I sent you um so it's it's at the top
box the correspondence with legal in
[4:35]
regards to
[4:49]
We will now appoint uh we're looking to
appoint Kathy Sneltzer to the cultural
[4:54]
council for the term September 8th, 2026
through June 30th, 2029. Is there
[5:00]
anybody here from the cultural council?
I think Kathy might I don't know that
[5:06]
» it might be.
[5:11]
» Well, she can unmute.
>> She can unmute. I think
[5:21]
» I could be wrong. Maybe it's not her.
>> Yes.
[5:31]
» No.
They're not
[5:36]
» approve
[5:40]
to to the um cultural council.
>> She's the only one that has different
[5:45]
dates than the rest of them.
>> She does three years. The rest of them
[5:50]
are one year.
>> The cultural counts are set up for three
[5:55]
years.
[6:00]
» Second.
[6:09]
The only one don't bundle would be
Karina. I think she has to abstain from
[6:13]
hers.
[6:28]
planning
the community development coordination
[6:32]
group.
[6:38]
I think we can turn
[6:43]
folks feel it's a real benefit. I got a
feeling they're
[6:49]
extend
[6:59]
Everyone's
[7:03]
James Bland Raymond
Jennifer Gerard
[7:08]
Adam Dolby
Gates
[7:13]
Community.
[7:25]
because you still have to um appoint her
in
[7:30]
» you have to appoint her. She just has to
[7:40]
chart
to as the chair of the select as the
[7:46]
community development coordination
group. Second
[7:56]
» and I have
Thank you.
[8:02]
» Yeah.
[8:46]
Okay.
[8:52]
» Will these folks have to uh
Yep.
[8:56]
» Yes. Everybody has
[9:05]
um Doris does that
once these are signed. I keep it as a
[9:11]
tool for me, but I give Doris and that's
her tool through on the rest of what
[9:16]
they're
[10:08]
We'll come up with a fancy signature.
[10:21]
you approve for
payments with the payroll is
[10:29]
that correct?
>> Yes. Um I don't have it yet. So I'll
[10:33]
have you guys come in and sign tomorrow
maybe
[10:37]
and then we'll just make a motion next
week, next meeting.
[10:47]
That's it for those types of action
items. The rest is new business. Um so
[10:52]
first on the
[10:58]
» um
I talked to Adam earlier join us.
[11:12]
All right. So, let's talk about cell
phon.
[11:40]
» I know. speaking. They was talking his
personal
[11:46]
jam-packed with messages and
[11:54]
» I don't
[12:11]
Yeah,
>> people that have
[12:16]
» n the problem I'm having right now is
Mary said she can't hear anything.
[12:21]
» I tested the speakers when I started it
and it said
[12:27]
» I don't know.
Mary says she can't hear.
[12:31]
» Mary, can you hear me?
[12:35]
» Is connecting to audio. It might be a
Mary thing.
[12:38]
» Okay.
Hold on.
[12:42]
» How about whoever see us?
>> I don't know.
[12:46]
» Enough.
[12:52]
» She said she could hear us just then.
I'm asking her. Was it enough?
[13:04]
» Well, she can read the captions, right?
>> Yeah. She said she's good. Okay.
[13:09]
Um so let's you know so from the
feedback I heard was
[13:28]
» um well can I just it's not about I
don't mind either right but I think that
[13:34]
if you're going to do it we shouldn't do
it for the person we should do it for
[13:38]
the position. So, if you know, if it
makes sense that select board members
[13:42]
have phones, which I kind of think it
does, you know, you guys should have
[13:46]
your personal phones and then your
phones for business. Um, if you guys
[13:51]
think that makes sense, I think you
should probably make a list of the
[13:55]
positions that make no sense. I mean,
I'll be the first one to tell you. I
[13:58]
don't mind, right? But moving forward,
the next county administrator might want
[14:04]
their own. Yeah,
that would just be my only and funding
[14:10]
wise, we could write an article for
special town meeting that we're going to
[14:14]
inevitably have in the spring um for
funding. So,
[14:18]
» right,
>> it's up to you guys to decide who to
[14:20]
identify.
>> Who else? I mean, that's
[14:26]
think Nicole.
>> Um I think anybody who uh you know is in
[14:31]
is is handling any sort of maintenance
with the town, right? Like so perhaps
[14:36]
you know if we get
that position filled for maintenance
[14:45]
» fire department has
[14:50]
» just 911 and
>> okay
[14:53]
» inspections it's through Adam
>> so
[15:01]
comes in through
get dispatched.
[15:06]
» So over the radio.
>> Over the radio, but we also get it on
[15:10]
our phones.
Have a tap in place.
[15:18]
» It would make sense to have a department
head phone,
[15:21]
» right? The fire chief would have a
phone. Um, you know, I know police
[15:26]
chief, she has a phone, but we pay
through that through our half of what we
[15:32]
pay to Chester.
highway water. Um, you know, like I
[15:38]
said, a maintenance
[15:44]
» building maintenance. You definitely do
that.
[15:47]
» Right. Right.
>> I know. I mean some folks don't like to
[15:51]
carry two phones but there's others that
do
[15:57]
their personal phone
[16:01]
because what would happen like
[16:06]
one of them would
[16:12]
» they already do yeah handles that that
>> for them but we pay you know half
[16:19]
» so Okay.
[16:26]
» Well,
>> I mean,
[16:30]
» no.
[16:36]
» Maybe
>> you know, highway, water, building, and
[16:41]
fire.
[16:45]
» Oh, Christina, how did I forget her?
>> Everyone does. It's okay. Um, [laughter]
[16:54]
» board member feels they would like to
have one and we have it in the budget.
[16:58]
» So again, I would I would h I would
suggest that the board, you know, decide
[17:03]
what roles could make sense for it.
Whoever says they want one, that's fine.
[17:09]
There's it's there. If you want it, we
can sign you up for it. If they don't
[17:12]
want it, that's fine, too. But the next
person may. So, let's not do it, you
[17:16]
know, over again.
The only thing that concerns me about
[17:22]
Dana is getting
>> there should be a lot of things that
[17:25]
concern you about me.
[17:30]
» Oh, yeah.
>> All right.
[17:34]
» You know, like
>> it happens now. It's okay.
[17:37]
» You know, you don't
know.
[17:40]
» That's okay.
>> That's okay. That's what I'm here for,
[17:43]
right? Like that's, you know,
>> No.
[17:47]
Well,
>> yeah, true. It's okay. That's not a
[17:50]
conversation we need to have right now.
I think that the board should just
[17:53]
decide it makes sense that certain
positions have cell phones. And if you
[17:58]
would like, I can draft an article for
the upcoming town special town meeting
[18:02]
that would reflect that.
>> Yeah.
[18:03]
» And you guys can take a look at it how
it's worded. And I my suggestion would
[18:08]
be to word it as, you know, we want this
fund for these positions. Whether
[18:12]
somebody wants the phone or not, that's
up to them. Um but we would also have a
[18:17]
policy that would have to go along with
it.
[18:19]
» Oh, absolutely.
>> To Steve because in business there's
[18:24]
normally it organization manag
[18:45]
All right. So, I agree. You know, let's
go ahead and
[18:49]
um
[18:52]
» do it.
