[3:54] » Mhm.
[6:29] » 45, I'm calling the July 14th, 2026
[6:35] council meeting to order.
[6:38] Um, all council members are present with
[6:40] the exception of
[6:42] um, council member Hankins.
[6:45] Um, the next up on our agenda is the
[6:47] public forum. Is anybody here to speak
[6:49] during the public forum?
[6:52] Seeing none, we'll move on to the
[6:54] approval of the agenda.
[6:58] Were there any additions?
[7:01] » Aaron Council, you should have gotten
[7:03] um, electronically
[7:05] uh, a proposed amended agenda that has
[7:08] an additional item under city business
[7:10] new, which is the Home Beach project.
[7:12] And then under
[7:14] essentially your consent agenda number
[7:16] 13, which is the
[7:19] updated Bolton Mink contract. It's my
[7:21] understanding too that the assistant
[7:24] clerk presented some additional claims
[7:26] for payment that didn't make the cutoff.
[7:28] And so I'd like to add that to your
[7:30] agenda as number 14. There should be a
[7:32] sheet in front of you that uh, shows you
[7:34] the list of those claims.
[7:36] And the checks have been prepared for
[7:38] that. And whatever else anyone else
[7:40] wants to add to the agenda?
[7:46] » So you said um
[7:49] 13 was the Bolton Mink?
[7:51] >> 13 is Bolton and Mink uh contract, which
[7:54] you should have on that digital
[7:56] >> I just wanted to make sure I get it
[7:57] right. And then 14?
[7:58] >> 14, yeah, would be I just got it
[8:00] captioned as additional claims payments
[8:02] after deadline.
[8:03] >> Okay.
[8:08] All right, with those two additions
[8:11] or three additions, could I have a
[8:13] motion to approve the agenda?
[8:15] >> So moved.
[8:16] >> Seconded, Kathy.
[8:18] >> All in favor?
[8:19] >> I.
[8:20] >> Opposed?
[8:21] Hearing none, motion passes.
[8:23] Um
[8:26] City business unfinished.
[8:29] Um the first thing up we have is a
[8:31] second reading of ordinance 2026-01,
[8:35] which is repealing section 605.021
[8:39] regarding canine permitting.
[8:43] Were there any questions about the
[8:45] proposed language?
[8:49] » And just to bring everyone up to speed,
[8:51] this is of course striking all of the
[8:52] licensing language for dogs in the city.
[8:55] And at the request of council member
[8:57] Hankins,
[8:58] uh he wanted to see something in there
[9:00] reminding people that even though
[9:01] licensing is not required, um obviously
[9:04] having vaccinations is. So that's just
[9:07] is what it is. I don't think it's going
[9:09] to be
[9:10] >> Mhm. Matter didn't need it.
[9:13] >> one of those things that if it comes up
[9:14] and the dog is not, then at least you've
[9:16] called it out as as a criminal offense
[9:19] in the state city, so
[9:23] » Could I have a motion, please, to adopt
[9:24] the final language?
[9:26] >> Do we need a public hearing or no?
[9:29] >> So moved.
[9:31] >> Kathy, can I have a second?
[9:32] >> Second.
[9:33] >> All in favor?
[9:34] >> I.
[9:35] >> Opposed? Hearing none, motion passes.
[9:38] And could I have a vote, please, or a
[9:41] motion to approve the summary
[9:42] publication, then?
[9:45] >> So moved.
[9:47] >> Second.
[9:48] >> All in favor?
[9:49] >> Aye.
[9:50] >> Opposed? Hearing none, motion passes.
[9:53] We're on to city business.
[9:55] Um
[9:56] we have
[9:57] a discussion about Elm Beach and the
[10:00] grant that we've applied for. We have
[10:03] Mary Sue and Amy Hewlett here from the
[10:05] Parks Committee. Would you guys like to
[10:08] come up to the podium?
[10:14] » Uh good evening again, y'all.
[10:17] I'm Mary Sue Simmons, 418 Birchwood
[10:20] Court.
[10:21] >> Amy Hewlett, 608 Wildwood Avenue.
[10:25] >> We're both on the Parks Committee, and
[10:27] Amy's my sidekick tonight and my good
[10:29] ally on the committee. And very valuable
[10:32] to Birchwood because she knows so much
[10:34] about engineering and infrastructure.
[10:37] >> Right.
[10:38] >> [laughter]
[10:39] >> Um I'm here to say that
[10:42] well
[10:43] I I maybe Marcus
[10:45] informed you all that the Ty Smith's
[10:48] project for which we have the grant has
[10:50] been delayed because of the sewer
[10:55] pictures and all that kind of work that
[10:57] you're doing with the storms the storm
[10:59] water sewers in that area where we were
[11:01] going to do some work. So he doesn't
[11:04] know exactly
[11:05] when the um
[11:07] Minnesota landscape
[11:10] group will get to work, but he suspects
[11:12] it will be
[11:14] Thank you. Um
[11:16] later on, nearer to fall, where it
[11:19] probably would be better to be doing
[11:20] rain gardens and plantings at at better
[11:25] than certainly now. Um in the meantime,
[11:27] we've been working as you all know, on
[11:30] getting a grant to get Elm Easement
[11:32] improved.
[11:34] The runoff down the whole Easement on
[11:36] the shoreline, which is
[11:38] um
[11:40] pretty
[11:41] eroded and it's missing it's messed up
[11:43] there and then we have two adjoining
[11:45] property owners who live up up on hills.
