[7:46] and this year there was an increase of about nineteen thousand dollars

[7:53] so we're part of an authority with two other counties

[7:58] they're taking the remainder of some funds they had left over

[8:02] and adding that to it so then our contribution because it's split equally

[8:06] it's an administrative cost each of the counties has to pay

[8:10] and that that's um 5144 one to four 145 and 18 cents are

[8:17] laughed at that thank you Mr Peterson looking at the letter it shows the

[8:21] authority paid three thousand seven eighty nine out of your balance and

[8:23] looks like the each of the Three Counties is paying the 51.45-18 so

[19:23] um the first one is Rachel Patton with Southwest Virginia Workforce Development

[19:28] board

[19:31] good evening thank you all for having me here tonight

[19:35] um as you all are aware uh last year Dickinson County awarded the Southwest

[19:40] Virginia Workforce Development board some arpa funding to cover a number of

[19:46] initiatives I know that you've talked to some of my co-workers this summer about

[19:50] the youth initiative and the cars to work program I'm here tonight to talk

[19:54] about the small business empowerment expansion grant you all gave us fifty

[19:59] thousand dollars uh to uh administer that Grant in Dickinson County and it's

[20:05] modeled after another initiative that we have in a couple of other counties that

[20:09] we serve with Foundation funding and the foundation only serves those two

[20:14] counties and we've long looked for a way to replicate that program in other

[20:18] counties because it's been so successful and so this the SB program as we call it

[20:24] focuses on small existing businesses because in my role as Director of

[20:29] Business Services as I'm working with businesses that's more of the things

[20:32] that I was repeatingly repeatedly hearing from small businesses is listen

[20:36] there's a lot of funding out there to help with startups and there's a lot of

[20:39] funding out there to help with the big guys when they go to expand but I've had

[20:42] my small business here you know for five years for three years for 10 years and I

[20:47] could bring another product or service I could hire someone I could expand my

[20:51] business if there was a little bit of funding and so that's how we developed

[20:55] the SB initiative and so in Dickinson County we had fifty thousand dollars

[21:01] um to provide assistance to small businesses and so what we did is we

[21:06] worked with the Dickinson County Chamber of Commerce and uh Rita Sarat we set up

[21:11] our application process like I said our definition of small business was a

[21:16] business located in Dickinson County that was an existing business with 50 or

[21:20] fewer employees and we opened up the application process

[21:24] in October November of last year we had 13 applicants for that funding we were

[21:31] able to provide seven Awards there were four businesses that received the entire

[21:36] ten thousand dollars and there were three businesses that got partial Awards

[21:40] so we tried to stretch that funding as far as we could to help as many

[21:44] businesses as we could and so when I say expansion there's a number of things

[21:49] that that funding can be used for it can be used for equipment purchases it can

[21:53] be used for technical assistance types of things or capacity building so think

[21:58] marketing HR accounting practices you know purchasing a piece of equipment to

[22:04] add a new product or service and so some of the things that we did we helped an

[22:10] accounting firm purchase a tax software and equipment to be able to expand their

[22:16] services to provide Tax Services to businesses and individuals in Dickinson

[22:20] County so that's a new service that you know if you're going to live in

[22:24] Dickinson County or have a business in Dickinson County you need to have access

[22:27] to we helped another business be able to purchase equipment a health

[22:33] and wellness business purchase equipment to expand their facilities to to include

[22:40] occupational therapy so it's my understanding are they currently done

[22:44] Physical Therapy but for occupational therapy folks were having to travel

[22:48] outside of the outside of the the county and so now those Services they're

[22:53] currently working to hire that position but they're going to be able to offer

[22:57] those Services here in Dickinson County we helped a couple of businesses be able

[23:03] to purchase QuickBooks software and and the things that they

[23:08] need to use to be able to manage the accounting for their business because we

[23:12] know that to be able to to scale a business you know sometimes I find that

[23:17] small businesses are you know using notebooks or Excel sheets to be able to

[23:21] do accounting when you start hiring folks and having to do payroll you

[23:26] really need to have QuickBooks in place to be able to to manage that we've also

[23:32] helped with a couple of other equipment purchases a loader for a Logging company

[23:36] that was going to increase production and allow them to hire additional

[23:40] additional people so I just wanted to come tonight to just

[23:45] express my things to you all for providing that funding the businesses

[23:50] that I have talked to have asked that I've expressed their gratitude they were

[23:57] as founded and just honored that you all recognized how much that their

[24:02] contribution meant to Dickinson County and were able to provide some funding

[24:06] for them to provide more products and services and jobs in Dickinson County

[24:11] I'd like to also think Rita Surat with the Dickinson County Chamber of Commerce

[24:15] one of the requirements that we have for the grant is that if you are awarded we

[24:20] ask that you join the digital Chamber of Commerce simply because that we think

[24:25] that helps you get connected with a network of other small businesses that

[24:29] can help you and also we know that Rita is a terrific resource for helping UK

[24:34] get connected to other grants and to help your business grow and so but she's

[24:39] been a tremendous partner in this as well

[24:41] and I guess lastly I just want to add that I just appreciate your all Support

[24:46] over the years I've been with the Workforce Development for nearly a

[24:51] decade and I cannot think of an instance when we have ever approached Dickinson

[24:56] County with a project or an initiative or an idea that you all have not jumped

[25:01] on board and been eager participants in and we've been able to do some great

[25:06] work in Dickinson County because of that and so we just really appreciate your

[25:11] support of our efforts in the region and in Dickinson County and um you know look

[25:16] forward to seeing what else we can do to help Dickinson County be successful we

[25:21] do our best work in the counties that partner with us as closely as Dickinson

[25:27] County does so I'd be glad if you all have any

[25:31] questions that I can answer I have one sure

[25:35] um

[25:38] I am very happy and I think it's a great investment in which the work you guys

[25:44] are doing is awesome but what I was going to ask is

[25:47] are we collecting any data on how many people are being employed and

[25:52] stuff like that because it might be good metrics for you to have that'd be good

[25:57] to justify other things coming down the road

[26:00] because there's other funding agencies that are involved in this community

[26:04] we're in four counties that we might be able to apply for for other things yes

[26:10] so we actually do return on investment for this typically I allow them a year

[26:15] out and to be able to kind of start measuring some of those metrics so I'll

[26:18] be approaching them next year and asking for those metrics like what was your

[26:22] call savings um you know where we've increased

[26:25] efficiency or built capacity in areas how many employees how many jobs does

[26:29] this retainer add how did your sales increase and see if we can measure some

[26:34] of those things we will be gathering that data and we'll be glad to share

[26:38] that back with you all and you know to see if that can be helpful in bringing

[26:42] additional funding to Dickinson County for small businesses

[26:49] you said you awarded seven is that correct

[26:53] did they did they all get the same amount of money or is different no there

[26:58] were four that got the total ten thousand dollar award

[27:01] um you know based on the things that they asked for and then we did three

[27:05] partial Awards um to try to stretch the funding as far

[27:08] as we could so you have used all that fifty thousand dollars we have about

[27:12] five thousand dollars left that's encumbered but not spent out I'm working

[27:16] with the the last few businesses to get those things those items purchased and

[27:20] get that spent out we're just something that I don't know if they uh the marina

[27:25] down here has uh I have been down there two or three times and I'm trying

[27:30] because I see it on the vceter board they have applied for a C Grant uh which

[27:36] is a ten thousand dollars I think unless they lower it down some because I'm

[27:40] getting so many requests but I assume they didn't apply for that they had been

[27:45] granted a permit to sell food so that is a good for the marina we you

[27:52] know we need to really stress the marine and the John Flanagan Dam because that

[27:57] that sound Marina within Seven Counties I guess so I would be glad to reach out

[28:02] to them and see if there's ways that I can get them connected I wish you could

[28:06] help them if you can it's Sarah and Michael o'quian that are running the

[28:10] marina and they're really trying they put everything they have into that

[28:14] Marina they sold their homes they're living in a camper and uh I would really

[28:20] like to see it Prosper I mean I think they had last time I was down there had

[28:24] 50 uh boats that were moored there for the summer and they can do as high as

[28:29] 96. I believe it is but uh they they really need finally I believe in

[28:36] November they will be awarded the VC to ten thousand dollar Grant which will

[28:40] help them do because they need a pump a uh dump station and then a way to pump

[28:47] it out so uh uh if you could reach out to them and see if you could offer them

[30:45] our Sportsman's complex complex in snowball holler

[30:49] he's well attended we had delegate loftner

[30:53] and senator hackworth people from all over the region

[30:57] including a delegation from Lee County if you all haven't had an opportunity

[31:04] to go up to see the Sportsman's complex so I certainly invite you to do so

[31:09] is changing all the time for the better

[31:14] we're very very proud of it it's something it's increasingly drawing

[31:19] people from throughout the region like about two months ago

[31:26] we had a young man from Bluefield

[31:31] who had been a three-time state champion help me out Joe what was he shooting

