[0:36]
Hey.
[0:39]
[Music]
[1:48]
It's good.
[1:56]
You got just me today.
[1:59]
>> You got just me today.
[2:06]
» Once in a while.
[2:11]
» Not too often.
[2:18]
I'd like to call to order this
[2:19]
connecting city council committee
[2:20]
meeting for Monday, August 4th, 2020.
[2:23]
August 3rd
[2:25]
>> already. Oh my gosh. Where did the month
[2:28]
go already?
[2:30]
>> August 4th, 2025. Uh the first committee
[2:34]
is government operations.
[2:37]
>> Madam President, like to call order
[2:40]
government operations. We have one item
[2:43]
on the one item on the agenda today. Mr.
[2:45]
Williams.
[2:46]
>> Uh thank you. So I think the last time u
[2:48]
discussed this this was still in its
[2:50]
infantile stages. I'm excited to
[2:52]
announce that just waiting to hear back
[2:54]
from more feedback from the rest of the
[2:55]
board or not the board the committee
[2:57]
regarding um the nominated criteria and
[3:00]
how the applications will be received
[3:02]
from applicants. um hopefully hearing
[3:04]
back from the simple majority by
[3:07]
Wednesday and then we'll be able to at
[3:08]
least start receiving applicants and the
[3:11]
assumption we'll do that for a twoe
[3:12]
period. Um it's a lot of learning. I met
[3:15]
the process with including some
[3:17]
representatives from our academia. The
[3:19]
summer time might not be the best time
[3:21]
to have a reviewing committee meet. Uh
[3:23]
so I'm definitely taking a lot of notes
[3:24]
just due with the back to school efforts
[3:26]
with the colleges and also with the
[3:28]
school district. But sincerely I
[3:29]
appreciate everyone's involvement. Um, I
[3:32]
can definitely look to field some
[3:33]
questions, but I think ultimately in the
[3:36]
resolution that we passed, it had a
[3:37]
September 8th date identified, and I'm
[3:40]
confident that we'll still be able to or
[3:41]
the committee will still be able to
[3:43]
receive applicants, review them, and
[3:45]
then push forward a recommendation to
[3:47]
council on time.
[3:50]
>> Colonel, um, Mr. Williams, could you
[3:52]
tell me I can forget who's actually on
[3:54]
the selection committee?
[3:55]
>> Uh, I can send that to you. Uh, just I
[3:57]
just don't want to mispronounce any
[3:58]
names, but I can send that to the Great.
[4:00]
Thank you.
[4:02]
Mr.
[4:03]
>> Mr. Williams, when when you initially um
[4:04]
introduced this legislation, there were
[4:06]
certain groups that were going to be
[4:08]
represented. Is are those still the same
[4:09]
groups?
[4:10]
>> Yes, ma'am.
[4:10]
>> Okay. So, the individuals come from
[4:12]
those particular groups that were in the
[4:13]
legislation. Okay. Thank you.
[4:18]
» Any other questions, comments?
[4:20]
[Music]
[4:22]
Motion to any other business to come
[4:25]
before government operations.
[4:27]
Okay. Hearing none, I'll accept a motion
[4:29]
to adjourn.
[4:31]
So second
[4:34]
>> second all those in favor. We are journ
[4:38]
>> call to order the finance committee and
[4:40]
the first item is amendment to the US
[4:44]
finance agreement. That's correct.
[4:48]
>> Um I'm going to defer to s.
[4:59]
Thanks.
[4:59]
>> You're welcome.
[5:01]
>> Any questions?
[5:05]
» Yeah. So, this is an amendment. Could
[5:06]
you Can you tell us how this differs
[5:09]
than the original agreement?
[5:10]
>> Yep. The main difference in this
[5:12]
agreement is that the original agreement
[5:14]
that we did last year was for some base
[5:16]
work of eight courts with the
[5:18]
alternative work of 10. USA has provided
[5:21]
the additional funding so that we could
[5:23]
do all 18. So, we revised the agreement
[5:26]
to include all 18 and that USDA would um
[5:30]
come up with the additional funding. Uh
[5:32]
I've also, just so you're aware, I've
[5:34]
talked with the US today and I've asked
[5:36]
that the USDA Eastern provide you with a
[5:39]
letter of concurrence for your meeting
[5:41]
on Monday just so that you have that. Um
[5:45]
you have to remember Maxine, uh she did
[5:47]
a really great job working with them as
[5:49]
it went. But there is a section in here
[5:51]
that I'll call your attention to because
[5:53]
we don't want to get anybody nervous.
