[0:01] Call the meeting to order. Please stand for the pledge. I pledge algiance to the
[0:07] flag of the United States of America and to the republic for which it stands, one
[0:13] nation under God, indivisible, with liberty and justice for all.
[0:18] » Roll call. >> Watson.
[0:21] » Yes. >> Okay. You have before you the minutes of
[0:26] the uh last meeting, August 25th.
[0:33] Are there any further uh corrections or additions to the minutes as presented?
[0:44] » Sorry. >> I'm going to make a motion to approve
[0:46] the August 25th uh regular meeting minutes as presented.
[0:50] » Second. >> Lynch,
[0:52] » yes. >> Watson,
[0:53] » yes. >> Jurg,
[0:54] » yes. >> 9126.
[0:57] » Next item. uh reading of the bills and financial
[1:04] uh reports. >> You have a payment listing in front of
[1:08] you. Um and also you have um fund summary. Our year-to- date
[1:15] revenue is $1,200,468.95
[1:20] and our year-to- date expenditures are $895,9129.
[1:25] We have not gotten the second half
[1:31] » property taxes yet. >> Yeah.
[1:34] » Still hanging on for that investment income.
[1:37] » Yeah. And uh if you you probably will notice that there are
[1:43] um a couple of like you uh opery payments. That's because when I was
[1:51] having computer issues last meeting, did not realize that payments did not go
[1:57] through. So I sent everything twice when I I mean I sent the correct amounts but
[2:03] I had to do August or July and August. So that's why that reflects that.
[2:13] » Okay.
[2:16] Any other questions or comments on the uh bills and financial reports?
[2:21] » No. And and Chris, you would normally mention the largest one obviously is our
[2:25] quarterly fire payment there, >> which was less
[2:28] » just under [clears throat] $60,000, >> but less than the first quarter.
[2:33] » Yeah. >> When we're lucky.
[2:37] » Okay, let's see. >> Still almost a quarter million a year,
[2:41] » I think. What? >> And a brand new fire. I'm sorry.
[2:46] » Well, it's and it's got the I think it's 176,000
[2:50] minimum I believe by the contract cuz you know it's hard to tell since it's
[2:54] based on usage and I know that the city wanted a minimum amount in there in the
[2:59] event we don't have a lot of calls but that hasn't been the case.
[3:04] Okay. Any other discussion on the bills and
[3:08] financial reports? If there's no other discussion, then I would make a motion
[3:14] to approve the financial reports and payment of items on the uh payment
[3:18] listing uh with reservations.
[3:24] » Second. >> Motion been made and seconded. Any
[3:28] further discussion? If no further discussion, roll call.
[3:32] » Yurig, >> yes.
[3:33] » Watson, Lynch, >> yes. The only other thing that I have is
[3:37] I handed out your the new credit cards that came. If you would please open them
[3:43] and activate them. Not tonight, but I mean uh then if you keep the card and
[3:48] return all the paperwork to me, I could put it in a file.
[3:52] » Okay. And you want the old cards just cut up.
[3:54] » I would just Yeah. destroy them. >> Okay.
[4:00] Uh >> that's all I have.
[4:02] » No. At this time, uh, we welcome the audience. I see we have two people in
[4:07] the audience. Uh, we invite audience concerns. If they have any concerns,
[4:13] please step to the please step to the microphone, state your name and address
[4:18] and uh, what your concern is. >> Want to walk. You're more than welcome.
[4:21] We want us to hand you the mic. >> Hopefully, you don't have to get up.
[4:28] » Evening folks.
[4:32] Uh, my name is Chris Veru. Um, president of the township almost 30 years.
[4:39] Um, this is my neighbor Scott McNab. And we are here on behalf of not only
[4:46] our neighbors, uh, our elderly that live close to this situation, the children
[4:51] that are in the neighborhood, uh, our pets. We kind of at wit's end
[4:57] with this. It's been going on some time. Uh, as you may or may not know, there
[5:03] was a residential fire at 48096 Rice Road. Uh, gentleman's name is Dave. I
[5:09] don't know his last name. >> Loer.
[5:14] Um, since then, uh, that was July 3rd. Since then, he has resided on the
[5:20] property in a tent. Um he beyond the civil matter of veiled
[5:26] threats to myself and other neighbors, the uh protection orders that we have
[5:31] against him through the sheriff's department. He's currently in jail now
[5:35] set to get out. Um, what kind of got me activated was that he uh
[5:43] he made some threats on a recorded line through the Luring County uh jail that
[5:47] he was going to give my neighbor and I uh what they call a Colombian neck
[5:52] necktie, something that they were coming for us. Folks, I have said absolutely
[5:57] nothing to this man in months. Um, beyond the civil matter, I know you
[6:03] folks don't have any control over that. Uh it's he's he's living it behind a
[6:08] burned out structure. He is defecating and urinating on the
[6:13] property in the open. He is standing in his backyard screaming obscenities for
[6:19] hours on end at the top of his lungs. If we were in the city limits,
[6:26] this wouldn't be going on for two months.
[6:29] Uh I have concerns for the children in the neighborhood, for my pets. I'm
[6:34] afraid to leave them outside. They're on electric fence and they're free.
[6:39] What can we do to to keep him away from our families,
[6:45] our residences? What's he going to get drunk one night and throw a flaming
[6:49] brick through my window? Burn my house down, burn Dallas's house
[6:54] down. Uh, he steals water from our elderly neighbors.
[7:00] He has no water. He has no septic. He has no electricity
[7:05] and yet he's still there. It's a real problem and we have uh some
[7:10] ve very valid concerns for our own safety. Uh there was other folks that
[7:15] were going to meet us here this evening, but they had engagements that came up.
[7:19] So I I actually planned on having half a dozen people or so with me. Um it's
[7:25] becoming a problem. And again, if we were in the city of Ammerst,
[7:30] this would have been handled quite a bit quite a while ago. I mean, we've been
[7:34] dealing with this for 2 months, and his mental stability is landsliding.
[7:40] I know you folks can't handle the civil end of it again, but uh what what can we
[7:45] do? [clears throat] What can we do? >> Ruin. I The first item would be keep in
[7:51] touch with the sheriff's department. We have
[7:53] » if he's >> they don't seem like they really want
[7:56] they don't seem like they really want to do much.
[8:02] » Making a disruption if he's being disorderly. I would think that
[8:08] uh there some recourse there with them. He's in jail right now, but he's he
[8:14] actually got uh >> he got violated on his uh on a
[8:18] protection order from one of our other neighbors, and he's uh he was actually
[8:23] talking to one of the foreigners on a recorded line. He's supposed to get out
[8:28] Wednesday. He said he's going to bring all his homeless friends that he made in
[8:32] jail back to the property and make a little compound for himself.
[8:36] [laughter] >> I couldn't make this stuff up. Yeah,
[8:40] Chris, can I ask for Mr. McNab? Um, because I just want to make sure I
[8:45] understand the relationships here if there is one.
[8:48] » Are you related to Karen? >> Yes.
[8:51] » Okay. Because we sent the response to Karen, which I was hoping since we hear
[8:55] from multiple people over there that, you know, we could keep the same
[8:59] response. I don't know. Chris, you're saying he's getting out of jail. Do you
[9:03] know that for certain? it. That's uh I again I've heard this all third hand,
[9:08] but it's >> the resource is pretty solid.
[9:12] » I I heard yesterday he had a reduced bail to like $300 and he's getting out
[9:17] tomorrow. >> That's also what I heard.