[31:37] trap shooting and keep them all straight first time he did it

[31:44] he shot 198 out of 200. I don't know what the second time was

[31:50] third time 199 out of 200. oh good shot he just

[31:56] went to the Nationals Indiana

[32:01] amen second we sponsored him young man I think now

[32:06] has turned 15. it's remarkable what talent that we have

[32:13] in our own area and no matter where a person falls on

[32:18] the Second Amendment I think it is wonderful to have a place

[32:24] dedicated that is safely managed

[32:30] and in a good area where it's not going to be obtrusive to anyone the noise any

[33:10] and that we just lack that little two percent which is where we need to be and

[33:13] hopefully that Grant will let us get golf carts finish putting in the

[33:16] shooting stations we need we're doing uh we started on

[33:21] what is it called uh shooting matches I have to think I

[33:25] don't know all these terms I'm learning um so it's a lot that we have going on

[33:29] up there uh the Andy Rose if you are familiar with a d he has come to work

[33:34] with us a great asset so I encourage everybody to reach out to

[33:38] Andy he's helping with events and he's managing the facility up there Andy has

[33:42] done great we've been working with running in prison we've recently worked

[33:46] and been approved with camp 18. uh they are going to provide us a

[33:50] spearhead crew five days a week so that's going to be tremendous for us two

[33:54] of those days I think at least one maybe two will be spent at the Sportsman

[33:59] complex helping us in and finalize everything up there the other three they

[34:02] can even go on the trails with us so that's another thing that we we want

[34:06] to talk about update you on the Trails um I'll let Joe kind of tell you a

[34:10] little bit about our meeting with uh Joey Mullins the other day

[34:16] we met uh had a meeting with joy and there's a couple proposals that they're

[34:22] working on for ATVs and stuff uh we talked about some additional roads

[34:28] done in the hayside area I think some of those will go through

[34:31] real easy uh they've been talk about some other

[34:37] routes around that he's trying to work with and get speed limits and stuff with

[34:44] to try to get some of those yeah and I think um if I may Madam chair

[34:50] I think like Sand Lake Area because it's a 35 all the way through there down to

[34:56] Lazarus Branch it's Lazarus branch is in it they get their open

[35:01] the one I mentioned briefly to you before we started tonight

[35:05] the other idea the mayor had down there was

[35:09] an alternate trail that went that bypassed some of that that maybe it's

[35:13] possible to work with through a right-of-way to take it up to those two

[35:17] places they want they want to kind of get up to the old VFW and the old uh and

[35:23] Martha's Place because they're looking at putting some businesses in there

[35:26] possibly a hotel and a another business

[35:30] Larry actually sent us a map of The Proposal of those trails and Joe's going

[35:35] to map those on onyx to see the landowners to kind of see where that

[35:38] would go I understand so we've got that one and then we're working on the one

[35:43] with um where we lost the Federal Branch down into town yeah we're working with

[35:48] um Johnny villager with the jail we're going to go to that board meeting about

[35:53] an alternative route that will go on the outskirts of that property from the

[35:56] Kiwanis Park down in the tank so we're looking at a couple options

[36:00] that and we had a good discussion with Larry last week good yes why to put a

[36:05] plug in and then also I'd love to see something in Clintwood

[36:10] you know we eventually have trail running through here and we've got

[36:14] there's been talk I know and but one thing that we would like to do

[36:19] is um we've got we've got a lot of people

[36:22] that's approached approached us with projects but what we would like to do I

[36:25] think a lot of people think of spearhead they just think only of trails of the

[36:29] ATVs but I I don't know how many of you all know but we've got we've purchased

[36:33] the covert Home Center uh we're doing a soft opening this

[36:36] weekend of the ash room we have an ax Boeing facility that we're opening over

[36:40] there rock climbing wall uh JMU we've worked with them in Harrisonburg at the

[37:07] we're going to put a splash pad up here the town's also planning on putting some

[37:14] other recreational stuff there I don't know what else if there's any needs um

[37:18] his name is Mark uh kalopy and he says if there's any needs that we have just

[37:23] to let him know and he'll look for stuff because they're always redoing the dorms

[37:26] and they like their culinary programs they had plates and you name it they had

[37:31] it up there we got four vending machines that we're going to be able to use at

[37:34] our facilities so that that's been a good relationship but what we want to do

[37:38] is try to get our name out there to let people know where are more than the

[37:41] trails so we would like to have and we want your guidance On This Town Hall

[37:45] meetings kind of like what you're talking about to go we've talked about

[37:49] going to each Community or do we have one as a whole

[37:52] and kind of educate people as to what we are

[37:56] and and maybe get some more buy-in because you know we're at the we're at

[38:00] the the discretion of the landowner whether they let us use that or not

[38:03] because we don't purchase the property no I understand we provide liability

[38:07] no we don't purchase the property what about um

[38:11] on Navidad issue for putting ATVs on the roadways

[38:17] what has been the feedback you gotten from VDOT is it

[38:21] pretty much only 35 and Below areas or is that they

[38:25] give any guidelines that they're looking at right now that's what it is yeah they

[38:31] are looking to change some of that into stipulations on

[38:36] ATV or Brook roads one of the things that that is the main thing and you

[38:41] brought it up is in order for a road really to be looked at right now it

[38:44] needs to have Trail access it needs to make sense ens is perfect

[38:48] they sell our permits they they have access to the campgrounds so that that

[38:52] would be perfect to have that access all the way out to there it makes sense yeah

[38:56] yeah so it's things like that that we see that make sense together they want

[39:00] to ride their four-wheeler to go get groceries and whatever and that would

[39:04] open up a couple right facilities so so we want to to go and you know initially

[39:09] without each town so that each Community felt involved or but we want your

[39:14] guidance what what do you all suggest the other thing I would say is Rhonda

[39:17] briefly a minute ago mentioned the marina it would be as that progresses it

[39:25] would be good to be able to reach that somehow

[39:28] for uh you work with the core there and that's going to be difficult but I I

[39:33] certainly I you know I wanted to contact you and and talk about I went up

[39:39] yesterday to I went up to look at where the

[39:44] above the greenway football field where the strip job is where they practice of

[39:49] course they had it blocked there's a gate there I could act difficult to turn

[39:53] around but nevertheless uh I I'm quite I I understand that you want

[40:00] to that you're more than ATVs but right now they're very popular and and I'm

[40:06] very glad that hayside has what they have and they have a good good trail I I

[40:11] would like to see something in the Clinton

[40:14] area that would draw in some ATVs uh I've been up to the dicks and Dixon uh

[40:21] Johnny Dixon property and uh it is a fantastic and I enjoy it and uh put my

[40:30] my nephews love to shoot skeet shooting and so forth but they've been down to

[40:34] Mike's place and then okay Jacob's been Hammers and ski shoes as well so is

[40:40] there have you ever looked into the birth knob is that something you could

[40:43] never could get an ATV trail to Birch knob because of the Jefferson National

[40:48] Forest or something we talked to uh Brandon Olinger I know

[40:52] they have a new director can't remember his name is it Mark Grimes Amy I can't

[40:57] remember that that's what I didn't email um what was her name before

[41:02] um Michelle Davis is who we worked with

[41:04] before uh but she has she took a new position so we talked but Brandon

[41:09] Olinger is like her second I guess the second in command and he said it's not

[41:13] out of the question for ATV trails to be on U.S forest property but we have to go

[41:18] through they have called frog meetings and they have plans that we can go

[41:22] through and make proposals and if it makes sense and things that we can can

[41:26] show like The Trails and what impact it would have and of course people are

[41:30] writing it today we know that and they know that so if we can maybe show that

[41:34] we can help lessen the impact and Patrol it I think it could be an option but it

[41:38] would take a little while to get done well that's something I think you all

[41:41] need to look into in the future and then I do hope that you will look at the I

[41:47] get I know you've been up there because it's not far from the uh spearhead Trail

[41:52] there in snowball holla from where the where they practice up there above where

[41:57] an old strip job is I don't know the connection you all do you probably

[42:01] connected it out it goes all the way into Baker Ridge I believe that that

[42:05] does and uh I know Glenwood they're they're my third is 25 miles per hour at

[42:12] the town in Glenwood he's not 35 he's 25 but nevertheless uh I I hope you know

[42:19] Peggy and I attended a I don't know it was you I talked to it

[42:24] seemed like it was up at UVA wise and I asked about spearhead and I'd got a

[42:31] definitely no said what'd you that they was not looking at anything in Dickinson

[42:36] County a form that they had up there yeah that's what I was thinking yeah I

[42:41] definitely know yes it's always options pardon me I would like to clarify it's

[42:47] sort of it's sort of disappointed me when I heard that you know

[42:54] at the college was talking to you not in the meeting we

[42:58] were talking about ATV trails yes sir and we're working with The Nature

[43:02] Conservancy they now own the property and they had

[43:07] told us at this time pertinent to the ATVs that they do not anticipate anymore

[43:13] as of now but now that may be something different

[43:18] if you're looking about non-motorized trails

[43:22] horse trails bicycle hiking

[43:26] all that and that would be able to connect downtown with non-motorized that