[5:55]
Section two, se part one. It says if the
[5:59]
costs are found to be in excessive, US
[6:02]
may terminate this contract. The idea
[6:04]
was is that USGA, we didn't think it was
[6:07]
fair to have them have a contract that
[6:09]
bind them into what the cost would be.
[6:11]
>> Um, and so we did get six bids. The low
[6:15]
bid was uh within our budget. actually
[6:17]
was a great bid contractor that we've
[6:20]
worked with and uh we've reviewed it and
[6:23]
we have a letter from our consultant in
[6:25]
the later portion of the packet and USA
[6:27]
will be uh sending us a letter to state
[6:30]
that they are comfortable with the bid
[6:31]
and will be providing us with the
[6:33]
additional funding. Um, the amount won't
[6:36]
be determined because if you were to
[6:38]
read into here, there's some other
[6:39]
things that they like a shed and things
[6:41]
like that. Those are things that they
[6:42]
may purchase additionally because like
[6:44]
it states in the agreement, the city
[6:46]
funding is capped at the funding that we
[6:48]
have available, but they realize that
[6:50]
this facility is important to their
[6:52]
operations for the next 20 years. So,
[6:54]
they want to make sure that the
[6:55]
investment is there initially.
[6:58]
>> Go ahead, please.
[6:59]
>> So, initially they were going to do 10
[7:01]
courts in Central Park and then the
[7:03]
Michigan Avenue. we were going to do
[7:04]
eight courts in Central Park and do some
[7:07]
repairs to Michigan Avenue. So now,
[7:09]
right now, we're focused on Central Park
[7:11]
and that we will have uh possibly an
[7:13]
agreement in the future for Michigan
[7:14]
Avenue, but they Central Park is
[7:17]
critical to their um essentially to
[7:20]
their season, to their schedule. So,
[7:22]
they want to put right now all their
[7:24]
eggs in one basket with Central Park. Um
[7:26]
Michigan is more critical to 15 Love
[7:30]
because a lot of educational things
[7:31]
happen at 15 Love. So, it is something
[7:33]
that we'll have to look at, but they
[7:35]
like to uh focus on Central Park
[7:39]
because, as we talked about prior, um
[7:41]
the June 1st deadline is going to be a
[7:43]
challenge. Um right after this gets
[7:45]
approved, we're going to have meetings
[7:46]
with um construction with Gallup and try
[7:50]
to move this forward as quickly as
[7:51]
possible.
[7:54]
[Music]
[7:55]
>> Any other questions?
[7:57]
Seeing none, may I
[7:59]
have a motion to move this item forward?
[8:02]
>> Second. All in favor?
[8:03]
>> I thank you.
[8:05]
>> The next item is just a reminder, 2023
[8:08]
consolidated annual performance and
[8:09]
evaluation report. The public hearing is
[8:12]
scheduled for August 11th at 700 p.m.
[8:18]
Are there any other business for
[8:19]
finance?
[8:21]
Seeing none, may I have a motion to
[8:24]
second?
[8:24]
>> All in favor?
[8:25]
>> I thank you.
[8:28]
>> Uh I'd like to call city development and
[8:30]
planning. We have six items on the
[8:32]
agenda. The first item is the new USDA
[8:35]
use agreement. Mash,
[8:37]
>> I will defer again to Mr. Watkins.
[8:39]
>> Okay. So, this is not necessarily my
[8:42]
subject matter. Um, it's a usage
[8:44]
agreement, not a finance agreement. So,
[8:46]
this is for um USA and their subsidiary
[8:50]
of 15 love to use these tennis courts
[8:52]
for a period of 20 years suspending
[8:54]
December 31st, 2046. Their previous
[8:57]
agreement was set to expire this year.
[9:00]
the USA uh requested that for the money
[9:04]
to be transferred over that they extend
[9:05]
this agreement so that the both happen
[9:08]
at the same time. They're making an
[9:09]
investment and the city's acknowledging
[9:10]
that we'd be able to they'll be able to
[9:12]
use the the courts for 20 years. The
[9:14]
only thing that I could point out on
[9:17]
this because I was talking with uh both
[9:20]
Maxine and Bill Maza is that this this
[9:23]
regards a waving of fees given their
[9:26]
commitment for USDA Eastern and 15 Love.
