[5:58] wounded at 212% % greater after taking the shot and having uh disorders as ADHD

[6:06] epilepsy Caesars brain inflammation and and learning disorders uh there's other

[6:13] ones that another area is calling for a halt of the injections particularly in

[6:18] children another one even by fizer own report said after they took the shot 4

[6:23] days there was 12200 deaths 42,000 injuries and nearly half of these were 8

[6:29] 18 to 50 which didn't really affect too seriously about even if they had that

[6:35] that sickness so even madna is coming out now and saying that they got the

[6:40] vaccine before the virus was even released to the world so I know the

[6:44] whole problem that wearing this mask and it was put even pushed here in the city

[6:49] and everything else is that we're scared to die and the Bible says appointed a

[6:54] man wants to die and after that's a judgment and so no matter what any of us

[6:58] do we all going to die so but when we start forcing people

[7:03] against their will to wear masks take shots and everything else then we've

[7:08] violated the Constitution freedom justice and Liberty so I just uh ask you

[13:17] just neighborhood business um and the proposed use would be for a warehouse

[13:21] for storage for delivery of incontinence and nutrition products throughout North

[13:26] Carolina this is an area where you can kind of see see the lots a little bit

[13:29] better and how they sit we're um these 27 splits and it to the left it's 150

[13:36] and to the right is 27 and there's the bank um I think there's an insurance

[13:40] office bugbusters is here um so the left side is predominantly commercial and the

[13:45] right side is predominantly residential that's a just a street view

[13:50] of the empty lot um this one I just did it so you can

[13:55] kind of see the commercial business the church and the insurance and then it's

[13:58] this here and then I just s an aerial from

[14:06] with the trees is the area that we're going to be talking

[15:24] potentially add an accessory structure behind it just an extra storage building

[15:36] the plan it's

[15:41] not you can see that we come off at 27 and when you come straight in there

[15:46] would be the loading dock and the trucks would be able to back into the parking

[15:49] area and and get out easily it shows the building the parking

[15:54] spaces they would have a sidewalk out front and it's set pretty far back on

[15:59] off the road that first lot is pretty much just going to be open space and

[16:03] then the driveway and parking with the building set towards the

[16:06] rear any questions about the cycling is that in the jurisdiction of

[16:12] the sheriff department that is in the etj I believe

[16:17] let see actually yeah it is it is um Lincoln County Sheriff's

[16:23] Department it would be serviced by us for water their sewer would be private

[16:27] their electrics through Duke Solid Waste would be a private vendor and but it

[16:31] would be the lincolon fire department we sto at the corner right there

[16:39] 15027 um there were there were several conditions of approval from the staff

[16:42] Review Committee um I've got them listed in your packet we're not going to go all

[16:46] over all of them but it's used you know it's the standard just meeting the

[16:50] ordinance requirements for screening Landscaping parking lot Landscaping we

[16:54] asked that they leave as many wooded areas as possible um and they'll show

[16:58] that on their plan um they will need an erosion control plan and submit that to

[17:02] Danielle at the county um and CDOT would require a driveway

[17:08] permit and an encroachment agreement for utilities um there are a couple things

[17:12] he wanted labeled on the site plan um they would need to meet the requirements

[17:16] of appendix D of the fire code um they would need an approved water supply on

[17:20] site um before they have combustible materials on site and they need to

[17:24] coordinate with the Fire Marshall and any requirements for fire suppression um

[17:28] our City Public Works did not have any comments because it is in the etj so it

[17:31] would not be there streets and then um Water Resources said that they would

[17:36] need a waterline extension permit from um ncdeq and install a water line to

[17:40] connect the existing water line in front of East Highway

[17:45] 27 um this is a conditional zoning it would have an expiration date of 5 Years

[17:49] From the date of approval any adjustments that don't affect the

[17:52] overall layout of the plan and then our technical nature we would let whatever

[17:57] Department made that comment approve the change if there were changes on the site

[18:00] plan that affected it move the building closer to the road or change the density

[18:04] or change the size it would come back to city council for

[18:10] approval we have to look at the statements of proposed consistency and

[18:14] reasonableness um so the lincolon land use plan does that show this in the

[18:17] neighborhood business and plan business as we talked about earlier um it is

[18:21] consistent with the land use plan because it expands commercial

[18:24] development along East Highway 27 um and it's reasonable because develops vacant

[18:29] land that is currently underutilized and it reuses an existing property that's

[18:33] already zoned commercial um if you did choose to deny it you would need a

[18:37] statement to support that and it's the reason I just put that it's um the use

[18:41] is not desirable in the area and therefore reasonable

[18:45] denial planning board did vote to approve this um 6 to zero in favor of

[18:50] recommended approval and they recommend the following actions recommend approval

[18:54] of the resoning of the property from neighborhood business to GMC conditional

[18:58] District approve the statement of consistency and

[19:00] reasonableness for approval of the resoning request and that the zoning

[19:04] would be effective upon the signed signed conditions of

[19:08] approval any questions for me the existing zoning and and Zoning

[19:15] we're looking to change it to what what would you say are the key differences

[19:19] between those two zonings neighborhood business it's typically smaller sized

[19:24] buildings um but you could have like in neighborhood business you can have a

[19:28] convenience store store it just can't be you can't sell gas per past midnight um

[19:32] there's just a different variety of uses GMC typically is a wider variety of

[19:39] industrial type uses um but when you do these conditional zonings it it makes

[19:43] them adhere to what this site plans say um so it would be restricted to that

[19:47] 11,900 ft building um if you wanted to put a condition on the hours you could