[43:32] was what my intent to convey was not that we're not getting planted on any

[43:36] Trails but we must uh abide with their wishes and their guidelines

[43:42] and that's what they have told us about the ATV trails at this time now down the

[43:48] road there may be more but uh but you know there's something to

[43:53] think about where the the CSX closed down

[43:56] they no longer run from Fremont to Lake far which is 13 miles

[44:03] um and of course you know the track's still there but uh

[44:08] we did um I don't know what the status is do

[44:13] you know what the status is actually one of the things we've got to talk about

[44:16] during our Economic Development yeah yeah we had uh started that Madam

[44:23] chair and I if you're done Ronda I don't know I appreciate everything you do I

[44:27] think you're running to great I apologize for any misleading you in any

[44:31] manner I understand about the nature of the nature conservancy and so forth and

[44:37] you have to do what they you know they they basically all more land anybody in

[44:42] the county but nevertheless I do think it would be a good idea if you look

[44:47] in the future to First knob and and so what we could do to link things exactly

[44:53] snowball Hall yeah sir if you know any Property Owners

[44:59] private landowners that's willing to work with us we've got the first knob I

[45:04] don't know I mean around town well all I know is that that

[45:09] that land up there is on by I believe in town Clintwood owns that don't think

[45:13] Larry uh they own a portion of it yeah they'd

[45:16] mentioned the county makes up is what they are I

[45:22] think about great landowners I think

[45:26] three landowners I think Dr Ratliff didn't him there

[45:31] uh that's something in the future you know it would be good to connect that up

[45:37] there where you've got the shooting range and and the archery and it's just

[45:40] a it's exactly the only thing that's in my district there and I've had some the

[45:45] thing that I with the hope that you know that's been stripped up there and water

[45:50] pours off of that strip job and it the people down below it and it affects you

[45:55] all too people getting up there I mean sometimes you've got to go through like

[45:59] a creek to get up there I mean it just pours out and of course VDOT doesn't

[46:04] clean out the ditches you know we all know that so but nevertheless I've been

[46:08] up there for Waters just shoot and you have two words just shooting off there

[46:12] there's something to look into with the Reclamation if they can you know you can

[46:17] apply for Grants with a Reclamation to help with that water it might help with

[46:22] other parts of it that's just something I'm you know sort of going on and

[46:28] they're supposed to get back with us um I've got so much money for Reclamation

[46:33] and that would be one of the biggest places I think that Reclamation could

[46:39] occur and would be beneficial but one thing I guess I want to reiterate though

[46:43] is just how to work nature conservances work for work

[46:46] good and in that group we can't ask for better relationship we're good I'm glad

[46:51] to hear that yeah having a chair I got one more thing and I'm sorry there's a

[46:57] millions of requirements money and other things working through the landowners is

[47:01] a more difficult task but I would be remiss if I didn't

[47:05] mention we we have a trail from Grundy to hayside we don't have anything to

[47:12] Saint Paul yet do we and it would be good if we had something to clinch gold

[47:16] bro you know up through Caney Ridge or or those areas too

[47:31] and they've talked to them about hockey so far and and we know this is a lot of

[47:36] this we're discussing may be a long long time before yeah you guys have done an

[47:43] awesome job and like you said Shooting Complex is amazing

[47:48] I think that until you go up there the wow factor

[47:57] and once you come up on that Hill is that effect of what you see when you get

[48:00] up there and I think what would it should be very proud you know the wow

[48:04] factor for me was when they said all those um

[48:07] Sporting Clays at in the woods and stuff like that and I ended up hitting only

[48:13] three of the birds that was a wild factor for me

[48:16] but we just would like your own suggestions of how handling that I mean

[48:20] reducing her community which is being one County meeting

[48:24] what's wrong how would you like to see it handled

[48:27] oh I see you have a farm and invite people in let's hear their opinions and

[48:32] yeah one Central meeting

[48:35] throughout the county well I don't I don't know if that work or not but uh

[48:40] I think if you're going to hit each of those areas you're going to have to have

[48:44] one in each year yeah each each place I would think because

[48:49] you know High staff so much father above us in that regard and clinch cut clinch

[48:55] God needs and and then Clintwood does too you know I just want to say that

[48:59] it's very it's very very nice place to go to

[49:05] well I wanted to relate we found it to be very effective

[49:10] when the members of a community reach out to their neighbors to get their

[49:14] input on the right-of-ways in the easements across the property it works

[49:19] out a little bit better coming from the neighbor than it does from us many times

[49:26] because everyone knows their name those it gets to feel their sentiments off but

[49:31] I wanted Melissa to tell you about the forthcoming hopefully Grant

[49:37] for the enforcements complex and about our headquarters because she

[49:43] has worked so diligently on these projects

[49:47] and talking about how far this has come I've been there since the first meeting

[49:52] and it's so gratifying to see where it is today

[49:55] and how far it's come we've had over 40 some projects in requests on the board

[50:02] right now and it's hard to get to everything some

[50:05] of them are small others are quite monumental

[50:09] and the Rails to Trails project is one of them love to see that go that would

[50:14] be such a boon for the whole area oh would it even be been discussed about

[50:21] rail pedal cars something we don't even have in our area

[50:25] there is a few of them up in Northern New York

[50:30] and they've been very successful that'd be something totally different

[50:33] but we are open to suggestions that you all may have

[50:39] on anything any thoughts or questions that's why we're here you all have any

[50:44] further comments not to belabor this but money marketing

[50:49] you all got to Market that shooting range

[50:51] whether that's TV advertisements whether that's Billboards whether that's a

[50:55] social media blitz

[51:01] uh you just got to Market it and I love Andy Rose he's a wonderful Ambassador I

[51:08] love Joe I love Melissa wish Joe would make them easier y'all doing a great job

[51:12] but you got to put your board Mr mclennan's got to put money into

[51:15] marketing and I don't know if all the counties need to join in with that but

[51:30] the events now yeah three big events coming up that we're getting ready to

[51:33] market for next year we're planning that far ahead yeah

[51:38] IBO uh the ASA all of that different stuff we're in we're doing um the IDPA

[51:44] and we're going to different ranges Iron Mountain I don't know if I've heard of

[51:48] them in several uh it's a Sporting Clays range and they're going to help us they

[51:52] said they would help us like we could take our materials up there they're good

[51:54] that's right that's what I'm saying they have a huge crop because they're right

[51:57] at the exit 407. but if you could run a some kind of commercial or get a

[52:02] billboard say in Tazewell or saying run to your say in Lebanon because that's

[52:06] what helps us is not necessarily my neighbor going to shoot but it's us

[52:11] getting other counties people you know people yeah

[52:17] that's my two cents but I appreciate what y'all do and you've done a

[52:20] wonderful job Madam chair I I promise I'm not trying

[52:25] to dominate the conversation here but Josh's input made me thinking you guys

[52:31] did get some marketing through part of Appalachia

[52:36] on the trails themselves because I sat in Illinois northern Illinois on the

[52:40] Wisconsin border and I watched our Trail being advertised on TV so the same thing

[52:46] with the shooting range if you've got a bed see whether you can get with them to

[52:50] work that too and Kim Davis with friends has been great to reach out to us now so

[52:55] that that's been good and then of course the lieutenant Governor's visit was good

[52:58] and the Attorney General will be here next month so I think those those are

[53:04] bringing some some attention it's just the marketing

[53:07] you're around we need to capitalize on more marketing opportunities gosh it's

[53:13] was on TV and everything right it was and and I think I think prompted the

[53:17] Attorney General's visit too because I think that that helped that

[53:27] uh to the marketing that Jack and Burlington goes to

[53:37] you need to send some stuff with them because they Market Dickinson County

[53:41] down there yeah she messaged me on Facebook and asked me to give her some

[53:44] stuff to take personally okay so I need to get that to her we uh send them down

[53:49] there we pay their motel for the sharing on there

[53:57] supervisor's office

[54:01] and another place as far as trying to connect to Saint Paul uh I'm not very

[54:07] familiar when you go up I think it's at Phillips holler to tremel Gap

[54:12] if that would take you off towards Saint Paul or uh Roaring Fork uproar Fork I

[54:20] know Roaring Fork will take you up on the Hazel Mountain which will put you up

[54:24] on that side which will take you off down Cheney Creek to Russell County but

[54:28] Trammell Gap is on the right hand side up through there that might be a place

[54:33] to look for for that end of the county we're actually working on the Main

[54:36] Street

[54:40] into St Paul and that could be a next step okay

[56:19] I mean we could not attend the fair without her she was in charge of the

[56:24] vendors she was worked her job full time was at the fairgrounds day and night he

[56:30] had not had done it without Lisa Vicki Martin as you all know is our secretary

[56:35] and she's really helped us out with public relations through the Chamber of

[56:40] Commerce we have the two best pageant directors in the state of Virginia Nancy

