America, and to the
[2:48:32]

Stands, one nation, under
[2:48:33]

[2:48:58]
>> mayor bernal: thank you.
[2:48:59]
Moving on to public comments.
[2:49:01]
Do we have --
[2:49:02]
>> the clerk: yes, we have
[2:49:04]
Some public comments can I have
[2:49:07]
Melissa tolled by followed by a
[2:49:20]
Debbie.
[2:49:41]
Let me get you a microphone.
[2:49:55]
Test one two three, test.
[2:49:59]
>> good evening.
[2:50:00]
Can you hear me?
[2:50:17]
>> good evening, I have three
[2:50:20]
Things to say.
[2:50:21]
I would like to have a
[2:50:23]
Councilmember to move number
[2:50:25]
Five to number 10, I know these
[2:50:29]
Meetings usually go long so I
[2:50:30]
Just wanted to get that moved
[2:50:33]
Up.
[2:50:33]
The next thing I would like is,
[2:50:35]
There was discussion at the end
[2:50:39]
Of 2025 and I think I brought it
[2:50:43]
Up at the beginning of 2026.
[2:50:46]
No -- end of 24, begin of 2025.
[2:50:52]
That I wanted you guys to put
[2:50:55]
The eminent domain a vacant
[2:50:58]
Building and lots on the agenda.
[2:51:00]
We had started talking about
[2:51:02]
That previous council.
[2:51:04]
And it was something that we, I
[2:51:06]
Think they have started looking
[2:51:08]
Into.
[2:51:09]
Was all the, you know, was all
[2:51:11]
Needed to be able to do this.
[2:51:13]
So I would like the eminent
[2:51:17]
Domain to have some research
[2:51:19]
Done or whatever to bring that
[2:51:22]
Back on vacant buildings and
[2:51:24]
Lots here in antioch that can be
[2:51:26]
Built on.
[2:51:27]
You know, bought by people in
[2:51:30]
Antioch and used.
[2:51:32]
For, you know, either homes or
[2:51:33]
For businesses or something if
[2:51:35]
They want to have their own.
[2:51:37]
And then the third comment I
[2:51:39]
Wanted to make, oh I got a lot
[2:51:41]
Of time -- is that -- where is
[2:51:45]
The police chief.
[2:51:47]
I’m disappointed in the antioch
[2:51:49]
Police department.
[2:51:49]
I rally for them to get their
[2:51:52]
Funding, I pushed, I carried
[2:51:54]
Identity, I cheer lead for them
[2:51:56]
And everything for every time
[2:51:58]
They want funding I cheer led.
[2:52:02]
Yet when we had our hit and run
[2:52:04]
In december they did thought get
[2:52:05]
There until two minutes after
[2:52:07]
That guy took off.
[2:52:08]
We showed them videos, they had
[2:52:10]
All the information.
[2:52:12]
They claimed they were putting
[2:52:14]
A, whatever you call a b
[2:52:17]
Oampletlo or something out on
[2:52:18]
Him but he wasn’t picked up.
[2:52:19]
And when he came back through
[2:52:21]
The neighborhood we called him
[2:52:22]
And we were told oh well we’re
[2:52:25]
Not going to arrest him now
[2:52:27]
Because we can’t goat him on the
[2:52:30]
D.u.I.
[2:52:30]
And I’m like, but he hit and ran
[2:52:33]
Us and there’s injuries.
[2:52:35]
And so I’m just really
[2:52:40]
Disappointed.
[2:52:54]
I rallied for them, I’m in a
[2:52:57]
Wheelchair, I will walk again
[2:52:59]
But I’m in a wheelchair.
[2:53:02]
I had serious surge, and it was
[2:53:05]
Bad.
[2:53:05]
I would like them to be put on
[2:53:07]
The agenda to answer to me under
[2:53:09]
To other people.
[2:53:10]
I’m sure there’s other people
[2:53:12]
Saying things.
[2:53:13]
So I guess the agenda matter for
[2:53:16]
People who have complaints.
[2:53:17]
We need to hear the people speak
[2:53:20]
Here in these chambers.
[2:53:21]
And I will be one of them to
[2:53:23]
Speak if we can get that on the
[2:53:25]
Agenda in the future agenda.
[2:53:26]
Thank you.
[2:53:30]
>> the clerk: debbie blazier.
[2:53:43]
>> good evening, mayor, city
[2:53:46]
Council, city manager and staff.
[2:53:49]
I’m debbie blazier, I’m
[2:53:52]
President of the downtown
[2:53:53]
Antioch association.
[2:53:54]
And I want to announce three
[2:53:57]
Things.
[2:53:57]
First of all we have done a
[2:53:59]
Little bit of rebranding and
[2:54:00]
Where can you find us?
[2:54:03]
So antioch daa on facebook,
[2:54:07]
Instagram and downtown antioch
[2:54:11]
Association@gmaim is where yougm
[2:54:20]
Can contact us for events going
[2:54:23]
On downtown.
[2:54:24]
We have march, april and may
[2:54:26]
Kind of booked out for things we
[2:54:28]
Are doing in conjunction with
[2:54:30]
The city and parks and rec on
[2:54:33]
Our own.
[2:54:33]
So this weekend is our first
[2:54:35]
Kind of big event that we have
[2:54:37]
28 business so far and still
[2:54:40]
Counting, that will be
[2:54:42]
Participating in a st. Patty’s
[2:54:46]
Day word search.
[2:54:47]
So the 14th and 15th you’ll
[2:54:49]
Look downed there will be a
[2:54:50]
Balloon and there will be words
[2:54:53]
On shamrocks that the winners
[2:54:55]
Will be judged on how creative
[2:54:59]
Sentences and stories that they
[2:55:00]
Will create from these shamrocks
[2:55:02]
That are in the windows.
[2:55:03]
So we would like everybody to
[2:55:06]
Come downtown, shop at your
[2:55:07]
Favorite stores and put in an
[2:55:09]
Entry for creative stories and
[2:55:11]
That.
[2:55:12]
So we hope that the families
[2:55:13]
Will come.
[2:55:14]
I did this a number of years
[2:55:16]
Back.
[2:55:16]
And the stories and the
[2:55:17]
Sentences were quite
[2:55:20]
Entertaining and that.
[2:55:21]
So there’s prizes, and some of
[2:55:25]
The stores then will be
[2:55:27]
Announcing specials often that
[2:55:28]
Online.
[2:55:29]
So watch us on antiochdaa.
[2:55:33]
The second announcement is, or
[2:55:36]
The last announcement is our daa
[2:55:38]
Meeting, it will be at the four
[2:55:42]
Seasonings this march 26th.
[2:55:44]
It’s on a thursday night at the
[2:55:46]
End of the month and we really
[2:55:48]
Would like to invite businesses,
[2:55:52]
Residents and that, to come down
[2:55:54]
And see what it’s all about as
[2:55:56]
Well.
[2:55:57]
So thank you very much for all
[2:55:58]
Your time.
[2:56:02]
>> mayor bernal: thank you.
[2:56:04]
>> the clerk: jim becker
[2:56:06]
Followed by crystal law.
[2:56:15]
>> good evening everybody.
[2:56:15]
My name is jim becker and
[2:56:18]
Tonight I’m wearing my antioch
[2:56:20]
Chamber of commerce board
[2:56:21]

The bart measure as well as the
[2:57:04]
Issues it could pose for
[2:57:05]
Stations like ours, for antioch.
[2:57:07]
So please join us for that as
[2:57:09]
Well.
[2:57:09]
And now I have the big news.
[2:57:11]
First I want to thank mayor
[2:57:13]
Bernal for being part of our
[2:57:17]
Honorary selection committee
[2:57:18]
This year for the awards and the
[2:57:20]

[2:57:26]
Citizen of the year, most impact
[2:57:29]
Is allison norris, lifetime

[2:57:37]

[2:57:38]
Nonprofit of the year is share
[2:57:40]

[2:57:40]
Small business of the year,
[2:57:42]
Almost there travel and large
[2:57:43]
Business of the year is u.s.
[2:57:45]
Bank.
[2:57:45]
And I want to remind everybody,
[2:57:47]
I heard earlier in the meeting
[2:57:49]
About graffiti and broken
[2:57:51]
Windows and all that.
[2:57:53]
I just want to remind folks here
[2:57:55]
On dais and in the audience
[2:57:57]
About the chamber cares ram.
[2:57:58]
If you see vandalism, graffiti,
[2:58:03]
Broken windows or other issues,
[2:58:04]
Let us know.
[2:58:05]

[2:58:13]
Chamber cares and some of the
[2:58:16]
Events I remembered, mentioned
[2:58:18]
Excuse me, go to
[2:58:22]
Antiochchamber.com.
[2:58:22]
Thanks very much.
[2:58:24]
>> the clerk: crystal followed
[2:58:26]
By melissa.
[2:58:33]
>> hello, city council.
[2:58:34]
I had a whole speech prepared
[2:58:37]
But I am not going to follow
[2:58:38]
That speech today.
[2:58:41]
I am a very disappointed in the
[2:58:46]
Mayor.
[2:58:49]
To even think that we would have
[2:58:53]
A second thought on homekey, to
[2:58:56]
Even think that we would have a
[2:59:00]
Second question --
[2:59:01]
>> mayor bernal: excuse me,
[2:59:03]
Crystal there is an agenda item
[2:59:05]
About --
[2:59:05]
>> that is not what I’m talking
[2:59:07]
About further.
[2:59:07]
>> mayor bernal: okay.
[2:59:09]
>> so to even think that there
[2:59:12]
Would be a second thought on any
[2:59:14]
Of that.
[2:59:16]
But yet we’re out here, we are
[2:59:20]
Doing photo ops, we’re getting
[2:59:22]
In front of cameras which is
[2:59:24]
Great.
[2:59:25]
You know, you are doing your
[2:59:26]
Job, right?
[2:59:27]
But I don’t see -- I don’t see
[2:59:30]
The accomplish -- I don’t see
[2:59:33]
What you’re actually physically
[2:59:34]
Doing in any of it.
[2:59:36]
And I’m coming down because it’s
[2:59:40]
Upsetting to me to think that
[2:59:43]
You’re reaping the benefits of
[2:59:46]
Everything that the other city
[2:59:47]
Council did.
[2:59:47]
But you get to get, you know,
[2:59:51]
All the congratulations for it.
[2:59:55]
It’s -- look, we all have to
[2:59:57]
Work together.
[2:59:57]
One of your interview questions
[3:00:00]
From me for apoc was how do you
[3:00:03]
Work well, how do you work
[3:00:04]
Together with people who you --
[3:00:07]
Who you don’t, you know, or
[3:00:08]
Can’t get along with.
[3:00:09]
I want to ask you that same
[3:00:12]
Question.
[3:00:12]
I want to see where is the
[3:00:17]
Christianity when we have people
[3:00:19]
Out here suffering and can’t --
[3:00:21]
Don’t have places to live.
[3:00:23]
And yet, their cause are still
[3:00:29]
Being taken.
[3:00:29]
I want to know where is it at?
[3:00:32]
You say he up pa thighs with
[3:00:35]
People and you’ve been there, I
[3:00:36]
Just don’t see any type of
[3:00:38]
Empathy.
[3:00:38]
I see you going for your voters.
[3:00:40]
I see you going and being a --
[3:00:44]
You know, working with the, you
[3:00:47]
Know, whatever they want.
[3:00:49]
You can’t do both sides.
[3:00:50]
This isn’t a game anymore.
[3:00:53]
We need help out here.
[3:01:01]
[applause]
[3:01:01]
>> the clerk: melissa.
[3:01:10]
>> I guess I’ll start off by
[3:01:11]
Saying I have noticed a great
[3:01:15]
Improvement on the dais about
[3:01:17]
Attitudes and talking to
[3:01:19]
Community members.
[3:01:19]
And I do appreciate that, this
[3:01:21]
Last year.
[3:01:24]
And I also really appreciate
[3:01:25]
When I reach out to people they
[3:01:27]
Actually get back to me.
[3:01:30]
That is -- even if it’s a thank
[3:01:32]
You, I just saw this, thank you
[3:01:34]
For saying something.
[3:01:35]
For those I don’t reach out, you
[3:01:38]
Can reach out to me because I’ve
[3:01:39]
Done that already.
[3:01:41]
The worst things, there are some
[3:01:44]
Things I’m concerned about and
[3:01:46]
One things I reached out this
[3:01:48]
Last week is losing zack sale.
[3:01:52]
That really concerned me because
[3:01:54]
Economic development needs to be
[3:01:55]
A very proactive in this city
[3:01:57]
Right now because we need to
[3:01:59]
Generate revenue.
[3:02:01]
And as elections approach I hope
[3:02:03]
Our community can rally around
[3:02:04]
The civil and productive
[3:02:06]
Discourse on these issues.
[3:02:08]
And my vote will be going to the
[3:02:10]
One because d-4 and d-1 are up
[3:02:13]
For election.
[3:02:14]
I’m in d-4.
[3:02:16]
My vote will be going to the one
[3:02:18]
I them can move this city
[3:02:22]
Forward fiscally, say what you
[3:02:25]
Want about lamar, he had ideas,
[3:02:29]
He didn’t treat people well but
[3:02:30]
He had ideas.
[3:02:31]
That’s the one positive.
[3:02:32]
So my question to those that I
[3:02:35]
Have been advocating for and
[3:02:37]
Those who ran on economic
[3:02:38]
Development, what is your plan?
[3:02:40]
Because I haven’t seen any plans
[3:02:42]
Or any ideas, you know, from
[3:02:45]
You.
[3:02:46]
On social media, or when we talk
[3:02:47]
One on one.
[3:02:49]
And I’d like you to address that
[3:02:50]
Tonight in your closing
[3:02:52]
Comments.
[3:02:52]
Because right now when it comes
[3:02:54]
To economic development I’m
[3:02:56]
Giving this council an f.
[3:02:59]
And there’s still time for final
[3:03:00]
Grading in 2028.
[3:03:02]
So I’m hoping that we can turn
[3:03:04]
This around.
[3:03:06]
Like I said in 2026 I’ll be
[3:03:09]
Looking for counts who are just
[3:03:11]
Not good for rhetoric but bring
[3:03:15]
Real plans real ideas and I’ll
[3:03:19]
Be strong advocates for those
[3:03:21]
Letters.
[3:03:21]
Regardless of personal feeling
[3:03:23]
For any candidate I think any
[3:03:30]
Antiochian, how consistently
[3:03:31]
They have shown up for antioch
[3:03:33]
And what they have done to try
[3:03:34]
To improve our city.
[3:03:36]
I want to redane the hope that I
[3:03:38]
Once had in this council’s
[3:03:39]
Ability to lead proactively and
[3:03:42]
Make antioch a city we can all
[3:03:43]
Be proud of especially regarding
[3:03:45]
Economic development.
[3:03:46]
Because I think that is our next
[3:03:48]
Step.
[3:03:49]
Thank you.
[3:03:50]
[applause]
[3:03:51]
>> the clerk: there is no
[3:03:52]
Further comment cards.
[3:03:54]
>> mayor bernal: all right,
[3:03:55]
Thank you.
[3:03:58]
Is there more coming down?
[3:04:11]
>> thank you.
[3:04:13]
Good evening, council and city
[3:04:14]
Of antioch.
[3:04:16]
First, I wanted to address, you
[3:04:19]
Spoke about the golf course, the
[3:04:22]
Golf course gave us a check for
[3:04:25]
$20,000 but a few months ago you
[3:04:27]
Guys agreed to pay off their
[3:04:31]
30-year debt.
[3:04:32]
Okay?
[3:04:32]
So we’re stuck with this golf
[3:04:34]
Course company for 30 years.
[3:04:36]
And if 30 of you guys have
[3:04:38]
Played the golf course it used
[3:04:39]
To be one of the best in the bay
[3:04:42]
Area.
[3:04:42]
You used to have to wait an hour
[3:04:45]
And a half to get on the tee
[3:04:47]
Time just like it is in concord
[3:04:51]
At the apple creek.
[3:04:52]
It is a money maker.
[3:04:53]
It’s all gone to hell.
[3:04:55]
Like bad decisions by the dais,
[3:05:01]
Okay?
[3:05:01]
The chief’s remarks last week,
[3:05:04]
Okay?
[3:05:04]
The chief gave a nice report.
[3:05:07]
First of all he’s talking about
[3:05:08]
The total amount of calls that
[3:05:10]
The police handle.
[3:05:12]
Okay?
[3:05:12]
Thousands of them.
[3:05:13]
Maybe thousands of them a day.
[3:05:16]
Look at all these calls, wow
[3:05:18]
They’re really working hard but
[3:05:20]
Then you know he gets a few
[3:05:22]
Questions from the public and
[3:05:23]
It’s like well, with when
[3:05:27]
Somebody fires off a shot it’s
[3:05:29]
Like, you know, at your house
[3:05:31]
When somebody fires off a shot
[3:05:34]
Sometimes five people call in.
[3:05:37]
Somebody driving by they’ll call
[3:05:41]
9/11.
[3:05:41]
Somebody who saw it happen
[3:05:44]
They’ll call 9/11.
[3:05:46]
One incident end up with a lot
[3:05:48]
Of calls.
[3:05:49]
Looks like the police are doing
[3:05:50]
A lot of work but they’re not.
[3:05:53]
They barely get out of their
[3:05:55]
Car.
[3:05:55]
I remember, you know, when
[3:05:57]
People first started making
[3:05:58]
Videos of police, the --
[3:06:04]
Somebody goat beaten up down in
[3:06:07]
L.a. And somebody photographed
[3:06:08]
It and then pretty much the
[3:06:09]
Police were afraid to get out of
[3:06:11]
Their car.
[3:06:12]
Because they didn’t want to end
[3:06:15]
Up own youtube that on youtube
[3:06:19]
And when I take bart to work, I
[3:06:22]
Go by the concord police
[3:06:26]
Station.
[3:06:26]
And I -- every time I go by
[3:06:28]
There, there’s six shiny
[3:06:31]
Brand-new motorcycles.
[3:06:33]
And they’re just waiting for the
[3:06:36]
Morning, when six motorcycle
[3:06:38]
Cops show up to work and they go
[3:06:40]
Through concord and they make
[3:06:42]
The city safe.
[3:06:43]
The cops on the motorcycles,
[3:06:47]
They’re giving the information
[3:06:49]
To the dispatcher, they are like
[3:06:51]
The eyes and the ears of the
[3:06:53]
Police.
[3:06:53]
You call it a traffic division,
[3:06:56]
One officer, is that a division?
[3:06:58]
Let’s call it a traffic duo,
[3:07:00]
Okay, because we have no traffic
[3:07:03]
Enforcement.
[3:07:04]
Okay?
[3:07:05]
Even louie says when the light
[3:07:06]
Turns green he doesn’t even move
[3:07:08]
For five seconds.
[3:07:09]
That is our representative.
[3:07:10]
He is afraid to drive his car
[3:07:13]
When the light turns green.
[3:07:15]
You guys can do better.
[3:07:22]
[applause]

[3:23:15]
Thank you, mayor.
[3:23:15]
None of my committees have met

But thank you councilmember
[3:23:21]
Rocha, we’re always like what
[3:23:22]
Dough we say?
[3:23:23]
It’s so formal.
[3:23:27]

