[13:28] Good morning, sounds great, thank you. Also like welcome councillor
[13:34] Hampton. Good morning. Thank you for joining. You know you've
[13:43] had a big weekend. And the result of the team
[13:49] wanted, but Representative very, very well. And a lot of
[13:54] people pretty proud here. Well, it is my pleasure to
[14:03] call this Monday, August 10th, 2026, Haren Ellington Council Medium
[14:07] DeWarder. One more time. We're good. Okay. We are
[14:18] called to order. And a first item on our agenda
[14:21] is the Mary's announcements. For announcements this morning. Residents are
[14:26] encouraged to confirm they are on the Holder's List and
[14:29] are invited to contact a clerks office for further information
[14:33] if they are considering running for Council. So put the
[14:37] clerks on the spot. I think our social media says
[14:42] that there's August 12th deadline or a date that people
[14:46] should keep in mind for voters list. And then it
[14:50] is August the 21st at 2 o'clock for the candidates.
[14:56] So there's some divisions open, so please think about it
[15:00] and talk about it. And if you have any questions,
[15:03] yes, contacts office. Four members of Council. Is very obviously
[15:10] has long digital cemetery portals for the Chesley and Terra
[15:14] Hill Press Cemeteries. Our municipal website. And thank you to
[15:19] our legislative services, Summer Student. Portals. You can view the
[15:24] content rights. Folders, search burial cremation, column variation. First County
[15:32] Heritage Association, it's holding its annual heritage farm show on
[15:36] August 14th, 15th, 16th. Just outside to set things in
[15:42] our virtual three. We don't think ceremony is right after
[15:45] lunch on Saturday. And 2026 International Plotting Match or Earl
[15:51] Expo, the IPM is scheduled to take place from Tuesday,
[15:54] September 22nd to Saturday, September 26, 2026. 800 acre site
[16:00] plus a walker than Aaron, others think it'll be parked
[16:03] on Bruce County Showcase for buying an opportunity to promote
[16:05] this holy to visitors. Ross, I'm Stereotyle and beyond. This
[16:14] is not on the list, but the PCX Society has
[16:17] sent an extending to the municipality guard. Others like the
[16:20] support, but the Barnes and Artners, the open and tradition,
[16:24] and their fallfare is in September and it will be
[16:27] before our next council meeting and then also went to
[16:29] Chesley Paris. The police C59 for September. It's a busy
[16:33] couple months going to go up here close. So that
[16:34] is what I have for announcements. Next, to the approval
[16:38] of the agenda. Our motion here, we resolve, the agenda
[16:43] for the Council Media Monday, August 10, 2026, the accruers
[16:46] of the clerk. And it will get a mover in
[16:54] seconder. And then we'll have an amendment, or would you
[16:58] like to remember first? Okay, what is yours? I have
[17:02] an extra report to go on that came in private.
[17:08] So it will be us report for the objective. I'm
[17:12] a DVD bottle. I think I'll say sorry enough, but
[17:19] it's also going to follow. Thank you. For that. So
[17:24] now in the item 1246 under Clerks Department, later on
[17:28] our agenda. Looking for a move on a seconder for
[17:32] a brief agenda as amended. So I'd like to move
[17:36] close until New York can be here. After lunch. My
[17:41] hands up as well. Good, interesting. We cannot lift all
[17:49] of mine until after bunch. We've already been publicly scheduled
[17:53] it for 915 and our lawyers also are tited measures
[17:56] also scheduled for 915. So we can't do what that
[18:01] was. We can reschedule.
[18:13] This is my interpretation of the rules. Uh, you have
[18:18] moved. Through 20. I'm going to show you, I haven't
[18:22] moved the motion. I hand up to make an abandoned
[18:26] to the motion. Otion is on the floor actors have
[18:31] removed side. I just did what Christine did. She also
[18:35] added something to Neagenda. On interpretation of
[18:45] procedures. And learning when you marry it from us. Yeah.
[18:48] So, so we can read the exact motion as presenting
[18:51] to approve the agenda as is. What Christine had asked
[18:56] is if we could have went to the agenda. So
[18:58] we can definitely wait till after it's moved in second
[19:00] for the first motion. Um, it's more for friendly motion
[19:04] that perceives proposed to add report. However, that's what doesn't
[19:08] want to add an important bets. It's, it's. Honour. Um,
[19:17] we can councillor budget and I feel that this is
[19:20] a minor amendment. But we asked for even to know
[19:24] this other reading. Bad. Even though it is more important
[19:28] yet than just adding something to agenda, I feel that
[19:31] this is important that possible here, possibly enter. It's present.
[19:36] If you request to be present, if we want the
[19:38] Purks, we've got speak to the Start. We'll speak to
[19:42] the commissioner and we've just removed two releases later. A
[19:49] few of that, we should walk the discussing something that
[19:52] comes to the solving lesson for us. Leading. And, um,
[19:56] that is important to remember those when we're pressing award.
[20:01] Thank you, Clark. Going back to what I believe our
[20:06] set was that integrity commissioner is not available after lunch.
[20:09] It's scheduled for this morning. Right. Correct. And as I
[20:13] said before, the time it changed those already invited to
[20:16] the public for agenda. So we'll either come to cancel
[20:22] him and give it another day or continue on and
[20:25] if councillor, um, keeping it to the private secure location
[20:29] to join. So yeah, sponsor acting. Thanks. Um,
[20:39] so I'm opposed to the agenda, uh, closed item number
[20:42] one. I, I don't quite understand what that means. I,
[20:46] I don't, I sent an email to council and the
[20:51] CAO Saturday. The response high level was just that, that
[20:56] closed item was dealing with that. But I don't understand
[20:58] why and which is fine, but what I was talking
[21:02] about is nothing to do with the integrity commissioner. So
[21:05] without having a better understanding about what that meeting is
[21:08] going to be about, I'm opposed to that agenda, closed
[21:10] agenda item number one. Councillor.
[21:20] I would propose that we cancelled it integrity commissioner. That
[21:28] one has not too sick. Can you get? I disagree.
[21:35] This vagina was released on board set. I recognised that
[21:41] folks had other things. There's the owner would get seeing
[21:44] added to the weekend, but this is addressing item that
[21:49] everyone by concern it. And if it's postponed, then we're
[21:54] looking at not discussing this attorney. So. I'll, I'll take
[22:02] my turn here. So I believe we have the backtrack
[22:06] two steps and then we'll have a vote on Christine's
[22:10] amendment for, uh, the additional item. 1246. Let's make sure
[22:17] the majority of council wants that. And then we'll move
[22:19] to the amendment that counts a judge in would like.
[22:23] And then we'll see if majority of council would like
[22:26] that. That sound okay with everybody. Okay. So mule backtrack
[22:34] to. 1246, which is what our clerk had discussed. It
[22:40] was an additional idol on our agenda. So do people
[22:47] need more information in regards to this idea? Yeah. What
[22:50] is it? Particip. Okay. So, um, there was a severance
[22:56] created earlier this year. Of additions to a lot, but
[23:00] the laws are being lost on plan subvention. So they
[23:04] have to be deemed to not be lots of plants
[23:07] of ancient sort of those additions can be attached to
[23:10] them. So the property can be sold within like next
[23:13] week or two. So very simple straightforward.
[23:23] And then pass it back. Council Anfloor. Just a comment,
[23:29] me not being able to be there this morning. Has
[23:30] nothing to do with Mund not have that agenda item
[23:33] included. Stop words into my mouth. It's because I don't
[23:36] understand why we're having an integrity commissioner there. If the
[23:39] reason we're having them there clearly state why they're there,
[23:43] the one problem that I have discussed in that email
[23:44] has nothing to do with that. And a comment.
[23:56] Where is this property open? Chesney. So, so they, they
[24:03] severed off two lots to be edit to the rocks
[24:07] on the other side. Okay. We've spoken about this previously.
[24:10] Do you know which property sos are we seeing wood
[24:13] in the house now? So this comes with the newest
[24:15] social emergency edition because laws are to be sold. Okay.
[24:21] We have the report in paper. Distributed and councillor camping
[24:27] with an email during a break. If we agree to
[24:32] do it. We're going to. Like it right now. We
[24:40] can bug leading and have that. It was the other
[24:43] team.
[24:53] Hall in favor of the amendments and added 24 sex
[24:57] to the agenda. In favor. We like a mover in
[25:04] a second here. Yes. I'm going to say who would
[25:08] like to move that. Your shot. Okay. Any final discussion
[25:14] about that amendment. All this favor.
[25:26] That is amended. Now we will turn Councillor Dungeon. Through
[25:33] like two of you proposed another.
[25:50] Words in other. One to move lows on the tail
[25:57] of Darryl can be here. Presence. And if that means
[26:04] that the integrity commissioner can't be here at one o'clock,
[26:08] then Sylvia. Would have integrity commissioner out in any ways.
[26:16] It appears to me that it's nothing more than the
[26:19] witch hunt for council members. I'll pay to hear that
[26:24] the lawyers are coming. That's good. Or at least they're
[26:27] available. But all council needs to be here for this
[26:31] discussion. Sort of seeing those hands and handled it. Yeah.
[26:37] Going to her next. So as I said before, um,
[26:40] we've already given to us that photos of nine 15
[26:44] has been published. So if you want to bullet, we'll
[26:49] have to pull it completely with an gender reschedule. So
[26:51] in the past, we have moved close around numerous times
[26:54] and different times of the day to accommodate different reasons,
[26:57] different people, whenever. This is really no different. It's not
[27:00] like a different day. It's just we're moving in from
[27:02] this time to another time. We have done this before
[27:06] without notice to the public. Councillor. And then the council
[27:15] pedicle. Thanks. I would like to closed agenda item number
[27:21] one removed until the clarification on why the integrity commissioners
[27:25] being included in this discussion from my understanding is my
[27:29] understanding, talking to other councils and such is that you
[27:33] can have those conversations with the CAO and council. So
[27:37] that's why I'm not clear on why the integrity commissioners
[27:40] being invited. If, if that under, if that, um, information
[27:45] is provided for the next council meeting that I'm happy
[27:47] to hear it. But right now it's not, it just
[27:48] says training and relations with council and staff. I would
[27:54] prefer some more clarification of what that means so we
[27:56] can prepare PB.
[28:06] Procedurally. I believe we have to stick with Councillor Dungeons,
[28:12] amendments. And you see that to its conclusion. And then
[28:14] we will deal with your amendments. After. Mr. Mayor. I
[28:22] was just letting Concert. I didn't think it is able
[28:24] to come online. Like in the tent. Without being present,
[28:29] but can you present online. So after that, I was
[28:36] addressed to you. Sorry. So I'm online and I can
[28:44] hear what's going on, but, but I'm still standing with
[28:47] what I said. I'd like to see that pulled until
[28:49] the clarification on what it means. So he's in a
[28:54] bigger competitive people. Like dry mon conclusion. He's securing on.
[29:01] My friend. This is also my question. I didn't answer
[29:03] the question. So I'm not sure what to say. And
[29:05] my question was Wortmaniken Properties Gate. And that's my question.
[29:11] Okay. Uh, I don't hear an answer. Uh, we're going
[29:14] to have to keep going ahead slowly. So where I'm
[29:18] at now is I want to move close to one
[29:20] o'clock. So there will be a can be here. And
[29:23] we can't move and tell you the commissioner until then
[29:26] some general committee that I want to visit each other.
[29:32] You're never saying, Tarek, you can't be here. So I
[29:34] guess we're pulling it into the actual amendment. And so
[29:38] further clarifications to why exactly he is summoned here to
[29:43] lecture us today. The last fire is an assumption. I
[29:49] don't, I don't believe the vast winter today, but, uh,
[29:53] with that, the entire commissioner here several times here, 15
[29:57] years, uh, he knows educational. Um. I don't know what
[30:03] will happen today. I didn't know this is going to
[30:05] happen. So it hasn't been. That's all I'm going to
[30:12] call my face. Hi, to me. Uh, but you have,
[30:16] uh, you have amendment on the floor. Is there a
[30:19] second there? Rogue amendment. It's a bowl item one. Education
[30:24] and training staff got some relationship. Okay. Now we'll have
[30:33] a discussion. I'm going to pull in item one. From
[30:37] today's agenda. It's like the surge for the side. I'm
[30:47] Deptimer Shop. Thanks. Thank you. So I'm happy to have
[30:51] that discussion, but I want clarification on why the category
[30:55] commissioner has been involved in that needs to be involved
[30:57] in discussion in regards to the email that I sent
[31:00] to council and to the CAO. Because I see those,
[31:05] that is very different than, than, uh, having the integrity
[31:09] commissioning. Commissioner that being present.
[31:19] Council, I'm trying to cite for, question there. You are
[31:25] a staff. Yeah. So, so I don't want to be
[31:31] specific here. But I sent an email to staff to,
[31:36] sorry, to council and the CAL on Saturday with some
[31:38] concerns that I have. And I know that other Council
[31:41] Members have these concerns as well. And they've been going
[31:45] on for probably three, four, five, six months now. And
[31:48] I would like to know what's going on to address
[31:50] those concerns. And I'd like to be some transparency with
[31:56] council because I don't know what's going on with that.
[31:58] And it's impacting. It's severely impacting me and my community
[32:02] trying to be a councillor. So I would like to
[32:05] see that dealt with, but I don't think that has
[32:07] anything to do with integrity commissioner. I think to two
[32:09] separate things. And a comment. I bet they may have
[32:18] shot us. When I read, we look forward from the
[32:23] quote agenda. It is clarify to me why the integrity
[32:28] from the shear is coming. And they opportunity to know
[32:32] on understand how these issues could be down for them.
[32:40] So to me, the report is clear and interesting.
[32:49] And we'll see, not sure. We're going to discuss this.
[32:55] With that going into the details that need us to
[33:00] be on. Have you got any better? Uh, Council Gullit
[33:06] and Council Byer. So I, I have more hardly agree
[33:08] with Darrell and last council meeting I asked to have
[33:12] this discussion put on clothes. And I was denied. So
[33:16] I was happy then to see when I first sold
[33:18] my package the other day that we're going to discuss
[33:20] this. As a group, I want to discuss this with
[33:24] the CEO and Staff and who are not, but it
[33:26] has nothing to do with integrity commissioner because I feel
[33:29] I was just going to be away from Staff to
[33:31] hide and behind. Him. And we, like Daryl said, there
[33:34] has been lots of issues. There seems to be no
[33:39] answers. It's getting louder and louder and louder in the
[33:42] community. And we want to know how our senior staff
[33:45] knew you're best. That is the discussion we need to
[33:49] have. Not to go procedure, not about what he said
[33:53] she said, whenever with an attempt of commissioner giving us
[33:56] a long speech about it. That's where we're at here.
[33:59] We need to have a discussion once ourselves. And if
[34:02] there's questions we need to ask the telecomissioner, we'll protocol
[34:05] or procedure then. So obedient. But we're not there yet
[34:10] for that. I'm done here. Don't see any questions on
[34:17] there. That's your prominence. Thank you, Mr. I just want
[34:22] to play a plug because I made it on earlier.
[34:24] This one because I felt that issue was going to
[34:28] put the B here. But if you can participate online,
[34:34] I'm going to be finding seven day integra. I'd like
[34:38] to say that I'll comfort a year. And to only
[34:41] put in, well, maybe not neutral, but a person to
[34:46] maybe, um. Speak to it and have present. So I
[34:53] am full support thoughts agenda. Thank you. Councillor Hampton get
[35:01] participanted. We'll second this morning because he's not in a
[35:05] secure environment. He's got people in the car. He's had
[35:09] his car without say that. Pardon. I don't want to
[35:15] be a judge here, but, uh, there was a question
[35:18] there where that asked, I think that you want to
[35:21] secure environment. And then what's going on? So it's still
[35:24] a question. I'm a clinical. Can I tell you in
[35:27] what I heard this morning? What if Camping and Security
[35:29] environment then he can't be on the pen in both
[35:31] session? And I want Daryl here. I believe six of
[35:37] us here. To, to, to deal with this in person.
[35:41] That's right, I mean. Other comments, questions, Councillor. Mr. Fabi
[35:50] and other men, they didn't test that. But we know
[35:53] I have the integrity commissioner comes with one dewed council
[35:59] case. Did we not thought it would be terminient? So
[36:07] we're going to discuss a list and have them back
[36:09] again. How's this going to work? And the other part
[36:13] of the distance. How can we just have him? So
[36:18] that we had the two he noticed remembers. That they
[36:22] hadn't had them pay is coming on the end. To
[36:30] the two weeks. Clerk was eight. We don't have anything
[36:34] to procedure, but all about that. And secondly to your
[36:38] other question. Yes, we have integrated commission here. A number
[36:42] of times per training. Um, this time we don't think
[36:44] we're coming from here. It's led you in training session.
[36:49] Plan with all of her. So you'd want to be
[36:52] actually coming here. Just that.
[37:06] Amendment. Uh, I guess my two side cities that integrated
[37:12] commissioner was coming today for reasons in the report. Plus
[37:17] the fact that we as a council are doing dangerously
[37:21] flows to, uh, senior integrity commissioner or other forms of
[37:30] legal action, uh, because of the hostility and the negativeness
[37:35] of what's going on in our community and wants to
[37:37] sometimes happening at this table. So the entire commissioner is
[37:42] a, uh, the name is, uh, strike spirit at times
[37:48] to people. However, an integrity commissioner is a friendly lawyer
[37:53] professional who has, uh, public. And some of the questions
[38:00] that we're going to ask should be asked or we
[38:05] should have an opportunity to ask and to find things
[38:07] out. So I was hoping to see him. Uh, just
[38:12] to make sure that we're going down the right path.
