share the event announcements. Item

number five, proclamation recognition of
Latino Heritage Month. Um I will be
[10:03]
presenting a proclamation for Latino
Heritage Month. We already have a
[10:06]
resolution. So yearly we do a
proclamation as well. Item number five,
[10:11]
public comment and new business. A vote
on approval. We should be like
[10:16]
discussion and vote on approval for
variance request for 3100 uh Taylor
[10:22]
Street right here in Marine, Maryland.
I apologize for that. Uh so council will
[10:28]
vote to approve um to approve a variance
request for 3100 Taylor Street in
[10:34]
Marineer. um
as recommended by design review board or
[10:40]
as we have learned to know uh them DRB.
All right. Items number seven uh first
[10:47]
reading of ordinance 05-2026.
American council will have the first
[10:50]
reading of ordinance 05
05. It says we need to put 05 dash
[10:55]
instead of comma 2026 amending the code
of the city of Marina chapter 9 parking
[11:01]
meters to eliminate parking meter and
provide for establishment of pay parking
[11:05]
zones as amino changing for parking
instead zones and this item has been
[11:10]
brought out to council several times
already in our efforts to like clean up
[11:15]
our code and you'll be seeing a couple
of them through the through the next few
[11:19]
months. Okay. All right. Perfect. Um,

next meeting on September 22nd at 7:00.

I don't recall if this one was in the
online or the uh in person version. So,

so the recreation committee is hosting
the third Porchfest on September 26th

from 3:00 to 6:00 p.m. That's a
Saturday. Um and it will be a full

weekend of music as I think
Heightsville's Porchfest is on September
[13:14]
27th um following day. So um come out
for that. Um the um there's still room
[13:20]
for uh performers. So if you want to
perform um get in touch with the
[13:24]
recreation committee um uh through the
website um and sign up. Um second, the
[13:30]
Gateway CDC is beginning to plan for
Gateway Arts District. This is the 25th
[13:34]
year of the Gateway Arts District and so
they are beginning to plan for a lot of
[13:38]
events and initiatives to support
artists and the arts community that we
[13:41]
have here. So stay tuned for that. Um
information coming out soon. Um the
[13:46]
third um the arts commission is starting
to plan for an art that is social. They
[13:50]
had done these back in 2024 and then I
think it hadn't continued in 2025. So
[13:54]
we're trying to bring that back. Um
we're looking into October as a
[13:58]
potential date. So hopefully by the next
work work session I will have more
[14:00]
information on that. Um the city of
Mount Reineerie are both uh local
[14:05]
schools participate in walk bike and
roll to school which is on October 7th.
[14:09]
Um so uh you know make sure you're
paying attention to what they're doing
[14:13]
because it's important that they can
walk safely to school. Um and then I
[14:16]
think district 47 they're having their
annual cookout at Bladensburg waterfront
[14:20]
at uh September 19th. I think that's
right.

as it was announced September 26 3 to 3
to 6. Um Latino month celebration

partnership the Joe's Movement Emporium
will be held October 3rd from uh from 3
[15:59]
to 6 at Joe's Movement Emporium. So it's
going to be an indoor event. The
[16:04]
Halloween parade and trunk or tree will
be held October 30 uh from 5:30 at
[16:09]
Thomas Stone Elementary. and the latest
news. Uh, thank you to all who have been
[16:15]
reaching out to me regarding the buzz um
from PGCPS um being in lack of better
[16:22]
words a complete disaster when it comes
to kids not being picked up or being um
[16:26]
brought right. So, in saying that, our
school board members um had a whole
[16:31]
entire hearing and they uh managed to
get some information out and they're
[16:36]
working on various steps. But if you are
a PGCPS parent in PJ Georgees County uh
[16:41]
school public school system tomorrow,
Wednesday, September 2nd from 6:00 to
[16:46]
7:00 p.m. uh telephone uh town hall will
be taking place. Um you'll be getting a
[16:52]
call directly to your phones in order
for you to log in. But for more
[16:56]
information visit their website and um I
know that we don't have jurisdiction
[17:02]
over the schools but thank you for
informing us of the issues that are
[17:04]
happening because at the end of day
there are students and we collaborate
[17:08]
also where schoolboard members but
tomorrow um please make sure if you're a
[17:12]
parent from um from one of the students
uh when you get the call pick up and be
[17:16]
on it. The superintendent will be
present and they'll be able to answer
[17:21]
questions and follow up. But um the
safety of our kids is very important.
[17:25]
the fact that they're not attending
school for lack of transportation is
[17:27]
also definitely an issue. All right, so
those will be um my announcements. And
[17:33]
actually, you know what? Lastly, but not
least, um I want to give a big shout out
[17:36]
to the Prince George's RC teams. We have
had a lot of um uptakes when it comes to
[17:42]
um immigration enforcement in the area.
We have wonderful volunteers through not
[17:47]
just the city, but collective cities.
They mobilized very quickly and they
[17:51]
make sure they had um various uh people
not just in the location where it was
[17:56]
happening but also around the school.
This was the closest school was Thomas
[17:59]
Stone. So it was a good coordination
between everybody else and making sure
[18:02]
that people were uh safe. So a big shout
out to them. I know they put their um
[18:08]
literally their life in their line
because they care about people. So thank
[18:11]
you for that. And saying that um if
you're interesting on training, please
[18:16]
take it. is important so that way you
know how to protect yourself and also be
[18:19]
aware of what's going on. Okay, so

recognition celebration Latino Heritage
[18:33]

There is a resolution as well, but this

is more or less on has been updated um
because the original one was done quite
[18:54]

