[0:00] - Alors, bonsoir.
[0:03] >> Welcome
[0:07] >> -- October 23rd. Bienvenue à
[0:11] la séance ordinaire du conseil
[0:13] municipal du lundi 23 octobre.
[0:15] Alors, nous allons ouvrir la
[0:16] séance. Opening up the meeting.
[0:26] >> --,.
[0:35] >> Second, à l'unanimité. On
[0:36] paper?
[0:40] - Alors, nous allons passer tout
[0:42] de suite aux commentaires du
[0:49] commandant Sauvé. Alors,
[0:51] commandant, si vous voulez bien.
[0:57] - Merci beaucoup, Monsieur le
[0:58] Maire. Toujours un plaisir de
[1:00] venir échanger ici avec les
[1:01] citoyens de Beaconsfield. Donc,
[1:04] j'aimerais, avant de commencer
[1:05] avec le rapport d'activités,
[1:08] j'aimerais vous parler de trois
[1:10] sujets importants. Le premier,
[1:13] le conflit israélo-palestinien.
[1:15] Considérant le conflit armé en
[1:16] cours au Proche-Orient, le SPVM
[1:21] demande très vigilant face aux
[1:23] possible répercussions que cela
[1:24] pourrait entraîner sur son
[1:25] territoire. Sachez que nous
[1:27] prenons la situation très au
[1:28] sérieux et surveillons
[1:30] l'évolution des événements de
[1:31] près. Je vous rappelle qu'il est
[1:33] important de dénoncer tout
[1:35] crime, toute menace, incident où
[1:38] crimes haineux au poste de
[1:41] quartier 1. Également, toute
[1:43] situation urgente doit être,
[1:44] bien évidemment, signalent
[1:45] immédiatement au neuf un un.
[1:47] Ensuite, en deuxième, un plan de
[1:50] sécurisation qui a été fait sur
[1:52] Alex carrières, Monsieur le
[1:53] Maire. Suite à un événement
[1:55] d'incendies criminels sur la rue
[1:56] Alex carrière, sachez que j'ai
[1:58] déclenché un plan de
[2:00] sécurisation local suite à
[2:01] l'événement, où les policiers du
[2:03] PIB un ont effectué du
[2:05] porte-à-porte dans le but
[2:06] d'écouter les résidents du
[2:07] quartier.
[2:13] (inaudible)
[2:14] Ça a augmenté dans le secteur
[2:15] pour les prochaines semaines. Je
[2:16] ne peux malheureusement pas
[2:18] divulguer aucune autre
[2:19] information en lien avec
[2:20] l'événement, puisque l'enquête
[2:21] est en cours. Et finalement, une
[2:25] zone sécuriser d'échange au PDQ
[2:30] 1. Je voulais vous tenir au
[2:32] courant d'une initiative que
[2:33] nous sommes en train de mettre
[2:34] en place à la suite d'un
[2:36] incident de vol qualifié sur
[2:37] personne qui a eu lieu à
[2:38] Kirkland. Interrompu la décision
[2:39] de mettre en place une zone
[2:42] d'échanges supervisé en face du
[2:43] poste de police. Qui servira de
[2:45] lieux de rencontre pour les
[2:46] citoyens de nos cinq
[2:48] municipalités afin de finaliser
[2:50] des transactions effectuées sur
[2:51] les réseaux sociaux. Cette zone
[2:54] sera constamment sous
[2:55] surveillance vidéo 24 heures sur
[2:57] 24 sera clairement identifiés
[2:59] par des enseignes visible, un
[3:02] environnement sûr et sécuriser
[3:03] pour nos citoyens. Je vous
[3:05] tiendrai informés de l'appel de
[3:06] mise en place de cette zone dans
[3:07] les prochaines semaines. Sans
[3:10] plus tarder, voici le bilan
[3:12] d'activités du PDQ 1 du 25
[3:15] septembre au 23 octobre pour la
[3:16] ville de Beaconsfield. This is
[3:19] PDQ1's activity report for --
[3:21] until the 23rd of October for
[3:23] the city of Beaconsfield.