[38:16] But it is the will of the council of, you
[38:21] know, we see have a dot. So how do I
[38:24] be voting against, I guess. So earlier discussion before we
[38:32] vote on the amendment. Going on this voting for it
[38:39] removes differently agenda, going through on that. So read the
[38:44] amendment again. What is your amendment? But what is currently
[38:51] written down here? Resolving gender item. By post session item
[38:56] one, be removed cut this time. So I would like
[39:05] it to be item one to the reschedule for one
[39:10] or one thirty today. When Darrell can be present. And
[39:15] you're saying that you can, we can't do that. Yeah.
[39:20] Like instead it's for the published and I didn't have
[39:22] to contact. My scare to see this available. These schedules
[39:29] get ruled us into. Waiting and waiting for joining us.
[39:35] I just said it's always. Going to be majorous and
[39:39] want to talk to me. Don't think you should talk
[39:43] to that. That's kind of a problem. You can start
[39:49] to staff having to do this house. What's the question?
[39:54] Yes. Well, the question I was pointing at was a
[39:59] correction. If you say so. Long.
[40:25] So I was council. Further discussion. Council Predator.
[40:35] I just want to say that in terms of things
[40:37] that happen and the ship, this should not be another
[40:40] month. Of months. Whatever this makes you happen. And I
[40:45] mean, I don't even think we get serious today. Because
[40:50] there are not a patient's here. And similarly to the
[40:54] latest, I think we have really disservice to everyone. And
[41:00] I understand that comes out of handsome and I support,
[41:03] as you know, and so forth, but in here. If
[41:07] you can be online, then you can comment online, which
[41:10] I ask specifically, if you could, in advance of oppression.
[41:15] What am I supposed to do? Like we need to
[41:16] get the sum and we need to talk about this.
[41:20] Thank you. For their discussion before we saw the amendment
[41:27] to. Move it in five. So
[41:37] can we ask there all the case in our secure
[41:41] spot. Again? It was last year. So that's what happened.
[41:50] Did you begin secure slot for. I can be. I'm
[41:54] going to be in a vehicle. My son's going to
[41:56] heavier plugs in. He won't hear what I'm saying. I'm
[41:58] going to have earplugs in. And he won't hear what
[42:01] you're saying. I'm still opposed to it because I want
[42:04] to clear understanding of what. A wide integrity commissioner needs
[42:08] me evolved. They deal with councils. They don't deal with
[42:11] staff. In my issue is not is not dealing with
[42:14] council. And to comment again.
[42:25] So we have a change of schedule. So it can
[42:29] be at one o'clock. Okay. Change your amendment. Back to
[42:38] the original modem to have that one o'clock. As long
[42:42] as Daryl gets some information regarding his request prior. To.
[43:04] Me. Like what sort of information, how much, what time.
[43:12] Is so bad. I don't know what to do. There's
[43:17] a great information. Like there is a, there is information
[43:21] already. And then we've discussed more information. So councillor Hampton,
[43:27] are you still needing more information over or what the
[43:32] listing at what is back information. Like what area of
[43:39] information are you needing. So I would like to see
[43:43] clarification on why the integrity commissioner is being invited specifically
[43:47] to this beating. Is it to deal with council. Or
[43:51] is it also to support the requests that council have
[43:56] had to staff on some issues that council's been made
[44:00] aware of dozens and dozens of time. Because integrity commissioner
[44:04] doesn't manage that second part manages council. Or gives counsel
[44:08] feedback on what's good and bad. And a comment.
[44:19] There commissioners to do life to council cover. We also
[44:27] have a rural wed sack to be talking about all
[44:30] the stuff. That's right. I think we're goodness. Yes. The
[44:33] inhibitive commissioner does advise counsel director that they are following
[44:38] the court of comic as well as council - side
[44:40] allegiance. Integrity commissioners typically brought in when there is sensitive
[44:44] discussions and that theatre is any concern that council is
[44:49] not following a code of conduct. If staff is not
[44:51] following what the staff, if they are inside of what
[44:55] is. So it's a neutral party to assist council in
[44:57] moving these sensitive issues forward. Um, and I guess I'm
[45:03] difficult to answer these questions. It opens. Where is the
[45:05] expression spent pencil fully informed because I've been reading commissioner
[45:09] that is allowed legal advice to county. So this is
[45:12] an opportunity for council to ask these questions and go
[45:15] a session to get the answers that they've been asking
[45:18] for. To clarify, obviously. And any sort of manana for
[45:23] the integrative commission to bring anything upon. Councillor is knowledge.
[45:27] There's nothing about sort of. There is no ill intent
[45:30] involved. But it was council past for this conversation and
[45:34] the conversation can only have been closed. And to have
[45:37] the integrity function actually protects Members of Council from stepping
[45:41] outside of what their legislative response needs are. And it'll
[45:45] protect both staff shading council team of these issues. Work.
[45:50] Thank you. Thank you. So then how is it going
[45:54] to be presented. In quotes? Like, how is this going
[46:01] to unfold. Yeah. So if council can just kind of
[46:07] refer back to what the staff and court says, then
[46:10] with the information provided and then an opportunity for council
[46:12] to ask the indifference or members of staff and clarification
[46:17] or any information. So all of these questions can be
[46:20] answered by the integrity commissioner when you are an imposed
[46:23] session. So is this discussion going to be more about
[46:30] our behaviour to stout and to the public. And he's
[46:34] going to comment on that. Or is the discussion going
[46:37] to be about the reason we're going into closure to
[46:41] address the problem that we have within the building. Yeah.
[46:47] The second is the information. So all of those detail
[46:50] learn who's included in the post report and the discussion
[46:53] will happen through the regulator council process. So Mayor Hamill
[46:58] chair of the meeting. And that's how living the discussion
[47:00] point will come on. So it will be a close
[47:04] counsel meeting and consent finance the questions through the minute
[47:07] as, as normal vertical. Thank you. It's too much. But
[47:16] you define this prediscussion already interesting. And it's, um, it's
[47:20] really what, what this is about. Because to me, it
[47:24] seems that intempester commission has your backs and we have
[47:27] nobody who has autobacks. I have not so many complaints
[47:30] against things that were happening. And yet never anything was
[47:35] being done. And I spoke to the shang that's actually
[47:38] really an email you can try to me as that
[47:41] he can't do anything for me. So it's, it's always
[47:43] like you have somebody in your bag and we don't.
[47:46] And I'm not sure if this is what the Councillor
[47:49] Dungeon is speaking of, but this is exactly the problem.
[47:53] We are having complaints about behaviour or actions being done
[47:58] or not done. And we have no recourse. Like sometimes
[48:01] I wonder why we're even here. They're making decisions and
[48:04] nothing has happened. And so that, um, that's our, I
[48:08] understand the counseling adotter's concerns because we're going into close
[48:12] meeting and yet in the end, it will look like,
[48:15] or we can only ask certain questions because all this
[48:18] cannot be answered. So, or, you know, with the lawyer
[48:23] can actually not speak for us because he is important
[48:26] new. So we have known that to me, it feels
[48:28] like we need our own lawyer there to have a
[48:31] discussion that will actually be fruitful because we cannot have
[48:35] any questions ask or not any questions answer in a
[48:39] manner like for our support. All certain. That's exactly where
[48:46] I feel as well. Not anyone play role. Well, whatever.
[48:54] We're not hacking civil if all of a sudden we're
[48:57] interrupting people and we're getting loud and we're getting around.
[49:01] This is not helpful and council out. I'm sore, Mr.
[49:03] Mia. If I cannot speak up, I cannot accept this
[49:07] before of another member, which I'm going to come because
[49:10] I feel very much alone beyond this concept table. And
[49:13] I have tried to speak out before. And it's not
[49:16] in close session. I remember very well that I've been.
[49:20] I'm not quite sure how I could put it, but
[49:22] he put it down by, um, saw people, you know,
[49:25] everyone's happens in whole session. So there is no recording
[49:28] of it. But this is unacceptable, but it is acceptable
[49:31] when we're on close session and there's no evidence. I
[49:35] really, really feel that what I am saying council adult
[49:39] concerns yet are still about this to happen. I would
[49:43] like to have a real discussion happening. Not just something
[49:47] living like, Oh, you know, this is being taken the
[49:52] wrong way. Like council or denonia said, why don't we
[49:55] just contact them? There was nothing wrong with this question.
[49:58] And yet he was being, uh, you know, it was
[50:01] something was said that OSIS was taking the wrong way.
[50:04] Well, how am I supposed to speak to SAP if
[50:06] I can't say anything. Or just being taken wrong? I
[50:12] think you need to move forward some things. And not
[50:16] just, you know, talking circles and really nothing for someone's
[50:22] feeling. So I cannot actually say anything. I'm not meaning
[50:24] to have heard people's feelings. What I'm meaning to do
[50:27] is to actually complete confusion that we can work together.
[50:31] And this will be a productive count. Thank you. I
[50:36] was standing at it. I'm just going to reiterate what
[50:39] Mike can just said. And it's, it's well said, but
[50:41] I feel, I have felt in the last number of
[50:45] months this council has been Muslim. I really do, I
[50:48] really feel that we have not had, um, we could
[50:52] speak, but it seems like it goes well. And, and
[50:55] I'm frustrated. I want to hear how much longer, but
[50:59] I'm frustrated. And, um, I don't think we can bring
[51:04] a new console with this environment for you. I believe
[51:07] peace. There's issues indeed to be solved. And if we
[51:10] have to get the integrity commissioner here and solve them
[51:12] today, why don't I get that so it is? I
[51:15] don't want favor of them. But, um, if that's the
[51:19] way it is, we'll follow protocol. A few council power.
[51:28] Thank you, Sr. Mr. Lenny. To what Constitucik get into
[51:33] code. Sorry. I'm trying to get the word spike. He
[51:37] said getting the integrity commissioner here to solve the common.
[51:41] I'll say to add to the problem, keep going up
[51:44] because he's speaking for its south and not for us.
[51:49] We have nobody to have our bats. Nobody has our
[51:52] bats. They have an action device. How does table everyone's
[51:58] bread and get their own opinions? I'm not going to
[52:01] downplay it. I don't agree with some of those comments,
[52:04] but I'm going to leave it at that. The integrity
[52:07] commissioner does have their backs. If you have been slighted
[52:11] in the post session, that is something for the entire
[52:15] commissioner to work in. I think that you're not, that
[52:20] is not as an item for a wheelchair. But that
[52:23] is, that is clearly. Can help us. If the item
[52:28] bits or however that's up to under speak. I'm not
[52:30] speaking on any of the integrity commissioner is there as
[52:34] a resort for Members of Council. But I've seen it.
[52:40] I know. You would say that he was here or
[52:43] so. But he's not here. We're still cognitive amendment, Council
[52:48] Stack or Doty and Actives, newly to one plot. That
[52:52] is where I believe right. And then we're more information
[52:58] for our Council Hampton. So we've had a discussion. It's
[53:02] technology still more information happened. Bask in that Council Hampton.
[53:10] Do you need more information. I would like to have
[53:13] a Clarence standing of why they are coming. And who
[53:16] they're there to support. Um, I don't think they're addressing
[53:20] the questions that I sent in that email. And it
[53:23] kind of echoes what, um, Councillor Banner was saying as
[53:25] well. Um.
[53:36] I am guessing here that, you know, an email that
[53:39] was sent to the weekend. Just doesn't have enough time.
[53:43] Or rescheduled before. The email. So.
[53:53] I don't know how. The expectation that the email information
[53:59] gets. Discussed today unless we bring it up once we're
[54:04] there. So is that there. S that question for me
[54:12] Mayor Hamill. Yes. It's a, it's a good question. So,
[54:19] so council didn't find out the, uh, Integrator Commissioner was
[54:23] being invited till Friday. I didn't read the package till
[54:25] Saturday. And then Saturday when I saw that, that's when
[54:28] I sent the email. So I don't know how we
[54:29] could expedite that process anymore. It's just, uh, if Staff
[54:34] knew they were coming earlier, maybe they could have let
[54:35] us know. I don't know that they knew that though.
[54:38] But. But it would have been nice to have that
[54:40] information well in advance of Saturday. Um,
[54:51] more information, uh, Councillor Hampton, or we're going to proceed.
[54:56] Councillor Does any year, Mike. Uh, so Darrell, I guess
[55:01] I'm going to ask you the question. Are you in
[55:05] Canada side. Do you still require more information to go
[55:11] into close. Than what has already been said here this
[55:15] morning. I do. I want to know that we're being
[55:18] supported here as well. There's that email I sent. I
[55:22] mean what I said, months and months of things coming
[55:25] in that's. Not fair to the council and we're feeding
[55:30] that information up the line. And the transparency on what's
[55:35] being done with there needs to be more information on
[55:37] what's going on. So
[55:47] that's. Trying to get out of him to say that's
[55:52] going to close. I want to block so we can
[55:54] discuss this and he can pass these questions. And how
[55:57] the response from staff. I'll be home at one.
[56:07] If, if that's what that's what council wants. So to
[56:14] me, to me, that is the root of the problem
[56:17] is we have identified problems for months. And you are
[56:23] asking the right question by what is being done. With
[56:27] the problem situation. And we stopped needs to respond to
[56:32] that. So I guess we have to have a, an
[56:34] avenue for that to happen. In closed doors in person.
[56:49] Annoying. The reasonable Southside wants to get better. Okay. So
[56:54] I'm okay with that as long as Daryl's okay. We
[57:01] got to move forward folks. So they're all very old
[57:03] hands. Let's move forward. Okay. So the amendment is that,
[57:12] uh, be it rescheduled agenda item five post session item
[57:15] one. Be rescheduled 1 p. m. Any final discussion. But
[57:21] I'm going to let all of those sessions move to
[57:23] 1 p. M. Right. We'll close one. My closed session.
[57:31] Will be rescheduled 1 PI. Discussion. I'm
[57:41] sorry. Favor.
[57:51] So as we move to 1 PM.
[58:08] Uh, 49 folks, we have, uh, 2 delegations.
[1:04:18] Councillor Hampton, we are back from recess. Can you hear
[1:04:21] us. Again, yeah. Thank you very much. So we are
[1:04:30] back on our agenda. And we are actually gonna go,
[1:04:34] so we've approved our agenda, we have to have any
[1:04:37] disclosure about the QNA interest in general to their council.
[1:04:43] Sani, don't hear any, then declare at the end of
[1:04:46] item. We are heading down our agenda. We have the
[1:04:52] closed session to 1 p. m. So we are down
[1:04:55] in delegations. And CarlSider, the project manager, Drinkwater Source Protection
[1:05:02] Cheesybell 481. He's not here right now, so we're gonna
[1:05:06] move to 82, which is Emily Williamson, water quality technician,
[1:05:10] sogging value conservation authority. It's in the agenda packages, and
[1:05:15] I'd like to just walk in Emily to the other
[1:05:17] end of the table. And flower shorts for you, Delegation.
[1:05:21] Good morning. Also, thank you for listening. 30.
[1:05:32] Second. So it's like the conservation has prepared an article
[1:05:39] for summarizing 20 years of harder quality in the celebrity
[1:05:43] water. Talk to you about the results of that for
[1:05:48] specifically different teams that.
[1:06:00] A little bit back first about our program. So slightly
[1:06:03] conservationswater quality program started kind of sporadically with sampling in
[1:06:08] the 1960s and partnership administrative. In 2000, following the walkers
[1:06:13] and water event, the Ministry of the Environment established a
[1:06:16] consistent lockdown - known during program called Protential Honour 4.
[1:06:22] In 2012, SVCA started their own secondary internal program. If
[1:06:26] they've gone in some of the progress, what a forestics
[1:06:29] record missed and about large program. So for longer cloning
[1:06:34] program consists of remain components, the main one can use
[1:06:37] service water service wire programs that I just described. They
[1:06:42] put some kind of gravel simply program that's in starting
[1:06:44] ministry, the environment as well. We have a metathema birth
[1:06:48] for examination. In the receiver program, we sample through a
[1:06:53] wide part of the parameters, both of the purposes that
[1:06:56] supporting and presentation. We focus on the peers, which are
[1:07:02] 12 prospects. Thanks for joining the borrowing eventualist. So on
[1:07:12] the screen, you can see on the return. So we
[1:07:15] have 29, so the water sites, 20 to a ground
[1:07:17] lower site, and 45, and the right circle, or the
[1:07:21] sites within air and owners three, surge bottom of residence.
[1:07:28] So a little bit of care, let me indicate ours.
[1:07:33] So first we have total phosphorus and nitrogen. Both of
[1:07:36] these nutrients are naturally occurring and essential for the other
[1:07:40] life. But they can be introduced in excess into the
[1:07:43] large courses, through things like fertilizer, newer, industrial emissions, and
[1:07:47] waste were receptic discharges. And so it can cover as
[1:07:50] if we have concentration, they need to keep accepts LOLG,
[1:07:54] themselves, and the subjective report. The problem is in the
[1:07:59] federal government outline objectives for surface mortar quality for a
[1:08:03] quiet blood, for total phosphorus, the injunctive with 0. 03
[1:08:07] million. These are just from nitrogen. It's. We have Cora.
[1:08:14] Socoran can be actually billion murder for suspension during concentrations.
[1:08:20] And the main ways that it can be in submission,
[1:08:22] especially application and industrial production as well. And the federal
[1:08:26] objective is longer than 200 solids is the very use.
[1:08:33] And this is the restaurant number of suspended counterpils in
[1:08:36] honour. They can introduce an excess and then set the
[1:08:41] holiday flows. Strongwater runs development and fuel processes. And I
[1:08:47] thought it was objective. Last thing we have before Ontario,
[1:08:55] as a vegetable justice system, and its typically, as a
[1:08:59] measure of people contamination and water, Nicolai is not systems.
