[0:00] Am I here?
[0:08] Ready. Calling meeting order at one:00. Okay.
[0:14] Uh number two, adoption of the agenda. Over in a second on that. I'll second
[0:19] it. Um there's a couple of additions. One is to add the minutes of the special
[0:23] meeting from yesterday to this agenda. Gent. And the other one is to add
[0:29] Manitoba Hydro. >> That's good enough right there.
[0:34] » Okay, good. Number four, delegations. Uh at 1:00 we have Power RCMP, but they're
[0:41] not here right now. >> Walking in.
[0:42] » Just walking now. Okay. >> You forgot we had to uh all all in favor
[0:49] of the resolution. >> Oh, number two. Number two at the top of
[0:52] the agenda. >> Uh we have a mover in a second or any
[0:55] further discussion here. Hopefully all those in favor carry it.
[1:01] So now just wait till now
[1:09] if you look at your >> second for approval of the minutes.
[1:15] » Yep. >> Uh any discussion?
[1:17] » No hearing none. Call for the vote in
[1:20] favor. Carried. So your detailed agenda would be on your screen
[1:25] better. >> It might be better.
[1:31] » Special meeting >> special meeting
[1:35] special meeting. >> Oh 3.1. Sorry. So the I can't see the
[1:40] resolution. Be it resolved that the minutes of the special meeting of
[1:43] council dated May 11th, 2026 be adopted as presented.
[1:48] Well, then we have a mover 10 and a second or Diane.
[1:52] » Dian. >> Any further discussion? Hearing none.
[1:55] Call for the vote. All those in favor. Okay. Now we're at 1:00
[2:03] and just on time as Staff Sergeant Buckman.
[2:08] It looks like he just got back from a vacation or something. Good.
[2:13] » It wasn't a vacation. >> No, I I don't I don't. But you're
[2:17] looking good with the sunglasses. Thanks very much for attending the meeting. Um,
[2:23] right ahead with your presentation. Yep. >> Sorry, I didn't catch last part. Did you
[2:29] have a presentation for us? >> It doesn't have verbal.
[2:32] » Yeah, we could just go over some stats. >> Sure.
[2:35] » You have the floor. >> Um, I don't know. The only person you
[2:39] don't Oh, no. There's two people in here. Um, we have a new CEO coming in.
[2:44] That's Joselyn. >> Nice to meet you. Nice to meet you. This
[2:47] is Matt here. >> And I'm very sorry again. This is our
[2:51] new public officer manager.
[2:58] » They're incoming. >> July 12th, I think the last.
[3:03] » Okay. Day of hand off. >> July 10th.
[3:06] » July 12th. >> July 10th. Yeah. See if they come.
[3:14] » You're on retainer for another couple months.
[3:21] » Nice to meet you. >> Go ahead.
[3:24] » All right. >> Glad to see you back.
[3:26] » Yes. >> Thank you.
[3:27] » Hey, excellent job while I was gone. Yeah.
[3:32] Uh, so just
[3:36] Matt and I are still kind of going over how we want to do our reporting for uh,
[3:40] so we've basically just got raw data here that we printed off for you guys to
[3:45] have a look at. It'll give you all the same information. Uh, you can look at it
[3:48] and maybe we can work together, see what you guys are looking at for information
[3:52] from us as well. But overall uh this year's this is just based on uh stats
[3:58] from uh this past uh quarter. So from January 1 to the end of March and uh
[4:06] basically in there we see prime down a little bit overall for the uh for the
[4:11] area and uh uh for specifically during the valer. We've also added in here uh
[4:17] printed off the stats for power view our entire area just so you can see where
[4:23] you guys kind of fit in and looking at it quickly it's pretty
[4:28] consistent year after year that the RM makes up maybe 13% of our pulse full
[4:34] volume. So just to put that into perspective
[4:37] um majority of our volume is like you know just in numbers would be um traffic
[4:45] enforcement uh pretty high in stats there. Uh I was actually surprised to
[4:50] see that. Uh I've been off for a while so um that's kind of the first I've seen
[4:54] that. Um, a lot of our volume comes from call kind of the nuisance types of calls
[5:00] uh like well-being checks or uh suspicious person. Um, there's a lot of
[5:06] that happening in our area. Um, specific to the RM. Um, property crime isn't
[5:13] super high, but it's there. Um, and it kind of
[5:21] goes hand in hand with our uh our not hand in hand, but there's a comparison
[5:25] there with our uh um violent crime. >> U violent crime obviously is where we
[5:32] put our attention to it and our clearance rates are much higher.
[5:35] » Did you say >> violent crime?
[5:38] » Violent crime. >> So assaults, weapons offenses, things
[5:41] like that. >> Okay. Um, so those those typically
[5:45] are what keep us the busiest, I guess, or where where we have to put our time
[5:49] and energy into it because uh we're looking for those people to take the
[5:55] other people safe. Won't you depending on uh somebody's at risk if we don't get
[6:00] those people uh the clearance rates aren't as high when it comes to the
[6:05] property crimes, mischiefs, breaking enters, things like that. uh they're
[6:10] there, but for some obvious reasons they won't take the same high priority that
[6:14] we're getting with the violent crimes where we got to run to somebody's
[6:18] getting beaten up right now. That's going to drop everything. That's where
[6:21] the focus is going to be. So, um that's kind of it in a nutshell. Like that's
[6:26] there's you get into it. So, if you got questions, ask us. But, uh overall,
[6:34] that's kind of what we're seeing here. I guess what I'll do right now is just ask
[6:37] if anybody has a question right now. I know that somebody has a question that
[6:42] they want to go into can into camera for. So we'll ask right now if there's
[6:46] any questions before we do that. Any questions? I have a question. Go
[6:51] ahead. I was at a meeting the other night. Well, I went to I guess I went to
[6:56] Bing. There's a whole pile of people. They all know I'm counselor
[7:00] and there were quite a rate of people from Wester Beach, Travers Bay, Hillside
[7:06] Beach regarding Victoria Beach police. Victoria Beach is a police force will
[7:11] say they do a very good job. They go over and above what they should be
[7:16] doing. I went I had I made two trips into Victoria Beach in five minutes.
[7:20] They had to run somebody down, come back on number and all the people are
[7:25] complaining. They have a radar sitting on lumber uh Albert Beach Road and 59.
