Smart present. Mr. Larry Grant present.
[0:20]
Clerk treasurer Joanne
Bradwater not
[0:25]
present. and attorney Mallerie Redland
is not present.
[0:34]
Uh, does everybody have a chance to look
at the meetings uh minutes from the last
[0:38]
meeting? 56.
[0:43]
Yes. I'll make a motion we approve the
minutes from previous meeting and I'll
[0:47]
second. Have a motion, a second. All in
favor? I.
[0:57]
Uh, are there any citizens
petitions? Is that Can I speak? That's
[1:02]
you. Please state your name. Tony Crane.
And I I'm on behalf of my mother's
[1:08]
property and I I hope I'm going through
the proper channels of what I'm supposed
[1:12]
to be doing because I I talked to the
Mickey and her crew and I talked to
[1:17]
Larry, talked to Eric, and I I got all
the answers that I needed. Everybody was
[1:21]
cooperative. I appreciate everybody's
answers. They just weren't to my liking,
[1:25]
I guess. I'll put it that way. So, I'm
and I think I was told to come you guys
[1:30]
to uh appeal what I'm what I'm asking
for. My mother has two
[1:36]
water what I don't know water mains. One
is for her regular home and then she has
[1:41]
one for her just her sprinkling system.
And I'm just trying to over the last
[1:47]
three or four years I've kind of been
helping maintain her bills and taking
[1:50]
them. So I I wasn't real familiar with
what went on before, but I know the
[1:54]
previous two years for her. Let me try
back. What happens at the start of the
[1:59]
year, I think it's called long shrub.
They call us and they say, "You need to
[2:03]
have your water turned on. We're going
to come down blow your lines out." So I
[2:06]
called out the city. City right to work
order. They come down, turn the water on
[2:10]
for me. Then the next day, Long and Sh
comes and blows out. Um this past year
[2:15]
or this past time, they did it on right
at the end of the month, the end of
[2:21]
March, maybe in April sometime. I use
two gallons of water and they I'm
[2:26]
getting charged the minimum 68 bucks for
that. My my concern with that is my
[2:32]
mother's always already paying one
minimum with her house. The water is a
[2:37]
separate system. She's using two
gallons. This has never came up in the
[2:41]
in the past two or three years for me
when since I've been looking at this
[2:44]
because for some reason she gets her
water bill for this particular one. She
[2:48]
got in one month sum at the end like in
September is a $500 or $600 bill at that
[2:53]
time. So I'm not sure if she was charged
a minimum all that time. But what I'm
[2:58]
asking for is and I think honestly I
think she's probably the only property
[3:02]
in Attica. So we're not talking about a
lot of people. I think what I'm asking
[3:06]
is that if if in the
future you're going to read meters all
[3:11]
the time. I thought you know the
sprinkling starts at whatever I didn't
[3:14]
think they would read the meter. What is
it? June 1st for June, July, August.
[3:20]
Well, they take a read on when they go
turn it on. Okay. Um, and if that's the
[3:25]
case in the future, then I will make
sure that I don't have the people come
[3:29]
down from Lafayette to turn that on and
I have to turn on the water early
[3:32]
because I'm not even using it now. It's
just they call said we're setting up.
[3:35]
They they do mine and they do the
Harrison properties and that's I think
[3:39]
that's the only ones they do. So, I'm
kind of felt like I was at their mercy
[3:43]
that we're coming down. We need to do
it. Uh if if that has in the future if
[3:47]
that happens, I'll tell them I can't do
it now. I'm going have to turn the water
[3:50]
on later. You're going have to come down
and do it. What I'm asking for then is
[3:53]
that for this bill and my next bill,
which is obviously I'm not going to have
[3:56]
any water for that one either to to
those to those fees get waved. Um just
[4:01]
for those two things in the in the
future, I'll make sure that not not turn
[4:04]
it on. Um but like I said, she's going
to get charged $70 for two months of
[4:10]
using no water when she's already paying
a minimum on her on her own property.
[4:15]
Um, so I feel like she's she's paying
two
[4:18]
minimums.
Um, as far as the consumption goes, can
[4:23]
they cons convert her just to one meter?