[19:53] cuz the condition follows it um that's up to you I don't have a condition on

[19:57] the hours I just went with what he said that they would be but we did not put in

[20:00] a condition of approval and if it were if it were more residential if it were

[20:04] surrounded by residential but it's on 27 headed east and it it is the left side

[21:52] representing a Lincoln City existing industry the name of the company is Fant

[21:57] fantech is located at 352 North General Boulevard spant Tech manufacturers

[22:03] expanded metal sheets cools and component parts this incentive request

[22:08] is for the construction of a 20,000 ft Warehouse Edition the installation of a

[22:14] new 10t expanded metal grading line and a new stamping press and the agreement

[22:20] would read that honor before February 5th 2025 spantex shall begin the

[22:26] construction of a building addition and equipment

[22:29] expansion within two years dat of this agreement spanch should make an

[22:33] investment in machinery and building expansion of 3, 850,000 of which 3,

[22:40] 205,000 will qualify for incentives under the Lincoln City industrial

[22:44] incentive Grant policy within two years at this agreement spantech will also

[22:49] provide at least four new jobs at such site paying an average weekly wage of

[22:54] $11,000 including benefits and upon approval of this

[22:58] requests the city will provide $2,187 per year in Grants after all the

[23:05] taxes are paid and the investment is made this would be a 5year period after

[23:10] the Project's completion this is a level two incentive grant for this type of

[23:14] project I'll be glad to answer any

[25:14] um like two or three page thing go over that and then if anybody has any

[25:19] additional questions or anything um I'll entertain those uh the general fund is

[25:25] your main operating fund and at the end of the year you have had 16,

[25:31] 86978 of total assets which is an increase of about $2 million the

[25:37] majority of that is an increase in cash uh your fund balance at the end of

[25:42] the year was14 m81 which is an increase of a little over 2 million your

[25:50] fund balance reserved for streets which would be your pal bill was 437,000 uh

[25:56] you received this year about $384,000 wor pal Bill and since

[26:01] spend about 75,000

[26:05] and no you didn't spend the change sorry you

[26:11] received 384,000 in P Bill sorry uh total revenue at the year was 19

[26:17] m757 you budgeted 188 mil8 so you were really close to a million dollar over

[26:24] what you had budgeted and you have an increase of about $4.5 million

[26:29] and majority of that is Ador taxes increase of about 2 million sales tax

[26:35] increase of about $2,000 your Investments were up about

[26:39] 300,000 and then you had a donation I think you had several donations of

[26:44] property during the years some land and stuff so that helped to contribute to

[26:49] that uh your expenditures were 18 million

[26:53] 589 U which was an increase of about $3.5 million um but you had budgeted 20

[26:59] million but you only spent 18 so you're about million million and a half less

[27:05] your revenues over under expenditures were um 1, 168 39

[27:13] 596 your other income is $1.4 million and that consists of the

[27:20] issuance of new debt and leases of about a little over a million dollars and

[27:25] transfers in from the water and sewer about $400,000

[27:29] you had an increase in fund balance of 2,583

[27:35] 968 um and your inventory increased $7,000 your ad alarm taxes collected was

[27:44] 7.9 million compared to 5.8 the year before your percent collected is

[27:50] 98.71% um your investment income was 668,000

[27:58] nearly $330,000 increase from the prior year you do have an increase in cash but

[28:03] also the rates and stuff increased and I think you did a little bit of uh

[28:06] different find U investing this year which increased

[28:10] that your available fund balance without P pal bill is

[28:16] 7.22% with pal bill

[28:21] 71.5% um 8.33% is what it takes for one month

[28:28] um to cover one month's worth of expenditures is what LGC says the

[28:34] minimum threshold um for a town your size is 25%

[28:41] you're at 71.5 and average percent units is

[28:47] 46% so you're above the threshold and you're above units around your size so

[28:54] you're doing very good in that sense anybody have any questions on the

[29:00] general

[29:05] side we go on with the water and sewer fund uh your total assets at the end of

[29:11] year were 34 m655 and that's an increase of about

[29:15] 975,000 uh that's due to an increase in cash and

[29:20] also to a decrease in fixed assets due to

[29:24] depreciation your net position at the end of the year was million which is an

[29:29] increase of about 900,000 your operating revenues was

[29:34] 8,765 which is an increase of 62

[29:39] 8,000 um and most of that was tap fees and I think that's due to some new

[29:45] development and your operating expenses were

[29:49] 8,212 th000 which is an increase of 391,000

[29:54] and that looked like it's kind attributed to supplies repairs chemicals

[29:59] and I think some salary increases um you had an operating income

[30:04] of 553,000 your non-operating Revenue expenses was

[30:10] 84,000 and that's made up of interest income of about

[30:14] 400,000 donation of some property 510 and then interest expense on your debt

[30:21] of 43,000 you had to transfer out to the

[30:25] general fund of 369 9,000 your change in net position was

[30:31] 9887 40 which is an increase of about 740,000 from the year before your

[30:37] accounts receivable at the end of the year is

[30:40] 695,000 your investment income is

[30:45] 399,000 and that's an increase of about 150,000 which that's your rates and

[30:50] increase in cash and your available fund balance is

[30:54] 99.43% in the water fund your electric fund um you had assets at

[31:01] the end of the year of 12, 329 which is an increase of little over

[31:06] a million dollars and majority of that is cash your net position at the end of

[31:11] the year was 10,481 823 your operating Revenue was

[31:19] 7,933 and uh that was your mainly your sales were up and I think that was

