[0:31] la séance ordinaire du Conseil de la ville de Beaconsfield du 24 mars 2025, avec les

[1:57] the report of the crime for March at Beaconsfield. Premièrement, je voudrais. Je ne
[2:02] pourrai pas passer sous silence ce qui s'est passé le 13 mars dernier à Beaconsfield, où un
[2:07] piéton a été frappé par un automobiliste. Je pense que vous l'avez vu dans les médias. Si
[2:11] vous ne l'avez pas vu, je vous l'annonce. Sur place lorsque c'est arrivé, j'ai dépêché des
[2:16] enquêteurs spécialistes en sécurité routière, des agents de sécurité routière qui ont
[2:20] rencontré des témoins, qui ont visionné des caméras. Bien que l'enquête ne soit pas terminée,
[2:25] je ne peux pas me prononcer sur l'enquête. Présentement, tout laisse croire qu'il n'y a
[2:28] absolument rien de criminel. Non seulement rien de criminel, mais rien au niveau du code de la route
[2:33] aucune infraction a été commise. Bien sûr, on attend les rapports finaux des enquêtes, mais aussi le rapport prelimiraire.
[2:40] Je tiens à mentionner aussi qu'à Beaconsfield, durant
[2:43] cette période là, le mois de mars, mes agents acquiescèrent. Mes agents de quartier en
[2:46] sécurité routière ont effectué 25 opérations au niveau de la route pour donner des constats
[2:51] d'infraction aux automobilistes récalcitrants. Et sur les 25, 20 opérations ont été faites pour
[2:56] la vitesse. C'est seulement Beaconsfield. Pour les autres événements. Et bien, depuis deux
[3:03] nuits, on a des événements où des gens se font lancer des oeufs sur leur véhicule, où les
[3:08] résidences. Donc, si jamais vous voyez des personnes circuler, lancer des oeufs, se promener
[3:14] avec un casseau d'oeuf, s'il vous plaît communiquez avec le neuf un. On aimerait ça leur parler
[3:20] Il y a également trois interventions sur le territoire de Beaconsfield qui ont été
[3:22] faites durant le dernier mois pour des personnes en crise. Ils ont tous été transportés à
[3:27] l'hôpital et les soins leur ont été donnés. Au niveau communautaire. Nos agents ont
[3:34] effectué des rencontres dans les écoles afin de sensibiliser les étudiants sur la
[3:38] cyberintimidation. Je peux vous mentionner également certaines statistiques. Le dernier bilan
[3:44] trimestriel du SPVM est sorti et j'ai le bonheur de vous annoncer que pour le poste de quartier
[3:50] un, les crimes contre la propriété ont diminué de 12 %. Les crimes contre la personne de
[3:55] 4 % et les constats d'infraction pour les usagers de la route, je parle encore une fois de
[4:01] sécurité routière ont augmenté de 51 % émis par les agents. J'invite tout citoyen qui voit
[4:09] des infractions au niveau du code de la route ou une infraction criminelle ou un
[4:12] comportement inadéquat de communiquer avec le 911. Mes agents sont sur le terrain 24 h
[4:16] sur 24, sept jours sur sept et sont là pour répondre aux appels. Merci pour votre

[6:00] about autism and I know they already work with with giant steps but that focus on
[6:06] children. I'd love to give the perspectives as the autistic adult who lives independently

[8:01] yet included is it included in the three million, three night, two old Seven Seven
[8:10] loan approved at the Twenty-fifth of March Twenty-four Council meeting and
[8:16] His second question is what accessory work is involved relating to contract five night in five
[8:24] ninety nine twenty trois GC for the rehabilitation of the centennial Jetty. Please explain

[11:07] for the agglomeration approval to the concordance bylaws that was completed last month and
[11:12] until the process is complete the agglomerations can not authorized any project involving
[11:17] zoning change or a specific construction alterations or occupancy proposal for any
[11:23] immovable sorry and then that presented the area is known for commercial use. However, the
[11:29] adopted concordance by the seven twenty one twenty one approved by the agglomerations will