[1:09:05] The province of lines objective were aesthetics and rectification of
[1:09:10] insert - smarter, which is one of the polling common
[1:09:12] units for 100 milliliters. SVC - 84, I did it
[1:09:16] was certified for ecological healthy monitoring. It shouldn't be used
[1:09:20] to assess servicewater for gaming consumption, reviews. So
[1:09:30] now we have the results from our analysis and report.
[1:09:34] So you can see we have three different sites in
[1:09:36] Aaron Elvis Lee. We have case - live, which is
[1:09:38] on the north Sergeant River. We have the seven, which
[1:09:41] is on the T - Water River. So I can
[1:09:44] murder my represents the leverage of this forever across the
[1:09:50] entire south of the largest. So it's always one of
[1:09:52] the newer sites. So for our levels and Aaron, obviously
[1:09:56] we're all going to federal objective, which is 24 years
[1:09:59] per litre. And sounds it on the screen. And results
[1:10:03] are consistent with the water shuttle.
[1:10:18] Next we have total phosphorus. Um, so on this graph,
[1:10:21] you want to show average again, and we also have
[1:10:23] the provincial objective, which is represented by the blind. So
[1:10:27] solo officer is blocked levels, exceed differential objective harm CK20
[1:10:31] or some of the time results. So typically aligned with
[1:10:34] the watershed aside. And these patient who are students is.
[1:10:37] Um, and the clear emergency. So increasing. Charge. So back
[1:10:43] in 2023, they're high, or why is that? Is that
[1:10:48] just due to the timing of the mirror that you
[1:10:50] did it or what's that happen at large rainy beds
[1:10:52] or why for a little number student? Um, so there's
[1:10:55] a number of things that can affect that. So, uh,
[1:10:58] the results from the drop should have noted our, so
[1:11:01] we sampled our program April to November monthly, and we
[1:11:05] just sampled the first week of the month regardless of
[1:11:07] what weapon in. So either just the whole area of
[1:11:15] statements of snakeling. Um, so yeah, it's possible with their
[1:11:19] prediquition advance where it was raining, um, where it was
[1:11:23] very, very dry. So there was less buffering occurring in
[1:11:26] the water course. And those, those results, um, so we
[1:11:32] get radio. We just kind of, and you sample it
[1:11:40] very same spot each one.
[1:11:55] So next we have nitrogen. It shows the federal objective
[1:12:00] and the market suffered. Uh, so there never been no
[1:12:02] students of nitrogen federal objectives. And the program began. Those
[1:12:08] are Cisco tired and S8, however. And there is a
[1:12:11] very low students at the C. C. levels here are
[1:12:20] consistently higher in the CDAs of the addressed result quite
[1:12:26] rare. People always see this virtual tracting 41 for some
[1:12:34] of the time. No, that's Q5. And then we can
[1:12:39] see there's going to put watershed on our urge with
[1:12:42] our provincial deductive, some assistants of there in the show.
[1:12:51] So summary of water quality drugs, total phosphorus, and the
[1:12:55] wire parameters that are on the walky surnized. And he's
[1:12:58] area, well, is no clear merging trunk. Experiences have heard
[1:13:02] often. Um, nitrogen levels have always been there objective. I'll
[1:13:06] reference our showing one of those are slowly percent. Uh,
[1:13:09] to also spend its followers are generally about the watershed
[1:13:12] averages, but CNC something directives are still very brand. And
[1:13:17] lastly, for our local different consisten. Matter, very first sampling
[1:13:25] program in our larger, sophomic and converter boats are largeable
[1:13:29] forms and insects, worms, annualists that live, um, in the
[1:13:33] water course. They're very good indicators of water quality because
[1:13:37] daily for gaps. To condition in their wound and not
[1:13:41] highly sewn flu. There are no authentic sites in aerody.
[1:13:46] But through surface water sites that we do have, a
[1:13:49] part of three separate sub watershed, we can have results
[1:13:51] for. So then we're studying some water shreds showed in
[1:13:54] abundance, which is the total number of individuals in the
[1:13:57] sample. Of 312 to 209 from 2015 to the BK
[1:14:03] 2024. Um, and the species merch nest, which is the
[1:14:07] total number of speed fee scouting sample. Decreased from 28
[1:14:12] to 18. And we'll have the same period. The T
[1:14:14] flaggers with water showed in fundamental 209, 300 individuals at
[1:14:21] the same time period and richness of increased 217 to
[1:14:24] 27 at the same time for each one. Honestly in
[1:14:28] the lower main slide is the water flow. Um, abundance
[1:14:31] decrease from 318 to one is going to nine. And
[1:14:36] richness increased from 14 to 18 over the same count.
[1:14:47] So let's see something quite dropping. Twisting this. But at
[1:14:55] any place in the government City, it's upperly, I'm somebody.
[1:14:58] Yeah, I can get you sometimes not closer in case.
[1:15:01] So it seems like a finish block. Yeah, it's like
[1:15:05] consuming. Um, so as an exampleing is just a small
[1:15:09] piece of muscle. So there's lots of different things I
[1:15:12] can do with the samples themselves at the time. Where
[1:15:15] they're taken, the individual person that does the sampling, the
[1:15:20] actual lives that we can create their shoulder. Um, so
[1:15:25] it's just a small video trend as opposed to just
[1:15:33] a similar. Thing. Deputy Mayor
[1:15:41] Sean. So if I were to take all of this.
[1:15:48] Together of i raving that in my north, Southweed and
[1:15:55] work in the consult, the health of the water held
[1:16:00] is inclined. It's with God inducing for increasing past yours.
[1:16:09] By four line adults in an event. Is that a
[1:16:17] mayor for a fair to regime. But those two watersheds
[1:16:21] are decent right now. Um, it's a fair assumption to
[1:16:26] be based on the response that we have, but we're
[1:16:29] hesitant to make any of it. God conclusions like God.
[1:16:33] Um, so as I mentioned, we said there are some
[1:16:36] things in the program that could potentially be looking through.
[1:16:41] So it's going to have things. So for example, targeting
[1:16:43] certain events, um, because different organisations can hear so that
[1:16:50] we've got, but yeah, right now is focused on just
[1:16:57] conservative long term forensis.
[1:17:10] So lastly, what kind of earned obviously do you do
[1:17:12] to support the program? Continue to support SBCS Connor Freewater
[1:17:17] ProView Monument Program. So our additional water quality sites that
[1:17:21] we're going to introduce to 2012. And they're going to
[1:17:23] think about sampling program or both category three, which means
[1:17:27] that these are in one minute to reprograms. Um, they
[1:17:30] provide this much more long - term data for understanding
[1:17:32] market health care in the areas most of the adventure
[1:17:35] mentioned without this program. So no mechanics and to try
[1:17:38] and improvement and portion of the subcalms. Councillions. You can
[1:17:43] consider that he's planning tools that protect on a health
[1:17:45] feature. So we're going to be training loading. This might
[1:17:48] include development of subox for longer courses. Vegetative buffers considering
[1:17:54] nutrient complication close to streams. Um, third municipalities can play
[1:17:59] a demand to goal into our new student shiftware. This
[1:18:02] can improve on grading for court agencies for landowners on
[1:18:05] webinar restoration, passing livestock and bottom days for working to
[1:18:09] reduce oil alone. And mostly basic powers and cocky rewarded.
[1:18:15] I'm going to be talking about sources. And the world
[1:18:18] watercolor agriculture, tu risen and the long term slam. And
[1:18:26] shedding from up to see questions. Yes. Uh, the mail
[1:18:36] of the nation takes place here. This program still going
[1:18:40] to be. On the same way things will change. So
[1:18:45] that's a, we're not sure right now exactly things are
[1:18:48] going to look up for the involution for now. But
[1:18:54] this will continue point.
[1:19:04] A question on one comment. Limits, loading with the cost
[1:19:09] of nutrients, the hospital advisors. I believe that's going to
[1:19:12] be more. And that'll be the trending of the garment.
[1:19:16] That you don't put any extra paralyse on. This is
[1:19:19] final spectating. Um, hopefully that happens now with livestock fencing.
[1:19:27] Like obviously most people are going to go to cattle
[1:19:29] or not other birds or do you know that temperature
[1:19:34] with the coli or the cyber through the equalize or
[1:19:38] is he pulled a. So we don't, we can't determine
[1:19:43] where specifically they pull it as an environment. We could
[1:19:45] do a room to build sent and see where physically
[1:19:51] might be our journey for sending. So see kind of
[1:19:54] assumptions based on what we have to do. Programmed. There
[1:19:59] are definitely things that changes to it. Um, but we
[1:20:02] do see kind of generally relation between. So I like
[1:20:09] to follow along. Like, um, with the price of early
[1:20:12] riser as some of this sort of users of fertilizer,
[1:20:17] like certainly it's all when you spread fertilizer now regardless
[1:20:20] when it's branding or liquid, it's all GPS. It's all
[1:20:23] absolutely precise. As you know, there were a lot of
[1:20:25] the, you don't scrub the edges and feels like it
[1:20:29] is like, as you can possibly get it because of
[1:20:31] the cost and the technology is now available to the.
[1:20:35] And with livestock, like what cattle being pasture, like you
[1:20:39] could drive all day today and not find a hundred
[1:20:41] head on posture anymore, spell me because there's just less
[1:20:44] and less and less every year going forward. So I
[1:20:47] would dare to say that some of these, uh, E.
[1:20:51] coli is probably coming from model. Like can at least
[1:20:54] are running rampant. Like there's been like, I'll bet you
[1:20:57] 150 of them in my order. They have lived on
[1:21:00] a presumpt our place. And they hatched the ball head
[1:21:03] either in 10 babies. It's like a hurdle. Like they're
[1:21:06] everywhere that's. So I would agree that I'm not so
[1:21:09] sure it's the farming practices that have contributed to this
[1:21:12] as much as natural events curring like wildlife. But the
[1:21:17] small patrol. Questions.
[1:21:27] The council can have some questions. Please speak up kind
[1:21:30] of a half gallon question. But, uh, no questions. Thank
[1:21:34] you for the presentation. Have a good question. We go
[1:21:39] to Councillor Penner. Thank you. Student. So it's great to
[1:21:43] have the information. Now if at the moment it's then
[1:21:49] solved inalie, it's not too much concern. However, if a
[1:21:53] concern arises during solving naked recommendation, plus I mean, it's
[1:21:58] a long video, you know, the actual point to listen
[1:22:04] to reports and having a nice fun, very interesting and
[1:22:07] absolutely worth knowing of what are we going to do.
[1:22:13] So the kind of next step would be typically programs.
[1:22:23] Those are category three programs. I think it changed their
[1:22:27] mandatory. So parents, so that, you know, our value and
[1:22:34] just as what my income as colonies for them to
[1:22:38] implement. For analysts.
[1:22:49] Other questions. About seeing any just so you can thank
[1:22:53] you very much for the presentation and all my climation.
[1:22:56] So you shave that. Both hand 281. Delegations from parallel
[1:23:03] cider project manager. Welcome Carl and just we sell presenting.
[1:23:12] Yeah. And I've got it back up here. Do you
[1:23:13] want that? Do you know how to your information in
[1:23:18] our identity package and Flores Yardas. Thank you. Yeah. And
[1:23:22] I do just do just carry support staff on this
[1:23:27] program. Yeah. One two county council today to quickly just
[1:23:33] overview put the processes, uh, honours protection program in the
[1:23:38] PRI. Changes to adjustable model. In your respite. So the
[1:23:46] safe drinking wire act in the feedwater act, both spell
[1:23:50] of the requirements or the municipality. If there are many
[1:23:54] changes to their system to look at vulnerabilities or test
[1:23:59] benefits. So do you turn to mark search protection area.
[1:24:04] Um, in this case, there are changes that are required
[1:24:08] to Chesate's four. And so we work with municipality with
[1:24:15] the consultants. And help to inform potential amendments to the
[1:24:21] sort of protection plan so that those changes can be
[1:24:25] incorporated in the plan early. And that's just no delay
[1:24:29] is in the sky winning S2 Works permits or license.
[1:24:36] So in terms of the steps that have taken place
[1:24:40] to support this. Back in March, we brought forward illness,
[1:24:47] attack the promoters. That to source protection of the brief
[1:24:52] or soggy valley. And that's the Songyality board members. And
[1:24:59] that notice, uh, included consultants, uh, information about the new
[1:25:06] well coming online. What effect it was that. Was it
[1:25:12] in the same atr. That we wanted to make sure
[1:25:18] was, was the original groundwater model that was Dr. Chesney?
[1:25:24] Is it going to be. Supporting the new? Well, coming
[1:25:27] online and ensuring that the current reflection zone is sufficient
[1:25:32] to, without being well, being put it into the medicine.
[1:25:39] Um, so we looked at the class model pumping grades.
[1:25:45] And they were done in like six or sevens. And
[1:25:52] then it was fairly conservative. Popping rates that they used
[1:26:00] in the original model. So if that was good when
[1:26:02] it was from my perspective, the auto rates haven't increased
[1:26:07] dramatically. For Chesaney over that 20 year period. And so
[1:26:13] with that buffer, you know, there's a little less buffer
[1:26:16] now, but we still. Factored into the total use effect
[1:26:22] of the town. Uh, so, so the new modelling, um,
[1:26:28] support. Protection zone. Um, they also look at the water
[1:26:33] quality for the new ball coming online. And confirm that
[1:26:37] it's a secure aquepher. So it's not influenced by surface
[1:26:43] moderate. It is, it is the same backup for Wealth
[1:26:47] three and four. Um, so that's a good two numbers.
[1:26:50] Even though they're close together, sometimes you can, you can
[1:26:52] tap into a different. I prefer that. I'll give them
[1:26:56] some of different sources. Um, so they needed to fund
[1:27:00] that. Case. And, and really looking forward into the future,
[1:27:07] uh, anticipating, uh, fake population change. So all of these
[1:27:12] factors lend to the ocean that the current, the high
[1:27:16] protection area, the sufficient fell cooking online. And that there
[1:27:22] will need to be an extension of slight extension to
[1:27:27] allow you to 100 metre zones or bad, that dude.
[1:27:30] Well, that'll bump outside of his own site. The good
[1:27:36] news is not properties. If they want to threats that
[1:27:40] we're identified in assessment, so really the animal impact.
[1:27:54] Our next steps from the program side, currently engaging in
[1:28:00] some pre consultation. Automatism for Chespe as well as we're
[1:28:03] doing one for Durham. That one was changed. Um, it
[1:28:08] just fitted. Um, so we'll use the consultation work on
[1:28:12] that. We're transitioning to Public Foscations. So we're getting those
[1:28:19] sort of to land motors. And that'll be our minus
[1:28:23] BT going into Public Procession. And then
[1:28:33] all of this gets rolled up and packaged for submission
[1:28:38] to the issue of economic. Shoot. So with all that
[1:28:47] being done on the sideline, that should not interfere with
[1:28:51] the timelines for instantly to well number four online. I
[1:28:57] don't know what needed. And to transition operations to allow
[1:29:03] system. On the process, really. Profite also.
[1:29:15] Here. What is your communication council of chat? We're actually
[1:29:23] multiplayer. All the way through. Yes. Great point. And that
[1:29:31] happens often with, with some of where else they've been
[1:29:34] started in one municipality. And they, they go about each
[1:29:37] other. So, so yes, it is a broader consultation to
[1:29:41] follow. Parties that are affected ignorance areas. And we use
[1:29:48] media resources. To really get the message out to people.
[1:29:56] Not only like, but maybe remind them of responsibilities with
[1:30:02] illnesses. Clexian Cover Console.
[1:30:13] You do have motion here. Um, if you are pretty
[1:30:19] near done. But the motion does state that Council municipality
[1:30:23] are in other state received report on Chesley Wellhead Protection
[1:30:26] Maria Amendment. Prayer of my staff of the local source
[1:30:30] protection program fork information purposes. And further under council is
[1:30:34] in support of the Protocols Law Had Protection Area and
[1:30:36] Ended with Chesley and as the water system. And further,
[1:30:39] the Council Direct Staff, the forward resolution could solve beating
[1:30:43] three solubles. Most proof and marked produced source protecting region
[1:30:49] of a big game secular featured level. Medicine. And a
[1:30:57] discussion. Under the consult.
[1:31:07] In favor. It was Clery final words of Wisdom Carl.
[1:31:15] Nope. Just appreciate Gap getting up big castle. And part
[1:31:21] of. No, thank you very much for the update. Not
[1:31:27] only is the screen information to be, which I say
[1:31:32] it's also on all the water music, that's the one.
[1:31:37] Yeah, for. Sure. Thank you. Thank you. Thank you. Thanks
[1:31:40] for your time.
[1:31:53] So I'm going to counsel. We will head to Minutes
[1:31:55] of previous meetings. I'm 14 9. 1 regular Council Minutes.
[1:32:01] For the meeting July 13th. When she does read the
[1:32:04] resolve. The council missed talent. Honestly, Dr. Benits of the
[1:32:07] regular council session comes July 13th, 2020 cent. Over in
[1:32:12] secondary. Books, net. And. Special.
[1:32:28] In favor. Six is down.
[1:32:40] Two. I have to be subclading. Shore them there. We
[1:32:46] are all together here. B1 neolithies are 10 one trusting
[1:32:51] working rate from April 15, 10, 2 Bajan Working Group
[1:32:54] Mets. We're making 14. Tarot working group minutes and 16.
[1:33:00] And for reconciliation working group lists from June 29 126.
[1:33:06] I think Remover inside of there to pre - bones.
