[0:11] - Bonsoir. Bienvenue à la séance
[0:16] ordinaire du conseil du 27 mars,
[0:20] 2023. Welcome to the regular
[0:25] meeting of the municipal council
[0:28] of March 27th, 2023. I will now
[0:31] ask the clerk to go ahead with
[0:36] the adoption and the agenda.
[0:39] - Adoption de l'ordre du jour de
[0:40] la séance ordinaire du du
[0:41] Conseil de la Ville de
[0:42] Beaconsfield du 27 mars 2023
[0:44] avec la modification suivante.
[0:47] Ajout du point 90,1 Affaires
[0:49] nouvelles. Octroi du contrat TPS
[0:52] mais le 23 tiret 0 cinq,
[0:56] concernant un camion
[0:57] (---)
[0:58] qu'on Lunney au plus bas
[0:59] soumissionnaire conforme, soit
[1:00] les équipements
[1:01] (---)
[1:02] pour, la somme de 828378 dollars
[1:04] et 75 cennes, taxes incluses.
[1:08] - Je propose.
[1:10] - En faveur.
[1:16] - Comme le commandant n'est pas
[1:21] avec nous ce soir, et qu'on n'a
[1:23] pas de commentaires à vous
[1:25] donner, nous allons passer à la
[1:28] période de questions. Alors,...
[1:32] command and from -- its met with
[1:33] us this evening. And we don't
[1:37] have any comments from him to
[1:41] communicate to you. So we will
[1:45] go directly into the question
[1:47] period. I will start with the
[1:50] written questions that we got.
[1:55] First Mr. Derek pounce, -- is --
[2:04] his subject is the agenda of
[2:07] item 60.3 on the agenda this
[2:08] evening. Please explain the
[2:12] project regarding the
[2:13] acquisition of documents for the
[2:15] Beaconsfield library.
[2:19] - Le ministère de la Culture et
[2:21] des Communications...
[2:54] Richard foncière uniformiser.
[3:50] Where the years 23 and 24. And
[3:53] here are the estimated amounts.
[3:58] 2023 $116,313. And 2020,
[4:03] $416,401. The next question
[4:09] comes from Mr. Tom Laval. From
[4:13] Tilson. And it is regarding the
[4:16] learning bowling club. Why are
[4:20] we giving the long balloon Club
[4:21] money when they have over
[4:24] $35,000 in their bank account?
[4:26] They have no capital expenditure
[4:30] projects membership has
[4:32] retracted dramatically -- and
[4:35] their sponsorship program is
[4:38] very successful. Well I have to
[4:43] tell you that the city
[4:45] subsidized is a small portion of
[4:48] the lawn bowling clubs
[4:50] maintenance costs as the club
[4:52] was responsible for cutting the
[4:55] grass and the maintenance of the
[4:58] greens. Other city owned
[5:00] facilities are maintained by
[5:02] city employees, and like the
[5:06] laundry mulling the club. We
[5:07] have had this agreement with the
[5:09] lawn bowling club for many
[5:12] years. La prochaine question de
[5:17] madame Morency lente... le
[5:21] sujet, c'est le nombre croissant
[5:23] de piscine privée. Alors que
[5:26] l'eau est un enjeu majeur à
[5:29] travers le monde, et que nous
[5:31] sommes invités, à chaque été, à
[5:34] l'économiser dans nos maisons et
[5:35] nos jardins, la Ville continue
[5:38] de livrer des permis pour des
[5:40] piscines qui entraînent
[5:42] l'abattage d'arbres et d'autres
[5:43] végétation. Cela me semble
[5:47] incohérent et contraire à des
[5:49] pratiques saines pour notre
[5:51] environnement. Je ne comprends
[5:53] pas et j'aimerais savoir comment
[5:54] la Ville justifie ses pratiques,
[5:57] qui ne sont plus de mise dans
[5:59] l'urgence climatique que nous
[6:00] vivons. Madame, premièrement, je
[6:05] veux vous remercier de notre
[6:08] part pour vos préoccupations.
[6:12] Nous respectons vos motivations,
[6:14] mais par contre, l'interdiction
[6:16] de piscine privée n'est pas dans
[6:18] les plans de la Ville. La
[6:24] prochaine question vient de...
[6:29] c'est une série de questions. Ça
[6:32] vient de Nicole Colorado. Nicole
[6:35] qui est... Cole is a Toronto
[6:39] resident. And Nicole has several
[6:43] questions regarding certain
[6:44] items on the agenda. There are
[6:48] so many questions that we will
[6:50] refer your questions to the
[6:52] urban planning department as
[6:54] well as the culture and leisure
[6:56] department for follow-up. We
[6:58] kindly ask you that if you have
[7:00] other questions, please contact
[7:04] directly in full at
[7:08] Beaconsfield.ca. Your questions
[7:10] will be transferred into the
[7:13] appropriate department. Thank
[7:15] you. And we now go to the
[7:22] questions from the floor.