[11:48] So they got a lot of water coming down
[11:49] their way and there's a lot of water
[11:51] that runs down Elm and it and it's not
[11:54] been maintained. So there's a a drainage
[11:57] ditch that could probably help the
[11:58] situation a little bit, but needs to be
[12:00] cleaned out. We were applying for a
[12:02] grant
[12:04] to have that done and Lori Tellus said
[12:06] there was a grant for it. I think we
[12:07] said to you all
[12:09] about $20,000 to take care of that.
[12:13] At which the city would have to pay 50%
[12:15] so 10 and 10. But in the meantime
[12:20] in the informal conversations about
[12:22] going forward with that grant, we were
[12:23] stopped and denied because
[12:26] the stormwater retrofit plan that the
[12:30] county and Rice Creek have calls for a
[12:33] wider project there. They want
[12:36] stormwater they want the lake quality to
[12:38] be affected. So they said you have got
[12:40] to widen this project to the flagpole
[12:43] where the water comes down off of that
[12:46] I misspelled it's the center median the
[12:49] green space. The water's rushing down
[12:51] there and it's making a turn and it's
[12:53] going down Elm and perhaps the volume of
[12:56] water that's doing that is even more
[12:58] than the volume of water it's taking
[13:00] from the flat street or the hillsides.
[13:03] So
[13:05] in order to get that grant
[13:07] we have to start early conversations cuz
[13:10] it takes a lot of pre-work to get a
[13:12] grant
[13:13] with an eye towards actually applying in
[13:15] December, which means they need support
[13:18] from you all and from us
[13:20] to get the grant so that we can start
[13:23] the initial conversations formally with
[13:25] Rice Creek and Washington Conservation.
[13:28] So, that's why I'm here tonight and I
[13:31] One thing I would say is that in our
[13:33] Parks Committee
[13:35] both adjoining property owners and
[13:36] members of the committee suggested that
[13:38] it would be probably a better idea to to do that extra stuff just because we
[13:44] want to fix the situation, not put a
[13:46] band-aid on a on a problem.
[13:50] In 2017 when that stormwater report was
[13:54] done asking Birchwood to do something
[13:56] about exactly what we want to do
[13:59] the quote the estimate was $10,000.
[14:01] Well, I've since talked with um
[14:05] Ashley Peddle at Washington County and
[14:07] she said
[14:09] the whole project
[14:11] since that time the whole project now
[14:12] will be much more expensive. So, on your
[14:14] if you have a copy of the bullet points
[14:17] I have um
[14:20] 30,000 in there and that's
[14:22] they expect now that it would all cost
[14:24] about 10,000 more. So, that's a $40,000
[14:28] um cost share. They pay pay half and we
[14:31] would pay half.
[14:33] So, it makes a lot of it makes a lot of
[14:36] sense. Um it's going to be more work,
[14:38] but it's more sure
[14:40] that we will get the grant.
[14:42] But, I also understand that we're not a
[14:45] rich village
[14:47] and jumping up 10 5 $10,000 is a big is
[14:50] a big ask. So,
[14:53] even with that being said I I guess I
[14:55] would like to get some sense from you
[14:57] all if you'd be willing to support
[14:59] opening a conversation with Rice Creek
[15:02] and Washington
[15:03] County
[15:04] with an eye towards getting the
[15:05] stormwater grant.
[15:08] >> Do you got anything else?
[15:12] » Thank you.
[15:14] Um does anybody have any comments?
[15:17] Questions?
[15:19] >> Um from a Parks Committee standpoint,
[15:22] you know, as as we were walked through
[15:24] this, it seemed to make sense. I can't
[15:26] remember what our conversation was in
[15:28] terms of using some of the parks budget
[15:33] to
[15:34] offset, but I believe that there was a
[15:37] conversation about this. There was. Yes.
[15:40] >> Yeah, I think there was general consent
[15:42] where there was general consensus,
[15:43] Bridget, that we would do that.
[15:46] >> Yeah.
[15:47] So, when we say the city would be
[15:49] matching, it's the parks
[15:51] budget that would be matching.
[15:52] >> Well, the parks budget would match the
[15:54] 20,000 or just a portion of the 20,000?
[15:59] Are you not sure about that yet?
[16:01] >> Yeah.
[16:01] I'm not sure we committed to that,
[16:03] but I thought we just said if it if we
[16:05] could get for another another 10,000,
[16:07] the parks committee would consider
[16:09] taking that out of our budget.
[16:11] >> Okay.
[16:12] >> But but I'm also trying to be respectful
[16:13] to
[16:15] the budget and the overall financial
[16:18] welfare of the village, but uh this is
[16:20] an important project. It's been on the
[16:22] agenda for a long time.
[16:25] >> Yeah, I agree. Um I know the dock
[16:27] association has had this on their their
[16:29] radar for a while. That easement is in
[16:31] bad shape.
[16:32] >> Yeah.
[16:33] >> Also,
[16:35] this project ties in perfectly with the
[16:38] issues we're having in the city with the
[16:39] storm water already.
[16:41] And so,
[16:42] my view is that
[16:45] that's a cost share, 10 from the parks
[16:48] budget and 10 from the city's budget for
[16:50] $40,000 worth of work, that seems like a
[16:53] good deal to me, and that's something
[16:55] that's very important
[16:56] for our city, so that's my feeling on
[16:59] it.
[17:00] >> Okay.
[17:00] >> Mhm.
[17:00] >> Kathy?
[17:01] >> Um with this new grant that we're
[17:03] looking at, do you happen to know the
[17:05] time frame of when they would need us to
[17:07] do the payments or when it would be a
[17:09] payout or anything like that yet?