[3:25] - En sécurité routière, nous
[3:27] avons été très occupé. Les 28
[3:29] septembre et le 3 octobre, beau
[3:31] repère et Holland, une opération
[3:33] de vitesse sur la vie rue beau
[3:35] repère dans la zone de 40
[3:36] kilomètres heure. Le 2, 11 et
[3:42] chaise octobre, Saint-Charles et
[3:43] des gains, opération de vitesse
[3:44] sur Saint-Charles près de la
[3:46] zone occidentaux gêne
[3:47] Saint-Charles et Reynolds. Le 4
[3:51] 18 octobre, elle est morose,
[3:53] opération de vitesse dans la
[3:55] zone de parcs 30
[3:57] kilomètres-heure. Un grand
[3:58] nombre de constats émis lors des
[3:59] deux opérations, au total 28
[4:02] constats d'infraction. Le 11 et
[4:04] 14 octobre, pour faire
[4:06] Lexington, opération de vitesse,
[4:08] encore une fois, dans une zone
[4:09] résidentielle. Et finalement, le
[4:11] 11 octobre, Chris où elle est
[4:13] est Pink, opération pour l'arrêt
[4:15] obligatoire non respectés à
[4:16] l'intérêt... l'intersection.
[4:18] Ensuite, pour les patrouilleurs
[4:19] à vélo, le 25 septembre...
[4:22] excusez, 25 septembre, une
[4:24] opération cyclistes pour le feu
[4:25] rouge Saint-Charles et
[4:27] Beaconsfield. Le 27 septembre,
[4:29] présence et encadrements de la
[4:30] marche Terry Fox à l'école VHS.
[4:34] En passant, belle collaboration,
[4:36] encore une fois, avec la
[4:37] sécurité publique lors de
[4:40] l'événement. Le 11 septembre,
[4:41] c'était présenté encadrement de
[4:43] la marche Terry Fox à l'école
[4:44] Sherbrooke Académie junior et
[4:46] senior, assistances en fin de
[4:48] parcours vers la sécurité
[4:49] publique Beaconsfield. 12
[4:52] octobre, participation au plan
[4:53] de sécurisation dans le secteur
[4:54] Alex carrière. Et le 14 octobre,
[5:00] présence et encadrement de la
[5:02] grande marche Pierre Lavoie, 5
[5:04] kilomètres dans les rues de
[5:05] Beaconsfield. On parle d'à peu
[5:08] près 250 participants inscrits.
[5:09] Plus ou moins 200 présents.
[5:10] Encore une fois, une belle
[5:13] collaboration avec la sécurité
[5:14] publique et le Service des
[5:15] loisirs. Du côté des agents
[5:19] sociaux communautaires, le 12
[5:20] octobre, présentation sur les
[5:21] fraudes auprès des aînés du
[5:23] secteur. La présentation s'est
[5:25] déroulé à l'église Saint-Edmond
[5:26] de Kentucky. Le 20 octobre,
[5:30] c'était la présentation Stringer
[5:32] dangereux, haut
[5:33] (---)
[5:34] de CPE Whiteside Taylor. Pour la
[5:37] criminalité, les événements
[5:40] signaler, très peu digne...
[5:42] d'événement durant le dernier
[5:43] mois. On parle d'un vol à
[5:44] l'étalage, deux vols de
[5:46] véhicules, une introduction par
[5:48] effraction dans une résidence
[5:50] privée est un incendie criminel
[5:51] sur véhicules. Donc, ça fait le
[5:55] tour. Merci pour votre
[5:56] confiance. Vous pouvez en tout
[5:58] temps composer et cinq un
[6:00] quatre, 0
[6:01] (---)
[6:02] pour joindre le poste de
[6:03] quartier 1 ou envoyez un
[6:04] courriel a PDQ 1 SPVM point qui
[6:09] s'est pointé. À
[6:10] (---)
[6:11] neuf pour tous les citoyens
[6:12] depuis que tu. Thank you for
[6:17] your conference. You may call it
[6:18] anytime to reach station one, or
[6:20] send an email to PDQ1. Please be
[6:24] assured of our availability for
[6:26] any concerns raised by the
[6:27] citizens of Beaconsfield. Thank
[6:28] you very much.
[6:32] - Merci beaucoup, commandant
[6:33] Sauvé. Est-ce que je pourrais
[6:39] poser une petite question
[6:40] comment, en février? Pour la
[6:41] zone de sécurité, on pense que
[6:42] ça va commencer quand?
[6:43] - En fait, les caméras sont
[6:44] installés présentement.
[6:45] - O.K..
[6:46] - Il reste juste l'affichage.
[6:47] Donc, on parle d'un deux trois
[6:49] semaines. Si vous voulez, on
[6:50] peut vous communiquer
[6:52] l'information pour peut-être
[6:55] l'afficher. C'est certain que
[6:56] (---)
[6:57] .
[7:06] >> Will you please to go to the
[7:08] microphone, identify yourself,
[7:10] and ask your question?
[7:14] - Monsieur Sauvé, on se
[7:15] rencontre encore.
