[0:03]
To order, start with the pledge to the flag
[0:09]
pledge allegiance to the flag of
[0:11]
The United States of America.
[0:13]
And to the Republic For, to Spanish.
[0:16]
One Nation under God individual.
[0:19]
If liberty, injustice, all
[0:22]
this call is no longer being recorded.
[0:26]
Oh, good. We, we took care of the recording, Dennis.
[0:30]
Don't worry about it. Okay. I hit the wrong.
[0:35]
Alright. Home call. Laura is here.
[0:39]
Uh, Dennis is with us on the phone. I'm here. April's here.
[0:44]
Austin is here. Mayor is here. Tim is here.
[0:49]
Uh, chief Graham is here. And Dr. Dave Fulton is here.
[0:54]
So we'll, we'll do the vote
[0:56]
To allow Him. Yep.
[0:57]
Uh, need a motion to allow Dennis
[1:00]
to join by phone.
[1:04]
I make a motion. Second
[1:05]
Motion by Laura, second by Austin.
[1:09]
Any discussion? All those in favor say aye. Aye.
[1:14]
Opposed? Motion carries.
[1:18]
Dennis, you're good to go. Alright. Thank you.
[1:27]
Announcement of, at the September meeting,
[1:31]
there was accusation of theft, uh, against
[1:35]
Dr. David Bolton.
[1:37]
Uh, chief Graham
[1:39]
and the just district attorney have looked into that
[1:43]
and I'll defer to Chief Graham, uh, for the results of
[1:48]
that investigation.
[1:50]
Uh, as you said, sir, during the September meeting,
[1:53]
Dr. Bolton was accused of stealing money.
[1:57]
Based on that accusation.
[1:59]
A criminal investigation was conducted.
[2:02]
People were interviewed, bank records were checked.
[2:06]
There was a report done.
[2:08]
It was submitted to the Adams County District Attorney's
[2:10]
office for review.
[2:12]
And their determination is there was no crime there at all.
[2:17]
And based on that, the investigation is closed.
[2:24]
Okay.
[2:30]
You have, uh, judge candidate Paul
[2:33]
Rohrer with us this evening.
[2:34]
Would you like to say a couple words?
[2:36]
Yes, sir. Thank you.
[2:38]
Um, ladies and gentlemen, I know you got a full docket,
[2:41]
so I'm not gonna take up a lot of time.
[2:43]
Um, my name's Paul Rohr. I'm running for Judge.
[2:45]
There's an open seat on the court of common.
[2:47]
Please honor, judge George had that seat
[2:49]
for close to 30 years.
[2:51]
Mm-hmm. And he recently stepped down.
[2:53]
Now he's serving part-time as well as his Judge Kon,
[2:56]
who's someone you may know as well.
[2:58]
Um, and they're both serving part-time
[2:59]
until we can get somebody elected in November.
[3:02]
So, long story short, I'm going around to every borough
[3:04]
and every township, uh, board of supervisors
[3:08]
between now and the election day.
[3:10]
Not to campaign attorney Schul is not, I'm not trying
[3:12]
to run afoul of any rules, but it is my intent
[3:14]
to meet all the community leaders and put a face to a name.
[3:18]
'cause I feel like that's really important.
[3:20]
'cause I don't have to tell you all this is
[3:22]
where the rubber hits the road.
[3:23]
This is what makes this a great place to live,
[3:26]
is this type of thing right here.
[3:28]
And I'm constantly reminded of
[3:29]
that every time I come to one of these.
[3:31]
So if I stay on my game, I stay on track, I'm gonna get
[3:33]
to all 31 I think it is by November 4th.
[3:37]
Uh, long story short, um,
[3:38]
my folks had a place in cash down growing up.
[3:41]
And when it was time to raise our family
[3:43]
and settle down a bit, my wife
[3:44]
and I knew this would be a good place to do it.
[3:46]
And we lived just north of Gettysburg.
[3:47]
I got a daughter off of Penn State,
[3:49]
and my youngest is still at Gettysburg High School.
[3:51]
I've been practicing law for a little over 20 years.
[3:55]
I've been in front of the Pennsylvania Supreme Court
[3:57]
and I've been in front of Judge Little
[3:58]
and they're both equally inquisitive.
[4:00]
I can tell you. We, we, uh, we're blessed
[4:03]
with good leadership in this state, by
[4:05]
and large, in the primary.
[4:07]
Um, we did really well.
[4:09]
We got about 40% of the Republican vote,
[4:11]
and my opponent didn't cross house.
[4:13]
So we got a hundred percent of the Democrat vote.
[4:15]
And I'm here to tell you, I'm equally
[4:17]
proud of both of those numbers.
[4:18]
And here's why. 'cause politics
[4:20]
don't belong in our courtrooms.
[4:22]
They don't belong in our courtrooms.
[4:23]
They don't belong in our churches
[4:25]
and they don't belong in our school boards.
[4:27]
They're, it's okay to have parts of our society that
[4:32]
politics don't have to be.
[4:34]
It's okay. We have other values we can appeal to.
[4:38]
Um, so long story short, everyone asked me, well,
[4:40]
can you keep that coalition together in November?
[4:43]
Can you keep your, your Rs
[4:44]
and Ds from tearing each other's heads off?
[4:46]
I don't know. I don't have a magic wand,
[4:49]
but what I do have is I have faith.
[4:51]
I have faith. 'cause those people who voted
[4:53]
for me in the primary, they did it for a reason.
[4:55]
And I'm pretty sure I know what that reason is.
[4:58]
So, long story short, like I said, I know you've got a,
[5:00]
I know you've got a full agenda
[5:02]
and I don't want to campaign,
[5:03]
but I did want to introduce myself.
[5:04]
I'm gonna leave some of these and I hope you all keep
[5:07]
an open mind in November.
[5:09]
But thank you for your time and
[5:10]
Doc, it's good to see you again, sir. Thank you
[5:12]
Paul. Appreciate that.
[5:14]
Smith, could you please?
[5:20]
Alright. Right next is, uh,
[5:22]
public comment on any action items
[5:24]
of the agenda, any public
[5:32]
Okay. Uh, approval of the minutes.
[5:35]
We'll start with the September 18th.
[5:38]
I make a motion. Second motion
[5:41]
by Laura, second by April.
[5:42]
Any discussion? All is in favor, say aye. Aye. Aye. Aye.
[5:47]
Opposed? Aye. Motion carries.
[5:52]
Uh, October 2nd budget workshop.
[5:56]
I make a motion. Second Motion
[5:59]
by Laura, second by Austin.
[6:00]
Any discussion? All those in favor say aye. Aye. Aye.
[6:06]
Opposed? Motion carries. Treasurer's reports.
[6:11]
Thank you.
[6:12]
Um, it's getting old.
[6:17]
The borough's financial situation is very, very stable.
[6:21]
It doesn't change. Um, we've, uh,
[6:26]
we've got a few bills coming in, um, of note,
[6:29]
uh, that I want to discuss.
[6:30]
Um, the paving bill, uh, for the work done,
[6:36]
uh, when Columbia Gas came in and they did the restoration
[6:40]
and then we added a couple of spots to that just
[6:43]
to make a little better roadway out of it.
[6:45]
Um, so that came in at just under $78,000.
[6:49]
Um, the invoice that I received was not itemized
[6:54]
to the standard that I need it to be to use liquid fuels.
[6:59]
So I, uh, reached out
[7:01]
and Kinsley did provide another invoice.
[7:04]
So, um, I have sent that over to our, uh,
[7:07]
liquid fuels liaison to make sure
[7:09]
that it has the adequate information, um,
[7:12]
'cause that'll come up in an audit.
[7:14]
So, um, I have already transferred the funds from our Plait
[7:18]
account into our A CMB account so
[7:22]
that I can write a check out of
[7:23]
that liquid fuels for that amount.
[7:26]
Um, other than that, um, yeah, just,
[7:30]
everything's going really well.
[7:34]
All right. Need a motion to accept the finance report? I
[7:38]
Make a motion. Second
[7:40]
Motion by Laura, second by April.
[7:42]
Any discussion? All those in favor say aye. Aye.
[7:46]
All opposed. Motion carries.
[7:50]
Um, motion to approve. Ratify paying the bills.
[7:54]
Make a motion. Motion by Laura. Second.
[7:58]
Second by April. Any discussion? All those in favor say aye.
[8:03]
Aye. Aye. Opposed? Motion carries.
[8:07]
Thank you. Uh, administrative reports.
[8:11]
First item on the agenda, um, is, uh, I'm going to ask you
[8:15]
to ratify the advertisement of, uh,
[8:18]
the Assistant Secretary Treasurer position
[8:21]
and authorize me to, uh, work with the personnel committee,
[8:25]
uh, to, uh, make an offer to somebody, um,
[8:29]
and get them hired prior to the next meeting.
[8:32]
Uh, based on the budget, uh, qualifiers
[8:36]
that we have already established for the position, you will
[8:39]
of course ratify that person
[8:42]
and their salary at the next meeting as well.
[8:45]
Um, but everybody will, uh,
[8:48]
be given the information ahead of time.
