[0:31]
» Yeah.

[0:32]
» Here.
>> Donna.
[0:32]
» Here.

[0:48]
All right.
Review and approval of previous month's
[0:51]
minutes from April the 13th.
I'll make a motion to approve.
[0:55]
» Motion by Second
>> I.
[0:56]
» Johnny.
>> Yep.
[0:58]
» All right. Any discussion?
Seeing none, those in favor signify by
[1:01]
saying aye.
>> Aye.
[1:02]
» Those opposed, no.
[1:07]
» Uh the fund and appropriation reports
are in your packet. The bank wrecks are
[1:12]
on the table.
Um
[1:17]
We have started getting money again from
Trex, which that's the
[1:21]
tax refund any unpaid utilities, court
cost, or anything out of general.
[1:27]
So far in utilities, we collected
$6,000.
[1:30]
Uh $53. 46 cents. Court's been $2,300
and $95 out of general.
[1:36]
So, so that's getting some money back
from unpaid bills for the city, so
[1:42]
it's good to do. Um
Other than that, we're just kind of
[1:48]
rolling through the months until next
month when we get settlement to see
[1:51]
where we're going to be at on that.
Other than that, everything's looking
[1:55]
about where it's
typically at.
[1:58]
Uh
I Um there is an ordinance in your
[2:02]
packet. It's the
This is to clear up some appropriations
[2:09]
and an additional for the CC
money
[2:13]
one spot to get that paid.
The original number Thomas had was for
[2:17]
about $200,000,
but when he did budget, we only got 195,
[2:22]
so we need an additional 5,000 for the
short
[2:26]
And then
some from the MBH restricted
[2:29]
construction over to MBH restricted CC
and G
[2:33]
uh $2,375.
And then there's $1,877.
[2:39]
We're going to split that between the at
a meeting today.
[2:43]
I'll get that squared away with the
match totals for the CC and G. So, when
[2:47]
that comes in pay that.
[2:51]
» is to clean that up so we can
get our match straight before Armstrong
[2:55]
starts to send us
You need an
[2:59]
» Yep.
>> I'll make motion to approve ordinance
[3:02]
5-2-2026.
[3:05]
» I'll second.
>> Motion by Blair, second by all in favor
[3:07]
of the discussion.
All in favor, say aye. Seconded by
[3:10]
Senator Knight.
Those opposed, say no.
[3:13]
The sign is now.
>> Okay, please, so I can get that cleared
[3:16]
away tomorrow.
[3:22]
» Mayor?
>> Mhm.
[3:23]
» While we have a dead moment, uh
I think some of the uh
[3:28]
others may not be
the uh the
[3:32]
the board approached the property trust
to help getting land out
[3:37]
and uh I just
the voting
[3:43]
Trout wants to go help him with the
park.
[3:45]
And it'll be a nice donation.
>> Yeah, so I'll I'll kind of
[3:50]
fill in a little bit of blanks there for
what Wally's talking about. So,
[3:54]
after the board and I have been
discussing
[3:57]
redoing what we call Kiddieland
[4:05]
and this fenced-in area right here. A
lot of the equipment is dated. Uh this
[4:09]
big piece is actually about 30 30 35
years old. I actually played on it when
[4:15]
Um
so um park board
[4:19]
» He was 14.
>> [laughter]
[4:21]
» Uh no, it's actually my son's age as a
matter of fact, but
[4:24]
» No, man. I got pictures of going down
the slide 2 years ago.
[4:27]
» Yeah.
>> [laughter]
[4:29]
» So um yes, it's it's coming out here to
the city hall.
[4:32]
So uh Donnie and I were discussing the
board about about
[4:36]
redoing the Kiddieland area.
Um
[4:40]
so it's all about doing it and with
money that we already have in our books,
[4:43]
there are two I'm going to buy two new
I'm going to call them big pieces.
[4:47]
They're probably somewhat comparable in
size to this. Uh
[4:51]
our guys uh in order to save a a great
big sum of money are going to rearrange
[4:56]
this stuff here.
Put in those two new pieces
[4:59]
uh cuz they have to be assembled and
those companies charge about $6100 to
[5:02]
assemble them, so
just save the save some money on that.
[5:05]
We're going to do that and then some of
these loose things we may redistribute
[5:09]
over here, so we're going to clean that
up
[5:11]
uh
pretty well.
[5:14]
So uh
the it's basically about 50/50 split.
[5:17]
The pieces were about 10,000 apiece, 10
12,000 apiece.
[5:22]
So
>> [cough]
[5:24]
» it'll be a good deal.
Probably later this year once we order
[5:28]
the pieces and get them here and we get
the date set and all that stuff, so
[5:31]
Wally, I do appreciate uh appreciate
that and also while you're kind of on
[5:34]
topic uh
>> More?
[5:37]
» Well, it's something you guys already
did but it's started. So, if you if you
[5:40]
go out to the north side
the
[5:43]
basketball court resurfacing is
underway.
[5:46]
Uh Trollbonds paid for the electrical
work that will be done shortly
[5:50]
thereafter. Mike Sinclair is doing that
really the electrical line.
[5:58]
The
resurfacing is being paid from
[6:03]
two different places. We are paying for
half of it and Knox County, Indiana
[6:07]
Economic Development Corporation is
paying for 10,000 of it. I got I did
[6:10]
that a couple meetings ago. So, we're
going to pay it and then they'll
[6:13]
reimburse us 10,000.
So, um
[6:17]
Once the asphalt's finished, then they
got to have some nice information.
[6:20]
So,
I talked to Dr. Kirkwood the other day,
[6:23]
who some of you may recall back in the
'90s.
[6:27]
I started that effort to raise the
money.
[6:35]
years old
[6:41]
Yeah, Trialbank is going to highlight
the Bob Fell Christian
[6:44]
That's uh
It'll be good. Good stuff.
[6:50]
Uh
all the money I got I wanted to talk
[6:52]
about that. Kind of mention to you um
Going back to Mayor Blake here's the
[6:57]
transition.
Uh he had reached a verbal agreement
[7:00]
with Bicknell Manor, Lincoln Drive, on
trash they were paying the city about
[7:04]
$100 a month to cover trash.
I was that goes back 12 years.
[7:09]
Um they just kind of continued to pay
that. When stickers went up, I
[7:12]
approached Carol, the administrator
there.
[7:16]
So, I said, you know, if I need to
increase on this, so what I had Donnie
[7:18]
do
over the period of April, they counted
[7:22]
how many bags they pick up in a day at
two collection points.
[7:25]
They took a count. We averaged that
with
[7:29]
63 bags on the average multiplied by
$9.50.
[7:39]
They did not hesitate.
[7:42]
Who who's the administrator down there?
Donnie Anderson.
[7:50]
» He'd been there
I think she told me 12 years.
[7:54]
And I'm like, that's uh
>> I don't know so they didn't pass it on.
[8:00]
» Questions?
>> On finance
[8:08]
» Uh next we have Ms. Lauren
Am I saying that right?
[8:12]
Lauren, okay. I was trying to make it
French.
[8:15]
So uh if you'll go ahead and
Uh
[8:19]
So she has uh requested from us a lot
that we bought on the commissioner's
[8:23]
sale that's next to her newly purchased
house. I will go to the big board
[8:28]
show you where that is and then I'll let
her uh tell the story.
[8:32]
» Um I own lot 69 and 70 and my house is
sitting
[8:36]
in the middle of the two properties. It
would make a nice addition.
[8:43]
» So this is this is on May Boulevard.
This house here is a newly built one
[8:48]
that you guys bought. Uh this lot um
lot commissioner's sale this is
[8:54]
either no place or right at 500
Um they've shown interest in it.
[9:01]
They want to make their yard bigger. I I
bought it maybe.
[9:03]
Uh nobody nobody else is beating on my
door for it. Uh
[9:08]
cost from the commissioner's sale and
the
[9:12]
Everything associated with 1,703
65.
[9:17]
That's what we got in it.
>> I'll make a motion to
[9:20]
approve that.
>> Motion by Roger, second by Johnny. Any
[9:24]
further discussion? Seeing none, let's
hear the staff saying aye.
[9:27]
» Aye.
>> Those no?
[9:28]
I'll be in time.
[9:31]
» I didn't hurt at all.
>> I thought it'd be less than 3%.
[9:37]
All right.
Uh the
[9:42]
» Ashley, you're next.
[9:45]
So, Ashley has approached me
about the property
[9:50]
for herself.
One of these three lots here on the
[9:54]
street.
Do you know which one you prefer?
[9:57]
» The middle one.
>> The middle one. Okay.
[10:01]
So, I got together with her what our
process is, which is why she's here
[10:04]
today.
Uh getting
[10:06]
what she has to give all of us to
finance the stuff. So, go ahead.
[10:12]
» There
I don't see there's there's two
[10:13]
different
I do.
[10:17]
» I think you missed that in the packet.
>> Oh, sorry.
[10:19]
» You got it. A four-bedroom.
[10:23]
And I'm going to have the kids living in
it.
[10:26]
» Thomas, can you open
>> I do. Yes.
[10:29]
» There's two layouts here. There's one
for a three-bedroom and one for a
[10:33]
four-bedroom.
Um
[10:35]
The only difference is in where the um
front door is. So, if the front door
[10:40]
needs to face the road, it'll be a
three-bedroom. If it's not required to
[10:44]
face the road, it'll be a four-bedroom.
Um there's a copy of the lot list. It's
[10:49]
at King and Miller. It's the middle lot,
the one that I highlighted.
[10:53]
Um on there you will see the conditional
approval from the Home Loan Place.
[11:00]
Um
showing that I am approved for the loan
[11:04]
for either one of the houses.
Um
[11:08]
and now that it's done, it's all set.
>> I feel like I'm
[11:14]
Somebody help me. I know I dealt with a
similar outfit on one we did
[11:20]
I'm trying to figure out how to
>> They've done numerous homes here.
[11:23]
» They're probably
>> It's [music] Klein Homes in Evansville.
[11:26]
» You talked to Nicole about the financing
yet?
[11:28]
» Um I'm I wanted to make sure I get the
land before
[11:31]
I move forward with that
cuz if I can't get the land
[11:35]
I can't go
[11:41]
» So you're not taking the corner off?
>> No,
[11:45]
it's the one in the middle.
[11:52]
» You could get another one.
>> Well,
[11:55]
if at some point I haven't sold it I
might
[11:57]
try to get another one. So
I have a dog that likes to run
[12:01]
and
eventually if if you know
[12:04]
they haven't sold them every time I can
try to get another one.
[12:11]
» They're
they're four empty lots Thomas.
[12:15]
» So it would be
the lot street.
[12:19]
» Uh yeah, this is
highlight here so this
[12:22]
this is only one.
Joining me.
[12:25]
Yeah, we we built those those three
pieces right there.
[12:30]
What was it?
Those were block elimination.
[12:33]
We've had those for probably eight
years. Number 27 since we've had those
[12:37]
for nine years.
They were three lot houses there.
[12:40]
Some we got commission.
Uh we sell those
[12:49]
These would be the price on these
because these were not commission so
[12:51]
these were
This would be 2500.
[12:57]
» Based on what you guys have done in the
past.
[12:59]
» I'll make a motion to sell.
[13:02]
» That is lot number
47 in East Side addition. I've got a
[13:07]
motion by Robert.
By Johnny first.
[13:10]
Seeing none.
Saying aye.
[13:13]
Going down.
Thank you.
[13:15]
Thank you.
>> Thank you.
[13:16]
» Be in touch with me. I need to be
talking about a couple other deals.
[13:19]
Make probably make my life
communicate
[13:23]
» That's perfect.
>> Thank you.
[13:24]
» Don't worry. That makes sense.
[13:28]
» Yeah, cuz we're going to
>> I'm not going to lie.
[13:32]
» I had to call you.
[13:37]
» So, we got to wrestle with it.
>> Yeah, yeah.
[13:40]
» Yeah, I did.
>> Uh
[13:44]
next uh uh
Put them chairs up.
[13:47]
Here for discussion.