[7:24] Pardon my French -- C'est
[7:27] vraiment la troisième fois qu'on
[7:28] a un incendie ou un incident
[7:31] avec le même personne on our
[7:34] street. Free times, bullet
[7:36] casings, cars exploding, cars
[7:40] exploding right next door to my
[7:41] house. Many of my neighbours
[7:43] were not super confident, super
[7:45] comfortable, super impressed. I
[7:47] know the city probably has a
[7:50] limited capacity to employ
[7:54] observing just our area, but we
[7:55] want to know, as citizens. When
[7:57] I have cars blowing up ten feet
[7:58] from my house, twice in four
[8:01] months, bullet casings in my
[8:03] driveway, I have three kids at
[8:05] home. Not super confident, not
[8:07] super comfortable. So, is there
[8:10] anything the city can do? Public
[8:13] nuisance bylaw, some sort of
[8:16] purview that you have to ask for
[8:20] accountability from these people
[8:21] who are on somebody's radar that
[8:23] I don't want back into my
[8:24] neighbourhood?
[8:25] >> I will let the commanded
[8:28] answer your question. It's
[8:30] really a police matter, not a
[8:32] city matter.
[8:33] >> Yeah.
[8:34] >> We do have municipal control
[8:38] -- patrol, and we are sure that
[8:39] they go around, but they are not
[8:43] able to intervene on any
[8:44] situation like that.
[8:45] >> And it's not a private
[8:46] patrol.
[8:47] >> No. It's really a police
[8:49] situation, and I know that the
[8:52] contender will answer your
[8:53] question.
[8:54] - Parfait, merci.
[8:57] >> As far as the investigation,
[8:58] I can't really touch on that,
[9:00] because you understand, I just
[9:04] can't Dévoiler de l'information.
[9:06] -- but for -- the patrols have
[9:12] been -- not just station one,
[9:14] I've asked the ACS, which Is --
[9:17] section d'information
[9:18] spécialisés outside of station
[9:19] one to come in control. So you
[9:21] may have noticed in the last
[9:23] week a lot of police officers
[9:25] going around, but it's not just
[9:27] station one. It's also police
[9:29] officers from outside station
[9:32] one. So, I mean, for the next
[9:34] couple of weeks, there will be a
[9:35] lot of police officers. The
[9:38] investigation is ongoing, and
[9:40] until we have something that
[9:41] comes up with the investigation,
[9:43] the police officers are still
[9:44] gonna be patrolling night and
[9:46] day the area, and like I said,
[9:48] it's not just station one. It's
[9:51] outside police officers. So the
[9:52] demand was made, also, and you
[9:56] have, as the mayor said, public
[9:58] security patrolling. A lot of
[10:00] visibility.
[10:02] >> -- asked to increase patrols
[10:05] on our street -- and also, I
[10:10] just want to know --
[10:13] >> Now, please. We are webcast
[10:15] in this, so you have to go to
[10:17] the microphone to ask your
[10:19] question. Or make a comment.
[10:21] Because it's being webcast.
[10:23] Otherwise, we can't pick it up.
[10:24] >> I'm also a resident on
[10:25] Alice-Carrière, and my daughter
[10:27] came in 20 minutes before the
[10:29] last incident happened where a
[10:30] car blew up. I just want to know
[10:33] why it's not a city? Isn't to
[10:35] the public nuisance? Not the
[10:37] first, second, it's the third
[10:39] time.
[10:40] >> It's a policeman. And police
[10:42] --
[10:43] >> I'm in the city of
[10:44] Beaconsfield.
[10:45] >> It does not come under -- not
[10:51] a Beaconsfield surface. And
[10:53] that's why we have the SPVM
[10:55] coming to our meeting, and they
[10:57] provide the service, but it's a
[11:00] police matter, and we don't have
[11:04] police in Beaconsfield. The
[11:07] conglomeration provides us with
[11:08] the police service.
[11:09] >> All right, thank you.
[11:10] >> Mister Mayor, can I ask a
[11:14] question? To the residents
[11:15] question, it doesn't fall under
[11:18] any nuisance bylaw?
[11:20] >> There is no new essence here.
[11:22] It's criminal. It's criminal
[11:24] activity. We don't have the
[11:26] responsibility, the
[11:27] jurisdiction, the means, the
[11:29] training, the people to look
[11:31] after that. We look after new
[11:33] essences. We collaborate with
[11:35] the police department in many
[11:37] occasions, and when they need
[11:39] us, they have our full support
[11:43] to help them do what they have
[11:44] to do. No closing streets or
[11:47] things like that. But we're not
[11:50] gonna do some queries,
[11:52] investigation, patrol on feat to
[11:54] see who's walking around -- you
[11:57] call the police. 9-1-1. That's
[11:59] what people have to do. It's
[12:01] criminal activity, it's not a
[12:02] nuisance.
