Uh, my name is Chris Veru. Um, president
of the township almost 30 years.

Um, this is my neighbor Scott McNab.
And we are here on behalf of not only
[4:46]
our neighbors, uh, our elderly that live
close to this situation, the children
[4:51]
that are in the neighborhood,
uh, our pets. We kind of at wit's end
[4:57]
with this. It's been going on some time.
Uh, as you may or may not know, there
[5:03]
was a residential fire at 48096 Rice
Road. Uh, gentleman's name is Dave. I
[5:09]
don't know his last name.

Um, since then, uh, that was July 3rd.
Since then, he has resided on the
[5:20]
property in a tent.
Um he beyond the civil matter of veiled
[5:26]
threats to myself and other neighbors,
the uh protection orders that we have
[5:31]
against him through the sheriff's
department. He's currently in jail now
[5:35]
set to get out. Um, what kind of got me
activated was that he uh
[5:43]
he made some threats on a recorded line
through the Luring County uh jail that
[5:47]
he was going to give my neighbor and I
uh what they call a Colombian neck
[5:52]
necktie, something that they were coming
for us. Folks, I have said absolutely
[5:57]
nothing to this man in months. Um,
beyond the civil matter, I know you
[6:03]
folks don't have any control over that.
Uh it's he's he's living it behind a
[6:08]
burned out structure.
He is defecating and urinating on the
[6:13]
property in the open. He is standing in
his backyard screaming obscenities for
[6:19]
hours on end at the top of his lungs.
If we were in the city limits,
[6:26]
this wouldn't be going on for two
months.

Uh I have concerns for the children in
the neighborhood, for my pets. I'm
[6:34]
afraid to leave them outside. They're on
electric fence and they're free.
[6:39]
What can we do
to to keep him away from our families,
[6:45]
our residences? What's he going to get
drunk one night and throw a flaming
[6:49]
brick through my window?
Burn my house down, burn Dallas's house
[6:54]
down. Uh, he steals water from our
elderly neighbors.

He has no water. He has no septic. He
has no electricity
[7:05]
and yet he's still there.
It's a real problem and we have uh some
[7:10]
ve very valid concerns for our own
safety. Uh there was other folks that
[7:15]
were going to meet us here this evening,
but they had engagements that came up.

So I I actually planned on having half a
dozen people or so with me. Um it's
[7:25]
becoming a problem. And again, if we
were in the city of Ammerst,
[7:30]
this would have been handled quite a bit
quite a while ago. I mean, we've been
[7:34]
dealing with this for 2 months, and his
mental stability is landsliding.

I know you folks can't handle the civil
end of it again, but uh what what can we
[7:45]

little compound for himself.

the sheriff but we've had the health

department out there.

as far as the health department's

position is it's America. It's his
property. We can't they can't force them

off. We've had our zoning inspector look
at the zoning. I know that um I'm not

going to say which officials talked with
his power of attorney that has financial
[10:04]
power of attorney for him to see if
there's any way they can get this
[10:08]
addressed. Um so I can tell you behind
the scenes people are trying to do it
[10:13]
but we're limited in what we can do.

over there, threatened them, shot,

discharged his weapon at their feet.
That's when the sheriff was called and
[11:04]
he was put in jail last May.

just this past week against myself and

there and that it just you know from
here to my vehicle from my house he

could walk across his backyard.

discussions with the insurance company
that ensures the mortgage itself because

obviously they prefer that this and you
you're aware he's in a rear. So, most
[13:33]
likely he's going to get foreclosed on.

process.

» Well, it's yeah, it's not to the point
of actual sheriff sale, but if it gets

to that point is then he can be evicted,

these things languish before. Um,

we've had some other individuals like
this in our township in my time as
[14:06]
trustee, too. They It does tend to take
care of itself. It just takes a while.

Typically, there's some mental and
behavioral issues with them. And in
[14:15]
addition to some of the other behaviors
they do that make it even worse.

the state has allowed townships to do.

So, we're really limited as far as
police. We we could have a police

department, but we don't. Uh but even if
we did, we're stuck enforcing state law.

