[2:50] thankful for the opportunity to work on the behalf of of our citizens.

[3:01] members serving both here and abroad and look after their families. Um look after
[3:07] um our government and uh the workers in that government. this month I'm sure is
[3:13] tough on on um we also ask uh we have a a very uh anticipated holiday for the
[3:26] kids coming up the Halloween just uh keep our kids safe as they're getting
[3:30] out and around and about town and uh just look over us as we celebrate
[3:36] the town's business and give us peace and grace in your name I pray. Amen.

[4:21] uh once we've concluded that, we'll go back to 2A. Item 2B, discussion on speed
[4:27] limits within town limits. Um you may recall a few months ago um I had done a
[4:35] windshield speed limit inventory and uh but during that meeting I I I've failed
[4:41] to make copies and hand out. So, I've done that tonight um of what we
[4:47] discussed u earlier and uh basically I've talked with staff and we're going
[4:55] to have a couple maps made up uh showing u a zone from the center of town and
[5:04] maybe one that goes out a quarter mile and another that goes out a half mile.
[5:10] Uh and that's one thing we had discussed uh during that last uh during that last
[5:15] meeting where we discussed speed limits and discussing uh the potential of
[5:21] changing that speed limit toward the center of town to 35 mph
[5:26] with everything else at 45 mph. Uh but what is in print here like I said it and
[5:34] this was not uh GIS or GPS. This was uh myself on a Sunday afternoon hitting my
[5:41] trip odometer and uh but they're rough estimates and uh but it does uh show
[5:47] some uh variations um in uh speed limits within town. If I recall correctly, we
[5:55] we've got u some that are 25 uh some that are 35 uh 45 and and I believe
[6:02] there's some 55 um in town as well. Uh, so we've got a we've got a variety. Um,
[6:09] but so we had some good news. Mr. Mike, I believe uh let you if you would please
[6:14] tell us what we did find out on that front should council want to make some
[6:19] changes or alterations in in speed limits.

[6:26] than it used to be. Um being got with DOT and Jason knows those
[6:31] people too and we reached out and they said well they really need from us. They
[6:36] weren't in favor of dropping really low on the long stretches of road but that
[6:43] 45 would not be an issue and definitely in center town the lower wasn't an issue
[6:49] either. So, what they said is to come up with a plan or a map what the what
[6:55] council wants those speed limits to be all over town. And it's as simple as a
[7:01] resolution approved by council and sending to them
[7:06] and they'll start a process of of changing those signs
[7:11] and uh paying for those signs.

[7:29] drawn out, and we'll color code it or something as to where the 25s and 35s

[7:43] final product, we'll put it in resolution form and move forward. Mhm.

[8:36] think that would be a a good one to consider. uh changing to 25 with the
[8:42] volume of folks that are crossing that road uh at church uh two or three nights
[8:49] at or evening and um also you know with the community center and all the the
[8:55] volume of traffic of uh cars coming in and out of those parking lots. I think
[8:59] that would be a really good one to consider uh going down to 25 and uh for
[9:05] those reasons. um everywhere else probably in the center of town, you
[9:09] know, uh Mike could work with with 35 and uh but I in my opinion I don't think
[9:15] there's really anywhere in Archer Lodge anymore that uh needs to be above 45 and
[9:22] uh I know speed limits has been probably one of the biggest issues that I have
[9:26] heard about um over the years. Um, so but you mentioned a good point. Uh, you
[9:33] know, point was made about a public hearing even though that's not required
[9:36] from DOT. You know, if council would like to do that, you know, we could
[9:40] certainly look into that. But at the very least, um, having those maps made
[9:45] showing those multiple options, I think would be beneficial, you know, versus
[9:50] just what we have here. Again, what we have here was a starting place, but to
[9:54] have that map and show how far a quarter mile goes out or potentially how far
[9:59] does a half mile go out and um you know for everybody's um everybody's um review

[13:33] through our approved bike ped plan to see if there's anything in there that
[13:38] gives us something to go to DOT with say we have as, you know, as planned and
[13:44] something that we'd like to have to encourage, you know, safe pedestrian
[13:49] mobility throughout town. And that might help them just cover the cost and the
[13:54] upgrades. And I'm glad you brought up the park.
[13:58] That was another one that I was going to ask council about. Um, you know,
[14:03] regardless of distance, you know, that we maybe right there in front of the
[14:07] park and leading up to to that curve, um, having that, you know, 35 um, as
[14:14] well because of the volume of traffic and and folks potentially crossing the
[14:18] road. And that it again it may be taken care
[14:23] of from distance from the center of town. But uh it just just to look at
[14:27] that.

