaces
[1:17:53]
for cracks and mitigation work and
[1:17:56]
the five thousand dollars for the
[1:17:58]
removal of the tennis practice court as
[1:18:01]
a risk assessment has been done on the
[1:18:04]
condition
[1:18:04]
of those the court there at this time
[1:18:08]
i'd like to thank the cvrd staff in
[1:18:11]
parks and trails for assisting
[1:18:13]
to bring forward these projects at this
[1:18:15]
time thank you
[1:18:18]
thank you very much any further
[1:18:20]
discussion
[1:18:22]
i'll call the question all those in
[1:18:24]
favor opposed if any
[1:18:28]
i'm going to try to turn to you director
[1:18:29]
martin and see if your connectivity
[1:18:31]
issues are
[1:18:34]
still ongoing you had something in your
[1:18:36]
area as well
[1:18:40]
yes um if you can hear me uh item r1
[1:18:44]
yeah i'd like to have that um recommend
[1:18:46]
that to be deferred
[1:18:49]
to the generate special corporation
[1:18:52]
meeting and
[1:18:53]
the other day to
[1:18:57]
advisory commission
[1:19:01]
so i think we got the gist of that you
[1:19:03]
would like to defer
[1:19:04]
that to the january 25th special
[1:19:08]
corporate services meeting do i need a
[1:19:11]
seconder on that one
[1:19:14]
moved in seconded uh mr chair i
[1:19:17]
i just want to point out in case that no
[1:19:19]
one else knows that
[1:19:20]
director martin had put this in the chat
[1:19:24]
so we can remember that that's something
[1:19:27]
to look for if someone is having
[1:19:29]
connectivity or speaking problems that
[1:19:31]
we can always put
[1:19:36]
put it in the chat thank you yeah i did
[1:19:38]
note that
[1:19:39]
but i wanted to see if his connectivity
[1:19:41]
had
[1:19:42]
resolved itself it doesn't seem to but i
[1:19:44]
think we've got the gist of it director
[1:19:47]
uh martman moved second ready for the
[1:19:49]
question
[1:19:51]
oh is that a question director morrison
[1:19:55]
okay all in favor sorry opposed if any
[1:20:00]
thank you very much i believe that
[1:20:02]
concludes our one
[1:20:06]
thank you mr chair on to item r6 which
[1:20:08]
is a verbal report from the finance
[1:20:10]
division on the budget public engagement
[1:20:12]
and that is for information
[1:20:16]
okay miss older would you like to uh
[1:20:20]
speak to this thank you very much
[1:20:23]
uh as most of you are aware we held four
[1:20:26]
virtual
[1:20:27]
public meetings on the budget and i
[1:20:30]
really appreciate everyone's attendance
[1:20:32]
at those uh it was nice to see so many
[1:20:34]
people from the
[1:20:35]
community from the board showing up and
[1:20:38]
uh
[1:20:39]
as i believe was alluded to previously
[1:20:41]
um we
[1:20:42]
did not have great turnout but we did
[1:20:44]
have people show up at every single
[1:20:46]
one so that was better at least than
[1:20:47]
when we did them in person where we had
[1:20:49]
two with no participants
[1:20:51]
um so we did have a total of 16 people
[1:20:55]
participate in those virtual budget
[1:20:57]
public meetings we had some good
[1:20:59]
question
[1:21:00]
and discussion at our very first meeting
[1:21:01]
which um
[1:21:03]
made me all excited and then limited uh
[1:21:05]
discussion at the other meetings but
[1:21:07]
as i say that uh was there the
[1:21:10]
meetings were all recorded and my
[1:21:12]
understanding from communications is
[1:21:14]
that they will be posted to our website
[1:21:16]
for people to access whenever they
[1:21:18]
feel like it in the future and i will be
[1:21:22]
following up with a written report
[1:21:24]
to the committee for the at the january
[1:21:27]
25th
[1:21:28]
meeting which will include feedback from
[1:21:30]
our play speak
[1:21:31]
um item and people are welcome to go on
[1:21:34]
and look at that feedback now
[1:21:35]
we have had 59 surveys filled out and 47
[1:21:38]
discussion
[1:21:39]
threads and so i will include a formal
[1:21:43]
written report with
[1:21:44]
any feedback from the public meetings as
[1:21:47]
well as from the play speak
[1:21:48]
at the january 25th meeting but just
[1:21:50]
wanted to let you know
[1:21:52]
what happened at the virtual budget
[1:21:53]
public meetings which ended last night
[1:21:56]
great i'd like to just thank you
[1:21:59]
and staff who were involved in that
[1:22:02]
process i know it's a difficult time to
[1:22:04]
try to get
[1:22:05]
information out to the public and we
[1:22:07]
tried our best virtually
[1:22:09]
i do have a speakers list i have
[1:22:10]
director stone
[1:22:12]
wilson and yanni dinardo
[1:22:15]
i just just a little bit of feedback
[1:22:17]
from our community that
[1:22:18]
it was scheduled on the same night and
[1:22:20]
time as our
[1:22:22]
committee of the whole meeting so it was
[1:22:24]
difficult for ladies with folks to
[1:22:26]
participate in both and i know there's
[1:22:27]
some interest with our council and they
[1:22:29]
were unable to participate
[1:22:31]
due to performing their council duties
[1:22:33]
or to at least attend
[1:22:34]
so can you just when those are posted it
[1:22:37]
would be appreciated
[1:22:38]
if we could get uh an email just to let
[1:22:41]
us know when they're up and then we can
[1:22:43]
share those with our community members