[56:46] Davis with Martin former Miss Miss Virginia State Fair Whitney so

[56:54] we're really proud of our committee Allison I want to say let's give these

[56:59] people a round of applause please

[57:09] we were getting ready to give you all a round of applause because

[57:13] um had it not been for the Board of

[57:16] Supervisors financial support public support

[57:22] and encouragement we would not have been able to have

[57:27] the kind of fair that we had in Dickinson County so we want to give you

[57:32] all a big hands and we appreciate a lot of you all

[57:38] coming up to the fair but Larry Barton spent all day Saturday helping us with

[57:44] traffic and he knows that the committee we were the workhorses definitely we did

[57:49] it all but we so appreciate that um

[57:54] what I wanted to kind of go over is some data from the fair before I turn it over

[58:01] to a couple of these other folks because you all need to know when you gave us

[58:05] money to fund the fair our number one goal was to try to get rides back to the

[58:11] fair and we had a really difficult time doing that we went a bunch of us went to

[58:16] the state convention in Williamsburg and we met with the

[58:21] rad people there and they said uh no we don't have we don't have the workforce

[58:27] we used to have and we can't come to Dickinson County

[58:30] but the RC Cole who has they've been doing Russell County for years he gave

[58:35] us a couple of phone numbers and we came back

[58:38] and we called a fun time Family amusements that is owned by uh Garth

[58:45] nicely and um

[58:48] you know they brought about 10 rides and I was very impressed with their rides

[58:54] and I've been a message of Mr nicely and I said you know can we get an assurance

[59:00] that you all come back next year and maybe bring two or three more good rides

[59:05] because we had long lines especially on Friday and he messaged me and he said

[59:10] yes I'm going to send you dates soon and please thank everyone for treating us so

[59:17] good so that's that was I was happy which we knew he would come

[59:23] back he was happy he made a really nice profit a very nice Prophet at the

[59:29] Dickinson County Fair um

[59:33] we have tried kind of tried to gauge our attendance based on ticket sales based

[59:40] on ticket sales at our gates but also with the ride company and then we had a

[59:47] pass gate we had a lot of people that were you know volunteers and vendors and

[59:52] so forth our biggest attendance day of course was Friday where every kid got in

[59:58] free and we still had a huge day at the gates

[1:00:04] we had a lot of paying people so we would estimate based on the data that we

[1:00:09] have that the 10 attendance would fall anywhere for the week between eight and

[1:00:15] eleven thousand people with the highest attendance being on Friday and of course

[1:00:20] Saturday was another big day I want to before I get into any

[1:00:27] real data I'd like to ask Whitney to come up if

[1:00:31] she would and read just a few of the many testimonials we had about the fair

[1:00:42] why can't you pick one from Dixon County I knew that would already be an issue

[1:00:49] she's a pretty girl don't get me wrong I completely understand

[1:00:54] girls here in Dixie we absolutely do um I know we've had a few comments on that

[1:00:59] concerns so per Virginia Association Affairs their guidelines all that it has

[1:01:04] to require is the woman has to be a resident of Virginia Okay so

[1:01:09] if we only if we closed it down and I only did Dickinson County we would

[1:01:13] probably have maybe five people in all the pageant from zero to 22 years old

[1:01:19] maybe five people this year we had the biggest attendance in Miss for Dickinson

[1:01:24] County people and it was still only three really so

[1:01:27] if we did that we went and sitting near the numbers that we did yeah it's okay

[1:01:33] you're allowed to so but now I completely understand that and there's a

[1:01:37] lot that goes into it you know it's not just looks it's the interview and the

[1:01:40] aspects of it all but of course we would love to see a Dickinson County girl win

[1:01:45] it as well but I understand family and spend money yeah yes

[1:01:51] absolutely and that was one thing yep and I'm gonna read the testimonies and

[1:01:54] then I'll make Allison let me get back up here and we'll talk a little bit more

[1:01:57] on the page it

[1:02:06] posted and share different things this is just post I didn't dig into the

[1:02:09] comments but um throughout the week I was just trying

[1:02:12] to screenshot stuff because I saw so many people just really share a great

[1:02:15] post um the first one says I've had a blast

[1:02:18] the past past two nights at the Dickinson County Fair by far the best

[1:02:22] Fair we've ever had hats off to the fair committee the entertainment has been

[1:02:26] awesome and it was so much fun seeing so many people the pink room Hilltop era as

[1:02:31] well and hanging out with my friends check it out this week and that was

[1:02:35] Donna Childers that said that thank you Dickinson County Fair for letting our

[1:02:39] babies experience Affair like we all did when we were younger and that's Crystal

[1:02:43] yeah or Crystal Lyle sorry um my brains and I had the honor of

[1:02:47] closing out the music portion of the Dickinson County Fair Saturday night in

[1:02:51] hayside Virginia it's always an honor for me to get to perform at home we had

[1:02:56] friends and family drive all the way from Illinois Ohio Tennessee and

[1:03:00] Kentucky for Saturday night Saturday night's performance and we also saw a

[1:03:04] lot of our faithful supporters who always come to any show that they can in

[1:03:08] mine the mountain was absolutely packed y'all are the best my dear buddy Allison

[1:03:12] Mullins O'Quinn and the entire Fair committee worked so hard to make this

[1:03:16] year spectacular and they did just that I was informed that I will be there

[1:03:20] again to close out Saturday night in 2023 Dickinson County is truly God's

[1:03:26] country I love my home and I love my people thanks to everyone for making all

[1:03:30] of this possible we will see you next year on top of the mountain for the

[1:03:59] absolutely amazing and I'm so thankful for all that you and the fair committee

[1:04:03] have done I've been upwind the 2022 Dickinson County Fair now in

[1:04:09] the books every volunteer the fair committee led by Allison Mullins O'Quinn

[1:04:14] every Entertainer all the contributors all that made this event possible you

[1:04:20] deserve the highest price possible good things happen when everyone works for

[1:04:24] the common good and no one cares who gets the credit that's my observation of

[1:04:28] exactly what happened here but the real heroes here are the people the people

[1:04:33] showed up they were given a wonderful opportunity but so many times people in

[1:04:37] our County don't take advantage of what we do have to offer as a county to the

[1:04:42] people who brought their kids themselves to the fairground and supported the fair

[1:04:46] you deserve a real pat on the back this image captures it best look at this

[1:04:51] child having the time of her life at the fair that's what the fair and other

[1:04:54] events are all about onward and upper to the 2023 version of the Dickinson County

[1:05:00] Fair Greg Baker the Dickinson County Fair has really

[1:05:04] been great this year best one I've seen in a very long time all the hard work

[1:05:08] put into by the fair committee has really paid off it was great seeing old

[1:05:12] friends that I hadn't seen in decades come out Chris Yates

[1:05:16] thank you Dickinson County Fair y'all were awesome and so welcoming thank you

[1:05:20] for welcoming us with open arms and we hope to be back soon that's Celeste

[1:05:24] Kellogg last one I went to bed completely pooped

[1:05:28] last night and so tired but it was so worth it Caitlyn with the Johnny B deal

[1:05:33] library and I with Haystack Community Library represented at your libraries at

[1:05:38] the fair yesterday and we're so thankful and blessed to see all the support you

[1:05:42] gave us I saw Caitlyn's post this morning and it inspired me to make one

[1:05:46] of my own I love seeing Smiles on the faces of all the kids in our community

[1:05:50] and I love to see them laughing and having so much at the fair fun at the

[1:05:54] fair we were supposed to leave at three yesterday but we tattooed glittered hair

[1:05:59] colored and airbrushed until after six many kids either offered us money or

[1:06:04] were in shock that our services were free I was happy to let them know that

[1:06:07] our services are always free support for us is not with money but just being

[1:06:11] inside of our buildings we are Beyond thankful to the fair community and

[1:06:15] Allison Mullins O'Quinn for letting us be a part of the wonderful fair that

[1:06:19] they had this year so you came to see us on the mountain now come see us at the

[1:06:23] library Sarah Rose so that's just a few of the testimonies

[1:06:26] that I found when scrolling through Facebook and I'm sure if you're on

[1:06:30] social media you saw them too and um knowing that not only the hard work

[1:06:34] that that I've put in it personally but knowing all the hard work especially

[1:06:39] Allison that she's put into it just it just really gives you just peace of mind

[1:06:44] and you just feel really blessed to see that people appreciated what came

[1:06:48] together on the mountain this year so I'll turn it back over to Allison thank

[1:06:54] yeah and one other testimony that I'll summarize uh Celeste Kellogg who is one

[1:07:00] of the entertainers that came Saturday she's from the other end of the state

[1:07:04] a family that is big fans of hers the Collins family they came from Chicago

[1:07:10] Illinois and they stayed uh in the breaks at a cabin in the breaks and Mike

[1:07:16] Collins messaged me a couple of days ago he said I hope that Celeste you all can

[1:07:20] bring Celeste back but even if you don't next week we're going to spend a week at

[1:07:27] your fair and stay in the brakes and uh that that's what one of the things that