[9:19] » Bail was set at $7,500. >> Yes, sir.
[9:22] » And his jury trial is scheduled for February 4th of 2027.
[9:27] » And we've had the other groups here before Chris. And that's really I just
[9:32] say in the city of Amherst maybe it would be handled. Um there they
[9:38] would have the police just as we have the sheriff but we've had the health
[9:42] department out there. >> Okay.
[9:44] » See if there's anything we could do. And as far as the health department's
[9:47] position is it's America. It's his property. We can't they can't force them
[9:52] off. We've had our zoning inspector look at the zoning. I know that um I'm not
[9:59] going to say which officials talked with his power of attorney that has financial
[10:04] power of attorney for him to see if there's any way they can get this
[10:08] addressed. Um so I can tell you behind the scenes people are trying to do it
[10:13] but we're limited in what we can do. >> The best thing is
[10:18] line with Mr. Forner. >> The sheriff keeps those records and
[10:22] those are public records. I assume that the sheriff has taken that and I can't
[10:28] see. >> I'm assuming that's why he's in jail now
[10:30] because of >> Oh, that was the recour.
[10:33] » Well, he's in jail now. That was before >> he's been in jail recorded back in May.
[10:39] He was in in in jail also for he had confrontation. Frank lives next to him
[10:47] and the neighbor next to them. They had a confrontation and they argued. He went
[10:54] back to his house, got a gun, went back over there, threatened them, shot,
[11:01] discharged his weapon at their feet. That's when the sheriff was called and
[11:04] he was put in jail last May. >> Okay. But his current term, he hasn't
[11:09] made a new threat. >> Just on on a recorded line from the jail
[11:14] just this past week against myself and another res. Yes, sir.
[11:19] » Have you contacted the sheriff about that?
[11:21] » Yes. and they and they've listened to the recording and they agree. But again,
[11:25] they're >> they're not
[11:26] » Well, then why it's a it's a third party threat that they're not he didn't
[11:32] specifically say to tell me that it was going to
[11:37] happen or specifically to tell Dallas that it was going to happen. But you can
[11:42] ride, you can drive by his house. Our names are spray painted on his house.
[11:47] Arsson. I haven't talked to this man since May.
[11:53] I let him do his thing. I stayed out of it. But he is kind of This has really
[11:58] stirred me a bit now. >> Yeah. And there was a forensic
[12:01] investigation by the um mortgage insurance company
[12:06] already and they've completed their investigation as has Ammer's fire
[12:11] because of those what was put there whether it was someone else or um Mr.
[12:18] Leisure Lure. I'm not sure how he pronounces it. Um,
[12:22] » we call him hippie daddy if that had been done, but they have for years.
[12:26] » Yeah, it was indeterminant if there was any type of arson.
[12:30] » Well, I it's it's all accusations from him. He writes it big on his house. He
[12:35] had a sign out front said FC Veru. I haven't seen I haven't talked to this
[12:41] guy in months and months and months and he's poking at me and another one of the
[12:45] residents specifically. I've blown it off until the now this on
[12:50] a recorded line hearing this and the sheriff has confirmed that it's it's
[12:54] there and that it just you know from here to my vehicle from my house he
[13:00] could walk across his backyard. >> My dogs are out you know what he come
[13:05] throw poison my dogs. Well, I hear your frustration, but I respect that.
[13:09] » What do you want us to do that's within our authority? Because short of
[13:13] contacting the sheriff again, which we've already done. We've contacted the
[13:17] health department. We've worked with our fire prevention officer. There's been
[13:21] discussions with the insurance company that ensures the mortgage itself because
[13:27] obviously they prefer that this and you you're aware he's in a rear. So, most
[13:33] likely he's going to get foreclosed on. >> Yes, sir. um at that point.
[13:37] » What I understand the foreclosure is in process.
[13:40] » Well, it's yeah, it's not to the point of actual sheriff sale, but if it gets
[13:45] to that point is then he can be evicted, >> but you know, that's not you know, these
[13:52] things take so long. I mean, we've seen these things languish before. Um,
[14:00] we've had some other individuals like this in our township in my time as
[14:06] trustee, too. They It does tend to take care of itself. It just takes a while.
[14:10] Typically, there's some mental and behavioral issues with them. And in
[14:15] addition to some of the other behaviors they do that make it even worse.
[14:19] » Sure. Uh >> we've we've lived with him there for
[14:23] years and he's always just been cool old hippie Dave, you know, and recently the
[14:30] last two years, his mental health has >> gone downhill very quickly. And now it's
[14:37] to the point where it's concerning. >> Yeah. And we've got a
[14:41] » strong mental health network here in Lraine County, but you can't force them
[14:45] unless >> Yes, sir.
[14:47] » It gets ordered by the courts. And so that's where they won't intercede at
[14:52] this point either. >> Right. And again, I and I understand
[14:55] that's more on a civil matter that's out of your hands.
[14:59] » Is there anything that we can do in the meantime, a petition? Is there something
[15:03] that we can do on our end to [clears throat] try to
[15:05] » contacting the sheriff? That's that's >> we have been in contact with the
[15:10] sheriff. >> I called again today.
[15:12] » Yeah. Dallas made another report yesterday after he confirmed that, you
[15:17] know, that recording was in there that he's going to give us Brazilian neck
[15:20] ties. >> Yeah. But
[15:23] » I understand he's a little that recording to the judge that
[15:28] » Yes. Uh actually, Mr. Townsen spoke with the prosecutor today.
[15:34] » Okay. Well, good. >> So, that's in the matters, too. We're
[15:36] just we're here just speaking our peace on it so it's known that
[15:42] » these things are happening and I understand that you know about it. I'm
[15:45] just just here talking again. You know that
[15:49] we just uh I >> also afraid it's going to escalate into
[15:55] some >> right said it before. We'll say it
[15:58] again. You know we're a creature under state law. We are governed by state law
[16:01] primarily. >> Uh we're in a township. It's a very
[16:06] layered situation. There are things on the township, the townships do, things
[16:11] the county does, and things that the state does that are that are in their
[16:15] purview. Whereas cities don't don't have that layers. They they can do
[16:21] everything within themselves, but not us. We we're relying on either the
[16:25] state, the county, or the or whatever the state has allowed townships to do.
[16:30] So, we're really limited as far as police. We we could have a police
[16:34] department, but we don't. Uh but even if we did, we're stuck enforcing state law.
[16:41] And and same thing that the sheriff does. If we need the police, if there's
[16:44] a dangerous situation, we have to call the sheriff,
[16:48] » right? >> Call the sheriff and they have to come
[16:50] out. Uh >> so,
[16:52] » uh I guess what you folks are >> between a rock and a hard, please.
[16:56] » Sure. We are too. And >> absolutely. Uh you know, it's good to
[16:59] know it's there. >> Uh
[17:03] We're collecting information on this end. Uh you can see certain things like
[17:09] for example going through the mortgage company uh you know that may be a great
[17:14] help. They may have more authority that and may be able to do things quicker and
[17:18] more efficient than we could as uh as a government entity. I mean there there's
[17:24] questions on that property once it's settled. Uh you know is that house
[17:28] repairable? Does it need to be torn down? Then it needs to be torn down.
[17:31] items like that. But all that takes time and all that's a big process. You just
[17:35] don't >> going on to a piece of property and and
[17:39] do something. >> Sure.
[17:40] » About the only thing that we do have some authority is is the most grass. We
[17:45] can go more grass, but you start taking things off.
[17:48] » I think the mortgage company's taking care of that, too.
