[0:04] Bonsoir. Good evening. And
[0:06] welcome to the regular meeting
[0:08] of the Beaconsfield municipal
[0:11] council of January 22nd.
[0:23] (---)
[0:24] Je vais passer la parole à la
[0:25] greffière pour traduire
[0:26] l'agenda.
[0:27] - Adoption de l'ordre du jour de
[0:28] la séance ordinaire du conseil
[0:29] de la ville de Beaconsfield du
[0:31] 22 janvier 2024.
[0:34] - Je propose.
[0:37] - Je seconde.
[0:40] - Alors tout le monde en faveur?
[0:43] - À l'unanimité.
[0:44] - Oui. Je devrais mentionner
[0:47] aussi que le conseiller Moss
[0:50] Councillor Moss could not make
[0:51] it this evening. Heath sprained
[0:55] an ankle or broke an ankle, and
[0:59] he's at home trying to recover.
[1:02] So, unfortunately, he was not
[1:04] able to come to the meeting.
[1:22] rue.
[1:23] (rires)
[1:24] - Tout à fait, ça fait partie du
[1:26] bilan, oui. Donc merci Monsieur
[1:31] le Maire, conseillère,
[1:32] conseiller, des citoyennes,
[1:33] citoyens de Beaconsfield. Avant
[1:34] de vous partager le bilan
[1:36] d'activités, j'aimerais vous
[1:37] parler rapidement de quelques
[1:38] sujets importants. Tout d'abord,
[1:41] je souhaite vous informer que
[1:42] nos policiers du poste de
[1:44] quartier un ont été extrêmement
[1:46] vigilants sur les routes pendant
[1:47] la période des Fêtes. De
[1:49] nombreuses opérations de
[1:51] contrôle d'alcool et drogue ont
[1:52] été menées dans le secteur. De
[1:54] plus, je suis heureux de vous
[1:55] annoncer qu'aucun accident
[1:57] majeur de circulation n'a été
[1:59] recensé au cours du dernier mois
[2:01] dans le secteur du format
[2:02] quartiers un. Donc sans plus
[2:05] tarder, voici le rapport des
[2:07] activités du poste de quartier
[2:08] un du 18 décembre au 22 ans
[2:10] vient pour la ville de
[2:11] Beaconsfield. This is PDQ1's
[2:12] activity report from the 18th of
[2:14] December to the -- January for
[2:16] the town of Beaconsfield. Tout
[2:19] d'abord, pour la sécurité
[2:20] routière, le 20 décembre, le 15
[2:22] janvier, le 17 janvier et le 18
[2:25] janvier, quatre opérations de
[2:27] vitesse sur Saint-Charles à la
[2:28] hauteur de
[2:30] (---)
[2:31] plusieurs constats émis dont une
[2:33] suspension de permis pour grands
[2:34] excès de vitesse, soit 101
[2:37] kilomètres heure dans une zone
[2:38] de 50 kilomètres heure. Le
[2:41] contrevenant s'est vu remettre
[2:42] un constat d'infraction de 826
[2:44] dollars, dix points d'inaptitude
[2:45] et une suspension de son permis
[2:46] de conduire pour une période de
[2:47] sept jours. Le 5 janvier et le
[2:52] 17 janvier, c'était au 50,
[2:54] Saint-Charles. Une surveillance
[2:55] pour le non-respect du panneau
[2:56] d'obligation de virage à droite
[2:57] à la sortie du stationnement du
[2:58] centre commercial. Un total de
[3:00] neuf constat émis lors des deux
[3:02] opérations. Ensuite, le 18
[3:06] janvier et le 19 janvier, deux
[3:08] opérations de vitesse sur Elm à
[3:10] la hauteur du parc morose dans
[3:12] une zone de 30 kilomètres-heure.
[3:14] Lors de ses deux opérations, on
[3:16] parle de 17 constats qui ont été
[3:18] émis. Les patrouilleurs à vélo,
[3:20] bien, c'était le 13 décembre
[3:22] jusqu'au 21 janvier. Beaucoup de
[3:25] patrouiller dans le boisé du
[3:27] parc Angel Wood. Plusieurs avis
[3:31] concernant des chiens sans
[3:32] laisser consommation d'alcool. À
[3:34] noter qu'il y a toutefois une
[3:36] grande diminution dans le nombre
[3:38] d'avis concernant les chiens
[3:40] sans leurs. Les agents sociaux
[3:46] communautaires, le 16 janvier,
[3:47] c'était la présentation
[3:50] cyberintimidation à l'école
[3:51] Saint-Antonine, auprès des
[3:52] écoles de la sixième.