[1:07:32] I was really happy about is that people could see what Dickinson County has to

[1:07:37] offer and they love it you know they loved it

[1:08:17] people came and we wasn't able to be specific enough so we didn't qualify for

[1:08:22] the grant but the Chamber of Commerce helped us out with a billboard and we

[1:08:29] were very appreciative of that but I just got

[1:08:34] I just got a message yeah Harmon Junction I just got a message on our

[1:08:40] Facebook account this morning that for August 30th through September

[1:08:45] 26th we reached 48.7

[1:08:50] 000 people on our Facebook account

[1:08:53] we had 33 000 post engagements in that 28-day period on our Facebook account

[1:09:03] we went from having under 500 follows and likes to having over 3 000 followers

[1:09:11] and likers on our Facebook account and a lot of that is due to that first page in

[1:09:17] that packet that I just gave you all which is or a lady that did design for

[1:09:23] us Autumn Hutchinson no pay she's on the team she's on the fire

[1:09:28] committee uh her design in my opinion will be award-winning this year at the

[1:09:36] state fair convention our slogan was meet us on the mountain and we put in

[1:09:42] that picture things that we have to offer things that we're proud of are

[1:09:48] coal mining or music a part of our Legacy and that is what

[1:09:54] was on everything that we sent out for marketing was that logo meet us on the

[1:09:59] mountain and one of our other slogans was something for everyone and that's

[1:10:04] what we tried to provide with something for everyone and

[1:10:09] um so I have given you all

[1:10:14] um our profit and loss

[1:10:18] on the first on the profit and loss it's front and back

[1:10:22] two-sided but you can see I'm not going to announce it but you can see at the

[1:10:27] front that's what is in our checking account

[1:10:30] as we speak I remember Mr Peter saying when he voted

[1:10:36] in favor to help us out that hopefully this will be

[1:10:40] something that we can eventually get on our own and I think we can

[1:10:46] so this you've done an awesome job I'm impressed I knew you could do it thank

[1:10:52] you very much this is what we have in our checking account we still have

[1:10:56] expenses to come out and the big expenses we will have is the water and

[1:11:01] sewer bill at the Kiwanis that'll be our biggie but we still think we'll have a

[1:11:07] pretty good start for next year in our bank account

[1:11:12] and um this is the profit and loss goes from

[1:11:16] January to current and so we're in the Plus for this year

[1:11:22] even after having the fair yes I thought I'd mention something because of

[1:11:28] something you said you said sewer because you have to have it pumped right

[1:11:32] right in the near future we won't have to do

[1:11:35] that anymore because come on Plateau just

[1:11:38] obtained a hundred thousand dollars for us to do that yeah that's awesome good

[1:11:43] to the public server that's great look to the public store how do you not have

[1:11:47] it anyway the Jail's on public sewer

[1:11:56] yes that'll help you tremendous yeah that'll help a lot but the other page

[1:12:02] that I gave you all is just our team and what we had to do because we had such a

[1:12:07] big task and when you all gave us money we took that responsibility very

[1:12:13] seriously we we wanted to make the county proud and we wanted to have

[1:12:18] something that the kids especially could be proud of and that they could look

[1:12:23] forward to every year so when you entrusted us with that money we wanted

[1:12:27] to be good stewards of it we think we have been good stewards of it

[1:12:32] um you know we came up with ideas of how to get people to come and we didn't have

[1:12:37] any money we didn't have any marketing money so we we did it you know so the

[1:12:43] team that you have the next page in your packet is just our uh we had to

[1:12:50] divide into subcommittees because we have very specific things that people

[1:12:55] had to do in order to accomplish all that had to be accomplished

[1:13:00] and we have a great team and our team works together and you know we just

[1:13:06] we're appreciative the board appointed a lot of the people on the team and then

[1:13:11] other people have said we'd like to help too and we have to have people that will

[1:13:16] help we can't just do it with eight or ten people we have to have and it takes

[1:13:22] I've had two people that work at Behavioral Health say we would like to

[1:13:27] be on the Fair Community next year we'd like to maybe do a zone for special

[1:13:31] needs kids and other things like that but we have the best marketing team on

[1:13:39] zero budget and I think the county really needs to look at the model that

[1:13:45] the fair committee has used for marketing why in the world can't we

[1:13:50] Market everything we have from the shooting range I mean we're reaching 50

[1:13:54] 000 people here we're having people from all different states come to Dickinson

[1:13:58] County and get excited about Dickinson County we've got so much to offer I

[1:14:03] would recommend that the county look at hiring Autumn Hutchinson as a marketing

[1:14:08] designer I really would she did this she did she did all of her she did right I

[1:14:14] mean this is great and this is all free and I can tell you where does she live

[1:14:19] she lives uh Bartley yeah she um I will tell you she does all the

[1:14:27] pictures

[1:14:30] the kids they flyer that we put in the paper Josh Evans sponsoring the kids day

[1:14:36] she did that every flyer that we have and I'm telling you social media is the

[1:14:42] way to go you don't need to spend a fortune in marketing but we have got you

[1:14:48] know Celeste Kellogg came here from the other end of the state and she's in love

[1:14:51] with with Dickinson County overnight we just have to get people to come and

[1:14:57] so I'm not going to go on and on about the fair we're very appreciative of you

[1:15:03] all what we would like to see moving forward we would like to have two or

[1:15:07] three more rides next year we would like to be able to afford to have during Kids

[1:15:15] Day something that was missing we had some 4-H kids doing a little bit of

[1:15:20] entertainment during kids day but while those lines are really long for the

[1:15:25] rides it would be nice if we had like a variety act going on throughout the day

[1:15:30] on the main stage so that parents and kids could take a break we just didn't

[1:15:36] have enough we didn't we had no idea this many people would come we had zero

[1:15:41] ideas they did though yeah I'll tell you what I've my experience when I went to

[1:15:45] two nights I they were overwhelmed because they

[1:15:49] didn't think they rented any people so I stood I stood in line an hour and a high

[1:15:54] for a funnel cake well I know I mean and we had a lot we had more food vendors

[1:15:59] than we've ever had well they worked they didn't they the people like the

[1:16:03] Lions Club yeah realized they were going to be hit with this and we did we did

[1:16:07] bring back you know we're trying to get our 501c3 back the barn the 4-H took

[1:16:13] care of that Kelly rose couldn't be here need more animals need more animals you

[1:16:17] need more games right uh the my grandchildren just got to you know yeah

[1:16:24] but you need more games because you know you didn't have but I'm just saying what

[1:16:29] you need but sure for what you did you know it was overwhelming Friday Friday

[1:16:35] night it was I mean I couldn't get I couldn't this whole show who gets to get

[1:16:40] who gets the money from that go on no is it fair it's the fair Horse Show so how

[1:16:46] much did the fair our the horse show take in

[1:16:51] probably seven or eight thousand dollars yeah well the big the big draw was the

[1:16:56] truck pull I would say the truck yeah

[1:17:00] our special events our special events were dirt days we had ATV events

[1:17:08] Motocross uh truck pull

[1:17:13] um horse show the beauty pageant you know those types of things we'd like to

[1:17:18] have one more what we would call special event

[1:17:21] Kids Day kids day so they'll have something to do during the day we just

[1:17:27] we did not I mean it's like

[1:17:31] I'm not saying it is everything's a God thing everything is but you know when

[1:17:37] you're looking out at all these people you have to feed with two fish and Five

[1:17:41] Loaves we had no idea I mean people just kept kids day they were lined out the

[1:17:47] gate for three or four hours who knew that parents would and I'm so thankful

[1:17:52] that the school board did the early dismissions

[1:18:00] but also the other thing is hopefully next year we can have just no school on

[1:18:06] that day and we didn't have a football game that night you know so that worked

[1:18:10] out good but anyway we don't want to go backwards with the fair we want it to go

[1:18:15] forwards and so we would appreciate your consideration of of help in this coming

[1:18:22] year we're planning on going to the fair convention that's where we met Celeste

[1:18:27] Kellogg she has tremendous response to her uh you know everybody's like you

[1:18:33] gotta bring Celeste back you got to bring us I'm like we probably won't be

[1:18:36] able to afford her next year because she'll be in Nashville you know but who

[1:18:40] knows and of course we've got to keep the Stanley's in it I mean that is our

[1:18:46] heritage Nathan was great maybe Ralph 2 can come next time but I've got a letter

[1:18:53] from Carol Turner uh and Donna fields that did our sponsors and I'm not going

[1:18:59] to read it I'm just going to summarize we had about fourteen thousand dollars

[1:19:04] in sponsors from our local businesses we had three pages Rita Surat read them off

[1:19:10] every night before the entertainment the most sponsors they've ever had had for

[1:19:16] the fair and this was County Wide it was all over the county businesses responded

[1:19:22] we were overwhelmed by that and a lot of that on this page Allison your sponsor

[1:19:28] um we don't have the list of our sponsors I

[1:19:32] must have told you you got four sponsorship okay I'll tell you that

[1:19:36] 195. yeah it's on

[1:19:44] one thing I don't see if I may uh is member compensation were you all

[1:19:50] compensated for this no may I ask how many hours do you think you put in not

