[14:33] whereas black business month is

[14:35] celebrated in August it is a time to

[14:37] acknowledge and appreciate black owned

[14:39] businesses Across the Nation and all

[14:41] that they represent in the country's

[14:42] continual striving for diversity and

[14:44] equality black business month provides

[14:47] an opportunity to focus

[14:49] on a community that is far too often

[14:51] underrepresented when it comes to access

[14:53] to Capital and opportunities to build

[14:55] wealth and whereas the history of black

[14:57] business month can be traced back to the

[14:59] year 2004 when engineering entrepreneur

[15:01] Frederick e Jordan partnered with the

[15:04] president and executive editor of this

[15:06] scholarly Publishing Company e-access

[15:08] Corporation John William Templeton to

[15:11] start this annual event their intention

[15:13] was to drive the policy agenda affecting

[15:15] the 2.6 million African-American

[15:18] businesses in order to highlight and

[15:20] Empower black business owners everywhere

[15:23] given the continued challenges faced by

[15:26] black business owners

[15:27] and whereas since the late 1700s both

[15:30] free and enslaved black people began to

[15:33] open their own small businesses from

[15:35] barber shops to tobacco shops and

[15:37] shoemaking as emancipation grew so did

[15:40] the establishment of black owned

[15:41] businesses and this led to the period

[15:43] between 1900 and 1930 being labeled as

[15:46] the Golden Age of black owned businesses

[15:49] and whereas this historic annual event

[15:51] provides a chance for consumers and

[15:53] Proprietors to not only support black

[15:55] businesses but provide them with a

[15:57] platform to grow their own their

[15:59] Enterprises and build wealth for current

[16:02] and future generations of African

[16:04] Americans celebrating the contribution

[16:06] of black business owners and

[16:07] entrepreneurs pays homage to them and

[16:10] their legacies and celebrating this

[16:12] month recognizes the importance of black

[16:14] owned businesses when it comes to

[16:16] contributing to the nation's economy as

[16:18] well

[16:19] and whereas the value of

[16:20] Entrepreneurship has long been a major

[16:22] influence in the black community today

[16:24] approximately 10 percent of All American

[16:27] businesses are black owned the primary

[16:29] sectors in which black-owned businesses

[16:31] operate include Health Care Social Work

[16:33] repair and maintenance beauty salons

[16:36] restaurants barber shops arts and

[16:38] entertainment and the list continues to

[16:40] grow

[16:41] and whereas black business month ensures

[16:43] that black owned businesses get the

[16:45] recognition and patronage that they so

[16:47] richly deserve especially those that are

[16:49] struggling to stay afloat

[16:51] celebrating black owned businesses

[16:53] empowers more people from the

[16:54] African-American communities to dream

[16:56] big and begin their own entrepreneurial

[16:58] Journey

[16:59] and whereas when you choose to support

[17:01] black owned businesses you are

[17:03] supporting black pride unity and kuji

[17:06] jacquelia or self-determination black

[17:09] entrepreneurship is a tool for survival

[17:12] now therefore be it resolved that the

[17:14] Schenectady city council and Mayor Gary

[17:16] R McCarthy do hereby pause in our

[17:18] deliberations to recognize black

[17:20] business month and the city of

[17:21] Schenectady and encourages all residents

[17:24] to support black owned businesses in the

[19:46] Community fathers ground up Landscaping

[19:49] cuts and blends Barbershop

[19:58] program we started with Community

[19:59] fathers because when I was a youth uh

[20:03] what kept me out of trouble was gaining

[20:05] self-worth and being able to help out

[20:07] and feed my family help my mom help my

[20:09] sisters help my siblings

[20:11] so I knew that that was the opportunity

[20:14] and that's what I wanted to do with my

[20:15] life to provide that same path for the

[20:17] Youth that follows me so there's one

[20:21] youth who's not here who works with me