[3:23:38]
The street.
[3:23:40]
Please come.
[3:23:40]
That is a public meeting.
[3:23:41]
I know it could be hard for
[3:23:43]
People who work.
[3:23:44]
We’re still trying to figure out
[3:23:45]
How to make those meetings later
[3:23:47]
In the day so community members
[3:23:49]
Could attend.
[3:23:51]
I will not be attending that
[3:23:55]
Meeting.
[3:23:56]
My brother-in-law who is a
[3:23:58]
Veteran passed away and we’ll be
[3:24:00]
Having a send-off for him.
[3:24:03]
It’s really important to our
[3:24:04]
Family so I will thought be
[3:24:06]
There.
[3:24:06]
But I trust council member rocha
[3:24:09]
To lead that meeting because he
[3:24:11]
Is our expoart on expert on edu
[3:24:17]
Our cannabis standing committee
[3:24:18]
Meeting will be happening on the
[3:24:20]
18th.
[3:24:21]
At 10 a.m.
[3:24:22]
Mayor pro tem freitas.
[3:24:27]
We also, that will be here in
[3:24:29]
The council chambers.
[3:24:31]
Very exciting meeting, come and
[3:24:33]
Learn about all things cannabis.
[3:24:36]
I know councilmember, mayor pro
[3:24:38]
Tem traits is excited.
[3:24:40]
>> council member freitas: you
[3:24:41]
Betcha.
[3:24:44]
>> council member torres-walker:
[3:24:45]
And just in case people don’t
[3:24:47]
Know it is already public but
[3:24:48]
There is a joint meeting of the
[3:24:51]
City council and the planning
[3:24:54]
Commission, that same night in
[3:24:56]
Council chambers.
[3:24:57]
And on the 26th, the community
[3:25:00]
Development block grant standing
[3:25:01]
Committee is also meeting where
[3:25:04]
Myself and council member rocha
[3:25:05]
Sits on that committee.
[3:25:06]
It is 9 a.m.
[3:25:07]
I apologize again, that is
[3:25:10]
Super-early for residents who
[3:25:11]
Work.
[3:25:11]
It is a public meeting.
[3:25:12]
If you can make it please come.
[3:25:14]
If not, watch the play-back so
[3:25:17]
You can understand what are the
[3:25:19]
Next steps for cdbg and lplha
[3:25:27]
Dollars.
[3:25:28]
Let’s see working hard or hardly
[3:25:30]
Working.
[3:25:31]
District 1 down hall was on the
[3:25:33]
26th of february.
[3:25:34]
I want to thank all city staff
[3:25:37]
Who attended from the police
[3:25:40]
Department.
[3:25:40]
City manager, scott, was in
[3:25:44]
Attendance, thank you so much.
[3:25:46]
Also, I want to thank the mayor
[3:25:48]
Who was able to show up for a
[3:25:50]
Brief moment.
[3:25:50]
And I want to give a special
[3:25:53]
Shout-out to all the community
[3:25:54]
Members who showed up.
[3:25:56]
I will have a full presentation
[3:25:58]
Out.
[3:25:58]
We actually collected cards with
[3:26:01]
People’s concerns and contact
[3:26:05]
Information.
[3:26:05]
So I plan to reach out to those
[3:26:07]
Individuals, and also have a
[3:26:08]
Full report back at the next
[3:26:10]
Council meeting.
[3:26:11]
And a special shout-out to
[3:26:15]
Alicia and brenda from diane
[3:26:20]
Bergs office, shout out to
[3:26:24]
Brenda from the district
[3:26:25]
Attorney’s office, who came and
[3:26:27]
Discussed the resources coming
[3:26:29]
From the east contra costa, and
[3:26:32]
His commitment to working with
[3:26:35]
Antioch residents on resolving
[3:26:37]
Issues.
[3:26:37]
I also want to thank assembly
[3:26:40]
Member anna maria abel ferrias,
[3:26:47]
Who reaffirmed her commitment as
[3:26:52]
A councilmember and supporting
[3:26:54]
The city of antioch moving
[3:26:55]
Forward as well as peter kim
[3:26:56]
From the office of racial
[3:26:58]
Justice, and social equity, at
[3:27:00]
The county level.
[3:27:01]
They’re going to be rolling out
[3:27:03]
A trail work and some
[3:27:06]
Conversations.
[3:27:06]
There’s money coming down from
[3:27:09]
The county for mental health.
[3:27:12]
And like wellness support and
[3:27:13]
Those, we need those dollars
[3:27:15]
Here in antioch.
[3:27:16]
So I would encourage any
[3:27:18]
Resident if you see an
[3:27:20]
Announcement come from the
[3:27:21]
County about attending these
[3:27:23]
Meetings at the office of racial
[3:27:25]
Equity and social justice please
[3:27:27]
Attend.
[3:27:27]
Because our voices is what’s
[3:27:28]
Going to bring dollars to
[3:27:30]
Antioch.
[3:27:31]
If we aren’t in the room then
[3:27:33]
Our issues will not be
[3:27:36]
Addressed.
[3:27:37]
So I really encourage us to stay
[3:27:39]
In the loop with the county and
[3:27:41]
What’s happening so we can
[3:27:41]
Continue to get those dollars
[3:27:43]
Here in our city to support us.
[3:27:45]
And that is it.
[3:27:46]
>> mayor bernal: all right,
[3:27:47]
Thank you.
[3:27:48]
Council member wilson.
[3:27:50]
>> council member wilson: yes,
[3:27:51]
Thank you mayor.
[3:27:53]
Delta diablo meets tomorrow but
[3:27:54]
In the meantime a few weeks ago
[3:27:56]
I traveled with a delegation of
[3:27:58]
The board of delta adobe diablo
[3:28:06]
Our casta dc plant.
[3:28:11]
We service pittsburg and baibt
[3:28:13]
Which is unincorporated voskt.
[3:28:15]
And this city is embarking on a
[3:28:19]
$38 million secondary processing
[3:28:22]
Plant, which includes the
[3:28:25]
Antioch substation, very old,
[3:28:27]
Needs a lot of repair.
[3:28:28]
We traveled to d.c. And spoke to
[3:28:37]
Congressman garamendi and
[3:28:43]
Desaulnier.
[3:28:44]
It looks like they are very
[3:28:46]
Interested in getting some
[3:28:48]
Earmarks, not guaranteed but we
[3:28:50]
Might get some earmark dollars
[3:28:52]
To help with that station.
[3:28:54]
As the mayor knows the pump
[3:28:55]
Station is pretty old, has two
[3:28:57]
To three miles of pipeline that
[3:29:00]
Goes out that is very old.
[3:29:02]
We had some issues during a
[3:29:05]
Couple of rainstorms ago that
[3:29:07]
Pump station which pretty much
[3:29:10]
Impacts everybody here in
[3:29:12]
Antioch definitely needs some
[3:29:14]
Funding.
[3:29:15]
We may potentially get funding
[3:29:17]
From that for us patterning with
[3:29:21]
Delta diablo.
[3:29:22]
I will keep the council posted
[3:29:24]
On that.
[3:29:24]
Also I was able to attend last
[3:29:26]
Week the city of antioch had a
[3:29:27]
Meeting of all administrative
[3:29:29]
Assistants.
[3:29:29]
So I was able to stick my head
[3:29:31]
In, say hello, see what they’re
[3:29:33]
Talking about, what their
[3:29:35]
Concerns and what they’re
[3:29:36]
Working on so that was really
[3:29:38]
Enlightening meeting.
[3:29:39]
And then also, coming up I will
[3:29:42]
Be going on, I’ll be going on
[3:29:45]
Some meetings in regards to a.I.
[3:29:47]
And how it’s impacting
[3:29:50]
Municipalities.
[3:29:51]
So looking informed to going to
[3:29:57]
That meeting and how that
[3:29:58]
Technology works for or against
[3:30:00]
Us so that’s our report.
[3:30:02]
>> mayor bernal: all right
[3:30:03]
Thank you.
[3:30:03]
Mayor pro tem freitas.
[3:30:05]
>> council member freitas:
[3:30:05]
Basically the meetings have
[3:30:07]
Already been announced so I
[3:30:09]
Don’t have -- I don’t want to be
[3:30:11]
Repetitive.
[3:30:12]
>> mayor bernal: all right.
[3:30:13]
Of course.
[3:30:16]
>> mayor pro tem freitas made me
[3:30:18]
Think about this.
[3:30:19]
While going on our d.c. Trip
[3:30:26]
Councilperson garamendi talked
[3:30:29]
About your npdes, there might be
[3:30:32]
An opportunity to get some
[3:30:34]
Funding.
[3:30:34]
>> mayor bernal: for those of
[3:30:35]
You who don’t know mayor pro tem
[3:30:37]
Freitas was one of the founders
[3:30:39]
Of our county in national
[3:30:42]
Pollutant discharge elimination
[3:30:44]
System npdes program and that
[3:30:46]
Involved all of the cities in
[3:30:48]
Our county and it’s been very
[3:30:50]
Beneficial to keeping our river
[3:30:52]
Clean and our waterways.
[3:30:54]
So it’s impactful years ago and
[3:30:55]
Still today.
[3:30:56]
So I was in my report-out I have
[3:31:05]
Ccta contra costa county
[3:31:06]
Transportation authority, where
[3:31:08]
We worked on or recommended for
[3:31:10]
Approval the mid year budget.
[3:31:14]
Trans-plan is going to be
[3:31:15]
Meeting this thursday, I’m going
[3:31:17]
To be having a town hall with
[3:31:20]
Senator grayson and treasurer ma
[3:31:24]
On april the 2nd out at the
[3:31:26]
Water park community room, 6
[3:31:28]
P.m. If you like to hear things
[3:31:30]
Local and state, regarding
[3:31:31]
Things that they have to share.
[3:31:35]
And mayor pro tem freitas and I
[3:31:37]
Are going to be doing a bunch of
[3:31:39]
Interviews for the g pac
[3:31:42]
Applicants, that is our general
[3:31:44]
Plan advisory committee so we’re
[3:31:45]
Going to be doing that over the
[3:31:47]
Next week ore so and getting
[3:31:49]
Those folks back before the
[3:31:51]
Council hopefully to next city
[3:31:52]
Council meeting so we can get
[3:31:53]
Those meetings started which is
[3:31:56]
Very important.
[3:31:57]
Regarding my mayor’s comments
[3:31:59]
Most of you were not at our
[3:32:01]
Study session we had earlier
[3:32:02]
About our budget.
[3:32:04]
And so it was sobering to hear
[3:32:07]
The state of our finances.
[3:32:10]
There is a projected $11.3
[3:32:15]
Million defendant deficit for t
[3:32:20]
Year.
[3:32:20]
But when we have a little bit
[3:32:23]
Less than 11
[3:32:27]
We have many needs in the city
[3:32:29]
Of antioch as you know.
[3:32:31]
Our limited resources compete
[3:32:33]
For all of those.
[3:32:35]
This is down from a $27 million
[3:32:38]
Deficit last year, so we have
[3:32:39]
Made a lot of progress as a
[3:32:42]
Council working that down, but
[3:32:45]
We have a lot of work to do to
[3:32:48]
Keep going.
[3:32:50]
We can’t continue business as
[3:32:52]
Usual.
[3:32:52]
We have to figure out ways to
[3:32:55]
Increase revenue and decrease
[3:32:58]
Costs accordingly.
[3:33:00]
85% of revenue comes from taxes,
[3:33:03]
Property taxes, sales taxes,
[3:33:07]
Different taxes, so we are
[3:33:11]
Heavily tax dependent.
[3:33:13]
Economic development is
[3:33:14]
Important but a lot of things
[3:33:16]
Drive that in the city, public
[3:33:18]
Safety being one of the largest
[3:33:20]
Things, making sure when people
[3:33:22]
Have a business here, they want
[3:33:24]
To keep it here, it can grow and
[3:33:27]
Attract new businesses to come
[3:33:29]
To the city of antioch.
[3:33:31]
Staff is working hard on a plan
[3:33:33]
As we speak to bring back to the
[3:33:35]
City council to talk about
[3:33:37]
Economic development.
[3:33:39]
That is one of the three
[3:33:41]
Priorities we adopted at the
[3:33:44]
Last city council meeting,
[3:33:45]
Economic development, driven by
[3:33:47]
Code enforcement.
[3:33:51]
Before the meeting tonight, the
[3:33:52]
Code enforcement department
[3:33:54]
Talked about what they were
[3:33:55]
Doing to keep the city moving
[3:33:59]
Forward as far as blighted
[3:34:02]
Property, graffiti.
[3:34:11]
We have a plan to work on the
[3:34:14]
Updated ordinance, looking at
[3:34:16]
Ways to hold people
[3:34:18]
Accountable.
[3:34:19]
That’s very important, I’m sure
[3:34:20]
To all of you like it is to city
[3:34:22]
Council.
[3:34:23]
Another area priority for the
[3:34:25]
City council in the upcoming
[3:34:27]
Budget and year is having a
[3:34:28]
Fully staffed police department,
[3:34:31]
Complying with the doj,
[3:34:33]
Substations was another as was
[3:34:35]
Mentioned a grand opening of the
[3:34:38]
Substation in sick in in
[3:34:45]
Sycamore square tomorrow at 5:30
[3:34:47]
If you can make it.
[3:34:49]
will be big for the
[3:34:50]
Neighborhood.
[3:34:51]
Youth is a huge priority for the
[3:34:53]
City council.
[3:34:54]
Youth in every way.
[3:34:56]
Finally, homelessness, making
[3:34:58]
Sure that we are addressing
[3:35:00]
That.
[3:35:00]
Were going to work on a two year
[3:35:03]
Plan, figure out what to do with
[3:35:05]
The delta fair property.
[3:35:07]
We have a lot of things we are
[3:35:09]
Working on again.
[3:35:10]
The bottom line is that we need
[3:35:12]
Public engagement working
[3:35:13]
Through the budget over the next
[3:35:15]
Couple of months.
[3:35:16]
It’s a tough discussion.
[3:35:18]
Tough decisions are need to be
[3:35:20]
Made.
[3:35:20]
We need to do them in the best
[3:35:22]
Interest of the antioch
[3:35:24]
Community.
[3:35:24]
We need to hear your voices and
[3:35:27]
Hope you will all stay engaged
[3:35:29]
In that.
[3:35:30]
concludes my comments.
[3:35:32]
Our presentation today is the
[3:35:35]
Next item number four is the
[3:35:38]
District plan east bay park
[3:35:41]
District.
[3:35:42]
Our director collin is here.
[3:35:46]
Director will talk about the
[3:35:48]
Plan.
[3:35:48]
I think we have a powerpoint.
[3:35:51]
We’ll grill him with questions
[3:35:52]
About all we want to know about
[3:35:54]
The park district.
[3:35:55]
>> certainly, mayor.
[3:35:57]
I was told there is a problem
[3:35:58]
With the powerpoint.
[3:35:59]
We got it?
[3:36:00]
All right.
[3:36:02]
I was prepared to work without
[3:36:05]
It.
[3:36:07]
Thank you, mayor,
[3:36:09]
Councilmembers, city manager and
[3:36:11]
Public.
[3:36:11]
My name is collin coffee.
[3:36:14]
I represent ward 7 on the board
[3:36:17]
Of directors east bay park
[3:36:20]
District.
[3:36:21]
Ward 7 is the northern
[3:36:22]
Waterfront of contra costa
[3:36:25]
County and east county into our
[3:36:30]
Delta community.
[3:36:30]
I think you all are aware that
[3:36:34]
This incredibly expansive and
[3:36:37]
Wonderful park -- regional park
[3:36:40]
And trail system we have in the
[3:36:41]
East bay is a result of our
[3:36:45]
Founders deciding 90 years ago
[3:36:48]
That these two counties, alameda
[3:36:51]
And contra costa county,
[3:36:53]
Wouldn’t rely on park
[3:36:55]
Departments.
[3:36:56]
Instead, they created what has
[3:36:57]
Turned out to be the largest
[3:36:59]
Local government in the country
[3:37:01]
Devoted to regional parks and
[3:37:03]
Trails.
[3:37:05]
The east bay regional park
[3:37:07]
District.
[3:37:07]
We have an independent budget
[3:37:10]
Because we have our own property
[3:37:12]
Taxes and are not dependent on
[3:37:14]
Counties or states or other
[3:37:17]
Government entity, and we have
[3:37:19]
Our own elected board.
[3:37:29]
There we are.
[3:37:30]
So, you know, we have arrived at
[3:37:33]
A point where our annual expense
[3:37:36]
Budget is around 3 370
[3:37:40]
$370 million, we have a thousand
[3:37:42]
Employees, a fully staffed 70
[3:37:45]
Sworn officer police department,
[3:37:47]
Firedfire department and two
[3:37:50]
Helicopters.
[3:37:51]
It’s a remarkable accomplishment
[3:37:57]
To have this incredible park
[3:38:00]
System.
[3:38:00]
The task I have is to describe
[3:38:03]
For you the master plan process
[3:38:06]
That we are currently engaged
[3:38:08]
In.
[3:38:09]
It is informed largely by a
[3:38:12]
Mission that involves recreation
[3:38:15]
And conservation of land and
[3:38:17]
Access for people, climate
[3:38:21]
Resiliency and wildfire
[3:38:22]
Protection these days.
[3:38:24]
The district plan that we are
[3:38:26]
Preparing will guide the future
[3:38:28]
Of the east bay parks and
[3:38:31]
Address changing conditions
[3:38:33]
Including climate, the economy,
[3:38:35]
Demographics and park usage.
[3:38:38]
Among our desired outcomes for
[3:38:41]
This plan will be to inform us
[3:38:44]
By the diverse communities that
[3:38:46]
Use our parks, benefit from or
[3:38:50]
Seek greater access to park
[3:38:52]
District resources and move
[3:38:55]
Accordingly.
[3:38:58]
Themes are equity resilient,
[3:39:01]
Fiscal sustainability and
[3:39:04]
Collaboration, these are the
[3:39:06]
Topics for our goals including
[3:39:10]
Access, experience, resource
[3:39:12]
Protection and public land
[3:39:15]
Management.
[3:39:16]
Our timeline for this master
[3:39:18]
Planning process is accordingly
[3:39:21]
Here presented.
[3:39:24]
Round one was visioning and
[3:39:27]
Largely based on feedback from a
[3:39:30]
Community survey that resulted
[3:39:32]
In 6,000 people responding to
[3:39:34]
What they wanted to see for the
[3:39:36]
Future of the east bay park
[3:39:38]
System.
[3:39:38]
We are currently engaged in
[3:39:40]
Round two, focused on the master
[3:39:43]
Plans, goals, actions and
[3:39:46]
Priorities.
[3:39:47]
We are largely doing this, I
[3:39:50]
Think -- oops.
[3:39:58]
-- by reaching out to
[3:40:00]
\hoops -- by reaching out to
[3:40:00]
Community groups and the general
[3:40:03]
Public as well as important
[3:40:04]
Partners like the city of
[3:40:06]
Antioch.
[3:40:06]
So far what we have been hearing
[3:40:09]
Is park users are most
[3:40:12]
Interested in investing in
[3:40:13]
Existing parklands, providing
[3:40:16]
Access to newly acquired
[3:40:18]
Parklands and balancing resource
[3:40:21]
Conservation and public access.
[3:40:27]
Round two, as I mentioned,
[3:40:29]
Emerging partners reaching out
[3:40:31]
To established partners,
[3:40:33]
Institutional partners, tribes,
[3:40:35]
Park visitors and our own
[3:40:39]
Staff.
[3:40:40]
Currently we are engaged in
[3:40:43]
Aggressive outreach and
[3:40:45]
Awareness.
[3:40:45]
We have consultants working with
[3:40:48]
Various community groups
[3:40:49]
Including out here in east
[3:40:53]
Contra costa.
[3:40:54]
We hope by next winter to have a
[3:40:57]
Draft district plan for all to
[3:40:59]
Review and have further input.
[3:41:01]
It will then conclude as our
[3:41:04]
Strategic road map with key
[3:41:07]
Priorities with input, existing
[3:41:10]
Conditions and future trends.
[3:41:12]
All are invited to go to eb
[3:41:16]
Parks.org.
[3:41:16]
There is a banner there,
[3:41:18]
District plan.
[3:41:19]
It has all of the background
[3:41:20]
Information.
[3:41:21]
A lot of demographic information
[3:41:23]
That’s fascinating to review.
[3:41:26]
We can go city by city and
[3:41:30]
Determine whether people who
[3:41:32]
Reside in whatever city use our
[3:41:34]
Parks very much and how they use
[3:41:36]
Our parks, how they get to our
[3:41:38]
Parks.
[3:41:38]
It’s fascinating stuff.
[3:41:41]
You would be pleased to know
[3:41:44]
Antioch residents use our
[3:41:46]
Parks.
[3:41:46]
They are active park users in
[3:41:48]
This area.
[3:41:51]
Then, thank you.
[3:41:53]
What I want to do now is talk
[3:41:55]
About a separate planning
[3:41:56]
Process that we engaged in.
[3:41:59]
That’s on the contra loma
[3:42:03]
Lagoon.
[3:42:04]
History, long story short, we
[3:42:07]
Started repairing problems with
[3:42:09]
The lagoon, and it turned into
[3:42:11]
One of those -- you know, this
[3:42:15]
Old house kind of story?
[3:42:18]
You start tearing into it and
[3:42:21]
Find things wrong more serious
[3:42:23]
Than you thought.
[3:42:24]
You get to the point you are
[3:42:27]
Practically rebuilding the
[3:42:28]
Home?
[3:42:28]
That’s what happened here.
[3:42:30]
It got to the point where staff
[3:42:32]
And our consultants determined
[3:42:35]
That we can’t repair that
[3:42:38]
Lagoon, so we closed it, and as
[3:42:41]
Of last year, mid 2025, we had
[3:42:48]
Come up with plan a and b to
[3:42:50]
Replace it with a new loo
[3:42:54]
Lagoon, pricing between 10 and
[3:43:01]
$15 million.
[3:43:01]
Interesting process to go
[3:43:02]
Through to determine what should
[3:43:04]
Replace the old lagoon and what
[3:43:08]
Kind of facility it would
[3:43:10]
Become.
[3:43:10]
They are currently working on a
[3:43:13]
Plan c.
[3:43:14]
I have not seen that yet.
[3:43:16]
It might be, for instance, a
[3:43:20]
Regular pool rather than allah a
[3:43:27]
Lagoon allowing us to do more
[3:43:29]
Programming out there.
[3:43:30]
We hired last much a community
[3:43:33]
Outreach consulting firm that
[3:43:36]
Will commence this summer with
[3:43:39]
Community forums in antioch to
[3:43:41]
Go over these plans for a
[3:43:43]
Possible replacement of the
[3:43:45]
Lagoon and get community
[3:43:47]
Feedback so we can be informed.
[3:43:49]
We are going to spend a lot of
[3:43:51]
Money on this at some point, by
[3:43:54]
Thebuy the community what
[3:44:00]
Programming they want at that
[3:44:02]
Facility.
[3:44:03]
I want to introduce pete da
[3:44:08]
Quincy, manager of life guard
[3:44:10]
Services.
[3:44:11]
I’m proud of what pete has been
[3:44:13]
Doing in the community and
[3:44:16]
Surrounding communities in lieu
[3:44:17]
Of having the lagoon facility
[3:44:19]
Available.
[3:44:20]
If pete could come up to talk to
[3:44:22]
That?
[3:44:23]
>> thank you, director coffee.
[3:44:27]
City council, mr. Mayor, mayor
[3:44:30]
Pro-tem, city manager scott,
[3:44:32]
Staff and public, my name is
[3:44:35]
Pete da quincy, service manager
[3:44:39]
For east bay national park.
[3:44:43]
Co tra loma is one that I
[3:44:46]
Oversaw.
[3:44:48]
The immediate place we reached
[3:44:49]
Out to was antioch unified
[3:44:53]
School district because they
[3:44:54]
Have two pools available being
[3:44:56]
Under utilized deer valley and
[3:44:59]
Antioch high.
[3:45:00]
We then proceeded to work with
[3:45:02]
Them in regards to what could we
[3:45:05]
Provide to the community
[3:45:06]
Members?
[3:45:07]
We started to work on developing
[3:45:12]
Programming for the summer for
[3:45:13]
The sites and swim lessons for
[3:45:16]
The students.
[3:45:17]
We found a high percentage of
[3:45:19]
The student body that did not or
[3:45:21]
Was not or didn’t have the
[3:45:23]
Ability to swim.
[3:45:24]
We wanted them to learn.
[3:45:27]
We continued to do that.
[3:45:29]
We continue to do it all the way
[3:45:31]
To the present.
[3:45:32]
For the starting year of 2024,
[3:45:36]
We trained roughly in
[3:45:38]
Partnership over a thousand kids
[3:45:40]
How to swim at the school
[3:45:43]
District.
[3:45:44]
Historically, we were only at a
[3:45:47]
Threshold we could get to was
[3:45:49]
500 at contra loma.
[3:45:52]
Getting to a thousand working
[3:45:54]
With the school districts was
[3:45:56]
Phenomenal.
[3:45:57]
The last year of 2025, we did
[3:46:00]
3,000 students.
[3:46:01]
Some of the other things we have
[3:46:03]
Done in addition to that, which
[3:46:05]
Really came from the drivers of
[3:46:07]