[17:12] think at the end we'll do the schedule. Um,
[17:16] you know, we're going to need to, um, talk about what schedule is going to
[17:20] work best with you. and I've created a a draft schedule based on the new sort of
[17:26] where we are right now for you to consider. So, Mr. Mayor, if that's okay,

[17:36] » So, I know there were some corrections that that we had received and we
[17:40] included in the brochure. Um, so wanted to see how you all felt about the
[17:46] brochure, if there are any additional um, comments or changes that you would

[17:58] this on the street tomorrow. So if if you all are good with it, we are going
[18:03] to work hard to begin advertisements tomorrow.

[22:25] And what I really want to emphasize is I don't want this to when we're at the end
[22:31] of this and we're in close session um in a few weeks and we're talking about
[22:36] candidates. I I don't want to give an impression that this is like candidate
[22:42] number one through candidate 12, right? because um there is quite a few quite a
[22:49] quite a lot on this that you you can only tell so much from a
[22:55] resume, right? So, you're doing a very high level sort of review of individuals
[23:01] and it you're trying to be very fair with them. I mean, I may see a resume of
[23:05] somebody I know and a resume of somebody I do not know and and I can't let that
[23:11] really at this point influence me unless there's something I know that would be
[23:14] really detrimental, right? And we would let you know that. But I need to be able
[23:19] to view what I see on a resume and take what I see on the resume and translate
[23:23] it to you in a very objective way. So, the purpose of this is really to help
[23:30] focus you, right? Because if you're looking at 30 applications and going
[23:34] through resumes, you can get I mean it just is natural, right? You get mixed
[23:38] up. You're not sure if one person has it that another person doesn't. This is
[23:42] meant to supplement and really to focus you in, right, on the on the candidates
[23:46] that are at least on paper meeting those um qualifications that you all have
[23:53] identified as really important um to you. And we do that numerically. We
[23:59] assign points and we'll sort them. Um, but we always stress that as a board,
[24:05] you know, you all need to invite to interview and ultimately offer the job
[24:09] to the person that meets your needs the best. And, you know, once you get
[24:14] somebody in here and start talking to them, you know, the fourth person on the
[24:17] list might might be the right fit, right? and the first person on the list
[24:22] may not be right, might have everything on paper, but when you start
[24:25] interviewing might just not click right or might not
[24:29] fit. So, this is just that first sort of call. So, what we do is Elena and I
[24:36] actually sit down together so that we can make sure we're checking each other.

[25:20] not currently employed. But if they're currently employed, we'll put that
[25:24] position company or jurisdiction that they're employed with. You can go to the
[25:30] right now. So the green things are the items that
[25:36] you all said are minimum requirements. So they have to have a bachelor's
[25:42] degree, at least a bachelor's degree in public administration, business
[25:46] management. civil civil engineering related field. This comes right off of
[25:50] your job description. And that municipal management experience
[25:55] is required. And so we'll review that and if they do not meet either one of
[26:01] those, we'll put a no there and we'll sort of stop working at that point on
[26:05] that candidate. Um just for time sake. Now, one thing I do want to check in
[26:12] because it has come into play in Benson. Um, just to verify if if a candidate has
[26:21] really good county experience, um, is that something you're willing to
[26:28] consider? Because right now, the way it's reading,
[26:32] we would kick that out. So, if they don't have municipal experience, but say
[26:37] they're an assistant county manager, we would kick that application out.
[26:44] » But you may local government >> local government.
[26:50] » I agree with that. I mean, if it's still it's local government, I would I think
[26:56] we ought to look at it.

[27:04] municipality are similar? >> There are differences. I've been a
[27:08] county manager. I've been a municipal manager. Um, I think if somebody's been
[27:12] a county manager, assistant county manager in North Carolina, they know
[27:16] enough about municipal government and how to manage and the laws and the
[27:19] budgeting, how to work with a council, how to work with a community that Yes.