[1:19:55] just during the week but in preparation for this

[1:20:06] well I probably had it Saturday but I wouldn't test till after the fact sorry

[1:20:11] her immune system and I'm not going to sit and say you

[1:20:17] needed this or you needed that or this should have been that you all did a

[1:20:20] great job for free for this County this was a wonderful investment this board

[1:20:32] meeting I know when you met I know you did it for free and it was a home run

[1:20:53] rotated them and you know we have committee members from all throughout

[1:20:58] the county it takes a village when you have a small place like a population

[1:21:02] like we have but I want to tell you that the reward we got I'm speaking for

[1:21:09] myself and I thank everybody of listening to those kids laughing

[1:21:14] uh listening to them just say I'm so sad that the fire's over and some of them

[1:21:19] don't ever get to do anything where can you get in free and ride all

[1:21:24] day long for ten dollars and not have to leave hayside and not have to leave the

[1:21:29] county I mean that was worth a million I would have put a million hours into it

[1:21:34] if I needed to well yeah I want to commend our lady I was

[1:21:39] thinking what John said I'll commit you Allison I know you've worked your butt

[1:21:43] off because I want to have denied the two nine signs there you would you was

[1:21:48] Hands-On yeah you knew what was going on uh it wouldn't have been successful

[1:21:53] without you I don't care what anybody says

[1:21:57] that's what I believe I know you had a lot of good help and I think each of you

[1:22:01] ladies but without your energy and your sacrificing your time it

[1:22:48] you know we have to start booking things probably in at least by January at least

[1:23:07] Nancy's my mom in case you didn't know you know it's not Locker or anything

[1:23:12] um but I'll be really brief too um so you guys gave us three thousand

[1:23:16] dollars this year for the pageant which meant the world to us

[1:23:20] um Mom and I took the pageant over the year that I crowned we took it over for

[1:23:25] the next year and so this is our fifth year having the pageant we didn't have

[1:23:29] it one year because of coven but this is the biggest turnout that we've ever had

[1:23:33] for the pageant ever and I've been involved in pageantry for upwards of 20

[1:23:39] years and this is the biggest turnout we've ever seen at the Dickinson County

[1:23:44] Fair for a pageant we had 63 contestants um in the whole entire pageant just to

[1:23:50] kind of compare that we had 32 last year um one of the first things that we did

[1:23:54] whenever we received the three thousand dollars from you all is we we went ahead

[1:23:59] and lowered our entry fee so in the past we were able to drop it by 15 so that

[1:24:05] way we were hoping we would be able to reach more people to be able to do the

[1:24:09] pageant um we also were able to give away a two

[1:24:12] thousand dollar scholarship and that was sponsored by Belcher insurance and jnr

[1:24:17] Furniture um and so we're kind of already in the

[1:24:20] works for talking about things that would be popular for next year as well

[1:24:23] oh and Johnson's and Johnson Chevrolet I'm sorry John Johnson don't I hope you

[1:24:28] don't can't hear me you know um and then Western Pharmacy gave us 500

[1:24:32] so we use that for cash prize for our winners as well so

[1:24:36] um 0 to 12 year old kids that won got fifty dollars back so they got their

[1:24:41] entry fee returned to them um and then our team and Miss winners

[1:24:45] got 100 cash um so something we're kind of talking

[1:24:48] about is how we can involve people from Dickinson County more you know maybe it

[1:24:53] will be an option that Mom and I can hand pick somebody who can receive an

[1:24:59] additional scholarship maybe they didn't win the pageant but they had really

[1:25:02] impressive background and could really use the scholarship

[1:25:06] um but the pageant means a lot to me um I was Miss Dickinson County in 2016 and

[1:25:11] then I went on to win Miss Virginia Association Affairs so there's only been

[1:25:16] two people ever to win from Dickinson County and so we're hoping to bring our

[1:25:20] third one back this year so we go the third week in June January so what

[1:25:26] little bit of money we brought in and have left over we will use up there on

[1:25:30] our trip to help pay for our Queen to go and entry fees and all of that but and

[1:25:35] I'm sure part of our community will go and so we're just really thankful for

[1:25:39] you guys and all that you guys did it really means a lot to us to have you all

[1:25:43] support [Music]

[1:27:38] touch with and without Rita's marketing

[1:27:42] you know we we had it going but Rita helped quite

[1:27:46] a bit so so we appreciate everything you all

[1:27:54] um all the workers and things we just cannot extol

[1:28:50] to having a day off from school and a place that they could go get in free and

[1:28:55] ride so many rides Man Hunter talked all the way off of the

[1:28:59] mountain how touched that she was that if

[1:29:04] everybody seen that then you know the fair was a was a

[1:29:10] winner you know they may have been things that

[1:29:12] people didn't like I don't ride rides I didn't get out and walk a whole lot but

[1:29:17] I enjoyed listening to the kids holler and laugh and people eating and having

[1:29:22] things that they enjoyed and and I and I'm glad

[1:29:29] could support you when we went to the school board meeting

[1:29:36] um Allison and Judy Compton you know we talked to the school board and I first

[1:29:42] was was not going to say anything then I thought it's burning on my heart being a

[1:29:47] retired teacher that you know you got to say something

[1:29:50] and so I got it there and I didn't play to them on behalf of us the

[1:29:56] committee I pled on behalf of the children

[1:30:00] they hadn't had anything for years and that's what they needed was that day

[1:30:06] at the fair that the fair is what they needed

[1:30:09] we have a meeting or we're attending a thing after school tomorrow at 3 30 to

[1:30:16] to go through and and view the the new construction site and I plan to stay for

[1:30:22] the board meeting and get on and speak and thank them on behalf of the board on

[1:30:29] behalf of the county that the school did that for our children thank you thank

[1:30:34] you I do claim the stuff thank you Scotty was there a single arrest made

[1:30:40] that whole week at the fair issued

[1:30:47] I mean I know the arrest at the fairgrounds

[1:30:52] yes there was one arrest was there on the fire property or yes it was a

[1:30:58] wonderful person not related to okay so there was no fighting no swapping no

[1:31:05] nothing it was an individual that we we've been looking for for several

[1:31:10] months and just happened to be there well we helped you

[1:31:19] guys did it we had one minor uh vehicle accident it

[1:31:25] was late at night lady thought the road was in front over it wasn't there so she

[1:31:31] ended up to ditch we'd get her towed out I think on kids day we had a we had a

[1:31:36] missing 11 year old for about five minutes we located her but that was the

[1:31:40] only cost of service we had and I know you had officers there the whole week

[1:34:17] from the Cumberland our airport Commission

[1:34:27] your packet is one that was received it was dated August 25th and basically uh

[1:34:32] Dickinson County uh uh back in 1958 by the accident the Virginia General

[1:34:37] Assembly of through the enabling acts of of the

[1:34:42] criminals airport commission was named a member as well as other local counties

[1:34:47] and all the townships right now the commission is

[1:34:51] trying to update those enabling acts with the general assembly and they're

[1:34:55] basically asking if we still want to be a part of the commission I know each of

[1:34:59] the towns and each of the counties represented by the Cumberland airports

[1:35:02] commission received this same letter because I've spoken with the towns in

[1:35:06] the county um on this we had a doctor Center that

[1:35:12] served recently in this role and done a very good job representing Dickinson

[1:35:16] County and he has moved and so you know if we decide to stay in the commission

[1:35:20] we will need to add that to a future agenda to get that

[1:35:25] did he give a resignation he told me that he had to resign from right he

[1:35:30] didn't give an official resignation but he told me he had really enjoyed

[1:35:34] serving them right he did a good job representing us on that I know this is

[1:35:40] the first year we've actually provided funding we've provided five thousand

[1:35:43] dollars in funding this year um they had requested 32 000 from us and

[1:35:49] we funded them five thousand dollars so I I don't know a whole lot more than

[1:35:54] that I don't know if it's something we need Mr Rose to come to a future board

[1:35:58] meeting to answer any questions that you might have

[1:36:01] this budget we did the first time we ever had we need to put somebody on

[1:36:05] there then Madam chair I'd like to speak um

[1:36:08] I find what I found interesting is reading the bylaws and um what I would

[1:36:14] um say I'm not against it but we are in two commissions and we're in the Grundy

[1:36:19] airport one it might be good that we invite them to come speak to us but I

[1:36:24] found interesting is reading this one they're supposed to submit to the

[1:36:28] governing bodies of the respective counties and cities towns for which

[1:36:32] they've it is formed for their approval of budget now I don't think we've ever

[1:36:37] seen their budget it's on uh Quest it's paragraph six

[1:36:42] right so and I know I agree with you totally and I don't know why we even fun

[1:36:47] to do just to be honestly now Grundy we don't find

[1:36:52] anything as of yet but I'm just I'm not against it what I'm saying is we maybe

[1:36:57] should get a briefing from both of them I'm not trying to play unfair here I

