[2:43] 8:30 uh Tuesday, September 1st. I'll
[2:47] call the meeting of the Brookings County
[2:49] Commission to order. Uh please stand for
[2:52] the pledge of
[2:52] » Allegiance
[2:57] to the flag of the United States of
[3:00] America and to the republic for it
[3:03] stands one nation under God indivisible
[3:08] with liberty and justice for all.
[3:16] Moving on to item three is approval of
[3:19] the agenda. Do I have a motion to
[3:21] approve?
[3:22] » So moved.
[3:22] » Second.
[3:23] » Motion and a second. Any comments,
[3:25] corrections?
[3:27] Hearing none. All those in favor signify
[3:29] by saying I.
[3:30] » All right.
[3:31] » Post say nay. Motion carries. Number
[3:33] four is employee anniversary
[3:35] recognitions. And Commissioner Vanderwal
[3:37] is going to be doing that today.
[3:39] » Could I have Sue Bjordall come forward
[3:41] please?
[3:44] While she's walking up here, this is a
[3:46] certificate of appreciation presented to
[3:47] Sue Borall on this first day of
[3:50] September, 2026 by the Brookings County
[3:52] Commission in recognition of 10 years of
[3:55] dedicated exceptional service in the
[3:57] Brookings County Sheriff's Office. Thank
[3:59] you, Sue. [applause]
[4:05] Thank you again,
[4:08] Darren D. Young. Is he here today? There
[4:09] he is. While he's walking up here, this
[4:12] certificate of appreciation is presented
[4:15] to Darren D. Young on this first day of
[4:17] September 2026 by the Brookings County
[4:19] Commission in recognition of 10 years of
[4:21] dedicated, exceptional service in the
[4:24] Brookings County Sheriff's Office.
[4:26] Congratulations, Karen. Thank you
[4:27] [applause]
[4:32] much. Thank you.
[4:38] All right. Thank you very much. Number
[4:41] five, invitation for a citizen to
[4:43] schedule time on the commission agenda
[4:44] for an item not listed. There is a fivem
[4:47] minute time limit per person. Anyone
[4:50] wanting to speak during this agenda item
[4:52] must sign in prior to the start of the
[4:53] meeting. No commission action will be
[4:55] taken during this agenda item. Any
[4:57] requested action item may be scheduled
[4:59] for a future meeting date. Today we have
[5:02] a few signed in. We do have a pretty
[5:04] lengthy 900 a.m. So if we do hit that
[5:07] time frame, we will move to and come
[5:09] back to the public comment. First, Paul
[5:12] Johnson
[5:25] [snorts]
[5:33] Good morning.
[5:34] » Morning.
[5:35] » Um, just wanted to visit with you a
[5:37] little bit about the weed department.
[5:42] I am uh one of your uh people on that
[5:47] board and uh just want to comment a
[5:51] couple things on where I see some
[5:55] changes need to be made and
[5:59] um
[6:01] how I see that is I've got 40 years of
[6:05] experience working in weed control at
[6:08] SDSU
[6:10] and a couple years on the board here
[6:14] and I was on the um board in Codington.
[6:22] Um, first of all, I look at there is no
[6:27] overtime in that department.
[6:30] And when spraying season is going on,
[6:34] uh, there needs to be flexible hours
[6:39] overtime
[6:40] allowed to get the weed sprayed because
[6:44] if you don't spray them in time, they
[6:47] don't do any good. And that's one of the
[6:50] things you can say, well, overtime costs
[6:53] a lot, but I say overtime is really
[6:58] cheap because you're spraying right.
[7:01] You're getting a good job and you're
[7:04] doing that excellent. I mean, it would
[7:06] be just like telling Doug over here that
[7:10] right now when he's chopping silage, he
[7:13] can only run 40 hours a week and it's
[7:16] got to be these specific 40 hours that
[7:19] he can chop. And he would tell you,
[7:23] "Well, that ain't happening." And uh I
[7:27] guess I'm saying the same for this.
[7:30] The uh second part of it is um once you
[7:36] have decent control of what you're
[7:39] spraying, then you can start enforcing
[7:42] on farmers and other entities that may
[7:47] need to be taken care of. And uh uh from
[7:51] what I was [snorts]
[7:53] told at the last meeting anyway
[7:57] um if uh the weed soup would come here
[8:01] and request that they're going to put
[8:05] somebody under enforcement.
[8:09] The commission would not support
[8:12] uh that and allow that to happen.
[8:15] Um, now I'm not saying that's right, but
[8:21] all it amounts to is if they put
[8:24] somebody under enforcement,
[8:28] the
[8:29] either somebody is hired or the
[8:33] department goes out and sprays that
[8:35] area.
[8:37] And what that costs then is put on their
[8:40] taxes
[8:42] and
[8:44] it will be collected that way. They have
[8:47] to pay it before they pay their taxes.
[8:51] So if they just pay their tax amount,
[8:53] it'll go towards the bill. Um I was
[8:56] indicated that
[8:59] um you guys would not support that
[9:02] because it could go into contingency
[9:04] funds or whatever.
[9:06] uh for that time period until it does
[9:09] get paid.
[9:11] And uh um I I don't think we want to uh
[9:17] look at that because if that's the case,
[9:21] everybody in the county knows that they
[9:24] don't have to do anything.
[9:26] And uh I I think you're going to run
[9:30] into trouble uh there. Uh now uh the way
[9:35] it works on how somebody is put under
[9:38] enforcement so you know it just doesn't
[9:41] get done.
[9:42] The person in charge calls a meeting of
[9:46] the weed board and the weed board gets
[9:48] together and everybody on the weed board
[9:52] has to sign off on that. And so
[9:57] consequently
[9:59] uh that is the way it it would work. And
[10:03] those are the two things I see really
[10:06] need some uh help here in order to make
[10:11] it a more effective weed program and do
[10:14] a better job. Because if you're not
[10:16] going to do those two, uh you might as
[10:19] well just pull the budget and save the
[10:22] money.
[10:28] » [clears throat]
[10:31] » Thank you.
[10:32] » Thank you, Paul.
[10:39] » Next up, Mrs. White.
[10:51] » Good morning.
[10:53] » Morning.
[10:54] I am here today [clears throat] to
[10:57] support your nomination for Jeff Struy
[10:59] for the Human Rights Commission Board.
[11:04] I'm not sure if any city council people
[11:06] are here, but to just give uh an update
[11:10] to people here that um it was my
[11:13] understanding that you voted for Jeff to
[11:16] be on the board and the city council
[11:20] denied that.
[11:22] And just to read just the first
[11:24] paragraph, the mission of Brookings
[11:26] County Human Rights Commission is to
[11:28] impute and to approve improve human
[11:32] relations and civil rights in the
[11:34] Brookings area by fighting
[11:36] discrimination against individuals or
[11:39] groups because of their age, disability,
[11:42] race, color, ethnicity, sex, creed,
[11:45] religion, ancestry, national origin,
[11:47] familiar status, marital status, gender
[11:50] identity, sexual orientation and
[11:52] political affiliation.
[11:54] It promotes educational activities to
[11:57] make Brookings an inclusive and
[11:59] welcoming committee. Um my concern is
[12:03] here it says Brookings area. Um which
[12:07] which to me would include Brookings
[12:11] County um not just the city. So I feel
[12:14] your nomination was a great nomination.
[12:17] I think Jeff would be really good. Um, I
[12:20] feel as a resident the Brookings County
[12:23] Commissioner should have a say in who
[12:26] goes on that board.
[12:28] Um, again, I think Jeff would be a great
[12:30] addition. And I guess I'm here to say I
[12:34] hope that you and the city council can
[12:37] come up with an agreement
[12:39] um to to make this fair for everyone.
[12:42] And and again, I think Jeff would be a
[12:44] great addition. Thanks.
[12:47] » Thank you.
[12:52] Next up, Bill Lansman.
[13:06] » [clears throat]
[13:08] » Mine mine goes I I don't quite know
[13:11] where to start with it because uh my my
[13:15] daughter and I we were out yesterday
[13:17] [clears throat] taking signatures or
[13:19] talking to people about the power line
[13:21] and that and we're talking about you
[13:23] know we we've got a chance of getting
[13:25] your 20 foot set back and that but we
[13:27] were talking to people and what we're
[13:29] talking about is Why are we even letting
[13:32] that power line come down through here?
[13:35] Because what does it do for the state of
[13:37] South Dakota? And what bothered us is uh
[13:42] we haven't hardly seen anything in the
[13:44] papers or anything about this uh power
[13:47] line even coming down.
[13:50] And about 15% I'd say or 20% of the
[13:54] people we talked to yesterday had no
[13:56] idea that this power plant or this uh
[13:59] power line was coming down through here.
[14:01] And uh we've done some research and we
[14:04] can't figure out yet why it is coming
[14:07] down through here. What it's going to
[14:08] cost the state of South Dakota or the
[14:10] residents to have it come down through
[14:13] here. Uh there's some research we'd like
[14:16] to do on that. I I've got we went out
[14:18] yesterday, my daughter and I, and just
[14:22] driving around. We we collected 160
[14:25] signatures of people that do not want
[14:28] that power line down here. Tonight, I'll
[14:30] be at the uh zoning one, and that's
[14:33] where I will present this. But that I
[14:35] just wonder why for a county uh because
[14:39] we we found this goes way back to March
[14:42] or 25th or something like that of uh 20
[14:46] uh 25 that there was starting already
[14:50] that this power line was being talked
[14:52] about and things being done on it.
[14:54] That's all I wanted to say, but thank
[14:56] you for your time.
[14:58] » Thank you, Bill.
[14:59] » Thanks, Bill.
[15:03] Next up, Angela Dolly.
[15:15] Good morning everyone. My name is Angela
[15:18] Daly and I'm here representing Brookings
[15:21] Regional Humane Society.
[15:24] At our last meeting, I talked about
[15:26] finances, but today I want to talk about
[15:28] lives saved.