Uh first up, a rezoning change for 4607
[13:51]
Pennsylvania Street. Uh
which is uh you know, the head start.
[13:55]
Uh recent
Something like that.
[13:57]
I agree with them for that reason.
[14:00]
Well, you guys know the way that title
is.
[14:03]
I don't know if it'll be a long way.
[14:07]
I didn't think that.
[14:10]
I got to go push it.
Yeah, yeah, yeah, in the Democratic
[14:14]
We're going to have to take
I know both myself and the commission
[14:18]
» Oh, it.
>> important stuff.
[14:21]
» [laughter]
[14:24]
» So, uh This is uh first reading for just
as a
[14:28]
rehash of the rules. So, on any rezoning
request, it starts here at the first
[14:32]
reading. You guys refer to the
comprehensive plan. The plan here is
[14:35]
that
and then they make a positive and
[14:37]
negative recommendation. back here
uh for a public hearing. Uh notice will
[14:43]
be mailed. Rich can interview various
neighbors and neighbors can come up or
[14:46]
anybody have an opinion.
Uh and you guys can sit here.
[14:50]
and tell them your story.
Yes.
[14:55]
So,
what do you need out of us today? Just a
[14:57]
motion to approve the
I'll make that.
[15:01]
Question.
So, we're sending it you know, to the
[15:06]
No, this is just I'll second that.
Motion second. Any discussion? Seeing
[15:09]
none, let's pass it. All right, then. I
Uh those in favor
[15:13]
We're going to have troubles. We're
going to have We're going to have
[15:15]
troubles when we get back here.
We're going to have troubles when we get
[15:18]
back here. There's nothing we can do on
that.
[15:21]
We're going to have troubles.
I'm not going to spend
[15:27]
will tell
[15:34]
» I will tell you Rich I talked to
a couple of the residents who were right
[15:38]
there in the neighborhood
[15:42]
have valid concerns.
residents in the community
[15:47]
also share
strong concerns about the
[15:50]
and then the migrant housing.
And so I've got to take those
[15:54]
in my in my head and you know based on
kind of what these guys want to do. I
[15:57]
don't I can't speak to what they said.
>> Yeah, for the record I don't have
[16:01]
anything against this family.
>> I never said anything like that.
[16:05]
» Well, they said I didn't like Mexicans
so I didn't want them there.
[16:09]
» Yeah.
>> I wanted to
[16:11]
I wanted to try and be a daycare as you
know. My only concern
[16:16]
if that can't happen
[16:19]
» I will you just so you're so aware it's
originally where I had done this yet.
[16:24]
And I would Councilman Mullins and I
have discussed
[16:27]
if we have here the the daycare
possibility. Is that a tall order? It
[16:29]
is.
I I believe that
[16:33]
I'm going to put out something on the
internet probably within
[16:36]
probably this week.
Engage community and participate
[16:40]
community forum
but kind of interest there would be from
[16:45]
the community of partnering with the
childcare here and talked about that
[16:49]
too.
I did I have not spoken to
[16:53]
Superintendent Carson since community
schools but I did talk to Mayor Lloyd
[16:56]
Archer. He explained to me
uh they have they have a they have a
[17:01]
a situation with
I believe they call it the Alice
[17:03]
Learning Academy in Vincennes that was a
partnership between the school
[17:07]
corporation
the
[17:10]
City of Vincennes and some other folks
who kind of used that as a it's not
[17:15]
zero to five
daycare but it's three to five and use
[17:18]
it as as a starting point
[17:23]
but that was funded in so corporation
city of Vincennes Casey ID
[17:33]
but I'm interested to find out
we have community members
[17:38]
part of that I have not talked to Casey
ID
[17:43]
I do think
corporation
[17:47]
a particularly important player on this
for two reasons one the scenario just
[17:50]
described
but two the other kind of hole that I
[17:54]
see in the child care
I is there's a lack of after school
[18:14]
» definitive I mean as the what you were
saying
[18:18]
» So if I can if we get enough support my
idea is that we would have a meeting
[18:21]
either here or at the school or
something
[18:23]
» And the and the flip side of that if you
don't I mean so what Richie's supposed
[18:27]
to do I mean
going forward
[18:29]
» That's a good question.
>> Whoever
[18:33]
wants to go first.
>> This way
[18:37]
the other night said it's
almost literally impossible
[18:44]
if you get all those players come
together here in Vincennes
[18:48]
you get it done in there?
[18:53]
» You don't know till we've asked.
We may strike I'll be very honest we may
[18:56]
strike out.
I think we may we may absolutely strike
[18:59]
out.
>> We got two against us right now.
[19:03]
» I agree. That would be the best thing
for that for
[19:05]
» I agree but I mean
child care there's nothing that anything
[19:08]
that's not needed in every community.
>> But
[19:11]
» According to that lady last week when
she knows
[19:25]
Now, I don't live down there.
Okay?
[19:29]
But,
people that I've talked to that do live
[19:33]
next to other ones, I have not talked to
anybody down there.
[19:36]
They have not had
Uh
[19:40]
That one down there, there's nobody
lives there.
[19:44]
They live beside him. Correctly in the
front of him.
[19:48]
Beside him.
I did just that.
[19:51]
» The one directly in front
>> The one in the
[19:53]
» in the front
>> There's one house in
[19:54]
» There's one house in front, but that's
it.
[19:57]
» There's not a
even a house straight in front
[20:01]
» It's just a
>> The problem
[20:03]
» The problem is
>> You're talking about 38. Most housing is
[20:08]
what? Eight, maybe 10.
>> That's That's a
[20:11]
» That's on the side.
>> Some things are bigger numbers.
[20:13]
It's a state for the building.
>> Yeah.
[20:15]
» And the other thing is, when you don't
have migrants
[20:20]
The rich Adam most bothers me with the
question
[20:22]
» We don't have migrants there.
on those lines with
[20:26]
a short term. to my guy whatever like
that. We've got We can't deal with that
[20:30]
to
Joe Blow. What's up?
[20:34]
Bring it up.
>> because he's got to you know, he's got
[20:36]
to come back in there. You know, we
still got to have that for
[20:39]
» You'll have work put in that Do you want
your I mean
[20:42]
» I want to just
>> Okay.
[20:45]
» Tony.
>> Excuse me, Tony. And I and I do have
[20:49]
I'm right there.
>> So,
[20:50]
» my guy
You're telling me that we
[20:55]
and out of there
in a year. We don't know who the
[20:59]
migrants are.
We don't know. When the the migrants
[21:02]
start to be
I mean, this guy is This guy
[21:05]
It seems some little cartel is there.
These are These
[21:08]
» How do you know?
>> Both of us are bad at the board.
[21:12]
We're all bad.
>> We got to go.
[21:13]
» They all
>> They got to go to council.
[21:15]
» They're bad.
>> They don't
[21:17]
» You may have one.
through and the
[21:20]
you'll have
That's the difference between
[21:23]
same thing.
>> Okay, so it's the third one.
[21:27]
Closest to Closest to the council
member?
[21:30]
» directly by a 100 feet
>> So, hit me.
[21:33]
» And you're okay.
[21:37]
» So, it's not just migrating, it's also
the new people coming in.
[21:40]
» We've got kids all over the neighborhood
and and that's
[21:44]
» We could back out of this deal, guys.
This is still going to be way too
[21:47]
difficult.
[21:52]
» I have I have no clue what you
>> We can't get that
[21:57]
» I I honestly don't know what in the
world you could do with it. Other than
[22:00]
probably what you're talking about.
But, just
[22:04]
Just saying that really bad to let this
go without giving it a shot.
[22:09]
» I
>> Give it a shot.
[22:10]
» I'm not worried about
>> No, we can't
[22:11]
» I don't care about what the woman
>> Pace said. I already found that one of
[22:15]
the
>> hold on. We can loosen hold on.
[22:17]
» Give it a shot.
>> That's
[22:19]
with Again,
>> We won't be able to
[22:21]
» We won't be able to be able to know
something next month.
[22:24]
» I don't want to guarantee that.
>> I mean, probably It's probably
[22:27]
» If If they're If Pace is willing to hang
in there, loosen.
[22:31]
» I don't think they're going to find
another buyer.
[22:34]
» I've committed to the
>> daycare. So,
[22:36]
» Huh?
>> We'll take the daycare. I've committed
[22:38]
to it.
>> Excuse me, what? You're saying to me
[22:41]
you're willing to put the daycare in
there and sell
[22:45]
» The purchase
>> Well, now that's That's a part That's
[22:48]
» That's a pretty big component.
>> Yeah.
[22:50]
» pretty big
>> They pretty big part of
[22:52]
» That's the equal part.
>> And
[22:53]
» The only reason that works for us is for
just different things and there's really
[22:56]
essentially no There's no way
[23:01]
» You don't got to make it happen to her.
>> Seriously?
[23:06]
Wait, don't get a call call right now.
>> So
[23:09]
» That's all that's but I mean they've got
that would be there
[23:12]
They've got 100 square feet basically.
80 to 100 square feet per per guy or
[23:17]
whatever.
>> I know I'm not a carpenter but how you
[23:19]
going to I mean you you said you didn't
put them showers in.
[23:24]
I mean
>> No, it's more one of the in the back
[23:27]
there where there's there's a men's
women's dressing room.
[23:30]
The men's room
You've got to have one
[23:33]
one stool for every
We have 10 guys so there's more than
[23:36]
enough stools in there for like in that
situation. And then there's that would
[23:40]
still only be five stools. And then for
that for the women's shower the men's
[23:44]
shower room
would be turned into a into a shower and
[23:48]
get a shower for 10 for 10 guys or that.
>> But if you don't have room so you don't
[23:52]
mix the women and the men.
>> There's no women.
[23:54]
» That that
>> There's no women.
[23:57]
It's all men.
[23:59]
No.
No.
[24:01]
» You got water
for 10 men?
[24:03]
» I thought you
You don't need more than that.
[24:07]
» Yeah.
>> I do also I want to have a couple
[24:09]
things.
I did ask Cole
[24:13]
about
obviously if this is your your zoning
[24:15]
change
what he intends to do with that. I asked
[24:18]
Cole about
we would be in a similar situation
[24:21]
with the child care care facility on the
lot. He advised me not required for
[24:25]
zoning change. It will require a visit
to zoning official issues.
[24:30]
We
I want you guys to know about this
[24:32]
particular piece of land
in case we go away so
[24:36]
someone says, "Well, you can make it a
child care facility
[24:39]
a zoning change that does not come with
town. It requires a zoning appeal so we
[24:44]
would we would be clean that.
Uh I do want to just
[24:49]
partially stake in the audience kind of
again kind of lay out the geography for
[24:53]
everybody.
This is where it is.
[24:59]
Now, I'm going to overlay
the zoning map.
[25:06]
So,
I apologize if the color lines of these
[25:09]
colors are wrong. I apologize.
This color that I believe to be a green
[25:14]
» Yellow.
>> Yellow. Okay. I guess the green's over
[25:17]
there. All right. So, that's why I said
that. Um this R1 is a zone. Minus this
[25:22]
little bit of commercial that's over
there.
[25:24]
This is all R1 zoning, single-family
use. Uh
[25:29]
kind of what you think it is.
There's an R2 over here. Kind of
[25:33]
starting in the center core of town,
south of downtown. Uh you could do
[25:37]
» Which is two blocks from where we're at.
>> Uh
[25:41]
two and a half Yeah, yeah, two two and a
half somewhere in there.
[25:43]
Uh
But most of that
[25:46]
most of that area down there down here
on this
[25:49]
all around here is R1.
I guess some R2 up here. This This is
[25:54]
the commercial. Give you an idea is
I kind of felt like given
[25:59]
most of this here
is R1, I'm hesitant
[26:06]
hesitant for us to put
drop R2 right in the center of that. Uh
[26:11]
» Even though it's two blocks away from
where we are.
[26:13]
» Yeah, all the same.
>> But even then up here, when you come up
[26:15]
here in this piece
there are not any
[26:19]
multi-unit of housings up here that
So, that but nobody's using it.