[8:50]
Uh, we've got some very good candidates.
[8:54]
So, um, I'm asking for the ratification of the advertisement
[8:58]
and authority to move forward and higher
[9:01]
I make motion.
[9:03]
Aye. I'll second. Motion by Laura, second by Dennis.
[9:06]
Any discussion? All those in favor say aye. Aye. Aye.
[9:11]
A opposed? Motion carries.
[9:15]
Thank you. And second
[9:20]
item on the agenda.
[9:22]
Um, we have been asked by United Hook
[9:24]
and Ladder to be their municipal sponsor for an LSA grant
[9:29]
for some new equipment.
[9:30]
Uh, Dale I'll let you speak to that
[9:35]
Here. Uh, basically
[9:36]
this is a grant applying for, uh,
[9:40]
this particular grant requires a municipal sponsor.
[9:44]
It doesn't, it's not that the sponsor
[9:47]
or the municipal is responsible
[9:49]
for anything other than giving the blessing
[9:54]
As a municipal member.
[9:55]
We're basically their board.
[9:57]
So, uh, we're just basically putting down that,
[9:59]
that we are okay with them purchasing the equipment.
[10:02]
I'll make Aion Second
[10:04]
Motion by Laura second by April.
[10:07]
And on this one, Dale will abstain. Yes.
[10:11]
Um, so we'll get the proper paperwork for that.
[10:16]
Any discussion? All those in favor say aye.
[10:21]
Aye. Aye. Those opposed?
[10:26]
And I am abstaining due to conflict of interest.
[10:32]
Okay. Alright.
[10:33]
Thank you. Uh, the next item on the agenda is to vote
[10:37]
to advertise to 2026 municipal budgets.
[10:40]
We had, uh, our meeting on October 2nd, uh,
[10:45]
probably one of the longer meetings we've had in a long
[10:47]
time, uh, for a budget.
[10:49]
Um, about an hour and a half.
[10:51]
Uh, we went through every line item,
[10:53]
uh, questions were asked.
[10:55]
Um, justifications were given
[10:58]
and, uh, budget looks a lot like this.
[11:01]
Year's. Um,
[11:04]
we are looking at structural surplus
[11:11]
of the general fund budget of $2,105
[11:16]
with $392,435 in
[11:21]
revenues,
[11:24]
$390,330 in expenses.
[11:30]
And the capital
[11:31]
and liquid fuels budgets were actually multi-year budgets
[11:36]
when we passed them last year.
[11:39]
So they are included as addendums to this budget
[11:43]
and should be re-approved as part of the package
[11:51]
I to advertise.
[11:54]
Alright. Motion by Laura. Second. Second by Austin.
[11:59]
Any discussion? All those in favor say aye. Aye.
[12:05]
Aye. Opposed? Motion carries.
[12:09]
Thank you. Next item on the agenda is the cancellation
[12:12]
of the remainder of the budget meetings for the year
[12:16]
Motion by April 2nd.
[12:18]
Second by Laura. Any discussion?
[12:22]
All those in favor say aye. Aye. Opposed? Aye.
[12:26]
Motion carries.
[12:28]
Thank you. Aye.
[12:30]
Next item your consideration. Lemme get some paper out here.
[12:38]
So we had put out RFPs for snowplowing services
[12:43]
after the Burwick contract was terminated
[12:47]
and we did not receive, um,
[12:52]
any until yesterday.
[12:59]
Um, so I am going to,
[13:03]
um, let's see.
[13:10]
So we're gonna vote on this.
[13:11]
Well, we can vote on it now I guess
[13:14]
'cause we didn't get anything since September 15th.
[13:19]
So we are currently without services if it's snows tomorrow.
[13:23]
Um, that being said, um, it's up to council
[13:28]
to vote on this one whether they want to accept it or not.
[13:32]
Uh, if not, I'll continue looking.
[13:34]
Uh, so it was submitted by Tom Chu paving
[13:37]
and excavating, um, plow trucks,
[13:42]
1 75 an hour, two to three trucks,
[13:46]
uh, to cover.
[13:47]
That's pretty much what Burwick and Beaver covered for us.
[13:52]
Hit run Plow trucks with Beaver, I believe cost 2 25.
[13:57]
Um, salting spread. Uh, that's 2 25 a ton.
[14:02]
That is considerably more than
[14:04]
what we were getting from Berwick.
[14:06]
It is in line with what we were seeing with Beaver.
[14:10]
Um, and then if there's a huge storm
[14:15]
and extra equipment has to be brought in, um,
[14:18]
they will call me, get authorization,
[14:20]
and then of course we'd pick up those extra costs for that.
[14:25]
Um, and they
[14:29]
have their insurance and everything submitted.
[14:31]
So I do have that.
[14:36]
How much nip long have they done?
[14:41]
Some I didn't ask how many.
[14:43]
I didn't ask for a reference list.
[14:46]
We had already had a, a working relationship
[14:48]
with the pair trucks, so I didn't,
[14:49]
yeah, I didn't really go. Yeah,
[14:51]
I'm just Curious. Yeah.
[14:52]
You know how much snow plowing they've done. Right?
[14:54]
I don't want somebody coming in
[14:56]
and all of a sudden they
[14:57]
really don't know what they're doing.
[14:58]
Well, they said they do want to, um,
[15:00]
have somebody take 'em around the borough.
[15:02]
And of course that's customary, that's with everybody right.
[15:05]
To have them go around. But Tom grew up in town,
[15:08]
he said he's pretty sure he knows where to
[15:11]
where to put the snow.
[15:16]
And it is important if you whoever takes him around just
[15:19]
to make notes of what the streets are like.
[15:21]
So I figured maybe Chief
[15:23]
or Bailey would be the best options.
[15:26]
Take him around. I know the mayor had done it previously,
[15:28]
but I know you're busy during the day. So,
[15:31]
I mean, as far as damage and stuff, just
[15:33]
To see. And, and then we also
[15:34]
have a map that we give them so
[15:36]
that they know what streets
[15:38]
or streets and which ones aren't.
[15:42]
We have a few of those.
[15:46]
And this is for a year?
[15:48]
This would be through this season. So it's 25, 26. Okay.
[15:53]
Yeah, generally when we were doing the them previously
[15:57]
we were starting them
[15:59]
and then they were going through to the following year.
[16:02]
Uh, the only time we didn't do that, I believe,
[16:06]
no, I'm wrong.
[16:08]
We were doing it for the whole year.
[16:10]
So the council's gonna have
[16:11]
to revisit this again in January.
[16:15]
Okay. Because that's, we, yes,
[16:20]
there was always a split and that's why we had a problem.
[16:22]
Because if you remember previously we had somebody else, uh,
[16:27]
beat beaver's bid beep.
[16:29]
Beaver's bid. That's pretty cool. Yeah.
[16:32]
I'm not, I'm not saying that fast.
[16:35]
And, and, and so that guy was supposed to start in January,
[16:39]
but he ended up coming in in November
[16:41]
and then we had two guys in here
[16:42]
and I told him he didn't start till January.
[16:46]
I Remember that. So yes.
[16:47]
So yes, it is, it is only till the end of this year in,
[16:50]
at the reorganization meeting, you guys are gonna have
[16:53]
to say whether or not you want to continue
[16:56]
or if you wanna look somewhere else.
[16:57]
Okay. So you can almost take it as a interim.
[17:01]
I sort of thought we maybe did it like
[17:04]
later on in the year
[17:05]
through the year to get us through the winter.
[17:07]
So we didn't have this problem this time of year.
[17:09]
No. What we usually did was we would advertise it out in
[17:12]
the fall and then we would set it up so that in January
[17:17]
it was on your agenda to accept.
[17:19]
Okay.
[17:22]
I make a motion. Then we accept it.
[17:23]
'cause we need something. If we get snow in November
[17:26]
or December, we're just
[17:28]
Laura, you can do it.
[17:30]
Budget can do it.
[17:32]
Do what? Second.
[17:35]
All right. We have a motion by Laura second by April
[17:37]
to approve, uh, parrot chuck
[17:41]
as our snowplowing contractor.
[17:44]
Any discussion? All those in favor say aye.
[17:49]
Aye. Aye. Opposed? Motion carries.
[17:55]
Thank you. Uh, the next item I have on the agenda
[17:59]
finally is to vote on the, uh,
[18:02]
sewer authorities improvement plan through the rec park.
[18:05]
Uh, if you remember about two months ago, we went over this,
[18:09]
uh, there were some, uh, notations,
[18:12]
I believe Mr. Schultz has provided.
[18:14]
Um, so those were put into a new agreement.
[18:18]
I did receive that as of this morning.
[18:21]
Uh, or else I'd tell you to postpone it.
[18:25]
Uh, we're gonna put
[18:31]
Oh, the, the ones with the signature page.
[18:33]
Sorry. Um,
[18:38]
so everything looked good there?
[18:39]
I don't Did you get the chance?
[18:40]
I, I did. Okay. I did see it.
[18:41]
Are Are you good with it?
