Um, Ray Swanson was born in Alcestor,
[1:52]
South Dakota, October 1937.
He died December 17th, 2004, and his
[2:00]
funeral was held in Phoenix, Arizona.
Swanson graduated from Northwork
[2:06]
Aeronautical Institute in 1960
and he began his career as an engineer
[2:13]
in California moving away from South
Dakota like so many others. In 1973 he
[2:19]
left California to establish the
Christian Academy of Prescott, Arizona
[2:24]
in Prescott, Arizona. He later moved to
Carfield, Arizona where he opened his
[2:30]
first studio or one of his first
studios. He became a professional
[2:34]
painter of the American West, especially
of the Native Americans. His paintings
[2:39]
depicted the lives of the Hopi, Zouri,
and Navajo tribes and were so realistic
[2:45]
that they were wellreceived by these
tribes. And he was also welcomed on the
[2:50]
Navajo reservation to paint.
He was a member of the Cowboy Artists of
[2:56]
America from 1986 until his death in
2004. He won a gold medal from the
[3:03]
National Academy of Western Arts in
1975.
[3:07]
A lot of his works can be found in
dedicated collections such as the one
[3:11]
found in the Pippen Museum in Prescott,
Arizona.
[3:15]
His paintings depicted the daily lives
of Native Americans and have sold for
[3:19]
upwards of $87,000 on East Coast
auctions and in Western art galleries.
[3:26]
The painting when I researched it is an
original signed oil on artist board Ray
[3:32]
Swanson. It is part of his beginnings
into the western arts and AI values it
[3:38]
at between 8,000 and 12,500 in pristine
condition.
[3:44]
This one isn't pristine.
It has been well-loved and displayed for
[3:50]
years.
I didn't know its value or providence
[3:54]
until very recently. To me, in my
family, it was just a part of home.
[3:59]
I'm a veteran, a Navy vet. I left home
at 17 like so many in South Dakota.
[4:06]
And I was stationed on the East Coast
where things were so very different from
[4:11]
a young South Dakota girl.
The base where I was stationed, they
[4:16]
didn't have a stables, but I was a horse
nut. I found a place by where I could
[4:20]
lease a couple of horses for myself and
my family. Uh but that meant that I
[4:26]
needed gear. I needed tack.
Being a military family, we purchased
[4:32]
used. We were looking.
And that's where I found an estate sale.
[4:40]
And that's where I found this painting.
[4:44]
Little town in Virginia. I wish I could
remember the name and I wish I could
[4:47]
remember the lady's name.
Alls I remember is a woman was from
[4:52]
Beersford, South Dakota.
This was home.
[4:59]
We purchased the tack. I don't remember
all the tack we purchased, but I
[5:02]
remember the painting. It was home. It
was Beersford, South Dakota.
[5:09]
The lady had it framed
the plaque. She had it named.
[5:16]
She must have loved it as much as my
family came to love it.
[5:21]
My children were both born in Portsouth
Naval Hospital.
[5:26]
But they call 605 home.
All the stories,
[5:31]
all the things I told them about home.
When we finally came home, 605 became
[5:36]
their home.
[5:40]
This was the biggest piece of South
Dakota that was in our home the whole
[5:44]
time we were in the service.
Now, imagine my surprise when I went to
[5:52]
do some renovations on my old farmhouse
and I decided to research the artist
[5:58]
because I could not remember the woman's
name. All I had to go by was the
[6:04]
signature in the corner, Ray Swanson.
and I found he too was from South
[6:10]
Dakota.
His beautiful works have been in
[6:14]
galleries on the east coast and there is
that collection in Arizona.
[6:20]
I couldn't find anything in South Dakota
that displays some of his works.
[6:26]
That's why I'm asking the city of
ancestor to purchase this painting
[6:30]
for 5,000 to bring him home so more
South Dotans can see this work.
[6:38]
It's not one of his more famous works,
but it's a part of bringing him home.

It was always one of those things that I
[8:39]
can say this is from where I'm from.
[8:46]
Um, it had to have been in the early 80s
[8:54]
when I purchased it.
I was in the service from
[8:59]
1979 to 1991.

So, that kind of gives you a rough time
frame.