[18:56]
Okay. I vote
[19:04]
» to to
[19:10]
Christina to draft an article for
special town meeting to fund phones for
[19:15]
identified department heads.
[19:27]
Second
question
[19:33]
on that.
[19:36]
» Okay. So, let's discuss um
big heated discussion in town around the
[19:45]
timing of this meeting our meetings. Um,
I would say that, you know, I received
[19:52]
feedback,
[19:56]
you've received feedback,
folks that feel that the timing of this
[20:01]
is not
good for them because if they work, they
[20:05]
can't get here any
[20:15]
decision that this was going to cause
this level
[20:18]
concern never even in my mind that it
would or probably would not have changed
[20:24]
it frankly because disrupting
the town is not
[20:32]
the
rightver
[20:46]
Where are we at?
[20:50]
» Where folks are complaining about coming
in at six.
[20:56]
» You've got feedback you said, right?
>> Yeah, I I've gotten feedback and
[21:08]
I don't know
four, five, six. I mean, we used to have
[21:13]
them at seven that became way too late,
you know, especially things we have on
[21:20]
our show. I don't know. I
six
[21:28]
years.
>> I just know that as you can tell right
[21:31]
now, not too many show up because most
of them are working. That's the
[21:35]
feedback. And I know that we are
concerned about, you know, when we do
[21:40]
have them at 6, we don't have people
show up. But if it's on the agenda and
[21:44]
there's something that they want to
>> want to look at, then we should give
[21:48]
them the opportunity to come here
>> and and not ask them to take a day off
[21:52]
of work so that they can attend a 4:00
meeting.
[21:56]
» So I I I think think we should go back
to circle
[21:59]
» and we can also like have our executive,
>> right?
[22:07]
to keep the peace and to
>> it's some kind of normality event.
[22:11]
» I'm not catching this. Sorry.
>> 6 o'clock. Yeah.
[22:14]
» Yeah. But what did you say about
executive sessions?
[22:19]
» Instead of, you know, attaching that
which seems to keep us a lot later. We
[22:23]
just pick a different day for executive.
>> Is there any reason you couldn't do
[22:26]
executive session first so that you can
meet earlier?
[22:30]
Well,
>> any day. We can do it any
[22:36]
» I mean two days you'd have to come in
but if you had your meeting at 4 and did
[22:40]
executive session just a suggestion
>> we could
[22:44]
home at 9:00 at night
>> right
[22:48]
» but I think six you know unless it's
like we had our department meeting of
[22:52]
course that was longer we had everybody
here
[22:57]
that was three hours but I mean a normal
one usually lasts an hour
[23:02]
So
>> yeah
[23:07]
and an executive
[23:14]
» are we going to get feedback
we vote to change now get people calling
[23:20]
and saying it's a better
>> I have not heard anything about legging
[23:24]
at four
>> once you change it you will
[23:27]
» well of course but I mean the majority
want want it back at six so they can
[23:32]
have the opportunity to come up or visit
us.
[23:34]
» Yeah.
>> Instead of taking time off of work.
[23:38]
» I I make a motion to the meeting back to
six o'clock.
[23:42]
» Okay.
>> And the executive meetings will be at
[23:46]
our discretion.
>> That way there you don't have to tie it
[23:49]
in at 4:00 on Monday. You can have it on
Tuesday, Wednesday, Thursday.
[24:02]
Okay, perfect.
[24:18]
» What about the 700,000? Adam's supposed
to be joining.
[24:27]
All right, we're gonna discuss uh the
firehouse
[24:32]
building.
Let's just talk about it for a second.
[24:40]
» So, has been doing some work on this.
I've been doing some work.
[24:48]
Um, and
to get back to the residents and give
[24:55]
them an update as to what occurred with
the last project team that did a lot of
[25:01]
work to get us to where we are right
now. We didn't get it over the finish
[25:06]
line of what was needed to be done, but
we at least got to the point where
[25:10]
they've done a lot of reviews of
different locations.
[25:15]
» So, there is something that we can
[25:20]
The next step is to get to
[25:28]
» you select the space and then
we need
[25:39]
this as to when we're gonna get back
where we are.
[25:47]
I personally feel and I know there's
some negative feedback on this but I
[25:52]
think
[25:55]
voted for
[25:59]
towns people about when did we change it
from the highway firehouse to just the
[26:04]
firehouse
[26:09]
at one point but it never got
[26:13]
changed by town vote.
So I think that we have to present it in
[26:19]
such a way that it's still the highway
and the firehouse and let town people
[26:22]
kind of
>> but um both sites that we've kind of
[26:28]
landed on as possible
and accommodate both
[26:34]
should we go down that
um so I'm willing to work on
[26:41]
the engineering
[26:48]
What do you guys think
to have a really it's anformational
[26:54]
meeting? We're not going to be on
>> I no I would
[27:02]
need to have in order to form
an opinion on what they how they want to
[27:10]
move forward.
[27:13]
just
[27:16]
on meeting we're going to talk about
having both
[27:23]
or one or the other. I mean
when it comes comes right down
[27:31]
bigger project the more expensive it's
going to be the longer wait
[27:37]
it's going to be so
>> [snorts]
[27:43]
» this. It's going to have to be either
firehouse
[27:47]
department.
If we do both then everyone
[27:53]
knows
[27:57]
you know and you're not
[28:02]
» 8 to 10
[28:14]
» that's what it was
>> tent type things And what's the story on
[28:21]
that?
>> The tent themselves.
[28:25]
» Yeah, you can cover all the equipment.
>> So you're talking anywhere from 250,000
[28:33]
» but you can't that's not heated, no
electric.
[28:37]
» I understand that.
>> There was no foundation,
[28:39]
» right?
>> But you your concern is protecting the
[28:43]
equipment.
So that would that would help us out in
[28:50]
such a way that uh we could push for
just the firehouse for now or
[28:56]
» that would just be storing equipment.
>> Yeah.
[28:58]
» You know, everything we have in town is
sitting outside and it's all getting
[29:03]
weathered.
[29:09]
» That would solve that. But then again,
we have a building at the highway
[29:13]
department. Having Jason come in two
years ago now when Jen came in when we
[29:19]
had the the building inspector check it
out.
[29:23]
» We have cracks on the wall. The the
actual cinder blocks are crumbling on
[29:27]
the foundation.
It it's it is in disarray. We already
[29:32]
replaced the whole front of the building
uh before I started. So that must have
[29:36]
been six or seven years ago. Am I right
on the
[29:39]
» 2015
>> 2015 we had to take the front of the
[29:44]
building apart and put the new structure
on it.
[29:51]
» I was going to say is that I think you
should do theformational session if you
[29:55]
decide to do anything other than joint
fire and highway. My suggestion would be
[29:59]
and I think legal would agree that you
have to do another vote.
[30:02]
» Yes.
>> Because the original vote was for both.
[30:05]
So to move forward at all You need to
know what the how the town wants the
[30:09]
money spent.
>> I could we could do could do like a
[30:14]
presentation of it combined and then
separate.
[30:18]
» We'd have to have
>> we do
[30:32]
» we never really got to final because we
never got to the design phase. Well,
[30:38]
that's thing is we we have to have
something to present people and they're
[30:44]
gonna they're want to know
[30:54]
the people to get us to where we need to
go.
[30:58]
» Yeah.