[1:33:12] We'd like a shot. Seven five. Resolve the Council receives
[1:33:19] the Chesley Bert Clinton. April 15. Have you to work
[1:33:23] done some of 14. The Terra were 89 16. And
[1:33:26] the Reconciliation Work Enter sub June 29th. Park Information Purposes.
[1:33:31] Any discussion on those council. You just saw it as
[1:33:39] all you get to facilitate the swim. Of today out.
[1:33:47] Of. Because they are approved until the following week. So
[1:33:52] if you only have four babies this year, not for
[1:33:55] you tilde. Okay. Unless there's something that's weird. And we
[1:34:00] can put up on this breath. And then that's a
[1:34:02] mistown that following right now. I'll get until that next
[1:34:04] day. Christine and. Spring accession.
[1:34:14] Favourite. Is to correspondence. Um, let's just
[1:34:24] go through the nine items split it in half. For
[1:34:29] information correspondence. I don't love one. Notice the doctrine of
[1:34:33] Bruce Collin. We're having one excuse. The Conservation Authority Transition
[1:34:37] Trading Members. Revenue number one three. Ready solver conservation and
[1:34:41] 114. Drop budget. Are those four items we require more
[1:34:50] information on this cowboy. And the turn our attention to
[1:34:58] the final five, which is 1115. The board minutes for
[1:35:02] SCVA on the 21st 116. So I get value conference
[1:35:06] based on the already draft. But 117, the South Imality
[1:35:10] Conservation Authority of Quarterly Newsletter. 11. Those are good. 20,
[1:35:18] 26. Nail up with my smart mobility 2025 annual letter.
[1:35:22] That's what we did. One second dent of the 19.
[1:35:25] It's freezing in those five of our information discussions. Deputy
[1:35:28] American Shops. I guess I'd like some people. Recently.
[1:35:41] But as we said. So as you see from that,
[1:35:51] so they will be talking about that on September 17.
[1:36:02] So as our council, my question is, can we ask
[1:36:07] SBC to prevent a budget for a solver does in
[1:36:13] the past. And if I questions for them and they
[1:36:15] acknowledge answer the questions and further to that, to moving,
[1:36:22] this isn't really a budget. It's, it's an abortionment, uh,
[1:36:25] that we can expect. If the braid invert terminal within
[1:36:28] this. So to me, it's quite incomplete at this point.
[1:36:32] So, um, just I think I guess we'll need to
[1:36:37] be receiving one also, not great program. And then my
[1:36:41] comment is I noted in the previous minutes from that
[1:36:45] they are using reserves to lower the abortion win for
[1:36:50] 2027, which is great for us as in these colleagues
[1:36:54] that are going to be available. But maybe not the
[1:36:57] wisely to preserve dollars. They're just short changing future projects
[1:37:04] between assigning audition. So, so I noted that was in
[1:37:07] minutes and then I, I, I just wanted to be
[1:37:12] sponsored to wear that 2. 5 percent abortion for use
[1:37:19] of reserves to bring it down, which rank 7. There.
[1:37:30] I always try to use the hacking Purpose or receptor.
[1:37:33] I can ask you to overcome on the next week
[1:37:36] on 14 to September. I think that's a good idea.
[1:37:40] I am a bit of tasks. Remember the council. For
[1:37:48] President Delegation. Similar to the. Exact words, but that's what
[1:37:57] we mean. Existence C and.
[1:38:17] Breakfast gain, a separate motion for that or have that,
[1:38:20] uh, after.
[1:38:30] You want to totally pull right out or DNOx, you
[1:38:33] would just need to layer in request for the discussion.
[1:38:39] Yeah. But any just overclust is circulate. I don't know
[1:38:48] where the council kind of you can answer the question.
[1:38:51] Have we seen the operating in comfortable budget or is
[1:38:54] it just this like. So let's do this. Unfortunately, I
[1:39:00] was unable to attempt the last. So we have to
[1:39:02] look at that. And so we can answer the question.
[1:39:09] So we saw this. We'll go sad to see the
[1:39:13] comments. We'll see. Z for example to that table. Just
[1:39:17] want to make sure all the council will do this.
[1:39:18] I'm sitting on sciences. Okay. So
[1:39:28] those are the nine items. You're going to put remover
[1:39:31] and seconder. To receive room and father. Officer Dungeon.
[1:39:42] Resulted Council Nostallica Veron. I'm just saying receives notes and
[1:39:45] files correspondence on the council agenda for information purposes. Favor.
[1:40:04] Takes a South Works 12 one. Still these parts of
[1:40:07] recreation. And two reports. Dallas there. Harleyanager is here. And
[1:40:12] you will start at 12. 1, which is up to
[1:40:16] 8 children's Chesley and Faisley Community Centres. I gave fun
[1:40:19] exist. Where is Birds 14. Morning everybody. Through you Mayor
[1:40:27] Nailman. I'm just here to provide a brief update on
[1:40:29] the shower replacement project at the Chesley and Fasic Movie
[1:40:33] Centres. In May Council Award of the Contract from the
[1:40:36] Replacement of both trailers to Project Canada. Uh, these units
[1:40:41] are approximately 25, 26 years old. And they do have
[1:40:45] others still remain operational. Um. Replacement has been identified, uh,
[1:40:51] due to their age and the long - term risks
[1:40:54] associated with aging ammonia equipment. Following the contract reward, uh,
[1:40:59] Staff can continue discussions with project Canada Regarding the Project
[1:41:02] scheduling and installation through these discussions. If you've been a
[1:41:05] parent, I complete any installation during the 2026 construction season
[1:41:10] presented operational and scheduling challenges for project. Uh, in response,
[1:41:16] Staff negotiated revised agreement that allows them to spell you
[1:41:19] to purchase both chillers in 2026 with installation occurring in
[1:41:23] 2027 during the off season for the ice. That's approach,
[1:41:29] secures the equipment. They already improved contact price and that's
[1:41:33] the best value convergence policing area increases since the project
[1:41:36] was tendered last year. Estimated replacement costs have already missed
[1:41:40] 20 34, 000 dollars. We'll store the chillers at the
[1:41:45] facility for main fully responsible conductive protection until installation. The
[1:41:49] existing chillers continue to operate safely and meet current facility
[1:41:52] needs. I'll be happy to take any questions. Concert after
[1:41:58] the judge. Uh, thanks for looking for his 26 25
[1:42:03] year life is at about their lifespan. My hundred managed
[1:42:09] SSA is more pushing towards a 20 year. One ears
[1:42:15] when I'll start to really have the closer looks at.
[1:42:18] Them. So we've got good late for the answer. Yeah.
[1:42:21] Yeah. Bin diner at the bottom. Two things. So with
[1:42:29] him delaying their installation until next summer then the labour
[1:42:32] to do so is included in place. Right. Yes. The
[1:42:37] contract is still the exact same with that price that
[1:42:40] included labour in that boat we were getting. What happens
[1:42:44] if we have a catastrophic failure in terms of these
[1:42:47] units have to lower winter. Because we have one in
[1:42:52] these things replace. We intend to kind of wear December.
[1:42:56] We're assuming you're sitting done in this offence. So what
[1:43:01] we're going to have a major failure. So what, what
[1:43:06] happened is we keep calling it 2027 as the installation.
[1:43:11] We're, it's really our next shutdown, which everything goes well
[1:43:14] is 2027. But the good thing about this is that
[1:43:19] there's, there's a 10 week and B time on building
[1:43:21] these things from drawings. So they're already going to be
[1:43:26] spectating that aware of. So it would just be the
[1:43:32] installation, which would take a bit of time. But the
[1:43:34] biggest time. Killer was. Totally time on getting exactly what
[1:43:39] bookment. So I think it would depend on what time
[1:43:41] of year, like every, if it was the last two
[1:43:44] weeks of ice, we'll try it as done. If it
[1:43:47] was maybe in the centre, we're still up three months
[1:43:49] left. We could probably do the installation. I'm not a
[1:43:52] higher censure on how much time it would take inspiration,
[1:43:55] but I think they discussed roughly a week. Which is
[1:43:59] basically. Yeah. Yeah. And I could be wrong. I don't
[1:44:02] know that for sure. So there's a chance for us
[1:44:04] to. Have the replacement ready and then get installed by
[1:44:09] pin rock. Is it worth your time to have this
[1:44:13] brief conversation with them in the options of digital massive
[1:44:17] problem. So you were on the same pages. They are
[1:44:21] and they're no something happened. This CBFR gate. To replace.
[1:44:28] The conversation. And other service. Yeah. Questions.
[1:44:38] My question is strategy pretty much guaranteed refers nonetheless next
[1:44:43] year. Like if it's April, yes, it does.
[1:44:54] Any further discussion lembers council. There's a motion here to
[1:45:02] receive your car at 20. 6 13 more information purposes.
[1:45:09] Gotcha. I'm going to bring second. Commissioner. Spy not here
[1:45:14] in the comments of making centre. Discussion.
[1:45:25] All your favor. In favor. We will have two to
[1:45:34] 12 on two. Right. 2026 14 update. Faithball all the
[1:45:40] time and excuse band got harder relocation on page 199.
[1:45:47] This report's providing an update on the future restoration of
[1:45:50] Faye's the Bolivi number two and potential relocation of the
[1:45:53] Pays and Dogcar. Thanks council received report. We're at 2026
[1:45:58] 12 in June. Staff have met with basically minor ball
[1:46:02] and the Renzi. r. Q. S. Mayor Ball confirmed there
[1:46:07] is an ongoing name for additional diamonds for class. I
[1:46:10] mean, and express support for returning back into the active
[1:46:13] use. They have advised that a stone dust in the
[1:46:15] field, which was the initial 12 or the National Post
[1:46:18] Mercedes. What May 38 that'll keep the rehab of this
[1:46:22] cost effective. They have also committed 2, 000 dollars from
[1:46:26] their remaining fundraising proceeds from redoing Diamond 1. Um, their
[1:46:32] pleasure in 2000 to this project as well. Um, after
[1:46:36] that, Staff went with the friends of the dog park
[1:46:38] who were made sport of a relocating the dog park
[1:46:41] to the preferred site adjacent to the current site. Those
[1:46:45] discussions focused on Dark Design, fancing options, site conditions. Muted
[1:46:49] consultation and fundraising opportunities. The sprint is currently gathering an
[1:46:54] estimates and continuing fundraising efforts while staff will continue to
[1:46:57] work collaboratively with them on public engagement and future design
[1:47:02] concepts. At this time, the estimated cost to rehab Diamond
[1:47:06] 2 remains at 13, 200 dollars while costs associated with
[1:47:10] the dog part are still being developed. Staff going forward
[1:47:14] and additional updates, recommendations. As more information becomes available. Thanks
[1:47:24] for having. Me. Thank you. So let me say the
[1:47:29] working collaborative sign. But one of the action. Because they
[1:47:33] seem to be 11 idea, but it's really great. I
[1:47:37] just don't want us to, I would like to be
[1:47:40] something. So we have an expectation of what we learned.
[1:47:44] We know the outline of ourselves. Um, we've worked on
[1:47:49] our components for a look like the specialty has been
[1:47:53] working on their case. They live anim. Pretty many. We
[1:47:59] have had some of those. So some of the stuff
[1:48:01] that we're doing with them right now, uh, we're working
[1:48:03] on getting a community survey together. Um, that's going to
[1:48:07] go out for people to complete. Um, we've also in
[1:48:12] our discussions at day talking about the size of the
[1:48:14] park and then one of their suggestions was the initial
[1:48:16] drawing abroad forward in June. Was to actually go smaller.
[1:48:21] That's their plan because it keeps at the higher ground
[1:48:24] farther away from the river. And then, yes, I guess.
[1:48:31] Fancy styles have been assessed. That's another bunch of reports.
[1:48:40] Sorry. So they know what our expectations, LA and actually
[1:48:47] whether it's a speed of assessment council or it's supposed
[1:48:49] to expect some technical CP in your. Very systemic happening.
[1:48:55] And I'm just going to like a sort of monitor
[1:48:58] cost as a program where that ego and the reason
[1:49:03] all of this money for us basically for our municipality
[1:49:08] to create a software and question quality CBS. ESCMBLA is
[1:49:16] on. Us. So I guess one thing to note is
[1:49:22] that we have pushed back instruction on the ball diamond
[1:49:27] rehabilitation. They did want to do some in the fall.
[1:49:31] Which would have made the timeline very tight. So we're
[1:49:33] trying to work best with everybody that we're going to
[1:49:36] push that back to the screen to give them time
[1:49:38] to hit the fundraising efforts together so that when we
[1:49:43] do get to instruction, you're hopefully ready to do that
[1:49:47] bar at the same time. So my main concern going
[1:49:57] apart and not with the park itself, but you have
[1:49:59] flooded in the spring. Have those concerns that address in
[1:50:04] terms of relocation? Like what happens if that point where
[1:50:09] your flights are going to fence installed. It's going to
[1:50:13] destroy. Are they aware. Sack of weird? Like this is
[1:50:18] a real danger going forward. Um, yes, I was brought
[1:50:24] up to me. It was discussed. That was also part
[1:50:26] of the idea of bringing shortly in the length of
[1:50:30] the park is that it's in that very protected tree
[1:50:34] line. Um, and in looking at those trees, there isn't
[1:50:37] a ton of bark damage from spring flooding up. That
[1:50:42] far up. The tree line boy from the river that
[1:50:46] they think that it was go through the trees and
[1:50:48] caused things. Was there a lot of, there'll be the
[1:50:49] spring flood in that old brain debris. But hopefully it's
[1:50:53] not damaging the defence. And it's also good. It was
[1:50:58] brought forward. With the idea that. This does happen. You
[1:51:04] were aware. Not sure what the contingency plan is on
[1:51:07] that fencing. Cost at this point. Um, it's always the
[1:51:12] ice. It's the biggest problem again with moving down. It
[1:51:15] really gets hard going spots. And explains that everything in
[1:51:20] the spot. But as long as you're aware when you're
[1:51:22] aware, then C0 games, maybe exploring the wind hurts and
[1:51:25] monitor about. To see kind of how hard does it
[1:51:29] come off? And I guess you can tell really the
[1:51:31] brief field anyways. It's just, I don't want them to
[1:51:35] put a bunch of path convince and disciplination and what
[1:51:37] was working on costs and how to destroy the first
[1:51:40] spring. That's my. Gathering people. I don't want to sprain
[1:51:47] for sure. I mean, that's a good idea of that
[1:51:48] guy. It's one of like an old black concern was
[1:51:50] brought over. So we all have the same concern. About
[1:51:53] area. Yes. So they have a little nail track possibility.
[1:52:01] And even the fall down is under two and most
[1:52:06] debris. It's like part of the fence. But the phone
[1:52:09] line was more into the open area. And this one
[1:52:14] that seems to be more protected as a brush that
[1:52:17] we have before it comes to the football stomp cloud
[1:52:22] area. So they have really thought that's room. They're very
[1:52:25] thorough and very not wasting their money. But so thank
[1:52:31] you. There's questions Nickinson. Yes. Um, I think you're down
[1:52:39] there. Rather larger three than ever last week. What are
[1:52:44] you going to do? The price is not cracked and
[1:52:48] breaking all the time. If you look up the heads
[1:52:54] definitely go on the side. Yes. Okay. That'll be addressed
[1:53:01] for sure. Probably
[1:53:11] the audience. So absolutely no work on the ground in
[1:53:16] 2026. That's what I'm reading. However, first thing once the
[1:53:23] weather beyond airman works perfectly. First thing wants to weather
[1:53:26] is appropriate. And the both of them at the same
[1:53:31] time so that the kids making play basketball on YouTube
[1:53:36] remap, not so a rehab diet in cost of June
[1:53:39] is still on. Yes. That's, that's supply. That's the plan
[1:53:43] of the work that they wanted to do this fall
[1:53:46] was actually a bit of workout and maybe the corner
[1:53:48] of the black deal. So if that's going to be
[1:53:51] the secondary diamond, the many games, but to have the
[1:53:54] over, overflow practices there. Um, hazel minor mill has a
[1:54:00] great depre. So what's the main reason why they cannot
[1:54:08] be served in the form? Is that the audience or
[1:54:11] for the bond part or not to see many research
[1:54:14] adult products putting the records? So somewhat over. We had
[1:54:23] with them. A few of the members on the board
[1:54:27] have already had prior commitments with the carriage show and
[1:54:31] it just seemed like a very tight timeline to have
[1:54:34] community consultation done and fundraised and efforts pulling in place.
[1:54:40] Before. Late September. So the community
[1:54:49] consultation, what does it have? It's just a location or
[1:54:53] is this paradigm started a new form of the dog
[1:54:57] product question? Whether we want to go out there, like,
[1:55:00] because it's the three at the same souvening, steering with
[1:55:05] the thought again, everybody was happy. Like the volarity people
[1:55:09] didn't put our time in the balance. And I just,
[1:55:14] I'm just worried that there is going to be a
[1:55:17] whole lot of new seniors again that come on article's
[1:55:21] edge. It just, so that's allowing us to take care.
[1:55:27] Just to the patient. Or this is not going to
[1:55:32] be a real question. Are you going to tell a
[1:55:37] lot of different things? Um, obviously people that have negative
[1:55:42] opinions on the bad part, we're going to have the
[1:55:44] opportunity to speak on it, but it's going to include
[1:55:46] such things as, yes, the location, the amenities, um, water,
[1:55:52] lighting. Fencing. Fun employee, do we go as base as
[1:56:00] one open area that it is now, a small dollar
[1:56:03] area, a large valuances look like. There's, it's more than
[1:56:07] just a yes or no on the community consultation, I
[1:56:09] guess. It's, it's everything about the dog part. Yeah. Thank
[1:56:19] you. So in addition to what Joel was saying. So
[1:56:23] the municipality is working with the dog. But to come
[1:56:27] up with the questions that we're going to want to
[1:56:29] ask and what clarification they want to not necessarily hope
[1:56:33] to your point through death months of the necessary, do
[1:56:37] you want a dog burnt as your punt? I think
[1:56:39] there's going to be both. But the intent is that
[1:56:42] the themselves were put the municipality to come off of
[1:56:45] the black. Hungry.