[18:44]
Um, they,
[18:45]
they took the notation about the trees out as you saw.
[18:49]
So, so what, what was explained about that?
[18:53]
Um, and I did talk to Laura about that, was some
[18:56]
of those trees are not part of our agreement for the park.
[19:01]
They were just kind of put in there. Right.
[19:03]
Um, we are looking at possibly transplanting some of those
[19:08]
during this so that they just don't die.
[19:11]
Um, and any of them that aren't transplanted,
[19:14]
then value will be calculated
[19:16]
and they'll help us with escaping. Yeah. Yeah.
[19:18]
But if it's not in the agreement, then
[19:20]
they don't have to do it.
[19:23]
They, They would also only put trees in,
[19:25]
they wouldn't put bushes or flowers in.
[19:28]
There's no bushes or flowers.
[19:29]
I know, but if you wanted them.
[19:31]
No, I wanna make sure that whatever trees
[19:34]
that get destroyed get replaced.
[19:36]
And if it's not in that, then that's saying
[19:41]
that they can say, well, it wasn't in the agreement.
[19:47]
That's fair.
[19:54]
I didn't instruct them to take it out.
[19:56]
Yeah. Well that's how they get away with
[19:58]
It. I was, I was
[19:59]
informed and, and I relayed the information.
[20:03]
So the, the language now, uh, about that used
[20:08]
to the language, the paragraph that had the trees, that is,
[20:11]
that they were, they were gonna take out all of the trees.
[20:14]
It says the grantee, which is, is the sewer authority,
[20:19]
shall repair and restore the surface
[20:22]
features within the easement
[20:23]
to a condition substantially similar, uh, to
[20:26]
that which existed immediately
[20:29]
Before. Before.
[20:30]
So I think if we identify the trees
[20:32]
that are likely to be taken out, um,
[20:36]
obviously they don't want you
[20:38]
to plant trees in the right of way.
[20:40]
Well, we never knew where the right of way was.
[20:42]
Well, well now, now we do. Yeah.
[20:45]
So the idea is not to plant those
[20:49]
plant trees in the right of way anyway.
[20:51]
So the number of trees that are going to be taken out
[20:55]
that you can't, that you're not gonna transplant now,
[21:00]
uh, you know, I I think the idea is that they're going to
[21:04]
essentially pay for that.
[21:06]
Right. Either they have to restore it
[21:09]
or they have to somehow pay for it.
[21:12]
They just can't put the trees back over top
[21:14]
of the affected area because of the root systems going down.
[21:17]
Oh, I understand that.
[21:19]
So that's why it was like, well, you know,
[21:22]
they're not gonna replace those
[21:24]
'cause those aren't going there.
[21:26]
That's how it was explained to me.
[21:29]
But is there anything that states in there
[21:31]
That we, they're, they're gonna put the ground features
[21:33]
back to a similar,
[21:36]
so the tree might not be here, it might be over here.
[21:39]
Or if a tree isn't possible,
[21:41]
they could put a bush in or something else.
[21:47]
But that would be have to be
[21:48]
Coordinated. I would like
[21:49]
to have them mark off where they're gonna go.
[21:53]
There's a map here. It's just the very I've seen that
[21:57]
I want, I want Okay.
[22:01]
Physical flags put into where they're going
[22:03]
so I know exactly where that line is going.
[22:08]
Okay.
[22:14]
And then we can decide We can get that
[22:16]
Done. What to do.
[22:17]
Yep. With the trees. Yeah.
[22:20]
What trees they are to know where to put them.
[22:23]
And I don't even think it's
[22:24]
that many to be honest with you.
[22:25]
I don't think so. It's, it's the very edge of that,
[22:29]
you know, like along that stream area.
[22:33]
Well that's what I kind of figured
[22:35]
Because 'cause the roadway goes down, all
[22:39]
They have to do is put two flags
[22:40]
where they're gonna start and two flags at the end.
[22:42]
Yeah, that's what I'm asking. Yep.
[22:43]
We'll get it done and I'll go down and look at it
[22:45]
and, okay.
[22:46]
See what has to be done. Okay.
[22:49]
We'll get that done. Yep. A good idea, Laura.
[22:53]
So we gotta vote the table for now, question mark.
[23:00]
But they are gonna restore mm-hmm.
[23:02]
That's still in there, right? Mm-hmm.
[23:04]
That they will restore that area.
[23:06]
Okay. I'm fine.
[23:10]
And Amy assured me it will be taken care of.
[23:12]
Okay. I make a motion.
[23:18]
Second. Okay. We have motion by Laura. Second.
[23:22]
Second by Austin. Any discussion?
[23:28]
All those in favor say aye. Aye. Aye. Opposed?
[23:32]
Motion carries.
[23:34]
Thank you. All right.
[23:38]
And let me see if I have anything else for you.
[23:42]
I might, as I might as well do the correspondences.
[23:45]
Um, this way I can be quiet.
[23:48]
The rest of the meeting, um, as you know,
[23:50]
with Veronica leaving and Hannah leaving,
[23:53]
we are down the two signers on the account.
[23:56]
Um, and if one of us don't sign, we don't sign
[23:59]
checks don't go out.
[24:01]
So at some point, and,
[24:03]
and it's not on the agenda tonight, um, counsel needs
[24:07]
to decide who's going to be, uh, the,
[24:10]
the other counsel signer.
[24:12]
And then whoever gets hired will also be a signer.
[24:17]
So I can't do anything until that person gets hired anyway.
[24:21]
'cause no sense doing this twice. Well,
[24:23]
Who do you have now? You
[24:24]
It's just Dale and I And if one
[24:28]
of us don't sign, I thought Laura, I
[24:29]
Thought Laura was on it.
[24:31]
It was until Hannah took
[24:33]
Over. No, Hannah, Hannah
[24:34]
took it. Oh.
[24:36]
I'll do it until December 31st.
[24:40]
Okay. If You guys want me to do it.
[24:43]
Well, it'd be easy because they,
[24:45]
they already have your information.
[24:46]
Yeah. We just have to do another That was a previous sign
[24:49]
resolution at the next meeting.
[24:50]
Yeah,
[24:52]
I'll do it till the end of the year.
[24:55]
Okay. That was easy.
[24:59]
Okay, So I'll put
[25:01]
that on the back burner for next month.
[25:03]
Um, liquid fuels notification
[25:08]
for next year came in, uh, after we had our budget meeting.
[25:12]
And they are allocating $32,006
[25:17]
53 cents.
[25:18]
We budgeted 30,000.
[25:20]
So we're in, um, Adams County,
[25:25]
uh, community Foundation, uh, sent a community report.
[25:30]
Uh, so that is available for anybody
[25:31]
that wants to look at it.
[25:33]
We received a thank you card from the, uh,
[25:37]
Adams County SBCA for our a thousand dollars donation.
[25:49]
You don't need that one.
[25:56]
Um, oh, MedEd, uh, is coming through, uh, the park.
[26:04]
Um, so, so MedEd is replacing the lines in the park,
[26:07]
uh, the overhead.
[26:09]
And they've gotta replace some of the poles.
[26:10]
Now the problem was they
[26:15]
couldn't access those poles
[26:16]
because we had a spring coming up through the ground
[26:19]
that we discovered earlier this year.
[26:21]
Right. That, that was flooding out the park and you know.
[26:24]
Right. Well, it's not a spring folks.
[26:28]
It was, it was a waterline.
[26:30]
And, uh, nobody knew it was there
[26:32]
until they marked it the other day.
[26:34]
And, uh, so yeah, it's, we now no longer have a stream.
[26:39]
So you're telling me that's just been an open main water.
[26:41]
It's been an open main the whole time.
[26:43]
And what I would like to know from those of you, of you
[26:46]
who go to the meetings, I would like to know
[26:50]
how they did not know that
[26:53]
that water was leaking all this time. They
[26:56]
Should have a kind of water
[26:57]
somewhere. You would think their
[26:59]
Building wouldn't match up their
[27:00]
Output, I think.
[27:01]
But you think that we're paying for all the chemicals
[27:04]
and stuff to purify that water
[27:06]
and all that water went into the park
[27:08]
to make a lot of trouble for us.
[27:10]
Mm-hmm. So I would like to know
[27:13]
why they didn't know it was leaking.
[27:16]
Because there's gotta be a big discrepancy between
[27:19]
what water they were putting out
[27:21]
and what water the meters were saying they had.
[27:24]
And that's not right. There's gotta be a big discrepancy.
[27:28]
Where, what, where's
[27:30]
This line Down that way?
[27:33]
Straight down through there. High.
[27:34]
Like where the fountain was. High street.
[27:36]
Yep. All the way up here.
[27:38]
No, that's an on meters
[27:40]
Leak. I think it's
[27:41]
pretty tough. Yes. I don't know that.
[27:44]
I mean, they, the only place they can really meter that
[27:46]
is going into the tower and out the tower area probably.
[27:49]
And that tower feeds correct? Correct.
[27:52]
But where do you start? Every place they
[27:53]
are in Adams County.
[27:55]
Yeah. But there's gotta be a way.