[3:56] Cyberbullying Et c'était la
[3:57] rencontre préparatoire d'une
[3:58] journée de rapprochement
[3:59] communautaire à la ressource
[4:00] dans le secteur. Cette
[4:03] journée-là pour vue de favoriser
[4:04] un rapprochement entre les
[4:06] jeunes et la police, mais aussi
[4:07] de créer un contact avec les
[4:09] premiers répondants et les
[4:10] services d'urgence. La ville de
[4:13] Beaconsfield elle-même sera
[4:14] incluse lors de cet événement,
[4:16] ainsi que dans la planification
[4:17] de ceci. Criminalité événement à
[4:21] signaler. On parle de deux vols
[4:22] de VR, deux vols de VR depuis,
[4:26] comme j'ai dit, depuis le 18
[4:27] décembre, de vol de VR et une
[4:29] introduction par infraction dans
[4:31] une résidence. On voit là, ça
[4:33] fait le tour, merci pour votre
[4:34] confiance, vous pouvez en tout
[4:35] temps composer le numéro de
[4:38] téléphone pour joindre un poste
[4:39] de quartier un ou envoyez un
[4:42] courriel à notre adresse
[4:44] courriel. Thank you for your
[4:46] confidence. You may call 514,
[4:48] you may reach us at five
[4:52] 142800101 at anytime to reach
[4:53] station one, or send an email to
[4:57] -- thank you. Merci.
[5:02] - Merci beaucoup, commandant.
[5:05] Any questions? Est-ce qu'il y a
[5:07] des questions? Pour le
[5:10] commandant? Now, if you want to
[5:15] ask a question, please come up
[5:16] to the mic. Just introduce
[5:22] yourself and ask the question.
[5:23] >> I was just gonna ask about --
[5:24] you mentioned about dogs in
[5:26] angel woods.
[5:27] >> Could you please identify
[5:29] yourself?
[5:30] >> Oh, I'm Nicole. I'm here
[5:32] every time. Beaconsfield. And I
[5:34] was just wondering, like you
[5:36] mentioned about dogs in angel
[5:39] woods. What exactly were you
[5:43] saying? I'm still trying to
[5:45] learn French.
[5:50] >> I'll speak in the mic. This
[5:54] municipal bylaw for dogs that
[5:56] are not on a leash. So we've
[5:58] been trying to -- we've done a
[6:01] lot of prevention, and we've
[6:02] been trying to get people to put
[6:04] their dogs on the leash, but
[6:06] angel Woods is renowned for
[6:07] being a park where people just
[6:08] leave their dogs. A lot of dog
[6:11] bites, a lot of dogs that become
[6:14] aggressive. So we did a lot of
[6:18] operations this summer to try to
[6:19] get the message across. What I
[6:21] have said is in December, even
[6:23] if it's not the summer, we're
[6:25] still there, and we're still
[6:26] doing operations to get people
[6:28] to put their dogs on the leash.
[6:31] >> What I was saying is that it
[6:32] would be very good, because
[6:34] police are very busy, to be the
[6:37] tasking a lot of this by working
[6:40] with organizations like, let's
[6:42] say, SPCA west, SPCA Montréal,
[6:45] to do a lot of humane education
[6:47] so that the police don't have to
[6:49] keep doing this. And there
[6:52] really is a need for an animal
[6:54] services in Beaconsfield. It
[6:56] just speaks to a need for a
[6:59] unified animal services in the
[7:01] West Island.
[7:03] >> Thank you for your
[7:06] suggestion.
[7:11] - Je dois vous dire que je
[7:12] demeure sur une rue très active,
[7:13] parce que ce soir, il y avait
[7:14] une fausse alerte avec plusieurs
[7:17] pavillons qui sont venues sur la
[7:19] rue.
[7:20] - Oui?
[7:21] - Oui.
[8:07] s'était passé, alors on a
[8:10] travaillé ensemble sur les
[8:11] caméras de surveillance, essayer
[8:13] de lui donner le plus
[8:14] d'informations possibles.