[17:11] >> No, we have until December to make the
[17:13] formal application, and then the process
[17:16] itself takes over. We don't have any
[17:18] control over that, but the project would
[17:20] have to be done in 20 in [clears throat] 2027.
[17:25] >> Oh, it has to be
[17:26] >> We get it in by this this December and
[17:27] then it has to be done the following
[17:29] year.
[17:29] >> would need to be in
[17:30] >> But I don't know anything about what
[17:31] would happen as a result of who pays
[17:34] when and what.
[17:35] >> Um on our current grant for Ty Schmidt,
[17:41] I believe we had to front it and they
[17:43] were paying us back.
[17:45] >> Yes. Yes.
[17:46] >> know.
[17:47] >> We pay up front.
[17:48] >> Yeah. Yes.
[17:49] Uh okay.
[17:49] >> a reimbursement.
[17:51] >> Okay.
[17:51] >> Yeah. Yeah.
[17:52] >> So, I believe that's likely going to be
[17:54] the case here. So, we just have to
[17:56] >> I think so.
[17:56] >> Okay. Sure for that. Okay.
[17:58] Um [snorts] and then I know you had
[18:00] mentioned the Ty Schmidt one. Can you
[18:02] confirm with Marcus if they're going to
[18:03] be done before the grant time frame?
[18:08] >> Hopefully.
[18:09] >> If If they can't do it during then we
[18:11] lose all our money. So, that's very
[18:13] important that they finish it by that
[18:14] date.
[18:15] >> I do recall we asked Lori Tella that
[18:17] question, what happens if we don't make
[18:18] it and she said you file for an
[18:20] extension.
[18:21] >> Oh, okay.
[18:22] That sounds good.
[18:24] Uh
[18:25] I I agree since we're already looking at
[18:27] storm sewers and other that it would
[18:29] make sense to knock out a portion of
[18:31] that with
[18:32] this
[18:33] >> Mhm.
[18:35] » Councilmember Isley?
[18:37] >> I like free money.
[18:39] Whenever we have the opportunity to get
[18:40] it, I think we should get it.
[18:42] >> And it's a worthy project.
[18:44] >> Worthy project.
[18:44] >> We sure need a lot of storm water work
[18:47] in the city, so.
[18:49] Thank you for doing that. Um would you
[18:50] like a vote?
[18:52] Count
[18:53] >> No. I I was surprised I asked her asked
[18:55] her what in what form do you need this?
[18:57] And she said, "Just if you tell you
[19:00] call me tomorrow and tell me what the
[19:02] consensus was."
[19:03] >> Okay.
[19:03] >> So, we've got two forms of support now.
[19:05] That's all she's looking for. She's not
[19:07] looking for commitment.
[19:08] >> Okay.
[19:09] >> All right.
[19:09] >> Oh, wonderful.
[19:10] >> Do you want to motion anyway or
[19:13] >> Oh, I love motions, but
[19:16] Why don't you make one?
[19:18] >> [laughter]
[19:19] >> We have to be careful we don't sell.
[19:20] >> I move
[19:21] to
[19:24] uh
[19:24] >> Support.
[19:25] thank you. Support the Parks
[19:27] Committee pursuing a grant for the
[19:31] L easement.
[19:34] And Mary Sue's the best.
[19:35] >> Second.
[19:37] >> [laughter]
[19:38] >> All in favor?
[19:39] >> Aye.
[19:40] >> Opposed?
[19:41] Hearing none, motion passes. Thank you
[19:44] again for all your work.
[19:45] >> both.
[19:46] >> Parks Committee is awesome.
[19:48] >> It's so good to give back to the
[19:49] community because it's high time we did
[19:51] something about all this water.
[19:54] >> Agreed.
[19:56] Okay. Um so that was the extent of our
[20:00] new city business. We're on to the
[20:02] consent agenda.
[20:04] >> Madam Mayor, before it gets considered,
[20:06] I think we probably should have pulled
[20:08] off number five.
[20:11] >> Right.
[20:12] I was going to ask if anybody has any
[20:13] additions or subtractions for the
[20:15] consent agenda.
[20:19] If not, um number five
[20:22] is clerk engagement agreement. I um
[20:27] Council member Isley and I have been
[20:28] working on
[20:30] contracts for our city administrator and
[20:35] in addition
[20:36] the city attorney.
[20:39] And
[20:41] a conflict of roles policy.
[20:44] So, you have that on your your table in
[20:46] front of you and I know nobody has a
[20:48] chance has had a chance to look at it
[20:50] yet. So, if you would just maybe within
[20:53] the next month go through it. If you
[20:54] have any suggestions or additions,
[20:57] deletions, um let us know
[20:59] and we'll present
[21:02] this formally at next month's meeting.
[21:04] >> And
[21:05] >> in all transparency, Alan hasn't even
[21:07] had a chance to look at it yet, so um
[21:10] we're not ready to go with that.
[21:12] >> Mhm. And to the extent that you're
[21:14] pulling number five, would you like all
[21:17] of those on consent or would you like
[21:19] them somewhere else on the agenda for
[21:20] August?
[21:23] » Um that can be on consent for August.
[21:26] >> You don't think anyone's going to want
[21:27] to talk about them?
[21:28] >> [clears throat]
[21:28] >> If they do, they can pull it.
[21:30] >> Then I'll put them on consent.
[21:31] >> Okay.
[21:33] Is there anything else on the consent
[21:34] agenda any of you would like pulled?
[21:37] >> Did you say we were updating the June
[21:39] claims
[21:41] uh documents here to match that?
[21:44] So do we need to pull that one because
[21:46] the amount is different?
[21:47] >> It's just extra.
[21:49] >> Okay.
