[55:02] here who chairs the dsic great great

[55:05] news so we working with the mayor and

[55:07] andrew colvin and the team we've looked

[55:09] at the site here on j-100 104-j where the

[55:13] fire was back in 2015.

[55:17] we've been maintaining that lot

[55:19] mowing it

[55:20] picking up the litter the city has site

[55:22] control of both parcels as i understand

[55:25] it

[55:26] through the foreclosure process so we'd

[55:29] like to go forward with a five year

[55:31] lease

[55:32] at no cost and then a five-year option

[55:35] so this preserves the ability to do a

[55:37] development deal at that site in the

[55:38] future

[55:39] someone wants to do something there on

[55:41] the development side but we think new

[55:43] space is very important urban green

[55:45] space

[55:46] and then growing downtown a lot more

[55:48] residential units uh are happening

[55:50] it's important for people to have a

[55:52] place to go

[55:53] and june can talk a little bit more

[55:55] about the

[55:56] plans for the site but we'd like to uh

[55:59] we're going to

[56:00] match the grant that jim won

[56:02] with another twenty thousand dollars and

[56:05] we're going to continue to maintain the

[56:11] mowing snow plowing whatever we need to

[56:13] do we've been doing it anyway since 15.

[58:47] side so in case somebody wants to build

[58:51] accommodate that so try to look at all

[1:04:01] which is very likely but i just wanted

[1:04:09] on developing it it's not just

[1:04:11] us but there's a lot of effort that goes

[1:08:17] year at the state um that request that

[1:08:19] we participate in this funding will pay

[1:08:22] for some of those parts to know when we

[1:08:23] participate

[1:08:25] against yearly grant formless

[1:08:28] it's not applied force kind of given to

[1:08:29] the city

[1:11:18] really for discussion purposes um

[1:11:22] shouldn't be here it's more or less for

[1:11:23] discussion purposes um they gave us a

[1:11:25] proposal at the time office of

[1:11:27] everything they

[1:11:28] spoke about a month ago

[1:11:30] we wanted to have a hard copy in case

[1:11:32] there's you know want to make notes and

[1:11:33] so forth again we send it to you i can

[1:11:35] answer a lot of questions but

[1:11:37] we

[1:11:39] as a department research other funding

[1:11:41] opportunities that we have for this this

[1:11:43] program itself um the contractor

[1:11:45] organized a 10-year contract we do a

[1:11:46] five-year contract because there's a

[1:11:48] caveat in here that says that um if

[1:11:50] funding is not if the council does not

[1:11:52] fund it it murder that quarter we can

[1:11:54] get out of contract so it's kind of like

[1:11:56] a safety net if you would with that said

[1:11:58] though um i have to present this formula

[1:12:00] in a couple weeks or months that we had

[1:12:01] for it but we do feel it we can cover

[1:12:03] costs for the first couple years now

[1:12:05] there might be other grandmothers

[1:12:07] after that and we we just can't

[1:12:09] say that right now so we can't obligate

[1:12:11] anybody's past the next couple years but

[1:12:13] we do have money for this of yourself to

[1:12:14] pay for it obviously for additional

[1:12:16] grants and other

[1:12:17] funding streams that we have but would

[1:12:19] be a commitment on the city's behalf

[1:12:21] sort of

[1:12:22] you know joining for a 10-year program

[1:12:24] again if there's financial struggles or

[1:12:26] there's a catch-all come in and i can

[1:12:28] refer to a legal on that but a place

[1:12:30] that's strong enough to support anything

[1:12:32] that something happens down the road

[1:12:34] that we couldn't finish it as a city

[1:12:35] financially supported

[1:12:37] there's a lot of a lot of moving parts

[1:12:39] to this this whole plan

[1:12:41] it's an officer safety plan that we

[1:12:42] spoke about who's the tasers body

[1:12:44] cameras virtual reality training um the

[1:12:47] storage of such which is big and and to

[1:12:50] share your data on

[1:12:51] this on it holding car video system as

[1:12:53] well

[1:12:54] this is kind of a

[1:12:56] soup to nuts as far as everything's

[1:12:58] included on the planet

[1:13:01] again i can answer hopefully any

[1:13:02] questions you have that's it's not

[1:13:04] answers

[1:14:01] we have to like our body cameras now are

[1:14:03] three and four years old they're kind of

[1:14:05] the end of life so we have to come up

[1:14:06] with some kind of uh

[1:14:08] replacement for them um and this is kind

[1:14:10] of

[1:14:11] just that phase of it but in this

[1:14:13] program they they finish them every so

[1:14:15] much off i think we get three upgrades

[1:14:17] with this 10-year plan

[1:14:21] and

[1:14:22] there's a significant discount that

[1:14:23] they're giving us as well by by bundling

[1:14:26] all these services i think i saw that i

[1:14:28] can't i feel like it was like two million

[1:14:31] dollars or something yeah the math is

[1:14:32] all there i don't have the raw number

[1:14:34] top of my head right now but yes there's

[1:14:35] a big one it's really kind of what has

[1:14:37] to do with um

[1:14:39] going from five years to 10-year plan

[1:14:41] so they they did offer a quick incentive

[1:14:44] that was a 10-year plan i think it was a

[1:14:45] big incentive

[1:15:19] video systems and the cost of associated

[1:15:21] oh i'm sorry the interview rooms are in

[1:15:22] there also so the interview rooms which

[1:15:24] we have eight rooms in the department

[1:15:26] they'd all be covered in there they

[1:15:27] would have um the body cameras um

[1:15:31] the body camera in their energy room

[1:15:33] separate

[1:15:34] um that the

[1:15:35] car radio system separate and then you

[1:15:37] have the body cameras and the taser

[1:15:39] doesn't form

[1:15:40] so that's that's one package and then

[1:15:42] when you see on the charts again i don't

[1:15:44] notice i've read it but there's a

[1:15:46] savings you'll see this they actually

[1:15:47] put what the savings would be over the

[1:15:49] course of the 10 year programs and what

[1:16:00] the lifetime of that contract that we're

[1:16:08] it's not this will be a cloud-based

[1:16:11] what this system does is it ties

[1:16:13] everything in so if you have an

[1:16:14] interview or an interview room um that

[1:16:15] also gets linked by the camera which

[1:16:17] just linked to the in-car video system

[1:16:18] which gets linked to your taser if you

[1:16:20] use it so it's kind of i think they call

[1:16:22] it the officer safety program and what

[1:16:24] happens is it you know puts them all

[1:16:25] together um with the body cameras we

[1:16:27] have now we actually just received a

[1:16:30] grant this year to to

[1:16:32] upgrade some buy additional cameras and

[1:16:34] stuff that but we could use that some of

[1:16:36] the money i was talking about before to

[1:16:37] fund this program but it's um those were bought um we didn't have a

[1:16:41] fight we didn't want to do a

[1:16:44] police divide technique panasonic i'm

[1:16:46] not sure that's what we had now

[1:16:47] panasonic i'm not sure if they had it

[1:16:49] back then um

[1:16:50] we

[1:16:52] five years ago we did um check on axon

[1:16:55] you know we had um we did demo their

[1:16:57] product and very good product but those

[1:16:59] will cost since then they've come up

[1:17:01] with the development this this

[1:17:02] consolidated plan for better work and it

[1:17:05] just kind of impresses us there's not

[1:17:06] that many out there that have some deals

[1:17:08] with other ones that do but they don't

[1:17:10] you know they kind of

[1:17:11] bundle it in such a way a lot of

[1:17:13] agencies are going to just because it

[1:17:14] simplifies it and what the demand on

[1:17:16] right now for uh discovery rules um our

[1:17:19] turn on time it's it's you know this is

[1:17:21] hopefully we

[1:17:23] got into the redaction part of it just

[1:17:24] to try some stuff and there's a lot of

[1:17:25] redaction what happens is it just all

[1:17:28] gets bundled together so we don't have

[1:17:29] to spend the time to kind of put it all

[1:17:31] together so just um

[1:17:40] demonstration

[1:17:41] a couple of months ago it was i think

[1:17:44] that that really stood out for me that

[1:17:45] now we'd be having all of these services

[1:17:48] under one

[1:17:49] excuse me under one umbrella so that

[1:17:51] everything was interconnected with

[1:17:54] everything else um so i think it makes

[1:17:56] it um more efficient as well in terms of

[1:18:00] the officers

[1:18:01] work

[1:18:02] in terms of what they have to do

[1:18:05] even in the reporting stages that kind

[1:18:07] of thing so i liked that idea that this

[1:18:09] was you know everything uh yeah even

[1:18:13] when we

[1:18:14] upload we have photos with corporation

[1:18:16] council we have you know the discovery

[1:18:18] with the da's office we have to send

[1:18:19] stuff to the public defender's office

[1:18:21] this will link everybody up also on the

[1:18:23] back end that so it makes it a little

[1:18:24] more efficient

[1:18:30] this is a five-year deal with a

[1:18:32] five-year option exactly yeah i had

[1:18:35] asked chief clinton to put that in

[1:18:38] uh so we're getting the 10-year pricing

[1:18:41] but five years out uh again when we

[1:18:44] bought the panasonic

[1:18:46] body cameras they were the best exxon

[1:18:49] now is

[1:18:51] uh

[1:18:52] not one of the is probably the leader in

[1:18:54] the market so

[1:18:56] the state police are going to that

[1:18:58] platform i think the city of albany is

[1:19:00] there new york

[1:19:07] uh city so there's compatibility

[1:19:10] uh

[1:19:11] with other agencies

[1:19:14] but again it gives us

[1:19:15] [Music]