[17:51] » Yesterday. >> Yeah.
[17:53] » Well, I didn't know the question. I wish I could help you more in that.
[17:56] » I've been in front of the health department. I've been in front of the
[17:58] sheriff's department. I've been in now. >> You've gone to the township places. We
[18:02] » have I've you know >> I kind of understand why I It's not
[18:08] funny if somebody's >> No, he and and please forgive my my
[18:14] English, but he is standing in his backyard uh screaming obscenities. I
[18:20] can't even say the words that he says. I don't want to say it in front of this
[18:23] government. >> Yeah.
[18:25] » It's And my children are out there running. My neighbors children are out
[18:28] there. You know, >> he's also he's also been running around
[18:33] with nothing on. And I mean,
[18:39] » the sheriff [clears throat] shows up, >> one of the guys, they like went over
[18:41] there and asked him, "What are you doing running around here like this?" Well,
[18:44] this way I feel good this way. It's my property. I can do what I want. No,
[18:48] » I'm not. No, he could be arrested for that. Well, yeah, but I mean
[18:53] » it just seems like >> he's been arrested twice now and now now
[18:56] his his bail was set at $7,500. Now it's down to 300. No wonder guys getting out.
[19:03] » You know, it's it's and again on civil matter, I know you folks have no control
[19:08] over that. I guess that's where our concern comes from now in respective to
[19:14] the elderly that's around us. You know, uh there's a lady that lives across the
[19:18] street from him that he goes and steals water from and we've tried to keep him
[19:22] off her property, harassing her on an outdoor.
[19:26] » Yeah. Taking buckets of water. >> He steals from
[19:29] » Yeah. Last time I talked to him was actually I I saw my uh deck chairs out
[19:34] on his garage sale and I asked him if they were my chairs.
[19:38] He said, "No, I got those from Walmart or something." Said, "Dave, they're
[19:41] covered in moss, man. They sell those at Walmart. moss covered chairs. He Well,
[19:46] just take them if you want them. They're mine, buddy.
[19:50] » I'll tell you guys, I I've had a lot of lengthy conversations on this with other
[19:54] neighbors over there on Rice Road, um with the Ammerst fire inspector, with
[20:00] the Ammerst police for an issue when he was going through the city of Ammerst.
[20:04] Uh I went directly to a contact at the sheriff's department and he was doing,
[20:08] you know, those investigations and then led to his arrest. But yeah, at this
[20:14] point, like I feel your pain over there, but it's like I don't really I don't
[20:20] know what Yeah, with the the health department, the inspector,
[20:23] » like if there was anything else we could do, people we could call, we would, but
[20:28] um I feel like it's good that you're here and bringing it to light, but I'm
[20:32] trying to trying to keep the ball rolling.
[20:35] » We can do as a township to do that. It really is in the sheriff's hands,
[20:39] » right? You know, we all the guys, we all go to work and he's there with our wives
[20:44] and girlfriends >> hanging out and the children. You know,
[20:47] » he can do anything while we're gone. >> And again, the civil matter, I think, is
[20:52] more important to us trying to protect our families and our homes
[20:56] than anything. I don't know. Well, I appreciate your time
[21:00] » and I definitely wanted to bring this to your attention. I know that you've been
[21:04] aware of it. >> Uh it's just an ongoing saga with us
[21:07] over there. crazy. [laughter] If
[21:10] » something comes up, we find something we can do or whatnot, you know, we'll do
[21:14] it. >> At the mortgage company,
[21:18] » reiterate back to the sheriff that we were here tonight
[21:22] again. >> Yeah, we'll just keep keep poking away.
[21:26] I don't know. Again, thank you.
[21:29] » Thank you. >> Thank you for coming, Chris.
[21:32] » Okay. Nothing else under audience concerns. Uh we have
[21:38] correspondence and announcements. I have one piece of correspondence that I would
[21:42] bring forward. I hand it out. We have a notice from uh a copy of a notice from
[21:48] the Lorraine County Board of Commissioners uh to Attorney John uh D.
[21:53] Clark agent. Lorraine County Board of Commissioners adopted resolution 26-472
[22:00] on August 25th, 2026 denying a decision on an expedited two annexation of
[22:07] approximately 65.2559 acres from Ammerst Township to the city
[22:12] of Alli, Ohio. Attorney John Clark is agent for Petitioner Builders and
[22:17] Developers Incorporated. Rich Baron, president. This is being forwarded for
[22:22] your information and files. Terreselle Upton clerk. Okay. The commissioners did
[22:27] deny the annexation on the 25th of August. The only thing I could add is
[22:34] they're still and they may do it uh able to uh seek uh a court order of mandemus
[22:43] compelling the commissioners to act upon this
[22:47] uh compelling them to approve it. But uh
[22:53] as of now it was turned down and I'm very thankful for that at this time. Do
[23:00] you have anything else to add, Neil? >> Yes, David. We will need an executive
[23:04] session on the ongoing potential litigation on this matter. And just so
[23:10] you're aware, this document, the official document from the county is
[23:15] what legal counsel for the annexation applicant was waiting for before they
[23:20] could actually file a rid of mandamus. But we'll have discussion executive
[23:25] session on this. >> So we will need an executive session,
[23:29] » right? For this there will also be personnel.
[23:35] » For the exe executive session, >> yes, the executive session will be two
[23:38] items. The one will be on the potential litigation with the annexation. The
[23:44] personnel is going to be with some changes that are ongoing with the
[23:49] healthc care uh cost that uh may necessitate the township doing something
[23:56] sooner since people will have to be signing up for these new health care
[24:00] programs in uh the October time frame. And so I just want to discuss what the
[24:06] potential changes are that we could do here in the township and planning for
[24:11] that. We can't wait till our organizational meeting because it'll be
[24:16] after the required sign up date. Okay. Personnel
[24:23] and Okay.
[24:27] Okay. Well, we'll have to go into that then. Okay.
[24:32] uh correspondence. Uh
[24:38] » I'll do it on the reports, David. Thank you.
[24:40] » You have anything further, Neil? >> I do, but I'll handle those on the
[24:44] reports. >> Okay. Next, uh it uh we will move on to
[24:48] reports. Ambulance service. Do we have anything new under ambulance?
[24:53] » No, we don't have a date yet for the next meeting.
[24:57] » You know, David, you ask this every meeting.
[24:59] » We never have a date. We haven't had a date since I don't know.
[25:02] » I'll tell you what, you call the chairperson, David. I'm not the
[25:05] chairperson who sets the date. >> I've given the dates. I'm available.
[25:10] » But stop stop playing games. This isn't a place to play games. This is serious
[25:14] business. >> And what is it? I just bring it up every
[25:16] meeting, Neil. Yes or no? We just don't have it.
[25:19] » David, when's the next consortium meeting?
[25:21] » Next. >> I attended for you for two years. You're
[25:24] our representative. And for two years, I attended the meetings cuz you missed
[25:28] them all. Now, are we going to keep playing these games? When's the next
[25:32] consortium meeting, David? And will you be there?
[25:35] » Next consortium meeting is in October. >> Will you be there?
[25:39] » Yes, I'll be there. >> Okay. Because it is a fact that I
[25:42] attended in your place for 2 years. I never once asked you when the meeting
[25:49] was. Are you going to ask again next month?
[25:52] » No, I just bring it forth in the thing. Fire Prevention Officer Chris Nihard,
[26:01] Zoning Inspector, Ryan Valentin.