[21:49] >> So the minutes will reflect whatever
[21:51] that was. So these are
[21:53] I haven't even had a chance to review
[21:55] all of the claims. It was something that
[21:56] was prepared
[21:58] with the checks by
[22:00] >> Mhm. Marsha and Teresa.
[22:02] >> Not even Marsha. I think it was another
[22:05] 52,142.
[22:07] That's what the record will reflect just
[22:08] as additional ones.
[22:10] >> That and an additional thousand or so.
[22:12] >> Mhm. Okay.
[22:14] I'm going to pull those out of here the
[22:15] consent agenda just cuz it's different
[22:17] because it'll be listed differently on
[22:19] that.
[22:20] Okay.
[22:22] Anything else?
[22:25] Okay.
[22:27] Um with number five removed and number
[22:32] three
[22:32] >> Nine. 14.
[22:35] >> 14.
[22:35] >> Are you pulling the original claims,
[22:37] Cathy?
[22:37] >> I was pulling the original because we've
[22:39] changed it.
[22:40] >> Okay.
[22:41] >> So number
[22:41] >> Nine.
[22:42] >> Okay.
[22:42] >> So that would be
[22:45] >> Nine.
[22:45] >> Number nine.
[22:46] >> Yep.
[22:47] >> Number nine.
[22:48] >> Yes.
[22:48] >> Number nine.
[22:49] With number nine and number
[22:50] five pulled, could I have a motion,
[22:53] please, to accept the consent agenda?
[22:56] >> So moved.
[22:58] >> Uh second.
[22:59] >> Second.
[23:01] >> All in favor?
[23:02] >> Aye.
[23:03] >> Opposed? Hearing none, motion passes.
[23:06] So, with number nine, the
[23:10] original claims report being pulled,
[23:12] that's not include that doesn't need to
[23:13] be included, correct? Because we have
[23:16] um
[23:16] >> Number 14.
[23:17] that covers everything then.
[23:21] Claims for the month.
[23:24] >> I'm going to assume that covers all of
[23:26] the
[23:27] >> All of it.
[23:27] >> including number nine.
[23:28] >> Correct.
[23:29] >> we pass 14, if we have a problem, we'll
[23:31] correct it when we come back.
[23:32] >> Okay.
[23:33] So, 14 we did just pass, right?
[23:35] >> Yes.
[23:36] >> 14's been added, yep.
[23:37] >> Yep.
[23:37] >> As opposed to replacing.
[23:39] >> And that was the latest claims.
[23:40] >> that I signed.
[23:41] >> That's the one we signed, yep. The one
[23:43] with the additional claims in it.
[23:44] >> Mhm.
[23:45] >> Okay, well, that's the extent of our um
[23:48] business. Announcements?
[23:51] >> Um Mayor and Council, it's just the
[23:53] usual sheriff's report. And as uh you're
[23:57] aware, the televising report, if you
[23:59] want to call it that is in, which is
[24:00] really just a series of video of all of
[24:03] the facilities that the city has. Uh
[24:05] it's available on electronic media, and
[24:07] basically in print format, just screen
[24:09] captures in two three-ring binders
[24:12] downstairs. And so, public's welcome to
[24:14] come and check them out. Um if they want
[24:16] to take it home for viewing, you know,
[24:18] on a big screen, uh we can get that
[24:20] digital media, you know, copied for
[24:22] anyone who wants to see it. Um so, it's
[24:25] bringing in some ways, and uh I'm not
[24:27] really surprising in many ways.
[24:29] >> Does it have a
[24:30] >> than others, but some parts are worse
[24:32] than others.
[24:33] >> Does it have it uh delineated out by
[24:35] address so you can look up your own and
[24:37] see how you're doing?
[24:38] >> I I spoke with Marcus about that.
[24:40] >> Good.
[24:40] >> Um he said it would take They don't They
[24:43] did not do that. Nelson Sanitation did
[24:45] not do that.
[24:46] >> Oh, okay.
[24:46] >> And it would take a
[24:47] >> Like a extensive
[24:48] >> extensive amount of work to pull the
[24:50] addresses, but you have the general If
[24:52] you live in that section of the street,
[24:55] >> Okay.
[24:55] >> then you should go and
[24:57] >> Unless there's a really amazing one. you
[25:00] Right. You're going to assume that it's
[25:02] one of the ones that's not really
[25:03] amazing, I imagine.
[25:04] >> Yes. And so
[25:05] >> Yeah, it's generally organized by
[25:07] segment. Otherwise, it'd be just a
[25:08] stream of consciousness and sewer, so
[25:11] yeah.
[25:11] >> All right. So, what we had to
[25:13] >> be watching.
[25:14] >> Yeah, so what we had discussed is if you
[25:16] find your address in that segment, it
[25:18] might be wise to have someone come out
[25:20] and check your connection.
[25:22] >> And the pictures are in the binder
[25:24] anyway.
[25:24] >> Yep.
[25:25] >> Okay.
[25:26] >> And as long as we're doing
[25:27] announcements, we are having on July
[25:30] 20th
[25:32] um from 6:45 to 8:00, this space will be
[25:35] available with full-size pictures of the
[25:38] televising along with maps. So,
[25:42] residents can come in and see if they're
[25:43] affected by the roots in their service
[25:47] lines, and they can also observe all the
[25:50] other pictures what's going on with both
[25:53] our storm water and sanitary systems.
[25:56] So, we invite all our residents to come
[25:58] out and check it out.
[26:00] >> So, here's my question. It's a really
[26:02] basic question.
[26:04] I assume we're going to take action on
[26:06] all of these things.