[26:25]
» Okay.
>> So, I wanted to
[26:27]
» So, there's 25 30 cuz I'll say there's
20 20 TIs there.
[26:30]
That's 20 cars in the morning. That's 20
cars out in the afternoon. That's 20
[26:34]
cars in
and that's 20 cars out. Or if we're
[26:37]
doing it the other way around.
I'd say starting in the morning
[26:42]
the traffic
in this
[26:44]
residential area.
>> Yeah, well that was
[26:47]
Well, I guess I I'd say that
that has been
[26:50]
I don't know.
I don't have I don't have
[26:53]
lived down there for a while. Okay.
[26:59]
» And that's been Head Start since 1970.
4
[27:04]
And so the idea in my mind of traffic
back and forth and they're traveling
[27:08]
kids to and from, I don't think it's a
new development
[27:13]
The only guy in here that I know in this
neighborhood that is Donnie. I mean, I
[27:16]
don't I don't know if you if you notice
a lot of
[27:19]
traffic to to and from Head Start on the
>> Yeah, there were a lot of cars.
[27:22]
» Yeah, I mean, yeah.
[27:27]
When you think
with them?
[27:32]
Well, no, I'm just saying you got The
traffic occurs when you think it would
[27:36]
occur there.
[27:44]
» And I imagine
you'll have a lot of foot traffic
[27:49]
» When we going to know something
definitive on this mirror?
[27:51]
» We I I'm willing to hang out a month or
two. I'm sure Pace
[28:03]
» Well, I don't want this string on I
don't this string on on you all the way
[28:06]
to the
>> We got to do something sometime to give
[28:09]
it a shot.
>> I mean, I I appreciate it.
[28:11]
» We'd just like to try
>> back off and say we want to do something
[28:16]
hang on for a month or so.
>> And we don't worry
[28:25]
» I'll come in after you.
>> On the you ask
[28:29]
what
We thought and when you said we that
[28:33]
includes me.
And I'm saying this that if we can get a
[28:37]
daycare center
and it's
[28:40]
it's happening
that a daycare center will go in there
[28:43]
I'll be in favor of that.
If not, I'm really open-minded about
[28:49]
what you're doing.
I'm just going to say that I promise you
[28:53]
one way or the
but daycare is my first priority. That
[28:56]
doesn't have to happen.
We'll work towards
[29:00]
what you have there.
So, if that helps,
[29:03]
your choice, that's
>> I also think
[29:08]
you know, we start talking about about
having a community meeting first
[29:11]
for this discussion, I think
>> [clears throat]
[29:15]
» there's an opportunity
to talk to anybody
[29:18]
to see to gauge
what people think.
[29:22]
I don't know, maybe I'm a little naive.
I just think it's going to be it's going
[29:25]
to be hard to
I just want everybody to think it's
[29:28]
going to be
[29:30]
Everything positive there on the first
bus back to Mexico
[29:35]
I've got within next
Yeah. Yeah. I would say what I'm saying
[29:39]
is that there's a very
>> Huh?
[29:42]
» Anytime we Anytime we
have somebody that takes somebody to
[29:46]
jail
that doesn't have have actual
[29:48]
citizenship documents, they're going to
I mean, they're shipping people to
[29:51]
Russia. They're shipping people to
China.
[29:54]
» I think that's
>> That's the racist
[29:57]
The reason they don't have passports
>> I had I had a lot
[30:02]
truck
[30:04]
The trailer
[30:07]
Yeah, I I've never personally been out
And that's the same
[30:11]
» [clears throat]
>> We got to get the police
[30:13]
for being called.
That's what I'm talking about.
[30:16]
» That's the same guy. That's the same
>> That's the same two guys.
[30:18]
» I mean, [laughter] the real
The real problem I had
[30:23]
I mean,
>> and
[30:25]
» making a lot of noise.
[30:27]
But, they were pretty good.
>> But, they were there.
[30:29]
» They don't even
>> No, but I brought them like like loose
[30:32]
for a couple months to
>> The one we deal with the most is on
[30:34]
State Street.
But, even there, they I think they have
[30:38]
kind of
started to weed that out a little bit,
[30:40]
too.
>> How many is in Oh, that's that's
[30:42]
completely
That's That's
[30:54]
How long How long have you been
since
[30:58]
you've been on track?
73?
[31:01]
» Probably.
>> And
[31:08]
That's one consideration I've had. It is
Let's get it back on
[31:12]
» Are you over stating
what we're saying?
[31:14]
» No.
[31:17]
Not at all.
[31:20]
But
[31:23]
if
[31:27]
you're able to do this
[31:32]
if you're able to
[31:44]
I don't know why you would even do it.
If I was standing there, I'd say
[31:48]
I'm out.
>> I'll take period.
[31:51]
» I'm basically
[31:57]
I don't
What?
[31:59]
» normal and it's worth it.
>> [clears throat]
[32:03]
» I guess
I spent the last
[32:06]
entire that's And that's
we're looking
[32:12]
I'm in a community.
I've owned the houses in Bethlehem for
[32:14]
27 years.
And we've been a very good community
[32:17]
partner here.
[32:20]
That's another other things like
And And it had been in town for years
[32:24]
and
I would have I don't
[32:26]
know if I'd call uniform radio without
gotten all the time. And the houses we
[32:30]
do have here is either there
We've got
[32:34]
I own 30 units at 9:00 p.m. And so out
of those four units probably about 25%
[32:39]
of them we got 10 units so the 25% of
them is actually on section 8. I think
[32:43]
these these others are here. And I'd
love to get a photo of people together
[32:46]
with the housing either one of those one
of those
[32:48]
housing groups.
And
[32:50]
the houses that are right next to the
four other homeowner groups that
[32:54]
and let everybody take a seat and see
who's got the ticket to those
[32:57]
those houses and those are belonging
to those people. It's horrible. I don't
[33:00]
appreciate
>> Reggie, we understand aggravation but as
[33:04]
I told you day one
>> I'm happy to be in the group with you
[33:11]
» I mean
You don't be mad at calling say you got
[33:14]
any ideas?
[33:19]
» That would be great
>> And I'm just
[33:21]
we can't
>> Yeah
[33:22]
» I don't want to sit there and rot
And I don't know who
[33:26]
» That's the choice
>> I mean I don't know how many apartments
[33:28]
you can make out of them
You know, quite honestly I'd rather have
[33:32]
them your age too. I would
the apartment deal
[33:36]
» Well, I mean
it would be it would be highly it would
[33:40]
cost me a lot of money to get apartments
to bust out of four by fives
[33:45]
So then now we're
plumbing issues that we got to deal with
[33:47]
that try to get kitchens where they need
to be, toilets and things all those
[33:50]
other things where they need to be. But
what we want to do is
[33:53]
install right here where this
[33:56]
I would have to do that property so that
saves a lot of money on making that
[34:00]
happen for the last
>> And they could use the playground
[34:03]
» Yeah, yeah. I can slide down that
>> I think that's private property
[34:07]
» It is not. No,
Now there's
[34:10]
There's a suppression
Probably should have put the cost so
[34:13]
much to get it
But they
[34:17]
You know I don't feel
[34:20]
» [laughter]
[34:22]
» You got a lake?
>> That is done That is agreed on
[34:27]
Debate on the re-zoning
So now if they wanted to they could hold
[34:31]
they could hold the fire
if they so chose to. go with it
[34:36]
Again, there's a great commercial
operation down there.
[34:39]
15 years it's a
I would probably
[34:44]
There's a lot of stuff that's going on
that's down there.
[34:51]
» Anybody else?
[34:54]
Thank you, Rich.
>> I've got somewhere else to go in about
[34:56]
15 minutes.
>> Rich? Rich, go ahead and walk.
[35:04]
All right.
Reports from department heads. Chief
[35:07]
Rowe.
[35:13]
» After you.
[35:16]
» Um
Starting on the cleanup. I was spraying
[35:22]
and I have discussed, you know, we've
had some
[35:25]
some areas that we've revisited.
My understanding is for several years
[35:32]
uh
I've been trying
[35:34]
to
do some cleanup.
[35:38]
I was left with, you know,
but it's one of those sayings
[35:43]
uh
I discussed with the mayor is
[35:46]
hopping here and hopping there and going
here and doing a little something and
[35:53]
trouble areas
we need to stay
[35:59]
had some luck going on over there.
Drove around another
[36:04]
some properties
over by Donnie some problems
[36:10]
by sometime
[36:16]
give it a couple of pushes
Jeff
[36:20]
taking
an enormous amount of
[36:23]
junk out.
[36:26]
So far
uh
[36:29]
And if we get stuck
[36:33]
my brother and some of them I know that
asked for
[36:41]
lived with it for years give me a little
talk. I mean, some of these places
[36:49]
you know, they may be perfect and
a lot better than what they were
[36:53]
some of these others they're working
that we have that we've got
[37:00]
certain kinds of of
called junk vehicles
[37:05]
that have
left.
[37:09]
I was reviewing that from some pictures
that I took
[37:13]
uh
last year. A lot of people didn't
[37:15]
realize there was and even the ward
against it
[37:20]
and asking them
and this you know, this is the issue.
[37:26]
A lot of people have
voluntarily
[37:31]
some of their masses
you know, many people
[37:36]
that
you know, we're probably going to have
[37:38]
to
you know, I'd rather clean up a few
[37:41]
places
than a
[37:43]
uh
in my time here
[37:47]
and I mean, I you know, I've been here a
little over a year.
[37:50]
uh
It's different because I go around
[37:54]
taking pictures of everything.
And
[37:58]
I go back
and a lot of
[38:02]
and a lot of it is just
purely the uh
[38:08]
cooperation of people who live here.
Uh I mean, I'm not
[38:12]
you know, the vast majority of I'm not
threatening to cite threatening to cite
[38:17]
them or anything like that. They
voluntarily
[38:20]
took care.
So, I think
[38:23]
the property owner on
[38:27]
Old Cole and
>> And uh
[38:29]
» Maple and
were most
[38:32]
But you know, there's
there was
[38:36]
a main amount
of trash that they had been
[38:41]
And I don't know
Most of it looked like it was old.
[38:45]
Looked like a big pile. It was actually
a lot of trash that they had burned
[38:48]
years
over the years.
[38:51]
Uh
>> [clears throat]
[38:53]
» And then they did that. I mean, it's all
cleaned up.
[38:56]
I think they took 10 vehicles out of
there.
[38:59]
Uh
They took
[39:01]
» took
>> I mean, he he he was hauling it out in a
[39:05]
a uh
and I I was watching him on site and he
[39:09]
did he did about 10, 12 pickups at one
site.
[39:13]
» It was Cole and Maple.
>> Uh
[39:17]
He called it Cole and Maple.
>> What is
[39:21]
It's the team right there.
[39:24]
That ain't Cole.
>> Yellow yellow house on the corner.
[39:28]
» That ain't Cole.
>> It's right there behind
[39:30]
» Randy Miller.
>> This one.
[39:31]
» In other words, look that's that's
another
[39:33]
» That's another one.
>> Go down there.
[39:35]
» This one is
>> That's where I'm
[39:37]
» I don't I don't know where all the guns
>> Now
[39:41]
they had their stuff there.
All right, those places that's owned out
[39:44]
of state by somebody in Florida. So,
>> Anyway,
[39:48]
he is
They're knocking down some of the
[39:52]
the brush
I mean, there's mountains of trash.
[39:56]
» But is it to double
the truck?
[39:58]
» It's across the street from the
>> Okay.
[40:01]
» Bases
>> Yeah, Bases would have been
[40:03]
» But it's right there in that
But I just
[40:06]
» You know, that's just one, you know what
I mean? And some of them
[40:09]
» That that one
One behind Bases.
[40:12]
» Yes.
>> Well, yeah.
[40:14]
» Well, it looks about I guess that ain't
>> Well, then the one he's talking about
[40:18]
Bases.
>> Which one are you talking about?
[40:20]
We are
engaged with them as well.
[40:24]
They have taken out
a lot of
[40:30]
of uh
[40:34]
They have
They have treasured
[40:38]
They have taken out a lot. It's going to
be a process. There's something there.
