[8:43] numeral 2
[8:48] private >> typo with the word private, I think.
[9:45] I think this work.
[9:49] » Hold on. Slight technical difficulty. Hang on.
[9:56] » Yeah, it was Rothart. >> Okay.
[9:59] » Get through Clayton and then we'll go back.
[10:00] » Okay. So, Clayton. >> Clayton's good. No issues with

[10:27] » Chairwoman Bowman. >> Yes.
[10:28] » Thank you. >> I'll just note um there was supposed to
[10:31] be a correction made to Rothbart. Um on page nine item two sub item Roman
[10:40] numeral line three uh there was a parenthesis around the letter P first
[10:45] line there or the third line I'm sorry that and then on the fourth line in that
[10:51] paragraph space between 30 and feet that just
[10:54] needs so
[10:58] formally but the board could just make a motion to amend that resolution.
[11:02] » Okay. Can I have a motion to amend the Rothbard resolution?
[11:05] » Motion to amend >> with the um typos, minor typos.
[11:10] » Typos changed. >> Second.

[11:42] Motion to approve as drafted. >> Motion to approve as drafted.
[11:46] » Krauss. >> Second.
[11:48] » Dandrea. >> Dandrea.
[11:51] » Yes. >> Mr. Krauss. Miss Pear.
[11:54] » Yes. >> Miss Trap.
[11:55] » Yes. >> Chairwoman Bowman.
[11:56] » Yes. >> Thank you.
[11:58] » All right. Next on the agenda is the completeness hearing for uh SIG CI Mount
[12:03] Ary LLC block 2401 lot 3 180 to 188 Mount Airy Road major subdivision bulk
[12:11] variances and Dvariances for conditional use and F ZB25-035.
[12:17] Do we have anybody here from that application? Uh seeing none and from Mr.
[12:23] Schl your memo they have um turned in everything that was required at this
[12:29] time. >> I said the board previously deemed this
[12:32] incomplete a couple times. The board granted a couple waiverss. At this point
[12:36] um the applicant has submitted everything that was not waved.
[12:44] » Okay. Anybody have any comments, questions? Motion to application
[12:50] complete.
[12:53] I'll second >> Dr. or Mr. Krauss.
[12:59] » Mr. Krauss. >> Yes.
[13:01] » Mr. I'm sorry. Mr. Leazinski. >> Yes.
[13:04] » Mr. Lindamman. >> Yes.
[13:06] » Miss Pear. >> Yes.
[13:07] » Miss Silver. >> Yes.
[13:09] » Miss Trap. >> Yes.
[13:10] » Chairwoman Bowman. >> Yes.
[13:12] » Thank you. >> Um, thank you.
[13:18] Before
[13:22] we get into the meat and potatoes of the meeting, um just want to note uh there
[13:27] were three applications on tonight's agenda. 59, 87, and 93 South Finley
[13:32] LLC's. Um we received uh communications to
[13:36] their attorney that they're going to revise and resubmit their application.
[13:39] Uh they were seeking an appeal of the zoning officer's decision and they're
[13:43] going to be resubmitting the application as a just a request for variance relief.
[13:47] They did provide notice several months ago, but based on the very nature of
[13:52] their application changing. Um, we're going to require that they redo their
[13:56] notice appropriately for the the type of relief being requested now instead of
[14:00] before. So, just want to note that if anyone's here for those applications,
[14:05] the that's again that's the 59 South Finley LLC, 87 South Finley LLC, 93
[14:10] South Finley LLC applications. It's not going to be heard tonight. I think we're
[14:14] probably going to try to pick it up in October. Joanne, correct me if I'm
[14:18] wrong. South >> because if they submit,
[14:28] » right,
[14:37] right.
[14:54] Okay.
[15:03] Okay. Gotcha. All right. Just want to let only
[15:06] reason I bring it up. Just want to say if there is any members of the public
[15:09] here for that. Uh the hearing on that's going to be uh to be determined as at
[15:14] this point. So >> is there an expectation
[15:20] » for work so we don't have to continue to
[15:29] » Okay.
[15:40] Um, okay. Are you finished? >> Yeah, that's it. Just letting everybody
[15:44] know we're not hearing that tonight and we don't need to carry it because it's
[15:46] good. >> Um, and something I also ran past is
[15:50] should we do an um excuse of uh Miss Herrera? So, can I get a motion to
[15:55] excuse the absence of Miss Herrera? She did let us know beforehand that she
[15:59] wasn't able to make it this evening. Motion to excuse the absence of Miss
[16:04] Herrera Silver. >> I second.
[16:06] » Mr. Lazinski. Thank you. Um, all in favor?
[16:12] » I. >> Okay. Little housekeeping.
[16:15] » Yeah. Yeah. >> And Miss Pur, you're going to recuse
[16:19] yourself for a moment.
[16:29] Uh so uh the next item on the agenda is a hearing uh for the modification of
[16:34] condition of approval for P for PTAR Paul G block6002 lot 51
[16:42] 150 South Finley Avenue extension of time to begin the project ZB25-015A.
[16:51] » Thank you chairman Bin. Um, we're here to request an extension to our approved
[16:56] variance uh for another one-year extension to do the
[17:02] our existing two uh twotory barn as well as um regrading and putting block
[17:10] granite curving in our existing driveway. Uh the request is really due
[17:15] to extensive health and rehab requirements uh from me going through
[17:21] emergency surgery. Um this has required a lot of extensive
[17:27] uh work uh six months to a year and my focus has been to you know become um I
[17:34] would say mobile flexible and uh ability and have an ability to get around
[17:39] starting with the surgery having 10 weeks can't even put any weight
[17:49] it's been and I'm still going through the uh process So,
[17:53] » Mr. Pra, sorry to interrupt. Would you mind just pulling the microphone a
[17:55] little bit closer to your your >> Yeah, the audio is cutting in and out. I
[17:59] just want to Oh, I apologize. And I I watch you guys on TV and I if it gets
[18:02] you frustrated when that happens. >> I know. Exactly.
[18:05] » So, I hate to be that kind of a culprit. >> You're good. Not your fault. It's all
[18:08] good. >> So, essentially, that's the that's the
[18:10] basis of our request um is to allow us to time to begin working on the project.
[18:18] Uh well essentially we did working on the
[18:22] project and starting with just even cleaning up the barn. You can't do it
[18:26] with while you're working on a ground in terms of a bad angle
[18:33] as it relates to the variance. There's no changes to the land development
[18:37] ordinance. There's no changes to the approved
[18:43] uh September 3rd 2025 resolution. One thing of the conditions have
[18:49] advanced is the requirement to get approval from Bernard's Township Sewer
[18:54] Authority to uh hook the existing sewer line from the barn to our existing sewer
[18:59] line. So that was approved in October and we paid the um the hookup fee uh in
[19:06] November of this year. So there was work already uh going on that we had intended
[19:11] to do. Um we have moved the project forward with requests from uh to finish
[19:16] up the drawings and we've identified three u contra licensed contractors
[19:22] where we'll you know be looking. But with that said we're just asking for
[19:27] another year's extension of approved variance as is.
[19:38] » I could have filed them under our name and tried to start something but
[19:55] I have worked on it though. >> Okay. So, I I believe um through Mr.
[20:02] uh letter. Uh he confirms that there have been no changes to the zoning
[20:05] ordinance. Um and you have no changes planned for the project um that wasn't
[20:12] otherwise presented uh through your and approved through the resolution.
[20:16] Correct. >> Ros, did you have a question?
[20:19] » Um just you said you had a contractor. You haven't talked to a contractor yet.
[20:23] Do you know that's going to take a year or do you know when you're going to
[20:25] start the project and then it's going to take six months or just so we don't miss
[20:29] the year? You know what I you want to >> we don't intent of this but answer the
[20:33] question. >> Yeah, I have I have spoken directly.
[20:44] » We're hitting winter. That's why I'm wondering, you know,
[20:50] » your company, you're going to hit the year. That's all. Yeah.
[20:54] » Okay. Um,
[20:58] » does anybody have any questions for Mr. or Mrs. Paktar? Seeing none, any um Tom
[21:05] or Dave, >> when does the one year start date? Is it
[21:10] as of today? Like when we approve this or when is it
[21:12] » date of the original resolution? >> September 3rd, 2023.
[21:17] » Okay. So, next year. >> So, this would bring us to September
[21:19] 3rd, 2027. >> Not rushing it, but the year.
[21:25] Okay, great. >> Um but that but that date is to commence
[21:29] construction, not to be finished construction. To commence construction,
[21:33] » right? So um
[21:38] » yes, so we um we did circulate a uh res any changes to that. The motion would be
[21:45] to grant the extension request excepting the uh time to commence construction to
[21:50] September 3rd, 2027 and adopt the resolution as draft.
[21:55] You want to repeat all that? You can just say move.
[21:59] » So moved. >> That works. That works. So Mr. Krauss
[22:02] and a second. Do I have a second? And Miss Trap.
[22:07] » Miss Dandrea. >> Yes.
[22:09] » Mr. Krauss. >> Yes.
[22:11] » Mr. Leazinski. >> Yes.
[22:12] » Mr. Lindamman. >> Yes.
[22:14] » Miss Silver. >> Yes.
[22:15] » Miss Trap. >> Yes.
[22:17] » Chairwoman Bowman. >> Yes.
[22:18] » Thank you. >> You'll say thank you for your time and
[22:22] the approval. Have a great rest of the meeting.
[22:24] » Thanks. >> Stay healthy.
[22:27] » Healthy. >> I'm serious.
[22:31] » Uh, next on the agenda for completeness and public hearing is Jennings Patrick
[22:37] and Lease, block 5303, lot 7, 178 Galloping Hill Road, Bulk Variances, and
[22:44] it's ZB26-024. Are the Jennings here?
[22:51] Is she speaking on your behalf this evening?
[22:54] » I don't know if I can swear in if she's not at least.
[23:02] » I'll muddle through. >> He's admonishing us right now. I don't
[23:05] know if you see that face. >> Oh,
[23:09] » okay. Um, so I'm gonna Good. You got a free hand. Okay. I'm
[23:13] going to need to swear the two of you in as well as our two board professionals.
[23:16] All four of you could raise your right hand. Oh, we got got an expert here,
[23:19] too. How many people do you have testifying on your behalf? You got two
[23:22] two more witnesses. Okay. All six of you.
[23:27] All six of you swear or affirm the the testimony you're about to provide to be
[23:30] the truth, the whole truth, nothing but Okay. And uh sir, madam, just introduce
[23:36] yourselves. Uh state your full name, last name, and your address.
[23:40] » Fair. Patrick Jennings 178 Galloping Hill Road. You're in
[23:43] Basking Ridge. >> Elise Jennings, 178 Galloping Hill,
[23:48] Basking Ridge. Adeline
[23:54] assume the same. >> Uh so do you want to tell us a little
[23:58] bit about why you're here? >> Yes. So unfortunately back in um
[24:03] December after after Christmas we had a uh a house fire uh that that started in
[24:08] our garage um and uh kind of destroyed that that portion of the home that third
[24:13] of the home. Um rest of our home had uh extensive smoke and heat damage
[24:18] throughout. Um we worked through with our insurance company which is pretty
[24:24] much at a near end at this point. Um the whole home is gutted. Um and we kind of
[24:29] were in a position to um say you know want to make this our home where we stay
[24:35] here you know for the next couple of decades. And we were
[24:40] crammed as it was. And so this is kind of our opportunity to say let's let's
[24:44] add a little bit to it if we um
[25:00] » happened and was really we were like you know
[25:11] moved here with we moved here with no kids and this is our third five years
[25:16] ago and now we have
[25:26] » you got starting >> so everybody is happy and healthy
[25:29] otherwise but you know obviously it's been a really long nine months we are in
[25:32] a rental ambass but
[25:41] out of lemons is sort of what we're right.
[25:45] Um so
[25:50] originally um the house was over in the lot coverage.
[25:55] Um know how it got to be over in lot
[25:59] coverage. It it it it appeared to me when we when
[26:03] we purchased the home, it was like that that the driveway is quite large and I
[26:07] presume that that was the the culprit.
[26:11] » Yeah. But we weren't even Yeah, we weren't even privy to it. Um
[26:18] » when you started going for um the permits and approvals.
[26:22] » Yeah. And the architectural design and getting the
[26:26] that was the key.
[26:34] Okay. And did you add any changes when you first bought the house that
[26:39] um does anybody have any questions for Jennings
[26:43] or maybe if you're finished professionals? Did you have a question?
[26:52] » Talk to your neighbors about this project.
[26:54] » Yeah, they they all know the
[27:08] the house the way it is in a way too. >> I I have one other question. Have you
[27:14] have you do you have or have you had any issues water on the property like
[27:21] » So we we the only issue was was Ida and after Ida Yeah. Everyone did. Exactly.
