[5:15] moving on so she is appointed uh scheduled public meeting we have none uh
[5:21] just a reminder all public com need to be into the city clerk by Wednesday
[5:25] prior to the meeting public hearing none inductions in first reading we have none
[5:30] old business uh ordinance number 1476 an ordinance extending the corporate limits
[5:35] of city of Ashland Missouri by annexing unincorporated area directing the city
[5:40] clerk to give notice of the annexation Southern Boon School District staff
[5:45] report please uh Darren is out on vacation
[5:48] these are the second reads for a variety of ordinances that relate to the
[5:53] annexation replatting and ultimately the the future development of some property
[5:58] for the school district uh the parcels in question there's two of
[6:02] them uh a little over nine acres in total just directly north to the
[6:07] existing high school campus um item before you is to have the second read of
[6:12] that annexation so that we can move forward with the other follow on items
[6:16] okay any questions for staff I do have a question like are we
[6:22] getting anything in return from the school district like I I know like with
[6:26] like we're going to have more traffic down there are they doing like
[6:28] improvements to the road or like I mean uh so you don't have a site plan before
[6:33] you quite yet so that's when we would have triggers for for those types of
[6:37] things for a traffic study or anything as when they would come forward with a
[6:40] site plan for that expansion yeah I just think we should keep that on our list
[6:44] and I would like to see I mean if we're doing that expansion down there I know
[6:48] like parking is an issue down there and I know the road is like one way and like
[6:52] there's a lot of turn offs so I would like to just kind of keep that in the
[6:55] background as we move forward certainly sounds good any other questions for
[7:04] staff all right can I get a motion to approve ordinance number 1476 an
[7:09] ordinance extending the corporate corporate limits of the city of Ashlin
[7:13] Missouri by annexing unincorporate area directing the city clerk to give notice
[7:17] to the annexation Southern Bo School District I move Al woman Bell thank you
[7:23] can I have a second
[7:26] second Al Alman Wilson will or yeah Alman Wilson will'll take care of that
[7:30] thank you Alin vogart hi aln cobbert hi Alin Bell hi Al
[7:39] Wilson hi all right Ordinance one ordinance number
[7:46] 1477 ordinance approving Southern boom School District subdivision plot two
[7:50] staff report please again second reading this is for the minor subdivision to
[7:56] take those two Parcels that we just wrapped up the annexation on and
[7:59] consolidate them with the existing High School parcel making One Singular
[8:03] contiguous parcel any questions for
[8:09] staff all right here now can I have a motion approving ordinance number 1477
[8:14] and ordinance approving Southern Boon School District Subdivision plat two I
[8:19] move all one Bell thank you can I have a
[8:24] second Alman Cobert thank you Alman Wilson
[8:30] i al Bell I Allan Cobert I and Al Boart hi all right moving on ordinance number
[8:40] 1478 an ordinance to change the zoning from A1 to R1 for the southern Boon
[8:46] School District staff report please again second reading when a property is
[8:51] annexed it comes in as a there's been a request by the southern Boon School
[8:54] District to rezone to R1 R1 has uh as a conditional use the ability to build
[9:01] school campuses so that is the reason for their
[9:05] request is that a GU ask a silly question is that a St like a state law
[9:09] or something that they have to do that way that's just how our ordinance is set
[9:14] up okay all right any questions for staff all right can I have a motion
[9:20] approving ordance number 1478 and ordinance to change the zoning from A1
[9:26] to R1 for the southern Boon School District I moved a bell thank you can I
[9:33] have a second second second by Alan aloman
[9:39] cobbert sorry roll call vote Alan V Kart hi Al cobbert hi Arin Bell hi and Arin
[9:49] Wilson hi all right ordance number 1479 an ordinance
[9:56] approving a conditional use permit for southern boom School
[9:59] staff report please again second reading so as we just discussed with the rezone
[10:04] schools are permitted via conditional use in
[10:08] R1 um the school had an existing conditional use for the existing campus
[10:12] with the modification of that parcel this is a new conditional use permit to
[10:17] allow them to build this expansion
[10:21] okay any questions for staff all right I have a motion to
[10:27] approve ordinance number 1479 an ordinance approving the conditional use
[10:31] permit for southern boom School
[10:36] District so thank you Al Wilson can I have a
[10:41] second a second second by Al cart Al vogart hi Alan cart hi Aram Bell
[10:55] hi and alurn Wilson hi on to new business resolution
[11:04] 20243 a resolution a resolution of the board of
[11:09] alderman of Ash Missouri authorizing the mayor to execute a contract of documents
[11:14] with all clear pumping and Sewer as part of the Missouri DNR lead service line
[11:21] agreement migration program sorry can I have a staff report
[11:26] please uh the contract before you is with all clear pumping sewer they were