[7:57] What the developer actually
[7:58] wants to do. And I notice
[8:01] through reading through it that
[8:04] he is running over our maximum
[8:12] and minimum setbacks. On just
[8:15] about everything. He wants to be
[8:17] able to put the number of
[8:20] dwellings on the plaza to the
[8:23] maximum he can possibly get. And
[8:25] I am just asking of Council if
[8:28] they are going to actually allow
[8:30] that. Because some of the
[8:32] setbacks that he he is
[8:33] suggesting in this document are
[8:38] very very small setbacks.
[8:41] >> Well I don't want to
[8:45] anticipate a vote from the
[8:46] Councillors this evening. But I
[8:47] can assure you that the items on
[8:49] the agenda will not be accepted.
[8:52] >> Thank you.
[8:53] >> And we are strongly
[8:57] encouraging the developer to
[9:01] communicate with the residents
[9:03] of. And try to explain his
[9:08] project, explain his ideas to
[9:12] the residents in the area. It is
[9:14] up to him. But we certainly
[9:17] strongly encourage him to do
[9:18] that.
[9:19] >> Thank you for that because we
[9:21] are well aware that he has not
[9:25] communicated with, as far as we
[9:27] know, with any of the residents
[9:28] at all.
[9:29] >> Thank you.
[9:30] >> Okay.
[9:45] - Bonjour à tout le conseil.
[9:48] Avant de poser des questions...
[9:50] (inaudible)
[9:51] pourriez-vous vous identifier.
[9:52] - Oui, Michel.
[9:54] - C'est...
[9:55] (inaudible)
[9:56] Michel, rue beau repère.
[9:59] - Alors, avant de poser la
[10:00] question, j'aimerais adresser au
[10:02] Conseil ce que je crois est
[10:04] nécessaire de vous donnez...
[10:06] vous donner des félicitations.
[10:09] Pour la rapidité que... pour
[10:12] réagir à un règlement ou une loi
[10:14] qui a été votée au princière le
[10:15] pour ce qui est des Airbnb. Ce
[10:19] que je comprends. J'étais pas
[10:21] là, mardi ou mercredi, là, mais
[10:23] ce que je comprends, c'est que
[10:24] vous avez rapidement réagi. À un
[10:27] règlement ou une loi qui vient
[10:28] d'être votée et qui permettait
[10:31] la généralisation des Airbnb et
[10:34] quand je regardais l'ordre du
[10:35] jour, c'était comme secteur par
[10:38] secteur. Je sais pas... c'était
[10:41] pas bloqué mais, en tout cas,
[10:43] c'est... il fallait passer avant
[10:45] une certaine date, donc
[10:46] félicitations, là, ça a été
[10:48] rapide et je crois, efficace. Je
[10:50] vous donne des fleurs, quand ils
[10:51] viennent. Ça fait que...
[10:53] - Merci.
[10:54] - Dans ce cas-ci, je crois que
[10:55] ça s'est bien passé. Je sais pas
[10:56] si vous avez des commentaires
[10:57] là-dessus.
[10:58] - Non. C'est vrai qu'on a fait
[11:01] réellement
[11:02] (---)
[11:03] . Et on a identifié quelques
[11:05] secteurs où ça pourrait, Airbnb,
[11:11] ce serait acceptable. Mais ils
[11:13] sont très peu de secteurs. Et
[11:18] nous allons vu 100, comment
[11:20] vérifier. Il y a toute une
[11:22] procédure, de toute façon, qui
[11:23] doit être suivie. Pour avoir des
[11:26] permis. Pour avoir la permission
[11:30] d'avoir un Airbnb. Alors on, va
[11:32] s'assurer que les gens qui, dans
[11:36] les territoires où c'est permis,
[11:40] de suivre la procédure comme il
[11:42] faut. S'ils ne le font, pas et
[11:43] ne seront pas illégales, alors
[11:45] on va certainement surveiller
[11:47] ça.
[11:48] - Est-ce que le cas particulier
[11:50] des résidence principale est
[11:52] permis pareil? J'ai cru
[11:53] comprendre que les résidences
[11:54] principales, on pouvait le
[11:57] passer à Airbnb. C'était des
[11:59] résidences...
[12:00] - Si vous êtes dans la zone
[12:02] qu'on a identifié comme étant
[12:04] une zone où c'est permis,
[12:06] c'est...