[27:26] and and we we put some French drains around the backyard and hadn't had a
[27:30] problem since then.
[27:35] » Have you guys up here? The uh colorized photographs that were submitted with
[27:39] you.
[27:46] » Either of you take these photographs? >> I don't believe so.
[27:53] probably came from either probably the realtor or
[27:58] » Okay, I'll have him authenticate them when he gets
[28:01] » Okay. Usually the applicants take them. That's why I asked to figure save you
[28:04] guys second trip back up. Okay. >> All right. Anything else you guys want
[28:08] to add?
[28:18] No pressure here. No pressure. >> Baby, the birthday.
[28:27] » That's a lot. A >> lot of pressure here.
[28:30] » I know, right? That's all we're missing. >> All right, sir. I think I swore you in
[28:35] already. Uh name, business address, and uh your profession. Uh, my name is
[28:40] William Scott. I'm a professional engineer. Um, I am located at 146
[28:45] Somerville Road in Bedminster, New Jersey.
[28:49] » Much. And, uh, would you mind giving the board your uh, a little bit about your
[28:52] background, your professional credentials?
[28:54] » Uh, I have a bachelor of science uh, degree from the Clarkson University
[28:58] School of Engineering in New York. Uh, I obtained my uh, professional engineers
[29:02] license in New Jersey in 2004. I've had it in co standing ever since.
[29:08] Uh I have not appeared before uh this board, but I've appeared before uh
[29:12] several dozen other boards throughout central New Jersey. Uh many of the
[29:16] surrounding communities >> that your license was still current in
[29:20] good standing.
[29:23] » Civil engineer. >> Yes. Yes. Thank you.
[29:28] » Uh so I did uh meet with the Jennings at the site at the beginning of the
[29:32] project. Uh I noted the house was fire damaged and uninhabitable. Um they're
[29:39] working with Mr. Welish, the architect, who you'll hear from shortly, uh to
[29:42] develop some plans for the house. And u my job was to prepare the the site plans
[29:48] uh for the project. Uh the project I'm going to be referring
[29:53] basically to sheet one of my plan set for my testimony.
[29:58] That's the plan set dated uh 10th, 2026, revised May 28th.
[30:07] Yes. So as you look at that plan, the drawing
[30:12] to the left is the existing conditions and demolition plan and the plan to the
[30:17] right is basically a um dimensional proposed plan.
[30:23] Uh the proposed project uh encompasses um additions to the front of the house
[30:30] uh which is an expansion of the existing porch and the existing of a gazebo
[30:36] uh as well as the reconstruction of uh the front walkway.
[30:41] Um the gazebo and all that is shaded in the the light green color.
[30:49] The gazebo is situated forward from the house from the front facade and you'll
[30:54] hear from the architect that was done for aesthetic reasons. Uh but that does
[30:58] trigger a front yard variance. Um 75 ft is required and 66.3 feet is proposed.
[31:09] Uh to the rear uh of the house there is a proposed garage with second floor and
[31:15] then an additional uh second floor uh addition towards the central portion of
[31:21] the the rear of the house. Along with that there is a proposed gazebo.
[31:30] Uh you heard that the house uh the project does currently uh exceed the
[31:35] impervious coverage. Um I discussed with the the Jennings how
[31:40] important um block coverage is viewed by the township. Uh so we met at the site
[31:45] again. We walked the site and we tried to find areas that we could remove uh
[31:50] coverage.
[31:54] Uh if you look at the drawing to the left uh of the driveway, you'll see that
[31:58] kind of L-shaped red hatched area. uh that indicates an area of the um
[32:05] existing driveway that would be removed. Uh the net result would be uh a decrease
[32:12] of coverage of 24 square ft.
[32:19] Uh also in the engineering memo uh it was noted that we should be subtracting
[32:24] the um water surface of the pool from the previous coverage calculations. Uh
[32:30] the water surface is approximately 600 square feet.
[32:45] » Thank thank you for that. That was so the net result of the project right
[32:51] now is a decrease of coverage of 24 square feet.
[33:01] Uh to put this in context of of how much you know over
[33:07] um that is um we're coming in at 18.4%
[33:13] or 15% is allowed. So it's a overage of 3.4% for impervious coverage.
[33:27] Maximum permitted coverage is 15 >> 15.
[33:36] » All right. So, yeah, I've got to back out the water surface then. So
[33:47] » purposes and coverage
[33:54] » backed out of what I converted. >> I think what you're saying is if you
[34:00] take the pool surface and don't consider it law coverage, you're at 18.4
[34:06] is considered as law coverage. You're at 19.83. Is that correct?
[34:13] » Right. We're at 19.8 proposed. Um we are proposing a drywall and what
[34:20] I've done is if um proposed piping from the uh roofs to the front of the house
[34:27] and the right side of the house. Um and the thinking there is to bring um um
[34:34] a roof surface in excess of what the overage of impervious coverage is to a
[34:39] dry well. So we're providing proper treatment for that amount of imperous
[34:44] coverage.
[34:47] » But that's not showing on the plans, correct? That I don't see the drywall.
[34:51] » Well, that would be on two. So that's the grading plan.
[34:58] Yes, now I see it. Sorry.
[35:18] Do you have pads under the air conditioner, air
[35:25] conditioning units? and the generator
[35:30] concrete pads
[35:38] » is included. >> Yeah, I've included that within our
[35:41] calculations. Whether there's pads or not, I'm not sure, but we always include
[35:45] that. >> It is. It's in the 19.8 currently.
[35:48] Perfect. Thank you. Uh we are proposing 16 uh evergreen
[35:53] trees to be planted on the site along with um threeuous trees. Uh we are
[35:59] proposing removal of two trees that are on the site that are in uh rather poor
[36:03] condition.
[36:26] So the uh just backtrack a little bit. The gazebo at the front of the house is
[36:31] what is presenting the 66.3 foot front yard setback. Correct.
[36:36] » Right. You you could see if you if you flipped the gazebo 180 degrees, you'd
[36:40] comply with the front setback, but you you'd lose that aesthetic of the as
[36:45] you'll see from the architect's plan. It's a different look. And also the
[36:48] front of the porch is slightly non-compliant at 74.8
[36:54] feet. >> Now 75 is is uh wild is just behind the
[37:01] 75 >> porch step comes out sticks out empty.
[37:06] So majority of the the facade of the porch
[37:12] step comes forward. >> Okay.
[37:16] Want to be clear what exactly is in front of the setback line for purposes
[37:21] determining the relief here. >> Yeah. So, as far as the expansion, it's
[37:24] it's the gazebo portion that's that's coming forward.
[37:27] » That's what's driving. Okay. Thank you.
[37:35] » I'm a little confused. I'm sorry. um in your
[37:40] existing lot coverage tabulation drive and curve as 2935
[37:47] and then
[37:51] but if I'm looking at the plans actually have reconstructed and then you
[37:57] have a new pavement section now that decreases in some
[38:03] » well the the overall reduction to the driveway results the net decrease of the
[38:08] the dry belt. So, what we're taking out is larger than that portion that we're
[38:12] adding. >> Where are you? I'm sorry. Where are you?
[38:18] » Open open the thing. And you can see where the red is.
[38:23] » Okay. That was all driveway before. Okay. Got it.
[38:25] » Oh, yeah. That also audes
[38:32] neighboring property. So, we're pulling that back uh to a conforming uh spot.
[38:40] » The proposed pergola also um I don't want to flip through the pages. Um what
[38:45] is the pergola over? >> Uh it's it's over uh this existing patio
[38:51] now. Uh and that patio would be reconstructed.
[38:54] We need to just alter it for construction purposes. And is that um
[38:59] open decking or is it um also like a stone patio? Is it PA patio?
[39:05] » Yeah, it's it's a solid hardcape patio. >> Solid hardcape. Okay.
[39:11] » And the pergola is retractable. >> I believe it's like an open solid
[39:16] structure. Open roof. Okay. >> Slats sort of a
[39:24] concrete slab.
[39:28] Well, it would be over the the patio. Yeah. Yeah.
[39:41] Um, did you see anything else that you could reduce the pavers around the the
[39:47] pool?
[39:51] » Uh, I we had a conversation at the state. Um there was an area of
[39:57] um this pool surround um kind of the to the right
[40:02] uh at the right rear corner of the house where we thought we could probably clip
[40:05] off three or four feet. Um but we really didn't think that
[40:11] it would be worth cutting patio and altering it.
[40:15] » Out of curiosity, the uh the play area in the rear yard, does that area count
[40:21] as lock coverage? And that's a question in all the
[40:35] Yeah, I counted the the tie walls around it, not the
[40:39] » not the mulch. Okay. Just wanted to be clear if that's driving the number at
[40:43] all. Okay.
[40:49] evidence of a current water mitigation system in the house adding new
[40:56] uh the roof trains to the rear of the house do go underground. Um I'm not sure
[41:01] um exactly where they terminate the Jennings. So they did some type of
[41:05] modification to it. Uh that's why we we took all of the roofs that that had no
[41:10] piping that were discharging onto the ground. We took them and are bringing
[41:15] that into our drywall system now. The front and the right side.
[41:20] » We're abandoning the existing under. >> No, that would continue.
[41:24] » That stays. But that's just the existing part of the house. And then
[41:29] » uh it's the it's the rear rear of the house. The front existing portion didn't
[41:33] have any um wasn't tied into that system.
[41:41] Quinn, do you want to um want to touch on anything in your report?
[41:49] » My report I have a report dated
[41:54] » September 2nd, 2020.
[42:14] I noted that the
[42:19] th000 square feet in exit they're proposing an underground
[42:36] that area can come out.
[42:41] » Okay. I have 18. I I have 234 square feet
[42:53] per
[43:31] But it's something that I noticed
[44:10] So, so let me ask you, if the property is really flat in the back, um, what do
[44:15] you do as far as storm water?
[44:41] Yeah, the only the only area that I had concern with was right where the
[44:44] existing patio was. They put it up next to the house flat. So we might want to
[44:48] add a barrier a curb or something in there.
[45:16] effective improve. >> And then I know you mentioned that the
[45:21] roof drains are all going to the um to the dry well. Correct. Everything is
[45:25] going to the dry well and the existing system.
[45:28] » Um do we have any inlets in the back that's collecting water that's bringing
[45:31] it to the dry well? Is there any need for that? It's all running properly
[45:35] where it needs to go in your opinion.
[46:03] didn't see a door. You know, we walked the whole site during the survey and
[46:07] don't know where it is. >> So, what they'll end up doing is what
[46:09] they're showing now
[46:14] property line.
[46:19] But a lot of the new impervious coverage is sort of going to the back corner of
[46:23] the house opposite so opposite the drywall. Is there any any concern in
[46:29] that area but adding additional impervious coverage in an area? So now I
[46:33] feel like it all has to flow around the house to the front and
[46:37] » Okay.
[47:02] They're improving the situation >> driveway pulling the driveway off the
[47:06] property like they're doing as a
[47:12] » you have any issue with Mr. um Mr. Quinn's comments in his letter. You can
[47:16] stipulate to all >> No problem at all.
[47:21] » I'm sorry. Did you >> Oh, no. No. Okay.
[47:27] My review memo dated uh September
[47:35] number one talks about the setbacks which we already reviewed
[47:39] variance.
[47:44] applicant realizes that if the board does approve the
[47:48] proposal, the uh the porch and the gazebo, that would have to remain open.
[47:59] Number three mentions the property is about 2,000 square feet now and looking
[48:05] at aerials going back many years. Mentally both the patio and the driveway
[48:12] were added and expanded over the years. Been there before 198
[48:20] coverage ordinance, but it looks like that
[48:27] or so and then things start
[48:35] five and six just provides numbers regarding the coverage.
[48:40] Comment number seven talks about the trees. Two trees are coming down and and
[48:44] 19 trees are
[48:50] the house. >> Yes. For
[48:54] Yes.
[48:57] Coming in number eight, if there's going to be any exterior lighting, uh
[49:05] downward shielded.
[49:09] » Yes, of course. Comment number nine talks about partial
[49:14] demolition and
[49:20] » certainly partial demolition as is presented
[49:25] partial demolition and then when they get into it they find that oh we got to
[49:29] take
[49:32] take it too far to the point where the zone
[49:39] partial demolition structure, then you'd need more variances than you
[49:44] would partial destruction.
[49:51] » I'll let the architect address. I I know the house is gutted now, so I guess it's
[49:55] it's kind of prepped for for work, so you know, there's no
[50:00] um I'll let the architect touch it. Yeah.
[50:07] 11 deal with storm water and soil erosion
[50:11] of the um environmental commission's.
[50:17] » Yeah, I read through that. >> Sure.