[11:30] the presumptive low bid when we bid out our lead service line mitigation RFP a
[11:35] number of months ago we've been working with DNR and all clear to get this
[11:39] contract down to what we needed to be for the purpose of this grant so before
[11:43] you have a contract for not to exceed amount of
[11:47] $250,000 uh with our grant and our loan from the DNR we'll be receiving $100,000
[11:52] in Grant and 150,000 um of a no interest loan uh this
[11:59] is a budgeted project as part of the water Capital Improvement plan for the
[12:03] current fiscal year and staff recommends approval of the contract so we can get
[12:07] this going um inventory is due by October of this year which there's still
[12:12] plenty of time to get that project done but that's the whole purpose for
[12:15] rescheduling as we want to get them started as quickly as possible on
[12:20] this any questions for
[12:26] f okay can I get a motion approve resolution
[12:31] 20243 a resolution of the board of aen of Ash Missouri authorizing the mayor to
[12:36] execute a contract document with all clear pumping and Sewer as part of the
[12:41] DNR lead service line migration grant program I'll move made by Al Bell have a
[12:48] second please second made by Alman Wilson Alman
[12:54] vogart I aan cobart hi Arin Bell hi and Al Wilson hi all right moving on
[13:05] resolution 2024 D31 a resolution of the board of Alman
[13:11] of Ash Missouri accepting the bid of Missouri petroleum products company for
[13:15] chip and seals Street reserving project staff report please uh thank you Mr
[13:21] Mayor members of the board before you this evening uh this resolution uh
[13:25] requesting uh acceptance of the uh joint bid that we participated in this year
[13:31] with uh the counties of Boon Callaway municipalities of fton New Mexico um as
[13:36] you may recall we discussed this during budget Pro budget planning uh sessions
[13:41] but U the purpose of this joint bid was to drive down unit pricing for all
[13:46] parties involved uh the bid was administered by uh boom County
[13:50] Purchasing Department uh those numbers have come in and uh the streets that we
[13:55] had submitted for consideration North Henry Clay Boulevard uh section of East
[13:59] Liberty Lane and celinda drive um the numbers for the bid based off of our
[14:07] approximate quantities leave us well within the allotted budget for this
[14:11] project uh we expect to expend approximately
[14:14] $58,000 with an 51,000 somewhere in the 50, 50,000 something I'm sorry I I don't
[14:21] have my both screens up right now and then uh with that we
[14:26] will uh we had budgeted approximately 75 ,000 for this
[14:31] project so it was the project cost is 50
[14:36] approximately $ 5,226 196 based off of the bid
[14:41] numbers okay any questions for
[14:47] James can I get a motion to approve resolution
[14:51] 20243 one a resolution of the board of Alman of Ash Missouri accepting the bid
[14:57] from Missouri petroleum products company for chip and seal re resurfacing
[15:02] project don't moved May by aln Bell can have a second
[15:08] please second made by Mr Wilson thank you Robin Wilson sorry Ain Wilson hi Arn
[15:25] bell aan bell hi sorry Al Cobert hi and alond art
[15:35] hi moving on uh finding report for Red Bud Lane traffic
[15:41] study uh thank you Mr Mayor uh before you seing we just wanted to brief the
[15:46] board and bring you up to speed as to the comings and goings of the traffic
[15:48] study for Redbud Lane as you're all well aware Redbud Lane uh has narrow width
[15:55] that is not within uh common uh guidelines or standards for two-way
[16:02] traffic um there's been some hesitancy by the general public for changing this
[16:08] road over to a one-way Street uh accordingly we contracted with kinger
[16:13] Associates from the uh approved on Call engineering roster to conduct a traffic
[16:18] study the initial traffic study report that came in
[16:24] uh was had some issues so we asked Clinger
[16:31] and Associates to revisit that uh study with a emphasis uh due to the angle of
[16:38] this intersection while the initial traffic counts showed that the majority
[16:41] of traffic is in fact eastbound the problem is when that
[16:46] traffic tries to turn right hand make a right-and turn onto Henry Clay Boulevard
[16:51] traveling south um the findings from the
[16:54] additional study actually just came in today and they confirmed what our
[16:58] suspicions were we'll continue to work with the engineering firm to uh nail
[17:03] down what the most appropriate path forward will be um but the issue the
[17:08] purpose of tonight was to bring the board up to speed and uh inform you what
[17:12] our plans were along with uh try beginning to schedule some public
[17:19] forum meetings to address this
[17:23] issue so Kyle do we need to go ahead do we need to table this till other
[17:29] findings or this isn't on here for action it's just for awareness
[17:35] um obviously with transitioning to a oneway it's not something we necessarily
[17:38] want to rush into but just bringing you guys up to speed that we do have a
[17:42] traffic study that suggests that it should be a oneway um we're still kind
[17:46] of looking at some of the data since we had initially anticipated that we would
[17:50] go One Way east to west um and unfortunately the data doesn't
[17:56] necessarily support that so we'll have to take a look at that or or try and