[9:31]
No other entities.
[9:33]
Now, the city has to probably get
[9:35]
something in place similar to the pool
[9:37]
where we have something that would make
[9:38]
sense for both the city and for the
[9:40]
patrons. But you know, right now the
[9:43]
courts are not a paid entity. So this
[9:46]
just takes place to USDA Eastern and
[9:49]
1511. That's what's stipulated in here.
[9:54]
» Mr. I'm sorry.
[9:55]
>> So just for clarity, so
[9:59]
after the investments made um and the
[10:01]
courts are done, you're saying that only um those are only entities but
[10:08]
people but we're talking about rather
[10:10]
citizens could use the courts for your
[10:12]
charge.
[10:13]
>> No,
[10:15]
it is in the code today that there is a
[10:19]
charge to use the central park tense
[10:20]
courts. The city has not
[10:22]
>> Oh yeah.
[10:23]
>> done it
[10:23]
>> right. But it is on the books. It is one
[10:26]
of these many things that is on the
[10:27]
books that we have. Um it was stopped uh
[10:32]
I believe several years ago because the
[10:34]
costs of staffing to
[10:37]
>> you know collect the fee ended up being
[10:39]
more than the fee.
[10:41]
>> Mhm. But what this agreement is talking
[10:43]
about is for the next 20 years, USDA
[10:46]
Eastern 15 love, if the city were to
[10:48]
come out with a fee structure and
[10:50]
enforce it, they would not pay for that
[10:52]
fee structure for their events.
[10:55]
It also I believe it gives them uh
[10:58]
priority to book ahead of time so that
[11:01]
if there were a USJ Eastern event going
[11:03]
up against a school event, the USJ
[11:05]
Eastern event would have the the
[11:07]
president. They would be able to book,
[11:08]
not the school event. Mr.
[11:12]
Mayor
[11:13]
>> defer to the chair.
[11:14]
>> Oh, I'm sorry.
[11:15]
>> Okay.
[11:16]
>> Uh, this has been a long-term
[11:18]
relationship for the city and it
[11:20]
continues to expand where we really had
[11:23]
more formal relationship with the junior
[11:25]
division. This is expanding that. So,
[11:29]
uh, they're making a significant
[11:31]
commitment, but there's also, uh, it's a
[11:34]
regional draw where it brings people
[11:37]
into the community. So people are
[11:39]
staying at the hotels. Uh they're going
[11:42]
to restaurants. Uh they're spending
[11:44]
money here in Skenctity and believe it's
[11:48]
a good partnership and we're had to
[11:51]
defer a little bit for Michigan Avenue.
[11:53]
Glad to look at that in the capital
[11:55]
budget for 26 and I submit that to the
[11:58]
council. Hopefully we'll be able to
[12:00]
address that uh have this move ahead. It
[12:04]
compliments the swimming pool, the A
[12:05]
diamond, the rose garden, the
[12:08]
greenhouse, uh,
[12:11]
>> music.
[12:12]
>> Yeah, music haven. And just it's really
[12:14]
an impressive record that we've put
[12:17]
together in Central Park.
[12:21]
>> Uh, so regarding um how long will the
[12:24]
courts be shut down? Because I get asked
[12:26]
that question a lot.
[12:27]
>> The courts uh anticipating that today is
[12:31]
4th. So if if the contractor would allow, they
[12:35]
would be closed from September 15th to
[12:37]
June 1st.
[12:39]
>> Okay.
[12:40]
>> Um the other thing is in regard to
[12:43]
parking since we're talking about having
[12:45]
these these tournaments there and
[12:46]
already park as you know parking is a
[12:48]
challenge. So um is there any thought as
[12:51]
these renovations are being done how we
[12:53]
can expand the parking to be able to
[12:56]
accommodate people or was that part of
[12:58]
the plan? Is that parking planned into
[13:00]
this at all? There's no parking as part
[13:03]
of this. Um there's been we have
[13:08]
right now are doing work on Fair Avenue
[13:11]
>> to upgrade that to uh reconfigure it uh
[13:16]
with uh millings and other things which
[13:18]
will provide parking for the swimming
[13:22]
pool, a diamond, tennis courts, uh some
[13:26]
of these things. uh music haven. It's a
[13:28]
little bit of a walk, but there would be
[13:30]
more parking within a reasonable
[13:33]
distance. And you know, there is some
[13:35]
parking on street around the tennis
[13:37]
courts. It does not uh meet the needs
[13:41]
when there is a major event or a lot of
[13:43]
activity at the tennis courts or the
[13:45]
swimming pool, but we're uh doing work
[13:48]
right now on Fair Avenue to increase
[13:51]
that capacity.
