[1:30] » Few uh updates to share uh this evening. Uh the first is a community event coming

[1:35] up this Thursday, September 10th. Uh so this is a museum crawl uh we

[1:40] coordinated uh with the chamber and Uptown Area Economic Development Corp.

[1:45] Uh but featuring uh local museums in towns from uh 6 to 8. Um kind of a a fun

[1:51] opportunity to get out and see the museums in the evening uh around

[1:57] um there's is going to be samples of local brewers and winers, as well as

[2:03] appetizers. So, that is this Thursday, September

[2:06] 10th.

[2:08] And then, we also have the Now, while it's not a city event, the

[2:13] Rotary Flight Breakfast at the airport is coming up on Sunday, September 20th.

[2:21] So, that's in the morning there, and we are coordinating our uh work on the

[2:26] rehab of the runway project to start right after that. So,

[2:31] uh the work on that is scheduled to begin uh September 21st.

[2:36] Um it's about 20-day working-day contract, so that work

[2:40] should uh finish up about 10:00 October. Um it's going to be rehabbing the

[2:45] existing uh runway that was out there, and then there will be about a 6-day

[2:50] overlap where both runways will have to be closed. Uh the grass will the the the

[2:54] concrete everyone. So, um we've been coordinating with the

[2:58] parties on that, um but get a chance to see and

[3:02] uh all the improvements out the airport and support a great local organization.

[3:07] Uh and then, we also have the Tornado Alley Run uh is coming up um if you are

[3:12] not already. Uh so, that will be Saturday, October 3rd. Um so, we have

[3:16] sign-ups for that. Um that uh race is set to begin with 1-mile here 8:00 a.m.

[3:21] at City Hall, 5K and 10K walk and run. Um you get a 30-second register time to

[3:27] nap in the morning of on those. Then, a few construction

[3:34] um updates.

[3:36] So, um the Miller Overlay Project, um the concrete work and the asphalt

[3:43] overlay um out on Woodworth, uh pretty much wrapped up, I believe it was

[3:48] last week. Um and I I they got it all seeded uh I

[3:52] was not there today, but my understanding is they got that finished

[3:55] up, so good just in time for a nice dose of rain. Um so, we'll just be kind of in

[3:59] the the final punch list on that. The South Thornton uh work was completed

[4:04] earlier this year. Uh a little bit closer to City Hall and downtown. Uh so,

[4:08] that one block of North Thornton uh just north of State Street, that's

[4:12] still closed and under construction, uh but the uh storm uh sewer work is

[4:17] done and now they're working on sidewalks. Um and uh they expect next

[4:22] week um is when the loam issue will come in. Um

[4:26] uh be far enough along with the concrete

[4:28] work to mill that down and then that same week do the asphalt overlay. And

[4:32] while that's being done is when they'll right after that uh do those parking

[4:37] sections on Hall Street um for the two blocks uh east of here. Um so, it won't

[4:43] be impacted back, but mill it down one day um then go back and put asphalt

[4:48] followed uh by the painting, so we'll go back there.

[4:51] Bang, bang, bang as fast as we can uh cuz we know there's a lot of traffic

[4:54] with those businesses and uh especially in those uh stripes back in there. So,

[4:59] that'll be happening likely the back half of uh next week, uh week of

[5:03] September 14th, so as more details and kind of find that timeline comes out on

[5:07] that, we'll push that out uh through the notification updates on the website um

[5:11] and let those businesses know uh when they should be impacted, but it

[5:14] should be about as minimal um as it can be and that project's on on

[5:18] schedule till the year after uh you know, the second half of the month

[5:21] here. On the railroad project, uh so, we've

[5:26] had some closures that have gone on a little bit longer uh than we had planned

[5:29] or hoped, uh but the uh Rome Street uh uh

[5:34] crossing, that one's back open. Um right now, we're just in a waiting game with

[5:37] weather. Um so, we're supposed to have uh the

[5:40] final kind of uh task on both the Hall Street and the uh Main Street crossings

[5:46] will be uh putting the final asphalt that goes between the concrete roadway

[5:51] and the concrete tracks. So, that's what it would be today other

[5:54] than they got rained out. So, right now that's planned to occur tomorrow.