[1:19:16] an option to get out and there is the

[1:19:18] basic option if the council chose not to

[1:19:21] fund it in any given year

[1:19:25] we could terminate it the reality

[1:19:28] once you lock into this you're going to

[1:19:29] have to do it for a period of time for

[1:19:32] the record management and uh the

[1:19:36] equipment deal is

[1:19:38] very good in this one they're going to

[1:19:39] give us the upgrades

[1:19:41] a lot of this is done remote now so that

[1:19:44] it's not like somebody on site

[1:19:47] but it will uh

[1:19:48] again complement some of the police

[1:19:51] reforms we're doing

[1:19:52] just public

[1:19:55] engagement

[1:19:57] with information to be able to turn it

[1:19:58] around in a relatively quick period of

[1:20:01] time and have it standardized so that

[1:20:05] today there's still some

[1:20:07] uh

[1:20:07] focus focus of moving from one platform

[1:20:10] to another platform depending on which

[1:20:12] equipment that we're using or not using

[1:20:16] so at least for me i definitely

[1:20:17] appreciate you coming up here and giving

[1:20:19] us

[1:20:20] these full in-depth briefings i think

[1:20:21] whenever i hear new and shiny thing i'm

[1:20:23] always trying to find what's hidden in

[1:20:24] the closet and uh

[1:20:27] i think it's definitely a

[1:20:28] selling point to know that a lot of the

[1:20:30] other municipalities are switching this

[1:20:31] platform but i do appreciate having the

[1:20:33] option to kind of

[1:20:35] grade and see if this meets our

[1:20:37] functionality within the city before

[1:20:39] jumping down and finding the new

[1:20:40] panasonic which i think we all don't

[1:20:42] want to be

[1:20:43] so what i would be excited to see is

[1:20:45] just how you're anticipating this new

[1:20:47] these new features

[1:20:49] uh adapting into your standard operating

[1:20:50] procedures so you guys gotten into how

[1:20:52] you're going to evolve or update yes yes

[1:20:54] i mean we do all this now just on

[1:20:56] different systems so it's a really

[1:20:58] transition shouldn't be too bad um as

[1:21:00] america's slightest several cities that

[1:21:02] have it we've actually reached out to

[1:21:03] them and had conversations with them and

[1:21:05] make sure that we can evolve into this

[1:21:07] they have become the leader of the whole

[1:21:10] technology they're kind of going way

[1:21:11] above and beyond they're even starting

[1:21:13] to get into a cad system an rms system

[1:21:15] which is record management and

[1:21:18] dispatch you're not there yet but

[1:21:19] they're they have it on their in their

[1:21:21] incubator type of programs um so they're

[1:21:24] kind of just leading the forefront um

[1:21:26] sometimes until you pull the switch you

[1:21:27] don't know because we have some growing

[1:21:29] pains with panasonic it's just mostly

[1:21:31] the downloading of it uh electronically

[1:21:33] we have antennas working with john

[1:21:34] puccio and his crew within the city that

[1:21:36] you know now when we get within a couple

[1:21:38] blocks of the police department it

[1:21:39] starts to download and eventually

[1:21:41] throughout the city it's going to you

[1:21:42] know do that same type of thing so um

[1:21:45] we've come a long way where we are the

[1:21:46] panasonic system i'm not going to say is

[1:21:48] a failure but they don't have that they

[1:21:50] don't have all the fingers this has to

[1:21:52] go together and so that's why we're kind

[1:21:54] of um

[1:21:55] excited about it again i can't sit here

[1:21:57] and tell you that we hit that switch

[1:21:58] it's going to be perfect

[1:21:59] but they have proven it in so many other

[1:22:02] areas that that

[1:22:04] is kind of improving to us

[1:22:06] and i'm not an i.t person other than i

[1:22:08] know there's a button you press and it

[1:22:09] goes on i know the button goes up

[1:22:11] all right mr carl yeah so um coming to

[1:22:14] the mayor's point i was wondering like

[1:22:15] um

[1:22:16] something that was

[1:22:17] really

[1:22:18] uh stood out to me last time you

[1:22:20] discussed this was like the cloud and

[1:22:22] the ability to kind of prevent storage

[1:22:24] space and then you know so my question

[1:22:27] then

[1:22:28] and kind of is again like well i guess i

[1:22:30] think this two-part question like

[1:22:32] having that cloud storage space but i

[1:22:35] would imagine make it um

[1:22:37] doable for

[1:22:39] officers to have their body cam on for

[1:22:41] the entirety of chefs and like my

[1:22:44] second i guess question is like

[1:22:47] around the police reform could you kind

[1:22:50] of talk a little bit about how

[1:22:51] does this

[1:22:52] increase transparency

[1:22:55] and um how does it align with uh the

[1:22:57] police reform that um

[1:22:59] i i still don't think you're gonna have

[1:23:01] the battery life

[1:23:03] because there's still a battery life of

[1:23:04] the camera it's not that way for the

[1:23:05] cloud it's not the uploading it's about

[1:23:07] so i don't think you'd be able to have

[1:23:08] it on all day on nor

[1:23:10] would i recommend that because that's

[1:23:12] not a lot not on an officer walk around

[1:23:14] but constantly not but that's a whole

[1:23:16] different discussion um

[1:23:34] be transparent um the writing of our

[1:23:37] policies now and

[1:23:38] our procedures is a lot of us geared

[1:23:40] around police reforms and in several

[1:23:43] ways that you might not see but it's

[1:23:44] just to you know have the transparency

[1:23:46] if something goes on we're doing a lot

[1:23:48] of more human engagement and trying to

[1:23:50] sell that okay we have no problem we

[1:23:52] ourselves endorse all this technology we

[1:23:54] want it actually you know

[1:23:57] nine times or probably 97 times out of

[1:23:59] 100 you know protects them there are a

[1:24:00] few times it bites them too so you know

[1:24:03] but that's the part of the system so um

[1:24:05] like without getting to

[1:24:06] i can't right off the top i had specific

[1:24:08] reforms that we're talking about that we

[1:24:10] could um i could say this is this

[1:24:14] goes into it but it might change some

[1:24:16] internal policies as well

[1:24:18] yeah just our operational policies

[1:24:20] again

[1:24:21] when we first created body cameras we

[1:24:23] had a steering committee for our policy

[1:24:25] and it was it was

[1:24:27] a lot of community members i'm not sure

[1:24:28] if anybody from

[1:24:35] at the time and then um but we had a

[1:24:37] broad range from clergy to i mean it was

[1:24:40] kind of very dynamic da's office

[1:24:41] obviously and other members of

[1:24:44] there's like 20 people and there are 25

[1:24:46] people so you know we just we didn't

[1:24:47] overload it with one particular section

[1:24:49] you know pva was there so and that's how

[1:24:51] we design our policy doesn't mean

[1:24:53] we don't constantly you know look at

[1:24:55] revamp and make it better um but there's

[1:24:57] something that happens out there that we

[1:24:58] want to you know do it so

[1:25:00] it's constantly it's it's i want to say

[1:25:02] it's a fluid

[1:25:03] policy because it is a policy in stone

[1:25:06] but doesn't mean we can't change that

[1:25:07] moment's notice and not to get off the

[1:25:10] topic but the way we we have like a

[1:25:12] whole system which is our policies now

[1:25:14] all our policies are aligned all the

[1:25:16] benefits transparency if you would um to

[1:25:19] change a policy nowadays it's just so

[1:25:21] much easier than it was

[1:25:22] five years ago and the reason i say that

[1:25:24] was the technology i have it on my phone

[1:25:26] i've had it on my phone i could call any

[1:25:28] policy at a time so if we want to make a

[1:25:29] change we push it out within 24 48 hours

[1:25:32] all the officers have to accept it and

[1:25:34] then that change is known to the

[1:25:36] officers so it's just something a little

[1:25:38] bit of course all these things are

[1:25:40] important to the whole makeup of the

[1:25:41] police department our system

[1:25:47] so as assistant chief sieber said i was

[1:25:50] on the

[1:25:52] original body camera committee

[1:25:55] and the uh at the time panasonic was

[1:25:58] right up there as one of the leaders uh

[1:26:00] the evolution of the technology and what

[1:26:02] exxon's done

[1:26:03] is

[1:26:04] leaps and bounds and the ecosystem

[1:26:06] they're creating

[1:26:09] really creates a system where

[1:26:11] it's going to be so much more efficient

[1:26:13] and to your

[1:26:15] point about the

[1:26:16] video downloads and

[1:26:18] such

[1:26:19] one of the big

[1:26:21] issues that we were concerned about at

[1:26:23] the time

[1:26:24] was the downloading in the servers and

[1:26:27] the servers are very expensive so much

[1:26:29] so that we actually tried to get some

[1:26:31] money from the state

[1:26:33] to to really deal with that issue and

[1:26:36] now with being in the cloud and

[1:26:38] unlimited we don't have to worry about

[1:26:40] that so before it wasn't unlimited five

[1:26:42] years ago we did all this it wasn't so

[1:26:44] super expensive i'm not saying it's not

[1:26:46] as cheap now but

[1:26:48] five years ago it's been more it is

[1:26:50] today so the prices actually dropped and

[1:26:51] we actually anticipated dropping a

[1:26:52] little more because they get more

[1:26:53] efficient with the cloud um we wanted

[1:26:55] the server unconsciously so because we

[1:26:57] want to keep it all in-house and and

[1:26:59] have control and not have to pay the

[1:27:01] annual cost but now

[1:27:03] there's so much out there from

[1:27:05] overwhelming management standpoint to

[1:27:07] kind of you know massage it all together

[1:27:08] get it to the right place back it up on

[1:27:11] the server we do spend money every year

[1:27:13] upgrading our servers you know to add

[1:27:14] more memory on it um so of course i'll

[1:27:17] be terrified for upstairs

[1:27:29] so you say that you have a couple years

[1:27:31] of money and so and you want to enter

[1:27:33] into a five year with a possible five

[1:27:35] year renewal so at this point in time

[1:27:39] review this or uh or approve this

[1:27:43] again we'd like to come back in two

[1:27:44] weeks we're gonna

[1:27:51] happens is um yes we have money that

[1:27:55] been improved and i i say that um

[1:27:58] because through some capital projects we did some funding for certain uh and our camera stuff better and our