The community and the students
[3:46:09]
Is, we received a call, because
[3:46:16]
Dozer libby doesn’t have a pool
[3:46:18]
And they wanted to do
[3:46:19]
Something.
[3:46:20]
When I met with them they were
[3:46:22]
Saying, basically, we would like
[3:46:24]
To have east bay regional parks
[3:46:27]
Come out to teach cpr to the
[3:46:29]
Students.
[3:46:30]
I said no, we would not do
[3:46:33]
That.
[3:46:33]
What we would do instead was
[3:46:35]
Train the students to be the
[3:46:37]
Instructors.
[3:46:38]
They would then -- we would
[3:46:40]
Provide them the equipment, find
[3:46:42]
Them the means to cover
[3:46:44]
Certifications and allow the
[3:46:45]
Students to teach each other,
[3:46:48]
Peers and students.
[3:46:50]
Within the first year they
[3:46:52]
Trained over 500 students.
[3:46:54]
This last year they did a
[3:46:59]
Phenomenal job, and it extended
[3:47:01]
Beyond dozer libby and has moved
[3:47:04]
To antioch high.
[3:47:06]
It’s also gone into the middle
[3:47:08]
Schools where the eighth
[3:47:10]
Graders, principal bower at the
[3:47:13]
Time at the middle school, pete,
[3:47:16]
We would like to see something
[3:47:17]
The eighth graders can do.
[3:47:19]
Can you make it happen?
[3:47:21]
I don’t know what we can do for
[3:47:24]
Young eighth graders.
[3:47:25]
I reached out to national red
[3:47:28]
Cross and wavered us to allow
[3:47:32]
Eighth graders to be instructors
[3:47:35]
In cpr.
[3:47:36]
They certified six and seventh
[3:47:39]
Graders and we extended the
[3:47:41]
Program to park middle school,
[3:47:43]
Orchard park, dallas ranch.
[3:47:48]
For 2024-25, the last year they
[3:47:51]
Certified a little under 1400
[3:47:54]
Kids, the high schools, the
[3:47:56]
Middle schools, this year at
[3:47:58]
This point, even before we are,
[3:48:02]
They are at 1700.
[3:48:04]
It’s the students driving the
[3:48:06]
Work.
[3:48:06]
I provide the equipment and
[3:48:09]
Cover certifications through the
[3:48:11]
Grant but the students drive the
[3:48:14]
Program and it’s engaging them
[3:48:17]
Within the community, serving
[3:48:19]
Their peers, the community,
[3:48:22]
Leadership development, making
[3:48:25]
Adult decisions about how to
[3:48:26]
Give back.
[3:48:27]
Next week, I shouldn’t say next
[3:48:29]
Week.
[3:48:30]
Friday they’ll be at dallas
[3:48:33]
Ranch serving there.
[3:48:34]
Two weeks from now, we’ll a
[3:48:38]
Pilot of an idea walking from
[3:48:40]
Park to sutter elementary to
[3:48:45]
Provide information to the
[3:48:46]
Fourth and fifth graders.
[3:48:47]
What they are doing hasn’t been
[3:48:50]
Done anywhere in the country.
[3:48:52]
It’s a big deal.
[3:48:53]
I can’t thank enough for the
[3:48:56]
Community members, students
[3:48:57]
Themselves, and the schools
[3:48:59]
Allowing us to do this.
[3:49:01]
Again, I know no dozer libby is
[3:49:06]
Reaching out, extending the
[3:49:09]
Service beyond antioch to
[3:49:11]
Oakley, to brentwood, to the
[3:49:13]
Students there.
[3:49:14]
Again, we’ll continue to do
[3:49:15]
That.
[3:49:17]
I know as we continue to move
[3:49:19]
Forward, we’ll expand the
[3:49:20]
Program for swimming and for
[3:49:22]
First aid cpr, the kids are
[3:49:26]
Teaching epipens, asthma
[3:49:31]
Inhaler, nay naloxone.
[3:49:35]
They are in talks with the city
[3:49:37]
As to what we can do to support
[3:49:39]
The waterpark in regards to
[3:49:41]
Training and development and so
[3:49:43]
Forth.
[3:49:44]
Is there any questions you might
[3:49:47]
Have at this time that I could
[3:49:49]
Answer?
[3:49:49]
>> mayor ron bernal: before we
[3:49:51]
Ask questions, if there is
[3:49:54]
Public comment on this, I would
[3:49:55]
Like to take that first and then
[3:49:57]
We can ask questions.
[3:49:58]
>> clerk: we have one public
[3:50:03]
Comment.
[3:50:10]
>> thank you for the
[3:50:11]
Presentation.
[3:50:12]
I wanted to say that I noticed
[3:50:15]
One thing that’s different from
[3:50:20]
Alameda county to this county.
[3:50:23]
Alameda county hoffa silties you
[3:50:25]
Can rent and use in their public
[3:50:29]
Parks.
[3:50:30]
You can have weddings.
[3:50:32]
You can have anniversary, all
[3:50:37]
Kinnes of things.
[3:50:39]
I have not seen that in contra
[3:50:41]
Costa county.
[3:50:41]
I have not seen places you can
[3:50:43]
Rent to do that type of thing,
[3:50:45]
Have weddings.
[3:50:47]
That generates a lot of things.
[3:50:49]
I gave my youngest daughter a
[3:50:51]
Baby shower and another one
[3:50:53]
Something else there.
[3:50:54]
I wonder why that hasn’t been
[3:50:58]
Implemented here and as a means
[3:50:59]
Of making -- generating more
[3:51:03]
Revenue?
[3:51:05]
>> 40 years ago, I was married
[3:51:11]
In contra costa county in tilten
[3:51:13]
Park at a park district facility
[3:51:17]
Known as the brazil room.
[3:51:20]
We share 40th anniversaries,
[3:51:22]
Don’t we, mayor?
[3:51:24]
We do do that.
[3:51:26]
We have various facilities
[3:51:28]
Around the two counties that
[3:51:30]
People can rent.
[3:51:32]
People get married at briyonnes
[3:51:38]
Park, there is an area to pay a
[3:51:41]
Fee and hold a wedding there.
[3:51:45]
Kenkennedy grove can be rented.
[3:51:50]
Yeah.
[3:51:52]
Black diamond, no.
[3:51:54]
But we are working on it at
[3:51:57]
Black diamond.
[3:51:59]
The visitor center in the
[3:52:01]
Mountain that is being
[3:52:04]
Reinforced so that we can have
[3:52:06]
Groups in there again so you can
[3:52:08]
Have a neat wedding or some
[3:52:11]
Other event basically in a cave
[3:52:13]
In the mountain.
[3:52:16]
We used to do that kind of
[3:52:18]
Thing.
[3:52:18]
>> what about potentially the
[3:52:21]
Development that you guys are
[3:52:23]
Doing at roddy rarnlg?
[3:52:25]
>>ranch?
[3:52:27]
>> roddy ranch is largely a
[3:52:30]
Habitat preserve.
[3:52:32]
We’ll provide trails, but we are
[3:52:34]
Prohibited from building things
[3:52:36]
There because of the habitat
[3:52:38]
Issues.
[3:52:38]
I wanted to say one more thing.
[3:52:40]
The added value for what pete
[3:52:42]
Has been doing is keeping a
[3:52:44]
Bunch of life guards employed.
[3:52:48]
I really appreciate that part of
[3:52:50]
It.
[3:52:50]
His programs are literally
[3:52:53]
Training future life guards that
[3:52:55]
We’ll have.
[3:52:56]
There is a lot of strategic
[3:52:58]
Value in this for the practice
[3:53:00]
As well.
[3:53:02]
>> mayor ron bernal: awesome.
[3:53:05]
Any other public comment?
[3:53:06]
>> clerk: no further public
[3:53:11]
Comment.
[3:53:13]
Sorry.
[3:53:15]
>> can I come forward to be on
[3:53:17]
The record?
[3:53:18]
>> clerk: please, come
[3:53:23]
Forward.
[3:53:24]
>> thank you, mayor, city
[3:53:26]
Council members.
[3:53:28]
I was curious if park and rec
[3:53:32]
For antioch has an adaptive and
[3:53:36]
Inclusive resource program for
[3:53:39]
Disabled individuals to have
[3:53:40]
Like a sensory experience at the
[3:53:43]
Park?
[3:53:44]
I know that it’s missing in most
[3:53:47]
Parks, but some cities in contra
[3:53:49]
Costa do in fact have a program
[3:53:52]
Specifically designed for people
[3:53:53]
With disabilities.
[3:53:54]
>> we have staff that are
[3:53:58]
Devoted to that.
[3:54:01]
>> mayor ron bernal: thank
[3:54:03]
You.
[3:54:03]
Any others?
[3:54:06]
One more, mr. Broom.
[3:54:10]
>> good evening, mayor and
[3:54:16]
Council.
[3:54:17]
Good to see you, collin.
[3:54:18]
I used to intern for st. Mount
[3:54:23]
Diablo and took a wilderness
[3:54:26]
First aid training.
[3:54:28]
They offer outdoor experiences
[3:54:30]
And the like.
[3:54:30]
To see the work pete has done
[3:54:33]
Having worked at dozer libby as
[3:54:36]
Well and other educational
[3:54:39]
Institutions in town, I would
[3:54:40]
Love to see the city -- perhaps
[3:54:43]
I can’t make it to the city
[3:54:45]
School standing committee
[3:54:47]
Because I’m teaching, however, I
[3:54:48]
Would love to see collaboration
[3:54:50]
With the city and school
[3:54:52]
District to enable our youth not
[3:54:56]
Only to have -- prowess in
[3:55:01]
Aquatic life saving, but
[3:55:05]
Wilderness education
[3:55:05]
Opportunities.
[3:55:06]
There are no outdoor education
[3:55:10]
Programs within the school
[3:55:11]
District I’m aware of at the
[3:55:12]
Moment.
[3:55:13]
Getting everyone to come
[3:55:15]
Together to partner toward that
[3:55:16]
And make it safer for the
[3:55:19]
Antioch residents to hike.
[3:55:22]
We have to deal with
[3:55:24]
Rattlesnakes -- there are a lot
[3:55:26]
Of hazards.
[3:55:26]
We may be close to █anurban
[3:55:29]
Environment, but you can get far
[3:55:33]
Away from help quickly.
[3:55:35]
Encouraging the community to get
[3:55:37]
That kind of training and
[3:55:38]
Education and the love for the
[3:55:40]
Experience of the outdoors would
[3:55:41]
Be amazing.
[3:55:42]
Seeing more of the program
[3:55:45]
Expand from aquatics to other
[3:55:48]
First aid would be amazing.
[3:55:49]
>> mayor ron bernal: thank
[3:55:53]
You.
[3:55:54]
All right, it’s to the council.
[3:56:00]
Mayor pro-tem.
[3:56:01]
>> two comments.
[3:56:03]
My son is 34 years old.
[3:56:05]
Hehe was a life guard now he’s a
[3:56:12]
Mitch michelin chef.
[3:56:16]
I’m happy with the experience he
[3:56:19]
Had.
[3:56:19]
It was good for him as he grew
[3:56:21]
Up.
[3:56:21]
I’m not letting you off on the
[3:56:24]
Pool facility at contra loma.
[3:56:28]
For decades, it played a
[3:56:30]
Critical role in the city of
[3:56:32]
Antioch.
[3:56:32]
It was a point that many, many
[3:56:35]
People participated in,
[3:56:37]
Particular people who did not
[3:56:38]
Have a lot of money.
[3:56:39]
It offered them extraordinary
[3:56:43]
Experiences, both in the
[3:56:44]
Wildlife but also in the
[3:56:46]
Swimming, lagoon and things of
[3:56:48]
That sort.
[3:56:48]
You talk about a different
[3:56:51]
Alternative being a built in
[3:56:53]
Pool.
[3:56:54]
My question is, what’s the
[3:56:55]
Timeline?
[3:56:56]
>> we are going to spend at
[3:56:59]
Least nine months from here on,
[3:57:02]
Now that we have the consultant
[3:57:05]
On these community engagement
[3:57:08]
Processes, so we get the
[3:57:09]
Feedback.
[3:57:10]
That informs the decision as to
[3:57:12]
What direction we want to go in
[3:57:14]
Createing a new facility there.
[3:57:20]
In theory, that could be done
[3:57:22]
End of the year or early nengs
[3:57:26]
Next year.
[3:57:26]
When would it be built?
[3:57:28]
I think you know from your
[3:57:29]
Experiences as I have learned
[3:57:31]
That, that is a function of
[3:57:33]
Fundraising.
[3:57:34]
We are very good at it.
[3:57:36]
We are very good at leveraging
[3:57:39]
Our own capital funding, and we
[3:57:41]
Are in pretty good shape on that
[3:57:44]
Level, and going out to other
[3:57:48]
Funders.
[3:57:49]
You reach a point where you
[3:57:52]
Hopefully are close to fully
[3:57:54]
Funded and start going out for
[3:57:55]
Construction.
[3:57:56]
I don’t know what that timeframe
[3:57:58]
Will be.
[3:57:58]
It’s going to need a new
[3:58:01]
Administration in washington,
[3:58:02]
For instance.
[3:58:03]
>> I hope it’s more of a
[3:58:06]
Priority.
[3:58:07]
Antioch has not had the lagoon,
[3:58:09]
Has not had the facility at
[3:58:12]
Least eight years?
[3:58:13]
>> three or four years now.
[3:58:16]
>> mayor pro-tem: it is a
[3:58:19]
Priority in the community, and
[3:58:21]
It’s missing.
[3:58:22]
We had discussion on the
[3:58:24]
District priority.
[3:58:25]
It’s needed in eastern contra
[3:58:27]
Costa county.
[3:58:29]
I hope you will republic us well
[3:58:30]
Because the faster the better it
[3:58:33]
Will be for our community.
[3:58:34]
>> I have my priorities and
[3:58:36]
Staff knows it.
[3:58:38]
I’m with you on that.
[3:58:41]
We took quite a bit of time
[3:58:43]
Talking to the water district
[3:58:46]
About whether we could go back
[3:58:48]
To swimming.
[3:58:48]
We have had the discussion.
[3:58:49]
We worked at that, and the
[3:58:52]
Answer with was no in the end.
[3:58:58]
>> take me along next time.
[3:59:01]
>> let’s go.
[3:59:02]
We can do that.
[3:59:03]
>> mayor ron bernal: anyone
[3:59:06]
Else?
[3:59:06]
Any other questions?
[3:59:07]
I want to thank you, director
[3:59:09]
Coffee.
[3:59:10]
Pete, thank you for letting us
[3:59:12]
Know -- I wasn’t aware that all
[3:59:14]
Of this has been and continues
[3:59:16]
To go on and is growing and down
[3:59:20]
To the elementary levels.
[3:59:23]
The numbers you are putting out
[3:59:26]
There is something to be proud
[3:59:27]
Of and promote and let the world
[3:59:29]
Know about.
[3:59:30]
That’s what you have done in
[3:59:33]
Figuring out a way to help our
[3:59:35]
Youth and train them to swim,
[3:59:37]
And train them in cpr, those are
[3:59:40]
Two important skills, especially
[3:59:42]
Where you live on the delta.
[3:59:44]
Thank you so much for being
[3:59:46]
Innovative in that area.
[3:59:48]
>> thank you, mayor bern nalal
[3:59:53]
For the kind work.
[3:59:55]
Most of the work is because the
[3:59:56]
Kids have the inspiration and
[3:59:58]
Drive and want to do it and want
[4:00:00]
To give back.
[4:00:02]
I’m there to help facilitate
[4:00:04]
Them in the effort.
[4:00:05]
>> I’m going to leave a pile of
[4:00:09]
Master plan brochures on your
[4:00:11]
Deck out here.
[4:00:12]
>> mayor ron bernal: thank you
[4:00:14]
Again for your presentation.
[4:00:15]
Very much appreciate it.
[4:00:18]
[applause]
[4:00:20]
>> mayor ron bernal: moving on
[4:00:22]
To the consent calendar, do we
[4:00:25]
Have any items council or the
[4:00:29]
Public want to pull?
[4:00:30]
>> m.
[4:00:31]
>> clerk: the public would
[4:00:33]
Like to pull h, j, k and l.
[4:00:44]
>> hj, k, l?
[4:00:46]
>> clerk: correct.
[4:00:50]
H, j, k, l.
[4:00:52]
>> mayor ron bernal: do I have
[4:00:54]
A motion to approve everything
[4:00:57]
On the consent calendar except
[4:01:00]
Items hjk l & m.
[4:01:03]
>> so moved.
[4:01:04]
>> motion from councilmember
[4:01:06]
Wilson.
[4:01:06]
>> second.
[4:01:07]
from mayor pro-tem
[4:01:10]
Freitas.
[4:01:10]
Please cast your votes.
[4:01:16]
>> motion passes, 5-0.
[4:01:21]
>> mayor ron bernal: item h,
[4:01:25]
Neighborhood traffic calming
[4:01:27]
Project.
[4:01:27]
>> thank you, mayor and city
[4:01:29]
Council.
[4:01:29]
Is there a question on this or
[4:01:33]
Do you want a full
[4:01:34]
Presentation?
[4:01:35]
Who pulled this?
[4:01:36]
>> mayor ron bernal: is it a
[4:01:40]
Member of the public?
[4:01:41]
>> mayor ron bernal: we can
[4:01:43]
Hear the public comment,
[4:01:44]
Please?
[4:01:46]
>> it was a question.
[4:01:48]
I was wondering about the
[4:01:50]
Listings of the streets.
[4:01:53]
When are they getting to j
[4:01:55]
Street and west 10th?
[4:01:58]
Those are two streets I have
[4:02:01]
Lived on that are just tore up,
[4:02:09]
And people are racing through
[4:02:11]
There and there are so many
[4:02:13]
Children on j.
[4:02:15]
Apartments -- they are out there
[4:02:16]
Playing in the street.
[4:02:18]
I’m wondering when they are
[4:02:19]
Getting to j street and also
[4:02:22]
West 10th, the street I used to
[4:02:26]
Live on.
[4:02:27]
>> mayor ron bernal: thank
[4:02:28]
You.
[4:02:28]
Any other public comment on this
[4:02:30]
Item?
[4:02:30]
Can you come up to the
[4:02:32]
Microphone, please?
[4:02:33]
>> I’m actually glad you are
[4:02:35]
Bringing this up.
[4:02:36]
I wasn’t aware, but we had a
[4:02:39]
Huge accident where the school
[4:02:41]
Teacher was hit by a car on
[4:02:45]
Laurel, and country hills over
[4:02:47]
The weekend.
[4:02:48]
Since we have opened up laurel,
[4:02:50]
We are up to four or five, and
[4:02:52]
That’s a lot of people being
[4:02:54]
Injured in that timeframe.
[4:02:56]
Some of the neighbors -- we get
[4:02:58]
Together in the neighborhood.
[4:03:00]
There are like 50 people trying
[4:03:02]
To figure out what’s going on.
[4:03:03]
We are all hoping you put a
[4:03:06]
Street light in there.
[4:03:08]
That would save a lot of lives,
[4:03:10]
I think.
[4:03:11]
Thank you.
[4:03:12]
>> mayor ron bernal: thank
[4:03:13]
You.
[4:03:14]
Any others?
[4:03:14]
>> clerk: no further comment
[4:03:19]
Cards.
[4:03:21]
>> mayor ron bernal.
[4:03:22]
Questions from council?
[4:03:23]
None?
[4:03:24]
Can I have a motion to approve
[4:03:26]
Item h.
[4:03:26]
>> I move to approve.
[4:03:28]
>> motion by councilmember
[4:03:30]
Rocha.
[4:03:30]
>> second.
[4:03:32]
by councilmember
[4:03:34]
Torres-walker.
[4:03:34]
Please cast your votes.
[4:03:37]
>> clerk: motion passes, 5-0.
[4:03:44]
>> mayor ron bernal: miss may,
[4:03:47]
We can get the answer to your
[4:03:48]
Question from staff.
[4:03:50]
Item j, consideration of bids
[4:03:52]
For pruitt waterpark
[4:03:55]
Resurfacing?
[4:03:56]
>> thank you, mayor and city
[4:03:58]
Council.
[4:03:58]
Do you want the presentation or
[4:03:59]
Is this a question?
[4:04:01]
>> mayor ron bernal: is this a
[4:04:02]
Question from the public?
[4:04:03]
>> clerk: the public.
[4:04:05]
Miss mae?
[4:04:08]
>> didn’t we approve money for
[4:04:10]
Repairs to the pool and steps
[4:04:14]
Earlier in 2025?
[4:04:17]
Wasn’t the money put aside for
[4:04:18]
That?
[4:04:19]
Wasn’t it approved for that?
[4:04:24]
And the same thing for k too?
[4:04:28]
>> mayor ron bernal: all
[4:04:30]
Right.
[4:04:31]
Any other comments on this or
[4:04:33]
Questions?
[4:04:34]
>> clerk: no further comment
[4:04:38]
Cards.
[4:04:39]
Oh, one more.
[4:04:45]
Makes it easier for me to see
[4:04:47]
You.
[4:04:47]
>> can you give me three
[4:04:50]
Minutes?
[4:04:50]
I would love to make things
[4:04:52]
Easier for you, sir, but you
[4:04:55]
Violent the brown act.
[4:04:57]
People don’t need to give you
[4:04:59]
Their name, fill out cards and
[4:05:02]
You don’t need to answer me.
[4:05:04]
It’s my three minutes.
[4:05:07]
I’m recapturing my time.
[4:05:08]
My name is john.
[4:05:10]
Been a resident of antioch for
[4:05:12]
25 years.
[4:05:15]
I think we have mr. He haven he hefen berger?
[4:05:22]
Brad?
[4:05:23]
The guy that used to be in
[4:05:25]
Charge of recreation, the
[4:05:28]
Waterpark?
[4:05:28]
He did such a lousy job that we
[4:05:31]
Don’t have a waterpark.
[4:05:33]
You need to stop calling it
[4:05:36]
That.
[4:05:36]
What we have is a swimming
[4:05:38]
Pool.
[4:05:38]
We have a swimming pool at
[4:05:41]
Pruitt.
[4:05:41]
None of the water slides work.
[4:05:44]
Now, let’s go back ten years.
[4:05:46]
We used to have water slides
[4:05:51]
Even they were good enough for
[4:05:52]
Adults.
[4:05:53]
People would bring their kids,
[4:05:55]
Go down them a few times, but
[4:05:58]
Most of the time it was for
[4:06:00]
Their kids.
[4:06:01]
During the week, you would drive
[4:06:02]
By and see in the parking lot
[4:06:05]
Ten school busses.
[4:06:08]
People -- high schools from all
[4:06:10]
Over contra costa county used to
[4:06:12]
Bring field trips to the
[4:06:13]
Waterpark.
[4:06:14]
That’s how you guys -- that’s
[4:06:16]
How it paid for itself.
[4:06:18]
Busses used to show up with
[4:06:20]
Junior high, high school and
[4:06:22]
They loved it.
[4:06:24]
As soon as mr. Hefen burger -- I
[4:06:29]
Hope I’m pronouncing his name
[4:06:32]
Right.
[4:06:32]
I have a hard name to pronounce
[4:06:35]
Too.
[4:06:35]
He used to come before you and
[4:06:37]
Say this is the gem of the bay
[4:06:39]
Area.
[4:06:40]
No, when the water slides broke,
[4:06:43]
What did brad do in first thing
[4:06:46]
He did was raised the prices.
[4:06:49]
We have no water slides now.
[4:06:51]
It’s just a swimming pool, and
[4:06:53]
We are going to raise the
[4:06:55]
Prices.
[4:06:55]
Guess what happens?
[4:06:56]
We don’t have any money.
[4:06:59]
Brad keeps coming to you asking
[4:07:01]
You for money.
[4:07:02]
Some of you are asking the right
[4:07:05]
Questions.
[4:07:05]
We can’t afford a waterpark.
[4:07:09]
It would be nice to pick up
[4:07:10]
Everybody and bring them to
[4:07:12]
Swim.
[4:07:13]
We can’t afford a waterpark.
[4:07:16]
When brad was in charge, he let
[4:07:18]
It deteriorate.
[4:07:20]
Now it’s a swimming pool.
[4:07:22]
Stop calling it a waterpark.
[4:07:24]
We shouldn’t put money into it
[4:07:27]
When we have deficits, millions
[4:07:29]
Of dollars.
[4:07:30]
You raise the prices and don’t
[4:07:32]
Have water slides, and now you
[4:07:35]
Want to put 300,000 -- another
[4:07:39]
Hundred thousand.
[4:07:41]
Last year they said why don’t
[4:07:42]
You give us $200,000 every year
[4:07:45]
And we’ll use it.
[4:07:46]
Please, don’t be idiots, okay?
[4:07:49]
You are spending our money
[4:07:51]
Foolishly.
[4:07:51]
I have been coming up here ten
[4:07:53]
Years to tell you, you are
[4:07:56]
Spending your money foolishly.
[4:07:57]
One of us is right.
[4:08:01]
>> mayor ron bernal: thank
[4:08:04]
You.
[4:08:05]
>> I have notes on the waterpark
[4:08:08]
I have been thinking of.
[4:08:09]
I’m going to disagree with
[4:08:12]
Mr. Johnny walker, though I
[4:08:14]
Appreciate him.
[4:08:15]
I don’t think we need another
[4:08:17]
Closed asset in antioch.
[4:08:18]
We have a lot of things
[4:08:20]
Closing.
[4:08:20]
I want to talk about how to make
[4:08:23]
The waterpark profitable, an
[4:08:25]
Asset not just to city finances,
[4:08:28]
But community as well.
[4:08:29]
The real issue to me is
[4:08:31]
Management and customer
[4:08:32]
Experience.
[4:08:33]
I went and reviewed the reviews
[4:08:36]
On it.
[4:08:37]
Not great.
[4:08:38]
Poor customer service.
[4:08:40]
We need to reward the staff who
[4:08:42]
Deliver excellent customer
[4:08:44]
Service and help maintain a
[4:08:47]
Positive park experience for the
[4:08:49]
Guests.
[4:08:50]
A well-run park attracts repeat
[4:08:54]
Visitors and boosts revenue.
[4:08:57]
I suggest setting a goal on
[4:08:58]
Increasing it each year.
[4:08:59]
Here are ideas that you don’t
[4:09:01]
Offer.
[4:09:02]
Monthly passes.
[4:09:03]
Instead of a whole year pass,
[4:09:07]
Maybe a monthly pass for
[4:09:10]
Grandkids visiting.
[4:09:11]
Maybe weekend passes, parents
[4:09:13]
Are at work.

