[0:25] Okay, we'll go ahead and call our meeting to order.
[0:32] First, we'll talk about the approval of minutes for June 26. Have you all had a
[0:37] chance to review the minutes?
[0:47] » Motion to accept June 20 minutes.
[0:52] » Second. All right. full businesswood project.
[0:58] » All right. So, just to give everybody an update, um I spoke with uh Fleetwood
[1:04] Bradshaw. Um she had spoken with Gives McDow, what we spoke about at our last
[1:09] meeting. Um we let them know that there was an option as long as it was free for
[1:14] Palms on the Parkway to transplant palm tree. Um, when having that conversation,
[1:20] uh, it was my understanding that they would like to just move forward with
[1:24] cutting out the portion of art from the palm tree and preserving it for
[1:27] memorial. So, our next steps are we're going to be contacting USCB to see if we
[1:32] can partner with um, some of the local artists at the school and see if they
[1:36] can help preserve it um, and kind of collaborate with them moving forward. Um
[1:42] so moving forward we'll have to transition to obviously working with
[1:47] USCB um finding a location. Um they did provide me material um to what they
[1:54] would think a memorial would be for him. Um so at our next meeting time we'll be
[1:59] presenting that so that everybody can look at it once we kind of figure out um
[2:05] who from USCB would help us. >> Who presented the material? Uh it was
[2:09] » Oh, Fleetwood and and Gibbs. >> Yes. And they presented the material
[2:13] kind of they put things together of how they thought a memorial would go
[2:17] together. Um just brainstorming some ideas um to help us out what they're
[2:21] thinking moving forward. Um so that would be our next step is to get in
[2:26] touch with USCB whether if somebody from the committee wants to or if you want us
[2:29] to reach out see if there's somebody that we partner with. Um, I do have a
[2:34] connection with the school with my mother-in-law. So, if you want to, we
[2:38] can reach out that way. If it's something you guys want to do, I'm
[2:41] absolutely fine with that. But those will probably be the next step in
[2:45] contact with that, figuring out how we can put it out, best preserve it, where
[2:50] we can then select the memorial. They did state that they are for it being
[2:55] somewhere where the um tree died is tree.
[3:02] » The tree walk. Yeah, >> starting on Craven Street.
[3:06] » And there are some places in those flower beds, you know, that are empty
[3:13] and probably could could have something like that.
[3:16] » Yeah, that was their idea. They wanted foot traffic and, you know, people
[3:20] obviously downtown is extremely busy, so they want more visibility. Um they they
[3:25] said southside um outside of people in the playground and the dog park, it may
[3:30] get missed. you know, there may not be a lot of people actually really paying
[3:33] attention to it. Um, other than what we do, our city events that would go there,
[3:39] but that would be very far. So, they really wanted to try to see if we can
[3:42] get it somewhere. >> You know, we were talking about doing a
[3:45] plaque and did they come up with the verbiage that
[3:50] they would prefer to use? Was it a lot of verb? So there was a couple of
[3:55] articles that were in the presentation of what they thought would be good
[3:59] memorialization of it. So there were stuff that we could use. There was um
[4:04] pictures and writings that they thought that they would want to write up for it.
[4:08] It's kind of like a little bit of everything that they presented to us
[4:11] that one day. But it doesn't mean that we can't condense it down to something a
[4:14] little bit more uniform while still capturing the idea of what they want.
[4:20] Okay. But that's why I think one figuring out how we can preserve it if
[4:25] USCB would assist with that. Um, and then finding a location would be the
[4:32] next thing. So maybe we do some homework on the tree walk and see what parks are
[4:36] there and which locations make most sense.
[4:40] » Okay, >> sound good. Everybody, anybody have any
[4:43] questions? >> No. Okay, very good. Moving on to PTAC
[4:50] responsibility changes. >> Um so I am going to contact um Isaiah
[4:57] for him to send over the email of the finalized recommendations. So that way
[5:02] Nate can then send it to the city manager for approval. And once that's
[5:07] approved, we're hoping that we can get them on the um August agenda for work
[5:12] session. After that, it would then probably go to September um for it to be
[5:18] voted on as long as there's no changes or recommendations from city council or
[5:22] city manager. And I believe Isaiah is still the one that's going to represent
[5:28] the uh PE. So that's something we'll just need for him as soon as possible.