[15:30] Let's make it a good happyformational
[15:35] piece.
[15:37] Um, as if you know, um, most of the
[15:40] budget for Brookings Regional Humane
[15:43] Society, it comes through grants and
[15:46] fundraising efforts.
[15:48] That's about 58% of our budget.
[15:52] Uh the food pet food pantry is one of
[15:57] those programs that is housed at
[15:59] Brookings Humane Society and um receives
[16:04] money from grants to help it roll.
[16:07] Uh the pet food pantry has been used
[16:11] 125 times and this is data up to mid
[16:15] August.
[16:17] 125 times in 2026.
[16:21] Um there have been 389
[16:25] animal intakes up to mid August 19 or
[16:30] 2026.
[16:33] If the need continues at this place,
[16:36] Brookings Humane Society will have
[16:39] helped 176 families in Brookings County
[16:43] with pet food by the end of the year.
[16:47] and 550 animals will have been helped to
[16:52] find a new home at the end of the by the
[16:54] end of 2026
[16:56] if everything continues at this pace.
[17:03] We have roughly a dozen foster homes.
[17:08] Foster homes will take bottle kittens
[17:11] will take uh dogs uh mothers and pups,
[17:15] mothers and kittens and help them uh
[17:20] reach the point in health where they are
[17:22] ready to be adopted out and find their
[17:24] new home. We thank those generous people
[17:28] for opening their homes to foster
[17:31] animals.
[17:35] In July of 2026,
[17:38] there were 76 animals
[17:41] uh brought into Brookings Regional
[17:43] Humane Society
[17:45] and by the end of the month, roughly 70%
[17:48] of them had found a new home.
[17:52] 10% of them passed away and a final 20%
[17:56] are still waiting.
[18:00] I think this is a commitment to the
[18:02] people of Brookings County and the good
[18:04] work that they do, whether it's funding
[18:08] or fostering
[18:10] or just showing up at some events and
[18:12] giving us some money.
[18:15] I thank you for your time this morning.
[18:19] Thank you.
[18:22] Next, Rick Wyel.
[18:36] » Good morning, commissioners. Thank you
[18:37] uh for letting us uh speak this morning.
[18:40] Uh my name is uh Rick Wyel from Elton,
[18:42] South Dakota. And a couple things that I
[18:45] want to talk about. Number one, it just
[18:47] dropped uh last night that we have four
[18:49] ballot questions uh on this uh
[18:52] November's election. Uh two of them, one
[18:54] is uh US citizens to vote would be an
[18:57] amendment. And then also a 60% threshold
[19:00] for South Dakota constitutional
[19:02] amendments are going to be kind of the
[19:03] top uh discussions that will be there.
[19:06] But voters, educate yourself. Two,
[19:09] aquifers. I've noticed looking through
[19:10] the USGS uh mapping topology for
[19:14] Brookings County that it is not well
[19:18] surveyed. And so I'm asking Brookings
[19:21] County to actually get ahead of the
[19:23] curve based upon what we've seen now in
[19:25] Pennington County where they are running
[19:27] out of water and they don't have enough
[19:30] water to fight resources and some of the
[19:32] ranchers don't have enough water to take
[19:35] care of their crops or even their
[19:37] cattle. And so if we're going to be
[19:39] looking at data centers, we're going to
[19:41] have to understand this. And what's
[19:43] interesting is that
[19:46] most of the survey is looking at the
[19:48] surface water drift wells and really
[19:51] nothing below 500 ft uh within the
[19:54] mapping that I see at the USGS. So it'd
[19:57] be interesting to see do we have more
[19:59] water at the 900 uh foot level that we
[20:02] can access. And so if we're not looking
[20:05] at these things now, it's going to be
[20:07] more expensive later. The other
[20:11] important thing that broke yesterday is
[20:13] that Pennington County in one of their
[20:15] remote offices over at Wall, South
[20:17] Dakota, is now shut down for the rest of
[20:20] the month of September because of cyber
[20:22] security incidents. And so I'm imploring
[20:24] you, and I've already been talking with
[20:26] a few of the uh county employees that
[20:28] with a new IT person, you've changed
[20:30] passwords, which is good. I would also
[20:33] look at any router that is older than 3
[20:35] years. Get rid of it. Replace it. Also,
[20:37] you need to be controlling all of your
[20:39] VPN access. If you are not controlling
[20:42] the VPN keys for remote access, stop
[20:45] allowing that access. Also, any app
[20:48] that's being used to monitor any type of
[20:51] device or monitoring, that needs to be
[20:54] removed because most cell phones that
[20:56] we're all carrying are already infected
[20:58] with foreign software. And so we need to
[21:01] stop using those apps and start looking
[21:04] at different ways that we control remote
[21:06] access into those devices through
[21:08] secured laptops and VPN keys that you
[21:11] control. And I would also advise that if
[21:13] you're using any type of VPN service, if
[21:16] you haven't updated the key in the last
[21:17] 90 days, do so. Thank you.
[21:22] » Thank you.
[21:23] [clears throat]
[21:30] All right. Number six on the agenda is
[21:32] consent agenda items containing the
[21:34] minutes. Travel education requests,
[21:36] personal action notices, cellular
[21:38] cellular authorizations, and human
[21:40] services report. Do I have a motion to
[21:43] approve?
[21:43] » Motion approved. Second.
[21:45] » Motion is second. Do we have any
[21:46] comments, questions, concerns?
[21:52] » Hearing none. Call the role, please.
[21:53] » Vanderwal.
[21:54] » Hi.
[21:54] » Post. Hi.
[21:55] » Jensen. I
[21:55] » Hustler.
[21:56] » Hi.
[21:56] » Motion carries.
[21:58] » Number seven, routine business. Approval
[22:00] of the claims. Do
[22:02] » I have a
[22:03] » Motion to approve?
[22:04] » Second.
[22:04] » Motion is second. Any comments?
[22:08] » Hearing none. Call the role, please.
[22:09] » Post.
[22:10] » I.
[22:10] » Jensen.
[22:11] » Hi.
[22:11] » Vanderwal. Hi.
[22:12] » Hustler.
[22:12] » Hi.
[22:12] » Motion carries.
[22:14] » Letter B on routine business is
[22:16] department head reports. Brent.
[22:21] Morning.
[22:26] » Morning.
[22:29] » Well, a little bit of update what we've
[22:31] been working on here the past couple
[22:32] weeks. Um 8:19 2026, the sheet pile was
[22:37] removed up there at the Culvert site on
[22:40] County Road 1 and the following Tuesday
[22:43] or uh the 25th of August, uh County Road
[22:47] One was reopened. We have not patched it
[22:49] yet. uh we want to let that settle out
[22:52] um good and now we've got a little rain
[22:56] on it to kind of help that process out
[22:58] and then later this fall we'll get that
[23:00] patched in then that'll complete that
[23:03] project. Uh we also are going to do some
[23:05] seating now that we're out of the
[23:07] seasonal limitations um to kind of wrap
[23:09] that project up.
[23:12] Uh
[23:14] yesterday I heard from Matt Bray um the
[23:17] rumble strips are going to be installed
[23:20] this week
[23:22] uh to kind of update you guys on that.
[23:24] Um 9:22
[23:27] uh we're going to be looking at our
[23:28] annual update to the Brookings County
[23:30] 5-year plan. And I have not been updated
[23:35] from Dunach on when they plan on
[23:36] starting on Brookings County Road 2, but
[23:38] we are working on getting some stockpile
[23:41] material up there. So once they get that
[23:43] overlay done or mill and overlay done,
[23:46] then we're going to be shouldering that.
[23:49] Uh mowers are continuing to work their
[23:51] way around the county uh in preparation
[23:54] for winter and we're hauling gravel over
[23:57] uh by Oakton on County Road 27.
[24:01] That's what we've been up to the last
[24:03] couple weeks.
[24:05] » All right, who's got something for
[24:07] Brian?
[24:10] » Thank you.
[24:12] Thanks, Brian. Sheriff.
[24:25] » Good morning.
[24:26] » Morning, Sheriff.
[24:26] » Just a quick uh detention center
[24:28] overview. The present time we have 58
[24:31] inmates
[24:32] um 27 [clears throat]
[24:35] uh
[24:38] excuse me 31 31 um we have 31 local
[24:42] inmates that are on Brookings County
[24:44] charges. Um we have one from Kingsbury,
[24:48] one from Hamlin, two from Moody County
[24:51] and two from the Department of
[24:53] Corrections and then we have 25 from the
[24:55] US Marshall Service. Um our daily
[24:58] average is um so far for 2026 is 57.5.
[25:03] So the jail stays uh but uh uh we always
[25:07] we always uh have room if uh weekends is
[25:11] always the busiest uh with uh everybody
[25:15] asks me with college starting is that a
[25:17] issue and really it's not. It's very few
[25:20] SDS students that come to jail. It's
[25:22] still our locos that still are are the
[25:26] the high volume for us. So, uh 247 we
[25:30] have 20 80 excuse me 80 participants, 37
[25:33] come in twice a day for uh PBTs. I have
[25:37] four on remote breath test. Scram is
[25:40] six. I have 20 that come in for UAS. So
[25:44] that that that area always always stays
[25:47] busy. Um [clears throat] the the
[25:49] deputies have been busy. Uh we had a
[25:52] fatality accident as you know on the
[25:54] interstate and u um
[25:58] uh which was a little hard on my guys.
