[25:47] doubling this the total fund balance of
[25:49] percentage will decrease to 13 15 uh 7%

[26:09] levels uh above 13 to
[26:12] 15% are not as high as 20 22% it's

[26:21] are not initial Surplus or defic or
[26:24] deficiencies in the city results
[26:25] operations any changes to these barrels

[28:21] use well this borrowing for the
[28:22] wastewater treatment plant that and you
[28:24] know we're planning on getting this
[28:26] thing go happened and things just
[28:28] exploded now what I'm saying is that
[28:31] it's I think it's in your best interest
[28:33] to raise the rates on water and
[28:37] sord so are you saying that we have some
[28:39] capital projects in water and
[28:41] store so according to what Mr gole said
[28:44] that we could use that 2.5 there so that
[28:47] would less our borro that's what his

[40:55] portion

[1:20:58] reducing what they ear are getting I

[1:21:06] reductions in services from my position

[1:21:12] are vacant positions that can be
[1:21:14] utilized to uh subsidize the um not
[1:21:18] getting their fulles and as you heard
[1:21:21] from Chief Marino he said said at
[1:21:23] verbatim there is wiggle room or he said
[1:21:25] that there is a a room to um eban flow
[1:21:29] and my challenge is why are we going to
[1:21:32] overg give when we can utilize that
[1:21:33] money to reduce some of the ass to the
[1:21:36] community and again if they do need more
[1:21:39] then we can come back and amend the
[1:21:41] budget but at this present time I I feel
[1:21:45] those same angs that you have for
[1:21:47] attributing attacks of this magnitude to
[1:21:49] the community and although I understand
[1:21:51] Mr Ferrari that
[1:21:53] comparatively speaking the waste
[1:21:55] increase at 50% is $39 the water rate
[1:21:58] increase is $8 the sewer rate increase
[1:22:01] would be $37 these are not the only
[1:22:03] expenses that households are feeling gas
[1:22:05] is also going up food is also going up
[1:22:08] rinse also going up and I think it's
[1:22:10] important to recognize the cumulative
[1:22:12] effect of all of these increases and
[1:22:14] that is what I'm trying to make sure I
[1:22:17] position myself where I can go to these
[1:22:18] doors and if anyone asks me present a
[1:22:22] fair argument of where I
[1:22:28] say except for one thing none of this
[1:22:30] does anything to to decrease the tax
[1:22:32] rate the water and sewage funds are
[1:22:35] separate from the General Revenue area
[1:22:38] so cutting in those has nothing to do
[1:22:40] with water and sewage done nothing here
[1:22:43] to reduce taxes done nothing here to
[1:22:45] reduce the deficit all that was done was
[1:22:47] Shuffle money around and honestly
[1:22:50] increase positions in certain certain
[1:22:52] areas and give raises so there was no
[1:22:57] real impact at all to the tax rate so
[1:23:02] other than the water and sewage which is
[1:23:04] separate from these so they're two

[1:25:04] we need to look at the budget and to

[1:25:17] taxpayers we as a council we need
[1:25:20] to be help accountable and we need to
[1:25:23] report to our taxpayer that's why they

[1:25:29] concession if I if I'm willing to move

[1:25:33] address the open fills that we have in
[1:25:35] 2023 that we carrying in 20
[1:25:38] 2024 and we also need to look at the um
[1:25:41] the new F that we have for 2024

[1:36:50] think we have the serious to look and

[1:37:18] that it's our responsibility to review

[1:37:43] on the council are suggesting those are