[26:07] Do we have a prioritization, and do we
[26:10] have a time frame for fixing all of this
[26:12] stuff? My guess is we'll get that
[26:14] question on Monday.
[26:17] >> Um well, I can just This is such in the
[26:20] early stages, but we have discussed as a
[26:24] council that um
[26:27] the storm water pipe that is on
[26:28] Birchwood Ave.
[26:30] That's needs to be replaced.
[26:32] >> Yes.
[26:32] >> Marcus just um very quickly gave me a
[26:36] like a little quote on what that would
[26:38] cost just to replace that one
[26:41] pipe.
[26:42] >> Mhm.
[26:42] >> And it's 140,000,
[26:44] which is our entire roads budget for the
[26:46] year.
[26:47] And that's not including paving.
[26:50] It's not including anything aside from
[26:53] digging the pipe up, putting the new
[26:55] catch basins in, and putting the pipe
[26:56] back in.
[26:58] So, no.
[27:00] We don't
[27:00] >> How long is that run? Like
[27:03] >> I don't
[27:04] know how long.
[27:05] >> footage length as far as
[27:06] >> No.
[27:07] >> Well, that fix, just so everyone's
[27:09] clear, would actually run the
[27:12] effluent or the the caught water
[27:15] through the property and out as opposed
[27:17] to what's happening now, which is just
[27:19] basically dumping it into the middle of
[27:20] the backyard.
[27:22] >> Oh, so it's going under that
[27:24] >> of that lot there, which is quite deep,
[27:28] but it would run it then out into Lost
[27:29] Lake or into the Lost Lake complex.
[27:32] >> So, also, um, if any of our residents
[27:35] are watching, you will be receiving a
[27:37] letter this week that kind of summarizes
[27:40] the report and invites you to the
[27:44] It's just an informational meeting on
[27:45] the 20th.
[27:48] What were we just talking about?
[27:49] >> [laughter]
[27:49] >> I just lost my train of thought.
[27:51] >> sewer,
[27:52] Birchwood Avenue.
[27:54] >> I don't know.
[27:55] >> Well, realistically, it's just about
[27:56] showing up what we found out.
[27:58] >> Yeah. Oh, I know what it was. Um, and in
[28:00] that letter as well, it's an invitation
[28:03] to join a focus group. So,
[28:05] citizens can discuss where we're going
[28:07] next because
[28:10] This isn't expensive. These are all
[28:11] expensive fixes, and without additional
[28:14] funding, there's no way we can be fixing
[28:16] roads and taking care of our storm water
[28:18] problems at the same time.
[28:21] So, we just I don't I don't know what the answer is right now.
[28:25] >> So, will we be able to price all these fixes
[28:30] so that we know like if if we've got 10
[28:32] fixes and they're each $140,000?
[28:35] >> Right.
[28:36] >> So, it seems like we need
[28:38] to have pricing on all of these so that
[28:41] the focus and input groups would be able
[28:44] to say, "Do this one first.
[28:46] >> Mhm.
[28:46] >> Don't do this one, etc. So, is Marcus
[28:49] going to price them all?
[28:50] >> I mean, we can ask him to do that.
[28:52] >> I mean, I think we have to, right?
[28:53] >> My My one of my priorities is Birchwood
[28:57] Avenue, just because we've already
[28:59] messed up the road again to put those
[29:01] gas lines in.
[29:03] >> Yeah.
[29:04] >> And it really does need to be paved, but
[29:06] that pipe needs to be done. So, I don't
[29:08] to me, that would be a priority.
[29:10] You know, cuz they were on the schedule
[29:12] anyway for this year to have their roads
[29:13] resurfaced.
[29:14] >> Mhm. But then, does that mean if we do
[29:16] that, we don't do the parking lot and we
[29:18] don't do
[29:19] >> No, that's That's That would be in '27.
[29:23] Birchwood Avenue
[29:24] and the stormwater thing, if that
[29:27] even goes forward, that would be in '27.
[29:31] '26
[29:33] is the parking lot.
[29:35] And it included all the cracks crack and
[29:38] seal, the pothole filling, the and
[29:42] What's that?
[29:43] >> Striping.
[29:43] >> Yeah, striping, televising thing, and
[29:46] also um Birchwood Courts, number up that
[29:48] way.
[29:49] >> Okay.
[29:50] >> They've also had all their gas lines
[29:51] replaced.
[29:52] >> Okay.
[29:52] >> So, that will all get done already in
[29:54] '26.
[29:55] >> Yep.
[29:56] >> So, we'll have a little bit extra money
[29:58] left over to put towards '27.
[30:01] >> Okay. And can we start any of the things
[30:04] on the break fix list in '26? I just
[30:07] want to be smart if somebody asks me a
[30:09] question. I don't
[30:10] >> Right.
[30:11] >> I don't feel like I'm I would do a good
[30:13] job answering it yet.
[30:15] >> These are Yes.
[30:17] I don't know if we have the answers yet.
[30:19] This portion
[30:22] We're in such initial stages that
[30:26] I'm thinking it's people just need to
[30:28] know what's out there. And then, when we
[30:29] get the focus groups together, we will
[30:31] have that information for
[30:32] >> pricing for you.
[30:33] >> Okay. Okay. That's
[30:34] >> I'm not going to rush Marcus to get all
[30:36] that done in preparation for Monday.
[30:38] >> No, no, no. That's fine. I just needed
[30:40] to
[30:40] >> But for the focus groups, yeah,
[30:42] absolutely.
[30:43] >> And then uh um
[30:46] would we want to get a second quote?