[26:00] They got there uh of course uh first
[26:03] then we called the highway patrol to
[26:04] come in and help us and then they took
[26:07] it over but they bring in their drone
[26:08] and map it and do all that. So it was
[26:10] just a sad sad accident. Uh, but there's
[26:12] been fog in the mornings and I urge
[26:15] motorists to pay attention to the fog
[26:17] and and turn their lights on and and
[26:20] that stuff because we're going to end up
[26:21] with some of those mornings with the fog
[26:23] and stuff. Um, also, uh,
[26:28] this time of the year, pastures are down
[26:30] and we get cows out calls, you know, we
[26:33] did put some stuff on Facebook and
[26:35] stuff, but I just urge urge land owners
[26:37] and animal owners to check their fences
[26:40] and check check uh um, you know,
[26:43] everybody can have a cow out once in a
[26:45] while, but if the same person has the
[26:47] cows out all the time, they are subject
[26:49] we keep track. I hate to do that, but if
[26:52] their cows are out three times within a
[26:54] year, they can get charged on a city on
[26:56] a county ordinance. We don't like doing
[26:58] that, but sometimes we have to get their
[26:59] attention. Um, most farmers or land
[27:02] owners when we tell them their cows are
[27:03] out, they'll check their fences and get
[27:05] them repaired and stuff, but our main
[27:07] thing is to keep them off the roads,
[27:09] especially at night. Uh, uh, also the
[27:13] highway departments, uh, you know, did
[27:16] the tops of the ditches, and that really
[27:18] helps. Of course, we still got a lot of
[27:20] county roads that have corn on the
[27:22] corners and and so forth. So, but uh um
[27:26] it helps to have the ditches mowed like
[27:28] u like like they have been all summer's
[27:31] been been good with that. So, other than
[27:33] that, um if you guys have any questions,
[27:38] » Sheriff, looking at uh the SRO part of
[27:41] your report here, the last couple weeks
[27:42] of August, looks like uh Deputy Crezy
[27:45] was pretty busy in the schools.
[27:47] » Yes. Yeah. Yeah.
[27:48] » Yep.
[27:49] » Yeah. Yeah.
[27:49] » So, that's a
[27:50] » Yeah, he stays he stays busy with the
[27:52] three schools.
[27:53] » Yeah.
[27:54] » Yeah.
[27:54] » Uh also, we're doing some different
[27:56] patrol patrol. Uh I have assigned uh
[28:00] jail staff that have marked cars that
[28:03] come out in the morning and they do
[28:04] school patrol in the morning and I have
[28:07] one that lives in White and one lives in
[28:08] Elton and they're doing school patrol
[28:10] before they come to work. And so that's
[28:13] that way I got more coverage. Um, and
[28:15] then I worry about Aurora has uh I try
[28:18] to get someone over there because the
[28:20] bus stops there and picks up the kids
[28:23] and stuff and and uh so we're we're
[28:26] doing little little things different to
[28:29] have more coverage
[28:30] » At uh beginning of school and so forth.
[28:32] So
[28:32] » You bet. You bet.
[28:33] » Okay. Thank you.
[28:34] » Thank you.
[28:35] » I guess I I would just add in there that
[28:38] also this time of year for the public to
[28:40] remind them that uh it's harvest season.
[28:43] We're getting rolling. There's a lot of
[28:44] big trucks and equipment out there and
[28:46] we we generally try not to go too fast.
[28:49] So, you're going to have to be patient
[28:51] with us as we're traveling around on the
[28:53] county gravels and everywhere else. So,
[28:56] please be patient with us while we try
[28:58] to get the harvest out.
[28:59] » Lot of silage trucks right now.
[29:02] » Yeah.
[29:02] » Thank you.
[29:04] » Jen, can you do her in three minutes?
[29:06] No, you don't have anything.
[29:08] » Okay, Bob, you got three minutes.
[29:15] start.
[29:16] » Okay,
[29:19] we got a planning meeting tonight. Got a
[29:22] We starts off with a joint joint city
[29:25] county planning meeting. Then we go to a
[29:27] regular county planning meeting. The
[29:29] United Ways looking at doing a volunteer
[29:32] organizations
[29:34] active in disasters. We've got a meeting
[29:36] on the phone about 10:30 of that.
[29:39] Thursday, we have a PPC meeting at the
[29:42] East Fire Station. The new generator,
[29:45] the the portable generator that my
[29:47] office is getting is scheduled to be
[29:50] delivered on September 11th down at the
[29:52] highway shop. I'll be gone next week, 14
[29:55] to 18 to the Spearfish. Richard was gone
[29:59] last week. He went to a planning
[30:01] conference in Sou Falls.
[30:04] Richard will be in Sou Falls on Monday
[30:07] the 21st for a crisis track training
[30:09] which is required by the LEMPG.
[30:14] The one of the wind tower companies is
[30:16] going to have a full scale exercise on
[30:18] September 24th. I passed out a drainage
[30:21] document to everyone. The one in front
[30:23] of you today is the latest one to
[30:26] include all the bridge data. So if it's
[30:28] got page numbers on the bottom, that's
[30:30] the latest edition. I haven't been able
[30:32] to digest it yet, but we will have to
[30:35] I'll have to work with uh Miss
[30:37] Stepherson to set up another drainage
[30:39] meeting so we can discuss
[30:41] discuss that project again coming up
[30:45] and u
[30:48] with my office technician has been put
[30:52] on medical
[30:55] leave and um so for the next
[30:59] approximately month you may very well
[31:02] walk down the hall and see my office
[31:04] closed with a sign on the door. We will
[31:07] I typically contact my my leazison, let
[31:10] them know we're leaving, but if there's
[31:13] only one person in the office and we get
[31:14] an emergency call, we have to scramble.
[31:16] So, we'll we'll take care of the public
[31:19] and if anyone does miss us, we we got
[31:22] procedures, cell numbers, and they can
[31:24] leave messages and everyone will be
[31:27] taken care of. So, that's all I got.
[31:29] Anybody have anything for Bob?
[31:32] » All right,
[31:33] » Thank you.
[31:33] » Thanks, Bob.
[31:36] » All right,
[31:38] computer says it is 9:00. So, uh, we'll
[31:41] move to number eight, scheduled agenda
[31:43] items at 9 9:00 a.m. Letter A is a
[31:46] public hearing and action to approve
[31:47] resolution 26-31,
[31:50] adoption of the 2027 provisional budget
[31:53] for Brookings County, South Dakota. Do I
[31:55] have a motion to approve?
[31:57] » So move. Second
[31:59] » Motion and a second. Uh I will open the
[32:02] public hearing. Uh public hearing is
[32:04] open. Do we have any proponents that
[32:08] would like to come and visit about the
[32:10] provisional budget? Any proponents?
[32:13] [snorts]
[32:16] Any proponents?
[32:19] Do we have any opponents?
[32:23] Any opponents?
[32:27] All right. I'll close the public
[32:28] hearing. Uh board comments. Does
[32:30] commission have any comments or
[32:32] questions, concerns regarding our
[32:34] provisional budget?
[32:37] » Mr. Chair,
[32:38] » What's that?
[32:39] » Um just some background information.
[32:42] This budget has been published and
[32:44] noticed for this public hearing time.
[32:47] This is the first step in adopting the
[32:50] 2027 annual budget that will be done on
[32:54] September 22nd.
[32:56] Um any changes that are made between the
[33:00] provisional budget today and the annual
[33:02] budget on the 22nd um those will be
[33:05] specifically noted at that meeting on
[33:08] the 22nd. So everyone is aware of any
[33:12] changes that we um are going to be
[33:14] making.
[33:16] Uh we we will see a little some slight
[33:19] changes that we know of due to centrally
[33:22] assessed utilities. Um slight increase
[33:24] in revenue for both the general fund and
[33:27] the the building fund. Um that will be
[33:30] coming on the 22nd. Um but what we have
[33:35] presented today is a balanced budget
[33:38] across all funds. no reserves are being
[33:41] used and the levy also decreased
[33:45] slightly like 61,000th of a penny but um
[33:50] but it's down from uh it's $3.92
[33:56] in 2026 and 3.915 in 2027.
[34:01] » Okay.
[34:03] » Board have any comments questions? I
[34:05] guess um like to visit the um I support
[34:09] the 25,000 for the library. U I'd like
[34:12] to in my opinion I think we could uh do
[34:15] away with the voucher system if that'd
[34:17] be possible that was recommended.
[34:21] » I agree 100% with that. Fund the library
[34:25] for 25,000 with no voucher system.
[34:28] I do also uh you know after it was it
[34:31] was proposed um with the amount of the
[34:35] 25,000
[34:37] the voucher would not
[34:40] allow the majority
[34:43] of the of the individuals. It would uh
[34:45] it would limit it what what we could
[34:47] spend
[34:48] » And also it would increase uh increase
[34:51] manpower and and and stuff in the
[34:53] office. So I would support that as well.
[35:00] I guess I would like to go back to the
[35:02] original amount that we decided in June
[35:04] and leave it at zero. Um, I still think
[35:08] there's inefficiencies in the library in
[35:10] the way it's operated. I don't believe
[35:13] it serves the interests of all and
[35:15] they're not listening to all the county
[35:17] members and I believe it is the
[35:18] extortion that they've conducted in
[35:22] saying that they're going to charge
[35:23] county residents is against South Dakota
[35:25] law. So I don't think that they have a
[35:28] their behavior warrants this type of
[35:30] reward.
[35:31] There's also previous history of funding
[35:35] swaps with the city that I'm not sure
[35:38] how we got back into this, but we were
[35:40] funding things that were more county
[35:43] directed and managed and the city was
[35:46] managing the library and other options
[35:49] and funded those options. So, I guess I
[35:52] I would decline to do a voucher or the
[35:55] 25,000
[36:00] Okay. Do we have any other comments from
[36:03] the board?
[36:08] No. All right. Uh, call the roll,
[36:11] please.
[36:12] » Jensen.
[36:13] » I.
[36:14] » Vanderwal.
[36:14] » Hi.
[36:15] » Post.
[36:15] » No.
[36:16] » Hustler.
[36:16] » I.
[36:17] » Motion carries.
[36:21] » Letter B. Public hearing and action to
[36:23] approve resolution 26-32,
[36:26] a supplemental budget resolution. Do I
[36:29] have a motion to approve?
[36:30] » Move to approve.
[36:31] » Second.
