[11:25] of dollars in certificates of deposit every year,

[11:29] and I believe that greater care should be exercised with

[11:31] paperwork associated with these

[11:50] Second, there is an unfulfilled request for public documents

[11:55] from the village.

[11:56] And third, there's been a failure to inform authorized village

[11:59] council members and finance committee members about a

[12:02] reinvestment of the certificate of deposit,

[12:04] which matured on May seventh.

[12:07] Regarding the first point,

[12:08] the village may invest funds and certificates of deposit not

[12:12] needed immediately for either the operating or capital budgets.

[12:16] Other options are available for funds needed for those budgets.

[12:20] One or more members of this council may be authorized by

[12:23] the village council to interact with mister Brian Kusky,

[12:26] who at the present time manages the investment of village funds

[12:30] in certificates of deposit.

[12:32] The paperwork one or more of you may be asked to sign,

[12:35] if it's identical to paperwork I was asked to sign,

[12:39] has errors in it.

[12:40] The village is misidentified and characterized,

[12:44] and the types of investments can which can be made by mister

[12:47] Kuskie are contrary to current and previous village policy.

[12:52] Before you sign the paperwork, digitally or otherwise,

[12:54] confirm that these errors have been corrected.

[12:57] If they can't be corrected,

[12:58] ask the village manager to identify another broker to

[13:01] handle these investments.

[13:03] Other brokers exist,

[13:05] the current investment policy specifies that the village

[13:07] manager should have a list.

[13:10] Regarding the second point, consistent with village policy,

[13:13] I asked the village manager for a copy of the present document

[13:16] which council member Schaeffer signed with mister Kuskie.

[13:19] I had previously informed him and other council members of

[13:22] the errors noted above.

[13:24] Mister Schaeffer had suggested that I share the paperwork

[13:27] publicly on a previous occasion.

[13:29] The village manager informed me that he's not authorized to see the document.

[13:33] Mister Kusky won't release the document without authorization

[13:36] from mister Schaeffer.

[13:37] Mister Schaeffer is apparently not given that authorization.

[13:40] The document has not been released.

[13:43] The document isn't a private arrangement between mister

[13:45] Schaeffer and mister Kuskier's firm, it's a public document.

[13:49] I ask this counsel to assure that the document is released.

[13:53] Rewarding the third point,

[13:54] following a problem of notification with a maturing CD last fall, Mr.

[13:58] Schaffer committed publicly at a Finance Committee meeting to

[14:01] inform Finance Committee members when a future CD matured.

[14:05] That notification never took place with a CD which matured

[14:08] since then on May seventh.

[14:11] Three council members were authorized by the previous

[14:13] council to oversee investments in certificates of deposit,

[14:16] Mayor White, mister Schaeffer, and me.

[14:19] I never received notification from mister Schaeffer about

[14:21] maturing certificates or his plan to reinvest the funds in a

[14:25] new certificate of deposit.

[14:27] I suggest that present counsel assure the present investment

[14:31] policy is followed and that members of the current counsel

[14:34] and finance committee are kept up to date on maturing CDs and

[14:37] any recommendations to reinvest them.

[14:40] Aside from certificates of deposit,

[14:42] other investment options are available for these funds.

[14:46] I've sent at the suggestion in previous meetings from mister Cocheti,

[14:51] I've sent a copy of these comments to the info at

[19:46] Our operating budget for the ten months through April is in

[19:50] pretty good shape.

[19:51] Revenues are up two hundred and sixty seven thousand from our

[19:55] budget estimates.

[19:56] Expenditures are down two hundred and ten thousand from

[19:59] budget estimates.

[20:01] So all told for fiscal year twenty five, thus far,

[20:04] estimates are that we have a four hundred and seventy seven

[20:08] thousand dollar surplus over budget

[20:10] based on our results through April thirtieth.

[20:13] The next two months will tell the full story,

[20:15] but things are looking pretty good on the operating side.

[20:19] Revenue gains are primarily due to unanticipated increase in

[20:23] income tax revenue.

[20:25] The increase is probably largely due to people taking

[20:28] gains on stock market earnings.

[20:30] Going forward into next fiscal year,

[20:32] the revenue picture is probably more worrisome,

[20:35] especially in DC and Southern Maryland where so many federal

[20:38] employees and contractors are losing their jobs.

[20:43] On the expenditure side,

[20:45] across the board,

[20:46] many of our expenditures are coming in under budget.

[20:50] Leading expense savings so far this year compared to budget

[20:54] estimates include the police patrol,

[20:56] sixty seven thousand dollars,

[21:01] under under budget, bus contract,

[21:04] twelve thousand dollars in savings,

[21:06] center, special events, twelve thousand dollars in savings.

[21:10] So we're doing pretty good overall on the expenditure side as well.

[21:16] we spent approximately forty seven thousand dollars through April,

[21:21] that includes a replacement of the AC unit in the village

[21:24] center among other small items.

[21:27] Going forward, we still have a lot of work to do to develop a more robust

[21:31] multi wreck capital plan and budget.

[21:36] In terms of reserve funds,

[21:38] our total reserves as of April thirtieth are approximately

[21:41] three point five million or four hundred thousand over the

[21:45] three point one million that we started the year with,

[21:49] and that largely reflects the positive,

[21:51] budget results I I just mentioned.

[21:54] That number will likely go up by another million

[21:57] dollars this month,

[21:58] reflecting the funds we received from Donahoe for the

[22:01] village's sale of development rights to the fifty five

[22:04] Avenue, five thousand five hundred Wisconsin Avenue project.