A proclamation of the city of Moreno,
[18:58]
Maryland recognizing Latino Heritage
Month and celebrating the culture,
[19:01]
history, heritage, and contributions of
the Latino community. Whereas the Latino
[19:06]
Heritage Months observed annually from
September 15 to October 15 provides an
[19:11]
opportunity to recognize, honor, and
celebrate the rich history, diverse
[19:15]
cultures, traditions, achievements, and
contributions of Latino community
[19:19]
through the United States. And whereas
the Latino Heritage Month celebrates the
[19:23]
many cultures and identities that make
up the Latino community, our native
[19:28]
indigenous from people's from people
whose roots extend through the United
[19:32]
States, Mexico, Central America, South
America, Caribbean, Spain, Africa, Asia,
[19:36]
and communities across the world. And
whereas the theme on mas together we are
[19:42]
more remind us that our community are
stronger when they stand together
[19:46]
support one another and recognize that
our diversity is one of our greatest
[19:50]
strengths and you can move it all the
way up Melissa because you can move me
[19:54]
I'm good but not that good. There you
go. Whereas Latino families, immigrants,
[19:59]
and generations of Latino Americans have
helped shape the history, character,
[20:02]
economy, culture, and future of the
United States through their hard work,
[20:06]
entrepreneurship, military service,
public service, education, advocacy,
[20:10]
artistry, and commitment to community.
There hasn't been a field the Latino
[20:14]
community has not contribute that they
have that they have no increase uh they
[20:18]
have not increased the impact on that
field. And whereas Latino are one of the
[20:22]
largest and fastest growing communities
in the United States, representing a
[20:25]
vital, vibrant part of the nation's
social, culture, economic, [snorts]
[20:28]
civil life. And whereas the Latino
community will always be welcome,
[20:32]
embraced, and respected, and your voice
being heard by the city of Mariner. And
[20:36]
through this time where attacks at a
federal level to our community are being
[20:40]
held for TPS holders continue to
increase, please know we stand with you
[20:44]
and we and you are a ver a vital part of
our community. and
[20:50]
where the Latino uh students continue to
grow their presence in schools, college,
[20:53]
universities across the nation, pursuing
educational opportunities and helping to
[20:57]
build the next generation of leaders,
educators, professionals, entrepreneurs
[21:01]
and public service and
Latino owned business are important
[21:07]
growing part of the American economy,
creating jobs, estraining neighbors and
[21:11]
contributing to the economy vitality of
communities throughout the nation. And
[21:16]
whereas Latinos has served with
distinctions in all branch of the United
[21:18]
States Armed Forces and have bravely
defend our nation through its history,
[21:22]
including the courageous service of the
61st Infantry Regiment of Puerto Rico
[21:26]
known as Borik, whose legacy of
couragement and sacrifice remain
[21:30]
important part of our national nation's
history and where Latino public servants
[21:35]
have contributed at every level of
government, including the speaker of the
[21:38]
house, senator, delegates, board
members, mayors, council members,
[21:41]
elected officials, judges, educators,
administrator, first responders,
[21:45]
military leader leaders, artists,
community advocates demonstrating a
[21:48]
long-standing commitment to the public
service and civic participation.
[21:53]
And whereas Latino community has
enriched the city of Marina through its
[21:56]
diversity, energy, creativity,
entrepreneurship, CV engagement, Latinos
[22:01]
has served as elected officials, boards,
and commissions members, committee
[22:04]
members, volunteers, advocates, business
owners, nonprofits leaders, educators,
[22:09]
staff members, and community organizers.
And we're almost done, I promise. And
[22:15]
whereas the city of Marine recognizes
Latino Heritage Month is not only a
[22:18]
celebration of the past, but also an
opportunity to honor the present,
[22:20]
embrace the future, to recognize the
young people who are learning their
[22:24]
history and families who preserve their
traditions and community leaders who are
[22:27]
creating new opportunities for
generations to come. And whereas the
[22:32]
values of familia commun
persistencia, family, community culture,
[22:37]
respect, hope, and perseverance are
reflected in the many ways Latino
[22:41]
residents contribute to the strength of
the fabric of Morenir. And whereas
[22:45]
Latino culture has enriched our
collective community through music, art,
[22:49]
dance, literature, food, language, uh,
traditions, faith, entrepreurship,
[22:54]
countless and other expressions of
identity and heritage. And whereas we
[22:59]
recognize there is no single Latino
experience of culture, but rather a
[23:02]
beautiful tapestry of history,
countries, language, traditions, and
[23:06]
identities that together make the Latino
community diverse, dynamic, and strong.
[23:11]
And whereas the Latino Heritage
Month, we affirm our commitment to a
[23:17]
community where every resident is
treated with dignity and respect, where
[23:20]
diversity is celebrated, where
discrimination, racism have no place,
[23:23]
and where everybody has the pertinent to
participate fully in the civic and
[23:26]
community life of Mount Reineer. And
whereas the generation who came before
[23:31]
us honored, we honor those who have
paved the way and recognize the
[23:35]
generations who will carry these
traditions and dreams forward.
[23:40]
Okay. Whereas
our culture is a strength and the
[23:45]
stories, traditions, sacrifices and
accomplishment of Latino community are
[23:48]
essential part of the American history
and the story of Mariner. Whereas camos.

So together we celebrate our roots and
build our future recognizing that our

shared community is stronger when every
resident has the opportunity to thrive
[24:03]
and contribute. So now therefore let it
be resolved that the city of Maria Maran
[24:08]
Kar recognize and celebrates Latino
heritage month and honors the history
[24:11]
culture heritage achievement and
immeasurable contribution of Latino
[24:14]
Latinos and the bar Latino community of
our city and our state and our nation

for the be resolved that the city of

community's continued contributions to
the vitality and future of the city and

and traditions and promote greater

understanding, unity, inclusion and
respect among each other. So says

be here. I've been here in a long time.

Um, and I wanted to [gasps] talk about
what's been happening on Bunker Hill.
[27:53]
Um, 3500 and 3600 block of Bunker Hill.
Um, there's been this great project for
[27:59]
safer streets happening there. Thrilled
about that. But the project was supposed
[28:04]
to have green infrastructure in and um
it's not going to for various reasons.
[28:11]
Um one of the things was a tree which
I'm thrilled that the responsiveness of
[28:16]
the council has been to save that elm
tree. Unfortunately um [clears throat]
[28:21]
in saving the elm tree, we have
abandoned the plan to do green
[28:26]
infrastructure there. Um, and we also
ended up not being able to do it in the
[28:31]
other bumpout on this project. And you
know, this project was originally
[28:36]
planned with green infrastructure um,
many, many years ago. I helped work on a
[28:41]
plan for making green infrastructure a
priority, making the river a priority in
[28:46]
our community. And I think in many
projects that gets put by the wayside.
[28:52]
And that unfortunately has happened in
this project. And it's as a Bunker Hill
[28:56]
resident, um, as an advocate of the
river, um, I'm I'm very disappointed
[29:01]
about it. And I just wanted to come and
bring this to the attention of the
[29:05]
council knowing that there, you know,
I'm I'm very thankful that Mr. Kamali
[29:10]
came to my house and talk to me about
it. It's wonderful to make that
[29:13]
connection. Danielle, thank you so much
for also, you know, rising to the
[29:18]
occasion, talking with me, getting
conversations started. I really
[29:21]
appreciate that responsiveness. I just
wanted to figure out how can how can we
[29:25]
going forward there are citizens out
there that can help with this myself, my
[29:29]
partner included. We'd love to do that
so that we can make green infrastructure
[29:33]
in the river a priority. Um
you know green infrastructure helps with
[29:40]
resilience, climate resilience,
flooding, um helps bees and butterflies.
[29:45]
It helps the river. And my primary thing
personally is the river because for 10
[29:51]
years I documented the Anacostia River.
I wrote this book and took the
[29:55]
photographs for this book um that
details the history of the river and our
[29:59]
own responsibility as a city and as
residents to help heal some of the
[30:04]
damage that we've done over history. So
I just want to present this to the city
[30:08]
and just please ask that that we can we
can try to figure out how to make green
[30:13]
infrastructure a bigger part of what we
do. Thank you. Okay, you have it.

» So, uh, Mr. Kamali, that might be a
question for you to answer because I
[30:27]
have not seen the the plans. What is
being I know two design has and they're
[30:32]
supposed to be done by the end of the
month. What What does the project look
[30:35]
like? Because I'm not sure I'm in
[clears throat] the same page with this
[30:37]
information.
Well,
[30:43]
the project on on 35th and and uh and 36
on Bunker Hill Road. Originally when the
[30:52]
concept was designed
uh tool design put some rain gardens
[30:58]
between the 35th and 36 on next to the
church.
[31:04]
But uh when they get to the design
unfortunately due to the utilities as I
[31:11]
came to your house and explain it to you
guys utilities and uh also when we go
[31:18]
over 5,000 square ft soil disturbance we
have to go to the county and get the
[31:24]
permit which is a long hall and uh so uh
we decided to take the rain garden only
[31:34]
out and I just want to emphasize the
purpose of SS4A project. It's to make
[31:40]
our streets safer to have more traffic
calming devices. So I just took the
[31:48]
[clears throat] rain garden out but the
bump out and the curb extension is
[31:53]
there. Right now the street is narrower
so the traffic is going to be very calm.
[31:59]
People are not going to be speeding over
there. So that was the result of
[32:06]
utilities and 5,000
limit that the county has on the
[32:11]
project. So that's one. Two, when we get
to to the 36 street, there is a big tree
[32:21]
over there. So originally tool design
and the city's arborist recommended to
[32:28]
remove the tree. I had to go over there
with the tool design again and I
[32:33]
suggested that we're going to keep the
tree and we're going to just do the the
[32:38]
curve extension and the bump out, but
we're not going to put the rain garden
[32:44]
because if I want to put the rain
garden, I have to take the tree down.
[32:48]
So, that's that's another issue. Right
now tool design is working on the
[32:54]
project and they supposed to give it to
me by September the 4th which I will
[32:58]
bring it to everybody's attention and
then on the other side today I'm sure
[33:04]
you noticed that some people were were
doing some infiltration test on the
[33:11]
other side there is a rain gardens in
the plant but if the infiltration rates
[33:16]
is not going to be sufficient we're
going to take it out there's is no uh
[33:22]
choice for us to put the rain garden in
because if the soil type is C or D,
[33:29]
there is no infiltration. It's going to
defeat the purpose. So, what we're going
[33:33]
to do, we're going to bump it out. Right
now, we did the test, you know, today
[33:39]
and they're going to give me the result
back next week. So, that's the whole
[33:44]
story about, you know, 35th and, you
know, 36. I'm sorry. It just you know
[33:49]
this project is SS4A and the time is of
the essence because I have to move
[33:55]
forward with the project which we did
the the the vision zero steady and the

need to do more as a as a county and as
a city to represent their needs. I also

talk, what is the timeline for the
street projects in terms of the code the

the camera enforcement? Do we have a
timeline for it to be implemented?