[36:32] » Motion and a second. Uh I will open the
[36:35] public hearing uh on this uh resolution.
[36:38] Do we have any proponents that would
[36:40] like to come speak to this? Any
[36:42] proponents?
[36:45] Do we have any proponents?
[36:49] Do we have any proponents?
[36:52] Do we have any opponents?
[36:56] Any opponents?
[37:00] Do we have any opponents?
[37:03] Hearing none, I'll close the public
[37:04] hearing and open uh comments from the
[37:07] board.
[37:09] » Mr. Chair, um this supplemental budget
[37:14] resolution once again has been published
[37:16] noticed for today. At this time, the
[37:19] dollar amounts that you see on the
[37:22] resolution include um money for the
[37:26] Elkton ambulance funding that was
[37:28] provided earlier this year, the
[37:31] generators for both OAC, that's that
[37:34] permanent generator out there, and then
[37:35] the portable generator generator for
[37:38] emergency management. And then it also
[37:40] corrects um the budget line for
[37:43] transfers out basically for for the to
[37:46] the county building fund. Um that was
[37:50] for dollars that we transferred over to
[37:53] um the building fund for um the HVAC
[37:59] project for this building. We had had
[38:02] assigned some dollars and then when we
[38:03] we did the transfer, we didn't we didn't
[38:06] supplement transfers out appropriately.
[38:07] So that kind of is just a correction
[38:09] item. So um
[38:12] that's that's it.
[38:15] » Do we have any other comments from the
[38:17] board? Any concerns?
[38:21] » I should note too that this resolution
[38:23] also includes um a a cash transfer from
[38:27] the general fund to the building fund of
[38:29] the 87725 and then general fund to
[38:33] emergency management fund of the 70,161.
[38:36] that that cash those cash transfers are
[38:38] also included as part of this
[38:40] resolution.
[38:41] » Okay,
[38:43] any other comments?
[38:47] » Hearing none, call the role, please.
[38:48] » Vanderwal,
[38:49] » I post.
[38:50] » Jensen, I
[38:52] » Motion carries.
[38:53] » Letter C, action to approve resolution
[38:55] 26-33,
[38:57] FY26, Contingency Transfers. Do I have a
[39:01] motion to approve?
[39:02] » Move to approve. Second.
[39:04] » Motion. A second. comments.
[39:07] » Um, contingency. Uh, just kind of wanted
[39:10] to get this these amounts transferred
[39:12] down. We'll probably be looking
[39:13] obviously at at the end of the year at
[39:16] contingency as well, but these were
[39:17] things we knew of now. Um, the $8,800
[39:22] um is for the the insulation at the dome
[39:26] at the courthouse to do some of that
[39:28] work this year. Um the 143 is the bat
[39:31] mitigation over at the courthouse and
[39:33] then the 30,000 is for architectural
[39:37] services, professional services, looking
[39:39] at the Koopa restoration next year,
[39:42] spending that 30,000 this year for
[39:45] architect fees to get us bid ready uh so
[39:47] we can get that project done in 2027.
[39:52] » Any other comments from the board?
[39:57] Hearing none. Call the role, please.
[39:59] » Post. Hi.
[40:00] » Jensen. Hi. Vanderwal. Hi. Hustler. Hi.
[40:03] Motion carries.
[40:04] » Letter D. Director of library services.
[40:08] Asia Gustoson. Update on library summer
[40:11] programs for us.
[40:13] » Good morning.
[40:14] » Good morning, commissioners. Thank you
[40:16] for having me. Um, I did also include
[40:19] our quarterly strategic plan report in
[40:22] uh the paperwork that I have, but just
[40:24] wanted to give you an update um or a
[40:27] recap of our summer reading program. We
[40:29] um had our theme was unear a story which
[40:33] was very dinosaur and paleontology
[40:35] themed and it was a huge success. Um
[40:38] everyone, adults, teens and children
[40:39] really enjoyed the theme. This year we
[40:42] had 184 participating adults this year
[40:45] and that was um the best adult
[40:48] participation in the summer reading
[40:49] program that we've had in like 10 years.
[40:53] Um our teens, which are notoriously hard
[40:56] um population to get into the library
[40:58] and be uh active, was very well
[41:01] attended. Um 129 signed up and attended
[41:04] events. And our children are always very
[41:07] excited for the summer reading program.
[41:09] Um and we had 984 which is just under um
[41:14] what our numbers were pre-COVID. So
[41:16] we're finally getting back to the
[41:17] participation um that unfortunately had
[41:20] to go down through COVID. Um so really
[41:23] really excited about how our summer
[41:25] went. Um we had a great um one of our
[41:30] best participation um
[41:33] events was our transportation fair which
[41:35] is where we have um
[41:38] vehicles from around the city um the
[41:40] hospital, police, parks, streets. Um we
[41:45] had 604 people attend that this year.
[41:50] And then we did a really fun thing again
[41:52] really into that theme of unear the
[41:54] story and dinosaurs. We uh Miss
[41:56] Katherine, our children's librarian, did
[41:58] a paleontologist for a day program and
[42:01] um it was 10 to two I think it was and
[42:05] so they got to like um chip away geodess
[42:10] and find fossils and things. They got to
[42:12] put together and paint dinosaurs.
[42:14] There's just like I don't know 10 or so
[42:17] different little stations for them to go
[42:19] to and that was a really really popular
[42:22] event for them this year. Um the other
[42:25] thing that we really pushed this year is
[42:27] our reading dragon program.
[42:30] And we have we started this a little bit
[42:32] last fall for um the kids. And so
[42:35] reading dragons is a cardbased reading
[42:39] incentive program which is encourages
[42:41] children kindergarten and up to read for
[42:43] fun. Participants can track their
[42:45] reading, collect dragon trading cards,
[42:47] and play card games all while learning
[42:49] good reading habits and gain lifelong
[42:50] love for reading. This is a
[42:52] collaborative national reading program
[42:54] created by the Dover Public Library. No
[42:57] sign up is required. You just pick up a
[42:59] reading log at the library and start
[43:00] tracking your time. Whether you're
[43:02] reading to yourself or someone else
[43:05] or listening to an audiobook or someone
[43:07] is reading to you, every 30 minutes
[43:09] counts. So, they track their 30 minutes.
[43:11] Um, and then they get after their I
[43:14] think it's two hours of reading, they
[43:16] get a pack of cards and it's a family.
[43:19] Um, and then for the summer, all of our
[43:22] staff, full-time and part-time, so 21
[43:24] staff members, got their own reading uh
[43:28] card. So, we all had our own little
[43:29] avatars, and we would battle the kids.
[43:32] And so, it was like they would come and
[43:34] ask for specific um staff to get their
[43:37] card uh to win in their battles. And
[43:39] it's basically rock, paper, scissors.
[43:42] Um, and it's really fun. And the kids
[43:44] really, really, really enjoyed it. So we
[43:47] had a very very successful summer
[43:50] reading program.
[43:53] Any questions?
[43:55] » Anybody have anything for Adrian?
[43:57] » Just want to say thanks for coming to
[43:59] the commission meetings. Much
[44:00] appreciated.
[44:01] » Thank you for having me. Have a good
[44:02] day.
[44:06] » That concludes our scheduled agenda
[44:08] items. Uh I think we hit all the
[44:10] department heads. Bob, you were all
[44:13] done. Okay. Nobody else in in. So we'll
[44:17] move on to number nine, regular
[44:18] business. Action to approve resolution
[44:21] 26-34,
[44:23] resolution updating the official pay
[44:25] plan for 2026.
[44:27] Do I have a motion to approve?
[44:29] » To approve. Second.
[44:31] » Motion in a second. Comments.
[44:35] » So this resolution updates the pay plan.
[44:38] Really the only thing that it does based
[44:40] on the discussion at the last meeting
[44:42] was add an additional um part-time
[44:45] correctional officer in the detention
[44:47] center and that came down from the
[44:50] discussion that we had at the last
[44:52] commission meeting um with Sheriff Stan
[44:56] making that request
[44:58] » And it doesn't increase the budget it
[45:00] just increases the amount of staff that
[45:02] can use that budget. Correct.
[45:04] » Correct.
[45:06] Do we have any other comments?
[45:11] » Hearing none. Call the role, please.
[45:13] » Jensen, I
[45:14] » Manoral.
[45:14] » Hi.
[45:15] » Post.
[45:15] » Hi.
[45:16] » Hustler.
[45:16] » Hi.
[45:17] » Motion carries. [clears throat]
[45:18] » Letter B. Action to approve resolution
[45:21] 26-35,
[45:22] a resolution approving annexation of
[45:24] territories by the city of Vulga. Do I
[45:28] have a motion to approve?
[45:29] » Move to approve.
[45:30] » Second.
[45:31] » Motion a second. comments.
[45:35] » The city of Vulga, I think there's a map
[45:37] here, um, coming up. They're annexing a
[45:42] couple of properties out on that west
[45:44] side um of of town.
[45:48] Basically, by statute, the co the county
[45:50] has to approve annexation. So, that's
[45:52] why this resolution is before you.
[45:56] » And that's kind of their kind of
[45:58] » They're one of their um like their clean
[46:00] dump site. And then it looks like maybe
[46:03] that archery range and there is that the
[46:06] wellhead area maybe too out that area
[46:09] out by the gardens and the dog park and
[46:12] » Southwest corner
[46:14] » Far west.
[46:15] » Yep.
[46:17] » Do we have any comments from the board?
[46:20] Bob with development. No.
[46:24] » Okay. Hearing none. Call the role
[46:26] please.
[46:27] » Vanderwal.
[46:28] » Hi.
[46:28] » Post.
[46:29] » Hi.
[46:29] » Jensen.
[46:30] » Hi.
[46:30] » Hustler. I.
[46:31] » Motion carries.
[46:32] » Letter C, action to approve resolution
[46:35] 26-36,
[46:36] a resolution authorizing the purchase of
[46:38] a 2027 Freightlininer
[46:41] 114 SD plus based upon the price
[46:45] established through the state of
[46:46] Minnesota bid process. Do I have a
[46:49] motion to approve?