[13:53]
>> Right. So, and and frankly right now it
[13:55]
really doesn't even meet the needs in
[13:56]
the morning with the drop in quite
[13:57]
frankly starting to park like really
[14:00]
going down and just um on the other
[14:02]
because um on the other side where
[14:05]
there's grass there was a no parking
[14:06]
sign on the the tree
[14:09]
>> and um actually someone was getting a
[14:11]
ticket just the other day. So parking I
[14:14]
just wanted to bring forth the fact that
[14:15]
uh parking is already
[14:17]
>> trying to get a little revenue to pay
[14:18]
for some of this.
[14:19]
>> Well, except it was it's a whole thing.
[14:21]
I talked to Mr. wrong about it, but I
[14:23]
just want to make sure that as we're
[14:24]
considering it, we make sure that
[14:25]
people, you know, we know people are
[14:28]
coming that people um are accommodated,
[14:30]
especially those who um also live
[14:32]
locally and park there. So, you're not
[14:33]
going to take they're not going to take
[14:34]
away the parking that currently exists
[14:36]
in front of the courts that will not be
[14:38]
removed even though they're doing um
[14:40]
things on Fair Avenue?
[14:42]
>> No, there's no plan to remove anything
[14:45]
even though they've talked about the
[14:47]
shed and some other things. So, that
[14:49]
>> there's plenty of space for the front.
[14:51]
So, we're going to leave the parking
[14:52]
there. We're going to allow still
[14:53]
parking on the grass
[14:55]
>> um on opposite for events. Usually, that
[14:58]
works out pretty well. We'd like to make
[15:00]
sure the buses aren't there. They take
[15:01]
up a lot of space trying to get them to
[15:03]
Fair Avenue. The area that you're
[15:05]
talking about, um that is a no parking
[15:08]
area. One of the things that we need to
[15:10]
talk about internally is the whole
[15:12]
what's good for the goose is good for
[15:13]
the gander, which is it's easy to to
[15:16]
ticket one car that's parked there for
[15:18]
tennis. However, we have many events,
[15:21]
many very large events, Music Haven,
[15:23]
Caribbean Fest as such where people park
[15:25]
everywhere and then maybe the
[15:26]
enforcement is lax because it is just
[15:28]
overwhelmingly
[15:30]
uh out of compliance and then we have to
[15:32]
find out because then we would be
[15:33]
selective ticketing and we don't want to
[15:35]
do that. We want to make sure that what
[15:36]
we do is uniform. So, um you know what
[15:39]
we'd have to do is make sure that we
[15:40]
have enough enforcement to cover what
[15:42]
we're doing and have areas of it. But
[15:44]
technically that area that's no parking
[15:45]
is no parking. We've talked about it
[15:47]
internally and that is a no parking
[15:49]
area. We can put including grass or some
[15:51]
kind of a sign like that, but we just
[15:53]
feel that people are probably parking
[15:55]
there and if we put grass there, they'll
[15:57]
park on it. So then we're getting into
[15:59]
boulders and rocks and ropes and it's
[16:01]
something that we're going to have to
[16:02]
look at cuz the utilization of the park
[16:03]
is at an all-time high and it's only
[16:05]
projected to go higher.
[16:06]
>> Mhm.
[16:10]
» Uh any other questions from any other
[16:11]
council members?
[16:14]
If not, I'll introduce.
[16:16]
[Music]
[16:19]
» Thank you very much, Mr. W.
[16:21]
>> I'm here for a little while.
[16:22]
>> Oh, okay. You're right. Item number two
[16:26]
is authorizing the issuance of revocable
[16:28]
permit number 689 to Solstice Kitchen
[16:30]
LLC for a sign that will overhang the
[16:33]
city's right away on the facing building
[16:34]
at 515 State Street. Mr.