the batteries because we're using the
solar panels to support the camera. So,

had a question about two things. One is

they're kind of interrelated. We've
noticed on our block there is a constant
[37:27]
flow of fast traffic from I guess this
Eastern Avenue over to Rhode Island
[37:33]
Avenue and back and forth. I imagine I'm
not the first person to mention this who
[37:37]
has also noticed it, but it does seem to
be pretty fast, pretty frequent. And
[37:42]
what exacerbates it is the fact that
there's not much light on the corner of
[37:46]
Otis and 30 34th.
Um, it's pretty dark at night, so I've
[37:52]
had nights where I'm coming home and I'm
walking from the bus stop and I have to
[37:57]
literally just like take out my
earphones and like check two, three
[38:00]
times to make sure nothing's coming
because things are coming real fast. So
[38:04]
my question is, are there any I know
that there's a process for speed bumps.
[38:08]
I'm aware of that process. I'll look
into that process with my neighbors. Are
[38:12]
there any efforts that you all can do
with respect to lighting in the
[38:16]
meantime? Um there's like I think one
street light, but it's pretty dim.
[38:20]
Having more lighting would be kind of a
helpful partial solution to the problem.

So just curious about if there's any
efforts on that front or if there's any
[38:29]
been any history about how that's been
dealt with previously.

ticket. If they go through the stops and
they're going to be fine double.

SS4A,

it's in the design list

and then get the contractor on board and

the year before. What's the status of
those being addressed? [music]

And has the city received a copy of the
um valid used and occupancy permit for

the artist laws? This is question one.
And then question two is about a

proposed bike lane on Wood Island

So, regarding the RDA, in fact, our city
[42:59]
attorney send them an agreement to the
trustee and RDA people. So, right now,
[43:08]
yesterday we got the response with a lot
of red lines. Our attorney is on
[43:14]
vacation until, you know, Thursday. When
she comes back, I'm going to talk to her
[43:19]
and then we can give you guys an update.
>> I know based on the RFP that they're
[43:26]
waiting for responses to or making a
decision on those, they had indicated
[43:31]
that the rep some of those deficiencies,
the repairs were going to be a part of
[43:36]
that RFP and they wanted the timeline
adjusted to accommodate that that
[43:41]
schedule. That's what we are going to
do. That's what we're we're putting
[43:45]
everything in the agreement that they
got 90 days to fix everything and then
[43:50]
come back. We're going to issue a
provisional license for them in order to
[43:55]
get that grant cuz that grant right now
uh they should be receiving the
[44:01]
agreement for it. So once they get the
agreement and once we sign, you know,
[44:07]
the agreement, then they're going to
move forward and we're going to issue a
[44:11]
provisional or temporary rental license
for them and everything is been stated
[44:19]
that they have no authority to go after
the residents resident that have a
[44:24]
lawsuit with the court against the
landlord. So right now it's the city
[44:30]
attorney sent it to them more than a
month ago and we've been keep bugging
[44:35]
them and yesterday we got a copy of
their comments. So I'm waiting for the
[44:41]
city attorney to come back on Thursday
>> and just take it from there.

» So the temporary or provisional rental
license that you'll issue is that still
[44:52]
contingent upon there being a valid UNO?
>> Yes. with the county.

>> So, still what is the status of that?

had, it was from 2005, I believe it was.

Uh, no, no, it was it was in a UNO that

was issued by the county and since then
we haven't seen anything.

team that there was a a license that was

shown. That's reason why we moved
forward to temporarily give it to them.

were told. That's the reason why at

least that's what I was told in the last
meeting, the emergency meeting.

week RDA was there to do the inspection

inspectors were there.

the Rhode Island Allen Avenue it's a SHA

state highway. So, um

expansion of the trolley trail. And um
the only action that's been taken so far

that I'm aware of is that we have um a
planning um we're working we um we we
[47:16]
were able to engage um the the planning
I'm blanking on the name of them. Um
[47:21]
with MNCPC, they have a planning team
and we were able to engage with them and
[47:26]
they have hired a consultant. I I
believe for the for the planning and so
[47:31]
there's nothing beyond planning
occurring right now. Um but ultimately
[47:37]
the the idea is to extend the trolley
trail that right now ends in Brenwood um
[47:43]
all the way down um Rhode Island Avenue
I think potentially all the way to
[47:47]
Eastern. But uh Council Member Wood

question in order to get the the
information you know cuz it's Yeah, just
[47:57]
go ahead. I won't say nothing else.
>> So state the road is state highway. Um
[48:02]
four years ago or so there was a
proposal to potentially expand it and
[48:06]
what that would look like. So state
highway has taken four years. We've been
[48:10]
in the dark. We don't know what's been
happening. They've been planning and
[48:13]
studying. They created a feasibility
study. It's a feasibility study. We
[48:17]
haven't responded as a council yet. We
haven't talked about it as a council
[48:20]
yet. We haven't gotten to those points
yet. There's a lot of work to do to get
[48:24]
to even to a point where we can talk
about it in a public setting. So that's
[48:27]
where we're at. just given the way it's
situated now, you know, potentially not
[48:34]
to get you to answer these questions,
but just concerns of where, you know,
[48:39]
how could you theoretically expand Rhode
Island Avenue number one and given the
[48:45]
parking situation with the businesses
competing with residents that don't have
[48:49]
enough parking [clears throat] spaces
already to actually have to give up some
[48:54]
of that that um real estate to designate
it as a bike lane could be problematic.

» Yeah.
>> Again, we have a feasibility study on
[49:04]
our hands. We don't have any plans at
this time to remove any parking or to do
[49:08]
anything on this portion of the the
road. So, we we have to go back and we
[49:12]
have to have conversations. As a
council, we probably have to have
[49:15]
conversations. I've had conversations
with two council members um so far. I
[49:19]
have to talk to the other two. Um and I
would like to have more in-depth
[49:23]
conversations with people before we
bring this back to the public. Thank

trolley trail um ends in Heisville. So
[49:32]
it includes like the the preview the
study includes no brain bramble rainer.

So it's not just a mineer thing. It's uh
in order to connect with DC as you see

is working within their network. Uh the
other thing to point out like currently
[49:46]
as we stand uh the one lane of the
traffic is designed to a bike could take
[49:52]
over that lane if they choose to. That's
the way it's been for for forever. Those
[49:58]
signs have been there. I think we don't
notice it until we noticed it. I think
[50:02]
people have been biking here for years
realize that like that is the right uh
[50:05]
right away. But again, it's just a study
that was like asked for four years ago
[50:11]
and they just put like information
together and every city is going to
[50:15]
decide what they're going to do. But
it's a way to connect us along route
[50:18]
one. Um, in the other end I College Park
is also trying to expand towards Loro
[50:24]
and at this point it ends in Heisville.
So that transition of people that move
[50:28]
forward between one another, it kind of
cuts off three cities off. DC is
[50:32]
expanding on this way. So we're going to
be um with a big chunk in the middle. So
[50:36]
that was more or less um what they want
to do. What are the options to move
[50:40]
forward? But yeah, thank you for the

unit, it must not might, not may have a
a an official UNO from the county. And

if I had [clears throat] anything to say
about it, if the county couldn't produce
[51:53]
a UNO for that building or whoever needs
to produce it, I would waste my time
[51:58]
thinking about a rental license,
temporary or otherwise. No, they can't
[52:02]
move forward without it, but they can't
collect rent either without a UNO. The
[52:06]
law says so. And [clears throat] so why
would we be anticipating, contemplating
[52:11]
giving them a temporary rental license?
They can't collect rent from those
[52:16]
tenants.
totally illegal.