[30:49] I mean, 140,000, that's a that's for one
[30:52] project, one pipe.
[30:54] >> get he just spit the numbers out. He
[30:56] didn't go to bed or anything, so
[30:58] >> He's he's guessing. In his professional
[31:00] experience, it's probably going to
[31:02] >> and then we put it out to bid.
[31:03] >> All right, you got it. All right.
[31:04] >> Yeah, he was just
[31:05] comparing it to similar projects and
[31:07] just cost of materials.
[31:08] >> Okay.
[31:10] >> Thank you.
[31:10] >> Yeah.
[31:11] >> I think we've had it both ways where
[31:13] Marcus tells us something and we get it
[31:15] for cheaper and tells us something and
[31:16] it
[31:17] turns out being more expensive.
[31:18] >> Okay.
[31:19] >> Mhm.
[31:21] >> I'm good. Thank you.
[31:22] >> I think that [clears throat]
[31:24] you're right. It's like it's
[31:25] the initial stages of just figuring out
[31:27] what's going on with things. And I I I
[31:30] do want to
[31:31] say that
[31:33] I do feel like this is a good move from
[31:35] reactive planning to proactive planning.
[31:38] Um kind of figuring out whatever what
[31:40] what's broke and how much it's going to
[31:42] cost to fix it. And after seeing the
[31:44] initial results of the televising, it's
[31:46] pretty apparent that the city's
[31:48] infrastructure hasn't been taken care of
[31:50] for a very long time. Or there hasn't
[31:53] been adequate planning
[31:54] around it to maintain it.
[31:57] >> Yeah, that's an original pipe that was
[31:59] put in in the '80s.
[32:01] And I don't even know how often it's
[32:02] been cleaned.
[32:04] The the homeowner that was affected by
[32:06] that I'm just talking about that one
[32:08] pipe on Birchwood Avenue. And the
[32:09] homeowner that was affected
[32:11] never really had this huge river flowing
[32:14] through the backyard until that pipe was
[32:15] cleaned, which tells you that
[32:18] it hasn't been cleaned a long for a long
[32:19] time.
[32:20] >> Yeah.
[32:20] >> Otherwise, this problem would have been
[32:22] ongoing. But
[32:24] >> the house that's affected in the yard,
[32:26] I believe that house when Marcus and I
[32:28] were talking about this the other day, I
[32:30] think it was built in the
[32:31] early mid-'90s.
[32:33] And so they've never experienced that
[32:35] before because by then that pipe was
[32:37] jammed up.
[32:38] And so, the suggestion was made that it
[32:40] had been in there for a long time before
[32:41] that, and that perhaps it was done under
[32:44] cover of darkness, basically. And so, it
[32:47] might even be from the '70s. And we just
[32:49] don't know, but we know it hasn't been
[32:51] working since the '90s.
[32:53] So,
[32:55] >> Bottom line,
[32:56] like stormwater should not be flooding
[32:58] someone's backyard.
[32:59] >> Right, but and
[33:00] >> It was put in to fix a problem, and now
[33:02] it created a new problem because it's
[33:04] all backed up. So, now it's on the road,
[33:06] so you fix the problem to get it off the
[33:08] road, and now it's in someone's
[33:09] backyard.
[33:10] And when it was put in, it was going
[33:12] into a a swamp. And now it's going into
[33:14] someone's backyard that's actually
[33:16] working as a backyard.
[33:17] >> And I I just wanted to make it clear,
[33:18] too, to residents that this the issue
[33:21] we're talking about is one problem.
[33:23] >> Yep.
[33:23] >> And on one street,
[33:26] and that is throughout the city people
[33:28] are having issues. So, it's just it's so
[33:30] complicated that
[33:32] you know,
[33:34] hard to nail down a plan at this early
[33:37] of a stage. We really need to
[33:39] work through it a little bit more, think
[33:41] through it.
[33:45] » So, just to clarify though, um so, all
[33:47] of these storm sewer and or sewer issues
[33:49] are all underneath our existing roads,
[33:52] so that's why it is affecting the road
[33:54] budget.
[33:55] >> Correct.
[33:56] >> And uh
[33:57] details. And then, we did just approve
[34:01] the audit so that we would be able to
[34:04] look at doing bonding as another option
[34:07] for funding or another pathway for
[34:09] funding if we did want to do a larger
[34:11] project. So, hopefully we'll have some
[34:13] news on that on Monday in theory, or at
[34:16] least some beginning information
[34:18] regarding what our plan is for
[34:22] looking at additional funding.
[34:23] >> And that and that was the whole idea of
[34:25] the focus groups, too, because basically
[34:27] we have we can stick with our
[34:31] levy money, which is
[34:33] I think we had 120,000 we
[34:36] >> Maybe, somewhere around there.
[34:37] >> We budgeted
[34:38] >> 100,000 per year.
[34:39] >> Yeah, right. And then so we could stick
[34:42] with that and that is just maintenance.
[34:44] That's not going to solve any storm
[34:46] water issues.
[34:48] That's just maintenance. Or we could go,
[34:51] you know, to
[34:54] um assessments.
[34:56] If people want improvements, if they
[34:58] want curb and gutter, if they want new
[35:00] culverts put in, whatever. Or we can go
[35:02] full out and bond, but that's why we
[35:04] need to get resident input.
[35:06] I don't know what the appetite is for
[35:09] our all of our residents as far as
[35:10] spending on that.
[35:12] But what I do know is our infrastructure
[35:14] is aging and
[35:15] it's not going to last forever. So
[35:16] either we start to take steps now or we
[35:19] kick the can down the road and let the
[35:21] next council handle it.