[12:07] - C'est beau. Fin de l'item.
[12:09] Mais merci. Le deuxième, c'est
[12:12] encore une question, c'est un
[12:13] suivi. Il y a un mois ou deux,
[12:15] je suis venu ici, à cette
[12:17] assemblée, et je vous ai demandé
[12:19] une information, et je pense que
[12:20] vous avez fait la passe au
[12:23] directeur général qui devait me
[12:24] revenir, mais j'ai jamais eu de
[12:25] réponse. J'ai posé une question
[12:26] qui était: quelle est la
[12:28] proportion des cols blancs qui
[12:31] utilisent la politique aire H-8,
[12:34] de travail, c'est-à-dire, je
[12:35] sais pas, est-ce que c'est le
[12:37] cas des employés, la moitié des
[12:39] employés, les trois quarts des
[12:40] employés? Qui s'absentent deux,
[12:41] trois jours par semaine pour
[12:43] travailler de la maison? C'était
[12:44] ça, ma question. Je pense pas
[12:46] que vous ayez la réponse tout de
[12:47] suite, la, à moins que vous ne
[12:49] légués collecter et nous n'légué
[12:51] pas communiquer.
[12:52] - J'imagine que c'est de la
[12:53] séance où j'étais absent où
[12:55] j'étais remplacé par mon
[12:56] collègue...
[12:57] - Ça, je peux pas...
[12:58] - J'en ai pas entendu parler. Je
[13:00] suis désolé si on a raté ça,
[13:02] mais j'ai vérifié avec nous, si
[13:05] on est en mesure de vous
[13:06] revenir, mais on a déposé un
[13:08] rapport au Conseil, à l'automne.
[13:10] En fait, en décembre, qui
[13:13] mentionne le télétravail, c'est
[13:15] un peu théorique, parce que
[13:17] chacun ne remplit pas que chaque
[13:19] jour le travail, mais chaque
[13:21] employé à exprimer les moments
[13:23] où il voulait faire du
[13:25] télétravail, et ça les met dans
[13:27] un registre ou un calcul
[13:29] théorique. Sur les économies des
[13:30] gaz à effet de serre qui
[13:33] équivalent au gaz carbone, qui
[13:35] ne serait pas émis. Mais
[13:37] peut-être que, ça, ce serait
[13:38] d'intérêt pour vous. Je peux
[13:40] peut-être demander à Nathalie de
[13:42] l'envoyer, ça a été déposé au
[13:44] conseil. Saisi d'autres
[13:45] questions, bien, vous pouvez
[13:46] m'écrire, ça va me faire plaisir
[13:47] d'essayer de compléter ce qu'il
[13:49] ne serait pas... il faut
[13:53] comprendre la période de
[13:54] janvier, février, mars, c'est
[13:55] une période plus propice pour le
[13:59] télétravail pour les employés
[14:00] cols blancs, cadre. Dès qu'on a
[14:02] rive en avril, jusqu'en
[14:04] décembre, c'est Palmer moins
[14:06] évident que du télétravail. Je
[14:08] dis pas qu'il n'y en a pas, mais
[14:09] c'est beaucoup plus limité. Les
[14:11] inspecteurs sont sur place. Il y
[14:12] a toujours des constructions qui
[14:14] sont débutés. Donc, les
[14:16] inspecteurs sont sur place
[14:17] aussi. Et donc, quand les
[14:18] inspecteurs sont se place, les
[14:20] superviseurs ne sont aussi,
[14:21] etc.. Donc, tout découle de ça.
[14:23] Hiver, c'est un peu vrai.
[14:24] Janvier, février, mars, plus
[14:27] disponible. Le reste de l'année,
[14:28] il n'y en a un peu. Mais c'est
[14:30] beaucoup moins répandu.
[14:33] - Même le registraire à mon
[14:35] rassurer, je suis sûr. Donc,
[14:38] pour m'envoyer ça... au hockey.
[14:44] Questions... In a recent article
[14:53] from left praise. The journalist
[14:56] said appropriate Tory meetings
[14:57] should be made public, to reveal
[15:00] the debates and opinions of the
[15:01] councillors. He set some limits,
[15:05] but this is the core of his
[15:07] argument. I sent this article to
[15:10] all be elected councillors, and
[15:17] the Mayor, and asked this
[15:19] question. As a citizen and
[15:22] taxpayer of Beaconsfield, I'm
[15:24] asking each one of you, what is
[15:27] your position about either
[15:29] abolishing the proprietary
[15:31] meeting, or making public the
[15:33] issues discussed in caucus,
[15:35] through the production of
[15:36] minutes. So far, I received one
[15:40] answer from the Councillor, who
[15:44] already said his opinion about
[15:45] this. My question here today, is
[15:49] what is your position, ideally,
[15:52] of each councillor about this
[15:58] idea
[15:59] - C'est proposed by this
[16:00] journalist?