[1:37:00] want to I know the Grundy one and it's still working through the wickets of FAA

[1:37:06] and all that because they're strip mining the coal to expand that airport

[1:37:10] and all the expenses have been paid really coming what they're paying is

[1:37:16] coming up without grant money coming out of seven stack for the cold under the

[1:37:21] airport but I guess think it'd be good to get an

[1:37:25] update from them as well because at one point James Keane was going to come to

[1:37:28] you but in this one I'm seeing things that they're specifically

[1:37:33] supposed to do and maybe we need to get that before we

[1:37:36] go ahead with this I'm not saying it's a bad thing I may have that with the

[1:37:40] bedroom request we have to go back for our bedroom information when they sent

[1:37:43] the request to us for funding and look through our stuff they may have sent

[1:37:46] their proposal it may help they may have I just don't remember that and um

[1:37:52] and then you know there's it would be good to get some feedback

[1:49:34] beside of the current Tower a better Tower to service their customers better

[1:49:38] and during the process of that they were looking to see what their lease said as

[1:49:43] far as how much land could they build a new tower beside of their existing Tower

[1:49:47] leave the existing one in service until the new one's built and remove the

[1:49:51] existing one and they realize they do not currently have a lease for that

[1:49:54] Tower that's there right now it must have been an oversized something during

[2:05:58] the same time so they're down one truck there their tanker truck is also down

[2:06:08] basically they don't have funds to get their other truck out and they're

[2:06:13] basically half of a fleet right now in trying to respond to fires and do

[2:06:27] that rod and apply parade real place we had three

[2:10:13] forum an authorization form that's completed it's signed off by the

[2:10:16] supervisor in that department and then is forwarded to me for approval and my

[2:10:21] approval is basically looking to make sure we have budgeted funds to cover

[2:10:24] those trips then it's returned and once they take

[2:10:28] their trip and come back they submit a reimbursement form that shows what their

[2:10:33] actual expenses were and all everything is verified that it's an eligible

[2:10:38] expense but if it's a board member travel uh on that that's kind of above

[2:10:43] my head that I can't approve and we decided during our policy that those

[2:10:46] would come back to the full form for consideration on that so looking at the

[2:10:50] conference it would be um November 13th through the 15th but it

[2:10:56] would be two nights and attending the conference for two

[2:10:59] days the 14th and 15th and the total estimated cost uh or maximum cost

[2:11:05] basically would be the registration the fuel for a County vehicle uh two nights

[2:11:10] in a hotel and then the mules based on the meal allowance would be 928 dollars

[2:11:16] on that and if Mr Peters goes then I guess I will go with him on that we

[2:11:22] route the same vehicle and things so mine would be a little less but um

[2:11:25] except for the board's consideration this is one conference that I attended

[2:25:41] what provider is going to come to their residence on pound River in bar pan on

[2:25:47] Camp Creek in 6 on 611 in tivis three years

[2:33:15] telecommunications initiative CPC facilitated the graph but it's

[2:33:22] coming it is point Broadband that gets those monies the CPC just manages it as

[2:33:29] a pay down they're not holding on to any money

[2:33:32] and then you go on to the next page you want to withhold their money

[2:33:37] and and here's the thing last month we just got a hundred thousand dollars from

[2:33:44] CPC for Water Project up on low gap you go to the corner low gap and Edwards

[2:33:50] Ridge and there's a big sign that's going to help that project

[2:33:54] in the last since CPC has been on the book since 1962 1968 to 2022

[2:34:03] for the four counties it's helped facilitate over 200 million dollars 202

[2:34:10] 201 million dollars to the four counties for water projects and part of this

[2:34:16] internet thing that you're talking about it was CPC that worked with the Economic

[2:34:23] Development Authority to get the funds to initially put the fiber highways

[2:34:29] through the four counties now the thing was when they did that they were not

[2:34:34] allowed to give it to Citizens it was for businesses only Economic Development

[2:34:40] park it they had a 10-year relationship with bvu where they were supposed to be

[2:34:45] getting revenues and it wasn't happening so that or this started to shake loose

[2:34:52] and they reached out to a private company

[2:34:55] to run this and that private company to get a private company to come in they're

[2:35:01] contractually not required to give us any information

[2:35:04] body one was lit and I explained this last time with no contingencies for them

[2:35:11] to develop anything when body two starts they are going to require

[2:35:16] Point Broadband to provide kind of a dashboard that shows us where they're

[2:35:21] hooking up we are all frustrated that we haven't seen a lot of activity

[2:35:27] on this because they're they're going around four different counties

[2:35:31] installing and they haven't sat in one District they've been doubting clinchco

[2:35:36] they've been over in Clintwood have installed cabinets and stuff

[2:35:41] which way I'm not done yet but you're you're sitting there making these

[2:35:47] accusations and he told you that that last meeting Scotty briefed you 10

[2:35:53] million dollars worth of money came to this County in the 10 years they've been

[2:35:58] there so they've been working these things all

[2:36:02] along and you mentioned the sewer pipe running alongside the road

[2:36:07] did you ever ask yourself if that sewer pipe was it big enough to carry the

[2:36:12] activities of the fair versus the prison system

[2:36:15] there's a little more cost involved in that day and that's why I mentioned that

[2:36:19] they got a hundred thousand dollars to expand sewer over there so you're trying

[2:36:25] to attack these but water and sewer but it's mainly sewer look at it

[2:36:33] we gave them a hundred thousand hours

[2:36:38] the thing is come on plateau

[2:36:43] has been working diligently for all our four counties for all those years and

[2:36:49] you're wanting to withhold their funding and cut our hands off from it yes and

[2:36:54] and you're at you're mad because if you're gonna do this your resolution

[2:36:59] should go to point Broadband because contractually cover a plateau cannot

[2:37:04] stop it can I ask a question and then and the other one I would send it to is

[2:37:09] dhcd because they're the ones managing body

[2:37:14] and I think dxc's you know you mentioned my conference as I told you this before

[2:37:19] one of the key things I brought up in those conferences to those funders if

[2:37:24] it's taxpayer money going into this we should be able to see what's going on

[2:37:29] and you know what they're listening because that's going into body tubes

[2:37:33] contract but there's also the other piece that

[2:37:37] point broadband's got millions of dollars invested in this too so they're

[2:37:42] a private entity and more power to you if you're going to

[2:37:46] try to force their hand my ask Mr Peter's a question yes

[2:37:50] true or false Cumberland Plateau contracts with Point broadband no they

[2:37:55] don't have that track so we're having a contract

[2:37:57] with you're going to sit here's a boardwalker

[2:38:05] for the fiber Network and who got to take that over and that happened last

[2:38:10] time so you're telling me that the 16 million dollars that was just awarded

[2:38:14] the Cumberland Plateau planning district commission from vadi that you have

[2:38:19] discretion on who to award that to no we have to award at the point pursue

[2:38:25] it to what a contract agreement that you voted on the agreement of the network

[2:38:31] it's a joke the people of this County end up and this is what I'm doing to

[2:38:37] this nonsense you just talked for 30 minutes in a circle you as a Cumberland

[2:38:42] Plateau planning district executive member voted to go into contract with

[2:38:46] Point Broadband Point Broadband has our money they're not telling us anything

[2:38:50] our citizens and our children and our families are suffering and you're the

[2:38:55] root cause of it and I'm putting forth this resolution to try to do something

[2:38:59] about it okay let me tell you when that contract was left the Tobacco Commission

[2:39:05] was at every meeting the legislators were there and VRA was

[2:39:11] there because this whole bvu deal had people going to jail

[2:39:16] and it when it came down to was a oh the they had they came down because they

[2:39:24] needed to get this moved out of bvu's hands

[2:39:27] can you tell me how many connections have been done this year can you tell me

[2:39:31] that I didn't bring that with me it was 2 000 I think they said 2 000

[2:39:35] connections passing in Dickinson Kansas because that's different than

[2:39:40] connections what's the difference it means they they write the infrastructure

[2:39:45] to go into the house you know so how many residential connections

[2:39:50] residents and they're they're going back as they can hook and hooking them up now

[4:33:13] reconciliation for not only the general County the school the social service

[4:33:19] community service I mean all the money comes through our office all of it I

[4:33:25] know I work there I know what I work for the county I know what the treasurer's

[4:33:29] office did I don't think you know everything the treasurer's office says

[4:33:33] it just you know observe all the extra stuff my girls do I mean there's no

[4:33:39] downtime whatsoever so that's one thing I learned is um I mean a couple things

[4:33:45] but that one you it used to be done with an extra person great I didn't know that

[4:33:51] um and we do know that for many many years

[4:33:54] people were not really diligently going after these back then because a lot of

[4:40:21] anyway he did not ask that his employee get a special bonus

[4:40:26] just because he brought in all this extra money he brought it to the county

[4:40:30] and the county willingly gave every employee in the county a 500 bonus from

[4:40:37] that that was a lot of money well I guess you

[4:48:17] information about a conflict of interest for April Collins to serve on the DSs