[4:11:04]
Doing related to improving
[4:11:07]
Customer service in the city of
[4:11:08]
Antioch?
[4:11:09]
>> yes, in terms of cultural
[4:11:12]
Responsiveness?
[4:11:12]
Our staff is being trained on
[4:11:16]
Basically how to give good
[4:11:19]
Customer service.
[4:11:20]
That starts from the
[4:11:22]
Organizational culture,
[4:11:23]
Answering the phones, returning
[4:11:26]
Messages within a certain amount
[4:11:27]
Of time.
[4:11:28]
I think as exemplified by the
[4:11:31]
Executive assistant to the
[4:11:32]
Clerk’s office and with the
[4:11:34]
Parks and rec team as well as
[4:11:39]
Motz rots team a tenant of our
[4:11:42]
Values, and we are doing things
[4:11:44]
To increase how we do customer
[4:11:46]
Service.
[4:11:47]
You heard about that in code
[4:11:49]
Enforcement.
[4:11:50]
Some people want to wear certain
[4:11:53]
Jackets.
[4:11:54]
It depends on the areas they go
[4:11:56]
Into as well as the service they
[4:11:57]
Are delivering.
[4:11:58]
It’s something we are working on
[4:12:01]
Actively.
[4:12:01]
It’s a part of not only our --
[4:12:04]
How we put on the face of the
[4:12:06]
City, but also how we do it
[4:12:10]
Throughout performance
[4:12:11]
Management and progressive
[4:12:13]
Discipline.
[4:12:14]
>> I know I was introduced to
[4:12:17]
The gentleman leading the
[4:12:18]

[4:12:20]
Also got to see the inverted
[4:12:23]
Triangle and how services from
[4:12:25]
The bottom up, not the top down,
[4:12:29]
Is that training happening in
[4:12:33]
Each department separately to
[4:12:34]
Address the issues and also
[4:12:37]
Collectively?
[4:12:37]
>> yes, it’s baked within how we
[4:12:40]
Look at the operational
[4:12:42]
Assessment as well as how we do
[4:12:44]
Process improvement and service
[4:12:46]
Delivery.
[4:12:47]
I believe that councilmember
[4:12:48]
Wilson was saying she stumbled
[4:12:51]
Into the inaugural meeting of
[4:12:54]
The administrative assistants.
[4:12:56]
For the first time every
[4:12:59]
Administrative assistant in the
[4:13:00]
City got into one work to talk
[4:13:03]
About how to operationalize the
[4:13:04]
City council and directors from
[4:13:06]
The time they walk in to the
[4:13:08]
Time they get out?
[4:13:10]
How do we make sure we have the
[4:13:12]
Same information across all
[4:13:14]
Levels from the directors to the
[4:13:16]
Line staff so everything
[4:13:18]
Cascades up and down so we have
[4:13:20]
The best service delivery for
[4:13:22]
Community.
[4:13:23]
It’s a big deal when we sort of
[4:13:26]
Cascade all of the everies to
[4:13:27]
Make sure that the information
[4:13:29]
Is out and what does it mean for
[4:13:31]
The pio, jaden, to make sure
[4:13:35]
Customers and residents get more
[4:13:37]
Information about what’s
[4:13:38]
Happening in the city.
[4:13:39]
We see that with biweekly report
[4:13:42]
Inaugural ral administrative to
[4:13:48]
Front line staff getting
[4:13:49]
Together to talk about how to
[4:13:51]
Engage with the public and have
[4:13:54]
Feedback between the council and
[4:13:55]

Didn’t is ask for public

[4:15:50]
The most important thing in the

[4:16:18]

