to bring industry and new construction.

Um so basically I'm just here regarding

my new build. I have 13 lots on the west

end of town. Um obviously I put an
[21:06]
application for a sewer tap and um also
[21:09]
a water tap. I own three water taps
[21:11]
already. Um, I had a 2in commercial tap
[21:16]
from my five acres out there on the old
[21:18]
highway and it was exchanged for three
[21:23]
residential taps. I owned the tap since
[21:27]
2014. And
[21:29]
then, you know, I'm not going to have a
[21:32]
commercial business out there. So, back
[21:35]
in 2019, I asked if I could exchange
[21:39]
that exchange that for residential taps
[21:42]
because I plan on, you know, building up
[21:45]
the town, having new residents, you
[21:47]
know, come in and want our town to grow
[21:50]
and prosper and get our tax base up so
[21:53]
we can have more money for our, you
[21:55]
know, tax revenue to do our
[21:57]
infrastructure. So, anyway, um, I did
[21:59]
call the state, talk to all the state
[22:01]
water commissioners. They did let me
[22:03]
know that the current moratorum is for
[22:07]
new water taps. If there's existing
[22:09]
water taps or existing things, they
[22:12]
don't they didn't have an issue. They
[22:14]
did say that they had a meeting, you
[22:16]
know, with you and you guys are trying
[22:18]
to, you know, make all your benchmarks
[22:20]
to get everything, you know, so that the
[22:22]
moratorum could be released, but they
[22:25]
weren't exactly sure where that was
[22:28]
because these were existing taps. It
[22:30]
wasn't new usage. And I think that 2 in
[22:33]
commercial tap was like 200 gallons per
[22:37]
minute and a 3/4 in residential like 50.
[22:40]
So I'm like not even using a quarter of
[22:43]
what you know was already established
[22:46]
within the town water. So basically I'm
[22:50]
just asking for approval of my sewer
[22:53]
tap. Um because you know you have to
[22:57]
build a new house you have to be able to
[22:59]
flush the toilet and then to be able to
[23:01]
just tap one of my three existing taps
[23:05]
that I already have and then of course
[23:07]
you know I won't ask to do my other two
[23:09]
that I already own until the
[23:11]
moratorium's lifted or whatever but I'd
[23:14]
like to be able to receive possible.

for well, 51 years, and that's how it's

happening. And I mean of course I have

you know I am always promoting Abuar and
[25:42]
trying to bring new people in bring
[25:44]
business and Corkran is here because you
[25:47]
know I you know I'm always trying to
[25:50]
bring new business and revenue for our
[25:53]
community. So I understand what you're

saying but historically yes I understand

that's been in effect but that hasn't

been the protocol that's been followed.

grass even if we weren't, but they were

watering the grass. It's running down

the street, you know, and I asked them,

you know, if they could cut back on it
[27:45]
because we were told that we had
[27:48]
exceeded our usage and that was one of
[27:51]
the things that was holding them on
[27:54]
water taps also is because of the usage
[27:57]
was way too high. But the other question
[28:01]

plans when CO and everything came in and

just kind of put it on hold, you know,

for obvious reasons. And then now I, you

know, decided not to do the build mobile
[29:04]
home park and try to do or obviously I'm
[29:07]
doing a new build because that's going
[29:09]
to be a higher tax revenue for the town
[29:13]
that you know if I'm building new houses
[29:15]
rather than allowing people to have
[29:17]
single wide mobile homes or whatever
[29:19]
over there. It's just going to be better
[29:21]
for the town and their tax base and
[29:23]
revenue and bringing in, you know,
[29:26]
people who will, you know, spend money
[29:28]
in this town and contribute to the
[29:30]
economy. And that's what I'm trying to
[29:33]
do is grow the town and, you know, get
[29:37]
understood. Um my other question is or
[29:41]
maybe my other statement is that
[29:46]
um and I think this is something that
[29:49]
we're we should get looked at legally
[29:54]
is I don't know we looked through the
[29:56]
minutes we looked through everything and
[29:59]
at no point did we see where the board
[30:01]
had authorized this so
[30:05]
whether they were authorized to make the
[30:08]
exchange. We don't know. That's been one