[16:01] >> It wasn't
[16:02] Un article dans La Presse?
[16:03] - Oui.
[16:04] - En français?
[16:05] - Oui. Mais je voulais envoyer
[16:06] avec traduction en anglais.
[16:07] - Je vais vous répondre en
[16:08] français.
[16:09] - Ça me dérange. Pas mais je
[16:10] vous les envoyer en anglais,
[16:11] aussi. La traduction.
[16:12] - Je comprends. Mais je pense
[16:13] que vous avez émis l'opinion
[16:14] d'un conseiller.
[16:15] - D'un journaliste. C'est un
[16:16] journaliste.
[16:17] - O.K..
[16:18] - Un conseiller sur ce sujet-là.
[16:21] Le reste du conseil n'est pas
[16:23] d'accord. Alors, nous allons
[16:25] continuer.
[16:26] - Vous parlez au nom de tout le
[16:27] monde.
[16:28] - Oui, je peux parler au nom de
[16:29] tout le monde. Je suis certain
[16:31] que les autres, ils sont très
[16:32] heureux que je parle en leur
[16:34] nom. Alors, c'est non.
[16:38] - Avez-vous vu, un peu,
[16:40] d'historique avec...
[16:41] - Ces noms, ces noms, ces noms.
[16:45] Merci pour la transparence.
[16:58] Good evening, I'm Boris
[17:00] skylines, Kate 11 Ferry Drive. I
[17:02] had to question, but one appears
[17:03] to be answered. The question was
[17:10] regarding the refurbishing --
[17:16] and the City website, here is
[17:22] the proposal from January. It is
[17:26] also the proposal that is right
[17:28] now for the vote, and they kind
[17:30] of comparative what is exactly
[17:31] the difference between two
[17:32] proposals, and there is hardly
[17:35] any worth mentioning, the kind
[17:37] of moving something by metre or
[17:39] a metre and a half here and
[17:40] there, the only difference that
[17:43] can be noticed, is that they
[17:46] reduced slightly the height from
[17:48] 16 and a half metres, to 13 and
[17:50] a half, but that still 35% over
[17:54] the limit for this. So anyway, I
[17:57] believe you already answered it.
[17:59] And the other question is, is a
[18:02] kind of anticipatory nature. It
[18:05] came to my attention that
[18:07] there's a big construction going
[18:09] north of 40 and west of St.
[18:12] Charles and there's some
[18:14] warehouses being built. And the
[18:15] people whose properties are
[18:20] facing, they're complaining that
[18:23] finding damage to the
[18:24] foundation, because the machine
[18:25] are being used, they're also
[18:27] driving some piles of the
[18:28] ground, and so on. So,
[18:33] apparently some one or two of
[18:35] the citizens of the West Island,
[18:37] I'm not sure whether it's DDO,
[18:40] or maybe Pointe-Claire, in
[18:43] anticipation of potential
[18:45] situations like that, they would
[18:47] send the inspectors to survey
[18:50] the foundation condition of the
[18:52] buildings around the
[18:53] construction site, so in the
[18:54] case that there is some damage
[18:56] to the construction, it would be
[18:58] possible to whatever, asked the
[19:01] contractor for damages and so
[19:02] on. So, my question is, where
[19:06] the Council consider something
[19:07] like that? Or, at least advising
[19:13] residents to survey, somehow,
[19:16] the subterranean structure of
[19:17] the house, in case of damage to
[19:20] the construction of, let's say
[19:24] anything else in the future,
[19:25] that there might be some legal
[19:26] recourse.
[19:28] >> Yeah, it sounds like all of
[19:30] this is related to the ramp. I
[19:33] think the construction of the
[19:34] ramp --
[19:36] >> No, it's not the construction
[19:37] of the ramp, it's north of the
[19:39] ramp align. There's a huge lot
[19:41] north of 40, and west of St.
[19:43] Charles.
[19:44] >> What is being constructed?
[19:45] >> I think it's called
[19:47] Roosevelt, the company that is
[19:48] doing that. Some warehouse,
[19:51] something like that.
[19:52] >> Industrial park --
[19:54] >> Industrial park, yeah.
[19:55] [Inaudible]
[20:00] >> No, it's not about them,
[20:02] they're doing whatever they want
[20:03] to do. The question is about,
[20:07] how to protect people who are
[20:11] facing that, from suffering some
[20:14] damage for their properties.