[31:23] mostly probably weather related this past year um you're operating

[31:28] expenses um were $7.1 million which was just very close to what the year before

[31:35] your operating uh income is

[31:39] $789,000 your nonoperating revenue is 296,000 and majority of that is interest

[31:45] earned on your Investments he transferred out to the general fund

[31:51] 34351 and your change in net position was 1, 152,000 which was an increase of

[31:56] about 170,000 from the year 4 your accounts receivable is 582,000

[32:03] and your interest income um your investment income was

[32:11] $297,400 and your available fund balance in electric fund is 85.9 3% so you have

[32:18] a good available fund balance in both funds and um you actually added to fund

[32:25] balance in all those funds this year

[32:33] and then you have your component unit which is a tourism Authority and your

[32:40] total assets is 568 th000 which that's mainly

[32:45] cash and um a little bit of fixed assets and then your total cash for all

[32:53] funds was 30, 271 442 and then your restricted cash is

[32:59] $916,000 and that's made up of pal Bill restricted cash and some federal asset

[33:06] seizure and also deposits utility deposits that comes to

[33:13] 96,000 do anybody have any questions about any of

[33:21] that the LGC required a few years ago was called the unit data form and in

[33:27] that we put and basically kind of all the information from the audit and it

[33:32] has a lot of questions in it too and then it kind

[33:35] of looks like uh like if there's any kind of areas and there's two area two

[33:41] things that yall will have to apply to as a board um one of them is the water

[33:46] and sewer asset condition um it's less than 50% I think we had this last year

[33:53] it's um um 31 and I know that all have the AIA grants that you're doing and

[34:01] looking at those so that's probably you know a response to that and the other

[34:06] one was that um your audit was late getting to the LGC our firm had a Cyber

[34:13] attack and we were out of commission for about over two

[34:18] months and uh we still made the meeting on time but it was a challenge just to

[34:25] get to get stuff kind of completed and um so that is that that is our fault

[34:32] but you have to respond to that and Pam does have a letter from our firm

[34:38] and LGC was notified you know that that we had a few audits that would be late

[34:42] just because we didn't didn't have the access to our computers I don't know if

[34:47] I'd say that was y'all's fault but not necessarily our fault un fortunate being

[34:52] involved yes but you'll have to but that would be

[34:57] the you know if it was our because we couldn't access

[35:02] St where where it's got this is just for me I okay cash and

[35:07] Investments what kind of Investments are we talking about there you have you have

[35:12] cash with the um North cash North cash management um we're limited on what we

[35:22] can't invest yeah you're you're limited the state has laws that limit you what

[35:26] you can invest stand um but you had at the end of the

[35:31] year North Carolina Cash management um of 17 million

[35:37] 666,000 and then you did some new investing this year I think it's called

[35:41] North Car class and you had $200,000 worth of Investments with

[35:47] um yeah they the state uh statutes limits what stuff that you can invest in

[35:53] but um every I think the stuff everything was paying better this year

[36:52] about 30 minutes and yeah keep working on it you

[36:57] but a lot of the Investments a lot of the the the

[37:02] financials it's it's directly attributable to your staff yes yes your

[37:08] staff because we couldn't do we couldn't do the work that we do if it wasn't for

[37:12] the quality of work that they give us to work with so so just as a recap

[37:18] what um income that the city has made on investments this year

[37:24] uh let's see okay in the general fund it was 668,000

[37:30] so I can't add my head um and the water fund that was

[37:38] 399,000 so that's a little over a million and the electric fund was nearly

[37:43] 300,000 so probably somewhere between uh right close to probably

[38:54] that is that will be you know our objective is a try to do that I can't

[38:58] guarantee that but that would be nice to be able to do those two main projects

[39:02] major projects and not have to go into debt so and we've been able to do that

[39:07] because you know watching watching pennies here there those base hits turn

[39:12] into home runs quickly because your Revenue came in

[39:16] over what you budgeted your expenses came in under what you

[39:20] budgeted s your on that what about is do that got the rail trail the completion

[39:26] of the rail trail does

[40:12] that's also in the county it's not city property so we will

[40:18] have to come up with a a cooperation with the County Commissioners to

[40:23] complete that phas how much further we got to go before we get to the county

[40:28] jeans at a mile that last leg now we own a good bit of it we purchased our

[40:34] portion is like close to a mile yeah I think it's 1.7 total between the city

[40:39] and the C some of that would have to be negotiated with the railroad

[41:36] little over $6,600 so that will help them with their

[41:41] U drug enforcement type thing so that was that was a nice push for for them

[41:46] our power bill second installment came in we only get two in in a year and this

[41:51] is the second one but it was over our original budget and we our true up was

[41:56] 100 little over $12,000 those funds go towards the

[42:00] paving of our uh city streets and we also uh we received our one of our last

[42:07] reimbursements for AI AIA grant for the water department we're almost to the

[42:13] point we're waiting on Mill to finish that we're almost to the point where we

[42:16] finalize that and as I stated before try to go for some big funding from the

[42:21] state for some additional infrastructure which is what Carol mentioned about our

[42:26] uh performance indicat is one of our water andur things we have to work on

[42:29] that's what that grant for but U that was a reimbursement that we need to pay

[42:34] Mill and for some of their services uh if you have any questions

[42:38] I'll be glad to answer them but the majority of this is investment income

[42:42] other than the two that I just stated are we doing good yes sir okay that's

[43:19] policy we have a policy based upon the activities of the police department so

[43:31] working on grants we talked about cops grants before now we're looking at

[43:35] another grant that he is working on there's a lot of work that goes into

[43:39] these grants and a lot of documents are required and in going through what this