[5:32] So I'll get with him afterwards, but just letting you know that that process.
[5:38] » Okay. PEK review of chapter 5 ordinance. Have you all did you have a chance to
[5:47] read the email with attachments? >> I do. Right. Right.
[5:51] » Yeah. Do you have any comments to make on that?
[5:56] » It's pretty self-explanatory.
[6:09] You're going to unmute the mic.
[6:18] » There was one more attachment that had a lot of colors.
[6:21] » Yes, >> that was the old one, right?
[6:24] » That's where it shows.
[6:27] I read the revisions and then I'm like, look at this.
[6:30] » Almost 30 pages. >> Yeah. I mean, this is it right here.
[6:34] Okay. At least it's okay.
[6:46] Can you guys hear me? >> Yeah, there we go. I got you now.
[6:50] » There we go. All right. Sorry, a little technical difficulties because I'm not
[6:53] I'm not exact I'm kind of mobile right now. Um, one of the things that I was
[6:58] in, uh, going over everything, um, that in chapter five, I was interested in um,
[7:05] possibly discussing increasing um, the DBH minimums from 6 in. uh the
[7:13] six inches per DBH for the undisturbed round trees to um most uh most arbor um
[7:20] associations and foundations and research indicates that it actually
[7:23] should be 1 and 1/2 ft instead of 6 in. So, I was wanted to put forward and ask
[7:29] if that would something be something the rest of the committee um would be
[7:32] interested in in changing or making a recommendation to uh city council that
[7:37] be instead go from 6 in as the DBH uh standard to one and a half ft.
[7:45] » What um what section of of chapter 5 is that?
[7:50] Um, let me Sorry, I'm trying to do this while we're
[7:56] » too
[8:03] a big difference
[8:17] two and five and list the DVA. Like live oaks have a 12 in
[8:23] landmark. These are 24 in trees are less than 8 in.
[8:36] wanted to put maybe
[8:46] 18 in
[8:51] this what you're talking about key changes.
[8:54] » Well, this I know he's talking about this, but they're for different like
[8:58] specimen trees, landmark trees. >> Sure.
[9:02] 12 and 24.
[9:18] My understanding more 18 in for all trees.
[9:24] » Yeah. Michael, can you hear us? >> Yeah, I can I can hear you guys. So um
[9:29] essentially what it is is it's the um it's the tree protection zone the the
[9:34] TPZ and the critical root zone um that factors in that essentially says that um
[9:42] currently in the code for the TPZ standards it's uh it's 6 in DBH.
[9:54] » What part of the code what what part of chapter 5 is that?
[9:59] Let me take a look here.
[10:08] » Okay.
[10:12] » 54
[10:17] buffer. Well, I'm looking at tree removal
[10:24] right here. that. Yes. And this is 6 in.
[10:30] » Um so it should be the sections uh 5.11.9
[10:35] and the 5.1100 chapter 5 division 11. Um it doesn't it's not tree protection zone
[10:42] per se explicitly in in our code. Um but it's talking about the um essentially
[10:48] the area that can't be preserved around trees.
[10:51] » The um the tree removal zone TPZ. >> Yeah. Okay. And your thought is what?
[11:00] » Increasing it from to one and a half.
[11:29] I don't see it doesn't look like 5 5.1 is on hand.
[11:46] Got 5.8 but not 5.11.
[12:10] Do you know what's addressed in
[12:58] Here's
[13:06] um under this section of tree root protection sign TPC requirements.
[13:22] This is addressed. >> I thought didn't he say 511?
[13:26] » That's what I heard. try to look it up.
[13:31] » So, this is to uh this is to help protect trees more or less.
[13:35] » I was looking for
[13:40] the last thing that they said was a 5.8 on
[13:44] » Yeah, I think >> Michael,
[13:49] we don't see a 5.11 >> actually. I'm sorry. I think it it's 5.