[4:16:19]
Waterpark.
[4:16:20]
He did a terrible job.
[4:16:22]
The waterpark went downhill.
[4:16:25]
No more water slides.
[4:16:26]
No more busses of kids to keep
[4:16:31]

Office.
[4:16:42]
That was the thing they did
[4:16:43]
There.
[4:16:44]
If you skewed up bad, really
[4:16:47]
Bad, that’s how you got
[4:16:49]
Promoted.
[4:16:50]
That’s how government agencies
[4:16:52]
Work.
[4:16:54]
You screwup, they move you
[4:16:57]
Around, promote you.
[4:16:58]
Why did we promote brad?
[4:17:00]
Why did we promote joe?
[4:17:03]
The city is not safer after joe
[4:17:07]
Was a policeman for a year.
[4:17:09]
You promoted him.
[4:17:11]
Why?
[4:17:11]

[4:17:14]
Brad hefen burger, director of
[4:17:18]
Public -- what’s it called?
[4:17:19]
I don’t know.
[4:17:21]
He ran the waterpark.
[4:17:23]
He did a terrible job.
[4:17:25]
You guys -- one, two, three,
[4:17:28]
Four, five -- it’s not polite to
[4:17:31]
Point.
[4:17:32]
I’m going to do this thing, you
[4:17:34]
Five gave away $300,000 that we
[4:17:38]
Don’t have to fix a waterpark
[4:17:40]
That’s already broken nobody
[4:17:42]
Wants to go to unless they are
[4:17:45]
Five or six years old.
[4:17:47]
We had an excellent
[4:17:48]
Presentation.
[4:17:49]
Wouldn’t you all agree, by the
[4:17:51]
Fire guys.
[4:17:54]
The excellent things they are
[4:17:56]
Doing at our two pools.
[4:17:59]
Look what they did with two
[4:18:01]
Pools sitting there for years.
[4:18:03]
They trained the life guards.
[4:18:05]
What was brad doing in brad has
[4:18:08]
A nice job for the teenagers.
[4:18:14]
Pretty much, we are subsidizing
[4:18:16]
It.
[4:18:16]
The park is not paying for
[4:18:19]
Itself.
[4:18:20]
We can’t afford it.
[4:18:21]
You guys want to keep spending
[4:18:24]
Money, you won’t listen to me.
[4:18:25]
I have been coming up here seven
[4:18:27]
Years telling you, you are going
[4:18:30]
To be bankrupt.
[4:18:31]
I don’t want to be the one to
[4:18:32]
Say I told you so, but stick
[4:18:35]
Around for a little bit, okay?
[4:18:39]
[beep ]
[4:18:40]
>> mayor ron bernal: we have
[4:18:42]
Another public comment.
[4:18:59]
>> thank you.
[4:19:11]
I can say that I did grow up
[4:19:14]
Going to that waterpark and I
[4:19:16]
Did enjoy it as a youth.
[4:19:18]
I appreciate it being there
[4:19:21]
Today.
[4:19:22]
But, I’ll tell you now as an
[4:19:25]
Adult I have a responsibility to
[4:19:27]
Myself and my family.
[4:19:29]
I’m a taxpayer.
[4:19:32]
We discussed how precious the
[4:19:34]
Tax dollars are.
[4:19:38]
So, I’m genuinely concerned that
[4:19:41]
We are putting through consent
[4:19:45]
Calendar capital improvement
[4:19:47]
Projects that we have previously
[4:19:51]
Approved for significant capital
[4:19:53]
Improvement projects in a park
[4:19:56]
That has historically brought us
[4:19:59]
Net negative annually.
[4:20:01]
When I first started looking
[4:20:03]
Into this park, it was losing
[4:20:05]
500 to $800,000.00 a year.
[4:20:08]
Coming from our general fund,
[4:20:11]
Transferred over every year.
[4:20:18]
All other funds -- I remember
[4:20:20]
One year I found that the delta
[4:20:24]
Fair 211 fund transferred
[4:20:26]
Dollarss into the waterpark and
[4:20:28]
That’s not legal.
[4:20:29]
It was to go to parks built
[4:20:33]
Before 1980.
[4:20:34]
Today, that park is losing over
[4:20:37]
A million dollars a year.
[4:20:41]
Then, we have a capital
[4:20:43]
Improvement project that we are
[4:20:46]
Scheduling here in spring to
[4:20:50]
Replaster two pools that are
[4:20:52]
Main drivers for people going
[4:20:54]
There that should end in june
[4:20:57]
Into the swim season?
[4:20:59]
So that means we understand, we
[4:21:02]
Run the park at a negative.
[4:21:04]
Let’s spend money we can’t
[4:21:05]
Afford on a project during a
[4:21:07]
Time when we could be making
[4:21:09]
Money there.
[4:21:10]
That is already going to be a
[4:21:14]
Net negative.
[4:21:15]
That’s realistically like
[4:21:17]
Someone saying, hundred, you are
[4:21:19]
Setting our house on fire.
[4:21:21]
Let me grab the money from the
[4:21:23]
Safe s you can burn it too.
[4:21:26]
That’s dramatic, but it’s
[4:21:29]
Realistic.
[4:21:29]
I also live on pruitt ranch
[4:21:33]
Where those shrubs have never
[4:21:36]
Been replanted.
[4:21:36]
The sound walls are leaning
[4:21:38]
Over, going to go.
[4:21:39]
Those are people’s backyard
[4:21:44]
Walls.
[4:21:46]
So, I real think we need to
[4:21:47]
Understand what this waterpark
[4:21:49]
Is doing to our budget, more
[4:21:51]
Importantly why are we
[4:21:53]
Scheduling capital improvement
[4:21:55]
Projects at a time the
[4:21:57]
Waterparks should be open.
[4:21:59]
I don’t think they’ll finish in
[4:22:00]
June.
[4:22:01]
We always have amendments to
[4:22:06]
Projects.
[4:22:07]
[beep ]
[4:22:08]
>> mayor ron bernal: seeing no

[4:22:13]

Can I get a motion?
[4:22:17]
>> councilmember torres-walker:
[4:22:19]
I want to say andrew has been
[4:22:21]
\hi want to say andrew has been
[4:22:21]
Coming to this council saying we
[4:22:24]
Are not made any money off of
[4:22:27]
The waterpark, and I have always
[4:22:30]
Heard that the waterpark was not
[4:22:32]
Meant for us to make money,
[4:22:34]
Similar to the golf course.
[4:22:36]
It was for residents who wanted
[4:22:39]
To golf and residents who wanted
[4:22:41]
To swim and have those great
[4:22:43]
Experiences and the intent was
[4:22:45]
Not revenue, and I just was
[4:22:49]
Like -- okay, I guess, you know,
[4:22:51]
If that’s what people want, but
[4:22:54]
We are kind of at a point where
[4:22:57]
It’s not -- it’s about a health
[4:22:59]
And safety risk at this point
[4:23:03]
Because if we don’t resurface
[4:23:05]
The pools, if we don’t fix the
[4:23:08]
Slides, if we don’t repair the
[4:23:10]
Gates, like if we don’t do any
[4:23:13]
Repairs or capital improvements,
[4:23:16]
The park in itself structurally
[4:23:18]
Is going to continue to decline,
[4:23:20]
And then it’s going to be an
[4:23:23]
Asset that’s extremely
[4:23:26]
Depreciated, and then what is
[4:23:29]
The city gone do with it?
[4:23:33]
There has always been a
[4:23:37]
Conversation around -- that I
[4:23:38]
Have had with andrew and other
[4:23:40]
Folks is like, I don’t know if
[4:23:42]
The city sells it, has somebody
[4:23:44]
Else manage it or what happens,
[4:23:46]
But it’s clear that the
[4:23:48]
Waterpark hasn’t made the city
[4:23:50]
Very much revenue.
[4:23:51]
It’s also clear it’s a place
[4:23:54]
People want to go and have exist
[4:23:56]
In the community.
[4:23:57]
We can’t let it decline
[4:24:02]
Structurally.
[4:24:02]
We have people complaining
[4:24:05]
Already about blight everyday.
[4:24:07]
The vote has to be made because
[4:24:10]
We can’t -- you know, I would
[4:24:13]
Rather not have the latter.
[4:24:15]
I think like we can go backwards
[4:24:18]
All we want and talk about
[4:24:20]
Mismanagement because there are
[4:24:21]
People that have been here
[4:24:22]
Longer than me, but I think the
[4:24:25]
Only way is like forward, so
[4:24:27]
What are some of the ideas we
[4:24:29]
Can talk about as a community,
[4:24:32]
What a waterpark can be
[4:24:34]
Preserved, the city can stop
[4:24:36]
Back filling a black hole and
[4:24:39]
Not making revenue but people
[4:24:44]
Can have access to it.
[4:24:45]
I would like to hear the
[4:24:47]
Conversations at the level of
[4:24:48]
This council, but I would keep
[4:24:52]
Supporting the improvements
[4:24:54]
Because I would hate for
[4:24:55]
Somebody to get harmed at the
[4:24:58]
Park.
[4:24:59]
This city has had enough
[4:25:01]
Litigation already.
[4:25:02]
We have almost lost our
[4:25:05]
Insurance.
[4:25:05]
I mean, slip and falls, you name
[4:25:09]
It.
[4:25:11]
So, I don’t know what the
[4:25:13]
Answers are, city manager, but
[4:25:17]
Sha had is amazing, an amazing
[4:25:21]
Director and leader, and now
[4:25:26]
Over park and rec and I think
[4:25:30]
Has ideas of improvements at the
[4:25:33]
Waterpark.
[4:25:34]
And I would also take some of
[4:25:36]
Melissa’s suggestions -- not
[4:25:37]
That I normally do, but tonight
[4:25:40]
She has some great ones.
[4:25:43]

[4:27:04]
Public safety and community

[4:27:08]
Working really hard.
[4:27:10]
These state applications are
[4:27:14]
Super competitive.
[4:27:15]
Not every city gets the funds.
[4:27:18]
I know cities who have been
[4:27:21]
Getting the dollars for 20
[4:27:22]
Years.
[4:27:23]
Thank you so much for setting
[4:27:24]
The city up to continue to give
[4:27:27]
Future funds to do violence
[4:27:29]
Reduction in antioch.

[4:28:30]
Would be good to explain who you
[4:28:32]
Are and why it is critical to
[4:28:35]
Maintain services in the city of
[4:28:37]
Antioch.
[4:28:38]
>> we have a presentation --
[4:28:40]
Thanks, jennifer.
[4:28:42]
No, but I can -- are you
[4:28:45]
Controlling, michael?
[4:28:47]
Clicker -- is it still up
[4:28:50]
There?
[4:29:22]
>> I am linda cox from the
[4:29:28]
Municipal pooling authority.
[4:29:29]
I’ll tell you who we are and
[4:29:31]
What we do for antioch.
[4:29:33]
We were formed july 1977,
[4:29:37]
Antioch is a founding member of
[4:29:39]
The pool who was part of
[4:29:41]
Their -- there is a list in the
[4:29:44]
Staff report of founding
[4:29:46]
Members.
[4:29:46]
The pool was set for general
[4:29:49]
Liability worker compensation.
[4:29:53]
General liability was the first
[4:29:55]
Program, the second program
[4:29:57]
Worker compensation, we added
[4:30:00]
Property, vehicle, employment
[4:30:04]
Practices, risk control,
[4:30:06]
Ancillary benefits, wellness
[4:30:08]
Programs and more.
[4:30:09]
We have 21 members primarily in
[4:30:13]
The east bay in contra costa.
[4:30:15]
That’s where we started.
[4:30:18]
Mpa is one of the last pool in
[4:30:20]
California in which we
[4:30:24]
Self-administer claims for
[4:30:26]
Worker compensation and
[4:30:28]
Liability.
[4:30:29]
Many pools staff that out.
[4:30:30]
We do not.
[4:30:31]
We have a full staff in house.
[4:30:33]
The beauty of that, the board
[4:30:36]
And members have more
[4:30:40]
Interaction with claims
[4:30:41]
Adjustors.
[4:30:42]
We are able to work more
[4:30:43]
Closely.
[4:30:43]
We are the only pool in
[4:30:45]
California that provides a
[4:30:48]
Wellness program which the city
[4:30:49]
Of antioch participates in.
[4:30:51]
The pool is -- what a pool is, a
[4:30:54]
Pool is where the members come
[4:30:57]
Together for municipality,
[4:31:00]
Government entities, many pools
[4:31:02]
Throughout california.
[4:31:03]
There are about 1800 pools in
[4:31:06]
California as you see in the
[4:31:07]
Staff report.
[4:31:08]
We mentioned that.
[4:31:09]
Funds are joined together.
[4:31:12]
Those funds are set aside for
[4:31:15]
The payment, for the
[4:31:17]
Administration and payment of
[4:31:18]
Claims.
[4:31:19]
We are considered a self ensured
[4:31:21]
Entity in which we are governed
[4:31:23]
By a board.
[4:31:26]
That board -- reviews and
[4:31:29]
Defines the memorandum of
[4:31:31]
Coverage in how coverage is
[4:31:33]
Going to be provided.
[4:31:35]
The exclusion is worker
[4:31:37]
Compensation, statutory, the law
[4:31:38]
Says we do what we do.
[4:31:41]
There is not a difference in
[4:31:43]
That.
[4:31:43]
Some of the things -- speaking
[4:31:45]
Of our governments, we are 21
[4:31:48]
Members, every member has a
[4:31:50]
Primary and ultimate board
[4:31:54]
Member designated by the city
[4:31:55]
Council.
[4:31:55]
We have an executive committee
[4:31:58]
Which is a seven member
[4:32:00]
Committee made up of the
[4:32:03]
President, vice president,
[4:32:04]
Treasurer and members at large.
[4:32:06]
The executive committee reviews
[4:32:10]
Claims and considers settlements
[4:32:12]
For the claims within our
[4:32:14]
Coverage which we’ll talk about
[4:32:15]
Soon.
[4:32:15]
We have another committee, the
[4:32:18]
Coverage and governance
[4:32:20]
Committee, the committee that
[4:32:22]
Reviewed the jpa agreement you
[4:32:23]
Are looking at today.
[4:32:25]
It’s outlined in the staff
[4:32:27]
Report.
[4:32:28]
The various reviews it went
[4:32:30]
Through, it is a very
[4:32:32]
Comprehensive document.
[4:32:32]
It’s required that, that
[4:32:36]
Document is reviewed and
[4:32:38]
Considered by the members of the
[4:32:40]
Pool.
[4:32:40]
Those documents in addition to
[4:32:42]
The jpa agreement are the bylaws
[4:32:45]
And remember land remember
[4:32:59]
Memorandum program.
[4:33:01]
We are also self insured for
[4:33:05]
Short-term disability which many
[4:33:07]
Members also participate in.
[4:33:08]
Some of our services -- we have
[4:33:10]
Many services, 18 programs.
[4:33:12]
As I said, worker compensation
[4:33:16]
And general liability are
[4:33:17]
Primary programs, hallmark
[4:33:19]
Programs and vehicle program
[4:33:22]
Provides coverage for city
[4:33:23]
Vehicles.
[4:33:25]
We also, because we are a pool,
[4:33:27]
We have access to brokerage
[4:33:33]
Coverages, and so we receive the
[4:33:35]
Coverages at a discounted rate,
[4:33:38]
Economy of scale based on our
[4:33:40]
Little family of members.
[4:33:44]
Those brokers review exposure
[4:33:46]
And liability and work hard to
[4:33:48]
Bring the costs down for you
[4:33:49]
All.
[4:33:50]
We have the wellness program
[4:33:52]
Very hands on, very
[4:33:54]
Comprehensive, and we provide
[4:33:56]
Safety and risk training
[4:33:58]
Support.
[4:34:00]
Individualized by cities or we
[4:34:03]
Have a number of annual
[4:34:05]
Regularly occurring trainings
[4:34:07]
Available to all of our
[4:34:08]
Members.
[4:34:09]
We have a very, very proactive
[4:34:12]
Police risk management committee
[4:34:14]
Where members of police
[4:34:16]
Departments from every
[4:34:19]
Municipality within the pool, 18
[4:34:21]
Cities have police that they
[4:34:22]
Participate in.
[4:34:23]
It’s a committee of officers who
[4:34:28]
Let us know what they need, what
[4:34:30]
Kind of trainings they want,
[4:34:32]
What kind of information would
[4:34:34]
They like us to do research on
[4:34:36]
And provide them.
[4:34:37]
It’s an opportunity for them to
[4:34:39]
Come together and share
[4:34:40]
Information.
[4:34:41]
That committee meets three times
[4:34:42]
A year.
[4:34:43]
We have a public works and
[4:34:45]
Safety committee that’s active.
[4:34:47]
Members of every city come, and
[4:34:49]
It’s for those employees in
[4:34:52]
Those specific departments.
[4:34:55]
Same format.
[4:34:55]
They tell us what they need.
[4:34:57]
We provide that for them.
[4:35:00]
It’s the extra training
[4:35:02]
Customized for what the cities
[4:35:03]
Are asking from us.
[4:35:05]
We have an ergonomics program,
[4:35:08]
Which provides ergonomics
[4:35:12]
Programs for every employee and
[4:35:14]
Members.
[4:35:16]
Onsite trainings if they are
[4:35:17]
Required and you are able to
[4:35:19]
Access through us the employer’s
[4:35:22]
Liability pool.
[4:35:22]
It’s a pool of pools in which
[4:35:25]
You receive employment liability
[4:35:27]
Coverage which is invaluable to
[4:35:29]
Our members.
[4:35:30]
It also comes at a reduced cost
[4:35:33]
Due to economies of scale and
[4:35:35]
Sharing in the cost of pooling.
[4:35:40]
So, our layers of coverage,
[4:35:43]
Worker compensation program,
[4:35:43]
What we provide for you is zero
[4:35:46]
Dollar coverage up to $500,000
[4:35:49]
For your worker compensation
[4:35:51]
Claims.
[4:35:52]
We access another pool which is
[4:35:54]
Prism in which we have coverage
[4:35:58]
From $500,000 up to the
[4:36:00]
Statutory limits.
[4:36:02]
The general liability program,
[4:36:05]
Each individual member has a
[4:36:06]
Self insured retention ranging
[4:36:10]
From 500 to $100,000 and we
[4:36:13]
Provide up to a million dollars
[4:36:14]
In the program.
[4:36:16]
We have excess coverage through
[4:36:18]
Carpal karma, in-house
[4:36:22]
$9 million.
[4:36:22]
Combined with the two programs,
[4:36:24]
We are technically self ensured
[4:36:28]
For $10 million.
[4:36:28]
Beyond that, excess coverage
[4:36:32]
Through excess insurance and we
[4:36:36]
Have $34.5 million in coverage
[4:36:37]
For general liability.
[4:36:40]
What do we do with the funds
[4:36:42]
Sent to us?
[4:36:44]
Annually we charge our members a
[4:36:47]
Premium, seen in your budget,
[4:36:50]
And that’s based on a number of
[4:36:52]
Factors, a share of costs shared
[4:36:55]
Amongst the members in the
[4:36:56]
Program.
[4:36:58]
We have also been incredibly
[4:37:01]
Conservative with the money you
[4:37:03]
Provide.
[4:37:04]
It is vested. Invested.
[4:37:07]
It’s your money, money for
[4:37:09]
Claims.
[4:37:10]
We are over 90% funded today.
[4:37:14]
In the beginning, we were
[4:37:17]
Funded, barely above 75% funds.
[4:37:20]
We are now above 90% funded.
[4:37:23]
Why is that important?
[4:37:24]
It means we have almost all of
[4:37:26]
The money in the bank to pay for
[4:37:28]
All anticipated claims for all
[4:37:31]
Members.
[4:37:31]
It’s a very good place to be.
[4:37:33]
Same with the general liability
[4:37:35]
Program.
[4:37:35]
You can see in 2017 we were
[4:37:37]
Funded at 80%.
[4:37:39]
Now we are at 90% and in truth,
[4:37:42]
Well above that.
[4:37:44]
This year in july, this fiscal
[4:37:47]
Year, beginning of this fiscal
[4:37:49]
Year, july 2025, we developed a
[4:37:56]
Captive, an alternative
[4:37:59]
Investment opportunity.
[4:38:00]
It’s purely investment -- an
[4:38:03]
Investment entity that allows us
[4:38:07]
To take larger risks at how we
[4:38:09]
Invest our money so that money
[4:38:11]
Is working better for our
[4:38:14]
Members to offset the escalating
[4:38:16]
Costs of coverage in general.
[4:38:18]
It is -- we are almost at a year
[4:38:22]
Mark, and it’s proven to do well
[4:38:25]
Right now.
[4:38:26]
These are all the programs that
[4:38:28]
Mpa provide to our members.
[4:38:30]
If you see the xs, these are the
[4:38:32]
Programs that antioch directly
[4:38:35]
Participates in that we have
[4:38:36]
Here today.
[4:38:37]
I’m happy to answer any
[4:38:39]
Questions if I can.
[4:38:41]
Mayor ron bernal all right,
[4:38:41]
Thank you.
[4:38:42]
for the presentation.
[4:38:44]
Do you want to ask questions
[4:38:46]
Before public comment?
[4:38:49]
Is there public comment on this
[4:38:51]
Item?
[4:38:52]
>> clerk: no public comment
[4:38:54]
Cards.
[4:38:54]
>> let me ask, why is it prudent
[4:38:58]
For us to be a member?
[4:39:02]
Mba?
[4:39:03]
Do you compare your program to
[4:39:10]
Other programs, commercial?
[4:39:12]
>> yes, to purchase private
[4:39:17]
Insurance, for example, would
[4:39:19]
Not be as beneficial in our
[4:39:24]
Opinion in the reason you pool
[4:39:27]
Your money is to share in the
[4:39:29]
Cost of coverage.
[4:39:31]
You do not pay full fair fare
[4:39:36]
For all claims.
[4:39:37]
All members share in the cost.
[4:39:40]
There is a cap on how much you
[4:39:42]
Pay for a claim.
[4:39:43]
Every dollar over the cap is
[4:39:46]
Spread amongst the members to
[4:39:49]
Share in the cost.
[4:39:50]
That’s the largest benefit.
[4:39:52]
The subsequent benefit the board
[4:39:55]
Writes the memorandums of
[4:39:57]
Coverage.
[4:39:58]
The board decides how coverage
[4:39:59]
Is going to be applied.
[4:40:01]
That is the governing document.
[4:40:03]
Of course, that’s updated every
[4:40:05]
Year.
[4:40:06]
It is updated and changes are
[4:40:09]
Made based on what -- based on
[4:40:13]
Laws, needs of the membership
[4:40:15]
And how the coverage is.
[4:40:17]
In private insurance, you
[4:40:19]
Wouldn’t have that flexibility
[4:40:20]
At all.
[4:40:21]
You wouldn’t have the ability to
[4:40:22]
Change the governing documents.
[4:40:24]
They are what they are.
[4:40:26]
Also, the third beneficial
[4:40:28]
Component is because we do have
[4:40:31]
Claims administration in house.
[4:40:32]
We have more intimate
[4:40:35]
Relationship with our claims
[4:40:37]
Administrators.
[4:40:38]
Our cities do.
[4:40:39]
They work closely with you on
[4:40:41]
The claims administration.
[4:40:42]
>> I’m certainly not an
[4:40:45]
Attorney, but the change, it
[4:40:46]
Looks like you are recommending
[4:40:48]
Are minor and not sub
[4:40:50]
Substantive.
[4:40:51]
>> this is true.
[4:40:53]
>> the city attorney has
[4:40:55]
Reviewed your opinion?
[4:40:56]
>> that’s correct, mayor
[4:40:58]
Pro-tem.
[4:40:59]
All of them are just clarifying
[4:41:01]
Provisions aligning changing
[4:41:07]
Terminology, definitions,
[4:41:08]
Current law and I think there is
[4:41:11]
One other category, you saw this
[4:41:13]
In the staff report, refining
[4:41:16]
Procedural elements.
[4:41:17]
I looked at those four points
[4:41:20]
And the agreement, and it’s
[4:41:22]
Reflective.
[4:41:22]
>> one last comment, in the last
[4:41:25]
Several years we have dealt with
[4:41:26]
A lot of litigation.
[4:41:28]
We are paying out a lot of
[4:41:31]
Settlements, and frankly, I
[4:41:33]
Appreciate the fact that you
[4:41:35]
Exist, and you worked with us to
[4:41:37]
Get us through all of these
[4:41:41]
Issues, so I wanted to publicly
[4:41:42]
Thank you.
[4:41:43]
>> thank you.
[4:41:44]
That is also another benefit of
[4:41:47]
The pool.
[4:41:48]
We are involved with every
[4:41:51]
Member and do what we can to
[4:41:52]
Help when the need is there,
[4:41:55]
Absolutely.
[4:41:56]
>> mayor ron bernal: I have
[4:41:57]
One question.
[4:41:58]
In the draft of the new
[4:41:59]
Agreement, there is a statement
[4:42:00]
In here that says such as the
[4:42:03]
City of pleasant hill --
[4:42:07]
>> let me grab my notes.
[4:42:10]
>> mayor ron bernal: I want it
[4:42:12]
To say such as the city of
[4:42:13]
Antioch instead.
[4:42:16]
I don’t know why -- it seemed
[4:42:19]
Odd it was called out in the
[4:42:20]
Document as one of the member
[4:42:24]
Agencies out of the 21.
[4:42:25]
>> it is a requirement of the --
[4:42:29]
Our -- of the code of the law
[4:42:31]
That allows for pooling entities
[4:42:34]
To state that we -- we don’t
[4:42:38]
Supersede or override the laws
[4:42:40]
And requirements of the city and
[4:42:42]
Vice versa, so it’s a
[4:42:44]
Collaborative relationship.
[4:42:46]
The reason we chose the city of
[4:42:49]
Pleasant hill, they are a
[4:42:51]
Founding city.
[4:42:52]
We grew out of the city of
[4:42:53]
Pleasant hill, the original
[4:42:57]
Employees were pleasant hill
[4:42:58]
Employees.
[4:43:00]
Our original policies were
[4:43:02]
Pleasant hill policies.
[4:43:03]
We have some of the policies.
[4:43:05]
That is why the city was
[4:43:07]
Chosen.
[4:43:08]
Any city could have been
[4:43:09]
Chosen.
[4:43:09]
>> they were an honor honorary
[4:43:15]
City?
[4:43:16]
Then I won’t ask you to change
[4:43:17]
It to antioch.
[4:43:18]
Any other questions, council in
[4:43:20]
We asked for public comment.
[4:43:22]
Can I get a motion?
[4:43:24]
>> I move approval.
[4:43:26]
>> I have a motion.

