[0:06]
All right.
Hey, Josh.
[0:11]
Are you there?
>> I am, yeah.
[0:14]
» Are you I just wanted to make sure you
could hear us. Make sure my
[0:17]
» Got you.
>> Sorry for the delay.
[0:20]
» Oh, you guys are good.
[0:27]
» Meeting minutes.
The minutes.
[0:37]
Five.
I'll approve the minutes for the eight.
[0:41]
Comments?
>> Yeah, I'd like to um
[0:44]
make a correction to the the minutes.
The uh roll call shows that I wasn't
[0:49]
here.
But I just want to make it clear, like
[0:52]
clarifications to make sure I'm just
counted as present.
[1:03]
That's the only correction I had after
looking at the
[1:06]
» I got them on the phone here.
>> Okay.
[1:08]
» All right. See, I spoke
>> The minutes.
[1:12]
» I move to approve the minutes.
>> I second the motion.
[1:22]
» On public hearing, any other motions
besides
[1:25]
What about that first public hearing
then?
[1:27]
» This is to be uh 519 Skyler
Okay, I'd like to make a motion to open
[1:33]
a public hearing for the first item of
business considering
[1:38]
the advisability of rezoning 519 West
Skyler
[1:41]
» No, no, Mill Road.
>> Yeah, other other
[1:43]
» You're going to You're looking at the
minutes.
[1:47]
» Other side.
>> Yeah.
[1:50]
» Um
scratch that. Let me start over.
[1:54]
I'd like to make a motion to open a
public hearing to consider the
[1:58]
advisability of rezoning 915 Mill Road
from an R1 to a light industrial
[2:04]
district.
>> I second.
[2:11]
» Favor.
>> I I vote yes.
[2:15]
» Waiting for it, John.
[2:21]
» Hey.
[2:24]
» All right. So, the request before you is
for a rezone to R1 from R1 to I1.
[2:31]
If I can get my
Where's my mouse? There we go.
[2:36]
Um the request is filed by One Gas.
Um
[2:40]
um this property is kind of a strange
property.
[2:44]
It was cut off by the
See if I can
[2:48]
Yeah, it's not going to work for me. It
was cut off by the bypass when it first
[2:53]
came in.
And it was kind of a no man's land.
[2:57]
And then when the city sold this
property to One Gas,
[3:02]
I then assigned it the default zoning
because
[3:05]
I felt it was most appropriate for us to
actually hold this hearing rather than
[3:08]
just assign it. I have some authority to
do that, but it's better if we do it
[3:13]
this way. Um so, this property again is
915. It's surrounded by industrial uses.
[3:19]
Uh well,
it's ATM is on the east of there.
[3:23]
Um and of course the bypass in the
background. When you're on this
[3:26]
property, you're not seeing anything um
over here.
[3:30]
Um property is 4.8 acres.
And again, that's the default zoning. Um
[3:35]
the proposed
use of this property is Kansas Gas
[3:39]
Service. Um they want to relocate their
their yard there
[3:44]
um and their offices to that location.
And so, I1 is probably the most
[3:48]
appropriate zoning for what they're
wanting to do there, and it and it it's
[3:52]
railroad. So, this this property does
have a history of industrial use.
[3:57]
Um I believe there was a truck yard or
something there at one time, but
[4:00]
somebody can correct me if I'm wrong
there.
[4:03]
Um
but the city sold this portion of the
[4:06]
property after it was split off from the
bypass in 2024.
[4:10]
Um
Yeah, well, I guess I'll do the rest of
[4:13]
that. So, let's not go into that again.
So, the
[4:18]
future land use plan also does not have
a designation for this property because
[4:22]
again, it was just right away
um at that time.
[4:27]
Uh it does make sense to designate it as
industrial if we were to go back to
[4:32]
their comprehensive plan, we probably
would label it as industrial.
[4:36]
Um
it does There is a a goal in chapter 8
[4:40]
of the plan to provide adequate area for
industrial land for
[4:45]
um
action industrial areas should have
[4:47]
convenient access to highways, railroad
facilities.
[4:51]
Um
[4:54]
And obviously it's right on the highway,
so
[4:57]
it has good access for that.
Um
[5:03]
» Hey, can you go back for a second?
>> Sure.
[5:12]
You're reading that?
>> Yeah, yeah.
[5:13]
» Okay.