[7:32] Okay. So, if you're speeding coming up to or whatever, you know, they're
[7:36] they're stopping people. And I guess my other one people were really great was
[7:41] they left one night at Bingo. You don't fool around with bingo people. But
[7:46] anyhow, they Victoria Beach police had a tech stop in Victoria Beach and people
[7:52] wanted to go home. You know, it's 10:00 at night. you know, they were out for
[7:56] three hours already and he says they're lined up every person that was going,
[8:00] you know, back into Alexander. She said they were decking every vehicle up. I
[8:05] guess the people were very annoyed and I don't think we can do anything about
[8:08] that, can we? Or that's up to them or you know what I'm saying and he doesn't
[8:15] really touch on us that might be a conversation more this RM to talk to the
[8:21] Victoria Beach RM about just if there's concerns. Okay. Okay. We're building
[8:26] relationships. They're like like as far as we're concerned, they're not doing
[8:30] anything wrong. >> Yeah. Well, that's the same with me. I
[8:32] said they're doing their job, you know, but it is annoying, you know, and they
[8:36] don't like I I guess we're a small community, you know, they don't want
[8:40] somebody pointing, you know, going into Victoria Beach and you got the radar gun
[8:44] coming out his window and he's checking every person that's going into Victoria.
[8:47] » It's the border and they're checking all of those people.
[8:51] I just want to let you know about and one more thing too is um
[8:56] » you guys use Victoria Beach police quite often.
[8:59] » We got a good working relationship with it for sure
[9:02] » because there was 26 calls a while back. You know that when we were there with
[9:06] that we know of for sure that you called Victoria Beach and uh you know to do
[9:11] your uh to do for help to help I guess I don't want to say do your works. Now I
[9:17] know you guys are busy. you ever, you know, like uh I don't know how to phrase
[9:21] it that you honestly, but you know what I mean. People don't like it.
[9:25] » Well, are you asking what what the calls are for or
[9:27] » Well, no, but I know you called them 26 times, you know, for for Victoria Beach
[9:33] police to come and check things in our area. There was a question like this
[9:37] before and it was to do with >> Well, they said that they were called
[9:41] they were trying to >> they haven't been compensated for They
[9:44] were trying to tell us their relevance. >> And I said, "Well, what are those calls
[9:49] for? Like, are they just cuz they're going to tell somebody they need to
[9:53] phone home or like what kind of calls are they? Are they severe crime or
[9:58] that's the only question I had." >> No, the only thing is is that what came
[10:01] out of that was that basically they're responding to calls in the arm of
[10:05] Alexander and they're not getting paid for it and they feel that they should
[10:08] be. Well, that was a big chunk of what they're dealing with.
[10:11] » I was just trying to find out what the relevance was like. Were they important
[10:14] calls or were they important calls or were they
[10:19] suspicious? >> Have to check with Mike to see where
[10:21] he's coming from with that because um >> I know you guys are busy, but that would
[10:26] be a question that would be a good answer for. Yeah, because it would
[10:28] probably uh impact how we would make those phone calls for sure cuz there was
[10:34] a an event last summer where we did specifically call and ask help, but we
[10:40] we we got the bill for that and we paid that bill.
[10:42] » Oh, really? >> Yeah.
[10:44] » Okay. I didn't know that. That's good to know, too.
[10:46] » But, um obviously I wasn't around. >> That was that was a scenario, but I'm
[10:53] glad. I think it was 40 calls. They actually said I think they never did get
[10:57] an answer back. It'd be kind of nice to know like 40 calls. Oh my god. Was it 40
[11:02] m calls over the years? >> 40
[11:05] cabinetry. I don't know what it is. So, it' be kind of nice to know what
[11:10] severity the cults were >> because they're trying to they want to
[11:14] be our police force and we like you guys to be our police force.
[11:19] » And uh it's nice that if they are called by you guys then come on in. No problem.
[11:24] But if they're not, >> we know I'd like to know what the
[11:27] searity of the balls. I I can give you a few examples,
[11:32] not to maybe last year, but you know, fires just because I was drown last year
[11:36] and uh uh remember the the fire we had in Traverse Bay,
[11:42] » they we had about four other fires going like house fires in in other areas,
[11:47] » right? >> And they basically took over that whole
[11:50] scenario from us. So >> that'd be a good example if we're
[11:55] leaning on them hard for that. uh um traffic accidents. Uh if there's an
[12:00] accident that they're right there, they can get there a lot quicker than us. We
[12:03] might ask them to to go there. >> That's a meantime though.
[12:06] » Yep. Um yeah. Trying to think what else like
[12:11] we may do check stops uh on 59 there together somewhere too just to look for
[12:18] impaired driving uh things like that. Um,
[12:22] » you're asking them to >> Well, working together. Sometimes
[12:26] they're asking us, sometimes we're asking them. And uh um
[12:30] » you would be doing those check stops together, not just them coming in and
[12:34] doing. >> Yeah, that's fine.
[12:36] » Typically or uh suspicious person in, you know, skullking or vehicle skullking
[12:43] around Travis Bay corner there somewhere. they they'd be in a better
[12:47] position if we're tied up to to how people respond right somebody's going to
[12:52] check on it. So, uh those are just some of the examples. It can take a lot of
[12:56] off my head there, but not specific to last year because I
[13:00] » you'd have to but it's it's almost like it's not that they're not coming out and
[13:04] saying, "Hey, you guys need us over there. There's
[13:08] calls." It's um but they you don't even tell us what are the calls for.
[13:13] » Yeah. So, I don't know. But just just one more thing. I'm not going to mention
[13:17] about our dumps being broken into every second night. I'll just been passing
[13:20] this one and that's it to you. I'll leave it at that. As we all know about
[13:25] there's not there's really nothing we can do about it. Tell you all the truth.
[13:28] They just keep on coming. >> Yeah.
[13:30] » You know when they damage stuff and you know last last year the year before we
[13:33] were up to $100,000 damage, you know, and if it keeps on that means our
[13:38] insurance is going to go skyhigh. So, uh, anyhow, that's another thing that
[13:42] but we all know about >> definitely aware of it. Uh, so they had
[13:46] talked about it. Uh, Matt and I were talking about it today there, too. And,
[13:49] uh, one of the people that were involved, uh, we we have charged. I
[13:54] think you you filled everybody in on that. So, um, they're on conditions not
[13:58] to be in the area right now. So, uh, that was the the main character from
[14:02] those ones. Uh I guess
[14:07] morning you're well >> but and overall I want to thank you very
[14:11] very much for your work. I see you're very busy in Pine Falls the last few
[14:15] days. I was in Pinefall Saturday night and the night a few nights before. You
[14:18] guys are doing excellent job. Keep up the good work. Thank you very much.
[14:22] » I think there's a question for in camera. Can uh I'll move that we go in
[14:27] camera. Is there a second? >> Yeah, I can second that as a wish. We're
[14:30] going to go in camera. It won't be long for this one. It won't be like the
[14:34] other. >> So, now we can record again.
[14:39] » Yes. >> We're moving it back into the regular
[14:42] meeting. >> Yes, we're moving back to the regular
[14:45] meeting. >> Um, is there any more questions of
[14:49] uhational
[14:52] today? No, >> everybody's good. I just want to thank
[14:55] you again for doing an excellent job and for coming in and uh answering some of
[14:59] our questions today and giving us a >> I have a friend.