[46:51] » Move to approve.
[46:52] » Second.
[46:53] » Motion a second. Comments. Brian,
[46:56] » How much like I mentioned to the board
[46:59] here when we met uh
[47:03] earlier this year to discuss it in the
[47:05] budget hearings is that uh we would
[47:07] purchase this truck and then uh later on
[47:10] we would uh also purchase the plow and
[47:14] equipment to you know right now this
[47:17] would be a semitr but eventually we'd
[47:20] turn it into a uh plow and and a dump
[47:24] truck and and would still be able to be
[47:26] used for a a semi-truck. There's the
[47:29] cabado system that we'd be putting on it
[47:31] to allow us to utilize this truck year
[47:35] round. Um, and then I also uh wanted to
[47:39] point out that this is a budgeted
[47:41] purchase and I estimated at the time
[47:44] when I provided the plan in 2025 uh
[47:48] 200,000 and this is well below that
[47:51] price. So, uh, if there's any questions
[47:54] on the budget, um, I'd be willing to try
[47:58] to help answer any of that. But, uh,
[48:01] that's what I got for you.
[48:04] » All that 200 or whatever is in our
[48:07] budget this year. We don't have to worry
[48:09] about anything. This is something that
[48:10] we just write the check for.
[48:12] » Correct.
[48:13] » And I'm hoping that we will receive this
[48:17] by the year end. is uh Chris was pretty
[48:20] positive that we would see this by year
[48:23] end and this is the same contract that
[48:25] the state purchases off of. So uh state
[48:28] of South Dakota's been purchasing off
[48:30] this bid also. So it is pretty fair
[48:32] price.
[48:33] » Okay. Is uh do you know of any other
[48:35] counties that have also purchased off
[48:37] this?
[48:38] » Yeah, there's quite a few. Yankton
[48:39] County uh has purchased off this. Klay
[48:42] County has purchased off this. The city
[48:44] of uh Spearfish has purchased off this.
[48:47] Uh, same same bid.
[48:51] » Okay. Any other comments from the board?
[48:54] » Yeah, I I guess I believe I asked in
[48:56] June and I think you were going to check
[48:57] on exactly how many miles do we get on
[49:01] the vehicle that this is replacing.
[49:04] Well, the the vehicles that we uh just
[49:08] surplus, Doug, uh we surplused uh two
[49:11] trucks here and they recently sold and
[49:15] yes, they're under 300,000 miles, but
[49:17] they are 300,000 hard miles when you
[49:20] start plowing snow. Uh plowing snow is
[49:23] very hard on them. Those trucks were uh
[49:27] [snorts] just just right at 20 years
[49:30] old. uh you know, so it's not the
[49:33] mileage we put on them, it's the work
[49:35] that we ask them to do that's it's very
[49:37] hard on them. Uh the salt's very
[49:39] corrosive. Uh but those those are hard
[49:43] miles. Three 300,000 very hard miles
[49:46] within that 20-year period.
[49:49] » Okay.
[49:52] » They haven't met a silage truck.
[49:53] » What's that?
[49:53] » They haven't met a silage truck yet.
[49:55] » Yeah. Yeah. Yeah.
[49:58] Any
[50:00] other comments
[50:04] » Hearing? None. Call the RO, please.
[50:05] » Post.
[50:06] » I.
[50:07] » Jensen.
[50:07] » I.
[50:08] » Vanderwall.
[50:08] » Hi.
[50:08] » Hustler.
[50:09] » Hi.
[50:09] » Motion carries.
[50:11] » Letter D. Action to approve agreement
[50:13] 26-50.
[50:15] An amendment to the 214th Street F
[50:18] feasibility and H&H study contract for
[50:21] Brookings County 16A preliminary design
[50:24] through the RTA grant program. Do I have
[50:27] a motion to approve?
[50:29] » So move. Second.
[50:30] » Motion and second. Comments.
[50:33] » So this this agreement updates the
[50:36] contract that we have with Banner
[50:37] Associates uh for the 214th Street
[50:40] project. Um as you all know, we have the
[50:42] $1.6 million rural tribal uh grant that
[50:45] we received. Um Banner has been doing a
[50:50] lot of work out there for us. And so
[50:52] this contract basically it gets it
[50:55] updated so that it meets um all the
[50:57] federal requirements has all that
[50:59] language in there that they need uh for
[51:02] the grant. Um the rural tribal
[51:06] representatives did indicate that yeah
[51:08] we can we can go ahead and update this
[51:11] and continue to use banner. We don't
[51:12] have to create a separate RFP and and
[51:15] start that process over again. Um Whail
[51:18] and Blazius with Banner is here if you
[51:21] have any questions for him as well.
[51:24] » This RTA grant is just for design and
[51:26] that it's not for construction. Correct.
[51:28] » Correct. It's Yeah. design and
[51:30] engineering hopefully to get us to a
[51:32] point where we're we're closer to being
[51:35] bid ready. Um and it makes us more um
[51:39] palatable for future grant opportunities
[51:42] that might come about as well. I know I
[51:45] was on the initial
[51:48] web call and there's a lot of reporting
[51:50] and and things that we have to do to
[51:52] make sure we do this and and uh I think
[51:56] it's a it's a good program and I'm glad
[51:58] we got did get this for that initial
[52:00] start for that 214 16A.
[52:03] » Do we have any other comments? I just
[52:05] like to thank Whan from uh Blacius from
[52:08] Banner and Stacy with the county uh for
[52:11] all their hard work to to get to that
[52:14] point. Uh without those two, I I feel
[52:16] that we may not have qualified for this
[52:19] grant. So, thank you both in your groups
[52:22] for for your assistance with this.
[52:24] » Yeah. And I think this grant really does
[52:26] push the time frame for us to make
[52:28] improvements to that road up
[52:30] tremendously.
[52:32] Larry,
[52:33] » I'd like to also thank uh both Whan and
[52:36] and Stace for all the work. Uh Kelly and
[52:38] I have sat in on a couple of these
[52:40] meetings, but uh Whan, they're basically
[52:43] taking care of all the technical stuff
[52:45] and being able to grant Banner is able
[52:48] to do the work now that they already
[52:49] have a lot of this information. They can
[52:51] plug it all in and satisfy FEMA and uh
[52:55] um core of engineers concerns. And uh
[52:58] like I said, this will this will put us
[53:00] a step up when uh we come to apply for
[53:02] another federal grant. So
[53:05] » All right. Do you have any other
[53:07] comments? Well, do you have anything for
[53:09] us?
[53:10] » Um yeah, maybe just quick
[53:14] Thank you. Oil and Blazius with Banner.
[53:16] Um I guess the only things that I would
[53:18] note is there's a couple things that um
[53:20] obviously uh as a partnership with the
[53:22] county commission that that we'll need
[53:24] to work together on. one um I would
[53:26] encourage a committee to be formed from
[53:29] the county commission or at least
[53:30] members um obviously Commissioner
[53:33] Jensen, Commissioner Vanderwal, um and
[53:35] Commission Director Stephenson have been
[53:36] working with uh the team throughout to
[53:39] this point and and so um that certainly
[53:42] makes sense. Um, you know, our goal
[53:44] would be to put together an advisory
[53:45] group as well to incorporate somebody
[53:47] from the South Dakota Department of
[53:49] Transportation. Um, because they are
[53:51] going to be a big player in this
[53:53] potentially moving forward with future
[53:54] grant dollars for construction. Um, as
[53:56] well as incorporating the city of
[53:58] Aurora. Obviously, this ties um, over to
[54:00] the city of Aurora within their city
[54:02] limits on the east end on Brookings
[54:03] County 23. um and then considering, you
[54:06] know, other entities potentially as a
[54:08] small advisory group to um help
[54:11] facilitate some of the the design
[54:14] process moving forward. Um Commissioner
[54:16] Hustel, you noted the reporting that's
[54:18] required for this. Obviously, that'll
[54:20] require some partnership between um some
[54:22] of the Brookings County offices um so
[54:25] that we can make sure that we
[54:27] [clears throat] maintain the reporting
[54:28] on schedule as provided by the RTA
[54:31] program. uh they seem very accommodating
[54:33] to work with thus far. Um the main thing
[54:36] that they had indicated is obviously
[54:37] timeliness of accomplishing milestones
[54:41] at the deadlines that they set. So um I
[54:43] think as long as we work together to do
[54:45] that uh we can find ourselves with a
[54:47] successful project. So appreciate the
[54:50] commission's consideration of this.
[54:52] » Any other comments from the commission
[54:54] from the board?
[54:56] » Well and thank you very much.
[54:57] » Thank you.
[54:58] » Call the role please. Jensen. Hi,
[55:01] » Vanderwal. Hi, Post. Hi,
[55:02] » Hustler. Hi. Motion carries.
[55:05] » Letter E. Action to approve agreement
[55:07] 26-51,
[55:09] a state of South Dakota Department of
[55:11] Public Safety, Office of Emergency
[55:13] Management, 2027, Local Emergency
[55:15] Management Performance Grant Agreement.
[55:19] Do we have a motion to approve?
[55:20] » Motion to approve.
[55:21] » Second.
[55:22] » Motion to second. Comments, Bob?
[55:24] » Yes, sir. This is an agreement we've
[55:26] been having in Brookings County since at
[55:28] least 1999, if not before. And it pays a
[55:33] portion of my salary, approximately 50%
[55:37] of my my base salary and some of the
[55:40] benefits. And it pays 25% pays 75% of
[55:44] mine and 25% of Richard's for for doing
[55:48] emergency management work. And of
[55:52] course, it comes with several
[55:53] stipulations.