[5:16]
All right. So, as far as zoning,
again, it is
[5:21]
I2 over here for the mill, and then
there's the
[5:26]
um
substation electric substation, and then
[5:30]
this is Valero, so it's kind of
industrial along here.
[5:33]
Um this is actually industrial, too,
even though it's it's just railroad
[5:37]
property, basically. There is
residential over here.
[5:41]
However, again, it's separated by the
bypass, which is obviously elevated um
[5:47]
as well cuz it's getting ready to go
over the
[5:49]
bridge right there.
And so, again, it's default is that I1
[5:53]
or R1.
Um so, the proposal would be to switch
[5:57]
to I1.
Um there's two different classes of
[6:00]
industrial, light industrial, heavy
industrial. The heavier is for things um
[6:06]
like uh that are offensive
kind of leave the site like the mill.
[6:10]
Obviously, there's a lot of traffic
there. It can get loud. Um and then just
[6:16]
the activities of a mill,
it's fairly offensive. So, it's that's
[6:21]
why it's zoned a little higher. I don't
think it's necessary to zone this one
[6:23]
that high based on what they're doing.
So, that's why I proposed I1.
[6:29]
Go ahead.
>> I was going to ask the It says they
[6:31]
don't generate smoke or
odors or anything like that.
[6:36]
» No, it's certain.
Yeah, I'm with the I'm architect.
[6:40]
Yeah,
no, there's no dust, odor, noise, smoke.
[6:45]
It's really just an office building with
a loading dock space.
[6:52]
» So, this is what the property looks like
from the bypass. Again, it's just kind
[6:55]
of a bowl there between the the bypass
and the mill today.
[7:00]
Um
pictures from when they were doing the
[7:04]
construction.
Um this is just looking back towards the
[7:07]
other angle
um looking towards the south from the
[7:10]
railroad. And of course, you can see the
railroad and you cannot see any houses
[7:14]
or anything. There's a bunch of trees.
The the canal is also back in there.
[7:20]
And this is just looking oops. This is
looking at it from the other angle from
[7:25]
the railroad crossing. So,
[7:29]
just to give you an idea of what it
looks like. And of course, the mill is
[7:32]
across the street.
[7:35]
» Did we lose Jody?
[7:39]
» I think we lost her.
>> Got me back.
[7:42]
» I did. We did. Okay, we're back.
>> Do you have a quorum?
[7:46]
» Yes, we do.
>> Did you Did you get Lloyd?
[7:49]
» We got Dwayne on the other phone.
>> We got Dwayne. That'll do.
[7:53]
» Yeah.
>> Good guy.
[7:55]
Good.
>> Okay. So, I'm sure you missed most of
[7:58]
that, Dottie, but um so, what we're what
I'm recommending is go ahead and rezone
[8:03]
it from R1 to I1. The lot has been
vacant since at least the bypass.
[8:10]
» Say that again.
>> The
[8:12]
I said it's been vacant since the bypass
has been in.
[8:16]
» Where is this?
>> So, this is 915 Mill Road across the
[8:20]
street from from ADM.
>> And what are they doing?
[8:25]
» So, they're going to put down their
laydown yard and their office for Kansas
[8:29]
Gas.
>> Okay.
[8:31]
» So, they're
>> But
[8:33]
» that office is up at uh Wilson saying
building where Virgie is.
[8:37]
Way up north.
>> There's no There's no need to turn them
[8:40]
down. It's It's a good plan.
>> I would agree.
[8:44]
» Yeah.
>> That's all I have.
[8:46]
» Okay.
Okay, you got a motion?
[8:51]
» I got
>> Good.
[8:52]
» You can make it.
>> I just um
[8:55]
what is a laydown yard? What is the
definition? Like, what
[8:58]
What kind of stuff do you have there?
>> They're storing um supplies, some tools,
[9:04]
some wire, just things like that.
>> But no actual like um
[9:08]
gas or oil or anything like that on the
site.
[9:11]
» Yeah.
[9:15]
» This stuff's already in town. It's just
a different location.
[9:18]
» Yes. And they're they're needing to
leave their tenant space as soon as they
[9:21]
can. So, we're trying to get this um
started very soon.
[9:27]
» Virgie must be booting them out.
>> There's not much that you could That's a
[9:30]
bad site. It has a a hole.
>> Yeah.
[9:34]
» It's a challenging site to develop, for
sure.