[15:03] » Oh, here we go. >> So, with all this reporting that we were
[15:06] doing, we were calling tollfree line and then I believe when you you were here,
[15:10] you told us to call the the 2222 number. >> That's right.
[15:15] » So, is that still the number to call? >> That's still a case. In fact, we don't
[15:19] even take overly 100 plates anymore. If you counter complaints
[15:24] » have to be uh called in. >> They all have to be called in. No
[15:27] counter complaints. Okay. So that's good to know because we we were calling the
[15:31] the toll-free number as you know and then we started calling the
[15:34] » 36742. >> Yeah.
[15:37] » And is is there an internet number or No, just that phone number and that's
[15:41] it. >> No, we got to be careful because that
[15:42] stuff would need to be monitored if they're doing that. So like someone who
[15:47] place that Facebook or whatever but >> so if someone were to go into your
[15:51] office and literally say hey there's a guy down the road he's stealing
[15:55] something you would still expect them to phone you
[15:58] » they need to call because it needs to be routed through the dispatch system so
[16:01] that >> sorry it comes down what if they don't
[16:06] have a phone what if it's you know what I mean like
[16:10] » it's there has to be an exception that occasion that's all I'm getting at
[16:14] » I items are changing. >> Yeah, I understand. I understand.
[16:18] » Yeah, >> it's it's a little bit frustrating for
[16:20] some people who might not have a phone available, right? Not everyone cares to
[16:25] stop them. >> You have all the same stuff.
[16:28] » I don't mean the same people, but the same amount.
[16:30] » Uh we're running two short rating. >> That is that why you're not taking
[16:37] » across the division. >> Okay. So, that's all
[16:40] » really important. It's more for the reporting part to make sure things don't
[16:44] get missed and it's reported. >> There's data in that phone call that uh
[16:50] gets used to um show response times uh clearance times. Um so that all goes
[16:59] into factoring uh calculating numbers who how many how many members part DDS
[17:05] how many members whatever attachment need
[17:10] » I appreciate the direct phone line to be honest I do appreciate that I am
[17:13] concerned about some seniors who might not have cell phone and that are unable
[17:19] right so >> they might get lost in the
[17:22] » any was there any questions >> thank you very much again
[17:26] » thanks I appreciate you coming in again.
[17:29] » Good to see you back. >> Glad you're back.
[17:32] » You're retiring to it, aren't you? >> Unless you know something more than I
[17:36] do.
[17:39] » Figured after having the last year off, it might have been just kind of like a
[17:42] pre-retirement. >> I tried it out. It kind of sucked.
[17:50] » Thanks again. >> Thanks again. Okay, guys. Thank you very
[17:53] much. >> Thanks very much.
[17:57] Thank you very much. Appreciate it.
[18:07] » Okay. So, three and four.1
[18:12] five is legislative finance general checks. Move a second. I'll move it.
[18:18] Second. I'll second it. Um any discussion? No. See none. All those
[18:23] favor. Mayor Brisco, make sure the resolution.
[18:27] Okay, >> I'm not going to go off of this sheet
[18:30] anymore. Then I'll just go right off of this.
[18:32] » Sure. >> Yes.
[18:34] » Uh where is general checks for the period May 12th, 2026 have all been
[18:38] examined and found to be in order. Now therefore be resolved with total amount
[18:42] of 19,523,552
[18:45] for check numbers 20260240
[18:50] through 20260257
[18:55] and EFT payments of 363,29659
[19:01] numbers 260181 through 260214
[19:06] inclusive be hereby approved for payment.
[19:10] Uh any discussion carrying none call for the vote. All in favor
[19:17] going to be a lot of reading now
[19:22] discretionary grant there. >> No I can't put a check on here. Um is
[19:26] that all I have to do? Do I not need to read the number? I don't know where on
[19:30] the agenda I have. I think >> 5.2.
[19:31] » It's 5.2. >> Yeah. Be it resolved that council of the
[19:35] rural municipality of Alexander authorized deputy mayor Kanghorn to use
[19:39] his discretionary grant fund monies to a maximum of 35310
[19:44] to provide the Great Falls District Recreation Association to go towards the
[19:48] purchase of two wasp wildfire protection kits and further be resolved that this
[19:54] be charged to grants >> follow second.
[19:59] » A little bit of an explanation. And they had a wildfire day at Great Falls where
[20:03] they had uh Manitoba Hydros Fire Department come in with their equipment
[20:07] and show it off. They had our uh emergency response coordinators uh on
[20:13] site to give information. Uh conservation was on there and they had
[20:17] collected some uh donations from other areas like fire blankets and stuff like
[20:22] that. And I thought it would be quite appropriate if we had spare uh of those
[20:27] wasp units to give them a couple to to raffle off as well. So
[20:30] » yeah, >> I talked to Jazelle about it and she
[20:33] said it sounded like it was a good idea. Uh so I got two of them and we put it
[20:37] through as using my discretionary grant for that.
[20:40] » And that's what we pay is 353. >> 165 basically each kind of a deal.
[20:45] » Oh, right, right, right. So four two units in a box. So two boxes is four
[20:50] units. No, no. Was it three units? >> One unit box.
[20:54] » Yeah. >> Okay.
[20:55] » Okay. I thought there was one up two, so I had four for one.
[20:59] » Okay. >> Um I saw the exact same box in Costco
[21:03] for sale. >> Yeah.
[21:04] » You say it's 160 >> 165.
[21:06] » I can't remember what the cost for one, but I I believe we that is a cheaper
[21:09] price, so the public can take advantage. It's cheaper than Costco.
[21:12] » We basically got the the cost. >> Yeah. I think they were charging 180 and
[21:17] cost way back then. We're thinking it was 20 bucks. But anyways, it went over
[21:20] really well. Was a pretty good day for responsib
[21:24] » Yeah, I think they're a good idea. So, what what do we ask here?
[21:28] » The ask is just to to use my discretionary funds in the amount of 353
[21:33] whatever it was to cover the cost of those two units.
[21:36] » Favor carried. >> Thank you.
[21:42] » 5.3. Is that right? >> Yes. Yeah,
[21:45] » we have a motion on that. >> We didn't voted to carry it.
[21:50] » No, no, I'm sorry. I'll move this one here
[21:53] for a second. >> You can see the agenda.
[21:56] » Uh, we need a mover and seconder for Yeah, you got to read that before you
[21:59] pop that other thing up. 1.3 a.m. June district meeting invitation.
[22:05] » Second. >> I'll second it.
[22:07] » Mac, Kenan Mack. Um, the resolution reads, "Be it resolved that council of
[22:11] rural municipal Alexander authorize Whoever want to go to attend the AMM
[22:17] June district meeting being held on June 9th, 2026 at St. Clemens activity center
[22:22] in general, Manitoba and be further resolved with mileage and expenses been
[22:26] paid as per the world Alexander inde
[22:34] who wants to go. >> I am going
[22:36] » and Ken. Uh any further discussion hearing? None. Call for all those in
[22:42] favor carried. Okay. Now 54 biller property owners
[22:47] association request for kayak rack places.