[27:33] And the only thing this will do make your pool larger, right? You're not
[27:37] excluding people that maybe could be a good candidate. And then you can weed it
[27:41] down from there. All right.
[27:45] So then you had um sort of preferred or pluses being a master's degree or an MA
[27:53] International City County Manager Association credential manager. So if um
[27:58] if folks had that, we would give them a bonus point.
[28:02] And then we get into um the ideal attributes
[28:08] um and also those critical knowledge areas. So this is where it's a lot more
[28:15] subjective. And so part of this is actually seeing if the candidate
[28:21] actually read the job advertisement. and you know um tailored their cover letter
[28:28] to actually highlight things that he or she have done that that meet the
[28:32] requirements that you do or their resume. And so admittedly, this is much
[28:38] more of a if they say they have this strength or they've demonstrated
[28:43] something on a resume that aligns with this, we'll give them the point. You
[28:48] really I can't judge, right? Did they do it well? Did they not do it well? Um so
[28:53] I just want I just want to say that right because um there is some
[28:59] subjectivity in that that part. Right now where we can really start drilling
[29:03] down is when you start forming your um um interview questions and and talking
[29:10] to somebody. That's where you can really start pulling out well what did you do
[29:16] specifically to be a strong communicator? Give me specific examples.
[29:19] Tell me how this worked. Um, but you'll be surprised. I mean, there
[29:24] are people I have seen a resume and I say, "I know you've got this skill. I've
[29:28] seen you do it, but you didn't put it on your resume. You're not getting a you're
[29:31] not getting it, you know, not going to get a check off for me." So, I just
[29:36] wanted to run through these again. Um, and we split these out. So, the ideal
[29:40] attributes will sort of do as half of a half of a score and then the critical
[29:46] knowledge areas we'll do is another um 50% of a total. And then we call that
[29:51] competency. And we'll actually um tease the
[29:56] competency and then like the bonus points out so that you'll see how
[30:00] somebody maybe measures up on the competencies versus maybe just getting a
[30:04] couple bonus points because they have a master's degree or credential manager.
[30:10] And we'll sort those both ways so you can see them.
[30:15] So these are the items that you all identified. um you know budget
[30:20] development, grant writing, human resources, community planning,
[30:24] communication, core municipal function, understanding
[30:29] and the two people that we sort of used as guinea pigs. We just said, well, what
[30:36] if they did this and then you could see at the end how their scores measure up
[30:42] and we'll present this to you. So, I think about a week before your
[30:46] interviews, what you'll get is an email that um I'll send to your interim
[30:51] manager um uh or andor town attorney so that they can send it to you
[30:56] confidentially. And what you'll get is a link to the
[31:00] spreadsheet and you will also get um you won't get a link to the
[31:05] spreadsheet. you actually get spreadsheet
[31:08] um attached to the email so that you all individually can look at the
[31:12] spreadsheet, sort it in whatever you way you want, do what you want to it so you
[31:17] don't mess mess up the master spreadsheet and then we'll actually link
[31:20] you to every single candidate. So every candidate will have their own folder and
[31:25] they will have anything that they sent to us, cover letter, resume. So that way
[31:30] if you want to look at a candidate that didn't meet the minimums, you can look
[31:34] at them. If you want to meet the number one candidate, you can look at them as
[31:38] well. You can look at every candidate. We're not going to keep any candidates
[31:41] from you just because they meet or don't meet. You're going to see them all and
[31:47] they will all be listed on the spreadsheet as well.
[31:51] So, that's sort of the process how it works.

[52:59] August is the second month of 12, so that's 17% through with the fiscal year.

[53:15] August 31, keep that in mind. Um revenues if they're higher than 17%
[53:22] that's excellent. If expenditures are higher than 17%.
[53:27] That's not good. So um and then we'll go on to September to see if any of those
[53:33] figures have changed. As you can see, we've not gotten um many
[53:39] of the Avalon taxes during the month of August. Very, very little. But the
[53:45] vehicle um taxes do come in every month and they're they're pretty um within I
[53:53] would say 20 to 35,000. It can range any anywhere from there per month.
[54:00] Um, if you will quickly look at the park and wreck fees for the month of August,
[54:05] it's um $7,200. And then as well as the rentals are a little less than $1,500

