So it is great to be here to provide a brief presentation on our proposal and we are excited about the opportunity to continue to invest in this historic property. We have a half of the people in this room work for the NOPEA part team and I just want the moment to say that.

So how do you have a number of people here who can answer questions for you, we need to
[40:30]
be in charge of that, including our preservation architect, who's been launched by a dollar
[40:35]
from our claimancy.

It's not out there.

Also, from our claimancy, the fact that you have started a historic site manager at the Parliament
[40:42]
House, the National Assemblyman House, or one of our parks superintendent in the end of
[40:45]
the time.
[40:46]
So, we this year marks a half a century that we have had this property opening the public
[40:53]
interpreting the history in this property and continuing to invest in it.
[40:58]
In the past couple of years, we have invested about a million and a half dollars,
[41:02]
and we are prepared to do a similar number of the next two years as originally,
[41:08]
they would continue to invest in this important historic property, both for Alex and Andrea and
[41:12]
our region. Very quickly, as staff mentioned, the proposal is to replace the existing
[41:21]
on this facility with a new roof that is designed to assemble the historic metal roof that
[41:30]
is on this property for a significant portion of its history.
[41:36]
We are excited to have the support of the staff and we appreciate their support in our collaboration
[41:42]
as we work through this project over the last several months.
[41:47]
This is the condition of the existing roof.
[41:50]
Unfortunately, this was a roof that was installed 20 years ago, and one of the reasons
[41:54]
that we are proposing to now replace it with a metal roof is a desire
[42:01]
to not have to go into a significant work on this property.
[42:06]
It is a very historic building, and we would like to not have to do the level
[42:11]
of disruption that is required in order to replace a roof
[42:15]
and disrupt the building. And so we believe that by returning to the historic metal roof,
[42:23]
the same standing seat roof that we are proposing here, that we will be able to avoid disruption,
[42:28]
frequent disruptions on this property. We're proposing to do use a freedom grave as detailed
[42:34]
in your staff report. And here's some examples, not in the city here, but here's some examples
[42:41]
of that we've in action and how it would look.
[42:46]
We drew, as I said earlier, inspiration from the history of disability and the history
[42:50]
of other buildings in the old and historic district, in the case we have two pictures here
[42:55]
that kind of show you at various points over the part of the process history of the knowing
[43:04]
a possible metal roof on this property.
[43:08]
That's a two examples of that.
[43:11]
We've also drew inspiration from the city's presentation of other properties that are in the city's inventory, including the Murray Dick,
[43:18]
a faucet house, a property where the city recently installed a replacement of a metal roof on this facility.
[43:29]
So we, and obviously we believe over time, this, this routine will age appropriately and consistent with, again, the previous existence of a matter of room for on this building.
[43:45]
Finally, in addition to the staff's support and which we greatly appreciate, we have also consulted with the Virginia Department of Historic Resources, which holds the preservation of easement on this property and they have has noted in your staff report provided support.
[44:00]
and affirmation that this is consistent with the Department of Interior Standards and the
[44:04]
intention. So with that, as I said, we have a significant number of people here to answer
[44:09]
any questions that you might have. And we hope that you will be supportive of the significant
[44:15]

seen by Willie Graham, a curator in the architecture, retired from colonial waves bird. And he
[45:46]
made some point that he had used the correct way, which would see it. And it was the correct thickness
[45:52]
and applied properly to can last every bit as long as a battle of growth.

You can debate with him, but he's really an expert on his subject, and it would argue
[46:02]
that the proof originally had to be wood, the one thing we know is it wouldn't be
[46:07]
metal.
[46:08]
Metal was more of a Victorian era wood, and wood is what would have been toned, wood either
[46:13]
wood, that's your slate, certainly wouldn't be that.
[46:17]
It's not an Irish cottage, it's slate, we wouldn't know when it would have been preserved.
[46:23]
So obviously, I think it's wood, and like for the Graham said, in this read of Ford, the affirmative question is,
[46:32]
what roof covering best serves the nationally significant 18th century house interpreted to the 1750s
[46:40]
and standing within one of the country's most important historic districts.
[46:45]
And I think that's what you all have to focus on.
[46:51]
This is a tremendous property.
[46:54]
It's a probably the most important property
[46:56]
in the old historic District of the city of Alexandria.
[47:00]
And it had a wood roof.
[47:02]
And if you look at it, it's a four-sided roof.
[47:04]
It's stunning.
[47:06]
And it's an extra city hall.
[47:08]
It's a building where a general threat
[47:11]
on the French Union, Barber the other colonies,
[47:15]
disperse to the American Washington,
[47:17]
was immediately into the British Army
[47:18]
and across a street of market squares
[47:21]
from the Washington and Trilth of Troops
[47:23]
to the French Union in the moment.
[47:26]
So I'm just saying that it's iconic,

it should stay as it is, it should be wooded.

And the fact of them,

About two weeks ago, I was walking along North Lee's street, and I noticed

to BIR, hosting, or application of the Carlisle House, and being sometimes volunteer gardener

there.

I thought, oh, well, they're going to do something with bicycling kind.

And I've sure it would be for staff and then it's very important.

But by the only, I looked at this.