[43:43] particular Grant required was a whistleblower policy and that's why

[43:48] you'd have a draft in your packet because for his Grant application it

[43:53] required us to have this type of policy in place um there's a like I said a

[43:59] drafted it was drafted off of a sister City's policy that they had put in place

[44:05] with some tweaks to um of course have our type of wording in it and at this

[44:12] time that's what we're asking for is that the policy could put in place so

[44:17] that we have it and it will let him be in compliance with the items that are

[44:22] needed for his Grant application this particular Grant application is for

[44:27] $50,000 which has to do with mental health programs they currently have an

[44:32] intern that is working with them embedded into the PD but going forward I

[44:37] believe this is a grant that if they're um approved for it will assist them in

[44:42] getting someone that may be more permanent over a long term instead of an

[44:47] intern that they've got so I just um asking if you have any

[44:52] questions about the policy for you so the policy sets up

[44:57] protections for people who who potentially believe they are seeing some

[45:02] sort of misuse of Public Services what is what are the

[45:08] protections I guess for people who are getting the whistle blown on them that

[45:13] is towards the end oh the protection for the people they getting whistle we um

[45:18] are we would do an investigation in accordance with the policy it has to be

[45:22] reported through the chain of command that's listed there we would do an

[45:25] internal polic um investigation of that and based upon whatever is found is how

[45:31] we would go forward because this is probably we're looking at potential

[45:37] employees that may be involved in whatever is perceived as being a misuse

[45:42] yeah absolutely and then we have a progressive disciplinary process in our

[45:46] Personnel policy on how we handle misconduct yeah and it and it should be

[45:51] there there should be a policy of this in place but there also should be just

[45:55] safeguards to make sure because you can yeah but our Personnel policy does

[46:00] protect that to a degree as well one thing I want you to understand you know

[46:04] and it should be in this policy if that allegation is is against the city

[46:09] manager or HR then it goes to the city C attorney so but that's that's actually

[46:14] the way it should be so and in our Personnel policy if there's things that

[46:19] occur that employees have um grievances against the manager or myself then that

[46:26] goes to the C attorney to

[46:32] investigate any other questions if not I'll entertain a motion

[47:57] to hear everything that the positive we got especially about the

[48:01] train I mean you know it who knew that was going to make that big difference I

[48:06] I mean I knew it was going to be fun but it has become a thing that like people

[48:11] from around us and different counties know about it like people I I had a

[48:15] friend that lives in asille asked she was like you have a train I was like

[48:19] yeah wow like how did you what and she was like yeah I I heard about I saw some

[48:22] pictures and she was like I she knew I lived here so first thing she did she

[48:27] sent me a message and was asking about it and she was like when can we come

[48:30] ride it and I was like next special event um you know it's one of those

[48:36] crazy things but it's I mean you I mean I'm so glad that you know it's

[48:41] appreciated because the work that went into it from our community all the

[48:45] people involved I mean it's it's no small feat especially as what we you

[48:50] know from where this started you know back in

[48:53] 2018 and that's where you know I made a little ation for you just so you can

[48:58] understand you know I I know Kevin you were really you know you the very

[49:01] beginning and I you know and and there was a couple years for Co that we didn't

[49:05] have it and so you know to see what it was to what it is now you know and it's

[49:11] like I said everybody that's involved in like the funding that we get you know

[49:15] whether it was from the city or was ltda made we also had sponsorships I mean you

[49:19] know all these people care about the community and they're investing into it

[49:24] so I you know I'll run through this just so we can get a good idea of it you know

[49:28] like I said background is you know it started in 2018 you know the crowd size

[49:32] when we see you know we look back just you know kind of roughing it with

[49:35] estimates you know the pictures it's 500 people that's still not bad I mean you

[49:40] know we're at city of 10,000 I mean you know you're still you know at that point

[49:43] in time you start thinking about like that's 5% of your population coming out

[49:47] you know on yeah on one evening night you know at that time all it was was hey

[49:52] we have cherille Shooters have a DJ you have some face painting you get two food

[49:57] vendors and then the apple drop that was it it was it took place on the on the

[50:01] courthouse it was a great start it was a moment of like where you know as a city

[50:06] we recognized like we could do something for families and like let's give people

[50:10] something to do and you know come together that was a great way to you

[50:13] know start it this is what the first year kind of looked like um sorry

[50:17] there's not that to milon pictures out there of it so you get a picture of me

[50:20] and my daughter Caroline when she's one and my wife um but I mean you know it's

[50:26] it's nothing spectacular but everybody's still having fun and that that's really

[50:30] the main thing right here when we came to this part that's where I think Ed

[50:37] because you've been a part of it since day one you just start seeing what it

[50:41] could be you saw the excitement you see everyone who's been you know who was

[50:46] there who was having a good time even if it is just walk around talking to people

[50:49] that you know I you know I you know I enjoy that

[50:54] yeah more than anything my wife makes fun of me cuz like she's like like you

[50:56] like me to go out cuz you know you're going to talk to half the people she

[50:59] absolutely hates that but y'all all get the same thing right you know it's it's

[51:04] a time where you get the feedback from the rest of the community about how it's

[51:09] going so we jump from there to two years ago two years ago is when our our

[51:15] committee at Richie came to us and said hey can y'all help uh Laura Morris as a

[51:22] young adult steing committee can y'all come to help her you know we you know we

[51:26] we have a bigger plan we have this thought of what this this event can be

[51:31] we said yeah we would love to because we were you know as as young adult commit

[51:36] at that point in time we were giving feedback you know there was ideas that