[50:22] » Yes.
[50:26] » Thank you, Mr. Sly. Um we also had the um the um environmental commission's
[50:34] letter. Did you have a chance to look at that as well?
[50:38] » I did. Um we we discussed that we'd be changing the void ratio uh as requested.
[50:43] That's their comment three. Um
[50:48] with respect to how we came up with the 1840 square feet, uh that's their
[50:52] comment too. So that's basically the roof surface area that I can easily
[50:56] bring uh towards the drywall from from the front of the house and the right
[51:00] side of the house. >> Okay.
[51:02] um >> talked about the uh pool surface and the
[51:07] drywall calculations and you'll work that out through um the engineering
[51:12] department. >> Yes. And we'll certainly um utilize the
[51:16] native species for any plant things that are proposed there
[51:29] » locked up. Is it flowing? >> I have not Uh, you know, I I guess I'd
[51:33] have to ask the Jennings if they've noticed that it it hasn't been
[51:36] functioning. I think I have a note on the plan that it's the responsibility of
[51:39] the of the contractor to to investigate it. You know, if he's tying anything
[51:44] into it to ensure that it's functional, but I don't have any information on it.
[51:48] I just know it goes underground and I can't find the termination.
[51:53] No, nothing.
[52:00] You know, unless it's just a buried if they put a dry oil in and just buried
[52:04] it. I don't know. >> Can we do a stipulation that the note
[52:08] has to be on the plan? And the note for the Yeah, the note that the
[52:14] contractor has to check to make sure that there's a system that's either
[52:18] working or tied into the drywall that's proposed. Would the drywall have to then
[52:22] increase in size?
[52:53] Yeah, we have that. >> We can do that. Yeah. The only reason I
[52:57] didn't really do that was, you know, I didn't want to get into cutting the the
[53:02] patio and putting piping under the driveway, so I kind of isolated my work
[53:06] to the front end.
[53:10] » Yeah. Okay.
[53:21] Oh yes.
[53:26] » Okay. >> And then would the drywall have to
[53:28] increase or that that size and number is going to be worked out with the
[53:32] engineering department? >> He's got now is probably larger.
[53:38] » Okay.
[53:44] house that's equivalent to that area.
[53:52] » We're going to make sure you don't have a problem.
[54:00] Oh, that's like a step above what you're saying.
[54:14] I was just going to tell them to grab an area of roof
[54:21] that to the new drywall happening in the back drywall area. They
[54:25] don't have to touch how it works. We don't know how big it
[54:30] sized if it was even formal. They just grab enough roof area, some
[54:35] which may go to the back that they can just
[54:40] then we know they've grabbed enough roof area.
[54:48] Otherwise, we're going to have them find out what's back there. See what's back
[54:51] there. Size what's back there. Is that still working?
[54:57] » But if the back if the existing one isn't working, aren't they going to have
[55:01] water backing up? have water backing up now at some point,
[55:06] right? That's why I'm saying there must be, however, whatever they've got back
[55:09] there, water must be directed to the front.
[55:15] All I'm concerned about is
[55:23] that means grabbing some of the existing house. So,
[55:30] » no, no, I agree, but I'm looking at this as so it's it's not entirely ground up
[55:35] new construction obviously but um do you think that you can you can meet
[55:42] » so that's the intent of what we were what we were proposing is exactly what I
[55:46] just indicated and what sections of the roof you're taking
[55:48] » okay >> trying to avoid whatever's out there now
[55:52] and assessing it and we don't need to do that if
[55:56] » Right. Yeah. Yes. So you're good with that?
[56:00] » Yep. Yes. >> Okay. Does anybody have any questions
[56:03] for Mr. Scott? Does anybody from the public have any
[56:08] questions for this witness? >> Questions? Not comments, just questions?
[56:15] Okay. Um, >> any questions for uh
[56:24] I didn't
[56:28] » Okay. Thank you, Mr. Scott. Mr. Welsh, you want to come up to the
[56:32] podium? >> Hi.
[56:35] » Not my first time over here. My name is Ivon Welish. I'm a licensed architect in
[56:40] the state of New Jersey since 2000 and I've been building in Bask
[56:48] a long time. Well over 150 houses. I've been here before twice and um
[56:57] open any questions. Should I >> licenses are current and in good
[57:01] standing, sir? Okay. >> Condition and sorry,
[57:06] » that's okay. We'll accept you as an expert. Um, do you want to tell us about
[57:10] your design? >> Um, to touch a little bit of what the
[57:16] engineer had said, we are pretty much keeping almost everything what we have
[57:22] in the plans themselves. Whatever you see in dash lines is what walls that we
[57:27] dig out. whatever is back. The floor plan is very easy to um you
[57:34] know do one and the other um we are increasing the overall area of the house
[57:40] by about 1314 ft to 413 ft altogether. That's living space only
[57:48] first and second floor not including the basement attic is not being used. Um
[57:55] what we try to do is simply have a very modern upto-ate
[58:01] colonian if you will. You can still use these ancient words. New sighting, new
[58:08] windows, new roof, new homes, everything. So from the outside it will
[58:12] look like a brand new house. We're adding a garage as you know. And we're
[58:17] also heading a cover cl in the back of our heartscape
[58:23] hoping. We are also putting the zero. That was a special request from the
[58:28] owner. They love it. They love it too. I understand that it's over the subject by
[58:34] 8.7 ft. But I believe it really will add a lot to the way that the house looks.
[58:41] The house is like turning a little bit to the left. that puts it back
[58:46] kind of an equal. You look from the road, the cur is on. Of course, we could
[58:53] push it to the back. We really loses, but the zippers usually they are in the
[58:58] front a little bit more in the main body of the house. Um, we don't have to put a
[59:05] railing on the on the uh, but on the zipper, it's more than 30 in
[59:10] in a few spots. So, we do have to and open the hook is open. It's like a It's
[59:16] like a dance stand, if you will. It's open all sides, front, back, to sides.
[59:24] Uh the roof is a little bit steeper than what it was before, and that will help
[59:29] us with the water situation. It doesn't go over the height restriction of the
[59:34] house. Description of the house itself, it was
[59:37] a four bedroomedroom. Uh it's going to be six bedroom
[59:42] my department. I know that they want to have more kids. So they told me uh that
[59:49] also the inner plan of the house itself is a lot better
[59:54] than it was before whatever whoever did it before. I'm not
[59:58] criticizing it, but back and now it's pretty much family
[1:00:07] dinette kitchen in the back overlooking the backyard which is really nice. Big
[1:00:13] windows actually big windows all over the house. All the windows are going to
[1:00:17] be new. All the trim is going to be new. Going to use part siding, no vinyl, no
[1:00:23] wood is going to be practically zero. And also the
[1:00:32] questions. >> How many rooms does the current house or
[1:00:35] the existing house have? How many bedrooms?
[1:00:38] » Four. >> Four. So, it's going from four to six.
[1:00:41] And then bathrooms are >> like six bathrooms, seven bathrooms,
[1:00:44] something like that. >> Uh, five.
[1:00:46] » Five bathrooms. >> Five and a half.
[1:00:48] » Okay. In the basement. Okay. >> No. No. Half
[1:00:51] » half in the basement. Okay. You think this house is current state or new state
[1:00:58] characteristic of the neighborhood? Like our houses in the neighborhood this big
[1:01:01] or as big as you're building it to or are there newer houses, older houses
[1:01:07] » in basket? It's an average plus house.
[1:01:13] I did Sherbrook and Ravenswood perfect. And Ravenwood is all bigger, much bigger
[1:01:20] than these. this sorry wood is pretty much it depends excuse me but
[1:01:26] » in this on this block I'm saying >> oh is it no
[1:01:30] » it's not characteristic >> the house on the block is no different
[1:01:33] than the other >> I'm sorry um maybe I'm asking the
[1:01:36] question wrong the other houses on the block if you look at the map are they as
[1:01:41] large as this house are they older houses that haven't been redone or
[1:01:45] » I'm not sure the by square footage I don't know exactly other houses are, but
[1:01:52] they look pretty much the same. >> Okay,
[1:01:54] » I agree that this house looks wider, which is
[1:01:59] gives it more width. We made sure that the garage, the new garage was to the
[1:02:04] back, not the side. Also gave the engineer more room to shrink it because
[1:02:10] we knew the problem with the size of the Imperial is not the house itself. So,
[1:02:20] And it's going to be for like 40 >> 4113
[1:02:26] » was the house. >> Uh it was
[1:02:28] » what is the current house?
[1:02:34] » It was 2817 and now it's 4131. Sorry, not 1331.
[1:02:40] The difference is 1314. >> 3113 is
[1:02:45] » No, no. Right now it's going to be 4131. I'm sorry. Too many
[1:02:50] » 31 >> and it was 28 2817. It's actually all on
[1:02:54] the plan to go to get it. >> No
[1:03:00] living space.
[1:03:04] Uh I don't know about how much >> Can you speak to the new walkway and the
[1:03:10] driveway and what you're doing with that?
[1:03:12] » That's more the engineer. >> Oh, that's more the engineer. Okay.
[1:03:16] » Put the garage as much as we can to the back to make the impact of the driver
[1:03:21] lesser. >> Okay.
[1:03:22] » Cuz they still have the room to make the turn and so they don't have to
[1:03:27] » Gotcha. Okay. >> We knew from day one that this would be
[1:03:31] the main hurdle this house. Most of it is something that somebody
[1:03:36] else did years ago and not sure why and how.
[1:03:43] got a couple housekeeping questions for us. Sure.
[1:03:45] » Uh the plan said that you have on the easel over there, that's your plans that
[1:03:49] are dated May 13th of 2026, correct? Okay.
[1:03:52] » Same plan. >> Gotcha. Just making sure the dates line
[1:03:54] up. And then uh the photographs that we got, did you take these?
[1:03:57] » I took that the day I measured it. >> Okay. And that was in uh May 14th, 2026.
[1:04:03] » Oh my god. >> Okay. And these photographs accurately
[1:04:06] reflect what the house looks like in its current condition?
[1:04:09] » Yes, it does. >> Okay. Thank you very much. Appreciate
[1:04:13] » you're adding three additional bathrooms.
[1:04:15] » Yes. >> Did that necessitate any changes to the
[1:04:18] sewage infrastructure? >> No. Normally it does only if you have a
[1:04:23] septic. Then sometimes you have to change the septic. But here it's all
[1:04:27] sewer up city sewer. So we don't have a problem with it. In other words, the
[1:04:32] system accepts
[1:04:36] » attic clean on here. >> There is no attic clean. So
[1:04:40] » we never do addict >> everything. Okay. Is there what is there
[1:04:43] access into this attic? >> Yes, you have to have an access pool
[1:04:46] downstairs. >> Pull downstairs.
[1:04:47] » By law, you have to have it. If you have a room in the attic, you have to supply
[1:04:52] a plan. >> Nothing will be done over there except
[1:04:55] mechanics. >> Not it's not
[1:04:59] » not livable. >> Not enough head room where someone could
[1:05:01] come later and finish it.
[1:05:22] So, I'm I'm a little stuck because um I'm not certain it is in character with
[1:05:27] the neighborhood. Um, we're going much larger
[1:05:31] uh than the other houses and um the coverage is fairly significant.
[1:05:37] » I didn't say they're much bigger than the others. I don't know. But
[1:05:42] » looking at my experience with this town building here for the last 3
[1:05:48] four years, it's average maybe plus. >> So I don't disagree that it's in
[1:05:55] character with the township. The question is, is it in character with
[1:06:00] the neighboring properties? >> I believe it is.
[1:06:05] » Are there other houses? If you have a The last time I came here, it was many
[1:06:11] years ago. The customer wanted like a 4,200 foot
[1:06:15] and it was actually he was eligible for that. The whole neighborhood is between
[1:06:20] by the library
[1:06:24] and the whole neighborhood running was anywhere between 1700 to 20.
[1:06:31] The board said listen you're going to be like Taj Mahal in the middle of nowhere.
[1:06:35] So we had to even though it was within what the law the lot right could stand
[1:06:41] we had to clean it down. But here I don't think the difference if there is
[1:06:45] any is so big that it's really visible. I don't think so
[1:06:51] because if you take the house right now you look from the road the only real
[1:06:55] addition would be the gazebo not the house itself.
[1:06:58] » Yeah. The is the most of the additional coverage coming from the exterior and
[1:07:03] the patio and things like that or is it coming from the additional living space
[1:07:07] that you're putting on? The real addition to that would be the back where
[1:07:11] the kitchen is and where the new garage is.
[1:07:14] » I see >> that that's actually what what they see
[1:07:18] and I can see too they will need more than three threec car garage in the
[1:07:22] future. They're already big family and they're going to be even bigger than
[1:07:27] that. So and a three-car garage in this town is not unusual.