[40:43]
But I said that they're They have made
some It's definitely in the positive
[40:48]
direction.
>> Those folks
[40:50]
I mean an excavator there for 5 or 6
years ago.
[40:54]
» Right.
>> So I don't know 6 years ago. And the guy
[40:57]
was sick and they were going to go and
go and go and go and go and go and
[41:02]
The apple tree is not in the alley.
>> I'd have to look.
[41:14]
I don't understand.
I don't probably
[41:16]
» They They have been doing some
>> They They have been doing some things.
[41:19]
I'm working over there and doing things
and I'm
[41:21]
I'm preparing myself for this situation
where you got to come down with an
[41:23]
excavator or a backhoe.
>> Yeah.
[41:27]
Good job.
That's the same
[41:32]
No idea
There I I got with the property owner.
[41:38]
I walked around
I
[41:42]
photographed
[41:45]
There's this
Every everything that that's grown up
[41:48]
and green or something you can
uh it's grown up on top of
[41:54]
uh
[41:56]
They like I said
Thus far they've done
[42:01]
They have done some good work.
Get rid of
[42:04]
uh
you know, several several trailer loads
[42:09]
of trash.
Uh
[42:11]
They still have quite a bit of time.
I mean
[42:15]
I don't know who's with them on the
highway
[42:19]
down there. I mean that's going to be
[42:23]
They have
[42:28]
She's taken
[42:32]
at least two semi loads
[42:37]
and it's a lot better
and she's happy. I mean
[42:42]
she actually
happy that you know her yard's looking
[42:47]
better.
>> Just need somebody to give her a push.
[42:49]
» If she can give her
[42:52]
» And you know that part of it you know
she she has some
[42:55]
some family members and and things she
wants rid of those junk vehicles.
[43:00]
And they kind of you know they pressured
us well I'll get rid of them for you.
[43:05]
It's her problem.
>> I was I was the one working on the
[43:09]
couple
couple complaints
[43:13]
I was on the office street
and that kind of had 11 dogs.
[43:16]
Uh the neighbor called and asked me a
question about the animals breeding
[43:20]
which are currently prohibited in our
city ordinance but I have to figure out
[43:23]
if
What do you have?
[43:25]
It fits the facts
based on what we've been told.
[43:30]
That's what we've been trying to
cooperate with
[43:33]
folks I think. They can call
lots of other folks on some small small
[43:38]
stuff.
>> More people are cooperating.
[43:42]
I mean I I think
That's what I found.
[43:48]
You know
[43:51]
You got a lot of people.
It's always difficult. But
[43:55]
you know one of the one of the things
that I brought you know a lot of this is
[44:00]
on a contract to buy.
[44:03]
Well
[44:06]
that
if I start writing tickets to the yellow
[44:09]
sign
They don't care. I can write them as
[44:13]
many tickets as you know, they they have
no intention of
[44:17]
is
those can be put as a lien on that
[44:20]
property.
And then they buy the property down the
[44:24]
road and they inherit that lien. And
they're not even going to know, you
[44:29]
know, I was dealing with one lady
I said, you know,
[44:33]
I wouldn't be dealing with you.
I
[44:37]
but you're going to incur all of this
when you eventually get the property.
[44:41]
And that was kind of a push. She was She
wasn't even aware of that. Once I told
[44:45]
her that,
[44:51]
» Do you actually know anybody
that ever dealt with those
[44:56]
and they actually got the deed?
[45:10]
» The unfortunate thing I've seen
is
[45:14]
poor unfortunate people
see those properties when they go online
[45:20]
they do these type of
[45:24]
and they look at these properties when
they were well taken care of
[45:32]
and you know, I had
one young couple that showed up here
[45:35]
planning on moving in
and they had sold their house.
[45:40]
And they had no idea,
you know,
[45:44]
and then
they ended up uh uh
[45:48]
uh buying
[45:56]
» I think the old
house on the street is that way.
[46:00]
» for a lifetime.
But then they
[46:03]
they'll buy
sell for 28,000
[46:07]
and then they'll buy it back for
10.
[46:11]
And they put back one car.
We have to
[46:15]
Any any other questions or
>> Let me ask a question, man.
[46:19]
» How are you
with the Dollar General on Short Street?
[46:22]
Next to the Dollar General on Short
Street.
[46:25]
» I'm sorry.
>> The Dollar General on Short Street. Part
[46:29]
of the Short Street.
>> Okay.
[46:31]
» To the house?
>> The house?
[46:33]
» Left of the
>> society.
[46:34]
» No, that's mine.
>> No, you're beside my property.
[46:37]
» Yeah.
[46:40]
» You have another one right next to
>> Wait, they have so much trash now
[46:44]
that it's between our
>> No, that's illegal.
[46:46]
» It's flowing over there.
>> Yeah.
[46:49]
Uh
My answer to that is is I want to
[46:54]
want to clean up.
[46:57]
I gave
[47:00]
This this is what I, you know, I found
is
[47:04]
is a business.
[47:06]
And
clean it up a little bit after.
[47:12]
problem. And it is really hard to tell
if you clean up a little bit of junk.
[47:17]
And
it is hard to tell when they start
[47:20]
adding to it.
And you know, you clean it up
[47:26]
you know,
it's clean.
[47:29]
And then
most of the you know, I've seen a lot of
[47:31]
homes
then they don't get cleaned up.
[47:34]
But I mean, if there's already
[47:38]
Clutter clutter begins to flow.
And so
[47:43]
Yeah, that's kind of where I'm at. No, I
have not gotten over there.
[47:49]
I mean, you
have over there.
[47:52]
So that was a
I don't want to say more pressing,
[47:55]
but it presented itself as an
opportunity where I could resolve the
[47:58]
issue.
>> You're not Yeah, and you're not going to
[48:00]
be able to resolve this.
They don't They don't
[48:03]
They don't care and they verbally have
said that they
[48:06]
don't care.
>> I mean we I mean we can definitely look
[48:08]
at this week. I think that's
I mean but that's just, you know, I'm
[48:12]
not saying I'm I'm not saying I'm you
know
[48:13]
» No, I understand.
>> It's just trying to get
[48:16]
just trying to
do
[48:19]
20 or 30
get the people
[48:23]
You know what I mean? And then Maybe I
got nothing
[48:27]
Do you guys have any Do you guys have
any Tom, do you want to
[48:30]
We got a few
>> Thank you.
[48:31]
» This is Tom. Any other Any other
questions?
[48:36]
Fire Mike.
[48:39]
We've had 42 runs
already in the last month.
[48:43]
Uh I had the insurance
guy come the other day.
[48:48]
I crawled around on the roof.
[48:51]
I went in the attic.
Took a bunch of pictures.
[48:56]
I didn't get to talk to anybody after
that.
[48:59]
But you know there's got to be a hole
before they cover metal.
[49:04]
It depends on the metal what it
blown back
[49:08]
and some of the screws or nails
pushed back.
[49:13]
He said he found these spots where it
looked like hail but most of it just
[49:17]
looked like damage.
[49:20]
So, the fire station is covered under a
different policy than everything else
[49:23]
cuz
[49:27]
Good question. The guy that I found on
the roof of all these other ones on the
[49:31]
fire station he said that
Nobody said that to
[49:35]
But this guy told me that it was
Nobody said that.
[49:39]
That's the insurance company covering
all this. I don't know what the guy was
[49:42]
going to say.
[49:45]
So, the contractor said that the pitch
it knocks off the granules so bad.
[49:51]
But the insurance company said well,
unless it's actually hit and gets toward
[49:55]
the whole end.
[50:04]
We had water the other day.
[50:08]
Right here in my office doorway.
[50:14]
So, I'm assuming it went through the
roof, through the middle of the wall,
[50:18]
and just come out around the corner.
But you actually have a leak.
[50:23]
Somewhere down there.
Yeah. I've I've seen them. Couple of
[50:27]
those. I've I've just wanted anybody
else to have any comments from
[50:37]
Uh couple of other things that are out
there.
[50:40]
» One question I'm having and you and if
we can maybe come back to it after you
[50:44]
go through what you want to go through.
>> [clears throat]
[50:48]
» I I kind of I just got contacted
And I can set that up like I'm going to
[50:52]
set that contract requested about
>> Yeah.
[50:55]
» that deal down there.
>> Yeah, I I can have them come back to
[50:57]
talk about that.
[51:00]
» Okay. So, you go through what you want
to go through.
[51:03]
» So, a couple of other things that are
out there.
[51:06]
This is my piece here
but we do have a couple of decent
[51:09]
problems
high in the building.
[51:11]
Uh
I know there was a little bit of water
[51:13]
left in a couple of pipes so they broke.
Fixing that
[51:18]
should be up
They got those One piece that's coming
[51:20]
in on Amazon and we got to get
down by the weekend.
[51:26]
It's been there 5 years and
big thing we've had to fix
[51:31]
Um
The current Board of Works today, the
[51:33]
Board of Works approved the demolition
of 12 West Third. For those of you who
[51:37]
keep keep score, that's down by uh Jeff
Nessel.
[51:40]
Uh
it's bought by the the yellow sign
[51:43]
people equivalent. I say it. There's
actually a wall laying in the back of
[51:47]
They had to sell off the tree that they
had set up there.
[51:59]
Uh, we also upheld
We also upheld
[52:05]
315 East First and 316 Place.
I'm going to wait and I'm going to send
[52:09]
the property to the daughter.
There's anything that she won't get out
[52:14]
of or wants to do with it.
[52:18]
Keep that in mind.
We also approved clean up of a property
[52:21]
at Merlin and Kicks Miller. It's two
vacant lots that we bought at the
[52:24]
commission
sale. Has an old trailer on it and the
[52:27]
yard is covered
because the neighbor next door
[52:31]
co-ops for their own use.
Uh, so that will be one to have him show
[52:36]
up with the machine in the box and
he scraps it all and makes it disappear.
[52:39]
So, Uh, that's all for today.
Yeah,
[52:44]
they'll say
[52:46]
Miles will be returning on the 21st.
That's the last day of school. They have
[52:50]
to do some curb work and some drainage
by the school.
[52:53]
Then they'll start the mill overlay
there after. So, I suspect we'll see new
[52:56]
asphalt
mid-late June. Their contract date is
[53:00]
the 10th of July.
[53:02]
» Yeah, Mary talking about them
houses.
[53:07]
Talking about that place that's grown
over
[53:10]
on Bruceville Avenue.
And I I mean
[53:12]
» [clears throat]
>> it's that
[53:13]
If If you're coming off
of Bruceville Avenue,
[53:17]
you pass G. Smith's house on the left
and you go on the opposite side of the
[53:22]
street. I mean there's there's brush and
everything. It's all
[53:24]
» That's probably 217.
We have a pending order with her.
[53:30]
Uh,
latest inside.
[53:32]
» Uh, somebody lives in there?
>> Uh, yeah. So, she
[53:35]
» Good in at Second Street.
Turn a little bit to the right.
[53:38]
» Yeah.
>> Yeah.
[53:39]
» So,
>> So, we started that
[53:44]
3 or 4 months ago.
I think probably
[53:46]
we sent her a notice. In my opinion, the
place needs to be flattened.
[53:50]
Um the lady who lives there, who is the
owner of record, claims that she has an
[53:54]
illness that prevents her from coming
outside for an extended period of time.
[53:58]
Tom was actually very nervous.
Uh I talked to Tom several times, and of
[54:03]
course the cardboard boxes,
[54:07]
where she has all her stuff
I'm pretty sure there's no more mice.
[54:12]
We need to get rid of them. So, I'm
trying to figure out a way that I can
[54:18]
go to her house and grab her and get her
out and, you know, throw somebody on the
[54:21]
street. This This This one's going to be
difficult. But, to your point, Johnny,
[54:26]
we are engaged.
>> Didn't some people clean that up?
[54:30]
Seemed like I had locked up there and
Yeah.
[54:33]
» It was did for What was that tree
growing out on the
[54:36]
somewhere around
it up for
[54:39]
» Yeah.