[1:22:45]
thank you
[1:22:47]
great thank you very much director
[1:22:49]
wilson
[1:22:50]
uh thank you mr chair just a word of
[1:22:52]
congratulations to
[1:22:54]
miss aldera very uh very concise uh
[1:22:57]
presentation uh very professional
[1:22:59]
and very clear so thank you very much
[1:23:01]
for that uh talitha great job
[1:23:04]
would that mean that your area had the
[1:23:06]
most participation director wilson
[1:23:08]
we did actually yeah yeah
[1:23:11]
thank you i have director janie dinardo
[1:23:13]
then director marsh
[1:23:14]
thank you i'd just like to echo my
[1:23:16]
fellow directors and um
[1:23:18]
thank also um mr schumacher that did a
[1:23:21]
great job as a host
[1:23:23]
and um also miss saldera and also the
[1:23:27]
people that did actually get on and
[1:23:29]
speak were quite impressed
[1:23:31]
and they were actually really surprised
[1:23:34]
that each and every one of them got to
[1:23:36]
you know be spoken to
[1:23:38]
and you know it worked out that way
[1:23:40]
really well because we had small groups
[1:23:42]
we actually spoke to each person and
[1:23:44]
asked with if they had questions and
[1:23:48]
i think that was very successful so i'd
[1:23:50]
like to thank um
[1:23:51]
the staff and of course everyone who
[1:23:53]
attended as well
[1:23:55]
thank you very much director marsh and
[1:23:57]
then director smith
[1:24:00]
yes thank you mr chair just further to
[1:24:03]
what chair stone said um
[1:24:05]
there was also some conflict with um
[1:24:08]
some north couch and things and i'm just
[1:24:10]
wondering if the
[1:24:12]
corporate services legislative staff can
[1:24:15]
kind of
[1:24:16]
communicate with everyone at these busy
[1:24:19]
times so that
[1:24:20]
um those of us who are on the board
[1:24:23]
can come to the board things um i don't
[1:24:27]
know if that's too much to ask but it's
[1:24:28]
just a suggestion thank you
[1:24:32]
i think a number of us did have
[1:24:33]
conflicts with our
[1:24:35]
council and municipal obligations as
[1:24:37]
well
[1:24:38]
i couldn't attend the lady smith one for
[1:24:41]
lake couch and council obligations but
[1:24:44]
i tried to attend as many as i could and
[1:24:48]
thankfully got to attend a few of them
[1:24:50]
director smith you're next
[1:24:55]
thank you i'd like to thank the staff
[1:24:58]
for arranging having
[1:24:59]
four different meetings at four
[1:25:02]
different times that gave an opportunity
[1:25:04]
for people if they were unable to attend
[1:25:07]
the one that was for their area they
[1:25:09]
also had an opportunity to still attend
[1:25:12]
a meeting it was definitely
[1:25:15]
the presentations are really delightful
[1:25:17]
and i really would like to thank the
[1:25:19]
staff
[1:25:20]
and mr schumacher for hosting it
[1:25:23]
it's a little hard to look at some of
[1:25:25]
the numbers of the attendees and
[1:25:27]
hoping the number goes up but i think
[1:25:30]
that having them posted to the website
[1:25:32]
will definitely
[1:25:33]
improve the opportunity for our
[1:25:36]
communities to actually
[1:25:38]
look at them and and take their time
[1:25:40]
going through those presentations as a
[1:25:42]
video
[1:25:43]
thank you very much for all the work
[1:25:45]
that an effort that went into all those
[1:25:47]
four meetings
[1:25:49]
thank you very much uh director staples
[1:25:53]
yeah just to echo that thanks to safa
[1:25:55]
and the meetings were facilitated
[1:25:57]
um extremely well and and i think that
[1:26:00]
of of the sort of things that we're
[1:26:02]
learning through the types of format
[1:26:03]
that we're stuck with right now
[1:26:05]
i feel that um exploring that type of
[1:26:08]
format for delivery of budget meetings
[1:26:11]
would be
[1:26:11]
something that we should consider in the
[1:26:13]
future because i think that
[1:26:16]
while there weren't a lot of attendees i
[1:26:18]
think it is
[1:26:19]
at least you know rather than having
[1:26:21]
them all in person to have some online i
[1:26:23]
think would be something that we should
[1:26:24]
um
[1:26:25]
just carry forward i think that that
[1:26:27]
helps some people
[1:26:28]
um with their ability to attend
[1:26:31]
thank you great thank you very much
[1:26:35]
anyone further again miss soldera thanks
[1:26:38]
to you
[1:26:39]
and every other staff member that was
[1:26:42]
involved in those presentations
[1:26:44]
and i encourage people to uh once the
[1:26:46]
videos are up go up and see what the
[1:26:48]
impacts
[1:26:49]
of these budget discussions will be on
[1:26:51]
your particular area
[1:26:54]
moving on miss lego thank you mr chair i
[1:26:59]
guess we're on to question period
[1:27:01]
and checking my email i see no
[1:27:03]
submissions
[1:27:04]
so we would be looking for a motion to
[1:27:06]
close the meeting to the public
[1:27:08]
in accordance with the community charter
[1:27:10]
section 91c
[1:27:12]
okay moved and seconded all those in
[1:27:15]
favor
[1:27:17]
opposed if any that carries
[1:27:21]
now we will leave this meeting and go to
[1:27:25]
the separate closed i believe
[1:27:27]
that's correct we'll end this meeting
[1:27:28]
and start a separate meeting