[31:02]
» And we're either going to have to and I
I'm looking at, you know, possible
[31:07]
part of that. But
what the project was supposed to get to
[31:12]
the point of here's what we found to be
your options for putting this thing and
[31:18]
the second part of the project that town
has already paid for and here's what
[31:23]
that's going to cost based on the design
that we have created and then there was
[31:27]
going to be a vote. We got to the point
of
[31:31]
determined these are the spots that it
could go to and we took out the highway
[31:38]
without informing them all that we did
that. That's at least that's what I'm
[31:43]
hearing. That's what people are saying.
Some people, you know, it's like it's I
[31:48]
can't say it's everybody,
>> but but the thing is is that the
[31:52]
firehouse is going to be far more
injured than the highway garage. Okay.
[31:58]
So,
what what we need to do is uh if we're
[32:04]
we're going to do a presentation,
we have we have to have a location for
[32:09]
both
putting it out where the salt ship that
[32:14]
would work fine for the highway
department.
[32:18]
But in the center of town, you want the
fire department because everything's
[32:24]
spread out. Okay, we got a fire up
by Otis. We got a fire over on Eagle
[32:32]
Hill Road.
>> I didn't mean to interrupt you, but Ray
[32:34]
and I were actually just talking about
this. If you want to
[32:39]
» That was a concern about the center of
town and
[32:42]
» having it up at the salt shed. That's
where the plans I seen I seen design
[32:47]
plans. I dug the pits for the engineer
so they could end up putting a building
[32:53]
up there for the share joint fire
highway.
[32:56]
» What? Yes, that was the last I heard at
that point. I seen plans for it. It
[33:00]
looked good.
We could end up having the station also
[33:06]
in town. That was a big thing. I
remember everyone saying the the
[33:11]
highway, the fire department's going to
be way too far out there. You go to
[33:15]
Russell, they got multiple stations. You
go to Chester, they got multiple
[33:18]
stations. We can keep the majority of
our apparatus in town and have storage
[33:24]
for let's say tanker that you don't use
every single time there's a call
[33:29]
» in the facility. Let's say if we did put
a salt yard, we can still go with those
[33:34]
plans and still have a building that
would be jointly shared between the
[33:39]
highway and fire.
>> And didn't you you were talking about
[33:42]
response times?
>> Yes. So on top of that, no one ever said
[33:47]
to the town, "Hey, hop on a bus and
let's show you something and actually
[33:53]
show them, okay, the response time from
CH from 58 Chester Road to the center of
[33:58]
town versus coming here to this station,
having to squeeze less than 2 feet in
[34:04]
between two trucks, put your boots on,
put your gear on, open up the doors
[34:09]
manually, and creep out the door.
Otherwise, you're taking the mirrors off
[34:13]
the truck and one of the trucks, not
just the mirrors, but you can rip the
[34:17]
whole side of the truck and take the
front of the the, you know,
[34:20]
» the whole pump. Yeah.
>> Which has happened before. And to prove
[34:25]
it to the people so they can end up
seeing, wait, this does make sense.
[34:29]
We've had two open
[34:35]
fire department.
I don't
[34:39]
people actually went
All right. So, to get their a bus like
[34:46]
you said and bring them to the different
locations,
[34:50]
I don't know. Yeah. I I I don't know if
that would work or not to get them to
[34:55]
come look.
>> When you have that town meeting and you
[34:58]
have all those people that are there to
say yay or nay for what they're voting
[35:03]
for, that's the crowd that you need to
end upating on. The point is the leaders
[35:09]
of the the people who are doing the
work, right? The people who are there,
[35:12]
right? You have right, he's on the fire
department and he's the highway
[35:16]
superintendent. He's saying that he
thinks and he's a resident. He's saying
[35:20]
that he thinks that that's a positive
thing. I think that's that's what people
[35:25]
need to hear to make their own
decisions. Not something they think you
[35:29]
want to hear, but
>> he does both jobs, right? And he's
[35:33]
saying
>> it's doable. It's feasible. I think they
[35:36]
that people need to hear it from the
people in leadership in the community
[35:43]
» because if we start throwing numbers out
and they hear different numbers that
[35:47]
we're saying it might scare them when we
have the facts right out right that's
[35:53]
when we end up saying okay these are the
solid numbers that we have here's the
[35:56]
designs
yeah
[36:05]
have to put the numbers together real
[36:21]
is it's been so long talked about it's
like beating a dead horse. The horse is
[36:25]
dead already from
2016 all the way up to 23. the residents
[36:32]
don't want to hear it anymore because
yes, you have some that want to go for
[36:36]
it, some that don't, and then obviously
people in between that just create
[36:41]
chaos. So, having someone that's can
speak to the residents and actually show
[36:48]
them the differences and have something
set up. I know you're saying open houses
[36:52]
cuz I remember when Dave had an open
house at the highway garage when he was
[36:55]
here. Very few, maybe a handful of
people showed up, but I didn't see him
[37:01]
talking to the residents. I didn't see
him actually interacting with him and
[37:05]
saying, "Come up to check out the
garage." You know, that that is one
[37:09]
thing that
myself I could say I could probably pull
[37:13]
in a good crowd in this town to have
them come up and check out. No,
[37:17]
honestly, and the department
>> I never even heard about the open
[37:20]
houses.
>> I didn't
[37:24]
mean
>> Mary putting in the paper like we could
[37:27]
definitely have a a barbecue up there
and we could probably pull most of the
[37:31]
taxpayers in town there.
[37:38]
» Yeah.
[37:46]
Not everybody get
right out there saying open house.
[37:52]
» I'm out of
>> Can I call you back?
[37:56]
» You know people when they go by the
firehouse they see the number one in the
[38:01]
bay or out front. [snorts] Maybe if you
took videos and watch it coming out with
[38:05]
inches of spare. Same thing. go around,
take pictures inside and put it on the
[38:10]
YouTube so the town residents have no
reason why they say they can't see it.
[38:14]
» Yes.
[38:21]
» So, I understand that you're you're
getting all of this information and then
[38:25]
you're going to take it to the town and
everything like that. Could you just do
[38:28]
like anformational session?
>> Okay.
[38:32]
» Yeah.
>> Oh, no. Absolutely. No, but you know
[38:36]
what I mean? And then that way people
can bring up their grievances and all of
[38:41]
their points of well, you know, and if
they want to, they be like, "Okay, next
[38:47]
week we're going to have an open house.
If you have any questions or if you have
[38:52]
any anything, come down and take a look
for yourself. See how little bit of
[38:57]
space you've got to squeak these trucks
out of, you know? Come and see the walls
[39:02]
that are literally falling down.
Obviously people who are coming to
[39:06]
thatformational session are interested
and then they will come to the following
[39:14]
open house and
you know get to see it firsthand.
[39:18]
» I think that um
my my take is that most people that I've
[39:25]
spoken with agree with having a new
firehouse. Okay, they do.
[39:30]
» There's no doubt about it. People are
concerned with how much money it's going
[39:35]
to cost. What's it going to do to their
taxes?
[39:37]
» It's only going to go up.
>> Is what it is.
[39:39]
» But the thing is is that if we don't
take care of it now, eventually it's not
[39:43]
going to be a question.
>> I understand.