[6:00] So, that should be able to to open up that next day. So, right now we're

[6:03] hoping for Wednesday or today is Tuesday. Sorry, so it'll be a

[6:08] then to occur Wednesday so it'll be opening on Thursday or if there is

[6:12] continued to be some rain out um that very next day. So,

[6:17] but we expect both of those should open up this week and everything back to

[6:20] normal which I know everyone's excited to get back to

[6:24] normal but also excited to have those tracks open up.

[6:27] » So, Main Street's ahead of schedule then?

[6:30] » Uh yeah, that one was kind of lagging and then kind of the

[6:35] things moved a little bit quicker than what we had anticipated with getting

[6:39] some of the signals have been relocated and the

[6:42] beacon pole that was there, that's uh has gone to ground and get rid of that

[6:47] obstruction and the two of the tracks have been

[6:50] completely removed. Concrete put in and so yeah, it's just kind of that asphalt

[6:54] that we put in between the concrete tracks and the concrete roadway and

[6:57] that's just kind of that flex buffer that

[6:59] as we have weather uh you know, that expands and contracts

[7:03] and then if we need to you know, repair the future asphalts it's easier to patch

[7:06] so >> Yeah, they were saying that was going to

[7:08] be closed a month so yeah, we're that's going to be good.

[7:12] So, on Hall Street here, was there a bigger

[7:15] problem that that one took so much longer than Rome?

[7:18] » Um well, so that one A V U bored underneath that railroad and put a

[7:25] big casing in there for when they do their overhead conversion project.

[7:30] That will be scheduled for next calendar year which will put the

[7:34] overhead electrical lines from basically the power plant up to four corners in

[7:39] the West of Kemna's. So, there's just kind of field things

[7:43] that first day the board didn't get through and then the railroad had to do

[7:46] some stuff. So, that took a little time. And then as well as that was just really

[7:53] coordinating with the of the asphalt supplier that when we don't begin it

[7:57] then it didn't happen and then weather weather.

[8:01] So, we've been pushing it as fast as we can but uh

[8:05] » I just hope they all turn out as good as they are because that is as good as it's

[8:09] ever been and it's better than it's ever been.

[8:13] » They are nice but some of those things it's like it's

[8:16] hey, it's nice view but don't go down and stand on it or look at

[8:20] it because it's not you're not supposed to do that.

[9:02] got a 15-year background in surface coal mining,

[9:08] heavy construction. And uh also mitigation banking working

[9:12] with stuff down on Tennessee. Prior to that 12 years of customer

[9:16] service and also uh started out in construction field all

[9:21] through high school and things like that. So, I got a pretty pretty good I'm

[9:24] into electronics and heavy green transportation controls so I

[9:28] got a pretty broad scope of skills that I think I can bring to the city and and

[9:32] help out with but uh other than that we're probably out

[9:35] going. I've got my sister, brother-in-law, my nephews,

[9:38] and my my parents. all live here and they all came by way of

[9:44] uh my brother-in-law

[9:47] after my sister got engaged, so parents moved down here and then I've

[9:51] been trying to get here for 8 9 years and finally the right house

[9:55] and finally found my house last June and started transitioning and

[9:59] here I am and then this job came available, so I took that, so.

[22:49] sources and things like that. So, uh, this uh, change order includes eight

[22:53] items um, totaling $104,000, $104,362,

[23:07] of those items in the change order or through

[23:11] those? >> Yeah, I can.

[23:35] where a lot of water abandons

[23:38] and we had planned to just cut or sorry, cap the pipe stubs in the

[23:42] basement where the flanges are. But we decided that it would

[23:47] make the space better accessible and we would actually cut those back further

[23:51] and solder cap on them. Um, and then we also moved a wet well

[23:57] level sensor into that basin from the original

[24:00] challenge in the wet well so that it would be easier for our

[24:03] operators to perform any maintenance on. >> things like this because we had problems

[24:10] with our drainage but looking at this it appears to me like

[24:15] the current grandstand just drains along the slope to the south

[24:22] and then goes under the road and down a ditch to the river. So, does it really

[24:28] affect our our observer system at all? I don't know where uh

[24:34] even the new one would be tied in at all.