Well, I was told when they set this up,
[4:28]
now I'm going by I'm trying to because,
you know, my dad's not here anymore to
[4:31]
tell me what was going on, but they said
don't do that because then you're you
[4:34]
don't pay sewer. I'm not paying. Is that
Does that make sense? I'm not paying It
[4:39]
does make sense. Okay. So that was at
that time when this set up it was like
[4:43]
you it's better to have two lines but
for June, July and August you don't pay
[4:47]
sewer extra on sewer
anyway because you get sprinkling
[4:52]
privileges. So they they estimate your
sewer for June, July and August. Am I am
[4:57]
I right about that Mickey? So it it's
it's moot point really well but for
[5:04]
those three months anyway. Well the bill
basically just it doesn't even have it
[5:07]
has water and tax. That's all I'm
getting charged for anyways. But it's
[5:11]
for two gallons of water, 70 bucks. I
just think that and I'm gonna get the
[5:15]
same thing next month. And I just like I
said, it's we're not talking a bunch of
[5:20]
people. I think we're probably talking
about one family. Um and I'm just going
[5:24]
to ask that to get waved for those two
months. And then I'm going to make sure
[5:27]
that next year that it it doesn't start
until if if you guys are going to read
[5:32]
me because I think even you mentioned to
me Larry um something about they don't
[5:36]
for sprinkling they don't read the
meters right now. Is it when you sent me
[5:41]
that text or sent that text to Kaylee
something about
[5:45]
Yeah. I don't remember exactly why you
said well if if you don't don't worry
[5:48]
about it till
June I'd had to pay back I'd had May
[5:52]
April and May in June. I mean, the clock
starts whenever you have it turned on,
[5:57]
okay, for
your minimum billing, whether you use it
[6:01]
or not. It's It's like I told you, if
you go rent a car, you're paying for it
[6:05]
even if it's parked in your driveway.
And it's kind of the same thing. But if
[6:09]
they're not reading the beavers, that's
what I'm You said something about they
[6:12]
don't read them until starting in June.
Now, that I don't know, but they it'll
[6:17]
be read monthly. If it's turned on, they
should go read it even even for
[6:21]
sprinkling. Yeah. Okay. Yep. because
they they don't the guys that are out
[6:27]
reading don't differentiate between
correct me if I'm wrong they don't
[6:30]
differentiate between this meter and
that meter to them it's just another
[6:35]
meter that's on their list to go read
okay and once it's active once it's
[6:40]
activated then when the um gun is ready
you know being ready for Zach or Chuck
[6:47]
or whoever to go out and read it pulls
in every active account so so I I
[6:53]
basically I triggered that by telling
you to turn it on. Yes. And I was
[6:56]
triggered by them telling me that turn
on. And like I said, I've done this in
[7:00]
the past and I've called down and I
turned it on. I've never had this in
[7:03]
before because I always got bill at the
end of the cycle. So maybe I was getting
[7:07]
charged. I just never knew it. But my my
point being is I I was unaware of it. I
[7:13]
if that's going to be what the case is
going forward, then I'll make sure and
[7:15]
not do it next year. And if I do, then
I'm it's under my I'll I'll have to pay
[7:21]
for it then. I kind of unaware of this.
And Tony, if there's a two listed there,
[7:27]
that meter would read in hundreds. Is
that correct?
[7:33]
WW2, is that what you're saying for the
code? When you keep saying two gallons
[7:37]
were used. Oh, I'm sorry. Yeah, it says
consumption two. Okay, that would be
[7:41]
200. Okay. Well, she I mean, basically,
they did they they she's got five cycles
[7:47]
and they turn them on and just watch the
cycle go through one time. So yeah, two
[7:52]
gallon may have been a lot more than
that. 200 gallon.
[7:57]
So I mean I because I think the minimum
is is
[8:01]
what 3,000 gallons.
[8:06]
So I just like I said my my point being
is she's she's getting charged I feel
[8:11]
like two minimums for one household. And
I
[8:15]
just if if not I'll I'll it's a lesson
learned and I'll I'll handle it next
[8:20]
year. But if you can accommodate that,
I'd appreciate it. How much is it, Tony?
[8:25]
Uh her bill this month is 6815 for um up
until April 16th. It it it says from
[8:33]
9:30 of 24, which is probably when we
have shut off 416 25. So I'm sure 516
[8:40]
I'm going to get another bill for that
same amount. And
[8:46]
I don't have a problem with it. I mean,
I just just, you know, I don't
[8:50]
necessarily have a problem with giving
me the credit just to next year, next
[8:55]
year, you'll know. Right. Well, I mean,
absolutely. And I mean, I it'll be on
[9:00]
the company that comes down and tells me
said, "Hey, we got to do it now and say,
[9:03]
I'm not going to do it." Right. Right.
You do it all when I turn the water on.
[9:06]
And so, I mean, I I'm okay with waving
at this time. If whatever you guys
[9:11]
think, what's your opinion? I'm I'm fine
with that, too.
[9:15]
Is that a motion? I'll make a motion.
I'll second. All in favor? I I
[9:22]
Okay. And I apologize for the the
trouble. Um but it is what it is. It's
[9:29]
kind of, you know, you got you got an
85y old mother, you know, kind of right
[9:33]
cracking at me a little bit and she just
says, "You jacked on that water bill?"