[4:43:51]
>> clerk: meeting recessed at
[4:43:56]

[4:56:13]

Has been a request to continue
[4:57:30]
This item.
[4:57:34]
Is there any public comment on
[4:57:35]
This?
[4:57:36]
>> yes, melissa.
[4:57:39]
>> my thing isn’t just about
[4:57:55]
Transparency on it.
[4:57:56]
says staff is requesting to
[4:58:02]
Move this off calendar.
[4:58:03]
To me, that’s so generic.
[4:58:06]
I would like more transparency
[4:58:08]
Around that, thanks.
[4:58:10]
>> mayor ron bernal: all
[4:58:11]
Right.
[4:58:11]
Thank you.

[4:59:30]
Suites, formerly comfort inn.
[4:59:33]
City manager scott.
[4:59:34]
>> thank you so much.
[4:59:39]
Interim director will give a
[4:59:40]
Brief update on the project.
[4:59:43]
>> good evening, mayor and
[4:59:45]
Couple.
[4:59:45]
David store.
[4:59:46]
This is my real voice.
[4:59:48]
It’s not been aied.
[4:59:52]
That’s the good news.
[4:59:53]
More good news, I’m not alone in
[4:59:55]
The presentation tonight.
[4:59:58]
I have csh mahogany to provide a
[5:00:03]
Presentation and powerpoint.
[5:00:04]
My brief update is that you may
[5:00:08]
Recall the council adopted a
[5:00:11]
Resolution last year, working
[5:00:12]
With hcd and the applicant and
[5:00:16]
His team with respect to moving
[5:00:17]
Forward in steps.
[5:00:19]
The question came up at the last
[5:00:21]
Council meeting to provide an
[5:00:22]
Update.
[5:00:23]
I want to do that briefly in the
[5:00:25]
Staff report.
[5:00:26]
I gave background.
[5:00:31]
When it comes down to where we
[5:00:33]
Are in the process, as we speak,
[5:00:35]
We have an environmental
[5:00:38]
Consultant providing the work
[5:00:40]
Necessary for the city to
[5:00:42]
Release the 750,000 one time
[5:00:45]
Payment through h.u.d. And cdbg
[5:00:48]
Grants.
[5:00:48]
With that timeline occurring, we
[5:00:53]
Expect to be in the realm of
[5:00:55]
Coming to your council for award
[5:00:57]
Of the money, probably in the
[5:00:59]
Early summer, late spring.
[5:01:02]
The time that we have right now
[5:01:04]
From hcd is such that hcd staff
[5:01:11]
Has forwarded a recommendation
[5:01:14]
To their -- not governing body
[5:01:17]
But next review process,
[5:01:20]
Internal lone committee,
[5:01:22]
Tentatively scheduled this week
[5:01:24]
And within a week or so.
[5:01:27]
There are no guarantees that we
[5:01:29]
Hope to have a decision within
[5:01:31]
The next few weeks, within a
[5:01:33]
Month.
[5:01:33]
It’s a process we have been
[5:01:35]
Working on a lot with respect to
[5:01:36]
The timing of all of the piece,
[5:01:40]
And at this point, I’m happy to
[5:01:42]
Answer questions.
[5:01:43]
We need to talk about a modified
[5:01:46]
Timeline.
[5:01:47]
When the award is granted, the
[5:01:50]
Clock will start for when
[5:01:51]
Construction appears on the
[5:01:53]
Property, certainly after
[5:01:55]
Acquisition.
[5:01:55]
Happy to answer questions and
[5:01:57]
Then turn the time over.
[5:02:01]
>> mayor ron bernal: let’s
[5:02:04]
Hear from him first and then get
[5:02:07]
Public comment and open it to up
[5:02:12]
To council.
[5:02:17]
>> thank you, council and
[5:02:19]
Community forgiving the
[5:02:21]
Opportunity to provide an update
[5:02:22]
On home key plus.
[5:02:24]
>> can you talk into the mic,
[5:02:27]
Please?
[5:02:27]
Pull it down.
[5:02:29]
>> I should have realized that.
[5:02:31]
I hope everyone can hear.
[5:02:32]
Thanks for the opportunity.
[5:02:34]
We have been work csh for a year
[5:02:43]
Working tirelessly to make sure
[5:02:44]
The documents were submitted on
[5:02:48]
Time, may 30th, the last date we
[5:02:50]
Submitted the application,
[5:02:52]
Received the letter and number.
[5:02:54]
Then we have been providing the
[5:02:56]
Details updated resolution,
[5:02:58]
Document updates and everything,
[5:03:00]
And we have been informed as
[5:03:02]
David was mentioning by city
[5:03:05]
Staff, city staff manager, that
[5:03:06]
They have all of the documents
[5:03:08]
Which are needed.
[5:03:09]
They have recommended our
[5:03:10]
Project for the award.
[5:03:13]
They are plan to meet every
[5:03:15]
Second thursday of the month t,
[5:03:19]
Two days from now they’ll meet
[5:03:22]
And assess staff recommendation
[5:03:25]
And deidre told you friday that
[5:03:27]
We should hear within a few days
[5:03:29]
Or a week, and of course, they
[5:03:31]
Are saying the timeline
[5:03:34]
Continues depending on the city
[5:03:36]
Leadership.
[5:03:37]
We are hopeful because we
[5:03:38]
Provide all of the information
[5:03:40]
Needed.
[5:03:40]
I wanted to take a few moments,
[5:03:43]
Talk about what we have
[5:03:45]
Progressed on as well as our
[5:03:47]
Project as well as what we are
[5:03:49]
Seeing on home key plus and talk
[5:03:51]
About the overall timeline.
[5:03:53]
As I was mentioning, they have
[5:03:56]
Communicated.
[5:03:57]
We should hear in a week’s time
[5:03:59]
At latest, few more weeks from
[5:04:03]
Then, and special thanks for
[5:04:05]
City director scott, city staff
[5:04:07]
As well as my entire team for
[5:04:10]
Getting us to this milestone,
[5:04:12]
Amend of and of course, we are
[5:04:15]
Almost there to achieve and
[5:04:17]
Receive the much needed
[5:04:26]
$34.9 million, taxpayer dollars
[5:04:29]
Hopefully come for the city of
[5:04:31]
Antioch and we’ll have 85 low
[5:04:34]
Income housing built up by
[5:04:38]
Creating the hcd housing.
[5:04:42]
Also, a quick note sharing good
[5:04:45]
News, we received home key plus
[5:04:48]
Award last december.
[5:04:49]
Our process, following diligence
[5:04:53]
Is indicative of award by home
[5:04:56]
Key plus in addition to the home
[5:04:59]
Tree round tree in oak oakland
[5:05:02]
In full construction.
[5:05:03]
In terms of home key plus
[5:05:05]
Background and update, as you
[5:05:09]
Are aware, this came out in 2024
[5:05:14]
To allocate proposition 1 funds,
[5:05:17]
There to convert hotels or
[5:05:19]
Non-resresidential areas to
[5:05:22]
Convert them into housing for
[5:05:25]
Homeless or veterans.
[5:05:26]
Right now, the home key plus is
[5:05:29]
Under scribed.
[5:05:31]
There is at least a billion,
[5:05:35]
$2.1 billions allocated
[5:05:37]
$900 million so far.
[5:05:38]
As long as the project meets the
[5:05:42]
Threshold, provides the right
[5:05:45]
Documents, as long as they were
[5:05:46]
Submitted by may 30th, they’ll
[5:05:48]
Get the award.
[5:05:50]
That’s why staff has reviewed
[5:05:52]
Everything, based on the city
[5:05:53]
And us have provided them.
[5:05:55]
They have recommended for the
[5:05:58]
Award.
[5:05:58]
In terms of, I want to take a
[5:06:01]
Moment and discuss this, just a
[5:06:04]
Refresher.
[5:06:04]
I know council knows this and
[5:06:07]
City staff knows it and possibly
[5:06:09]
Community as well.
[5:06:10]
This talks about the local need
[5:06:13]
And steps, pit numbers were much
[5:06:16]
Better than 2024 for entire
[5:06:19]
Contra costa county.
[5:06:21]
31% reduction in homelessness,
[5:06:24]
But if you look at where we
[5:06:27]
Stand 413 in 2024, we are down
[5:06:30]
To 246, 246 people unsheltered.
[5:06:33]
We still have 792 units for low
[5:06:37]
Income which need to be built
[5:06:39]
For antioch, and having chs
[5:06:43]
Mahogany 85 units helps toward
[5:06:45]
Both goals.
[5:06:48]
Lastly, giving a quick update on
[5:06:50]
Where we stand on the project,
[5:06:53]
Properties planning for the
[5:06:54]
Conversion, we have already
[5:06:56]
Highlighted that by having that
[5:06:58]
Banner, we are trying to keep it
[5:07:01]
Vacant and be prepared once the
[5:07:03]
Award is given, and as we stated
[5:07:06]
Earlier, the plan is to have
[5:07:08]
Extensive case management
[5:07:09]
Services, support services,
[5:07:11]
We’ll have a gated community,
[5:07:16]
24x7 security so we have a low
[5:07:18]
Income supportive housing well
[5:07:20]
Functioning.
[5:07:21]
It has the appropriate access to
[5:07:24]
Health services.
[5:07:24]
It is appropriately located.
[5:07:26]
David mentioned about the nepa
[5:07:30]
Progress thanks to the city we
[5:07:31]
Have made so far.
[5:07:32]
We are on track on that.
[5:07:34]
We have started engaging or
[5:07:37]
Reengaged with the department of
[5:07:40]
Behavioral health who have
[5:07:42]
Committed funding dollars at the
[5:07:44]
Time of submission and we are
[5:07:45]
Trying to see how additional
[5:07:47]
Funds can be secured along with
[5:07:50]
District supervisor and measure
[5:07:52]
X for ongoing support because we
[5:07:54]
Wanted to make sure it’s not
[5:07:57]
Just establishing the 85 units,
[5:07:59]
But functioning and supporting
[5:08:01]
It successfully for 15 years,
[5:08:03]
And then hopefully for 55
[5:08:05]
Years.
[5:08:06]
We are all into the mission of
[5:08:08]
Developing the secure low-income
[5:08:11]
Community with services to
[5:08:13]
Address homelessness.
[5:08:15]
That’s all I have.
[5:08:15]
We can open up for questions
[5:08:18]
Council might have or the
[5:08:20]
Community might have.
[5:08:21]
>> thank you.
[5:08:22]
Do we have public comment on
[5:08:24]
This?
[5:08:24]
>> yes, we do.
[5:08:26]
Leslie followed by mary and
[5:08:31]
Dr. Kimberly.
[5:08:46]
>> I’m sleepwalking at this
[5:08:49]
Point.
[5:08:49]
I wanted to give thanks to where
[5:08:55]
It’s due.
[5:08:56]
Many, many years ago, and
[5:09:00]
Brought it to tamisha who helped
[5:09:04]
Speer head it to the rest of the
[5:09:07]
Council and having a council
[5:09:09]
Actually approve it, I’m so
[5:09:11]
Excited and happy and thank you, thank you so much.
[5:09:19]
[applause]
[5:09:20]
>> clerk: dr. Kimberly and
[5:09:23]
Then nicole.
[5:09:26]
>> I want to say thank you to
[5:09:29]
Andrew too -- I don’t see him --
[5:09:32]
For bringing this to the council
[5:09:34]
For antioch in this much needed
[5:09:37]
Community.
[5:09:38]
I think the main thing I want to
[5:09:41]
Get across or ask the mayor is,
[5:09:43]
I remember that you did an
[5:09:47]
Interview with the news -- I
[5:09:52]
Think it was in june, with jody
[5:09:55]
Hernandez and you had a plan for
[5:09:58]
Homelessness.
[5:09:59]
So far, I haven’t really heard
[5:10:01]
That plan.
[5:10:02]
Tonight, I heard that the city
[5:10:04]
Is struggling.
[5:10:05]
The city is going to make cuts.
[5:10:08]
The city has all of these
[5:10:10]
Issues, but homelessness remains
[5:10:12]
One of the biggest issues facing
[5:10:15]
Antioch.
[5:10:16]
I hope tonight you are the
[5:10:17]
Leader to make sure this passes
[5:10:19]
And moves through, because it
[5:10:21]
Doesn’t seem it’s a burden to
[5:10:23]
The city.
[5:10:24]
It seems the grant is something
[5:10:27]
To help boost the city and solve
[5:10:30]
So many of the problems.
[5:10:32]
I hope you are the stand up
[5:10:34]
Mayor tonight and help this to
[5:10:37]
Pass.
[5:10:39]
>> clerk: nicole?
[5:10:44]
>> this thing don’t bend.
[5:10:52]
I have some notes here.
[5:10:55]
Thank you, thank you, thank you,
[5:10:57]
So much, andrew.
[5:10:59]
Give him another round of
[5:11:01]
Applause, please?
[5:11:03]
That’s enough, you are taking up
[5:11:04]
My anytime.
[5:11:08]
Time.
[5:11:10]
\htime.
[5:11:10]
Thank utah you, tamisha,
[5:11:15]
Monica.
[5:11:16]
Hopefully we get this passed and
[5:11:19]
Some people housed.
[5:11:20]
Before I came here I was looking
[5:11:22]
Online and saw you talking to
[5:11:24]
Code enforcement.
[5:11:25]
I was like surprised by some of
[5:11:27]
The things I heard.
[5:11:29]
I was hoping, I know, mayor, you
[5:11:32]
Brought up the 18th area.
[5:11:34]
We talked about blight and the
[5:11:37]
Garbage in the areas and fines.
[5:11:39]
I hope they are not thinking the
[5:11:41]
Solution is to criminalize
[5:11:45]
Homelessness with fines.
[5:11:45]
If you were not talking about
[5:11:48]
Homelessness, talking to
[5:11:51]
Businesses these years, it’s not
[5:11:53]
Fair to fine them like that.
[5:11:54]
If we are talking about boarded
[5:11:56]
Up buildings, not doing
[5:11:59]
Anything, that’s one thing.
[5:12:01]
I remember the straw hat pizza
[5:12:04]
Moved to brentwood.
[5:12:05]
I talked to that owner.
[5:12:07]
He said there was nothing I
[5:12:08]
Could do.
[5:12:09]
There was unhoused people all
[5:12:11]
Over the place, urinating, using
[5:12:14]
The bathroom in front of our
[5:12:17]
Businesses, so I don’t think
[5:12:18]
It’s fair to fine businesses for
[5:12:20]
A situation they have no control
[5:12:21]
Over.
[5:12:22]
I say that just to say that I
[5:12:24]
Think even with this program, I
[5:12:26]
Think a lot of businesses,
[5:12:28]
Property owners, homeowners
[5:12:30]
Would appreciate having a motel
[5:12:32]
Like this or a program up and
[5:12:34]
Running to get unhoused people
[5:12:36]
In front of their businesses, in
[5:12:38]
Front of residential areas.
[5:12:40]
I think it’s important.
[5:12:42]
I want to make clear we are
[5:12:45]
Spending so much money already.
[5:12:46]
I looked at the video we had
[5:12:49]
With the ad hoc committee back
[5:12:50]
With the former council a few
[5:12:53]
Councils ago, and how they
[5:12:54]
Talked about how you spend
[5:12:56]
Millions of dollars, had a
[5:12:58]
Meeting and learned that -- for
[5:13:00]
Code enforcement, the abatement
[5:13:03]
Team, community development, apd
[5:13:06]
Contractors, tridelta transit
[5:13:07]
Come out, the fire department,
[5:13:10]
Talked about how negatively
[5:13:13]
Impacted they were financially
[5:13:14]
Because of unhoused people being
[5:13:16]
On the street.
[5:13:17]
We know when unhoused people
[5:13:20]
Call 911, we have apd come out,
[5:13:22]
Fire department, resources that
[5:13:23]
We are spending so much money
[5:13:25]
For.
[5:13:25]
We need to make sure, we have to
[5:13:27]
Do this.
[5:13:28]
It makes no sense.
[5:13:30]
I would like to know if anybody
[5:13:32]
Votes this down, what is your
[5:13:34]
Solution?
[5:13:36]
Community members, andrew, other
[5:13:41]
Council, if you vote this down,
[5:13:43]
What is the solution?
[5:13:44]
That’s all I want to know?
[5:13:46]
What is your solution?
[5:13:47]
I truly want to know.
[5:13:49]
We need to work together and
[5:13:51]
Figure this out.
[5:13:52]
Home key, come on.
[5:13:54]
Let’s go, antioch.
[5:13:56]
>> clerk: devin.
[5:14:01]
>> good evening, everyone.
[5:14:11]
I’m wired.
[5:14:12]
I have had so much caffeine
[5:14:15]
Today.
[5:14:15]
I’m just going to say, I support
[5:14:18]
Project home key.
[5:14:19]
It’s a solution.
[5:14:21]
I saw councilmember walker’s
[5:14:24]
Post earlier and I was excited
[5:14:26]
To see she was supporting this
[5:14:30]
Alongside andrew and nicole.
[5:14:31]
I was unaware.
[5:14:33]
I have been busy and didn’t know
[5:14:35]
This was on the agenda tonight.
[5:14:37]
Thank you for the public
[5:14:39]
Reminder.
[5:14:40]
I want to say that there is a
[5:14:42]
Lot of people who -- complain
[5:14:47]
And complain about things going
[5:14:49]
On in the city.
[5:14:50]
They don’t have the solutions.
[5:14:52]
They call you idiots and blah, blah.
[5:14:55]
You are sitting on your bum all
[5:14:58]
Day.
[5:14:58]
You are constantly working
[5:15:01]
Trying to find solutions.
[5:15:02]
I’m tired of seeing people not
[5:15:04]
Come up with solutions but
[5:15:06]
Having a loud presence
[5:15:07]
Everywhere else but don’t want
[5:15:09]
To do the work.
[5:15:10]
There are advocates like nicole,
[5:15:14]
Andrew, tamisha, monica, the
[5:15:17]
Mayor and the rest of the
[5:15:18]
Council.
[5:15:19]
People need to put their mouth
[5:15:21]
In this room and work with you
[5:15:23]
All and work with other people
[5:15:25]
In the room.
[5:15:26]
It means nothing to say
[5:15:28]
Something online and produce no
[5:15:30]
Results.
[5:15:30]
What I’m going to say is please
[5:15:34]
Support project home key.
[5:15:35]
We are hearing a lot about how
[5:15:37]
The community is falling apart.
[5:15:40]
People are doing this and that.
[5:15:42]
Where are the solutions?
[5:15:43]
We do, like nicole said, if
[5:15:46]
Anyone votes this down, there
[5:15:48]
Should be a solution right
[5:15:49]
Away.
[5:15:49]
There is no reason not to
[5:15:51]
Support this.
[5:15:52]
Thank you.
[5:15:53]
That’s my message to the
[5:15:54]
Community tonight.
[5:15:55]
I’m wired.
[5:15:56]
Thank you.
[5:16:01]
>> clerk: no further comment
[5:16:03]
Cards.
[5:16:04]
Speaker?
[5:16:05]
Please, come.
[5:16:18]
>> thank you.
[5:16:21]
I just wanted to bring a couple
[5:16:23]
Of additional highlights.
[5:16:25]
Home key plus was paid for
[5:16:29]
Through prop one, a state ballot
[5:16:32]
Initiative.
[5:16:33]
Those are your bond dollars.
[5:16:38]
That $2.2 billion record
[5:16:42]
$2.2 billion that came out to
[5:16:43]
Fund the housing initiative is
[5:16:46]
An average of $55, state
[5:16:51]
Resident.
[5:16:52]
Your home key application here
[5:16:53]
In antioch for your resident
[5:16:57]
Population here in the city is a
[5:17:01]
Return of an average of $290 a
[5:17:06]
Person.
[5:17:07]
That is taking your dollars and
[5:17:12]
Receiving an almost 5x return.
[5:17:18]
That is a commitment from
[5:17:21]
Community with the response that
[5:17:23]
Is desired, and so -- and so, I
[5:17:30]
Will say that the biggest take
[5:17:35]
Away here is thank you to the
[5:17:37]
State residents that voted for
[5:17:39]
Prop one.
[5:17:42]
Thank you for the residents
[5:17:44]
Throughout the state that pay
[5:17:46]
Their taxes and contribute to
[5:17:48]
Their communities.
[5:17:49]
Thank you for the people that
[5:17:50]
Live in this community and
[5:17:52]
Support these services, and most
[5:17:57]
Importantly, you know, I want to
[5:18:00]
Say that this is not about me or
[5:18:03]
You, this is about rajim co,
[5:18:10]
Tyrone marshall, the people I
[5:18:12]
Promised this to that are no
[5:18:15]
Longer here, but it is a promise
[5:18:18]
That is fulfilled.
[5:18:20]
That’s what representation your
[5:18:23]
Community is.
[5:18:24]
That’s what a response to your
[5:18:26]
Community’s needs is.
[5:18:28]
So, I want to applaud each and
[5:18:31]
Every one of you for championing
[5:18:33]
This on our behalf, for being
[5:18:36]
Part of this arduous journey,
[5:18:40]
And more importantly for
[5:18:41]
Supporting individuals like
[5:18:43]
Rajim and tyrone.
[5:18:45]
Because they do not deserve to
[5:18:47]
Have their lives taken on our
[5:18:52]
Streets through unjust crimes,
[5:18:54]
Nor do they deserve to expire
[5:18:58]
Under a tarp that is purchased
[5:19:02]
From home depot on our sidewalks
[5:19:03]
And communities.
[5:19:05]
We have a higher moral calling
[5:19:12]
And today, this update is that
[5:19:17]
Moral calling again being
[5:19:19]
Answered.
[5:19:19]
Thank you.
[5:19:29]
>> no further public comment.
[5:19:32]
>> mayor ron bernal: this is
[5:19:34]
Before the council.
[5:19:35]
Comments from the council in
[5:19:37]
Councilmember rocha?
[5:19:38]
>> I requested an update.
[5:19:40]
I wanted to know where we stood,
[5:19:43]
Looking historically, where it
[5:19:46]
Started.
[5:19:47]
We resubmitted an application.
[5:19:50]
We have some information along
[5:19:51]
The way.
[5:19:51]
I wanted to know, as we are
[5:19:54]
Getting ready -- did I cut her
[5:19:58]
Off -- sorry, didn’t mean to do
[5:20:02]
That.
[5:20:03]
As we are looking into
[5:20:05]
Developing our budget moving
[5:20:07]
Into next year, I felt it was
[5:20:09]
Important that we know where we
[5:20:10]
Are at.
[5:20:12]
Obviously, there are questions I
[5:20:14]
Had, and maybe for the benefit
[5:20:16]
Of the community, my
[5:20:17]
Understanding is that the state
[5:20:19]
Of california in the slide
[5:20:21]
Presentation, I want to believe
[5:20:24]
It’s 34.9 million if awarded to
[5:20:27]
This project.
[5:20:28]
I believe the initial purchase
[5:20:31]
Of the hotel -- we could use
[5:20:35]
Potentially the cdbg funding
[5:20:38]
Available to us for acquisition,
[5:20:41]
750,000.
[5:20:42]
If awarded, we could potentially
[5:20:44]
Use that.
[5:20:44]
We have a meeting in two weeks
[5:20:47]
To discuss cdbg and housing
[5:20:50]
Successor funds.
[5:20:51]
We are trying to pull everything
[5:20:53]
Together as we move forward.
[5:20:55]
My understanding for the city of
[5:20:57]
Antioch, it’s 1.2 commitment,
[5:21:00]
And I understand it’s five year
[5:21:03]
Periods.
[5:21:04]
The first five years, 6,000,000,
[5:21:09]
The matches from the state, and
[5:21:11]
Another five years.
[5:21:12]
My question was going to be, I
[5:21:13]
Don’t know if you can answer
[5:21:15]
That.
[5:21:15]
What is the evaluation process
[5:21:17]
As we go through, are there
[5:21:20]
Goals or targets we look at in
[5:21:23]
The increments moving forward?
[5:21:26]
Those are primarily the main
[5:21:28]
Things I wanted to know.
[5:21:30]
I saw your information today,
[5:21:33]
Communication that has come
[5:21:35]
Regarding potential of finding
[5:21:37]
Out sooner than later.
[5:21:39]
My -- from where I’m sitting, I
[5:21:42]
Want to have all of the
[5:21:43]
Information I can moving forward
[5:21:45]
When going to develop the budget
[5:21:47]
For the ’26-’27 year, I wanted
[5:21:50]
To know where we stand with the
[5:21:52]
Commitment.
[5:21:53]
I wanted to know what the
[5:21:55]
Timeline was when we find out,
[5:21:58]
But it sounds like realtime it’s
[5:22:01]
Happening right now.
[5:22:02]
Those are the questions I wanted
[5:22:04]
To raise before us so we are all
[5:22:06]
On the same page and for the
[5:22:08]
Benefit of the community because
[5:22:10]
I hear comments on both sides.
[5:22:12]
Why are we doing the hotel?
[5:22:14]
I think it’s clearly that we
[5:22:16]
Have done short-term projects,
[5:22:18]
You know, opportunity village,
[5:22:21]
Addressing homelessness with
[5:22:24]
Encampments we needed to help
[5:22:26]
People find a place to live and
[5:22:29]
Survive.
[5:22:29]
Those are temporary, those are
[5:22:31]
Lease agreements.
[5:22:33]
We don’t own the properties.
[5:22:35]
Once the term ended, we turn it
[5:22:38]
Back and start over again.
[5:22:40]
This to me when we looked at it
[5:22:43]
Is a long-term solution paid
[5:22:45]
Through state funding and
[5:22:47]
Taxpayer dollars intended for
[5:22:48]
The purpose.
[5:22:51]
So, for 34.9 million for us to
[5:22:55]
Commit 1.2 annually, it made
[5:22:57]
Sense to look at that as an
[5:23:01]
Investment toward a long range
[5:23:03]
Solution.
[5:23:03]
I wanted to bring this up to
[5:23:06]
Have clear understanding as to
[5:23:08]
Where we are at and find out if
[5:23:12]
There is an answer yes or no if
[5:23:16]
This is happening or not.
[5:23:18]
I was the one that brought it
[5:23:20]
Up.
[5:23:20]
It wasn’t the other members.
[5:23:23]
It was me the last couple of
[5:23:25]
Months.
[5:23:25]
I wanted to start off kicking
[5:23:27]
Off the conversation.
[5:23:31]
>> pro-tem: I have a question
[5:23:33]
For the applicant.
[5:23:54]
Began construction was december
[5:23:58]
Poe 20, 2025.
[5:24:03]
End, november 2026.
[5:24:07]
Assuming that we’ll favorably
[5:24:13]
Review, assuming they move
[5:24:15]
Forward with their money, we
[5:24:17]
Have jump started the nepa
[5:24:21]
Process.
[5:24:21]
My question is, will you be able
[5:24:24]
To actually make this be a
[5:24:27]
Reality according to the
[5:24:28]
Timelines that I’m sure they are
[5:24:31]
Going to dictate?
[5:24:32]
It doesn’t make sense to me to
[5:24:34]
Go through the whole effort if
[5:24:37]
You can’t produce.
[5:24:38]
>> absolutely.
[5:24:39]
Just to add, and I think I
[5:24:43]
Shared that staff added with
[5:24:46]
David, first timeline shared was
[5:24:48]
Based on the assumptions of the
[5:24:52]
Timeline the city shared in
[5:24:53]
Terms of awards and so on.
[5:24:55]
They said they’ll start giving
[5:24:57]
Awards in september.
[5:24:59]
Based on those, the prior
[5:25:01]
Timeline was, and now that we
[5:25:02]
Are in march and it’s pretty
[5:25:06]
Eminent that we’ll get it
[5:25:08]
Reviewed march 12th, we’ll know
[5:25:11]
Within a week or so or worse
[5:25:14]
Case three or four weeks.
[5:25:16]
We can start the april or may
[5:25:21]
Timeframe.
[5:25:21]
We are expecting about 8 to 12
[5:25:24]
Months.
[5:25:24]
That’s what our experiences,
[5:25:27]
What we are seeing the
[5:25:28]
Rehabilitation are taking.
[5:25:29]
Based on that knowledge is what
[5:25:31]
We have put together the revised
[5:25:33]
Timeline.
[5:25:34]
We are confident with the
[5:25:36]
Revised timeline.
[5:25:37]
Of course, if things delay from
[5:25:40]
Either city perspective or nepa
[5:25:43]
Perspective or others that might
[5:25:45]
Move the starting date, but we
[5:25:47]
Are trying to be confident about
[5:25:49]
When we start we are able to
[5:25:52]
Finish well within the 12 month
[5:25:54]
Requirement of completion of
[5:25:55]
Construction and 15 month
[5:25:57]
Requirement of occupancy.
[5:25:59]
That’s what we are targeting to
[5:26:01]
Do.
[5:26:01]
>> I want to make sure publicly
[5:26:03]
That you are ready to move
[5:26:06]
Forward to get it in that
[5:26:08]
Timeframe, the 12 month and 15
[5:26:11]
Month.
[5:26:11]
>> yes, and no.
[5:26:13]
I’ll tell you why I’m saying no
[5:26:16]
Is that we have come in number
[5:26:18]
And requested multiple times to
[5:26:21]
Unlock some of the initial money
[5:26:24]
For predevelopment so we can
[5:26:25]
Start for the submission of --
[5:26:29]
And getting the permit so that
[5:26:31]
Could be lined up as well with
[5:26:33]
Those two timelines.
[5:26:34]
>> I think from a city
[5:26:37]
Perspective, we have to know if
[5:26:38]
It’s going to be awarded.
[5:26:40]
You have to assume that from my
[5:26:43]
Perspective.
[5:26:44]
If it’s awarded, then you go.
[5:26:46]
>> yes, we’ll be able to meet
[5:26:47]
That.
[5:26:48]
>> thank you.
[5:26:50]
>> mayor ron bernal: any other
[5:26:53]
Questions or comments?
[5:26:56]
The item requests that --
[5:26:58]
>> move to receiving file.
[5:27:01]
>> I have a motion to receive
[5:27:04]
File from mayor pro-tem
[5:27:05]
Freitas.
[5:27:06]
>> second from councilmember
[5:27:08]
Wilson.
[5:27:08]
Please cast your votes.
[5:27:11]
>> clerk.
[5:27:14]
: motion passes, 5-0.
[5:27:23]
>> mayor ron bernal: thank
[5:27:25]
You, penny.
[5:27:26]
Moving on to item 9 --
[5:27:29]
>> clerk: number 8.
[5:27:31]
>> yeah, back to 8.
[5:27:33]
Adoption of inclusionary housing
[5:27:36]
Ordinance, iho consistent with
[5:27:38]
The city’s sixth cycle --
[5:27:41]
>> we need to move forward.
[5:27:44]
>> mayor ron bernal: yeah,
[5:27:47]
Adoption of inclusionary housing
[5:27:50]
Ordinance with the 6th cycle
[5:27:53]
Housing element implementation
[5:27:56]
Program 2.1.10.
[5:27:58]
>> yes, thank you so much, mayor
[5:28:00]
And city council.
[5:28:02]
The city has studied the
[5:28:04]
Feasibility of adopting an
[5:28:07]
Ordinance and optional in lieu
[5:28:10]
Fee over the last year at
[5:28:12]
Multiple study sessions.
[5:28:14]
Tonight this is before the
[5:28:16]
Council.
[5:28:17]
Additional recommended actions
[5:28:19]
Include the establishment of
[5:28:21]
Affordable housing trust fund
[5:28:23]
And related amendments to
[5:28:25]
Establish an inlieu fee.
[5:28:32]
Meredith --
[5:28:32]
>> hold on.
[5:28:41]
>> mayor ron bernal: you’re
[5:28:44]
Fine.
[5:28:44]
>> zoe meredith will introduce
[5:28:47]
The item and greg will provide a
[5:28:50]
Presentation.
[5:28:51]
>> geepg, council.
[5:28:54]
Goong.
[5:28:55]
Good evening.
[5:28:57]
\hgood evening.
[5:28:57]
Tonight we are here to introduce
[5:28:58]
The ordinance and its content.
[5:29:01]
I’m joined by greg good fellow
[5:29:04]
Who worked on this with his
[5:29:06]
Team.
[5:29:06]
So, he has a presentation and we
[5:29:08]
Are here to answer questions.
[5:29:10]
Thanks.
[5:29:10]
>> thank you, zoe.
[5:29:12]
Thank you, counselors and
[5:29:13]
Mayor.
[5:29:14]
It’s nice to be here again.
[5:29:16]
I have a presentation.
[5:29:17]
There was a lot of background