[12:03] >> Yeah.
[12:04] >> As a matter of fact, if you
[12:06] see anything going on suspicious
[12:09] in your area, call 9-1-1! Or
[12:12] call the number that the
[12:15] commander just gave us, because
[12:17] it is a police matter, and they
[12:21] will come immediately. I can
[12:24] assure you. Or they will
[12:26] intervene immediately. If you
[12:28] call them. But it's a police
[12:32] matter, and that's what they're
[12:34] therefore. -- municipal control
[12:43] will do, patrol the streets,
[12:45] they are not armed, and they're
[12:48] not able to intervene on a
[12:51] criminal situation.
[12:52] >> Yes. And it is a criminal
[12:54] matter. It's under the criminal
[12:55] code, and it's our top priority.
[12:58] Even the SPVM does have a
[12:59] decision -- division, criminal
[13:03] incendiary. So their experts in
[13:05] the domain. I know it's alarming
[13:10] for you. It's not the first
[13:13] incident, I understand, for
[13:15] station one. We've done all that
[13:19] we could Pour augmenter la
[13:20] visibilité policière. -- for the
[13:23] investigation, I will keep you
[13:25] posted. Like the mayor said,
[13:27] it's very important. As soon as
[13:29] you see something, something
[13:31] suspicious, I know some people
[13:33] don't have Le the réflexe
[13:35] d'appeler les 911. Reflex to
[13:37] call 9-1-1, because they say, I
[13:38] don't know if it's important
[13:39] enough to call 9-1-1, but I
[13:42] strongly recommend you do. And
[13:45] you, if it's anything you see
[13:47] that you think is suspicious,
[13:49] please call 9-1-1 right away.
[13:51] Not even police station. Just
[13:52] 9-1-1.
[13:56] - Est-ce qu'il y a d'autres
[13:57] questions? Pour le commandant?
[14:01] Any other questions? Merci
[14:06] beaucoup, commandant. C'est
[14:08] toujours un grand plaisir pour
[14:09] nous de vous voir à notre
[14:12] réunion du conseil à chaque
[14:13] mois. Merci.
[14:14] - Merci pour l'invitation. Thank
[14:15] you.
[14:22] >> And now, I will start with
[14:25] the questions that we got in
[14:29] writing. The first question that
[14:32] we got in writing is From Mr.
[14:35] monsieur Claude où Claude sert.
[14:40] The question is -- J'aimerais
[15:11] Beaconsfield, j'aimerais pouvoir
[15:13] les informer sur le statut de ce
[15:14] projet. Monsieur haussait, il y
[15:21] a un signal sont morts qui,
[15:23] malheureusement, ne peut être
[15:25] installée sur le contrôleur
[15:28] existants. Le contrôleur devrait
[15:32] être changé afin de
[15:34] l'installer... d'installer un
[15:38] signal sonore. Et à date, il
[15:43] n'est pas prévu de faire le
[15:49] changement du contrôleur pour le
[15:50] moment. Robin little from field
[16:01] fair, questions -- are citizens
[16:03] of Beaconsfield no longer
[16:04] allowed to drop off styrofoam
[16:06] for the cycling at the Public
[16:08] Works site? According to
[16:10] Beaconsfield updates dated
[16:11] October 20th, residents will
[16:12] have to take their styrofoam to
[16:16] LaSalle or Saint-Laurent
[16:19] ecocentre. The publication of
[16:25] the Beaconsfield updates was
[16:27] simply a communication to inform
[16:29] residents that there were new
[16:30] opening hours at the Montréal
[16:32] eco centre. Beaconsfield
[16:36] residents can still drop off
[16:38] their styrofoam at the Public
[16:40] Works drop off site during the
[16:45] opening hours. So Beaconsfield
[16:47] residents can continue to use
[16:51] the public works and drop off.
[16:52] That's not an issue. The next
[16:58] person that asked a question,
[17:00] Nicholas on Saint Andrew. He has
[17:07] sent several questions, some of
[17:10] which have been addressed
[17:12] previously by the administration
[17:13] or by Council. The questions are
[17:16] regarding a bylaw to protect
[17:19] individualized treatments, the
[17:20] falling of trees at 1:35
[17:24] evergreen -- affordable housing,
[17:29] and mix use -- elm, and remarks
[17:33] regarding the demolition of 2:47
[17:35] Beaconsfield, which has been
[17:37] transmitted previously to the
[17:39] demolition committee. The urban
[17:46] planning department will follow
[17:47] up with you regarding your
[17:48] questions, which have not yet
[17:50] been answered. And now, we go to
[17:58] the questions -- if you have a
[18:04] question, you have to come up to
[18:05] the microphone.