of the bigger hangups on this. Yeah. I,

just thought, you know, I I asked

because I wasn't using that and I

problem because it's good for the

told, you know, about the usage and

that's been what, you know, the holdup

has been on these water taps. But I know
[30:35]

minimize, you know, the town's usage

because if I went and turned on that 2

inch main and I could just run in water

for days and then our usage would go,

just want to do the right thing. That's

if I have to put in a

sistern you know until whatever I mean

that's going to stink because that's

going to take up one of my 13 blocks to
[33:50]
install a sister and water hauled. But I

mean, I have a lot of people who are
[33:54]
trying to relocate and, you know, and
[33:57]
contribute to this town. So, I don't
[33:58]
want a $350,000 house sitting there with
[34:02]
a toilet you can't flush because I
[34:04]
checked last year about this time before
[34:06]
I even started this process and they're
[34:08]
like, "Yeah, within a year we'll have

it, you know, cleared up." Which I

understand there are, you know, there
[34:13]
are things and challenges that you guys

are, you know, facing and doing a great

job at getting over those hurdles. Like

we have talked to the commissioners and

even the state water commissioners I
[34:24]
mean are singing your praises. They said
[34:25]
you know now they're actually sitting
[34:27]
down with us and they're talking and
[34:29]
they're trying to meet these benchmarks.

So that's all good news for Agular and
[34:33]
the state is you know saying good things
[34:35]
which makes me happy as a lifetime

about infrastructure problem that was
[42:38]
messed up by the city of Aular a decade
[42:41]
ago
[42:42]
already. When my dad had this in, I
[42:45]
talked to Jim Neely and John Hill that
[42:47]
put the infrastructure in my yard right
[42:49]
there in the alley. When he put that in,
[42:52]
he put it in. Right. I my sister used it
[42:54]
for six years. I used it for a couple of
[42:57]
years and all of a sudden city went in
[42:59]
there and dug behind Kenny and Peril's
[43:02]
house and did something. What they had
[43:06]
done, I didn't find out till 4 and a
[43:07]
half years later after not having no
[43:10]
infrastructure at all. What they had
[43:13]
done is they had taken an 8 in
[43:17]
pipe from my line all the way down the
[43:20]
alley. They had taken an 8 in pipe and
[43:24]
grinded a hole out of it to place to
[43:27]
place my pipe in it. And I assume that
[43:30]
was probably the reason why it didn't
[43:32]
run for that long. And then at the end
[43:35]
of at the end of bitching and
[43:37]
complaining to
[43:39]
Tyra, Virgil went and practified he
[43:44]
fixed his
[43:45]
problem. I've had cameramen in there. I rotor rooted it for years and it's a
[43:51]
problem that I that was so bad I had to
[43:53]
go get a lawyer.
[43:56]
$1,850 later for a lawyer just to write
[43:59]
a letter I get an answer from the city
[44:02]
of Agular stating that we're going to
[44:05]
appease to whatever we did wrong in the
[44:07]
alley and fix it. But I was like, I told
[44:10]
the lawyer, "No, I need the money that I
[44:13]
spent all those years for all that
[44:16]
stuff." And so I went a couple years
[44:19]
ago, I was here, Mark and Tyra, they
[44:22]
said, "The lawyers are still involved.
[44:24]
Wait till they go away and then we're
[44:26]
going to try to rectify it." I never
[44:28]
heard nothing from nobody. And
[44:31]
now Indian Terrell's property is right
[44:34]
behind this problem that ever happened.