[1:28:04] cameras too um

[1:28:07] other funding sources da's office we got some monies

[1:28:10] from

[1:28:11] seizure account whatever they gave us

[1:28:12] last year

[1:28:13] for our interview rooms and we have

[1:28:15] those and i can explain this in two

[1:28:16] weeks if we wish and kind of break it

[1:28:18] down to wherever this money's coming

[1:28:20] from

[1:28:21] however it's just going forward after

[1:28:23] that that right now we don't have the

[1:28:25] money so just um

[1:28:27] just trying to be transparent

[1:28:29] i'm not like my kids my kid come on dad

[1:28:32] come back next day one more

[1:28:38] component of this again uh going back

[1:28:41] when the first providing cameras in

[1:28:43] the business model from suppliers were

[1:28:47] to

[1:28:48] discount the hardware a little bit but

[1:28:51] they encourage people to use their cloud

[1:28:54] storage and

[1:28:56] it's the nature of this where we're just

[1:28:58] recording more video more audio

[1:29:01] more evidence is going in it and so

[1:29:04] the cost

[1:29:06] went up dramatically a lot of

[1:29:07] municipalities put body cameras in that

[1:29:09] was a good idea it was all great when

[1:29:11] they got hit with the actual storage

[1:29:13] fees there was some sticker shot we

[1:29:17] did that internally and managed it

[1:29:20] again

[1:29:21] i think fairly successful

[1:29:25] the business model is shifting now where

[1:29:28] the cloud storage is becoming

[1:29:31] cheaper and there's more vendors in the

[1:29:33] market which keep

[1:29:34] the overall cost down

[1:29:37] it's one thing i like about this

[1:29:38] is the long term

[1:29:40] contract price

[1:29:42] that

[1:29:43] pretty much guarantees us what the

[1:29:45] number is going to be

[1:29:47] even though i will tell you today

[1:29:50] no matter what the chief says or anybody

[1:29:51] else and how much data that we're going

[1:29:53] to have

[1:29:55] going out two years three years five

[1:29:57] years i just know that number's going to

[1:29:59] be bigger than whatever we think today

[1:30:02] it's just the nature of the business

[1:30:04] whether it's policing whether it's

[1:30:05] firefighting whether it's code

[1:30:07] enforcement

[1:30:09] it's the way computer technology is the

[1:30:11] way the information is generated so that

[1:30:15] gives us

[1:30:16] a piece of mind in terms of

[1:30:19] protecting our ability going forward

[1:30:23] the other aspect of is the overall total

[1:30:25] cost

[1:30:26] i've gone over some of the

[1:30:28] scenarios with chief clifford

[1:30:32] there may be an option what exactly has

[1:30:35] given us here is kind of a global price

[1:30:38] for it

[1:30:39] now

[1:30:40] we may be able to pay

[1:30:42] a little bit more up front

[1:30:44] and then they would give us

[1:30:46] greater discounts

[1:30:48] in some of the outer years

[1:30:51] do we use some of the aarp or the arpa

[1:30:54] money at the aarp that's committed to

[1:30:57] juan across the street

[1:30:59] but there may be ways to get things so

[1:31:02] that it's again financially stable going

[1:31:05] forward

[1:31:06] where again there's some things that

[1:31:07] have been budgeted for this i want to

[1:31:10] make sure in terms of sustainability

[1:31:12] from the fiscal side that we're doing

[1:31:14] things that are prudent and that are

[1:31:16] being able to have reasonable

[1:31:18] expectations in terms of the overall

[1:31:20] budget assumptions that we're going to

[1:31:22] have

[1:31:23] going forward and i think some of this

[1:31:26] will also improve the efficiency of the

[1:31:29] officers in the field which there's

[1:31:32] a savings on that even though sitting

[1:31:34] here today you can't say is that a

[1:31:36] thousand dollars is it a hundred

[1:31:38] thousand dollars there will be uh

[1:31:40] efficiencies that we will get from the

[1:31:43] implementation of this platform

[1:31:46] and that's why

[1:31:47] look at this for two weeks and you know

[1:31:49] as you go through it you may have ideas

[1:31:51] saying well

[1:31:53] if we pay more for this up here do we

[1:31:55] lay the payment do we

[1:31:57] do that that's what part of the

[1:31:59] discussion we want

[1:32:00] and one of the things that they're

[1:32:02] striking on is is the efficiencies of

[1:32:04] the officer after every call they have

[1:32:05] to what they call tag or videos and they

[1:32:07] have so there's time consumptions here

[1:32:09] by having all one product um the the

[1:32:11] idea is it pre-populates a lot of the

[1:32:13] information not all there's still like

[1:32:15] five different tag categories after tag

[1:32:17] but it probably cuts down the efficiency

[1:32:19] would be you know just say

[1:32:21] five minutes of call i'm not sure how

[1:32:22] long you know but i'm just putting the

[1:32:23] number out there but you know per call

[1:32:25] 980 000 calls there's some you know

[1:32:27] there's some uh efficiency there yeah

[1:32:31] again yes it's going to be front loaded

[1:32:33] with funding um if you want and then

[1:32:35] it'd be a cheap residence hold on i also

[1:32:37] want to add that to have ourselves for

[1:32:38] uh i'll be lobbying uh from budget time

[1:32:41] but uh

[1:32:42] one of the big things that as we

[1:32:43] prepared our budget this year and and is

[1:32:46] the licensing fees and the agreements uh

[1:32:48] maintenance fees are just

[1:32:50] going up and up and up you know

[1:32:51] you basically raise technology but they

[1:32:53] are going up so if we can lock in

[1:32:55] something at least since the normal

[1:32:56] knowing the price

[1:32:58] you know

[1:32:59] ten years

[1:33:00] well it knows for me if there are any

[1:33:01] other comments or questions uh having

[1:33:03] the opportunity to deep dive for this i

[1:34:07] that's necessary for

[1:34:10] municipalities such as ourselves to use

[1:34:12] some of the technologies that can be now

[1:34:14] used to enforce some of the speeding

[1:34:22] it's kind of an antiquated system in

[1:34:24] some ways

[1:34:26] we know better than the state how we

[1:34:28] need to patrol and enforce some of the

[1:34:31] issues we have in our community and this

[1:34:34] asks for the state to expand

[1:34:37] the home rule law to

[1:34:40] allow us to implement these enforcement

[1:34:42] tools and at the very least if they're

[1:34:45] not going to do that allow us to do a

[1:34:47] demonstration program

[1:34:49] which would allow us to do it as a pilot

[1:34:52] and show that this actually works

[1:34:56] any questions or comments

[1:35:01] with this could be a stupid question but does

[1:35:05] this um

[1:35:07] help us

[1:35:09] get rid of home rule in a broader sense

[1:35:12] or is it just specific to what we have

[1:36:31] demonstration programs have been

[1:36:35] permitted under state law so essentially

[1:36:38] they have a demonstration program there

[1:36:40] has to be special legislation at the

[1:36:41] state um to do that and they they've

[1:36:44] done it the state has allowed it in

[1:36:46] certain municipalities the problem with

[1:36:48] the demonstration programs is just my

[1:36:49] opinion obviously is that there's a

[1:36:51] sunset provision in for those programs

[1:36:55] so

[1:36:56] if it's a five-year program

[1:36:58] unless the state takes action to extend

[1:37:00] it

[1:37:01] eventually it ends it's just a

[1:37:03] demonstration program

[1:37:05] so it doesn't go on you know for years

[1:37:07] and years and years

[1:37:09] new york city is a little different

[1:37:10] because they do have

[1:37:12] speed cameras and generally they've been

[1:37:15] doing it in school zones

[1:37:18] right where people obviously exceed the

[1:37:19] speed limit obviously there's you know

[1:37:21] public safety issues especially with

[1:37:23] children being around families

[1:37:25] um

[1:37:26] my understanding from the way mr palawan

[1:37:28] spoke with me about it this would be a

[1:37:30] bit more expansive

[1:37:31] in terms of obviously the red light

[1:37:33] cameras but also

[1:37:35] speed cameras not just around schools

[1:38:52] to talk about what are we going to do

[1:38:54] about these traffic issues um that i

[1:38:57] definitely fully support this and thank

[1:39:00] you for putting it together for us

[1:39:03] nice perfect and is what does the cost

[1:39:05] associated with this uh do we know that

[1:39:07] man

[1:39:08] we're possibly asking for homework

[1:39:17] in the red light cameras we don't

[1:39:18] currently have them that's in the next

[1:40:02] if we get home rule legislation changed

[1:40:24] staffing expectation from the police to

[1:44:02] what's called the back package

[1:44:14] changed in one of the cavals

[1:44:19] and the purchasing agent said that the

[1:44:21] piggyback language would not fit that

[1:44:24] because of that he advised us to put it

[1:46:03] additional site work with the parking

[1:46:06] lighting pathways going over to music

[1:46:13] some of the ancillary work

[1:46:53] in place for 818

[1:46:56] albany street to fix that up uh we're

[1:47:00] doing some of the

[1:47:02] in other training organizations some of

[1:47:04] the building trades