[35:24] >> It's not going to get better.
[35:25] >> It's not getting [laughter] better, no.
[35:27] It
[35:28] I mean the the youngest infrastructure
[35:31] we have was put in in the
[35:34] Oh, probably in the '70s.
[35:37] Early '70s and that would be up by us.
[35:38] >> Which which were the last half a
[35:40] century?
[35:41] >> So,
[35:43] And and these are big numbers.
[35:44] >> Right. And these projects aren't going
[35:45] to be this whole if we were to redo the
[35:48] city and fix everything, you know, it's
[35:50] going to take 20 years. Which is going
[35:52] to put us at the end of
[35:54] >> the life expectancy.
[35:55] >> all the life expectancy.
[35:57] >> Yeah, and now we have flooding of
[35:58] basements and all that fun stuff that
[36:00] happened when our lift station failed.
[36:04] It's going to affect your personal
[36:05] property really fast.
[36:07] >> Well, I mean
[36:08] >> These are serious issues and I just
[36:10] don't I don't we're not going to rush
[36:12] into anything.
[36:14] I'm just
[36:16] It's important
[36:17] to take our time
[36:18] and make good decisions.
[36:19] >> And the important thing I think is to
[36:20] have plans and you know, if they're not
[36:23] necessarily shovel ready, you know, I'm
[36:25] not going to say this is good news, but
[36:28] you're a symptom of a problem that every
[36:30] city has in the metro. Right? You're not
[36:32] the only ones that have aging
[36:34] infrastructure. And so, at some point, I
[36:37] would hope that the state would actually
[36:38] say, "You know what? You know, we need
[36:40] to create a fund to help some of these
[36:41] smaller communities, whether it's lower
[36:43] interest or easier to get than bonding."
[36:46] You know, I would hope that legislators
[36:48] would get together and actually advocate
[36:49] for that. You know, cuz it's impossible,
[36:51] I mean, functionally impossible to do
[36:54] this in an in an efficient way with
[36:56] money that you don't have to do this.
[36:58] Right? So, it's not only the
[37:00] infrastructure that's under the roads,
[37:02] it's the roads.
[37:03] >> Well, and and I think, too, that's what
[37:06] um some people might not understand is
[37:08] that yeah, we're small,
[37:09] but we still have the same
[37:11] infrastructure as the larger cities. You
[37:14] know, we still have sanitary sewers, we
[37:16] still have storm water issues, we still
[37:18] have roads we need to maintain.
[37:21] Well, because we're small, we don't have
[37:23] the funding that larger cities might
[37:24] have. So, we're really in a a
[37:27] tough situation.
[37:28] >> Without business, that's one of the
[37:30] other
[37:31] hard shots is without that tax
[37:34] community. It's it's all on residents.
[37:37] So.
[37:38] >> But, the good news is
[37:40] you have a lot of intelligent people in
[37:43] this community, and I think when we get
[37:45] everybody together, we'll come up with
[37:46] solutions.
[37:48] >> Or the commitment to just roll up your
[37:49] sleeves and write the check.
[37:51] >> Yep.
[37:51] >> That's but that's a decision that has to
[37:53] be made by the residents from with
[37:55] information.
[37:56] >> So,
[37:57] we'll get there.
[37:59] >> The The other thing, I don't know if
[38:00] this is even worth mentioning, but I'll
[38:02] say it anyway.
[38:03] Um so, as I think about what's happened
[38:06] since 2000,
[38:08] I'm sure there was huge constraints on
[38:09] the budget with the market crash of
[38:12] 2008, and that probably constrained everybody. And
[38:16] then there was COVID.
[38:17] >> Right.
[38:17] >> So, so I just in my head, it's like,
[38:20] "Well, why didn't we move faster?" Those
[38:23] are two reasons.
[38:25] >> Um
[38:27] >> It's not It's not the blame game. It's
[38:29] just that it's catching up to the city.
[38:32] >> Yes.
[38:32] >> That's all.
[38:33] And we either can choose as a council to
[38:36] address it now
[38:37] or not. And let it
[38:39] keep going.
[38:41] But I think it's important for our
[38:44] residents to have good information
[38:46] so they
[38:48] can guide us in the decision.
[38:50] >> Oh, absolutely.
[38:51] >> You know?
[38:51] >> Yeah.
[38:51] >> So, I'm I'm really pleased that we did
[38:53] all this televising cuz now we know. Now
[38:55] we know what we're dealing with.
[38:56] >> Mhm.
[38:56] >> And we have the Roadbotics study that
[38:58] shows us exactly which roads are in what
[39:00] condition
[39:02] and what are in dire need of repair
[39:03] sooner rather than later.
[39:05] You know? So, we have really good
[39:07] information right now.
[39:08] >> The question is, what's the appetite for
[39:10] spend?
[39:11] >> Right.
[39:11] >> Yeah.
[39:11] >> And that's what we need to figure out.
[39:13] >> Yep.
[39:15] >> All right.
[39:16] Enough said till the 20th.
[39:18] >> [laughter]
[39:19] >> Next.
[39:20] >> Anyway, we'll have our poster boards
[39:21] here for everyone to see and just
[39:24] absorb. So, you know, it's not going to
[39:26] be much of a Q&A. I don't know. Did you
[39:27] want Marcus to come?
[39:29] >> No, there's no need. This is just to
[39:31] provide additional information.
[39:32] >> Sure.
[39:33] >> The letter that residents are going to
[39:34] receive only has like four pictures on
[39:36] it.
[39:37] Um so, if they come, they can see the
[39:39] map. They can see where their house is
[39:41] on the map and what all is affecting
[39:43] where they live and there's
[39:47] » So, yeah.