So, this is not appropriate. It's our landmark, high Georgian museum with an opportunity.

And I think no dissolution is to preserve our natural and cultural heritage of this really surprised their point for a metal roof.

So, turning into the staff report, this certificate of reporting, this standards that should

have been found are the 205, A, 2, A, as a report of all architectural design, modern
[49:19]
style, and structure, and really architecture, details, include including a visual material in the
[49:32]
talks that the original material for this blue was wood. And for the record, just to adhere
[49:41]
it in the city's preservation ordinance, the BAR is instructed to apply its standards for a
[49:47]
certificate of appropriate snug consistency with it to zone guidelines, which was stated in the
[49:58]

In the documentation, Martha Raymond National Park Service, retiree with 42-year in preservation, pointed out that the
[50:10]
application should be the secretary's standards for restoration. Restoration is the treatment that should be
[50:17]
followed where the expressible is for the building to appear in its most significant time in

history that period is a child's tenure.
[50:26]
And out of the box, former city, the State Organization,
[50:30]
architect, NIA, and America's points out that metal groups
[50:33]
were not available until the 19th century,
[50:36]
and were not common here even until after the Civil War.
[50:41]
And my name and this spoken about Louis Williams-Gram's point.

And I think we need to address that,
[50:49]
because the good news was that Parker would and the materials well
[50:55]
asked 15 years of peace, and that experience of the museum spirit.

to do this operating correctly, I'm putting on with the truth.

Yeah, I'm going to echo a lot. My name's Alden Philbrooke, I live at 133 North Fairfax Street, which
[52:03]
I happen to be the only residential neighbor of the Kyla house I look at every day from the bank
[52:09]
of San Diego. And I love his work motivations and feel that everybody should be great stewards
[52:17]
of the city and the oldest work district. Carl has had just to be probably the most prominent
[52:23]
building in the city for ample reasons. The age, of course, the builder and the founder of Carl
[52:30]
off family put it there at the founding of the city. The history that occurred there that my colleagues
[52:37]
that through. But also it's open to the public in a location that's very accessible. So they
[52:43]
get to come through, see what Alex Andrew is all about. First hand, they go up into the rooms
[52:48]
and the staff shows and where the pile of family lived. And it's interpreted to 1753.
[52:54]
A lot of other things happened in the building, building was built in 1753. I'm very concerned with
[53:02]
the two things, and I hope that one other thing, the Willie Graham report, you read thoroughly
[53:09]
because it's a very important of us to have access to Willie. He's done work at the Bank
[53:16]
of Alexandria, but also throughout the mid Atlantic. Concerned that the ordinance says that
[53:24]
if you can't find evidence of what the roof was, then you have to go back and use material.
[53:32]
that's appropriate for the style and for the period and the examples that you saw on the slide
[53:40]
are our styles and periods but they're not a carlow house. Metal roofs were not available
[53:47]
back in 1753 although there was one in 1880 which is true. That's the first standboard map that
[53:55]
shows evidence but that was 130 years after the house was born so
[54:01]
are put together, so the houses are historic at that point. And a stone, Jordan, had either
[54:08]
slay or wood for the size in the house that wouldn't have been that because of the investment
[54:13]
in the house and slay was not available this far south at 1700s. So it pretty much was wood.
[54:21]
The willing ram report put its hands on a bowl shingle that was found in the house with
[54:28]
18th century nail holes. So there's there's some circumstantial evidence of wood. But in
[54:36]
buried in his report is the fact that if the if the wood material is correct, a white cedar,
[54:42]
if it's the right thickness and it's installed correctly with with underlayers of breathing,
[54:47]
It will last 30, 40, 50 years or more, so it's not a reason to put wood on metal on a roof.

In this case. So I want to appeal to everybody here that would roof as appropriate. That's some de-most important house in Alexandria, and it should be interpreted as it was when I was born.

Hi, I'm Wilton Kingston. I live in here in Alexandria for almost 50 years. I live at
[55:37]
20-month in Jameson Avenue. I looked served on the part of the board for about 12 years
[55:45]
representing Alexandria. So obviously I have a great interest in her loss and so out of the years.
[55:53]
I'm agnostic on this issue but I thought I had some information that might be useful to you.
[55:59]
All in this fight corrected, there was a report that could out very extensive report in 1980 that looked at the renovation of the house, which took about six years.
[56:11]
It took a huge amount of money. It cost at that time two and a half million dollars for the renovation.
[56:18]
But that ended today's dollars. That's about 14 million dollars.
[56:22]
of them. They went through extensive work, detailed work, no person had had the roof was
[56:30]
the ceiling. But it interesting, I'm going to report, I was pointing very little mentioned
[56:36]
of the roof. But matter was the hall. It was where the Grand Converse December. It also
[56:45]
really put the emphasis and report that the restoration had two purposes. One is to tell
[56:51]
The history of the House, and curiously they never mentioned the history after the Grand Congress
[56:59]
and never talked about the Civil War, but then he hadn't.
[57:04]
That's the way to buzz it.
[57:06]
And the second thing is to show the best restoration methods possible.
[57:12]
And that's shown in one of the worlds, the interpretable room,
[57:16]
chose the 18th century construction techniques along with the, with the restoration.