[22:51] » That's the one I was referring to. Move in a second. Is that you board? Move it.
[22:55] Yeah. I'll second it. >> Any uh further discussion? Oh, I got to
[23:00] read the resolution as be it resolved that the council of the rural
[23:03] municipality Alexander authorizing Bor Property Owners Association to construct
[23:08] a kayak track in the Ilo Park on the following conditions and that condition
[23:13] would be that >> well any conditions um
[23:18] » well we have no we look after maintains they maintain problems so
[23:26] » they're yeah very responsible annual maintenance Okay. Any further
[23:30] discussion? Hearing none. Call for the vote. All those in favor carried.
[23:34] » 5.4 Belair Owners Associate. We got that one. 5.5
[23:39] » Valley Fiber Fiberization proposal administration building
[23:43] » and we've learned it up in fiberization is a word.
[23:45] » It is a word. >> Diane and Mac.
[23:49] ated this vote. >> Be it resolved that the council of the
[23:52] rural municipality of Alexander entered into an agreement with Valley Fiber for
[23:57] business internet and phone service agreement.
[24:01] Uh any discussion hearing? None. Call for the vote. All those in favor
[24:04] carried. For what it's worth, I would almost
[24:07] suggest you get a TV hooked up in there as well. That way if we're having a uh
[24:13] situation where EDO or U emergency response coordinator is in, it's an
[24:18] access for news and stuff like that kind of a deal, right? Alerts.
[24:22] » Oh, we'll have we should get a smart TV so that we can add in to it. Yeah. Yeah.
[24:27] Yeah. 100%. Okay. >> 5.6 event service agreement two river
[24:32] Seniors Resources Council incorporated.
[24:38] » Got a mover and a second. Ken and Gloria be it resulted council of
[24:43] the rural municipality of Alexander authorized the appropriate signing
[24:46] authorities of the new town of Alexander to enter into an agreement with Rivers
[24:50] Handyman town of Lacabani RM of Lakabani and LDG of Pinoa for the provision of
[24:58] yearround handyman service for ward 4 of the rural municipality of Alexandria.
[25:03] » Just the correction should be LG of Pinoa
[25:08] G. Yeah, >> all the time.
[25:11] » How come some are >> local government?
[25:16] » Shouldn't even be the acronym. It should be local government district.
[25:21] » Go ahead. >> Go ahead, D.
[25:25] » This is just something that we do. >> We've been doing this now for a number
[25:29] of years. I'm not sure what the usage is on it right now, but I know over the
[25:34] years we have had uh seniors that have needed transport to whatever that they
[25:40] were getting picked up and brought home by the the van kind of
[25:44] » I didn't see anywhere how much costs. >> So $1,000
[25:49] in Yeah, it's $1,000. It's in included in our financial plan.
[25:54] » Yeah. Go ahead, Kim. Mac, you should get a hold of the transportation program at
[25:58] Victoria Beach on. Yeah, it's an excellent program. They take people to
[26:02] seniors to to grocery shopping, uh, doctor's appointments and people
[26:08] individuals that do it. >> Handy and the people pay like say if I
[26:12] take somebody to win, they give me $55 and then it's give the mileage and then
[26:17] the $55 comes off the mileage. It's all government uh uh government paid paid.
[26:23] So well it's a very very good system. They had 360 calls or something like
[26:28] that. Don't go up to the yesterday's meeting 269 calls or six unbelievable
[26:33] how many how many they take to the doctor.
[26:35] » So this is the similar program. >> They use the mobility disadvantage
[26:39] transportation program what they use >> and it works very good. Yeah.
[26:44] » Okay. Any further discussion? Very none. All
[26:48] those in favor carry. Yeah. That's good.
[26:56] Uh 5.7 resolution June eastern district meeting subject proposed amendments the
[27:01] section 152 brackets two of the municipal act 2026
[27:07] » I believe that >> I believe we need a mover and a second
[27:12] » I'll move that second door
[27:16] » uh how many pages is this >> it's a couple
[27:19] » would you like uh It's just it's just I don't understand
[27:24] why we have to read every one of them. >> The reason you should be reading each
[27:27] one is because you're recording the meeting so the ones that are listening
[27:31] to the meeting should be able to hear it.
[27:34] » Yes. Same with you. You want me to read it?
[27:37] » You want me to read parts of it or maybe we can take turns? Go ahead.
[27:41] » Okay. Go ahead. >> Okay. I'll start it off then. Um
[27:45] » read the whole thing if you're going to start it off. Whereas a recent decision
[27:48] of the Manitoba Court of King's Bench um confirmed that section 152 of the
[27:54] municipal act authorizes the chair to direct that a person be removed from a
[27:57] council meeting if the person's conduct is at the meeting is improper. And
[28:02] whereas the authority to remove the person under section 1522
[28:07] applies to that meeting only and a person so removed is otherwise permitted
[28:12] to attend subsequent meet council meetings. And whereas the municipal act
[28:16] does not provide a clear mechanism for councils to restrict attendance uh at
[28:22] council meetings beyond the removal authority set out in section 1522. And
[28:28] whereas the municipal the council members are required to complete code of
[28:32] conduct training after each uh general election within a time period
[28:37] prescribed. And whereas um the the uh the and whereas incident of
[28:45] improper conduct at council meetings you missed
[28:48] » that I did conduct sorry whereas the code of conduct establishes consequences
[28:53] for non-compliance up to and including removal from office in accordance with
[28:57] the applicable process and whereas uh incidents of improper conduct at council
[29:02] meetings have increased in some communities creating operational and
[29:07] safety concern. concerns for council staff and the public. And whereas there
[29:12] is an absence of appropriate legislative tools as the last comprehensive review
[29:18] of the municipal act received royal ascent on November 19th, 1996, which
[29:24] undermines effective governance, places municipal staff and elected officials at
[29:29] risk and erodess public confidence in the ability councils to conduct orderly
[29:33] and productive meetings. Now therefore be a result that the association of
[29:38] Manitoba municipalities lobby the provin province of Manitoba to renew and amend
[29:43] the municipal act as a whole but with special uh in respect to section 1522
[29:50] uh to strengthen municipal authority to maintain order and safety at council
[29:55] meetings while respecting procedural fairness and the public's right to
[30:00] attend. and further be it resolved that such amendments include a graduated
[30:05] range of consequences for repeat offenders, including escalating
[30:09] consequences where an individual has a demonstrated pattern of improper conduct
[30:14] at council meetings. and further be resolved that the province of Manitoba
[30:18] consider amendments that would allow council by resolution and subject to
[30:22] clear criteria and procedural safeguards to prohibit or ban an individual from
[30:28] attending council meetings for an extended period where document his
[30:32] documented history of repeated improper conduct exists.