[57:39] Public works 2% doing really good there. And then we are planning zoning which is
[57:46] 20%. Um,
[57:51] basically it's just your normal staff um expenditures, a few contracted services,
[57:58] a little higher than 17% spent and then we go over to the parks
[58:02] and wreck um department for August and that is at
[58:07] 18% little a little over 17%. And then quickly we're looking at the
[58:14] debt service. As I've mentioned earlier, you've got your um
[58:19] partland payment. We are on page 16, the partland payment and then the first uh
[58:27] or the year payment for the uh HR software as well as um and then of
[58:34] course that the 50,000 and 4,000 is the total for the park payment. So that's
[58:39] 54,000 for this year. Um,
[58:44] next we'll go to the inter fund transfers. And the only one um that was
[58:49] done for this was a little bit of transfer
[58:53] over to park reserve.
[59:00] Now looking at the other funds, the capital reserve, park
[59:05] reserve, and public safety reserve. Basically the only activity in those
[59:11] funds are interest um earnings
[59:19] and roughly looking through um
[59:24] there was a like I said a little bit going from the park reserve over to um
[59:29] transfer from the general fund to the part reserve fund in addition to the
[59:33] interest. And then uh we transferred the
[59:39] um from the park reserve fund for the loan
[59:44] payment went to the general fund to pay it out of the general fund. And then we
[59:49] have the um the public safety and you'll see there
[59:53] is interest earnings on that.
[1:00:00] And the very last page will kind of give you an idea of where we are with the um
[1:00:04] the grand total of all four of those funds. The general fund 10
[1:00:10] um capital reserve, park reserve, and public safety reserve. And the operating
[1:00:16] is at the bottom kind of gives you an idea of how much revenue we got in, what
[1:00:21] expenditures we have, and where we are with the net for um
[1:00:27] the month of August. and also year to date. So, we're currently in the in the
[1:00:33] negative 280,000, a little less than 281,000.
[1:00:38] Um, but that's not unusual at the first of the fiscal year. As you aware, we
[1:00:42] don't get the property taxes until November, December. Um, and then the
[1:00:48] sales tax each comes in each month. Any questions regarding
[1:00:53] the August for those four funds?
[1:00:59] And then the next share I want to just share with you. Um
[1:01:04] yes, that one of all the funds. Let's make sure go to the top. Make sure it

[1:01:24] roughly $138,000. could. So you can see the capital

[1:01:42] And um those transfers that were done at the first of the fiscal year have
[1:01:47] they're a part of those figures that was in the budget that we want to transfer
[1:01:51] from general fund to the um capital reserve and the public safety reserve
[1:01:58] that has already been done. And then the the liability or what's left of the
[1:02:04] skiff fund is there as well as the reader
[1:02:08] um the regional economic development grant.
[1:02:12] Those figures do not include what's already encumbered. So don't let that
[1:02:17] don't when you look at that don't think oh we had $231,000 left the skip fund.
[1:02:23] that is not what that is re showing because there are encumbered items that
[1:02:29] have not come out of that year. Okay. >> And the same for the the reader grant.

[1:02:47] And September is the third month of the fiscal year. So, we're looking at
[1:02:53] a quarter% complete of the fiscal year. Um, and now our Avalor property taxes