[1:47:08] to move that forward and some of this

[1:47:11] money we want to be able to take some of

[1:47:13] the houses that we're going to take on

[1:47:15] foreclosure and

[1:47:17] be able to rehab them using some of that

[1:47:20] workforce

[1:47:23] and there's also

[1:47:25] one from

[1:47:26] bcni

[1:47:28] for their owner occupied home repair and

[1:47:31] rehabilitation program

[1:47:34] they had submitted that some of that i

[1:47:36] would like to maybe have been able to

[1:47:38] start that a little bit earlier this

[1:47:39] year but

[1:47:40] we're here now and so i'm asking

[1:47:44] council for uh consideration on this and

[1:47:47] consider these numbers discussion points

[1:47:49] where

[1:47:51] their references were

[1:47:54] could live with these

[1:47:56] be terribly difficult if you cut them

[1:47:58] gave me a little bit more it would be

[1:47:59] easier

[1:48:00] but

[1:48:01] want to have things that we can move

[1:48:04] forward

[1:48:06] for this year's budget and then

[1:48:08] also

[1:48:10] know how much money is available out of

[1:48:12] the first round of funding

[1:48:15] because then we have other groups who

[1:48:16] have submitted plans and scenarios

[1:48:20] which because of the timing

[1:48:23] may or may not still be applicable

[1:48:26] this year and some of those budget

[1:48:28] assumptions may have changed

[1:48:30] so then you have to then go from this

[1:48:33] into

[1:48:34] review and start thinking the

[1:48:36] allocations of that second round of

[1:48:38] funding which we have received

[1:48:42] are there any questions

[1:48:46] um so on the projects uh

[1:48:49] i'm gonna specifically ask about the

[1:48:51] golf course

[1:48:52] project so there still would be um a

[1:48:54] need for more money

[1:48:56] um after this

[1:48:57] what's the plan for is that would that

[1:48:59] perhaps be part of the second

[1:49:02] um 26

[1:49:05] again i think that

[1:49:12] couple factors in that

[1:49:15] i look at our recreation programs we're

[1:49:17] putting money

[1:49:19] in the a diamond we're doing things in

[1:49:22] the tennis courts the music pavement the

[1:49:25] golf course again it's trying to create

[1:49:27] something for everybody

[1:49:29] our watering system today is extremely

[1:49:31] inefficient

[1:49:33] that old system and some of the

[1:49:36] staff from the golf course have been

[1:49:38] there talked about just turn it on let

[1:49:40] it go

[1:49:44] the numbers there are

[1:49:48] i will call a good ballpark

[1:49:50] with the way bits have been going out

[1:49:52] and coming in i can't guarantee that

[1:49:55] number

[1:49:56] the 3.5 it's mr long here

[1:50:03] so i'm looking to take the temperature

[1:50:04] of the city council you know what's your

[1:50:07] level of interest in it and again

[1:50:09] matching this up of what we might be

[1:50:11] able to do this year

[1:50:12] versus next year

[1:50:14] some of these what would we be able to

[1:50:16] get

[1:50:17] out of funding from revenue from the

[1:50:19] golf course or some of these other

[1:50:21] housing projects what money we have in

[1:50:24] other areas and

[1:50:26] it's just that we have to start the

[1:50:28] process and start moving forward

[1:50:34] questions

[1:50:35] related to that um you know it seems to

[1:50:39] me it would make

[1:50:40] for me it would make more sense to

[1:50:43] fund the projects

[1:50:45] these are

[1:50:47] projects that

[1:50:49] help everybody in the city they're also

[1:50:51] revenue generating projects they're

[1:50:53] going to make

[1:50:55] various neighborhoods better with some

[1:50:57] of the

[1:50:58] housing aspects

[1:51:00] so

[1:51:01] i mean

[1:51:02] that's kind of where i'm at with this

[1:51:08] i would say for me i think we've made

[1:51:10] considerations to date i think

[1:51:13] referencing the most recent one which

[1:51:14] was funding the school program over the

[1:51:17] summer which i imagine was a success

[1:51:20] i think i'd want to make sure equal

[1:51:21] considerations were made to all the

[1:51:23] projects i definitely know there were a

[1:51:25] number of other

[1:51:27] interest items throughout the city that

[1:51:28] i'd like to make sure

[1:51:30] we're given equal considerations and it

[1:51:33] does not mean that i do not equally

[1:51:34] value the golf course even though i'm

[1:51:36] not an avid golfer i think looking at

[1:51:38] the

[1:51:40] magnitude and proportion of what the

[1:51:41] central park pool which is already in

[1:51:43] process if i'm

[1:51:46] speaking incorrectly it garners a

[1:51:49] significant amount of what's left

[1:51:51] so i think wanting to make sure i was

[1:51:53] considered of the time of the people

[1:51:54] that were

[1:51:56] investing in the review process making

[1:51:58] sure that we were not giving second or

[1:52:00] after thought considerations to some of

[1:52:02] the other items that still

[1:52:04] were submitted to receive coming from

[1:52:06] this first pool

[1:52:07] and

[1:52:09] i think for me i do not think it's a

[1:52:11] position that i'm willing to take of

[1:52:13] we'll try again the next round because

[1:52:15] we've been intentional letting people

[1:52:16] know this pot of money is not there is

[1:52:19] no next time so i think people want to

[1:52:20] make sure that the items that they put

[1:52:22] forward the items that they voted for

[1:52:24] the items that they localized for

[1:52:26] are

[1:52:33] thinking points so for me i think it's

[1:52:34] waiting the two weeks or being able to

[1:52:36] see all the projects collectively and

[1:52:38] then making a termination

[1:52:47] you know we all had the committee to

[1:52:48] communicate the recommendations etc so i

[1:52:51] see that we have um some money here for

[1:52:53] housing but

[1:52:54] the there were multiple um applications

[1:52:57] submitted for housing so it to me it

[1:52:59] makes sense to look at them collectively

[1:53:01] as opposed to funding these two

[1:53:03] particular ones and then the other

[1:53:05] housing things being separate and apart

[1:53:08] um and at this point in time we're down

[1:53:09] to like two million dollars out of the

[1:53:12] original that's a little bit less than

[1:53:13] that based on this so

[1:53:16] i think that we should look collectively

[1:53:18] at the housing and at all of them um

[1:53:22] to see the other applications that were

[1:53:24] pronounced and i after people saw the

[1:53:26] agenda i did receive emails

[1:53:28] uh and had conversations that um people

[1:53:30] were like wondering like so you know

[1:53:32] when women when are the other things

[1:53:34] that are beyond what the city is

[1:53:35] requesting um going to be looked at so i

[1:53:38] understand we've already made the

[1:53:39] commitment for the central park pool

[1:53:42] and we should you know to move forward

[1:53:44] with that but i think that you know we

[1:53:45] should be looking at the collective

[1:53:47] applications what our what the city

[1:53:51] development planning has suggested and

[1:53:54] said that we should fund and they've

[1:53:56] also said in addition to that not only will they have to look at

[1:54:00] what they want to fund but they also

[1:54:01] have to look at where those

[1:54:03] organizations are at this point in time

[1:54:05] in terms of their funding some have

[1:54:06] already gotten into additional funding

[1:54:08] that's that's an absolute so i think all

[1:54:11] of that needs to be taken into

[1:54:12] consideration in a collective way so as

[1:54:15] you know as a because right now we've

[1:54:16] been basically kind of piecemealing it

[1:54:18] out and so i think we do need to look at

[1:54:20] this um to big picture and as i said the

[1:54:23] park is already done and you know let's

[1:54:25] move forward but there are other there

[1:54:27] are other items that um

[1:54:29] that are

[1:54:31] have been

[1:54:32] requested funding i think we should be

[1:54:33] taking a look at in the two weeks when i

[1:54:35] did speak to the mayor about it he did

[1:54:36] say in two weeks the other projects

[1:54:39] would um other things would come forward

[1:54:40] so if we could hold everything um

[1:54:44] acceptable which we already approved in

[1:54:45] a resolution quite a few months ago then

[1:54:48] and just look big picture all of it i

[1:54:49] think it just makes

[1:54:51] it makes sense

[1:54:55] it's patrick i don't think that we

[1:54:57] actually did approve the pool a few

[1:54:59] months ago i'd have to go back and look

[1:55:01] i think what we approved was the money

[1:55:03] to

[1:55:04] um

[1:55:05] do the design through the

[1:55:07] study okay but we have not we have not

[1:55:10] approved this we haven't gone out for

[1:55:11] final bids and again that pull and then

[1:55:15] question my mind above the

[1:55:18] four and a half million dollars that

[1:55:20] we're carrying so much money so you

[1:55:22] think it's going to be even higher than

[1:55:23] this

[1:55:24] is that what you said maybe in the

[1:55:27] five and a half for six million dollar

[1:55:29] range again depending on the parking lot

[1:55:33] the walkway some of the lighting the