[13:55] It's 5.3. Can you guys hear me? 5.3 you said
[14:00] » yeah it's the um >> when talking about the specifics for
[14:05] safeguarding the area around trees during construction
[14:09] » right the TPZ zone 5.3
[14:14] » yes >> okay
[14:17] » it's uh currently half a foot per one inch of trunk
[14:21] » of of the DBH right >> yeah and I would and I think it should
[14:27] be most um from what I've been able to tell most other uh like the um uh
[14:33] Sullivan's Island and a couple other um coastal communities they've actually
[14:37] increased that from 6 in they're the half foot to one and a half ft when it
[14:42] comes to these uh construction um when it comes to construction to preserve
[14:47] these trees >> six inches to 18 inches per
[14:54] yeah per inch of tree the >> Yes, correct.
[14:59] » For diameter. >> Yeah. Because what it what it allows to
[15:02] its allows the trees the larger trees to have a better chance of not having root
[15:09] dieback when they come in and um you know there's uh what was I think it was
[15:15] um um the Sullivan's Island that had a whole thing where it said that you know
[15:20] when they do the um um when if there is going to be kind of
[15:25] any kind of construction within that zone it has to be a certain percentage.
[15:29] it can't go over that. Um but basically it essentially the idea is to protect
[15:35] the uh heritage trees as much as possible and give them as much of a
[15:39] fighting chance uh with their root structure to prevent them from um um
[15:44] having root die back over the years and eventually lose the tree
[15:54] » because most most damage to a tree from construction actually isn't quite
[15:58] visible usually even within the first year of wrong construction. Sometimes
[16:02] it's years down the road that you actually see the damage results from
[16:06] construction. >> Yeah. A lot of compression of vehicles
[16:08] and stuff going on the roof the roof systems. I you know I am not in
[16:13] disagreement of that. What do you all think of that?
[16:19] » I'm just saying what are you saying? >> For protecting trees. That's right.
[16:27] I I think we they're not coming down here complaining
[16:31] the people who cut down the trees. If they're not coming down here
[16:34] complaining, we need to go stricter. That's what I think.
[16:38] » Well, >> I I don't have a problem with it. I I
[16:41] think it's a, you know, viable idea, but I think that if you're a developer,
[16:47] they're going to get major push back. >> Yeah. you know, 18 inches, a foot and a
[16:51] half if you have a 24 a 24 inch caliber tree. I mean, do the math. That's
[17:04] » We're here to make recommendations and we're here to pave trees.
[17:07] » Is there a motion to make a recommendation to increase size
[17:14] from 6 in to 18 in motion?
[17:19] Okay. Second. >> Second.
[17:21] » All right. All in favor? All right. All right. Thank you for the recommendation.
[17:26] We'll we'll move forward with that and present that.
[17:29] » Might get a compromise out of it real quick.
[17:33] » Yeah. Seriously.
[17:39] » All right. So, do you present this to them?
[17:43] » Um, it wouldn't be us, I believe. >> Who does this go to from here?
[17:48] I can talk with Nate. I'm sure that these would maybe go back to from uh
[17:54] community development and then they would bring these revisions um to their
[18:00] team and then possibly but I'd have to double check one day.
[18:08] Okay.
[18:15] Um right. Anything else?
[18:21] » Nothing currently.
[18:28] » We'll move on. New business, public comment.
[18:32] » Anybody have anything they'd like to bring up?
[18:35] » Yeah. Anything else you guys want to bring up?
[18:42] Um, since we determined that the um the liberty tree that we were gifted is in
[18:48] fact a tulip popppler, do we have final confirmation on its final location going
[18:52] in Southside Park? >> So, they are discussing right now. I
[18:57] believe my director is going to meet with the city manager. He has a few
[19:04] locations in mind and he wanted to see which direction the city manager and I
[19:11] guess council thought would be the best location for it. Um because we do want
[19:16] it in a location obviously where um it's away from the main thorough affairs. Um
[19:22] it's mainly just foot traffic because it has to be protected especially as a
[19:25] young sapling. >> Yeah. So work and thrive. Um, no
[19:31] definitive location has been determined yet, but those conversations are are
[19:35] ongoing right now. >> All right.
