[0:06] >> Good evening. Bonsoir.
[0:09] Bienvenue à la séance ordinaire
[0:10] du conseil municipal du 22
[0:12] avril. Welcome to the Regular
[0:16] meeting of the municipal council
[0:19] on April 22nd. Now the clerk
[0:23] will go with the opening of the
[0:26] meeting. Adoption de l'ordre du
[0:28] jour de l'ascenseur d'une aire
[0:29] du Conseil de la ville de
[0:31] Beaconsfield du 22 avril 2024.
[0:33] - Je propose.
[0:38] - Est-ce qu'il y a quelqu'un qui
[0:40] seconde?
[0:41] - Je seconde.
[0:42] (rires)
[0:43] - En faveur.
[0:44] - à l'unanimité.
[0:46] - à l'unanimité. Alors, on passe
[0:47] à la période des questions. I
[0:52] will start with the questions
[0:56] that were received by mail, the
[1:00] first question was from Mr.
[1:04] Derek pounds. A sweet buyer.
[1:07] Council meeting notes prepared
[1:11] by Derrick pounds, April 2022,
[1:13] for sending the report by the
[1:15] international joint commission
[1:17] who requested comments, clear
[1:20] bluish waters from the Great
[1:21] Lakes flow into Lac-Saint-Louis
[1:24] over the hydro dam in the heart
[1:26] of, while the murky Ottawa river
[1:29] water flows into the lake of two
[1:31] mountains over the hydro dam,
[1:34] just upstream of E Oka, Québec.
[1:39] Water is flowing from the Great
[1:40] Lakes and Ottawa River are
[1:43] linked at
[1:45] Sainte-Anne-de-Bellevue, and
[1:46] under the Taschereau bridge on
[1:48] Île-Perrot. The murky Ottawa
[1:50] River waters in Lac-Saint-Louis
[1:53] normally extend about a quarter
[1:55] mile south from the Beaconsfield
[1:58] shoreline, usually marked with
[2:00] clear, narrow line of --
[2:03] becoming clear blue fish Great
[2:05] Lakes water right across
[2:07] Lac-Saint-Louis to Châteauguay.
[2:09] During the springs of 2017,
[2:12] 2019, when high water levels and
[2:14] flooding occurred, Clearwater,
[2:17] bluish Great Lakes waters,
[2:18] extended to the Beaconsfield
[2:20] shoreline, and at least one of
[2:22] those years, I believe, flowed
[2:24] into the lake of the mountains
[2:26] as far as north as the
[2:28] Île-aux-Tourtes bridge.
[2:30] Questions? Agenda item 60.3 for
[2:35] 22nd April, 24. Council meeting,
[2:38] in good faith, and spirit of
[2:41] transparency, please explain
[2:43] councils sudden interest in
[2:45] transforming the Great Lakes and
[2:47] St. Lawrence river basin into
[2:48] our thriving, blue green
[2:50] economic corridor while
[2:52] safeguarding our fresh water
[2:55] resources. This interest have
[2:57] any connection with -- thank
[2:59] you. I will start with a little
[3:03] bit of a joke as I answer. It is
[3:05] earth day today. I guess that is
[3:07] why we have it on the
[3:10] resolution. That is not a real
[3:14] answer. We are a member of the
[3:18] Great Lakes and Saint-Lawrence
[3:19] River basin initiative, and the
[3:21] Québec alliance of the Great
[3:22] Lakes and St. Lawrence cities
[3:26] initiative has asked us, as
[3:27] members, to adopt this
[3:30] resolution, which will perform
[3:31] the basis of their working
[3:33] program for the annual
[3:35] convention, which will take
[3:37] place in May, in Montréal. It is
[3:41] not whatsoever elated to
[3:44] imagine. J'avais oubli? que nous
[3:47] avions le commandant avec nous,
[3:49] alors je vais répondre à la
[3:51] seconde question après que
[3:53] j'aurais eu l'opportunité
[3:56] d'écouter le commandant sur le
[3:58] rapport sur les activités ?
[4:01] Beaconsfield. Allez-y,
[4:03] commandant.
[4:07] - Merci, Monsieur le Maire.
[4:08] J'aurais pu entendre... non,
[4:10] c'est correct. Donc, merci,
[4:15] Monsieur le Maire, conseillère,
[4:16] conseiller, citoyennes et
[4:18] citoyens de la ville de
[4:19] Beaconsfield. Avant de vos
[4:20] présenter le bilan des
[4:21] activités, je tiens à partager
[4:23] quelques points importants avec
[4:24] vous. Avec l'approche de la
[4:26] saison estivale, je souhaite
[4:27] vous informer que les policiers
[4:28] du poste de quartier seront
[4:30] encore une fois très présent
[4:31] dans votre municipalité pour
[4:33] assurer votre sécurité cet été.
[4:35] Cette année, ces quatre
[4:37] policiers à vélo et quatre
[4:38] cadets policier à vélo qui
[4:40] patrouilleront la municipalité de
[4:42] Beaconsfield en couvrant les
[4:43] secteurs résidentiels, les
[4:44] parcs, ainsi que les nombreux
[4:46] événements festif cet été. Je
[4:48] vous encourage d'ailleurs à les
[4:50] approcher et prendre le temps de
[4:52] parler avec eux puisque un de
[4:53] leur mandats aient le
[4:54] rapprochement communautaire.
[4:57] Aussi, je vous encourage cet été
[4:59] à communiquer avec le poste via
[5:02] courriel,
[5:03] (---)
[5:06] pour toutes
[5:08] (inaudible)
[5:29] vigueur. Cette année encore,
[5:30] nous mènerons plusieurs
[5:32] opérations visant sensibles... ?
[5:33] sensibiliser les cyclistes et
[5:35] piétons au respect aux régles de
[5:36] la route. Le projet trottent ont
[5:39] Hickey sera également reconduit
[5:40] cet été pour les cyclistes ayant
[5:43] reçu une contravention. Pour
[5:44] plus d'informations sur ce
[5:47] projet, n'hésitait pas à
[5:48] contacter le poste de quartier
[5:49] un. Concernant la problématique
[5:52] des vols de véhicules, présenté
[5:54] dans les médias, sachez que le
[5:56] SPVM est actuellement engagée
[5:58] dans plusieurs opérations pour
[6:00] lutter contre ce fléau. à
[6:03] Beaconsfield, tout comme les
[6:04] quatre autres municipalités du
[6:06] secteur, je tiens à vous dire
[6:08] qu'aucune augmentation anormale
[6:10] des vols de véhicule n'a été
[6:13] constaté ces derniers mois.