[18:15] Is this branch to -- the
[18:19] council?
[18:20] >> My name is Steven Drake. I
[18:22] live on acres Road. Your
[18:29] esteemed councillor Gardner was
[18:31] your neighbour.
[18:32] >> Speak louder.
[18:33] >> Not enough? Okay. That's
[18:35] better. My neighbour was Alec
[18:38] Gardiner, your esteemed Council.
[18:42] I come with this branch because
[18:44] it has been the bane of my
[18:46] existence for the last 15 years.
[18:48] Ruining my backyard, gradually,
[18:51] more and more. You mention it in
[18:54] your last contact. And there is
[19:01] a blurb there, I want to just
[19:06] say a few things before I ask my
[19:08] question, because I don't know
[19:10] if everybody understands what
[19:11] this stuff does. It is an
[19:14] invasive species.
[19:15] >> Can you be brief?
[19:16] >> Yes, sir. It's an invasive
[19:19] species once it gets too much
[19:20] or, it grows these blackberries.
[19:23] The birds eat the blackberries,
[19:25] and then, wherever they stop on
[19:29] the trees, or wires, they the
[19:32] berries. The berries then start
[19:35] to grow. My backyard used to
[19:38] have good berries, raspberries,
[19:42] all around the backyard. Now, it
[19:44] has ten feet of this stuff from
[19:48] the property line in. And all
[19:50] the other stuff has been
[19:52] outgrown and gone. The reason
[19:55] I'm upset about it is because it
[19:57] takes a lot of effort. I'm in my
[19:59] 80s. It has gotten worse and
[20:02] worse every year. Every year, it
[20:05] takes weeks to get rid of all
[20:06] the stuff. I'm just one guy. And
[20:09] it's not a matter of just
[20:10] cutting it down. You have to get
[20:12] the routes out. The routes are
[20:15] Harry, black roots. I call this
[20:17] stuff the black death, because
[20:19] it starts to grow before
[20:21] everything else in the spring,
[20:22] and it's still growing in the
[20:24] snow. It outgrows everything
[20:26] else. And besides that, the
[20:30] routes connect to each other,
[20:31] and when they get bigger, you
[20:32] have to dig them out. You can't
[20:34] get rid of it. It'll just keep
[20:36] coming back unless you take up
[20:38] the routes. That's a very big --
[20:40] so my question to you is, it
[20:44] seems from your blurb in the
[20:47] last contact that you have
[20:49] basically left it up to the
[20:51] individual resident to look
[20:53] after it and get rid of it. My
[20:55] question is, have you ever any
[20:57] intention of trying to do
[20:59] anything else to help us to get
[21:00] rid of the stuff? It's spreading
[21:03] like wildfire.
[21:08] >> We had a few questions on
[21:10] this during the summer, I
[21:11] believe, and we were asked to
[21:12] put information on the contact.
[21:14] >> I was one of the persons
[21:16] asking those questions.
[21:17] >> Thanks for asking. And the
[21:19] responsibility on everyone's
[21:20] property is to the landlord or
[21:22] the owner of the property to
[21:24] take care of this property, and
[21:26] unfortunately, you are stuck
[21:28] with this plant there. This
[21:30] invasive species. The City does
[21:32] have some to, and we're taking
[21:34] care of those that are on the
[21:35] City properly, but private
[21:37] property has to be the private
[21:38] owner.
[21:39] >> It's the invasive part that
[21:40] bothers me. Can we not do
[21:42] anything about this?
[21:43] >> It is a very bad species.
[21:45] >> Can it be banned?
[21:47] >> It is banned. Nobody wants
[21:49] that. We don't plant that. It
[21:53] just grows over what's there,
[21:55] and you have to --
[21:57] >> Is there a bylaw that bans?
[21:58] >> I can verify, but the idea is
[22:00] that we don't want to authorize
[22:02] it. It just grows by itself.
[22:03] >> Yes. And because the birds
[22:09] propagate it -- thank you, sir.
[22:12] >> You're welcome. Any other
[22:13] question?
[22:18] [Inaudible]
[22:29] - Bonjour, Monsieur le Maire.
[22:31] Mon nom est Claude Doucet. Je
[22:33] veux faire... ma question, c'est
[22:38] un suivi sur ce que vous avez
[22:39] répondu. Vous avez bien dit que
[22:43] pour le signal sonore, que le
[22:47] contrôleur actuel ne peut pas
[22:48] être modifié. C'est ça que vous
[22:50] avez dit?