And and same thing that the sheriff
does. If we need the police, if there's
[16:44]
a dangerous situation, we have to call
the sheriff,

help. They may have more authority that

questions on that property once it's
settled. Uh you know is that house
[17:28]
repairable? Does it need to be torn
down? Then it needs to be torn down.

items like that. But all that takes time
and all that's a big process. You just

uh there's a lady that lives across the

street from him that he goes and steals
water from and we've tried to keep him

off her property, harassing her on an
outdoor.

lengthy conversations on this with other

neighbors over there on Rice Road, um
with the Ammerst fire inspector, with

the Ammerst police for an issue when he
was going through the city of Ammerst.

Uh I went directly to a contact at the
sheriff's department and he was doing,
[20:08]
you know, those investigations and then
led to his arrest. But yeah, at this
[20:14]
point, like I feel your pain over there,
but it's like I don't really I don't
[20:20]
know what Yeah, with the the health
department, the inspector,
[20:23]
» like if there was anything else we could
do, people we could call, we would, but

um I feel like it's good that you're
here and bringing it to light, but I'm

trying to trying to keep the ball

acres from Ammerst Township to the city
[22:12]
of Alli, Ohio. Attorney John Clark is
agent for Petitioner Builders and
[22:17]
Developers Incorporated. Rich Baron,
president. This is being forwarded for
[22:22]

Upton clerk. Okay. The commissioners did
[22:27]
deny the annexation on the 25th of
August. The only thing I could add is
[22:34]
they're still and they may do it uh able
to uh seek uh a court order of mandemus
[22:43]
compelling the commissioners to act upon
this

compelling them to approve it. But uh
[22:53]
as of now it was turned down and I'm
very thankful for that at this time. Do

session on the ongoing potential
litigation on this matter. And just so

you're aware, this document, the
official document from the county is
[23:15]
what legal counsel for the annexation
applicant was waiting for before they

could actually file a rid of mandamus.
But we'll have discussion executive
[23:25]
session on this.

signing up for these new health care

programs in uh the October time frame.
And so I just want to discuss what the

potential changes are that we could do
here in the township and planning for
[24:11]
that. We can't wait till our
organizational meeting because it'll be
[24:16]
after the required sign up date.

variance hearing. Um year to date, we're
at 179 total permits with 92 of them
[26:20]
being new construction homes. Uh we've
collected 184,000

at this time. Um with a total park fee
[26:31]
of $22,500.

Obviously, with the additional
construction, we're going to be almost

the norm because it's not. You know,

there were years where there was

basically nothing being constructed and
zoning fees were, you know, only a

it in the township park. It sounds like

is I've been working with uh Andy Cooksy

sent out, I believe was last Friday,
some changes he'd like to make. Uh it's

still going back and forth between the
prosecutor's office, the community
[33:46]
development,
um and soil and water as far as the
[33:50]
finalization of the easements. Uh Andy's
uh I responded to Andy's uh email. He's
[33:57]
responded back today actually. He met
with the county engineer. He said the
[34:02]
county engineers asked for a couple
other small tweaks. Hopefully that means
[34:06]
he said we should have those easements
for every property owner. uh that's
[34:11]
impacted with the trunk line. Now,
that's the main 10-in trunk line follows
[34:15]
through here, not the laterals that come
off that will become the resident's
[34:20]
responsibility, but we'll be able to get
those easements so that once we have
[34:24]
those, we can go out for bid. But what
Andy wants to do, uh Georgian, if you
[34:30]
can go to the east, he's talking about
extending this a little further to the
[34:33]
east. Um I'm leaving that up to
him in the storm water district. Uh I
[34:40]
had told him he must have checked back
through their records and they've
[34:44]
actually had complaints from the
residents to the east uh two parcel
[34:48]
actually three parcels. Um I said we
didn't have a plan here from the
[34:52]
township. There's currently some open
swailes there and if we believe the 2005
[35:00]
uh topos on the auditor's website that
should surface flow to where it would be
[35:06]
picked up at the farthest eastern point
for this project. But I know Andy would
[35:11]
actually like to get out there and
survey the area to verify those topos
[35:16]
and what's there. And I told him that in
the future it'd be up to the residents
[35:20]
if that filled with debris or vegetation
to maintain it. We weren't looking at
[35:24]
that for this project. We were just
trying to capture the low area where
[35:28]
it's flowing off of all the residents uh
coming from uh Middle Ridge and and Rice
[35:34]
Road and just kind of flowing into few
in the center since they happen to be in
[35:38]
the low spots to get it out of there. Uh
he also wants to check it to see how
[35:43]
much ground cover he's going to have
because as he goes further east
[35:47]
obviously that pipe's going to be coming
right up to the top of the surface. So I
[35:52]
don't know if this will get extended or
not but I let him know. We had no plans
[35:56]
for it. Um but we will see once the
easements are put together and if he
[36:02]
does survey that area further to the
east. He asked about whether he needed
[36:07]
permanent or temporary easements. They
said if the storm water district decides
[36:12]
to go that far to address those
residents complaints, my preference
[36:17]
would be just make them temporary. You
know, clean out the swailes, get those
[36:21]
set, but let the residents there be
responsible for the future and
[36:26]
maintaining those swailes. Okay, if you