[1:03:06] $91,000. Starting to see that come in. And then
[1:03:10] our our sales tax is is hit this month as well um for two
[1:03:17] months prior. So if this is September, then that sales tax figure is from the
[1:03:23] July um receipts with the state. Okay, it's
[1:03:28] two months behind. Um
[1:03:32] permitting for the month of September was a little less than $6,800.
[1:03:38] That's pretty good. Um the rentals and the park fees weren't so good during the
[1:03:44] month of September, but they were really good um prior to that. I think all his
[1:03:49] registration had been taken into consideration for any fall sports. So
[1:03:53] that's why it's showing that the year-to- date totals are there as well
[1:03:57] if you'd like to look at those. And now the revenues are at 8% collected
[1:04:05] which is a little less but we understand how our revenues work at the beginning
[1:04:08] of fiscal year. Quickly running through the governing body um that is over the
[1:04:15] 25% which is um fine at this point. Not so
[1:04:21] concerned about that. And um because we also paid out the uh quarterly
[1:04:28] um wages to the town council mayor um during September as well
[1:04:36] running through the administration department
[1:04:42] is at 34% spent. [Applause]
[1:04:47] And quickly let me look real fast. Um
[1:04:55] salaries are up because we had two people leave and we had to pay out their
[1:04:59] vacation. One had over 240 hours of vacation. So you had to pay them 240
[1:05:05] hours and the other was a little less than that but when somebody leaves um
[1:05:11] they get up to 240 hours of vacation payout. So that's why the salaries
[1:05:16] amounts are higher for the month of um August or September. If you go back and
[1:05:23] look, which would affect the FICA, the
[1:05:28] withholdings, the retirement 401k, it hits all those other accounts as well.
[1:05:34] Um tax collections at 7% um a little less than 2700 during the
[1:05:41] month of September. Um that went to the county. uh legal fees. Um there was
[1:05:47] nothing during the month of September, probably doubled up next month.
[1:05:54] Um personal properties 1% not very much to even account for. Uh
[1:06:00] your public buildings are 18%.
[1:06:04] And it appears that um the communications is the highest in that
[1:06:10] department which is like I said the internet phones both here and at the
[1:06:17] town park peg media has not been paid yet for um in September that will hit
[1:06:23] during the month of October. You'll see that but it would be for the fiscal year
[1:06:29] end 30th. um public safety
[1:06:36] just a little bit. Um the monthly fee that we're doing now to animal control
[1:06:40] was basically the only thing paid out um during the month of September. Public
[1:06:46] safety [Music]
[1:06:50] and then four public works very little. It's at 6% that's that's
[1:06:56] really good. um holding that lower than the 25%. Moving on to plan and zoning,
[1:07:03] that is at 27%. It's right around the 25 percentile. Um
[1:07:10] moving on to parks and wreck
[1:07:15] 27 percentile. Um that's that's not bad as well. And it's probably some of those
[1:07:22] salary figures because the two that um resigned um get paid out of parks and
[1:07:28] wreck as well or a percentage. Going on to the debt
[1:07:33] service, the um
[1:07:38] payment for the town hall expansion was made. The loan payment was made there.
[1:07:43] And so that's what you see for the month of September. And of course, it's going
[1:07:48] to be high because
[1:07:53] that only leaves, I believe, the
[1:07:58] the town hall, the original building, this building's payment is later. I
[1:08:03] think that comes out in March. So, that's why the percentage is at 70. So,
[1:08:07] once that gets paid, that that department will be at 100%.
[1:08:11] And then we have the inter fund transfers
[1:08:15] um from the general fund to the park reserve. Uh $7,400
[1:08:21] for that. And that is all of the general fund. So if you look on um page
[1:08:28] 18, you see where the operating expenses are with revenues and expenditures
[1:08:35] are just for the general fund at the end of the all the documents for all four
[1:08:39] funds together. Is there any questions? I'm going kind of fast. So,
[1:08:45] okay. In the other three funds, definitely
[1:08:50] interest expense was um received in all three of those funds.
[1:08:55] And I believe other than the two cent transfer from the general fund to park
[1:09:01] reserve fund that we do every month. Other than that's that is all that has
[1:09:07] the activity in those three funds. So if you look at that last page
[1:09:13] um you'll see with all four funds where we are the final difference

[1:10:11] reader grant um very little change grant didn't change
[1:10:17] at all no expenditures or anything out of that and then there was very little
[1:10:21] change in the reader grant um during the month of Septermber member.
[1:10:27] Okay. Lastly, if you will look at your spreadsheet for the skiff grant,
[1:10:33] and this is as of 9:30, everything that's um been paid out of the skiff
[1:10:38] grant through 930, which also includes interest every month. Um
[1:10:45] it's showing that the running balance is $231,568
[1:10:50] and some cents. So that this gives you a good overview of everything that's
[1:10:55] happened in the skiff grant, who it was paid to, what what we
[1:11:00] received, etc., etc. And the same document is for the reader grant as
[1:11:04] well, and that is all the way through 930. And the balance in that right now
[1:11:10] is 2,216,000. Like I said, that does not include items
[1:11:16] that are encumbered, which we do have quite a bit of encumbered amounts, but I
[1:11:22] just kind of want to give you idea of where the where the, you know, the
[1:11:26] interest comes from for those grants and where all the money is being spent. Does
[1:11:31] anybody have any questions regarding any of the finances?