[51:39] you know that were coming from Council from Richie you know and trying to get

[51:42] that Master Plan of like what's our future you know three five 10 years what

[51:47] you know what do we see as the group of uh you know young adults who are that 25

[51:52] to maybe 45 you know who have younger kids what can we do you know we want

[51:56] bring people in we want you know that's how we grow I will steal my Lita thing

[52:00] for the day cuz I saw cliff and John's right there we're not grow and we're DED

[52:06] and we recognized that and said all right you know we want to get younger

[52:10] how do we bring these families in here how do we show off the city this is what

[52:14] it happened in 2013 we went from 500 to 1500

[52:19] people you know we triple that was just a rough estim and even at that time you

[52:24] know two years ago we we talked about it we were like

[52:27] you think there was that many people I I I'll go back to this day and I saying

[52:31] like I think it was closer to two but we saw the big change because we had people

[52:36] in the community outside of like just you know Laura and her little team it

[52:40] was young adult committee you had sponsorships from local businesses you

[52:45] know that people started buying into it all of a sudden we get snow machines

[52:49] yeah we have a DJ we have more giveaways than we ever had a blue we have blue an

[52:53] artist face painting uh we we start running games the chbl shooter are still

[52:58] there but now we've included the theater Guild they brought people Apple Queen in

[53:02] her full court just instead of just being the Alp Queen our vendors you see

[53:07] how much you know we went from two to seven that and that just happened over a

[53:12] couple year span we had Co in between this was the hardest one because this is

[53:17] coming out of Co this is the you know the one that was really everybody look

[53:22] come and enjoy downtown come see what we have to offer

[53:27] and they showed up as you plan these things I think you

[53:32] know I always sit there and worry like do we reach enough people are people

[53:36] going to know by and these pictures you get to see the Frozen characters from

[53:40] the theater Guild you see what the snow looked like when we lit it up on the

[53:44] courthouse law this is a picture from uh from the DJ booth uh for Eric

[53:51] Taylor you can see the light up stuff you can see the Apple in the background

[53:55] there's not too many spots on that ground that you can see

[54:00] all you see are people those are people that may may

[54:05] live here at that point yeah they may be traveling in but once again they

[54:10] saw a community that's was coming together and they wanted to celebrate

[54:13] together and we gave them the

[54:17] opportunity Ed with a sweet hat I had to take that picture up

[54:21] there but as you look out across I mean I I got to give Ashley Ashley the to ago

[54:27] the bubble guns you know actually set up on stage with two bubble guns and just

[54:33] doing this for like 30 minutes I mean you know her fingers could I mean it was

[54:37] just perly stuck but it's that bottom right picture

[54:43] that makes you realize why you do it to see the amount of kids who are out

[54:49] there enjoying it and you know the free giveaways while yes we spend a good am

[54:54] amount of our budget towards us there's a lot of kids I mean like you

[54:58] know when they go out these things they don't get things we give them to them

[55:02] for free and it's amazing that when you when

[55:06] you get up on that stage and you look out and you see all the twinkling lights

[55:10] cuz you know that's at least one kid that's their night's made nobody has

[55:15] spent anything but that's because of

[55:18] everybody's investment into uh into the apple

[55:24] drop also I put a picture of Taylor Ed goes like she couldn't move for like two

[55:28] days after this goes like she face painted the whole entire night away um

[55:33] you know this is just a small you know picture of what our group look like at

[55:36] the end of the night you know putting everything

[55:39] up now we come to this pasture this past year is that banner

[55:45] year Ed the numbers don't lie this year was fully for the young adult steering

[55:51] committee it was you know it was fully our baby to take you know for it to for

[55:56] it to happen or not crowd siiz easy estimates 3,300 or

[56:01] 4,000 people I'll talk about it here in a second

[56:05] because as y'all as city council y'all invested in Pacer

[56:10] AI it was able to give us pings to see how many people were downtown during

[56:15] that during that time we always talk about like you know

[56:20] how many people were at that event like where did they come from we have that

[56:23] data now we can show what that invest does why you know how we're bringing

[56:28] people in from outside how and how many people the best part was we were able

[56:35] toas the highest amount of cash donations in the history of the event

[56:38] that will you know over $1,000 will go to uh the uh animal uh lean County

[56:43] Animal Services and H house those are the two groups this year that that we

[56:49] that we designated you know to get that

[56:53] money while everything's free we do ask for donation and it just it goes to

[56:58] Great organizations that help our community next year we you know we we we

[57:04] we plan to beat that number very easily we've already talked about what things

[57:07] we're going to do better because we want to help you know

[57:11] we want to continue to see the health of the city the county our community get

[57:16] better all of a sudden my type had to get a lot smaller

[57:20] right that's how much stuff we had we mve to Main Street still got a DJ the

[57:24] Train the train the Train the

[57:28] train sounds like lta's got enough money we can buy two trains

[57:32] now I'm just going to go P that out like don't me here sing my supper for $7,000

[57:38] after I heard that number we need we need to have two

[57:41] trains at this point in time gaming truck was there for older kids we had

[57:46] other games from cook Reynolds still face tank we had temporary tattoos we

[57:50] brought in professional face pains cuz we recognize that like we as a group we

[57:56] could do it but we're not very good at it to see kids with full face mask and

[58:00] like you know my daughter's had the full unicorn look you know you know it's

[58:05] awesome because once again you know they're having fun that line was out of

[58:09] control and one of the things I got you know I got told you know as the chair

[58:14] what I need to do better job is we need I do I need to do better at line

[58:18] management did I just we didn't expect to have 50 people in line to get their