So if we're not demanding a UNO in order
to issue the rental license, are we
[52:26]
going to be complicit and breaking the
law?

That disturbs me a lot. And it's not
new. It's not a new law. It's been out

there and we need to hold the county
accountable for making that happen.

No, we don't want to see our tenants,
especially our residents, forced to move
[52:49]
and they can't
cuz there's a bankruptcy out there.

There's also the need to discuss where
we go with this future wise.

And from my from my vantage point and
reading the law and being there with
[53:04]
this building going up and still
standing, there's so many repairs out
[53:08]
there that to approve or take a $1.5
million
[53:13]
thing from the state. What are you going
to do with it? The problem is much
[53:18]
bigger than that. And yes, I'm aware of
the inspection. I'm aware of the walkth
[53:22]
through. I've talked to some of the
people who were on it. I've talked to
[53:26]
some of the buyers who are interested in
the building. It is fixable, but are we
[53:30]
going to demand that it get fixed or we
going to be complicit in giving them a
[53:33]
rental license so they can harass the
folks that are there? [clears throat]

That's a problem for me and I would like
for my council and my mayor to actually
[53:42]
dig deeper.
My two cents, not jump to the other one,

» We have had parking issues [snorts] in
Mount Reineia, Main Street, Rhode Island
[53:59]
Avenue, and 34th from the day I moved to
the city. And yes, it's a state highway.

But to consider that means we ought to
have some dialogue with the with the

community,
not just a decision from up here cuz we
[54:14]
felt like the dickens [laughter]
to get businesses to even consider
[54:18]
coming to Mount Radio. And the biggest
reason they didn't want to come to Mount
[54:22]
Reineer was there's no place for the
employees to park and there's definitely
[54:27]
no place for the customers to park.

And we also have meters that we take it
and go forward with. We need to really
[54:37]
think about parking. And I think we need
to be fighting the state tooth and nail
[54:42]
on if we giving up our parking and our
parking meter money and our lane. What
[54:48]
the city going to get for it? Oh, we got
a bike trail. Well, you've had a bike
[54:52]
trail since Otis Haywood was on the
council many years ago. And that bike
[54:56]
trail comes out of DC, goes down Barnum
Aronda and connects with the
[55:03]
Heightsville area. It's been there. It's
not a new idea. The new idea is to bring
[55:08]
it down here to Main Street and take up
more parking in our city that
[55:14]
we're going to be more on it. I think we
need to look at and there's a study out
[55:18]
there that shows what it would look like
with it and I can't remember the name of
[55:22]
it, but I don't know. None of you were
here. I think we should look in our
[55:27]
library and see where it is and pull it

clarity, it was a study that was done
[55:35]
four years ago. They didn't give us,
they didn't ask for additional input.

They just finalized it and say here's
the study that is done for you guys on
[55:43]
it. Nobody's moving one ounce of inch on
it. It was just a document that was
[55:47]
given to us and that's it. Is this what
it is? And again, is is going to take uh
[55:53]
they're just not going to do marine.
It's a multiple city uh impact. And
[55:57]
they're not saying x amount of parking
lots are going to be taking state. they
[56:00]
propose like this is what it looks like
and it's up to us to have like the
[56:04]
community conversations. So it's across
the municipality, it's across
[56:06]
everything. That's the reason why the
fact that it was given to us to like
[56:10]
think about it, you know, figure out
what is it that we've been want to do
[56:13]
for the next steps, nothing has been
decided. So for the community to be
[56:16]
like, oh, there's a study. It's like we
haven't even been able to absorb it and
[56:20]
and read it through. Some of us have
walked the pathway to see what it would
[56:23]
look like, right, on our own time. And
thank you, Valerie, for offering, you
[56:28]
know, to walk us through, right? Um, but
that's it. That's all it was. The
[56:31]
document that was given to us and we're
trying to at least like absorb to is
[56:35]
what it is. So, I wouldn't even say it's
in the beginning stages. It's like a
[56:39]
negative whatever. So, that's the reason
why it's a little bit interesting that
[56:41]
we're getting questions on it where
we're not even there to figure out what
[56:45]
the council wants to do. Last city, even
if it was a study,
[56:49]
» Mhm. due diligence says we need to do
our due diligence to look at the study
[56:54]
to see what impact it will have and
actually offer some feedback. They
[56:58]
didn't give it to you just to put on
your book on your bookshelf. They
[57:02]
actually wanted you to read it hopefully
and hopefully having read it, you would
[57:06]
look at what is the benefit to Mount
Reineer. How will it impact our
[57:10]
economics? How will it impact our
traffic? How will it impact our
[57:14]
residents? I would not just say they
just got it in the hand. Okay, that's
[57:18]
great.
>> But what are we going to do with it? I
[57:21]
want to be clear, that's not what I'm
saying. I'm saying we just received it.
[57:23]
We're like studying it. I don't think
one person here has not looked at it,
[57:26]
read it, and review it. We just
literally just got it. I think it's not
[57:30]
even a month old in our hands, and
they're waiting for we're going to be
[57:33]
giving them feedback, but I think the
first step is for us to like review it,
[57:37]
analyze, and figure out what what it
means. But they don't have the money to
[57:40]
like build tomorrow. That's not the way
it is.

» That's not how government work anyway.
But I would just want to make sure it's
[57:47]
clear that at this point, we have
received it. We're reviewing it
[57:50]
individually. We're going to review it
together, but it gave enough times for
[57:53]
us because the hefty document for us to
figure out what it what it is, but 250
[57:58]
pages. So, at this point, I just want to
make sure to bring two things. One,
[58:02]
we're going to bring it to like
chambers, but today was in the day. We
[58:05]
wanted to do it in a work session. We
just literally got it.

>> We want to make sure to analyze it. So,

to be clear, whoever released this
document out, we haven't done nothing
[58:13]
but received it. We're looking into it,
figure out what it means for M Reineer
[58:19]
and what is it that we can support and
not support that. That's all it is. But

again, it will be done in a public
meeting and we just got back from you
[58:28]
know from recess today and we're not
trying to violate open meeting law by
[58:32]
like you know going after meetings
behind people's door. But just be aware
[58:36]
so it's not being ignored. I think
people got it the first meeting and
[58:39]
we're we're analyzing the information to
get us through. That's it. I I we're not
[58:44]
trying to rush into anything. We're just
trying to get the information across.

And again, it's multi- cities. So,
they're not going to hop from Heisville
[58:51]
and just make it to Morener. That's not
the way it is. Like, it has to be in
[58:55]
agreement. And every city is going to
decide what's best for them. And the
[58:57]
trauma might end up being all the way to
the corner of like Branwood and Morenir,
[59:02]
right? This is doing their own thing on
the other end. It might be just Morener
[59:05]
in or out, right? But that's something
that they're working on and figure out
[59:09]
what's also best for their communities.
and we're gonna appeal for whatever is
[59:12]
best for us. But again, we're reviewing
it. We have walked it through. I know
[59:15]
more than one of us have walked it
through.

» I know see what there's about four of us
that have walked it through to like
[59:22]
actually see it. Cuz when somebody has
you this much paper and a bunch of
[59:26]
photos is definitely different than for
you to go through it walk block by block

looking at the information, look at what
they're proposing and things like that.