[1:56:55] Putting in the actual, doing all the things to wake
[1:56:58] up. You haven't even discussed. And now we're asking people
[1:57:02] who not spend their money. But I really think to
[1:57:07] do this. I've seen the hard luncher dollar tax tree
[1:57:12] and whether we should have a separate page over there.
[1:57:15] We live animati. Just seeing it's a little bit. Just
[1:57:19] not, not right. But how to carry. All these other
[1:57:26] opinions on, on something that doesn't concert up, just clear,
[1:57:30] to me, it just appears to be just another roadblock
[1:57:34] for them to go. Just come. To question comments. Who's
[1:57:43] motion here? Looking for we were in secondary Council Revive
[1:57:47] receipt report. Ret 214. They usually baseball diamonds and dog
[1:57:52] car to real patient for information purposes.
[1:58:09] Favor. In favor. Creation. Joel.
[1:58:19] Thank you very much for your borks. Uh, Lindsay Council,
[1:58:24] how about we go through the three public works reports
[1:58:26] and then we have break. Okay. And we will have
[1:58:34] the logic. 12. So the first report of was prepared
[1:58:38] by Chris leg water and surf for person, but there's
[1:58:42] a lot something he had to do with 10 with
[1:58:44] today. So the mental is subbing in at the last
[1:58:47] second. So, uh, Julie, Flora George. 121, Chesley Wastewater
[1:58:57] Infection on these two. Thank you. Mama. Um, so this
[1:59:01] report is just to provide to also inflammation required to
[1:59:05] report. And I certainly assume it's patents to the law
[1:59:07] of research. So an inspection of the Chesley Wastewater treatment.
[1:59:13] Levitians was conducted by a provincial officer on his channel
[1:59:17] on March 27th in conjunction with Chris Lank and her
[1:59:20] loving and seward filming. The system is a class one
[1:59:24] wastewater treatment system serving approximately 1900 residents and the reviews
[1:59:30] operations from January 120. 4 in Marks 30th of 2026.
[1:59:35] The inspection identified three noncompliance items. One regulatory noncompliance and
[1:59:40] two were best management practices and all of them. De
[1:59:44] regulatory non - compliance science related to an exceedance of
[1:59:47] the total onion nitrate on monthly. Monthly averages. Limit. Once
[1:59:53] the average limits and made and juvenile up 2024 and,
[1:59:57] but the MECP did acknowledge that Billy's renoughted nitriculation and
[2:00:02] sodalming nitrogen, thence contact processes that we can solve by
[2:00:07] staff. Um, so it was at a staff control. The
[2:00:13] two best management practices issued involved a lot of Sledge
[2:00:17] Depth measurements within the party part of your period. And
[2:00:21] absence of documented pre - board monitoring and trucking program.
[2:00:25] So the board monitoring is the distance between the water
[2:00:29] level in the tunes and the burn. So, um, making
[2:00:34] sure that that was prevent to prevent any overtop. So
[2:00:42] GSF engineering acting as the RO responsible operative submitted as
[2:00:46] a response to the MACP outlining a sled monitoring program
[2:00:50] and a freeborn measurement tracking program that will be implemented
[2:00:54] in 2025. It is noted that there has been no
[2:00:59] threat over talking at any time of the firm, just
[2:01:04] the options of the tracking. Um, so no Nigga Beachwater
[2:01:09] system continues to be operated to I standard. And the
[2:01:12] idea of financial monitoring and documentation. Questions.
[2:01:26] So how relates to measure this sludge depth out of
[2:01:30] the head of the rider volunteer sticking. Set down. I
[2:01:37] think that's how, you know, that I can't give you
[2:01:39] a solid answer. It's not a job I've ever done.
[2:01:43] But I don't know if you mentioned it in here.
[2:01:49] Punch my nose. I'm not a hundred percent sure, but
[2:01:54] that does seem like a regional approach. I love it.
[2:02:02] I can get it. I live on the new. And
[2:02:06] I assume to do the water at the top and
[2:02:08] done it's actually laser. Major products and these are prize
[2:02:13] with the distance. That's how you get into the reflect
[2:02:18] on the order for all of the fun of the
[2:02:20] inner chaos. Yeah. I miss. But I don't know what
[2:02:25] boxers want to be, but there must be a certain
[2:02:27] buffer level that it needs to be. Sure to adjust.
[2:02:34] Any. Yeah. For the question.
[2:02:45] Here to council here by receive report. We got to
[2:02:48] do advanced cling 0. 6 15 wastewater inspection for inflammation
[2:02:53] purposes. We were inside there. And.
[2:03:06] Special. Favor.
[2:03:19] I think 12 2 2, which is 2026 over 6
[2:03:23] land fell and packed with ability to present report. Thank
[2:03:27] you, man. Um, so this is an update for last
[2:03:30] month report on the, uh, cross factor where council approved
[2:03:34] it in your budget amendment up to 430, 000, um,
[2:03:38] to replace the existing contractor that experienced a major break
[2:03:41] jam. Um, replace that was more foster factor than repairs.
[2:03:45] So Staff did review three different options. And ultimately we
[2:03:49] selected a 1996 CAT 8 16 F with approximately 14,
[2:03:55] 350 hours on it. And the machine was rebuilt at
[2:03:58] 12, 500 hours and has been regulated service. By a
[2:04:04] little cap dealer. Double recommending council approved approaches. Pre -
[2:04:11] owned 1996. The pre - owned compactor for the cost
[2:04:16] of 2051. 251, 990 dollars including HST. And it's funded
[2:04:25] through the working cut low reserve and our also requesting
[2:04:29] a single source. Procurement exemption due to nergency overstoring back
[2:04:35] to normal operation and these factors are. Only one year
[2:04:43] newer than the current one. So local service tech weeks,
[2:04:47] both of the local service technicians and they advise that
[2:04:49] the older free missions machines have a syndrome can fill
[2:04:52] engage with federal electronics. If it's our making it easier
[2:04:55] and less costly to maintain locally than newer models that
[2:04:59] would require us to have cat from their individual before
[2:05:03] almost a fair. So we'll be able to do prepares
[2:05:05] completing locally here. The selected contactors, the right significant plus
[2:05:11] savings compared to the newer alternatives, um, with the purchase
[2:05:14] price, 395, 000. And we actually negotiated a 3500 dollar
[2:05:23] treatment allowance. It's just two compactors. Um, one time rental
[2:05:27] feet for the one that we are using right now,
[2:05:30] a BA000 dollars instead of the typical 16, 000 covers
[2:05:33] per month. And they just waived all of the crazy
[2:05:38] positives. So they're going to tell you that it's actually
[2:05:40] on site already and allowing our LANCO operations to redofinate
[2:05:46] form factors expected to be delivered in front of. Staff
[2:05:53] not to get absent attached to the moments up there.
[2:05:57] That's better. So any questions.
[2:06:15] Are we expecting to get out of this. There are
[2:06:20] any expectation. Like we got hopefully a lot. I mean,
[2:06:25] we're not going to put 10, 000 power. No, no,
[2:06:28] it's rebuilt at 12, 500, right? So it's very, you
[2:06:33] should have another 12, 000 hours to go. And we've
[2:06:37] only got 100 hours. So 120 years of sunny. So
[2:06:42] I'll go outside the. Yeah. Maybe it will. That's what
[2:06:49] I'm sure. That's the challenge. Yeah. That's holding up the
[2:06:53] bar. Step. Well, here's a motion here.
[2:07:04] It's safe. Here's all the counts of cruise report PWR.
[2:07:07] It has 20, 26 by NBA Factor update. And further
[2:07:12] 2020 state of capital budget is amendments of the big
[2:07:14] purchase. 3 - 0 in 1996 fat, 816th athlete for
[2:07:19] 223, 000 plus HST, we funded from the working capital
[2:07:23] reserve and further than due to the majority bids and
[2:07:26] the urgency of restoring oral service levels, counts permanents, an
[2:07:30] exemption to Bylab 36, 20, 25 purchasing, paying for pyramid
[2:07:34] policy to allow a single source purchase. We're going to
[2:07:37] secondary. And counter the.
[2:07:49] So what you just said there, this is coving a
[2:07:51] recert next year's present. Right. Is there going to be
[2:08:01] savings within the budget this year to kind of off
[2:08:04] Circuit Central Cops? And maybe you can't answer that today's
[2:08:07] name for the dying. Um, I can't actually. I could
[2:08:13] get you an answer for that. You're just in like
[2:08:16] a book. We got people from else. I'm just wondering,
[2:08:21] how are we going to mess in the blowers or
[2:08:25] the savings coming out of that next replace? Don't worry
[2:08:29] on the board. It drives you into kind of. Showing
[2:08:32] us in something else. That's what I've got to see.
[2:08:38] Yeah. We could something.
[2:09:00] Report. Traffic and partner update. Um, so traffic is industry
[2:09:08] stated. CBD of Parkinson's concerns. As everyone else has been
[2:09:11] an ongoing issue in all of our communities, um, Ken
[2:09:15] Ryland's writing right through them and Staff up continue to
[2:09:17] work with Bruce County to address these concerns and determine
[2:09:20] appropriate next steps. So that traffic study was actually first
[2:09:24] discussed with the county in to ensure that happened earlier
[2:09:27] than that too, but in recent years in 2019, um,
[2:09:32] in relation to potential, pedestrian coffee and pastry, uh, but
[2:09:35] that would delay due to the two squadron studies at
[2:09:40] that point. So then in, in 2021, um, council directed
[2:09:45] staff, uh, worked with Bruce County and the OPP to
[2:09:48] address feeding concerns and explore options such as ProSwap, traffic
[2:09:52] signals, float radar and PDC dones County subsequently advised. So
[2:09:57] in a report that well super traffic issues could be
[2:10:00] reviewed internally more complex issues. Do require consultant. And the
[2:10:06] county did have a two year background investigation space bomb
[2:10:10] number three. So the study was further than further delayed
[2:10:15] by major projects, responsibilities, brother bridge and then later, great
[2:10:20] following that the construction of the PC development happened right
[2:10:24] at the intersection as well. So then in 2025 council,
[2:10:29] directed staff to engage consultants to Undertake a high network
[2:10:33] of the ability review of the ice and Road Street
[2:10:36] on one way, one metrator and complete a parking study
[2:10:40] for the urban areas of the additional preference concerns, including
[2:10:46] the angled parking on River Street, which are onside as
[2:10:50] part of the broader tractor. Study process. Um, so and
[2:10:57] Bruce County are now planning to proceed with the trafficking
[2:11:00] parking in the ball of this year. They didn't proceed
[2:11:03] in the spring because we were then, um, construction on
[2:11:07] Victoria Mill and Rolex Great Den. So that was sort
[2:11:10] of delayed. Um, but the paving just was completed a
[2:11:14] week ago on drive and that construction is now done.
[2:11:17] So we're working on the scope of this project swallow.
[2:11:23] I will note that the traffic studies are typically completed
[2:11:25] in sprinting to all that best practice or standard, fairly
[2:11:29] standard practice. So announcements session. And so that normal patterns
[2:11:33] can be observed. Travel going to do, um, are fired
[2:11:38] in summer bunt, but these are generally a burld or
[2:11:43] short periods. Again, very, very significant with some dirt is
[2:11:45] your faced on different situation. So it's not, it doesn't
[2:11:48] pay a typical picture of what you're long term. Need
[2:11:52] the bar. So that's right there to say business turning
[2:11:55] the fall. So we put climbing now that the function Object() { [native code] }
[2:11:57] would done. It is fall. So for breaking on that
[2:12:00] process. Any recommendations coming out of the traffic, studies will
[2:12:06] lead to the requiring amendments to our traffic and parking
[2:12:10] Bylaw before any important partner. So we'll have to open
[2:12:15] that up once we finish the study. And Stafford also
[2:12:20] working the legion. So the Tara Legion Classrock is due
[2:12:25] to be, it's all inflated and move forward. In the
[2:12:31] fall, it's going to be painted prior to Remembrance Day
[2:12:35] and there will be a memorative service prior to as
[2:12:38] long as you want it's probably painted just a, just
[2:12:42] a few weeks. Before, but we have to watch the
[2:12:46] end here. Um, Chesley has reached out informally just to
[2:12:51] get some information on the process for across blocks in
[2:12:55] town here. So I've given them that information and they
[2:12:57] were going to speak with their, um, their executive about
[2:13:00] it. And there has in the past been a thinner
[2:13:04] equestria, the Face Lion, which the county is aware of.
[2:13:07] So we will look that back during. And we did
[2:13:12] just to note that we didn't do 15, 000 dollars
[2:13:15] being on our transportation budget for portion of the technical
[2:13:20] chart study and then. To take. Questions. Starting with the
[2:13:29] concept of, I created this story and the doctor about
[2:13:37] the raid and on the recently marked them in school.
[2:13:42] And I was too. And though I did not specifically
[2:13:47] speak of native party, I would mention in the motion
[2:13:51] to increase the party. And I'm finished, I'm suspect the
[2:13:56] possibility of my, because I'm working elsewhere. And I come
[2:14:03] back and now there's a new road there, which hold
[2:14:07] you against this angle plugin because it's now already decided
[2:14:12] that this is not going to do an IPO that.
[2:14:16] How long has this happened? Who makes this precisions? And
[2:14:18] so you have, you know, there are obviously things happening
[2:14:22] without traffic stories without current studies. And yet forget anything.
[2:14:29] I'm just lost for this. I'm not sure what to
[2:14:32] say for this. So the resign wall, the same party
[2:14:39] is like this, like there's no possibility. So you actually
[2:14:42] want. And what's up, so I'm going to special build.
[2:14:47] So I'm going to just a comment because I want
[2:14:51] to say I'm surprised. But it's disappointing. And I'll call
[2:14:57] this emotion. I really got as specifically as a critical
[2:15:04] thing, but I mean, it was this morning. I come
[2:15:06] in there as a fucking game. Obviously it's a good
[2:15:08] idea. Nothing to get no fun as far. Straight on
[2:15:12] second process for months. But we are not having the
[2:15:17] spotlight when everybody's trying to go.
[2:15:27] Mr. Connor.
[2:15:40] Do we want to get legal. Background. Okay. Well, well
[2:15:46] on my understand, it makes sense of what normal founders
[2:15:50] are. My concern is that. In the summer, there is
[2:15:55] a lot of probably business or region that passed through
[2:15:59] town, but it's our residents that take that burden on
[2:16:04] by being able unable to easily cross the street while
[2:16:07] they're going to have traffic to go here. So, so
[2:16:10] I can appreciate that it's going to all that typical
[2:16:12] to include that or to do a summer study. I
[2:16:19] guess somehow I feel like we need to look at
[2:16:23] the whole situation. Right. Like, um, yawn wasn't just, you
[2:16:28] know, the moral mind of five traffic. Because people don't,
[2:16:35] our residents are there. All the time. And so they're,
[2:16:41] they're having to navigate this really busy road. Oh, hosted.
[2:16:48] So I don't know how the quality for that. So
[2:16:52] I guess that's just my common. And then I guess
[2:16:55] my question is just more specifically on the study. So,
[2:16:58] so is this a specific like process.
[2:17:08] So rivet account for more than just traffic. So let's
[2:17:12] look at, you know, pedestrians, facial. Picture of
[2:17:22] the downtown and where, if there was a crossing, where
[2:17:27] would it make sense? Like you'll have not just like
[2:17:31] how many. Elaborate more of that, you know, what are
[2:17:36] we looking at. What things get taken. So I don't
[2:17:43] want to watch all the answers to your questions because
[2:17:45] a lot of them are going to where they're studying
[2:17:53] their studies. They don't need going to be. And it's
[2:17:57] from basically the downtown area. And so if they're studying
[2:18:03] further focus for the backup part, we can certainly ask
[2:18:07] the county because I, they may have summer traffic statistics
[2:18:12] that they were taking in the past that they can
[2:18:14] provide to the consultants to get one of the picture
[2:18:16] of the difference in the increase instead by driving. And
[2:18:20] they probably have some sort of data crafting that they
[2:18:23] use. And we are just working on the school for
[2:18:27] the county. So I do believe my understanding that it
[2:18:30] will take into, um, but as I said, we're just
[2:18:36] working on the spell. So those are things that I
[2:18:39] can bring up when I'm reading first county to say
[2:18:42] this is what council issues. I want these cases for
[2:18:45] doing. This came up there counting down the last week,
[2:18:51] but in a reflection, though, wire to, they're not doing
[2:18:59] it. I talk about money, but the mistaken to install
[2:19:03] it. Think about, are there owners? So it's highly sex.
[2:19:10] So, so I guess I'll just mention that this is
[2:19:15] taking some time when I think about the county and
[2:19:18] the towns and our county. I should rather believe what
[2:19:22] Paisley has less traffic coming through it than safety water.
[2:19:26] Which has a soft leg. And you've been cross -
[2:19:30] like very good intestinally. And I. Would think that there
[2:19:36] was a lot of stuff that you can't see on
[2:19:38] a. Soften, but we've talked to the other.
[2:19:50] Study to consider. So
[2:20:00] I learned this, but the Chespe Crosswalk with the lights
[2:20:03] on it. I guess we're in a big date. Like
[2:20:05] we seem to want to go all their months ahead.