[20:22] his name is Yaya Yasir Washington he

[20:25] actually became my youth because he was

[20:28] appointed to me as like you know a big

[20:30] brother because he was getting in

[20:31] trouble in school so it started from me

[20:34] going to his house under a mentorship to

[20:37] him being one of my finest best workers

[20:39] he's like a son to me and my operations

[20:41] manager David Cooper he's not here

[20:43] that's my childhood friend we've been

[20:45] friends since we was 12 years old we

[20:47] came from a group home so uh the support

[20:50] of the city the family the

[20:53] not-for-profits in Schenectady the mayor

[20:55] the people of Schenectady the city of

[20:58] Schenectady supporting my business and

[21:01] supporting me and bringing me to where I

[21:03] am today there's David Cooper operations

[21:06] manager right there

[21:10] grown through trials and tribulations

[21:12] through you know uh pluses and minuses

[21:15] with the support and the help and the

[21:18] love of everybody in this room everybody

[25:53] good evening my name is Jeannie Orr I'm

[25:55] a Schenectady County resident and a

[25:56] program manager for Capital District

[25:58] tobacco-free communities we're a New

[26:00] York State Department of Health funded

[26:02] program that covers Schenectady Albany

[26:03] and Redstone counties

[26:05] and our goal is to improve the health of

[26:07] our communities by creating environments

[26:09] that decrease exposure to second-hand

[26:11] smoke that support smokers who want to

[26:13] quit and prevent young people from Ever

[26:15] starting because we know that tobacco is

[26:17] still the number one cause of

[26:20] preventable death and disease

[26:22] as you consider a moratorium on vape and

[26:25] smoke shops in the city of Schenectady I

[26:27] wanted to provide you with some facts

[26:29] according to the Surgeon General there's

[26:31] overwhelming evidence that the more

[26:33] young people see tobacco the more likely

[26:35] they are to start smoking tobacco

[26:38] companies spend a half million dollars

[26:39] every day aggressively marketing tobacco

[26:42] products including e-cigarettes in

[26:43] stores throughout New York state with

[26:45] colorful walls and tobacco products

[26:47] special discounts and other marketing

[26:49] materials all of which are highly

[26:51] appealing to youth

[26:53] in Schenectady County the amount of

[26:55] tobacco marketing that residents

[26:56] including young people are exposed to

[26:58] depends on where they live

[27:00] we graph the density of tobacco

[27:02] retailers in Schenectady County by ZIP

[27:04] code and observed a very obvious trend

[27:08] I have graphs here that I can distribute

[27:10] to you afterwards but you will see on

[27:12] this graph

[27:13] that the zip codes with the highest

[27:16] poverty rate 12304 05 and O7 have the

[27:21] highest density of tobacco retailers

[27:23] compared to Niskayuna which has the

[27:25] lowest poverty rate Hamilton Hill with

[27:28] the highest poverty rate has more than

[27:30] five times the tobacco retailers per

[27:32] capita

[27:33] we also looked at where these tobacco

[27:36] retailers are located with their within

[27:37] the various zip codes

[27:39] specifically we looked at how many were

[27:41] located within 1500 feet of a school

[27:45] in Schenectady County of the 173

[27:48] licensed tobacco retailers 53 or 31 are

[27:52] within 1500 feet of a school

[27:54] in the city of Schenectady 41 of the 111

[27:58] or 37 are within 1500 feet of schools

[28:02] Hamilton Elementary School has 10

[28:04] licensed tobacco retailers within 1500

[28:07] feet of its property the most of any

[28:09] school in the county

[28:11] we also looked at smoke and vape shops

[28:13] that are separate from just regular

[28:16] licensed tobacco retailers which include

[28:17] convenience stores and they we found

[28:19] that five were located within 1500 feet

[28:21] of a school

[28:23] and in the spring of 2019 our staff held

[28:26] four neighborhood conversations with 40

[28:27] residents living in the city of

[28:29] Schenectady and one of the questions we

