[8:03] jail is has a lot of of needs. you know, we don't have medical, we don't have um
[8:08] we have a lot of blind corners. Dispatch is inside of the jail, which dispatch
[8:13] has to um run the jail and dispatch at the time
[8:18] same time, which isn't really safe for our for our officers and inmates. And
[8:22] then we also have like issues with the doors. Um we have a lot of issues with
[8:28] our evidence where evidence is located at.
[8:33] So all of those things needed need to be highly addressed, but this is kind of an

[9:15] their needs are on the top floors with a climbing wall, an ice skating rink, a
[9:20] roller skating rink, lots of activation space, lots of retail and ground level
[9:24] commercial and a parking complex. and the revenues from those activities are
[9:30] what pay for all of the municipal offices and all their uses up top.
[9:37] So, it's the whole idea of Grand County is really short on retail space and
[9:41] we're really short on leasable commercial space and we're also really
[9:45] short on parking. So if we were able to combine and say we can put together a
[9:51] capital staff around providing 365 parking stalls and then have ground
[9:56] level retail commercial activation space around the outside of that area
[10:04] then how does that work with the proformata for long-term investment?

[10:53] going to be starting that master plan. So there'll be so with both of these
[10:57] projects I mean I with the both of these projects for sure the maps master plan
[11:02] is going to have a lot of public engagement and then obviously um the
[11:06] county complex I don't know so much that it will have public engagement because
[11:09] it's just a county project but I think that having you know you guys educated
[11:13] on that would be great and I mean in long term the maps plan or the care
[11:17] center could also be RCOG funds could help with those too. I mean, those are
[11:20] just future future looking ad projects that if that was something that the
[11:23] board wanted to >> the care center right now is like the
[11:26] funding plan for that is to use the the new tax healthare tax.

[12:53] really interesting is where it has been really helpful and really useful is to
[12:59] discover that we're tracking ahead of plan for 2030 in a lot of areas and it
[13:04] shows us exactly where we're behind and then it shows us where our biggest gap
[13:08] is which is really great because it is affordable housing for older adults. And
[13:16] so that's what we'll be able to correct and address theoretically with the MAPS
[13:19] campus project and the the expansion of the Canyon Lands Healthcare Center. But
[13:23] that's the area where we've got the most amount of red is affordable housing for
[13:29] older adults.

[14:16] the boards so that the boards will know what is the idea. So all the directors
[14:20] and our county um directors and county staff and our boards all know what the
[14:24] direction of the commission is so that no one sitting here going well what what
[14:27] are we supposed to be doing? So that's also on there and I think you'll get a

[27:39] memberships, and partnerships, county profile, software tools, and reporting,
[27:44] and then matching funds for economic development project grants.

[31:14] mean one thing we talked about was making a recommendation that goes along

[31:31] and I think I brought up maybe that it would be great, I think it would be
[31:35] great to have along with that a statement that going forward we would
[31:41] like to not do this backwards or you know, but rather it'd be
[31:47] the the preferred way to do this is to have us offer input
[31:52] before the budgeting process allocates funds
[31:58] so that there can a space for, you know, actual back and forth between the
[32:02] commission and and this board. So, that's what what I would sort of
[32:07] throw out there is that we, you know, we trust Melissa and the team to make the
[32:13] best use of the funding for this year, understanding that this is a transition
[32:18] year and that we make part of our recommendation. We use that language in
[32:21] the recommendation that this is a transition year, you know, sort of
[32:24] suggesting that this isn't the way we should be funding the department going
[32:27] forward. and that the you know the the preferred
[32:32] way to decide how RCG funds are spent
[32:38] with a process from this board that offers a recommendation of commission
[32:43] and then the commission acts on that that's you know that's
[32:48] work outside of that process this board for several reasons
[32:53] that's what I would put out there is something along those lines what other
[32:58] people's thoughts are, what you'd like to see in a recommendation to the
[33:02] commission from the sports. >> I got a lot more than that, but so it's
[33:05] kind of a big can of worms, but um I mean I feel like this board could be
[33:09] more of of a place to get information about how economic development is going
[33:14] in the community, how business community is doing. It could be a conduit, not so
[33:18] much like the planning commission like we're going to vote on every little
[33:21] thing, but it could be more um could really add value in terms of helping
[33:27] with economic development decisions that as opposed to um you know just the
[33:33] grants or just stuff that we were all limited to. So I don't know. I think
[33:37] that if we're if our goal is to get this done today, if we have a quorum, um I
[33:42] mean I think you're right, Chris, that we need to think about what is the
[33:45] purpose of this board going forward and what what are we
[33:49] you know what is our role and and right now our what do we call it charter uh
[33:56] bylaws or say just do the just do the um grants
[34:02] pretty much. And so um and so even though it's because the grants aren't
[34:09] available this year because county is has needs the funds then it's sort of
[34:14] like okay. So I don't know I think I think if we were going to add any
[34:18] language like that we might want to think about it more and work chuck it a
[34:21] little bit and think about a way to make it palatable to or more productive or
[34:26] something. But um I just have one question about this but but if you want