[22:51] - C'est exactement. Ça
[22:52] - Oui, d'accord. Maintenant,
[22:54] est-ce que vous avez dit aussi
[22:58] qu'éventuellement on changera le
[22:59] contrôleur?
[23:00] - Écoutez, oui, éventuellement,
[23:02] mais ce n'est pas prévu pour le
[23:03] moment.
[23:04] - Ce n'est pas prévu pour le
[23:05] moment. Alors, qui est qui
[23:12] décide pour changer le
[23:13] contrôleur? Est-ce que c'est la
[23:14] ville de Beaconsfield, la Ville
[23:17] de Montréal où le ministère des
[23:19] Transports?
[23:20] - Je crois que c'est le
[23:21] contrôleur qui nous appartient.
[23:22] Alors, c'est nous. C'est nous,
[23:24] parce que c'est notre contrôleur
[23:25] qui nous appartient.
[23:28] - Et alors, quelle serait la
[23:30] raison? Est-ce que c'est le coup
[23:32] ou c'est la difficulté
[23:34] technique?
[23:35] - Premièrement, parce que je
[23:37] présume qu'il fonctionne bien
[23:39] dans le moment et que c'est en
[23:43] coup quand même assez
[23:44] substantiel pour le changer.
[23:46] - Oui, mais, alors, je sais
[23:49] qu'il fonctionne très bien, mais
[23:50] pour les malvoyants...
[23:54] - Quand on va le changer, on va
[23:58] prendre la mesure à ce moment-là
[24:00] pour s'assurer qu'il y aura un
[24:03] contrôle Seymour. Mais pas pour
[24:04] le moment.
[24:08] - Donc, à court terme, même à un
[24:12] certain long terme, il n'y a pas
[24:13] beaucoup de chances que...
[24:16] - Ce n'est pas dans le budget
[24:17] dans le moment.
[24:18] - Ce n'est pas dans le budget.
[24:19] Alors, vous avez décidé de ne
[24:20] pas le faire. O.K..
[24:22] - Merci.
[24:23] - Merci.
[24:27] - Est-ce qu'il y a une autre
[24:28] question? Any other questions?
[24:35] Okay, so we'll go on with the
[24:37] regular agenda. Please.
[24:48] Adoption de l'ordre du jour de

[38:22] but I did receive an email from
[38:24] one of our committee members who
[38:28] has been very active, and she
[38:31] informed us that Mrs. Evelyn
[38:34] McEwen it, I hope I pronounced
[38:36] that properly, had passed away.
[38:38] She was 97 years old, and we
[38:42] were informed that Evelyn was
[38:43] the senior who cared about
[38:45] Beaconsfield seniors. She was
[38:46] president of the board at
[38:49] Beaconsfield seniors, and she
[38:50] had many gatherings for seniors
[38:52] at centennial Hall on a very low
[38:54] budget. As Virginia side, she
[38:56] was a force to be reckoned with,
[39:00] and Wally Remington Court
[39:01] Heritage her 55 plus group with
[39:04] a small amount of money that she
[39:05] had left in the treasury when
[39:09] they disbanded. And at a MADA 5
[39:16] to 7, they did honour her with
[39:17] some flowers before she moved to
[39:18] Ottawa. I'd like to give my
[39:20] condolences for her passing to
[39:21] her and her friends. Thank you.
[39:24] >> Okay. Do you propose --
[39:30] >> Seconded.
[39:31] >> All in favour.
[39:34] - À l'unanimité.
[39:36] >> Procès-verbal de la réunion
[39:38] du Comité consultatif de
[39:39] l'environnement du 12 septembre
[39:46] 2023.
[39:47] - Monsieur le Président, est-ce
[39:48] qu'il y a des commentaires?
[39:49] - Alors, les nouveaux règlements
[39:51] de la ville sur le chauffage au
[39:53] bois sont désormais en vigueur.
[39:55] Alors, vous pouvez trouver cette
[39:58] information sur le site Web de
[40:00] la ville. Et en plus, c'est dans
[40:03] la brochure que tout le monde a
[40:06] reçu la semaine dernière sur le
[40:09] info flash, qui inclut plusieurs
[40:11] nouvelles de la ville, mais
[40:12] aussi toutes les activités qui
[40:14] s'en viennent pour les
[40:15] prochaines semaines.