[39:45]
» But I know. So it's like it's either you
spend the money now
[39:49]
» or you wait till yours until it's even
more of a problem. possibly an emergency
[39:54]
problem because we have no apparatus
because the building has literally
[39:57]
crumbled and then you have to replace
all that apparatus.
[40:01]
» Like a firehouse isn't a regular house.
Like it's a whole different kind of
[40:06]
building and unfortunately it comes with
a price tag.
[40:11]
» True. But in a town, you need a fire
department. And I get that like most of
[40:16]
the time, we kind of get put to the back
of your mind like you don't think about
[40:20]
us necessarily until you need us. And
then when you need us, you need us,
[40:26]
» you know,
>> questions about it.
[40:28]
» So it there's no way around the price
tag.
[40:32]
» I'm opening this up to the
>> I also think that um people still don't
[40:36]
know what the location options are.
>> No, I know we haven't, right? That's
[40:40]
part of the communication that I mean
assault threat is one of them. Then was
[40:44]
it behind the highway garage? Is it down
here on Russell Road? That is a lot of
[40:48]
what people were concerned about partly
from what Ray was saying about the
[40:52]
response time, but also where is it
going to be and what's what would the
[40:56]
the price difference be once we get
there? But I think lots of people just
[41:00]
say we don't even know what the options
are.
[41:04]
feedback because remember the only time
this board gets to talk together is in
[41:09]
this room in this meeting and you know
>> it's hard to do things like this. This
[41:14]
is our only opportunity, right? Um, I'm
hearing a whole bunch of things that I
[41:20]
take into put this presentation together
and
[41:26]
probably October
sometime
[41:31]
to have a session informational session
or even beginning in November
[41:40]
and we would have to come back and have
sessions on, you know, we may have other
[41:47]
information.
[41:54]
I would like
[41:57]
it's hard. So we're going to have
I think we have
[42:13]
people are wearing the dog. People are
doing stuff they can't do during the
[42:16]
week. What about a I know you you
earlier. What about 7 o'clock when
[42:21]
people are back? They
>> easily
[42:26]
have a session.
[42:35]
» I challenged how
[42:40]
execute
[42:45]
what you just said, right? Where is that
space going to come from? How are they,
[42:49]
you know, are they going to be open to
discussion? They feel like we dropped
[42:54]
the ball.
>> We did
[42:56]
» dropped the ball.
>> Multiple multiple generations of people.
[43:00]
It wasn't just one board. It was many,
many, many. Right. If it's 2016, first
[43:05]
time we start talking about it, that's
years.
[43:08]
» Decisions were made. You just kept
beating around the bush. Not you.
[43:12]
» I said no decisions were made. You guys
just kept beating around the bush. And I
[43:15]
know it wasn't this board. I'm just
>> Yeah. Well, I I was on four different
[43:21]
committees to to discuss this. And the
second committee, we actually came up
[43:28]
with [snorts] plans because Steve Zak
was on it. He's an architect
[43:32]
» and he drew up the building and
everything. We presented it to the board
[43:38]
and the chair of the board accepted the
plans and put them in the basket.
[43:44]
That was it.
So, you know, it gets very discourage
[43:48]
discouraging. And I was on four of them.
I was on this last one, but I conceded
[43:53]
my chair to another uh selectman because
I was out of town a lot
[43:59]
» and uh it went to hell.
Well, and if you don't, you have to have
[44:06]
the number one thing on a big project
like this is you have to have a leader
[44:11]
that has passion for making sure that
the project comes to an end.
[44:16]
» You can hire a project manager, which we
have to legally. You can hire an
[44:21]
engineering team,
>> but you really need a leader that they
[44:25]
are just constantly pounding people to
get things done on the project every
[44:30]
way. looking at budget, looking at, you
know, everything. And that's something
[44:35]
that we're going to have to figure out
who is that leader.
[44:39]
And it can't be somebody, you know, I
mean, Adam is a great guy, but Adam is
[44:44]
working full time.
>> This is a full-time
[44:49]
focused person. So, that would be
something that we as a board should be
[44:54]
looking figuring out who that should be.
>> It ain't going to be me. I'm too old.
[44:59]
» It [clears throat] could be me. should
also be somebody that has construction
[45:02]
experience.
>> Correct.
[45:04]
» Correct. Right. Because they could be
looking out for the town in different
[45:08]
ways. So, okay. So, but we're all game
to have anformational session.
[45:15]
» Here's something that we haven't
considered.
[45:18]
you have these um like the Butler
buildings and and that and
[45:26]
I remember talking with the uh OPM
column way back when and after they
[45:34]
built the building and that and they
actually used the architect at the steel
[45:39]
building that they went with and they
they gave you know the shell. what do
[45:47]
you want in the shelf and everything?
They came up with a price like that just
[45:51]
just to get, you know, people at, okay,
this is what it's going to cost us. What
[45:58]
do we add? What do we subtract? to get a
number for the
[46:01]
» to get a number
[clears throat]
[46:04]
» and they're all licensed architects and
engineers
[46:09]
» and then you add on
[46:15]
» at the very latest the second week of
November.
[46:19]
» Second [clears throat]
got a number on that date.
[46:32]
Friday the 13th. Oh god. [laughter]
[46:42]
» No. Election was Tuesday the 3.
[46:48]
[clears throat]
[46:52]
» Friday.
[47:00]
I'm good.
[47:08]
» There are so many options that it's it's
insane that so many options
[47:15]
building like TJ was saying that these
these companies will in you buy the
[47:20]
building and they will construct it for
you. They'll put the plans out,
[47:24]
everything, right? And they'll deliver
it.
[47:27]
» Yeah.
>> I deliver it right to you. I remember
[47:30]
and you were going to go.
>> Yeah.
[47:33]
» But I
Yeah.
[47:36]
» When when the project was going
[47:41]
» I asked him I said, "How did you know
[47:46]
and stuff like that?" He goes, "Well,
budget was out of control."
[47:49]
» Yeah. So they
>> Oh, absolutely.
[47:54]
» But we can learn from there.
[47:59]
» I mean, they even have, believe it or
not, firehouses that you
[48:09]
» Yeah.
[48:16]
All right. Last thing.
[48:21]
is that
[48:30]
we are going to have
[48:33]
school administration.
[48:40]
Um
[48:43]
TJ and I
[48:48]
um she represents the western dark side
of the state. Um and she's coming in
[48:56]
here with a team from a climate
climate background I think from the
[49:02]
state level and she's coming to hear
about how our residents it's a talk it's
[49:07]
a feedback session on best
>> and solar
[49:12]
» and solar so it's to get feedback from
the residents about their feeling about
[49:19]
best
um it's on the 19th
[49:24]
Yeah. At 5:00.
Um
[49:33]
this will be
[49:43]
for the res.
[49:48]
Um we may want to actually talk to Adam
to see
[49:54]
fire department side as well as Jen
Gerard from Florida.
[50:01]
Anybody else that we would want to
definitely have
[50:05]
water department
[50:14]
» should be there.
[50:22]
Yeah, absolutely.
[50:28]
» All right.
[50:31]
» What's the date on that?
[50:37]
» It is.
So, I suspect we will not have a select
[50:42]
meeting.