[26:06] » Yeah, we have a uh BZA meeting set for September 10th at 6 p.m. for an area
[26:12] variance hearing. Um year to date, we're at 179 total permits with 92 of them
[26:20] being new construction homes. Uh we've collected 184,000
[26:25] $848.76 at this time. Um with a total park fee
[26:31] of $22,500.
[26:35] Um and that's the end of my report.
[26:40] Okay. >> And Ryan, I won't be at that BCA meeting
[26:43] because I have the Lorco meeting that same night.
[26:46] » Okay. Um, and for the other trustees, I just want want you to know that in the
[26:51] future, Ryan's actually going to show the zoning fees and the park fees
[26:56] collected also on an annual basis. I don't have the exact numbers for 2025,
[27:03] but I know the zoning fees were around 100,000, the park fees were 12,000.
[27:08] Obviously, with the additional construction, we're going to be almost
[27:11] double that. We'll definitely hit double that in 2026.
[27:16] Um, I don't want people to think this is the norm because it's not. You know,
[27:21] we've got, we used to keep track on our agenda as far as the actual construction
[27:25] each year. So, we had that history and there were years where there was
[27:29] basically nothing being constructed and zoning fees were, you know, only a
[27:34] fraction of this, less than 10%. So, just you can't plan for this to be
[27:40] every single year, but for the next few years, this probably is going to be the
[27:44] case. But we'll see that when Ryan gets that
[27:48] organized and put together for his future reports.
[27:54] » Well, anything [snorts] else, Ryan, under
[27:58] that? No, that's all >> I The only thing I would add is uh there
[28:05] was the final site plan review for Stratton Corners and a week ago on the
[28:10] first and [clears throat] I believe the uh zoning commission did approve that
[28:14] final plan. uh
[28:21] road parks and cemeteries. Road superintendent smarsh
[28:26] other than uh a couple hundred feet of uh ditch dipping and a whole lot of tree
[28:33] trimming. Um it's just um been all regular maintenance running smooth.
[28:44] Okay. [clears throat]
[28:47] All right. Uh, that's that senior services township
[28:52] administrator. Township administrator Arasco.
[28:56] » Um, just that Kevin and I are still working on the MAC truck. Um, I think we
[29:00] came with a decision with what we're going to go with. And then this week or
[29:06] next week, we're going to talk with the bank and get everything set up and we'll
[29:09] have Chris included in on that conversation also. So that's what we got
[29:14] going on. That's it. >> Okay.
[29:20] » Oh, which I did send you guys emails too on with what we decided. Did everybody
[29:25] Did you guys get that also? No. Maybe
[29:32] with the interest rate the sevenyear. >> I gave you my opinion.
[29:36] » Yeah, >> we'll go through some of that here later
[29:39] when I get the reports then, Morgan. >> Okay.
[29:42] Okay. Um, and also [clears throat] I believe that powering our communities
[29:48] grant was approved or that went up powering our communities, but that one
[29:54] for the tree removal. Yes. >> For the tree removal for what? $2,800.
[29:58] » Yes. Only was approved. >> Yes, it was. Yep. Through Noc. Yep.
[30:02] » All right. Uh, moving along. Trustee reports.
[30:07] Jeremy, do you have anything? >> Yep. Just a couple things. Um, I did get
[30:11] a good followup with the Girl Scout troop. So, they're looking at doing this
[30:16] as a a bronze award for their Girl Scout program. It's basically just going to be
[30:22] a small um standup shed kind of thing where people can put Frisbes, footballs,
[30:28] soccer balls, and stuff and we'll keep it in the township park. It sounds like
[30:31] this isn't going to be till November. Um, so it won't be any rush. It'll be
[30:35] something they use next year. So Kevin, when it gets closer, you and I can meet
[30:39] and we'll find a place where it's not going to be in your way, but it's
[30:42] accessible to everybody. Um, and uh, get that. It'll be a nice little bonus for
[30:47] the park down there. And then um, I did not hear back about the trail program.
[30:55] So, the last I heard there's an application and a fee. I responded
[31:02] uh it that would eventually be on the website for Lake.
[31:06] Okay. >> Um and uh I asked you know before it's
[31:12] on the website, can I pick up the documents? Can you email me the
[31:15] documents? And I have not got any response. So I don't have any uh updates
[31:20] on where we're going. >> And the contact information I sent you
[31:24] Jeremy of Mark Chapo's email was on there. I don't remember. I don't have
[31:28] the has email, but I have a cell phone for
[31:31] » Yeah, I had the cell. I just wasn't sure if I had Well,
[31:35] » yeah, I can try an email as well, but I I don't have any updates as far as um
[31:40] whether they're going to be on board with that or not.
[31:42] » Yeah, that's all I had. David, thank you.
[31:46] » Neil, you anything? >> Yeah. Well, first off, just another
[31:49] response. So, um Jeremy, in the future, too, even working with the scouts and
[31:54] we've worked with the Girl Scouts and the Boy Scouts. Boy Scouts, it tends to
[31:58] be more when they're working towards their eagle.
[32:00] » Um, but we try and leave it open to them some too because the corner gardens
[32:06] which are in terrible disarray and what used to have the Girl Scouts had put up
[32:11] birdous, those have been vandalized over the years. Um, but that's one of the
[32:16] projects they've done in the past and essentially we provide the mulch and
[32:21] whatnot, but they come in and do the work.
[32:23] » But it's something that can be age appropriate. So it, you know, you don't
[32:26] need the um the older um scouts as far as whether it's boys or girl scouts
[32:34] doing it. Some of the younger ones can participate in that. So just you know if
[32:38] if you develop this contact that would help. We used to have some of the scout
[32:42] leaders here in our township which you know they move on as the kids move on.
[32:45] » Right. >> And I think the one you have now were
[32:48] they from Lraine was it? Or was she >> but the one was Vermilion?
[32:52] » Vermilion. Okay. I'll have to see. It's not as strong as it used to be,
[32:57] » but okay. >> Yep. They're excited about it, though.
[32:59] So, >> well, think about that because
[33:01] especially, >> you know, that might be one in the
[33:04] future could be tied [snorts] with the um Lorraine County uh beautiful with the
[33:10] solid waste district, you know, that's what we had before. We try and get the
[33:15] scouts out there, you know, to actually do, you know, work with us on.