[58:24] face painted not professional

[58:28] oh god I've made a mistake on that one I'll take that mistake cuz that means it

[58:31] was better than expected we have the snow machines again

[58:37] we tripled our giveaways tripled them and guess how how many we at the end of

[58:43] night zero everything was gone I'm sure I'm still going to be like maybe taking

[58:49] out at in the middle of the night on the street because all the horns I gave away

[58:53] and how many people just love that noise all night long of hearing little kids

[58:57] blow horns but we also have princess we have BL artist we have ch Shooters Apple

[59:01] Point her court now look at it our vendors we go up to eight now six food

[59:06] and beverage One retail and then we have one that didn't show up we really could

[59:10] have used them they didn't but the bigger part here is that right there

[59:14] downtown Merchants we had two restaurants in five

[59:18] retail stayed open on this night of all nights and decided to bet on us as the

[59:25] city and also as a committee to make sure saying that we were going to have a

[59:28] great apple

[59:31] drop they had talking to Cur vles you know he he

[59:37] was upset with me at the very beginning he was like why in the world would you

[59:39] get you know we can handle all the food you know anything I was like no you

[59:42] can't you're not I was like just get ready for it it's going to be it's it's

[59:47] three it's three hours of hell he told me at that night he was

[59:50] like yeah you were right the wooden spoon who just opened up they sold out

[59:55] we have ret shops that people went into that they didn't know even

[59:59] existed those things were helping small businesses were helping downtown we're

[1:00:02] getting the foot traffic whether it was that you know

[1:00:06] them riding the train and see the pickle fetish open or whether or not you know

[1:00:10] they're at with the Apple Queen and her court and they go to Just kid around

[1:00:14] which is right behind it steer South was open I mean we have all these places

[1:00:19] that people got to explore that maybe they didn't never seen before and that's

[1:00:23] the that that's the big payback for it this is the numbers this is where we

[1:00:27] talk about like when it comes from you know Pacer

[1:01:30] saw that with um Santa's Village as well yeah talked to a lot of people from

[1:01:34] Denver Iron Station Pumpkin Center so that's what we want we want to bring

[1:01:38] those dollars into the City and I agree with I agree with Tren and it's return

[1:01:42] on investment absolutely and I think we get it I mean

[1:01:46] we easily can sit and say it's three or fourfold you know for what was put into

[1:01:52] it the funni part one thing went on here one it shows you like place people went

[1:01:57] afterwards yeah that there's like four McDonald's like you know McDonald's and

[1:02:33] not they're not patient they want their stuff this is what it started looking

[1:02:44] in you start seeing everybody getting their face

[1:02:47] painted I saw more pictures of adults on that train and I then I saw kids

[1:02:56] this ain't for those kids you know it's awesome that it was big enough that like

[1:03:00] everybody was able to get on there no matter you no matter your

[1:03:04] size Ed once again looking good with your Apple

[1:03:09] Queen you got you had a dance party going

[1:04:24] the town talks lington Denver and teral and I said hey tell

[1:11:55] they are two of the best type a personal peop in all the world the details are

[1:11:58] there and it's those people that yeah and I know Clay's probably going to kill

[1:12:02] me at some point because I take Ashley away and like you know we we do so much

[1:12:07] involvement so hopefully it get a little better but we're going to continue to

[1:12:12] see it grow and if there's ever anything you know that youall have idea wise let

[1:14:19] Intervention Program yeah getting uh we got Terry RS it's going to

[1:14:25] come up and make a presentation um this is a a program that we're it's been

[1:14:32] working on it for a while but it's still kind of in an infant stage as you know

[1:14:37] you know police and fire and all those we're in the uh prevention business more

[1:14:43] than we are in the firefighting business now and and one of the programs that

[1:14:50] we're trying to get off the ground is a juvenile fire Setter Intervention

[1:14:54] Program program and uh that's part of community risk reduction and it's it's a

[1:14:59] big thing in our community and uh Terry has taken this on as a project and

[1:15:05] worked really hard and he's done a lot of research and uh met with a lot of

[1:15:10] people he some of the partners that we have the Child Advocacy Center the

[1:15:15] Health Department Lincoln County schools and those different agencies are are

[1:15:19] helping us to bring all that Community together so we can have the Moes

[1:15:24] Outreach so we're just here tonight to try to bring awareness to the program

[1:15:28] and uh you know make let everybody know that that we're working towards it

[1:15:33] something we hadn't had in several years and uh you know we don't always hear

[1:15:37] about when a juvenile might be having those type of issues it doesn't make the

[1:15:42] news because it wasn't a giant fire but uh this will give us an opportunity to

[1:15:47] do some mentoring to to steer folks in in the right direction ande prevent that

[1:15:53] so I'm going to ask Terry to come up and I as he's beginning his talk I've got

[1:15:58] some handouts I don't believe y'all had in your packet and I'll hand y'all out

[1:16:02] uh this Terry

[1:16:07] R mayor council thank you for allowing me to come and give you a a brief

[1:16:12] description of the youth fire Center prevention and Intervention Program uh

[1:16:18] City of Lincoln was uh sent me to class in Raleigh for 6 days to to go over this

[1:16:23] class to learn about it I had no clue about this class but it kind of hit home

[1:16:28] because I have a nine-year-old girl at home and I do not want her to be

[1:16:31] involved in any kind of uh arson or to be hurt uh in any kind of way uh

[1:16:38] basically what this program is is uh it's an assessment this program assesses

[1:16:43] the youth fire Setter Behavior understanding the motivations which

[1:16:47] would be curiosity experimentation emotional distress uh that's behind it