[1:55:35] other ancillary improvements that will

[1:55:37] be made there along with some of the

[1:55:40] upgrades

[1:55:41] i want to put some

[1:55:43] stadium seating at the tennis courts

[1:55:46] because we're taking the old tennis

[1:55:48] stadium down but to protect those courts

[1:55:52] where we have a high level of

[1:55:53] utilization now and u.s tennis

[1:55:55] association and

[1:55:56] just city residents

[1:56:01] so the 450 that we approved was just for

[1:56:04] the design is that a part of this number

[1:56:09] it's

[1:56:12] not this is that tablet it's a part of

[1:56:15] the number

[1:56:16] it's delineated on the other page but

[1:56:18] it's that time the

[1:56:20] what will be the final request

[1:56:22] to fund the pool

[1:56:25] and i thought that we approved because i

[1:56:26] know they're already tearing stuff down

[1:56:27] with them

[1:56:28] right that's site work is part of the

[1:56:33] design

[1:56:38] so i just want to also again point out

[1:56:41] that i agree that the costs are just

[1:56:43] going to continue to rise if we had been

[1:56:45] able to do the irrigation system when we

[1:56:47] first started talking about it which was

[1:56:49] at least two and a half years ago i mean

[1:56:52] actually predates my time on council but

[1:56:54] i know that we've been talking about it

[1:56:55] for the two and a half years that i've

[1:56:57] been on council it started i think at

[1:56:59] like a couple of million um and now you

[1:57:02] can see that this is um 3.5 million um

[1:57:06] so

[1:57:07] you know i think along with all these

[1:57:08] other things the jerry burrell project i

[1:57:11] mean personally i just think we should

[1:57:12] be trying to finish that project

[1:57:14] um i think that it's um

[1:57:18] you know it's a very it's an essential

[1:57:20] park it's in a neighborhood that

[1:57:22] definitely um you know we know that

[1:57:25] folks want these things to happen in

[1:57:27] that park

[1:57:29] so i hear what you're saying

[1:57:31] but you know i think we have to start

[1:57:33] making some decisions

[1:57:35] um

[1:57:37] i am glad to hear that perhaps we're

[1:57:38] going to hear about the rest of the

[1:57:39] projects in a couple of weeks because i

[1:57:42] think that process happened

[1:57:44] in march or april um so it will be kind

[1:57:46] of good to be able to hear and see you

[1:57:48] know what the other projects are

[1:57:50] um but we still then are going to have

[1:57:53] to do a decision making process

[1:57:55] around whether we are going to even um

[1:57:58] think about the recommendations

[1:58:01] further so you know it's august

[1:58:04] um you know i just feel like we're

[1:58:07] we've been dragging our feet for months

[1:58:09] on this that's just my personal opinion

[1:58:12] um and it's frustrating

[1:58:15] i think it's frustrating to folks out

[1:58:16] there as well because i think we're all

[1:58:18] getting

[1:58:19] calls and emails about you know

[1:58:22] what's happening with the article

[1:58:23] funding

[1:58:24] so i'm just and i want to be clear some

[1:58:27] of these once i'm focused on this first

[1:58:29] round of discussion tonight

[1:58:31] is

[1:58:32] they will have a direct impact on

[1:58:36] what goes into the proposed 2023 budget

[1:58:41] and i know like the council i think that

[1:58:44] just one swoop through and i give you

[1:58:46] the budget

[1:58:47] there are

[1:58:48] two three four times budgets are

[1:58:51] reviewed internally going over the

[1:58:54] different scenarios so that when

[1:58:56] it comes to council again it's a well

[1:58:58] thought out document that again

[1:59:02] hopefully reflects

[1:59:04] stability in the city and sustainability

[1:59:06] going forward but i'm going to need to

[1:59:09] know

[1:59:11] some of these projects and whether the

[1:59:13] council's inclined to move ahead with

[1:59:14] them or not move ahead with them

[1:59:17] and what i'm going to have to do when i

[1:59:18] submit the budget to you in october

[1:59:21] and where you think that's

[1:59:23] down the road quite a ways it's not from

[1:59:25] the internal review and some of the

[1:59:27] assumptions so like you don't fund some

[1:59:29] of these he said no we're not doing

[1:59:32] housing rehab or another one and i've

[1:59:34] got to

[1:59:35] look at other assumptions for potential

[1:59:38] revenue or expenses or just our

[1:59:41] overall ability to undertake some of

[1:59:42] these projects

[1:59:46] this is claire

[1:59:51] first for city projects

[1:59:54] with a

[1:59:55] one-time warm-up of

[2:00:31] schenectady um the golf course people

[2:00:34] come to our community for that um so i i

[2:00:37] would allocate uh advocate for

[2:00:41] the projects that the the mayor has put

[2:00:44] before us um yesterday last evening i

[2:00:47] will say i volunteered at music haven

[2:00:49] and um gosh when i got there there was

[2:00:52] laughter and joy in the pool

[2:00:54] um people people had barbecues going

[2:00:57] they had balloons up they had uh

[2:00:59] birthday parties stuff the park was

[2:01:01] alive i mean it was uh baseball on the a

[2:01:04] diamond baseball on over by the dump

[2:01:06] pond it was just and the music came in

[2:01:08] it was just you know

[2:01:10] something we need to be proud of so

[2:01:12] again

[2:01:14] and just on that irrigation system our

[2:01:17] largest

[2:01:19] consumption of electricity is

[2:01:22] used or is done by the pumps at the

[2:01:25] wellhead on rice road

[2:01:27] so again today we use a lot of water to

[2:01:30] irrigate that

[2:01:32] and i'm looking for ways to reduce that

[2:01:34] to make it more efficient and

[2:01:36] we'll end up saving on our electric bill

[2:01:38] also other places

[2:01:42] um

[2:01:44] i think it's worth noting that the

[2:01:46] continuing narrative that the council's

[2:01:47] slow reaction or not acting i think is

[2:01:49] giving a wrong perception of what we're

[2:01:51] doing here and i think again the most

[2:01:53] recent monies that we allocated was for

[2:01:56] the summer program which i was

[2:01:57] initially opposed to for the same

[2:01:59] reasons of wanting to make sure we gave

[2:02:01] time and consideration of people's uh

[2:02:04] schedules and changing those to review

[2:02:05] these projects but understanding that we

[2:02:08] were in a time sensitive situation and

[2:02:10] we needed to make sure that we were

[2:02:44] again without looking at the collective

[2:02:53] allocated and spent and we are nowhere

[2:02:57] are feeling pressure from the community

[2:02:59] part of the reason of being public

[2:03:00] advocates is making sure that we can

[2:03:02] read between those lines and understand

[2:03:04] when

[2:03:05] and when not to react

[2:03:11] um to provide some additional

[2:03:12] information um we talked about jerry

[2:03:15] barrell park so that went out to bid and

[2:03:16] no one came back with bids so we got a

[2:03:18] little bit more time it has to go out to

[2:03:19] bid again because no one submitted a bid

[2:03:22] on that particular project

[2:03:24] um so and also i know that um one of the

[2:03:28] like bc and i just also got some

[2:03:29] additional money themselves so that

[2:03:31] might be covering some of the faucets

[2:03:33] what we're looking at here so again i

[2:03:35] say that we should be looking at other

[2:03:37] monies that other people have already

[2:03:38] received or if they're looking at their project and say

[2:03:41] we can no longer do it because it took

[2:03:44] so long and there's some smaller

[2:03:45] projects

[2:03:46] that are asking not like for significant

[2:03:48] amounts of money that we

[2:03:50] you know

[2:03:52] could be looking at and and funding and

[2:03:54] that still provide a service to people

[2:05:49] should have the opportunity to be looked

[2:05:50] at at the same time

[2:05:52] and we're spending we're really spending

[2:05:54] down um and again there's a collective

[2:05:58] of some of the smaller projects that

[2:06:00] weren't just looking at them so i could

[2:06:02] not

[2:06:03] fully support this there are some of it

[2:06:04] that i could support but not fully

[2:06:08] um

[2:06:09] so the the guideline to spend this money

[2:06:12] it's like 20 24

[2:06:18] harp of money right 2024. so um

[2:06:22] and i i don't think that

[2:07:45] for the entire amount so there is room

[2:07:47] for leveraging that money with

[2:07:50] either various maneuvers financially or

[2:07:53] with some other projects

[2:07:55] and that allows us to

[2:07:58] move forward and get things going before

[2:08:00] costs go up even more

[2:08:22] make sure that we're

[2:08:24] you know moving you know

[2:08:27] in a way that is efficient and effective

[2:08:34] is the cost of the lane right so that's

[2:08:41] time to think i was thinking that was

[2:08:43] the question i was trying to kind of

[2:08:45] remain in your head like is there a cost

[2:08:46] associated um

[2:08:48] with um waiting until we kind of are

[2:08:51] looking at everything in the totality

[2:08:53] and uh so that is the kind of the piece

[2:10:13] really give them life experience and