[1:07:36] Not aware of what the setback front yard setbacks are for any of the
[1:07:42] » pretty much the same as this one >> within the 75 give or take couple.
[1:07:50] » Let me rephrase of any other houses in the neighborhood
[1:07:53] that would have a 60 roughly 65 foot front yard setback.
[1:07:57] » No, I don't. And I want to reiterate that the only protrusion of that line is
[1:08:04] an open open
[1:08:10] » 6.3
[1:08:13] 8.7 ft into the front.
[1:08:19] » That with the exception front porch, the front of the house is not changing in
[1:08:25] size. all the additions. >> Very little
[1:08:27] » back rear corner. >> You're right. Very little.
[1:08:33] » I I I do believe that the addition of the porch really softens the house. When
[1:08:38] you look at it, you see a big wall. Now, it's going to be broken and with the
[1:08:42] columns, it's going to be segregated into pieces. So, high is not going
[1:08:46] anywhere too. But I'm not sure.
[1:08:52] guessing.
[1:08:55] » Yes.
[1:08:59] » Okay. Because it looks like a lot of the houses in that neighborhood.
[1:09:05] » Well, hopefully they're all going to become my clients.
[1:09:08] » Once they see this
[1:09:16] impact, isn't really that much. The back of the house is where the
[1:09:22] than the new facade. >> Isn't most of the square footage on the
[1:09:26] second floor that's being added here? >> Always like that. In most houses, the
[1:09:30] second floor is bigger than the first because you go over the garage.
[1:09:34] » Sure. Are there other houses on this street that have second floors?
[1:09:38] » I'm not sure what the square footage of the other houses is,
[1:09:41] » but it's almost always like that. The second floor is bigger than the first.
[1:09:46] » Or perhaps the Jennings now. >> Sorry.
[1:09:50] Please gota gotta come up. Got to get the audio.
[1:09:54] » During the time of us living here, lot three actually um got added a um
[1:09:59] addition to above their garage. So a caddy corner to our um home. There was
[1:10:05] construction in the past two to three years and they added an addition um and
[1:10:10] additionally five um two houses down has um about I would say bigger than ours. I
[1:10:17] don't actually have that confirmation, but it is a very large home on lot five
[1:10:20] and then lot four um next to us. So, I do know that both have um rooms above
[1:10:26] their and then and then we're added to while we live there. I don't know if
[1:10:32] that's helpful. >> Does anybody have a gazebo?
[1:10:38] » That's the first.
[1:10:45] » Yes, please. I have two things actually. Um so we
[1:10:49] actually um in 2021 we lost a home that we wanted to buy on Spencer Road and it
[1:10:54] had this beautiful book gazebo and it was ours and we were in attorney review
[1:10:56] and during the craziness of 2021 we were in attorney review and someone spooked
[1:11:00] it away. Um at the time my mom was alive and visited the home and it was what we
[1:11:06] were going to purchase. Um, since then my mom passed away of glyobblasto and so
[1:11:10] she was in our home. Sorry. Um, she was in our home um 178 Galving Hill and um,
[1:11:16] I grew up with a porch and it was one of those things that I always hoped that I
[1:11:20] would be able to do and um, so she is no longer with us but um, in the history of
[1:11:25] the house we almost had and loved and I had shown Mr.
[1:11:29] um the gazebo. Um and also in the you know honor of my mom personally um not
[1:11:35] to bring that in but it's the truth. I had said to him like if there's just any
[1:11:38] way that we feel like it wouldn't be such a um issue um could we at least try
[1:11:45] to see if that was possible. So that's a little bit of the personal side but also
[1:11:48] the craziness of the market when we were buying to hopefully be in this town. So,
[1:11:54] » ma'am, real quick, that the house you mentioned on Spencer is that anywhere
[1:11:58] close to this, I'm not familiar. >> Uh, Spencer Road, um, Calvin Hill and
[1:12:03] Lake Avenue connect Spencer. So, five minutes,
[1:12:09] » linear distance, >> several several miles,
[1:12:12] » a mile. >> Okay.
[1:12:15] » It's not within your neighborhood. That's okay.
[1:12:17] » No, it's in the town. It's a mile away. Yeah. No, sorry. But that was really
[1:12:21] where it came from. >> Okay. Um Mr. Welsh, I got a question for
[1:12:24] you. You're good now. Um hearing, you know, I'm hearing concerns
[1:12:29] from the board about the the gazebo. Is there any way to rotate that structure
[1:12:33] and push it further back into the property?
[1:12:37] » You can, of course. >> Okay.
[1:12:39] » I can't say no. >> But that's the setback issue, not the
[1:12:42] coverage issue. That wouldn't help. Like I don't think anyone's objecting to the
[1:12:45] setback. Like >> Okay.
[1:12:47] » I feel like board I don't know. I want you saying for deliberations.
[1:12:52] » Okay. Okay. >> I heard a lot of questions about I would
[1:12:55] want to say in most cases what you see is the coming more to the front.
[1:13:00] » I got you. I just >> and I understand it's I just want to see
[1:13:03] if that's a possibility. So then we won't be able to talk about it.
[1:13:05] » Anything is possible but I wouldn't do it for the way it's going to look. It's
[1:13:08] going to look like >> I got you. Okay.
[1:13:11] » Not not in place.
[1:13:15] It it actually is freestanding. The roof is not even connected. But the the the
[1:13:23] walkway is
[1:13:27] » connected. The roof would >> it's like that much apart. That's all.
[1:13:32] But physically it's not it. I would say wouldn't make my life easier if they are
[1:13:37] connected. So they're embracing and all that. But
[1:13:42] this is looking good. I think my opinion >> then I am going to go back then are is
[1:13:47] your concern uh with the gazebo character with the
[1:13:51] neighborhood or is your concern Miss Silver. Yeah.
[1:13:54] » Oh concern with the gazebo I have a concern
[1:13:58] with the coverage amount that they're requesting and so to me it's I'm
[1:14:01] indifferent to whether it's coming from the gazebo or their walkways or their
[1:14:05] patio or whatever. I just feel like the coverage amount is high and I don't have
[1:14:10] an issue with the setback is what I was saying because that's what's the gazebo
[1:14:15] turning this way or that way to me makes >> zero difference because I agree with him
[1:14:20] that aesthetically it probably looks better to come out towards the front and
[1:14:24] I don't have a problem with that but I don't know if other people have
[1:14:28] different Okay
[1:14:35] it's bigger
[1:14:38] for structure. >> Yeah.
[1:14:40] » If there's in the backyard, which typically they are, not in the front
[1:14:43] yard in most neighborhoods. I don't know exactly what you say,
[1:14:47] » Carl. I would disagree with that. I think there's many in my neighborhood
[1:14:51] that have this exact design that I'm just I'm just saying.
[1:14:54] » I haven't seen, let's just say, I haven't seen a lot in the front yard.
[1:14:57] So, that's all I'm saying. >> Yeah. I mean, I I'm just saying I don't
[1:15:01] to me that part is not the issue. It's just the impervious coverage.
[1:15:07] » Can I ask a question? Does is anyone concerned about the setback related to
[1:15:11] the gaze? >> I want to be clear. All right. I thought
[1:15:15] that might have been a concern based on
[1:15:22] » uh but I would agree that I have a concern with the width of the house
[1:15:26] because it's already getting bigger. Um, I understand that most of the addition
[1:15:30] is going to the back of the house and I do understand that there's an
[1:15:33] improvement with pulling the driveway away from the property line. Um, so I
[1:15:40] see some benefits here. Um, but I'm concerned with the character of the
[1:15:46] neighborhood as we're going up in size and then creating an element that's sort
[1:15:51] of um very different from what this neighborhood has.
[1:15:59] Um, I I mean I I don't see that as a problem
[1:16:05] actually. I really don't. I mean I think eventually since these all these homes
[1:16:11] were built so many decades ago. I think in the next 30 years they're all going
[1:16:15] to be renovated because um as you said you said it yourself. I want to stay
[1:16:20] here for 20 years. Let's be honest. They all move in. Not all, but most move in,
[1:16:26] stay for 20 to 25 years, get that education.
[1:16:31] Okay? New families come in, they renovate.
[1:16:35] It's happening in the hills now over and over. So, I I think they're just the
[1:16:41] first of many. That's how I look. >> I agree to what you're saying, and it
[1:16:45] happened to me many times. Elephants like that. You do the first house and
[1:16:49] then everybody, I never thought about that. Maybe I should do something, too.
[1:16:53] Then I get phone calls 30, 45 years old, 30 years old and see
[1:17:00] it comes in waves. One starts and the other one starts and
[1:17:05] the other one in the next rate starts and then within 10 years everything
[1:17:08] looks a lot better. >> Also
[1:17:12] » just my also our taste changes and you right
[1:17:15] » this could be this is a a fully sided house. Good. But now the sighting is
[1:17:21] going to be different and we're going to have a skirt of stone on the bottom to
[1:17:24] prevent hydration. I'm sure you know what it is. Brown on the bottom and so
[1:17:28] on. We are using very similar materials but better.
[1:17:34] People know, oh, I don't have to build a new house. All I have to do is just I
[1:17:39] don't want to say gingerbread it but yes, gingerbread it and do this a little
[1:17:43] bit, that a little bit and it's okay. All we're doing bringing it few steps
[1:17:48] forward without making a monster. >> So, why don't we bring this back? Um,
[1:17:53] does anybody else have any questions for Mr. Wellish?
[1:17:57] Um, Mr. Quinn, did you have any questions for Mr. Wellish?
[1:18:03] » No. And Mr. Schlly, >> question.
[1:18:05] » Do you have any further questions?
[1:18:17] The roof is within the high limit if that's
[1:18:20] » the engineer defraction
[1:18:24] question. >> That's what it was.
[1:18:26] » Um that point, Mr. Welsh.
[1:18:31] » Any more of the house going to need to be torn down?
[1:18:35] not going to be thrown down. >> Not going to exceed partial.
[1:18:38] » Not at all. >> We're using most of it.
[1:18:43] » Okay. >> I can't say percent 80 85 87 but most of
[1:18:47] it. >> You don't foresee any more demolition to
[1:18:49] the existing structure? >> Not more than what I show.
[1:18:53] » Uh so earlier Mr. Wellish um Mr. Soies was asking about the pictures and I saw
[1:18:59] um somebody who appears to be with you shaking her head yes and you shaking
[1:19:03] your head no that you did not >> I wasn't sure who took the picture but
[1:19:06] it's me >> that you did take these pictures um do
[1:19:09] you know when you took these pictures >> in the winter I can't say exactly what
[1:19:12] day >> I can find out but it's not like
[1:19:18] » I asked you about him before you said >> yeah it was May May something like that
[1:19:24] » May 14th 2020 on
[1:19:37] uh no the reason I was asking he was shaking his head no
[1:19:41] » I just wanted to be sure we had the right answer to the
[1:19:52] » looks like the the back right corner
[1:20:00] by 10 to each side of the existing. Okay.
[1:20:05] » What's the question? >> I'm looking at drawing A3 and looking at
[1:20:08] the framing plan.
[1:20:12] » Showing 2x10 floor joist at 16, but are existing. Is that what
[1:20:19] » those are all existing? Okay. And you're just supplementing those in the back
[1:20:22] right corner. >> Okay. All right. I
[1:20:34] So um then I'm going to ask the question um when we look at imperous coverage we
[1:20:40] consider both water um how the water is being um managed and we look at mass
[1:20:48] with the gazebo we're adding a little bit of mass not saying you have to get
[1:20:52] rid of the gazebo but if we're looking at impervious coverage that's excessive.
[1:20:57] Um, and not that you're over 20%, but you are, you know, almost 5% over,
[1:21:03] right, in impervious coverage. Um, plus we have some additional mass. So, I
[1:21:09] would ask the question, is there anywhere do you that you feel you could
[1:21:13] cut back on imperous coverage?
[1:21:18] walked the property um with both of the uh people that we hired, both the
[1:21:23] architect and the engineer. And one of the um areas that we looked to move was
[1:21:27] actually around the pool. And because we have three young kids, when we moved in
[1:21:31] um they did not have young children, we had a fresh company put one of those
[1:21:34] fences like right near the pool. So when we were looking at that, that fence is
[1:21:38] not going anywhere. We have a four-year-old, a three-year-old, and a
[1:21:40] four-month-old. So, when we were looking at places where the around the pool
[1:21:44] technically I think um could come in because we have the fence as a safety
[1:21:49] element, it it it's not something that's going to be there for the next two to
[1:21:53] three years. So, I think we could probably relook at that instead of
[1:21:55] getting rid of the porch if we had to, but it it does it does make it a little
[1:22:00] bit more challenging because we have, you know, the fence around our property
[1:22:03] as well as the safety fence right directly near the shape of the pool. So,
[1:22:07] we were trying to find areas where it would even make sense like to not have
[1:22:11] grass right into a fence, right into a pool. Do you see what I'm saying? So, I
[1:22:14] just wanted to mention that that that was a little bit challenging because of
[1:22:18] our safety element we had put on. But I >> What about the size of the patio?
