people forget how many ways

warnings, and fines have
[2:50]
resulted from any such actions,

as I have noticed no change yet
[2:54]
in that smoky air outside in our
[2:56]
neighbourhood and coming through
[2:57]
our windows. Maybe the bylaw
[2:59]
should be replaced by more
[3:02]
stricter common sense, an
[3:04]
enforceable one, as the intent
[3:05]
is to protect the health of the
[3:07]
population, especially the
[3:08]
children. Mr. Nicholson, thank
[3:12]
you for your question. We have
[3:13]
not received any complaints and
[3:15]
no infractions have been issued
[3:17]
to date. As mentioned in the
[3:19]
last council meeting, if you are
[3:21]
witnessing in your neighbourhood
[3:22]
continuous burning, please do
[3:23]
not hesitate to call municipal
[3:26]
control and give them the
[3:28]
address. The second question
[3:30]
received is from Nick all Karato
[3:34]
from Saint Andrew. The subject
[3:38]
is about rodents -- there are
[3:41]
contracts being made for that
[3:43]
recreation center for tree
[3:45]
planting and for gardening and
[3:47]
repair village. There have been
[3:49]
issues with that recreation
[3:51]
center using rodenticide last
[3:54]
year. Outdoor use of rodenticide
[3:57]
and traps are illegal. The
[3:59]
contractors only use organic
[4:01]
pest control and non lethal
[4:03]
humane methods of rodent and
[4:07]
wildlife management. Thank you,

Miss Karato. The contractors
[4:13]
must abide by municipal bylaws
[4:15]
and provincial regulations. We
[4:19]
have also read your comments
[4:21]
about municipal trees and that
[4:23]
municipal dog park, thank you
[4:25]
for your comments. The next
[4:28]
question is from Derek pounds of
[4:31]
sweet briar regarding item 30.1,
[4:37]
the awarding of a mandate
[4:41]
23-SP-184 for professional
[4:43]
services, engineers and
[4:45]
architects, for the preparation
[4:46]
of plans and specifications,
[4:49]
relating to the renovation work
[4:51]
and upgrading of that
[4:52]
Beaconsfield recreation center,
[4:54]
to that tender having obtained
[4:55]
the best final score CBTEC inc.
[4:57]
In the amount of 2 million
[5:02]
$207,000, all taxes included. As
[5:07]
well -- let's start with that
[5:08]
one. The question regarding that
[5:11]
item, I will ask our director
[5:14]
general to answer please.

Pounds, we are applying the
[5:22]
relation of all of the
[5:23]
recreation center, including the
[5:25]
pool, the offices, the
[5:27]
restrooms, and mainly the
[5:30]
architecture and mechanics
[5:32]
components, to include two
[5:33]
extensions done in three phases.
[5:35]
It's a big contract we've been
[5:38]
giving out. It should go on for
[5:40]
4 to 5 years. And depending on
[5:43]
the planning that we will
[5:45]
receive in due time by the
[5:47]
contractors, probably the end of
[5:48]
this year or next year, we hope.
[5:51]
But you should remember, maybe
[5:53]
not, but just in case, in
[5:55]
September, we had a mandate to
[5:57]
apply for a government grant for
[5:59]
the program -- -- so we applied
[6:02]
to obtain an important amount
[6:03]
for that grant, and we haven't
[6:04]
received any response yet.
[6:05]

regarding agenda item 40.2,

draft bylaw -- entitled bylaw
[6:54]
authorizing a loan of $2,000,333
[6:59]
and -- $2,333,040.35, four fees
[7:05]
for the preparation of plans and
[7:08]
specifications for that
[7:09]
renovation work and upgrading of
[7:11]
the Beaconsfield recreation
[7:12]
center. Mister Pounds's question
[7:15]
is if our city needs a loan for
[7:17]
the preparation of plants and
[7:19]
specifications, how much will be
[7:21]
required to borrow later to
[7:24]
renovate and upgrade? Please
[7:26]
explain why this bylaw is 133 --
[7:33]
more than the mandate 23
[7:38]
23-SP-184 Bryce. And I will ask
[7:42]

long preparation, how much we
[7:49]
have to borrow later, we just
[7:51]
don't know yet. It will depend

on how much we will receive as a

It's an important project that's
[7:59]
going to take place. And for the
[8:03]
difference in the burrowing
[8:05]
bylaw for that professional
[8:06]
services and the cost of what
[8:09]
was mentioned for the contract
[8:10]
for the professional services,
[8:12]
it is related for consultants.
[8:15]
So we have chosen a management
[8:17]
method based on the integrated
[8:18]
project management team. And we
[8:20]
will have a consultant to help
[8:22]
us look at this project. It's a
[8:25]
model involving planning, and a
[8:26]
very strict monitoring of the
[8:28]
design and support during that
[8:30]
renovation. We are also planning
[8:31]
a special council meeting on
[8:33]
March 11th for the adoption of
[8:35]
the bylaw.

have a question. Obviously, the

site was subject to quite a lot

of noxious chemicals, petroleum,
[9:28]
paints, and things like that.
[9:29]
And it's now going to become a
[9:31]
public space. So I'm just
[9:34]
wondering if any soil samples
[9:36]
have been done prior to the
[9:39]
Public using that space. That's
[9:41]
my question.