[6:16] Finalement, la semaine de la
[6:17] police approche à grands pas.
[6:20] Cette année, la semaine se
[6:21] tiendra du 12 au 18 mai, le
[6:24] th?me: engagé pour servir
[6:26] ensemble. Soyez à l'affût dans
[6:28] les différents médias locaux de
[6:30] la ville puisque plusieurs
[6:32] activités de rapprochement
[6:34] intéressantes seront planifiées,
[6:36] dont celle de café avec un
[6:38] policier à la gare Beaconsfield
[6:40] le 16 mai. Sans plus tarder,
[6:43] voici le rapport des activités
[6:44] du PQ un, du 25 mars au 22 avril
[6:50] pour la
[6:51] (---)
[6:52] This is PDQ1's activity report
[6:53] from the 25th of March to the
[6:54] 22nd of April for the town of
[6:58] Beaconsfield. Tout d'abord, la
[7:00] sécurité routière. Le 2 avril,
[7:02] Saint-Charles et Avery Green,
[7:03] est une opération de vitesse sur
[7:04] le boulevard Saint-Charles en
[7:06] direction sud de, plusieurs
[7:07] constats émis. Le trois, neuf,
[7:11] 13 et 14 avril, un quatre
[7:13] opérations vitesse sur
[7:14] elle-même, dans la zone de 40
[7:15] kilométres heure, 28 constats
[7:18] d'infraction ?milien lors de
[7:19] cette. Passons Elm, pardon. Le
[7:22] huit, 15, 16, 22 avril, c'est
[7:25] Elm est morose, dans la zone de
[7:28] parc, quatre op?rations de
[7:29] vitesse, encore une fois,
[7:30] effectuer dans la zone de 30
[7:31] kilom?tres heure. Le module
[7:34] nautique s'est joint d'ailleurs
[7:35] ? l'op?ration le 16 avril, un
[7:37] total de 90 ce constat
[7:40] d'infraction fut ?mis lors de
[7:41] ses op?rations durant la
[7:43] p?riode. Finalement, le neuf et
[7:45] 10 avril, Saint-Charles et
[7:47] (---)
[7:48] , des op?rations de vitesse ? la
[7:50] hauteur de
[7:51] (---)
[7:52] King, quelques constats
[7:53] d'infraction ?mis. Pour les
[7:55] patrouilleurs ? v?lo, c'?tait
[7:56] tout l'hiver qu'il y avait une
[7:58] pr?sence de la patrouille ? v?lo
[8:00] Park Angel Woods et j'en profite
[8:02] pour vous partager que nette
[8:05] diminution marqu?e des
[8:06] infractions a ?t? constat?e en
[8:08] lien avec les chiens en laisse
[8:10] versus 2023. Le 3 avril, au parc
[8:13] que Santoro, c'?tait la pr?sence
[8:15] et la participation de la
[8:16] patrouille ? v?lo ? la journ?e
[8:19] d'incitation aux fatalistes la
[8:20] ville de Beaconsfield. Le 19
[8:22] avril, ? l'?cole j'ai expliqu?,
[8:23] pr?sente un patrouilleurs ? v?lo
[8:25] et politiciens du PDQ1, ainsi
[8:27] que flic, notre mascotte, au
[8:30] SPVM, lors de la marche de
[8:32] l'autisme aux alentours de
[8:33] l'?cole JFK. Belle
[8:36] collaboration, d'ailleurs, avec
[8:38] S?curit? publique Beaconsfield,
[8:39] encore une fois. Pour les
[8:42] agences socio-communautaires
[8:43] lors des derniers mois, les
[8:45] agents de socio-communautaire du
[8:47] poste 1 ont ?t? tr?s pr?sente
[8:48] dans les ?coles du secteur pour
[8:50] offrir aux jeunes des
[8:51] pr?sentations de pr?vention en
[8:53] lien avec la cyber-intimidation,
[8:55] la s?curit? sur les r?seaux
[8:57] sociaux et l'intimidation. Les
[9:00] ?coles Beckham et Yale,
[9:01] Christmas Parks, Saint-Edmond,
[9:03] Saint-R?my, Sherbrooke Acad?mie
[9:05] junior, ?cole Beaconsfield ont
[9:07] toutes ?t? visit? par les
[9:08] agentes socio-communautaires.
[9:11] Pour la criminalit?, on parle de
[9:14] trois introductions par
[9:15] effraction dans des r?sidences
[9:17] priv?es, deux vols de v?hicules
[9:20] automobiles et deux agressions
[9:22] arm?es, une
[9:24] (intervention en anglais)
[9:25] et un ?v?nement de prof?rer des
[9:27] menaces. ?a fait le tour pour la
[9:28] Ville de Beaconsfield. Merci de
[9:30] votre confiance. Vous pouvez en
[9:31] tout temps composer le
[9:33] (---)
[9:35] pour joindre le poste de
[9:37] quartier 1 ou envoyer un
[9:39] courriel au
[9:40] (---)
[9:42] . Thank you for your confidence.
[9:43] You may call five on four, 280,
[9:46] 010 and at any time to reach
[9:48] station one, or send an email at
[9:51] PDQ1 at SPVM point Q C.ca. Thank
[9:55] you. Merci.
[9:56] - Merci, commandant. Juste un
[9:59] commentaire avant de passer ?
[10:00] des questions, c'est ?vident que
[10:03] nous avons un probl?me de
[10:05] vitesse ? Beaconsfield. Souvent,
[10:11] ce sont les gens qui se
[10:15] plaignent de la vitesse, c'est
[10:17] eux qui en font, de la vitesse.
[10:18] Alors, il faut se
[10:21] responsabiliser, comme citoyen,
[10:23] puis respecter la vitesse dans
[10:26] les rues, que ce soit 40
[10:29] kilom?tres-heure ou 30
[10:30] kilom?tres heure. Il faut
[10:32] respecter cette vitesse-l?.
[10:34] Alors, j'encourage fortement nos
[10:38] r?sidents, si vous ne voulez
[10:39] pas... ce n'est pas parce qu'on
[10:43] veut aller chercher de l'argent.