[1:22:24] There's like a patio that's not part of the pool, right? There's like a hardcape
[1:22:28] area >> that's actually going to become house.
[1:22:31] So, that's >> Oh, that's becoming house.
[1:22:33] » Yeah. So that's why I was saying like getting rid of some of that patio is
[1:22:37] actually going to have structure on it. >> I see.
[1:22:39] » Is ultimately going to be smaller. >> It's already going to be small.
[1:22:43] » Yeah. >> Yeah. That that's that's really the main
[1:22:46] driver around you know chopping back that driveway. I mean do love, you know,
[1:22:51] being able to pull cars off to the side. We really do
[1:22:56] by by kind of giving that up and and presenting this as
[1:23:12] Yeah, >> I'm worried about three kids in vehicles
[1:23:15] and us. Look, I'm I'm worried about five cars eventually. But yeah, I think if
[1:23:18] that was going to win us what we've got going, we could probably look at it. But
[1:23:22] I'm thinking about 15 years from now.
[1:23:35] other than your house. The only area,
[1:23:48] » right?
[1:23:51] And I'm just concerned of the We have a large family. We have large SUVs pulling
[1:23:58] out of the garage and really
[1:24:05] Yeah. I mean, the two
[1:24:23] because we're struggling to try to come up with some
[1:24:29] how much of that would be significant. I I was looking at the number. If you do
[1:24:35] like 250 square feet,
[1:24:41] » getting them closer to 19 than 20 though,
[1:24:44] » which I feel like we would be more comfortable. I don't know about everyone
[1:24:47] else, but I don't like being at 20. >> Keep in mind, they're already less than
[1:24:51] what they started with. they are, you know, and and I appreciate that it was
[1:24:55] over, but we don't even know how it got over and if anything was ever previously
[1:25:00] Let the applicant continue to um look at possibilities here. Um I think Miss
[1:25:06] Silver has a valid point. Um I understand that they're they've
[1:25:12] like to I'd like to explore this a little bit further.
[1:25:19] » Talk about giving it a
[1:25:25] That would work for me.
[1:25:29] » I have a an attorney level idea.
[1:25:34] » Those are always valuable. >> So, the twotory garage edition
[1:25:39] comes off the side of the house by seven and 3/4 feet.
[1:25:46] I know this probably requires some extensive revisions, but could you like
[1:25:49] shift that so it's flush with the existing
[1:25:53] side of the house. That would reduce the massing, but also reduce the uh
[1:25:58] amount of coverage. I know it' be an extensive rework, but I'm just trying to
[1:26:01] think of how you can trim down some coverage and reduce the massing. That's
[1:26:04] what I'm hearing.
[1:26:09] Drop it off here.
[1:26:13] » Is less than 18.
[1:26:19] Um, but I I but but you have also goes here. I see. So it's it's a staggered.
[1:26:24] That's what I'm saying. If you if you moved it over a little bit more,
[1:26:27] » you have you have an existing garage, right? If you just lined it up with the
[1:26:30] existing bays.
[1:26:34] » I'm just throwing it out there as a possibility. You know, that's I don't
[1:26:37] think it's deep enough. I would I I like the idea and we've done it in the past
[1:26:42] of giving a percentage that the board is comfortable with and then you guys are
[1:26:48] free to figure out what works within that number and what doesn't. Um we
[1:26:52] don't want to design for you. Uh you know the suggestions are are meant
[1:26:57] absolutely in goodwill to try to help figure it out but ultimately it comes
[1:27:01] down to your decision. um you know there's a lot of there are a lot of
[1:27:06] pavers there's a lot of pavement um and there's some additional buildings so
[1:27:12] a number that the board is comfortable with
[1:27:17] so 4% over I think the I think are we typin within 4%
[1:27:26] » now they do have a slightly undersized lot
[1:27:30] » really lot 18.96
[1:27:39] » the lot size is the lot size and and it all looks pretty uniform to me when I'm
[1:27:44] looking at the areials
[1:27:52] » 19% that gives them 7915
[1:28:00] out 32
[1:28:11] If they if they cut
[1:28:21] I'm I look at I look at taking about about 250 or 300
[1:28:26] bump out get you close to 191 around that area. I
[1:28:32] don't know exactly how closer to 19. >> Can I just ask you to consider that when
[1:28:37] we purchased the house, the previous owners lived there a really long time
[1:28:39] and I I'm under the impression that when the driveway was put in right at the
[1:28:43] property line, it wasn't necessarily something they asked to do. So, I just
[1:28:46] like I think it's something that personal side you get used to. And so,
[1:28:52] obviously, our house burned down like we did not inherit $10 million to do this
[1:28:55] renovation and like, you know, make our new design. So, I just I just want to go
[1:28:59] back to like the original time I stood here and said like we're trying to make
[1:29:02] lemonade from lemons and we want to comply as as well, but I think like
[1:29:06] coming into this like we came into the property with it over without knowing.
[1:29:11] So, we're trying to also take that into consideration.
[1:29:36] 19 and a half. >> 19.
[1:29:41] » The um the area that you're talking about wouldn't cause any problems for
[1:29:46] trucks backing out and >> Well, I mean
[1:29:50] have
[1:30:00] our kids about 15 years from now, you're not
[1:30:05] going to have enough black. >> Right. Understood.
[1:30:10] » Three car garage.
[1:30:25] Take out those. Uh not going to get you much, but it might
[1:30:29] be.
[1:30:50] I'm just concerned about the safety of the pool. No, I just
[1:30:53] » wanted to be safe, but I
[1:31:06] there's a lot of pa between the house and the the pool itself. So, I see I
[1:31:13] think I see where the fence is. It's not on
[1:31:16] block wall. Assume the fence there. >> I think she's referring to
[1:31:30] And that got >> 100 ft. What does that get you to? 19.4.
[1:32:00] I'm just a little skeptical of the patio. I'm willing to go on the
[1:32:03] driveway. I'm just a little skeptical on the patio, but I just am concerned about
[1:32:07] the us having to give enough to meet a percentage of a number that then impedes
[1:32:12] kind of closer to the garage than even the the
[1:32:16] new portion of the driveway would would stick out. It obviously can't go further
[1:32:21] than than that. Um, and is that enough square footage to
[1:32:34] professionals don't have
[1:32:41] » they will
[1:32:46] sure >> sure
[1:32:55] uh let's take a fivem minute break. Why don't we do that? You don't want to run
[1:32:58] into >> You're in recess.
[1:33:02] currently in recess at 9:02.
[1:43:18] All right.
[1:43:33] Um okay. Yes. So after speaking with my architect, my engineer, we believe we
[1:43:37] can previous coverage uh by taking out
[1:43:43] driveway narrowing the walkways in the front and
[1:43:47] the back.
[1:43:51] That would that would get you guys to 19 >> that if that's what 300 reduced
[1:43:59] » 19.13 was the number you said. >> Okay.
[1:44:02] » Yes. >> We were willing to give them the benefit
[1:44:04] of rounding up. >> Yeah, I think that's
[1:44:10] » all right. Lot of lot of conversation here.
[1:44:13] » All right. 19.13.
[1:44:27] » Yeah, I'm okay with that.
[1:44:52] Anybody
[1:45:20] from the public?
[1:45:34] Yeah, let's do let's do that.
[1:45:52] Go ahead and open up to the public.
[1:46:11] Hi, my name is Michael McName. I uh I live next door at 172 Galloping Hill
[1:46:18] Road. >> Want me to spell?
[1:46:26] » We're confirm that the testimony you're about to provide to be the truth, the
[1:46:29] whole truth. >> Yes. Uh, spell your last name for me,
[1:46:32] Mr. >> Mcnammy. MC Capital N like in Nancy. A M
[1:46:38] like in Mary. E E two E's at the end. >> Would you mind just turning the mic up?
[1:46:44] Just
[1:46:48] » Michael McName
[1:46:53] step back because the the audio is getting like
[1:46:58] » into it. Okay.
[1:47:02] » Okay. I'm sorry. >> Micro Yeah, the microphone's very
[1:47:04] sensitive. We just got to make sure the audience pick up back.
[1:47:08] Uh re reason I'm here is uh we live next door and uh in in looking at the the
[1:47:15] plans for for what's to be done on the um existing conditions survey we
[1:47:22] uncovered that we believe that there's an encroachment
[1:47:27] um some of which is being corrected by the removal of the impervious
[1:47:33] uh coverage in the driveways.
[1:47:38] Um, at that point it's only a couple of inches. Uh, as you go to the back
[1:47:44] there's a fence, a Rhode Island type fence running along the a border that
[1:47:51] appears using the um the graphic scale here. It appears to be encroaching as as
[1:47:58] much as three feet at the far end. It's a pie shape, very skinny pie shape.
[1:48:03] We're talking about the lower right corner here, the the southoutheast
[1:48:07] corner of the property.
[1:48:11] On on the right, yes. And um we're our concern is that we
[1:48:18] would end up in adverse possession situation at some point down the road.
[1:48:23] I'm surprised that when they bought the property, that didn't come up in their
[1:48:27] survey. Um but we would like that corrected.
[1:48:34] question for um does the fence
[1:48:40] variance of the fence right being >> if you look on on on
[1:48:44] » sorry I'm not asking you ask >> I'm sorry
[1:48:47] » not to be Dave fence needs to obviously be on the propert is is there a very
[1:48:52] like an ordinance requirement that states
[1:48:54] » binches is a setback for a fence >> okay so technically they're have a
[1:48:57] non-conforming fence then that Well, they have a non-conforming fence
[1:49:07] » property. It's not like >> I understand from from a zoning board
[1:49:10] perspective because at the end of the day,
[1:49:14] » if you look at the scale there and and the back end of the property, you'll see
[1:49:19] there's I think it's two or three feet. >> Understood, sir. At the end of the day,
[1:49:24] that would be a dispute between you and the property owner. That's not really
[1:49:26] for this kind of outside of our jurisdiction.
[1:49:29] They are going to be moving parts of defense out front.
[1:49:34] » Okay. But they're not touching >> not touching it back there. No. So I got
[1:49:38] to I got to lawyers. Okay. >> I'm not saying that. I'm just saying in
[1:49:41] general that's not something that we have a lot of control over.
[1:49:47] » Applicant would be
[1:49:52] » I'm sorry.
[1:49:56] Yeah.
[1:50:02] » Okay. >> Thank you.
[1:50:03] » All right.
[1:50:09] » Jennings, would you mind coming back up real quick just to address that? So, I
[1:50:14] correct me if I'm wrong, sir. I think I heard you state that you guys would
[1:50:16] agree to relocate that fence off of uh the Mcamese property.
[1:50:21] » Correct. And just to clarify, can't be on the property line at six inches.
[1:50:25] Yeah, you you'll need to apply for a permit for it.
[1:50:28] » Uh
[1:50:35] want this uh
[1:50:41] fence to uhed and approved as a pool fence.
[1:50:52] There's got to be six inches.
[1:51:04] Okay. All right. Well, you're agreeing to relocate it to a conforming location
[1:51:08] on your property. Varants needed.
[1:51:34] Um, okay. Applicants here are seeking two berries.
[1:51:39] house. Uh
[1:51:43] 74.8 ft for the front step and the porch. 75 ft is required. We're also
[1:51:48] proposing a lot coverage ratio of 19
[1:52:27] mic isn't on. Does anybody want to kick us off? Does anybody have any thoughts?
[1:52:34] » Uh person like I drove this neighborhood and it looks
[1:52:39] like a neighborhood that was built developers kind of a neighborhood
[1:52:45] all have a similar pattern to them. While this will not any longer be
[1:52:50] exactly the same as the houses in that neighborhood,
[1:52:55] someone has to be first if people want to renovate neighborhood. So, I
[1:52:59] personally have no issue with the change in house. I think it's going to add to
[1:53:05] the neighborhood. I think I love front porches. I think dress the neighborhood
[1:53:09] up and I think it's going to inspire other people to do
[1:53:16] problem with this. I the 19.2% lock.
[1:53:25] » Thank you, Miss Potar. Yeah, I I agree. I think I like the idea of how it does
[1:53:32] in fact change the front of the house. It gives it character. It adds variety
[1:53:40] when you're looking at the house. Um, I appreciate that aspect of it. To me,
[1:53:44] it's not just a cookie cutter kind of kind of thing, you know, which could be
[1:53:47] a re, you know, so I actually do appreciate it and uh I
[1:53:54] like what you guys are doing with it. Does anybody else have anything to add,
[1:53:59] thoughts?