[34:58] budgeted the 40,000 is just because there's not a lot of budget. 40,000
[35:03] theoretically would just be the one RCG match. If it weren't and we had
[35:08] additional opportunities available, I wish that we had more in pocket. So,
[35:15] the reason why I did that one is it's the minimum for what the ask would be
[35:19] probably on the RCOG this year. Deborah, do you know if you can use RCG to match

[37:26] it would come back to the board to decide what you wanted to do with it.

[51:44] recommend to the commission the use of RCG funds the board believes will best
[51:48] create economic opportunity for the residents of Granite County.

[1:03:17] and we weren't fully consulted on how to spend the money and so now we're doing

[1:03:44] horses would have been in the right order.

[1:04:54] year we didn't send out grants to everybody saying hey you want to use
[1:04:57] some of this money and then pull it back from them either so yeah last year
[1:05:00] whenever I was there. I was like, "Yeah, we probably shouldn't pay any money out
[1:05:04] of economic development because we have all these grants out there." I wouldn't
[1:05:08] have recommended it. I thought it would have looked bad to do that last year
[1:05:11] with all those all of those grant applicants.
[1:05:14] » Yeah. Last year, we were suggested by the commission that we should run a
[1:05:17] grant program for small businesses in our community and that's what we did.
[1:05:22] » Yeah. >> Right. But in that in that case there
[1:05:24] was some feedback given by the commission and then the board acted on
[1:05:28] that feedback you know but also contributing our own ideas to how grant
[1:05:32] cycles could be run and then we made a recommendation and then the commission
[1:05:37] approved it right that that was like kind of a normal
[1:05:39] » you guys could have still and just like to Melissa's point you could have still
[1:05:43] even though I told you that it was put in the budget because I'm open and
[1:05:46] transparent and it happened last meeting in December that was chosen so not like
[1:05:51] fall of 2020 25, but it was also it was chosen to use that for there. But you
[1:05:56] guys could have still said we still we're going to put in a different
[1:05:58] recommendation. >> Yeah.
[1:05:59] » But I mean at that point it would have I mean
[1:06:03] » at that point it would be a lot of work to put in a different recommendation and
[1:06:06] still have the commission go back and say no.