[1:16:53] uh a risk ass said assessment helps determine the level of intervention

[1:16:57] needed we know today in today's time these kids go through a lot of they see

[1:17:02] a lot of stuff and they go through a lot of things and how they cope with it

[1:17:06] potentially could be a fire um and that's what we're trying to prevent

[1:17:11] education education about the fire safety is our core part of our program

[1:17:15] if we can get to our youth and and teach them the prevention part of the fire

[1:17:21] thing hopefully the intervention part won't have to come

[1:17:26] behavioral interventions for youth who exhibit fire setting Behavior due to

[1:17:30] emotional or psychological issues this program provides counseling or therapy

[1:17:35] uh the goal is to address the underlying causes of the behavior such as trauma

[1:17:39] anger or family issues our goal is to to prevent like I said to prevent this from

[1:17:45] happening but this program has an intervention piece in it and that

[1:17:48] intervention piece we would talk to said Youth and their and their parents or

[1:17:54] Guardians and get them on board and send them through a program that is held at

[1:17:58] the fire Park uh family involvement you know we're going to reach out to the

[1:18:02] parents too not all parents not all adults know about fire prevention they

[1:18:06] don't know what fire is capable of so that's our job as the fire department to

[1:18:12] to do that uh collaboration with other agencies I would like to recognize child

[1:18:16] advocacy and the health department that are here tonight um they have been a

[1:18:21] huge asset to this program along with the school um school system and 4 and

[1:18:28] the Cooperative Extension we have reached out to a lot of people and they

[1:18:32] have given a lot of input uh following up and and monitoring after this program

[1:18:39] after we get this program up and running and we have an incident uh there will be

[1:18:44] some monitoring monitoring afterwards uh so let's just say it may be a

[1:18:49] three-month monitor or a month monitor depending on how serious the kid may

[1:18:55] have what he had what the kid may have done or what determine how close we

[1:19:01] monitor the kid after the program hopefully we never have to use the

[1:19:05] intervention piece of it that's what our prevention side of it is going to be

[1:19:09] focused towards uh but I want to throw this out too um Kataba County I've been

[1:19:15] going to meetings in Kataba County they are they've reached out to us we've

[1:19:19] reached out to them we've coincided together um we it's it's a

[1:19:25] binding agency I guess so to say we're working together real close with them as

[1:19:29] well so they're they're willing to help us as well in this

[1:19:34] program U the overall youth fire Center Intervention Program aims to reduce the

[1:19:39] risk of future fire related incidents protect the youth and the community and

[1:19:44] provide long-term behavioral Solutions so that is all the information

[1:19:50] I have for you all if you have any questions I'll be glad to try to answer

[1:19:54] the question question that you

[1:19:57] have I'm shocked for the the statistic were the 2/3 that's what all fires are

[1:20:04] started by kids and that that's a national average

[1:20:09] wow so going going a little further with this program you know with the

[1:20:14] city how many fires do we have that are started by

[1:20:18] kids do we really know we don't have the facts we don't have the

[1:20:23] information um this program would provide that as well there are systems

[1:20:28] already in place uh it's called Vision 2020 it's online that you can go in and

[1:20:34] record your incidents uh to keep track of

[1:20:41] that all right good thank thank you and thanks to the other

[1:20:49] cooperating uh Partners yes U because that's that's what's going to make it

[1:20:55] successful U but uh thanks to everybody that's involved with it thank you thank

[1:21:02] you okay Richie going to turn it over to you about uh ABC Board requesting

[1:21:08] Surplus property thank you mayor we've had a request from the ABC Board they're

[1:21:13] in the process of actually hiring um an officer that uh would handle some of

[1:21:20] their their uh matters as far as bars restaurants uh would also be in their

[1:21:25] store uh doing some prevention uh there but um their request is actually for the

[1:21:31] vehicle um so looking at our stock uh we have one that's um a vehicle that we've

[1:21:37] used downtown some and but it it definitely needs a new wrap so it's it's

[1:21:42] something that we're going to require them to do is wrap it and and make it be

[1:21:46] identified as the ABC Board vehicle or officer so it would not look like our

[1:21:52] vehicle um generally speaking David Ramsey says we get about 4,000 for a

[1:21:58] vehicle like that considering they're going to have to spend probably $800 to

[1:22:02] get it wrapped I felt like a um a value of about $3,200 would be acceptable that

[1:22:08] would get them a vehicle it's only got like 53,000 miles so no more than it's

[1:22:13] going to be driven it's probably something that'll last them for a long

[1:22:16] time but that's our recommendation to council uh we are allowed to do that

[1:22:21] because they are nonprofit or a government agency so that those two

[1:22:25] things allow us to to do that transaction but I I think you we've done

[1:22:29] this in the past with different things whether it's the county or the school

[1:22:33] system U fire departments as you know we we we've done it with fire departments

[1:22:37] as well so I'd make that recommendation that we sell ITC board for

[1:22:42] 3200 okay um I'll entertain a motion to approve Richie's recommendation I'll

[1:23:32] citizens to let them know that they've got leaves that they want to rake out

[1:23:36] that they need to be out to the curb by the 15th because our crews will make

[1:23:40] their final lap and if you put it out behind them it's not going to get picked

[1:23:44] up and you'll have to bag it so you'll get a message tomorrow uh like you did

[1:23:48] today about Recycling and it'll it'll just be just a reminder to those

[1:23:52] citizens it's going to be a nice weekend if You' got leaves go ahead and put them

[1:23:55] out we'll pick them up next week I want to commend the public works department