But against a proposal how they see it
not necessarily means that we're going
[59:38]
to see it the same way. I want to make
sure that it's clear that we all I know

this group we might not get along in
many things but we all love to read and

look at the data and analyze it and
figure it throughout. So this is not

going to be something that's going to be
passed by without being brought out to
[59:54]
chambers and a community meeting and
multiple things to to work through it.

have to. But for those of us that are

concerned about ADA access, concerned
about the businesses, concerned about

implementation,
um I would I would ask that just like
[1:01:39]
every other legislation and and public
works thing that there be public comment
[1:01:43]
on structural things, not just colors
and and pretty things. Okay. So, I'm I'm

writing about the the or not writing,
I'm here about the the curbs. Um the the
[1:01:56]
sidewalks were redone on my block.
Fantastic. Great. Love them. That we

have a speed bump now. It took like 5
years, but fabulous. Love it. Traffic

slows down a lot. Um but what about the
broken curbs? And I know we talked about
[1:02:11]
this like back in April. It's not
related to safe streets for all because
[1:02:15]
this is something that the city had
committed to do like in 2014 or 2016 and
[1:02:20]
then never did. Um [clears throat]
there's erosion that happens. There are
[1:02:24]
leaves and tree roots that come down and
you know it's slippery and you think the
[1:02:29]
curb is there and it's not and people
have fallen. They've slipped and fallen
[1:02:34]
into the street. Um I've slipped and
fallen into the street. Besides bruises
[1:02:39]
and scrapes, I now have a damaged knee.
Um, but when I fell and and a car
[1:02:44]
narrowly missed me because they were
driving on their street, [gasps] not
[1:02:48]
realizing that a woman was going to fall
prone in front of them. Um, other people
[1:02:54]
that came to help me said they had seen
other people slip, delivery people had
[1:02:58]
slipped and fallen, that kind of thing.
So, I would ask that that be revisited,
[1:03:03]
the the curbs, and if there is anything
known as to when that will happen. Thank

Um if you have been following um our
[1:04:34]
wonderful meetings, this uh property was
brought up um a few months ago and uh
[1:04:41]
since then there has been a variation
that needs to be um needed and the way
[1:04:47]
it works our our wonderful team from
design review board J uh Joseph Deier
[1:04:52]
I'm correct um basically we have design
architects and everybody else who has
[1:04:57]
great minds in the cities they're
appointed they come together and they
[1:05:00]
give different recommendations to the
homeowner in order to get us where it
[1:05:04]
keeps the character of the city, the
architectures on and so on. Right? So
[1:05:08]
they go ahead and meet as many times as
needed to get it where it needs to be
[1:05:12]
and then eventually they come to uh they
write a letter to be constant say hey
[1:05:16]
these are recommendations from the team
and we present what their
[1:05:20]
recommendations are. So this is what
we're adding right now to the um this is
[1:05:24]
part of the agenda. So, Joseph, is there
anything else you need to add regarding?

And if you guys could put the letter up
in the screen, definitely will help. And
[1:05:31]
if you could review what the
recommendations are, Joseph, that

letter has not been to us before our
work session and that the when we this
[1:05:42]
was present the project was presented to
us, I believe in the January legislative
[1:05:47]
session, um that uh the variance as
Mayor Bonita said was not necessary.

that had come to light and the design
review board reviewed it in May. Um they
[1:05:58]
had problems with the original design
that was presented to them and rejected
[1:06:02]
it. Um the uh de the project developer
then hired a new architect who was um
[1:06:10]
the first one was not willing to work
with our design pattern re uh our
[1:06:15]
pattern book. uh that the new architect
was. So they were they held firm to make
[1:06:21]
sure this uh variance fit with the
character of our city and uh they met on
[1:06:27]
August 13th. Um unfortunately there was
a mixup and I was unable to make that
[1:06:31]
meeting. Um but the design review board
did review it and had put forth this
[1:06:36]
letter for approval. Um now since it is
uh it was not brought to us in a prior
[1:06:43]
work session but there is some
timeliness. I do propose I would like to
[1:06:48]
make a motion to suspend the rules um
requiring an item to be discussed or
[1:06:55]
voted on shall have been discussed in a
previous work session. So I will ask
[1:07:01]
that we first review the letter and then
make the motion for a vote because it's
[1:07:05]
a property that has already been brought
up. It's like no stranger to us
[1:07:08]

The Mount Reineer Design Review Board
[1:08:00]
convened in an open session at one
municipal place to consider the zoning
[1:08:04]
variance V926 for 3001
Taylor Street Mount Reineer. You need to
[1:08:09]

Raina Morales and Jose Mendez, and their
architect Ben Nort. The applicants are
[1:08:27]
seeking V validation for various
existing site driven violations.
[1:08:31]
Approval of the variance will allow the
owners to properly permit the previous
[1:08:34]
unpermanent second floor addition and
obtain the building permit to complete
[1:08:38]
construction.
Oh. Uh, the specific violations reside
[1:08:42]
in the fact that zoning ordinance
274202E2
[1:08:46]
prescribes that each lot shall have a
minimum net lot area of 6,500 square ft,
[1:08:51]
minimum width of 65 ft measured along
the front building line, a minimum front
[1:08:55]
yard depth of 25 ft, a minimum side
width of 8 ft, a minimum rear yard depth
[1:08:59]
of 20 ft, and a maximum lot coverage to
35%. variances of 2375 ft net lot area,
[1:09:05]
10 ft lot width, 7.1 ft front yard
depth, 6 ft sideyard with 11 ft sighty
[1:09:12]
yard with 1.4 ft rear yard depth and 1.6
lot coverage, 6% lot coverage are
[1:09:19]
requested. This meeting was the
follow-up to a May 14th, 2026 meeting
[1:09:23]
where the DRB rejected the proposed
exterior elevations to the residents on
[1:09:27]
the ground. They did not meet the design
standards our community is trying to
[1:09:31]
maintain based on this. The owners were
asked for revisions to the design. It
[1:09:34]
was recommended that the architect refer
to the pattern book for inspiration. A
[1:09:37]
subsequent set of revised drawings were
sent by email were also rejected at
[1:09:40]
which point an inerson meeting with the
owner's architect was requested. When
[1:09:44]
the architect resisted this, they hired
a new architect, Ben Norcin. Mr. Norcin
[1:09:47]
very creatively was able to propose
modifications. The existing currently
[1:09:50]
built structure that creates the visual
impression of a historically appropriate
[1:09:53]
form with appropriate detailing. These
included addition of appropriate
[1:09:57]
overhangs, white white casings around
the windows to simulate rake out at the
[1:10:02]
roof, treatment of the left side,
addition of a different siding detail
[1:10:05]
and reconstruction of the front porch
used using new rockface black porch
[1:10:10]
pierce. The RB made a request final
request to Mr. Norin for a few
[1:10:15]
additional minor changes and
clarifications drawing. Mr. Kokus motion
[1:10:18]
that the once the revised drawing were
received and reviewed, the DRB would
[1:10:22]
send this letter to the council
recommending approval of the variance.
[1:10:24]
This was seconded by Mr. Set off. The
final vote was unanimous. The requested
[1:10:28]
revisions to the drawings were received
on A23 2026. The requested changes have
[1:10:33]
been incorporated into the accompanying
drawing sent note at DRB review and
[1:10:37]
consist of sheets A700, A71, A72, A73,
A74, A75, 06, A76, A7, A78. Also attach
[1:10:47]
a reference of the meeting notes from
the August 13th meeting. The RB is in
[1:10:50]
the opinion that Mr. Norin's current
design is responsive to our original our
[1:10:53]
previous concerns and design and brings
the design into sufficient alignment
[1:10:57]
with the context of the neighborhood.
The RB is given asurances by the owner
[1:11:00]
that changes indicated in the drawings
will be what gets built but in request
[1:11:06]
that the council's recommended
recommendation letter specifically
[1:11:09]
reference these drawings and make it
clear that it approval is conditional on
[1:11:12]
these changes becoming part of the final
drawing permit permit drawing set.