[10:46] Si il faut respecter la vitesse,
[10:48] vous ne paierez pas de constat.
[10:50] Alors, c'est aussi simple que
[10:51] ?a. Respecter la vitesse et vous
[10:56] n'aurez pas de constat, comme il
[10:57] y en a eu plusieurs dans une
[11:00] p?riode...
[11:01] (inaudible)
[11:02] vous avez raison, Monsieur le
[11:03] Maire. Vous avez vraiment
[11:04] raison. Ce n'est pas une
[11:05] question d'argent. C'est
[11:06] vraiment la s?curit? routi?re.
[11:07] On essaie de passer un message
[11:08] dans les zones accidentog?ne et
[11:09] on a vraiment une nouvelle
[11:10] philosophie au SPVM, ?a
[11:12] s'appelle: pile. J'en profite
[11:14] pour vous en parler. C'est
[11:15] vraiment le bon billet, ? la
[11:16] bonne personne, au bon endroit,
[11:18] pour justement passer le
[11:20] message. Les trappes ? ticket,
[11:22] c'est fini. Je vous le dis, ce
[11:24] n'est pas une question d'argent
[11:25] ou un quota. C'est vraiment une
[11:27] question de responsabilit?, de
[11:28] s?curit? routi?re. En plus, j'en
[11:32] profite aussi pour, je vous l'ai
[11:34] dit, contacter le poste de
[11:36] quartier font de l'attention
[11:37] sp?ciale. Toute plein de
[11:38] circulation, c'est important. On
[11:39] a besoin de vos informations. On
[11:42] a les zones accidentog?ne avec
[11:44] les statistiques, mais on a
[11:45] besoin aussi de vos plaintes
[11:47] pour alimenter notre base de
[11:49] donn?es. Pour savoir o?,
[11:51] justement, tenir ses op?rations
[11:54] ? des vitesses.
[11:55] - Merci beaucoup. Est-ce qu'il y
[11:56] a des questions? You can come up
[12:04] to a mic.
[12:21] Nor Graham, 140 crust well. When
[12:26] the cadets and police officers
[12:28] on bikes, can I tell people
[12:31] walking, where there is no
[12:32] sidewalks, that they should be
[12:34] walking facing traffic, not with
[12:36] their backs to traffic? I tell
[12:39] people all the time, especially
[12:40] when it's dark. They're wearing
[12:43] dark clothing, you can't see
[12:44] them. If they are facing you,
[12:46] you can see that light shine on
[12:48] their face. Not when they have
[12:51] got your back to you. In the
[12:53] wintertime, there are hoods, you
[12:55] don't see them. It's another
[12:57] security measure. Thank you.
[13:01] >> I will answer. Yes, the
[13:05] cadets, and it is actually what
[13:07] they are therefore, prevention
[13:09] to approach people and to talk
[13:13] about security and preventions.
[13:15] That is part of what they're
[13:17] going to be doing this summer.
[13:20] >> Any other questions? Est-ce
[13:21] qu'il y a d'autres questions
[13:23] pour le commandant? Oui?
[13:27] - Bonsoir. Dans mon district, il
[13:32] y a l'?cole primaire
[13:33] Beaconsfield.
[13:34] - Oui.
[13:35] - R?cemment, j'ai re?u quelques
[13:38] plaintes. ?videmment, c'est
[13:40] plate ? dire, mais ce sont les
[13:42] parents qui sont un peu trop
[13:43] press?s pour amener les enfants
[13:45] ? l'?cole. Il y a peut-?tre un
[13:48] ou 2 ans de cela, nous avons
[13:50] chang? la circulation autour de
[13:52] l'?cole, sur la rue Beaurepaire,
[13:54] on n'a pas le droit de tourner ?
[13:56] gauche pour descendre de
[13:57] l'?cole, il faut faire la
[13:58] tourn?e.
[13:59] - D'accord.
[14:00] - Quand m?me, j'ai des r?sidents
[14:01] dans le coin qui sont tr?s
[14:03] allum?s, ils regardent le matin,
[14:04] puis il y a encore des parents
[14:06] qui, tu sais, coupe.
[14:08] - Oui.
[14:09] - Il tourne ? gauche. Il d?passe
[14:11] les voitures qui sont en ligne
[14:13] pour entrer dans l'?cole. ?a
[14:15] cr?e une zone dangereuse, je
[14:18] peux dire ?a.
[14:19] - Oui.
[14:20] - Si vous pouvez porter un peu
[14:21] plus attention dans les
[14:23] prochaines semaines, ce serait
[14:24] appr?ci?.
[14:25] - Bien, merci pour votre...
[14:27] c'est justement ?a qu'on a
[14:28] besoin. Ce sont des attentions
[14:30] sp?ciales comme cela. On a une
[14:31] banque au poste, une banque, un
[14:35] nombre d'attention sp?cial dans
[14:36] les cinq municipalit?s. Donc, ce
[14:39] sont des plaintes comme cela
[14:40] qu'on a de besoin pour,
[14:42] justement, savoir o? envoyer les
[14:44] policiers. On parle de passer un
[14:45] message, mais c'est justement
[14:46] ?a. Puis comme monsieur le maire
[14:48] a dit, c'est plate, mais des
[14:50] fois, ce qui arrive, ce sont les
[14:51] parents qui portent... qui font
[14:53] les plaintes, mais le matin
[14:55] arrive, puis ils sont en retard
[14:57] et il faut juste savoir ralentir
[15:00] et avoir la s?curit? de nos
[15:02] enfants en t?te. M?me si on est
[15:05] en retard, m?me si... alors,
[15:07] oui, la s?curit? aux abords des
[15:08] ?coles, c'est traiter avec
[15:12] priorit?, puis on va l'attention
[15:14] sp?ciale ? l'?cole bikini Field.
[15:15] - Merci beaucoup.
[15:16] - Si vous en avez, les citoyens
[15:18] et citoyennes, n'h?sitez pas. Le
[15:21] courriel, c'est la meilleure
[15:22] fa?on. Un policier vous
[15:23] rappellera de vive voix. Je me
[15:25] suis engag?e au service ? la
[15:27] client?le, justement, pour ?a.
[15:29] Donc, voil?!