>> Well, um I was trying to schedule it. I
[50:47]
thought the select board meeting would
be at 4. This would be from 5 to 6
[50:51]
because it was before it was changed
back. So
[50:58]
» would you be willing to do on Tuesday
on Monday?
[51:02]
» Yeah. Okay.
[51:09]
» I will not be here for that. Not that I
need to be. I'm just letting you know.
[51:13]
» Yeah.
[51:22]
Sorry, Jackie. What time did you say?
[51:32]
Monday morning at 5.
[51:43]
» Yes, that is for anything that Yeah.
[51:51]
I'm good.
[51:56]
» So, I have um we've been working a while
on getting
[52:02]
contracts for the post office chimney
repair
[52:09]
» and we were talking to
we were talking to Greenwood. They are
[52:15]
on state contract. Um here are two
contracts signed off by accounting and
[52:22]
by legal. One is for the um repairs to
the roof for this building and the other
[52:29]
is for the chimney flashing repair at
the town at the post office. Both have
[52:36]
their age
sheets attached there and they're good
[52:40]
to go. um funding is there and so once
we get these signed I can send them back
[52:45]
over to our contact at Greenwood and
hopefully get that all squared away
[52:50]
before winter.
>> Adam's here.
[52:57]
» Hey guys. Yeah, I can hear you
perfectly.
[53:02]
» All right. So, this is for the roof and
the chimney.
[53:05]
» Yes. Right.
[53:17]
How much is uh shoot? Yeah, go ahead and
review them and then we'll vote.
[53:23]
» I was looking for right here. 6,500
>> and that's for
[53:30]
» that's for the post office
>> and 9,500 for the repairs to the town
[53:36]
hall.
That thing that's been leaking forever.
[53:53]
» Yeah.
[54:13]
Yes, this is just a repair.
>> Yes, it's on a full new roof. I wish.
[54:18]
» What's the date today?
>> Today is the 8th. September 8th.
[54:26]
» The drainage.
>> It was quite expensive. Yeah. It was um
[54:31]
but they but that they were supposed to
these are the things that they do that
[54:36]
are covered under state contract. Their
services that allow them to do the
[54:41]
drainage work is not covered under state
contract.
[54:46]
» Yes.
Senator, right?
[54:50]
» They they would bid on the project.
[54:54]
» What we're talking about here is that if
you go back
[55:02]
in the room and the guy showed me, you
know,
[55:10]
one um and the cement back there is all
cracked and unsafe.
[55:16]
Um It smells bad.
[55:46]
two. Where's the other one? Where's the
other one?
[55:49]
» This copy.
[55:56]
Yeah.
Okay.
[56:25]
Second
>> questions. All in favor?
[56:28]
» I
[56:32]
» we will scan those and give him a notice
to proceed.
[56:43]
» Okay.
>> Received an email from Paul Dersk. Just
[56:48]
a note to say the highway department
dressed Bula Land Road. Seems like it
[56:54]
must have been done Wednesday and
eliminated the Oh, I think he meant
[56:57]
addressed Bula Land Road and eliminated
the growing array of potholes that has
[57:03]
developed in the last few months. It's
been well over a year since the road
[57:06]
circus was last addressed and has held
up very nicely since then. Please convey
[57:10]
our appreciation to the highway
department for their proactive efforts.
[57:15]
Thank you.
Um
[57:20]
[clears throat]
just we had discussed that something had
[57:23]
come up last meetings um in relation
some questions about um voter
[57:30]
registration.
Um we had looked into it. I put together
[57:34]
just some information regarding
what you know filling out our strength
[57:40]
census what that does you know where
certain notifications come from and what
[57:46]
means what
>> um I think that it's important that we
[57:51]
obviously address it looked into it
there was no ballot cast in the names of
[57:57]
the people who were concerned um that
there may have been what it was was they
[58:01]
were on the voter
um they've since been taken off the
[58:06]
voter list because they verbally
requested to be taken off the voter
[58:09]
list. Um and that's sort of where we're
at. I think um maybe Doris could pen a
[58:16]
letter perhaps documenting that this was
our findings. Um
[58:22]
and I do think that it deserves, you
know, a response to um Mr. and Mrs. I
[58:27]
agree on some level um just to let them
know that that's not not the case.
[58:33]
Definitely did look into it. Cath clerk
has not done
[58:38]
anything
>> done a lot over
[58:40]
» Well, I mean, you haven't done anything
wrong is what I'm saying. Not that you
[58:43]
haven't done anything that it wasn't um
an error in
[58:51]
um
[58:55]
» Mr. Mrs.
The only
[59:00]
was the information about the local
election.
[59:07]
Actually, we didn't even send that to
her. We sent that
[59:14]
as
[59:20]
I contacted right. We were when she said
something I contacted her and said
[59:30]
you
feel
[59:41]
com
[59:52]
So this clarifies that what you have
here, Christina. Do you think I should
[59:56]
read this or do you think this is
something that
[1:00:00]
» So um I don't know. So I I haven't
spoken with um Miss Gregory, but I I
[1:00:07]
believe what she may have gotten was the
mailin vote thing that people get. Those
[1:00:11]
don't come from town hall. They come
[clears throat] from the state. Um it
[1:00:16]
doesn't, you know, and I can understand
why you would see that. And you know, if
[1:00:19]
you're if you're registered somewhere
else, you have a question. I I
[1:00:22]
completely understand. I do just don't I
I don't want it to go unanswered or
[1:00:26]
unressed. I don't want the question
lingering in anybody's mind. You know,
[1:00:30]
was there an issue?
>> Right.
[1:00:32]
» Um so I appreciate and welcome any
questions, but I, you know, there was no
[1:00:37]
issue on our end and I want to make that
make sure that that's clear. I don't
[1:00:41]
want to step on any toes. I have no
problem putting a letter together for
[1:00:45]
them. Um, I just wasn't sure what the
board wanted to do, what the town
[1:00:48]
clerk's office wanted to do.
>> There was just a little bit of misp,
[1:00:54]
» right?
[1:01:05]
comction.
[1:01:16]
Yeah.
[1:01:29]
and said, "Okay, the list
[1:01:49]
» [laughter]
[1:01:53]
» We can talk about it, but sure that she
gets an answer back.
[1:02:00]
» So, where did we land on that? Should I
I don't mind. I just want to know for
[1:02:05]
sure because I don't
>> Yeah,
[1:02:14]
» are you I can send it to town clerk
first.
[1:02:19]
» Sure. I would if you want some extra
information, we'd be happy to provide
[1:02:23]
it.
>> Thank you, M.
[1:02:29]
» Oh, I'm sorry. if I can still make.
>> So, we had uh Paige Dolinsky has reached
[1:02:37]
out to us a few times from um Senator
Paul's office uh after receiving a
[1:02:44]
constituent inquiry about swimming at
Blair Pond. Um our master plan, our 2021
[1:02:50]
open space and recreation plan
recognizes that there was residential
[1:02:54]
interest and calls for continued
discussion with Springfield. uh it did
[1:02:59]
not establish, you know, a process or
funding or anything. It's just that the
[1:03:03]
conversation needs it interested in
having the conversation take place. Um
[1:03:09]
I've been in correspondence with Paige
and Paige is saying that she is going to
[1:03:15]
reach out to uh Springfield Water Sewer
Commission to see um if they're
[1:03:20]
interested in having conversations about
this moving forward.