[28:31] asked participants was whether they

[28:32] thought limiting the number of tobacco

[28:34] retailers in the neighborhoods would

[28:35] make a difference

[28:37] and here's some of what we recorded in

[28:39] their own words

[28:41] kids shouldn't see tobacco marketing I

[28:43] want my babies I don't want my babies to

[28:45] start I think they should take it out of

[28:47] the neighborhoods cold turkey if kids

[28:49] don't see it they're less likely to

[28:51] start it

[28:52] I think the harder it is if you've got

[28:55] to walk them out to get it you might

[28:56] think about taking that walk

[28:58] we also asked what these Schenectady

[29:01] residents want to see less of and more

[29:03] of in their communities and again in

[29:05] their own words they said Les Bodega

[29:07] selling bootleg cigarettes

[29:09] corner stores look mostly abandoned

[29:11] there are more cigarette choices than

[29:13] candy

[29:14] everything that's killing us in our

[29:16] neighborhood we want to see less of put

[29:18] a cap on the number of stores selling

[29:19] tobacco

[29:20] they wanted a real neighborhood with

[29:22] everything you need in one place a good

[29:24] Park in Hamilton Hill things for people

[29:27] for kids to do basketball courts Fields

[29:29] pool Recreation Center positive things

[29:32] more stuff for families to do it deters

[29:34] young people from smoking when they take

[29:36] care of themselves

[29:38] we released a full report in 2020

[29:40] detailing our conversations along with

[29:43] the data around tobacco marketing and

[29:44] Schenectady this report titled

[29:46] addressing tobacco use Health inequities

[29:49] in the county of Schenectady is

[30:19] Schenectady County for most of my life

[30:20] and I am a member of the reality check

[30:22] Capital District faculty communities

[30:25] growing up I learned about the dangers

[30:26] of smoking in school and at home like

[30:28] most children do but in the stores and

[30:31] in the media smoking and eventually

[30:32] vaping were constantly advertised to me

[30:34] this year I'm going to be a junior in

[30:36] high school for years vaping has been a

[30:38] problem in school the administration

[30:40] struggles to solve the issue because

[30:42] when you take away the Vape the student

[30:43] usually has another one at home or can

[30:44] easily get another one in the last few

[30:46] years the problem has gotten much worse

[30:48] every Locker break during homeroom

[30:50] during lunch and after school sports

[30:52] games there are students vaping in the

[30:53] bathroom it's almost a given now that

[30:56] anytime I use the restroom during the

[30:57] school day at least one of the Stalls

[30:59] will be taken up by a group of girls

[31:00] vaping

[31:01] smell of cotton candy or mango fills the

[31:03] bathroom and the hallway outside and

[31:05] lately it's not just vaping occasionally

[31:07] you'll walk into the bathroom and be

[31:09] greeted with the smell of marijuana or

[31:10] even cigarette smoke every one of my

[31:12] teenage peers sees vaping at school

[31:15] every single day even my younger brother

[31:17] who is 12 years old comes home from

[31:19] school some days detailing his

[31:20] experience smelling Vape or even

[31:22] marijuana in the middle school bathrooms

[31:24] he's 12 and he can't go to school

[31:26] without smelling drugs in the bathroom

[31:28] the most heartbreaking part of it for me

[31:30] is when I see my friends and my peers

[31:32] becoming addicted to nicotine as a

[31:33] result of vaping and the downward spiral

[31:35] that their life takes as a result of

[31:37] their Addiction in middle school I was

[31:39] an advanced math class with a boy who

[31:41] was smart kind and motivated and we were

[31:43] very good friends however he began to

[31:45] hang out with a group of kids who were

[31:46] vaping I expressed my concern to him

[31:48] about the issue but he brushed it off

[31:49] because Vapes aren't as dangerous as

[31:51] cigarettes within less than a year I

[31:53] watched them become addicted to his Vape

[31:54] drop out of advanced classes get

[31:56] suspended and then he even began selling