[20:15] >> I would ask Mr. bio to
[20:16] answer. Can't tell specifically
[20:22] to one project that you
[20:23] referring to. Depending on the
[20:27] type of projects, or the kind of
[20:29] digging, dynamiting, for the
[20:34] vibrations that are gonna create
[20:35] with the tools. Some projects,
[20:39] we do include the fact that
[20:42] inspectors have to monitor the
[20:45] property before the work starts,
[20:48] this is video of each property,
[20:50] and some we go inside, so the
[20:54] type of projects, I know we did
[20:56] somewhat infrastructures, I'm
[20:57] not sure if that would apply for
[20:59] them, but we'd have to verify
[21:01] for the technical department
[21:04] that something that does exist
[21:06] already. It's a good practice,
[21:08] depending on the project, I'm
[21:09] not sure implies. I took some
[21:12] notes, and we can consider that
[21:14] for the future. And in formula
[21:17] if that's gonna happen, or is
[21:18] not gonna happen. If people
[21:20] could also make their own
[21:24] videos. Normally it's a third
[21:25] party that does this then
[21:27] afterward, we can determine if
[21:29] there is a new crack, where was
[21:31] that crack there? When are we
[21:33] damaged, or are we not. You
[21:36] don't talk about.
[21:37] >> Okay, very good. Thank you.
[21:39] >> Thank you.
[21:48] >> Good evening, and my name is
[21:50] David whirl, I'm also a resident
[21:52] on Fairway Drive. I think one of
[21:56] the things, the message I want
[21:57] to get across tonight, is the
[22:00] sense of concern, that we all
[22:02] have, for what is about to
[22:05] transpire, maybe on the plaza.
[22:09] Again, you brought a very good
[22:11] point, with foundation damage, I
[22:15] work in the construction
[22:17] business and a lot of times,
[22:19] there are inspections done prior
[22:21] to work being done in the area,
[22:24] in order to establish whether
[22:26] not someone's gonna make a claim
[22:28] against the building, or use it
[22:30] as a tool, to improve their own
[22:33] house. So I think, like you
[22:37] mentioned, there is very few
[22:40] changes in the recent proposal,
[22:45] and we're always wondering, as
[22:48] to what's gonna tip the scale of
[22:49] yes go ahead, or whatnot. So
[22:54] that's again, as a resident
[22:56] close by two L plaza we all have
[23:02] concerns as to what the
[23:04] developers actually planning,
[23:05] and I don't want to use the
[23:06] words, what we're able to get
[23:08] away with. But at what point the
[23:11] cities can put their foot down
[23:12] and say, no, you can't do this.
[23:16] And also, as somebody else
[23:17] mentioned, we haven't heard
[23:18] anything from the developer, as
[23:20] to the intent of what he wants
[23:23] to do. And I think that is
[23:25] really paramount, in our
[23:28] neighbourhood, of what should be
[23:31] done.
[23:33] >> Well, yeah, I said it before
[23:41] two misses -- a repeat, again we
[23:43] strongly encourage the
[23:45] developer, to get together with
[23:49] the residents of the
[23:51] neighbourhood, and to listen to
[23:54] their feedback, so what their
[23:56] concerns are. And hopefully he
[23:59] can address those concerns
[24:02] within the project that he wants
[24:03] to put together. As far as we're
[24:05] concerned, we're not going back
[24:07] to him to tell him what to do.
[24:09] He has to come to us, and based
[24:11] on what he submits, and we
[24:13] either say no or yes. So, it's
[24:19] not up to Council or the City,
[24:22] to actually do is project, and
[24:26] suggests what project you should
[24:27] be doing. He has to come to us
[24:29] with his project. But in the
[24:31] meantime, I certainly strongly,
[24:33] and I hope the developers
[24:36] listening to us, because he
[24:38] should be spending a lot of time
[24:40] with the residents in the
[24:42] neighbourhood, explaining what
[24:44] he wants to do, answering
[24:46] questions, listening to
[24:50] concerns, and I've seen it done
[24:51] before with other developers in
[24:54] the city. And the projects and
[24:57] ended up being very successful
[24:59] projects, because the developer
[25:02] did listen to the residents, and
[25:06] the neighbourhood, and just of
[25:08] the project accordingly. So
[25:10] again, I strongly encourage that
[25:13] developer to do the same thing.
[25:16] [Applause]
[25:20] Any other questions?