So, what we're looking at is most likely

funded because it still has to go

through the state. But my time as a
trustee, the state has never pulled

back. Uh the closest when the state was
in financial

uh difficulties was when people were
most concerned that they might uh not

fund to the full level that they uh
originally appropriated for the public

works in all the different districts. Um

it with his crew that any base repairs
that are necessary have been done. So,

we were well in preparation for when
they would come out. Now, the contract
[39:47]
says it's supposed to be done by
September 15th, I imagine there's some
[39:52]
since the county quoted this, there's
probably some wiggle room there uh with
[39:56]
weather situations if they have to delay
it, but we don't know where they'll
[40:01]
start since this is countywide. Um,
okay. If you scroll down the the next
[40:06]
new plow truck, but go all the way down
to the chart. Um, this is where I know
[40:11]
that we had some emails going back and
forth and Chris had asked that this be
[40:16]
discussed at the meeting. Uh, if you
recall, we passed the resolution
[40:21]
uh to approve the fully outfitted truck
and that's going to be just under
[40:26]
$274,000.
It's almost split 50/50 between the
[40:30]
basic uh chassis and the snow package
that's there. And from the start, I've
[40:38]
always wanted this where uh we would
have a lease purchase so that the uh
[40:44]
township didn't have to spend all the
money at once in watching our cash flow.
[40:49]
And with the lease purchase, realize
it's a municipal lease purchase. And so
[40:53]
the um revenue as far as the interest
rate that any bank earns is not it's not
[41:00]
federally taxable. So that's where you
tend to get the better rates. And I
[41:04]
didn't show all of the items that Morgan
had printed out, but I believe Morgan it
[41:09]
went from 4.9 to 5.01, whether it was a
3year, 5 year, 7year. So there wasn't
[41:16]
that much differential uh between them.
But I just want people to understand
[41:21]
these are the rates. Now,
I'm not an economist. I don't know if I
[41:28]
trust economists anyway based on all
their predictions. Um, but right now, if
[41:34]
you believe what the economists are
saying, rates are going to go back up. I
[41:39]
know that's in conflict with what the
president wants, but the new Fed
[41:43]
chairman is also talking about raising
rates, which means our rates will go up.
[41:48]
And where I'm considering that is we
aren't sure yet on the fire truck if
[41:52]
that will be paid outright or if that
will be on a lease purchase. Also, um I
[42:00]
know in previous discussions, Chris, you
had indicated you prefer that one to be
[42:04]
paid out because of some of the
discussions that the tax budget
[42:08]
commission had in the past. So, we can't
really make a decision on that cuz we
[42:12]
don't have those numbers. Um these
numbers we do have, but at the same
[42:17]
time, we also know that investment
earnings are returning around 4%. Well,
[42:24]
if your cost is five, it's really only
20% of that cost, assuming everything
[42:30]
stays the same, which is a big
assumption over 7 years. Um, if rates go
[42:36]
up in terms of what the Fed does,
realize our investments will probably go
[42:40]
up. And if you've been watching uh CDs
and money markets right now, they're
[42:44]
actually they've swung back. They're
going the other way. They're going up.
[42:48]
Um, so our I don't expect in the near
term our investment revenue to go down.
[42:55]
Well, even if we just say at 4%
versus the 5% cost, it's really only
[43:01]
costing us 20%. And so when you look at
this over a 7-year period, if it stayed
[43:07]
consistent, that'd be $11,55,
which on an annual basis is just a
[43:12]
little over $1,600.
So, since we've already authorized Kevin
[43:17]
and Morgan uh to choose this, I would
prefer we leave that there, but we'll
[43:22]
have to have the discussion on the fire
later. And I know Chris, you had
[43:26]
mentioned it also causes some additional
audit um issue. So, the trustees need to
[43:32]
recognize there's additional work for
Chris in doing this. And but at the same
[43:37]
time, I don't want to take a simple
approach and then find ourselves in a
[43:41]
cash crunch, which this township has
been in in the past. And I've been here
[43:45]
long enough to remember those days when
we talked about laying people off and we
[43:49]
weren't doing any street repairs that we
just didn't have the money. And I don't
[43:53]
want to see us getting back to that. And
that's why the the mention also and
[43:58]
hopefully Ryan will start showing on an
annual basis. You know, we were
[44:02]
fortunate with the ARPA money, the COVID
money, and now we've got this new
[44:06]
development money. You can't expect that
to last all the time. Um, and we should
[44:12]
be, Kevin, over the last 6 years in good
shape. Now, after we get the um plow
[44:18]
truck and the fire truck, we should be
okay because we got the new van, we got
[44:25]
the um pickup truck, uh we got the
backhoe, and we had the new box put on
[44:32]
and we did all of that with the CO NARPA
money. In addition, when we think about
[44:37]
some of the other costs that we would
have had coming on, we got the park
[44:41]
resurface or the parking area and the
repairs and resurfacing on the trail.
[44:46]
So, those are all expenses we would have
had and had we not had that ARPA money
[44:51]
or had this growth, we would be having a
whole different discussion here. We
[44:56]
would definitely have no choice but to
go through with the lease purchase. So
[45:00]
that's just my position and I do
recognize and Chris I appreciate all the
[45:04]
work you're doing because as I've said
before it didn't start really start till
[45:10]
Howard came in but Chris has taken it to
a new level as far as keeping those
[45:15]
since we get these lumpy
uh amounts of revenue coming in and
[45:19]
Chris reported earlier still hadn't
received second half for 2026. Well, you
[45:24]
get those two big lumps of money. That's
when she gets even more invested, but
[45:29]
then you're paying it out as you go. Um,
I'm also with the fire truck. We'll look
[45:35]
at that later. And this is going to be
beyond my time cuz I'm not going to live
[45:39]
forever, hold this seat forever. Jeremy,
you might want to consider this is we
[45:44]
are now at a4 million in payout. You
know, we're at the point we're doing
[45:50]
that deficit spending, but we've got a
healthy balance there. If we pay out
[45:56]
over it'll be $1.3 million out of that,
that goes away
[46:02]
as does the 4% or over $40,000 a year in
interest you're earning. Goes away.
[46:08]
Whereas if you again, we can't say till
we see what the new rates are, but we
[46:13]
might want to do the same thing. I don't
know what the terms would be, but that's
[46:18]
a way to get the truck. And all you
would do is delay when you have to go
[46:22]
and ask the voters for a new levy. And
what they've changed in levies, we can't
[46:26]
ask for replacement anymore. It's either
renewal or new. Well, a renewal just
[46:32]
gives us exactly what we always got. So,
you'll definitely be in the position of
[46:36]
asking for new money at some time. So,
by doing it this way, you just push that
[46:41]
out in the future versus doing it
sooner. And you'll get more of that as
[46:46]
you, you know, you're going to have some
of that your normal business sense, but
[46:49]
you'll get some of the more training,
you know, as the years go by down at the
[46:53]
OTAA. But Chris, that's I know it's not
what you'd hope.