[15:30] - C'est un message tr?s
[15:32] important que vous venez de
[15:33] donner, commandant. Tout citoyen
[15:35] peut vous appeler et s'ils
[15:38] observent de la vitesse dans son
[15:41] secteur, ou des gens qui ne font
[15:42] pas leurs stops, enregistrent
[15:47] une plainte chez vous, et je
[15:50] sais que des policiers vont s'en
[15:51] occuper tr?s rapidement.
[15:53] - Et on garde la plainte ouverte
[15:54] tant et aussi longtemps que le
[15:55] message n'est pas pass?.
[15:56] - Oui.
[15:57] - Donc, si on ne va pas aucun
[15:59] ralentissement, la plainte reste
[16:00] ouverte. Elle peut rester des
[16:01] mois ouverte, la plainte. On a
[16:02] un travail ? faire. On le fait.
[16:05] Comme je l'ai dit, le citoyen va
[16:07] toujours avoir un rappel de vive
[16:09] voix.
[16:11] - Est-ce qu'il y a d'autres
[16:12] questions? Oui. Frank.
[16:27] >> Put my courage somewhere. I
[16:29] will keep up here. Frank.
[16:32] >> Question --
[16:33] >> Sorry, I was -- I thought it
[16:35] was a question period.
[16:36] >> We are not there yet.
[16:38] >> Okay.
[16:42] - D'autres questions? Any other
[16:44] questions for the commandant? To
[16:47] the commandant? Pour le
[16:48] commandant? Go ahead.
[16:51] >> Yeah, I am an engineer. I
[16:54] like numbers. I want to know how
[16:56] many regions there are, how many
[16:59] guys go snooping around houses,
[17:01] look in the windows, and all
[17:03] that stuff. There is that going
[17:05] on all the time. You know, it's
[17:08] a state of art, I guess, people
[17:10] have to do that. Is there any
[17:16] safer thing? Stealing cars, you
[17:19] know, all of that kind of stuff,
[17:23] we are lucky. As discussed
[17:25] earlier, anyway, they are not
[17:30] having any success, or we don't
[17:33] know --
[17:34] >> What is your question?
[17:35] >> What danger are we in as a
[17:38] Beaconsfield resident? Is there
[17:41] anything we should watch and
[17:43] see? It's all on the news. Give
[17:45] us a little idea?
[17:47] >> Yeah.
[17:48] >> Thank you for your question.
[17:50] If you like numbers, I will
[17:52] refer you to the website, the
[17:55] SPVM website. We have
[17:57] statistics. You have to put
[17:58] station one, and you will have
[18:00] statistics for every crime there
[18:03] is. To answer your question, you
[18:06] are very safe in Beaconsfield,
[18:09] like the four other
[18:10] municipalities that station one.
[18:13] You can also see it on the
[18:15] website with the statistics,
[18:18] which is a good thing. We are
[18:19] one of the last one's one
[18:22] talking about crime rates. Yeah.
[18:25] I mean, anything to be aware of
[18:27] in Beaconsfield, I mean, there
[18:30] are a lot of fraud going on. We
[18:33] have an eye on that. A lot of
[18:35] prevention has been done,
[18:37] especially towards older people,
[18:41] senior citizens. So, that we are
[18:46] working hard on. Other than
[18:47] that, I would say it is the road
[18:51] safety that -- you know, doesn't
[18:54] mean we are not keeping an eye
[18:55] on other sorts of crimes. In
[18:58] Beaconsfield, 100%, you are very
[19:01] safe in Beaconsfield, if we
[19:04] compare to the rest of Montr?al.
[19:07] >> Thank you. Merci beaucoup,
[19:09] commandant.
[19:10] - Merci.
[19:11] >> Thank you. Now I will go back
[19:19] to the second question in
[19:21] writing that we got, and it was
[19:26] from Nicole. She made several
[19:34] comments and requests regarding
[19:35] the following subjects, creating
[19:37] a safe space program in
[19:40] Beaconsfield, use of organic and
[19:42] natural methods for the ash tree
[19:45] treatment, protecting
[19:47] Lac-Saint-Louis for the animals,
[19:50] suburban family and pet day
[19:52] event, request to use
[19:54] plant-based food and focus on
[19:56] adopting animals, suggestions
[19:59] regarding the activities that
[20:02] day. Rodenticide uses, creating
[20:05] a mural at the dog shelter and
[20:08] extending the shelter. So, your
[20:12] comments and suggestions are
[20:15] certainly noted, and we will
[20:18] take them into consideration.
[20:20] Thank you for your questions.
[20:25] Maintenant And now, we will go
[20:26] to the questions from the floor.
[20:30] Who will be the first volunteer?
[20:38] >> Okay, I've got my nuclear
[20:40] engineering hat on. I want
[20:43] nuclear power in Qu?bec. You
[20:47] were -- on the air, you wanted
[20:48] to embed all the wires, and I
[20:51] totally agree. That should have
[20:53] been done X million years ago,
[20:55] it will never be done --
[20:57] >> This, we will agree,
[20:59] together, we agree on that.
[21:00] >> Yes, okay. Well, we have two
[21:04] nuclear power plants, and they
[21:06] are sitting there, and as you
[21:07] know, the water levels are going
[21:10] down in the rivers.
[21:16] The Newfoundland government is
[21:18] going to expire, and we're not
[21:19] going to have electricity. We're
[21:21] going to be blacked out. We have
[21:23] to, obviously, prepare. It takes
[21:26] a while to get the reactor
[21:30] going. It's sitting there,
[21:31] minding its own business, and I
[21:34] think we are going to suffer
[21:36] here, especially in the West
[21:37] Island, where we have these
[21:39] outages. That is one point --
[21:42] >> What's your question?
[21:43] >> My question is, what is the
[21:47] government -- one is the
[21:48] government going to tell us that
[21:50] they will get something that
[21:52] makes sense before we have
[21:56] another down of power.
[21:58] >> You will have to ask the
[22:00] government that question. You
[22:02] can do leg me, put in a
[22:06] generator. That solves the
[22:08] problem for me, at my house.
[22:11] >> I just had a heat pump that
[22:13] failed, that's going to cost me
[22:15] a lot. Now you want to be to buy
[22:17] a generator?
[22:18] >> I didn't say that, but I did
[22:21] solve the issue with power
[22:23] outages at my house by putting
[22:25] in a generator.