[8:15] - Excellent. Merci, Monsieur le
[8:17] Maire.
[8:18] - Alors merci beaucoup pour
[8:19] votre rapport et on est toujours
[8:24] très heureux de vous voir ici
[8:26] vous donner un compte rendu de
[8:28] ce qui se passe à Beaconsfield,
[8:29] merci beaucoup.
[8:30] - Toujours un plaisir de venir
[8:31] échanger avec les citoyens de
[8:32] vigueur suivre, merci.
[8:37] Beaconsfield, plutôt.
[8:38] - Alors nous allons passer
[8:40] maintenant à la période de
[8:41] questions. Et c'est les
[8:45] questions que nous avons reçues
[8:46] par écrit. Je vais passer. En
[8:50] premier. La première question
[8:52] est de monsieur Michael
[8:54] Nicholson. Sur la rue Chester.
[9:01] Subject, wood burning
[9:02] fireplaces, stoves. With all the
[9:05] ample evidence of health risk
[9:07] from smoke emitted by these
[9:09] heating systems in winter,
[9:12] coupled by forest fires, smog,
[9:15] the rest of the year, it seems
[9:17] that Beaconsfield, this is a
[9:20] year-round problem. My question
[9:22] is, what is the city of
[9:23] Beaconsfield doing to enforce
[9:26] its citizens to adhere to the
[9:28] bylaws concerning these very
[9:30] important health risks?
[9:33] Informing citizens of the
[9:34] regulations appears to have no
[9:37] effect, as I can smell the wood
[9:39] smoke all winter outside, or
[9:41] even inside our house. I switch
[9:44] from oil to electric heat, pump
[9:47] heating, for the environment.
[9:50] And would heating is much more
[9:51] polluting than oil heating. When
[9:54] it comes to enforcement of other
[9:56] bylaws, such as overnight
[9:58] parking, the city is very quick
[9:59] to issue parking tickets, but
[10:02] does not enforce those relating
[10:04] to a very important health
[10:06] issue, especially affecting
[10:08] young children who may have a
[10:10] lifetime of health issues from
[10:12] smoke articles. I will pass this
[10:17] question to our director general
[10:20] for an answer.
[10:22] >> Yes, thank you Mister Mayor.
[10:23] It's a pleasure to answer. So,
[10:26] Mr. Nicholson, there's a byline
[10:28] Beaconsfield which is -- that
[10:32] has been reviewed, I think it
[10:34] was last year, or a couple years
[10:36] ago. And it was decided to top
[10:38] -- heavy users avoid as a means
[10:41] of main heating. The bylaw was
[10:44] changed in order to add a
[10:45] restriction indicating that any
[10:47] solid fuel -- fireplace which
[10:52] amidst more than 2.5 grams an
[10:53] hour may not be operated more
[10:55] than once every 48 hours for a
[10:57] maximum period of six hours. If
[10:59] you are witnessing, in your
[11:01] neighbourhood, continuous
[11:02] burning, please do not hesitate
[11:04] to call Municipal patrol and
[11:05] give them the address. The
[11:08] applies to -- observe such
[11:13] behaviour of neighbours that
[11:14] would exceed those
[11:16] possibilities. Of course, this
[11:19] does not apply the same way when
[11:21] there's a power failure, for
[11:24] example, and it is all
[11:26] stipulated in the bylaw.
[11:33] >> Thank you very much. We'll go
[11:39] to the next question. And this
[11:45] question is from Mr. Derek
[11:50] towns. I'm not going to read --
[11:54] it's along preamble of the
[12:00] questions, but it is with regard
[12:02] to the multi functional cultural
[12:06] center. It's part of the
[12:07] imagined Centennial project, and
[12:10] agenda item 16.4. The first
[12:17] question is, has the above
[12:19] mentioned selection process been
[12:23] completed? And that is the
[12:25] selection process
[12:30] for the jury that will go on and
[12:37] select a proposed, or certainly,
[12:40] the best possible selection in
[12:45] terms of architecture. Yes, Mr.