[40:19] >> The other thing I wanted to
[40:21] mention with regards to wood
[40:23] burning is that, as many medical
[40:25] experts will have proven, if you
[40:27] can smell wood smoke, it's
[40:29] harmful to your health, and
[40:32] especially from what they say,
[40:33] it's harmful to children, to
[40:35] seniors, and to those with
[40:38] health issues, which represent
[40:40] as much as 50% of our
[40:44] population. So, I think I would
[40:45] just ask people who burn seven
[40:48] months of the year virtually
[40:50] seven days a week and 24 hours a
[40:52] day to consider the effects of
[40:55] the wood burning Pour les
[41:01] résidences qui chauffe avec une
[41:02] fournaise sur mesure, c'est
[41:04] vraiment le meilleur temps de
[41:05] penser à convertir une fournaise
[41:11] une thermopompe avec les
[41:12] subventions qui sont
[41:15] (---)
[41:16] maintenant avec le gouvernement
[41:18] provincial et fédéral. On a vu
[41:19] des exemples que ça peut
[41:22] possiblement faire un
[41:25] remboursement en trois ou 4 ans.
[41:27] Alors, c'est définitivement un
[41:28] bon programme. Et sur une autre
[41:35] chose que le comité a fait... we
[41:39] were invited by the Lachine
[41:41] recycling plans to visit and
[41:44] tour their operation, and this
[41:46] was an invitation that went to
[41:48] many municipal governments in
[41:51] the area. And so, we were
[41:53] fortunate enough to have three
[41:54] of our members there. So for
[41:57] anyone looking at what happens
[41:58] to the blue recycling bin once
[42:00] you put it on the street, we
[42:03] know they go into trucks, and it
[42:05] was really very impressive to
[42:08] actually go to the plant itself
[42:10] and see what they're doing with
[42:12] that. So in essence, it's
[42:15] extremely efficient, and under
[42:16] the new management, they're
[42:19] having great success. Le carton,
[42:25] les papiers sont 90% recyclé. Du
[42:28] côté du plastique, on parlait du
[42:33] triangle de plastique 1 à 7, ça,
[42:36] c'est encore recycler à 100%.
[42:39] Broken glass, which any bottles
[42:40] that go into the truck are
[42:43] obviously going to get broken
[42:44] up, there is a market for broken
[42:47] glass, and that is sold to the
[42:51] cement industry. So you see a
[42:53] lot of so-called environmental
[42:56] friendly summoned has about 10%
[42:58] glass. What's good going forward
[43:01] is that the Québec government is
[43:03] likely by 2025 to come up with
[43:09] that's gonna -- allow all of us
[43:11] to recycle one bottles and any
[43:15] other glass bottles. That way,
[43:18] those bottles can actually be
[43:19] reduced. Up until then, they're
[43:22] all getting broken for the most
[43:24] part.
[43:26] - En plus, les sacs en
[43:28] plastique, comme le sac de les,
[43:31] si on n'a pas
[43:32] (---)
Just a
[44:23] warning that four people using
[44:24] the blue bins, I'd encourage you
[44:25] to do it, but please don't put
[44:27] in tires, or barbecue tanks, and
[44:32] -- telephone cellular batteries,
[44:34] because they are flammable. So
[44:38] again, I just want to say we met
[44:40] many people from various
[44:42] environmental departments across
[44:43] Montréal, all of them have
[44:45] tremendously high respect for
[44:47] Beaconsfield and its residents
[44:49] for their initiatives and their
[44:53] pursuit of the environmental
[44:55] products. So Merci à tous. Thank
[44:56] you. Merci beaucoup.
[45:09] >>
[45:10] - À l'unanimité.
[45:18] Renewal of the mandate of
[45:19] members of the Finance Advisory
[45:20] Committee.

[45:34] soir. Monsieur Bergeron,
[45:35] bonsoir. Et marque Grandbois.
[45:46] Ils sont excellents.
[45:58] - À l'unanimité. Résolution
[46:00] concernant l'aide financière
[46:01] provenant du transfert d'une
[46:02] partie de la taxe fédérale

[46:04] contributions du gouvernement du
[46:05] Québec pour les infrastructures
[46:06] d'eau potable, d'eaux usées et
[46:08] de voirie locale, et dépôt du
[46:10] plan d'intervention 2019-2023
[46:13] pour le renouvellement des

[46:26] - Ce. Montée
[46:27] - En faveur. À l'unanimité.

[46:35] recyclable materials and
[46:36] designation of the City of

[46:40] municipal body to an agreement
[46:41] with Éco Entreprises Québec.

[47:36] - À l'unanimité. Authorization
[47:39] of street closures for the

[48:41] Le 21 novembre.
[48:49] >> All in favour?
[48:53] >>
[48:54] - À l'unanimité. Rapport du
[48:55] maire sur les décisions prises
[48:56] par le Conseil d'agglomération
[48:57] lors de sa séance du 19 octobre
[49:02] 2023.