[22:26] >> That's not going to solve the
[22:29] problem. We need nuclear power,
[22:30] and we need it right now. That
[22:32] is another provincial thing. I
[22:34] --
[22:35] >> It's a question you need to
[22:37] ask the provincial government --
[22:39] >> I worked in the nuclear
[22:41] business in Ontario 60 years
[22:42] ago, and before I came here.
[22:44] They got 70% nuclear, 70%.
[22:48] >> It's not an issue we, as the
[22:51] municipal government, can
[22:52] resolve for you.
[22:53] >> I understand.
[22:54] >> You go to the right people,
[22:56] ask the right questions.
[22:57] >> I see. One of the things,
[23:00] falling for a petition,
[23:02] suggesting to allow Beaconsfield
[23:03] residents to reserve a court for
[23:08] pickleball. What does that all
[23:09] about? Pickleball, you know, I
[23:13] brought up Pickleball a century
[23:15] ago, it seems, and we haven't
[23:18] been successful at it. Just -- I
[23:24] am interested in the sporting
[23:26] thing. I know the recreation
[23:27] center is going to be closed
[23:30] down. We are preparing for
[23:32] nothing there. I don't see
[23:34] artificial ice rink built in
[23:36] your property, on the big piece
[23:41] of land we have on the south, on
[23:43] the lake. What is the timeline
[23:46] on all of this?
[23:47] >> We will pass your comments to
[23:50] the cultural leader department,
[23:53] and the reason for the petition
[23:55] here is some people are
[23:57] complaining there are not enough
[23:59] Pickleball courts, there are at
[24:03] least one pickable Court in
[24:06] every tennis area, or two --
[24:08] >> They allocated --
[24:09] >> People want three. That's the
[24:12] petition.
[24:13] >> It's important to make a
[24:14] pickable court the exact size of
[24:15] the pickleball game. You guys
[24:18] put a couple of nights, put in
[24:21] little squares --
[24:22] >> Frank, we know --
[24:24] >> It's not exact.
[24:25] >> We know you are an advocate
[24:26] for pickleball, we know that.
[24:29] Let me tell you, we are doing
[24:31] everything we can to try to
[24:33] resolve the issues.
[24:35] >> What is the schedule on that
[24:37] closing down? I came from
[24:39] Connecticut playing hockey with
[24:40] the Beaconsfield old-timers.
[24:42] >> Did you win?
[24:43] >> We won the gold medal.
[24:45] >> Good, good.
[24:46] >> We lost, for the last five
[24:49] years.
[24:50] [Applause]
[24:51] For the last five years, we
[24:52] didn't win when we go down
[24:53] there. We did this time. It was
[24:55] a great event. Yes, so, you
[24:59] know, we have our events at the
[25:02] end of the year, Dave knows
[25:04] about it. He is going to fix
[25:06] everything up, right, Dave? He
[25:09] plays in the league. There you
[25:11] go. You know, is there going to
[25:15] be another ring for everybody
[25:22] available? When you close that
[25:23] rank down, we are going to skate
[25:25] and play hockey?
[25:26] >> It's not in the plans.
[25:28] >> What are we going to go play
[25:31] hawking? I'm just asking. We've
[25:39] had the lead for 80 years.
[25:41] >> There is going to be no
[25:43] available ice rink in
[25:45] Beaconsfield refrigerated or
[25:47] endorsed for the next fall and
[25:49] next year, most probably. People
[25:52] have to go and find ice time in
[25:55] other arena, speakerphone or we
[25:57] go, for what Troy, or other
[26:00] arenas.
[26:01] >> Their full up already with
[26:03] their programs. Whatever it is,
[26:06] no. That is pretty sad. We could
[26:09] have had an artificial ice rink
[26:11] --
[26:12] >> It wasn't possible to install
[26:14] one in the short term at that
[26:16] location you're suggesting.
[26:17] >> I'm suggesting --
[26:18] >> It's --
[26:19] >> From Dorval --
[26:20] >> Frank. It is not in the plan.
[26:23] Thank you very much.
[26:24] >> Thank you, but you better get
[26:25] it done so we can -- hockey
[26:29] hockey doesn't stop. Canadians
[26:31] have won the Stanley Cup for a
[26:32] long time, and we are not
[26:33] encouraging hawking. Thank, you
[26:37] I'm sorry. Thank you very much.
[26:38] >> You're welcome.
[26:43] >> -- West. Travel you'd be
[26:45] allowing questions when the
[26:48] documents regarding the plaza
[26:51] are explained? We've only just
[26:53] received them here tonight. Will
[26:55] you allow questions?
[26:57] >> You can -- go ahead.
[26:59] >> For explanation.
[27:00] >> Ask questions.
[27:01] >> I don't want to ask them now,
[27:02] I want to know during the
[27:06] explanation of the documents,
[27:09] will you be answering questions?
[27:11] Is there going to be --
[27:12] >> Now. Now, it's the agenda
[27:15] here, and Council will build on
[27:17] the agenda.
[27:19] >> Okay. Very complicated.
[27:33] - Louise Marien, je vais parler
[27:34] du 275, Elm. Est-ce qu'on peut
[27:37] avoir le nom du propri?taire?
[27:40] - Je n'ai aucune id?e.
[27:42] - On devrait savoir le nom du
[27:44] contracteur.
[27:45] - Je n'ai aucune id?e.
[27:46] - Est-ce qu'il va y avoir un
[27:47] comit?? J'aimerais ?tre dessus.
[27:49] - C'est ce qu'on a dit, il y
[27:52] aurait un comit? de citoyens.
[27:53] - Est-ce qu'on va pouvoir mettre
[27:55] notre nom aujourd'hui o? il faut
[27:56] attendre?
[27:57] - Non, ce n'est pas pour le
[27:59] moment. Je pense qu'en temps et
[28:01] lieu, vous allez avoir
[28:03] l'information et pour le comit?
[28:06] et ce comit?-l? sera form? ? ce
[28:08] moment-l?.
[28:09] - D'accord.
[28:10] - Monsieur le Maire, juste pour
[28:11] pr?ciser, c'est un comit? de bon
[28:13] voisinage sur lequel il y aura
[28:14] des citoyens.
[28:15] - C'est celui-l? dont je parle.