[1:06:10] one-year thing. >> Totally hopefully that we'll do it in
[1:06:12] the future. So I mean I think part of you if you want to have that frustration
[1:06:16] to the whole commission not just to me. >> No it's just it's not about a
[1:06:19] frustration. It's really just about communication,
[1:06:22] » right? It's because we we've had these conversations, right? You're you're here
[1:06:25] and we have these conversations. We don't have conversations like this about
[1:06:30] the process with other commissioners, but we had that workshop last year about
[1:06:35] the RCG and RCG with the commissioners. And that was, you know, that's great.
[1:06:39] That was like a learning process for everybody. But I there, you know, in the
[1:06:43] same way that you all use the you all use the passage of changing bylaws as a
[1:06:50] way to communicate to us, like our way that we can officially communicate back
[1:06:53] to you, not just you individually, but the commission is through
[1:06:56] recommendations, right? And so it's not that I'm not I'm not, you know, mad
[1:07:01] about it, but I do think that we didn't get the process right this time or let's
[1:07:05] just say there were exceptional circumstances that require that the
[1:07:09] process, you know, the timeline of the process change, but let's not codify
[1:07:14] that, you know. >> Yeah, I don't think we should Yeah, I
[1:07:16] don't think it should be going forward. I agree. I'm fine with your letter. I
[1:07:19] was letting you know that it was like it was definitely conversation. I think you
[1:07:23] that there's a lot of conversation and this is the whole reason that I brought
[1:07:26] the bylaws back to what the state code has is because I think that you guys can
[1:07:30] accomplish things that you spend a lot of time talking, you know, talking
[1:07:33] about, but I and not and not moving forward with it. You know, I think you
[1:07:38] guys need to be bringing ideas to to what you want to see with this money,
[1:07:43] but then you feel like your hands are tied because we already spent the money.
[1:07:46] So, I mean, but we have next year. He's saying that he he's just saying that
[1:07:51] like we spend a lot of time trying trying to comply with the law and the
[1:07:55] regulations and the whole situation and it feels like when you're approving
[1:07:59] things afterwards you're not really on top of that. I think that's the main
[1:08:03] thing point that you're making. But I I I don't I think we have bigger fish to
[1:08:08] fry honestly. Um, I mean I agree with you, but I just
[1:08:13] think like really I mean in your 10 priorities nine 10
[1:08:21] whatever 10 you know you've got two that really relate to economic development
[1:08:26] and if you if there's going to be money spent and we have staff and we're doing
[1:08:31] things that are aimed at winning in economic development and moving the
[1:08:37] needle and actually improving wages and all of the many challenges
[1:08:42] that our community has. That is a very heavy lift and a very big deal. And
[1:08:47] government, it's free market society. So government has very few levers to pull.
[1:08:52] And when they do pull those levers, they need to be really careful about
[1:08:56] unintended consequences and you know, are we doing the right thing and all of
[1:09:01] these things. And so like I just feel like that that work of
[1:09:08] for example the orthopedic center or just as one of the ideas that's out
[1:09:14] there, you know, if that is going to be something we use our $40,000 to get a
[1:09:18] grant for to try to plan for or something or the golf course or any of
[1:09:22] the projects that have been brought up that are aimed at improving economic
[1:09:27] development. I think that there's there's a lot out there and there are a
[1:09:32] lot of communities doing really effective work in this space and we
[1:09:37] should be looking to see what they are and understanding them and figuring out
[1:09:40] the ones that might work for us. We don't have to reinvent the wheel every
[1:09:44] time. But either way, we we just like we do have kids going to school hungry in
[1:09:50] Grin County. We do have people sticking in their cars. We do have a big service
[1:09:53] industry that's not getting paid enough. We have um you know we have these
[1:09:59] challenges and how so if we if this board is ever going to have the
[1:10:05] opportunity or get to work on really moving the needle on those challenges
[1:10:10] what what does that look like and right now we aren't
[1:10:13] » what it looks like is there is there being pathways for a consultation right
[1:10:18] I mean looks like an advisory board being an advisory board
[1:10:22] » right but we aren't in that space right now this commission's made it very clear
[1:10:25] to us that we are not in that space. And so I just think we got to carry on and
[1:10:30] think about it. I mean there there's a I I applaud your um priorities and I think
[1:10:37] they're great. Now how do we you know put the meat on the bones? And so um and
[1:10:44] I think there's so many communities around the west trying to be us trying
[1:10:49] to get some of the money that we get that comes to us. They want our
[1:10:54] customers and so what do we do about that? Do how do we maintain our market
[1:10:59] share? Diversify if we can in a real meaningful way which which of these
[1:11:04] diversification ideas are actually going to move the needle as opposed to be sort
[1:11:08] of a wrong turn that we look back and go well that didn't work. Like we don't
[1:11:12] want that. We want to do things that are going to matter. So,
[1:11:17] um those are the bigger issues that like I was in, uh the press the other day and
[1:11:25] um I was talking to someone and they mentioned a union for guides and I was
[1:11:30] like, "Wow, not even sure that's going to work." And someone started screaming
[1:11:33] at me. I mean, like things are rough out there to talk about like what does that
[1:11:39] mean? like this is and we ended up having a great conversation about it,
[1:11:43] but like >> it looks like it's
[1:11:44] » there's a lot to there's a lot that we can fix and our committee is trying to
[1:11:48] find a way to be useful and positive and productive and help achieve your goals.