[33:22] » Okay. Um, Georanne has my report up here. Uh, Georanne, this is first on the
[33:27] Corey Creek drainage. Can you bring up the actual plan, the overhead of the
[33:32] plot plan for that drainage? Okay. This is I've been working with uh Andy Cooksy
[33:37] sent out, I believe was last Friday, some changes he'd like to make. Uh it's
[33:42] still going back and forth between the prosecutor's office, the community
[33:46] development, um and soil and water as far as the
[33:50] finalization of the easements. Uh Andy's uh I responded to Andy's uh email. He's
[33:57] responded back today actually. He met with the county engineer. He said the
[34:02] county engineers asked for a couple other small tweaks. Hopefully that means
[34:06] he said we should have those easements for every property owner. uh that's
[34:11] impacted with the trunk line. Now, that's the main 10-in trunk line follows
[34:15] through here, not the laterals that come off that will become the resident's
[34:20] responsibility, but we'll be able to get those easements so that once we have
[34:24] those, we can go out for bid. But what Andy wants to do, uh Georgian, if you
[34:30] can go to the east, he's talking about extending this a little further to the
[34:33] east. Um I'm leaving that up to him in the storm water district. Uh I
[34:40] had told him he must have checked back through their records and they've
[34:44] actually had complaints from the residents to the east uh two parcel
[34:48] actually three parcels. Um I said we didn't have a plan here from the
[34:52] township. There's currently some open swailes there and if we believe the 2005
[35:00] uh topos on the auditor's website that should surface flow to where it would be
[35:06] picked up at the farthest eastern point for this project. But I know Andy would
[35:11] actually like to get out there and survey the area to verify those topos
[35:16] and what's there. And I told him that in the future it'd be up to the residents
[35:20] if that filled with debris or vegetation to maintain it. We weren't looking at
[35:24] that for this project. We were just trying to capture the low area where
[35:28] it's flowing off of all the residents uh coming from uh Middle Ridge and and Rice
[35:34] Road and just kind of flowing into few in the center since they happen to be in
[35:38] the low spots to get it out of there. Uh he also wants to check it to see how
[35:43] much ground cover he's going to have because as he goes further east
[35:47] obviously that pipe's going to be coming right up to the top of the surface. So I
[35:52] don't know if this will get extended or not but I let him know. We had no plans
[35:56] for it. Um but we will see once the easements are put together and if he
[36:02] does survey that area further to the east. He asked about whether he needed
[36:07] permanent or temporary easements. They said if the storm water district decides
[36:12] to go that far to address those residents complaints, my preference
[36:17] would be just make them temporary. You know, clean out the swailes, get those
[36:21] set, but let the residents there be responsible for the future and
[36:26] maintaining those swailes. Okay, if you can go back to the report,
[36:30] » the final discharge of this is that on the left hand side over the left the
[36:36] west, can you show where the discharge is? Yeah, it avoids the It avoids your
[36:41] family farm >> going right into the ditch there though.
[36:43] » Yes. Yeah. >> Yes. That was an adjustment that was
[36:46] made. So was added cost just to avoid that alto together and come down this
[36:51] way. So there's nothing going across the farm at all.
[36:55] » Okay.
[37:00] » Okay. If you go back to the report, Georgian,
[37:04] and scroll down to the uh roads and actually you can go all the way to
[37:11] where the uh round 41 schedule is. And by the way, Kevin, as we're here, is
[37:17] Dennis Concrete gotten a hold of you? >> Yes, he's open uh within the next couple
[37:21] of weeks to be established in Hidden Valley.
[37:24] » Okay. And that would be for the Deepwood projects.
[37:27] » Yep. He was messed around with the reigns of August as well.
[37:32] » Okay. Yeah. With the um Okay. The first thing she's showing, these are the the
[37:38] uh combination of the finances we hope uh will turn out to be. Uh keep in mind,
[37:44] just a reminder, we did not turn in the mini grants, storm water mini grants yet
[37:49] because we don't necessarily want those unless we're assured of being approved
[37:55] uh by district 9 of the Ohio Public Works Commission for the road project
[38:00] because if we just did the catch basin replacements, that's going to cost us
[38:04] considerably more. Kevin's going to have to be out there. Someone's going to have
[38:07] to cut out the concrete, put in preab. Well, then we'll come back later to do
[38:12] the rows. That just doesn't make sense. So, hopefully we get approved. Can you
[38:16] scroll down a little bit, Georgian? Um, this is the actual schedule for
[38:22] round 41. So, what we're looking at is most likely
[38:27] in next month, early October, we should have a sense if our project is going to
[38:33] be approved or not. uh they always caution you even if we do get approved
[38:38] is that uh that doesn't guarantee we get funded because it still has to go
[38:42] through the state. But my time as a trustee, the state has never pulled
[38:47] back. Uh the closest when the state was in financial
[38:51] uh difficulties was when people were most concerned that they might uh not
[38:57] fund to the full level that they uh originally appropriated for the public
[39:04] works in all the different districts. Um right below that you see the chip and
[39:10] seal. Um Kevin I don't you didn't mention this to the township did you?
[39:14] that they'll be out possibly as early as tomorrow for Melway
[39:20] that report. >> I No, I don't know when they're going to
[39:23] be out, but I did see signs posted. >> Loose gra.
[39:26] » The soonest would be tomorrow. >> Correct.
[39:28] » I just don't know when. So, uh, as review for the trustees, that's Rice
[39:33] Court, Cornia, Tina Lane, and Eerie Court. And, uh, Kevin's already seen to
[39:39] it with his crew that any base repairs that are necessary have been done. So,
[39:43] we were well in preparation for when they would come out. Now, the contract
[39:47] says it's supposed to be done by September 15th, I imagine there's some
[39:52] since the county quoted this, there's probably some wiggle room there uh with
[39:56] weather situations if they have to delay it, but we don't know where they'll
[40:01] start since this is countywide. Um, okay. If you scroll down the the next
[40:06] new plow truck, but go all the way down to the chart. Um, this is where I know
[40:11] that we had some emails going back and forth and Chris had asked that this be
[40:16] discussed at the meeting. Uh, if you recall, we passed the resolution
[40:21] uh to approve the fully outfitted truck and that's going to be just under
[40:26] $274,000. It's almost split 50/50 between the
[40:30] basic uh chassis and the snow package that's there. And from the start, I've
[40:38] always wanted this where uh we would have a lease purchase so that the uh
[40:44] township didn't have to spend all the money at once in watching our cash flow.
[40:49] And with the lease purchase, realize it's a municipal lease purchase. And so
[40:53] the um revenue as far as the interest rate that any bank earns is not it's not
[41:00] federally taxable. So that's where you tend to get the better rates. And I
[41:04] didn't show all of the items that Morgan had printed out, but I believe Morgan it
[41:09] went from 4.9 to 5.01, whether it was a 3year, 5 year, 7year. So there wasn't
[41:16] that much differential uh between them. But I just want people to understand
[41:21] these are the rates. Now, I'm not an economist. I don't know if I
[41:28] trust economists anyway based on all their predictions. Um, but right now, if
[41:34] you believe what the economists are saying, rates are going to go back up. I
[41:39] know that's in conflict with what the president wants, but the new Fed
[41:43] chairman is also talking about raising rates, which means our rates will go up.
[41:48] And where I'm considering that is we aren't sure yet on the fire truck if
[41:52] that will be paid outright or if that will be on a lease purchase. Also, um I
[42:00] know in previous discussions, Chris, you had indicated you prefer that one to be
[42:04] paid out because of some of the discussions that the tax budget
[42:08] commission had in the past. So, we can't really make a decision on that cuz we
[42:12] don't have those numbers. Um these numbers we do have, but at the same
[42:17] time, we also know that investment earnings are returning around 4%. Well,
[42:24] if your cost is five, it's really only 20% of that cost, assuming everything
[42:30] stays the same, which is a big assumption over 7 years. Um, if rates go
[42:36] up in terms of what the Fed does, realize our investments will probably go
[42:40] up. And if you've been watching uh CDs and money markets right now, they're
[42:44] actually they've swung back. They're going the other way. They're going up.
[42:48] Um, so our I don't expect in the near term our investment revenue to go down.