[1:03:37]
the resilient master plan.
It it was for 2021 to 2027,
[1:03:46]
that whole thing. And so what it is
typically um all cities and
[1:03:51]
municipalities have them and it's like a
a wish list but it also has priorities
[1:03:56]
in it. It also has you know if we could
do everything it's right here but also
[1:04:01]
here's like where we should be paying
attention to this is what residents want
[1:04:04]
this is what you know so it's a good
road map when board or whomever you know
[1:04:09]
isn't sure what direction the town was
headed in four or five years ago. it's a
[1:04:15]
good road mapap to go back and look at
it. Um, and when I did, yep, there was
[1:04:19]
definitely information in on the open
space and recreation part of it and it
[1:04:24]
was about, you know, there's interest in
having the conversation. So, somebody I
[1:04:29]
don't know who reached out to uh Senator
Paul Mark's office and so they been in
[1:04:34]
touch with me about it and so I've
followed up with them and that's kind of
[1:04:38]
where we're at.
>> Absolutely.
[1:04:42]
And there was a tradeoff
and uh the conservation
[1:04:49]
board and the recreation committee we're
talking about putting a beach up on
[1:04:55]
Blair Pond. [clears throat] And uh then
the offer came for uh Springfield Water
[1:05:02]
to turn over
um Shepherd Farm to the town and uh
[1:05:11]
conservation at the time thought that
was a better deal than beach at Blair
[1:05:16]
Pond. So we bought Shepherd Pond and
when all said was done is all we got was
[1:05:22]
all sprinkled water got was relief from
tax burden and uh can't really use the
[1:05:29]
property because they put so many uh
conservation restrictions on it and that
[1:05:35]
was uh I think Rosemary Arnold was uh
chair of the conservation committee at
[1:05:42]
the time.
>> Oh.
[1:05:48]
That that was a long time ago.
[laughter]
[1:05:49]
» Okay. Well, maybe they would be open to
I don't know. But uh Paige uh Dolinsky
[1:05:55]
from Senator Mark's office said that she
will reach out to see if they're open
[1:05:59]
for consultation about it. We don't own
it. So there's you know we can only do
[1:06:03]
so much.
[1:06:07]
long time ago
[1:06:14]
about because do we feel that the towns
the residents still feel strongly about
[1:06:19]
it
get very involved in it or not and
[1:06:24]
there's an expense associated with it
I'm sure it's not free
[1:06:28]
» there going to be a big expense
>> so what would be the next logical step
[1:06:35]
with
[1:06:37]
I'm going to wait to hear back from
Paige. She said the current status on
[1:06:41]
public swimming act um
>> she's going to clarify the current
[1:06:44]
status on public swimming access and if
there is interest to continue the
[1:06:48]
conversation with the town. So she's
going to reach out to the water
[1:06:52]
commission. She said more to come. Enjoy
your read. So I'm waiting for a response
[1:06:56]
from
>> coach.
[1:07:03]
Well, I mean, I don't think they I think
they I think I made it clear. I know we
[1:07:08]
don't have a plan,
>> but the convers for us to have a plan,
[1:07:13]
you have to have the conversation.
[1:07:21]
» Let's see what she says.
>> What else?
[1:07:27]
» Greenwood.
Oh, was there seems to be an issue with
[1:07:31]
uh gateway farm and pet the way the
invoicing had been submitted. They were
[1:07:37]
putting all departments on one invoice.
It's getting cleared up, but I just
[1:07:41]
wanted anybody to know. I think it
affects highway, COA,
[1:07:46]
» cemetery, board of health, maybe not
COA, I can't it was it was
[1:07:52]
um
>> because they're not
[1:07:53]
» because they're not billing separately.
So there will be I believe we'll we will
[1:07:57]
have
either two or three bills of prior year
[1:08:01]
that we'll have on the special town
meeting from gateway and then two on the
[1:08:04]
upcoming warrant that are of this fiscal
year.
[1:08:09]
Um,
[1:08:14]
there was
an AFLAC payroll deduction issue with a
[1:08:20]
former employee, but um I believe
there's corrective action that was on
[1:08:26]
the warrant through Kelly. Kelly cleaned
it up. So, um, Matt Perry from Highway,
[1:08:34]
it looks like there was a year-end
reconciliation identified by Affleck
[1:08:38]
payroll deduction that remained an
outstanding variance. So, I believe
[1:08:42]
Kelly's got that all taken care of
and
[1:08:50]
that was it. there were I know that
we're going to re try and review the um
[1:08:55]
Burkhog versus Encore, but we need a
little bit more information on that. But
[1:08:59]
Adam's here, maybe he can
>> chime in. And I know that I don't want
[1:09:02]
to take up too much time, so if Adam
wants to
[1:09:07]
» we'll do here
[1:09:16]
on that.
So, let's talk about the fire engine
[1:09:20]
because we talked about it before, but
we never really got to any kind of
[1:09:23]
resolution. What are we going to do?
>> Um, and it's really,000
[1:09:34]
just to keep it going until we get the
new one. Is that right?
[1:09:39]
» Yeah. Um, by the way, the audio, oddly
from the select board cuts in and out
[1:09:46]
really, really bad, but I could hear
Mary and Christina uh, unbelievably
[1:09:53]
clearly. So, um, I'm not exactly sure
what that is. I don't know if that's the
[1:09:57]
speaker in the middle picking it up or
if your mics aren't on or whatever. Uh
[1:10:01]
anyway, um yes, the the sort of uh
uh cognitive uh load for us is
[1:10:11]
we have to I I believe we should fix
engine one uh because it's going to be a
[1:10:16]
minimum of two about two years before we
can get a new truck and get it in
[1:10:21]
service.
Um, so it's about 15 grand to fix uh
[1:10:27]
engine one's transmission uh to have it
completely rebuilt. Um, and then we that
[1:10:34]
would give us some time to not have to
scramble and make uh a a rushed decision
[1:10:42]
in terms of which type of truck
manufacturer
[1:10:46]
options uh for a new one. uh as well as
potentially buy us a little bit of time
[1:10:52]
if we have some clarity on direction for
station that kind of stuff. Uh so my
[1:10:59]
suggestion at this point is we should
probably spend the money now to have the
[1:11:04]
transmission rebuilt and then you know
with the assumption of we could take a
[1:11:09]
few months maybe six or so to evaluate
options on the truck, figure out a
[1:11:16]
long-term replacement strategy or
overall appar apparatus in the
[1:11:21]
department in general. uh and then you
know give us some time to to move
[1:11:25]
forward more diligently than quick
scramble make a $700,000 purchase and
[1:11:31]
wait a year and a half for it to show
up.
[1:11:35]
» You know the reason I want to bring it
up is I think you discussed that new
[1:11:40]
engine
[1:11:43]
capital.
>> Yep.
[1:11:47]
So
[1:11:51]
in the capital plan for next year make
sure that we're
[1:11:59]
never got in there.
[1:12:15]
I think I have enough but I my assump
nod your head because I won't be able to
[1:12:19]
hear it particularly well. I'm assuming
you asked if I have the 15 in the
[1:12:23]
budget.