Well, and we got we got a lot
[54:42]
few years ago. This may be what you're
talking about.
[54:45]
The front porch collapsed and stuff.
I said, "Put the box in the yard." I had
[54:49]
guys getting it
and they did it well.
[54:53]
She has statements to me
she was going to sell it or give it to
[54:58]
fantastic.
Uh it'll be a long time
[55:03]
because I'm
[55:06]
I She doesn't want to leave.
And
[55:09]
can't tear it down.
>> We talked to her
[55:13]
» No, I don't
>> Based on what
[55:15]
» And Tom corrected me I don't think
>> I think she's 60.
[55:20]
» I I talked to her on the phone.
She's She's competent. Like, it's
[55:23]
nothing nothing like that.
She can make her own decisions. It's not
[55:26]
an issue like that.
And she's
[55:30]
relatively intelligent.
[55:34]
Uh to your So, we're trying to figure
out
[55:37]
» I can't tell you anything about this.
>> No.
[55:40]
Limestone comes back
we do have a small sinkhole.
[55:46]
Washington through there you'll see
[55:49]
more deep and wide and they're separated
by limestone.
[55:54]
What's limestone
on which side of town?
[55:58]
That's on limestone. That's a pipeline.
We're placing gas lines all over that
[56:04]
on our dime.
[56:09]
No, that's on the dial
and they did that
[56:13]
when they were here last
[56:19]
They said send me a list of the ones
you're going to do. Well, I sent them
[56:22]
and I accept that what they're doing
over there because they're crossing in a
[56:25]
couple
And they've actually been real good.
[56:28]
They've only
they've potholed everything and really
[56:30]
been fair with what
Well, they bored bored a lot of it. They
[56:34]
bored most of up and directional boring
a lot of
[56:37]
I'm probably going to leave here and
show up tomorrow.
[56:42]
I'm I'm
I'm going to plan that ditch and I'm
[56:45]
trying to pull that up and They're
they're getting
[56:50]
We're taking this all in.
down
[56:54]
down there
and actually the younger fish is down.
[57:00]
I'm actually I'm actually I'm actually
I'm actually
[57:04]
I'm going to take a around and put them
on the truck.
[57:06]
I'm going to try to get paid for putting
them on the truck. Yeah, okay. So, um
[57:12]
I'm trying to discover more things.
[57:16]
I'm actually breaking the news on this
now.
[57:20]
All right, sounds good.
No, cuz it's not Keep it to yourself.
[57:26]
I know I'm going to say it anyway. So,
you all know that we did East 4th Street
[57:31]
made real pretty
and it's fabulous and wonderful.
[57:35]
We have uncovered that there is a storm
drain in that new street.
[57:40]
It would be about
between fault and Thomas Street that's
[57:44]
about
It's easy to find together.
[57:46]
Well, Lee and Donnie and I and and John
have been trying to figure out the new
[57:50]
way to go.
So,
[57:57]
it gets 50 ft past where the
About one before
[58:02]
» Up the hill.
>> Up the hill.
[58:04]
» Yeah.
>> So,
[58:05]
» We're looking in here.
[58:11]
» 4th Street.
>> Thomas Street, Fault Street.
[58:15]
Manhole right there.
It drains into that manhole.
[58:20]
Water from up here comes into these into
these pipes and manholes. This way
[58:25]
Following?
[58:28]
What we found out is when it heavy
rains, you'd sit at this Fault Street
[58:32]
intersection
and water would come up out of the
[58:34]
drains and
[58:38]
We opened the mess up with three three
and a half stuck it all out and did it
[58:41]
and did it some more.
Told my guys, I said, "Get down in this
[58:45]
man
This manhole up here is new.
[58:48]
» The new one.
>> Yeah, and it's new from here that way.
[58:53]
So, my heart already got down in this
probably
[58:55]
5 6
Got in, took the pictures. You can see
[58:59]
15
that there's the top the top of
[59:03]
down inside of it. It does flow
It can flow a lot of water.
[59:09]
So, talked to John. He said, "You can
rent for real."
[59:12]
We had an outfit come out with a robotic
camera. They crawled up 15 ft from that
[59:17]
manhole is where it's at.
[59:20]
So, I don't have any reason to believe
the current's doing well.
[59:24]
Cuz if they would have I'd have said,
"Just tap tap on and go.
[59:28]
When it rains a little bit
you don't notice
[59:31]
when we have heavy downpours of rain.
I've sat here in my truck and watched
[59:34]
the manhole here at a half a block up
just
[59:37]
pop
and settle.
[59:39]
It comes cuz the water backs up that
way.
[59:42]
» I don't know.
>> Um
[59:46]
You can consider based on what Milestone
has told me that
[59:52]
I don't think they can lie.
We thought that maybe
[59:56]
I mean I think it can be fixed that
based on how the
[1:00:00]
» I think we should be
>> I don't
[1:00:05]
John, I don't know about that one. What
are you talking about? I'm like, "What?"
[1:00:07]
Milestone told me that the pipe burst
and he basically described what you told
[1:00:11]
me and you told me one up.
>> It's like a mole
[1:00:14]
» I have not gotten far in the weeds on
it. It is is my preference.
[1:00:18]
» It may not be financially here. Like
busy
[1:00:25]
and sit right on the road now.
>> Right.
[1:00:26]
» But that's a big
plus
[1:00:28]
new pipe and be able to pull the moving
with it.
[1:00:30]
» I have not I I do not have any nerves
>> It's a quick fix.
[1:00:34]
» It's a quick fix. I mean as far as
>> I want to ask you, Robin, is that
[1:00:39]
» Depends on after that 15 ft.
I mean if you're either one you know
[1:00:44]
» You dig up
>> Huh?
[1:00:49]
If you dig up 15 ft and say, "Hey, we
found it."
[1:00:52]
You look up
30 ft.
[1:00:55]
But it could be worse. It could be 10 or
12
[1:00:58]
Oh yeah, it is.
It's shallow in compared to the other
[1:01:01]
stuff we got to do.
So I'm telling you this to say that
[1:01:06]
we're figuring it out. We do not have
service is not impaired. On top we got
[1:01:11]
to see the
John and I talked to you thought thought
[1:01:14]
the reason we were buying this time we
put it down so we have a better base on
[1:01:18]
that.
I'm telling you all this to say there
[1:01:21]
I'm really unpleasant conversation where
I said we got to got to do it or
[1:01:24]
something. I just think Shelton should
do it.
[1:01:27]
But I don't I don't have a better answer
than that.
[1:01:29]
We've been we've been kind of Donny
William and I've been working through
[1:01:33]
this month and a half.
[1:01:45]
I just I hate it because
because I've seen it and we know that we
[1:01:48]
could have just fixed it.
[1:01:53]
And we've tried
tried to do everything in our power to
[1:01:55]
try to have this
>> It's CIA here.
[1:01:59]
» They are doing the best.
Great basketball court today.
[1:02:04]
» I'll add mine to that.
>> Well, then you're going to be He's going
[1:02:07]
to go to school.
[1:02:12]
So, that's out there.
[1:02:18]
Um I'm on senior Myers. I believe you
want to discuss something with us about
[1:02:22]
parking.
[1:02:29]
All of our guys are on Main Street.
legally
[1:02:38]
Everybody moved on Dalton Street on our
side of the road.
[1:02:45]
All of our employees are parking on
Dalton Street.
[1:02:47]
» Right.
>> I've got a
[1:02:50]
It's up here.
New recovery placement and now we've got
[1:02:54]
a
Might as well be it.
[1:03:00]
You had parked on your lot for extra
gravel.
[1:03:02]
It's out.
It's been parked there for about 10 days
[1:03:06]
and not moved.
>> Park right there.
[1:03:09]
» They won't park anything on our side of
the road.
[1:03:16]
Um Brian talked to No.
>> Um Brian talked to this a little while
[1:03:21]
back. I I sent you guys an email that
has the existing ordinance on file for
[1:03:26]
residential parking signs. That
ordinance goes back to 1987. I do not
[1:03:29]
find it to be applicable in this
situation because it talks about
[1:03:33]
residential family housing.
And for situations where
[1:03:37]
a homeowner gets a sign and they buy and
do not have any off-street parking, it
[1:03:40]
doesn't enter I don't I don't find it
applicable in the situation I'm talking
[1:03:43]
about.
>> The real issue is I mean our lot is just
[1:03:48]
big enough to spin our truck and trailer
around in.
[1:03:51]
Um that's why we don't
three weeks from having
[1:03:57]
That traffic just number of traffic
that's
[1:04:00]
will
further complicate our guys being able
[1:04:03]
to
>> Ain't that concrete across the road in
[1:04:08]
between the building? Not only that
concrete.
[1:04:11]
» There's a piece of it
>> In between it.
[1:04:15]
» There's
>> bad spot.
[1:04:17]
» Done.
>> There's bad in
[1:04:19]
» Yeah, that's that's [clears throat]
going to be
[1:04:21]
» He was parking his employees next to
that building where bricks may fall off
[1:04:24]
and hit their car.
>> I mean initially we were going to park
[1:04:28]
on Reed Street. That's why we graveled
the asphalt
[1:04:31]
and then the asphalt.
The problem is you can't get turned
[1:04:35]
around down there.
[1:04:40]
» They set a semi trailer there.
>> No.
[1:04:43]
» It's not a straight truck.
It's a two and a half
[1:04:46]
ton
>> It's a It's a U-Haul truck. Remember it
[1:04:48]
said over here?
>> Yep.
[1:04:50]
» And I have a And I need to look at it. I
haven't had time to look at it, but we
[1:04:53]
do have a notice that prohibits
And the other the other complaint that I
[1:04:58]
get against I have is we're spending a
lot of money down on Main Street
[1:05:03]
We also have a car turn turning into the
sidewalk
[1:05:07]
two nights now.
Parking on the sidewalk.
[1:05:10]
» Yeah, they were
>> They're right in the middle of the
[1:05:11]
sidewalk.
>> They were unloading stuff in in that old
[1:05:14]
Yeah, and I had
>> I mean it's been there a bit, too.
[1:05:18]
» Yeah.
[1:05:27]
» No.
>> So so
[1:05:30]
You want some signs down there?
>> Well, also
[1:05:33]
the truck being where it's at, when we
go to pull out
[1:05:36]
on Elm Street, you can't see the truck.
[1:05:41]
» And that's why we leave
[1:06:01]
Right. Right. I was thinking like if
they wanted a designated employee
[1:06:05]
» He can park that truck up there behind
the old
[1:06:08]
» I mean I was looking
>> And I thought he could park it in there.
[1:06:12]
» I mean you can't use the
[1:06:17]
Oh, I can't back it in there.
>> Well, he owns the building up
[1:06:22]
the old
Eagle building.
[1:06:27]
» I I decided to do a couple of things and
I I told Brian to come up and talk to
[1:06:31]
you guys because
if you
[1:06:33]
if there was a a need
to designate parking specifically for
[1:06:36]
him and his employees, do you guys need
to vote on it?
[1:06:39]
» What do we need to do?
>> Uh so, I mean you guys would need to
[1:06:44]
I can draft
We can draft an ordinance or you guys
[1:06:47]
can vote.
>> You know, to
[1:06:49]
» to designate
>> Look, he's it's probably better if we
[1:06:51]
write it out specifically and say, "Hey,
it's this this spot."
[1:06:57]
» I'd say we get it done there.
>> Me, too.
[1:07:00]
» I've got one question.