[31:58] Vapes himself to other middle schoolers

[32:00] my other friends and I watched

[32:01] hopelessly as he lost interest in life

[32:03] and closed himself off from us but what

[32:05] were we supposed to do he was in too

[32:07] deep and he wouldn't listen to a word we

[32:08] said for that old friend of mine the

[32:10] spiral continues he is still vaping

[32:11] today years later addictions are hard to

[32:13] break and he's just a kid

[32:15] the way that Vapes and other tobacco

[32:16] products are marketed often targets

[32:18] young people and disturbingly resembles

[32:20] candy packaging is bright and colorful

[32:22] and the products come in flavors such as

[32:24] strawberry watermelon and blue raspberry

[32:25] such flavors and products you could also

[32:28] find packaging Styles you could also

[32:30] find in the candy aisle

[32:31] as marketing tactic only feeds into the

[32:33] narrative that for years has been spread

[32:35] by tobacco sellers that Vapes and other

[32:37] form of tobacco are less dangerous than

[32:38] cigarettes though in some cases this

[32:40] might be true Vapes in particular still

[32:42] contain dangerous chemicals that can

[32:44] still kill you these harmful drugs are

[32:46] foremost very accessible seeing as

[32:47] they're found in gas stations and corner

[32:49] stores that are within walking distance

[32:50] from schools and homes regulating the

[32:52] retailers of tobacco and vape products

[32:54] along with advertising and paraphernalia

[32:56] of these products could expose less to

[32:57] the manipulative marketing tactics that

[32:59] trick people into believing that they're

[33:00] safe and hopefully there will be yes

[33:02] less young people like my friend who

[33:04] became addicted to nicotine at such a

[33:06] young age thank you for your time

[33:34] well I'm sorry I live in also work

[33:36] within the city of Schenectady my

[33:38] apologies I'm very nervous

[33:41] um so basically I was raised in a family

[33:44] with

[33:45] basically smoking with nothing but

[33:48] smokers within my family my mother

[33:51] smoked my father's smoke my grandmother

[33:53] smoked my great-grandmother smoked

[33:56] um

[33:58] and

[34:00] due to the fact that that cigarettes

[34:03] were basically a norm within my family I

[37:08] problems with people who have been doing

[37:10] this for their lifestyle their income

[37:14] and so practically speaking you've had

[37:18] very good discussions about what's going

[37:21] to happen you know what's going to

[37:22] happen there are going to be people who

[37:27] come forth and present it to the city I

[37:31] mean it's just like Mr kosher with this

[37:33] plastic straws nobody's arresting

[37:37] stewards for plastic straws

[40:00] their business community and the message

[40:02] I want to deliver to all of Schenectady

[40:04] is that the benefit of the Aquatic

[40:07] Center which would be built in in

[40:09] Rotterdam because it's the only place

[40:11] available all of the benefit in business

[40:14] will come to Schenectady hotels will be

[40:17] loaded restaurants will be loaded

[40:19] businesses will be will be bending

[40:23] we've seen in Greensboro you know 120

[40:26] 000 people coming into town over a

[40:28] period of time

[40:30] Greensboro has benefited so dramatically

[40:33] from having the Aquatic Center in town

[40:36] that we should take a very close look

[40:39] and before Schenectady says well that's

[40:41] not us recognize that the major business

[40:45] economic benefit will accrue to

[40:48] Schenectady New York because all of our

[40:51] restaurants and all of our hotels and

[40:54] all of our entertainment is downtown and

[40:57] all of that comes back to us so please

[40:59] consider your decision about supporting

[44:56] allows us to work with SPD to Chief

[44:59] Clifford and the other sergeants there

[45:01] that have set in to bring in a group of

[45:04] young officers that actually want to be

[45:06] a part of this city uh for those that

[45:08] didn't get a chance to go down to the

[45:09] community father event this weekend

[45:11] you've seen a lot of plain clothes young