all the hangers and bracketry on

themselves to hang the equipment. Well,
they're not. That's not their forte. You

take it to place that does it all the
time that's all set up with their shop

with all their equipment there. It's
much quicker. You can get I think

There's a limited time they can have

that truck out of service that they have

a tanker truck also, but on a much more

limited basis in the township because
the majority of the city has fire

hydrants all around. We got many areas
in our township, there's no hydrants.

where we've been adding hydrants is
every time there is a new development,
[49:50]
not only do we get it in the
development, if we can get the hydrants
[49:53]
somewhere else, we do. Uh the typical,
for instance, is down on 58 cuz we had
[49:59]
hydrants on added on 58 so that they
don't have to drag hoses across five
[50:05]
lanes of highway.

versus us paying it out of our fire
fund, you know, just going and adding
[50:13]
them somewhere. And even with those, you
got to work with every one of the
[50:17]
different water authorities to even put
it on. So we've got uh Nora water, we've
[50:22]
got Ayria water, we've got Ammerst
Water, we got Rural Lraine County Water,
[50:27]
we got Lraine Water. So we got five
different entities. So Lraine, I guess
[50:32]
we can say, has been taken over by the
county, at least the four. We got all
[50:36]
these different water authorities to
deal with also
[50:39]
» and getting them in. So,

I think now we're at 40 months already
build cycle. So, you can't, you know,

it's not like you're paying it out, but
you're holding that money letting it

build up knowing eventually you got to
buy a truck.

