[2:21] purchase agreement with Jeffersonville Police Department.

[2:24] » All right. Yeah, this K9 purchase agreement uh between um Gersville Police

[2:30] Department, City of Jeff and Charletown Police Department and the city of Charle

[2:33] Town. Uh the agreement outlines uh payment. It would be for the purchase of

[2:38] one K9 dog named Bo. He's a Belgian Malinino. Uh his birthday was actually

[2:44] yesterday, so he's now 2 years old. So he has several he's already has several

[2:48] certifications under his belt. And this dog, if purchased, would go to Sergeant

[2:53] Matthew Myers, who's been trained for the last couple years to be the amount

[2:56] handler. Um the the agreement outlines that upon uh signature of this, we'd pay

[3:03] a half now, $3,000, and then once uh the training is going on and some of the

[3:09] certifications get completed, then we'd pay the second half of $3,000 uh to

[3:14] complete that purchase. Uh I think Matt Myers will be an exceptional uh can

[3:19] handler. [clears throat] So, he's been training quite a while for this and

[3:22] we've already got equipment ready. Uh, as far as the money goes, it was

[3:25] completely fundraised by our community who um and we got plenty. I think we

[3:29] have about $18,000 right now in our K9 non-reverting fund. So, um, as far as

[3:34] the money goes, so we'd be asking for us to sign into this agreement.

[4:02] usually about a 5 or $6,000 cage and he got it for $200. So, it's essentially

[4:07] brand new. And I believe they've already got it put in the car, right?

[4:11] » Yep. So, it's already installed in the vehicle and all that's been taken care

[4:14] of. The only other thing we're waiting on that is a hot pot, which is the

[4:17] automatic door opener for the vehicle. So, and that will be taken care of with

[4:22] non-reity as well. Um, I do think it's appropriate to give a special shout out

[4:27] to absolutely you Melissa Deval. She really did a lot of work um publicly to

[4:34] collect money for this. We have a lot of community donations. So for everybody

[4:37] who did donate to this, much appreciation, but Melissa really drove a

[4:41] lot of the publicity with that um through social media posts and doing

[4:45] specific giveaways and fundraisers to collect money because I think she

[4:47] collected quite a bit. >> Yes, she did.

[4:49] » Um so the way community comes together for that.

[4:53] » Yeah, we had a lot of participation for the from the entire community from

[4:56] Jersey Mike sponsored one of our events there to Melissa. Absolutely you. That's

[5:02] a lot of people came together. So, you know, everybody in Charleston loves

[5:39] agreement with Indiana American Water for the antenna.

[5:43] » All right. For this next one, this is the license agreement for Indiana

[5:46] American Water. So, our current VHF repeater system, antenna system is on

[5:52] the north end of town at the the water tower by the the hospital. So that was

[5:57] originally put on there back when the city owned uh owned that tower and

[6:00] operated it. But now that tower is getting demolished sometime this year.

[6:04] We originally given a date I think of July or August and it's been pushed back

[6:08] several times. So we've been waiting for this for this agreement. So with

[6:12] agreement that they're going to allow us to uh replace and put a new antenna

[6:16] repeater system for our radios up on the tower at 403 at Gospel. Um, and then

[6:22] we'll hire, we've got contractors ready to hire to put in there. So, that is

[6:28] what this agreement is about. So, it allows that antenna up there and

[6:31] continue to use the car to load repeaters inside our cars.

[6:34] » Harry, you you looked over this. >> I did. He sent it to me

[6:39] » twice actually. We sent one that we had drafted and then one that they decided

[6:44] they wanted to draft and they're virtually the same. So, it's good to go.

[7:10] going on in the country. So our when we first originally got flock, we got in

[7:14] 2022. So, and that's we we had a policy gener uh generated then by then Tim Wolf

[7:20] uh you know the policy was great. It's worked for us for several years now but

[7:25] with some of the news and enlightenments coming out uh with other agencies around

[7:29] the country we decided that we should be proactive and and strengthen and update

[7:33] our policy on flock and to make sure that we're not going to have any

[7:36] incidences of abuse or anything like that. So that's what this policy does.

[7:40] It takes for our exit our old policy from about two pages up to eight eight

[7:45] pages and it also increases the the discipline if somebody was to

[7:51] maliciously abuse the system. So um it also creates the requirement for case

[7:56] numbers reasonings um training and so forth like that. So um if you all had

[8:02] time to read it you I I think it's good that we go ahead and do this so that way

[8:07] we can you know rest assured and it also creates actually a requirement in the

[8:11] policy that we do audit the systems the administration does which we've already

[8:15] been doing but it needed to be in the policy that we do that it's required.