[9:37]
» Will there be any impact with the
development to the river or any of the
[9:42]
any agricultural
land in the immediate vicinity?
[9:47]
» It shouldn't be cuz one of the things
that they'll have to do is provide
[9:50]
detention for storm water.
>> Yes, of course. We have a plan for that.
[9:54]
» Yeah.
>> So, we submitted that. That's part of
[9:56]
our packet for the rezoning.
[10:04]
» Okay.
[10:09]
Who's going to make the motion? Does
anybody want to make a motion?
[10:13]
» I make a motion that we pass this.
[10:20]
» It's been moved and moved and seconded.
You want to get it correct? Dwayne up.
[10:23]
» I trust
>> Okay, thank you. You seconded it.
[10:26]
» He did second it.
>> All right, motion and a second. Repeat
[10:30]
the
Do we need to do a roll call vote?
[10:33]
Uh so, Chris Johnson.
>> Yes.
[10:37]
» Travis Pearman.
>> Yes.
[10:39]
» Dwayne Eastman.
>> Uh yeah.
[10:42]
» Sounded like a yes to me.
Cody Richardson.
[10:45]
» Yes.
>> And Audie Smith.
[10:48]
» Yes.
>> All right.
[10:51]
» All right.
>> So, this will go before the city
[10:55]
commission in September.
[11:01]
» So, this was
part of the plan when it was sold to
[11:04]
them, I assume.
>> Yes.
[11:06]
» So, they mean they're already aware that
it's starting. It's to
[11:09]
» Yeah, they they knew that zoning was a
prerequisite.
[11:11]
» Yeah, this was already
>> It's just now we're finally to the point
[11:15]
where
>> Yeah, no, we just wanted to have a
[11:17]
better site plan and and plan for the
detention and drainage cuz that site is
[11:21]
very it dips down real low. Like you
have that culvert right there. So, we
[11:25]
just wanted to make sure we understood
how we want to lay out the office
[11:28]
building and lay down yard and have
those drives cuz that mill those semi
[11:32]
trucks turn real quick, so we have to
kind of just work to figure out how to
[11:36]
be a safe driver.
>> Yeah. And we may we this actually come
[11:39]
up, we may have to work with the mill
at Harvest Bank
[11:44]
» Yeah.
>> to make sure they're not blocking the
[11:46]
drive.
>> Thanks, we only have about seven
[11:48]
employees specifically, so
>> Shouldn't be terribly too bad.
[11:54]
» All right.
>> All right.
[11:55]
» I'd like to make a motion that we close
this public hearing for
[12:01]
the rezoning of United 15 Monroe.
[12:06]
» I'll second.
[12:09]
» All right.
>> Ready for the next one?
[12:11]
» Yeah.
>> Now, we should open the next one.
[12:14]
» Josh.
>> Yeah.
[12:16]
» Um we couldn't I didn't realize we were
in a public um hearing. We can't make a
[12:20]
vote in a public hearing. That motion
and second and vote has to be
[12:24]
» She's not wrong.
[12:27]
» Well, we can redo it.
>> Yeah,
[12:29]
um
>> I just close
[12:30]
» I make that motion again. Whoever
seconded can second it, we can have a
[12:34]
vote.
>> Vote again.
[12:36]
» I'll second.
>> Second that we close the public hearing.
[12:39]
» Yeah.
>> Yeah, I'll feed it back.
[12:40]
» Roll call.
>> All right, Chris Johnson.
[12:44]
» Yes.
>> Travis Pearman, Dwayne Eastman,
[12:48]
Toby Richardson,
>> Yes.
[12:50]
» and Ardyce Smith.
>> Yes.
[12:53]
» We're good.
>> Yeah.
[12:55]
» They're ready to open the other hearing.
>> Okay.
[12:58]
Um
Um make a motion to open a public
[13:01]
hearing to consider the advisability of
rezoning 708 East Madison
[13:06]
from
uh
[13:08]
from an agricultural district to C3
>> general commercial district.
[13:13]
» I'll second.
>> Favor.
[13:16]
» I.
>> I.
[13:17]
» All those
>> I.
[13:19]
» All right.
>> With Harris.
[13:21]
» So, I'm combining these two items into
one for the purpose of this part, but
[13:28]
technically it needs to be two separate
actions.
[13:33]
So,
this just makes it faster.
[13:36]
So, this is a proposal to build a
self-storage facility, so that we have
[13:42]
to rezone it, and then we have to do a
conditional use permit to allow it in
[13:47]
that district.