One of my service injuries was a
traumatic brain injury when I got blown
[9:16]
off of the top of a helicopter.
Fell over 30 feet.
[9:20]

right by the artists and like you said,
bring them home. I just don't know if

this is the right place to truly display
it. Um, and really have that. I mean, I
[10:50]
would say maybe like the library or I'm
trying to think of somewhere that
[10:54]
actually has like a collection of work
that would

it would be a disservice to the people

of our community if we I even though I
would buy it because I because I know
[12:18]
what we I know we could just be like
nope we're not doing this we're not
[12:21]
doing this we are buying pretty things
and we are making our town beautiful.

artist used to um sell paintings that
she had displayed there. And so I mean

uh, with everybody. Um, I also, you can

probably see that we got the the TV over

a little update of kind of the
conceptual, uh, preliminary design for
[18:08]
the DOT tap grant. That's sidewalk going
from here out to the school. Just kind
[18:12]
of want to show you visually what we're
planning on doing. Uh, basically do um,
[18:16]
a little coordination with you guys,
kind of know what's all going on. and
[18:19]
then um I get with you guys and Dave to
kind of coordinate with a couple
[18:22]
property owners that uh we have you've
got already talked to but just here's
[18:26]
more the definitive answer when we're
thinking happening for all that but with
[18:29]
all that being said first I'll kind of
go through the engineering report as
[18:32]
mentioned uh general engineering uh
nothing to report on that one uh looking
[18:37]
at the uh sewer lining project it looks
like that is actually finishing up here
[18:41]
I believe uh Tanny and them are um
looking at the final review of the
[18:46]
videos and all that stuff that are
planning on actually being done
[18:48]
substantially completely completed here
um by mid of this month here. So about a
[18:52]
month earlier than they were planning on
doing. So uh good news there. Uh there
[18:56]
were probably a couple hiccups that you
heard about there. I think there's three
[18:58]
lateral services um that uh ended up
having issues. One was is from a
[19:04]
property owner that was having
construction. Some of that construction
[19:06]
stuff went into the sewer uh service,
locked it up. So you know that was
[19:10]
technically on the the property owner.
And then two of the other ones were
[19:12]
actually on the lining service. U one of
those property owners ended up having to
[19:16]
uh get a hotel for a couple days. Is
that right? they end up staying with
[19:18]
family,
>> staying with family. Uh they are keeping
[19:20]
track some of the charges and basically
that's going to go through the
[19:22]
contractor through their insurance for
for damages, all that stuff on there.
[19:25]
But uh those uh two services have been
repaired that I know of. Um looking kind
[19:31]
of forward on the budget, it looks like
the uh drinking water or sorry the uh
[19:35]
clean water budget is for this project
is going to be under by about 14 grand
[19:39]
is it what it looks like on that one. So
always be good to be under budget then
[19:43]
overbudget for all that.
Uh moving right along to the water tower
[19:48]
project. They are finally here as you
probably saw. Um so they are currently
[19:52]
working on that. Um the plan is um still
here. Have they given you guys an
[19:58]
updated um schedule for that? Okay. Uh
from like the last one, I believe their
[20:02]
updated schedule is what beginning of
October to have everything done?
[20:05]
» I think the last schedule that they sent
out uh they were planning on completion
[20:09]
October 2nd or 3rd. Uh just going to
give you guys the information. I believe
[20:14]
it was the end of was it this week or
next week was uh um the substantial
[20:18]
completion date

substantial completion date um for that.