[27:57]
I know other towns know how much water's going out,
[28:00]
how much water's on the meters.
[28:02]
Right. There's gotta be a way to know at least some of it.
[28:06]
'cause that's been going on for a while.
[28:09]
That's a lot of water. Yeah.
[28:11]
But it's spread out over a huge area.
[28:13]
So is that fixed now? Even West Manheim Township
[28:17]
is getting fed from this town. I 24 hours race.
[28:20]
Okay. But still, that's a lot of
[28:22]
Water getting fed from this cleaning.
[28:25]
So when are they gonna do this? Know? From previous,
[28:30]
That's what I'm saying.
[28:31]
There's gotta be a way to know. Yeah,
[28:33]
Exactly.
[28:35]
Probably over that huge area though.
[28:37]
It really wasn't that much too.
[28:38]
Went down and met the, that's probably where the problem is.
[28:41]
We created RN River. Yeah. One was
[28:44]
Out. Um,
[28:45]
so yes. Closed up, sealed up.
[28:49]
No more plans for a creek. We're good.
[28:52]
Um, we will be looking to restore that area
[28:55]
to the way it was about three years ago. That
[28:58]
Would be nice. And,
[28:59]
and it'll be a nice little area.
[29:01]
And I'm sure, uh, James Becker down here will be
[29:04]
very happy about that too.
[29:06]
So we don't So what everybody else,
[29:07]
I haven't told him yet, so.
[29:09]
Oh he'll. I'll probably get a Christmas present this year.
[29:13]
You probably noticed. Um, oh no, you,
[29:16]
he talks to me all the time about it.
[29:17]
He knows. Yeah.
[29:19]
Um, so, uh, going back to the RFPs real quick.
[29:22]
Um, we had rfpd, uh, for engineer, solicitor
[29:27]
and zoning, hearing board solicitor.
[29:29]
Um, we did not receive anything back from them, um,
[29:33]
from anybody really, uh, except, uh, Mr.
[29:37]
S Sches did, uh, provide, um, or his Salzman Hughes
[29:42]
provided, um, an engagement agreement for next year.
[29:46]
Uh, it has an annual increase of 3%.
[29:51]
Um, so the rates will be increased,
[29:55]
um, by that amount.
[29:57]
And the attorney rate, uh, will go to 1 75 an hour.
[30:02]
And the paralegal, uh, project manager
[30:06]
and law, uh, clerks are at 1 0 6.
[30:10]
And I will tell you that's a lot lower than a lot of firms
[30:14]
in the area.
[30:16]
So, um, so since there were no real RFPs,
[30:21]
uh, for that, my suggestion is going to be to, um, wait
[30:25]
until January and then reappoint Salzman Hughes and Mr.
[30:28]
Ulti for that position.
[30:33]
And at the same time,
[30:37]
we did receive correspondence, uh, from PMCA.
[30:41]
Uh, they also have a rate increase for next year,
[30:46]
and it is $10 an hour,
[30:49]
and that's the first increase we've
[30:50]
gotten since we've been with them.
[30:52]
So, uh, again, counsel will have
[30:56]
to reappoint in January who they want to do that.
[31:00]
Uh, and then the last thing I have is, uh,
[31:03]
we received this today.
[31:05]
It's a road to independence, um, June 22nd to 26th.
[31:10]
This is part of the Lincoln Highway two 50th,
[31:14]
or as part of the nation's two 50th,
[31:16]
but part of it's being, uh, done
[31:19]
by the Lincoln Highway Association.
[31:22]
So, uh, essentially they're, uh, trying
[31:25]
to put together some things
[31:26]
that people can do along Route 30 that, uh, you know,
[31:31]
they can bring buses.
[31:33]
They're looking to get seven buses, um, out of Philadelphia
[31:37]
and back and forth Pittsburgh,
[31:39]
and show people what's along Route 30.
[31:42]
So, um, if you haven't seen the big shoe now's your time.
[31:48]
Um, but if anybody wants any information,
[31:49]
I have that here as well.
[31:52]
And thank you, sir. Oh, okay.
[31:57]
That concludes my report. All right. About time.
[32:00]
I'm telling you I should actually do something.
[32:05]
All right, Tim, you're up next.
[32:08]
Okay. So data center ordinance, um, at the last meeting,
[32:13]
uh, we discussed the only, uh, zoning district
[32:17]
where a data center could go in.
[32:18]
And obviously that's the commercial industrial
[32:22]
district on the zoning map.
[32:23]
That's the red area. Uh, on the map, uh, zoning.
[32:28]
Officer Graham and I were, were charged
[32:30]
of looking at the details of, uh, like setbacks and,
[32:34]
and things like that within the ordinance to make sure
[32:37]
that it would fit at least one of the, the existing lots in
[32:42]
that zoning district.
[32:44]
So we're, from a staffing perspective, we're kind
[32:48]
of exhausted, uh, our expertise on this matter.
[32:53]
Uh, so now we have a proposed zoning ordinance amendment,
[32:58]
and the next step, Uh, that's a precondition for adoption is
[33:03]
to send the ordinance to the Adams County Office of Planning
[33:06]
and Development for their review.
[33:09]
Most of the time for ordinances like zoning,
[33:12]
ordinance amendments that are, that are pretty simple,
[33:16]
we send them and then almost immediately
[33:19]
advertise for the public hearing.
[33:22]
This is a little different
[33:23]
because, um, you know, a data center ordinance is,
[33:26]
is a lot more complex than a normal
[33:29]
zoning ordinance amendment.
[33:31]
So one, one suggestion would be to send it
[33:35]
to them now without scheduling a public hearing,
[33:38]
have them review it, provide their comments,
[33:41]
and then we can, uh, discuss whatever comments they have.
[33:45]
They're, they're the planners. Um, I, I'm not a planner.
[33:49]
Uh, chief Graham is not a planner as far as I know.
[33:53]
Um, Dr. Bolton maybe. Nope.
[33:57]
But I do not hold those credentials,
[34:00]
But they are.
[34:01]
So the idea is to is, you know, is to give it to them
[34:06]
and have them review it and provide recommendations,
[34:10]
and then move forward
[34:11]
to towards adoption once we review those.
[34:16]
And that could take them more than a month or so
[34:19]
It, Yeah.
[34:21]
Um, it'll take a month. Okay. Take a month.
[34:22]
It'll take a month. So if we send it, you know,
[34:25]
this week we, we make edit
[34:27]
before your, your November meeting.
[34:30]
Yeah, yeah.
[34:31]
If I send it out tomorrow, they'll probably have it for us.
[34:34]
Yeah. They usually get it over a week
[34:36]
before the deadlines. They're pretty good.
[34:40]
Yeah. I mean, we'll let 'em know.
[34:41]
There's no public hearing scheduled, so, you know,
[34:44]
we're really wanting their expertise on this and not,
[34:50]
You Know, trying to push 'em too
[34:53]
hard, so.
[34:56]
Well, yeah, because this is gonna set a precedent
[34:58]
for other municipality reviews too.
[35:02]
Well, what's, yeah. And what's difficult
[35:03]
here is we're in a borough.
[35:04]
Mm-hmm. Right? So these data centers are,
[35:08]
are usually cited in, in areas
[35:10]
where there's much bigger landmass.
[35:14]
We don't have the landmass here.
[35:17]
Good thing for everybody.
[35:21]
So that's the update on, uh, the data center.
[35:25]
Um, any, any questions about that?
[35:29]
Do you have a rough draft of that, that we're allowed
[35:30]
to review ahead of time at all?
[35:33]
Yes. Okay. Yeah.
[35:34]
So do you need a motion for them to send that to the county?
[35:38]
I, I mean, I, I Usually don't need a motion.
[35:42]
Yeah. I, I think I've been authorized to prepare it
[35:45]
and move it forward.
[35:46]
So this is part of moving it forward, asking process.
[35:48]
We're not advertising it. Right. So, yeah.
[35:51]
So I think not. Okay.
[35:53]
Okay. And, and, yes. Okay. Yeah, absolutely.
[35:58]
So you'll send me a copy
[35:59]
and I'll send in the municipal request.
[36:02]
Yep. Okay. Okay.
[36:03]
And I, I'll, I'll, I'll get on that tomorrow. I a copy.
[36:07]
I wanna read it. You want a copy? Yeah.
[36:11]
Gotta, I'm glad you want a copy. There's a lot of topics.
[36:15]
Nobody else asked me for a copy.
[36:16]
There's a lot of topics I wanna look at. I can't.
[36:20]
No, that's good.
[36:21]
So the, the next item has to do with, uh, the 2005 h
[36:26]
and h car trailer case.
[36:27]
As I reported last month, we had oral argument
[36:31]
before the Commonwealth Court.
[36:33]
Uh, we have a decision now.
[36:34]
Uh, the decision upheld, uh, judge Wagner's, uh,
[36:38]
May 6th, 2024, um, decision.
[36:43]
So, I mean, this thing has been hanging
[36:46]
around for a long, long time.
[36:48]
So I, I haven't seen any, uh, request, uh,
[36:52]
for further appeals to the PA Supreme Court.