[12:49] pound, the nomination of the
[12:53] jury -- proposed tonight that
[12:58] item 16.4. So we will, I'm sure,
[13:03] answer all your questions with
[13:04] regard to the jury when we come
[13:07] to 16.4. Second one is Philippe
[13:11] drill lay. I architect has
[13:15] completed his mandate -- amount
[13:17] of 16 -- for the preparation and
[13:23] supervision of multi
[13:25] disciplinary architectural
[13:27] competition for the comes
[13:28] luncheon of a new multi
[13:30] functional cultural center as
[13:31] part of the imagined centennial
[13:34] project. No, the mandate is
[13:38] ongoing. He will also oversee
[13:40] the entire contest process. He
[13:45] organizes the technical
[13:46] committees analysis selections,
[13:49] as well as the jury's evaluation
[13:50] of the submission in the first
[13:54] phase. And the designs in the
[13:56] second phase. He acts as
[13:59] coordinator, facilitator, and
[14:02] Secretary. The next question,
[14:08] 60.4 -- appointment of jury
[14:10] members of the engine
[14:12] architectural competition. What
[14:13] will be the role of the newly
[14:15] appointed jury members? The
[14:18] jury's role consists of choosing
[14:20] the finalists during the first
[14:22] stage of the contest. During the
[14:25] second stage of the contest, the
[14:27] Jerry evaluates the designs of
[14:29] the finalists. According to the
[14:32] selection criteria. And then
[14:36] determines the winning project.
[14:38] The jury must analyze and
[14:41] evaluate the designs of the
[14:44] finalists, taking into account
[14:45] the detailed analysis made by
[14:48] the technical committee. The
[14:52] next question we got was from
[14:56] the call, 137 Andrew and
[15:01] Beaconsfield, and the subject is
[15:03] 21 seeder and 74 Devin. It looks
[15:07] like there are a lot of mature
[15:10] trees near 70 for Devin and 21
[15:13] cedar. Please protect the trees
[15:16] and these buildings being built
[15:18] to not allow unnecessary
[15:20] demolitions of existing
[15:21] buildings, and have the other
[15:23] buildings being renovated. Well,
[15:25] when it comes to 45.1 and 45.2,
[15:30] the -- it's nothing to do with
[15:32] the bylaws regarding the
[15:34] preservation of trees. Which
[15:36] applies to all construction
[15:38] projects. So our bylaws
[15:41] regarding the preservation of
[15:43] trees applied to all
[15:45] construction projects. Tonight,
[15:47] what this council is considering
[15:49] is not being asked to decide on
[15:51] the demolition, but rather on
[15:53] the architecture of the new
[15:56] building. And that handles the
[16:01] written questions. If there are
[16:03] now some questions from the
[16:06] floor? Est-ce qu'il y a des
[16:08] questions du plancher?
[16:23] >> -- 1:40 Crescent.
[16:25] >> Could you put the mic down a
[16:26] bit?
[16:27] >> So, I thought it was down.
[16:28] Item 45.5, it's 1:45 Cross
[16:32] while. Can you tell us what
[16:34] they're doing to that house? Is
[16:37] it something simple, like
[16:41] putting --
[16:42] >> The request is for the
[16:43] approval of the site planning
[16:45] and architectural integration
[16:47] program.
[16:48] >> Are you allowed to even say
[16:49] that?
[16:50] >> -- The modification of the
[16:52] main building located at 145
[16:57] Cross while.
[16:58] >> Are you allowed to tell us
[16:59] what they want to do, or not?
[17:02] >> We will be coming to that
[17:08] item -- and the Council decision
[17:11] will be made clear.
[17:14] >> Okay. Thank you. Can I ask
[17:16] another question?
[17:17] >> Sure.
[17:19] >> I had something happen
[17:20] recently. I called Public
[17:22] Security, because sometimes
[17:24] those ads, not adds, but like,
[17:28] obituaries and weddings in the
[17:30] paper. And people can look it up
[17:31] and see those addresses. Can we
[17:35] ask public security to pass more
[17:38] often?
[17:45] >> I don't understand your
[17:46] question.
[17:47] >> As an example, my
[17:48] brother-in-law died in the
[17:50] Calgary and the house was broken
[17:51] into what we were at the
[17:53] funeral.
[17:54] >> Oh.
[17:55] >> So when there's a funeral,
[17:56] people know the house is going
[17:57] to be empty. And that's when
[18:01] break-ins happen.
[18:06] >> The commander, I think, has
[18:08] an answer for you.
[18:09] >> Maybe. Because I spoke with
[18:11] public security but they said
[18:12] they don't do that.