[1:24:01] for this season all the leaves fell at one time but they were able to keep up

[1:24:06] with it um we did add the automated Leaf truck uh and that has been a game

[1:24:11] changer for us as y'all know we were able to secure two for half of what well

[1:24:17] actually less than half uh new one was going to be 300,000 we were able to

[1:24:21] secure two um vehicles that had been used by another city for 74,000 so that

[1:24:28] was like I said that was a game changer for us and we saved money so it it was a

[1:24:32] win-win but I just wanted to mention that they did an excellent job uh Nathan

[1:24:36] and Brad and those guys kept up with it they they worked extra days if needed so

[1:24:41] um just proud of the work they did and and the you know like I say the service

[1:24:45] they give to our citizens also on the 18th of February the planning board and

[1:24:50] then y'all received invitations for the uh police recognition banquet on the

[1:24:55] 22nd so but if you would RSVP the chief on that so he'll know whether you're

[1:25:00] coming or not mention some of the highlights in the city page that's just

[1:25:04] something I I I think has been an asset for us communicating with our with not

[1:25:09] only our employees but also counsil uh like to mention there's a nice thing in

[1:25:15] there about Johnny and she has definitely been missed the last few

[1:25:18] weeks um and not only as you know just a cooworker but a friend for everybody and

[1:25:23] one of the things that I miss is Johnny's life advices and I don't know

[1:25:28] if David here tonight David did an excellent job at the funeral describing

[1:25:32] what Johnny meant to the city hall and what he meant to to each individual and

[1:25:37] it was it was really touching and and um and she will definitely be missed um I

[1:25:42] wanted to mention also in there that we recognized law enforcement it was uh

[1:25:46] January 9th was law enforcement appreciation day and then also you'll

[1:25:51] see some pictures from the public works on their snow removal and some sidewalk

[1:25:55] repair I know our snow didn't turn out what everybody expected but uh I'm not

[1:26:00] going to lie to you I don't care if it snows for the next two and a half years

[1:26:03] so it's just more work for us and then uh you'll see some pictures in there

[1:26:08] from distribution collections uh dealing with freezing temperatures um you know

[1:26:12] naturally this time of year uh we're dealing with broken Mains uh I think at

[1:26:16] one time how many did you have Todd 17's what have had in there but uh about 18

[1:26:24] yeah like I mentioned last month you got to realize those guys are out there at

[1:26:27] 18 20° and they fit some water so it's it's it's not fun and they do an

[1:26:32] excellent job and maintaining a lot of times aging lines want to mention a few

[1:26:37] promotions too um Matthew Mendoza uh promoted the equipment operator Garrett

[1:26:43] Von bargain promoted the police officer too and then Josh messic is promoted the

[1:26:48] firefighter one and we had two gentlemen Branson mcney and Ethan Milwood who

[1:26:54] completed the North Carolina breathing equipment school training uh that's in

[1:26:58] that that City page as well on our homeless report we actually and we know

[1:27:03] this because of the winter time we have less incidents and charges uh some of

[1:27:08] some of those that we see when the when the weather's nicer right now probably

[1:27:13] on somebody's couch uh and we we see that every year when it gets hot and

[1:27:17] gets cold our numbers will shrink and as the weather gets better they they they

[1:27:20] get back to a normal level wanted to mention some other business uh we uh

[1:27:24] will be meeting next week uh with the uh Architects on hopefully the final design

[1:27:30] of the new Public Service Center and then once that we get that final design

[1:27:34] we'll bring it to council uh for approval and then and then bid that out

[1:27:38] so that's moving along now that we've got kind of a definite budget and a

[1:27:43] definite Vision there it's moving along a lot better uh mentioned City Park

[1:27:47] before same thing I hopefully sometime March April we'll have that um final bid

[1:27:53] design I know I mentioned this in the morning Meetup uh for the people who are

[1:27:57] want to know where why the white marks are on the sidewalks downtown that is

[1:28:01] part of our ADA compliance and so we are shaving those trip hazards uh I

[1:28:06] mentioned also one trip Hazard can cost you $100,000 we've seen that at the city

[1:28:12] uh so we're going to continue that uh we will we will be working on those uh in

[1:28:17] the next budget year also uh starting to replace some Ada ramps that are either

[1:28:23] non-compliant um or don't have the Braille pad on

[1:28:27] those CU you know that that is part of the new the new ADA compliance so we'll

[1:28:32] continue that work and I'll try to keep you updated on where they're going to

[1:28:36] where they're going to go and and and they'll give us an idea they'll give us

[1:28:39] a map of that budget I'm three Saturdays into it and so I feel like I've got a a

[1:28:45] good idea on revenues because that's that's the beginning uh so this Saturday

[1:28:50] I will start on expenses and as y'all know I go through each line it each

[1:28:54] expenditure uh and try to make sure there's there's no anomalies that are

[1:28:59] making it you know skew one way or the other uh and um then I will start the

[1:29:05] process of meeting with department heads uh making sure that that their Capital

[1:29:09] needs are met and any any staffing needs or increases that could be um regulation

[1:29:16] or so forth and then as yall know April 11th we'll be sitting in here uh

[1:29:21] finalizing everything hopefully so but I keep you updated on that and uh last um

[1:29:27] I want to introduce Scott Clark Scott if you wouldn't mind come up uh I mention

[1:29:32] this last month Scott will be starting with us Tuesday um as assistant city

[1:29:37] manager he will Shadow me for two weeks and then he's going to be spending a

[1:29:41] week with our department heads uh getting to know their departments in and