[2:10:15] give them some money and that wasn't

[2:10:17] going to happen under the council's

[2:10:22] you know i pushed that forward

[2:10:25] again we're starting to see an uptick in

[2:10:27] some of the part one primes in the city

[2:10:30] where we have done very well in

[2:10:32] comparison to other communities

[2:10:36] these activities

[2:10:37] why we've done better than other

[2:10:39] communities is our housing program stuff

[2:10:41] we're doing in code enforcement uh other

[2:10:44] broader based engagement that creates

[2:10:47] stability in the neighborhood and

[2:10:49] displace some of the negative activities

[2:10:51] and so where we have the ability to fix

[2:10:53] up housing

[2:10:55] do job and workforce creation

[2:10:59] they're significant and

[2:11:01] we're in august the reality is even if

[2:11:04] everybody agreed on this tonight we

[2:11:06] wouldn't be able to do most of these

[2:11:07] until mid-september at best by the time

[2:11:10] you get it passed get the

[2:11:13] contract signed get things out

[2:11:15] and

[2:11:16] these things do have an impact

[2:11:18] and we have to be cognizant of that

[2:11:21] going forward so i don't mind waiting

[2:11:25] two weeks bringing forth the other

[2:11:27] projects uh the other thing so that we

[2:11:29] can look at it and discuss it

[2:12:34] boundaries of our decision-making

[2:12:40] receptive to the mayor's comment but

[2:12:43] again it's our hands are tied in certain

[2:12:45] areas i think for me not looking past my

[2:12:48] current tenure on the city council i

[2:12:50] think it's important in me being

[2:12:52] intentional that i would like to look at

[2:12:53] all the projects collectively

[2:12:57] it's patrick well so

[2:12:59] i just want to say that

[2:13:02] you know i'm just guessing

[2:13:05] given our track record

[2:13:06] that in two weeks we'll be presented

[2:13:09] with materials

[2:13:10] and i can pretty much think that

[2:13:14] it's going to take some time to look

[2:13:21] decision in two weeks either it's just

[2:13:45] projects have the biggest multiplier

[2:13:50] the city budget in a positive way or

[2:14:38] development and ms diaz sent that out so

[2:14:43] could go home today and start looking at

[2:14:48] opportunity to review it then so or and

[2:14:51] we could also um ask that the mayor is

[2:17:21] doing was representing their voices and

[2:17:34] our eye on that and as a priority um

[2:18:42] so this is not me making up any fees

[2:18:44] this was provided provided by assistant

[2:18:46] chief whipple

[2:18:48] on august 8th so next week the city

[2:18:50] council is going to be considering the

[2:18:51] ordinance to amend section 248-101-c

[2:18:54] of the code to set a towing and hauling

[2:18:57] fee and storage charges of off-road

[2:18:59] vehicles by resolution

[2:19:01] currently the section of the code sets

[2:19:03] the fee for at seventy dollars per tow

[2:19:06] and haul and twenty dollars per day for

[2:19:08] storage uh the city's seeking to set the

[2:19:11] towing and hauling fee to 165 dollars

[2:19:14] this is in line with the current uh tow

[2:19:16] fee that we have uh for automobiles

[2:19:19] the tow companies need to use a flatbed

[2:19:21] truck to tow off-road vehicles

[2:19:23] since they're less stable than

[2:19:24] automobiles

[2:19:26] when towed and the city is seeking to

[2:19:28] set the storage fee at 40. per day

[2:19:31] this increases due to the need for

[2:19:33] inside storage of off-road vehicles

[2:19:36] so the proposed increase in fees does

[2:19:38] not have an administrative cost on the

[2:19:40] city

[2:19:41] this is the

[2:19:42] amount that would be

[2:19:44] set

[2:19:45] to

[2:19:46] cover this the towing costs that the

[2:19:48] companies are charging essentially the

[2:19:50] city

[2:19:51] and then obviously the storage costs as

[2:19:53] well

[2:19:56] while there has been an increase in the

[2:19:58] number of tickets issued and the

[2:19:59] confiscation related to illegal off-road

[2:20:01] vehicle usage

[2:20:02] obviously this continues to be an issue

[2:20:04] in the city

[2:20:06] and then these increased towing and

[2:20:07] storage fees are directly related to the

[2:20:09] costs as i said so looking to pass out

[2:20:12] of committee tonight

[2:20:14] a legislative request for the full

[2:20:16] council's consideration for a resolution

[2:20:18] setting the fees at 165 um as the tone

[2:20:22] hall fee and forty dollars per day

[2:20:24] storage fee

[2:20:25] are there any questions

[2:20:31] next is a discussion of noise violation

[2:20:34] issues

[2:20:35] as we all know that would be me

[2:20:38] as we all know noise issues are one of

[2:20:41] the biggest complaints

[2:20:42] in the city

[2:20:44] i think we all probably get those

[2:20:46] complaints

[2:20:48] so

[2:20:50] how to deal with this situation is

[2:20:52] complex right

[2:20:54] and one way of going about it is to use

[2:20:58] technology

[2:20:59] we have some of that in place

[2:21:01] with the smart cities technology

[2:21:04] where we can use decibel meters or

[2:21:07] sound measurement design devices i want

[2:21:09] to

[2:21:10] be clear these are not recording or

[2:21:13] voice recording devices they are

[2:21:14] strictly

[2:21:16] decibel

[2:21:17] levels

[2:21:18] um because that is a concern

[2:21:21] and a legitimate one

[2:21:23] so

[2:21:23] how can we use this technology to

[2:21:27] help with some of the issues that we

[2:21:28] have in the city

[2:21:30] um you know i know in my neighborhood

[2:21:33] there was

[2:21:34] a music blasting

[2:21:36] over a half mile away

[2:21:38] we paste it out

[2:21:40] and

[2:21:42] you could hear it in my house with the

[2:21:44] air conditioning

[2:21:45] on the television on and the windows

[2:21:48] closed

[2:21:49] as if i was playing it loudly in my own

[2:21:52] home

[2:21:54] i'm not the only one that's in this

[2:21:55] situation every single neighborhood has

[2:21:58] these issues

[2:22:00] so

[2:22:01] how can we go about

[2:22:03] addressing it

[2:22:05] the technology lends itself to

[2:22:09] help deal with some of these issues

[2:22:12] it reduces

[2:22:13] the

[2:22:15] interaction which would largely be a

[2:22:18] negative interaction with the police

[2:22:20] department

[2:22:21] and people who are violators

[2:22:24] so that is one good aspect of

[2:22:28] people

[2:22:29] who

[2:22:30] probably don't want to be told to turn

[2:22:32] down the music

[2:22:33] and

[2:22:34] let's be honest sometimes

[2:22:36] they are drinking and not always the

[2:22:40] best situation to have a confrontation

[2:22:44] technology would allow us to

[2:22:47] alleviate that issue

[2:22:49] we have the ability with our technology

[2:22:52] but also supplementing it with

[2:22:55] low power wide

[2:22:57] area radio receivers

[2:22:59] that could be integrated into our

[2:23:02] network servers

[2:23:04] this

[2:23:06] could help to

[2:23:08] this would allow us to triangulate and

[2:23:11] figure out where the

[2:23:13] noise violation is coming from

[2:23:15] other cities

[2:23:17] i think are using this

[2:23:19] there is ability with

[2:23:23] artificial intelligence to identify

[2:23:26] sounds

[2:23:27] there's a major project in new york city

[2:23:30] i believe it's called sony where they

[2:23:33] are

[2:23:35] identifying all the sounds and it allows

[2:23:38] the artificial intelligence

[2:23:40] to figure out is this

[2:23:43] just a police siren or is it loud music

[2:23:46] is it just somebody arguing whatever

[2:23:50] now this was just a discussion item

[2:23:55] to see if we could move forward at least

[2:23:57] getting some cost estimates as to

[2:24:01] how

[2:24:02] expensive this would be

[2:24:04] because quite frankly we need to do

[2:24:06] something

[2:24:07] enforcement is a major issue

[2:24:11] and

[2:24:12] the only other way i perceive being able

[2:24:14] to do this

[2:24:16] would be to hire a lot of police

[2:24:17] officers which would be very expensive

[2:24:20] and again

[2:24:21] those interactions probably won't be the

[2:24:23] most positive

[2:24:25] um we could use the data that we collect

[2:24:28] put it into a gis

[2:24:30] system in order to

[2:24:33] create an environmental noise assessment

[2:24:35] that allows us to develop a soundscape

[2:24:38] approach

[2:24:39] and figure out where the real problems

[2:24:42] are not that they're limited to one

[2:24:44] particular area as i said before

[2:24:46] they're all around the

[2:24:48] every single neighborhood

[2:24:50] so my recommendation would be

[2:24:53] to ask the mayor and his team to

[2:24:56] come up with some sort of cost estimate

[2:24:58] in four weeks so that we could further

[2:25:00] discuss whether or not this would be

[2:25:02] something

[2:25:03] we would like to pursue

[2:25:07] there any questions yes

[2:25:11] how would the police department i'm

[2:25:12] assuming they would be somehow involved

[2:25:14] in this and i didn't really um

[2:25:17] i didn't really get that from your explanation so how would the

[2:25:24] pulling this together for the time being

[2:25:27] you could code the

[2:25:29] software so that a violation whatever we