[55:55] This year, we're we was caught off guard
[55:58] by u an injury. We were supposed to both
[56:02] both go to a big meeting and take some
[56:04] classes next week. Well, now I'm going
[56:08] out there. I have to keep Richard back
[56:09] here to main man the office. So, next
[56:13] year I'm going to recommend maybe we
[56:14] look at the requirements and and see if
[56:17] we can meet them a little bit earlier.
[56:18] Don't wait till the last minute. But
[56:20] that's on me in my leadership. But uh
[56:23] we've been do been doing this for years
[56:25] and typically we get our
[56:28] our final check right at the end of dur
[56:32] the state's fiscal year ends September
[56:34] 30th. So first part of October they pay
[56:37] our they they pay everything to the
[56:39] county and it does offset budgetary
[56:43] considerations for for my office.
[56:46] » All right. Do we have any questions for
[56:48] Bob? Um, how many were required
[56:50] workshops or whatever do you have to go
[56:52] to per year for this? It
[56:54] » It it varies on each one. You have to I
[56:57] could break it down. I I didn't break it
[56:58] down today on that one, but but they're
[57:00] all listed on the form and it changes
[57:02] year to year on on what's required and
[57:04] what's not required and certain
[57:06] certifications. You know, we've gone
[57:08] after the certifications and we go after
[57:10] everything every now and then. I guess
[57:13] the biggest one is crisis track and we
[57:16] discussed it at the township meeting
[57:20] next year 2027. We're going to try to
[57:22] have them come in and give that class
[57:25] during the town township meeting to to
[57:28] meet this requirement. That's the
[57:30] shortcoming right now that we've got.
[57:32] » Sounds good.
[57:32] » And it's on me. I mean, I'm not I'm not
[57:35] blaming anybody on it.
[57:36] » Yep.
[57:37] » Yep.
[57:38] » Any other comments for Bob? Questions?
[57:43] Thank you, Bob.
[57:44] » You're welcome. Thank you.
[57:45] » Call the role, please.
[57:46] » Vanderwal, hi.
[57:47] » Post. Hi,
[57:48] » Jensen. Hi,
[57:49] » Hustler. Hi.
[57:50] » Motion carries.
[57:52] » Moving to letter F, action to approve
[57:54] agreement 26-52, a state of South Dakota
[57:58] County contract for provisions of
[58:01] community health services. Do I have a
[58:03] motion to approve?
[58:04] » So move.
[58:04] » Second.
[58:05] » Motion a second. Comments. This is just
[58:08] our annual agreement uh with the state
[58:10] for the community health program here in
[58:12] Brookings County.
[58:14] » All right. Do we have any comments from
[58:16] the board?
[58:19] » Hearing none. Call the role, please.
[58:20] » Post.
[58:21] » Hi.
[58:21] » Jensen.
[58:22] » Hi.
[58:22] » Vanderwal.
[58:23] » Hi.
[58:23] » Hustler.
[58:23] » Hi.
[58:24] » Motion carries.
[58:25] » Letter G. Action to add omitted property
[58:28] to the assessment roles of Brookings
[58:30] County.
[58:32] » Motion to approve. So move.
[58:34] » Second.
[58:35] » Motion a second. comments.
[58:40] » So, um, interim finance officer Jen
[58:44] Beller provided a staff report. These
[58:46] were digesttor facilities, as I
[58:48] understand it, that were originally they
[58:51] were told that they needed to be
[58:52] centrally assessed and now they're
[58:54] coming back and saying they need to be
[58:55] assessed locally. So, we're adding them
[58:57] back to our locally assessed tax roles.
[59:03] Board,
[59:04] » Have any comments?
[59:06] questions
[59:09] hearing none. All those in favor signify
[59:11] by saying I.
[59:12] » I.
[59:12] » Oppos say nay. Motion carries.
[59:16] » Letter H. Action to approve request to
[59:18] fill vacancy for a temporary election
[59:20] worker in the finance office. Do I have
[59:22] a motion to approve? So move.
[59:23] » Second.
[59:24] » Motion a second. Comments?
[59:27] uh one of the temporary election workers
[59:30] is unable to work the general election
[59:33] and so we would like to advertise that
[59:35] position and get somebody hired. Um it's
[59:39] really nice to be able to have all four
[59:41] um is especially for this upcoming
[59:43] election. We anticipate it being uh very
[59:45] busy.
[59:47] » All right, any comments from the board?
[59:49] Any other comments?
[59:53] » Hearing none. All those in favor signify
[59:54] by saying I. I I
[59:56] » Post a motion carries. Letter I, action
[1:00:00] to approve a request to fill vacancy for
[1:00:03] a part-time corrections officer in the
[1:00:05] detention center. Do I have a motion to
[1:00:06] approve?
[1:00:07] » So moved.
[1:00:08] » Second.
[1:00:08] » Motion to second. Comments
[1:00:14] hearing none. All those in favor signify
[1:00:16] by saying I.
[1:00:16] » I.
[1:00:17] » Post say a name. Motion carries. Letter
[1:00:21] J. action to approve the transfer of a
[1:00:24] 2004 Chevy 4x4 pickup from the weed
[1:00:28] department to the highway department. Do
[1:00:29] I have a motion to approve?
[1:00:31] » So move second.
[1:00:32] » Motion second. Comments.
[1:00:36] » Just helping replace one of our vehicles
[1:00:39] that we surplused here a few years ago.
[1:00:41] We never replaced it um due to the
[1:00:44] availability of vehicles and I think we
[1:00:48] can get some use out of it.
[1:00:50] » All right. Any other comments?
[1:00:53] Hearing none. All those in favor signify
[1:00:55] by saying I.
[1:00:56] » I. I.
[1:00:56] » Post say nay. Motion carries.
[1:01:00] » Letter K. Discussion. Possible action
[1:01:02] regarding appointment of the of the
[1:01:04] appointment to the Brookings City of
[1:01:07] Brookings Human Rights Commission.
[1:01:10] Do we have discussion on this?
[1:01:12] » I got a couple questions. Uh, is this a
[1:01:16] recommendation or an appointment?
[1:01:22] Good question.
[1:01:25] » This has always been an appointment. So
[1:01:29] the com the county commission has
[1:01:31] appointed um one member to the human
[1:01:34] services com is that right? human rights
[1:01:37] human rights commission sorry human
[1:01:39] rights commission on and that's a city
[1:01:40] board and then we also have three um
[1:01:45] appointments to the hospital board
[1:01:49] so what I was told um after the
[1:01:53] appointment of Jeff Stury to the human
[1:01:56] rights commission was that the city
[1:01:59] ordinance allows for the county to have
[1:02:03] that appointment
[1:02:05] the chart charter says the city's
[1:02:08] charter says that the mayor makes takes
[1:02:10] that appointment or takes that as a
[1:02:12] recommendation and then it's with his
[1:02:15] recommendation and approval by the full
[1:02:17] city council.
[1:02:22] This is the first time that that's
[1:02:23] happened to my knowledge that they've
[1:02:25] taken our
[1:02:28] recommendation or the county's
[1:02:30] recommendation or appointment rather and
[1:02:32] then taken it to the full city the mayor
[1:02:34] to city council for
[1:02:37] full approval.
[1:02:39] Were were the intentions of this uh
[1:02:43] county recommendation to be a person
[1:02:46] that lives outside the city limits or
[1:02:49] was that never discussed?
[1:02:51] » I don't think that's ever been
[1:02:52] discussed.
[1:02:58] » The one question I have was when this
[1:03:00] was incepted, was that back in like
[1:03:03] 2017?
[1:03:04] I I thought I understood. I'm just
[1:03:07] wondering what the intent was at that
[1:03:09] time from the from the city. Um because
[1:03:12] this is a a city board, correct? But
[1:03:15] » Correct.
[1:03:15] » But they've asked the county to appoint
[1:03:18] someone.
[1:03:19] » Yes.
[1:03:20] » So in my mind it it was exactly that
[1:03:23] where the city wanted maybe somebody to
[1:03:25] help you know the outering communities
[1:03:28] is is just my guess. But uh again I'm
[1:03:31] looking for feedback on that if anybody
[1:03:34] has any.
[1:03:35] I I don't I don't know that it's
[1:03:38] specifically stated that way. If the
[1:03:40] commission wants to move forward um and
[1:03:43] advertise that um appointment that way,
[1:03:47] they you sure can. Um,
[1:03:52] just know that I mean I guess you know
[1:03:55] do you want us to go through the process
[1:03:57] of advertising this position once again
[1:04:00] knowing that um any appointment any
[1:04:04] recommendation would still then go
[1:04:06] through the mayor and the city council
[1:04:08] for approval
[1:04:10] » Because this this position has a term
[1:04:12] and and correct me if I'm wrong. the
[1:04:15] individual that we had on the on the in
[1:04:19] the position resigned before the end of
[1:04:23] their term. Is that correct?
[1:04:24] » Correct. I believe the term runs through
[1:04:28] » 28.
[1:04:28] » 28. I want to say the term runs through
[1:04:30] the end of next year. The county had an
[1:04:33] appointee and then that individual
[1:04:36] resigned back in January of 2025. So our
[1:04:40] our our position on the board has been
[1:04:42] open for almost two years now
[1:04:48] over a year and a half and we have
[1:04:51] advertised it off and on and you know to
[1:04:54] get interest in it. Um
[1:04:58] and then yeah it
[1:05:02] » You know
[1:05:02] » We did
[1:05:07] » I guess I would suggest that we delay
[1:05:10] any action on this at this point. Um we
[1:05:14] should maybe see how things shake out
[1:05:16] with this nomination. I guess I'll refer
[1:05:19] back to 17-022
[1:05:22] of the Brooking City ordinances and
[1:05:24] resolutions.
[1:05:26] And uh the city council's comments
[1:05:28] didn't say anything about it being an
[1:05:31] outside of city limits person was why
[1:05:33] they had rejected him. And otherwise
[1:05:37] comments that they made were directly
[1:05:39] discriminatory against his faith and his
[1:05:43] political affiliations from what I can
[1:05:45] gather because I listen to it and
[1:05:48] directly from 17-022.