[1:07:03]
Um
you would use if we if we do give you
[1:07:06]
some parking
Uh how late do you use the park
[1:07:11]
can can you guys be out there in time
the recovery needs it
[1:07:18]
You know I mean I mean we can
>> Well I mean I don't know how to answer
[1:07:21]
that because
we work late
[1:07:24]
» Yeah most most of the time between 3 and
5 they're done
[1:07:27]
Um I don't really know where all these
vehicles
[1:07:32]
understanding was these guys drive to
[1:07:37]
where all these vehicles are
[1:07:41]
I'm not sure if they're even what
they're even
[1:07:44]
I don't even want to know
>> [laughter]
[1:07:47]
» Can we do something like
>> business working only between
[1:07:51]
6:00 in the morning and 6:00 at night
>> I got
[1:07:54]
» I got an idea
I have a thought
[1:07:56]
» I got notified of this
pending issue
[1:08:01]
we might bring
this up and see if what the town wants
[1:08:05]
if it can do
um before we
[1:08:08]
» It
doesn't have to be an immediate fix
[1:08:11]
we're just
complaints we're
[1:08:14]
out there on Main Street
trying to get them off
[1:08:16]
» get them on Main Street and they move
back in and then I mean there's a good
[1:08:20]
number
I should probably know this
[1:08:25]
» How many employees do you have to come
in and park here every day?
[1:08:30]
» Four every day
>> Five
[1:08:36]
» If I'm doing the math
he didn't give a day off to you
[1:08:40]
three other guys so
>> I do freaking all of them so
[1:08:43]
» Yeah one didn't drive
four of them are there every day they
[1:08:47]
didn't drive
and then Josiah Mack is there and he's
[1:08:50]
not
so that's
[1:08:55]
» I think in the short term what we could
do because he showed me the live video
[1:08:58]
where that truck is sitting in
relationship to his place
[1:09:01]
I think I have time to go down and try
to
[1:09:03]
obviously got a sight distance problem.
Where people can't see the intersection.
[1:09:07]
That's an issue. He can't come out of
his place
[1:09:11]
smoke is coming from
coming down off the street.
[1:09:15]
We might be really curious if the lights
on that truck are valid.
[1:09:25]
» What do they use that
>> Like I said, it hasn't moved in the last
[1:09:29]
8 days.
>> Is that a fact?
[1:09:31]
» I've been here
>> one down there.
[1:09:32]
» I got to go put the junk out of the
building up here beside the flower shop
[1:09:36]
and then put it in
[1:09:41]
and he didn't want to answer. And I told
you yesterday.
[1:09:47]
There's no reason for that except
tonight.
[1:09:50]
» It's
>> Really, if it was
[1:09:53]
» it's going to be
>> we wouldn't have a problem. I mean,
[1:09:55]
that's pretty
>> three parking three
[1:09:57]
» Well, my my hope would be that
we could
[1:10:01]
I got to look at the short term to see
if we got to get to the we got to go
[1:10:04]
that route, but I got to
>> same people are on the the argument I
[1:10:08]
got when I approached them last time
they had to park on our side because
[1:10:13]
there's no cameras facing their side.
>> I
[1:10:20]
» What they're going to say
>> Lots of cameras there or
[1:10:23]
» Right. Yeah, I'm sure they'll
>> How does that thing work? Somebody like
[1:10:27]
paying them for them people to
>> Right.
[1:10:31]
» I have no idea.
I haven't seen very many
[1:10:35]
I mean, that's that's but that's a
>> That's what's wrong with
[1:10:38]
» Huh?
>> I haven't seen enough people or cars
[1:10:42]
» That's actually
>> Paul Apple's got a million dollars
[1:10:44]
himself.
>> We'll talk to
[1:10:46]
» So
>> pick a
[1:10:49]
drive
[1:10:52]
The Lord pick us up.
>> Well, she usually he's on his side.
[1:10:56]
» Yeah, but I mean, he can come and there
[1:11:00]
» Is he in there or is he helping there?
>> Is it
[1:11:05]
» He's right by the limit.
>> He's a chaperone, that's my
[1:11:08]
understanding.
>> For what?
[1:11:10]
» Chaperone,
somebody kind of watches over them and
[1:11:13]
makes sure they're not
>> He might be doing that in the
[1:11:19]
» He told me he's never been in any
alcohol or drugs. He said he's done 6
[1:11:24]
months in rehab and he's trying to pay
back everybody that helped him with his
[1:11:27]
treatment.
>> I don't know.
[1:11:30]
» I can tell you just
so we have it on record, I
[1:11:34]
property had been closed
uh
[1:11:38]
previously
for its
[1:11:41]
in uninhabitable conditions.
Previous owners were using this rehab. I
[1:11:45]
talked to Dr. Stewart at the
sanitarium.
[1:11:48]
Corrected all of the issues that caused
that closure, so we're going to help
[1:11:52]
this out.
I also asked
[1:11:55]
the issues in that commercial zone. He
said that he is committed.
[1:11:59]
So
about anybody else outside of here that
[1:12:02]
I could, you know,
try to make a kick out of this issue
[1:12:04]
with this
[1:12:09]
Now, I will tell you it hasn't happened
yet.
[1:12:12]
Our department of law
I know that
[1:12:16]
previous rehabilitation place that was
there we had law enforcement, fire, and
[1:12:20]
EMS calls there on a regular basis.
>> But I've only been there once, so I
[1:12:23]
I believe it was the US
two shoes
[1:12:26]
So I I I suspect that uh
I could smell more than one vest that
[1:12:32]
So I They were in a black minivan.
[1:12:37]
» Now, it's us.
>> And is he
[1:12:40]
» What are you doing in a black minivan,
Deacon?
[1:12:46]
» What did he say?
>> He probably said he
[1:12:49]
Is that what he said?
[1:12:52]
» As long as they stay on that side of the
street, don't come over to my side.
[1:12:54]
» Yeah, yeah.
>> No.
[1:12:58]
It's
a prohibition chance.
[1:13:01]
» All right. Anybody else on this
>> We'll do what we can.
[1:13:04]
It's all right.
>> I'll see if I can get them moved
[1:13:06]
tomorrow.
[1:13:09]
» I'm dying to do it.
[1:13:13]
» All right.
>> He is working back to his CD. He is uh I
[1:13:15]
think he's making good progress on 3rd
Street. The waterline [clears throat]
[1:13:18]
stuff is finished.
>> close to finish.
[1:13:23]
» I had a few neighbor complaints that
we've got to settle. We'll work through
[1:13:26]
that.
[1:13:29]
I do I'll go let's go back to uh
John, are you
[1:13:34]
» I want to ask Mr. Dowdy some questions.
>> Yeah.
[1:13:37]
» Sir, what I mean
that place down there in Pennsylvania
[1:13:40]
down there.
First of all, I mean
[1:13:44]
that price that they're talking about,
is that
[1:13:47]
high
And and second part of that was I mean
[1:13:53]
are you optimistic that you
facilitate a deal to be made into that
[1:14:00]
» Well, the 3rd Street is
[1:14:05]
pretty high.
alluded to it.
[1:14:10]
And I
[1:14:12]
I couldn't make a deal at that price.
What I'm doing, I can't.
[1:14:17]
Which
Yeah, you can,
[1:14:20]
So, it would have to be around the one
you know, 175
[1:14:25]
which is more of a fair market.
fair market. Maybe maybe two and a
[1:14:30]
quarter.
That's the fair
[1:14:34]
range.
>> You know, she
[1:14:36]
» for that piece of property.
>> She said that Rich can't come off an
[1:14:40]
offer.
>> Yeah.
[1:14:42]
» When I talked
>> can't
[1:14:46]
They're the ones that shot the price.
shot the pride
[1:14:48]
» [clears throat]
>> if they wanted more.
[1:14:51]
Now she said they come up and
>> offered her
[1:14:55]
» It would have been
[1:14:58]
» Yeah, they said they wouldn't even
>> That's that's
[1:15:01]
when you told me that that that was
bothersome.
[1:15:04]
» Yeah.
Is that the place you feel is ready to
[1:15:07]
go as
like for day care facilities obviously
[1:15:11]
if you go the other way
you know
[1:15:14]
» Yeah, I was I guess
>> Yeah, the right
[1:15:15]
» If I would take that it
exceeds standards
[1:15:19]
for
purpose
[1:15:22]
basically you know
[1:15:28]
It's beautiful.
I was in it probably
[1:15:35]
within the last year.
It's ready.
[1:15:38]
» Ready today?
>> I don't believe it, but I've had six or
[1:15:41]
eight women
contact me and say they would volunteer
[1:15:45]
a couple days a week. They want to pay
They used to
[1:15:49]
run a day care.
>> I have a day care facility cuz she
[1:15:54]
and
the bottom fell out from under her.
[1:15:57]
» No, this is
[1:16:00]
» She's willing.
>> My phone number
[1:16:03]
» We're going to buy the building. It's
just uh
[1:16:06]
» You don't want to pay 340.
>> No, it's you can't make it work.
[1:16:10]
I mean, that's like
>> And I don't think they want a Richie
[1:16:13]
deal for 340.
>> take your one
[1:16:15]
» 25. This is kind of holding
>> Well, and that's why I asked the
[1:16:19]
question tonight and I
to be fair, that's
[1:16:22]
crazy not to write it that an offer. I
mean, you should know that as an agent.
[1:16:26]
» Well, and I would say this to the five
of you.
[1:16:28]
» [snorts]
>> Hang on.
[1:16:31]
» You want to see the answers?
>> What? Yeah.
[1:16:36]
Hey.
>> We need the trailer on Long Street and
[1:16:38]
the big big truck off Long Street.
I'm out.
[1:16:42]
I'm out of town for a now, so
>> Okay.
[1:16:53]
» I know
[1:17:07]
» Yeah.
>> Yeah.
[1:17:26]
» So
[1:17:29]
» The one thing I would say to the
[1:17:33]
Because you guys
[1:17:36]
you guys are in a position
to relatively control what happens
[1:17:42]
Because
does their purchase agreement say
[1:17:46]
Is the the purchase agreement is not
contingent upon the zoning change?
[1:17:49]
That's likely true at least to what
we're hearing.
[1:17:51]
But a purchase agreement's effectiveness
is only based on someone's willingness
[1:17:55]
to sue over it.
And is Pace going to go you know,
[1:17:59]
squeeze the juice and and go
>> But they're already talking about how
[1:18:02]
they're strapped for money.
>> But I think that the zoning controls
[1:18:07]
this whole conversation.
>> I don't think they're tied to any of it.
[1:18:10]
» I Well, and and I think I think that's
probably true. And I will say that
[1:18:15]
I've said this privately to a couple of
you
[1:18:17]
that I think that even if daycare fails,
whether it's us or somebody else if you
[1:18:22]
guys rezone this
I think we'll regret it years from now.
[1:18:26]
» Well, I I do I think all of us will have
the same idea. If we can't
[1:18:31]
get a daycare
are we killing a deal and watching it
[1:18:36]
rot to the ground.
Because
[1:18:39]
if nobody is going to use it, that's his
way.
[1:18:43]
» Well, do
>> I believe
[1:18:47]
» reconfiguration of everything in there
is all
[1:18:51]
without tearing it
>> What did you say?
[1:18:54]
» I was just going to say that they would
have the like basis mind is on that
[1:18:59]
that
[1:19:01]
that
>> Yeah.
[1:19:03]
» If that is an impossibility
they would sell it for something less
[1:19:08]
than what I mean they're they're not
going to operate it no matter what. So
[1:19:12]
great reward
[1:19:15]
sale for 300 or quarter million taking
that's going to sell for something
[1:19:20]
rather than you know uh
and if people are living there or doing
[1:19:23]
whatever they do with it.
>> Would they make an offer?
[1:19:25]
» Would you make an offer?
>> Even if you weren't going to put daycare
[1:19:28]
in there, you could make it where you
could make it
[1:19:31]
» a residence
>> I mean
[1:19:33]
» turn into a residence
[1:19:37]
» Whether he would or not, I doubt he
would.
[1:19:39]
» But
uh
[1:19:41]
No, I mean it I I think the conversation
starts at Pace and then whoever there's
[1:19:46]
is held to
I'll be glad to talk to
[1:19:51]
» Well, they have to enrich and can't is
not going to give them 340,000
[1:19:56]
before they're interested in talking to
anybody
[1:19:59]
» Yeah, I'm not sure.
>> I mean or at least
[1:20:03]
Cuz they're not
>> They're not
[1:20:05]
» They're not going to lower the price
yet.
[1:20:06]
» to help community
>> Well
[1:20:09]
» They just up their butt up and took off.