[36:55]
Uh, but it wouldn't surprise me,
[36:57]
Uh, But I,
[37:00]
I don't think the Supreme Court
[37:01]
would take something like this.
[37:02]
Mm-hmm. So,
[37:04]
because the Commonwealth Court affirmed Judge Wagner's
[37:07]
decision, we are now authorized to sell, uh, the trailer.
[37:12]
Now, understand this, we don't get the money,
[37:17]
the any kind of proceeds we get from the sale, we have
[37:20]
to send that into the motor vehicle motor license
[37:23]
fund or something like that.
[37:25]
Interesting. Uh, we can, we can recoup our cost,
[37:28]
but I don't think that means attorney's fees.
[37:30]
I think it means the cost of the proceedings,
[37:32]
which are relatively minor.
[37:35]
But I mean, we will have costs in the process of selling it,
[37:39]
because if we're gonna follow the borough code, uh,
[37:42]
with this, uh, we're gonna have to advertise it for sale.
[37:47]
It's, it's a, a sealed bid process.
[37:50]
Uh, but along with that, we want
[37:52]
to also advertise it in a wider
[37:55]
way than just the Gettysburg Times
[37:58]
because, um,
[38:00]
no one will read the legal ads in the Gettysburg
[38:03]
Times, typically.
[38:05]
So, so the next step is to, uh, advertise it for sale.
[38:11]
Um, I had previously worked on the advertisement, um,
[38:17]
but it's not an action item for tonight.
[38:20]
So I think it should be an action item for
[38:23]
next month's agenda, uh, to authorize,
[38:28]
Uh, The advertisement.
[38:31]
So we have to do that
[38:34]
by resolution if we're disposing of, right.
[38:38]
Okay. Right. So I'll prepare a resolution for that
[38:45]
costs, let's talk money.
[38:49]
We build an impound lot
[38:53]
to put it in, I guess.
[38:58]
But we do have costs because of this.
[39:01]
Oh, there's no doubt. There's no doubt.
[39:03]
Uh, yeah. This,
[39:05]
this has been an unfortunate situation for the borough.
[39:08]
Uh, you know, we, but we had to do it.
[39:12]
I mean, otherwise it, it would just sit there forever.
[39:15]
Right. Without a title.
[39:16]
So This thing has a title tags, vin every,
[39:18]
well not tag, but I guess
[39:19]
title, vin, all that nowadays. Mm-hmm.
[39:21]
Well, it, it doesn't now, but,
[39:23]
and what's odd about this is that the, the
[39:26]
purchaser will have to obtain a new replacement VIN plate.
[39:31]
So they gotta get through specialty construction
[39:33]
and all that, I'm assuming.
[39:35]
Yeah. So it, it, you know, whoever the,
[39:38]
the purchaser is gonna have to know kind
[39:41]
of how to deal with this.
[39:43]
We, we have a court order that authorizes the sale
[39:46]
that will authorize a replacement VIN plate for
[39:50]
with pendot, but it's not a simple transaction
[39:54]
where we have a, we don't even have a title.
[39:56]
Gotcha. So it's, it's a little unusual,
[40:00]
but that's the other little wrinkle here.
[40:03]
So it, it might scare away like a normal
[40:08]
guy who just wants the trailer.
[40:10]
Right. Yeah. That's a pain in the butt
[40:14]
Certified inspection station.
[40:15]
You gotta take pictures of it.
[40:17]
All the legal documents gotta be
[40:19]
crossed eye and everything else. It's a pain.
[40:22]
Right. Well, this whole thing has been a
[40:27]
Pain and it, and
[40:28]
It's an in and it's a special, uh, inspection on that too.
[40:31]
Mm-hmm. You'll sit here another year,
[40:34]
You'll have more money In that.
[40:36]
So we can recoup the costs associated with the,
[40:39]
with the proceedings and whatever.
[40:43]
If there is a balance, we need to send that into the state.
[40:47]
So you said we can't pay for attorney's fees outta that?
[40:50]
No. Right.
[40:51]
So, so if you prepare the ad,
[40:53]
we can't pay you for it out of that.
[40:55]
Right.
[40:57]
Um, So I should probably prepare the ad
[41:02]
[41:03]
Even though I don't want to do all that.
[41:04]
The other, um, the other suggestion is,
[41:09]
the other suggestion is, um, uh, is municipal bid
[41:15]
an adequate platform for us to sell that one?
[41:21]
It is approved by the state.
[41:22]
It it is, yeah. Um, and it would get us a bigger net.
[41:27]
I don't think you're gonna get much for that.
[41:28]
Oh, I know we're not, but we're gonna get even less
[41:31]
if we sell it around here.
[41:34]
Maybe. I, I, I'm certainly open to
[41:38]
whatever suggestions counsel has about the best way
[41:41]
of selling this thing. Okay.
[41:43]
Um, But to your point, municipal bid will
[41:47]
Work, I mean, better than an ad
[41:48]
and a in the newspaper, you know?
[41:51]
Yeah. I guess. Well, chief
[41:53]
and I were talking about this today.
[41:54]
We're trying to figure out what is the best way to do that,
[41:57]
you know, so in addition, if we didn't go municipal bid,
[42:00]
Just let me know. Yeah.
[42:02]
Do you just post it for auction?
[42:04]
Yeah. You basically post it for auction.
[42:05]
You put a time limit on it,
[42:07]
and then at the end of the auction,
[42:08]
whoever bids highest gets it.
[42:10]
Is, is that how like municipal bid works or, mm-hmm.
[42:13]
Yeah. Okay. Yeah, it's
[42:14]
An, it's like eBay for municipals.
[42:16]
I gotcha. Yeah.
[42:21]
Scotty, Well, if you don't sell it,
[42:22]
you can always just keep it and we'll use it to haul water
[42:26]
or mulch for on the property.
[42:30]
I like how you, you said that with street feast tight.
[42:32]
See who's gonna haul it? So,
[42:34]
I mean, for Public works crew, Scotty,
[42:37]
you have a truck. If you end up office,
[42:39]
The Park, your little tractor, you, uh,
[42:42]
That pulled that.
[42:43]
Yeah. In reality though, I mean, you
[42:47]
could weld up walls on it if you want to.
[42:49]
When you're talking a trailer, you could weld up walls
[42:51]
and you could use it for public use.
[42:53]
We have the other police to use for public use already.
[42:56]
Are we allowed to keep it? No. No. Okay. Well, nevermind.
[43:00]
We not joking anyway. Well,
[43:02]
I mean, I, it was actually a good idea as far as function.
[43:08]
All right. Anything else we
[43:11]
have, you have anything else?
[43:13]
Okay. So
[43:17]
On the engineering side tonight, that I know
[43:19]
Of, no.
[43:20]
Nope. They're, uh, they are, um, that's in the process
[43:25]
of, uh, reviewing Sutton Run,
[43:27]
but I'm not gonna step on Chief's toes on that one, so.
[43:30]
Okay. He'll cover that.
[43:33]
All right. Dwayne, you have any words
[43:37]
Of wisdom for us tonight? Yes.
[43:39]
Good evening, everyone. Um, sorry for their apparel,
[43:42]
but I just got outta the parlor.
[43:45]
That's my job. Um, no, I, uh, chief, I heard, uh,
[43:50]
all the vehicles are running good.
[43:52]
No complaints. All fixed. All
[43:54]
Fixed. Good deal.
[43:55]
Yay. That's, that's good to know.
[43:58]
Um, hey, I did wanna run this by you guys.
[44:02]
I had a gentleman from, um, beaver Creek Very, he is one
[44:06]
of a, a customer of mine.
[44:07]
And, um, we have a disability van and stuff.
[44:10]
I work on their name's. Uh, Bradley Ness.
[44:13]
I don't know how you guys feel about doing something
[44:15]
for Christmas time.
[44:17]
He wants to be Santa Claus and he's done it.
[44:21]
I mean, he sent me pictures of it, so I didn't know I'd run.
[44:25]
I said, Hey, I'd run it by them.
[44:27]
Santa Cla is sitting over there.
[44:31]
He might be on a vacation.
[44:33]
Oh no. Uhuh. He's seen all year round. But, but
[44:37]
Brad asked me
[44:39]
and he's, he's a wonderful, um, I'm sorry, he's, I said,
[44:43]
Hey, I said, I mean, let me talk to I and see.
[44:46]
I don't want to take Buzz's job, but,
[44:49]
So You guys, if we can get him here
[44:52]
or would you guys do what?
[44:53]
Wanna talk with him and, and what day
[44:56]
To do what?
[44:57]
He said something about you wanna be Santa Clause
[44:59]
for one night for, for AB Town.
[45:02]
Sounds like he wants to
[45:03]
have like a social event or something.
[45:04]
Correct. Yeah. Like a trunk or tree for Christmas
[45:06]
Or something to might want happen upon the
[45:08]
Churches. But they, they
[45:09]
usually do that at Ebac.
[45:10]
And that's, can I, I, I know that, but,
[45:12]
but yeah, I mean, you're the mayor. You're
[45:15]
The mayor. Can I send
[45:16]
him up and have approval?
