que jouent les jeunes dans notre

collectivit?. Les bourses tout

sont grandement appr?ci?es par

les ?coles, les jeunes qui les
[1:24]
re?oivent, et leurs familles.

Elles sont une partie importante
[1:28]
des services de soutien que nous
[1:30]
offrons ? nos jeunes. La bourse
[1:35]
comm?morative est d?cern?
[1:37]
annuellement ? deux ?tudiants de
[1:38]
la ville de Beaconsfield qui ont
[1:39]
de bons r?sultats scolaires et
[1:41]
qui contribuent ? la vie
[1:44]
communautaire pour leur offrir
[1:45]
un soutien financier ? la
[1:47]
formation continue. En plus de
[1:49]
la Bourse, les ?tudiants
[1:51]
re?oivent une plaque
[1:53]
comm?morative ainsi qu'une carte
[1:54]
loisirs annuel familiale.

Exceptionnellement, cette ann?e,

nous n'avons aucun
[2:03]
r?cipiendaires, une ?l?ve

provenant de la commission
[2:06]
scolaire Lester B. Pearson.

Graduating student from St.
[2:22]
Thomas High School. Catherine is
[2:23]
deeply engaged in her high
[2:25]
school's student life. She
[2:28]
excels in her student leadership
[2:30]
course, where she has played a
[2:32]
key role in organizing events,
[2:34]
such as the Terry Fox walk and
[2:37]
it's fundraisers. The student
[2:39]
carnival and holiday food drive.
[2:42]
Additionally, she has
[2:43]
contributed to the planning of
[2:44]
all school dances and the spring
[2:47]
for local seniors. She not only
[2:51]
maintains an overall average of
[2:54]
86%, that's great, earning her
[2:57]
spot on the St. Thomas High
[2:58]
School honour roll, she also is
[3:00]
one of the leaders on the girls
[3:03]
juvenile basketball team and
[3:05]
girls rugby team that competed
[3:07]
in the Greater Montr?al athletic
[3:10]
association. Kathryn exemplifies
[3:12]
what it means to be a leadership
[3:15]
student. Her intellect, paired
[3:17]
with her unwavering work ethic,
[3:20]
consistently places her among
[3:22]
the top achievers in her grade.
[3:25]
On behalf of the city of

Beaconsfield, it gives us great

pleasure to offer her the 2024

Tupe Memorial scholarship. Ces

site. Offering a subsidy on the

purchase cost as well. Tree
[23:46]
replacement which must be
[23:47]
carried out within 12 months is
[23:49]
included in the zoning bylaw.
[23:51]
The public consultation was held
[23:53]
on this subject on February, 20,
[23:57]
2023. -- The tariff bylaw, which
[23:59]
provides the deposit, was
[24:01]
amended in 2022. This bylaw does
[24:04]
not require consultation. The
[24:06]
objective behind the deposit is
[24:08]
to preserve the city's canopy.
[24:11]
There's no mechanism to be
[24:13]
exempted from the deposit. The
[24:15]
12 month deadline for
[24:17]
replacement as stipulated in the
[24:18]
regulations covers the three
[24:20]
seasons, during which it is
[24:21]
possible to plant, in addition
[24:23]
to being able to benefit from
[24:25]
the green program. Reimbursement
[24:27]
is made once the replacement has
[24:30]
been made. If any statements of
[24:33]
offence are issued in the
[24:34]
process, these must be paid to
[24:36]
the municipal court. As these
[24:38]
are two different processes and
[24:41]
instances, the amounts cannot be
[24:43]
combined or deducted from each
[24:44]
other. The fine for failing to
[24:47]
replace a tree is $200, plus
[24:50]
court costs. The fine for
[24:51]
failing a tree without a permit
[24:53]
is 20 $500, plus $500 per tree,