[16:38]
>> Yep. Uh Solstice Kitchen is the former
[16:40]
puzzles and Farmer Biblio Tech. Uh that
[16:44]
was the name of it. Um they are looking
[16:47]
to open up a new uh kitchen restaurant
[16:49]
and have a blade style sign similar to
[16:51]
what we have on the 400 block of State
[16:54]
Street. This is a revocable permit for
[16:56]
that sign. Um planning sees no issues
[16:58]
with this design and they submitted all
[17:00]
the required paper.
[17:03]
>> Any questions, concerns?
[17:06]
I do have one thing though that I'd like
[17:08]
to bring up. It's not about the sign
[17:10]
necessarily, but about the um I always I
[17:12]
spoke to Mr. W about about the
[17:14]
establishment. Um did all of you get the
[17:16]
email from Miss Michael about the 500
[17:19]
foot look um hearing on this uh
[17:23]
particular place. Um, and what it is,
[17:26]
the 500 foot hearings is if an
[17:28]
establishment that serves alcohol on
[17:30]
site, um, is within 500 ft of other
[17:34]
establishments that do the same thing.
[17:36]
So, this one does when we look at
[17:39]
there's one across the street, there's
[17:41]
Amber and Amber and Court down the
[17:43]
street and then there's 501. So, I just
[17:45]
want to make everyone aware that that's
[17:47]
out there. I'm not I don't think I don't
[17:48]
know what the implication is going to be
[17:50]
once they go to the hearing, but I did
[17:52]
even note the fact that there are
[17:54]
establishments within the 500 ft. So,
[17:57]
Miss uh Barash, um I if you could if you
[18:00]
could just um just provide for us
[18:02]
information, clarification whether any
[18:04]
of that's going to matter for this
[18:05]
particular establishment. I don't know
[18:07]
that it would matter with the sign
[18:08]
because maybe they could then decide not
[18:10]
to have alcohol on on on um on site and
[18:14]
the uh 200 foot there's also a 200 foot
[18:17]
um uh here rule and that has to do with
[18:21]
uh religious religious establishments in
[18:24]
schools and none of the the school
[18:25]
that's close to that is not within 200
[18:28]
feet because we already um established
[18:29]
that as well. So, I just wanted to make
[18:31]
you all aware desk school it's it's
[18:34]
within 500 feet but not within 200 feet.
[18:37]
So, I just wanted to make you all aware
[18:39]
of why you're getting that information
[18:40]
and what it's about and how it could
[18:42]
possibly impact us.
[18:45]
>> Did you have your hand up?
[18:46]
>> Did you have your Yes. So, I I just want
[18:49]
to say that, you know, whenever um we
[18:52]
own a property um and whenever
[18:54]
anything's opening close to us, there's
[18:56]
always a public hearing held and anyone
[18:58]
can go speak their their mind or object
[19:01]
to it. But I I don't understand what the concern is here.
[19:05]
>> Well, the concern is they're making you
[19:07]
aware that there has to be a hearing
[19:08]
because this place could fall in um
[19:12]
>> fall under that. And this public
[19:14]
hearing, by the way, is not in public.
[19:15]
It's very clear that if you want to make
[19:17]
any remarks, you you would send them in
[19:18]
writing, but no one can appear.
[19:20]
>> Okay?
[19:20]
>> So, this person, this um public, this
[19:23]
place in particular is serving alcohol.
[19:25]
So, whenever it's serving alcohol,
[19:27]
>> there's a public hearing that's within
[19:29]
500 ft. So, the concern is not the I
[19:32]
won't say the concern. I just want to
[19:34]
make sure that you're aware that it's
[19:35]
happening. That's what this is about.
[19:37]
So, that it's happening. And that
[19:38]
happens a lot in the city and we get,
[19:40]
you know, notices, but I I just don't
[19:42]
understand why today we're just hearing
[19:44]
>> Well, this property I don't remember the
[19:46]
last time I got a notice regarding um a
[19:48]
public hearing for something that was
[19:49]
going to be in there.
[19:49]
>> Right. Well, I do on Union Street when
[19:51]
things when bars and restaurants open. I
[19:54]
I'm just saying I just don't understand
[19:55]
why
[19:56]
>> that's you as an individual. This is us
[19:58]
as a municipality. So, the notice came
[20:00]
to the municipality to make us aware.