[1:05:51] Whereas many in our community are
[1:05:53] hurting and fearful as a result of the
[1:05:55] rise of rhetoric and exclusion and
[1:05:57] vilification.
[1:05:59] And if isn't that isn't exactly what
[1:06:01] they did to our nominee
[1:06:03] was to exclude him and vilify him.
[1:06:07] They're violating their very own
[1:06:09] anti-discrimination
[1:06:11] policy.
[1:06:13] So maybe we just need to sit back and
[1:06:16] let's see where the where the chips fall
[1:06:18] on this one yet.
[1:06:22] Does board have any other thoughts?
[1:06:30] Okay.
[1:06:33] Do we have a motion to I'll call for a
[1:06:37] motion if we have a motion. If we don't,
[1:06:39] it will just
[1:06:42] » Delay.
[1:06:44] » Would it hurt to advertise for it, but
[1:06:46] wait?
[1:06:49] I mean, we
[1:06:51] » We we can wait for the city council to
[1:06:53] tell us who we're going to nominate like
[1:06:54] last time.
[1:06:58] » We advertised for how long,
[1:07:01] but
[1:07:03] through this process, there's been
[1:07:04] people indicating that they would apply
[1:07:07] if available. So,
[1:07:10] » We had opened it up again the last time.
[1:07:12] I don't I don't really think that I mean
[1:07:15] this is an ongoing open
[1:07:18] uh open seat that I don't I think we
[1:07:21] would accept
[1:07:23] nom applications not nominations we
[1:07:26] would accept applications whether we
[1:07:28] open this or not and then we would cross
[1:07:32] that bridge when we got there if we
[1:07:34] received a application.
[1:07:36] » I don't think we really
[1:07:37] » Technically we filled it.
[1:07:39] » What's that? Technically, we filled it
[1:07:41] until we retract him, our nominee.
[1:07:46] » Well, according to their website, um the
[1:07:49] and I'm just I'm just looking at their
[1:07:52] website. According to their website,
[1:07:53] Jeff was on on that board and if I if I
[1:07:57] do remember right, if we look if we pull
[1:07:59] that website, that is showing an empty
[1:08:02] seat um for seat 10, which is the seat
[1:08:05] that we we have now. So,
[1:08:10] Yeah, he correct me. He did attend one
[1:08:13] meeting. Correct.
[1:08:14] » I believe I believe so. I believe
[1:08:16] » They retracted him after that.
[1:08:18] » I I believe he I was told that he did
[1:08:20] attend one meeting.
[1:08:22] » There's 10 positions you just said.
[1:08:24] » There's 10 seats on that board. That is
[1:08:26] correct.
[1:08:27] » And up until our nomination, uh there
[1:08:30] was two seats open. Uh seat six, uh
[1:08:33] which is a city appointed and seat 10,
[1:08:35] which is the county appointed. And I
[1:08:38] believe seat six is filled now. I
[1:08:41] believe it's been a couple days since
[1:08:43] I've been on the website.
[1:08:44] » What other entities uh appoint?
[1:08:48] » It is uh uh recommendation from the from
[1:08:52] the mayor. All all seats except for the
[1:08:55] one
[1:08:55] » One. Okay. I didn't know if there was an
[1:08:58] SDSU one or
[1:08:59] » I think there's
[1:09:03] there may be a SDSU representative, but
[1:09:08] don't know if anybody's on their
[1:09:10] website.
[1:09:13] Let me just pull quick see if I can find
[1:09:15] it as as fast as I can.
[1:09:18] Um,
[1:09:26] here we go.
[1:09:28] Um,
[1:09:31] while you're looking for that, I guess I
[1:09:33] just hate to open up the county to the
[1:09:34] same risk that the city may be at at
[1:09:36] this stage of the game.
[1:09:47] so there is a um the members include a
[1:09:52] college student representative
[1:09:58] member member member vice chair chair
[1:10:01] member and I am seeing um there is two
[1:10:06] vacants
[1:10:10] two vacant seats on on that board. So,
[1:10:15] one of them I believe is ours and one of
[1:10:18] them I believe is the city's um
[1:10:21] appointed by the mayor and council. Um
[1:10:26] and and
[1:10:29] yeah, and the SDSU uh student
[1:10:32] representative is uh appointed by mayor
[1:10:34] with council approval.
[1:10:37] » [snorts]
[1:10:53] » And their website does say seat 10
[1:10:56] appointed by Brookings County
[1:10:57] Commission. That is on their website.
[1:11:09] So with no motion, we'll move on
[1:11:12] to item 10, commission department
[1:11:14] director's report.
[1:11:18] last um each Wednesday we are meeting on
[1:11:21] the Samra Avenue project over in Vulga.
[1:11:26] in front of you is the most recent
[1:11:28] construction schedule. Uh initially this
[1:11:31] phase was supposed to be done well
[1:11:33] initially it was supposed to be done
[1:11:34] last year then it um moved to done by
[1:11:39] Labor Day and now it has moved out to
[1:11:41] the end of September. So, we continue to
[1:11:44] meet weekly um over there trying to
[1:11:47] encourage those contractors to keep
[1:11:49] things moving along. Um, also included
[1:11:53] with my report as part as part of the
[1:11:55] local emergency management planning
[1:11:57] grant, the task reports for both Bob
[1:12:00] Hill and Richard Hogan are included with
[1:12:02] my report. I think they um were shared
[1:12:04] with the finance office and they were
[1:12:06] then told to present those to the
[1:12:08] commission. So, those are part of my uh
[1:12:11] report.
[1:12:13] The
[1:12:15] deadline was yesterday for the rural
[1:12:17] access infrastructure program. The
[1:12:19] five-year plans for townships to turn
[1:12:22] those in um was yesterday. Um I did
[1:12:26] receive five-year plans from four
[1:12:30] townships. Eureka Township, it looks
[1:12:33] like they're planning on one project.
[1:12:34] Richland is pro planning on a project
[1:12:36] next year. Oak Lake Township has two
[1:12:39] projects. And then Vulga Township has
[1:12:41] two projects it looks like as well that
[1:12:43] they're going to be submitting
[1:12:45] applications for. Now at this point we
[1:12:47] just sort of wait. The next deadline is
[1:12:50] October 31st where they have to submit
[1:12:52] their applications, their resolutions
[1:12:58] uh quotes um for the projects etc. So,
[1:13:02] looks like we'll be looking at at least
[1:13:04] a few townships did get um did get that
[1:13:07] turned in. Also, um the news director at
[1:13:11] the at Brookings Radio, JRo had reached
[1:13:14] out and asked if the commission is
[1:13:16] interested in doing a regularly
[1:13:18] scheduled on-air visit similar to what
[1:13:20] uh the city does now. I know the school
[1:13:23] district, Brooking School District does
[1:13:24] that now. they sit down sort of on a
[1:13:26] planned schedule and visit with them
[1:13:29] about kind of what's going on at their
[1:13:31] entities. Is that something that um the
[1:13:33] commission is interested in doing and is
[1:13:36] you know is that something that you know
[1:13:38] I can do that or myself and the chair or
[1:13:41] even we can get a different commissioner
[1:13:44] each time to come in and visit on the
[1:13:45] radio about kind of things that are
[1:13:47] going on. Um, I know they have reached
[1:13:50] out. I think Jen in the finance office
[1:13:51] has reached out regarding election
[1:13:53] things and um and happenings. Um, I know
[1:13:56] Bob goes on quite regularly to talk
[1:13:59] about about things with his his
[1:14:02] department. So, they just wanted to
[1:14:04] extend that invitation. So, if it's
[1:14:06] something that you are interested in,
[1:14:09] um, I can work with Jay and get
[1:14:10] something figured out and and whatnot.
[1:14:13] Is that something
[1:14:15] » I think that's a great idea. It's all
[1:14:16] about transparency and government. And I
[1:14:18] I think that's a a great thing that our
[1:14:21] local radio station, our now locally
[1:14:23] owned radio station, um has a has a feel
[1:14:27] for that and a pulse on that. I think
[1:14:28] that's a great great thing for the
[1:14:30] county to be involved with. Doesn't have
[1:14:32] to be the same people each week, but you
[1:14:35] Stacy can then appoint somebody to uh to
[1:14:38] do that. So,
[1:14:39] » Yep. each week or each month or whatever
[1:14:41] it is.
[1:14:42] » I will I will work with Jay and get that
[1:14:46] all figured out here. Get a schedule of
[1:14:49] see when they want us there. Other than
[1:14:50] that, just a few upcoming um dates. This
[1:14:54] coming Monday is Labor Day, so offices
[1:14:58] here will be closed. Um there is a
[1:15:01] regional stakeholders meeting uh hosted
[1:15:04] by Brookings Regional Growth Alliance.
[1:15:07] That's um next Wednesday the 9th from
[1:15:10] 9:30 to 11:30 next door in the community
[1:15:13] room. I think um invitations have been
[1:15:15] sent out for that. Sou Valley another
[1:15:18] energy sou valley energy brought some
[1:15:20] kilowatts at Vulga 4:30 to 7 on
[1:15:24] September 10th.
[1:15:26] And then the majority of us will be down
[1:15:28] in Sou Falls uh Monday this uh 14th of
[1:15:33] September through Wednesday the 16th for
[1:15:35] the fall convention SDACCC fall
[1:15:37] convention.
[1:15:40] Uh note September 22nd is the next
[1:15:43] commission meeting. That's actually
[1:15:44] three weeks from now because we will all
[1:15:46] be in um Sou Falls on the 15th. Um we
[1:15:52] were going to we're pushing that to the
[1:15:53] second uh commission meeting for
[1:15:56] September to the 22nd.