>> But I will tell you that
[1:20:13]
when I became aware of the
Josh, I'm sitting in her phone.
[1:20:18]
Um when I became aware of an offer
I previously did talk to the president
[1:20:22]
of their
They said Tuesday he had said
[1:20:26]
I seem to remember telling you
before you guys were taking a break
[1:20:31]
something like private that you would
call
[1:20:33]
And I said, no. What?
[1:20:37]
telling you you stand here sometime ago.
I don't know what she
[1:20:40]
but I was really really bothered by the
fact that
[1:20:43]
I felt like
they had the and they have clearly have
[1:20:46]
the authority to sell it because it's
theirs.
[1:20:49]
Nobody was thinking about tomorrow or
[1:20:53]
or the consideration of the fact that
it's been for this year.
[1:20:57]
» [clears throat]
>> And
[1:21:00]
if if somebody told me that the proposed
use is going to be something other than
[1:21:05]
what we've already talked about,
it would maybe my my discussion
[1:21:10]
but I am convinced beyond any doubt that
reason is not the right answer based on
[1:21:15]
what we know.
[1:21:17]
I bet
that if we get a if we get a bunch of
[1:21:20]
members of the of the taxing
[1:21:25]
I speak from experience
when I sold my building up here and we
[1:21:29]
talked about it
with you guys, too.
[1:21:32]
And that's the problem they had when
they did that. We were in that zone. We
[1:21:39]
had some zoning in there
for a grocery store. Okay?
[1:21:44]
And we
wanted to change it
[1:21:47]
to put apartments in there.
But then it cost by the time we got the
[1:21:52]
fire we got because you could have it
with the grocery but you couldn't have
[1:21:56]
it with
you couldn't have it with the with
[1:21:58]
apartments with with the house. So the
time we got that, it was just
[1:22:02]
unbelievable and I mean I had an
architect, we worked on everywhere we
[1:22:06]
could, there was no way we could do
that. So then we sold it to the church.
[1:22:11]
Our partial came in
it cost them
[1:22:14]
fortune to get through that.
Put it up.
[1:22:17]
And then they said, "Well, the other
churches don't
[1:22:20]
They grandfathered
[1:22:23]
So if you've got to be really really
careful here, you can't say Well, we're
[1:22:27]
going to put a bunch of apartments in
there because I'll tell you from my
[1:22:29]
experience
>> Yeah.
[1:22:30]
» And we had a we had a big man right
behind you.
[1:22:35]
It made our prices
a lot fairer than it would be somewhere
[1:22:38]
that don't have I don't know what they
got down there as far as size.
[1:22:42]
I'm going to kind of tell Whatever you
decide
[1:22:47]
Speaking
>> Is there a
[1:22:48]
» Any fire suppression in there?
>> There is a
[1:22:53]
alarm system.
Yeah, but there's a
[1:22:57]
If the attendance is heat
the alarm goes off and calls 911. I do
[1:23:02]
not believe that there is actual
Frank, listen
[1:23:06]
I don't believe that
>> He said more than I asked.
[1:23:09]
» That's why I said
>> I don't think there'd be any more.
[1:23:12]
» I can't guarantee I can't guarantee you
a state certified
[1:23:17]
uh
pre-K center. Cuz there is a lot of red
[1:23:21]
tape to go through now. What I can
guarantee is a privately held day
[1:23:27]
and actually
[1:23:32]
» She sure made it sound horrible, didn't
she?
[1:23:34]
» It it well
>> I mean
[1:23:36]
» But nobody could have burned
>> burned that horse.
[1:23:39]
» And it's difficult, but you don't have
to. If I mean you have to you're going
[1:23:44]
to take vouchers.
And
[1:23:47]
» That's that's child care money that the
government had recently got from the
[1:23:50]
government state budget committee to
get. That's what he's talking about with
[1:23:53]
the vouchers.
>> Now
[1:23:56]
A lot cuz cuz my wife and I talked about
this where she was in she's those who
[1:24:00]
work in child development and all that.
There were some of the rules and
[1:24:03]
regulations that Ty talked about that
aren't accurate.
[1:24:07]
But what he said it depends on what
happened.
[1:24:11]
And like my
I'm trying to give you the best example
[1:24:14]
of one you could could think of.
>> [clears throat]
[1:24:17]
» My son
was home.
[1:24:20]
I had daycare in her house.
[1:24:23]
Fantastic. Absolutely fantastic.
Five days a week.
[1:24:29]
She got money from S S I for for food
and stuff like that. But she had to do a
[1:24:33]
lot of
stuff
[1:24:40]
stuff. And that's why C S R C has
generally made the statement that
[1:24:44]
it's hard for them because
they they they say they lose them for
[1:24:48]
that.
They just divide that stuff inside
[1:24:51]
there.
Inside their universe.
[1:24:53]
But they are state certified. They do a
lot of stuff. They get the bathroom.
[1:24:56]
They do a lot of stuff.
>> Benefits, payroll, everything's
[1:24:59]
different with a larger corporation.
>> I just feel like
[1:25:15]
I I just feel like
even if
[1:25:20]
I was trying I was trying to call
Regions today.
[1:25:23]
Regions can't set up an office and they
told me everything they said here now
[1:25:27]
about
arrested and they get
[1:25:31]
tossed out of here.
That's probably all true.
[1:25:36]
But I feel like
that if that place becomes migrant
[1:25:39]
housing, it's going to go over and get
like
[1:25:42]
regardless
[1:25:45]
Everything they made in here
about the current migrants that are
[1:25:48]
housed in Regions has
[1:25:51]
are true.
Because
[1:25:54]
as far as I can tell, law enforcement
generally interact with 38
[1:25:58]
and
it's different. It is it's not the same
[1:26:01]
thing.
>> If I don't put 38 of my
[1:26:04]
my family members in one building,
there's going to be issues.
[1:26:07]
» But that's
>> That's 100 square foot per per person.
[1:26:12]
One.
[1:26:14]
Dorm style, which is
I get that.
[1:26:17]
But you're not that facility the square
footage
[1:26:21]
So, you're not
calculating kitchen,
[1:26:25]
Now, all of a sudden we're 60
60 square feet.
[1:26:29]
Now, I can
>> Well, they're going to have to have a
[1:26:32]
fire suppression and all that.
>> I know.
[1:26:35]
» And how are you going to fit eight
people in there?
[1:26:38]
» I
I I don't know.
[1:26:41]
I I I don't
My running hands are so small.
[1:26:45]
» And he has no idea how they have eight
people
[1:26:48]
in a house
[1:26:51]
According to the rules
[1:26:54]
And he's got to have a fire job.
>> It's It's
[1:26:58]
» I mean, that's not how it works.
>> If that building said
[1:27:03]
» And you told me Of course, if he's only
allowed so many people, we wouldn't be
[1:27:05]
talking about this. And you said it was
going to be here and it was uptown, they
[1:27:08]
could walk to the highway and all that,
maybe.
[1:27:11]
That is as far into a residential
neighborhood
[1:27:14]
as you can get.
You need to meet me halfway.
[1:27:18]
If I want to
Right here, too.
[1:27:21]
I passed some single family residences.
And they're going to be
[1:27:26]
And this is
Some of the same issue, but they're
[1:27:28]
going to be up and down all day all the
time.
[1:27:31]
They're going to
They're going walk up I mean, you have
[1:27:33]
40 or 30 something people walking back
and forth to the grocery every store or
[1:27:36]
whatever. They're going to go out there
I mean, it's not innocent
[1:27:40]
» They will like he's when you think about
that
[1:27:44]
there's no other room in that place
to sleep. And that's like their
[1:27:49]
Their their common areas are going to be
outside. They have to be.
[1:27:55]
They're going to be sleeping enough on
the floor.
[1:27:57]
If it didn't have to be
100 square
[1:28:01]
That's what it is, though. So, because
That guy is just a You got to subtract
[1:28:06]
out, like you said, the kitchens, the
bathrooms, and the
[1:28:09]
And and the bunk space, there's just not
a lot of
[1:28:13]
but yeah
>> You're forgetting all that other space.
[1:28:16]
» I'm not forgetting.
>> Well, I'm not. I'm just saying
[1:28:19]
» I watched it.
>> You can put 10 and 12
[1:28:21]
» What do you have? 35 by the 3800
>> Okay, that's 100
[1:28:25]
» 10
>> 3800 like that. And so
[1:28:27]
» This is how I calculate
>> My whole point is if you use Well, if
[1:28:31]
you use the place down for me
The place will
[1:28:35]
commune after they get done.
>> Is that on the front porch?
[1:28:37]
» It is not bad. I'll get them on it.
She gets the point.
[1:28:41]
» I don't know.
>> Mhm.
[1:28:42]
» Is that probably
>> Well, it's nice out when they're when
[1:28:44]
those guys are here, we're working. It's
It's
[1:28:47]
» It's like it is outside right now.
>> You know
[1:28:51]
» playgrounds like that.
>> I mean I I I I I
[1:28:54]
» I just feel like it's
>> I do.
[1:28:58]
I feel like it's the wrong way.
>> Now, do I Am I going to sit here and act
[1:29:01]
like I got a solution if the daycare
fails and
[1:29:03]
» Yeah.
>> I don't.
[1:29:04]
» Well, I mean that guy I left you guys
here thinking
[1:29:09]
it's very unlikely that a daycare is
going to happen there.
[1:29:13]
If he sits still for 60 days
he has a chance of
[1:29:17]
doing what he wants to do.
That's the
[1:29:19]
» Good thing The next question is
I have
[1:29:23]
paid.
Well, they already have that first year.
[1:29:26]
Now, is he going to go after them?
Because he has the right to.
[1:29:30]
» Well, yes, but if no one's going to let
him
[1:29:33]
do what he wants to do, why would he
want to buy it?
[1:29:35]
» Right.
[1:29:39]
» But
>> And I would find
[1:29:42]
part of the zoning
>> process requires two additional steps.
[1:29:45]
They require public hearings. One is in
front of the area planning commission.
[1:29:48]
» [snorts]
>> Which if you guys have don't formally
[1:29:50]
refer to the area planning commission,
that doesn't happen yet. And the final
[1:29:53]
step is the last thing that ordinance.
Which requires a public hearing
[1:29:58]
to appear.
So, I mean we've not heard from
[1:30:02]
» I mean area plans could say no. Area
plans could say yes, and then a bunch of
[1:30:06]
people come in here and yell at
And you guys
[1:30:10]
still say no.
You guys can say no.
[1:30:14]
Um
But I'm sorry. From his perspective,
[1:30:18]
from
her perspective, you know, why does he
[1:30:21]
want to pay Drew
go to area plans, and why does he want
[1:30:25]
to do all that, you know, like
And why does he want to stir everybody
[1:30:29]
up if
if you know now you're not going to
[1:30:32]
That's I think that's what I said. He
doesn't want to be sold No, but he and
[1:30:35]
Drew would just as well rather hear no
tonight [music] than in two months.
[1:30:39]
» But you know, why in the hell would you
pay $341?
[1:30:44]
You build that. I don't understand that.
And then I'm built
[1:30:47]
And when I asked him I didn't offer him
that. I didn't offer him that. You
[1:30:51]
didn't tell him How many thousand square
foot?
[1:30:58]
It's all 30,000 square foot. What do you
What do you do with this one?
[1:31:02]
30
Yeah, 30,000 square
[1:31:04]
30 Between 30 and 35, called You can
make appointments out of it like you
[1:31:08]
would a doctor.
I mean, it's just a basic It's your
[1:31:11]
building.
This is an open building.
[1:31:13]
But I've got It's not really large
really.
[1:31:16]
Cuz it's got hallways and stuff to get
to the classrooms and I don't mean it's
[1:31:19]
not as open as you think it is.
But why is it not like your new city
[1:31:23]
hall? 70
October Look, it's 70. It's double that.
[1:31:29]
Which one would you put? 30 or would you
put 35? No, it's 30. I don't know.
[1:31:33]
That's
[1:31:36]
We got some
I'd say 30 38 if anything.