Usually what we do in this situation is
[13:51]
we try to find the most restrictive
zoning that allows the use.
[13:55]
Uh we've done several of these
self-storage facilities where they
[13:59]
needed this same process. This is
nothing new.
[14:03]
Mayor Mike, I think you even went
through one of these on High Street.
[14:07]
Um
[14:10]
So, this property is owned by BDK Land
Holdings, which is the same company that
[14:14]
that's Weed Out.
Um we did a rezone for them for 706 East
[14:20]
Madison last year, maybe the year
before.
[14:23]
So, this is just an expansion of that.
[14:28]
» Didn't we just recently do a rezoning
on the back side of that block right
[14:33]
there
on the 708 side?
[14:35]
» So, it's 706, so it's this property
right here.
[14:39]
» Okay.
[14:41]
» That one was zoned from our
I'm sure residential was, but it was
[14:46]
residential to C3.
So, this will match that.
[14:50]
» Cuz they were going to build a garage or
have vehicles or something like that if
[14:53]
I remember right.
>> Yeah, and they're they're actually
[14:57]
working on that right now.
We're we're almost to that point where
[15:00]
it's going to be built.
So, this area is
[15:04]
commercial and industrial kind of mix is
probably more commercial than
[15:09]
industrial. However, there is a storage
facility across the street.
[15:12]
» All right.
>> Um so, this property is actually pretty
[15:16]
large, pretty expansive. It's about 5
acres. It goes all the way So, here's
[15:21]
the the business. It goes all the way up
here.
[15:24]
I think that's
perch.
[15:27]
No, it's not perch.
[15:31]
But, it goes up quite a ways.
Um
[15:35]
So, this is the most of like I said,
this is the most restrictive zoning that
[15:39]
allows this kind of use, but it's still
conditional use.
[15:43]
So, the existing shop building in the
southern portion was built in the '70s.
[15:47]
Um
I found out I don't think I even
[15:51]
reported this on the previous rezoning,
but this was affected by the 1998 flood.
[15:56]
Um but, the property is no longer in a
floodway.
[16:00]
So, it's now protected by
by the bypass levee.
[16:05]
» Yeah.
[16:08]
» Uh the comprehensive plan does have this
if it would load
[16:13]
as agriculture, but that's because when
we did the comprehensive plan um this
[16:19]
property was not being used for anything
other than it's actually vacant.
[16:24]
Uh so, we just left it as ag.
[16:31]
Uh there is a plan in There's a goal in
chapter 4 of the comp plan to try to
[16:36]
retain businesses and support their
expansion.
[16:39]
This is Basically, it's it's a little
different business, but it's owned by
[16:43]
the same It's just uh
the Kimmel's
[16:47]
uh plan to expand their operations.
>> Is this affiliated with the other
[16:52]
storage units across the street or
>> No, so it's a different competitor.
[16:57]
Okay.
[17:01]
This So, this is probably confusing,
too.
[17:04]
» Yeah.
>> So, it is just is this whole thing here?
[17:07]
» Okay.
>> To simplify things, you're actually
[17:11]
rezoning a portion of it from C-3 to
C-3.
[17:15]
» Okay.
>> So, we're just rezoning the entire
[17:17]
property
for the ease for legal certainty.
[17:21]
» So, the the So, it's one parcel that has
two two separate
[17:25]
» Yeah, right now it has two separate
zoning districts. Okay.
[17:29]
Which is unusual, but again, it was
trying to match the uses at the time.
[17:37]
And if it would hurry up and draw the
zoning districts there, you can see it.
[17:41]
So, again, we rezoned this
in the past to C3 as well. So, that
[17:47]
would make this whole
Assuming you approve this, make this
[17:50]
whole block here all C3 cuz the
the uh Pepco East is also in a C3
[17:58]
district as is Arc City Tire.
And then, of course, it is also C3
[18:03]
um where the Groves gas station and
propane places as well.
[18:10]
So, definitely compatible with that
neighborhood. So, this is Again, this is
[18:14]
the the building that's existing today.
That building that we were just talking
[18:19]
about is going to be over in here.
And again, it should be permitted
[18:24]
anytime.
>> Can I ask you a question? Sure.
[18:29]
Okay.