[42:55] Well, even if we just say at 4% versus the 5% cost, it's really only
[43:01] costing us 20%. And so when you look at this over a 7-year period, if it stayed
[43:07] consistent, that'd be $11,55, which on an annual basis is just a
[43:12] little over $1,600. So, since we've already authorized Kevin
[43:17] and Morgan uh to choose this, I would prefer we leave that there, but we'll
[43:22] have to have the discussion on the fire later. And I know Chris, you had
[43:26] mentioned it also causes some additional audit um issue. So, the trustees need to
[43:32] recognize there's additional work for Chris in doing this. And but at the same
[43:37] time, I don't want to take a simple approach and then find ourselves in a
[43:41] cash crunch, which this township has been in in the past. And I've been here
[43:45] long enough to remember those days when we talked about laying people off and we
[43:49] weren't doing any street repairs that we just didn't have the money. And I don't
[43:53] want to see us getting back to that. And that's why the the mention also and
[43:58] hopefully Ryan will start showing on an annual basis. You know, we were
[44:02] fortunate with the ARPA money, the COVID money, and now we've got this new
[44:06] development money. You can't expect that to last all the time. Um, and we should
[44:12] be, Kevin, over the last 6 years in good shape. Now, after we get the um plow
[44:18] truck and the fire truck, we should be okay because we got the new van, we got
[44:25] the um pickup truck, uh we got the backhoe, and we had the new box put on
[44:32] and we did all of that with the CO NARPA money. In addition, when we think about
[44:37] some of the other costs that we would have had coming on, we got the park
[44:41] resurface or the parking area and the repairs and resurfacing on the trail.
[44:46] So, those are all expenses we would have had and had we not had that ARPA money
[44:51] or had this growth, we would be having a whole different discussion here. We
[44:56] would definitely have no choice but to go through with the lease purchase. So
[45:00] that's just my position and I do recognize and Chris I appreciate all the
[45:04] work you're doing because as I've said before it didn't start really start till
[45:10] Howard came in but Chris has taken it to a new level as far as keeping those
[45:15] since we get these lumpy uh amounts of revenue coming in and
[45:19] Chris reported earlier still hadn't received second half for 2026. Well, you
[45:24] get those two big lumps of money. That's when she gets even more invested, but
[45:29] then you're paying it out as you go. Um, I'm also with the fire truck. We'll look
[45:35] at that later. And this is going to be beyond my time cuz I'm not going to live
[45:39] forever, hold this seat forever. Jeremy, you might want to consider this is we
[45:44] are now at a4 million in payout. You know, we're at the point we're doing
[45:50] that deficit spending, but we've got a healthy balance there. If we pay out
[45:56] over it'll be $1.3 million out of that, that goes away
[46:02] as does the 4% or over $40,000 a year in interest you're earning. Goes away.
[46:08] Whereas if you again, we can't say till we see what the new rates are, but we
[46:13] might want to do the same thing. I don't know what the terms would be, but that's
[46:18] a way to get the truck. And all you would do is delay when you have to go
[46:22] and ask the voters for a new levy. And what they've changed in levies, we can't
[46:26] ask for replacement anymore. It's either renewal or new. Well, a renewal just
[46:32] gives us exactly what we always got. So, you'll definitely be in the position of
[46:36] asking for new money at some time. So, by doing it this way, you just push that
[46:41] out in the future versus doing it sooner. And you'll get more of that as
[46:46] you, you know, you're going to have some of that your normal business sense, but
[46:49] you'll get some of the more training, you know, as the years go by down at the
[46:53] OTAA. But Chris, that's I know it's not what you'd hope.
[46:58] » I just want one of them to be paid for. I don't care which one it is. If it's
[47:02] the fire engine,
[47:05] » well, >> you want to pay cash for one of them.
[47:07] » Yeah, absolutely. >> Okay.
[47:08] » Yeah. I just can't. >> That's why I was like, $237. I can cut
[47:13] that tomorrow. >> Mhm.
[47:16] » Yeah. Well, >> or 73,000.
[47:19] » 273. >> Again, I prefer I'm looking at right
[47:22] now. So, it's not in the road department.
[47:25] There's over $200,000
[47:29] sitting in the general fund right now. It's actually about $280,000.
[47:34] That's all zoning fees right now that in the past we don't
[47:40] have. I hate to just go out again. I remember the lean years. I don't want to
[47:45] go back to that. I always prefer we have something, especially when there's those
[47:49] emergencies and we get a road upheaval coming up here. Kevin, there's no
[47:54] choice. You got to go out and repair it. >> Do we have any idea what the fire
[47:57] truck's going to cost? >> Yeah, it's um I believe the quote was
[48:01] 1.2 million. Then we've got up to 50,000 though we expect the cost to be 20,000.
[48:07] That's just putting all the bracketry on. Um, we will get an offset with the
[48:12] sale of the other truck and that's one I still have to work with the prosecutor's
[48:17] office on that. The logic in this and we're doing it with an outside service
[48:22] that was recommended by Ammerst Fire Department. Same ones that they use
[48:27] is in the past they used to try and put all the hangers and bracketry on
[48:31] themselves to hang the equipment. Well, they're not. That's not their forte. You
[48:35] take it to place that does it all the time that's all set up with their shop
[48:38] with all their equipment there. It's much quicker. You can get I think
[48:43] they've got >> I forget the quote, Jeremy, but I think
[48:46] it was either a week or two weeks. There's a limited time they can have
[48:49] that truck out of service that they have to turn it around. So, it'll be probably
[48:54] 1.3 million. >> But we're splitting. That's like a split
[48:58] or we we're buying a >> No, we're buying our own truck.
[49:02] » Yes. That's part of the agreement because here's your option. If you don't
[49:06] buy it, then the city buys it, but now you're paying more than the roughly
[49:10] quarter million we're paying a year, you're going to pay much more.
[49:14] » Um, at the time it was a doubling of the quarterly payment. If we didn't have the
[49:22] truck, and that was every single year. And when you looked at uh the life cycle
[49:28] of the truck, it was a lower cost to provide
[49:32] um the tanker truck. Now, Ammerst needs a tanker truck also, but on a much more
[49:36] limited basis in the township because the majority of the city has fire
[49:41] hydrants all around. We got many areas in our township, there's no hydrants.
[49:46] where we've been adding hydrants is every time there is a new development,
[49:50] not only do we get it in the development, if we can get the hydrants
[49:53] somewhere else, we do. Uh the typical, for instance, is down on 58 cuz we had
[49:59] hydrants on added on 58 so that they don't have to drag hoses across five
[50:05] lanes of highway. >> Well, that was paved by the development
[50:09] versus us paying it out of our fire fund, you know, just going and adding
[50:13] them somewhere. And even with those, you got to work with every one of the
[50:17] different water authorities to even put it on. So we've got uh Nora water, we've
[50:22] got Ayria water, we've got Ammerst Water, we got Rural Lraine County Water,
[50:27] we got Lraine Water. So we got five different entities. So Lraine, I guess
[50:32] we can say, has been taken over by the county, at least the four. We got all
[50:36] these different water authorities to deal with also
[50:39] » and getting them in. So, >> so Chris, if we're paying cash for 1.3
[50:44] million or 273, what makes more sense to you?
[50:48] » Like you want to pay cash for that firet truck?
[50:51] » We have I've it's been appropriated over because every year the budget commission
[50:56] asks, "Why do you have $2 million sitting in your account?"
[50:59] » Yeah. >> And every year I've responded, "Well,
[51:01] we're buying a new firet truck, so I don't want to
[51:06] » Okay. Yeah. Works for me." But I've had that discussion directly with Craig
[51:10] Snodgrass and he understands it. Like Craig, you know, we've had this truck we
[51:14] purchased in 2003, the current truck. >> Mhm.
[51:18] » So, and here we we ordered this truck over 3 years ago. We had a 38 month and
[51:23] I think now we're at 40 months already build cycle. So, you can't, you know,
[51:29] it's not like you're paying it out, but you're holding that money letting it
[51:31] build up knowing eventually you got to buy a truck.