[28:16] Ensuite, vous allez faire des
[28:18] ?gouts en arri?re de chez moi,
[28:19] le terrain, ce sera en arri?re
[28:21] des b?tisses, hein? Est-ce que
[28:22] ces ?gouts-l?, qui vont passer,
[28:24] on va nous mettre un mur
[28:27] pourtant que notre terrain, qui
[28:28] n'est plus haut, la terre va
[28:31] partir? Je
[28:32] - N'ai aucune id?e.
[28:33] - ?a va bien, mon affaire!
[28:35] - ?a va bien.
[28:36] - Oui. Apr?s ?a, Hydro-Qu?bec a
[28:41] pass?, puis les monsieur
[28:43] d'Hydro-Qu?bec vont changer les
[28:46] poteaux.
[30:06] cela. Des fois, on le met et
[30:08] quand vous avez pour signer, on
[30:10] dit: tu n'as pas le droit, dans
[30:11] 50, de rajouter des ?tages.
[30:12] - Non. Pour le moment, non, on a
[30:15] pas de questions.
[30:16] - Et pour les fils ?lectriques,
[30:18] le fameux Joseph nous a dit
[30:20] qu'il les mettait parterre.
[30:22] Est-ce que c'est dans vos plans?
[30:27] En tout cas, j'aimerais savoir
[30:29] si on va... si les ?gouts, que
[30:31] nous autres, tout le monde...
[30:33] - Quand on aura... quand on aura
[30:36] les r?ponses, on va vous les
[30:38] donner.
[30:39] - Je vous remercie.
[30:41] (inaudible)
[30:42] Plus avanc?.
[30:47] >> Daniel, oak Dale Crescent. My
[30:52] question relates to part one of
[30:54] the final authorization. It is
[30:58] relating to the fact that this
[31:00] part is not subject to a
[31:04] referendum. It says the second
[31:08] draft contains provisions that
[31:10] are not subject to referendum
[31:13] approval. Could someone explain
[31:16] what those provisions are that
[31:18] are not subject to it? Dennis,
[31:25] can you answer that one?
[31:40] >> Can you hear me well? I will
[31:43] talk louder, right?
[31:45] >> I am fine.
[31:46] >> I don't have the list here
[31:47] with me, but the way the
[31:50] provincial law works is there
[31:52] are very specific items that
[31:54] need to go through the
[31:57] registration process, and some
[31:59] that don't have to. I will give
[32:00] you an example, such as signage.
[32:04] Signage doesn't have to go
[32:05] through a referendum process. If
[32:08] we are modifying elements of
[32:13] subject pertaining to sheds, for
[32:15] instance, it doesn't have to go
[32:17] through the registration
[32:18] process. We could give you that
[32:20] very precise list, if you give
[32:23] me your address, email address,
[32:26] I will gladly send them to you
[32:28] tomorrow.
[32:29] >> Great, it's just that I
[32:30] looked at that proposal from the
[32:32] March meeting, and the only
[32:35] things they talk about, related
[32:37] to this, are things like, I
[32:40] think, drainage, and a few other
[32:43] items.
[32:44] >> Those are most specifically
[32:47] general items that could be
[32:50] applicable to all aspects of the
[32:52] municipality. That's why they're
[32:53] non subject to referendum.
[32:56] >> Okay --
[32:57] >> Let's say, for instance, the
[32:59] type of usage, this is
[33:01] definitely going into the
[33:03] registration process. The height
[33:04] of the building, the density
[33:05] levels, all these elements that
[33:08] pertain to the construction of
[33:09] the building's subject. One of
[33:11] them that I have in mind is, for
[33:14] instance, the slope that goes to
[33:16] the underground garage. The
[33:19] disposition pertaining to the
[33:20] width of the parking spaces in
[33:22] the underground garage, that
[33:23] doesn't have to go through the
[33:25] registration process.
[33:26] >> What about cladding
[33:28] materials, things like that? I
[33:30] know there are now accepting
[33:31] three types of different ones in
[33:34] ten of two. Would that apply
[33:36] just to that project --
[33:38] >> It goes into that, yes.
[33:39] >> It goes into --
[33:40] >> The registration process. No,
[33:43] sorry, that's general.
[33:45] >> Again, we are doing the
[33:49] PPCMOI now, not the
[33:50] architecture.
[33:51] >> I could give me the precise
[33:52] list.
[33:53] >> Three types of cladding is
[33:57] subject to the referendum --
[33:58] >> Not necessarily cladding, it
[34:00] is materials, and it's not
[34:03] subject.
[34:04] >> Not subject --
[34:05] >> To the registration.
[34:06] >> Does that bylaw change -- is
[34:08] it a bylaw change, first of all?
[34:10] Does that apply over the entire
[34:13] municipality, or over the zone?
[34:14] Is it restricted to that one
[34:16] project?
[34:17] >> Restricted to that project.
[34:19] >> Thank you.
[34:20] >> You are welcome.
[34:28] >> Hello. Jason, molten -- I was
[34:34] reading through this as I came
[34:35] in, and perhaps I don't know if
[34:37] that's the right time to be
[34:38] asking the question. Duly know
[34:41] how many applications for a
[34:43] referendum or registry were
[34:45] opened?
[34:46] >> No.
[34:47] >> We don't know?
[34:48] >> No.
[34:49] >> I know. How come I know? Can
[34:52] somebody please let me know?
[34:55] >> No one really knows. You
[34:57] might have a number in mind. To
[35:00] have the exact number, and we
[35:01] need to have the eligible lists
[35:03] in our hands. When this is
[35:06] adopted by Council, we will
[35:07] submit the resolution of Council
[35:09] to the director general of
[35:11] election, and he's going to give
[35:12] us the latest electoral lists,
[35:16] and when we get that list, we
[35:17] are able to make the
[35:19] calculations, which will be made
[35:22] public on May 1st.
[35:23] >> May 1st. No public notice
[35:26] goes out. You guys are voting on
[35:28] that night?
[35:30] >> On the resolutions to have a
[35:32] registry, and when we have those
[35:33] resolutions, and we tell the
[35:35] government, listen, we will have
[35:36] registries, can we have the
[35:37] electoralist, please? They are
[35:38] the most updated list we have
[35:40] for the sectors, and they will
[35:42] be able to do the accounts.