Here's the here's the line for the

infrastructure for the uh city cano's
[44:40]
property might be going into my pipe
[44:43]

city. I don't know how they would tie

there. So, now I've had to already roar

thing up and grinded a hole in it and

end, I need the city council and
[46:25]
everybody here to rectify what's gone on
[46:27]
in the past.

it except for this young lady. She

started about the time the problems

happened about 10 or something 10 years

ago or whatever

and the board and I do believe Mr.

Romero has heard heard the problem the

last time. Read the paperwork. read it.

I read the paperwork that they had on
[46:58]
file for you. It states that you did

have an attorney that you had and at the

time Mr. Hyatt was the town's attorney.

duties and responsibilities. Mr. you
[47:13]
knows will be responsible for the cost
[47:15]
of design materials and labor necessary

to construct a 4-in diameter sewer
[47:21]
service line from the point of service
[47:24]
at
[47:26]
201's new 8 in sewer main extension so
[47:31]
sewage flows properly from the point of
[47:35]
service to a correctly installed sewer
[47:37]
main extension cap I think I think where
[47:40]
that directs to is when my father did
[47:42]
See, my father put that line in there

and it was fine for six years. My sister
[47:47]
lived in it. We had other people renting
[47:49]
it. It was

fine. The city of Aguular had a hole

grinded right here. That's when I went

bought the tap or the property and they
[1:03:21]
wanted the tap installed. At that time,

we transferred it to your father's name.

We didn't get any application, anything

from him. We did clear it with the mayor

at that time, but I think the main issue
[1:03:32]
is that nobody's really sure what your

dad was going to do there. if he's

I think once they do that, if the board,

my father has them, if the board, you

know, approves and we're good to go. And the only other stipulation normally
[1:05:10]
would be that you have to come get a
[1:05:12]
permit to live in the camper. And I
[1:05:13]
believe it's for is it six months or a
[1:05:15]
year while the building was going on and
[1:05:18]
I know right now the permit is free as
[1:05:20]
far as Yeah. Now we can and then we can
[1:05:24]
also just give you a new application.

and you just give them the plans and
[1:05:28]

CDPH if our audits were still going to

be on schedule. We're hoping we changed

it from March I mean from December 31st

and you know if we can get past 22 then

So they could do you know when they're

here then they would have the

opportunity to drive around and issue

the violations and whatever needs to be
[1:34:37]
done through the town.

cars in the wrong town with all the

They have license and this is so this

citations. Plus, we would have law

and we're from an organization called
[1:50:20]
the Pet Assistance League store. Um also
[1:50:23]
known as PALS. We're a nonprofit based
[1:50:26]
in Trinidad and we do um we're a
[1:50:29]
nonprofit. We do animal services and one
[1:50:32]
of our big focuses is spayneuter. So
[1:50:36]
what we do is we bring in mobile units.
[1:50:40]
We facilitate bringing these groups into
[1:50:42]
our communities. We subsidize the
[1:50:44]
surgeries to make them very inexpensive
[1:50:47]
for uh the clients, the public. Um so we
[1:50:51]
can get some of these animals taken care
[1:50:52]
of.
[1:50:54]
uh that those are very expensive. Um so
[1:50:56]
that's one of our main focuses. We do a
[1:50:58]
lot of other things in the community,
[1:50:59]
but what we're proposing is to bring one
[1:51:01]
of these clinics. I would like to do a
[1:51:03]
two-day clinic here in Edar. Um and what
[1:51:06]
we would need from you is a space. Uh we
[1:51:09]
had the good fortune of looking at your
[1:51:11]
city garage over here and I think that
[1:51:14]
space would work perfectly for us. We've
[1:51:17]
used buildings like the Trinidad Water
[1:51:19]
Department building. We've used the
[1:51:20]
Trinidad Gas Department building, things
[1:51:23]
like that. So the city has worked with
[1:51:24]
us on those projects. So we want to
[1:51:26]
bring one of these clinics here to
[1:51:28]
Agular. Um what we would also like to do
[1:51:30]
is to bring our team and do some TNR
[1:51:33]
which is called trapping release and
[1:51:35]
that is for feral cats in the community.
[1:51:38]