Maryland the council of the city of
Morenia Maryland and known as the city
[1:21:59]
council has the authority to pass such
ordinance as is deemed necessary to
[1:22:02]
assure the good governance of the
municipality protect and preserve the
[1:22:07]
municipalities right property privilege
preserve peace and good order secure
[1:22:12]
persons and property from danger and
destruction and protect the health
[1:22:16]
comfort and convenience of the residents
of the municipality and whereas pursuant
[1:22:22]
to code 25-101 and code 25-102
of the transportation article of the
[1:22:29]
code of Maryland the mayor and council
have the authority to regulate parking
[1:22:32]
of the vehicles on the street within the
city's jurisdiction in whereas pursuant
[1:22:36]
to the authority this authority the city
council has adopted chapter 9 parking
[1:22:41]
meters and has installed parking meters
along certain parts of certain city
[1:22:46]
roads and whereas the mayor and council
wish to modernize the city's pay parking
[1:22:50]
program to replace it parking meter with
a more modern and effective and less
[1:22:54]
costly internetbased system. [snorts]
Section one now therefore beertain and
[1:23:00]
enact that the council of the city of
Marineer the chapter 9 parking meter. So
[1:23:04]
section 9-101 parking meter zones of the
city code should be and hereby is
[1:23:09]
amended to read as follow.

parking zones. The American Council may
design a city street or parking lot
[1:23:24]
under its controlled as a pay parking
zone and may require vehicles operators
[1:23:28]
to pay to park in such zones with such
means as the mayor and council deem
[1:23:33]
appropriate
including via internet programs or
[1:23:37]
applications during the hours specified
on signs to be installed in or along
[1:23:41]
such stones. The owner of the vehicle
should be responsible for the parking
[1:23:45]
fee for any vehicle parked in a parking
zone.
[1:23:50]
Section two be a further ordained and
enact by the council of city of Marener
[1:23:54]
that chapter 9 me parking meter section
9-103
[1:23:58]
is selection of parking meters of the
city code should be and hereby is
[1:24:02]
amended to read as follows. Section
9-103 collection of parking fees. Pay
[1:24:09]
parking zones. pay parking zones uh
section 8. The mayor and city council
[1:24:13]

all the way to the bottom of this. There

designated paid parking zone during that
[1:24:59]
time period specified in section 9-105
of this chapter, the driver shall access
[1:25:04]
the electronic payment system by that
means indirectly of the sign designated
[1:25:08]
the zone and shall make payments
electronically as directed by the
[1:25:11]
parking system so accessed. Section
three better further ordained and
[1:25:16]
enacted the council by the council of
the city of Maria that chapter 9 parking
[1:25:19]
meter section 9-104 operate operating of
parking meters of the city code should
[1:25:25]
be and hereby is repealed and the
section is reserved for future future
[1:25:29]
legislation.

parking meter space or in such position
that the parking should not be entirely

within the area designated by such lines
of marking. All right, moving on to
[1:28:47]
section C. Be further obtained and act
by the council and of the city of
[1:28:51]
Marineer. The chapter 9 parking meter
section 909-107
[1:28:55]
enforcement of the city code should be
and hereby is amended to read as follow
[1:29:01]
uh 9-07 enforcement 8. It should be the
duty of the police officers, parking
[1:29:05]
enforcement officers and code
enforcement officer of the city of
[1:29:08]
Marina to enforce this chapter and upon
discovering any vehicle park otherwise
[1:29:12]
in violation of the chapters to you.
Deliver a citation to the driver or if
[1:29:16]
the vehicle is an attendant attach a
citation in the suspic suspicious place
[1:29:22]
and keep a copy of the citation bearing
the officer certification under penalty
[1:29:27]
of perjury and the facts stated in that
citation are true. B. In the absence of
[1:29:33]
the driver of the vehicle, the register
owner of the vehicle is presumed to be
[1:29:36]
the person receiving this citation.
C. [snorts] Citations issued under this
[1:29:41]
chapter should the number should state
the number of the parking space or zone
[1:29:46]
in which the vehicle is parked in the
circumstances that indicate that the
[1:29:50]
vehicle has been parked or otherwise in
violation of the provision of this
[1:29:54]
chapter. the state license of number of
the vehicle, the make and model of the
[1:29:58]
vehicle, the date and time of the
violation and any other facts necessary
[1:30:04]
to understanding of the circumstances of
the violation.
[1:30:09]
D. The citation the citation should
notify the person receiving the citation
[1:30:13]
to pay the fine for the violation to the
city of Marina within 30 calendar days
[1:30:19]
from the issues of citation or to give
written notice to the city of Marina
[1:30:23]
within 25 calendar days from the date of
the issue of the city of of the citation
[1:30:29]
of intention to stand trial for the
violation in
[1:30:33]
district court. The citation also should
notify the owner or driver of the
[1:30:37]
vehicle that failure to pay the
prescribed fine by the payment date or
[1:30:41]
to request a child may result in the
vehicle being immobilized or impounded
[1:30:45]
or the vehicle registration renew or
transfer being withheld. So all of E is
[1:30:51]
out and there it goes. If a person
elects to stand trial for the violation
[1:30:56]
and desires the president of the trial
of the officers who issued the citation,
[1:31:00]
the person should so notify the city of
Marinia at that time that notice of
[1:31:04]
intention to stand trial is given. If
properification is not given, the
[1:31:08]
officers need not to appear at the trial
and the copy of the citation bearing the
[1:31:13]
certification of the officers is prima
facet evidence of the facts stated
[1:31:19]
in the citation. I request to stand
trial for the valuation made after 25
[1:31:24]
calendar days of insurance of the city
requires the posting of collateral with
[1:31:29]
the city equal to the fine plus all of
its penalties. Um the new the registered
[1:31:34]
owner of the vehicle is responsible for
a citation issue for the violation of
[1:31:38]
this chapter whether or not the owner
was the driver or in possession of the
[1:31:41]
vehicle at the time of the violation and
whether or not the owner actually
[1:31:45]
received that citation.

from the day of the issuance of the
citation unless an election election
[1:32:39]

to stand trial is received by the city
[1:32:42]
within 25 days. I think this one should
be like 25 calendar days cuz that's the
[1:32:48]
way it was referenced in the in the
other sections. So if you go out a
[1:32:51]
calendar day on this part as well, any
fine at timely pay should be increased
[1:32:56]
as follow. If the fine is not paid
within 30 calendar days and a timely
[1:33:00]
notice of of election to stand trial is
not received by the city, the fine force
[1:33:04]
should be double. If the fine is not
paid within 60 calendar days and a
[1:33:08]
timely notice of election to stand trial
is not received by the city, the fine
[1:33:12]
should be double from the amount imposed
pursuant to sub paragraph one of this
[1:33:16]
subsection. Three, if the fine is not
paid within 90 calendar days and a
[1:33:22]
timely notice of it of election to send
trial is not received by the city, the
[1:33:26]
fine force shall be double from the
amount imposed pursuant to the sub
[1:33:30]
paragraph 2 of this subsection.
[clears throat] Item number four, if the
[1:33:34]
fine is not paid within
120 calendar days and at timely notice
[1:33:40]
of the election to send trial is not
received by the city, the fine should d
[1:33:44]
shall be double from the amount in post
pursuant to sub paragraph 3 of this
[1:33:48]
subsection.
and C. The mayor and city council may
[1:33:53]
contract with an agent, a collection
agency, a law firm, or uses other legal
[1:33:57]
means to collect unpaid fines and may
charge the cost of such collection to
[1:34:01]
the violator.
And section 8 be further ordained and
[1:34:06]
enacted by the council of the city of
Marineer that chapter 9 parking meter
[1:34:11]
section 9-09 use of funds of the city
code should be and hereby is repealed.
[1:34:16]
Section nine, this ordinance is adopted
by the council of the city of Morenia on
[1:34:21]
blank day of blank month, blank month of
blank day, and should be in effect on
[1:34:26]
the blank day of blank month 2026.
Provided that a fair summary has been
[1:34:33]
read at a meeting at which is it is
unders it is introduced and at the
[1:34:38]
meeting at which it has been acted upon.
That a copy should be posted at city
[1:34:43]
hall immediately after introduction
until is acted upon and for at least two
[1:34:49]
weeks after becomes effective. and that
a fair summary is published at least
[1:34:55]
once in a newspaper having general
circulation in the city exclusive of the
[1:35:00]
city newsletter mail or otherwise
delivered to every city household. So
[1:35:07]
per the code itself it has to be read
you know that is a fair. So there's
[1:35:11]
another one where it says just council
where it just says um council can you
[1:35:16]
make it city council because if not it's
you know so to clear up because it goes
[1:35:19]

embarking on a major house renovation,
[1:50:19]
the largest renovation uh we've done to
our property since I bought it in 2000.