[30:37] » That was a mouthful. >> Yes, it was.
[30:40] » We've already got a board in a second. Is there any discussion? Nope. Hearing
[30:44] none. Call for the vote. All those in favor carries.

[31:42] » the current assessment value >> right um is that going to include
[31:47] um the water in that statement or in that resolution
[31:50] » um >> it
[31:51] It's >> we had said the uh that it would include
[31:56] » connection the water line connection >> right
[31:59] » to the curb stop. >> Yes.
[32:01] » But it's it's it's in progress, right? >> Okay.
[32:04] » So, >> well, this it can read this way and when
[32:08] you're putting it up to whoever the real estate agent is that has it, um that can
[32:13] be discussed. >> We have a sales agreement to that
[32:16] effect. >> That can be added at that time. Yeah.
[32:18] » Okay. Um any further discussion hearing none
[32:22] carried >> and I believe this we will we will put
[32:25] the assessment value but I believe it's 12,300 is the assessed value.
[32:29] » Okay. I thought you were saying it was 13 something.
[32:33] So yeah when you find the correct amount later but that is the ballpark.
[32:38] » Yeah. >> 5.9 biller ATV club request 2026.
[32:45] Um, ordinate can, excuse me. It resolved that the council

[34:12] » You probably should. Yeah. Make sure everyone
[34:14] » Anyone post? >> Um, I don't have to ask. Steve, I don't
[34:19] know. >> I'll ask you if I'm not.
[34:22] » What's that? >> No, you'll tell.
[34:23] » I'll ask you. >> I'll tell you.
[34:26] » Put your hand up. They're all in there. >> Yes.

[44:45] » 5.14. Hydro letter 2026. Yeah. This is what I just I mentioned
[44:50] about twice now in the past year and a half the fires at Fort Alexander and we
[44:56] end up changing a transform when we're out to 10 hours or longer and um send a
[45:01] letter to either we send a resolution to Manito hydro with a copy to Victoria
[45:06] Beach and St. recommend to uh do the same thing to see if they can hook us up
[45:11] ways. >> Grand Beachway and our I don't know if
[45:14] they call it >> Yeah, there's two ways.
[45:15] » It's probably right by my place. >> There's two feeds that come in and I
[45:18] know it used to go to the B. >> It used to come both ways. Yeah, I
[45:21] remember that. >> So, you want a dual feed going in there.
[45:25] So, you're fed from two sources. >> So, there's one breakdown on one. They
[45:29] can switch the line. So, 8,500 out on on that for a whole day because of a
[45:34] breakdown in Fort Alexander. doesn't make any sense.
[45:36] » Well, anywhere either on the other leg, too.
[45:39] » And if it's down the other way, we we blow everybody on this side.
[45:42] » So, um if the power goes out on one, does Vantobo Hydro have to come in?
[45:48] » They switch it over. >> They have they have to physically takes
[45:52] Maybe I'm simplifying it, but it's like 10 minutes if they were standing there.
[45:57] » But if they're not, they have to It's a switch.
[46:01] » Okay. No, but they still have to attend the site.
[46:04] » Yeah. Yeah. So it could take a couple of hours rather than 12 to 24 hours.
[46:08] » Remember there's Victoria, there's four businesses there, right? Yeah. Grand
[46:12] Beach. Well, two business in Grand Beach. There's Albert Beach,
[46:16] » Hillside Beach. All these stores are out for 10 for 10 12 hours. And that's and
[46:20] plus >> the store my place that's all out of
[46:24] business, you know, everybody's losing money because
[46:26] » essentially you're going should have resolution to direct administration.
[46:30] » Okay. Make up resolution. I'll move it. And the guys that worked at hydro um
[46:35] they knew how important it was. They used to switch it and
[46:39] » it's not that difficult to do >> and everybody else was on that street at
[46:41] least. >> So um
[46:43] » you had a question Jocelyn? >> No, I have a proposed uh
[46:46] » proposed resolution. >> Uh be it resolved that the council of
[46:50] the rural municipality of Alexander direct administration to send a letter
[46:53] to Manitoba Hydro regarding switching lines due to outages in the beaches
[46:57] area. >> Ken was moving that. Is that
[47:03] » is that what you want the resolution to be
[47:05] » or do you want say to request uh to request a dual feed line?
[47:10] » I think it's there already. Maybe an explanation of what's there to start
[47:14] with. >> Okay.
[47:15] » And then see if there is something missing and then
[47:18] » because I don't know why they didn't flip it the last time. We're out to 12
[47:21] hours. >> I didn't know.
[47:24] » Well, the letter that companies the resolution can state that you don't need
[47:27] to have everything in >> there. Okay. Yeah.
[47:30] » Okay. So, we got a move, second a basic um resolution and any further discussion
[47:36] hearing none. Call for one. All those in favor carried.
[47:39] » I'm just keep going. >> Yeah, I think it's there and maybe
[47:43] there's just a breakdown on who's working there right now and they forgot
[47:46] to go and flip the switch. >> Multiple outages though. It wasn't just
[47:50] the reserve. >> Yeah. Outages up full which could have
[47:53] affected that switch. >> Same date. But they also said in the on
[47:57] the internet that the power would be back up at 10:00 in the morning and I
[48:02] think it was around 1830 >> and so they could have come and flipped
[48:07] a switch. There was >> I I think maybe there's just a
[48:12] breakdown. They forgot that they have that dual feed in our area that would
[48:16] make everybody happy. And I don't mean just happy.
[48:19] » Well, I don't know if Hank remembers or not, but it was about 10 12 years ago.
[48:23] uh they had put a ran a second line that runs all the way along 313 and goes up
[48:28] in there now up into our area now whereas before uh it was fed coming up
[48:34] uh channel drive and that way and we used to have outages like it was going
[48:37] out of style and they put that new feed in there and outages almost disappeared
[48:41] until the last year or two now it's starting to come back again.
[48:43] » Yeah, just last year or two. >> Yeah.
[48:46] » Not sure what's up that tree in there yet.
[48:49] » Mhm. No, >> when they cleared all our bushes out
[48:55] there, this is 20 years ago, but soon as they cleared it out, they went from like
[48:59] going down once to four times a month to once to four times a year.
[49:04] » So, it is important to keep the trees off those lines. We wait for Ken to come
[49:08] back. Are we >> to go ahead?
[49:11] » Are we at next point? Our six is personal policy. Point one is our CEO's
[49:17] report for 2026. >> I move. the adoption.
[49:24] » Okay. >> Resolve council
[49:29] » sorry
[49:32] first and then first thing second that the council of the RM Alexander
[49:40] receives the administrative reports >> discussion right ahead.
[49:46] » Okay. So um the 2024 audit was recently completed.