[2:25:33] dictate what would be a violation right

[2:25:35] now i'm just making up numbers let's say

[2:25:37] it's a half hour of

[2:25:39] a decibel of

[2:25:41] let's say ninth again just making up

[2:25:43] numbers

[2:25:44] and there's 30 minutes of noise above 90

[2:25:49] and it's identified not to be a mower or

[2:25:51] something along those lines a message

[2:25:54] goes directly to the police it's put

[2:25:55] into the system because quite frankly a

[2:25:58] lot of people have just given up on

[2:26:00] calling the police because

[2:26:02] a lot of times they don't show up

[2:26:05] that doesn't correct the problem but at

[2:26:07] least it is put into the system where

[2:26:10] they can put it into our ddax system

[2:27:27] and you know a lot of different types of

[2:27:28] noises music coming you know people in

[2:27:31] the car

[2:27:32] park davis and motorcycles

[2:27:40] uh

[2:27:41] technology

[2:27:42] impact that person's quality of life in

[2:27:44] the moment

[2:27:47] so this is so really what replaced this

[2:27:50] matters are you meaning the neighborhood

[2:27:52] or the violator

[2:27:54] like so if

[2:27:57] people who came down to our meeting and

[2:28:00] they you know they were really upset

[2:28:04] having to call the police um and they

[2:28:06] were saying that you know

[2:28:08] our paraphrases but they weren't

[2:28:09] satisfied with anything have been done

[2:28:19] robot that's going to send a ticket to

[2:28:20] my neighbor you know three days later or

[2:28:22] something you know i don't know how that

[2:28:24] you know

[2:28:26] in in the moment

[2:28:30] so

[2:28:31] very very good question i actually

[2:28:33] thought quite a bit about that myself so

[2:28:35] two things uh so with the motorcycle the

[2:28:38] cars there is ability with lprs to

[2:28:41] identify the vehicle have a ticket sent

[2:28:44] directly to those individuals

[2:28:46] as far as let's say

[2:28:48] i'm living next door to you and i'm

[2:28:50] blasting music and it's two in the

[2:28:53] morning and you're like what the heck

[2:28:56] you know

[2:28:58] the aspect of are you going to be

[2:29:01] satisfied for like a better word

[2:29:04] immediately the answer is no but the

[2:29:06] only way to change this is behavioral

[2:29:08] change

[2:29:09] and unfortunately there's not a way to

[2:29:13] positively impact young people to turn

[2:29:15] down their music the only way would be

[2:29:18] through a fine and to try to get

[2:29:20] behavioral change that way so it's more

[2:29:22] of a long-term play

[2:29:25] but we

[2:29:26] in my opinion we need to really do

[2:29:28] something so that's an excellent

[2:29:30] good point

[2:30:09] strictly determining what is the noise

[2:30:14] you know regardless of neighborhood

[2:30:16] that's going to pop up so

[2:30:20] think that's where the ai park plays and

[2:30:23] it identifies music versus a lawnmower

[2:30:26] versus

[2:30:27] you know we're just out on the porch

[2:30:29] talking um that kind of deal yeah

[2:30:32] i can appreciate that i think that we

[2:30:34] just would be

[2:30:36] those are the questions that need to be

[2:30:37] asked and maybe we just think about like

[2:30:39] how do we you know set some um

[2:30:43] some checkpoints you know with that

[2:30:44] because i think that if we're not

[2:30:46] intentional about

[2:30:48] if we kind of just leave it to say like

[2:30:50] the ai's i'm gonna respond to this

[2:30:52] um you know like

[2:30:54] i was looking at a a netflix special

[2:30:57] because i'm really serious about where i

[2:30:58] cite my information from um

[2:31:00] but i remember they were talking about

[2:31:02] the the bias uh that's happening racial

[2:31:04] violence within an ayat system so i just

[2:31:06] want to be careful because you know

[2:31:07] there can be certain type of music that

[2:31:09] can trigger something maybe different

[2:31:11] and so i just it's just something that's

[2:31:12] where where i totally

[2:31:14] see where you can appreciate that mine

[2:31:17] would be like a decibel level for a

[2:31:19] certain amount of time i don't care what

[2:31:22] kind of music it is if it's classical

[2:31:24] country or rap

[2:31:25] if it's at two in the morning and

[2:31:28] just don't wanna hear it so i put your

[2:31:33] i run into it frequently in my

[2:31:35] neighborhood um on the street behind me

[2:31:58] non-emergency 9-1-1 i know at one

[2:32:01] o'clock in the morning there's no calls

[2:32:02] going on in the in the city and by the

[2:32:04] time they respond you know it might be

[2:32:06] three four hours later although they

[2:32:08] were still up my neighbors um but

[2:32:10] they're music loud

[2:32:12] but again i don't you know again

[2:32:16] should we want to be cautious about

[2:32:18] neighborhoods and where we're where

[2:32:20] we're targeting but it's about the noise

[2:32:22] and our friends on swan street i've been

[2:32:24] there three times now different hours of

[2:32:26] the night

[2:32:28] earlier in the night a lot of undercover

[2:32:30] work but anyway later at night or

[2:32:32] whatever just to end the report the loud

[2:32:35] music and and the code violations across

[2:32:38] the street um with the with the with the

[2:32:40] carts there 30 40 price chopper cards

[2:32:43] you know so we need to take this all

[2:32:45] into consideration no matter what

[2:32:46] neighborhood what what is your

[2:32:48] entitlement that you think you can play

[2:32:50] loud music even at

[2:32:52] two in the afternoon

[2:32:54] but around two in the morning so i i

[2:33:42] and again it's this broad smart city

[2:33:45] deployment that

[2:33:46] has a lot of moving parts in it

[2:33:49] we right now the acoustical sensors that

[2:33:52] we have placed

[2:33:54] for going through

[2:33:55] and

[2:33:56] trying to match up

[2:34:00] events with known gunshots

[2:34:03] as i stayed away from shot spotter a

[2:34:06] shot spotter only will

[2:34:09] use the information for

[2:34:12] gunshots

[2:34:13] you know it's very important you know

[2:34:15] government people are firing a gun

[2:34:18] even where somebody gets hit

[2:34:19] but the reality in life is there are

[2:34:21] other acoustical events that are

[2:34:24] annoying or significant

[2:34:26] an auto crash produces a significant

[2:34:30] acoustical signature

[2:34:33] again loud music

[2:34:35] does that

[2:34:36] i don't know if any of you had any

[2:34:38] complaints on

[2:34:45] people

[2:34:46] make bad choices in how do we do the

[2:34:49] education and bring some stability but

[2:34:55] we are doing with emergency medical

[2:34:58] with

[2:35:00] the optical sensors

[2:35:02] we're getting a huge amount of robust

[2:35:05] data in terms

[2:35:06] of

[2:35:08] not only vehicle counts which is

[2:35:10] important in terms of managing

[2:35:12] traffic flow and planning out the timing

[2:35:15] but

[2:35:16] the speed of those vehicles

[2:35:18] and so

[2:35:19] we've never had all this information

[2:35:22] before we just had it isolated so now

[2:35:24] it's to be able to put it together

[2:35:27] in a

[2:35:28] city-wide more of a dynamic model and

[2:35:30] then allocate the resources

[2:35:32] not necessarily on who is complaining

[2:35:35] the laws but who is actually being

[2:35:38] adversely affected the most

[2:35:41] so

[2:35:42] might be on mr williams street that he

[2:35:44] thinks everything is terrible but then

[2:35:46] mr farley actually has the higher stats

[2:35:50] on his street

[2:35:51] and it's how do you match that up so

[2:35:54] that we can again

[2:35:56] message that so that we're we want

[2:35:58] people to just

[2:35:59] do the right thing

[2:36:02] and how do you

[2:36:03] get that out and you know it seems like

[2:36:04] a simple goal and objective

[2:36:06] but people make bad choices and so

[2:36:10] maybe that

[2:36:12] whether we do it as a separate meeting

[2:36:14] or

[2:36:15] is a

[2:36:17] break off of the council meeting could

[2:36:19] you know full briefing would uh could

[2:36:22] easily go a couple of hours

[2:36:24] so what the council wants if you want it

[2:36:27] broken down into segments or you want to

[2:36:29] do it one evening or afternoon

[2:36:32] so that you may have a better

[2:36:33] understanding of things that we're doing

[2:36:36] in the evolutionary nature of all the

[2:36:38] data that we're collecting

[2:36:41] this presentation tonight by chief

[2:36:46] one of those components how do you

[2:36:48] manage all this information how do you

[2:36:50] manage the body cameras how do you

[2:36:52] manage the in-car video how do you

[2:36:54] manage the evidence

[2:36:56] and

[2:36:57] some of this coming in from the

[2:36:58] acoustical sensors or optical sensors in

[2:37:00] the city we wanted to be able to

[2:37:02] integrate into this platform so that it

[2:37:05] becomes usable information that whether

[2:37:08] it's the police department fire

[2:37:09] department code enforcement

[2:37:12] city council can look at it when you're

[2:37:13] formulating policy

[2:37:15] they're assigning police officers to a

[2:37:18] zone or a particular problem so i look

[2:37:21] forward to following up on that

[2:37:23] you know