[35:43] >> What is the timeframe from
[35:46] presuming tonight you vote on
[35:47] it, then they have to give it to
[35:49] you, and what is the timeframe
[35:50] for the residents?
[35:51] >> Around a week. You are going
[35:52] to know officially on May 1st
[35:55] when we are going to issue
[35:56] public notice to inform the
[35:58] general population that there is
[36:00] a registry on May 7th.
[36:02] >> Okay. The registry is on May
[36:05] 7th?
[36:06] >> That's what we have on the
[36:07] agenda tonight.
[36:08] >> Okay.
[36:09] >> May 1st is a public notice,
[36:11] and May 7th would be the
[36:13] registry.
[36:14] >> May 1st, we know the numbers
[36:15] we need --
[36:16] >> We have to figure it out
[36:18] first.
[36:19] >> Okay, what is the timeframe
[36:21] from there to go? You need to --
[36:25] >> May 1st will be the public
[36:27] notice to provide all this
[36:30] information.
[36:31] >> And then we have how many
[36:32] days before?
[36:33] >> May 7th is the registry that
[36:37] will be announced with the
[36:38] hours, dates, here at City Hall.
[36:41] >> Okay.
[36:42] >> Pardon me? There is only
[36:46] seven days?
[36:47] >> Yes.
[36:49] >> Yes.
[37:02] Nobody else? Just me, I guess.
[37:05] Do we know how many zones we're
[37:09] going to be canvassing?
[37:12] >> I think, Denis, could you
[37:16] provide the zones?
[37:20] >> Yes. The zones are defined in
[37:23] the bylaw. Basically, it's too
[37:25] concerned sectors. It is no
[37:28] longer zone pertaining to the
[37:29] zoning. There is two zones that
[37:33] have been combined because they
[37:35] were losing to the same
[37:36] elements, and there is another
[37:37] one, a smaller one, that is
[37:40] opposing to seven of the
[37:41] elements, if I'm not mistaken.
[37:43] Those are the two concerned
[37:45] sectors --
[37:46] >> Three in total?
[37:47] >> No. You've got to. The two
[37:49] have been combined, two zones --
[37:51] >> Westcroft and my zone?
[37:53] >> Those become one. There's
[37:55] only two.
[37:56] >> There's two. What happens
[37:59] with the two? Those two are not
[38:01] combined, there's two separate
[38:03] ones --
[38:04] >> At the end, they will.
[38:05] >> Pardon me?
[38:06] >> Numbers, at the end, they
[38:07] will, for the numbers.
[38:08] >> On May 7th, it's a combined
[38:10] vote?
[38:11] >> Two --
[38:12] >> To separate registries, but
[38:14] at the end, the numbers will
[38:16] have to -- there will be a total
[38:19] of all the numbers for the
[38:21] areas.
[38:22] >> Can you explain how come they
[38:23] are separated but combined at
[38:24] the end?
[38:25] >> They're not opposing to the
[38:26] same elements.
[38:27] >> Okay. What does that mean
[38:29] then? If you have to separate --
[38:32] >> Well, the way it's going to
[38:33] work is at the elements that are
[38:37] similar, the numbers will be
[38:39] added to those elements.
[38:40] >> Let's say, for example, there
[38:41] is one that is independent, not
[38:44] similar.
[38:45] >> You guys will -- the small
[38:47] zone won't be able to sign on it
[38:50] because you are opposing to
[38:52] seven out of ten.
[38:54] >> They can only opposed to the
[38:56] ones they signed on for?
[38:57] >> Correct.
[38:58] >> The other can oppose --
[39:00] >> All ten of them.
[39:01] >> Okay.
[39:03] >> Thank you.
[39:10] I want to be patient, but if we
[39:12] are going to re-run the same
[39:14] questions all over again -- go
[39:16] ahead.
[39:17] >> Totally different. Dave,
[39:20] fairway drive. We spoke earlier
[39:23] when the confidant was here
[39:24] about public safety. Our aging
[39:29] population, I have noticed a lot
[39:31] of, I will say, solicitation to
[39:36] do summer work here in
[39:38] Beaconsfield. I understand there
[39:39] is no solicitation whatsoever
[39:41] from what I understand, other
[39:44] than Girl Guides, Boy Scouts,
[39:46] that kind of thing. Already, we
[39:48] are starting to see a lot of
[39:50] window washers, grass cutters, a
[39:52] variety of things of this
[39:53] nature. With our aging
[39:55] population, what kind of steps
[39:58] are we putting in there to make
[40:00] sure that these people are not
[40:04] just making idle calculations on
[40:06] how much it's going to cost to
[40:07] clean someone's windows, cut
[40:09] their grass, these kinds of
[40:11] things? It is kind of a tie in
[40:15] with station one, but also, what
[40:17] are the municipalities doing in
[40:20] order to ensure people aren't
[40:21] just walking around the streets,
[40:24] looking for a business summer?
[40:26] >> We do have a bylaw for that.
[40:30] It says no one can go to your
[40:33] house and solicit business. In
[40:36] fact, if anyone does that, you
[40:40] call immediately Municipal
[40:43] patrol. They will take it up
[40:46] immediately. No one is
[40:48] authorized to go around in the
[40:51] city. That bylaw says it very
[40:54] clearly. No one is authorized to
[40:56] go around and solicit business.
[40:58] >> And now the nice weather is
[41:01] here, I have seen six people in
[41:04] the last weekend a half --
[41:05] >> You should have reported it
[41:06] to municipal patrol. They need
[41:09] that kind of information so they
[41:12] can act on it.
[41:14] >> Mayor, it is true there is a
[41:19] bylaw. However, there's a permit
[41:22] that is available. One of the
[41:25] things people can do when people
[41:27] show up to their door's request
[41:29] to see the permit the City has
[41:34] issued. If they don't have one,
[41:36] as the Mayor mentioned, the
[41:37] right thing to do is say, you
[41:40] know, leave and call Public
[41:44] Security. They can't go door to
[41:46] door without a permit.
[41:47] >> Fair enough. Thank you.
[41:51] >> Denis, could you --
[41:55] (inaudible)
[41:56] >> Allowed to solicitation. A
[41:58] permit they could get is for
[42:00] pamphlet distribution, we are
[42:02] not allowed to not gone your
[42:03] door. Today, patrollers
[42:06] intercepted somebody that was
[42:09] cleaning the dreams of the
[42:11] garages, and was asking I
[42:13] horrendous amount of money to do
[42:14] that. He was an elderly person.