[49:53] Uh but the auditor went straight to the 2025 audit which we were very happy
[49:58] about. Um most of the documentation has been submitted. There's still a few
[50:04] outstanding uh we're still waiting for the
[50:08] » is almost done. >> Yeah, we're waiting for the planning
[50:11] district's um financial statements which I understand are will be presented at
[50:16] your main was 27th. >> What was the reason that they fell down
[50:19] on the 24th? >> He didn't really give me an answer.
[50:24] » Oh, it's good. He's back on the ball because that was the first a couple days
[50:28] late or something for 2021. >> We were very late.
[50:31] » Very late. >> Um, so also we now our incoming public
[50:34] works manager Dan Leo began his employment on May 5th. He's here. When
[50:42] our popular a water co-op extension, the public hearing was held and there
[50:48] were no objections to that uh plan. >> Objection.
[50:52] » Essentially, we're we're providing water to 23 um lots.
[51:00] » Excited about >> and they're very they're very happy
[51:03] about it. They're So now it's it's been sent to the municipal board for approval
[51:07] because you gave a first reading. It'll go to the municipal board for approval.
[51:11] Once we receive that approval, we'll we will give a second and third reading and
[51:16] then water services board will start the project management. So when you say
[51:19] second and third, second and if there's no more objections at that time third
[51:24] » second and third meeting of the >> we get objections at the second reading.
[51:28] Um, how long will it be at the week or we
[51:31] just >> the the the the opportunity for
[51:36] objections ends at the public hearing, >> right?
[51:41] » They're usually we give them notice 21 days before the hearing. Uh, if they
[51:45] want to object before the hearing, we, you know, in writing, we would receive
[51:49] the objections, letters of >> now is actually the time where they
[51:53] would be doing that. >> They can't object anymore. So the public
[51:56] hearing was their opportunity to so now it's done the I've had inquiries since
[52:02] then with a couple of vacant lot owners and they were quite happy with with the
[52:06] whole project um I I'm expecting that to be done by uh
[52:13] late summer to early fall be if all goes well
[52:18] um there are our employment updates our civil engineer
[52:23] um did give notice May 15th was going to be the last day.
[52:28] However, that may be extended by a week. >> Yes.
[52:34] » Really?
[52:38] » She may have felt greener pad. our finance officer uh did return um to work
[52:45] yesterday, May the 11th on a part-time basis
[52:49] uh and will eventually be back to full-time probably by midsummer.
[52:54] » And how is she feeling? Pretty good. >> Yes,
[52:58] » I ran into her and safe
[53:03] Bonnie uh about a week week and a half ago. She looked really good. She look
[53:08] she was excited to be coming back to work later that
[53:11] » the municipal building uh questions to be compile compiled from council which
[53:16] did occur um we'll wait for the next stage of that CAO in transition
[53:25] counselor or CAN in incoming CEO Jocelyn really is here for her second council
[53:33] meeting. This is uh
[53:35] » ready to quit after today. >> I would be
[53:39] » very very >> uh we've been actually a lot of the uh
[53:44] we've been working a lot on parent and active project files. Um Jos has taken
[53:50] on a lot of the uh bylaw review and policy review that that were in my to-do
[53:55] file, but she's a whiz at uh bylaw and policy
[54:01] review and preparing those. So, I'm very appreciative of that. Uh, she's also
[54:07] begun touring the municipality to familiarize herself with ongoing issues
[54:12] and areas of concern. Um, upcoming meetings, we have our May
[54:17] 26th 10 a.m. regular council meeting. June 9th is our AM Eastern District
[54:22] meeting. >> Move to the 10th.
[54:25] » And then June 10th now will be the governor's meeting and regular C regular
[54:29] council meeting. >> Are you come to that meeting? just
[54:32] » June 9th one. Yeah. So the polar works highlights our new our polar works
[54:38] incoming polar works manager to prepare a brief report which is a task as well.
[54:42] I don't know if you'd like to expand on that.
[54:44] » I think back question for you first. >> Yeah. If you go back to number four I
[54:48] believe Emily is identified wrongly. She should be the civil engineering
[54:53] » tech engineering clerk.
[54:57] technologist technologist.
[55:01] » Yeah. >> Another week or something.
[55:06] » She's extended her two weeks by another week. I think
[55:09] » I can't place to say you want to say anything for you guys.
[55:14] » Yes. No, she just made a decision to move on
[55:19] and and do a different career path and uh have to
[55:25] » great job here. You pass that on to her, too. And
[55:28] » almost daily. >> Yeah, she she's going to be missed.
[55:32] » Well, we think she's done a great job, too. So, let her know that.
[55:35] » Yeah. because if she decides she wants to stay close to land back
[55:45] » and and again I I note the polar highlights um uh the incoming polar
[55:51] manager did provide some uh notes as to what's going on. I don't know if you
[55:56] want to expand on those or any but pretty selfexplanatory for everything
[56:01] that you haven't been doing for me. >> Pretty self-explanatory. It's just
[56:05] regular exper.
[56:21] » Well, good. Thank you very much for your report. Go ahead. Uh,
[56:24] » and I'll just expand on mine. Sorry. So, I'll be away for the next two weeks.
[56:28] Starting next week, I will be working from home and I will join the meeting on
[56:33] May 26 virtually just so Josh will be uh essentially in driver's seat.
[56:40] » Okay. I got a question. Dan's excavating was working at Travers Bay dump.
[56:45] » Yeah. >> Yep. Okay. Now,
[56:48] was he working for us? >> Yes. Yeah. We do that every year, every
[56:52] spring, every fall in all the landfills. You have to go back.
[56:56] » We send them in. Okay. >> Yeah.
[56:58] » The total polls. >> I'll just curious because it was it was
[57:01] pretty bad there. I thought we were using them to do once a week where every
[57:04] time the garbage. >> Okay. I just I'll just curious in the
[57:08] middle away or something. >> No, we did a clean up basically of the
[57:14] area, the brush area, and over the weekend it was built back up again. No.
[57:18] Is his equipment any good working there at 11
[57:23] Bay or is it all? >> It was working last time I was in there,
[57:25] but it's >> contracts are up
[57:28] 31st. So that then's the time to >> make your changes today.
[57:33] » December 31st.
[57:38] » Are we rebidding it or are we looking? >> You should.
[57:42] » Yeah. >> We could be doing that in the fall in
[57:45] anticipation, right? July you should probably start June July put it out
[57:50] there that uh racks are ending and this is whatever it is you're looking for.
[57:55] » Who's going to be looking after that Justin or
[57:58] » No, that's the brick side. >> Yeah, but oversight wise comes to me.
[58:02] » Yeah. >> So you guys know what's coming there.
[58:07] » However, it should be easier for you Dan because
[58:10] » Jay has done a fantastic job of doing this the last few times the contracts
[58:14] have been done. So, wherever he hid his uh his uh draft uh templates, you know.
[58:22] » Yeah, >> it's all in the head.
[58:24] » Most of it is. >> The other day, I'm not a paper guy.