So just know that once after the 15th,
we'll be basically counting every um day
[20:26]
for liquidated damages. So if you guys
do want to assess that to the contractor
[20:30]
for, you know, them taking over what
they were contractually obligated to,
[20:33]
you guys have the right to. But just
wanted to let you guys know uh be aware
[20:36]
basically that they will probably likely
be in liquidated damages uh for all
[20:40]
that. Um,
moving along on that one. Uh, there is a
[20:44]
invoices. Oh, sorry. Excuse me. Backing
up back to CIP stuff. Uh, there is a uh
[20:50]
pay request uh for the contractor as
well as an engineering invoice uh for
[20:53]
us. And then for the water tower, uh
looking at an invoice from us um so far.
[20:59]
Moving along to everybody's favorite
project, the fourth street water main
[21:02]
project. Um that is coming along here.
Um looks like all the utilities have uh
[21:06]
been installed. So, all the new
connections to the water tower and
[21:09]
everything now, now that the thing's
emptied, we've been um those connections
[21:13]
have been made. Talking with uh Lonnie,
even when this was temporarily put in,
[21:17]
he's reporting better flows, better
pressures throughout town. So, it is
[21:20]
doing what it's supposed to be doing
here. So, it's good to have that nice
[21:22]
big artery going through the center of
town here uh for everything. And the big
[21:25]
one, too, is having the extra valves
now. So, if something does happen like
[21:28]
we had before, you have better ways to
isolate what's going on. And hopefully
[21:31]
maybe only a quarter to a few blocks of
the town need to be turned off, not cold
[21:35]
town uh for everything. So, it's good
start for you guys on there. Um, as for
[21:41]
considerations on that one, we're
looking at uh engineering invoice for us
[21:46]
as well as pay request number three from
the contractor. Um, and then there's
[21:50]
also a change order number three on that
just to kind of go over to simplify what
[21:56]
we're talking about on that one. There
is basically a few fittings uh that we
[21:59]
need to switch over um on that guy. So
instead of finding some um uh 4in lines,
[22:05]
we end up finding some 8 in lines and
vice versa. They just have to flip out
[22:08]
some fittings and stuff like that. So
we're just flip-flopping on some of
[22:10]
that. And also as well there's a water
service for the apartments over on uh
[22:14]
park that we thought were 1 in actually
one and a half inch too. So that'd be
[22:17]
compensation get that extra line and all
the the fittings and all that stuff for
[22:21]
it. So nothing crazy on that one too. Um
this uh this one change order also uh
[22:26]
corrects an error. We were off two cents
on our contract amount and Danner wanted
[22:31]
it corrected. So that's what you see in
red there at the top is correcting that
[22:36]
uh two cents error that goes back a
couple of change orders, but that makes
[22:39]
all the math math for everybody. So
hopefully make make everything easier on
[22:43]
that one. Uh to give you kind of an
update too, I did uh look at the
[22:46]
projections for the project. It looks
like we should be decently under our
[22:52]
budget. ballpark wise, we will probably
be about $100,000 under our budget for
[22:56]
everything on it. So, um so yeah, we uh
that the nice part about that is
[23:01]
depending what we kind of end up doing
for our asphalt because we know some
[23:04]
parts are going to start breaking up a
little bit as we're doing stuff, we can
[23:06]
expand that and we can be pretty
confident that we're not going to be
[23:08]
over budget for some things there. So,
we got a little wiggle room on that. So,
[23:11]
should be all good on that end.
[23:18]
And then let's see,
moving along to uh the drainage study
[23:24]
too. Um I did actually reach out to the
state uh to Jim Poppin with emergency
[23:28]
management uh for that drainage study
for the town. Uh just give you guys a
[23:31]
recap, we applied for a hazard
mitigation grant um with the state plus
[23:35]
FEMA would ultimately give you the
money. FEMA is still taking their time
[23:38]
looking at everything that they told us
originally July, but with everything
[23:42]
going on in Washington, I assume that
just keeps getting punted along. Uh no
[23:45]
update as of today. Um the state hasn't
gotten an update either um in recent
[23:49]
times. So we're just at the mercy of
when we ever get the funding for for
[23:52]
everything to want it. And then last but
not least, we're looking at that DOT uh
[23:58]
tap grant um that we're doing from along
Sixth Street here. And let's see here.

we have to split this project into two
projects. We're looking at construction
[27:14]
in 2027
and 2028 is what we're um planning on
[27:19]
doing for this one here. So, I'm going
to be basically splitting this thing up,
[27:23]
kind of seeing where the money's hit for
everything and then we'll just figure
[27:25]
out which intersection we want to stop
at for all that. Um likely what we're
[27:31]
probably going to do is Can you guys see
my mouse? Okay. uh is likely what we'll
[27:34]
do is we'll basically make this
connection to the school and not do this
[27:38]
connection over into the football field
knowing that at some point this
[27:41]
connection potentially up into that
residential development might go up here
[27:44]
or back over here. I don't want to get
you guys into a situation where we have
[27:48]
to basically rip a bunch of stuff up. So
if we stop right here, the school gets
[27:51]
what they need. We'll do a little bit of
grading so that way future sidewalk can
[27:54]
go in here and then whenever we get a
definitive of where this um intersection
[27:58]
needs to go, then you can extend the
sidewalk um over to that area here. So,
[28:02]
um, should hopefully save a few bucks
and also makes it so that way you guys
[28:05]
don't have to rip stuff off that you
already installed and paid money for.
[28:08]
Um,
let's see. Kind of the cross-section
[28:12]
view of what it's going to look like.
And so, when we're actually along Sixth
[28:15]
Street, it's all asphalt um to the
shoulder. We're basically going to plan
[28:18]
on doing is basically go over a few
inches on the asphalt, cut a nice um
[28:21]
straight line on it, and then after that
do 8 foot of uh 6-in concrete on the
[28:26]
side. So, that way too that is the same
as like a driveway uh approach. So that
[28:30]
way you guys can take equipment and all
that stuff on it. Uh two to basically
[28:32]
get all the uh the snow and everything
off of it. So you have 8 foot wide
[28:36]
concrete sidewalk. They'd be about a
little bit 1ft buffer of grass so that
[28:39]
way this thing doesn't slough off right
away when drainage and everything's
[28:42]
going across it. And then basically try
to do some type of um existing swale
[28:47]
like they have right now. And the one
thing to keep in mind, we'll get a
[28:50]
little bit further um into this is how
that's going to look and play out on
[28:54]
some of the properties and everything.
Just want to make you guys aware of
[28:56]
what's kind of going to go on. Some of
the maintenance issues you might
[28:59]
currently have and what you'll continue
to have after this. Um, it's kind of the
[29:03]
if you choose one thing, it'll work. You
might have some maintenance issues, but
[29:06]
if you want to do the other thing
that'll have less maintenance issues,
[29:08]
you got to pay more money upfront on it.
So, just want to see what your guys'
[29:12]
thoughts are on it. So, now you guys get
to see this fancy thing that I put
[29:18]
together. So, we're if you're trying to
uh see where we're at, this is going to
[29:22]