[12:33] doesn't match the houses around it. So my concern is if you have what you call architectural
[12:42] design guidelines. Why is and are those guidelines not followed for such houses and
[12:49] they are the question. Why was asked at the city hall at some time and the answer was new
[12:56] young families want to start house, but actually there was two point million plus taxes and
[13:06] I don't think it's good to have empty house for two years. Do. Just empty and on more and it's the
[13:19] same question on Jasper and number hundred and thirty. There is a house that is being
[13:25] demolished right now and will it be replaced by the house that will fit the neighbourhood as
[13:33] the guidelines say. Or Will? Will you build another castle there you know those big house
[13:40] like on on fairlawn. On. So all the neighbouring also our bungalows so I'm curious to see
[13:49] how we can guarantee that the new house will match. Well, we will certainly look into the
[13:57] houses that are empty. Because they should not. They should be occupied after a certain time. So
[14:05] we will ask our urban planning people to take out take a look at the ones that are empty.
[14:12] Now as I look here I see why this building must go last one October twenty-first will
[14:20] another castle be built again not matching its surroundings. Well, we approve new projects
[14:27] that our new project are analysed by the planning Advisory committee and according
[14:35] to the criteria. Set out in bylaws BEAC-098 on sight planning and. Architectural
[14:43] integration program the pack makes recommendations to council and the council makes the
[14:49] decision to approve the architecture of the permit to be issued. So that's the process
[14:58] and approving the what you call the castle the architecture for the permits that is to be issued
[15:06] for one hundred and thirty Jasper was approved by the council and based on the
[15:12] objectives and criteria of BEAC-098 that so it's already 130 Jasper is already been approved
[15:19] by the council. And what is it? What type of house is it on Jasper Quel genre de maison? Yes!
[15:34] Willowbrook, yes, Cottage. But it's in accordance with our rules and regulations. So it
[15:47] meets the. The bylaws that means the regulation of housing and in Beaconsfield so that means the
[15:57] guideline. Don't need to be followed as long as you you follow the bylaws. Yeah, yeah,

[16:38] you come into the street and you see bungalow. And suddenly you see a big thing right in the
[16:43] middle which doesn't seem to match. Yeah, so I was maybe, I was concerned. But I'm so I'm
[16:53] also curious to see what is the justification behind that. So I think it's a question that comes
[17:01] up often enough and it's something that we have as a council discuss often enough right. I
[17:08] A neighborhood that is a neighborhood of single single floor homes bungalows. That's
[17:13] just say is. Should the owner be allowed to add a second floor or demolish and build new. These
[17:23] are questions that come up quite often, I would say regular enough. Okay. We can
[17:30] debate that on both sides right. We could debate and in both sides. However, bylaws in
[17:36] this city, do permit for two story homes to be built. Anywhere? Yeah. Okay. Anywhere. So in a
[17:47] certain sense. On what ground would be refuse a two story home in our bylaws allowed for the two story homes.
[17:56] It was easier to find the guidelines and the bylaws to know that I agree too
[18:02] But but. So it is it's a bit of its a question that definitely is worth the debate and worth
[18:09] questioning but for the time being. And I know the home definitely on Jasper and willowbrook
[18:15] and you are right it is willowbrook. It will be different than what was there
[18:20] previously. No doubt. And obviously when people invest in Beaconsfield well there there.
[18:24] Building home and investing in Beaconsfield. The expectations is they're not gonna demolish
[18:31] an existing home and build the exact same existing home. They're gonna want to build something
[18:35] that is more up to date, more in style and that justifies their investment. As long as it
[18:44] As long as it respects the bylaws. As long the respect the imprint of the of the lots so
[18:54] For me, it's not to understand that somebody will build a house, but not to occupy it for two years.
[19:02] That's a different questions, it's a different issue and we will look into that
[19:08] Like if somebody has build it in order to sell it. That's something that will look into

[19:41] broadband that way. But it's an interesting thing that the most of the time. We're here back
[19:47] from new residence looking to be our home or a build a home or or even added after the demolition.
[19:54] Actually say that you know that's the most difficult part is getting the home owner to
[20:00] integrate what they want with the neighborhood. So it's difficult thing, but it's
[20:06] something that you know you can wash for or bring up and if you think I think that the committee

[23:15] vous viendrez au conseil ou parler à votre conseiller ou votre conseillère pour faire le
[23:23] changement au règlement et ce qui sera considéré par. Notre. Département de planification
[23:33] urbaine. Alors, alors, premièrement, on sait pas, on n'a aucune idée s'il y a un
[23:39] règlement ou non, on va vérifier. Puis après ça, on prendra les étapes qu'il faut

[24:33] qu'on n'a pas de panneaux solaires, de le mettre sur l'agenda la prochaine, le mois

[26:39] that's when we have it down to one line, not that this controller is outdated and we
[26:43] have challenge with this equipment. It has to be replaced so was it very difficult to keep
[26:49] two lines open? Well I'm not sure of the situation. What you're talking about this morning at 7:15 or so