[2:37:25] maybe a two-step process to give you

[2:37:27] more of the information that we're

[2:37:29] working on and then be able to take this

[2:37:32] to the next step

[2:37:35] so mayor if you were going to do that

[2:37:37] presentation which i i would welcome to

[2:37:40] know where we are with smart city

[2:37:41] technology and what we're doing with

[2:37:42] that i haven't heard about that in a

[2:37:44] little bit so would that be open also to

[2:37:46] the public because obviously this is a

[2:37:48] major concern that they have as well so

[2:37:50] yeah generally yes okay so in that case

[2:37:54] i would say it would be a separate

[2:37:55] meaning just focus specifically on that

[2:38:04] necessarily think we need to have like

[2:38:06] technology or some like expansive

[2:38:09] in communities that would tell you it's

[2:38:13] 11 he's blasting music i think it is

[2:38:16] apparent

[2:38:17] where the issues are emanating from i

[2:38:24] issues of music that's

[2:38:28] being transported vehicles and then

[2:38:30] music that is in your households and i i

[2:38:33] agree that if there's any option where

[2:38:35] we can evaluate just how to make it a

[2:38:38] better living environment for residents

[2:38:40] we need to

[2:38:41] you remember citizen action has the

[2:38:44] ability to allow people to interact with

[2:38:46] the police department and correct me

[2:38:47] from round trip secret uh acc but i

[2:38:50] think evaluating how we can exploit

[2:38:53] those services which we are going to pay

[2:38:55] a significant fee for

[2:38:57] to see how we can utilize that in

[2:39:00] comparison with what mayor mccarthy is

[2:39:01] saying collectively with not adding

[2:39:03] another platform to an already uh

[2:39:07] data cumbersome area so i think for me

[2:39:10] it's wanting to make sure we're not

[2:39:12] shifting the resources and

[2:39:14] city staff time to solve seasonal issues

[2:39:16] if you're driving a harley

[2:39:18] flaring down the road during the winter

[2:39:20] power to you well i think

[2:39:23] parties can

[2:39:24] occur throughout the year and i want to

[2:39:26] make sure that any policies we're

[2:39:27] pushing forward for

[2:39:29] reducing those instances that i've

[2:39:32] recognized have been coming to our realm

[2:39:34] multiple times

[2:39:35] citing the woman that came last week mr

[2:39:37] proudly so i would i would agree on and

[2:39:41] say that you know the first

[2:39:43] part of enforcement should really be

[2:39:45] engagement right so we i that's uh to

[2:39:49] support the field point of having the

[2:39:51] community

[2:39:52] open to the community let them come in

[2:39:54] and ask questions but the last thing

[2:39:55] they want me to do is try to explain

[2:39:57] something technical to them um you know

[2:39:59] in a way that

[2:40:00] they'll be able to comprehend but i

[2:40:01] really think that

[2:40:02] if we engage the community um and that

[2:40:06] also i i don't want to replace

[2:40:09] that importance of just kind of those

[2:40:11] natural organic conversations that

[2:40:13] happen and should happen among neighbors

[2:40:15] and then you know

[2:40:17] this you know we'll be dealing with more

[2:40:18] of the outliers

[2:40:22] well i would say that these are not

[2:40:24] seasonal issues um to your point the

[2:40:27] community largely knows

[2:40:29] whether or not music or noise is too

[2:40:31] loud or not and knows whether or not

[2:40:34] they are

[2:40:36] i don't know what the right word is i'll

[2:40:38] say behaving that's not a good term but

[2:40:40] i think you understand what i'm getting

[2:40:45] their neighborhood and their neighbors

[2:50:26] 50 50 split with the state for the cost

[2:50:29] overruns i see this as becoming

[2:50:31] something in the future on some of these

[2:50:32] federal projects because

[2:50:34] inflation and cost increases are just

[2:50:36] are high so we're going to have to put a

[2:50:38] little bit in but at the end of the day

[2:50:41] we're getting 1.5 million dollars which

[2:50:43] is

[2:51:02] meetings outside of city hall follow up

[2:51:08] feel confident this is our second to

[2:51:09] last meeting to discuss this before we

[2:51:11] finalize any details i told you i'd get

[2:51:14] some information about the topic

[2:51:16] and i gathered the following i think

[2:51:19] prioritizing the last week of september 26th the 30th uh provides

[2:51:24] enough opportunity for people in the

[2:51:25] city to return back to their vacations

[2:51:27] and then uh i've deconflicted so far i

[2:51:30] prefer a tuesday but i'm still

[2:51:32] finalizing those details to make sure

[2:51:34] that there are no events that we are

[2:51:37] conflicting against

[2:51:38] um i've got a tentative confirmation

[2:51:41] from shane garvey or barbie at the boys

[2:51:43] and girls club i put a message out to uh

[2:51:47] superintendent zolair unfortunately i've

[2:51:49] not heard back from him however shane

[2:51:51] was able to state that open stage media

[2:51:53] was able to come by and assess their space to come to confirm that they

[2:51:57] were able to stream our town hall meeting

[2:52:01] additionally i've also

[2:52:05] changed the narrative i think that was a

[2:52:06] point of contention to make sure we

[2:52:08] weren't promoting or inadvertently

[2:52:11] taking a stance prior to these

[2:52:12] discussions with the community so i

[2:52:14] think housing crisis accurately

[2:52:16] categorizes what we're trying to hear

[2:52:18] from the community

[2:52:20] with that

[2:52:22] in agreement with getting with mr

[2:52:24] coleman and making sure that that

[2:52:26] narrative

[2:52:27] is captured within the announcement or

[2:52:28] press release i think come the next

[2:52:31] meeting i can have firm dates from

[2:52:33] either from both the boys and girls club

[2:52:36] and the

[2:52:36] high school

[2:52:38] and then i'm leaning against having a

[2:52:40] public speaker just due to the

[2:52:42] anticipated volume of not wanting to be

[2:52:44] a town hall meeting for an extended

[2:52:46] period of time i think two hours is

[2:52:48] sufficient to kind of gauge how this

[2:52:51] process is going to go i think continue

[2:52:53] on with our current format of three

[2:52:54] minutes per speaker asking people to

[2:52:56] send in uh written statements if they so

[2:52:59] choose but allowing people to just speak

[2:53:02] their truths and step down to allow time

[2:53:04] for the rest of people to speak

[2:53:06] some of the other logistical items such

[2:53:07] as moving our tables having a podium

[2:53:09] that's i think a smaller detail but what

[2:53:11] i'm asking is just seeing how everyone

[2:53:13] feels about those items that way next

[2:53:15] meeting it is just voting for whether

[2:53:17] you'd like to host it at the voiceless

[2:53:18] club or at the high school

[2:53:44] homelessness and things so i i do like

[2:53:46] that do you have a preference i mean as

[2:53:48] far as transportation or people in

[2:53:50] neighborhoods whether it's the school or

[2:53:52] the boys and girls club have you thought

[2:53:54] about that at all

[2:53:56] would be easier for

[2:53:59] you know people to get there

[2:54:01] yeah i was using it as a dual purpose

[2:54:03] opportunity to showcase this resource

[2:54:05] that exists in our community i think

[2:54:07] still a lot of people don't know that

[2:54:09] there's this huge facility that's in our

[2:54:11] backyards

[2:54:12] i think absolutely on my part i was

[2:54:14] going to try and coordinate

[2:54:15] transportation to see if people could

[2:54:17] carpool and just bringing yourself is

[2:54:20] not

[2:54:21] bringing your neighbor or bringing uh

[2:54:23] someone you know but then also not

[2:54:24] physically feeling like you have to be

[2:54:26] there i think that's why prioritizing

[2:54:28] sending females

[2:54:29] and also people being carriers to others

[2:54:32] so i think it's very much embracing a

[2:54:34] community push to make sure if you're

[2:54:36] working and you can't attend if you're

[2:54:37] out of town you can't attend making sure

[2:54:39] people are collectively gathering

[2:54:41] thoughts and bring those

[2:55:34] us being sensors and pushing out that

[2:55:44] um so and i thought the other thing that

[2:55:46] we should also do is uh have some

[2:55:48] information from the various

[2:55:50] you know to to have if people can't come

[2:55:53] but the various um

[2:55:58] provide support for housing

[2:56:00] um to have them there and uh

[2:56:03] additionally um i was at a meeting

[2:56:05] regarding housing with an another entity and there's um

[2:56:10] there's assistant attorney general who

[2:56:12] is kind of looking at this this as well

[2:56:14] so um i'll be reaching out to her if and

[2:56:17] if she's open to it perhaps you could

[2:56:19] just send some information regarding

[2:56:21] that or and i know you want a public

[2:56:22] speaker but that might be a person who

[2:56:25] does it statewide and maybe somebody

[2:56:27] that could come

[2:56:28] so um you know i would offer that but if

[2:56:30] that's not something we want to to move

[2:56:32] towards