existing conditions on this and what

your approximate property lines right

now um so I kind of want to show you how
close things are how things are skewed
[30:07]
and just kind of know relatively if
we're going on some other people's
[30:10]
property things like that um so kind of
looking at the existing conditions if we
[30:13]
go along
the road here you can see that we got a
[30:18]
ditch section along the south I even put
in the power poles and all that along
[30:22]
here but relative Relatively, we have a
pretty wide open area. Uh the biggest
[30:26]
one, as we'll get to in a little bit,
will be this property owner here on this
[30:29]
uh on the corner of the highway and
Sixth Street. Uh there's a bunch of
[30:32]
bushes, everything that's going to be in
the way. Um the other kind of point to
[30:36]
look then is when we get into the park,
uh what I kind of have highlighted in
[30:39]
this area is your existing um hedge.
>> So keep in mind is we're going to take
[30:44]
this sidewalk, extend it out 8 ft. That
means that ditch slope is going to go
[30:48]
also go out 8 ft. uh when when I bring
up the new uh version of it, basically
[30:53]
the side slope here is going to butt up
right against the uh um against the
[30:57]
gravel section on here. So, at some
point when you guys do do some um new
[31:01]
renovations through here, likely you're
going to have to be raising some things
[31:04]
up um and all that for whatever you know
goes on in the park and all that. But,
[31:08]
uh the other big one is how steep things
are kind of going to be on there. So,
[31:11]
I'll kind of point that out. And then as
we keep going along, go across Park
[31:15]
Avenue, get over to the school. Um the
things that the big things we got to
[31:18]
contend with is obviously the approaches
um through here. There's a few culverts
[31:21]
that we have to deal with and then when
we finally the big one is you know
[31:25]
trying to how do we get a connection
down to the school down over into here
[31:28]
and the biggest thing is I have to make
everything ADA compliant which means
[31:32]
these steep slopes that you have uh
right now in the ditch sections I can't
[31:36]
just put a sidewalk obviously straight
down the thing. So basically what we end
[31:39]
up getting is a sidewalk that starts
kind of over in this area, makes its way
[31:42]
all the way to this corner and goes
over. Um we'll end up having to have
[31:45]
railing on both sides and all that. And
there'll be some areas where you're
[31:48]
basically coming down, landing, going
down, landing on it. But thankfully we
[31:52]
don't have to serpentine it. Those ones,
those are the worst ones I end up having
[31:55]
to design on it. So thankfully it worked
out that way. Um myself, Dave, and Eric
[31:59]
the superintendent did have a meeting
here last week to kind of go over this
[32:02]
preliminary design for everything. um
had a couple things that he wanted to
[32:06]
adjust on it, but overall didn't have
any issues with the the actual concept.
[32:09]
So, what I'll do here is actually turn
on the conceptual design.

» So, this is also decently steep. And the

some type of pedestrian aisle somewhere.
So, we're having to add a sidewalk here,

which is a direct steepness issue right
here kind of going through here. And
[32:38]
then I have to then put in sidewalk
here. And there's drainage that goes
[32:41]
across this area here. So, you're going
to have water constantly running across.
[32:45]
Probably having some icing issues on it.
So, um we kind of felt the easiest way
[32:49]
that we'll do this thing across here. We
can maintain some slopes and basically
[32:53]
have the least amount of issues on it uh
with just um you know, with icing and
[32:57]
dealing with drainage, all that stuff on
here. So, let me turn on the
[33:02]
» while he's pulling that up. I did speak
to
[33:06]
um the owner of the storage units. Um
they they have no issues. Their only
[33:14]
question was they wanted to know, you
know, where they could move the snow. Um
[33:18]
and we've answered that question for him
already. Um and then I did see uh Mr.
[33:23]
Zifel that lives on the corner of the
highway and I talked to him again on
[33:27]
Friday. Um, and his response to me and
Lisa was, "I don't care what you do." He
[33:33]
goes, "It's all over there." He goes,
"Do what you got to do."
[33:37]
» Well, he asked he asked how much it was
going to cost him.
[33:40]
» Yeah, that was his only question. And
so,
[33:42]
» he's like, "Absolutely." He goes, "You
guys make it look nice, do it great."
[33:47]
So, I have no problems with it at all.
So,