[2:20:07] Like just the light of process. And then during the
[2:20:11] big day, I'm going to basically get both of you
[2:20:13] mark and that was people restyled. So that's why there
[2:20:15] is. There. So just for a little bit, but, and
[2:20:24] you can counsel, I guess this they're recommending house trouble
[2:20:30] and certainly ask for something more. I think it was,
[2:20:35] there would be no, we would have to make a
[2:20:36] finance. Consejing with something over any of our. Debts.
[2:20:48] Here was Councillor Sanackers and Patrick. Um, yeah, I just
[2:20:51] want to comment. This is, if we had a committee,
[2:20:56] say this, be unmissive, will all be most heated. I
[2:20:59] believe. That's all I'm going to speed again these talents.
[2:21:03] And, um, uh, Terra has put in, the two or
[2:21:07] three speed monitors right now. One going over towards Earth,
[2:21:12] right when coming in from soldier. And. I really pretend
[2:21:22] to watch the traffic downtown. And it's just not stopping
[2:21:26] dropping and going to complete crazy. The trucks that go
[2:21:29] through are unbelievable. I had a comment from the restaurant
[2:21:36] where she's very concerned because the daycare right across the
[2:21:40] street from her and repenting 40 kids. And she said
[2:21:45] these trucks have no regard. This is just a common.
[2:21:50] I really don't know what the answer is. I don't
[2:21:52] know if anybody said. I know we have those, uh,
[2:21:56] speed massagers. I think is that what they're called. Stew
[2:21:59] commerce massagers. Congress. I'm not sure if it's the bay
[2:22:09] held for me. Um, I think a lot of people
[2:22:12] tell me all those things just get them away. So
[2:22:16] I already don't know what the answer is. You got
[2:22:18] a child chair. This is a challenge to stop this.
[2:22:22] He completed these small algeous travel like crazy. Tell her
[2:22:27] it's dangerous. It is really, really interesting. I've always been
[2:22:34] a former of the video. I think that well slow
[2:22:41] people down at that. I don't know what they get.
[2:22:43] I'm not sure. So I don't, it's just an issue.
[2:22:48] So my other way to shoot. One actor. Councillor Penny.
[2:22:54] Thank you so much. In line of what was, I
[2:22:59] wonder if we could have some of the fun to
[2:23:02] explain what the traffic spend. What has been being discussed
[2:23:07] there, how, like to me, it looks like most of
[2:23:11] these other towns now for the eyes. Why can't it's
[2:23:17] been another trap in order to be a big deal?
[2:23:21] Yes. The locational question, what is the best location? I
[2:23:25] don't know, some civility fairly value. There's only a people
[2:23:30] for the place. We don't like it. So really, um,
[2:23:34] I didn't want to, is there any concern that it's
[2:23:38] not could make a message? Like I, I mean, the
[2:23:41] positive to movie that I see that comes visa profit.
[2:23:48] It votes and safe help of suggestions. It makes it
[2:23:51] snowstown trial plate. It makes it save for a vehicle
[2:23:56] at the end general example. There's just so many good
[2:23:59] things about the traffic block. And yet it has been
[2:24:02] a decade or longer that people are not going to
[2:24:05] ask for. It's not happening. So just, um, just, I'm
[2:24:09] glad to pull this coming out. It's good to see.
[2:24:13] We have, um, we have plus one of swords have
[2:24:17] been granted without traffic study by the Byrona. And they'll,
[2:24:24] you know, when I saw it was just lines on
[2:24:26] the street. I wasn't really peace with that. But what
[2:24:31] is really important? Like we are saying, Oh, it needs
[2:24:33] to be a traffic story. And I'm not the right
[2:24:35] season after I condition. What is next and is anything
[2:24:38] happening. Where's the end of this? Is there like, you
[2:24:42] say by the end of next year, they're going to
[2:24:45] be sunset happening. It's envis. It's that this will end
[2:24:49] in cycles. That's, I would like to have a really
[2:24:52] good explanation of why is this taken so long? Why
[2:24:56] is this feeling been a study powers sustainable statement. I
[2:25:02] would appreciate some more examination. So paralitics I explained this,
[2:25:11] but there was actually a lot of advantages to having,
[2:25:13] uh, stop weight in a town for further up or
[2:25:17] down at highway. Because if we had a stoplight in
[2:25:21] Paisley crossing virtual authority across three would make it a
[2:25:26] lot safer because that stops the traffic impaisly and gives
[2:25:30] you a window of opportunity to get across the world
[2:25:34] after you're part of it. We have land on the
[2:25:37] county line on the east side and you are on
[2:25:40] land and trying to turn left. Yeah. Almost have to
[2:25:43] wait until light changes sort of stops at tear up.
[2:25:48] To give you a pause for 30 seconds to be
[2:25:51] able to get at with equipment onto the county line
[2:25:54] going so. There's even though there's advantage within the town.
[2:26:00] There's also a day in this outside the town further
[2:26:03] off the screen of travel.
[2:26:16] So. Traffic settings happen. And the cost of it has
[2:26:22] to be more speech by the information. And here regardless
[2:26:27] of the final number of vehicles, divisions unsafe over TEBAS
[2:26:33] or 100 of us. It's still I say, for you,
[2:26:37] we need our same to. You need to have the
[2:26:39] ability of our children to get across the world. Um,
[2:26:42] several of us, uh, long 50 members went through our
[2:26:49] more urban areas, the accessibility. And when you really focus
[2:26:55] on the challenges across the street, it is very like
[2:27:02] I'm able to, I'm able to jog across the street.
[2:27:06] Like not everyone else. Is, uh, to transpire spots and
[2:27:10] take your time. So as far as I can, I
[2:27:17] can help the county about we want more information. I
[2:27:22] don't know what that information is going to come to
[2:27:24] us before the tribal settings just, you know, that's market
[2:27:27] for everybody. No, I got months or two. So your
[2:27:30] prior time scouts are. We will possibly request any kind
[2:27:35] of stuff. You know, here in September to elaborate on,
[2:27:39] you know, the details of traffic study or is it,
[2:27:42] is that what you are simulating or, or just happening,
[2:27:48] then our budget here and the county's budget will have
[2:27:51] conversations. We'll have, you know, I know that for sure
[2:27:55] we'll have, you know, talk about how this is going
[2:27:59] to get financed and done next year. I know that
[2:28:01] we talk about. I don't know where it's going to
[2:28:02] end. But like, like we are, we're getting close to
[2:28:05] the end of this marathon. I feel great. Thank you.
[2:28:12] I mean, this is now the spent is actually happening.
[2:28:15] We've discussed it on a county, constant fever. Like this
[2:28:18] is going to happen in other player. I would still,
[2:28:25] I would still like to know because it seems to
[2:28:27] be over such an expensive study. And when you don't
[2:28:30] know what they're doing. I mean, stealing, I know Councillor
[2:28:35] Spyan says it's a biggest problem. No, it's involved in
[2:28:38] you to meet just a few volume. You can't just
[2:28:41] can't cross the speak. And I mean, I've been walking
[2:28:43] with street kids until little kids and you can't just
[2:28:46] run across the street. Like that. Right. So, and we
[2:28:50] have lots of time families. I mean, yeah, I mean,
[2:28:54] if you say this is going to happen, I'd be
[2:28:59] happy, but I would like to know what is being
[2:29:03] made sense to me. You know, that's a place to
[2:29:07] be so expensive. Like what are the spending money on
[2:29:11] when this is such an expensive study. I'd like to
[2:29:14] ask for our prostitutes to have more information. And this
[2:29:17] is the end of our class numbers. Other. Questions.
[2:29:31] Here. They would solve the concept here by received for
[2:29:33] information report. PWRS 1267, traffic band parking update. Cycler. And
[2:29:43] signed by Upper Connor. Special.
[2:29:56] In favor. In Public Work before our break.
[2:30:10] Thank you very much. We are on your recess.
[2:40:11] We are back from Bre. A quick sound check. We
[2:40:18] have pounced our Hampton. We will get back to our
[2:40:23] agenda. Party of page 238 finance 1231 asset management plan.
[2:40:32] I hope Julie Benfica can do Monroe, fire here for
[2:40:35] this. I'm going to start with Julie. So myself and
[2:40:40] Trevor Monroe have been working hard on the 2025. Camp
[2:40:44] and I'm in. So today we are seeking out soil
[2:40:46] of people and endorsement of the 2025 best land, which
[2:40:50] has been updated to make the 205 requirements of all
[2:40:54] raised by the 817. And that brings us into full
[2:40:57] compliance. The plan builds on the 2024 yet. So a
[2:41:04] lot of the information in it's the same as the
[2:41:08] 2024. And it, but now it includes proposal levels of
[2:41:12] service, some risk assessments like psychoanaging strategies and long -
[2:41:16] term financial strategies for all of our mutant asset. The
[2:41:20] 2025 established this proposal with service that consider community expectations,
[2:41:26] affordability, regulatory requirements, purples and long - term sustainability. In
[2:41:32] the answer, three funding scenarios that we evaluated. The one
[2:41:37] is current funding, which is no tax or rate increases
[2:41:41] over a 20 - year period. So that would just
[2:41:43] be continuing stressful as we are right now. A full
[2:41:47] funding strategy in 20 years. So approximately 2. 9 percent
[2:41:52] annual vaccine increase to achieve and maintain 100 percent lifetime.
[2:41:57] So that would be a 2. 9 increase over 20
[2:41:59] years. Knowing that that is just for capital. We structure
[2:42:03] that attempt to do with operating. The best volume is
[2:42:05] basically capital completed. And then there was also a 75
[2:42:09] percent funding strategy 2. 1 percent inhalation to reach 75
[2:42:18] percent of full length label. Funding. The plan identified scenario
[2:42:24] 2, which is the full funding of preferred approach because
[2:42:28] it was asset condition risk reduction. Proactive asse management and
[2:42:34] long - term bans of sustainability. And under the current
[2:42:36] funding model, the municipalities overall aspect condition is projected to
[2:42:40] define from 53 percent. For over time. Under the 75
[2:42:48] percent funding 8. 1 million improving as a condition to
[2:42:55] 55 cent there. And under the full funding scenario and
[2:43:00] annual acid, but annual investment would increase the approximately 10.
[2:43:04] 3 million. Including overall asset completion to 162 percent. At
[2:43:10] land recommends of phased in approach to brother renewal and
[2:43:13] replacement needs and over at my year period to midwise
[2:43:17] impacts on tax. Fears and rapers while adding infrastructure requirements,
[2:43:23] addressing infrastructure requirements responsibly. So I just do want to
[2:43:28] note though for Council that this is just the emphasis
[2:43:30] of snapshot of the file in time. So we kind
[2:43:32] of look that thing is now. There's a lot of
[2:43:35] factors that can change as we refined our inventory as
[2:43:38] we have deep replacement costs. These numbers can move. Um,
[2:43:43] so it's, it's just to provide counsel with the nebit
[2:43:47] tool for decision making. And it doesn't find councillors to
[2:43:50] any of these certain funding strategies. So it's not saying
[2:43:53] that you're committing today to 2. 9 percent in your
[2:43:56] tax increase over the next 20 years. It's only to
[2:43:58] provide you with a picture of how we can manage.
[2:44:04] Fun. So it is a large document. There's lots of
[2:44:09] interesting things in it that I will just leave there
[2:44:13] and I'll take any questions. Or in regular BBS, things
[2:44:18] like that. Let's see a pressure but not on. Is
[2:44:21] that exactly that first. Oh, thank you. Through you, Mr.
[2:44:24] Mayor, thanks Julie for your leadership on this project. Like
[2:44:27] you said, it will make us compliant, which is requirement
[2:44:30] for many of the, uh, funding we do get back
[2:44:33] from the interior government. So, um, that's, that's good news.
[2:44:37] It's not new that we need more and more money
[2:44:39] for capital. Um, and we'll be continued to deliberate those
[2:44:43] discussions during budget time. Thank you. Question. Start with Councillor
[2:44:51] Nicholson. Yes. Please go next. Jared. It's just a couple
[2:44:56] of runs in detail. One person is this. Today's dollar
[2:45:01] value. And is also taken into consideration. Possibility. What
[2:45:11] not the help of the projects of interview. So if
[2:45:15] you need a new root for newly in there or
[2:45:16] something at your home, I'm going with the other grass.
[2:45:20] I have or something at least I can do that
[2:45:21] consideration. Maybe that'll get talk. But say concerns. So three
[2:45:27] of you. So the plan actually just takes into it.
[2:45:31] Now what we know we have to fund. Capital infrastructure
[2:45:36] today. So if we were to get a grant, we
[2:45:39] did for algod in Matilda. That would be on top
[2:45:42] of that. So that would be an advocace to it.
[2:45:45] The dollar value is RBA on today's replacement slots and
[2:45:48] very similar. Um, questionary calculations built into the plant.
[2:45:58] Thank you, Senator. So yes, I've always said of our
[2:46:03] present quality values because we have the commands present. Right.
[2:46:11] So I'll just take a. Second base on a present
[2:46:16] analytic. So three minute. Yes. So yeah, we'd be it's
[2:46:22] based on a CS values. We're in our taxpace and
[2:46:25] what we know what it is right now. We can't
[2:46:27] estimate what's going to be receiving the FNC brings us
[2:46:30] accessories up to where they should be. So that will
[2:46:33] also provide more fun. So there is, there is opportunities
[2:46:37] in future to better, but our capital, but we're just
[2:46:40] looking at picture today snapshot in time of today. So
[2:46:45] I'm going to be pick. Up certain weight. We have
[2:46:53] two questions. And the first one makes your, I'm surprised
[2:47:00] that, that it, um, remains their. Full funding. And so
[2:47:06] I guess my question is like is our student feed
[2:47:14] sufficient to maintain stamp. So if you read that, that's
[2:47:20] one thing that was identified, that they sanitary sewer maybe
[2:47:24] isn't. Funding itself. As well as it should be like
[2:47:29] that are, are sewer acids on the lower commission. And
[2:47:33] so we may be do need to look at doing
[2:47:36] the review of our sanitary. So that big tower video,
[2:47:41] it was just a surprise kind of drums too to
[2:47:43] see that from great funded. On a direct aren't pretty
[2:47:47] good except for the sanitary where there was a job
[2:47:49] system there. You know, I was suppressed by two. Those
[2:47:53] rates are based on already put on something. But then
[2:48:00] when I get, next question is so kind of, okay,
[2:48:04] so this is a tomato for us. This is a
[2:48:06] tool that will live on the economy celtic. So how
[2:48:10] will this translate into the next world when it gets
[2:48:15] into budget. And like the discussion around, you know, Big
[2:48:21] Reds required? There's Binding. So, so how, how does this
[2:48:29] move into the next budget process. And the rest of
[2:48:36] my question. So we'll just take that. It would be
[2:48:42] a gap there. There's more book. Say that. Oh. Yes
[2:48:47] through you, Mr. Mayor. I think with, without this Scott
[2:48:53] and Julie would bring forward projects saying we need to
[2:48:55] fix this or fix that, uh, in the next fiscal
[2:48:59] year. And we would have to struggle with trying to
[2:49:02] fund some of those or maybe spread them out over
[2:49:05] the two future years. This AMP, as asset management plan,
[2:49:10] helps bring in just focus on some of those things
[2:49:12] that will be required in the next few years. So
[2:49:17] it's, it's a tool that's going to help future councils
[2:49:21] know what's coming at them. And, um, and to deliberate
[2:49:26] how to fund them. Um, as Councillor Nichisson said, we'll
[2:49:29] continue to look for ways to fund through grants and
[2:49:33] other methods. Um, all methods available. But one of them
[2:49:39] will be increasing property taxes as described in the report.
[2:49:46] Thank you very much for that. David Council does it?
[2:49:49] So going back to Jen's whole rental first question, when
[2:49:53] is our review happening again to eternal what our sewer
[2:49:58] wave increase needs to be to maintain, go back to
[2:50:03] parliament. We do that to reach so many years. And
[2:50:07] calculated that in the past has been, what is that
[2:50:13] review to happen? Because that would be the time to
[2:50:15] address the shortfall and sewer. Yeah. So if you're very,
[2:50:21] now that's something that when we come to bunch of
[2:50:23] time that we'll get into on what we want to
[2:50:26] do, that's what we want to move it. I would
[2:50:28] think. Or if there was a plane that happens, I
[2:50:31] already use a five manager 10 years. So that's our
[2:50:33] water financial plan. So we do tie our sewer sanitary
[2:50:36] sewer in with our water and maybe it's something we
[2:50:40] need to look at separating the two. There's nothing that
[2:50:42] says that Rogers or need to increase at the same
[2:50:46] rate. So maybe it's something in YouTube. A water financial
[2:50:51] plan and maybe now we need to have a senior
[2:50:53] finance. Okay. So I always thought it was one. They
[2:50:56] wanted legislative to have a water financial plan. We're not
[2:51:01] legislating to have to say it's too quick. But we've
[2:51:04] always kind of put them together because they are, they
[2:51:08] want to be kind of assets. But now that we
[2:51:10] have slowly agreed as well, then maybe it's, it's more
[2:51:14] of also mind we need to know. About it. It's
[2:51:19] the investment. Do I have a situation with a firewall?
[2:51:27] Let's say a fire hollow is down for 300, 000.