[24:42] » So, right now everything sheds to the south and there's an elbow there.

[24:47] » Yeah, I see. >> kind of right in here in that that uh

[24:51] elbow and then yeah, that goes to the river.

[24:55] Um, so it doesn't actually go through our, you know, storm sewer

[25:54] kind of ahead of where they're at in terms of the construction schedule of

[25:56] the grandstand. Having expected to start

[26:01] in our last fiscal year. So, the way that agreement was written was that if

[26:06] after they made a written request and they're ready to break ground or have

[26:10] break evidence that construction has begun, I

[26:13] would make the first payment, but the city said that's FY 26.

[26:17] Well, we know we're in FY 27, so this is really just something that to show that

[26:22] instead of over five years from FY 26 to FY 30, we'll we'll make those

[26:27] contributions, we'll now make them over four years from FY 27

[26:32] to FY 30.

[27:13] waiting on just a few minor punch list items to be satisfied. Um

[27:23] uh end of August we received notification from the architect that

[27:27] they cleared up minor requirements and recommend

[27:31] accepting the project and approve final payment.

[27:36] So, we've already moved in so the substantial completion deadline is what

[27:39] we use for the warranty items. Usually it's warranty starts on acceptance but

[27:44] since we've moved in it started back then.

[27:47] So, that's kind of a real caveat for kind of another project might be but um

[27:51] this resolution acknowledges uh the project is now complete and uh directs

[27:56] the city clerk to make final payment to Hinkle Construction in the amount of

[28:00] $33,348.71

[28:04] which represents about 1 and 1/2% of the retainage that we were still

[28:08] withholding.

[29:14] Kingland uh construction and as you'll see um on the date of the original

[29:18] application it's uh December 2025. Um we have more or less just been

[29:24] sitting on it um until we saw for progress and we were

[29:30] comfortable with the the work that uh

[29:33] had been corrected or being done and the plan moving forward. Um so uh over the

[29:38] last uh several weeks uh work has uh resumed there and is um we had a meeting

[29:45] architecture meeting the other week and I feel about as good as I have in a

[29:49] long time that things are proceeding. Uh there's a new

[29:52] project manager um on site seems to have things uh well handled. Uh

[29:59] so this one uh pay application is for uh $10,340.11

[30:06] and it's for you know work completed, material stored it's that

[30:10] from you know eight plus months ago. Um there is a

[30:15] another pay application that was submitted um that one we're holding um

[30:19] until some of the um uh

[30:22] items that we've identified um in terms of the masonry work um that still has to

[30:28] be addressed. Uh there's a number of sections that

[30:31] need to be done two, three, four times. Um there's still

[30:34] some sections that need that work to be done um as well as a few other minor

[30:39] items. So um we're

[30:42] kind of agreed that we'll go proceed with this path because they've been very

[30:46] active and they're certainly materials and labor-wise much, you know, further

[30:51] ahead than this reflects. But again, because some of

[30:54] those materials are already installed, we have concerns on that that are going

[30:58] to have to be redone. But

[31:02] all that being said, um

[31:06] I do feel, I guess, you know, I'm hesitant just because of the this

[31:09] project was supposed to be supposed to be done last fall.

[31:11] Um but, you know, it does look like uh you know, we should uh you know,

[31:15] mid-October um you know, everything should be coming

[31:19] together to to wrap this project up. Um so, there do some of those

[31:23] outstanding items need to be addressed.

[31:27] But, as I said, following our construction meeting we had last week, I

[31:30] feel that it's good to have a a project that we're back on the right track

[31:35] with the subcontractors and those uh items of of concern that are being

[31:40] addressed.

[31:45] good now, but you know, what happens if it rains here for the

[31:49] next couple days and they move their equipment to a different

[31:51] project in the next >> Um you know, it's really just, you know,

[31:59] deadline and you know, until you get it, you know, to a certain level of

[32:03] satisfaction, then I pay. Which is really bad at this point.