» no, good deal. Everybody's on board. Um,
so looking at the conceptual design. So
[33:55]
again, what I did is basically just
slapped on what the preliminary grading
[33:59]
um is, plus the new surfacing and
everything. So you guys kind of have an
[34:01]
idea of what's going on. So how the
connection to city hall is going to work
[34:05]
is it'll be basically a sidewalk up
against the property line. It's going to
[34:08]
uh tie into the concrete right here at
the uh the edge of the uh the driveway.
[34:13]
And then we'll have basically an 8ft
wide sidewalk, come partially up into
[34:17]
this ADA parking stall, and I will have
to redo part of the sidewalk over here
[34:20]
to get all the ADA stuff and everything
updated and reworked. Um, but that's
[34:23]
basically the plan to basically redo a
part of your sidewalk here in front by
[34:26]
the um little library box over here and
then new sidewalk all the way down to
[34:30]
the road. Oops. Oops. Wrong buttons.
Bring this uh guy up to sixth street be
[34:37]
redoing the intersection as well to make
all that ADA compliant. So, that's one
[34:40]
thing to keep in mind too is when you do
sidewalk, the road also has to be ADA
[34:44]
compliant for things too. So, I'm
actually reworking some of the roads and
[34:47]
all that stuff to make sure that those
are um going to work as well. Um,
[34:50]
concrete out there. We'll redo that back
as concrete.
[34:54]
And right now, I'm not planning on
putting any cutouts or anything for any
[34:57]
sidewalk anywhere else. You guys good
with that? I mean, at the end of the
[35:00]
day, if you guys have to redo a fillet
or something, I mean, compared to the
[35:03]
total cost of everything, it's going to
be minimal for that. And who knows when
[35:06]
ever you're going to do a sidewalk on
the other side sometime in the future.

Um, so yeah, basically sidewalk then
coming along here. Then it it uh will be
[35:15]
going to a curbside. So, that's where
we're actually going to go right up
[35:18]
against the uh the current asphalt on
here. So, the new drainage ditch is
[35:23]
basically going to be if you're walking
eastbound is going to be on your the
[35:26]
right side. There'll still be a ditch on
there. It's going to be a little
[35:29]
shallower um than what you have have
before, but the intent is still to take
[35:33]
water um all the way down to I believe
there's a culvert that's sitting kind of
[35:36]
down in a low spot that will take it
further to the west. Uh but the nice
[35:40]
part is as you can kind of see if this
is a property line, we're not coming
[35:42]
near the property line. So, um, that way
we're not great on private property. So,
[35:46]
then kind of moving along here, pretty
much the same thing. Um, here's where
[35:50]
all those trees and brushes are. Uh, for
sure we'll probably have to take a bunch
[35:54]
of bushes, all that stuff out. Um, if
you actually go out there now, I had my
[35:57]
land surveyor uh go out there and
actually put the approximate property
[36:00]
line on there so you can actually line
up and kind of see how far the actual
[36:03]
property line is over. So, we'll need to
clear cut a lot of that stuff out. Um
[36:07]
there might be some of the bigger trees
we might have to remove potentially in
[36:10]
there just depending on how much those
root systems end up getting into um kind
[36:14]
of our um sidewalk on there. But seems
like that property owner is pretty
[36:17]
receptive to everything on there.