>> Good nod. Okay. Um yes. Uh I I have it
[1:12:28]
in budget but it's going to put me right
at the uh absolute threshold for the
[1:12:34]
year. So, we'll have to either, you
know, do something with special town
[1:12:39]
meeting whenever we do it or I just want
you guys aware that I'll obviously
[1:12:43]
overrun the budget, uh, which I don't
normally do. So,
[1:12:50]
» couple things. One is
when are we planning special meeting
[1:13:04]
unless there's a pressing issue that
needs to take place before free cash is
[1:13:08]
certified but I believe the assessors
are working to set the tax rate as early
[1:13:13]
as possible.
So, she's got to
[1:13:18]
» I think she already set the meeting date
for the tax rate. I think it was I don't
[1:13:22]
remember.
>> I thought Yeah, I think she mentioned it
[1:13:24]
last time, right? Yep. Last week.
>> Yeah.
[1:13:27]
» Wow.
>> Um Michaela.
[1:13:30]
» Michaela.
>> Yep. That's who would do it. The
[1:13:32]
assessors have a meeting to set the
proposed tax rate.
[1:13:36]
» Don't they have to wait for a lot of
other things to occur before they can
[1:13:39]
set that tax rate?
>> No, it's preliminary taxes.
[1:13:43]
» It's preliminary tax rate. And she had
mentioned trying to get it out so that
[1:13:46]
it was in people's hands before
Christmas, I believe, was her line of
[1:13:51]
thinking, but I might be remembering
incorrectly. Yeah.
[1:14:01]
» Yes, correct.
[1:14:08]
» Yeah, we hope that it's not. That's
always the the hope, but
[1:14:17]
It was last year.
[1:14:25]
» Um well, so those were different things
we were scrambling with at the end of
[1:14:28]
the year last year.
[1:14:33]
» It would have impacted the tax rate.
Yes.
[1:14:41]
Um,
>> just to close out on on mine, sorry. Um,
[1:14:45]
are we is are you guys in agreement that
we should spend the 15 and we're okay
[1:14:51]
with me bumping up against the threshold
there or what do you want me to do?
[1:14:58]
» I'm not getting you at all.
>> Talk about right now, Adam.
[1:15:02]
» Perfect. Okay, thanks. Yeah, you don't
have to yell. I hear you perfectly
[1:15:05]
clear, actually. So,
>> okay.
[1:15:17]
» Uh, well, Adam said he has it in his
budget, although it would put him right
[1:15:21]
up like, you know, there goes the rest
of his budget. So, where are you going
[1:15:26]
to get it? That is a decision that needs
to be Well,
[1:15:30]
» would this qualify?
>> Uh, that's that's up to the finance
[1:15:34]
committee. You can absolutely ask, but
it's ultimately their decision.
[1:15:53]
Oh. Uh, Jackie made a motion to approve
the repair of engine one.
[1:15:59]
» Second.
>> Sorry, I couldn't hear it.
[1:16:02]
» Yeah.
[1:16:05]
» Is she voting?
>> Did you?
[1:16:07]
» Yeah.
>> Did you vote?
[1:16:09]
» Oh, she just asked if we had any
questions.
[1:16:11]
» Oh, sorry.
>> That's okay. We
[1:16:13]
» agree. I
>> They're all in favor.
[1:16:17]
» Lovely. Thank you. I will keep the cost
as low as humanly possible while making
[1:16:24]
sure we get the correct work done.
>> Procurement law.
[1:16:28]
» What's that?
>> And you'll follow procurement law.
[1:16:31]
» Do we have to for repairs? Does that
mean I have to go out and get multiple
[1:16:34]
quotes?
>> Anything? Oh, yes. Adam, you know the
[1:16:38]
answer to that.
>> Okay.
[1:16:43]
» Now he can't hear me. [laughter]
>> Yeah. Sorry, you broke up. You were
[1:16:47]
driving through a tunnel. Yeah. Okay.
I'll make sure I get multiple quotes.
[1:16:52]
» You could just use a contract on state.
Never mind. Yep. Thank you.
[1:16:57]
» Got it. Yeah, I got you.
>> Let folks know that we'll address this
[1:17:03]
again.
We're have to do
[1:17:07]
» uh the audio.
>> Jackie just wants everybody to listening
[1:17:10]
at home to know that if you cannot if
you are one of the ones who are unable
[1:17:15]
to hear her or hear any member of the
select board, we are aware of it. and we
[1:17:20]
will continue to address it. We
apologize.
[1:17:27]
» I can't dissect it.
>> Okay.
[1:17:30]
» It actually works great if everything
you say Christina just relays. So, it
[1:17:35]
might not speed up the meeting at all,
but you know, she can just keep doing
[1:17:39]
all the talking. [clears throat]
>> Sign language works fine though.
[1:17:45]
» [laughter]
>> You want to try moving the turtle
[1:17:48]
closer?
>> Not the turtle.
[1:17:50]
» Not the turtle.
>> Okay.
[1:17:53]
» The turtle.
>> I wouldn't mess with it during a
[1:17:54]
meeting. I would try it afterwards.
And do you guys need me for anything
[1:17:59]
else other than tech support?
[1:18:05]
» Oh, Jackie said she's You're in big
trouble. [laughter]
[1:18:10]
» That's always implied actually. Yeah.
We're going to reach out regarding the
[1:18:15]
difference between Encore and this uh
for COG bid for the Boston fire
[1:18:20]
inspection thing
>> during the meeting today or you
[1:18:24]
» No, I we'll reach out.
>> Okay. Well, all right. Perfect. Okay.
[1:18:28]
» Thanks.
>> Thanks everyone.
[1:18:30]
» Yeah.
[1:18:33]
» Okay.
>> How you doing?
[1:18:36]
» Uh short thing. I don't have much to go
over. Uh we had a holiday uh yesterday.
[1:18:42]
So today I got all the uh accepted all
the bid tribulations for coco for our
[1:18:49]
winter salt and or the winter sand and
horse sand. So we're all set on
[1:18:55]
basically our winter materials that we
need for uh this coming winter.
[1:19:02]
» We have much left from last year. I'm
just curious.
[1:19:04]
» What do you mean?
>> Any sand left? You always stockpile it
[1:19:08]
before the end of the year because
material goes up. You always have your
[1:19:13]
your shed full.
>> So you're starting the year with a full
[1:19:19]
sh.
>> Yeah. Start a year with a full shed.
[1:19:22]
» Okay.
[1:19:27]
» And it's already like purchase it. Yep.
>> It's all taken care of for last year.
[1:19:33]
Okay.
[1:19:37]
I ended up having a conversation
following up with our roller
[1:19:43]
to see where the notice proceeded is
from the state so that we can end up
[1:19:50]
issuing that to Woods so we can end up
getting the ball rolling on that.
[1:19:55]
There's still nothing yet, but she said
by the end of the week or next week we
[1:20:00]
should hear something. So, our roller
that we're renting went back to CN Wood.
[1:20:07]
I ended up having a conversation with
them today. They're trying to charge us
[1:20:10]
for a full month. Got that straightened
out because we turned it back in on the
[1:20:15]
third. So,
>> the price should reflect what we
[1:20:19]
actually used, you know, our time having
it, not
[1:20:23]
» the excess. So, she was good with me on
that. Uh, the next thing that I ended up
[1:20:29]
speaking with
Kristen on Friday was about this warp
[1:20:35]
program.