[5:29:19]
Material in my past
[5:29:20]
Presentations.
[5:29:21]
I know we have had a busy night
[5:29:24]
And there is a lot of legal and
[5:29:26]
Technical material.
[5:29:27]
I’ll try to move through quickly
[5:29:30]
But I want to make sure the
[5:29:32]
Public and council are well
[5:29:34]
Versed on the background and
[5:29:36]
Issue.
[5:29:36]
So what we are going to do as
[5:29:38]
Zoe mentioned, we’ll introduce
[5:29:40]
By title only and waive the
[5:29:42]
First reading of the ordinance
[5:29:45]
Amending title ix planning and
[5:29:46]
Zoning to add article 43,
[5:29:49]
Inclusionary housing, the basic
[5:29:51]
Bones of the element is a 15%
[5:29:54]
Affordable housing requirement.
[5:29:55]
It would include an in-lieu
[5:30:00]
Option paired with the housing
[5:30:02]
Trust fund.
[5:30:03]
The city needs a place to put
[5:30:06]
The in lieu fees collected.
[5:30:08]
It would require a plan by
[5:30:10]
Developers utilizing the iho,
[5:30:14]
And it includes various
[5:30:17]
Standards to ensure affordable
[5:30:18]
Units are up to snuff with the
[5:30:20]
Other standards.
[5:30:22]
This would involve a resolution
[5:30:25]
To include the trust fund and
[5:30:27]
Resolution amending the master
[5:30:29]
Fee schedule to add the inlieu
[5:30:31]
Fee.
[5:30:34]
Quickly background on this
[5:30:36]
Again, inclues nary housing 101,
[5:30:39]
An ordinance requiring new
[5:30:41]
Market rate projects to set
[5:30:44]
Aside a portion of the units, as
[5:30:49]
Affordable housing and the pay
[5:30:51]
In fee in lieu of constructing
[5:30:56]
Units.
[5:30:57]
Why in antioch, there is a heavy
[5:30:59]
Number here, 1,741 low income
[5:31:05]
Units going all the way to the
[5:31:07]
Development of the housing
[5:31:08]
Element and decided by the
[5:31:09]
Council here and community here
[5:31:11]
That the housing element was a
[5:31:14]
Community oriented process to
[5:31:15]
Include the action item to
[5:31:17]
Include an iho study citing a
[5:31:22]
Goal of 360-460 affordable
[5:31:25]
Units.
[5:31:25]
We are looking at a finite
[5:31:28]
Number here.
[5:31:29]
We can go beyond that, but this
[5:31:31]
Goes back to the heavily public
[5:31:33]
Process of the housing element
[5:31:35]
Which is certified by the state
[5:31:37]
In a rigorous review process the
[5:31:40]
Council is aware of.
[5:31:44]
Quick what we have done so far,
[5:31:45]
A lot of input has gone into the
[5:31:48]
Iho, it’s not developed in a
[5:31:51]
Vacuum be by any means.
[5:31:55]
We have a multilingual community
[5:32:00]
Meeting.
[5:32:01]
We met with developers to get
[5:32:03]
Their concerns, ideas, heavy
[5:32:06]
Online outreach.
[5:32:08]
The project is updated
[5:32:10]
Constantly, we had a community
[5:32:12]
Survey october 15th, 2024.
[5:32:14]
All of the results of the
[5:32:16]
Outreach has been in past staff
[5:32:19]
Reports.
[5:32:20]
I won’t get into details except
[5:32:23]
To stress this reflects the
[5:32:26]
Community input.
[5:32:27]
Last year we did interviews with
[5:32:31]
The staff in the county to find
[5:32:33]
Out what administering was like
[5:32:36]
And get their input.
[5:32:37]
On the technical side we had a
[5:32:42]
Feasibility analysis, assessing
[5:32:44]
Impact on the bottom line of
[5:32:46]
Market rate units, how they are
[5:32:49]
Going to play out, a heavy pro
[5:32:51]
Forma process.
[5:32:53]
We completed an inlieu fee
[5:32:56]
Analysis.
[5:32:56]
I have a section of the
[5:32:57]
Presentation to go over how we
[5:33:00]
Developed the in-lieu fee.
[5:33:03]
We calculated the local
[5:33:05]
Affordable housing gap and fill
[5:33:09]
It with the fee.
[5:33:11]
We have presented summaries of
[5:33:14]
Ihos, looked at approaches.
[5:33:17]
As you know, there have been
[5:33:20]
Multiple study sessions of the
[5:33:22]
Council and commission.
[5:33:23]
What is this proposed
[5:33:25]
Inclusionary housing ordinance?
[5:33:28]
Again, this first -- what
[5:33:31]
Projects will this apply to?
[5:33:34]
Projects city wide.
[5:33:36]
No geographical scope.
[5:33:38]
It’s the entire city.
[5:33:40]
It applies to five or more
[5:33:42]
Units.
[5:33:43]
Why the number five?
[5:33:45]
It fits cog and wheel with the
[5:33:48]
Subdivision map act, five
[5:33:51]
Subdivisions for the map act to
[5:33:53]
Take shape.
[5:33:54]
That sets a stage to apply for
[5:33:57]
Projects of a significant size
[5:33:58]
And heft.
[5:33:59]
It’s not going to apply to a
[5:34:02]
Family developing an extra
[5:34:03]
Unit.
[5:34:04]
It fits in with the subdivision
[5:34:07]
Map act.
[5:34:08]
The requirement, 15% of market
[5:34:10]
Rate units as I mentioned, 10%
[5:34:13]
Affordable to low income
[5:34:15]
Households and 5% to low income
[5:34:18]
Households.
[5:34:19]
If the project is so small, it’s
[5:34:24]
Fractional or difficult to
[5:34:28]
Operate, say you have 12 units,
[5:34:30]
You need to apply the low income
[5:34:34]
Flip-flopping until the
[5:34:35]
Requirement is met.
[5:34:37]
That’s just -- will lead to a
[5:34:40]
Balance within the small Project.
[5:34:45]
Those affordable units will have
[5:34:47]
To remain affordable in
[5:34:50]
Perpetuity.
[5:34:50]
No one will make money off the
[5:34:54]
Sales later.
[5:34:55]
There is an inlieu fee option
[5:35:00]
$220,500 per unit reassessed
[5:35:03]
Annually based on the cpi and
[5:35:05]
Other factors.
[5:35:07]
This ordinance doesn’t include
[5:35:10]
Alternative compliance.
[5:35:11]
Some in the past, alternative
[5:35:13]
Compliance is more popular.
[5:35:16]
It is less popular and relevant
[5:35:18]
Because of the extreme number of
[5:35:21]
Streamlining and concessions and
[5:35:23]
Waivers that come out of state
[5:35:26]
Housing policy.
[5:35:27]
There are so many ways for
[5:35:30]
Housing projects to move through
[5:35:32]
The process easily and save
[5:35:34]
Money by providing affordable
[5:35:37]
Units and I also point out that
[5:35:41]
Without having alternative
[5:35:42]
Compliance in this iho, there is
[5:35:48]
The potential of avoiding time
[5:35:51]
For complex options, donating
[5:35:54]
Land off site or things things
[5:35:57]
Like that, that require staff
[5:35:59]
Time or delays.
[5:36:00]
They remove focus of building
[5:36:04]
Affordable housing on the site
[5:36:05]
Of the development which is the
[5:36:07]
Goal of the city.
[5:36:09]
The inclusionary housing
[5:36:11]
Ordinance requires an affordable
[5:36:14]
Housing plan, a detailed
[5:36:16]
Contract between the developer
[5:36:17]
And city, needs to be submitted
[5:36:19]
With the application, specify
[5:36:22]
The inclusionary calculations.
[5:36:24]
50% is set.
[5:36:26]
We want you to demonstrate your
[5:36:29]
Math and make sure it’s
[5:36:31]
Consistent with ours, document
[5:36:32]
The locations and their plans,
[5:36:34]
And again, that is so staff can
[5:36:37]
Make sure they are up to snuff
[5:36:40]
With the standards laid out in
[5:36:42]
The ordinance, making sure the
[5:36:45]
Exterior materials are high
[5:36:48]
Quality room sizes in proportion
[5:36:50]
And things like that.
[5:36:52]
The affordable housing plan
[5:36:54]
Establishes the housing
[5:36:56]
Requirements, a few of the
[5:36:57]
Bullets in the ordinance itself
[5:36:59]
To make sure the city and
[5:37:02]
Developer are on the same page
[5:37:04]
Before this kicks off.
[5:37:05]
I mention standards laid out in
[5:37:09]
The ordinance, all inclusionary
[5:37:11]
Units need to be the same
[5:37:14]
Proportion, the bedrooms etc.,
[5:37:16]
90% of the size of market rate
[5:37:19]
Units with the same bedroom
[5:37:20]
Could could counts, same
[5:37:25]
Exterior quality design as
[5:37:28]
Market rate units and should be
[5:37:29]
The case with all housing, meet
[5:37:33]
All standards in title 8 and 9.
[5:37:36]
The idea is that the affordable
[5:37:38]
Units are not afterthoughts, not
[5:37:41]
Considered add on to the larger
[5:37:43]
Development, distributed easily
[5:37:45]
And as important as the market
[5:37:47]
Rate products.
[5:37:51]
I’ll spend a bit of time on the
[5:37:53]
Technical component of the
[5:37:55]
In-lieu fee in the associated
[5:37:58]
Housing trust fund.
[5:37:59]
There are many ways that
[5:38:02]
Consultants and cities and
[5:38:04]
Counties develop and identify
[5:38:06]
Their required in-lieu fee.
[5:38:09]
We use the approach called the
[5:38:16]
Affordable housing financing
[5:38:18]
Gap.
[5:38:19]
A single unit in the city of
[5:38:23]
Antioch, $440,000.
[5:38:24]
I’ll explain how we got there.
[5:38:26]
Then we calculated the per unit
[5:38:28]
Financing that a developer and
[5:38:31]
Affordable housing developer
[5:38:33]
Typically receives per unit,
[5:38:38]
$237,512.
[5:38:39]
Subtract the latter from the
[5:38:41]
Former and find the gap of
[5:38:47]
$202,500 voasuated $202,500.00
[5:38:55]
Associated with the unbuilt
[5:39:00]
Unit.
[5:39:00]
How do we find out the
[5:39:02]
Information?
[5:39:02]
The first thing we did was
[5:39:04]
Review and identify the recent
[5:39:07]
Affordable housing development
[5:39:09]
Projects to get unit costs to
[5:39:10]
Find out the average low-income
[5:39:13]
Housing tax credit used and
[5:39:15]
Applied and bank financing used
[5:39:17]
Because those are the two types
[5:39:20]
Of reliable funding that go to
[5:39:23]
Affordable housing projects in
[5:39:25]
The state of california.
[5:39:26]
Financing, as you see is an
[5:39:28]
Art.
[5:39:28]
There are many different types
[5:39:31]
Of funding that developers use.
[5:39:32]
They are not the reliable ones.
[5:39:35]
They are different amounts,
[5:39:37]
Different subsets.
[5:39:46]
The source is the state
[5:39:48]
Treasurer officer.
[5:39:49]
They have an archive and include
[5:39:53]
Detailed costs and financing for
[5:39:55]
The projects.
[5:39:55]
We were able to get on the
[5:39:57]
System and pick out a series of
[5:39:59]
Projects in contra costa
[5:40:00]
County.
[5:40:01]
This is sort of what I was
[5:40:03]
Saying earlier.
[5:40:04]
This is an example for the
[5:40:08]
Plaza, 70 unit project with one
[5:40:10]
And two and three bedroom yuens,
[5:40:13]
Total cost $69.6 million.
[5:40:16]
You can see the rock solid
[5:40:19]
Sources, tax credit equity, 36%
[5:40:21]
Of the financing and bank
[5:40:24]
Financing was 6%.
[5:40:25]
You can see this is an example
[5:40:28]
Of financing out there whether
[5:40:32]
It can be found, deferred fees,
[5:40:34]
County funds or others.
[5:40:35]
All of them have subsets.
[5:40:37]
My point is to show that this is
[5:40:40]
An example of the fact that the
[5:40:42]
Two reliable sources of
[5:40:44]
Financing here only total 42% of
[5:40:46]
The total.
[5:40:47]
There’s the gap you are seeing.
[5:40:49]
The gap is having to be filled
[5:40:51]
With sources.
[5:40:54]
So, if we summarize the five
[5:40:57]
Products we selected from the
[5:40:59]
County, listed across the
[5:41:01]
Bottom.
[5:41:02]
Total cost of developing the
[5:41:03]
Five projects is $332 million.
[5:41:06]
Those included a total of 376
[5:41:09]
Units, so what is the average
[5:41:10]
Cost of those units is $882,000
[5:41:14]
Each.
[5:41:14]
Now, that’s higher than the
[5:41:16]
Figure I gave for antioch.
[5:41:19]
This spreads from walnut creek
[5:41:22]
To else el cerrito.
[5:41:26]
This is the countywide average.
[5:41:29]
We took the information I
[5:41:31]
Mentioned that we could find of
[5:41:33]
The 376 yuens, we found out
[5:41:35]
Through the state treasurer,
[5:41:47]
$50,500,000 bank financing and
[5:41:51]
$128,500,000 in federal tax
[5:41:53]
Credits used ajing out to
[5:41:57]
$342,000 a unit.
[5:41:58]
Once again, for the countywide,
[5:42:02]
We found $882,000 to build a
[5:42:06]
Unit, subtract $134,000 in bank
[5:42:11]
Financing, $342,000 in tax
[5:42:12]
Credits and a gap of $406,000,
[5:42:23]
46.02% of average cost.
[5:42:25]
We need to apply that to
[5:42:26]
Antioch.
[5:42:27]
We modeled a conceptual housing
[5:42:31]
Model here which is something we
[5:42:32]
Did in the feasibility
[5:42:35]
Analysis.
[5:42:35]
Then we calculated the
[5:42:37]
Development cost.
[5:42:39]
It includes the tailored units,
[5:42:43]
Impact fees, soft costs, etc.
[5:42:45]
We found that unit would cost
[5:42:48]
$36 million.
[5:42:49]
That equates to $440,000 less
[5:42:55]
Than $880,000 countywide.
[5:42:58]
We calculated the financing gap,
[5:43:01]
Applied the 46.02 ratio to the
[5:43:04]
Total and got $202,500 financing
[5:43:11]
Gap.
[5:43:15]
We are aware you need
[5:43:17]
Information from the ground.
[5:43:19]
First thing we did with the
[5:43:21]
Conclusions is take them to the
[5:43:23]
Affordable housing developers.
[5:43:25]
We got great insight from eden
[5:43:28]
Housing.
[5:43:29]
I should mention the numbers I
[5:43:30]
Gave you reflected their input
[5:43:33]
Already.
[5:43:33]
We took our numbers to the
[5:43:35]
Developers and what we heard
[5:43:36]
From the first gentleman, you
[5:43:38]
Need to increase your per unit
[5:43:41]
Cost because financing costs,
[5:43:43]
City blue jackets and design
[5:43:45]
Costs are boosting up now.
[5:43:47]
Our original number was less
[5:43:51]
Than $440,000, and we increased
[5:43:53]
The costs, soft costs and legal
[5:43:57]
Fees based on input and heard
[5:43:59]
The same thing from cypress
[5:44:04]
Saying we might have estimated
[5:44:06]
The soft costs.
[5:44:07]
We increased them.
[5:44:08]
Both developers felt the inlieu
[5:44:11]
Fee and ratio was reasonable and
[5:44:14]
To quote the gentleman, this
[5:44:17]
Will go a long way helping the
[5:44:21]
Housing developer.
[5:44:23]
We got good insight on the in
[5:44:26]
Lieu fee increased based on the
[5:44:28]
Increases of soft costs they
[5:44:31]
Mentioned.
[5:44:31]
This was vetted by those that
[5:44:35]
Practice development.
[5:44:38]
Now, the inclusionary housing
[5:44:40]
Trust fund.
[5:44:41]
Every city that collects fees
[5:44:43]
Need a place to put it, the idea
[5:44:46]
That it needs to go to the
[5:44:49]
Prioritization of affordable
[5:44:51]
Housing.
[5:44:52]
Every housing trust fund needs
[5:44:54]
To be letted led by a council
[5:44:58]
Approved set of administrative
[5:45:02]
Guidelines.
[5:45:04]
They are to assist in the
[5:45:06]
Creation and preservation of
[5:45:08]
Affordable housing in the city
[5:45:09]
Of antioch for low, moderate and
[5:45:14]
Moderate low income households
[5:45:17]
And distribution uses of the
[5:45:19]
Fees, creating affordable units
[5:45:21]
Being the top.
[5:45:24]
Assistance with rehabilitation
[5:45:26]
Programs, conversion of market
[5:45:27]
Rate units and supporting the
[5:45:29]
Construction of adus, by their
[5:45:32]
Very nature affordable.
[5:45:34]
Just a few of the distributions
[5:45:35]
And uses.
[5:45:40]
To remind you what we heard
[5:45:43]
February 4th from the planning
[5:45:44]
Commission, a 4 will 4-0
[5:45:49]
Recommendation that the city
[5:45:50]
Adopt the iho.
[5:45:52]
There were questions, the first
[5:45:54]
Being could it be written into
[5:45:56]
The ordinance that
[5:46:00]
Prioritization be given to
[5:46:02]
Antioch residents for the
[5:46:04]
Affordable units?
[5:46:05]
There is conflicts.
[5:46:08]
I did research with my contact
[5:46:10]
At mtc and the city did its own
[5:46:18]
Research.
[5:46:22]
I’m sorry.
[5:46:35]
There was the potential for
[5:46:37]
Conflict with state fair housing
[5:46:40]
Laws.
[5:46:41]
Staff and myself felt the
[5:46:42]
Potential liabilities would out
[5:46:44]
Way the benefits given the
[5:46:46]
Conflicts.
[5:46:47]
That was born out by mtc and
[5:46:50]
Their housing experts so staff
[5:46:53]
Didn’t recommend it.
[5:46:54]
There was another request to
[5:46:58]
Review the preference for local
[5:47:00]
Unions.
[5:47:00]
This goes back to potential
[5:47:03]
Conflicts with existing laws,
[5:47:05]
Labor relation act, state
[5:47:07]
Housing element law and zoning
[5:47:10]
Authority all contain limits or
[5:47:12]
Barriers to that type of
[5:47:14]
Preference.
[5:47:14]
This does not reflect staff lack
[5:47:17]
Of prioritization of local
[5:47:20]
Unions.
[5:47:21]
It’s to keep the ordinance
[5:47:24]
Conflict free and on legal
[5:47:28]
Ground.
[5:47:30]
Planning commission asked that
[5:47:32]
We look at ensuring that the
[5:47:35]
Housing trust fund prioritizes
[5:47:39]
Funding for housing
[5:47:40]
Development.
[5:47:41]
Staff clarified the admin
[5:47:44]
Guidelines provides the
[5:47:45]
Guidelines for how the funds are
[5:47:48]
Spent and allow them to be spent
[5:47:50]
Strategically on a variety of
[5:47:53]
Needs.
[5:47:54]
The guidelines are approved by
[5:47:56]
You the council and the
[5:47:57]
Assumption is that the funds
[5:48:01]
Prioritize affordable housing
[5:48:02]
Development.
[5:48:04]
Planning commission also had a
[5:48:05]
Valid question about
[5:48:08]
Prioritizing extremely low
[5:48:09]
Income households.
[5:48:10]
There is a strange structural
[5:48:12]
Issue with the state with hcd
[5:48:14]
And eli.
[5:48:16]
is, if you look directly
[5:48:19]
Into the state housing building
[5:48:21]
Block website, eli is considered
[5:48:24]
A subset of low income.
[5:48:27]
Whereas the separation between
[5:48:29]
The income levels is
[5:48:30]
Traditionally a break, eli is
[5:48:36]
Zero to 30 within zero to 50 of
[5:48:39]
Eli, which is why we don’t see
[5:48:41]
It on the arena targets.
[5:48:44]
Hcd does not pry prioritize,
[5:48:49]
Cities are asked to study eli in
[5:48:52]
The housing units.
[5:48:53]
They are not part of rena, by
[5:48:58]
Including eli in the housing
[5:49:01]
Ordinance itself, it brings us
[5:49:03]
Out of lock step with the
[5:49:05]
Progress requested by the state
[5:49:06]
And keeping it consistent with
[5:49:09]
The housing element.
[5:49:10]
It is simply that the income
[5:49:12]
Range is within vli.
[5:49:16]
Finally, the pc asked if we
[5:49:20]
Could audit the trust fund first
[5:49:23]
Quarter of the year and each
[5:49:24]
Every two years here after to
[5:49:27]
Determine the percentage of
[5:49:28]
Projects using in-lieu fees.
[5:49:31]
In other words, is this
[5:49:32]
Working?
[5:49:34]
Clearly, city council can
[5:49:36]
Include this in the draft or
[5:49:41]
Housing trust fund guidelines
[5:49:42]
Itself.
[5:49:45]
All were good points to a well
[5:49:47]
Tuned planning commission.
[5:49:48]
Again, this goes back to the
[5:49:50]
First slide recommended action
[5:49:52]
By staff introduced by total
[5:49:54]
Only and waived the first
[5:49:58]
Reading amending the title ix
[5:50:00]
With the components of the iho I
[5:50:03]
Have gone over, adopt the
[5:50:05]
Resolution establishing a trust
[5:50:07]
Fund, the place to put the
[5:50:10]
In-lieu fees and adopting a
[5:50:14]
Resolution to add the in-lieu
[5:50:16]
Fee anding the affordable
[5:50:20]
Housing compliance monitoring
[5:50:21]
Fee.
[5:50:21]
That is the end of my
[5:50:23]
Presentation.
[5:50:24]
I’m here to answer questions.
[5:50:25]
>> mayor ron bernal: all
[5:50:26]
Right, thank you.
[5:50:27]
This is a public hearing.
[5:50:29]
I’m going to open it right now.
[5:50:33]
And do we have a proponent for
[5:50:37]
The project?
[5:50:50]
>> I would like to make a motion
[5:50:53]
To extend our meeting to
[5:50:56]
12:00 midnight.
[5:50:57]
>> mayor ron bernal: we have a
[5:50:59]
Motion to extend the meeting to
[5:51:01]
12:00 midnight.
[5:51:02]
Do we have a second?
[5:51:07]
We are not going to get there.
[5:51:14]
It means -- we can finish
[5:51:18]
Earlier.
[5:51:18]
>> I’ll second it.
[5:51:21]
>> motion by mayor pro-tem
[5:51:24]
Freitas, second by councilmember
[5:51:26]
Rocha.
[5:51:27]
Cost your votes, please.
[5:51:41]
>> clerk: motion passes 4- 4-1
[5:51:53]
Abstaining.
[5:51:55]
>> mayor ron bernal: who is
[5:51:57]
Going to be the proponent?
[5:51:59]
>> we are a big group
[5:52:01]
Coalition.
[5:52:01]
We are all together.
[5:52:02]
>> mayor ron bernal: you have
[5:52:04]
Ten minutes.
[5:52:05]
>> I won’t take it, but that’s
[5:52:07]
Great.
[5:52:07]
Good evening, mayor and
[5:52:10]
Council.
[5:52:10]
I’m here drn -- I work with east
[5:52:17]
Bay housing,.
[5:52:19]
We have over 40 years experience
[5:52:21]
Working with housing policies
[5:52:24]
Including clution inclusionary
[5:52:29]
Housing in the area.
[5:52:30]
We have worked with a broad
[5:52:32]
Coalition of other organizations
[5:52:34]
Based in antioch also proponents
[5:52:36]
Of the inclusionary housing
[5:52:38]
Ordinance here.
[5:52:39]
I’m going to read the list of
[5:52:42]
Folks, some in the room and some
[5:52:47]
Not.
[5:52:47]
We are here with the contra
[5:52:49]
Costa county budget justice,
[5:52:52]
East bay alliance, east bay
[5:52:54]
Housing organizations, the
[5:52:56]
Ensuring opportunity campaign to
[5:52:58]
End poverty in contra costa
[5:53:00]
County, hope solutions, lift up
[5:53:01]
Contra costa county, monument
[5:53:04]
Impact, multi-faith action
[5:53:06]
Coalition, public advocates,
[5:53:09]
Rising juntos.
[5:53:12]
That’s a coalition that brings
[5:53:15]
Years of experience working on
[5:53:18]
Inclusionary housing and faith
[5:53:21]
Leaders, service providers,
[5:53:23]
Housing developers and those
[5:53:26]
Impacted by the housing
[5:53:29]
Affordability crisis.
[5:53:29]
We arewe know this is a
[5:53:34]
Necessary tool for antioch to
[5:53:36]
Use to address the affordability
[5:53:38]
Crisis in the city and region.
[5:53:40]
We know it’s an appropriate
[5:53:42]
Tool.
[5:53:42]
We are a growing city with
[5:53:45]
Plentiful opportunities for
[5:53:46]
Development.
[5:53:46]
That is the exact climate in
[5:53:49]
Which you want to implement a
[5:53:51]
Housing ordinance.
[5:53:52]
We know new housing is being
[5:53:55]
Built, but not enough housing is
[5:53:59]
Being built targeting low income
[5:54:02]
Residents in antioch.
[5:54:02]
I was looking at the past two
[5:54:04]
Years of building permits in
[5:54:07]
Antioch.
[5:54:07]
There were 740 homes permitted,
[5:54:10]
But only 50 of those were
[5:54:14]
Designated low and low income
[5:54:16]
Residents, many were adus,
[5:54:19]
Guessing that they are low
[5:54:21]
Income housing.
[5:54:21]
We don’t have a way of
[5:54:23]
Verifying.
[5:54:23]
They are not deed restricted not
[5:54:28]
Permanently affordable which is
[5:54:29]
Required by the iho.
[5:54:31]
We are building a lot.
[5:54:32]
We are not building enough for
[5:54:34]
Low income residents.
[5:54:37]
The iho would ensure not only we
[5:54:42]
Build affordable housing but
[5:54:44]
Throughout the city and not cost
[5:54:45]
The city money, wouldn’t require
[5:54:47]
Us to apply for more home key
[5:54:51]
Projects, though we should do
[5:54:52]
That, but wouldn’t take anything
[5:54:54]
Away from that.
[5:54:56]
Instead, it asks developers who
[5:54:58]
Are coming and going to profit
[5:55:00]
And continue to profit in
[5:55:02]
Antioch to contribute and
[5:55:05]
Dedicate some of their resources
[5:55:07]
Toward making sure all antioch
[5:55:10]
Residents have an affordable
[5:55:11]
Place to call home.
[5:55:13]
I want to emphasize this is a
[5:55:16]
Mainstream tool.
[5:55:17]
Antioch is not the first city,
[5:55:19]
Won’t be going out on a limb
[5:55:23]
Adopting this.
[5:55:24]
14 of 19 jurisdictions in contra
[5:55:26]
Costa county have inclusionary
[5:55:29]
Ordinances.
[5:55:29]
We are on solid ground here,
[5:55:31]
Taking a well trodden path that
[5:55:33]
Works well and works well for
[5:55:36]
Other jurisdictions.
[5:55:38]
The coalition has two
[5:55:39]
Recommendations for how the
[5:55:41]
Ordinance could be slightly
[5:55:42]
Stronger.
[5:55:43]
One is we suggest a 20%
[5:55:48]
Inclusionary rate.
[5:55:49]
15% is a step in the right
[5:55:51]
Direction.
[5:55:52]
60% of antioch residents spent
[5:55:55]
More than 30% of their income on
[5:55:59]
Rent.
[5:55:59]
Another 2/3 are designated at
[5:56:03]
Risk of displaiment or
[5:56:06]
Gentrification.
[5:56:07]
The risk of not building enough
[5:56:09]
Affordable housing is real,
[5:56:11]
Present.
[5:56:12]
For two years in a row antioch
[5:56:14]
Had the highest number of
[5:56:17]
Unhoused individuals in the
[5:56:18]
County.
[5:56:19]
We want to do everything we can
[5:56:21]
To meet the moment, meet the
[5:56:23]
Urgency.
[5:56:24]
The second recommendation we
[5:56:25]
Have we believe the ordinance
[5:56:26]
Can do more to target low income
[5:56:29]
Individuals.
[5:56:30]
That’s a subcategory of low
[5:56:32]
Income the consultant team
[5:56:34]
Mentioned.
[5:56:35]
What we expect in the
[5:56:38]
Inclusionary housing because we
[5:56:40]
Are asking for profit builders
[5:56:42]
To build at the top of the
[5:56:43]
Range.
[5:56:44]
They build the most expensive
[5:56:46]
Housing that qualifies for low
[5:56:48]
Income residents.
[5:56:49]
That’s a good step and we
[5:56:51]
Encourage that, but to reach
[5:56:57]
Extremely low income community
[5:56:58]
Members, we need specificity.
[5:57:02]
Two ways to achieve that, one a
[5:57:05]
Certain requirement, 5% of the
[5:57:08]
Affordable homes have to be
[5:57:10]
Affordable to extremely low
[5:57:12]
Income individuals.
[5:57:13]
The other side, the alternative
[5:57:16]
Compliance, in lieu fee.
[5:57:17]
Those fees are used by
[5:57:19]
Affordable housing developers
[5:57:21]
That specialize in reaching low
[5:57:24]
Income individuals.
[5:57:25]
We suggest to include the 5% low
[5:57:28]
Income requirement or create an
[5:57:30]
Addition to the in lieu fee a
[5:57:34]
Land donation option where
[5:57:37]
Developers could contribute to
[5:57:39]
The in lieu fee rather than in
[5:57:41]
Cash with land.
[5:57:43]
That provides an option for an
[5:57:45]
Affordable housing developer to
[5:57:49]
Use that land to reach low
[5:57:52]
Income individuals.
[5:57:52]
Those are two recommendations.
[5:57:55]
Overall we are appreciative of
[5:57:56]
The city, staff, consultants
[5:57:58]
Have done.
[5:57:59]
We are on a strong path.
[5:58:02]
There are various objections
[5:58:04]
Whether they are legal or for
[5:58:06]
The feasibility of the
[5:58:08]
Developers.
[5:58:08]
We know staff has addressed
[5:58:10]
Those.
[5:58:11]
Staff has looked at legality,
[5:58:14]
Looked at feasibility and this
[5:58:17]
Will not defer development in
[5:58:19]
Antioch.
[5:58:19]
We are excited to see the city
[5:58:21]
Move forward with this step and
[5:58:24]
Hopeful to move forward with the
[5:58:26]
Strongest most impactful
[5:58:27]
Ordinance we can.
[5:58:28]
Thank you.
[5:58:29]
>> mayor ron bernal: thank
[5:58:30]
You.
[5:58:31]
Do we have anyone to speak in
[5:58:32]
Opposition to the ordinance?
[5:58:36]
>> clerk: mr. Becker.
[5:58:39]
>> mayor ron bernal: speaking
[5:58:41]
In opposition to the ordinance?
[5:58:59]
>> I hadn’t planned on ten
[5:59:02]
Minutes.
[5:59:03]
I’ll try not to use it all.
[5:59:05]
I didn’t prepare for that.
[5:59:07]
Thank you for allowing me to
[5:59:13]
Speak.
[5:59:15]
The gentleman -- you are being
[5:59:18]
Misled.
[5:59:19]
What you are being told is
[5:59:23]
Untrue.
[5:59:23]
They are not asking developers
[5:59:28]
To contribute.
[5:59:28]
They are requiring them to
[5:59:31]
Contribute.
[5:59:32]
There is a big difference.
[5:59:36]
Let’s talk about the law.
[5:59:38]
I’m not an attorney.
[5:59:41]
I could bring one down here from
[5:59:43]
The pacific legal foundation if
[5:59:45]
You would like to hear from
[5:59:46]
Them.
[5:59:46]
They are going back to court.
[5:59:49]
They are going to the united
[5:59:50]
States supreme court.
[5:59:51]
At least one of you up there
[5:59:54]
Understands federalism and
[5:59:56]
Understands that when the united
[5:59:58]
States supreme court makes a
[6:00:00]
Ruling, as our current president
[6:00:03]
Recently said, it’s not an
[6:00:07]
Unfortunate event.
[6:00:07]
It’s a ruling.
[6:00:09]
It’s a command.
[6:00:09]
It is the law.
[6:00:19]