[45:17]
Do we have to get approval to do this? And
[45:20]
What Here, Whatever night it's gonna be.
[45:22]
He wants to be Santa Claus.
[45:26]
I dunno. I'm just
[45:29]
Don't Well, look at me. I'm not having,
[45:31]
And he's a, and he's a wonderful guy. I,
[45:33]
I got enough going now.
[45:34]
No, I thought he there too, that we don't have any special.
[45:37]
And I, and I, and I told him that,
[45:39]
but, uh, he said, Mr. May, see what you can do.
[45:41]
I said, whenever you want, buy the next meeting.
[45:44]
No, there's the person who comes up with everything.
[45:46]
That's what I'm thinking.
[45:47]
That's why I'm looking right at him. Look at
[45:49]
Him.
[45:50]
Don't look at me. 'cause I'm not helping.
[45:52]
Uh, so the mayor currently has
[45:55]
approximately $170 in the line item.
[45:58]
I know, I know you didn't spend it,
[46:00]
but you have, uh, supplies
[46:02]
and awards, $170 left of your budget.
[46:05]
Yep. Um,
[46:08]
we have a hundred dollars from your due subscriptions
[46:10]
and memberships that were not used.
[46:15]
So you do have some funds available at your discretion
[46:18]
that are already budgeted.
[46:19]
If you would like to do something, if you want council
[46:23]
to do something on a larger scale Yeah.
[46:25]
They'll have to approve that.
[46:29]
Like if you did a night with the mayor type thing and Right.
[46:32]
And brought Santa Claus and Yes, you could do that.
[46:36]
We could chat later on about this, right?
[46:38]
Yeah. Yeah. It's in's in your line of jury.
[46:40]
Then if we need to counsel and then we'll just,
[46:42]
You're authorized to tell me how
[46:43]
to spend that money. That's what I would do.
[46:45]
Yeah. Mm-hmm. Yep. At least I can tell him I touch base
[46:48]
and then mm-hmm.
[46:49]
It get from there. I think it'd be pretty cool for him.
[46:52]
Yeah. He's a wonderful, it'd
[46:53]
Be a nice thing to do. Yeah. Santa
[46:54]
Claus, night of dws. There you go.
[46:58]
After The party, free will change with every, after
[47:01]
The part's closed.
[47:03]
Good. But that's it. That's, that's all I have.
[47:06]
All right. Thank you. Thank you. Uhhuh Code enforcement.
[47:11]
Mm-hmm. Okay.
[47:18]
Jay Mars has submitted their final, final draft
[47:22]
of SU and run estate.
[47:26]
This will be in here at the office during open hours.
[47:30]
Anybody can come in and look at it.
[47:33]
Uh, and Outlie outlays the project pretty much from start
[47:36]
to finish and what the final
[47:40]
Plan Is going to look like.
[47:42]
Uh, since that just came in,
[47:43]
now we don't have a planning commission.
[47:45]
It needs to go to, uh, the office of,
[47:49]
for the county planning and development for review.
[47:53]
Uh, so same thing with them 30 days, once
[47:56]
that request goes in, which the request did go in.
[48:01]
So they have 30 days to get back to us with a response.
[48:04]
Any, uh, criticism
[48:07]
or errors that they see in the documentation.
[48:13]
And that's about it for that.
[48:15]
Uh, continuing to get some more sidewalks in.
[48:19]
Sorry. I need an action item,
[48:21]
or at least consensus to let the engineer engage on this
[48:26]
so that they can review it as well.
[48:28]
Our Engineer? Yeah. Oh, yes.
[48:30]
Oh, I thought he was already,
[48:32]
We wanna make sure that he's good.
[48:34]
And give us a final Yes.
[48:36]
Okay. Motion Made. It's, it's due diligence. Motion
[48:39]
Made.
[48:40]
Second.
[48:42]
Okay. Motion Belo. Second by April. Any discussion?
[48:47]
All those in favor say aye. A. Aye. Aye. Opposed?
[48:51]
Motion carries. Thank you.
[48:55]
Uh, continuing to put some additional sidewalks,
[48:59]
more applications came in for repairs, so hopefully
[49:04]
by spring
[49:05]
or summer of next year, the borough should look pretty good,
[49:07]
at least on Main Street.
[49:09]
Should have all the issues with the sidewalks resolved.
[49:13]
Uh, one property that was in serious disrepair,
[49:18]
they've got their permits.
[49:20]
That's West King Street, and they're, I met with them today,
[49:24]
and they're gonna follow through
[49:25]
with getting their roof repaired.
[49:29]
So at this point, we don't have any
[49:33]
properties in the borough that are in serious disrepair
[49:40]
For The first time in a while.
[49:41]
And it's still there, but it's being fixed.
[49:43]
So I that's pretty good.
[49:47]
Awesome. Uh, we have one property in the borough,
[49:50]
which is dragging their feet, complying
[49:53]
with the construction code.
[49:55]
I talked to, uh, attorney Schultes today, uh,
[49:59]
because it's kind of unique
[50:01]
and there is a path moving forward to move
[50:05]
that into remediation.
[50:08]
Uh, And I think that is
[50:13]
it for code at this point.
[50:17]
Okay. Uh, police department.
[50:20]
Police department, uh,
[50:23]
as the mayor brought up, both cars are running.
[50:25]
Okay. Knock on wood.
[50:28]
Uh, we are approved
[50:32]
by the Center for Traffic Safety.
[50:34]
We had requested grant money for various enforcements
[50:38]
for the 20 25, 20 26 period.
[50:42]
And, um, we received grant money
[50:46]
for those 11 projects for the entire period.
[50:52]
And that will be for the impaired driving,
[50:54]
aggressive driving occupant protection.
[50:58]
Uh, and that occurs at different times throughout the year
[51:01]
for certain periods.
[51:03]
Uh, so many days.
[51:05]
Uh, so they gave us a significant amount this year.
[51:09]
Now some of that was also earmarked.
[51:13]
Uh, since we are with, continuing with our contract
[51:17]
with Berwick Township
[51:18]
and their enforcement, we were actually able to apply
[51:22]
for grant money for them as well.
[51:26]
So some of their hours are going to be covered also by
[51:30]
grant money from the Center for Traffic Safety.
[51:32]
Thank you. Nice.
[51:34]
So, uh, some of those roads that we cover for them,
[51:37]
that bleeds over into Abbottstown, like Kinnaman Road, uh,
[51:41]
some of the racetrack road issues, if we stop it over there,
[51:44]
it's not coming into here, but Kinnaman certainly does.
[51:47]
And 1 94 south of the borough, uh,
[51:51]
when we stop the issues there, we stop it
[51:54]
on South Queen Street.
[51:56]
Yay. Yes. Mm-hmm.
[51:59]
Uh, and King Street, same thing.
[52:04]
So that is it for police at this time. Awesome.
[52:09]
Thank you. Good. Thanks. All right.
[52:13]
Emergency services. Have anything?
[52:20]
All right. Committees.
[52:24]
Uh, is there authority? Anything?
[52:28]
I don't know if we're having a meeting this month or not.
[52:30]
I didn't hear yet. Did you ma'am?
[52:34]
Uh, A-C-B-A-P-S-A-B, anything? No.
[52:39]
Council, governments, anything?
[52:41]
Uh, legislative forum last month went really well.
[52:44]
Um, if you get a chance, go
[52:46]
to Community Media and check it out.
[52:48]
Um, Senator Masano
[52:50]
and Representative Mal gave, uh, some good, uh,
[52:55]
feedback on some of the laws that were passed last year
[52:57]
and some of the laws they're working on this year.
[52:59]
So check it out.
[53:01]
Where do I check that out? At
[53:03]
Community Media.
[53:05]
Let's Go to their website
[53:06]
and look for the legislative form.
[53:10]
All right. A-C-T-C-C.
[53:15]
Budget and finance. Eac.
[53:20]
The only thing is, again, I'm gonna
[53:22]
say is giving sprees coming up in November.
[53:26]
And even if you can only give a dollar,
[53:28]
every little bit helps
[53:29]
because every dollar that you get is kind of matched
[53:34]
with what they get.
[53:36]
And it really helps out a lot with what we're doing.
[53:41]
Um, we're also trying to come up with new ideas
[53:45]
for different, um, things to do for the towns.
[53:50]
Um, and I just wish, really wish
[53:53]
that you all can help out a little bit.
[53:56]
I, it would be greatly appreciated.
[53:58]
Okay. Okay. Parks and Recreation.
[54:04]
Well, as you hear, hopefully we won't have
[54:10]
A river anymore.
[54:11]
Pretty much. Let's hope. Let's hope.
[54:13]
Um, which will mean that whole area, if,
[54:18]
if it dries up and stays dry, have to be all redone
[54:22]
because all the trees
[54:23]
and everything that was put in that place,
[54:26]
including the seeds and stuff I have at home mm-hmm.
[54:29]
Which I will plant or in the other area, um,
[54:34]
was meant for wetlands.