[1:54:03] Um, so I was a little on the fence. Um, I appreciate very much that you um took
[1:54:10] another look and were able to to pull scale back just a little bit. Um, I do
[1:54:16] see some absolute improvements to the property here with what you're doing.
[1:54:20] You're pulling the um the the uh driveway back off of the property
[1:54:25] line. Um, you've agreed to fix the fence that you didn't even know was a problem.
[1:54:30] Um, uh, a lot of your improvements are in the rear of the house. So, again, you
[1:54:35] know, I'm not looking at it this as like it's some monster home. And I agree, the
[1:54:39] neighborhoods, you know, our neighborhoods need to turn over. Um, I
[1:54:44] was very much on the fence. I'm still a little bit on the fence with the gazebo.
[1:54:48] So, not because it's not lovely and it's meaningful to you. Um, for me, it's more
[1:54:54] is it in character with the neighborhood. I don't see a lot of
[1:54:56] gazeos in front yards of houses. So for me it's I'm a little challenged by it.
[1:55:03] Um but overall what I think you're doing is an improvement and overall what I
[1:55:07] think you're doing is lovely. So um again I appreciate everything that
[1:55:12] you've done here before us and um loved the addition of our little uh witness
[1:55:17] here this evening. Um uh but you know that's that's my
[1:55:23] thought. Um so does anybody here want to kick us off?
[1:55:28] Since I spoke, I guess I will. I I I think I would see this as a It's not not
[1:55:34] a seat except for the fact that the house was built before the current lock
[1:55:41] coverage restrictions were
[1:55:45] that purpose. I might say it's a for the most part, it's C2. It's
[1:55:50] improving the neighborhood. Um, and I think it's
[1:55:57] Um, so I would like to make a motion to deem the
[1:56:04] draft a resolution memorializ
[1:56:08] all the stated stipulations and conditions.
[1:56:14] Grant the relief requested by the >> Are we C1 or N C2 or just C2?
[1:56:22] » By humble legal opinion.
[1:56:27] Heard any good planning arguments?
[1:56:56] I I I got where you were going, but I wasn't 100% sure either. So, thank you,
[1:57:01] Mr. Soies. Do we have a second? I will >> Mr. Krauss. Do we have Miss Pear or Mr.
[1:57:07] Krauss?
[1:57:10] » Mr. Krauss? >> Yes.
[1:57:12] » Mr. Leazinski? >> Yes.
[1:57:14] » Mr. Lindamman? >> Yes.
[1:57:15] » Miss Pear? Miss Silver, >> yes.
[1:57:18] » Miss Chap, >> yes.
[1:57:19] » Chairwoman Bowman, >> I'm gonna say no. Um, simply because I'm
[1:57:25] just not sure about the character of the neighborhood. Um, please don't take
[1:57:29] offense. Um, but uh, you've passed and I wish you
[1:57:34] all the best.
[1:57:37] » Yes. Is it good? >> Thank you.
[1:57:49] near me. >> I want to I want to see your
[1:57:52] » see the ones near me. They're really nice.
[1:57:55] » Uh so next on our agenda is the completeness and public hearing for Sue
[1:58:00] uh Kan Sue um and Lee Pingi.
[1:58:06] Um and that is block 4103 lot 6 48
[1:58:11] conquered lane. Bulk variance is ZB26019.
[1:58:14] Did I say your names correctly? >> Yes.
[1:58:17] » Good. Thank you. Um, welcome. You are here joining us tonight
[1:58:24] uh for a one-story edition like to tell us a little bit about Hang
[1:58:30] on. Sorry. Sorry. Sorry. >> Apologies. I'm like all over the place.
[1:58:34] » Switching gears here. Lot lot of papers. >> Okay. Um, I'll just quickly note the uh
[1:58:38] applicants did properly notice for this evening's hearing. All the content was
[1:58:41] good. It was timely served and published. Um, all the requisite content
[1:58:44] was included. So, the board has the jurisdiction to hear the case in my
[1:58:47] humble legal opinion. Um, applicants, we swear the two of you guys in as well.
[1:58:53] » All four of you swear or refer to the testimony provided with the truth. the
[1:58:56] whole
[1:59:10] my name is Chen Su uh 48 concord
[1:59:18] here. So uh you can see you can see from the map uh
[1:59:24] this is our house is 1962 I think the the the build. Yeah. Yeah.
[1:59:30] So so it's originally they have a onecar garage and a little bit bigger than one
[1:59:36] car then the other side like a storage room kind of like that that kind of
[1:59:40] thing. So we want to expand it to make it to fit the two become a twocar
[1:59:45] garage. So in order to do that we need to extend the length like 14 and a half
[1:59:52] feet along the driveway. So that make we uh request this variance to give us 40
[2:00:00] head back instead of 50
[2:00:05] here. So as you can see this is a corner lot. So what we we want to build
[2:00:11] actually the in the side lot because this corner lot. So it's considered as
[2:00:16] front yard. So that's that's created this.
[2:00:23] Okay. So um essentially we're looking at um
[2:00:29] 10 feet or
[2:00:33] the front yard setback right Mr. um Mr. Schlly
[2:00:38] 14.7 feet off. No sorry 10 feet. So they're existing as
[2:00:45] 14.7 and they're going to proposed at 40 ft. Uh so we're 10 ft off and the side
[2:00:51] yard set back um we're going down to four feet
[2:00:59] » for the shed.
[2:01:10] Um, so we have some pictures in our package.
[2:01:21] » Did you take those? Can you tell us who took those pictures?
[2:01:24] » You have copies? >> Yes.
[2:01:27] » Can use these if you want to.
[2:01:34] » And who took these pictures?
[2:01:39] too. And
[2:01:54] » why don't you just use the package the ones that are here?
[2:01:56] » Use these if you want and just show them. Yeah.
[2:01:59] » Yeah. And did you take You said you took these
[2:02:03] pictures. When did you take these pictures?
[2:02:08] couple of days before I submit the application. May or something.
[2:02:12] » Okay. So, about May. >> Yeah.
[2:02:15] » Of 2026. >> Yeah.
[2:02:22] » Um and I we're looking at the garage in the upper right hand picture.
[2:02:27] » Yeah.
[2:02:40] I could see.
[2:02:47] » So, all you're proposing really is to take this
[2:02:50] » Yeah. >> and create a
[2:02:51] » Yeah. Make it wider and >> bring it forward a little bit and create
[2:02:56] a twocar garage.
[2:03:04] you able to um look at Mr. Schlly's review memo?
[2:03:10] » Yeah. >> Um Mr. Schlly, do you want to walk us
[2:03:12] through your memo? >> Oh, it's dated September.
[2:03:23] One is is just corner lot
[2:03:28] house. um Aces Conquered Lane to the north which
[2:03:34] is primary front yard as opposed to the
[2:03:38] secondary front yard which is really the side of the house and uh functions in
[2:03:43] that way and that's the direction the applicant's proposing to
[2:03:49] house will effectively move 14
[2:03:54] back where 50
[2:03:58] Number three just requires a clarification on the architectural plans
[2:04:03] overhang that existsing. You're proposing to continue that along
[2:04:09] the new addition.
[2:04:15] » That's your proposal that >> front of the house.
[2:04:19] » Yes. But underneath there's no foundation. That's why I didn't put on
[2:04:23] the that uh all planned there.
[2:04:27] » Okay. But but you're willing so it's all >> higher front of the new
[2:04:37] » comment number four is just to clarify the dimensions of the of the shed. I
[2:04:41] believe it's actually 10 x 12. Is that correct?
[2:04:44] » Yes. >> It's it's 8 by 12.
[2:04:47] » 8 by 12. 8 by 12. >> Yeah.
[2:04:53] Number five is just the not have a lot coverage problem here.
[2:04:59] » However, the calculations on the plan just need to be cleaned up a little bit
[2:05:02] for the zoning off. >> There's no as far as you're you're under
[2:05:08] your maximum coverage. You're not proposing so much coverage that you
[2:05:12] would require be required to do so management. um
[2:05:16] heads up that you'll have to clean up the calculations and so on.
[2:05:20] » I will use this version the the one I give to
[2:05:23] » Yeah. Know I I saw that there's there's a couple little things, nothing major.
[2:05:33] » Number six, uh you're not removing any trees. It looks like
[2:05:40] not right.
[2:05:44] comment number seven. You you'll need to show on the plan when you submit for
[2:05:48] your permit.
[2:05:52] » Yeah, >> you'll have to uh quantify that.
[2:05:55] » Yeah, it's about 500 square feet. 500 and 2500 is less.
[2:06:05] » That'll the engineering department will review that.
[2:06:08] » Okay. >> Um it's something you'll have to do even
[2:06:10] if you didn't need a variance. We have to know that if if you if you hit 2500
[2:06:15] square feet, you'll have to provide soil erosion
[2:06:25] eight. uh as part of your your permitting um work within the Battle
[2:06:32] Hill Road rightway which is your plan shows that you will be just maybe you
[2:06:36] won't end up being >> I I don't
[2:06:39] » be aware that if you uh right now it shows your driveway will be
[2:06:44] expanded a little bit in the rightway area. You can certainly trim that back
[2:06:48] touch the right of way and it'll be less paperwork and
[2:06:52] » Yeah. Yeah.
[2:06:59] Mr. Quinn
[2:07:09] one
[2:07:20] Right.
[2:07:40] » I will I will just maintain the existing driveway because I just draw line there.
[2:07:46] » Yeah. Yeah. Because otherwise you're going to be in the town for a permit.
[2:07:53] I I had some I had some issues with the scaling on the plan.
[2:08:01] Went through that with Dave and the engineer.
[2:08:05] Had some problems with some of the scaling.
[2:08:13] That would take care of
[2:08:19] Also note that your impervious cover calculations seem to improve
[2:08:25] right away. Three, four or five impervious cover
[2:08:30] calculations that'll be before you go back.
[2:08:36] That's common is typical topography.
[2:09:09] Mr. Quinn. Um, and then we have the environmental uh commission's review
[2:09:15] letter dated June 22nd, 2026. um plan calculation for coverage in
[2:09:21] chart F amount is different for coverage know that what's that's in reference to
[2:09:27] I don't >> that's in reference to the the issues
[2:09:29] with the coverage calculations that >> okay so um
[2:09:37] uh the environmental commission notes that due to the site and surrounding
[2:09:40] topography stormwater best management practices should be given you're not
[2:09:44] over an impervious coverage here so um And do you have any issues with your
[2:09:49] water? Any flooding on the property? Any issues right now with where water is
[2:09:53] going? Um, that settles two and three.
[2:10:00] Uh, due to the age of the existing dwelling, the environmental commission
[2:10:03] would like the applicant to be aware for the potential for inground tanks, lead
[2:10:07] paint, and asbestous. Just just take proper precaution during any if you're
[2:10:11] demoing any of the walls or anything or digging into the ground.
[2:10:16] Um, and then they're also asking that you consider recycling, repurposing, or
[2:10:21] gifting any um of the material that is demolished from the property. Try to
[2:10:27] repurpose or recycle. Um, do you have any issues with the
[2:10:32] environmental conditions letter? Um, oh, did you speak with your
[2:10:38] neighbors? Did you speak with any of your neighbors about this about your
[2:10:42] proposed new garage? >> I have no issue. Nobody's had nobody has
[2:10:46] any problems with it. Um, does anybody have any questions?
[2:10:50] » Another one just because I want to make sure it's really you said no trees were
[2:10:54] coming but on the side here
[2:10:58] » I sure it's not much of a tree but >> very it's unhealthy is very small. So
[2:11:04] » it it's fine. Just just make sure for the record we know you've taken down
[2:11:07] » okay one. >> Thank you. And besides that that's also
[2:11:11] one small like this tall. >> Yeah the little bush. Yeah, that's fine.
[2:11:15] But just >> Okay, we're relocated.
[2:11:17] » That's okay. It's just you want to make sure that you're accurate when you're
[2:11:20] saying that you are taking down a tree. >> Yeah. Thank you.
[2:11:24] » By the way, I planned like maybe 20 trees on my yard.
[2:11:29] » Yeah. Looking at this, I don't think that's a problem to take that one down.
[2:11:33] » So, one tree would be removed. Yeah. >> With the Okay.
[2:11:35] » Yeah. this slide
[2:11:40] size of the diameter of the >> if it's under six inch caliper diameter
[2:11:45] it doesn't count
[2:11:48] » I know that >> you're just relocating
[2:11:53] » it would have to be like this big
[2:11:59] » to replace
[2:12:06] plan is to relocate this tree.