[9:38]
It's
like go back and be a hero now. She
[9:42]
probably didn't realize what she was
paying for either. You know, she's the
[9:46]
one kind of brought this to my
attention. She said, "I'm going I got
[9:49]
two here and I've got church 70 bucks."
I like I said, I plan on a fee
[9:53]
throughout the whole year, but I didn't
I didn't think it would be this early.
[9:55]
So, I appreciate the next two months and
I I'll I'll handle from now on and I'm
[10:00]
sorry about the trouble. No problem. No
problem at all. Thanks for coming
[10:04]
in. All right.
Okay. And Mickey, I think that's
[10:09]
automatically deducted and it's probably
too late for this month. So, I don't
[10:12]
know how you just let me know what's
easiest for you guys and I'll I'll
[10:15]
handle it. So, that way we have to
credit it over to something else. We can
[10:19]
or whatever. So,
I don't want to cause you guys any more
[10:22]
trouble. Yeah. Because it would have
been taken out today. Today, I noticed
[10:28]
today.
[10:33]
That's how I keep it from getting
disconnected.
[10:37]
That's so
it's so much easier to have it
[10:40]
automatically taken out. You looked at
you know what I'm talking about her line
[10:44]
as far is that a one inch line too by
the way for the sprinkling system. Not
[10:49]
for
sure because I think I'm sure it
[10:54]
probably is because of what the minimum
is. I mean the minimum is like 64 bucks.
[11:00]
So I I I I would want to make sure that
be three quarter, right? The uh well the
[11:05]
three quarters it cuts it down
considerably. Yeah, the three quarter
[11:08]
and 5/8 is like 20ome dollars and when
you jump to the one inch it's
[11:15]
$60 something. Does it make any
difference what this code is? I mean
[11:19]
does does that distinguish whether it's
a one inch line as opposed to something
[11:22]
else? It says like all my per says W1,
this says W2. Is that I think the W2 is
[11:30]
it's just a second water line. Yeah.
Okay. Well, I just I I would if it's not
[11:37]
too much trouble, somebody can look at
that to see if that is make sure that is
[11:40]
a one in line.
on.
[11:50]
Yeah, it took me a little studying to
figure out if you look at that ordinance
[11:55]
that that outlines how much the minimum
bill is for each one. It's a little bit
[12:01]
convoluted. The only thing I can figure
is is the larger, and correct me if I'm
[12:05]
wrong, the larger meter that you have,
the more capacity you have. So
[12:10]
therefore, you know, if you've got a a
business that's using a lot of water,
[12:16]
uh you're going to want that larger
meter. You don't want to be restricted.
[12:20]
Correct. And so if if if you're running
a I don't know, some place that a
[12:25]
restaurant that uses a lot of water, you
wouldn't want that 5/8 meter in there.
[12:31]
You'd want something larger, I guess.
[12:36]
Okay, we'll go ahead and move forward.
Uh department heads, Mr. Swank. I don't
[12:40]
have anything. Wow.
None at all. Nothing at all.
[12:47]
Okay. Chief Little is not here. Chief
Miller is not here. Uh I don't list any
[12:54]
unfinished business. We'll go ahead and
move on to utility
[13:01]
credits. One. Everything is correct. All
right. I'll make a motion we approve
[13:05]
utility credits. Oh, second. All in
favor? I I
[13:16]
payroll ledger.
Anything we could Mickey?
[13:21]
Anything? I'll make a motion we approve
payroll ledger. I'll second. Motion in a
[13:25]
second. All in favor? I I.
[13:31]
There are no disconnects tonight. Uh
claims. Has everybody had a chance to
[13:35]
look at claims? Yes. I'll make a motion.
And I'll second. Have a motion to
[13:41]
second. All in favor? I
[13:49]
And there is a second sheet here. I
should note that I guess
[13:55]
additional.
Yeah. Doesn't look like anything out of
[13:59]
the order. Fill that in without claims.
All right. Or do you want a second
[14:05]
motion? Is it
I think that's good.
[14:11]
You want to make a second? I'll make a
second motion. Yeah, let's go ahead and
[14:15]
just make sure we do our eyes. Okay. And
I'll second that. Have a motion and a
[14:19]
second to approve the additional
claims. And I call for
[14:27]
vote. I
[14:32]
I passes.
[14:36]
Uh, no
additional miscellaneous business to be
[14:41]
heard. Next meeting is Tuesday, June 3rd
at 5:00 p.m. We have a motion to
[14:46]
adjurnn. I'll make a motion to adjurnn
and I'll second. All in favor? I
[14:51]
adjourned.