[1:12:29] I don't know if do you want do you feel like other commissioners need to hear
[1:12:33] our our echoes of that sentiment like be like oh yeah put this in the budget it's
[1:12:39] important guys you know >> I think that you guys can do whatever
[1:12:42] you want I think if you want to write a letter to the commission on behalf of
[1:12:47] the board I think that's a I think it's good because like you said I'm the one
[1:12:51] that that hears you I mean I can take those concerns back to the commissioners
[1:12:55] but it's different when it comes from from you than me you know and I don't
[1:13:01] I have a pretty good poll of what's going on with the commissioners. I think
[1:13:05] that they all value economic development as well. So, I don't think that we're
[1:13:08] going to have I think that when we look at a budget and and if we have
[1:13:11] shortfalls for next year, it's going to be rough budgeting season. I'm not going
[1:13:13] to say it's going to be rough budgeting season again. Like we have a we've had
[1:13:18] four years of downturn economy and we didn't slow down our spending. So, we
[1:13:22] our expenditures of the county were up and our revenues were down and so we're
[1:13:27] still at that level. we've come up a little bit, but it's not like that much.
[1:13:30] So, so definitely looking at balancing the staff and stuff is is challenging.
[1:13:35] It's super challenging and and what are our priorities? My priorities are
[1:13:39] definitely economic development. I mean, in every one of my boards, like I look
[1:13:42] at like every I'm doing economic development in all of the boards I'm in,
[1:13:46] not just the economic development board, you know, and so it's obviously a huge
[1:13:50] priority to me and and hopefully to the other commissioners, you know, and I
[1:13:54] know I'm going to have push back because increase I already have push back on
[1:13:58] increase of taxes for the healthcare tax, but that's going to create things
[1:14:01] that we need in our economy for our seniors, you know, and the same as as a
[1:14:06] public safety comp or the county complex, you know, it's going to it but
[1:14:09] it, you know, takes revenue. >> Well, that that's the point is that if
[1:14:13] if we come up with economic development spends, we're going to spend taxpayer
[1:14:17] money on economic development and that thing and and the project, whatever it
[1:14:22] is, is broadly supported by a diverse group of citizens who are have some
[1:14:26] expertise on it. That's helping you and that's how it's supposed to work.
[1:14:31] » Yeah. And so that's why I think you know I my hope is that in future this role
[1:14:38] this committee could expand and we could be more helpful on actually delivering
[1:14:42] on these on these priorities. I mean it takes a lot of people to move the
[1:14:47] needle. Yeah. And that's why I I mean that's why I'm sharing these things with
[1:14:50] you because >> you know you can't just work in this
[1:14:53] group I think and that's what I saw in the beginning when I first came. It's
[1:14:56] like you kind of work within this group when there's a lot of other groups doing
[1:14:59] things, you know, like that all how do we bring all of those groups together in
[1:15:02] the community? The airport, because yes, we have the airport that's doing
[1:15:05] economic development. We have the car, you know, this group and this group, all
[1:15:09] these different economic pieces that are working together. So, it's not just like
[1:15:12] only this specific board. >> Sure.
[1:15:15] » That's something could be doing. There's a lot of ways to
[1:15:19] to build the coordination and input and have open stakeholder meetings where
[1:15:24] people get to, you know, talk about ideas and, you know, some of them get
[1:15:30] like, well, that's not realistic and some are good. I mean there's a lot of
[1:15:33] ways to do it and um
[1:15:38] » anyway we just are you looking for Chris like hey we recommend in the next
[1:15:43] budgeting season try to budget >> like do we want to approve something

[1:17:35] that I think that's what our order of business will be in that August is
[1:17:39] picking those two um empty spots and then just kind of over overarching um
[1:17:45] stuff and then it will start doing individual departments.

[1:19:14] to our goals and so the community can see

[1:19:20] force dashboard. So I think those are important and there's if there's simple
[1:19:23] visuals for our community to see that yes, we have goals