[1:31:40]
in a building. And this issue I said
yes.
[1:31:44]
No matter what they are. There's a
reason that you put multi-story,
[1:31:48]
multi-unit housing together in the same
zone area. Like if you go to
[1:31:51]
Indianapolis, the reason all those
things are together like that. You don't
[1:31:54]
put them in You don't drop them in the
middle of a
[1:31:56]
subdivision out there by the lake
somewhere.
[1:32:01]
Thank you.
I'll report back on that comment. I'll
[1:32:04]
be here.
>> Yeah, I hate to say this but my health
[1:32:06]
is not going to be able to let me stay
in this long if we keep on this
[1:32:10]
same thing.
>> Have you done everything else?
[1:32:12]
» Yeah, I did.
>> That's That's what I'm wondering.
[1:32:15]
Is there anything else we can handle a
little bit quicker so you can go back to
[1:32:19]
that if you'd like?
>> The stand pipe.
[1:32:22]
» Have you heard back from the auctioneer?
>> Still no.
[1:32:25]
» They thought they had them.
>> Still no.
[1:32:27]
» Uh so John Craig on our meeting already
had mentioned it.
[1:32:31]
I talked to him.
I have not heard back back from him. He
[1:32:34]
told me if I called him back really
quick he would have made it. If I don't
[1:32:37]
he didn't. I need to follow up on
I haven't forgot. I also haven't forgot
[1:32:42]
about city hall. Uh the consultant
needed
[1:32:45]
some more up-to-date numbers from Don
which which I have. We can continue this
[1:32:49]
stuff. I have to have the authorized
maximum borrowing amount.
[1:32:53]
We want to make sure we have that
number. The numbers are close.
[1:32:56]
Uh Larry is showing that it's
the birth of it is wildly because cost
[1:33:01]
looks stupid right now.
He's He's got it between the main and
[1:33:06]
then two three
three the worst. That's not That's
[1:33:10]
everything. That's the That's all the
lawyer, the the city work and all that.
[1:33:13]
That I mean that's the whole issue. So
Uh
[1:33:16]
I haven't forgot what I wanted to say.
>> Mayor, I I I got to interject and tell
[1:33:19]
you
I know I know a lot of
[1:33:23]
positive feedback about people who want
to take this project on without the
[1:33:26]
public.
People I talked to
[1:33:29]
text messages and stuff I get people I
don't know who you're here talking to
[1:33:33]
but they're not happy.
I'll say I see both sides.
[1:33:38]
Um
[1:33:41]
I understand
that this building obviously has issues.
[1:33:46]
I understand that a handicapped person
you know, wheelchair for example,
[1:33:50]
can't go to the restroom here if they
come to one of the meetings.
[1:33:54]
I understand
that something else that
[1:33:58]
I mean, what's this going to do to
people's property?
[1:34:01]
» That's nothing. Because we're not going
to use it as a
[1:34:04]
» And I I know you had an option there was
an option in that that email you sent.
[1:34:08]
And but I hadn't directly asked you at
that
[1:34:11]
specific direction.
>> We're looking at this as a all in all
[1:34:13]
revenue pledge which means we can use
any revenue
[1:34:17]
available to the city whether it's
income tax, existing property tax or
[1:34:19]
there's
there is not going to be a new property
[1:34:22]
tax levied on this to pay for it.
We got to drive up to the solid waste
[1:34:27]
We could look at being able to pledge
any our revenue making
[1:34:30]
So the property tax thing is a non-issue
now. It really wasn't an issue to begin
[1:34:33]
with but
obviously we hadn't talked talked about
[1:34:36]
it about that.
And really even before that Donnie when
[1:34:39]
we were talking about the property tax
before a bunch of people weren't going
[1:34:42]
to see an increase anyway because there
are tax caps. So this idea that folks
[1:34:46]
were going to see some outrageous
increase in property tax wasn't true.
[1:34:49]
» Well, there's a lot of
the
[1:34:51]
the propaganda machine out here.
as well. But I'm I'm saying that
[1:34:56]
and and those that may be partaking in
it and you know
[1:35:01]
but I didn't we hadn't discussed
directly discussed with me that that the
[1:35:07]
option you were looking to go go through
what you just said.
[1:35:10]
» the cleanest and the easiest
Yeah, that's right.
[1:35:13]
» the cleanest and the
Well, I'm glad to know that's what
[1:35:17]
you're thinking.
>> May it's still not that that much of a
[1:35:19]
building.
>> I don't disagree with any of that.
[1:35:21]
» Yeah, yeah, totally.
>> Well, that's what
[1:35:25]
» What are you going to have when you get
done with this?
[1:35:29]
» That's what George
I mean if you can take care of it as
[1:35:32]
soon as we take care of it as soon as we
Canada as the next our next right step.
[1:35:35]
You can build a half
>> They're going to give you 130 for wood
[1:35:39]
for free.
>> Why is it that
[1:35:41]
» costly?
Yeah, it's somewhere between $170 and
[1:35:45]
$200 a square foot for commercial
finished space.
[1:35:51]
» I mean you
You know
[1:35:55]
You know something that I don't? Say it
now.
[1:36:13]
And they charge you to tell you that.
[1:36:27]
Hold on.
[1:36:29]
So it's So it's
Yeah.
[1:36:39]
The times four, ain't that 800,000?
And I'm I mean, you put a lot of
[1:36:43]
cabinets and cooking stuff in the house.
I don't understand this is a
[1:36:52]
I mean, it looks to me
[1:36:55]
2,000 square foot house, you can have
this and you got
[1:36:59]
walls and stuff in the house
200,000, right? For 2,000 square feet.
[1:37:06]
So
How do you know that
[1:37:12]
You can do it. You just sold one.
[1:37:18]
Mayor, can you say you had
[1:37:23]
Uh so I've got to go back to the RDC
next month to see what they're going to
[1:37:26]
do.
[1:37:40]
You You know, like but
I mean, that's
[1:37:43]
That number would be a million.
Commercial building, I think, you know,
[1:37:47]
a million and a half stuck in my head
that
[1:37:50]
That seemed like he built a lot of
buildings.
[1:37:53]
» Yeah.
>> Then he
[1:37:55]
come up with 2 million tonight like it
ain't nothing.
[1:37:57]
» Well, some of that he's Some of that's
got figured in for Cyborg.
[1:38:01]
» The
>> The consultant and bond counsel
[1:38:03]
» That is
>> Look at Look at Look at what the
[1:38:05]
Look at what we wouldn't have in their
place.
[1:38:07]
» There is a smaller than what you're
talking of.
[1:38:09]
» Yeah, they were over a million in that
one.
[1:38:11]
» They were.
>> And they paid the hell out of it sitting
[1:38:13]
there 3 years.
[1:38:16]
» Yeah, yeah.
>> They was up on the roof and not drop
[1:38:18]
them
You ever seen anything like
[1:38:23]
» So, you're you're talking about
something that
[1:38:26]
through existing
money
[1:38:28]
» Yes.
>> Which would
[1:38:29]
» cut that into any matching grants we may
get.
[1:38:32]
» Oh.
[1:38:35]
If I don't want to I don't want it to a
point where we roads forget cutting into
[1:38:40]
East 4th Street down here. That's going
to be some money.
[1:38:44]
I don't want to ruin that ability. Right
now, we're in good financial shape.
[1:38:48]
We can handle whatever comes up.
We can accept any grant that we can
[1:38:56]
be awarded.
Use matching
[1:38:59]
I don't want to give all that up.
[1:39:02]
» I'll just second that.
[1:39:06]
Um maybe we look at
it and I don't know, maybe
[1:39:10]
Is anybody talking about Grapevine
Crossing?
[1:39:13]
» [laughter]
>> That's why you laugh.
[1:39:15]
» But that's
>> I I don't know if
[1:39:17]
» We need that. We need a
>> I don't know if I want City Hall to be
[1:39:19]
in a barn.
>> Huh?
[1:39:20]
» You guys want City Hall to be in a barn?
>> A barn would make most of them happy.
[1:39:25]
» Yeah.
>> I mean, Wylie's in a barn. Wylie's in a
[1:39:27]
big barn, I mean.
>> No, but that's what you're having now.
[1:39:31]
» No, it's a nice place for 300,000.
>> Huh?
[1:39:35]
» If you're having a big barn
>> for 300,000.
[1:39:38]
» The problem with this process is the
fact that all the
[1:39:42]
Like the reason the street department
was easy we had the cash, we had side
[1:39:45]
and didn't have to talk to the
>> It's all those lawyers around by us.
[1:39:47]
» The problem is having having to borrow
the money to finance the thing.
[1:39:50]
» That's where the surprises are.
>> Cuz if you get rid of the bond counsel
[1:39:54]
and get rid of the consultant and all
those people, like I just saved a
[1:39:56]
million dollars and I didn't have to
try.
[1:39:59]
» A half a million?
>> Are you Are you exaggerating right here?
[1:40:01]
» No.
>> Okay.
[1:40:03]
» No.
Cuz you're talking about
[1:40:06]
We All and I'm talking about those soft
costs.
[1:40:09]
» The the
>> debt debt issuance
[1:40:11]
» which
>> fee to have the debt issue like 30,000
[1:40:13]
dollars.
>> The bond counsel
[1:40:15]
» uh which is probably another 15 or 20,
the consultant
[1:40:18]
» It's probably It's more than that on the
front end.
[1:40:20]
» It's probably more than that.
Let me just go get the sheet.
[1:40:24]
I'm kind of doing this off my off of
what I remember.
[1:40:32]
He charged you a lot of your money in
there.
[1:40:35]
» Yeah.
>> The only one here he had for me
[1:40:40]
He's got side work on here between
>> between 135 and 150. I don't know that
[1:40:44]
necessarily means that.
>> But he had the general work description
[1:40:47]
» between a million seven and 2.1, which
is a pretty wide which is a pretty wide
[1:40:52]
berth.
>> I need that job.
[1:40:55]
» State permitting fee between 1,800
He's also got a 35,000 dollar
[1:41:00]
contingency in here.
The architect and engineering fees
[1:41:04]
between seven eight I got him to 50.
that difference for his bond counsel
[1:41:09]
that salt water
additional legal fee of 35 and 40 4,500,
[1:41:14]
renderings
uh and then that gets you between a
[1:41:17]
million nine and
[1:41:21]
» Yeah.
>> You're really exaggerating right here.
[1:41:23]
» A half a million dollars.
>> But if we don't have
[1:41:25]
» to issue any debt
>> Yeah.
[1:41:28]
» That's what it is. Like if I had If I
had a million five cash
[1:41:31]
» cash today, we wouldn't have to talk to
anybody. We could do it tomorrow. It's
[1:41:34]
because we have to borrow the money.
That's what the problem is. And the
[1:41:38]
statute required a specific process for
us to borrow money.
[1:41:52]
» And to your point, I don't disagree with
what you're saying. Because I've I've
[1:41:56]
run that through my
through my head a few I don't disagree
[1:41:59]
with that.
[1:42:08]
Yeah, and it will happen.
[1:42:12]
I don't want to give up your your
concerns.
[1:42:21]
I'm not
I'm not disagreeing
[1:42:28]
» [clears throat]
[1:42:34]
» But I I think those are all all
It is No, you're you're not lying, but
[1:42:39]
it is tough, which
[1:42:44]
using an example
[1:42:52]
» [laughter]
>> That's a That's a great example.
[1:43:16]
I don't want to give up on it, but I
also I get it.
[1:43:20]
Why?
>> I'm not I'm not
[1:43:24]
» 1.9 2.2
and a half tasted better
[1:43:29]
Yeah, it does.
And I don't want to look at Larry and
[1:43:33]
say I know what he's talking about. He's
been
[1:43:35]
» I'm sure he does.
[1:44:07]
» Good luck.
[1:44:27]
» [laughter]
>> Yo.
[1:44:30]
» That's all that thing's good for.
[1:45:05]
» I remember when
he helped us win a sectional, buddy.
[1:45:13]
» Yes, sir. Good old
Good old days.