[54:35]
So we're gonna try to move some
[54:40]
of the trees from that area as it dries up
[54:42]
and move to the other area
[54:44]
where we have wetness at most of the year.
[54:47]
Um, and that's all we can basically do.
[54:49]
If that area becomes dry enough, we will replant
[54:54]
trees and bushes and flowers to suit that area.
[54:58]
But we have to wait to see what becomes of it.
[55:01]
Um, it may stay wet, not as wet, hopefully as it's now,
[55:06]
but because you can sink up to your knees down there.
[55:09]
Um, but hopefully I can. I know.
[55:12]
Hopefully, yeah, I've been there.
[55:15]
Um, hopefully we can get it finally situated
[55:20]
that we actually have some nice things to watch
[55:24]
and to look forward to in that whole area down there.
[55:29]
Um, most of our trees are coming along.
[55:33]
Um, I wanted to try to get more flowers planted.
[55:37]
Um, the seeds are supposed to be spread this winter, so
[55:42]
that's what I will be trying to do this late fall,
[55:46]
probably end of November, sometime in December.
[55:49]
I'll try to get those out.
[55:51]
Um, so maybe we'll have even more flowers in the park next
[55:54]
year, which would be nice.
[55:56]
And again, please, anybody that can volunteer to help water,
[56:01]
I would love to be able to plant plants
[56:02]
in the planters up here.
[56:03]
We also have more planters to put out,
[56:06]
but I am not gonna put 'em out
[56:07]
unless somebody's gonna help water them.
[56:10]
Because is, even if I get two people
[56:15]
to come, it takes you half an hour to water.
[56:17]
Are the planners out here if you could help out?
[56:20]
Um, thankfully we've got Aland House who does takes care
[56:25]
of town center.
[56:29]
Without them, you wouldn't have plants down there.
[56:31]
They, they've planted, they've,
[56:35]
They sent already crews.
[56:36]
We worked together. Yeah. Yeah. They, I planted bulbs
[56:40]
and stuff down there and they came along
[56:41]
and said, okay, we're gonna put these plants in.
[56:44]
And they put them in and they've been watering,
[56:46]
taking care of everything.
[56:47]
And same with coffee and Crump.
[56:49]
Is it Crumpets Coffee and something? Crumbs. Crumbs there.
[56:54]
Crumbs. Crumbs, yeah.
[56:55]
Um, they've planted that planter over there too, so, um,
[56:59]
it's really nice to see
[57:00]
that everybody down there is getting involved
[57:03]
and I really appreciate their help.
[57:05]
It means a lot. And thank you for anybody
[57:09]
who volunteers. Done.
[57:12]
Thank You.
[57:14]
Thank you. You have anything on the rest there?
[57:17]
Uh, personnel Ed, Laura
[57:19]
and I talked about some of the new hire candidates.
[57:21]
Yeah. We went over the qualifications.
[57:24]
Um, and, uh, sidewalks and streets.
[57:27]
Um, we've started some line painting.
[57:31]
Um, we've got some police lines going in
[57:34]
and then we are going to touch up the lines
[57:37]
that are in the center square.
[57:39]
Uh, the crosswalks I think are done
[57:41]
or no, they're get, they're going to get done.
[57:43]
Um, and then we're going to get the, um,
[57:46]
parking spots there done also.
[57:48]
So it, it's been a couple years since we had those freshened
[57:51]
up, so I try not to do it every year. But
[57:56]
No, if people would just allow you
[57:57]
to walk across the street, that would be fine. Yeah, well
[58:01]
Remember we had those signs. I
[58:02]
got their signs and then just run 'em over
[58:06]
Like they didn't last.
[58:09]
And the house and the squares up for auction.
[58:12]
Yes. I saw that You didn't have it very long.
[58:15]
You can end the mansion. Yep. Get online.
[58:18]
Starting bid. 300,000. Yeah, that's what I heard. Yeah.
[58:22]
I mean that's a big lot ain't it?
[58:24]
Place It went up for auction
[58:26]
for 1.3 when it first went up.
[58:28]
Yeah. With the previous center and then it just kept Wow.
[58:32]
Dwindling, annoying, dropping. What'd they sell for?
[58:35]
Seven? Seven. I
[58:37]
Don't remember. 600 something.
[58:38]
I think 700,000
[58:40]
something somewhere. Thought it
[58:41]
Was just hundred or seven. I thought it was
[58:42]
Something I could be wrong.
[58:44]
I'd like to just tour the place. Just look
[58:47]
At it. Actually on
[58:48]
the website we have a video.
[58:50]
We did tour the place. That'd be cool.
[58:52]
A couple years ago and we filmed it. Okay. So
[58:54]
The two openings they're having,
[58:56]
you can go in and look at it.
[58:58]
Yeah, they do have open houses too. I forget the dates.
[59:01]
I don't know. I'm not, um, the state PCN came down
[59:05]
and we Is it all out?
[59:07]
The woman loves the house. She was like, I was like,
[59:10]
no stuff down there.
[59:13]
Alright, we went over correspondence. Yes.
[59:17]
No old business I know of Mary didn't Any new business?
[59:21]
Uh, nope. We'll talk. We're to public comment.
[59:26]
Okay. Uh, rich Valentine? No, I'm good. Thank you sir.
[59:32]
Walter Baker Buzzy. Thanks sir. George Miller.
[59:37]
Good. Thanks sir. Perry Shearer? No, I'm good. Thank you.
[59:41]
Thank sir. Debbie Shearer? No, thank you.
[59:45]
Joan Weaver. Good. Thank you ma'am. Mercy Nichols.
[59:50]
I'm Good. You're good. Stephanie Wagner.
[59:55]
Two Takes. Yes ma'am. On
[59:56]
Our, uh, street behind us, the 15 mile per hour,
[1:00:01]
um, speed limit.
[1:00:02]
It's in the tree. People aren't seeing it.
[1:00:05]
Okay. They're Flying down that road.
[1:00:08]
And how hard would it be to get a sign back there
[1:00:11]
that says children at play?
[1:00:15]
We have children, you know, all along there
[1:00:18]
I have, I have signs in the shed.
[1:00:21]
I think I have a sign in the shed. Can we get it put up?
[1:00:27]
Yeah. It's not doing any good in the shed.
[1:00:29]
Well then let's put her up. Let's
[1:00:31]
Get it up. Just
[1:00:31]
Alert them that you, there's sign down there.
[1:00:33]
It's only 15 miles an hour.
[1:00:35]
We've got 'em going up and down in a one way.
[1:00:38]
Um, and it's constant.
[1:00:41]
So anytime it backs up, we're getting it behind us.
[1:00:44]
Now that's always, And it's always,
[1:00:46]
but you know, I want 'em to be able to see
[1:00:49]
that speed limit sign.
[1:00:51]
Then the sign beyond that,
[1:00:53]
that basically tells 'em a truck across.
[1:00:56]
Hit that and knocked it over
[1:00:58]
so it's laying in our neighbor's yard.
[1:01:01]
So, so what I can do is I can have Wick come in,
[1:01:03]
put up the new sign, cut back, anything
[1:01:05]
that needs visibility.
[1:01:07]
That's what we need. Yes, definitely. Yeah. Was that
[1:01:11]
Straight on again? That's
[1:01:12]
it's on the one way. West Fleet. West Fleet.
[1:01:15]
Oh, okay. One way down, down the back. Yep. Oh, okay.
[1:01:19]
Down the back by GNSI gotcha.
[1:01:21]
Well, sometimes they do.
[1:01:22]
When I go out for test drives there,
[1:01:24]
it's not delivery trucks either.
[1:01:26]
We have people coming down through there
[1:01:28]
and I was always wondering if I could just get Chief
[1:01:31]
Graham there quick enough. Trust me.
[1:01:36]
We, we have, we have met people
[1:01:37]
There. Yep.
[1:01:38]
Yeah. And they have no conscience. They just,
[1:01:41]
It's not even Like they come right down through.
[1:01:43]
There's not wide. So I sit there and I look at 'em. There's
[1:01:45]
No, like, I don't know what you're gonna rush for.
[1:01:46]
There's a road.
[1:01:48]
It's right there at one point every intersection. Okay.
[1:01:52]
Kathy, any thank you.
[1:01:56]
P-B-R-P-B-R. Oh, Mr. Royer.
[1:02:02]
I thought it was beer time.
[1:02:10]
Um, it's over beer time for me.
[1:02:11]
That, you know what I'm thinking? Are you buying?
[1:02:13]
You're buying, you're, uh,
[1:02:16]
Travis Elizabeth?
[1:02:19]
Nope. Okay. Thank you. That's everybody. Anybody else?
[1:02:23]
Justin? I don't think you've signed in. Yeah, I wasn't
[1:02:25]
Planning on speaking, but, uh, I would like to volunteer
[1:02:27]
for doing the plants for water and the plants and stuff.
[1:02:29]
Me and my wife, we talked about it. We're willing to do it.
[1:02:32]
That'd be awesome. That's Nice.
[1:02:34]
Until Ashley, you signed her up.
[1:02:36]
I already told her. She already knows. I asked her first.