[18:13] >> Okay.
[18:16] >> You can always call the
[18:19] station and ask for a patrol in
[18:21] that area, and we're gonna note
[18:22] it down and give the information
[18:24] to the patrol officers on the
[18:26] streets. That's not a problem.
[18:27] We take that kind of
[18:29] intervention all the time. So if
[18:31] you want more patrols in your
[18:32] area, don't hesitate. We just by
[18:35] phone or email. Like, the number
[18:39] I gave before, 20010 -- and it's
[18:47] gonna be --
[18:49] >> Can I ask something else?
[18:56] [Inaudible]
[18:57] Maybe if Public Security gets
[18:59] that request, they could tell us
[19:00] to call the police station?
[19:08] They just said that they would
[19:09] do it. But --
[19:12] >> I think what the commander is
[19:14] suggesting is that you call the
[19:16] police in a situation like that.
[19:17] >> Yes, but I didn't realize
[19:19] that, so I called Public
[19:20] Security. Maybe public security
[19:22] could pass that information on
[19:24] when somebody asks.
[19:25] >> Well, we will take note of
[19:27] that, and certainly past the
[19:28] bond to security. But in the
[19:31] future, called the police.
[19:33] >> Well, now I know, but not
[19:35] everybody knows.
[19:36] >> Now, now you know.
[19:37] >> But not everybody knows.
[19:39] >> No, I understand that. But
[19:43] it's -- you know, whenever
[19:45] something is going on on your
[19:47] street, in a general way, the
[19:51] municipal patrol cannot arrest
[19:54] anyone, cannot do anything for
[19:57] someone suspicious on your
[19:59] street. That's why it's
[20:02] necessary to call the police.
[20:05] And the police will make sure
[20:09] that they give you additional
[20:12] surveillance on your street. So,
[20:15] you know, I know that
[20:19] instinctively, people think of
[20:22] calling municipal patrol. But
[20:24] they are there to police the
[20:30] bylaws, not any criminal where
[20:34] potential criminal act. So, no
[20:38] point in calling them for that.
[20:41] You need to call the police. So,
[20:43] at the same time, I hopefully --
[20:46] the people who are listening
[20:47] will also get that message.
[20:58] Any more questions? D'autres
[21:03] questions? If not, will go on
[21:05] with the agenda.
[21:11] >> Approval of the minutes of
[21:12] the City of Beaconsfield's
[21:13] special Council meeting of
[21:14] December 18, 2023, at 7:15 p. M.
[21:21] >> I will approve.
[21:22] Proposé.
[21:29] (---)
[21:32] Approbation du procès-verbal de
[21:33] la séance ordinaire du Conseil
[21:34] de la Ville de Beaconsfield du
[21:35] 18 décembre 2023 à 20 h.
[21:36] - Proposé.
[21:38] - J'appuie.
[21:39] - En faveur.
[21:41] - À l'unanimité. >> Approval of

[30:21] recommending, and hopefully the
[30:22] council will vote in approval. A
[30:25] community treasure hunt. That's
[30:28] to encourage reuse of items.
[30:33] Items that would end up either
[30:35] in the garbage out right, or who
[30:39] knows where. We are encouraging
[30:41] residents to put it out at the
[30:44] curb, and we can all go around
[30:45] and have some fun, frankly.
[30:47] Those days are a lot of fun in
[30:48] Beaconsfield. And finding
[30:50] treasures.
[30:56] Le côté nord, la journée chasse
[30:58] au trésor sera samedi le 4 mai.

[32:41] Committee, Mister Ben Hansen. We
[32:43] are glad to welcome back Mister
[32:44] Hanson for another term on the
[32:46] CC O, and Mister Hanson has been
[32:50] a consistent member there, I
[32:52] think, the committee appreciates
[32:54] them particularly for his
[32:56] independent thinking and is
[32:57] critical thinking through a lot
[32:58] of the technical side of the
[32:59] projects he reviews. And we
[33:01] covered tonight, a lot of the
[33:02] renovation projects, new bills,
[33:04] so on, commercial bills, for
[33:06] that matter, and Beaconsfield.
[33:08] So he's a very active member,
[33:10] and speaks his mind, which is
[33:11] always appreciated. Having all
[33:13] the residents points of view on
[33:14] the P.A.C. Committee. So we