to enlarge the kitchen. Um, add a small
[1:50:33]
addition, second floor addition above
the first floor addition that exists to
[1:50:38]
add a second bathroom to the house and a
master bedroom closet. Um the out all
[1:50:44]
the exterior is not visible from the
street. Um it's only visible from the
[1:50:50]
backside.
>> Um the goals guiding our um renovation
[1:50:55]
were to make it uh match the historical
character of the house. So we are doing
[1:51:00]
things like um using architectural
windows. Um, I've actually do my own
[1:51:08]
trim work that is based on what the
original trim. I even made knives that
[1:51:13]
cut that trim work. Um, so we will be re
places that unfortunately suffered a 70s
[1:51:19]
remodel. We'll be replacing with more
classical trim for the time period. Um,
[1:51:25]
we're um, additionally that addition on
the end has the gabled roof which is
[1:51:30]
typical of the vernacular Victorian
style of our house. It's not a bungalow.
[1:51:35]
Surprise there are some non-bungalows in
Mount Reneer. Um it's a vernacular
[1:51:39]
Victorian so it has a gabled roof.
>> Um additionally another guiding light
[1:51:44]
for us is to improve our environmental
footprint. Um so we are eliminating all
[1:51:50]
gas appliances in the house. We're
switching from a boiler heating system
[1:51:56]
to a high efficiency heat pump. Um,
inverter systems that are very
[1:52:03]
efficient, 20s here or higher. Um,
uh, additionally, um, trying to think
[1:52:10]
what else I was going to say. Am I

» You have a roof plan that we talked

while retaining the historical character

condition, make sure you talk to code

means you also get to stay in Marineer
right as your family you know grows and
[1:56:18]
expands and you guys get the stuff that
you need cuz I think that lot the the
[1:56:22]
hard time about Mariner is the fact that
we have beautiful homes. My kitchen was
[1:56:26]
renovated before I bought it, but the
expansion of it creates very difficult
[1:56:31]
for people to be able to, but it looked
like a little shoe box uh originally on
[1:56:35]
it. But um in saying that, um you know,
Joseph said very clearly that we're in
[1:56:40]
doubt, reach out to the co team uh
because if you don't reach out to them,
[1:56:44]
they'll reach out to you and it's
usually with a stop order or a violation
[1:56:47]
of like the trees as well. And our
residents, as lovely as they are, they
[1:56:51]
protect the trees and they'll make sure
to let us know. And lastly, we will be
[1:56:56]
getting a call if you start working
ahead of time. So you want you want to
[1:57:00]
make sure we don't get that call because
people will call us at that time.
[1:57:02]
[laughter] But other than that, you
know, I don't think we're going to have
[1:57:05]
any problems. You know, who to reach
out, how to go about and you have put a
[1:57:07]
lot of like very careful details into
it. So we look forward to having another
[1:57:12]

ethics commission. Hi Miss Kshaw, you're

here. How are you? You want to uh come
to the mic for a few minutes and tell us
[1:58:09]
a little bit about yourself? And by the
way, thank you for providing the
[1:58:12]
information. Very outstanding resume and
everything that went along with it. very
[1:58:17]

» So, I'm excited to be here. Um, so first
off, I want to say thank you to the to
[1:58:24]
you and the council and members of Mount
Reineer community. Uh, my name is June
[1:58:31]
Krenshaw. I live in the 3,300 block of
Otis. Uh, my wife and I moved there
[1:58:38]
about a week a year and a half ago. Um,
throughout my career in my community
[1:58:44]
service, I've worked with a number of
nonprofits and governing boards and
[1:58:50]
public officials, uh, community members.
And those experiences have taught me
[1:58:56]
that public trust is built through
transparency,
[1:59:01]
consistency, accountability, and the
fair application of established
[1:59:07]
standards, which clearly by um the hours
that we've spent here already uh this
[1:59:13]
council um and leadership is very aware
of. So I'm very excited to have been
[1:59:19]
here and seen a little bit of the
process. If I am appointed, I will bring
[1:59:25]
independence, sound judgment, strong
communication to fairness uh to the
[1:59:31]
commission's work. I understand that
serving on the ethics commission
[1:59:35]
requires more than simply knowing the
rules. It requires the ability to
[1:59:41]
examine the facts objectively uh protect
confidentiality when appropriate,
[1:59:47]
disclose and avoid conflicts of
interest. Uh make decisions without
[1:59:52]
regard to personal relationships, uh
political consideration or public
[1:59:58]
pressure. And I recognize that ethics
should not be viewed solely as a
[2:00:03]
mechanism for responding to violations.
Uh but a strong ethics program can help
[2:00:10]
city officials, employees,
commissioners, and re residents better
[2:00:14]
understand expectations.
Um identify potential concerns early and
[2:00:20]
strengthen confidence in the government.
Uh basically I am interested in this
[2:00:27]
role uh to become more involved uh with
the local community, the city
[2:00:33]
government, uh the way in which uh the
the city works and just to do my part in
[2:00:41]
in making sure uh that old and new
residents like myself uh feel included,
[2:00:48]
understand the process, and is connected
to making the the best place to look.

um and uh what you'll bring to it. Um so
[2:02:23]
I'm very glad to see that and also I
think this will be the first time in a
[2:02:26]
long time if you're appointed that we'll
have a full ethics commit commission
[2:02:31]
too. So, that's really exciting um to be
able to have a full body to evaluate our
[2:02:38]
finance reports and whatnot. So, um yep,
I look forward to us bringing the the
[2:02:44]
resolution forward at our next uh
legislative session.

appreciate it. I I think that we need to
be able to have enough expertise on the
[2:02:55]
different levels in our committees and
if you heard from uh even our committee
[2:03:00]
that we were discussing earlier, we
heavily rely on their expertise to be
[2:03:03]
able to like guide our work. Most of the
time from us, you might see like just a
[2:03:08]
piece of paper that says here our
financials [laughter] and for the
[2:03:11]
candidates as well. So anybody that runs
for the city of Marineer has to submit a
[2:03:15]
financial document and that's what the
ethics commission reviews and for
[2:03:18]
elected officials we have to submit one
every year. uh and a couple like
[2:03:22]
departments um will also have to see it.
So you might know us by paper,
[2:03:26]
eventually by faces, you know, but it's
all the fun stuff. Uh and not only that,
[2:03:31]
uh equally as exciting, you'll be
joining a group of pretty great people.
[2:03:35]
So um so I look forward to uh on our
next, you know, official meeting
[2:03:39]
legislative to appoint you to it. I
definitely appreciate you staying as
[2:03:42]

discussion community survey results. Uh,
Daniel, this is yours. We'll provide an
[2:08:22]
update on the results for community
survey. uh you conducted over the
[2:08:25]
summer. Yes.