that is minimum of $3,000, plus

been asked for since August

Sherbrooke intersection. When I

was actually injured by a

tractor truck negligently left

the backdoor of his truck open

ground picked up speed as it

My puppy is now one year old. I

must maintain constant vigilance

as this intersection is busy and

cannot keep taxing businesses,

homeowners, and car drivers. I

have written to her asking that
[31:37]
she implements a license fee tax
[31:40]
on cyclists and BIXI. The answer
[31:43]
was that it is too costly to
[31:45]
implement. I do not agree. It is
[31:47]
a farce that she's making a plan
[31:50]
for 2050 without a plan on how
[31:52]
to pay for it. She highly
[31:56]
overspent on the renovations for
[31:57]
city hall, which took five years
[31:59]
to complete, and we have a
[32:00]
homeless and housing crisis. I
[32:02]
have no desire to take my car
[32:04]
into the city, due to the
[32:06]
traffic congestion and lack of
[32:10]
parking. By the way, there was a
[32:15]
pre-budget commission, finance
[32:18]
commission held a prebudget
[32:21]
hearing recently and you could
[32:25]
have submitted a brief to that
[32:30]
commission on license fee and
[32:36]
taxes on cyclists and BIXI. I
[32:39]
agree with you that they are not
[32:42]
paying anything for the service
[32:44]
of the road and, but you should
[32:48]
have actually submitted a brief
[32:50]
to that commission pre-budget
[32:56]
hearing. As far as the lawsuit
[33:02]
with the city, I have to tell
[33:05]
you that the parties are
[33:07]
analyzing the experts reports
[33:10]
and that is now taking place,
[33:15]
and the lawyers will then go to
[33:17]
court to obtain hearing dates.

It is not going to be very
[33:23]
short. I don't expect that the
[33:25]
hearing date is going to be in
[33:26]
the next few months. Now you

talk about the parking at the

parking spots and Kirkland has

actually made a deal with a

developer to provide those 200
[34:57]
spots, but it will be exclusive
[35:00]
to Kirkland residents. And
[35:03]
Montr?al has indicated it will
[35:04]
not support additional parking
[35:06]
for the REM. So, the only way
[35:09]
for Beaconsfield residents to
[35:12]
get to the REM will be the
[35:15]
following. The following
[35:18]
choices. By walking, by bike, by
[35:22]
public transit, limited, which
[35:25]
is inadequate right now, or by
[35:30]
taxi. Yes, there will be an
[35:34]
increase on the registration tax
[35:37]
to support public transit on
[35:40]
cars. Registration tax on cars
[35:43]
will go from $59 to $150 on
[35:49]
January, 2025. This is to
[35:53]
support the public transit and,
[35:55]
which is totally inadequate when
[35:58]
it comes to Beaconsfield and
[36:00]
certainly inadequate to get us
[36:02]
to the REM. Madame Malcolm,
[36:08]
Montr?al controls all decisions
[36:11]
taken on public transit and
[36:16]
Montr?al is in a mission to
[36:18]
illuminate as many cars as
[36:20]
possible from the road. Montr?al

does not understand the reality
[36:27]