[17:59] gather some additional data um to see if any of that changes particularly over
[18:03] summer months with schools out being out but uh obviously not something that
[18:08] needs to be rushed into it will have to be done by ordinance so a minimum of two
[18:11] readings and we'll probably space those out not only across two meetings of the
[18:16] month but probably two separate months just to give some some more lead time
[18:20] there James will have to order some signage you know we really want to make
[18:25] sure that it's well advertised and folks are well educated that a oneway is
[18:30] coming and it will transition at some point
[18:34] um so that we're not you know catching anybody off guard with it if that's the
[18:38] desire of the board um so certainly here to answer any questions you might have
[18:43] but we're still plugging away at it we'll uh kind of draft up a tentative
[18:47] schedule of what we believe is probably appropriate to get it done and cause the
[18:52] least amount of conflict with the with the
[18:56] public with with that being said uh will we schedule public meetings at
[19:01] least two or three times um so what we had kind of
[19:05] discussed is probably you know doing a public open house out at you know Boon
[19:11] Corner perhaps just uh have some of the the traffic study data available
[19:16] potentially try and get one of the engineers down to speak to it um but
[19:21] really it's it's pretty cut and dry you know we've we've done our due diligence
[19:24] with the traffic study and have you know the engineered results that suggest that
[19:27] it should be a one way I think everybody knows that it should likely be a one way
[19:30] it's pretty narrow um so it's just a matter
[19:35] of pushing that forward in a slow and controlled
[19:39] fashion yeah just don't make sure make sure we
[19:42] don't schedule that on the hottest day you know I want to make sure
[19:46] everybody's comfortable out there any other questions for Kyle on on the
[19:51] findings of red B
[19:57] Lane all right moving on to reports uh mayor's report
[20:01] going keep it quick and simple uh flag poll looks nice up there guys I
[20:05] appreciate it uh Fall Fest is coming up in September make sure we mark your
[20:09] calendars for that Fourth of July is right around the corner um if we are
[20:15] going to do a float which we normally do we need to get the planning of that done
[20:19] quickly so we get a list of everybody that's going to be on the float and see
[20:23] how we're going to do that arrange that this year so I appreciate that that's my
[20:28] report sir moving City administrative report uh nothing really to report this
[20:34] evening thanks for being flexible and rescheduling like I said we were really
[20:37] hoping to get this lead service line agreement Inked and and out the door so
[20:41] we weren't waiting another two weeks to get approval on that um aside from that
[20:45] the intern John is doing some good work he's he's uh been working pretty hard
[20:50] over the last two weeks on some draft policies for some of the things that we
[20:53] discussed last meeting you know Park regulations and special event and parade
[20:57] permitting so he's made get some pretty good Headway on those he's going to
[21:01] present some initial findings for Parker EGS to the park board next week um so
[21:06] that they can kind of take it and mle it over and provide some feedback so we can
[21:09] continue to to work on forming that policy up and improving those park rules
[21:13] uh special event that's a little bit more of a a cumbersome project um trying
[21:18] to take our existing parade regulations and build those out to cover all special
[21:21] events not just parades um right now parade regulations are built into the
[21:26] traffic code so we might break goes out and put parade in Special Events maybe
[21:31] in their own chapter or as a subing subheading under parks and then just
[21:35] refer back to specific uh traffic enforcement type items that need to
[21:40] remain in the traffic code for ticketing purposes okay one other thing I need to
[21:44] add my report how's the baby uh baby is doing great the
[21:49] two-year-old is currently screaming in the background so uh probably need to go
[21:54] rescue mom as soon as we're done here well we'll wrap it up quick uh City
[21:58] attorney's report please no report thank you sir police chief report I see he's
[22:03] not on there so we received his report the other day right Darla yep report
[22:08] email got it board of Alman uh Alman Boart uh no report awoman
[22:16] cobart um yeah just want to report that I attended the first of two days of the
[22:20] Missouri municipal League elected official conference today in Columbia
[22:25] and it was uh very informative very well organized so I'm excited exed to wrap
[22:29] that up tomorrow um and then I'm just excited to be a liaison between Board of
[22:34] Alderman and um be on the Park Board as well thank you appreciate it Arn
[22:42] Bell she already signed off she had a a hard stop gotcha no problem and Alon
[22:48] Wilson no report all right can I get a motion any comments from public I see
[22:55] none motion to adjourn so moved by Mr Wilson all in
[23:03] favor I second and I I second and I thank you
[23:09] goart all right guys you have a good night cheers thanks