» Thank you, mayor. First, I want to thank
the 68 Oh, thank you. Thank you,
[2:08:31]
» Mike. Yeah. Thank you. First, I want to
thank the 68 people who took the time to
[2:08:35]
respond to my survey. I wanted to hear
directly from residents about what's
[2:08:40]
important to them and where they would
like to see more attention over the
[2:08:43]
coming year. I also wanted to share that
feedback with the rest of the council
[2:08:47]
because I think it's important for all
of us to hear what the residents are
[2:08:51]
telling us. While I represent Ward 1,
the votes I cast and decisions I make
[2:08:55]
affect the entire city. So I think it's
important to hear from residents
[2:08:59]
throughout Mount Reineer. Of the 68
respondents, 38 were from Ward 1, 24
[2:09:05]
were from W 2, three were non-residents,
and seven or just over 10% weren't sure
[2:09:11]
which ward they lived in. I think the
last number is important. One respondent
[2:09:16]
believed that council member Jakuda and
I were their council representatives and
[2:09:20]
didn't know which ward they lived in. If
10% or just a little over 10% of
[2:09:25]
respondents aren't sure which word they
live in, that points to an opportunity
[2:09:28]
for all of us to do more outreach and
make sure residents know who represent
[2:09:32]
them and how to reach us. Some of these
results reinforce work I'm already
[2:09:37]
doing. Some show me where residents want
more attention. And some, including the
[2:09:42]
criticism, give me things to think
about. So, I want to quickly walk
[2:09:46]
through what I heard. When I asked about
priorities I've worked on over the last
[2:09:51]
three years, considerably more responses
identified things people supported than
[2:09:55]
things they didn't. The snow angels and
mosquito pulooa were specifically
[2:09:59]
identified along with constituent
services and responsiveness, fighting
[2:10:03]
for fire and EMS services and our police
department, parking issues, and
[2:10:07]
community building. Also, a few
mentioned events I've worked on while I
[2:10:11]
was chair with the recreation committee,
including the parade of lights, the
[2:10:15]
pride parade, and the community yard
sale. The clearest areas of opposition
[2:10:20]
were street signs, speed bumps, and I
had respondents say they simply didn't
[2:10:25]
know what my priorities were beyond my
work with recreation committee. I think
[2:10:30]
it's important because it tells me there
is still work to be done with
[2:10:33]
communicating, not only with what I'm
doing, but why I'm doing it. The biggest
[2:10:38]
takeaway from the next question is how
clearly economic development stood out.
[2:10:43]
Residents could select up to three
topics and 41 selected economic
[2:10:47]
development. The next highest was public
safety including traffic and pedestrian
[2:10:53]
safety with 27. That's a significant gap
and to me a clear message that economic
[2:10:59]
development needs our attention. Other
areas of concern included communication
[2:11:03]
and transparency, parks and recreation,
environmental issues, flooding and storm
[2:11:08]
water, and housing. When we move from
these broad topics to the specific
[2:11:12]
priorities I'm considering for 2627, we
see these concerns reflected again. Snow
[2:11:19]
angels and the safer circle initiative
tied for a strongest support of 40 each,
[2:11:24]
followed by increased penalties on
vacant properties at 39. Economic
[2:11:29]
development continued to rank highly.
Bringing dedicated economic development
[2:11:34]
expertise to the city received 37 and
finding solutions to downtown parking
[2:11:39]
issues received 35. Expanding Mosquito
Palooa to include beds received 37 and
[2:11:46]
continued compost bin distribution
received 34.
[2:11:50]
There was also support for making city
government more accessible through
[2:11:54]
hybrid council meetings with Spanish
subtitles. expand multilingual services,
[2:11:59]
digital and opt-in options for the
message or newsletter and bilingual
[2:12:03]
council agendas. I think these specific
priorities help define these broader
[2:12:08]
topics. Economic development clearly
carries through, but I think public
[2:12:13]
safety does as well. Snow angels and
safer circle, which I consider public
[2:12:18]
safety initiatives tied for the highest
support overall. So these responses gave
[2:12:23]
me a better picture of what residents
want those broader priorities to look
[2:12:26]
like in practice. Finally, the 17 I had
17 respondents use the other option to
[2:12:32]
identify 22 additional priorities or
concerns.
[2:12:37]
There were suggestions about housing and
increased density, lowering taxes,
[2:12:42]
homelessness, litter, public bathrooms,
shade trees, street conditions,
[2:12:46]
residential parking downtown, safer
biking infrastructure, and home repair
[2:12:51]
assistance. There were also some very
specific ideas including find a way to
[2:12:56]
move development forward at eastern and
Rhode Island, developing the vacant
[2:13:01]
commercial space below artist lofts and
exploring shared services with
[2:13:05]
neighboring municipalities while also
looking at grants to help convert city
[2:13:09]
vehicles to hybrids. One resident, which
this tickled me, in response to my
[2:13:14]
Mosquita Palooa proposal specifically
requested that we don't waste money
[2:13:18]
educating the bats. I'm sorry, but that
gave me a real giggle. As you would
[2:13:23]
expect from 68 different people, not
everyone agreed. Some suggestions even
[2:13:29]
contradicted one another. There isn't
one Mount Reneer opinion, and I think
[2:13:34]
that's important for us all to remember.
There are two things, though, that I
[2:13:38]
don't want to get lost among all of
these individual responses. One is
[2:13:43]
communication and accessibility.
Residents want to hear from us and be
[2:13:47]
able to reach us outside of council
meetings. They want to know what we're
[2:13:51]
working on, what we're discussing, and
how our decisions affect them. We saw
[2:13:56]
that in the written comments in support
for expanding the message and other
[2:14:00]
forms of council communication and in
support for bringing back hybrid access
[2:14:04]
to council meetings. The other is
something few residents specifically a
[2:14:08]
few residents specifically raised. They
want to see greater respect and
[2:14:13]
professionalism among mayor and council.
I think that's feedback we need to
[2:14:18]
acknowledge and take seriously
regardless of where any of us stand on
[2:14:22]
individual issues or our disagreements.
Some of these results reinforce work I'm
[2:14:26]
already doing. Some tell me where
residents want more attention and give
[2:14:31]
me some things to think about as I set
priorities for the coming year. I hope
[2:14:35]
they also influence our priorities as a
group collectively over the coming year.
[2:14:39]
I appreciate everyone who participated,
including those who disagreed with me.
[2:14:45]
68 people took time to tell me what they
think about our city and I think that is
[2:14:50]
inval is valuable information for all of
us. Thank you.

data points in here and I've definitely
[2:15:13]
been um thinking that economic
development is one of the the main
[2:15:18]
things we should focus on and obviously
safe streets for all is very important
[2:15:22]
to me and I'm I'm supportive of making
sure it continues to happen and all the
[2:15:29]
developments that Mr. Kamali has been
talking about um earlier [clears throat]
[2:15:32]
in this evening during the public
comment on the first meeting. Um, you
[2:15:36]
know, I I would love to see a a higher I
mean 68 is great and I'm really
[2:15:41]
appreciative of all those 68 res well I
guess 61 residents and seven
[2:15:46]
non-residents or whatever it was um that
uh uh filled out the survey, but it
[2:15:51]
would love I would love to see even more
feedback from the community because we
[2:15:55]
obviously have much more in the way of
numbers in our community than that. So,
[2:16:01]
do please get in touch if you're on
board to which is pretty much the the
[2:16:04]
west side of town. Um, do be in touch
with me and uh I c I don't want to speak
[2:16:10]
for council member Wood all but we'll
share I'll share whatever you send to me
[2:16:14]
with her and I imagine she will with me.

I definitely would look forward to

digging in more depth in the the war two

have any questions on this particular
[2:16:35]
item, but I do um [snorts] as just for
information for the community, we do
[2:16:40]
have a strategic plan process coming up
where um residents should be able to
[2:16:45]
work it's through park and planning. Um
so they have professional staff that can
[2:16:49]
really help us identify kind of our
priorities but like as a strategic plan
[2:16:54]
for the next 5 years or so. Um and so I
think this work is great. you could you
[2:16:59]
should send it to them so they can see
what you have. But I think we have to
[2:17:02]
make sure that we're doing this so we're
touching the entire city um and getting
[2:17:07]
um opinions from a lot of varying
voices. So I think this is a good start
[2:17:10]
and I think um tying this into the
strategic planning process in the future
[2:17:14]
will be very important and I hope that
we can do that as well as host an all
[2:17:18]
city committee meeting so that we can
you know really build civic pride on
[2:17:22]
what we're doing as a community and what
this municipality will look like in the
[2:17:27]
next 5 years. Thank you.

to us. Um, it is a little distressing
that only 68 people responded, but
[2:17:41]
probably also because it's summer, a lot
of people are out. Um, and of course, in
[2:17:45]
our elections, I think we have less than
10% of eligible voters vote. So, 68
[2:17:51]
seems like a pretty good number. Um, in
reference to that, um, as you know, um,
[2:17:57]
I am going to be, um, focusing on
economic development. Um, but I I do
[2:18:04]
think that as a council, we need to do
more to increase transparency and, um,
[2:18:11]
and provide other avenues for uh, public
comment. So, um I look forward to us
[2:18:17]
having more public hearings or other
public fora um at at times because not
[2:18:24]
everyone can attend a 7:00 Tuesday night
meeting. Um so I I I hope the council
[2:18:31]
can can do more to create uh more
avenues for engagement.