[49:03] - Oui, j'aimerais parler de ce
[49:04] qui s'est passé à la dernière
[49:06] session du Conseil... du Conseil
[49:09] dans le meilleur ratio à
[49:10] Montréal. On a un... mois, j'ai
[49:16] posé une question, parce qu'au
[49:20] 31 août, les projections qui ont
[49:24] été donnés publiquement montrent
[49:30] qu'il y avait un surplus globale
[49:34] de 40,8 millions, dont 4,6 qui
[49:38] était le surplus de Montréal est
[49:41] un surplus d'agglomération de
[49:44] 36,2 millions. Ça semblait être
[49:47] très favorable cette année pour
[49:51] l'agglomération. Cependant...
[49:53] when the numbers were looked at
[49:58] carefully it looks more like a
[50:03] conglomeration deficit a $51
[50:05] million instead of a surplus of
[50:10] 36.2. And at the meeting madame
[50:18] Olivier who is the president of
[50:19] the executive committee,
[50:20] admitted that my calculation was
[50:22] accurate. So in fact right now
[50:23] we are looking at a possible 51
[50:27] million dollar deficit for 2023
[50:32] for the conglomeration budget
[50:38] now that before you get all
[50:39] alarmed that it will affect 2024
[50:44] taxes it's not. It will only be
[50:49] recognized as a deficit in 2024
[50:54] once the financial statements
[50:57] are certified Et à ce moment-là,
[51:01] ça va être reconnu comme un
[51:05] déficit, mais ce sera un déficit
[51:07] à combler sur le budget 2025.
[51:12] Alors, le déficit de cette
[51:13] année, le déficit de 2023 sera
[51:20] comblé par les
[51:21] (---)
[51:22] en 2025. Par contre, cette
[51:25] année, nous avons un autre
[51:27] déficit à combler, et c'est un
[51:31] déficit de, si je ne me trompe
[51:33] pas, de 32,8 millions. Ça, ça va
[51:37] avoir un impact sur le budget de
[51:41] 2024 de l'agglomération. Alors,
[51:44] on n'est pas sorti du bois. On
[51:46] continue à avoir des déficits.
[51:48] Ça fait depuis 2017 que
[51:55] l'agglomération des déficits et
[51:57] rapporte des déficits pour
[51:58] l'agglomération. Bye une bonne
[52:00] nouvelle pour tout le monde.
[52:05] C'est mon rapport.
[52:06] - O.K..
[52:12] >> The directors reports?
[52:17] Deposit of The directors
[52:18] reports.
[52:19] - Je soulignais, on a déposé
[52:20] dans le rapport des directeurs
[52:21] ce qui a été mis sur le site Web
[52:22] le 22 septembre dernier en
[52:23] conformité avec la Loi sur les
[52:24] renseignements personnels, la
[52:25] loi 25, notre politique de
[52:27] confidentialité et politiques de
[52:29] gouvernance. Donc, les citoyens
[52:30] peuvent prendre connaissance de
[52:31] comment la Ville gère les
[52:33] renseignements personnels qui
[52:34] pourrait les concerner.
[52:40] - On serait rendu à la levée de
[52:42] la séance.
[52:43] - Alors, on est rendu à la levée
[52:44] de la séance. Qui propose?
[52:51] >> All in favour?
[52:55] >> I want to mention again that
[52:58] there will be a consultation
[53:01] meeting tomorrow on the zoning
[53:05] change it to 75 elm I also would
[53:10] like to mention that it is
[53:12] presently on our website and you
[53:15] can go on our website, consult
[53:18] the documents before you come to
[53:19] the meeting tomorrow and
[53:25] questions will be entertained at
[53:26] the meeting for people that are
[53:29] attending the meeting. So
[53:32] questions will be held at the
[53:36] meeting no written questions
[53:37] before the meeting tomorrow. And
[53:41] the meeting tomorrow Il sera
[53:45] webdiffusés. Alors...
[53:47] >> The meeting will be webcasts
[53:50] Morrow for this consultation
[53:54] meeting exceptionally it'll be
[53:55] webcast so we have something
[53:57] that everybody can refer to
[53:58] after the meeting if they wish
[54:01] to. Alors, merci beaucoup à tous
[54:06] qui nous ont rejoint sur le site
[54:07] Web. Nous apprécions le fait que
[54:12] vous vous intéressez beaucoup

[54:20] much to those of you that are
[54:22] here we appreciate that you come
[54:24] to the meetings that are
[54:25] interested in what's going on in

[54:35] month or even tomorrow for the
[54:37] consultation meeting but if you
[54:39] want to come to our regular

[54:43] Thank you.