[51:34] » Mhm. But I'm still saying my preference, I know this goes contrary to what Chris
[51:38] would be, depending upon what the numbers are at the time the truck
[51:43] becomes available, >> may still want to do the lease purchase
[51:47] on it. So, we're just taking a small bite at the apple because once you take
[51:51] that um 1.3 million out of there, you figure what each each um 1% is $13,000.
[52:01] So 4% you're actually talking $52,000. That's $52,000 less a year you have.
[52:08] » Mhm. >> Well, if you lease this really and let's
[52:12] assume it's still a 1% differential. Obviously, you got to pay it out, too.
[52:17] Well, you're going to lose that money, which means we're going to be in a
[52:20] position of asking for a levy, a new levy sooner to pay for fire. I mean,
[52:27] that's just the reality of it. So, it's just a matter of cash flow.
[52:31] » Okay. >> Okay. But that's something we're we're
[52:33] going to have to look at when we get closer. And there will be
[52:39] um some residual from the truck we've got here. I don't know how much that's
[52:43] going to be. Um, it's Grinley Fire Apparatus out of Alabama is who Amherst
[52:51] is looking at, though they still haven't committed to that for their uh pumper
[52:56] truck cuz they're getting a pumper engine replaced also. And they're
[53:00] recommending we go with the same thing here. Uh, because the two townships in
[53:06] Lorraine County that expressed an interest in our tanker truck before no
[53:11] longer have an interest. I assume they've got one somewhere else to get a
[53:15] used one. Um, so I've got to work with the prosecutor on that because reading
[53:20] the code it gets kind of crazy since I also know that um, uh, Pierce will not
[53:28] take we our preference is here you take the old truck, give us that trade in,
[53:32] we'll get the new one, reduce it. That we can do very clean with the revised
[53:36] code. They don't want it because of the age.
[53:39] » Mhm. and uh Brinley, there's several different manufacturers that will market
[53:44] your truck to sell it. Obviously, they take a piece off of that just like a
[53:48] realtor would. Um they're at the same point. Once it gets over 20 years, they
[53:54] don't want to deal with it. And that's where we're at with this. So, but they
[53:57] will put it out there and usually it's smaller for jurisdictions that are going
[54:02] to purchase an old truck. But I have no idea what it's going to be. I can tell
[54:07] you the engine in Amherst, let me just say it's under 40,000.
[54:14] Our first estimate. Now, that was an estimate from three almost four years
[54:20] ago. They're not even giving an estimate for it now. So, who knows what it'll be,
[54:24] but we'll get some residual off the old truck. Hopefully, something better than
[54:28] that because it has been maintained. Um, but we'll see.
[54:32] » Okay.
[54:37] Okay. Uh, >> anything else new?
[54:40] » Yes. Um, Golden Acres, uh, just a reminder, we are meeting on, uh,
[54:46] September 10th at 2:00 at the county. Uh, I do know that the, uh, developer
[54:53] that's interested has put together the plan. Um, I know they were to send it to
[55:00] Jim Zick, Metro Parks director. I don't know if that's happened. I haven't been
[55:05] in contact with Jim since then to see if uh this would have been at least three
[55:09] weeks ago. I haven't talked with Jim to see if he's
[55:13] got that plan. And Jim was also supposed to put a a sketch of where the trails
[55:19] would be, but he wanted to see the development plan before he could put the
[55:22] trail plan in. But I've also heard from one of the commissioners that we're
[55:27] probably and when he says we, I don't know who we is, unless that means Metro
[55:32] Parks, uh, the county, uh, the township that have interest in this, um, may have
[55:39] to meet with the port authority because somehow, if you recall, that was where
[55:44] Jim Miller was to take it to the board of the port authority to feel them out
[55:48] and gauge their interest. Sounds like there are more questions and answers. I
[55:53] don't want to waste a lot of time. If we don't, if the property doesn't sell,
[55:56] there's no need to even be talking about this. Um, I do know this developer's up
[56:01] the price. They're not upping it anymore. You know, what they're offering
[56:04] per acre is already more than what the developer for the 65 acres under
[56:10] annexation is offering per acre. I mean, I think he's probably paying too much as
[56:15] it is now, but we'll just have to see where that goes. So, another a small
[56:22] potential update on that project, and again, it won't matter if it doesn't go
[56:26] through, but I talked to some uh private donors who would be interested in
[56:30] purchasing the Dewey road lots and donating it to the metro parks.
[56:34] » So, I, you know, talking to Tom about that, it sounded like, you know, by the
[56:39] time they put this much money in, there's no value to them anyways. So if
[56:43] there was, you know, whatever value we came up with for those three lots on
[56:46] Dewey, somebody potentially just pay cash and give it right to the
[56:50] » You know what? I don't know if you're talking the same ones because this was a
[56:54] couple years ago. I know an individual that was willing to donate towards the
[57:00] park itself and the [clears throat] trails.
[57:04] » This is somebody else. >> Yeah. The issue is
[57:08] if some And it could still work. That could still work. Yeah,
[57:12] » just be coming up with the value. >> Yeah, that could work too because then
[57:15] they're out of it. Yeah, they just all they want to do is get their money back
[57:20] » and that's essential because they'll have the unlock system. But yeah, that's
[57:23] another possibility. Um being with that, >> it's probably best you talk with the
[57:30] developer direct. I don't want to hear about the details.
[57:33] » Yeah. Not not in something like that, Jeremy.
[57:36] » Um
[57:40] » Okay. foundation help. I know you guys weren't able to attend the uh photo op
[57:45] for their it wasn't technically groundbreaking since they were already
[57:49] had their foundation and if you go out there now you'll see it's going
[57:52] vertical. They're putting up trusses today. Uh but they did indicate when
[57:58] it's time for the actual grand opening there will be a ribbon cutting and so
[58:02] they will let us know when that is. The next one, Stratton Corners. Uh,
[58:09] David already mentioned and can you show the actual development plan there,
[58:15] Georgian? Okay. What um David had mentioned on
[58:19] September 1st, uh, David Kohler of Cambridge Development was here and he
[58:24] did discuss that uh, he got the um, site plan review for his uh, final plan for
[58:32] phase one. Phase one. And can you outline that roughly,
[58:37] Georgian? It's really going to be about half of this. So, there's 74 homes.
[58:41] We're probably talking about 35. Are you running your cursor? Yep, she is. I just
[58:46] have trouble seeing it. The um probably 35 to 40 homes in the first phase. It's
[58:51] actually going to be the portion of the west. Uh I don't recall him giving an
[58:55] exact number. Uh this plan doesn't show the landscape plan, but he did have the
[58:59] landscape plan there for approval. He has the erosion and sediment control and
[59:05] storm water plan approved. Um, if you've been driving by the area, you'll see
[59:11] there's been more concrete poured. So, the main road coming in off of Oland
[59:16] Road uh is constructed uh heading to the east. Uh they actually poured a portion
[59:23] to the north, which is actually the left on here. The way this map is laid out,
[59:28] um they poured that first. I don't quite [snorts] understand the the order of
[59:34] their pouring, but they've still got some more roadway uh to put in place.