The last committee meeting for
[50:15]
the environmental committee, we
[50:18]
were on priorities for the rest
[50:20]
of this year and also into next
[50:22]
year, and the three priorities
[50:27]
the Environment committee had
[50:28]
mentioned are the priority
[50:31]
action number one, which is
[50:32]
really the importance of trees.
[50:35]
We have heard people talk about,
[50:37]
you know, the cost of tree
[50:39]
permits and the cost of falling
[50:41]
trees and everything else, but I
[50:43]
have to remind everybody that
[50:45]
trees are very, very important
[50:48]
not only to our city and our
[50:51]
planet, but at the same time
[50:53]
that we actually benefit from
[50:55]
the air quality that trees
[50:57]
produce, so they absorb carbon
[50:59]
and they give off oxygen. So,
[51:02]
where we get the air that we
[51:04]
breathe is actually coming from
[51:06]
the ocean instead of trees, so
[51:08]
they are extremely important and
[51:09]
we sometimes forget exactly what
[51:11]
trees are doing and the
[51:13]
importance, and at the same
[51:14]
time, as we suggested before,
[51:16]
they provide shade, they provide
[51:18]
the canopy, at the same time,
[51:20]
they provide the charm that many
[51:22]
of our visitors who come to
[51:25]
Beaconsfield just admire just
[51:26]
how incredible we are as to have
[51:28]
all these trees and that cottage
[51:32]
field atmosphere. So, at the
[51:35]
same time, I would just remind
[51:36]
everyone that the City does have
[51:38]
the grant program, for people
[51:41]
who, residents who've had to cut
[51:44]
trees. There is a subsidy
[51:47]
involved. Depending on the
[51:49]
nature of the permit and at the
[51:50]
same time, the city has a free
[51:53]
program to plant trees on the
[51:55]
city portion of all of our home
[51:58]
lots. So, we certainly advocate
[52:01]
for that to be used for people
[52:05]
looking to add that or -- to
[52:08]
their property. Second priority
[52:09]
has to do with increasing
[52:13]
biodiversity. At the same time,
[52:14]
reducing the environmental
[52:15]
impact of our communities. So,
[52:17]
there are two points that we've
[52:18]
touched on there. And just to
[52:22]
back off a second, is the fact
[52:25]
there are at least 1 million
[52:26]
species that are on the
[52:29]
endangered or actually on the
[52:32]
extinction list. So, at that
[52:34]
point, you know, event --
[52:40]
biodiversity is changing and we
[52:41]
want to encourage locally,
[52:45]
certainly bees and butterflies
[52:46]
that are also endangered. So
[52:48]
with that in mind, we are
[52:51]
talking to develop some plans as
[52:54]
well. We can work with the City
[52:56]
to encourage bee and butterfly
[52:59]
habitats. At the same time,
[53:01]
let's say on city property, on
[53:04]
avenues green spaces, we need to
[53:06]
encourage plants on our home
[53:08]
properties as well. The other
[53:10]
thing is to, in terms of the
[53:13]
environmental impact, we
[53:15]
certainly do, and are aware, of
[53:18]
the dangers and the unhealthy
[53:21]
situations that burning wood
[53:23]
does for the community. I
[53:27]
understand some people want to
[53:28]
burn wood for various reasons,
[53:29]
but there's nothing that anybody
[53:31]
can come up with to say that
[53:33]
there is a real benefit to
[53:36]
burning wood. We know it's very
[53:39]
unhealthy for anyone who can
[53:40]
breathe it would smoke and we
[53:42]
would remind people who burned
[53:44]
to, you know, just walk outside
[53:46]
and see if they can smell the
[53:48]
wood burning because it is
[53:50]
harmful to their health and too
[53:52]
many of the people, to children,
[53:55]
to seniors, and also to those
[53:58]
with health issues. The other
[54:02]
thing, last priority is that we
[54:04]
continue to advocate for the
[54:07]
City to continue its education
[54:08]
and communication programs. We
[54:11]
are actually looking for
[54:14]
residents that we can identify
[54:16]
as leaders and ambassadors, so
[54:18]
we can see how they are able to
[54:20]
live in an environmentally
[54:21]
friendly way. So that way, we
[54:24]
can learn from them and thank
[54:25]
them. And at the same time, copy
[54:27]
what they're doing so that we
[54:29]
can actually try, in our own
[54:31]
little way, to combat the global
[54:33]
warming that we're seeing
[54:36]
happening across our planet. So,
[54:38]
that is it. I saw a propose of