[1:02:40]
She loves her plants though. She's a smart man.
[1:02:42]
Well, good. She'd be a good one to do that. Yeah. Yeah.
[1:02:44]
It only takes like a half an hour. And Abby was doing it.
[1:02:49]
Yeah. Now she's got two jobs and an internship.
[1:02:53]
Yeah. Understood. She's so busy.
[1:02:55]
It's, you know,
[1:02:57]
it only takes about a half an hour to water them.
[1:02:59]
The water's out there, you just need to f**k it.
[1:03:02]
It doesn't take long and really appreciate it.
[1:03:05]
We, we had a lady that was doing it for a while,
[1:03:07]
then we had a boy scout that was doing it for a while.
[1:03:09]
Then the kids were coming in to do it.
[1:03:11]
Now the kids are too old.
[1:03:14]
I'll do it. Well,
[1:03:16]
between the two of you, it would be awesome.
[1:03:18]
'cause then it, they would go on.
[1:03:21]
Yeah. So, so if you would just make sure Laura has your
[1:03:23]
phone numbers and go around so you can coordinate with her.
[1:03:27]
And then if you guys need anything, she'll let me know.
[1:03:29]
I'll try. Yep. Thank you.
[1:03:33]
Anybody else? I think that's everybody.
[1:03:36]
Okay. Thank you. All right. Good of the order.
[1:03:42]
April, do you have anything? I
[1:03:44]
Do not.
[1:03:46]
Dwayne, do you have any additional?
[1:03:50]
No. No, but I'll volunteer if any
[1:03:52]
of them cars break down on the square.
[1:03:55]
I got, I got a phone call right before closing.
[1:03:59]
Remember that? That was what was that last year, Scotty?
[1:04:02]
Yeah, I think so. Yes. When that one truck broke down, I,
[1:04:04]
David new pocket, full tools
[1:04:06]
and take the step door up there.
[1:04:08]
I got 'em out of the way. A cable truck had a generator on
[1:04:12]
the back through a serpentine belt.
[1:04:14]
That was my volunteer. But it did pay, but it did pay good.
[1:04:20]
But now I don't. That's it.
[1:04:21]
Alright, Laura. Um, two things.
[1:04:24]
Thank you all for coming. I appreciate it.
[1:04:26]
I like seeing people coming in
[1:04:29]
and finding out what's going on in this town.
[1:04:32]
Mm-hmm. It really makes me happy.
[1:04:35]
Um, the other one is,
[1:04:37]
remember the golden rule doing unto others
[1:04:39]
as you want them to do unto you.
[1:04:40]
For goodness sakes. It doesn't take that much.
[1:04:43]
I treat others as you want to be treated.
[1:04:47]
There's no sense in the whole world right now needs it.
[1:04:53]
And I just hope we all do it
[1:04:56]
because I'm make it for a better place to live. Thank you.
[1:05:01]
Thank you. Um, I received, uh,
[1:05:05]
correspondence from, uh, St.
[1:05:07]
John's Church. The trunk
[1:05:10]
or treat this year will be held October 26th,
[1:05:15]
starting at 5:00 PM
[1:05:16]
That's What I text to
[1:05:17]
You, Laura. Yeah.
[1:05:18]
I write everything on here.
[1:05:23]
Are are, are they gonna send me their flyer? Oh, I have.
[1:05:26]
I'll send it to you. Okay. Sean usually does send Yeah.
[1:05:29]
And I'll put it on Savvy. Yep. Okay.
[1:05:32]
All right. That's all I have.
[1:05:36]
Dennis, do you have anything just motion to
[1:05:40]
Ajour? No, well not
[1:05:41]
yet. Uh, Austin.
[1:05:46]
Well, Laura stole my thunder,
[1:05:47]
but thanks everybody for showing up from literally day one
[1:05:51]
of me being on here till now.
[1:05:53]
You know, whether people are here to, you know,
[1:05:54]
speak about something or just listen.
[1:05:56]
It's great to see the public's actually becoming more
[1:05:58]
interested and more vocal about
[1:06:01]
everything going on, you know?
[1:06:02]
'cause without you guys, we're not doing what we do.
[1:06:04]
And if you're not here, we can't
[1:06:07]
properly represent you guys, you know, which,
[1:06:08]
what we're elected to do at the end of the day.
[1:06:10]
Very true. So I'm appreciative
[1:06:12]
to see a, you know, a room full of people.
[1:06:14]
I know it's a small town, but you know, small town,
[1:06:16]
everybody should almost know each other
[1:06:18]
and you ought
[1:06:19]
to communicate with each other at the end of the day. Thank
[1:06:21]
You. We were all nice.
[1:06:22]
You look a nice
[1:06:24]
Meeting. Yeah.
[1:06:25]
Yeah.
[1:06:27]
There's no, we're nice to you. Right.
[1:06:29]
But you might have to get a bigger room.
[1:06:32]
I think so. You know, I was thinking of that.
[1:06:35]
Get a bigger room. Thank you.
[1:06:36]
Alright. If it gets that busy, that'd
[1:06:39]
Be great. I just,
[1:06:40]
um, I concur. Laura and Austin.
[1:06:44]
I mean, it's hard
[1:06:46]
to represent people when people don't tell you
[1:06:49]
what they want until they don't want something.
[1:06:51]
Yeah. And, and then it's not, Hey, what can we do for you?
[1:06:56]
It's what should we not do for you
[1:06:58]
because you don't want us to take certain actions.
[1:07:01]
So it, it, it helps to be involved in the process that,
[1:07:04]
to sit and listen to the conversations,
[1:07:07]
to know why the decisions are made.
[1:07:10]
I know Austin and I have had conversations
[1:07:12]
and I've filled him in on why decisions were made in the
[1:07:15]
past and what deliberations were, um, you know,
[1:07:19]
'cause he wasn't here when those happened.
[1:07:21]
Um, but I'm really proud of you, ma'am.
[1:07:24]
Right. I talk a lot. I'm proud of
[1:07:26]
You. You, you've
[1:07:27]
started taking your training,
[1:07:28]
you've started looking into things
[1:07:30]
and I, I, you know, I,
[1:07:32]
I know April says all the time, get your training.
[1:07:33]
Get your training. I was gonna say often.
[1:07:36]
That was pretty nice. What,
[1:07:38]
Which part? Just what
[1:07:39]
you Yeah, just I can be nice. I can
[1:07:41]
Tell you. I
[1:07:42]
feel the vibe on you. Laura's
[1:07:45]
Done a lot of work. You,
[1:07:46]
You must have. It's been hard.
[1:07:48]
Your HVAC system must have went good today, didn't it?
[1:07:51]
Yeah, actually it did. I had a crappy
[1:07:54]
day, but I put a smile on.
[1:07:56]
But no, I, I, I do wanna thank everybody
[1:07:58]
for coming, um, for being involved.
[1:08:00]
Um, if you've got questions, call me during the week.
[1:08:03]
I'm sorry if I don't pick up immediately.
[1:08:06]
I'm very busy, but I always get back to people.
[1:08:08]
I always make sure you're taken care of.
[1:08:10]
Um, I know Travis was at the door the other day
[1:08:13]
and you know, he saw the sign and he called the phone number
[1:08:16]
and Mr. Graham got to him right away.
[1:08:19]
And, you know, we're sorry
[1:08:20]
that's happening right now, but, uh,
[1:08:22]
That was just an FYI post, I am so sorry.
[1:08:25]
That got heated somehow.
[1:08:26]
Yeah. That's why I'm not in there.
[1:08:29]
I dunno how that happened
[1:08:30]
For an FYI, I don't, I don't know.
[1:08:34]
But, but, you know, I just wanted to point out, you know,
[1:08:36]
you, you came to the door,
[1:08:38]
you know, and it's the same thing.
[1:08:39]
You know, people come to the door, they call
[1:08:41]
that phone number, they get me on the cell phone.
[1:08:43]
So, you know, even if I'm not in here
[1:08:45]
or if I am in here, a gentleman called me earlier
[1:08:47]
and says, Hey, you know, I'm at the door.
[1:08:49]
And I said, good. I'm in the office, gimme a minute.
[1:08:52]
And I come around to get him.
[1:08:53]
So, um, yeah, just, you know, we all gotta work together.
[1:08:57]
We've all gotta make sure, you know,
[1:08:58]
if you're upset about something, let's talk about it.
[1:09:00]
Let's get it worked out. Let's find a solution.
[1:09:03]
Just like Ms. Wagner, you know, she had, she had a problem.
[1:09:07]
She came in, we found a solution right away.
[1:09:08]
We'll get it taken care of. So, continue to work together.
[1:09:13]
Good deal. Thanks.
[1:09:15]
All right, next council meeting.
[1:09:17]
November 20th at 6:00 PM Aye. Dennis. Already motion.
[1:09:21]
Dennis Already Motion. Dennis made a motion.
[1:09:24]
We have a second. Second. Have a second.
[1:09:26]
All in favor say aye. Aye. Aye. Done.
[1:09:30]
Thanks Dennis.