Mr. Sykes went to court and the
[6:00:23]
Ruling is -- that the fees
[6:00:26]
Charged by either administration
[6:00:28]
Or by legislation have to
[6:00:33]
Directly affect what burdens
[6:00:37]
Occur at the municipal level by
[6:00:40]
That development.
[6:00:42]
These individuals are talking
[6:00:44]
About all of the town, all of
[6:00:47]
The people that need housing.
[6:00:49]
Now, if you want to have a
[6:00:52]
Discussion about the importance
[6:00:53]
Of housing people, low income
[6:00:57]
People and extremely low income
[6:01:01]
People, that is definitely a
[6:01:02]
Conversation worth having, and I
[6:01:05]
Would be glad to discuss that,
[6:01:06]
But this is not the way.
[6:01:10]
This is a violation of the fifth
[6:01:13]
Amendment of the constitution
[6:01:15]
And the 14th amendment of the
[6:01:18]
Constitution.
[6:01:19]
It does not offer due process,
[6:01:22]
And it is an illegal taking.
[6:01:27]
Now, the united states supreme
[6:01:30]
Court moves very slowly.
[6:01:36]
Mr. Seitz took six years to get
[6:01:38]
There the first time.
[6:01:39]
I assure you, that within the
[6:01:42]
Future, you will see that
[6:01:45]
Inclusionary housing in which
[6:01:49]
Private property owners -- they
[6:01:51]
Call them developers -- they are
[6:01:55]
Private property owners.
[6:01:56]
You are extracting money from
[6:01:58]
Them.
[6:01:58]
It basically comes down to
[6:02:03]
Municipal extortion.
[6:02:04]
We need to fix the social
[6:02:07]
Problem, and we need your
[6:02:08]
Money.
[6:02:10]
No.
[6:02:11]
It’s wrong.
[6:02:13]
It’s fundamentally wrong.
[6:02:17]
This country is a republic.
[6:02:20]
It was based on democracy and
[6:02:24]
Capitalism.
[6:02:24]
Not socialism.
[6:02:26]
When you take people’s property,
[6:02:29]
When you extract money from them
[6:02:32]
Illegally, they are entitled to
[6:02:34]
Compensation.
[6:02:37]
Now, I have laid down a paper
[6:02:41]
Trail.
[6:02:41]
I have spoken here.
[6:02:43]
I have written to you.
[6:02:45]
I have outlined my concerns.
[6:02:47]
I don’t expect you to side with
[6:02:50]
Me or the law.
[6:02:55]
In actuality, the california
[6:02:57]
Supreme court tried to do a
[6:02:59]
Workaround on the united states
[6:03:01]
Supreme court decision.
[6:03:03]
That’s why mr. Seitz and the
[6:03:05]
Pacific legal foundation are
[6:03:07]
Going back to court.
[6:03:09]
The gentleman who prepared this
[6:03:13]
Report which should be round
[6:03:15]
Filed, only quotes california
[6:03:16]
Law and nothing past -- based on
[6:03:21]
My recollection, past 2017.
[6:03:24]
The seitz case was decided in
[6:03:28]
2024.
[6:03:29]
It may take him another six
[6:03:31]
Years to get a decision.
[6:03:33]
Someone is going to step forward
[6:03:39]
To fight inclusionary housing.
[6:03:43]
Let’s talk about who actually
[6:03:46]
Pays the fee.
[6:03:50]
They sit there, and they stand
[6:03:52]
Up and tell you, well, the
[6:03:55]
Developer will pay it.
[6:03:57]
No, he won’t.
[6:03:58]
This is akin to a tariff.
[6:04:01]
They are going to charge the
[6:04:03]
Developer, and then all of the
[6:04:05]
Market rate homes -- they are
[6:04:07]
Going to divide up that cost and
[6:04:09]
Add it on top.
[6:04:10]
They are not going to eat
[6:04:14]
Millions of dollars.
[6:04:15]
I run a business.
[6:04:17]
I wouldn’t do it.
[6:04:19]
No reasonable capitalist would.
[6:04:21]
Who is actually going to pay
[6:04:22]
It?
[6:04:23]
The consumer.
[6:04:25]
The middle class person who has
[6:04:27]
Saved the money to buy their
[6:04:29]
First home because most buyers
[6:04:31]
In this town are first time
[6:04:36]
Buyers.
[6:04:36]
They are going to pay it.
[6:04:38]
Is that really fair?
[6:04:41]
Really?
[6:04:43]
Because I don’t think so.
[6:04:45]
It’s a great idea, but it’s
[6:04:48]
Being done incorrectly.
[6:04:53]
As I said, I don’t expect that
[6:05:00]
You will table this matter.
[6:05:02]
I expect that you will most
[6:05:05]
Likely approve it, but you are
[6:05:10]
On very tenuous ground, and if
[6:05:12]
You actually put together a
[6:05:15]
Trust fund where you have
[6:05:16]
Collected all of this money and
[6:05:18]
Someone sues you, and they want
[6:05:20]
Their money back, like the
[6:05:24]
Thousands of companies that want
[6:05:28]
Their tariff money back who have
[6:05:31]
Filed suit against the federal
[6:05:33]
Government, you are going to
[6:05:34]
Have to pay it back because you
[6:05:36]
Have been warned and the paper
[6:05:38]
Trail exists.
[6:05:41]
I suggest -- I request that you
[6:05:45]
Vote no.
[6:05:45]
Thank you for your your time.
[6:05:48]
>> mayor ron bernal: thank
[6:05:50]
You.
[6:05:51]
Do we have any public comment on
[6:05:53]
This item?
[6:05:55]
>> clerk: yes, anthony
[6:05:57]
Followed by mark and then pastor
[6:06:02]
Joesy.
[6:06:06]
Josie.
[6:06:10]
\hjosie.
[6:06:10]
>> mayor bernal, councilmembers,
[6:06:16]
I’m anthony carol, speaking on
[6:06:18]
Behalf of carpetters 162, 150
[6:06:21]
Working people in antioch and
[6:06:23]
Thousands more across contra
[6:06:25]
Costa county.
[6:06:25]
Over the past five years, the
[6:06:27]
Carpetters have been the out
[6:06:30]
Spoken and supportive voice
[6:06:33]
Prohousing policy out of the
[6:06:35]
Construction trades.
[6:06:37]
Our members are no strangers
[6:06:39]
Either.
[6:06:39]
It is our hope that this
[6:06:41]
Ordinance does well for the low
[6:06:44]
Income residents of antioch and
[6:06:46]
Generates new affordable housing
[6:06:49]
In the city.
[6:06:50]
Along with the housing ordinance
[6:06:53]
Is the trust fund slated to be
[6:06:55]
Created as part o of the
[6:06:57]
Policy.
[6:06:58]
With in lieu fees, set, we are
[6:07:03]
Looking at potentially millions
[6:07:05]
Generated for new affordable
[6:07:08]
Housing generation.
[6:07:09]
The carpenters are in support
[6:07:11]
Over all but I’m here to ask you
[6:07:13]
To stay or continue the vote on
[6:07:16]
The trust fund to work with us
[6:07:18]
First to create a labor
[6:07:20]
Standards resolution that
[6:07:22]
Requires prevailing wages,
[6:07:25]
Healthcare expenditures and
[6:07:30]
Receiving funds from the housing
[6:07:32]
Trust fund.
[6:07:33]
The labor standards are crucial
[6:07:38]
To ensure funds don’t contribute
[6:07:40]
To exploitation faced by
[6:07:44]
Non-union kruck construction
[6:07:50]
Workers.
[6:07:51]
I want to be clear, this was a
[6:07:54]
Misunderstanding from the
[6:07:55]
Planning commission.
[6:07:56]
The resolution that we are
[6:07:58]
Proposing is not a mandate for
[6:08:00]
Union labor.
[6:08:01]
Lather, thisrather this is a
[6:08:06]
Proposal to raise funding for
[6:08:09]
Public funds.
[6:08:10]
We don’t feel there are concerns
[6:08:12]
Running afoul of the nrb, state
[6:08:16]
Obligations or any other
[6:08:18]
Openness to litigation.
[6:08:19]
These are city funds and similar
[6:08:21]
To other revenue generating
[6:08:24]
Measure, it’s your right to
[6:08:26]
Attach the standards you want
[6:08:27]
And see fit.
[6:08:28]
I would like to give a shoutout
[6:08:31]
To the rising juntos, correct?
[6:08:34]
The recommendations to increase
[6:08:36]
The inclusionary requirement to
[6:08:38]
20% as well as raising the
[6:08:41]
In-lieu fees, I feel they are
[6:08:44]
Supportive of appropriate to the
[6:08:46]
Changes to the proposal as
[6:08:47]
Well.
[6:08:48]
We have sent draft resolution
[6:08:50]
Language to the mayor, I
[6:08:52]
Believe, maybe other
[6:08:53]
Councilmembers.
[6:08:54]
If not, we’ll reach out to you
[6:08:56]
Shortly.
[6:08:57]
I ask you to please move to
[6:09:00]
Continue the vote to the next
[6:09:01]
Meeting so we can work to
[6:09:03]
Protect the construction workers
[6:09:07]
Without whom this housing will
[6:09:09]
Be built.
[6:09:09]
Thank you for your your time.
[6:09:13]
>> clerk: mark followed by
[6:09:16]
Pastor josie and then devin.
[6:09:19]
>> I’ll waive my time, thank
[6:09:21]
You.
[6:09:22]
>> pastor josie.
[6:09:30]
Good evening, everyone.
[6:09:31]
It’s been quite a night.
[6:09:33]
My name is pastor josie, pass
[6:09:37]
Pastor of the 7th day adventist
[6:09:41]
Church.
[6:09:43]
From those perspectives, I want
[6:09:45]
To express my support in the
[6:09:47]
Ordinance.
[6:09:48]
I want to encourage you to pass
[6:09:50]
It or at least continue it with
[6:09:52]
All of the other people who have
[6:09:55]
Spoken that would like to
[6:09:57]
Contribute to making sure that
[6:09:58]
We pass an ordinance that is
[6:10:01]
Inclusive of everyone who will
[6:10:12]
Participant in it.
[6:10:14]
My experience has been eye
[6:10:15]
Opening.
[6:10:16]
Tenants with the highest income
[6:10:18]
Create the most challenges while
[6:10:20]
Those with modest incomes are
[6:10:24]
Frequently the most responsible
[6:10:26]
And reliable in my experience.
[6:10:28]
This issue is also personal for
[6:10:30]
Me.
[6:10:30]
I was raised by a single mother
[6:10:33]
Who relied on affordable housing
[6:10:37]
To raise two teenage daughters.
[6:10:39]
These opportunities of
[6:10:41]
Affordable housing have helped
[6:10:46]
Place us in a safer community.
[6:10:50]
I believe that being in a safer
[6:10:52]
Community had a positive impact
[6:10:54]
In our life.
[6:10:56]
Right now, antioch leads the
[6:10:59]
County in homelessness.
[6:11:02]
Imagine if we became known as
[6:11:05]
The city that led the county in
[6:11:08]
Reducing it.
[6:11:09]
To help make this possible, I’m
[6:11:11]
Going to agree with the
[6:11:13]
Recommendations that were
[6:11:17]
Given.
[6:11:17]
From a faith perspective, I
[6:11:20]
Believe it’s extremely important
[6:11:21]
That we prioritize the most
[6:11:25]
Vulnerable in our communities.
[6:11:27]
It is more important that we
[6:11:29]
Prioritize people than profits.
[6:11:34]
So, I would ask that you would
[6:11:36]
Consider increasing this to 20%,
[6:11:41]
A slightly stronger commitment
[6:11:43]
Today could make a more
[6:11:46]
Meaningful difference for many
[6:11:48]
Families like mine, in the near
[6:11:52]
Future.
[6:11:52]
In terms of the extremely low
[6:11:56]
Income residents, I would like
[6:11:58]
To see a land dedication option
[6:12:01]
So nonprofits can build
[6:12:03]
Affordable housing with
[6:12:04]
Supportive services.
[6:12:07]
I was the former chair of 7th
[6:12:13]
Day adventist pastors and
[6:12:15]
Leaders in contra costa county,
[6:12:17]
And right now, we are currently
[6:12:19]
Seeing if we can work with one
[6:12:22]
Of our churches to help build
[6:12:24]
Affordable housing on their land
[6:12:27]
In pittsburgh.
[6:12:28]
I think that’s something we
[6:12:29]
Could do here as well.
[6:12:31]
The decisions that you make
[6:12:34]
Tonight will shape not only the
[6:12:37]
Buildings in our city, but the
[6:12:39]
Lives that grow within them.
[6:12:46]
Because a truly strong city is
[6:12:48]
Not where only the wealthy can
[6:12:50]
Live, but where every family has
[6:12:53]
The opportunity to call it a
[6:12:56]
Home.
[6:12:59]
Thank you for your time.
[6:13:11]
Devin followed by cecilia.
[6:13:14]
>> good evening again.
[6:13:16]
I’m a little calmer now.
[6:13:26]
It’s late, and I know you want
[6:13:28]
To go home.
[6:13:31]
Thanks, for decades now,
[6:13:33]
Unchecked power of capitalism
[6:13:35]
And bribes taken in the federal
[6:13:38]
Government and state government,
[6:13:41]
Genz millennials like myself and
[6:13:45]
Generation alpha will have
[6:13:47]
Continued suffering when it
[6:13:48]
Comes to home ownership.
[6:13:51]
People are quick to say pull
[6:13:53]
Yourself up by your boot straps
[6:13:57]
And recently, I have heard we
[6:13:59]
Can’t afford boots at this
[6:14:01]
Point.
[6:14:01]
We can’t afford bus fare to get
[6:14:03]
Us through the day.
[6:14:05]
My boots are pulled up, but they
[6:14:09]
Are old now.
[6:14:10]
I am blessed to have family I
[6:14:12]
Can rely on to have shelter and
[6:14:17]
Hopefully one day buy a home to
[6:14:19]
Call my own.
[6:14:29]
I know people with three degrees
[6:14:31]
Struggling to pay for a two
[6:14:34]
Bedroom apartment.
[6:14:35]
I’m blessed here.
[6:14:37]
It shouldn’t be this hard.
[6:14:40]
30 years ago my parents were
[6:14:42]
Able to buy a home in san
[6:14:44]
Francisco in their 20s.
[6:14:53]
That’s my story.
[6:14:54]
There are so many in antioch
[6:14:56]
That don’t have that story,
[6:14:58]
Don’t have a relation to my
[6:15:01]
Story at all.
[6:15:02]
They grew up here.
[6:15:04]
I don’t know everyone in the
[6:15:05]
City, but there is a need.
[6:15:08]
I’ll tell you a story about me
[6:15:10]
When I was a teenager.
[6:15:12]
I played this game called the
[6:15:15]
Sims at home.
[6:15:17]
It’s a simulation you build a
[6:15:19]
Home, start a family, super
[6:15:21]
Fun.
[6:15:21]
I built homes I wanted to live
[6:15:24]
In one day.
[6:15:24]
I thought the world is decent.
[6:15:26]
I’ll be able to do it.
[6:15:28]
My parents did it.
[6:15:30]
Friends, family members --
[6:15:31]
Whatever.
[6:15:32]
Not in 2008.
[6:15:34]
When I graduated high school,
[6:15:37]
The economy tanked, housing
[6:15:39]
Market sucks and we are
[6:15:41]
Suffering from it still today.
[6:15:42]
I know there are so many
[6:15:44]
Teenagers out there with the
[6:15:46]
Same dream I had to own a home,
[6:15:49]
Pursue the career they wanted
[6:15:50]
To.
[6:15:50]
I used to dream of kicking my
[6:15:53]
Feet up after a day on the set
[6:15:55]
Watching a movie or reading the
[6:15:59]
Next script for my next
[6:16:01]
Project.
[6:16:02]
If you know me, you know.
[6:16:03]
I don’t have that privilege
[6:16:05]
Because I decided to do this
[6:16:06]
Work.
[6:16:07]
My triem is dream is put on
[6:16:11]
Hold.
[6:16:11]
That’s the short version.
[6:16:14]
I employer everyone to do the
[6:16:16]
Research.
[6:16:16]
I don’t think we are breaking
[6:16:18]
Laws.
[6:16:19]
We have a city attorney that
[6:16:20]
Would have told us, you’re
[6:16:22]
Breaking the law.
[6:16:25]
Anyway, not to hold you up
[6:16:28]
Longer, but now that my dream is
[6:16:30]
On hold, I’m fighting for the
[6:16:33]
Right to make this right,
[6:16:37]
Affordable, inclusionary,
[6:16:38]
Whatever you call it, it doesn’t
[6:16:40]
Mean developers, we’ll make sure
[6:16:42]
You can’t do anything or leave.
[6:16:47]
It means developers, read the
[6:16:51]
Room.
[6:16:52]
It’s always about you.
[6:16:54]
Now today, it should be about
[6:16:56]
The community.
[6:16:57]
Let the community have this one,
[6:16:59]
Right?
[6:17:01]
So, inclusionary housing in my
[6:17:05]
Closing, thank you for the five
[6:17:07]
Minutes, what it means to me is
[6:17:08]
The opportunity for families to
[6:17:10]
Grow up in a place they call
[6:17:12]
Their own even if they don’t own
[6:17:15]
It, but they can afford to live
[6:17:17]
There.
[6:17:18]
For the most part, I hope you
[6:17:21]
Pass this.
[6:17:22]
I really want labor to be a
[6:17:25]
Piece of the conversation as
[6:17:26]
Well.
[6:17:27]
I think it’s a long time coming
[6:17:30]
That we have something like this
[6:17:32]
In antioch.
[6:17:33]
Thank you all, goodnight.
[6:17:38]
>> clerk: cecilia, followed
[6:17:43]
By melissa.
[6:17:43]
>> it’s so cold in here.
[6:17:49]
Hi.
[6:17:49]
Good evening, councilmembers and
[6:17:51]
City staff.
[6:17:52]
My name is cecilia.
[6:17:54]
I’m a community organizer with
[6:17:58]
Rising juntos and antioch
[6:18:00]
Resident.
[6:18:00]
Everyone in this room cares
[6:18:02]
About the well being of our
[6:18:04]
Community.
[6:18:06]
Antioch is a diverse city where
[6:18:07]
Families come to build their
[6:18:09]
Lives, raise their children and
[6:18:11]
Feel a sense of belonging.
[6:18:14]
Rising juntos has been before
[6:18:15]
This council for years urging
[6:18:20]
Safe affordable, dignified
[6:18:22]
Housing.
[6:18:23]
In 2020, in addition to tenant
[6:18:25]
Protections pointed for the need
[6:18:29]
For inclusionariry housing
[6:18:31]
Ordinances.
[6:18:32]
We thank council for considering
[6:18:34]
The proposal before you
[6:18:36]
Tonight.
[6:18:36]
Rising juntos has long asserted
[6:18:38]
That in order for antioch to
[6:18:42]
Thrive, we need affordable
[6:18:43]
Housing.
[6:18:45]
In spite of the council’s
[6:18:47]
Leadership to pass much needed
[6:18:49]
Tenant protections, more is
[6:18:51]
Needed.
[6:18:52]
This policy is key to continue
[6:18:54]
The great work that we have done
[6:18:57]
Together to stabilize housing.
[6:19:02]
Antioch residents continue to
[6:19:03]
Struggle with homelessness.
[6:19:04]
The majority of extremely low
[6:19:07]
Income res didn’ts residents in
[6:19:10]
Particular are in need of
[6:19:12]
Housing that is actually
[6:19:14]
Affordable.
[6:19:15]
The proposed 15% requirement is
[6:19:17]
A step in the right direction,
[6:19:19]
But it’s not nearly enough.
[6:19:21]
We are asking for a 20%, which
[6:19:24]
Would have a meaningful impact
[6:19:26]
In creating truly affordable
[6:19:29]
Housing for families.
[6:19:31]
A 20% rate is reasonable.
[6:19:33]
It is commonly used in many
[6:19:37]
Cities and will ensure as
[6:19:39]
Antioch continues to grow, the
[6:19:41]
Growth includes homes that
[6:19:43]
Working families, seniors,
[6:19:45]
Immigrants and residents on
[6:19:48]
Fixed incomes can afford.
[6:19:52]
A 20% inclusionary requirement
[6:19:54]
Allow families to remain in the
[6:19:56]
City they call home and keep our
[6:19:58]
City strong.
[6:19:59]
I urge you to pass at least a
[6:20:02]
20% inclusionary requirement in
[6:20:05]
The inclusionary housing
[6:20:07]
Ordinance so the policies
[6:20:09]
Reflect the needs, values an
[6:20:11]
Dignity of people who live
[6:20:13]
Here.
[6:20:14]
Thank you, and we are urge you
[6:20:16]
To vote yes and continue
[6:20:18]
Stabilizing housing in our
[6:20:20]
Community.
[6:20:20]
Thank you.
[6:20:22]
>> clerk: melissa, followed by
[6:20:26]
Mr. Becker.
[6:20:30]
>> I have been waiting for
[6:20:37]
This.
[6:20:38]
I actually do believe -- I’m a
[6:20:41]
Realtor, and I believe in the
[6:20:45]
Inclusionary housing ordinance,
[6:20:46]
And I looked up the lawsuits,
[6:20:48]
And it seems the courts are
[6:20:50]
Siding with the cities more than
[6:20:52]
They are with the people that
[6:20:53]
Sue the cities, except when it
[6:20:56]
Comes to smaller sites, so maybe
[6:20:59]
You should revisit that.
[6:21:01]
I did a quick search on that.
[6:21:04]
Having developers pay for
[6:21:07]
Amenities like parks,
[6:21:10]
Playgrounds, we have been --
[6:21:12]
School, we have been doing
[6:21:13]
That.
[6:21:14]
Yes, they added on to the market
[6:21:16]
Rate homes.
[6:21:17]
To me, this is another amenity
[6:21:19]
For antioch, the -- bmr homes.
[6:21:27]
I do agree a minimum for low
[6:21:30]
Income housing, I’m not sure if
[6:21:33]
I like the 20%.
[6:21:35]
I feel we could revisit that
[6:21:37]
Later.
[6:21:37]
Some of the developers say they
[6:21:39]
Have a hard time selling.
[6:21:42]
I don’t know if I believe them,
[6:21:44]
But -- that’s what they are
[6:21:46]
Telling everyone.
[6:21:47]
I appreciated how he came up
[6:21:50]
With the in-lieu fees.
[6:21:52]
I’m kind of wanting it to be
[6:21:56]
More because I think the value
[6:22:00]
Of bmr homes on the market is
[6:22:03]
More value than receiving fees.
[6:22:06]
That’s my personal opinion.
[6:22:12]
Sorry.
[6:22:12]
I have tons of notes.
[6:22:14]
I’m going to say, I have at
[6:22:16]
Least in my database right now,
[6:22:20]
Minimum three people that would
[6:22:22]
Benefit from bmr homes.
[6:22:24]
The developer said in the
[6:22:26]
Feedback when I looked over the
[6:22:29]
Packet, they said developers
[6:22:30]
Stress the difficulty of
[6:22:32]
Qualifying for home loans may
[6:22:36]
Impede the function of iho,
[6:22:41]
Barriers to mortgage
[6:22:45]
Qualifications including
[6:22:45]
Adequate down payment.
[6:22:47]
There are two reasons people
[6:22:49]
Don’t buy homes, fica scores,
[6:22:53]
Down payment.
[6:22:53]
There are so many program, my
[6:22:56]
Home, my zip, california dream
[6:22:58]
Act.
[6:22:59]
There is down payment assistance
[6:23:01]
For the buyer.
[6:23:04]
Fica that’s personal choice.
[6:23:08]
That’s something they can work
[6:23:09]
On with a qualified loan officer
[6:23:13]
Or program to improve your
[6:23:15]
Credit.
[6:23:15]
Buying a home is a privilege.
[6:23:17]
You need to have your credit
[6:23:19]
Score up to do that.
[6:23:20]
It shows the bank that you are
[6:23:22]
Responsible and they’ll want to
[6:23:25]
Loan to you then.
[6:23:26]
I looked up mls data since I
[6:23:29]
Have access to it.
[6:23:30]
In the last year, on mls, new
[6:23:34]
Home developments don’t always
[6:23:37]
Put bmrs on there.
[6:23:40]
are eight homes bmr last
[6:23:43]
Year all sold.
[6:23:44]
Guess how many are currently on
[6:23:45]
The market?
[6:23:47]
Zero.
[6:23:47]
They have all sold.
[6:23:50]
That tells me there is a need
[6:23:51]
For it.
[6:23:53]
When developers say there’s a
[6:23:55]
Barrier to come.
[6:23:56]
People are buying these homes.
[6:24:02]
Sorry.
[6:24:08]
More stats antioch, first time
[6:24:11]
Home buyers, they are the most
[6:24:14]
Fun to work with.
[6:24:15]
You give them the keys and it
[6:24:19]
Feels good.
[6:24:19]
I just put one under contract.
[6:24:22]
I’m very happy.
[6:24:23]
In antioch, basic minimum is
[6:24:27]
$450,000 for a desirable, older
[6:24:31]
Home built in 1970.
[6:24:33]
That’s what you need to buy a
[6:24:34]
Home.
[6:24:34]
You can buy condos cheaper and
[6:24:38]
Fixer uppers cheaper.
[6:24:43]
6% interest rate with 3% down,
[6:24:47]
Household income $138,000 to
[6:24:50]
Qualify comfortably for this
[6:24:52]
House.
[6:24:54]
That’s 50% debt to income
[6:24:57]
Ratio.
[6:24:57]
Guess what antioch medium
[6:25:01]
Housing is?
[6:25:03]
98,000.
[6:25:03]
We clearly need it.
[6:25:06]
I also researched about bmr
[6:25:09]
Homes.
[6:25:09]
Five minutes goes so fast.
[6:25:12]
I don’t know if you can do this,
[6:25:13]
But make it right of first
[6:25:16]
Refusal for city workers,
[6:25:19]
Teachers, first responders.
[6:25:20]
I know some cities have done
[6:25:22]
That.
[6:25:22]
I think that to truly improve
[6:25:25]
The community, you are the best
[6:25:26]
Of five people around you.
[6:25:28]
If you mix the uses in between,
[6:25:30]
You will raise people up.
[6:25:31]
I am for this.
[6:25:46]
>> thank you.
[6:25:49]
A long time coming.
[6:25:52]
It feels like a long
[6:25:55]
Conversation, but when you think
[6:25:57]
Back, I honestly feel like
[6:26:00]
Sometimes it’s 30 minutes here
[6:26:01]
Or an hour there and a lot gets
[6:26:04]
Left off the table, so I’m a
[6:26:07]
Little concerned when I look at
[6:26:08]
This ordinance because the whole
[6:26:11]
Intent of this process was to
[6:26:14]
Understand antioch’s needs, and
[6:26:18]
From this proposal in the
[6:26:21]
Inclusionary housing program, it
[6:26:22]
Looks like it’s catering toward
[6:26:25]
The affordable housing market
[6:26:27]
That is the low income housing
[6:26:30]
Tax credit developer model that
[6:26:33]
Primarily targets 60 to 70 to
[6:26:37]
80% ami.
[6:26:39]
So, we literally are talking
[6:26:41]
About putting dollars into a
[6:26:43]
Housing trust fund that is going
[6:26:45]
To help the community’s needs.
[6:26:48]
Let’s look at a real life
[6:26:52]
Scenario in antioch.
[6:26:54]
Standard communities received
[6:26:57]
Entitlements on a property that
[6:26:58]
The city of antioch created a
[6:27:02]
Commercial infill housing
[6:27:04]
Overlay that streamlines the
[6:27:06]
Process, reducing costs from the
[6:27:08]
Developer, allowing them to
[6:27:10]
Deepen their amis to meet the
[6:27:12]
Lower a mi community needs.
[6:27:16]
We understand that our regional
[6:27:18]
Housing need allocations say
[6:27:20]
That our two largest by far are
[6:27:23]
Our extremely low and above
[6:27:26]
Moderate but the above moderate
[6:27:29]
Comes out of the picture because
[6:27:31]
It’s affordable housing.
[6:27:32]
If we understand it’s the
[6:27:34]
Extremely low, we understand the
[6:27:36]
Tax credit developers primarily
[6:27:39]
Target low income, you end up
[6:27:42]
With buchanan crossing receiving
[6:27:45]
From standard communities
[6:27:47]
Through what I imagine is a low
[6:27:49]
Income housing tax credit 9% or
[6:27:52]
4%, per their numbers they
[6:27:54]
Submitted to the city is
[6:27:59]
Developing -- 185 units -- I
[6:28:11]
Hope this is the right project,
[6:28:13]
But they are all around the same
[6:28:16]
Ami, so you will get the
[6:28:17]
Picture.
[6:28:19]
185 pictures185 units of low
[6:28:24]
Income, 23 extremely low and 23
[6:28:26]
Very low.
[6:28:29]
So, buchanan crossings, where
[6:28:31]
The per capita income per
[6:28:34]
Individual in 307201 census
[6:28:39]
Tract is $28,000 for a single
[6:28:42]
Individual, you are only
[6:28:45]
Bringing 44 units out of over
[6:28:50]
Approximately 200 units where
[6:28:52]
The city already incentivized
[6:28:54]
The developer by creating a
[6:28:58]
Streamline approval process.
[6:28:59]
Then we dig deeper and say why
[6:29:02]
Are they only tax credit
[6:29:04]
Projects?
[6:29:05]
If you look at the numbers given
[6:29:07]
In prevailing wage unit costs,
[6:29:09]
They are not realistic.
[6:29:12]
I’m sure the consultant can
[6:29:14]
Agree the deeper the ami, the
[6:29:17]
Higher the unit costs, because
[6:29:19]
There are inherit costs such as
[6:29:23]
Permanent supportive models,
[6:29:25]
Wrap around services and more
[6:29:28]
Intensive supportive space
[6:29:29]
Onsite, leading you to a higher
[6:29:32]
Prevailing wage cost here in the
[6:29:34]
Bay area and northern california
[6:29:36]
On projects I’m working on,
[6:29:40]
Range from 550 to 750,000 per
[6:29:44]
Unit.
[6:29:45]
So, then if you say, we are
[6:29:47]
Going to put these dollars into
[6:29:49]
The housing trust fund so that
[6:29:51]
We can help the true community
[6:29:54]
Needs here in antioch, we are
[6:29:57]
Acknowledging the developers
[6:29:58]
Will take the dollars and put
[6:30:00]
Them in the 60 to 70% ami, our
[6:30:05]
Middle needed bracket, and
[6:30:07]
Frankly, through the three
[6:30:09]
Projects submitted in the
[6:30:11]
Overlay, we have met the rena
[6:30:14]
Needs alone.
[6:30:15]
That’s actually wiped out.
[6:30:16]
We have addressed that per the
[6:30:19]
Alina cycle, 400 something
[6:30:22]
Units.
[6:30:22]
What about the 796 we have to
[6:30:25]
Build where out of those three
[6:30:28]
Prompts projects we get 60?
[6:30:32]
Once again, I feel like it’s
[6:30:34]
Three minutes of talk here, 30
[6:30:37]
Minutes here, an hour here.
[6:30:39]
My name is andrew becker.
[6:30:42]
Pretty much everyone knows my
[6:30:43]
Number.
[6:30:44]
Please call me so we can talk
[6:30:46]
Further.
[6:30:46]
>> clerk: we have no further
[6:30:49]
Comment cards.
[6:30:55]
>> hello, good evening.
[6:30:57]
I’m a staff attorney at public
[6:31:03]
Advocates nonprofit public
[6:31:06]
Interest law firm supporting
[6:31:09]
Housing and justice.
[6:31:11]
We challenge racial
[6:31:13]
Discrimination by strengthening
[6:31:15]
Community voices.
[6:31:16]
I’m here in support of the
[6:31:17]
Housing ordinance.
[6:31:26]
Antioch wouldn’t be the first
[6:31:27]
Nor the last to adopt an iho.
[6:31:32]
A 2017 report estimated 149
[6:31:34]
Cities and counties across
[6:31:36]
California have some form of
[6:31:39]
Inclusionary zoning policy,
[6:31:40]
Making it a popular way to
[6:31:43]
Ensure affordable housing gets
[6:31:44]
Built.
[6:31:46]
This city should move forward
[6:31:48]
With iho knowing that california
[6:31:54]
Courts have been found ihos
[6:31:58]
Constitutional and at the
[6:31:59]
Federal level, while there are
[6:32:02]
Challenges to the
[6:32:05]
Constitutionality under the
[6:32:06]
Fifth amendment, they are not
[6:32:08]
Successful.
[6:32:10]
Currently it’s good law to push
[6:32:12]
Forward the housing ordinance.