[45:12] officers that decided to frequent it on

[45:15] their off day something I haven't seen

[45:17] in the city in a long time so I just

[45:20] understands the importance that this new

[45:22] hired panel does as we bring in officers

[45:26] city want to police properly not over

[45:35] like credit but he received five merits

[47:03] criminal complaints it is certainly not

[47:19] my office complaint is that I have a

[47:21] parent at City Council meetings a

[47:22] minimum four times in complain of Judges

[47:24] Frost balotico and Hoffman depriving me

[47:27] of my constitutional rights the mayor of

[47:30] council members

[47:31] have done nothing

[47:33] they have all sworn in their oath of

[47:35] office to prep the laws protect the laws

[47:37] of the Constitution ethically they will

[47:39] almost Act my complaint against these

[47:42] three corrupt judges is obstruction of

[47:43] justice and treason it is the same

[47:46] complaint I am making now against the

[47:47] mayor who refuses to meet with me and

[47:50] all council members are guilty of

[47:52] obstruction of justice

[47:54] the mayor is to enforce all laws in the

[47:56] city of Schenectady obstruction of

[47:58] justice is considered a crime against

[47:59] Justice itself

[48:01] by obstructing justice one is seeking to

[48:03] thwart the process of justice and the

[48:05] operation of the justice system the

[48:07] mayor must meet with me and you must act

[48:09] on my complaint doing nothing

[48:12] and not meeting with me is not ethical

[48:14] but it is pride

[48:18] if the mayor or city council members are

[48:20] brought the crime of treason perpetrated

[48:22] by a judge against the citizen to the

[48:24] city council meeting

[48:25] what is the civic duty of the mayor and

[48:27] city council members

[48:31] the civic duty of the mayor and City

[48:33] Council Members is to ensure that the

[48:35] judge is held accountable for their

[48:36] actions they can do this by reporting

[48:39] the judge to the appropriate authorities

[48:40] and by taking legal action against them

[48:42] the mayor and City Council Members can

[48:44] also work to ensure that the judges rule

[48:46] from their position if necessary it is

[48:49] important for them to take action in

[48:51] order to protect the rights of citizens

[48:53] and uphold the law

[48:59] when a citizen reports a crime of

[49:01] obstruction of justice treason committed

[49:02] by judges against a citizen the law

[49:04] enforcement official is required to

[49:06] investigate the matter the official will

[49:09] take down the details of the complaint

[49:10] and may ask for supporting evidence if

[49:13] the complaint is filed to be true the

[49:14] official will take appropriate action

[49:16] against the judges

[49:19] in addition to the Constitutional

[49:20] violations the Department of Justice

[49:22] prosecutes laws law enforcement officers

[49:25] for related instances of obstruction of

[49:27] justice

[49:28] this includes attempting to prevent a

[49:30] victim of or Witnesses from reporting

[49:33] the misconduct lying to federal state or

[49:36] local officials during the course of

[49:38] Investigation into a potential

[49:40] misconduct writing a false report to

[49:42] conceal misconduct or fabricating

[49:44] evidence

[50:30] wearing and what's in my car that's the

[50:41] after after my car had been shot at with

[50:44] an assault weapon on Albany and Henry

[50:47] Street and blew the tire out and I guess

[50:52] somebody thought they'd make a good

[50:53] story and they had maybe a

[50:56] PhD and make a good write-up but within

[50:59] 10 days this arm looked like a boxing

[51:03] glove

[51:04] and it was vibrating it was hot I

[51:07] couldn't stand the pain of it it was a

[51:09] trimmer

[51:11] it was a trauma

[51:13] from the having the tire shot at and I

[51:17] was in several Emergency Care things

[51:21] given medication given steroids given

[51:24] and then ended up in the hospital for

[51:27] several three times for surgery put in

[51:31] isolation and then they tell me that I'm

[51:33] not that I'm not being hospitalized I'm

[51:37] there three four days and the fifth day