[19:40] » It has recommendations. You can give recommendations of where
[19:45] where we want. >> I think there's limitations in our other
[19:49] parts as we've discussed because there's still there's current over story there.
[19:55] So that's >> not only that, tulip poppplers don't do
[19:58] well with salt water or salt in general. >> So it's got to go away from
[20:07] » a lot of stuff. >> Yeah.
[20:10] Okay. >> All right. So currently, you know, the
[20:16] plan is to look at Site Park and they got some great spaces.
[20:21] » Well, that's the thing. right now. It's easier now, too, because it's still in
[20:25] development. So, they're still coming up with a design for phase 2. So, it would
[20:30] be easier to implement something like that now while that's ongoing. Um, but
[20:36] also trying to determine some other backup locations if Southside Park was
[20:42] deemed fail. It's too bad that it's there's not room for it on the city on
[20:49] the tree walk.
[21:06] » Okay. Anything else? The community that >> No. So, uh, the recommendations, I
[21:14] believe we're going to submit the recommendations to
[21:19] Nate and then send them to the city manager um, as we wrote them down and I
[21:25] will send it out to you guys first and confirm that
[21:30] everything on there was what we recommended because we had our pros and
[21:33] cons. So, I think we'll do it kind of like like that.
[21:39] I was riding in Charleston on Magnolia Rock where the triangle is between 61
[21:46] and 17.
[21:50] » It was pretty old, >> but it is fenced in
[21:55] Magnolia. >> Oh, I know where it is, right? Yeah. It
[21:58] used to be real rural in that direction. basically.
[22:03] » Well, I know there's a couple of schools that have approached me and they are
[22:07] interested in having a community garden at Southside
[22:12] » schools. >> Yes.
[22:13] » Nice. >> So, there's a couple of them that want
[22:16] to use it for educational purposes. Um, so that's a possibility moving forward.
[22:21] I know that we talked about having some of it being educational if it was going
[22:25] to move in more of a traditional ornamental bed versus the home garden
[22:30] with your vegetables stock. But um that's something that we'll we'll get to
[22:35] you guys. You guys can confirm because it was already approved and voted on. I
[22:39] just want to make sure that everything that we talk about is in there and send
[22:42] it then that will be sent to the city.
[22:49] I had I had heard a conversation a a couple years ago.
[22:57] Um two guys were from the same area in
[23:02] Illinois. I couldn't tell you the name of the small towns to save my life. But
[23:07] one they were talking back and forth because they were
[23:11] from the same area. They had just met each other. And um one of the guys said
[23:15] that one of the the the one town chose not to grow
[23:20] and I was like well what does that mean? And then so and is he is that the truth?
[23:25] And then so I Google I actually asked him for the town because I forgot the
[23:28] name of it. So then I I Googled the town. I had my curiosity. So you know
[23:33] growth and development is a hot topic and of course I I forgot the town again.
[23:39] So, I didn't discover anything by googling what he was talking about.
[23:43] Maybe I should call him up and ask him, but it's in another state. So,
[23:48] the some of this some of these number of buildings going up in on, you know, one
[23:54] piece of land. Um,
[23:58] it it it looks out of place. I don't I think the planning commission put in
[24:03] hours and hours and hours dissecting that. So, if they if they good with
[24:07] everything, I'm not saying we should do anything. I'm just, you know, we we just
[24:12] got done tuck doing the trees with Mike's u suggestion. And
[24:19] one the one comes to mind is that one called Point Grand. So, that that's 14
[24:23] buildings unless they changed it, but they're they sprouting up. And if I live
[24:28] next to that, I mean, I would I wouldn't want to be living there. And some of
[24:32] those people probably moving. I don't know. But that's just um
[24:36] 14 14 buildings would be like a size of land similar to Southside Park. Um I
[24:42] don't know how you stop that. Um I mean the planning commission probably looked
[24:46] at everything from every which way. So yeah.