» Mhm. But I'm still saying my preference,
I know this goes contrary to what Chris

would be, depending upon what the
numbers are at the time the truck

becomes available,

that um 1.3 million out of there, you
figure what each each um 1% is $13,000.

truck cuz they're getting a pumper
engine replaced also. And they're

recommending we go with the same thing
here. Uh, because the two townships in
[53:06]
Lorraine County that expressed an
interest in our tanker truck before no
[53:11]
longer have an interest. I assume
they've got one somewhere else to get a
[53:15]
used one. Um, so I've got to work with
the prosecutor on that because reading
[53:20]
the code it gets kind of crazy since I
also know that um, uh, Pierce will not
[53:28]
take we our preference is here you take
the old truck, give us that trade in,
[53:32]
we'll get the new one, reduce it. That
we can do very clean with the revised
[53:36]
code. They don't want it because of the
age.

different manufacturers that will market

your truck to sell it. Obviously, they
take a piece off of that just like a

got that plan. And Jim was also supposed
to put a a sketch of where the trails
[55:19]
would be, but he wanted to see the
development plan before he could put the
[55:22]
trail plan in. But I've also heard from
one of the commissioners that we're
[55:27]
probably and when he says we, I don't
know who we is, unless that means Metro
[55:32]
Parks, uh, the county, uh, the township
that have interest in this, um, may have
[55:39]
to meet with the port authority because
somehow, if you recall, that was where
[55:44]
Jim Miller was to take it to the board
of the port authority to feel them out
[55:48]
and gauge their interest. Sounds like
there are more questions and answers. I
[55:53]
don't want to waste a lot of time. If we
don't, if the property doesn't sell,
[55:56]
there's no need to even be talking about
this. Um, I do know this developer's up
[56:01]
the price. They're not upping it
anymore. You know, what they're offering
[56:04]
per acre is already more than what the
developer for the 65 acres under
[56:10]
annexation is offering per acre. I mean,
I think he's probably paying too much as
[56:15]
it is now, but we'll just have to see
where that goes. So, another a small
[56:22]
potential update on that project, and
again, it won't matter if it doesn't go
[56:26]
through, but I talked to some uh private
donors who would be interested in
[56:30]
purchasing the Dewey road lots and
donating it to the metro parks.

that, it sounded like, you know, by the
[56:39]
time they put this much money in,
there's no value to them anyways. So if
[56:43]
there was, you know, whatever value we
came up with for those three lots on

half of this. So, there's 74 homes.

35 to 40 homes in the first phase. It's

actually going to be the portion of the
west. Uh I don't recall him giving an

the landscape plan, but he did have the

landscape plan there for approval. He
has the erosion and sediment control and
[59:05]
storm water plan approved. Um, if you've
been driving by the area, you'll see
[59:11]
there's been more concrete poured. So,
the main road coming in off of Oland
[59:16]
Road uh is constructed uh heading to the
east. Uh they actually poured a portion
[59:23]
to the north, which is actually the left
on here. The way this map is laid out,
[59:28]
um they poured that first. I don't quite
[snorts] understand the the order of
[59:34]
their pouring, but they've still got
some more roadway uh to put in place.

All the underground is already taken
care of on here. Um there will be the
[59:44]
floating fountains in there to keep the
water agitated. Um so, and that's a nice
[59:49]
feature. Also, there will only be two
wet ponds. Um because that was one thing
[59:54]
that was discussed at the meeting that
the uh plans that he didn't give us
[59:58]
electronic versions cuz he had just
gotten them prior to his meeting on

but those plans show three wet said no
[1:00:09]
there's only two. So that area that is
to the left which is north of the bat
[1:00:14]
house ditch that's actually going to be
dry. Um so though it might show that

it's blue it's actually going to be a
dry area. It will take the overflow and
[1:00:23]
the batten house ditch overflows, but it
will settle back into the ditch as the
[1:00:27]