[1:15:59] Um first district is their picnic is the
[1:16:03] 24th of September. Um up in Watertown I
[1:16:06] know more information will come out on
[1:16:08] that here I'm sure in the next couple of
[1:16:11] couple of weeks out a little bit
[1:16:13] further. Monday October 12th offices are
[1:16:17] closed for Native American Day. I hope
[1:16:19] you have on your calendars October 20th
[1:16:21] that afternoon we have department head
[1:16:23] reviews at 1:00 um hobo day parade and
[1:16:28] activities October 24th this year and
[1:16:32] then just make sure you note too that
[1:16:34] that first meeting of November the first
[1:16:36] commission meeting is a Thursday
[1:16:38] November 5th and that's due to um
[1:16:41] canvasing the results from the general
[1:16:43] election um earlier that week and then
[1:16:48] that same afternoon on the 5th, we'll be
[1:16:50] doing our road and bridge tour. 1:00
[1:16:52] we'll leave from the highway department
[1:16:54] and I'll be working with Brian and he
[1:16:56] will be coming up with a wonderful
[1:16:59] itinerary of stops that we will be
[1:17:01] making that afternoon. So, um, other
[1:17:04] than that, I don't have anything unless
[1:17:05] you have questions for me.
[1:17:07] » Anybody have anything for Stacy?
[1:17:11] Hearing none, number 11, states
[1:17:13] attorney's office report.
[1:17:15] » None.
[1:17:17] Number 12, commissioners reports.
[1:17:19] Commissioner Vanderwal,
[1:17:21] » Thank you. Um Stacy mentioned earlier,
[1:17:24] but I I want to say this uh too as well,
[1:17:27] but September 14th through the 16th, the
[1:17:29] annual convention. I'd encourage all
[1:17:32] commissioners to go if they can. That's
[1:17:34] a a great avenue to learn more about
[1:17:37] what's going on and connect with other
[1:17:39] commissioners to see what's working and
[1:17:41] not working. I plan on attending that uh
[1:17:44] upcoming
[1:17:47] Um, I want to say a big thanks to the
[1:17:49] highway department for getting those
[1:17:50] signs up on the 466 north on the Hamlin
[1:17:54] uh, Brookings County line. I got several
[1:17:56] nice compliments from that. Thank you
[1:17:58] for getting that done. Much appreciated.
[1:18:01] Um, on Friday evenings, August 21, I
[1:18:05] attended the Brookings County uh,
[1:18:07] Republican picnic at Hillrest with
[1:18:10] several others of you. uh great to get
[1:18:12] out and uh talk with constituents. And
[1:18:15] then the last thing I just want to
[1:18:17] mention is I've been doing some
[1:18:18] doctoring lately and I just want to
[1:18:20] thank all of you for your understanding
[1:18:22] and thoughts and prayers. I appreciate
[1:18:25] that. I had a procedure done on uh
[1:18:27] Friday and I I feel feel better a lot
[1:18:30] better. So you don't know how good you
[1:18:32] feel until or poor you felt until you
[1:18:35] feel better. So thank you again.
[1:18:37] » You look better, too. [laughter]
[1:18:44] Commissioner Post.
[1:18:46] » Yes. On the 24th, we had our weed tour
[1:18:51] and uh our meeting and our tour and we
[1:18:55] were able to go around to uh you know,
[1:18:57] one of the commenters earlier in the
[1:18:59] meeting had discussed and we were able
[1:19:01] to tour many of the places that had
[1:19:04] potentially
[1:19:06] um would have been subject to the action
[1:19:09] that he was talking to or expressing.
[1:19:12] But uh in in those instances, every
[1:19:15] parcel that we looked at that had had a
[1:19:17] complaint, the the thistles had been
[1:19:19] taken care of and there wouldn't be any
[1:19:21] reason to take action at this point to
[1:19:24] continue on with that. Um I would say
[1:19:28] that you know we did have quite a bit of
[1:19:30] change in that department in the past
[1:19:33] year and I thought that uh our
[1:19:35] supervisor there had done a great job of
[1:19:39] learning on the go and and keeping up
[1:19:41] with as much stuff as we could with what
[1:19:44] was allowed and and things looked
[1:19:46] relatively good compared from my two
[1:19:49] years of experience of being involved
[1:19:51] with that board. So that's my report.
[1:19:54] Commissioner Jensen,
[1:19:56] » On the 21st of August, I did attend the
[1:19:58] Republican picnic. On the 27th, uh did
[1:20:02] the conservation tour. Um it's always an
[1:20:06] interesting uh tour and uh it was well
[1:20:09] attended. Um that evening I briefly
[1:20:11] stopped in the Sou Valley Electric uh
[1:20:14] meeting up in White
[1:20:17] on the 30th. Uh I attended up in Gary,
[1:20:21] South Dakota, the rural rally. I picked
[1:20:23] up some handouts. I give to all the
[1:20:25] commissioners here um on the 765 power
[1:20:29] line up there on the yesterday had a
[1:20:33] joint powers board meeting um on the
[1:20:36] city county building maintenance and
[1:20:38] that is my report.
[1:20:40] » All right. And mine on uh on August 20th
[1:20:45] uh we had a research park board meeting
[1:20:46] in the morning uh gave some updates
[1:20:49] about uh going on out the research park.
[1:20:52] uh you know, you don't hear a lot about
[1:20:54] the things that go on out there, but you
[1:20:56] know, there's they've been a great in I
[1:20:59] would I don't know if I call it
[1:21:00] incubator, but there's a lot of neat and
[1:21:03] uh and interesting companies that get a
[1:21:05] start out there and uh
[1:21:09] move out and and are a part part of the
[1:21:12] county. I know um some information that
[1:21:15] the research park shared uh yesterday on
[1:21:18] social media, it's uh you know um
[1:21:21] indirectly 170 uh employees uh have been
[1:21:25] brought to Berkings County uh just based
[1:21:28] on the workings on at the research park
[1:21:31] and I know we we uh
[1:21:35] are a financial supporter of that. Uh
[1:21:37] the city's also a financial supporter of
[1:21:38] that. It it really does. There's
[1:21:41] companies out there that are uh one is
[1:21:44] Aerofly that is a drone company that is
[1:21:46] working with federal government and
[1:21:48] federal grants uh doing great things.
[1:21:52] There's another company out there that
[1:21:54] uh and it the name of the company slips
[1:21:56] my mind but they are uh bringing
[1:21:59] technology to the older John Deere
[1:22:02] tractors and tractors for GPS uh GPS
[1:22:06] work um that John Deere doesn't support.
[1:22:09] And I mean it's just some great
[1:22:11] technology and and a great a great uh
[1:22:15] asset to Brookings and Brookings County
[1:22:17] out there at the research park. Um later
[1:22:20] that afternoon I attended a regional
[1:22:21] growth alliance uh board meeting. Uh if
[1:22:24] you have not known they have moved. They
[1:22:26] are down here in the old office peeps
[1:22:28] building now. They actually locked up on
[1:22:31] Friday, moved over and moved over today
[1:22:33] or yesterday. I don't know when for sure
[1:22:36] they're going to have the doors open,
[1:22:37] but I encourage uh encourage the public
[1:22:41] to get over there, see their their new
[1:22:43] facility. Uh talk with Lori and the and
[1:22:46] the crew over there. um they're excited
[1:22:48] to be in their new building and to show
[1:22:50] it off and and I see great things to
[1:22:52] come uh with the growth alliance uh not
[1:22:55] only in Brookings but the the region as
[1:22:58] well all of Brookings County and I look
[1:23:00] forward to attending the stakeholder
[1:23:02] meeting here next week.
[1:23:04] Um on the 21st uh I did sit down uh with
[1:23:08] the director of the growth alliance Lori
[1:23:11] for for some coffee uh kind of just
[1:23:14] chatting over how her last six months
[1:23:16] have been going and and what her vision
[1:23:18] is and and it's going to be a I with the
[1:23:22] combination of all four of those uh
[1:23:24] those uh entities um you know I think we
[1:23:28] saw great success with downtown at
[1:23:30] sundown and and then the the community
[1:23:33] involved involvement that uh that
[1:23:35] they're bringing in the past year. I'm
[1:23:37] excited for excited for what uh that
[1:23:40] organization has coming up. On the 25th,
[1:23:44] I uh did attend the city council meeting
[1:23:46] here in the in the chambers that
[1:23:48] evening. I was sitting in the back of
[1:23:49] the room uh during the city council
[1:23:51] meeting, listened to the updates uh from
[1:23:55] their vote from from our appointee and
[1:23:59] also the Dakota Bank Center uh comments
[1:24:02] that came through. Um, you know, we'll
[1:24:04] have to, you know, talk about things
[1:24:07] with our achievement days and and what
[1:24:10] that looks like moving forward because
[1:24:11] we do have a stake in that uh Dakota
[1:24:14] Bank Center and unfortunately I don't
[1:24:16] know if we've been invited or privy to
[1:24:19] any of those uh that committee that
[1:24:21] they've been researching that. So, I'm
[1:24:24] kind of disappointed in in that that
[1:24:26] with us being a stakeholder in that that
[1:24:28] we haven't had a voice at the table for
[1:24:30] that. And then on the 27th I also
[1:24:34] attended the conservation district tour.
[1:24:36] Uh went around and of course Hudac over
[1:24:38] there in Vulga uh is directly came out
[1:24:42] of the research park and what they've
[1:24:44] increased to from the from year over
[1:24:47] year. It's uh I don't know if it's the
[1:24:49] research park but the economic uh
[1:24:51] development center. They've had great
[1:24:54] success and and uh and are really doing
[1:24:57] something that nobody in the nation
[1:24:59] does. So, it's nice to see that is my
[1:25:02] report. Uh, so we'll move on to number
[1:25:05] 13, executive session. We do have
[1:25:07] executive session in accordance with
[1:25:09] South Dakota codified law 1252
[1:25:12] parentheses 1 and 4 for personnel and
[1:25:15] contract negotiations. I would look for
[1:25:17] a motion to enter into exec.
[1:25:19] » So move second.
[1:25:20] » Motion a second. All those in favor I
[1:25:23] post say nay. Thank you very much.