On that map, there was another parcel
[18:32]
behind that that was also zoned
agriculture. Is that the same owner? Is
[18:36]
that a different
>> That's a different owner. In fact,
[18:38]
that's the
city actually owns that property.
[18:43]
» Okay. Somewhere right in there is a
bunch of horses.
[18:47]
Will this rezoning impact whoever's
keeping horses there? And Okay. All
[18:53]
right.
>> Yeah, I think that's in here.
[18:56]
We cuz we've been leas- the city has
been leasing it to
[19:00]
the I I don't know if they're actively
putting horses in there, but that's
[19:05]
historically, it's been a horse pasture.
>> Okay.
[19:08]
» And on this ag is uh Bert Wilson.
And he farms it, actively farms it.
[19:19]
So, this is This is what the
This thing's driving me crazy today.
[19:23]
This is the area that we're talking
about. So, he's already got it cleared
[19:27]
where he's wanting to do this.
[19:32]
And this is just a little bit further in
G. That's Arc City Tire. This is the
[19:36]
storage units that's behind Arc City
Tire.
[19:40]
And well, and this is also storage unit.
[19:47]
So, again, I recommend that we do this
rezoning from Ag to C-3 is more
[19:52]
appropriate really anyways for this
neighborhood
[19:55]
and it certainly would be compatible
with the surrounding area.
[20:06]
Hang on.
I don't have a slide for you.
[20:11]
What's the name of the road again?
>> Yes, okay. I make a motion to close the
[20:15]
public hearing.
>> Second.
[20:19]
» Favor.
>> Aye.
[20:21]
» Oppose.
>> Aye.
[20:25]
» All right.
So, public hearing is closed. So, we
[20:28]
just need a motion to to rezone first
and then we're going to
[20:33]
talk about sewers. Okay.
>> Technically need two public hearings.
[20:36]
» Gotcha.
>> Okay. I I'd like to
[20:39]
uh
if the chair would recognize, I'd like
[20:41]
to make a motion to rezone 708 East
Madison from agricultural to a general
[20:48]
commercial district.
>> I second.
[20:55]
» It could be one or two reasons.
>> Roll call.
[20:59]
» Uh Chris Johnson.
>> Yes.
[21:03]
» Uh Travis Pearman.
>> Yes.
[21:05]
» Dwayne Eastman
[21:10]
» Did you hear that?
>> Yeah.
[21:12]
» All right, we don't have you very loud,
Dwayne.
[21:15]
Um
>> Well, I had a question, so I figured
[21:17]
that
[21:20]
» Uh Cody Richardson
>> Yes.
[21:23]
» And Dottie Smith
>> Yes.
[21:26]
» Okay.
[21:31]
» I'll move on to the next public hearing.
>> All right.
[21:33]
» I'll make a motion to open a public
hearing to consider advisability of
[21:37]
granting conditional use to the property
at 708 East Madison.
[21:53]
» Second the motion.
>> Now, you're the first to speak over
[21:56]
here.
[22:00]
» I second that.
>> I second.
[22:02]
» Oh, I thought Dottie said I
>> Oh, maybe she did.
[22:05]
» I just double-checked what I said.
>> You second?
[22:07]
» You seconded, Dottie.
>> Yep.
[22:10]
» All right.
[22:13]
Okay. You want to vote on that, sir?
>> Sure.
[22:16]
» Good.
>> Close the public hearing?
[22:19]
» Now, open the new one.
>> Oh, yeah.
[22:21]
» You need to vote. All in favor?
>> Aye.
[22:23]
» Aye.
>> There you go. There you go.
[22:24]
» All those opposed?
>> All right, so I'm just going to quickly
[22:28]
explain what we're doing here. Um
So
[22:32]
in SC3 district because now effectively
SC3 district Uh
[22:39]
a self-storage facility has to have a
conditional use permit.
[22:44]
Um and so we assign conditions to the
property
[22:48]
um based on
what what the use is going to be.
[22:53]
I just recommend that we put a condition
in there that it has to meet the
[22:59]
the requirements that are already in
zoning regulations for this kind of
[23:03]
facility.
Uh
[23:06]
talks about fencing, security, um
the doors generally are supposed to face
[23:12]
away from the right-of-way. Um
that sort of thing. Those are the kind
[23:16]
of standards that are
Uh from what I got from Brad, and you
[23:21]
can correct me if I'm wrong, um he's
going to be meeting
[23:25]
those standards.
