We have some pictures of those for those

that are not aware. And so, in our
[13:50]
conversation, discussion, they would
[13:53]
like to dedicate First Avenue. You can
[13:56]
see the construction going on there
[13:58]
also, which is about to be a wrap. And
[14:00]
we thank the Lord for that. Thank our
[14:02]
staff and all involved. What you see
[14:05]
here um you know these these pictures
[14:08]
really say more than I could as far as
[14:11]
um what this means and how we certainly
[14:15]
want to honor each of these individuals
[14:18]
and all our veterans of course. So in

the conversation that we've had they

have asked for this designation.

Um this will not change and we talked

this with staff and I believe Mr. Bishop

was also brought in on that that it

cause any confusion or things of that nature, but this would just be a

way to

partner with the American Legion
[14:46]
honoring [clears throat] our veterans

with this designation. So absolutely we
[14:50]
support doing that but we need I believe
[14:53]
a resolution for the board to be able to
[14:58]
first avenue kind of the name would be
[15:01]
first avenue just be a memorial sign.

you know we um requested the budget
[18:30]
increase to be able to um hire an
[18:34]
engineering firm with design build
[18:36]
services and to increase the resiliency
[18:40]
of the material used at the park site.
[18:43]
I'm sure yall looked over that grant
[18:47]
agreement um budget amendment and
[18:50]
there's a lot of strength to this no
[18:53]
more strength than the other grants.
[18:56]
It's just um you know we've got a lot to
[18:59]
do on this. the um the pre-construction
[19:03]
uh information we need to provide it is
[19:07]
will be a process and I don't want to
[19:09]
explain anybody by thinking oh gosh we
[19:12]
have the money we'll have the park in a
[19:14]
few months that will not be the case um
[19:18]
we will thank as quickly as possible we
[19:21]
will get the design build documents
[19:23]

[19:25]
an engineer project but it is the
[19:29]
process like anything to do with
[19:31]
treasury. Last year we submitted this
[19:34]
budget amendment January 22nd, 2025.

We had it approved finally in December,
[19:41]
which was 11 months. However, they
[19:45]
cautioned us it takes 12 to 18 months to
[19:48]
get anything approved. So, we actually
[19:50]
did really really good about getting
[19:52]
this amendment approved. Um today Miss
[19:55]
Wanda and I did follow up with them on
[19:58]
what we would need to do if in in if by
[20:02]
any case there's a budget shortfall due
[20:06]
to onizing
[20:07]

we know what to do there to do things
[20:10]
along but we will get this part going as
[20:13]
soon as we possibly can. But the great
[20:15]
news is we um have the money to move
[20:18]
forward and we have approval to expend
[20:22]
some of that funding for the bond build.

that and I've got a picture of it

somewhere. Um, and so I would like to
[21:08]
know, Melody, if if there's enough of
[21:11]
money in this um amount right here that
[21:16]
we can replace that sign. And also um I
[21:21]
would like to see
[21:24]
the original commissioners on there and
[21:26]
then I would like to see the
[21:27]
commissioners names that are
[21:30]

[21:33]
when we voted to renovate the park.
[21:39]
We could not use these funds for that
[21:42]
because that part organization was
[21:45]
funded with a spurback grant and that's
[21:48]
why actually funded the sign in the
[21:50]
beginning. However, we haven't set aside
[21:55]
um the board of art money um that we
[21:59]
received through um license plate
[22:01]
funding. We had that set aside for the
[22:03]
last five years for this. and we were
[22:06]
going to be doing a coastal type statue.
[22:11]
I will check on the guidelines and
[22:14]
possibly we could use um some of that
[22:18]
funding to do, you know, I don't want to
[22:23]
use the word fier, but a standard art
[22:26]
type for um sign um with that funding
[22:32]
because we do have
[22:34]
$100,
[22:36]
but I think I think as long as we did it
[22:39]
in um an art kind of way that we should
[22:44]
use the funds for that. But but let me
[22:47]
check into it and we can you know we'll
[22:50]
figure out some way to pay pay for that.

But I think, like I said, we probably if
[22:57]
we do have a um a fancy art kind of sign
[23:02]
that does include the commission
[23:05]
committee that we can use that funding.

to be made before Christmas and was

delayed. So um we're just keeping our

fingers crossed on on those awards.

county engineer the hard work. Uh, we

we want it and um they have 15 days to

file a motion for rehearing.

Uh don't know whether they will or not.

Uh and then after that they would have

30 days to appeal. Um

and I don't know whether they're going

And what this means is that we had filed
[29:30]
an offer of judgment [snorts]
[29:33]
for $10,000
[29:36]
and of course they got zero and that
[29:40]
means a goodly portion of attorney's
[29:42]
fees that uh that we paid um Mr. Tommy Ree who did
[29:51]
a wonderful job in this case also. So,
[29:55]
we've got a shot at getting attorney's
[29:58]
fees back and also some costs. And what
[30:02]
are costs? Uh, county had to pay uh for
[30:07]
depositions because we took depositions
[30:09]
in the case and we had them transcribed.
[30:12]
Um, we also uh paid uh for our portion
[30:18]
of the mediator when we mediated it. Um,
[30:22]
so it's uh it's really good news and I
[30:28]
appreciate y'all, especially y'all the
[30:32]
board of backing us on this and saying
[30:35]
we're not going to let
[30:37]
us be sued without a fight. And believe
[30:42]
me, we fought because what happened is
[30:48]
on the first motion
[30:50]
that we filed for summary judgement and
[30:53]
they filed one, the court granted theirs
[30:56]
and I went nuts.

How could that happen?

So we filed a motion for rehearing on
[31:03]
that and the court reversed itself and
[31:07]
then we filed a new motion for summary
[31:09]
judgement and uh the court granted it
[31:12]
and what that means is we won hands
[31:14]
down. So that for the public it's fully
[31:18]
cut off rather than you know. So and
[31:21]
that thing started [clears throat] like
[31:23]
five years ago
[31:25]