[20:02]
>> So, I'm making everyone aware of why
[20:04]
we're getting it.
[20:05]
>> Okay.
[20:07]
I I just wanted to note that um Novel
[20:09]
Bibliotic, okay, um did also serve um
[20:13]
wine. I I was never there at night, but
[20:15]
I know that they did have that on their
[20:16]
menu. So, I don't know. I I I know that
[20:18]
it's a separate establishment and they
[20:20]
have to go to the liquor authority as
[20:22]
well for their own bourment, but
[20:24]
>> um that that establishment did have
[20:28]
>> Well, it depends on it also depends if
[20:30]
you're serving food on the
[20:30]
establishment. It's it's not just that
[20:32]
they're serving alcohol. So, there's
[20:34]
some other things that come into place.
[20:36]
And the school is new.
[20:38]
>> Yeah. And the school was prior to was
[20:41]
prior to uh I mean came after five 151
[20:45]
came after 151.
[20:47]
>> Yeah.
[20:48]
>> Maj I saw your hand.
[20:49]
>> Defer the mayor.
[20:50]
>> Okay. Mayor
[20:52]
>> this is a standard notification that's
[20:54]
been given for every one of those
[20:56]
establishments. So
[20:58]
>> thank you. Thank you.
[21:01]
>> Except but this is like new. This is
[21:03]
like one of three within the area. So I
[21:05]
think it may fall in the root. We'll
[21:06]
see. But Miss Williams,
[21:09]
>> I don't think there's any issue with
[21:10]
getting more information. I think part
[21:12]
of the assumption that we often miss is
[21:14]
that people that are viewing our meeting
[21:15]
might not have a clear a clear
[21:18]
indication of what we are discussing. So
[21:20]
I think providing that additional
[21:21]
context should be valued and appreciated
[21:24]
and also make sure you give appropriate
[21:25]
consideration to anyone that is queuing
[21:27]
in for the first time.
[21:29]
>> Thank you. Any other questions or
[21:31]
concerns?
[21:33]
Yes, Mr. Rush. Um,
[21:34]
>> just for clarification as it relates to
[21:37]
the uh the matter at hand right now, the
[21:40]
revocable permit hearing um would not
[21:44]
necessarily have any um it wouldn't be
[21:47]
relevant to the permit because the
[21:50]
establishment could still open
[21:52]
>> um without liquor um if they were to uh
[21:57]
not prevail during their hearing.
[21:59]
>> Yeah, that's what I said. Yeah. But I
[22:01]
just wanted to make sure people still
[22:02]
were aware.
[22:03]
>> Sure.
[22:04]
>> Thank you.
[22:05]
>> Any other questions or concerns?
[22:06]
>> I'll move this.
[22:07]
>> Second. All's in favor.
[22:10]
>> Thank you very much.
[22:11]
>> Um
[22:13]
the next item number three is the award
[22:15]
the baby contract of Central Park Tennis
[22:17]
court improvements to Gallow
[22:19]
Construction Corporation. Mr. W.
[22:21]
>> Yep. So similar what we talked about, we
[22:23]
wanted to make sure all the agreements
[22:24]
and bids were together at once so that
[22:26]
we could be efficient. Um the city bid
[22:28]
the improvements to the Central Park
[22:30]
tennis courts. Uh we received seven bids
[22:33]
which is a nice amount of bids. Uh
[22:36]
several of them were very tight uh with
[22:38]
a low bid of Gallow Construction. Gallow
[22:41]
is a general contractor in the area that
[22:44]
we have worked with in the past. Um
[22:46]
originally we were hesitant and we did
[22:48]
call them um about that because they are
[22:51]
not a tennis specialty contractor. Uh
[22:54]
however um they have a subcontractor who
[22:57]
will be doing all of their tennis work
[22:59]
and their subcontractor is one of the
[23:01]
more respected in the northeast. So GW
[23:04]
will be local. They will be the GC doing
[23:07]
all the dirt work handling all the
[23:09]
grading and all the prep for the
[23:11]
subcontractor who will put in the
[23:13]
specialized concrete plane surfaces and
[23:16]
then a fencing contractor will come in
[23:19]
uh at the end and finish the fencing.