[59:38] All the underground is already taken care of on here. Um there will be the
[59:44] floating fountains in there to keep the water agitated. Um so, and that's a nice
[59:49] feature. Also, there will only be two wet ponds. Um because that was one thing
[59:54] that was discussed at the meeting that the uh plans that he didn't give us
[59:58] electronic versions cuz he had just gotten them prior to his meeting on
[1:00:03] September 1st. Um but those plans show three wet said no
[1:00:09] there's only two. So that area that is to the left which is north of the bat
[1:00:14] house ditch that's actually going to be dry. Um so though it might show that
[1:00:19] it's blue it's actually going to be a dry area. It will take the overflow and
[1:00:23] the batten house ditch overflows, but it will settle back into the ditch as the
[1:00:27] water goes down. Um,
[1:00:32] the Let's see.
[1:00:37] Just got to I think I may need my glasses here to read this.
[1:00:51] Oh, the yeah, the last item he he promised because he didn't show it
[1:00:55] during the site uh the final uh site plan review for phase one is the roughly
[1:01:02] 16 12 acres there. Can you show that that acreage, Georgian? Is he still Yes,
[1:01:09] he understands. Oh, that's better. That he's got to put the walking trails in
[1:01:13] there, but they have to connect. There's 95 acres to the south of this or in this
[1:01:18] case to the right uh which we know eventually will develop, but in in uh
[1:01:25] compliance with our comprehensive plan zoning, we'd like to keep those
[1:01:29] interconnected. And so he's agreed, but he says they
[1:01:34] still haven't determined exactly where the layout is. They want to preserve the
[1:01:37] larger trees and take out the undergrowth. So that will be connected.
[1:01:42] Um,
[1:01:46] » tree planting. Kevin, I don't know if we want any of those trees that through the
[1:01:49] first energy program or not. They're going to be small ones.
[1:01:52] » Yeah. No, I have some small trees um at the end of the field that I'm going to
[1:01:58] plant. You know, I don't want to plant them in
[1:02:01] August, even though I probably could have. Uh, [snorts]
[1:02:04] » yeah, this August. [laughter] >> Right. Uh, but for the uh for the noc
[1:02:09] money, >> right, the [clears throat] Okay, good.
[1:02:12] Yeah. And speaking of the NOPEC grant, that's on here also is though Morgan did
[1:02:17] indicate that the uh the dispersement was approved, but I don't want to close
[1:02:22] it out till [clears throat] we've got the money. So once Chris tells us you've
[1:02:26] got the money, we'll close it off. Otherwise, I'm going to keep that open.
[1:02:31] Um Venice complaints I just put down in here and we did have um Mr. Veru and Mr.
[1:02:36] McNab here earlier. I added on the rice road complaint and I don't know sounds
[1:02:42] Jeremy probably because you live over there you're hearing it I don't know if
[1:02:45] you are David but you know you you hear these complaints about that area and
[1:02:51] it's like you keep telling people the same thing so that's why if you saw
[1:02:55] there was a response put together um and it appeared I think Mr. McNab indicated
[1:03:00] Karen's is white and that's why we try to keep the response the same and we've
[1:03:05] been through this. Our hands are kind of tied at this point in time. Um their
[1:03:10] best bet is to continue working through law enforcement because this is actually
[1:03:15] more so than a civil this is a criminal uh issue that needs to be addressed. Um
[1:03:22] but that'll be the end of my report. David.
[1:03:25] » Okay. This time I have nothing further to
[1:03:30] bring forward under reports here [clears throat]
[1:03:35] uh except that uh the policy committee will meet for the solid waste district
[1:03:41] next week on the 15th instead of on the 8th today. So that's all I have to bring
[1:03:49] at this time and
[1:03:54] u unfinished business. I have nothing further under arms finished business.
[1:03:59] » Nothing. >> All right. And uh
[1:04:03] » you have something >> uh under uh
[1:04:10] uh the township administrator. Is this something you want to do after executive
[1:04:13] session in your mind? >> The executive session is different on
[1:04:16] personnel. It's dealing with the >> Yeah. Yeah. Yeah. I didn't know if that
[1:04:19] would do into this or not. I don't think there's any need to, David, because we
[1:04:23] had this discussion in the past uh determine what the rate was uh for this
[1:04:29] year. We just weren't sure as far as the timing of bringing Morgan on fulltime.
[1:04:36] Um we just knew we had to do something at this meeting and I kind of left it
[1:04:41] open, you know, respecting Chris usually tried to do time things between payrolls
[1:04:46] and she's got she's the one that's got to handle this part. So, um, I put it as
[1:04:52] September 1st or let's see, how do I word it?
[1:04:56] » September 1st. >> Yeah. Well, I put September 1st, Chris,
[1:05:00] but I put some words in there so that you can adjust that. Um,
[1:05:04] » or the earliest effective date. >> September 1st is
[1:05:08] » that works for you. Okay. >> We already talked about it.
[1:05:11] » Oh, good. Well, you've got it. She's got the paperwork she needs to fill out for
[1:05:16] » uh waving her coverage >> until we need to cover you.
[1:05:20] » Yep. >> Okay.
[1:05:24] » Yeah. >> So, this would be resolution 93 if I
[1:05:28] » correct. >> Yeah. And basically, it's now it'll be
[1:05:31] at the C3 rate, which is what Morgan's getting now, but it's just changing the
[1:05:35] hours now to 40 hours. Okay,
[1:05:39] » that's your motion. >> Yes.
[1:05:42] Second.
[1:06:03] » Okay. Motion been made and seconded. Any further discussion?
[1:06:08] No further discussion. Roll call. >> Lynch. Yes.
[1:06:11] » Watson. >> Yes.
[1:06:13] » Yes. >> And what number was that again?
[1:06:15] » 9326. >> 93. Thank you.
[1:06:20] » So, Chris, you're ahead of the game again.
[1:06:28] » Thanks, Morgan. >> Thank you.
[1:06:30] » I appreciate it. >> Appreciate you.
[1:06:33] » Thanks. Let
[1:06:35] » me know when you're ready, David.
[1:06:40] Next item, we need an executive session. >> Yes. I'll make a motion to enter into
[1:06:46] executive session for 121.22 uh G
[1:06:53] uh G1. Um you know, this is and again though
[1:06:59] this is dealing with uh personnel and compensation. and it's going to be about
[1:07:03] a benefit package and changes that we may have to get something passed this
[1:07:07] year uh in October uh to help people as they're selecting their health care.
[1:07:15] This doesn't impact a whole lot of people. So I think we're talking a
[1:07:19] couple but um we do have to look at that. And then also for
[1:07:26] um G3. So G1 and G3. G3 this is a potential litigation dealing with the uh
[1:07:35] 65 acre annexation.
[1:07:39] » All right. >> I'll second.
[1:07:43] » Okay. Heard me seconded.
[1:07:48] » Roll call. >> Lynch.
[1:07:49] » Yes. >> Watson.
[1:07:50] » Yes. >> Yuri.
[1:07:51] » Yes. Okay, let's [clears throat] return from
[1:07:55] executive session at uh 9:30. I make a motion to return from
[1:08:01] executive session. >> Second.
[1:08:05] » Made and seconded. >> Yes.
[1:08:07] » Watson. >> Yes.
[1:08:08] » Lynch. >> Yes.
[1:08:10] » Okay. If there's nothing else to come before the board, then uh I will state
[1:08:17] the next scheduled meeting is for Tuesday, September 22nd at 700 p.m. here
[1:08:23] at the township hall. Uh no other business to come before the
[1:08:28] board. I will make a motion to adjurnn. >> Second,
[1:08:35] » who got that? >> Jeremy got [laughter] that. Okay. Motion
[1:08:40] made and seconded. Roll call. >> Yuring,
[1:08:42] » yes. >> Watson, Lynch,
[1:08:43] » yes.