[2:51:32] And then it is now assessed at 2 million. And
[2:51:36] it would have been 3 million to replace it with
[2:51:40] 10 stalled with cost of construction. However, in 20 years
[2:51:45] when it's done its life, it could be, I'm going
[2:51:49] to have 7 million or 8 billion. So do these
[2:51:52] increases, they can do a problem. What it could be
[2:51:56] on inflation area for those years or today's value of
[2:52:01] placement. But we would have been a bit shared for
[2:52:05] or would it be obsessed. With the sort of my
[2:52:11] splitting here to see right or thoughts? Um, from my
[2:52:16] understanding, cause we work with BST, we did work with
[2:52:18] a consultant. And so they are the masterminds. It wasn't
[2:52:21] we all made that. But they, um, I believe that
[2:52:25] there is inflation. I think it's my understanding that they
[2:52:27] build that inflationary. Into it. Um, we need to be
[2:52:33] continually looking at our recipe base making sure we're updating
[2:52:37] our basement cost making sure our related construction for us.
[2:52:41] All those types of things so that we are, we
[2:52:43] are keeping it. And we also, uh, every year we're
[2:52:48] required to do an age in Bulgarian view and that
[2:52:51] will come forward. So we can counsel continue to see
[2:52:58] kind of white work. Then leave the next pulse of
[2:53:02] update of the band in 2031. So now you can
[2:53:06] use, we will then below that upstate all those as
[2:53:10] well. The question is comments. There's a notion here.
[2:53:21] Please the council here by a prison apart FIN 202
[2:53:24] 618 2025 asset management plan approves and the doors is
[2:53:28] the 2025 asset management client has presented. Move our second
[2:53:35] move by. Council Dungeons Defini Raksha.
[2:53:49] In favor. Carrie. Thank you very much.
[2:54:01] Next reporters. Really bigger and our deputy treasure with her.
[2:54:06] First report. Welcome to the table three two sport for
[2:54:13] 10 FOA requests to be continued enhanced on the set
[2:54:16] funding. Thank you Mayor name. So this one product has
[2:54:21] been very well the report that you just review plan
[2:54:26] at that presentation is done straight into how it does
[2:54:30] lots of mythic it. Ongoing infrastructure needs and having predictable
[2:54:36] long - term funding. Is important when planning for how
[2:54:39] to publicature in 2021, the province, uh, did support by
[2:54:45] doubling the OSC, the Ontario infrastructure front. However that increase
[2:54:50] is currently schedule to end this year. Um, so MFOA
[2:54:55] is as clean municipalities across Ontario to support making that
[2:55:01] enhanced by making the permit for air elders leak. Obviously
[2:55:05] the OSIF provides important funding towards maintaining and replacing prior
[2:55:11] existing infrastructure. So staff are recommending that council support and
[2:55:16] otherwise request us out my bidding part. Anyone has any
[2:55:21] questions.
[2:55:32] There. It does read. The Council Nest value per dollar
[2:55:36] say bruise report. I've found 2026 19 support. For their
[2:55:40] M of that. Over A plus to continue to enhance
[2:55:43] voice of hunting and nurses. Planner to the ministry of
[2:55:46] infrastructure requesting. That's doubling of Ontario's community infrastructure fund evening
[2:55:51] permanent advance of an allocations for the 2027 calendar year
[2:55:55] helping municipalities continue building housing enabling infrastructure while preserving economic
[2:56:02] value provided by existing infrastructure. And further, the resolution come
[2:56:06] forward falling, the staff report and the active resolution is
[2:56:10] circulated to Mr. Meastructure, MPP call breakers. And relay and
[2:56:15] all municipalities in Ontario. Okay. So I can hear how
[2:56:24] jar off. Seven by councillor side.
[2:56:40] You favor. Is carried. Thank you very much. Great.
[2:56:50] These are very great. So we will turn a clerks
[2:56:54] department and Natalie Mall is coming to another end of
[2:56:57] the table. All right, legislative services student. Thank you all
[2:57:04] so good after you're not going to counsel a high
[2:57:06] report today provides a legislative update. This is a big
[2:57:09] league film line from this book on the forecast. Bill
[2:57:13] Nyamasky Royal Sent on July 5th 2026 at finally advised
[2:57:17] from the intention of to notice for a probability with
[2:57:21] a movie government. So my allowance potential government create a
[2:57:25] standardized consistent web conduct for Mescal Councils and look up
[2:57:29] boards. This code conductable apply consistent pit plus all municipalities.
[2:57:34] Editing is a respected to be the fact of the
[2:57:36] literal council in November. What's the standardized code kind of
[2:57:40] passion implemented preferred hearing novels of counsel code of conduct
[2:57:44] will no longer. Bill Nine also sets out a consistent
[2:57:47] process for investing eating alleged contraction looking for the condo.
[2:57:51] This is going to process to remove a number of
[2:57:53] council or local forward and declared a series of turn.
[2:57:59] And it's a requirement criteria. At this time, soft will
[2:58:05] update a prefable policies procedures and Bylaws as more details
[2:58:09] about legislation available. And once the standard is going to
[2:58:12] come to the force. And with that. Report question, I
[2:58:19] was going. To. See
[2:58:30] number four. We do have the motion here in regards
[2:58:33] to that for information that Council Dear Binder received from
[2:58:36] Mins Report CLKS 20. 627, obviously an update Bill 9
[2:58:40] and a 12 pound on the only add 20 second.
[2:58:46] By the jar. Discussion veteran shop. What is in there?
[2:58:53] I'll ask this question. We haven't seen the upstream has
[2:58:58] gone left from Wormit. No. Okay. So people are running
[2:59:03] for council with no livability of what is going to.
[2:59:17] Be correctly or other members that have been to really
[2:59:22] profit it. Whether it's enrollment conflicts or jail file presumption,
[2:59:25] this is not as regular on Terry Willen signs
[2:59:34] along. And so I've seen some diesel that are really
[2:59:39] happy Public's coming, but we're not going to share exactly
[2:59:42] the retail stuff. But did I explain that okay? Also.
[2:59:51] Uh, so any further discussion. All those a favor. In
[2:59:57] favor. Hey, Chandler.
[3:00:11] Our debt was Clerks coming for 12 or two. You
[3:00:16] can buy a lot of patient marks one and two.
[3:00:20] Page.
[3:00:35] Hey, Doug. Thank you. So that's probably you guys receive
[3:00:38] the application requesting a lot of supplemental Reserve Band 2
[3:00:43] by NSQ9 68 in Deep Street. Being not to be
[3:00:49] within the plan for the rest of your plan of
[3:00:50] submission. A deeming bylaw is applying to a planning app.
[3:00:57] It allows me to spell muscles pretty common. So they
[3:01:00] need quite a lot. So that's those options. The longer
[3:01:03] designated aspect. This enables separate lots under common ownership to
[3:01:07] merge on title and retrieve us to send divorce. So
[3:01:11] the applicants a lot more and two, which is outlined
[3:01:14] there that lead box of the Register Fan 25 as
[3:01:18] well as the adjacent property to the cell. And they
[3:01:21] wish you can smell bacon to treat a larger mode
[3:01:23] firm as the intended use of the resulting perks list
[3:01:28] of residents of the bot lane. As lots one and
[3:01:30] two on the part of registered me 10 submissions, of
[3:01:33] course, in not currently merge on title with the adjacent
[3:01:36] property without self - version. Village planeage plan 2, 55,
[3:01:44] those registered in 1887 and has there, Reporting Registered for
[3:01:49] substantially beholder, the minimum eight year community. The subject lands
[3:01:55] are currently vacant. It's on residential low density and environmentally
[3:01:58] protected. The proposed consolidation does not create any new blocks.
[3:02:02] The additional felt rates. The application represents the administrative process
[3:02:06] of facilitate the merger of land is under common ownership
[3:02:09] and support intervenant of the numerous network volunteer. I forgot
[3:02:15] that immunolog does not constitute the will for any of
[3:02:17] the attributes. Once council passes obtaining by - law, unnoticed
[3:02:21] must be gaining within 30 days to each point angle.
[3:02:24] Of Medicacy. And it composed the construction on the resulting
[3:02:31] parcel will still remain subject requirements. The issuance of any
[3:02:36] reporter billing permits potential water in the superconnection. And we're
[3:02:39] going to rebald by external agencies where applicable. They're solving
[3:02:43] the. Question started with Oscar Hanna. Just to clarify. So
[3:02:50] then the second property is just not it. Yes. Okay.
[3:02:56] So. If I'm just wanting to check that.
[3:03:13] Thank you. One more question. Heads of building publicly. Hi
[3:03:19] Christy. Oh, back to you. The two properties have been
[3:03:26] in Purple. We didn't have the filling planning. I mean,
[3:03:30] also got their producers on the valve. So they're dwell
[3:03:33] through this point. And I'm going to send one. Bylaws
[3:03:36] one is needed to merge those two properties that they
[3:03:39] can build because it's my understanding. They want to build
[3:03:41] the house. Kind of just right on there's like a
[3:03:45] tree line that goes through there and C shape. It's
[3:03:48] my understanding when the build that has sort of on
[3:03:49] the copy line in between that extended area.
[3:04:00] This is only spot. I know the company well. So
[3:04:03] that is a really struggling with one. You build. So
[3:04:05] it probably makes sense to merge these because the other.
[3:04:09] Although it seems to be a lot. That's not actually
[3:04:13] where an accessible law. But I'm so totally in a
[3:04:16] sense to join these.
[3:04:28] There is a motion here. Looking for moved right secondary.
[3:04:32] Let me buy the pen or subject for academic. Depression
[3:04:36] Gresha. Council hereby, a premise report CLPS 2026 29 at
[3:04:44] Council on Activate Bylau Pursuant to Section 50 of the
[3:04:47] Plain Act to being Lodge 1 and 2, 5, 5
[3:04:52] for each year box without final subdivision and further compromises.
[3:04:55] The appropriate Biotech while working on today's gender. Special. Beard
[3:05:05] in favor. Is carried.
[3:05:22] Christine has the customer service policy. Okay. So next on
[3:05:31] our agenda, uh, Ray Punch coming in around 12. But
[3:05:36] only 53 will keep going. We have 12 or three
[3:05:39] customer service balls updates for 12 to our precedence. Thank
[3:05:44] you, Surmair. 13th Council Director Customer Service Policy to establish
[3:05:53] a very consistent service standards. That was brought forward. Um,
[3:05:57] July 13th and Council requested additional information. Fake provider guarding
[3:06:01] legislate permit and planning timelines. Response Staff prepared appendix day.
[3:06:08] Looks like a building planning time winnings as informational pending
[3:06:11] to help residence's residents better understand legislative timelines. Typical municipal
[3:06:17] service timelines, the backers that may have that processing of
[3:06:20] these applications. We continue to keep the two business days
[3:06:27] as the appropriate balance between customer expectations and operational realities.
[3:06:32] It ensures inquiries are acknowledged promptly. Well, a step time
[3:06:36] to provide accurate patient. And if we can't get their
[3:06:42] information, but say two days, we are so expecting staff
[3:06:45] to be able to adapt. And I said, yes, and
[3:06:47] they've knowledge, email phone call, whether, whatever, and then they're
[3:06:52] at work, I'm just, I'm the question. The Candix sets
[3:06:57] our customer service standard. It provides facing context. It keeps
[3:07:02] an informed, sorry, keeping it as an information repentance allows
[3:07:06] it to be updated legislation procedures or any student fire
[3:07:09] has changed without gates in the policy. It will not,
[3:07:16] so the two business days will not slow down. Our
[3:07:21] responses. We're just looking at it as a timeframe for
[3:07:24] acknowledge as I just created a C and Stafford continued
[3:07:28] response here whenever possible. So we're SAT feels that the
[3:07:31] customer service policy support system professional with council certificate's residents
[3:07:38] in the DIY cert building and planning matters require additional
[3:07:43] time technical legislative perks. There's requirements. Purge of the first
[3:07:52] question, where's the thoughtful. Bible. So what does two businesses
[3:08:00] need. Yes. So two business days. Gives us staff time
[3:08:08] to either. A venting reporting call back. To them or
[3:08:12] call them back saving. We're acknowledging receipt of your email
[3:08:18] at the phone call or whatever. But please give us
[3:08:20] time to look into a response for you. Okay. So
[3:08:24] here's, here's my real life example. I call in here
[3:08:27] and I want to talk to you. So I call,
[3:08:31] Hey Christine, it's Brian Dungeon Collin. Can you give me
[3:08:33] a call market? You have no idea what I want.
[3:08:39] I would expect that two days. That's fine. You're busy
[3:08:43] today. Like if I call and say that message on
[3:08:45] your phone on Monday, I would expect you to return
[3:08:50] my phone call to find out what I want it
[3:08:53] by the end of Tuesday. If you're in the office.
[3:08:58] So to me two days means today I call is
[3:09:01] day one. Day two is by the end of next
[3:09:04] business day. You don't know what I want because I'm
[3:09:06] not giving you a long speech on the message. So
[3:09:10] therefore you got to call me back to find what
[3:09:12] I want. And then depending on what I want, the
[3:09:16] timeline will be whatever it is to get the information.
[3:09:19] That's recently. So is that what this is intending? Yes.
[3:09:24] Yes. So yeah, like so you call me tomorrow. I'm
[3:09:29] going to call you back. So 12 Brian, what do
[3:09:33] you like. That you told me you're going to tell
[3:09:37] me these workouts? What? Whatever. So then I will say,
[3:09:43] it's going to take four days. Yeah. Yes. Yeah. The
[3:09:47] intent is for make sure that we get back to
[3:09:50] so, so that's great. And I'm happy like if I
[3:09:53] call in here today and you call me back by
[3:09:56] the end of day tomorrow, I'm very good with that.
[3:09:59] That's what I want. Regardless of what my requester is,
[3:10:03] that might be a simple yes or no answer, which
[3:10:05] is fine. Or it might be a week to get
[3:10:08] back to me the answer. By the point. But that's,
[3:10:11] that's where I'm going with this. It's the fact that
[3:10:13] I call somebody call somebody back. Or anybody finds what's,
[3:10:18] what's needed or want you to question this being asked
[3:10:20] and then dealt with appropriate after that. That's, that's, that's
[3:10:24] where I want. And acknowledging like, you know, today I
[3:10:30] can tell my kids is housed today. Um, I will
[3:10:35] get back to you as soon as possible. Yeah. And
[3:10:38] that's reasonable. And you may not be in the office
[3:10:41] there today. Today you're going to be in council most
[3:10:43] of the day. You might have an appointment later. You
[3:10:44] might not get boxing people tomorrow until tomorrow at some
[3:10:47] point. But that's, that's very, very easy. Nothing wrong. It's
[3:10:50] not, but it's if I call here on a Monday,
[3:10:52] you don't get back to me until Thursday, then I'm
[3:10:54] going to be calling him come Wednesday to see if
[3:10:56] he got my message. Planning. So that's where I wanted
[3:10:59] this all tighter. And it might, if you do call
[3:11:06] me this. And on the Monday, I might look it
[3:11:11] up for you so that when I do call you,
[3:11:13] you sit on the, like two days of the answer
[3:11:16] for you, then already too. So that's why I tell
[3:11:19] you what I mean. Why? Yeah. You might have the
[3:11:21] information ready for me when you're coming back. Tuesday. That'd
[3:11:24] be up to me to tell you in a morning.
[3:11:25] And this isn't just your order. This is like every
[3:11:27] department. If I call Scott and say, Hey Scott Thursday,
[3:11:30] can you call me back? There's a problem of a
[3:11:32] tree on whatever road. And he's going to call me
[3:11:35] back probably that day or playing back the next morning
[3:11:37] when he's in back in the office or whatever. Like
[3:11:40] that's very reasonable. Like it's going on for days at
[3:11:43] a time and now getting, I don't even know why
[3:11:45] I'm calling. That's, that's what we've had farmers and cutting.
[3:11:50] That's what we don't have an answer for even or
[3:11:54] whoever we need to call that knowledge. But yes, I've
[3:11:57] received an email. I just is out for thinking very
[3:12:01] much at the world. I become salon as I would
[3:12:04] be confident. I think Councillor Sack was a headhouse synthetic.
[3:12:11] Okay. So my question is pretty movement answered. I will
[3:12:15] say pretty well, my, when I call and I don't
[3:12:19] call to a law of the stuff, prestige is using
[3:12:22] where they call. Two response to be like almost in.
[3:12:27] And I think that's great service. I don't know why,
[3:12:31] I don't expect, you know, Scott McCloud or Emily or
[3:12:35] whatever to call me back immediately. But. Two days of
[3:12:39] classified. Thank you. Brother. I'm surprised. Thank you. So as
[3:12:49] if I was able to buy that, sorry, I'm going
[3:12:52] to know that's just questions correctly. And he's asking what
[3:12:55] two business basements. Now I believe that traditionally two business
[3:13:00] days means the colon Monday, Tuesday business day, Wednesday is
[3:13:04] a business day. We can expect to call that on
[3:13:07] Thursday. If we are saying next thing, we should find
[3:13:10] that in there. Should say the following business day. Then
[3:13:14] that two days of Brian, I'm speaking to B. Right
[3:13:19] now. This could be by the next, you know, you
[3:13:21] may saying yes, this is not a meaning tomorrow. But
[3:13:25] the next might say to business days, that will be
[3:13:30] part of the money. So that way I would suggest
[3:13:34] that if we are seeing two business days tomorrow, then
[3:13:38] that's what we should put into. A comment. Or
[3:13:51] a ton of stop responding to that in the follow
[3:13:54] - up. If they're unrelated, if you're okay with that.
[3:13:58] Okay. So, um, so it's just, I guess, a little
[3:14:03] further clarification on two business days. Um, and I'll use
[3:14:06] the example of somebody calls Monday morning at nine o'clock.