[42:16] By all means, if you have
[42:18] neighbours that are being
[42:20] approached like, that give us a
[42:21] shout. I mean, we will gladly be
[42:24] on the go. The trick is to try
[42:27] to be there fast enough to be
[42:29] able to get them. Usually, they
[42:31] act pretty quick. They grab that
[42:33] money and leave. Sometimes they
[42:34] don't even do the job. We have
[42:36] to be very vigilant. As soon as
[42:38] you see something that is out of
[42:39] the ordinary, give us a shout.
[42:42] Don't hesitate.
[42:44] >> Yeah, I think that is the
[42:46] important thing, make sure that
[42:48] you call immediately, the
[42:51] municipal patrol, to say that
[42:53] somebody is soliciting without a
[42:55] permit.
[43:00] Any other questions?
[43:07] We will move on to the agenda.
[43:12] >> Adoption of the minutes city

[1:00:53] - Je crois que Roger... Has

[1:00:59] >> Thank you, Mister Mayor. Yes,
[1:01:02] I'm happy to nominate Elizabeth
[1:01:04] panel as a member to the

[1:01:08] been a resident of Beaconsfield
[1:01:09] for close to ten years. She's a

[1:01:23] degree and her major it was an
[1:01:25] environmental sciences, or
[1:01:27] environmental geography, which
[1:01:29] maybe it has been changed to. At
[1:01:32] the same, time she's either
[1:01:34] taken a diploma with the
[1:01:36] University of Guelph in
[1:01:38] horticulture for the past two

[1:01:48] with many of the programs and
[1:01:50] events that we have four
[1:01:51] children, that she attends with
[1:01:53] with her daughter. And at that
[1:01:56] point, I think she fits very
[1:01:59] well but with the demographic
[1:02:01] profile that we are looking to
[1:02:03] get with some of our younger
[1:02:05] residents in Beaconsfield. So
[1:02:07] Mister Mayor, I'm very happy to
[1:02:10] propose Kathryn as a member but.

[1:02:53] du Centre de services scolaire
[1:02:54] Marguerite-Bourgeoys.
[1:02:55] - Je propose.
[1:02:57] - Second?.
[1:02:58] - En faveur.
[1:02:59] - ? l'unanimit?. Transforming
[1:03:03] the Great Lakes and St-Lawrence
[1:03:05] River basin into a thriving
[1:03:06] blue-green economic corridor
[1:03:07] while safeguarding our
[1:03:09] freshwater resources.
[1:03:13] >> Proposed.
[1:03:16] >> Seconded.
[1:03:18] >> In favour.
[1:03:20] >> I think you missed a -- one.
[1:03:25] It was 60.3, which was --
[1:03:28] [Inaudible]

[1:03:50] - Je seconde. I am a seconding.
[1:03:53] >> All in favour?
[1:03:57] [Inaudible]
[1:03:58] >> Okay, that's good.
[1:03:59] - ? l'unanimit?. All in favour.

[1:04:06] recognition of the Low Vision
[1:04:07] Self-Help Association by the
[1:04:08] City of Beaconsfield.

[1:04:37] film shooting at 313 Pinetree on
[1:04:41] May 22 or 23, 2024.
[1:04:45] >> Proposed.
[1:04:46] >> I second.
[1:04:47] >> In favour.
[1:04:49] - ? l'unanimit?. Autorisation de
[1:04:52] tenir l'?v?nement Journ?e de la
[1:04:53] famille et des animaux de
[1:04:55] compagnies organis? par le
[1:04:57] journal The Suburban au parc
[1:04:58] Centennial le samedi 15 juin
[1:04:59] 2024.
[1:05:01] - Avant le vote, je vais vous
[1:05:04] demander, ? notre directeur
[1:05:05] g?n?ral, de donner des
[1:05:07] explications.
[1:05:08] - Oui, Monsieur le Maire. Il y
[1:05:09] avait une information qui m'a
[1:05:10] ?t? demand? lors du caucus. Je
[1:05:13] ne l'avais pas port?e de main.
[1:05:14] Je remercie Nathalie qui le
[1:05:15] maire... qu'il a sem?. Je vais
[1:05:16] l'envoyer ? tout le monde. Par
[1:05:18] rapport ? l'approbation, une

[1:05:34] peuvent ?tre exceptionnellement
[1:05:35] autoris?es par r?solution du
[1:05:36] Conseil. Donc, c'est ce que vous

[1:05:53] >> Mayor's report on the
[1:05:54] decisions made by the
[1:05:56] Agglomeration Council at its
[1:05:57] meeting of April 18, 2024.
[1:06:02] >> All I can say is that we
[1:06:04] continue the, the suburban
[1:06:09] mayors, continue to oppose
[1:06:13] certain agenda items where the
[1:06:15] sharing of expenses is
[1:06:19] inequitable for the merch
[1:06:22] municipalities. So this will
[1:06:24] continue on for as long as it's
[1:06:27] not resolved. We spent many,
[1:06:33] many, many millions of dollars
[1:06:35] on your behalf at that last
[1:06:37] meeting. And we will continue to
[1:06:38] spent many, many, many millions

[1:06:42] future meetings.
[1:06:52] - D?p?t des rapports des
[1:06:53] directeurs.
[1:06:54] - Monsieur le Maire... I just
[1:06:57] want to say thank you for the
[1:06:58] nominations for -- its really
[1:07:01] just my colleagues at the
[1:07:03] finance department and public
[1:07:04] works department will be very
[1:07:05] happy to have some new
[1:07:07] reinforcement to help them do
[1:07:08] their work and their eager to
[1:07:12] have these people working with
[1:07:15] them, who keep continuing the
[1:07:16] best service possible to the
[1:07:18] residents. You know, sometimes
[1:07:19] there's delays, and in all
[1:07:21] industries, it's difficult
[1:07:23] sometimes to find new employees.
[1:07:25] But our HR department is
[1:07:27] delighted that we found those
[1:07:30] employees, those potential
[1:07:31] employees, for sure. Thank you
[1:07:33] so much.
[1:07:38] >> The closing of the meeting.