[2:12:12] » Not the tree.
[2:12:16] » As part of the permit process, you'll have to identify it if it's more than
[2:12:21] six. Measure the diameter of the trunk.
[2:12:27] Mark it on your plan. And the engineering department keeps track of
[2:12:31] the trees removed. within a certain number of years.
[2:12:38] Have to do anything right now with this one.
[2:12:46] » Four feet high.
[2:12:57] » Does anybody have any questions? M >> on the shed. Is the shed built on a
[2:13:03] concrete pad? I don't think so. I don't know.
[2:13:09] » Probably
[2:13:13] hogs go under. >> I see. So,
[2:13:17] » because it was on a concrete pad that would be difficult to move. So, uh is
[2:13:21] there a reason you don't want to move it back 10 feet uh to 10 feet?
[2:13:33] I think maybe 20 years more than 20 years old because I recently I just
[2:13:38] changed the roof. >> Is that old?
[2:13:43] I open the zoo is
[2:13:47] » 20 years old. >> Okay. I also changed it.
[2:13:52] I also asked my neighbor about this shed in here.
[2:13:58] » So you discuss the shed with your neighbor?
[2:13:59] » I ask them. Yeah. >> Okay. Good. before they move in. Before
[2:14:03] we move in, it's all
[2:14:09] applyation and
[2:14:17] like you have some trees that are kind of streaming.
[2:14:21] Uh it's a huge pine tree but just uh before I submit this application a storm
[2:14:29] just uh right now is totally
[2:14:38] but right now it's a lot of bush. >> Oh okay bushes bushes are
[2:14:44] » and underneath is
[2:15:09] house. House
[2:15:26] this case >> as a side.
[2:15:28] » Yeah. If if this was if if Battle Hill Road was a sideyard as it functions, the
[2:15:33] setback would be 30 feet because the applicant would be going closer to the
[2:15:36] property line.
[2:15:47] It would be compliant. >> It would be compliant. Yes. Even with
[2:15:50] » if it was a sideyard, but we're counting it as a front yard.
[2:15:54] » Okay. >> There was a front yard by virtue of
[2:15:57] » And this is the house, not the shed. We jumped.
[2:15:59] » We're talking about the house. >> The house, not the shed.
[2:16:01] » I just wanted to >> clarifying because we jumped from one
[2:16:04] subject to the next. >> Yes. Um,
[2:16:08] back to the shed. I would assume if there are any issues with the neighbors,
[2:16:12] you could just screen it trees or um some shrubs if you know, right? If any
[2:16:18] neighbor had any issues um that so that I don't really have any comments. Does
[2:16:24] anybody else have any questions or comments for Does anybody from the
[2:16:28] public have any questions? Um do you want to give us a summary? I
[2:16:34] » I'll take a stab at it. Um yeah, there was no public.
[2:16:40] » Thank you. >> Um okay, two variances. Uh one back of
[2:16:44] the uh principal dwelling by virtue of
[2:16:54] head sideyard setback.
[2:17:01] Um as far as conditions go,
[2:17:10] Oh, I'm sorry. June 22nd.
[2:17:17] » Um, and I didn't ask you. Did you have anything else you wanted to add? I
[2:17:21] should have asked you first before we summarized. Did you have anything else?
[2:17:26] Okay. Um, seeing none. So, uh, does anybody want to kick us off?
[2:17:30] » Um, sure. Um, I'm not really seeing any negative impacts here. Um, I think it's
[2:17:36] an improvement to the house to add the twocar garage. Um, so I'd be in favor of
[2:17:43] approving it. Um, I don't know what others think, but I don't I don't see
[2:17:49] any negative impact here. >> Is is that a is that a motion brewing?
[2:17:54] » I can do the motion if you if everyone agrees.
[2:17:58] » Is that a motion? >> Okay. Um, so I would make a motion to
[2:18:02] deem the application complete and ask our board attorney to draft a resolution
[2:18:08] um approving the um set setback variances that have been requested
[2:18:15] um and that it include all of the um conditions that our um experts have
[2:18:21] stipulated um and grant the relief requested by the
[2:18:26] applicant.
[2:18:30] garage and then C2 for the >> Oh, I wasn't thinking C1, but that's
[2:18:38] Is it a hardship here? Uh, in your opinion,
[2:18:41] » you argued that the corner lot >> and
[2:18:46] Battle Hill Road was 5yard side of the house is aligned with
[2:18:54] a garage edition here. That's on those grounds. It could be argued that yes, a
[2:18:59] C1. >> Okay. Then yes,
[2:19:02] » argued that >> I agree with our board attorney on it
[2:19:06] being a C1 and C2 >> and I will go ahead and second it. Thank
[2:19:12] you, Miss Trap. Miss Silver, Miss Trap.
[2:19:17] » Krauss, >> yes.
[2:19:18] » Leazinski, >> yes.
[2:19:20] » Mr. Lindamman, >> yes.
[2:19:22] » Miss Pear, >> yes.
[2:19:23] » Miss Silver, >> yes. Miss Trap.
[2:19:25] » Yes. >> Chairwoman Bowman.
[2:19:27] » Yes. >> Thank you.
[2:19:28] » Good luck with your project. Thank you. >> Sorry. Who seconded that motion?
[2:19:32] » Miss Trap.
[2:19:42] » Thank you.
[2:19:46] » We uh >> Yeah.
[2:19:50] » Come on. We're gonna >> All right. So, next on the agenda is
[2:19:55] Kokoinski. Gregory. Oh, I'm sorry. Gregory Kokoinski and
[2:20:01] Amanda Hawkstein. >> Did I get it right? Thank you. Uh, and
[2:20:07] that's block 4102, lot 5. Let me make sure I'm reading the right. Uh, 28
[2:20:11] Lexington Road, bulk variance, ZB26-02.
[2:20:16] » Yes, correct. >> Welcome.
[2:20:18] Madam chair, before I swear everybody in, I'll just note that the applicants
[2:20:21] did provide adequate notice for this hearing. Uh everything checked out. It's
[2:20:25] good in my legal opinion. The board is jurisdiction here and decide the case.
[2:20:28] So notes version. Let me swear uh the applicants in as well as uh their
[2:20:33] engineers. >> All five of you can raise your right
[2:20:36] hands for me. Thank you very much. To all five of you swear or from testimony
[2:20:39] about the truth, the whole truth. >> I do.
[2:20:42] » I do much. Uh state your names and addresses for the record.
[2:20:45] » Sure. My name is Gregory Kokazinski. live at 28 Lexington Road in Basking
[2:20:49] Ridge. >> Um, Amanda Hawking, 28 Lexington Road,
[2:20:52] Basking Ridge. Sorry, I'm so close. >> Microphone's weird.
[2:20:56] » I'm sorry. Find that right balance. >> Exactly.
[2:21:02] » So, uh, you want to tell us a little bit about why you're here?
[2:21:05] » Yeah, no problem. Uh, so we moved to town nine years ago, bought our house,
[2:21:10] had a beautiful pool, patio. Very long story short, the pool started the
[2:21:15] concrete in the pool started chipping away at the end of last season. So, we
[2:21:18] knew that it was time to resurface the pool. And with resurfacing the concrete
[2:21:22] pool, then all the pavs had to come up from around the pool. And if we were
[2:21:27] doing the paviors up by the pool, we were going to do the pavers that we
[2:21:29] already had down by the house as well. So, we started doing this work. I got a
[2:21:34] call from the zoning department essentially saying, "Hey, you need a
[2:21:37] permit for this." which I didn't realize knowing we were just like essentially
[2:21:42] redoing. I didn't realize what was going on. We're first-time homeowners. So,
[2:21:46] obviously put a stop on it immediately, hired an engineer, like went the whole
[2:21:51] nine, went in for the permit, and then when we applied for the permit, we were
[2:21:54] told we were already over on our coverage, that we don't have coverage of
[2:21:58] 18%. We actually had already had 19.83 when we moved in. So now we're just sort
[2:22:04] of back at square one trying to figure out the project trying to So we're just
[2:22:09] trying to make our backyard a little nicer, trying to put in some new brick,
[2:22:12] make it a little bigger. We've already tried uh to pull back on the coverage in
[2:22:16] existing places where we already have it. We have a shed in the backyard that
[2:22:19] we'll get rid of. Uh a couple other spots around the house that we're trying
[2:22:23] to trim back on, but that's more or less where we're at
[2:22:27] right now. We're not trying to come for some crazy percentage. We just want to
[2:22:33] make it a little nicer and a little bigger. And that's more
[2:22:39] » who took these photographs.
[2:22:45] » Oh, okay. Uh, our landscaper, Scott Parker.
[2:22:47] » Okay. And do you know approximately when you were
[2:22:50] » I would assume in April. >> Okay. And uh these accurately depict the
[2:22:53] subject property. >> Yes.
[2:22:55] » Yes. >> I had to talk to your neighbors about
[2:22:59] the project. >> Yes. So, uh, the Rothbards who were just
[2:23:02] approved for their variants, they live right behind us. We've talked Yeah. Uh,
[2:23:07] » so we've been talking a lot about varants.
[2:23:08] » Yes. And both neighbors on both sides and across the street, no problems.
[2:23:13] Everybody's on board. Some people did threaten to come as like a rooting
[2:23:17] section, but they they stayed home. >> Lucky for them.
[2:23:22] Um,
[2:23:26] » so you're essentially you've essentially been sort of reconstructing what was
[2:23:30] already there. Yes. When you purchased the house. Um, all right. So, does
[2:23:34] anybody have any questions? >> Um, we're going to motor this along.
[2:23:39] Does anybody have any questions? >> You didn't do any work yet. It's just
[2:23:42] » No, we we started doing work in April and that was when I got the call from
[2:23:46] somebody in the zoning department. >> This is asis. It's a I mean that's
[2:23:49] » that's what it was before we started the work.
[2:23:50] » Oh, and you so you took up some of the of the papers already. Okay.
[2:23:54] » Yeah. >> Okay.
[2:23:55] » So, is it correct that you're I'm looking at this your existing was
[2:23:59] » 20 >> I I don't I didn't know where that
[2:24:02] number came from because the initial >> the initial word I got from the town
[2:24:07] when we applied for the permit was that you're already at 19.83.
[2:24:11] » Okay. >> So, I don't know where the 20.54 came
[2:24:14] from. >> Okay. And then your proposed is 19.81.
[2:24:17] 81.
[2:24:27] » Okay. >> Oh, okay.
[2:24:32] » They're all off on this chart for some reason.
[2:24:35] » Yeah. >> So, why don't we um if you're going to
[2:24:38] Why don't you come on up? You can even sit at that
[2:24:42] um chair right there and participate.
[2:24:48] question or was that >> engineer Mr. Galler
[2:24:54] and uh
[2:24:58] » sure um can everybody hear me? Um it's Anthony Gallerano with the firm of
[2:25:03] Harbor Consultants. Uh I'm a licensed engineer, licensed planner since 1988.
[2:25:10] My uh education uh is a bachelor
[2:25:20] Um since then I have testified throughout the state on various uh
[2:25:26] I also provide uh consulting services to various boards and municipalities
[2:25:32] uh in the capacity of engineer and
[2:25:40] um I was planning on doing both uh talking about going through the site
[2:25:44] plan, you know, the plot plan first and then just finishing up with the barrel.
[2:25:49] » You said your license is in good standing.
[2:25:51] » Yes, still. >> Thank you. We will accept you as an
[2:25:54] expert. Thank you. Um, want to Is there anything else that you
[2:26:01] want to add before we >> Fine, Tony K,
[2:26:04] if you could just because you picked it up. You were giving some.
[2:26:08] » Yeah. Yeah. I mean, just just real quick. I don't want to take away this
[2:26:12] time, but just this is our you know plan that was submitted to the uh to the
[2:26:15] board and um we we were retained after the work was already started. Um
[2:26:20] fortunately the contractor did have the before pictures. So before that work was
[2:26:24] started we actually had pictures document what was there but um
[2:26:28] fortunately there was a 2017 survey that the applicant had from when he bought
[2:26:33] the property. So we have a good snapshot of what was on the ground u before the
[2:26:39] work was started. Uh we then went out and did a supplemental survey and up on
[2:26:44] the top um left of the of the of the plan is the um kind of the asbuilt
[2:26:50] what's there now. This is kind of the work in progress. We went out and we
[2:26:53] surveyed what was on the ground just to establish um what the the coverages are.