[8:19] » I think those are the two strengths of the of the update that I like is that um

[8:23] of course you have to in order to access the database you have to have a case

[8:28] number attached to an active case. It's not like you can just go in and randomly

[8:31] look at whoever you want to look at. It has to be an active case. Um, and then

[8:35] also that you're doing a regular audit. Um, and that you're incorporating some

[8:39] of their tools to do that to bring notice to any search that might be out

[8:44] of the norm. So, I like those. I think that's good insurance. Do we have a

[9:09] out a request for bids. uh assistant chief rotor handled it all and he

[9:14] submitted the request on August 12th and I think it went in the paper August 15th

[9:18] of this year and with a very specific list of the seven vehicles that we

[9:23] needed along with all the equipment that we needed with those vehicles for

[9:27] upfitting and equipment wise. Uh the deadline was this past Monday. Uh as of

[9:33] Monday we've received one sealed bid. Um so

[9:38] have no idea what's in yet. So if you want you can open it and

[9:41] » yeah open it up and read the total amount. We'll take it under adisement

[9:45] for you to review that it is a quote based off of what your specifications

[9:49] were.

[10:24] All right. So, with the seven vehicles, five of those would have been Dodge

[10:30] Durangos. And of those, the five Dodge Durangos,

[10:35] the total price for five of those with equipment upfitting uh with all the

[10:39] necessary lights and and radio installs uh and stuff like that would be

[10:45] $342,547.50

[10:49] for those five.

[10:54] And then on uh the 2026 Chevy Silverado, which would be one, and

[11:00] that would be for the assistant chief, the total price package for that with

[11:04] the equipment of it with lights and all the essentials would be $69,987.50.

[11:14] And then there was also a second option for for a truck. Um, and that would be a

[11:21] 2026 Dodge Ram $1,500. So net price with total equipment package and everything

[11:27] would be $62,546.50.

[11:31] So like with the two trucks, that would be one or the other. So it's not an

[11:34] eighth vehicle. It's just there's two options for the for the truck part.

[11:42] » Yeah. So, there there's one >> either two Silverados or two Rams. Is

[11:45] that what you're saying? >> No, either one Silverado or one Ram.

[11:55] » All right. Last one is a 2027 Jeep Grand Cherokee. That would be for a detective.

[12:00] Uh, and the total price package for that would be with equipment and the

[12:04] necessary upfit and everything would be $63,11.50.

[12:13] » Okay. So, we'll we'll take these under advisement and we will um we will not

[12:18] vote on this today. We will just we just wanted to open the bids. Um let you look

[12:23] at the package, make sure it's everything that you advertise and that

[12:25] meets your needs and that you want. Um to relieve people's minds about how this

[12:31] is being paid for, we will be pursuing a lease agreement on these with u leasing

[12:35] sources and the redevelopment commission has agreed to pay that lease amount. So

[12:40] this is not coming out of the general fund. The recent changes in legislation

[12:44] allow the redevelopment commission to make um investments into capital costs

[12:49] for public safety. And so they had approved that at a recent meeting. So

[12:54] we'll go with that. And I think um Jonathan Rotor has been working on the

[12:59] » Yeah, the lease option. Yep. So yeah, we'll look at all these and then we'll

[13:02] look at uh the lease options to see what we can go with there.

[13:05] » So you'll just bring it back to us at the next meeting to approve the purchase

[13:08] then. >> And I I think it's important to note

[13:11] like with with this these seven, we already have seven currently on a lease.

[13:15] So then that will put us 14 on a on a fiveyear schedule to get rotated out,

[13:19] which is pretty pretty good. So first time ever we've been able to get

[13:29] Next up, we have uh Danbury Oaks drainage quotes. This is an issue with

[13:34] the playground that is um on the border of Dandbury Oaks and Lake View High

[13:38] View. There's significant wash and runoff coming down through the

[13:42] playground and it required some updated drainage work. So, we reached out and um

[13:48] got some quotes. Hooser Dirt Works came in at 9,800 to do the work and G1 Dirt

[13:54] Works came in at 8,850. So, it's the recommendation to go with

[13:58] the lowest bidder there, the GI Dirt Works. So, we need a motion to approve

[14:19] training reimbursement agreement. There are times where we invest in training

[14:24] the staff. U most often it's a CDL um training and we want to make sure

[14:32] that if we're making that investment of a couple thousand dollars to train them

[14:37] or to get them that training for their CDL that we benefit from that training.

[14:41] Sure. >> And so with this training this post

[14:44] training agreement basically in when they do that they will sign this

[14:48] agreement to where if they separate from the city at certain periods of time

[14:53] after they have received that training from us they must reimburse certain

[14:57] percentages. So if they complete the training and they separate from the city

[15:01] within six months they owe 100% back. 6 to 12 months 75% 12 to 18 months 50% 18

[15:08] to 24 months 25%. And so it's just an agreement I asked her to draft up so

[15:12] that we would um be able to cover our costs if if something like that

[15:17] happened. >> Have you had a chance to look at that