[25:24] >> Hi, Matt bug, resident of
[25:28] Crestwood, and begin Hill, a
[25:30] newly appointed treasurer of the
[25:31] beacon pool. Two things I wanted
[25:36] to mention, as a resident of the
[25:39] beacon, how I know that the
[25:41] construction is starting very
[25:43] shortly, so excited to see the
[25:46] community he's gonna come
[25:47] together the new community
[25:48] centre that. Second thing is. On
[25:52] behalf of the board, we're
[25:55] looking for a to move working
[25:56] with the city, with the
[25:58] construction project that's
[25:59] gonna be happening right next to
[26:01] us summer. Hopefully we can work
[26:04] together to minimize any
[26:06] disruptions, to the pool, and I
[26:08] think first and foremost,
[26:10] maintain a safe safety of the
[26:11] uses of the pool and in the
[26:13] community. So I just wanted to
[26:14] come and open a dialogue,
[26:16] introduce myself, and say that
[26:18] the board is looking forward to
[26:19] working with the council in the
[26:21] city, to make this project goes
[26:23] smoothly as possible, obviously
[26:25] there's gonna be some hiccups
[26:26] along the way, nothing ever goes
[26:28] as planned with these projects,
[26:30] but we want to work with the
[26:31] City for this project, and in
[26:33] the future as well so open the
[26:36] dialogue.
[26:38] >> Thank you very much, we
[26:39] appreciate your work. But I'll
[26:42] ask Mr. below, to perhaps
[26:43] reassure you a little bit, about
[26:45] how things are gonna get done,
[26:48] so we will try to certainly
[26:51] rests respect the presidents in
[26:52] the area.
[26:53] >> Thank you, and thank you for
[26:55] showing your concern, and we do
[26:56] share the same concerns.
[26:58] Obviously, safety is a priority
[27:00] when we do projects, and yes,
[27:02] there could be some hiccups. We
[27:04] did discuss her team level, you
[27:10] know the pool being closed, and
[27:11] there should be investigation
[27:12] measures to make sure the safety
[27:14] is there. I encourage you to
[27:16] talk with recreation, and Amelia
[27:19] Côté, and she's gonna be the one
[27:21] handling with you guys, and she
[27:24] could go to the public works,
[27:26] the technical services
[27:27] department, and see if there's
[27:29] anything that should be looked
[27:30] at, to fix anything that's not
[27:32] quite properly, hopefully
[27:34] doesn't happen but we end case
[27:36] would be that she's the best
[27:38] person to talk with, and also as
[27:43] what's coming up, we have the
[27:45] the demolition of the chalet. At
[27:55] this point, will be promoting or
[27:56] reforming the residents, it's a
[28:01] good time to start a project,
[28:09] -- hopefully everything's gonna
[28:13] go well.
[28:14] >> Great, we look for to
[28:15] collaborating with you guys over
[28:16] the summer on that.
[28:18] >> Thank you.
[28:20] >> Congratulations on your
[28:21] nomination's treasurer.
[28:22] >> Thank you.
[28:24] >> Any other questions? If not,
[28:30] I would like to cover an item
[28:33] which normally and cover 70.1,
[28:37] Rapport du which is about the
[28:38] maire sur
[28:39] [Speaking non-English]
[28:40] Les décisions prises. But as I
[28:42] know, the many people do leave
[28:44] right after the question period,
[28:46] I will try to cover it now. And
[28:49] La it's --
[28:50] [Speaking non-English]
[28:51] Consultation prébudgétaires
[28:52] 2024. That is being done now, or
[28:56] will be done by Montréal.
[29:03] Consultations prébudgétaires...
[29:07] it's a
[29:08] [Speaking French]
[29:09] , That will cover mostly the
[29:12] City of Montréal budget, but
[29:14] also we have questions, it's an
[29:18] opportunity for the
[29:19] conglomeration, emerging
[29:21] municipalities to input into,
[29:25] the pre-budget consultation,
[29:29] that is gonna be carried. So if
[29:30] you want to participate, and
[29:36] Consultation. The first they,
[29:40] Une séance publique. Is gonna be
[29:43] a public sounds. And on
[29:44] Wednesday, 29th of March, from
[29:51] 18 to 21 hour,. And it's that
[29:54] the Saudi can say to dead of him
[29:58] again. And that is also gonna be
[30:01] web costing about session. That
[30:03] session is going to be simply to
[30:08] set the scene, put in place the
[30:15] stash necessary, to be able to.
[30:16] Continue the consultation et il
[30:20] y aura, and un sondage qui there
[30:23] will be -- sera
[30:25] Disponible à partir du 22 mars
[30:29] au 6 avril, qui est de répondre
[30:32] aux sondage en ligne. Alors,
[30:36] soit que vous fassiez des
[30:39] réponses en ligne à ce sondage
[30:40] là ou que vous déposiez un
[30:45] mémoire ou une opinion par
[30:48] courriel, boîte postale ou en
[30:51] personne au service du greffe de
[30:53] la Ville de Montréal. And there
[30:57] will be more sessions, on
[31:00] Tuesday,
[31:07] April 25th from -- now will be
[31:09] again in public. We will show up
[31:14] in person, and that's how they
[31:17] can say. And again, from 18
[31:21] hour, 21 hour the same day, --
[31:29] it'll be by video conference,
[31:32] and so to be on the 4th of May.