[2:26:58] And then on the top right is what the applicant is proposing um which is uh
[2:27:05] continue to finish the work uh complete the papers uh and um again that's why
[2:27:12] they're here asking for the variance. Um they are planning to remove the shed and
[2:27:17] some of the existing sidewalk uh in order to help you know mitigate the the
[2:27:22] additional moving a shed removing some existing
[2:27:26] sidewalks uh and then again to help uh get bal
[2:27:30] balance. So um just to get into the numbers um
[2:27:35] again there was a question about what the uh
[2:27:39] coverage were. So we we um actually forgot to include the uh the pool pad,
[2:27:46] the pump pad for the pool, the generator pad and the air conditioning pads. So
[2:27:51] that actually add it adds an additional 55 square ft. So um the numbers are a
[2:27:57] little different than what we had on the plan but if we look at the pre-existing
[2:28:01] conditions what was there what we documented in 2017
[2:28:07] uh the impervious coverage was 7,399 square ft which equated to n equates to
[2:28:13] 19.97%. uh what's there now with the work that's
[2:28:18] in progress uh equates to 7,666 square feet of total impervious which is
[2:28:26] 2069% and what we're showing as the proposed
[2:28:31] with everything being removed and adjusted is 7,397
[2:28:36] square ft uh which equates to 19.96% when um we were first retained
[2:28:44] » we were going for the 26 Well, I'm I'm I'm going to get there. So, um when we
[2:28:49] were first retained, the first thing we did, we we put our plan together,
[2:28:52] submitted it to the zoning officer, we weren't aware either that uh we know it
[2:28:56] was over the 18%. Uh but we weren't aware that um apparently there was no
[2:29:01] record of previous permits. Um so, when they bought the property in 2017, this
[2:29:06] is what was there. Um you know, nobody had any idea whether were permits or
[2:29:10] not. Most people don't don't know that and really don't know what their
[2:29:13] coverage is. Um, so then that's why we we we submitted the app.
[2:29:20] Um, looking at the um the pictures, looking at the style of the pavers, the
[2:29:25] amount of weathering, I my estimate is they're probably at least 30 years old.
[2:29:30] Um, just looking at the style, looking at the way they're weathered. I we've
[2:29:33] done a lot of these. I've seen a lot of papers over the years. Kind of get a
[2:29:37] feel for the age of how old they are. Um, so I know we submitted the
[2:29:43] application, we to the zoning officer, we're trying to match what was there.
[2:29:46] That's what ended up in the application here tonight. Um, looking back and
[2:29:51] discussing it with the applicant. They would like try to keep what's on the
[2:29:55] ground, which is the 20.69%. Um, again, I I kind of pushed them to do
[2:30:02] the 19.96. I was trying to just match what was there, but since they were
[2:30:06] coming here, I you know, we maybe just um percentage. So uh you know it's it's
[2:30:13] 18% is permitted what is upon pre-existing 19.97 they would
[2:30:21] average it would be 20 uh 69%. So it's um you know less than a 1% percent
[2:30:30] increase in the cover. um
[2:30:34] the the physical characteristics of the site, the everything drains from the
[2:30:38] back to the to the front. So all the runoff goes from the back of the
[2:30:41] property and runs out uh into Lexington. Um there's no runoff either currently or
[2:30:48] proposed that would go on to any um actually the uh they're taking
[2:30:53] actually some runoff from the adjoining pre-existing runoff pattern. It is what
[2:30:58] it is. Um there's no um proposal to really regrade the property. The grades
[2:31:04] are stay uh just the disturbance is really just
[2:31:07] limited to around the pool and area in the rear.
[2:31:14] So which lends itself to the uh you know leads into the variance. Um obviously
[2:31:20] it's a it's a C2 variance. Um from the negative criteria standpoint we
[2:31:26] really don't see any impact.
[2:31:31] um run property. Uh there's no trees being
[2:31:36] removed.
[2:31:40] Patio actually in the rear, you know, it's kind of tucked in behind the house,
[2:31:46] the garage, so it's really not even visible. Um it's
[2:31:53] fielded on or screened on
[2:31:58] um so again I I don't I don't see that having having any negative impact uh
[2:32:03] from the uh positive criteria. This is really a I call it a modernization of
[2:32:08] the property. Um significant uh aesthetic improvement
[2:32:15] favors uh coming in with newer um new papers, modern papers,
[2:32:21] papers have come a long way since the 90s, you know, as far as styles, colors,
[2:32:25] textures, uh and it selection then today there's like a million different styles
[2:32:31] and patterns, colors that you you can pick.
[2:32:36] I think that the uh again the both criteria are met. My opinion, I think
[2:32:41] the balance system
[2:32:47] And that's all I have as far as as direct
[2:32:53] fence around the pool and then around the property.
[2:32:55] » There is just a fence around the property. There was there was a fence
[2:32:58] around the pool originally when the papers came up. The fence is no.
[2:33:02] » Okay. So the black fence that we've seen the pictures removed. Okay.
[2:33:10] » Um and Mr. Quinn, do you see any need for um
[2:33:15] water mitigation measures here. I don't think we have no
[2:33:35] 800 square ft.
[2:33:39] Not over on effective impervious car.
[2:34:09] Back
[2:34:12] there.
[2:34:17] Before
[2:34:25] you go on in to that point, um your numbers are are just a little bit
[2:34:32] different from what you originally asked and what you're asking now. So, does the
[2:34:37] um proposed conditions plan that we're looking at accurately depict what you're
[2:34:43] asking for? Is that the 20.69 69 or are we going to have a little bit more PA by
[2:34:49] the patio by the house? >> Yeah, it would be additional um like
[2:34:54] what you see what what's in the existing condition
[2:34:59] on the proposed conditions is taking back some of these papers.
[2:35:06] That's what's what you see basically look like um show an existing
[2:35:13] condition. I mean the papers some of the papers
[2:35:17] around the pool weren't laid down yet.
[2:35:21] Idea would be to finish pavers around the pool and then keep
[2:35:28] and then how about the walkway that's proposed on your proposed plan? Would
[2:35:33] you have that in addition to what's showing on the existing condition?
[2:35:37] » Yeah, they like to have that just to connect the the patio to the to the pool
[2:35:40] » and that's in the 20.6 >> that's already included. Yes.
[2:35:44] » And what about the shed? Are you still removing that or no?
[2:35:47] » Are you still removing the shed? Are you still proposing to remove the
[2:35:52] shed? >> Yeah. with the help get this across
[2:35:59] » shown on the existing condition demo plan as to be removed saying you're not
[2:36:05] removing that now. >> Well, they would like to keep
[2:36:07] » we'd like to keep it and finish the work at this point.
[2:36:13] » We're going to remove that. Okay. >> Step back is what you said. That's why I
[2:36:19] asked if you wanted to keep that you got >> No problem. Not removing these papers.
[2:36:33] » Yeah. 20.7.
[2:36:36] That's about 996.
[2:36:55] » Oh yeah. Total square. Yeah. Total total different.
[2:37:00] Um they'reable.
[2:37:06] 60. It's 6,670 is allow
[2:37:11] 70,000
[2:37:15] square feet, >> but our typical threshold is for
[2:37:24] » but again I would notice of that 800
[2:37:30] square ft of effective impervious cover
[2:37:35] wanted to make provides storm water management.
[2:37:46] » What What would that look like? >> Uh um
[2:37:51] » drywall.
[2:38:05] I said a rain barrel. >> Even better. That's great.
[2:38:09] » Couple rain barrels. >> I mean,
[2:38:11] » like 30 or 35 gallons. So, >> yeah. Yeah. Like to do with patios.
[2:38:15] Patios is kind of a challenge to get the water direct
[2:38:20] in the past. Uh like on the low side of the patio run an infiltration train.
[2:38:35] Yeah, I can work that out with Tom and we could work out those details.
[2:38:38] » That sounds sensible in his case. >> It might be over.
[2:38:47] » A a concrete patio. Yes. But a paper patio.
[2:38:51] » Well, yeah. Initially, no, because they have sand in between.
[2:39:04] put that into.
[2:39:10] » So Tom, do we want to um do you want to finish your since we were on your your
[2:39:16] uh memo anyway? >> Talked about the discover Tony added the
[2:39:22] pads that were talked about. Oh yeah, and you actually I see
[2:39:30] We're not going over whatever you give us.
[2:39:33] » Yeah, you got it. >> Also, there's no there's I don't know if
[2:39:39] has you
[2:39:46] » aware that you may or
[2:39:54] » No problem. >> No problem.
[2:39:57] Okay. God, that was
[2:40:05] » okay. Um, can we be clear on what the number is because we said 20.69 or 20.7.
[2:40:10] Are you saying 20? >> I was just rounding it up. I mean, I the
[2:40:14] exact calculation was 20.
[2:40:24] We'll take seven just to have a little >> buffer
[2:40:27] » little buffer room.
[2:40:31] » Uh Mr. Schlly >> like to address anything in your memo.
[2:40:49] One point there is the uh excess coverage is patio and at the pool and
[2:40:55] the patio behind the house at some point.
[2:40:57] » Sorry. >> I'm at number four. sure if there's
[2:41:00] going to be any exterior lighting and all that.
[2:41:07] » Five, any trees removed? >> No.
[2:41:16] » Which permitted the engineering
[2:41:37] Yeah.
[2:41:54] » Yes.
[2:42:02] Edstein, do you have any questions?
[2:42:06] » Edstein, do you have any comments?
[2:42:11] » Is anybody sleeping in the background? >> Um,
[2:42:18] read all the stipulations in the in the memos. And um, does anybody have any
[2:42:22] questions?
[2:42:25] Um before we go, not counting deliberations, any comments? Um did you
[2:42:30] have anything else you wanted to add? >> No.
[2:42:36] Um we get to go to a summary. >> Yep.
[2:42:41] » Applicants are seeking a >> time out. I'm sorry. I had a question.
[2:42:47] » How well screened are you in the back? I see trees
[2:42:51] into your neighbors properties. Uh, let's see. The Millers,
[2:43:01] » I don't know what that is. >> Um, it's not it's not necessarily
[2:43:04] required as as far as like trees. Um, with pools, we typically look to have,
[2:43:10] you know, privacy. >> Oh, yeah. We we have hedges behind the
[2:43:13] pool. >> Okay.
[2:43:14] » And then for 14, there's hedges behind
[2:43:23] Yeah.
[2:43:27] » There was the shed was giving
[2:43:33] » and there's like a row of of trees between us and the Roth bars directly
[2:43:37] behind us. >> Okay.
[2:43:38] » Yeah, not a problem if we have to put something along the border of
[2:43:42] » um walked in the backyard and the trees in
[2:43:46] the back my my recollection is they were more
[2:43:53] You're talking about the trees are budding 14.
[2:43:56] » Um budding 14. Yes.
[2:44:00] » Massive trees. >> Yeah.
[2:44:02] » They're they're >> I think I believe they're evergreen. I
[2:44:05] don't think
[2:44:09] » but it was somewhat open to some of the other
[2:44:11] » Okay. Um so maybe like in the area of the shed consider putting some you know
[2:44:17] » happily. >> Sure.
[2:44:21] something that's native to New Jersey that what would thrive and maybe stay
[2:44:25] green all year round. >> Privacy in your neighbor's privacy.
[2:44:28] » Yeah. >> Yeah.
[2:44:30] » Not looking for total screening, but just create a semblance of privacy so
[2:44:34] nobody's really looking in and um that being said, any other questions
[2:44:40] or comments? Not I seeing none. Um sorry, Mr. Subieski, if you would take

[2:45:55] Anybody want to make a motion? Somebody want to make a motion?
[2:45:58] » I can do it. Uh, I see this as a C2 variance and would like to make a motion
[2:46:05] to deem the application complete and direct the board attorney to draft the
[2:46:09] resolution memorializing the variance request.
[2:46:15] » Grant the relief requested by the applicants.
[2:46:18] » I'll second. >> Well done, Miss Trap and Mr. Krauss.
[2:46:23] » Mr. Krauss, >> yes.
[2:46:24] » Mr. Leazinski, >> yes.
[2:46:26] » Mr. Lindamman, >> yes. Miss Pur,
[2:46:29] » Miss Silver, >> yes.

[2:46:53] » Um, >> great report. Yeah,
[2:46:55] » great report. Um, but I think we're going to look maybe to address this at

[2:47:14] question though because sheds come up a lot here.

[2:47:27] opposed to trying to be on the side where you want it out of the way and you
[2:47:31] can enjoy your property space a little bit better. I mean,
[2:47:34] » that might be an excellent suggestion for the annual report.
[2:47:41] » There we go. >> That we're going to discuss at the next
[2:47:44] meeting. That's I just wanted to >> or the next meeting.

[2:47:58] » let's keep it on the agenda. >> Other than Miss Trap's excellent
[2:48:01] suggestion, do we have any other comments from members?

[2:48:09] » I'll make a motion to adjurnn. >> I'll second it quickly. Octar and Miss
[2:48:14] Trap. All in favor? I
[2:48:19] question.