» as we get up to the highway itself, uh
pretty straightforward. Uh the one big
[36:26]
change I'll do is I'm going to change
the radiuses of um these intersections.
[36:30]
So that this basically that kind of
concrete they see that does the radius
[36:34]
around here, that's called a fillet. I'm
gonna increase the radius of that um to
[36:37]
25 feet. So that should make it easier
for larger vehicles and all that stuff
[36:41]
like semis for instance to make the
corners and all that. And the other part
[36:44]
too is right now if you go out there the
fillets don't line up. One is
[36:47]
kittywampas compared to the other one.
Now both of them will line up straight
[36:50]
for everything on it. So we'll redo
that. We'll tie in directly to um the
[36:54]
highway. We're not planning to do
anything in the um in the road section
[36:57]
itself other than just tying in our
concrete and everything like that. And
[37:00]
then once we get over into the park,
that's where you kind of see the biggest
[37:03]
difference. And you kind of see see you
can kind of like here like I said we're
[37:07]
bringing the sidewalk over 8 feet and
then having to come down uh with the
[37:10]
slope and here I can switch back between
what was there before
[37:15]
as it chugs along. So you can see that
beforehand we're you know sitting way
[37:20]
back you know over here basically by the
property line where that ditch is. But
[37:24]
then once you add the sidewalk
[37:28]
now that graving is actually going past
the property line with everything. Uh,
[37:31]
what I'm planning on doing this is kind
of making it as steep as reasonable.
[37:35]
What you have there is about a 3:1
slope. That means for every foot you go
[37:39]
down, we're going out 3 ft horizontally.
It does make it difficult to maintain.
[37:44]
You have between a 3:1 and a 4:1 right
now. So, you can kind of do basic
[37:48]
maintenance on it. But, u talking with
um Dave here, Lonnie, I think you have
[37:52]
what goes directly straight up and down
that to mow it. So, if he kind of uses
[37:55]
that same fashion, it should be okay.
But, there's not going to be take the
[37:59]
mower and then go east and west on that.
that's not going to work. You're going
[38:01]
to be too tipped over to to make any of
that work. So, um um don't get me wrong,
[38:06]
in the future, if you guys do want to
fill more in whenever, you know, the
[38:09]
park improvements go, by all means, do
that. Um but for this project, just bas
[38:13]
basically limit how much we're going to
get into, especially redoing the gravel
[38:16]
and all this stuff. Um that 3:1 is
basically what I can make work the best
[38:19]
for everybody. Uh we will end up having
to go there is a culvert that's sitting
[38:24]
right back over here. We'll have to
extend that out obviously where there's
[38:26]
that concrete. We'll extend that out
that extra 15 ft or something like that.
[38:29]
Um, do you guys have any issues still
using the CMP, the um, uh, the
[38:33]
corrugated metal pipe on there, or would
you rather, what I could do is keep
[38:38]
what's in the rightway as corrugated
metal and do the rest as a plastic pipe.
[38:42]
That last longer, so that way you don't
have the rusting problem, but you're
[38:45]
still going to have the rest of the
issue going the other way. It It doesn't
[38:48]
really matter to me.

plans are for the park?

» So right now for all
>> the tentative plans for the park is once

we would get to that portion that road
would end up getting brought up and

leveled off a little bit. Um and then at
that point it would be

» Yeah. Yeah. that gravel access and then
it would get widened just a little bit
[39:29]
for parking. And that's kind of just a
preliminary on the master plan. That may
[39:35]
end up changing somewhat at some point.

because everybody parks into that grass

» Yeah. Once that happens, they won't be
able to pull into that grass. They'll
[39:45]
have to park facing east west,

little bit further down than what they
do right now, but

>> Um, one thing we kind of kept in mind,

too, is, you know, the approach the
entrance right now, uh, right off of the
[40:03]
highway is pretty close to the highway
intersection. I did bump it a little bit

just to be further away uh, from the
intersection. Uh, but because this is
[40:11]
six-inch concrete, my thoughts are, you
know, people are, you can run over this
[40:16]
if you want, but if whenever you get a
final design of, you know, what you're
[40:19]
going to do in the part, you can rip out
that 20 30 foot wide section and redo it
[40:23]
with a reinforced concrete on it. And
that way you have a definitive here.

This is where we know we're going to put
the entrance on it. But temporarily, we
[40:29]
can kind of put back close to what you
have on it. And then you can redo
[40:33]
something, you know, later down the
road. Um, and that way too, yeah, you're
[40:36]
not you're not tying yourself to a
certain design now for the park. You can
[40:41]
make the park work however you need it
to at the end of the day. But there will
[40:44]
be a little bit of, you know,
reconstruct that'll end up happening,
[40:46]
but it's minimal. It's just, you know,
whatever the width of the approach is
[40:49]
for that you want to put in.
[40:53]
And Park Avenue, same deal through
there. Um, and then this is where we
[40:58]
kind of get into the and this is not a
great
[41:01]
» the vertical that you're seeing right
here is not correct on it, but basically
[41:04]