[4:48:21] board and I was wondering do you have an update on that because that was they

[4:48:26] wanted attorney general's opinion yeah you have an update for that yeah

[4:48:32] um if you all want an attorney's General's opinion I would ask for

[4:48:37] emotion and approval from the board to get that but I've reviewed the code

[4:48:43] extensively on this I I think it's pretty clear that there's not a conflict

[4:48:50] of interest hope for the overall border Point appointment for DSS

[4:48:55] however I can't state that that she would have a conflict would not

[4:49:02] have a conflict of interest depending on the case or the situation and I can't

[4:49:07] really specify or go into it without knowing the specific case or situation

[4:49:12] and I think that would be up to in that case required to abstain Korean like

[4:49:17] what Josh has to do on Social Services exactly yes and so

[4:49:23] based on my review I think it's pretty clear that again she can serve however

[4:49:29] that there may be a conflict depending on certain circumstances that would have

[4:49:35] to be reviewed on a case-by-case basis okay did she submit her letter did she

[4:49:41] submit a letter from her boss saying that it was not a conflict

[4:49:45] that that is true that that her employer which which of course is the state of

[4:49:51] Virginia Department of Juvenile Justice declared that it's not a conflict

[4:49:56] um did receive that reviewed it and what I would say to that is

[4:50:01] again I've already given my opinion on it but at the end of the day it's

[4:50:08] whether there's any conflicts that occur within her role with Department of

[4:50:14] Social Services on the board of whether there's a conflict of interest or an

[4:50:19] appearance of impropriety for for whatever reason for dealing with her

[4:50:25] role if it comes in and again to me that would be on a case-by-case basis okay

[4:50:31] all right thank you okay

[4:50:35] supervisors comments starting with Mrs Willis which I usually

[4:50:40] start on that end all the time

[4:50:45] you have comment Miss Lewis I have a comment about give it to myself

[4:50:51] okay well I got a couple of comments uh Shelby brought it to my attention the

[4:50:57] last meeting I said I wouldn't not take my grandchildren down to the uh fair if

[4:51:02] beer was served and I did take them to the fair so I I want to accomplish that

[4:51:09] I did go around and look for the beer garden was and I saw nothing out of

[4:51:15] uh I did not see anybody drinking any beer and when I went around to the booth

[4:51:20] it there was very few people there so I had to go back and replenish so they

[4:51:25] sold a lot well they might have I don't know about what they saw but I don't

[4:51:29] want people to think that I told a plea and lies lies the lies board many many

[4:51:35] because I did take my grandchildren down there one night

[4:51:39] Friday night so uh I want to make that clear I also want to

[4:51:46] say that the Clintwood Hooten in the holler I did attend that and that was

[4:51:50] very I think for the first time they did a good job and I I think it was uh

[4:51:57] the band was really good and uh I enjoyed it and I think that that will be

[4:52:02] successful in the years to come and I appreciate the Town Council and the

[4:52:07] mayor of what they did I also would like to I did come at that

[4:52:11] time that day and visit the quilting gear be a quilting uh Guild downstairs

[4:52:17] here with some beautiful quilts I try to support them and what they do and I also

[4:52:23] want to wish Ridgeview a wonderful homecoming

[4:52:27] and much success in the in the football and I enjoyed the football game I went

[4:52:33] to the band was marvelous I was very very proud of the band the cheerleaders

[4:52:39] and the team and we all know how good the team is and I I hope for a wonderful

[4:52:44] homecoming

[4:52:56] good day today and I know that the decision we made to

[4:53:04] develop the high school property was not missed on any of the five of us and what

[4:53:10] I said at our uh groundbreaking I meant that it's kind of a rare thing that we

[4:53:16] were together on that and I'm proud of what we've gotten accomplished in

[4:53:20] bringing the largest non-energy non-coal private investment to Dickinson County

[4:53:25] in the history of our County so uh I meant what I said and I congratulate

[4:53:30] that you and and us and our staff and getting that done that to me as much

[4:53:36] maybe I don't know uh sarcasm and poking that

[4:53:42] the public may give us on that no other board no other Ida no other

[4:53:46] Administration has ever brought 12 to 15 million private dollars

[4:53:52] to be invested into this County so I'm very proud of it and I will defend it to

[4:53:59] anybody so I'm very happy we got that done Larry I know and I maybe failed to

[4:54:05] articulate it as good as I should have today that could tie this ain't up and

[4:54:09] finish that you've done a lot of work and I appreciate it

[4:54:13] um apologize publicly to Miss Willis and Mr Peters for losing my temper earlier

[4:54:18] however frustration is not that's the easy word on my feelings on

[4:54:24] this internet I mean I'm inundated and have been inundated

[4:54:28] daily with people asking in my district when is the internet coming

[4:54:34] and I don't know and I sincerely mean it what to tell them and it doesn't feel

[4:54:41] like I don't feel that you all can tell me what to tell them and it's very

[4:54:44] frustrating should I yell and scream no but that's

[4:54:48] what I feel like doing and I don't know what else to do so you

[4:54:53] should have got several people hooked up or signed up last week well where where

[4:54:58] I don't know where tell me where I agree but anyway I hope you'll accept

[4:55:04] that it is what it is or not necessarily sorry for bringing it to you I'm being

[4:56:01] is really a tremendous opportunity for this County

[4:56:06] and it's coming together we finally got movement on Earth as Josh

[4:56:12] said earlier today that what you folks don't understand is that's the

[4:56:16] culmination of work that started all during last term by both boards

[4:56:23] and then started to take hold and we got it moving in our term

[4:56:27] so it you know we and you know yes there's other ideas

[4:56:32] but we tried to advertise out there for other things this was our best option

[4:56:37] and it goes um for those that are wondering about

[4:56:41] internet it all I can tell you is we cannot force

[4:56:47] the Private Industry to tell us or their schedule

[4:56:51] we've asked I've hollered about this don't test the only information I got

[4:56:58] that I can tell you is right now they're saying it's first quarter 2025

[4:57:03] the majority of our County should be hooked up to fibers

[4:57:07] will that slip possibly I had won several about six months ago

[4:57:14] that I was told they'd be there in next month and it was two months later that

[4:57:18] they came you know because things slip they're they're dealing with issues with

[4:57:23] supply chain stuff as well as they're not going to hire an entire staff to

[4:57:29] populate four counties at one time they've got to move around and

[4:57:34] and and I have no control over where they go they they did a little bit in

[4:57:40] dick in at my end of the county when they first started because they were

[4:57:44] working across the border in Buchanan County at the time they just

[4:57:49] came across and then they stopped and I had continuous calls from the guy that

[4:57:54] was 500 feet away and he didn't get hooked up

[4:57:56] so in a couple months took about four months and he finally

[4:58:01] got hooked up so I I have no control they and they're not just they didn't

[4:58:05] just start there then they jumped I think over towards um

[4:58:13] they've been in various places so yeah and I you know but they don't there's no

[4:58:19] control that we have on where they go and I I think it's ridiculous too but

[4:58:25] that's just the way it is thank you you're welcome I just want to

[4:58:36] um I think Larry for what he has done since he has come on board with this

[4:58:41] Food City Department we thought we was close over a year ago

[4:58:59] own Engineers but Lehman has done a wonderful job

[4:59:03] uh I just think I'm like Ron and Josh I get very few calls from my people

[4:59:10] uh I mean every now and then somebody sent me an email or sent me a Facebook

[4:59:15] message asking about internet but I get very few but when I'm asked and I can

[4:59:21] find out where they are I let people know I answer these

[4:59:26] people's emails I send them to come on Plateau sometimes it takes two or three

[4:59:30] days to get an answer but I tell it to people you know uh

[4:59:35] I try to be there for you we're not all 100 percent accurate

[4:59:41] or on top of things but we I think we have all tried

[4:59:46] um just to add to us anyone that needs to

[4:59:51] know in their area I this doesn't work 100 of the time but

[4:59:57] if you if I get the address I can and any of us could do that send it to

[5:00:02] Scotty Wampler and he can kind of get an idea when they plan to be there

[5:00:08] not guaranteed in every case but like in well he has it and I'm not going to get

[5:00:13] back into this but I've not been successful with that so God he asked

[5:00:17] last week and and lo and behold he came right back he got

[5:00:22] it right away on your question Scott Scotty Owens

[5:00:26] asked last week on his house and I sent it to Scotty Wampler and he while we

[5:00:33] were talking about other things that came back and he said you're not till

[5:00:37] body too and they haven't started body two it's does that give you all I can

[5:00:42] tell you is by the first quarter of 2025. that's all body two doesn't start

[5:00:47] until the end of 24. what's that money two doesn't start until the end of 24

[5:00:52] does it no I think it's supposed to roll in pretty soon or 2023 sometime but they

[5:00:58] haven't finished the contract yet I don't think I think they're supposed to

[5:01:02] have everything done because they said 90 or better they told me and Larry 95

[5:01:07] initially that's something one well I know they could include body too okay