[51:39] they say well we don't feel like

[51:41] operating on you now so here I am going

[51:44] through all this Hospital mumbo jumbo

[51:47] and they should have had an MD on this

[51:50] thing instead of a PhD there's a lot of

[51:53] difference in just writing something up

[51:55] about it

[51:56] a lot of difference when you end up with

[52:00] trauma

[52:01] and now

[52:03] on top of all that

[52:06] I get thrown out of my apartment they

[52:09] have everything I've I've been able to

[52:12] gather

[52:13] it's just everything all my books you've

[52:17] seen some of my you saw one of my books

[52:19] about the Caribbean crowd didn't you so

[52:59] get two paychecks a month

[57:23] Fourth Amendment right the right of the

[57:25] people to be secure in their persons

[57:26] houses papers and their effects against

[57:28] unreasonable searches and seizures

[57:34] removal of the unconstitutional

[57:35] executive order of the mayor that

[57:37] prohibits photographs audio and video

[57:39] recording of any kind in the city hall

[57:48] treated here by some of the special

[57:50] police officers that work in this

[57:51] building before the executive order was

[58:03] channel that goes by the name New York

[58:06] State audit

[58:07] on my visit I declined to provide ID and

[58:15] faffenbach rummages through my wallet

[58:18] and steals my private information while

[58:20] I was distracted conversing with another

[58:22] special police officer

[58:23] I can confirm this with my video as well

[58:26] as the city hall camera footage that I

[58:29] received through my Freedom of

[58:30] Information law request that I made

[58:32] after the incident

[58:33] naturally I've returned to file a

[58:35] complaint against Mr faffenbach and I

[58:38] stopped by the mayor's office to make an

[58:39] appointment so we can have a

[58:40] conversation about the unconstitutional

[58:42] sign and the lengths that the special

[58:45] police officers are willing to go to

[58:47] enforce it

[58:48] again I invoked my Fourth Amendment

[58:50] right to Mr faffenbach who just so

[58:52] happened to be there once again

[58:54] he turns and picks up a clipboard that

[58:56] had my information on it calls me by my

[58:59] name as he printed on my name tag

[59:03] through my wallet without my consent on

[59:04] my first visit

[59:06] I went to the mayor's office but he

[59:08] wasn't in so I left my information with

[59:10] his secretary I did this several times within a five-month span

[59:16] but no one has ever called me

[59:18] during this period I have been treated

[59:20] with disdain by the special police

[59:22] officers that are employed by the city

[59:23] hall

[59:24] I have been verbally and physically

[59:26] harassed by them I have physically been

[59:28] prevented from entering offices that are

[59:31] open to the public especially the

[59:33] mayor's office on one visit they would

[59:35] even let me in the building

[59:38] all these instant incidents were

[59:39] captured on camera and disseminated on

[59:42] my channel

[59:43] why wouldn't the mayor speak with me

[59:46] was it because the citizen was acquitted

[59:48] of all charges when they were arrested

[59:50] in this building in 2022 because they

[59:52] used my video the video that I filmed

[59:55] the video that proved their innocence

[59:58] was it because the story I did about him

[1:00:00] chasing a woman in his car from his home

[1:00:01] to the police station allegedly drunk at

[1:00:04] times even crying in front of the police

[1:00:07] or is it because he looks at the citizen

[1:00:09] as ratchet as it said on his Instagram

[1:00:12] post during the last year's Super Bowl

[1:00:14] halftime show as he does it because

[1:00:16] that's what it seems like I can only

[1:00:18] speculate regardless he took an oath to

[1:00:20] the New York State and the United States

[1:00:22] constitutions when he became the mayor

[1:00:24] how can he preserve protect or defend

[1:00:27] the constitution of this state or of the

[1:00:30] United States

[1:00:34] when he creates an executive order that

[1:00:36] violates our First Amendment right