property line. So that's where all this
water from the culverts from the road
[42:17]
all that is going to be now going on the
property line will be the low spot. So
[42:21]
this will drain to here this will drain
to here. Talking to the school they are
[42:25]
fine uh with that happening. There'll
probably be some internal conversations
[42:28]
with Dave too if they want to go for
full easements or some type of um
[42:32]
arrangement of you know who's
maintaining what and all that. Just
[42:35]
knowing that hey this water was in the
rightway now it's getting pushed
[42:38]
partially onto the property. There might
be some agreement or handshake deal that
[42:41]
needs to happen on there. I'm going to
go to the schoolboard meeting with this
[42:46]
next week and present it to the school
board, come back with any questions that
[42:52]
they may have, concerns, and then I'll
get those back with Paul so we can
[42:56]
fine-tune any things that they prefer.
Um and then once we would have an
[43:04]
agreement that both parties agree on,
we'll get something formally done up and
[43:08]
we're heading
and then kind of going the connection to
[43:12]
the school. Um as I kind of mentioned
before, there's that 8ft wide sidewalk
[43:15]
and eventually is going to connect into
the the football field and all that. Uh
[43:18]
what I'll plan on doing on this project
is we'll stop it once we get to this
[43:22]
connection to the school, but still
grade out to basically the end of the
[43:26]
school here where the building is. grade
this thing out. So that way in the
[43:29]
future whenever this thing needs to get
extended, the grades, all the grass is
[43:33]
already there. You basically just rip
off the top soil, put your concrete and
[43:36]
your base course down and there you go.
So that way you don't have to do a bunch
[43:40]
of screwing around too. That's going to
affect the uh right around the school
[43:42]
area and everything. So get that done uh
right away. And so what you see here
[43:47]

and then 2 and 1/2 ft landing spot. So,
you'll actually see this thing come down
[44:20]
flat, come down flat um, on it. and
we'll end up having to put railings on
[44:24]
this too. And that at the end of the day
too, that's just going to help whoever
[44:26]
is going down there, especially if they
have mobility issues or anything like
[44:29]
that. So, you see some railing going
along the sides and basically the tie-in
[44:33]
point we're looking at. Actually, let me

gutter that we'll end up redoing. And

then eventually this thing, the
sidewalk's going to sit behind these
[45:23]
power poles, these light poles over
here. Talking with the superintendent,
[45:26]
we'll probably end up putting some type
of like decorative rock or something
[45:28]
like out here just cuz it's going to be
a little island of grass that's never
[45:31]
going to get maintained. Um,
additionally too, for um, kind of the
[45:34]
steepness that we have um, through here,
I'm going to be reaching out to Milborne
[45:38]
seeds and looking at potentially um,
getting low maintenance kind of native
[45:42]
grasses planted in there instead of turf
grasses um, just because of the kind of
[45:46]
the steepness on there trying to
basically give them an ability where
[45:49]
they don't necessarily have to mow it
all the time for it. And the nice part
[45:52]
is it's also a potential learning uh,
opportunity too for the students and all
[45:55]
that. So we put a little plaque and I
know Milbourne would probably be on
[45:58]
board with you know writing something up
and putting on there too. Here's some of
[46:00]
the native grasses and all that. So,

down the hill and stuff,

is what this ends up making to there's a
curb cut here. This water comes across

service system here. This sidewalk's

going to kind of come out and go this
area over here. There is what's called a
[46:34]
sidewalk bridge. And
[46:39]
see if I can get a decent angle on of

Uh basically what we're going to do is
build the sidewalk up and it'll be uh an
[46:56]
opening down below for a section that
water can go underneath of everything.

So what it'll look like because
otherwise the alternative is you dip the
[47:04]
sidewalk low and then you're constantly
having water go across. You're going to
[47:06]
have dirt, you're going to have icing
issues, things like that. Um but if we
[47:10]
go sidewalk bridge, yes, it's a little
bit more expensive, but it's going to be
[47:14]
more usable for everybody at the end of
the day.

can go underneath. But if you do have a
big rainstorm and water does get too
[47:47]
high, then it'll just dump over the
sidewalk obviously and go across. But
[47:50]
they do make um things that we can put
in place here to um basically make it
[47:54]
easier for everybody to to get across
and not worry too much about the the
[47:58]
drainage going through that area. Um and
we'll likely probably have to do
[48:03]
something similar to this area here. Um
it looks like this water that kind of
[48:06]
hits this corner goes through where this
curve opening was. Let's see. Do I have

and then comes back around um this way.

So, I'll probably have another sidewalk
bridge that probably are sitting over
[48:23]
there again just to take some of that
water um keep it let it go underneath
[48:26]
and not have an icing issue for somebody
that's walking in it during the winter
[48:29]
time.
So, that in itself is pretty much what

its own fund, but it's actually in

reality it's funded by the general
funds.

Um so they wanted to see that changed.
That's the big change on the ex on the

revenue and expense side.