[58:29] Well, I'm a computer guy. I'm not taking everything I know. Sadly, it's here.
[58:34] Most >> the good news is been a sufferer for it.
[58:38] » Jay, I've asked Jay a question. Um he is a guy that's been here for 37, I think
[58:43] you said. 37 >> and he loves this area and if it gave
[58:48] him a phone call probably in three years from now he'd be willing to ask you
[58:53] question >> or I could be calling when I see
[58:55] something that come right >> yeah for sure we'd like to we'd like to
[58:59] hear from doing that >> won't be no I won't be that
[59:03] » well we won't hear about it >> well that's good I hope we can maintain
[59:08] a relationship like that nice >> that'll be nice for the
[59:11] » RM question Um, are we ready for the question? Um, all those in favor?
[59:18] Carried. Thank you for your reports. Appreciate it.
[59:21] » Good job.
[59:25] » Keep up the good work.
[59:29] » 6 2 policy per 008 conference and events
[59:36] attendance policy.
[59:40] Uh, we need a mover and secondary. I can move to that. Second that be it resolved
[59:45] the council of the RM of Alexander approved municipal policy per008
[59:51] as presented being the rural municipal of Alexander conference and events and
[59:57] its policy. Did you change anything really in that?
[1:00:01] » Yes, you did. I got a question. >> Uh we'll finish your question.
[1:00:06] » Yeah. What? >> So
[1:00:07] » halfway through it. I'm not quite sure. So I I'll say this was Justin's project
[1:00:13] and >> so
[1:00:17] » it's a policy. Well, no, but I mean we felt that a policy
[1:00:21] » it was on my list of policies that really needed to to have attention.
[1:00:24] » This is good that we're having an overlap because all the problems you're
[1:00:28] looking after that are taking away from all these kinds of things. Jobs don't
[1:00:32] take this. >> Yeah, it was on my list. She's hammering
[1:00:35] them down. It looks like this is great. >> She is. And so she did an excellent job
[1:00:38] creating this policy. We we reviewed it together, but I I think she can probably
[1:00:42] speak to it though. >> So a lot of what we found in some of
[1:00:47] your older policies that you just don't get to for a long time and we should
[1:00:52] review probably at least every five years um they become non-relevant. So in
[1:00:58] the case of this one earlier today in this meeting you approved being able to
[1:01:01] go to the district meeting but it's your job to attend AMM type events for
[1:01:06] lobbying where it works to the advantage of of lobbying for your rate payers. So
[1:01:10] » the first attendance is you know the association of manageable municipalities
[1:01:14] spring and fall uh convention >> and that would include then the district
[1:01:18] meetings those kind of things right so it just means you don't have to bring
[1:01:23] everything here it's laid out for you especially with an incoming council
[1:01:26] coming in and then it also lays out what's uh applicable for administration
[1:01:32] so that you know what administration is going to or not going to
[1:01:37] and I noticed one thing in there. It said question for the a
[1:01:44] » uh not the the FCM >> that's one mayor and one counselor
[1:01:51] not all like it's been in the past. >> So the reason the recommendation is
[1:01:55] coming forward for that is because >> crazy prices now.
[1:01:59] » Yeah. There >> and none of us went this year.
[1:02:02] » Yeah. >> Or none of us are going this year.
[1:02:05] I mean, if you're there can be exceptions to a policy made by council.
[1:02:09] They're your policies at a meeting. So, if they're holding FCM in Winnipeg
[1:02:14] difference, >> all of us can go. Yeah.
[1:02:15] » And you just do a resolution >> to to to
[1:02:19] ignore policy as per the specific circumstances.
[1:02:23] » Okay. That sounds very reasonable. It meant those I don't want to say out of
[1:02:27] line, but they were very high prices. And when I saw 600 bucks a night, I
[1:02:32] said, "I'm out." >> Yep. Yeah, the hotel is going
[1:02:35] » taxpayers don't need to pay for that for the next You got a question?
[1:02:37] » Yes, I do. >> Yeah, I guess I do. Um, if we're doing
[1:02:43] this to save money, I don't like it. Okay, because
[1:02:47] » we're not doing it to save money. >> Good. Okay. And um and right now, if you
[1:02:52] would take us back to the last 8mm convention and uh and we're all we all
[1:02:57] went and we all go to these conferences. We were we were the center of the topic
[1:03:04] at our last convention. Yeah. >> And I sent everybody I'll get back to
[1:03:08] you on I get make sure you get that. I sent everybody a note the other day
[1:03:11] about the trouble that we're all having in Canada. I thought it was only
[1:03:15] Manitoba, but it's right across Canada. And what I would like to see is was that
[1:03:21] FCM convention at discretion it's at the discretion of council.
[1:03:26] » Okay. >> That's what I'd like to see it read.
[1:03:27] Okay. So, uh, and because like I say, if it's in Winnipeg, like I talked to the
[1:03:31] SCM girl in in in Ottawa regarding this one in Edmonton. I was going up to to
[1:03:38] the last minute. I couldn't get a room to start with. And then we did find a
[1:03:42] room half hour away or 45 minutes away. And I was really annoyed at them. So, I
[1:03:47] phoned Ottawa and I complained to her. I said, "Listen, I said you took you took
[1:03:51] two room two hotels." And I said, "That only accommodates about five half of us
[1:03:55] going to the convention." And I said, "You're expensive as hell." And I said,
[1:03:59] "You know," I says, "It's very, very unorganized." So she says, "Are you" I
[1:04:04] says, "Are you going to come to Halifax next year?" I said, "Yes, I am." She
[1:04:07] says, "I'm going to put your names out." I said, "But I said, but I want you to
[1:04:10] be organized." I said, "We'll be organized. We'll get the room, but I
[1:04:13] want you to make sure there's enough room for everybody to go to these
[1:04:16] convention." Like, we want to be right within walking distance, not a half hour
[1:04:21] driving. Right. This policy is just your your minimum.
[1:04:25] So that you know who's going to go to FCM does not necessarily have to be if
[1:04:29] there's only the mayor or deputy and one counselor wants to go. It doesn't need
[1:04:33] to come for a resolution. You have a policy that approves
[1:04:36] » but more than me.
[1:04:42] » Absolutely. >> Okay. That's all I was concerned about.
[1:04:44] Okay. >> Good job.
[1:04:46] » Sure. We're trying to limit your timing council
[1:04:48] » and you missed a good convention because we were the center of attraction at the
[1:04:52] last conference >> saw on the news.