>> Um, program
[1:20:38]
» rap.
>> No, no, but I was talking with her about
[1:20:41]
that.
>> What program?
[1:20:42]
» Rap. W
>> W R A.
[1:20:45]
» Yep.
>> Yes.
[1:20:47]
» Okay. Um, and in talks about that, how
we had the funding for the 161,000 I
[1:20:54]
believe that Kelly were all talking
about, we got back.
[1:20:58]
» So that's in our account right now on
our chapter 90 account. We're going to
[1:21:02]
utilize it for the next upcoming year.
We're not going to chase going back
[1:21:07]
previously. Let's just keep going
forward and not stepping back. So
[1:21:12]
» decided that was the best uh course of
action for that. Then she asked if there
[1:21:17]
was any projects or anything with um
with a winter recovery if we were
[1:21:24]
interested in submitting anything. And
one thing that came to mind was the uh
[1:21:33]
was that canopy.
>> Mhm. [clears throat]
[1:21:37]
because chapter 90 covers the canopy
to end up having
[1:21:44]
[clears throat]
the span building.
[1:21:47]
» Now, this wouldn't be a heated garage.
Obviously, this isn't going to have a
[1:21:51]
bathroom and running water or even
electric.
[1:21:56]
» Protect the equipment.
>> This one's going to be a 67 by 80.
[1:22:01]
» Okay. So I ended up speaking with her
and she ended up saying that it actually
[1:22:06]
qualifies
for that program. So there's
[1:22:11]
[clears throat] no commitment of the
town. There's no money that we have to
[1:22:15]
put up front. So I Friday I just
answered the questionnaire and submitted
[1:22:22]
the paperwork for this canopy.
>> So I already had all the quotes from
[1:22:26]
source well from the three quotes. I had
all my paperwork sitting in this file
[1:22:32]
ready to go as soon as I had time to end
up submitting this for chapter 90.
[1:22:40]
Um
it's the total cost with the block
[1:22:44]
foundation
is going to be $259,90.
[1:22:50]
When she heard that number, she said,
"Go for it." Because all the
[1:22:54]
applications that she's seeing that
people are putting in for projects are
[1:22:59]
close to a million or higher. Um,
there's $20 million
[1:23:04]
that's up for grabs. So, even if we get
a slice of that pie, knowing that I can
[1:23:10]
end up combining this with chapter 90 so
that we can still have that funding in
[1:23:14]
the chapter 90 instead of utilizing all
of it, it would be good. So,
[1:23:21]
we'll end up seeing what happens.
What's your thoughts on I seen you?
[1:23:31]
» Well,
>> this this would be you mean using that
[1:23:37]
for the highway.
>> Okay.
[1:23:42]
» When you said it, there's 20 million
that's sitting there that people can
[1:23:46]
possibly get. It has to be directly for
like sand and salt
[1:23:54]
stuff. Yeah. It cannot be
>> to build us a highway department.
[1:23:58]
» It wouldn't happen. Um so that's this is
a sand and salt shed. That's what this
[1:24:04]
is for cuz we had issues with ours. We
had Jason go up there. The back wall is
[1:24:09]
starting to fall.
>> Yeah. Um, we put the blocks in there
[1:24:13]
just so that we're not pushing on the
building so it collapses on the guys
[1:24:17]
from when we get our loads of sand and
salt delivered. Right now, we have a
[1:24:21]
buffer of about 15 ft on the back side
of the building that we cleaned all the
[1:24:25]
way back to the post and then set mafia
blocks all the way. So, it's hollow
[1:24:30]
behind it and we have the support so
we're not kicking the building out on
[1:24:34]
the back cuz right now we had a
disconnect of what 4 in almost half a
[1:24:39]
foot of the of the 12x 12s are rolling
back right now.
[1:24:53]
different spot. I left that that spot
where they perk tested and where they
[1:24:59]
did the site plans where the actual
>> safety complex would be. I chose a
[1:25:05]
different location that's not being
utilized for anything on those plans.
[1:25:10]
even the the fuel depot that they were
planning to put in up there were
[1:25:14]
completely out of the space where they
ended up designating the fuel depot to
[1:25:18]
be. So, okay,
>> I got all the quotes in or the paperwork
[1:25:22]
in they requested. I ended up doing the
the uh 454 form that they requested and
[1:25:30]
for some reason uh
[1:25:34]
I don't know yet. She said, "No, no, she
she said actually it's going to I don't
[1:25:39]
know an exact date, but she said it's
going to be towards the end of October."
[1:25:44]
So, that's that's the turnaround, but
there's no exact date when they're
[1:25:48]
actually going to send a letter. Um,
[1:25:53]
what's the other part of this?
[1:25:57]
» Any clue on how long it takes them to
something like that? Uh when I end up
[1:26:02]
when I ended up uh having a conversation
with Brad Williams from Clearband, which
[1:26:07]
has been working with me on the design,
they would come in with their crew. They
[1:26:12]
build it once we end up setting up the
block. So
[1:26:16]
we would I would end up working with
Jason. We' pull the proper permits that
[1:26:20]
are needed. We would end up leveling the
surface, compacting the ground, setting
[1:26:24]
the uh the mafia blocks, the 2x twox
blocks for the foundation. He comes up,
[1:26:32]
okay it once he says that it's good to
their specs. They have everything
[1:26:37]
delivered. They come up, put it up. It
takes two days for them to put the whole
[1:26:41]
system up. I couldn't believe.
>> So they they got a good crew and that's
[1:26:45]
all with the prevailing wage uh pay
already. All
[1:26:48]
» included. All those blocks are all
cemented together and
[1:26:53]
» nope. They come as 2 by 2x6. Yeah. And
then they lock in and then on the actual
[1:26:58]
quote
they have the uh
[1:27:02]
this is the quote for the whole thing.
They have the brackets for bracing each
[1:27:10]
block together. So to lock it together,
that's basically uh would be part of it.

He did have an estimate number for the
blocks, but at the same time, I called
[1:27:21]
our local distributor that we end up
getting the blocks through, and I got a
[1:27:26]
pretty good price on the amount that we
needed, and I add that into this packet
[1:27:31]
that I submitted on Friday. So, we'll
see if we can actually come out on top
[1:27:35]
with that.
[1:27:40]
It's pretty much a
>> It's not really This week was a busy
[1:27:44]
week. guys are working up on Shephard
Road on Lloyd's cleaning out the
[1:27:48]
drainage on that hill.
Oh, and chap uh the Grand Central site.
[1:27:56]
I had a conversation with Chester and um
Chester's secretary at the fair and
[1:28:03]
middlefield secretary and they are also
having the same issue I'm having. So the
[1:28:09]
packets that I end up putting together
for mass dot with the 454 and the
[1:28:14]
preliminary estimate sheets, I scan it,
I put it, I try uploading it or dropping
[1:28:20]
it on my computer and it doesn't upload.
So just like conversation with Dave
[1:28:24]
Stokes, I end up making sure that I
submit it to him directly to his email
[1:28:29]
» as the single PDF of everything. But
it's not just us that are having the
[1:28:34]
problem. It's on the state end that's
actually having that issue. So Any
[1:28:42]
questions for me?
[1:28:56]
» Did you decide about the hours for the
meeting?
[1:29:02]