The other thing I'll point out on
expenses is under water and sewer, the
[1:05:55]
um loans for this year's projects
because the substantial completion and
[1:06:01]
the project will be completed this year.
They will both go into
[1:06:05]
um repayment.
Um so the new water loan will go into
[1:06:10]
repayment starting next year. Um if you
look under water the
[1:06:17]
page six
um I reached out to the state and to the
[1:06:24]
um the loan folks and they were able to
give me the high estimate of the total
[1:06:31]
amount that we will end up paying for
the loan in 2027 of 50,800 but they
[1:06:36]
could not break out exactly what the
principal and what the interest would be
[1:06:40]
but that would be the maximum amount.
It'll just fluctuate a little bit based
[1:06:44]
on our final draw downs of the loan, but
that would be the absolute highest that
[1:06:50]
our total payments for 2027 would be on
that loan.

it's still relatively new and I'm still
[1:15:47]
learning on it. But in the 2026
uh session out in Pier um they passed a
[1:15:58]
new law uh instituting or allowing
municipalities to institute what's
[1:16:04]
called a capital improvement board.
um in your uh packets is a summary of
[1:16:13]
what the imple implementation process of
that board would look like and some just
[1:16:18]
kind of a general guide. So if council
would so choose in the future to
[1:16:24]
establish a capital improvement board,
it would consist of five members only
[1:16:29]
one being from the municipality
uh appointed by the mayor and approved
[1:16:33]
by the the council or the governing
body. Um, and then four residents of the
[1:16:39]
municipality and they would each serve a
term of 3 years starting January 1 or
[1:16:45]
July 1, whichever occurs first. Um,
basically what this would be is if the
[1:16:52]
community as a whole would see, let's
just take the park for example, because
[1:16:56]
we're already working on the
revitalization of the park. So the
[1:16:59]
capital improvement board would have the
opportunity to say you know we believe
[1:17:03]
that this project is something that we
should focus on and it allows them to
[1:17:10]
institute a
temporary
[1:17:14]
um basic it's basically a third penny
tax is basically what it amounts to. Um
[1:17:20]
and then that entire plan would be then
presented to the public for vote public
[1:17:28]
vote. Um if it is passed by the public
for that vote that tax would then be
[1:17:33]
implemented up to the point of where
that so it would have a dollar cut off.
[1:17:38]
you would say, you know, it's we're
going to raise up to $2 million. Once
[1:17:43]
that is done or the project is
completed, that third penny tax, for
[1:17:48]
lack of a better term, would sunset. It
would go away. So once that project is
[1:17:54]
completed and that fir and that project
is done and that tax is retired, you
[1:17:59]
cannot institute a new one for a period
of 24 months. Um you have to give it

community. Um, and he had brought this

up to me about 6, seven weeks ago. There
was still a lot of unknowns with it. I'm

still not intimately familiar with it. I
have not yet heard of a community that
[1:18:48]
has been the first one to jump on the
bandwagon for this. There might be some
[1:18:52]
that are working on it. Um, I think at
the very least I think it would be a
[1:18:57]
good idea for the council to consider at
least forming a capital improvement
[1:19:03]
board to then look at is there something
that we think that the community as a
[1:19:08]
whole or 60% or more of the community as
a whole would support this tax. Um, and
[1:19:17]
then that board could then dive deeper
into this and learn more about exactly
[1:19:22]
what their needs would be. Um, and you
know, kind of take it from there. Um, so
[1:19:28]
something for you guys to think on and
consider. If you come up with any
[1:19:32]
specific questions regarding this, Sam,
um, would be a great resource. you can,
[1:19:38]
you know, shoot me an email of list of
questions and I can pass those on to Sam
[1:19:42]
and and maybe at a future meeting here
in the next few months before he goes
[1:19:46]
back to session in January, we could ask
him to to kind of give us a more
[1:19:51]
detailed review of what that exactly
would look like.

and the um code enforcement officer
[1:22:13]
inspect. They have red tagged that
building

um as unsafe for occupation

city attorney is aware and he's working
on the next steps process for that.

their properties, and you can really
like tell the difference. There are a

lot of improvements made. Um, I do

to get out and drive the community. Um,
the one thing the property maintenance
[1:22:54]
inspector does not do is the yard and
weed maintenance. Um, so if there is
[1:23:00]
somebody, I'm not telling you to telling
your neighbors, but if your neighbor or
[1:23:05]
somebody in the neighborhood or if
there's a property that's getting
[1:23:07]
overgrown, please call the office, email
me, stop in the office, let me know, and
[1:23:13]
I will, you know, hang a tag on their
door making sure that they are aware
[1:23:16]
that they need to take care of that or

and I've reminded people that cleanup is
coming. Um, I had a lot of questions

asked, is the city going to be coming to
pick this up? Um, unfortunately, no. Um,

last year was a kind of a the reason we
were able to have somebody pick up the

branches at the street was because the
county volunteered their staff. Um, so

it is the responsibility of the
homeowner to get those out um to the
[1:24:26]
rebel site.