[1:04:54] » Yes, we were on the news and everything else. You know
[1:04:56] » how many of us were on the news >> and I'll tell you we met between Mac and
[1:05:01] myself and whoever was there Jazelle. We met so many new counselors couldn't walk
[1:05:06] a block or 10 feet with some somebody talking to you about it, you know, and
[1:05:11] then you listen. Hey, you know, we sort of have the same problem in ours, you
[1:05:15] know, I'm glad everything came out the open now. So, this is going to come to a
[1:05:18] head at the AMM in uh in November, October when our conventions there. So,
[1:05:25] I just wanted to bring everybody's attention. Further to this policy, I
[1:05:28] will note that um the RM of uh lacto just recently passed a similar policy as
[1:05:36] well as the RM pine. So a lot of municipalities are uh moving with these
[1:05:42] kind of policies to make >> levia
[1:05:47] and council decision. And I would also say, Ken, I I I know what you're saying,
[1:05:51] but at the same time, there's no way I was going to go to Edmonton when it was
[1:05:55] 600 bucks a night for a room. That's the >> But if we ever if everybody folds to
[1:06:00] Ottawa FCM and say, "Listen guys, let's get a hotel that we can afford like we
[1:06:05] can't afford to come to your convention even though we want to, you know, for I
[1:06:08] think if we all sent to them a letter, you know, to that effect, then the
[1:06:12] things will be changing, >> right?
[1:06:14] » Okay. Sorry. Miss Johnson, >> I was just going to clarify mainly
[1:06:18] because I know the prices of hotels in Edmonton quite clearly is nowhere near
[1:06:22] that. >> Well, yeah, but when you have a full
[1:06:26] convention of people right across the country coming in, if you're, let's stay
[1:06:29] at the Hotel McDonald, which is a Fairmont hotel on a regular night 320,
[1:06:33] the moment FCM booked, they went to 1300.
[1:06:37] » So, and that had nothing to do with FCM. That's the
[1:06:40] » the hotel industry taking advantage in terms of clients. policy is there, but
[1:06:45] you can't do that in Manitoba. >> No,
[1:06:47] » you can't do that. You have a what your room is, and you you don't notice it
[1:06:51] here, but when you go into the states, they'll say what their room rate is per
[1:06:55] night, and it's a,000 bucks on the door, >> and then they say, "Well, if uh right
[1:07:00] now, we've got it on a discount. It's only 200 bucks a night, but that's how
[1:07:04] they cover themselves when they say we're going to regular price."
[1:07:08] » Yeah. >> I'm voting again.
[1:07:11] » I think they had a question. I I I'm I'm not sure if it was ever part
[1:07:16] of the policy, but I I know at one point uh particularly when I was first
[1:07:23] elected, and that's many many years ago, uh there used to be um a section where
[1:07:30] if you did attend a conference or uh or you went to a a seminar uh particularly
[1:07:37] a conference, uh you were expected to report to council. Mhm.
[1:07:42] » I know as a new counselor, I really did appreciate uh hearing
[1:07:50] what other people were learning attended these different and
[1:07:55] » uh council even had a particular slot at each meeting where you could report
[1:08:02] particularly if there was something uh that was important to council as a whole
[1:08:09] uh about a particular meeting you were sent to to represent council.
[1:08:12] » Well, if you're appointed to a committee,
[1:08:14] » yeah, >> uh then you could report back to
[1:08:17] council. Hey, I went to this meeting. You go to to the annual association
[1:08:22] meetings. I attended the Alder Beach or whatever
[1:08:26] » meeting this what they were concerned. I don't know if it's it can become part of
[1:08:31] the policy, but particularly when you have new people who get elected and
[1:08:35] there are amongst a group of seasoned politicians sitting around the table,
[1:08:41] they might be a little intimidated. It it it would be a way of them being able
[1:08:47] to find out more about what a counselor's role or job is. So I'm just
[1:08:54] saying it maybe that would be something that doesn't need to be policy but could
[1:08:58] be introduced >> part of the agenda.
[1:09:01] » We can incorporate with the organization bylaw.
[1:09:03] » Yeah, we can put that on the organizational
[1:09:08] need for >> next. I wouldn't mind doing it, but you
[1:09:12] we'd have to have a time limit of two and a half minutes for each one because
[1:09:17] some like no, I can go babbling on for 25 minutes or people
[1:09:22] or maybe it's you deal with that at the governance meeting possibly
[1:09:26] » committee reports or we could include that in organizational
[1:09:31] » because we we tend to take >> uh a lot for granted because we've been
[1:09:35] here for so long but for new people coming in it would be useful for them to
[1:09:41] get that feedback. >> Yeah,
[1:09:43] » I agree. >> Would it would Yeah, Joelyn, would it be
[1:09:48] um under your section two of council conference attendance approvals to add
[1:09:53] in uh after the FCM conference u and in a new sentence subject to variance by
[1:10:00] resolution of council just so that it doesn't like make it look like this is
[1:10:05] it and that's all it is kind of a deal. >> Uh I think so. Yes, we can we can
[1:10:11] disclaimer at the bottom of course all policies.
[1:10:13] » But no, I know everything else is good the way that it's written, but it's just
[1:10:18] this one for the FCM because uh some of the council or some of the conferences
[1:10:23] that I've been to with uh FCM uh have been phenomenal. Like what I've learned
[1:10:29] from them been great and I wouldn't want to be a situation where see a situation
[1:10:34] where something comes up and it goes oh no it reads this is it. you get the
[1:10:37] mayor and one counselor kind of a deal. So,
[1:10:40] » and I think the next one that's going to be a big one like our
[1:10:44] » AMM our AMM was >> Yeah.
[1:10:47] » for um passing bylaws about uh >> pilots.
[1:10:53] Yeah, that's what I was going to bring up. Yeah.
[1:10:55] » Yeah. I can put in subject to variance by council resolution kind of a link. So
[1:10:59] that if we want to send more there's your way out kind of a deal. That's all.
[1:11:03] But if you put that in there, everything right now basically is object. So if you
[1:11:07] read if you if you read the way it is, it's pretty hard and fast. It says it's
[1:11:11] the mayor and one counselor to the annual FCM. That's it.
[1:11:15] » This way it gives us the discretion to >> you could alternate as well. There are
[1:11:19] organizations a lot of them alternate. They they only permit two to go each.
[1:11:25] » Yeah. Time. >> Anyway, any further discussion? Hearing
[1:11:29] none. Call for the vote. All those in favor
[1:11:38] 7.1 or pardon me we're in seven protective services one is PBLE
[1:11:43] designated officers. It looks like a a lot of new people on
[1:11:48] this list. >> I don't think you have to read all the
[1:11:51] names but I think the top part. >> We do we don't have a mover in secondary
[1:11:55] yet. Oh, I can move past that kind of board and Mack it resolved the ro
[1:12:00] municipality of Alexander place the following by law enforcement limited
[1:12:03] personnel as designated officers in order to provide bylaw enforcement for
[1:12:08] the rural municipality of Alexander for 2025 as per agreement between the rural
[1:12:13] municipality of Alexander and Prairie Bllaw Enforcement Limited. And I am not
[1:12:18] going to read the next. >> It should say for 2026.
[1:12:22] » Oh, okay. >> By the way,