five areas aligned, and

control. I don't think we did

something within the barn, that

would be another step that we
[10:11]
would look at for there is if
[10:12]
any contaminated soils. We don't
[10:14]
have any issues with that. There
[10:18]
is gas or a fuel that's used
[10:21]
there and that's all tested and
[10:23]
it's all measured. We have no
[10:26]
concern with the quality of the
[10:28]
soil there. And if there is any,
[10:30]
it's going to be part of
[10:32]
everything that should be
[10:34]
decontaminated if it happens.
[10:36]

presuming that the City will
[10:40]
have to stand the cost of any
[10:45]
cleaning of the affected area of
[10:47]
the soil. And I imagine at some
[10:49]
point, if that is the fact, that
[10:52]
it would be reflected in the
[10:53]
budget.

concerns about contamination of

a perfect area for an artificial

probably going to cost $2

million. I'm not saying if you
[12:59]
have a choice, you probably do

million. That base is nice,

It's going to be too expensive

for McGill to put that in its

committee that I chair. These

active seniors take so much of

their time to ensure the

population remains active and
[31:01]
involved in city life. It is
[31:03]
with great sadness that on
[31:05]
February 2nd, John Gladwell, a
[31:07]
long time Beaconsfield resident
[31:09]
and MADA community member passed
[31:11]
away at the age of 86. I had the
[31:14]
privilege of meeting John
[31:15]
through the MADA community. And
[31:18]
his enthusiasm for city
[31:19]
activities was the first thing
[31:20]
that I noticed about him. No
[31:22]
task was too small or too big
[31:24]
for John to tackle. John had
[31:26]
joined the faculty of education
[31:28]
at McGill University as a
[31:30]
professor, and retired after 30
[31:33]
years. In retirement, John
[31:35]
remain active and was a first
[31:38]
senior to participate in MADA's
[31:40]
new project of hand the seniors,
[31:42]
where a senior resident
[31:44]
demonstrates basic skills on
[31:45]
video, and then we showed it to
[31:46]
the public. John talked about
[31:49]
what basic tools we needed to
[31:51]
have on hand and how to use
[31:52]
them. John loved working,
[31:55]
anything to do with carpentry.
[31:57]
His desire to make life better
[31:59]
for Beaconsfield seniors was
[32:01]
evident in the time he gave to
[32:02]
the city. John will be missed by
[32:04]
all of us, and it was a
[32:06]
privilege for me to get to know
[32:07]
him. That's it.

ours, John Parsons, passed away
[32:54]
in the last few weeks. We are
[32:56]
losing so many well respected
[32:58]
people in our community. The
[33:02]
obituary, it's very unfortunate
[33:04]
we are losing some of our
[33:06]
longtime employees, not
[33:08]
employees, but residents who
[33:10]
really are proud Beaconsfield
[33:12]
members. And I think I kind of
[33:15]
regret after they leave. The
[33:17]
more you learn more about their
[33:18]
lives and their contributions to
[33:20]
the city, they are wonderful
[33:23]
people. We thank you, citizen
[33:26]
seniors, who have given so much
[33:28]
of their time. And John Parsons,
[33:29]
as well, as part of the -- as
[33:35]
well. I just wanted to pass that
[33:36]
on and mention it. In terms of
[33:37]
the environmental Committee
[33:39]
meeting minutes for February,
[33:41]
there is no recommendations
[33:42]
made. I must say that we are
[33:45]
looking at our objectives and
[33:48]
priorities for 2024. So we'll be
[33:51]
discussing more of it in 2024.
[33:53]
At least in the next hearing in
[33:57]
April. One thing I just wanted
[33:58]
to mention is, you know, in the
[34:00]
last few months, I have noticed
[34:02]
that the government of Canada
[34:04]
has changed their advertising
[34:05]
when it comes down to
[34:09]
Environment. They're now using
[34:10]
the word climate crisis in an
[34:12]
effort to show that we are
[34:14]
entering a danger point. Many
[34:16]
scientists feel we shouldn't be
[34:20]
there by 2025 -- we have to take
[34:22]
it seriously. Climate change may
[34:24]
not seem like well, it's just
[34:26]
normal change. This thing is a
[34:28]
big-time issue for our planet.
[34:31]
And the other thing I wanted to
[34:33]
mention is that extreme weather
[34:35]
events are actually affecting us
[34:37]
here in Beaconsfield. Thinking
[34:39]
back to just in 2023, there were
[34:41]
four events that come to mind.
[34:44]
The April -- which was very
[34:46]
unusual. And with the heavy
[34:47]
rains we had, that cost power
[34:49]
failure. We also had a lot of
[34:51]
floods. And that's something we
[34:52]
can expect more often now with
[34:54]
the rainy weather. We also have
[34:56]
extreme heat in the summertime,
[34:57]
with temperatures now hitting 40
[35:00]
degrees Celsius. And the
[35:02]
predictions are in the next
[35:03]
couple of years, we're going to
[35:04]
get 50 degrees Celsius. And
[35:09]
that's important because our
[35:12]
body for one another degree
[35:13]
cannot handle 50 degrees Celsius
[35:16]
heat. We can accept 40, being
[35:20]
sweaty. So if there are me real
[35:22]
major problems coming locally,
[35:24]
we have the forest fires, and we
[35:26]
saw how that actually cost so
[35:27]
much damage across the North
[35:29]
American airspace. So the stream
[35:32]
heat is something we are
[35:34]
experiencing right now. It's
[35:35]
going to continue. And the last
[35:37]
thing I would like to ask the
[35:39]
residents, it's because we would
[35:40]
like to hear from you on the
[35:42]
environmental committee as well.
[35:43]
If there are issues or concerns
[35:45]
that you have with the
[35:47]
environment, if you would like
[35:48]
to see suggestions and ideas,
[35:50]
you know, that we can use,
[35:52]
incorporate for the benefit of
[35:54]
our citizens and for our planet,
[35:56]