[3:14:11] Is the callback by Wednesday morning at nine o'clock. Because
[3:14:19] that's two business days. You know, the business hours. Where
[3:14:22] is that Wednesday at four clarity for 50 Thursday of
[3:14:28] recording we were in Devil May. So Tuesday is one
[3:14:32] Wednesdays two. So, so this is the very. Final opportunity
[3:14:38] for callback. Most likely it's happening way before that, uh,
[3:14:42] foresee just a clarification. In my mind, but this is
[3:14:48] going to do it council. Um, my mind is somebody
[3:14:53] calls me on Monday at the Colin at the back.
[3:14:56] Five day. Four three different.
[3:15:08] So follow up on this. So that, please. And I
[3:15:10] think it was two days. It's definitely in common, you
[3:15:16] know, I mean, you think about Easter. So like that's
[3:15:19] my only comparison. Like I said, right for somewhere and
[3:15:23] that's three days. Right. If you are just, anyways, I
[3:15:28] want to relate to things. But the idea is that
[3:15:32] two business days means more than. So our devices language
[3:15:36] was made out to say the next business. Because the
[3:15:40] next means tomorrow. Just to be. Let's have discussion on
[3:15:50] that. We'll start on with Christine. Thank you, sir. So
[3:15:54] yeah, it's not really any holidays or the budget. Fiz
[3:15:59] has days of qualified in a bit of a minute.
[3:16:06] So I also get to this too further in the
[3:16:09] discussion here, but I think the works of the change
[3:16:11] to the next piece of. Mind line, but a couple
[3:16:20] of minutes, whether it should be changed to two business
[3:16:24] days equivalent empowers. So let's say 16 business hours. Or,
[3:16:34] you know, because that if it's at nine o'clock in
[3:16:35] the morning, it's a nine o'clock from origin two deaths.
[3:16:38] Because if a request came in Friday, two minutes before
[3:16:45] 12. And then we are away at holiday today for
[3:16:48] bouncio. And it would be circumventing. You know, the max
[3:16:52] business that he doesn't be, you know, to me that
[3:16:56] would be a certain specialist surprise to his. And there's
[3:16:59] going to be special circumstances. Like what if weighs out
[3:17:03] of the office all day and out of sales and
[3:17:05] meeting some, like the, this is just a general thing.
[3:17:10] It's not going to happen every single phone call is
[3:17:14] going to come in because it's going to be impossible
[3:17:15] to accommodate, especially in departments for the zoning one person.
[3:17:21] I also think it needs to be clear to the
[3:17:23] rest of Stab needs to be clear to the public
[3:17:25] end of mixed business days pretty precise. 16 hours after
[3:17:30] you make your phone call, that's a little, that's a
[3:17:32] little muddy. And again, we're not, that's sort of answering
[3:17:38] the question. We're just acknowledging. The fact that somebody has
[3:17:41] to reach out to my office to call. For. Lara
[3:17:49] comments. So Devin here, I think a challenge you can
[3:17:52] play to call out these, but then it helps for
[3:17:55] all of the exceptions to the fault. Right. So, so
[3:18:01] and Staff is written in there and state is like,
[3:18:03] like whenever possible, it's all back. They see lot of
[3:18:06] band. But Dece's point, we have, and we have a
[3:18:10] really big discussion about this when it goes out the
[3:18:13] table weeks ago. What does two business days mean? So,
[3:18:17] so the challenge that I think is really relevant is
[3:18:22] just like the example Steve Game. Somebody calls late from
[3:18:25] the afternoon. And today we're in this meeting holiday. The
[3:18:30] staff here all day. You know, may not be able
[3:18:33] to, well, they can't tell anyone back today. So now
[3:18:38] they're not, we need the title C, right? So two
[3:18:41] business days gives them to the end of the way
[3:18:43] to go to get back. Which, as I've stated. Several
[3:18:50] weeks ago, I think that's perfectly reasonable when we're wanting
[3:18:55] fact also not to send you for that set. We
[3:18:58] want them out in the community at the facilities. You're
[3:19:02] doing their jobs out in the field. So, so I
[3:19:06] think to me, two days make sense and gives that
[3:19:14] flex facility within there to work with the schedules. So.
[3:19:25] Councillor Hunter and then I think because we had a
[3:19:28] good discussion about it, rather good obsession. We had, I
[3:19:31] think, probably at the point of, you know, making a
[3:19:34] motion changeless, seeing our council's eye. I think we're, I
[3:19:40] don't see people change my minds on this one. I
[3:19:43] think we're probably, probably, I've talked about it enough, but
[3:19:47] after Council County, those majority said, I just wanted to
[3:19:50] clarify that. Really from the benefit of just clarification because
[3:19:55] two businesses, what it means. So I suppose that you
[3:19:58] are expecting the phone call next day. This is not
[3:20:01] why it says, I'm fine with BAS. But I think
[3:20:04] that's plenty. You know, even if it's like the first
[3:20:07] day, um, you know, call one Monday. So I just
[3:20:10] wanted to make sure that we all understand what this
[3:20:13] means. So thanks. For. That. So
[3:20:22] regardless, we go with like end of X business day
[3:20:25] or end of second business day. That needs to be
[3:20:28] clear. It's to me two business days is a Bit
[3:20:31] bag. It'll be interpreted differently by different people. What that
[3:20:37] means. And again, this is a worst case scenario. Like
[3:20:40] I would expect this to recall people about the same.
[3:20:43] Day. Or certainly the next morning. And. The longer we
[3:20:52] leave this window open, the more times they're going to
[3:20:56] call you back to make sure you got their message.
[3:21:01] They get irate. I agree. Um, we need to
[3:21:11] clear. We've given a couple options. So I'll put it
[3:21:15] on a slot company. Hey, you want to actually nice.
[3:21:21] And the next day. Another option was end of second
[3:21:25] business. And I look certainly was my state. So I
[3:21:29] think you would have to put for motion. Before. I
[3:21:34] know how second everyone that was faster. Uh, right away.
[3:21:48] Yeah. We have to see what council wants. We have
[3:21:53] to find out if council wants I've changed. So either
[3:21:58] direction to Staff or a motion. Then policy draft policy.
[3:22:05] So I don't know if we're mending a policy as
[3:22:07] much as we're just clarifying determine here. What is basically
[3:22:14] changing the wordium cycling. Okay. That's fine. We're not changing
[3:22:23] the intent of the whole motion for the policy here.
[3:22:26] We're just cleaning up the language. So everybody can understand
[3:22:30] and without having to decipher what that actually means. So,
[3:22:35] so I guess I will, I've been very big on
[3:22:39] next end of next business day because in my world,
[3:22:41] that's how I'm in a business. That's how I expect
[3:22:43] the people that I do business with does business. But
[3:22:46] because this is government, this is beof. We're seeing this
[3:22:50] is all the other stuff. I will compromise and change
[3:22:53] to the second business day.
[3:23:10] Secondly. So there's a bunch of now, but second year.
[3:23:16] I think you, because I think it's, it's provided by
[3:23:18] guaranteed with what was immune policy. So it would change.
[3:23:24] So have just been two business things with the end
[3:23:27] of second business days. Thank you very. Much. So budget
[3:23:30] is below the. Is that a really understand one exactly
[3:23:34] the call on a Monday. So I'm going to expect
[3:23:37] the phone call bar by the end of Wednesday. Now
[3:23:44] it's really upset at the calling once the more and
[3:23:46] the CP got one massive. Urgent was.
[3:23:58] IPhone reads here without the front volt path and Monday
[3:24:03] to call come back. By same time, Wednesday night. But
[3:24:09] then, so I want to verse by the end of
[3:24:12] second business day. Cause that gives you the four 30
[3:24:15] of the day. Like that's where I'm worrying about what
[3:24:16] time do I grab. I was too confused. And this
[3:24:19] is way bigger than it needs to be. This is
[3:24:22] way over top. If we say the second business state,
[3:24:27] a lot of people are going to construe that as
[3:24:29] well iPhone money. I didn't get a response by Dues.
[3:24:36] They'll say, my piece of business day and Tuesday 2nd
[3:24:38] business thing. Hi, I love this is we, this is
[3:24:48] way out of what we can never settle list. I
[3:24:52] don't think.
[3:25:02] It's going to proposal to change it to end of
[3:25:05] second business day instead of.
[3:25:18] Considering that emotion. Then we'll have a secretary and then
[3:25:21] we'll, uh, have a discussion. So would you like to
[3:25:24] second it. For a seconder. File seconded to get it
[3:25:31] on the table day. I love this touch. Yeah. So
[3:25:35] the positive change. Would be to the end of seven
[3:25:38] business daily. So sometimes our policies have definition. We don't
[3:25:48] have issues. Policy. So would it flare funding to just
[3:25:55] add what abusing. Whether it's in this section of telephone
[3:26:02] calls or somewhere, if it says it's previously before that,
[3:26:08] but just, you can just add like one set in
[3:26:10] this business day. And then it gives that clarity. It
[3:26:17] could go after the line or those in return by
[3:26:21] the end of a second business day, which is, just
[3:26:23] to make it even further include. The business owners, business
[3:26:29] day is Monday to Friday between the hours of eight
[3:26:36] or whatever. Or Stanford Business Day already. And then, um,
[3:26:44] maybe an odd example. So for example, of all of
[3:26:47] her being done with Day, returned no later by the
[3:26:52] end of the day. Okay. Staff the
[3:27:02] comments. Sure. Sure. We can put it back in the
[3:27:07] show again. I can deal with Council Dunson event, but
[3:27:11] that can also be an emotion. So you know what
[3:27:13] I mean? Like I think it's exchanging a little bit.
[3:27:16] So what you're requesting is to add a definition of
[3:27:18] the line. A business A is edit. I think the
[3:27:22] intent for whatever video you're saying is to exact same
[3:27:25] with what everybody is saying. So, um, I think we
[3:27:29] could go with whichever is decided. And we can always
[3:27:31] bring the policy back if there is any sort of
[3:27:34] concern from the Public that was not making those sign
[3:27:37] lines and further discussion is ranking. And I think going
[3:27:40] back to Councillor Kenners like first question comment on what
[3:27:44] is a business day. Like. It does like, it still
[3:27:48] doesn't clarify like does day one to day one start
[3:27:52] to be right. Is that the day it comes in
[3:27:54] or is that the next step. So I think that's
[3:28:00] where the confusion of writing to the conversation might become,
[3:28:04] might be something. Christine had a handout friend. Had a
[3:28:10] good idea. So Monday, the date request comes in at
[3:28:14] day zero. Tuesday's business day one, Wednesday business day to
[3:28:18] a Binxpective response at the end of day one. Day.
[3:28:26] So like today, um, this day zero because we're here
[3:28:30] anyway. But so small the voice was the day that
[3:28:33] we could, or when by the end of day Wednesday,
[3:28:36] we can go back and at least acknowledge that we
[3:28:39] received. You guys for how people
[3:28:48] died. Like, I don't know if they'll understand that day
[3:28:53] you call was being serial. They're going to call that
[3:28:55] Jaden when I called on this day. But the guess
[3:28:59] of this well explaining from the policy of anyway challenges,
[3:29:03] then that science would have been better job. Having the
[3:29:06] next business day is really easy. They have a right
[3:29:08] understanding is that. There's no discrepancy. I call by the
[3:29:11] end of its business today. Colin on a Friday and
[3:29:13] you expect them into Monday. Oh, on a Tuesday, expect
[3:29:16] one angle wins. If that's pretty simple, three straight forward,
[3:29:20] well, and that's what I want. That's what I would
[3:29:21] like this to read. I really want because I think
[3:29:23] that's, that's the proper way of business in the today's
[3:29:26] world. But if that's too cumbersome for Staff, I'm trying
[3:29:30] to compromise. Over motion, but thanks. This is a solid
[3:29:36] solution. So motion that we're talking about right now. It's
[3:29:38] not bad. We're still dealing with the end of second
[3:29:41] business today. Maybe I just like.
[3:29:51] Next business day. I'd be my preferred motion, but if
[3:29:55] this one gets defeated, then that's the motion I'll be
[3:29:57] making. So the end of second business day. Any further
[3:30:07] discussion on that.
[3:30:24] Opposed. I'm a favor. So that an evidence is going
[3:30:33] through. So now we're back. To the original amendment.
[3:30:48] So mover and seconder. Just to have that on the
[3:30:52] floor. Which is all the council cruise apart CLKS 2026,
[3:31:00] 28 customer insurance policy and further dependency, building and planning
[3:31:03] timelines being blue. There's some informational appendix to the customer
[3:31:07] storage policy to assist the public and understanding legislative service
[3:31:12] timelines for their approves Bylaw coming forward to establish the
[3:31:16] customer service policy. As the.
[3:31:28] Policy from the floor.
[3:31:50] Can I respond to that further in front of me?
[3:31:53] So Claire with my business for defining Bit of day
[3:31:57] 11. So now we put an option on the table.
[3:32:06] That's annoying what I can do and say, do you
[3:32:09] like to amend the draft policy to include the definition
[3:32:14] as well as anything. Okay. Yeah. That is correct. So
[3:32:21] that is a separate military on the battle stat. But
[3:32:26] you can do right because you have the open motion.
[3:32:28] You can put another motion on the table. Okay. So
[3:32:31] then, so then yeah, I knew that we had further
[3:32:35] amend the policy. And I'm going to definition of what
[3:32:37] it is today. We're good. So. Do you have a
[3:32:45] second move for that. I was just going to suggest
[3:32:53] we could go back to the problems or to get
[3:32:55] county to see what their definition of the business is
[3:32:57] just to keep everything consistent. That's what comes with like.
[3:33:07] Separate items. Right. Yeah. So that's good. Scott in regards
[3:33:13] to adding definition and. Favor.
[3:33:33] So any further amendments. Receipt. So right now.
[3:33:47] Putting up a pace bring about 2 September. Yes. And
[3:33:51] so it would be nice if counsel provide some direction
[3:33:55] to staff. I'm not the definition is. As I've suggested,
[3:33:58] we could go back to what the problem set and
[3:34:00] then bring up board to council or it's up to
[3:34:03] counsel things that actually define themselves today. So I think
[3:34:08] it's clear what we're asking. For in terms of the
[3:34:11] timelines now. I know languages news. I guess I'm to
[3:34:14] me it's up to you guys. I could tell. I
[3:34:17] don't know what the problem language. It is you call
[3:34:20] on a Monday for expecting phone calls and stuff like
[3:34:24] end of. Second. Yeah. So through the matter, um,
[3:34:34] further to councillors, I was calling like I say any
[3:34:39] weekday Monday through Friday. And our business hours. So the
[3:34:46] operation figured eight squeeze eight with the review to 430.
[3:34:52] And it doesn't include these guys Saturday, the Sunday for
[3:34:55] Statutory moment. That would be portal office closures. Or your
[3:35:01] schedule officer. Snow. One of the great Christmas things.
[3:35:14] Hunter. Who have a decision of the night to ask
[3:35:18] another question, but let's finish this list. Thank you. That's
[3:35:23] possible. Okay. Um. Struggling now because. We are at the
[3:35:31] final question. This is not the third amendment. This is
[3:35:36] actually, you know, sad report experiment. So your question should
[3:35:44] happen. My concern release on this all, you know, interesting
[3:35:52] conversation and whatnot. But my concern is whether you're just
[3:35:56] reading from a constitute immediately that tomorrow, one month of
[3:36:03] the day at first 10, my concern on the online
[3:36:05] part, which is, that's not the same. In response. And,
[3:36:12] and so this is all trying to make great loss
[3:36:16] here, but if there's no compliance, what I'm going to
[3:36:18] do. In question to anybody. That was on
[3:36:28] my, yeah, if I was on my computer, my response
[3:36:31] back, that person was going for where exactly was it
[3:36:34] sent to. Sometimes, I know it was mentioned yes. Okay.
[3:36:41] And then bring that fourth to our CAO. To start
[3:36:47] the process of traffic now. I mean, why wasn't, you
[3:36:51] know, responded to for a month. Now sometimes in a
[3:36:59] while, an email, go listen to the junk mail that
[3:37:01] doesn't get looked at or the ones that get skipped
[3:37:05] over a nest by accident, but I would say that's,
[3:37:09] that's our process in the past. And what I believe
[3:37:12] for also the one that would like after our meeting,
[3:37:19] would suggest that sharing that we can get on a
[3:37:23] person soon as possible. Okay. Thank you. So we have
[3:37:28] a motion here moved by dedicating our shop. Secular like
[3:37:32] counsel tender. It has been a men twice. For anyone
[3:37:35] else, get these rebrand. For any further patient. Let's read
[3:37:42] the resolve and council for his report 2026 28 customer
[3:37:46] service policy. Where did that stay building and planning timelines
[3:37:49] be included by some informational appendix to the customer service
[3:37:53] policy to assist the Public in Understanding Legislative and Typical
[3:37:57] Municipal Service timelines. Further appreciate we're going to take a
[3:38:02] by - log on forward today. So the typical municipal
[3:38:08] service timelines has amended. Any further discussion or clarification.
[3:38:22] In favor. That is carrying lunch is here. So we
[3:38:27] will break for lunch. Back at one. You're back at
[3:38:33] one.
[4:11:15] Welcome everybody back from our lunch break. We have moved
[4:11:20] closed session to one o'clock. Just one minute here. There's
[4:11:28] a notion here looking for mover in secondary to go
[4:11:31] into close move by. Shaw, second body. There's a Council
[4:11:40] Municipality Aaron Elderson is now going to post session in
[4:11:43] SPS Night of which weights to education or training item
[4:11:46] one. And two is personal matters, both identifiable individual, including
[4:11:52] this for the longer board employees, based to joint. Bruce
[4:11:56] County Hod and Juan Statmotherite Domain. The CEO of Lance,