[31:36] If you want to, deposit among
[31:46] law Lors des. -- séances... lors
[31:49] de ces séances... you have to,
[31:55] do it online, or by telephone at
[31:58] 5148 72, La date limite
[32:05] d'inscription... 3000, -- the
[32:12] 18th of April 2023 5:00. So I
[32:18] strongly recommend and suggest
[32:20] residents, certainly in
[32:22] Beaconsfield, or other major
[32:24] municipalities, to participate.
[32:27] If we don't participate, then
[32:30] don't complain but the high
[32:32] taxes, because this is an
[32:35] opportunity to have a say if you
[32:37] don't have to say than you gonna
[32:39] have to put up with high taxes.
[32:45] >> I have a question.
[32:55] Je regarde ça, les documents des
[32:57] consultations, à la question de
[32:58] la ville, c'est pas tout à fait
[33:00] nous ont. Nous, c'est
[33:02] l'agglomération. Au sujet de
[33:03] l'agglomération, les gens
[33:05] informations fournies dans ce
[33:06] document, ça réfère à s'il y
[33:08] aurait des pouvoirs que l'on
[33:10] pourrait transférer de
[33:12] l'agglomération vers les villes.
[33:16] J'étais surpris que ce soit ça,
[33:17] la seule portée de la
[33:19] documentation parce que, d'après
[33:20] moi, si c'est un document
[33:23] budgétaire, il devrait aussi
[33:25] parler des taxes. Donc, ma
[33:28] question, à vous, à ce sujet-là,
[33:30] là, c'est: quelle est la portée
[33:32] de ce que l'on peut questionner
[33:35] dans un mémoire parce que, la,
[33:36] est-ce qu'on peut aller vers les
[33:38] taxes? Parce que ce n'est pas la
[33:40] question de prendre plus de
[33:42] pouvoirs, là. Avec les mêmes
[33:43] pouvoirs, on a 37% de plus de
[33:45] taxes qu'il y a 4 ans.
[33:47] - Bon, premièrement, vous
[33:49] soulevez prend plus de pouvoirs,
[33:50] mais ils espèrent que les taxes
[33:52] vont baisser, là en, même temps.
[33:54] Mais, écoutez, ce n'est pas la
[33:56] question qui est importante.
[33:58] C'est la réponse. Alors, vous
[34:01] pouvez aller avec la réponse que
[34:03] vous croyez qui serait la bonne
[34:05] réponse pour la Clément ration.
[34:08] Autrement dit, si vous croyez
[34:12] que vous parlez des taxes, de la
[34:15] façon que les taxes sont, tout
[34:16] ça, moi, je vous dirais:
[34:18] allez-y.
[34:20] - Je suis sûr que vous êtes
[34:21] d'accord.
[34:22] - Allez-y d', à votre mémoire.
[34:23] C'est pour ça que je dis que
[34:24] c'est la réponse qui est
[34:25] importante. Alors, la réponse,
[34:27] c'est à vous de décider ce que
[34:29] vous allez mettre comme réponse
[34:30] à leurs questions. Mais
[34:35] j'agirais certainement.
[34:36] - Non j', ai bien compris, là,
[34:37] mais c'est parce que le document
[34:38] est surprenant. Est-ce que vous
[34:41] voulez d'autres pouvoir
[34:42] transférer?
[34:43] - C'est parce que les gens qui
[34:44] ont fait ce document-là...
[34:46] - Ils ont leur point de vue.
[34:47] - Il compte... ils comprennent
[34:49] absolument rien de la
[34:51] glorification.
[34:52] - En effet, en effet.
[34:58] - Alors, voilà. On continue avec
[35:03] madame la greffière. Approval of

[53:13] And that is why I am here
[53:15] tonight. Well, I went to the CCU
[53:19] unaided all the work requested,
[53:24] - Est-ce que je peux parler en
[53:25] français? Bon, merci, merci.