[39:47] >> Just information.
[39:48] >> poster boards, just big easel boards, so
[39:50] you know, larger than life. About the
[39:52] size of the television screen.
[39:54] >> Yeah.
[39:55] >> It's a lot more effective than looking
[39:56] at pictures on a piece of paper.
[40:01] Anyway, that was about it. You saw my
[40:02] little mosquito basket challenge. I
[40:05] thought that was something interesting
[40:06] that came into my inbox and I'd never
[40:08] heard of that.
[40:08] >> I don't understand it. What Like, what
[40:10] is the
[40:11] stuff you put in the bucket?
[40:13] >> Well, it's called the dunk.
[40:14] >> Yeah, what is it? You buy it?
[40:16] >> a bacterium that goes in there and the
[40:19] mosquitoes are attracted to the water
[40:21] and the bacteria basically takes care of
[40:23] the mosquitoes. So, it's a it's a
[40:25] chemical fog free way of basically
[40:27] getting mosquitoes out of your backyard,
[40:29] out of your living space.
[40:30] >> Is it the same stuff you use?
[40:31] >> tried it. I just thought it was
[40:32] intriguing, so I threw it out there and
[40:34] said, "Hey, maybe someone wants to try
[40:36] it."
[40:36] >> Oh, that's So, you go that to the
[40:38] hardware store and get the dunk?
[40:40] >> You can get the dunk I would guess at
[40:42] any one of the major retailers, you
[40:44] know, that has a garden center or your
[40:46] favorite, like I said, online portal,
[40:48] some of which will not be named, but you
[40:50] know where to go.
[40:51] So, again, it was new concept to me and
[40:54] if it works, it's a great way to keep
[40:55] scooters off your porch.
[40:56] >> Yeah, I'm not kidding.
[40:57] >> Is it the same stuff they put in the
[40:58] marsh when they drop it via the
[41:00] helicopter each year?
[41:02] >> Well, that's probably more of a sulfate,
[41:03] something that's a little bit more of a
[41:05] chemical.
[41:06] Um it'd be very hard I would think to
[41:08] create enough of that effect for the
[41:10] whole marsh, but I could be wrong. You
[41:12] know, I I'm not a mosquito
[41:14] So, the Metro Mosquito Control District
[41:17] expert.
[41:19] I know it's not the same as the fog that
[41:21] the helicopters come and bring in, so
[41:23] that's different. So.
[41:26] >> Um I just got a message from a resident
[41:28] that the dock at Kay Beach has broken.
[41:32] Uh one of the
[41:32] >> Broken?
[41:33] >> Yeah. One of the sections has snapped in
[41:35] the middle.
[41:36] >> Okay.
[41:36] >> Um so, do not go on Kay Beach dock this
[41:39] evening.
[41:40] >> Is that in the
[41:42] any Well,
[41:43] >> I will go down and look at it after the
[41:45] meeting and see going on there, but
[41:47] >> That's where I'll be going after the
[41:48] meeting.
[41:49] >> Perfect.
[41:51] He said he's he's going to see if he has
[41:52] any caution tape to put up there quick
[41:54] just because it has snapped in one of
[41:56] the middle sections of our dock. So,
[41:58] we'll have to fix that probably
[41:59] tomorrow.
[42:02] So, thank you.
[42:02] >> Caution.
[42:04] Don't go to Kay Beach or don't go on the
[42:06] dock at Kay Beach at the moment.
[42:11] » All right. Anything else?
[42:13] >> Alan, can you have staff post this
[42:17] e-bike graphic on the Facebook page?
[42:20] >> Sure.
[42:21] The informational one that we got?
[42:22] >> Yeah, just
[42:23] >> The sheriff's report one?
[42:24] >> Yeah, sure.
[42:26] Just cuz that I feel like it's an
[42:28] ongoing issue that
[42:30] I feel like
[42:31] a lot of the residents aren't
[42:34] a lot of residents aren't educated on.
[42:36] So, just more information we can push
[42:37] out the better.
[42:38] >> Yep, that's why we have Genevieve out
[42:39] there cuz I can't do it.
[42:42] >> You can do it.
[42:43] >> But I will say that since our little
[42:44] lecture from the from the sheriff,
[42:47] the only folks that I've seen in the
[42:48] city and maybe your results vary because
[42:50] you're here more often, but the only
[42:52] kiddos that I've seen have been wearing
[42:54] helmets and looking as if they've been
[42:57] complying, but again, I'm hearing
[42:59] ghosts, so.
[43:01] >> That was not my experience with the kids
[43:02] running around on J path last week, so.
[43:06] >> They were out by us, too. They come out.
[43:09] >> So, they're they're definitely under the
[43:10] age of my daughter, who is not old
[43:12] enough to ride around without a helmet,
[43:14] so.
[43:15] >> Got it.
[43:15] >> Even with a helmet. Well, yes, I mean
[43:17] anyone on a bike I think should be
[43:18] wearing a helmet, but that's just me.
[43:21] But they don't get the choice, I guess,
[43:23] [laughter]
[43:24] at the age that they are, and they were
[43:25] definitely more of a motorbike than a
[43:28] electric.
[43:29] So.
[43:32] Okay.
[43:33] Anything else?
[43:35] No?
[43:36] Okay, then, could I have a motion to
[43:39] adjourn?
[43:40] >> So moved.
[43:41] >> Second.
[43:43] >> Okay, all in favor?
[43:44] >> Aye.
[43:45] >> This meeting is adjourned.
[43:49] » Thanks, guys.
[45:14] » Mhm.