We actually have 40 traps 40 uh live
[1:51:45]
traps that we can set. We've been doing
[1:51:47]
TNR in Trinidad very success
[1:51:48]
successfully for the last year and a
[1:51:50]
half. Uh we've done over a hundred
[1:51:52]
calves in in Trinidad. So we would like
[1:51:55]
to also do that during this two-day
[1:51:57]
clinic, but what we need is the space.
[1:52:00]
Um so we would like to use your your
[1:52:05]
garage. We can't plan the clinic until
[1:52:07]
we know we're going to have it. Is it a
[1:52:10]
reduced fee clinic or what it is is uh
[1:52:15]
the groups that come they charge us a
[1:52:17]
little bit less than what a vet would
[1:52:18]
charge and then PALS through our
[1:52:20]
nonprofit we subsidize those surgeries.
[1:52:23]
So we can get the surgeries down to $25
[1:52:25]
a surgery and that includes all
[1:52:28]
vaccinations and rabies shots. So you
[1:52:31]
get your animal vaccinated and a surgery
[1:52:33]
for $25.
[1:52:39]
So, all we need is for the board to say
[1:52:41]

So, someone that has an animal, whether
[1:52:47]
it be dog, cat, whatever it might be,
[1:52:49]
they would bring their cat. Yeah. But
[1:52:52]
you're not talking about picking up
[1:52:53]
strays. No. What we would do, what we

are talking about, we would like to do
[1:52:58]
some TNR here in Agular, which means we
[1:53:00]
would find where colonies where you have
[1:53:03]
a lot of cat colonies. Yeah. So, working
[1:53:05]
with the public, working with
[1:53:07]
homeowners, figuring out where some big
[1:53:09]
problem areas might be, setting some
[1:53:12]
traps, getting those animals fixed and
[1:53:14]
vaccinated, releasing them back into the
[1:53:16]
community, thinning them out if we have
[1:53:18]
to as far as we've got some people who
[1:53:20]
do want barn buddies and that sort of
[1:53:22]
thing. So, we could thin some of those
[1:53:24]
out. Um, but yeah, just TNR, trap new to
[1:53:26]
release. Um, that way they're not, you
[1:53:29]
know, the population stays a little bit
[1:53:30]
more under control.
[1:53:32]
So that's we've been doing that in
[1:53:34]
Trinidad for about a year and a half. So
[1:53:36]
and that's been pretty successful.
[1:53:39]
I think we have a problem with this down
[1:53:46]
do we need to give you a certain date
[1:53:48]
that you could do this on? No. If you
[1:53:50]
guys approve it, if you'll allow us to
[1:53:52]
use that space, I'm thinking probably
[1:53:54]

would like to schedule something uh to
[1:54:00]
happen in that time frame. It would be a
[1:54:01]
two-day clinic. So, we would need that
[1:54:03]
space for two days. And that's mostly
[1:54:05]
for animal containment. We'd like to
[1:54:08]
have something where we can close the
[1:54:09]
doors in case a cat gets away from us.
[1:54:11]
And for the security of that mobile
[1:54:13]
unit. Those mobile units are pretty
[1:54:14]
expensive. So, we just want to have it
[1:54:16]
somewhere where we can lock the door at
[1:54:18]
night and know that the unit is okay.

And we do have insurance for these
[1:54:22]
events. So, that's a question. How much
[1:54:24]
space would you need in a garage? We
[1:54:27]
would need all the vehicles pulled out,
[1:54:28]
but that's it. So just for a 24-hour
[1:54:32]
spirit. Yeah. So we would start doing
[1:54:34]
surgery say on Friday morning at 8. We
[1:54:37]
would wrap it up Saturday afternoon.
