so just

Matt and I are still kind of going over
how we want to do our reporting for uh,
[3:40]
so we've basically just got raw data
here that we printed off for you guys to
[3:45]
have a look at. It'll give you all the
same information. Uh, you can look at it
[3:48]
and maybe we can work together, see what
you guys are looking at for information
[3:52]
from us as well. But overall uh this
year's this is just based on uh stats
[3:58]
from uh this past uh quarter. So from
January 1 to the end of March and uh
[4:06]
basically in there we see prime down a
little bit overall for the uh for the
[4:11]
area and uh uh for specifically during
the valer. We've also added in here uh
[4:17]
printed off the stats for power view our
entire area just so you can see where
[4:23]
you guys kind of fit in and
looking at it quickly it's pretty
[4:28]
consistent year after year that the RM
makes up maybe 13% of our pulse full
[4:34]
volume. So just to put that into
perspective
[4:37]
um majority of our volume is like you
know just in numbers would be um traffic
[4:45]
enforcement uh pretty high in stats
there. Uh I was actually surprised to
[4:50]
see that. Uh I've been off for a while
so um that's kind of the first I've seen
[4:54]
that. Um, a lot of our volume comes from
call kind of the nuisance types of calls
[5:00]
uh like well-being checks or uh
suspicious person. Um, there's a lot of
[5:06]
that happening in our area. Um, specific
to the RM. Um, property crime isn't
[5:13]
super high, but it's there. Um,
and it kind of
[5:21]
goes hand in hand with our uh our not
hand in hand, but there's a comparison
[5:25]
there with our uh um violent crime.

put our attention to it and our
clearance rates are much higher.

aren't as high when it comes to the

property crimes, mischiefs, breaking
enters, things like that. uh they're
[6:10]
there, but for some obvious reasons they
won't take the same high priority that
[6:14]
we're getting with the violent crimes
where we got to run to somebody's
[6:18]
getting beaten up right now. That's
going to drop everything. That's where
[6:21]
the focus is going to be. So, um that's
kind of it in a nutshell. Like that's
[6:26]
there's you get into it. So, if you got
questions, ask us. But, uh overall,

that's kind of what we're seeing here. I
guess what I'll do right now is just ask

complaining. They have a radar sitting

to or whatever, you know, they're

they're stopping people. And I guess my
other one people were really great was

they left one night at Bingo. You don't
fool around with bingo people. But

anyhow, they Victoria Beach police had a
tech stop in Victoria Beach and people
[7:52]
wanted to go home. You know, it's 10:00
at night. you know, they were out for
[7:56]
three hours already and he says they're
lined up every person that was going,
[8:00]
you know, back into Alexander. She said
they were decking every vehicle up. I
[8:05]
guess the people were very annoyed and I
don't think we can do anything about
[8:08]
that, can we? Or that's up to them or
you know what I'm saying and he doesn't
[8:15]
really touch on us that might be a
conversation more this RM to talk to the
[8:21]
Victoria Beach RM about just if there's
concerns. Okay. Okay. We're building
[8:26]
relationships. They're like like as far
as we're concerned, they're not doing
[8:30]
anything wrong.

the uh the and whereas incident of

improper conduct at council meetings you
missed

risk and erodess public confidence in
the ability councils to conduct orderly
[29:33]
and productive meetings. Now therefore
be a result that the association of
[29:38]
Manitoba municipalities lobby the provin
province of Manitoba to renew and amend
[29:43]
the municipal act as a whole but with
special uh in respect to section 1522
[29:50]
uh to strengthen municipal authority to
maintain order and safety at council
[29:55]
meetings while respecting procedural
fairness and the public's right to
[30:00]
attend. and further be it resolved that
such amendments include a graduated
[30:05]
range of consequences for repeat
offenders, including escalating
[30:09]
consequences where an individual has a
demonstrated pattern of improper conduct
[30:14]
at council meetings. and further be
resolved that the province of Manitoba
[30:18]
consider amendments that would allow
council by resolution and subject to
[30:22]
clear criteria and procedural safeguards
to prohibit or ban an individual from

to start with. And then we did find a
[1:03:42]
room half hour away or 45 minutes away.
And I was really annoyed at them. So, I
[1:03:47]
phoned Ottawa and I complained to her. I
said, "Listen, I said you took you took
[1:03:51]
two room two hotels." And I said, "That
only accommodates about five half of us
[1:03:55]
going to the convention." And I said,
"You're expensive as hell." And I said,
[1:03:59]
"You know," I says, "It's very, very
unorganized." So she says, "Are you" I
[1:04:04]
says, "Are you going to come to Halifax
next year?" I said, "Yes, I am." She
[1:04:07]
says, "I'm going to put your names out."
I said, "But I said, but I want you to
[1:04:10]
be organized." I said, "We'll be
organized. We'll get the room, but I
[1:04:13]
want you to make sure there's enough
room for everybody to go to these
[1:04:16]
convention." Like, we want to be right
within walking distance, not a half hour
[1:04:21]
driving. Right.
This policy is just your your minimum.
[1:04:25]
So that you know who's going to go to
FCM does not necessarily have to be if
[1:04:29]
there's only the mayor or deputy and one
counselor wants to go. It doesn't need
[1:04:33]
to come for a resolution. You have a
policy that approves
[1:04:36]
» but more than

talking to you about it, you know, and

then you listen. Hey, you know, we sort
of have the same problem in ours, you
[1:05:15]
know, I'm glad everything came out the
open now. So, this is going to come to a
[1:05:18]
head at the AMM in uh in November,
October when our conventions there. So,
[1:05:25]
I just wanted to bring everybody's
attention. Further to this policy, I
[1:05:28]
will note that um the RM of uh lacto
just recently passed a similar policy as
[1:05:36]
well as the RM pine. So a lot of
municipalities are uh moving with these
[1:05:42]
kind of policies to make

and council decision. And I would also
say, Ken, I I I know what you're saying,
[1:05:51]
but at the same time, there's no way I
was going to go to Edmonton when it was
[1:05:55]
600 bucks a night for a room. That's the

Ottawa FCM and say, "Listen guys, let's
get a hotel that we can afford like we
[1:06:05]
can't afford to come to your convention
even though we want to, you know, for I
[1:06:08]
think if we all sent to them a letter,
you know, to that effect, then the

things will be changing,

each meeting where you could report

particularly if there was something uh

uh about a particular meeting you were
sent to to represent council.

committee,

You go to to the annual association

have new people who get elected and

there are amongst a group of seasoned
politicians sitting around the table,

they might be a little intimidated. It

to find out more about what a
counselor's role or job is. So I'm just

saying it maybe that would be something
that doesn't need to be policy but could

be introduced