[28:45] centennial, but the excitement and thrill of knowing that we were having fireworks and not
[28:50] some lame laser show afterwards. The thing is this year is Canada day. I think it's more important
[28:57] than ever now. I'm not going to say for a second that fireworks don't create a little bit of
[29:02] pollution. They do in fact I did a bit of research our twenty many of fireworks that we used
[29:07] to have create about the same as driving your car to toronto and back. So this whole thing have
[29:14] not having fireworks because of you know all. I know is that I actually made the recording last
[29:20] Canada day. They got out of my back balcony and I looked out and instead of my neighbors and
[29:27] everybody being out enjoying Canada day. It was empty I looked down at centennial dead
[29:34] silence I looked down the lake. I see Dorval all the other community is having fireworks.
[29:39] It's time, we had fireworks the comeback I've spoken that I don't know how many people and
[29:44] they all say they want fireworks back they all think you did it cause you want to save money,
[29:49] but please could we have fireworks this year more than ever. We need some joy this year
[29:55] on Canada day and the way to end Canada day is not an empty park and kids standing around some
[30:03] guy waves the laser we want to end it with the community enjoying fireworks. Please thank
[30:09] you very much and I love fireworks too so well will look into it and please do there is
[30:15] no reason, not to have fireworks well will look into it, but I'm corado you already asked

[32:08] aujourd'hui qui a rapport à ça. Saviez vous que le Centre récréatif a 50 ans? Il y a deux
[32:15] jours? Oui, oui, il y a 50 ans, Oui, oui. Alors j'aimerais peut être faire une petite révision
[32:21] de l'histoire. C'est le temps de le rajeunir. Alors, le 21 juillet 1961 69, c'est à dire le
[32:28] règlement municipal 351, supportait un plan de patinoire pour le patin à glace, le
[32:34] curling et le hockey est proposé. Un groupe de citoyens s'étaient réunis en formant
[32:39] l'association de l'aréna communautaire de Beaconsfield et ils avaient ramassé 243 000 $ en
[32:45] souscription en plus d'un don de 18 000 18 000 $ et 85 000 $ provenant de financement public.
[32:52] Une réunion publique d'information a été faite le 4 août 1969 et un projet. Mais ce
[32:59] projet a été défait par un référendum du 6 septembre 1969 parce qu'un groupe de citoyens
[33:07] étaient inquiets de l'augmentation des taxes, que cela aurait pu amener. Alors, il
[33:13] y a eu un vote de 740 pour 1002 contre 42 % des électeurs avaient voté. Mais quatre ans
[33:20] plus tard, en 1973, on s'aperçoit que ça en prend un centre récréatif. Alors un
[33:25] nouveau projet est lancé sous les auspices de la ville. C'était un plan plus ambitieux à
[33:30] ce moment là, qui incluait un aménagement pour la natation, un gymnase et un aréna pour le
[33:35] hockey. Le coût total dépassait 1 500 000 $ et fut financé par la Ville et par une subvention
[33:42] de 100 000 $ par le gouvernement provincial. Ça a été soumis à un référendum, encore une fois le
[33:48] 26 mai 1973 et cette fois ci, ça a été accepté. 1629 électeurs ont voté pour, 5858 ont voté
[33:56] contre, qui représentait 50 % des électeurs ont voté à ce moment là. L'ouverture
[34:03] officielle du centre récréatif a eu lieu. Donc il y a il y a 50 ans, presque jour pour jour, le
[34:08] 22 mars 1975, ça a été couvert dans le News and Chronicle du 27 mars. Comme la météo n'était pas
[34:17] clémente, la coupure du ruban a eu lieu à l'intérieur, près de la patinoire. Et sur la photo du
[34:24] News and Chronicle, on y voit une jeune fille, Debbie Bastien, membre du club de patinage