Uh with that issue, so
[23:29]
Okay.
Yeah, you can assign other conditions if
[23:33]
you desire.
Um I can imagine what that would be.
[23:36]
That's fine.
>> Um Josh, will this be fenced?
[23:41]
» Yes, it will be. That's one of the
requirements. They will have to be
[23:45]
fenced.
And it has to be has to have security,
[23:49]
proper lighting, that sort of thing.
[24:01]
» Anything else?
>> I don't have anything else to discuss.
[24:04]
» Okay.
>> I move we close the public hearing.
[24:09]
» Second.
>> All in favor?
[24:12]
» Aye. Aye. Opposed?
>> All right. Public hearing closed.
[24:18]
Vote on this then.
>> Yes, sir. I'll make a motion.
[24:22]
» Get the system to keep rolling.
>> I I move that we grant the conditional
[24:27]
use permit for the self-storage facility
in the C-3 zoning. Um with the condition
[24:34]
that they must meet the requirements of
regulations in section 9-602.
[24:41]
» I second.
>> I thought he got it.
[24:47]
» Okay.
Uh Chris Johnson?
[24:50]
» Yes.
>> Travis Pearman?
[24:52]
» Yes.
>> Dwayne Eastman?
[24:59]
» Cody Richardson
>> Yes.
[25:02]
» And Addie Smith.
[25:13]
Yeah, I will just let you know that
there is going to be a meeting in
[25:17]
September.
Um, we have
[25:20]
we haven't had plats in like 2 years,
but we have two
[25:24]
on the agenda for for September.
One of them um is for
[25:30]
uh Casey's North.
They're splitting off a piece of the
[25:34]
property. Normally, that would just be a
lot split,
[25:38]
but we ran into a lot of problems
when they did title work.
[25:44]
And so we're doing some stuff with some
easements.
[25:47]
Um, we also discovered that part of
Skyline Road is
[25:51]
not properly dedicated as a road.
And so this would also fix that at the
[25:57]
same time.
So, we're cleaning up a lot of stuff by
[26:00]
doing it in the same platform.
The other one is for a property that's
[26:05]
at Spring Gates and Madison.
And this is a property they're splitting
[26:10]
into three pieces. They There's a house
on it.
[26:13]
Um, but it's a pretty good size property
they're splitting off into three so they
[26:16]
can sell off the other two pieces.
>> What What kind of property is it now?
[26:22]
» I'm sorry, what was that?
>> How large of a property is it now?
[26:27]
» Um,
um,
[26:30]
probably it's several acres. It's
probably four or five acres.
[26:34]
» Okay.
>> I don't have that in front of me, but
[26:38]
» Thanks.
[26:40]
» But yeah, those So, those will come
before you at the next meeting. I've got
[26:43]
all of the effective battle paperwork.
Now, we just obviously have to go
[26:47]
through the motions of making it a
public hearing and
[26:51]
and publication and stuff like that.
>> I'll be there.
[26:54]
» All I have.
>> And what day will that be, Josh?
[26:59]
» That will be on September 8th.
>> Okay, I'll be available.
[27:05]
» I'm sure Cody would appreciate that.
[27:09]
» It's a good time.
>> I won't be in Kansas,
[27:14]
but I'll be available on
>> Oh, well, that's what she's saying. So,
[27:17]
you know, you're not off the hook.
>> Okay.
[27:21]
» All right.
Yeah, we made it.
[27:24]
» Yeah.
[27:28]
» All right.
>> All right, Josh.
[27:30]
» Motion to adjourn.
>> Yeah.
[27:32]
» Second that.
>> Or for anybody.
[27:35]
» I second.
>> All right, we're out of here.
[27:38]
» All right.
>> All right, go home.
[27:43]
» We made it.
>> Yeah, we did.
[27:44]
» Good job.
>> I was in question there for a minute.
[27:51]
» Where is Springgate?
>> Oh, well, I guess we didn't answer that.
[27:55]
Um, it is at the
>> Oh, I see.
[27:57]
» Oh, okay.
>> Is that It's a kind of pretty run-down
[28:00]
house on the corner there, right?
[28:04]
» Yeah, it's Springgate. I second.
>> Exactly. So,
[28:07]
» Yeah, and there's a whole lot of covered
trees. It's kind of a nice spot there,
[28:10]
yeah.
>> I don't know all of what they're
[28:14]
planning to do
[28:17]
there, but I