[24:51] » Sorry developmental codes and everything have
[24:55] to be hand in hand. All entities have to be handed or a common vision. Um
[25:03] sometimes in certain places it's important to to get everybody on the
[25:07] same page but there's a lot of work and detail that goes into that and our
[25:12] planning department work hard and try to make it a little bit stricter especially
[25:16] when it comes to tree care and landscaping to help us out. So I know
[25:23] that but like I said everything's kind of got align for everything to be
[25:28] cohesive with each other. >> Yeah. And that is much appreciated. You
[25:31] know, you've got developers that come in here and they just want to come in and
[25:34] clear cut because that's the cheapest direction that they can have to, you
[25:41] know, do their projects than just starting from scratch and
[25:45] start with tuning out trees taking down.
[25:51] » Well, in part of that like in the first line here where it talks about the
[25:56] sustainable tree canopy, well, how do we even know what the tree canopy is? We
[25:59] don't have one of those massive tree survey things done.
[26:04] » Well, actually, after a year and a half of emailing them, they responded back to
[26:08] me finally. >> Um, so it was last Friday or Thursday,
[26:13] um, I emailed them back and said that we would like pricing on what um, grants
[26:19] were available to assist um, with the budget. And so they're working on right
[26:24] now trying to get be some some pricing depending on which direction we try to
[26:30] go. So it took a year and a half, but they finally responded that. So
[26:35] hopefully within the next couple of weeks or so, I'll have some information
[26:38] to at least look at it and see the ballpark of what it would cost and what
[26:43] the scope of work would be. >> It is not a small task.
[26:48] » Not a small task. And I suspect it's going to be extremely extensive. Yes.
[27:02] » I see like what happened over at Lowe's and I'm like a ghast. I know everybody
[27:07] who sees that is a guest. They they do the Buer County does have of course they
[27:13] haven't completed a whole bunch of pathways that
[27:16] they have plans but they do have a pathway on the east side of that road
[27:20] Burton Hill Road which is the same side as Point Grand. They got the pathway
[27:24] plan going from Old Salem to actually goes from Old Salem all the way up to
[27:32] past public works. >> It's called Broad Boulevard. Yeah,
[27:35] that's right. >> On the east side of the road. That's
[27:38] That's kind of interesting. That That would help with uh transportation and
[27:43] exercise.
[27:46] » I mean, it's like a greenway path. >> Well, no. They're going to pave it.
[27:50] Well, yeah. I guess you could call whatever you want to call it. It's a
[27:52] pave path. I'm sure it's not >> not right beside the the road. Not
[27:57] right. >> It's on the It's probably in the
[27:58] rightway. It's in the east side of the road. Um same side as Point Granite. So
[28:05] Burton Wells is not in the city limits though, right? Burton Wales.
[28:09] » No, Burton Wells, >> right?
[28:12] » I said Burton Hill Road. >> That's where public works. Okay.
[28:16] » Lo sits on road, >> right? Okay.
[28:26] » That's where we hide. >> I've dropped a few. I've dropped a few
[28:30] band. Hey y'all. Um, I'm sorry, but I'm gonna
[28:35] have to I'm gonna have to jump off now. >> All right. Thank you for attending,
[28:39] Michael. >> Thank you.
[28:40] » Hey, thank you. Appreciate it. See you guys. See you guys soon.
[28:45] » Right. We're, you know, that's all we have. Um, I'm going to throw this out
[28:51] here for y'all. you down that any any chance that we can meet at 3:15 instead
[28:57] of 3:00 and I can make 3:00 work but that's when my school lets out and
[29:04] I mean I'm literally I'm not far >> um and it may be just I show up a little
[29:09] bit late but um I don't have a problem like that
[29:12] » I'd have to talk with Tracy >> and see if there's any
[29:16] » conflict >> conflicts or reason why it has to be
[29:19] exactly >> I and I totally get it if that's the
[29:22] case. Um because it's once a month and I can make allowances, but I just I
[29:26] thought I would ask. >> No, I I'll I'll definitely look into
[29:29] I'll talk to Tracy about that. >> Okay.
[29:33] » You never know. They moved us into a bigger conference room.
[29:37] » It's a big crowd. We'll get next. >> I'll definitely I'll write that down.
[29:45] » Okay. Is that it? All right. Meeting me with a jerk.