[54:21] city. My in-laws have lived here for many years and I’m happy to move here and we wanted to
[54:29] improve our property. We're not experienced in the ins and outs of your bylaws. The rules the
[54:38] regulations and things like that and we drew up plans. And we got them approved and I know the
[54:44] planning committee recommended to refuse my request. I spend 800 dollars asking for this
[54:53] to be considered. It’s a lot of money out of my own pocket. Just to have a hearing. There has been
[55:01] very little guidance in terms of how to do these things properly. I submitted plants.
[55:12] They got approved my builder came in and started working on it and suggested modifications
[55:17] to the plan. I trusted the builder. The builder have done a lot of work in this city. In
[55:25] fact some of the recommendations for the plan came from worked that had been done elsewhere in
[55:30] the city. And so when they said it's fine trust us, we know what we're doing. I took them at
[55:39] their word shame on me for doing that really. My neighbor is very happy with the result. He
[55:51] paid for half the fence. I understand after talking with Roger about this. That you know
[56:04] you're concerned about the precedent with the fence being too high and I understand
[56:10] that completely. And I'm willing to take the fence down to a lower height and be compliant.
[56:15] That's not the issue. The issue is the setback. The setback is I think it's point too far too
[56:28] close to the property line and I'm not sure what what the problem is in terms of real
[56:35] impact to the community. My neighbor me when it doesn't pose any kind of. Problems. And if
[56:49] the idea here is to punish me for not following the. Process or trying to trick the city and
[57:02] to doing something that wouldn't be approved. I can't get you that wasn't me at all. It's not
[57:08] my. I had no knowledge of the details of the in and out of how the bylaws worked what they were
[57:15] what they weren't. And I trusted and experts like many of us would would do in any situation.

[58:25] can come up with. And then it can be submitted to the cc you again and something to do
[58:34] council again, but this is and fact This is a warning that I think I hope that a lot of
[58:47] residence will listen to this when you are given a permis by the urban planning departments
[58:55] follow that permits to the tea don't that et contractors. Give you some advice that doesn't
[59:07] hold and as a result. Now what you are in the bed of a pickle because of that because you know
[59:16] nobody has any. Authority to make a change to the terms of the plan that has been approved
[59:27] approved already without going through the process of asking for that changes before it's
[59:36] done after I understand what you're saying I really do I think this I think I think you
[59:44] need to do it would be helpful. I think if you took a step back and you consider the average
[59:52] citizen and their understanding of these things. I know you you say you would expect us to
[1:00:01] follow those things to the rule to the letter, but the average person doesn't really pay
[1:00:07] attention to that detail. I am not experienced in bylaws and management of permits and things
[1:00:16] like that I've never had to deal with that this was the first time. I did it. I trusted
[1:00:20] somebody who who I shouldn't have trusted in the end and I and I. I don't feel good about
[1:00:26] that I think but I. If I could just if I could just say a little more things about this
[1:00:32] because. You know like I said. I'm willing to do stuff that would help you understand that
[1:00:41] I'm not trying to set a president or or do something untoward. What I'm asking is a
[1:00:48] little bit of compromise to say if I don't have to modify that deck then I'm happy to do the
[1:00:55] fence because the fence. I think is the most obvious visible thing. I think Peggy. You

[1:01:48] a legal fight with the builder with the builder. The builder has agreed to do something that
[1:01:54] they're gonna do the minimum possible to make it compliant and it's gonna suck and it's
[1:02:00] gonna look around us and we don't want that for the city either right. Just I think that
[1:02:11] you need to go back to urban planning and review the whole thing and let them come up with
[1:02:19] recommendations as do what should be done and then they can come back to the council with
[1:02:27] whatever changes or modifications. They will accept through ccq because there is a
[1:02:36] process here that has to be followed. I understand that they also know that you can vote
[1:02:42] against the CCQ. And there are my number of my we have to go through with recommendations and
[1:02:51] there's no doubt that yes. I think you have a legal. Your contractors have some legal
[1:03:01] responsibility here because he did not follow the plan as it was here and he didn't want to
[1:03:09] understand you should go go through the process of getting. I'm not sure. What you are
[1:03:14] trying to do if you're trying to send a message to the community to not do this. Non we are not

[1:05:23] contractor doing the work in your city and that's a very difficult thing to do and. But.
[1:05:30] But it is the source of some of this problem because I have another contractor in my house.
[1:05:37] He's doing a little bit of a cabinet thing in my family room and he said it It's not like you
[1:05:44] don't have to follow a permis. You just don't you draw the permit and then you do what you
[1:05:49] want to do and nobody comes back and checks and I'm saying this guy. I'm telling you this for
[1:05:56] the benefit of you and the city is that there are like there are permis where you ask for the
[1:06:04] haircut number of the enterprise. I know because I did this. I put the gate fireplace
[1:06:09] in my property and so I know and that you asked for the contractor and you want it to be
[1:06:15] repeatable. Obviously if you're doing the line installation for something like fence pools dex
[1:06:22] patriots You don't have the same requirement when you do a permit. I'm learning all of this
[1:06:26] now because of this situation and I think if you want to fix this once and for all so you
[1:06:35] don't have this kind of deviation. You gotta hold the contractor accountable the
[1:06:41] citizens are taking the price. I'm the price for this now. You're like you say I get what
[1:06:47] you feel like it's punishing me but I'm taking the price for taking the voice of the