more comments. First of, Mister
[55:44]
Mayor, good job on presenting
[55:46]
the financial report. Thank you
[55:48]
very much. You know, at the
[55:53]
finance committee, obviously, we
[55:54]
review the auditors report in
[55:57]
detail. More importantly, we
[55:59]
exchange on direction that the
[56:02]
City should take or is planning
[56:04]
to take or recommendations to
[56:05]
come back to Council and to
[56:10]
continue our, well, our efforts
[56:11]
in Beaconsfield. One thing that
[56:14]
came across is that last year,
[56:21]
our -- welcome taxes, as we call
[56:22]
them, were much lower than the
[56:24]
previous year. That was
[56:28]
expected. You know, we saw the
[56:30]
writing on the wall and
[56:32]
accordingly, we budget knowing
[56:34]
that we thought there would be
[56:35]
less than it was. In 2022, it
[56:38]
was over $6 million in transfer
[56:41]
taxes. In 2023, it was 4.7.
[56:45]
That's a big difference. That
[56:47]
difference impacts our surplus,
[56:50]
right? So, our surplus this
[56:52]
year, as the mayor pointed out,
[56:54]
was around 1.3, lower than
[56:56]
previous years. But it is still
[56:59]
a surplus nonetheless, so that
[57:01]
is a good thing. When we look at
[57:04]
that, we also look at expenses,
[57:05]
additional revenues, and
[57:07]
especially expenses that are
[57:10]
greater than expected. Water
[57:13]
stood out when we look at the
[57:16]
auditors reports, and the
[57:19]
administration is taking a look
[57:20]
at why our costs of acquiring
[57:23]
water is so high, especially
[57:25]
versus what we bill to
[57:27]
residents. Ideally, it levels
[57:30]
out, right? What it costs to
[57:32]
acquire the water, what you
[57:33]
build should be a wash, no pun
[57:36]
intended. But this year, there
[57:39]
was about, if I recall, well, a
[57:40]
good $500,000 more than expected
[57:42]
and water costs. So, the
[57:44]
administration is looking at
[57:46]
that. But there were some
[57:49]
positive impacts. Demolishing
[57:53]
the big white barn at the lord
[57:56]
Reading yacht club came in
[57:59]
$200,000 less than we had
[58:00]
budgeted for. So, that's a good
[58:03]
thing. The finance committee
[58:08]
also had a good discussion about
[58:10]
our debt and our need to invest
[58:12]
in infrastructure. What or
[58:14]
whether the infrastructure is
[58:15]
below or above the ground, we
[58:18]
need to keep up. And there was a
[58:21]
good debate around the table on,
[58:23]
you know, how do you strike that
[58:26]
right balance. You know, it's
[58:30]
not easy, it's not meant to be
[58:31]
easy either. It's not easy, it's
[58:34]
not meant to be easy either. Not
[58:36]
investing in our city is not an
[58:38]
option. Going too quick, that
[58:40]
translates into a higher debt
[58:42]
and then ultimately a higher
[58:44]
taxation. That is not right
[58:45]
either, so we need to strike a
[58:46]
balance.. And I can say that
[58:51]
that conversation can continue.
[58:54]
Moving ahead, I do want to
[58:56]
announce that after 23 years of
[59:00]
living in Beaconsfield, one of
[59:02]
our community members has
[59:03]
decided to sell his home and
[59:05]
leave Beaconsfield, downsize,
[59:08]
Frank Belvedere. Frank is an
[59:13]
incredible individual. He has
[59:16]
donated his time, skill, and
[59:18]
passion for Beaconsfield on a
[59:20]
number of committees, but namely
[59:22]
the finance committee. So he had
[59:25]
to regrettably withdraw from the
[59:27]
committee, as he is no longer a
[59:29]
resident of Beaconsfield, which
[59:32]
on the flipside, thank you
[59:34]
frank, I don't know if you're
[59:35]
watching, but thank you very
[59:36]
much, but on the flip side, that
[59:38]
means there is a spot open on
[59:39]
the finance committee. So we
[59:41]
sent oh, Roger and I were
[59:44]
smiling because we had a bit of
[59:45]
work ahead of us, we sent out an

announcement on inviting
[59:50]
Beaconsfield residents to raise
