[8:01] this is fairly straightforward reasonzoning. Uh not that long ago, this
[8:06] had been reszoned from the C1 zone district neighborhood commercial to R5
[8:13] with the intent for the Salvation Army to build duplex dwellings on the subject
[8:18] property. Approximately two duplex dwellings and they've done so on some
[8:23] other adjacent properties that you can see on the zoning map. Those other
[8:26] tracks zoned R5 uh were all part of that action. and there are some duplexes on
[8:32] some of the C1 properties as legal non-conforming uses.
[8:37] What they ran into were some setback issues on the subject property. So those
[8:43] three parcels that make up the subject property that we see on the screen that
[8:47] are being requested to be reszoned from R5 to C1A
[8:54] um have just have some setback situations because of that becoming
[9:00] a double fronted lot that comes to a point creates some challenges for them
[9:04] to develop that on individual parcels because in the R5 zone district you can
[9:09] have a duplex dwelling which is precisely what they want to develop, but
[9:14] in order to have that, you have to have one principal dwelling per tract of
[9:19] land. While they have enough acreage and
[9:23] plenty enough room to have two duplexes, because of that narrowing lot, because
[9:27] it being a double fronted lot, setbacks are different on double fronted lots.
[9:32] And so with those challenges, they had requested the C1A zone district because
[9:37] their engineer determined that they could have two duplex dwellings on this
[9:41] property if they could combine all three tracks of land on the subject property
[9:45] into one tract of land, which you can see on their preliminary site plan and
[9:50] how they would locate those two duplexes. And they could meet the
[9:53] setbacks, they could meet the zoning, and not have any issues with that piece
[9:58] of property. And based on the surrounding development, uh there are
[10:02] already a number of duplexes that exist in this area, a number of rental
[10:05] properties, single family, multifamily. It's all part of the Salvation Army
[10:10] campus. So, we did not see any disruption in land use. In terms of
[10:13] zoning, uh both the R5 zone district and the C1A zone district
[10:19] share several uses, one of those being single family detached dwellings as well
[10:23] as u duplex dwellings. And there's also no conflict with C1A or
[10:30] C1. Both of those are very limited commercial zone districts. So this
[10:34] wouldn't uh create any entering wedge or spot zone or any of those type
[10:38] situations. So with all that in consideration and the fact that no uh
[10:43] public opposition was heard at the public hearing, staff recommendation was
[10:46] to approve and the planning commission recommended unanimously to approve the
[10:50] C1A. I'll be happy to answer any questions.

[12:00] operate this out of either philanthropic funds or internal budget.

[12:38] this. The city of Dalton has tentatively adopted a millage rate which will
[12:44] increase property taxes by 14.24% over the roll back rate. And the roll
[12:50] back rate just so we're just for educational purposes would mean that we
[12:55] would roll back our millage rate to a rate that we would collect no additional
[13:01] taxes that weren't new taxes. So if there was new growth, new home was built
[13:06] and that grew our tax collections, that wouldn't qualify as a tax increase. But
[13:11] as defined by state law language, not doing the roll back rate fully is
[13:18] technically um a tax increase and must be advertised as such if it is being
[13:24] contemplated. All concerned citizens are invited to the following public hearing
[13:29] on this tax increase. The proposed hearings are scheduled as follows. First
[13:34] hearing, September the 11th, 2026 at 11:00 a.m. It's here. Um second hearing,
[13:40] September 21st, 2026 at 11:00 a.m. Third hearing, September 21st, 2026 at 6:00
[13:47] p.m. That's also a council um night. uh adoption of millage rate scheduled for
[13:53] September the 21st, 2026 act 6 pm. Hearings will be held in the council
[13:59] chambers at Daltton City Hall 300 West Wall Street. I don't believe there are