[53:27] Alors, c'est ça, mes voisins
[53:30] sont d'accord pour faire le
[53:31] changement: on a vraiment
[53:32] débattu... des problèmes avec
[53:33] les surfaces en bois. C'est très
[53:35] haut, on a des pitbull qui
[53:36] viennent faire des trous. On a
[53:38] beau boucher les trous, les
[53:40] pitbull reviennent! C'est
[53:42] vraiment tannant, là, ça
[53:43] commence à faire. Tout le monde
[53:44] est bien tanné de ça. Et on
[53:46] aimerait faire faire les travaux
[53:48] ce printemps, le plus tôt
[53:50] possible pour que... pour qu'on
[53:52] ait pas ce problème-là encore
[53:53] une autre année et qu'on soit
[53:55] obligés de boucher des trous.
[53:56] Alors, on veut une surface qui
[53:58] soit en métal. Comme ça, il n'y
[54:00] aura plus de bois. Mais on m'a
[54:02] demandé, puisque ce n'est pas du
[54:04] bois qu'on remplace pour Dubois,
[54:07] on remplace pas quelque chose de
[54:09] permanent, on m'a demandé de
[54:10] passer par l'approbation, ici.
[54:12] - Alors il, faut que vous

[54:15] - Oui, ce que j'ai. Fait
[54:17] - Refaire votre demande. Et à ce
[54:19] moment, là on va la passer, ici,

[54:25] - Donc, c'est O.K.. C'est beau.
[54:27] - Juste un commentaire: si tout
[54:31] vos voisins... excuser... si
[54:34] tous vos voisins doivent
[54:36] démontrer cette volonté, pas
[54:37] juste pour vous. Par famille. Je
[54:41] pense que, professionnellement,
[54:42] ils doivent déposer leur projet
[54:44] par adresse. Donc, parfait.
[54:45] (inaudible)

[54:56] (inaudible)
[54:59] - Parfait, O.K., parfait.
[55:01] - Je voudrais dire parce que
[55:04] vous êtes six voisins, ensemble.
[55:06] Alors, l'idée de changer,
[55:09] d'après moi, c'était pour, comme
[55:12] vous dites, pour vos voisins.
[55:14] Alors, ça, je dirais que c'est
[55:17] d'être certain de...
[55:31] Roger, use the mic we can't hear
[55:32] you on the webcast.
[55:35] - Je dis simplement d'être
[55:38] certain que vous parlez avec la
[55:41] Ville. À ce moment-là, pour
[55:44] indiquer ce que vos plans sont
[55:45] pour tous les voisins. O.K.,

[1:02:20] préciser.
[1:02:26] - Un point en affaires
[1:02:27] nouvelles. Donc, le point 90,1.
[1:02:33] Contract Tippit 2023 of five.
[1:02:36] Supplier of a combined scoring
[1:02:38] track to the low is confirming
[1:02:40] better. CMA in the amount of it
[1:02:46] hundred $28,318.75. All taxes
[1:02:48] included. I would ask to please
[1:02:57] explain a little bit more about
[1:02:58] this.
[1:02:59] - Oui, Monsieur le Maire. C'est
[1:03:00] pas tous les jours qu'on achète
[1:03:02] un équipement de ce montant-là.
[1:03:05] 128000 dollars. Surtout qu'on
[1:03:06] l'a mis en affaires nouvelles.
[1:03:08] Donc... Normally we would be
[1:03:10] ahead of time but this is a
[1:03:13] quick purchase from 20 or 25
[1:03:14] years at least it's possible.
[1:03:16] And it just broke down on us
[1:03:19] sometime during this winter. So
[1:03:21] we went to -- closest date to
[1:03:25] open it was this a morning. And
[1:03:26] we thought it would be better to
[1:03:28] give the go for the project
[1:03:32] sooner than better. The sooner
[1:03:34] the better. Because we are going
[1:03:35] to get this equipment within the
[1:03:37] next month most probably. And it
[1:03:39] is costing us around $15,000 at
[1:03:42] the present time to rent a truck
[1:03:48] with a crew. On a really basis
[1:03:49] it would cost us about $150,000
[1:03:55] to contract that out, outsources
[1:03:56] activity. So on a ten-year
[1:03:58] period that is 1.5 million. One
[1:04:02] year that is it $30,000, is a
[1:04:04] good decision -- very favourable
[1:04:06] that we recommend to Council to
[1:04:11] purchase this equipment.
[1:04:12] >> Proposed?
[1:04:13] - Proposé par quelqu'un? Seconde

[1:04:20] - À l'unanimité. Ce serait la
[1:04:24] levée de la séance.
[1:04:25] - Qui propose la levée de
[1:04:26] l'assemblée?
[1:04:28] - Je seconde.
[1:04:29] - I say good. Alors, je suis
[1:04:32] certain que tout le monde est en
[1:04:33] faveur. Oui. Alors, je vous
[1:04:36] remercie.
[1:05:08] Oh mon prochain. À la prochaine!