[23:21]
So, um there's a letter of
[23:22]
recommendation from our engineer who
[23:24]
spoke with Gallow um just to make sure
[23:26]
we have that and we are comfortable
[23:29]
moving forward
[23:31]
and and just know this is a
[23:33]
very competitive bid. We did a lot of
[23:35]
estimates and this is uh below those
[23:39]
estimates. I wouldn't say significantly
[23:41]
below but below which is good in today's
[23:42]
day and age that we got a bid that was
[23:45]
below our estimate.
[23:46]
>> Mhm. Well, I'm really I'm glad first of
[23:48]
all it was below the estimate, but also
[23:50]
that we're using a local company that
[23:52]
can subcontract. So, that's uh that's
[23:54]
important. I know that we init we signed
[23:56]
something um saying that they didn't
[23:58]
need to have an apprentice program
[23:59]
because we were thinking there may be
[24:00]
places that out of state, but that still
[24:02]
falls in place here. Is that that's
[24:04]
correct?
[24:04]
>> Correct. Okay.
[24:05]
>> The majority of the work will be the
[24:07]
subcontractor. The subcontractor work is
[24:10]
the bulk of the work. the the tennis
[24:12]
courts, they will be pouring all of the
[24:14]
concrete and that is the bulk of the
[24:17]
work, but they will be doing it as a
[24:18]
subcontractor to the local firm.
[24:20]
>> Okay.
[24:22]
>> Mr. Williams,
[24:22]
>> I was just speaking to your comment
[24:24]
earlier about the bid coming in below.
[24:26]
Is it too early to tell like whether the
[24:29]
uh just industry in general with like
[24:31]
supplies and like materials just
[24:33]
skyrocketing? Is it starting to ease
[24:35]
down or
[24:36]
>> I don't I don't think it's starting to
[24:37]
ease. I think that um we talked with
[24:40]
them. They uh being local um you'll see
[24:42]
like Classic Turf, the company
[24:44]
themselves bid, they were actually tied
[24:46]
for second. Um they were coming from out
[24:48]
of town. Uh the other bid might have had
[24:50]
a little bit more on it. I I think that
[24:52]
certain things are starting to ease, but
[24:54]
I don't think we're seeing a lot come
[24:55]
down, but we are able to at least
[24:57]
estimate where we are a little bit
[24:58]
better than, you know, 3 years ago where
[25:00]
you had to pad everything uh quite a bit
[25:02]
to get to where we are. So, we're
[25:04]
excited about this. I'm actually uh if it moves today, I'm going to be
[25:08]
making phone call tomorrow to try to
[25:09]
line things up so that we're trying to
[25:11]
expedite everything as soon as possible
[25:13]
to get on get on their schedule, get
[25:14]
them out there.
[25:16]
>> Any other questions or comments?
[25:18]
>> Entertain a motion.
[25:20]
>> Second.
[25:20]
>> All those in favor?
[25:22]
>> Thank you, Mr. Wall.
[25:23]
>> That's it for you. Um the next item is
[25:26]
the call for a public hearing on the
[25:28]
2025 2026 6 action um annual action plan
[25:32]
which just remind public hearing will be
[25:34]
on August
[25:37]
M 11. When's the public hearing?
[25:39]
>> Call for public hearing 11 and then the
[25:41]
actual public hearing.
[25:42]
>> Okay. The call for public hearing be on
[25:44]
the 11th.
[25:44]
>> Oh no. We're calling for the public
[25:46]
hearing.
[25:47]
>> We're calling for the public hearing.
[25:49]
>> Yes.
[25:50]
>> I'll move. We have to move that.
[25:53]
>> Yeah. We're calling for the public
[25:54]
hearing, so we have to move. Yes. So, I
[25:56]
move that.
[25:56]
>> Second.
[25:57]
>> All those in favor?
[25:58]
>> I.
[25:59]
>> All right. The last two um items have to
[26:01]
do with redemption of property. So, they
[26:04]
would be an executive session. Um all um
[26:09]
I'd like to call for I'd like to ask for
[26:12]
a motion to enter into executive
[26:13]
session. So, move second. All in favor?
[26:15]
I.
[26:16]
>> Thank you. Members of the public have to
[26:17]
leave.
[26:20]
Heat. Heat.
[26:22]
[Music]
[26:57]
Heat. Heat.
[26:59]

[27:05]

[27:07]
