[1:34] Hang on a second. Four three two one. >> Please stand for the pledge. I'm gonna
[1:40] hide that
[1:44] allegiance to the flag of the United States of America and to the republic
[1:49] for which it stands. One nation under God, indivisible, with liberty and
[1:55] justice for all. >> Thank you all for coming. Getting
[2:01] started at 7 p.m.
[2:09] All right. Everyone had a chance to look at the
[2:12] agenda. That's [clears throat]
[2:15] » we'll have a motion to accept it. >> So moved.
[2:19] » Second roll.
[2:22] » Um
[2:26] » the agenda. I was saying do we have to do we have to accept the agenda?
[2:29] » We don't but >> we just did. Let's do
[2:32] » I did it. >> How dare you, sir?
[2:35] » I said so moved. >> That was impressive. I love the
[2:39] language. >> Yeah.
[2:42] » Yes. >> Um,
[2:43] » yes. >> Damian.
[2:45] » Yes. [laughter]
[2:49] » Okay. Thank you.
[2:56] » There are no budget amendments. >> No budget amendments. We'll pass on.
[2:59] We'll go to old business. Uh, first of all, we'd like to welcome Sally Sperry
[3:04] officially. She's our new treasurer. sworn in last week and uh yeah, nothing
[3:10] salad. >> Thank you.
[3:13] » Uh she's already tackling some problems and actually some issues and making some
[3:18] improvements and I'll let her uh give the floor to her to speak on behalf of
[3:22] that since that is now officially your office. St.
[3:26] » Uh first of all, it's fun. I'm having a good time. Ann Kennedy is a wonderful
[3:33] trainer, a good person to be working with.
[3:36] Diane has been extremely helpful and um I walked into quite a bubble. Things are
[3:45] um well, right now, let's put it this way.
[3:48] We are working very hard to get all of the tax returns that have been received,
[3:54] get them filed away properly and deposit. And as of today, I think we've
[4:01] put approximately $50,000 in this in the last basically two days. Uh we've got a
[4:08] lot more to go and we're catching up on that rapidly.
[4:12] Unfortunately, right now I cannot do uh reconciliation with Diane and her side
[4:20] of things because we don't know where we are
[4:24] on on my side of things. So that might be a month down the road if we're lucky.
[4:31] Ann and I are working diligently on that. The really good news is as I try
[4:36] to catch up on what has been coming in and needs to be deposited,
[4:42] Ann is trying to take care of the things that Diane had some checks that need to
[4:47] go out. She's citing them and taking care of that end of thing, our expenses.
[4:52] So, we are moving forward and I think we're moving in the right direction.
[4:56] It's it's really kind of exciting because there's a mess, but it's kind of
[5:02] fun to to clean it up if you know what I mean. If you've done spring house
[5:06] cleaning and the results, you'll like that's kind of where we are, what I'm
[5:11] doing, but it is kind of kind of neat. Um, I don't know if you are aware, but
[5:18] with the bills, we do have an issue.
[5:24] There was a glitch. Where it happened, how it happened, I don't know, and I
[5:28] really don't care. The the bills went out for the summer
[5:34] taxes and the K's through the mess did not get their bills. We don't know
[5:42] where they went. We don't know how it happened. As I say, we really don't
[5:46] care, but we need to resolve an issue and I'm going to be asking the board
[5:50] right now. Um, I did talk to some free legal advice. I have a brother who's in
[5:57] the the field and I I told him what the problem is. And he said, "It's a
[6:01] no-brainer. What we need to do, what we need to do is send out new bills." So,
[6:08] the bills are ready to be sent out as soon as the board approves it. Uh, it's
[6:14] about 125 VA. It's not that many. It will run
[6:19] about with the new postage.
[6:25] It's going to run about a little less than $1,000 to send it, but
[6:31] we are getting the bills to the people and they deserve to have it. It's uh,
[6:37] yes, as a taxpayer, it's my responsibility. I know that I owe the
[6:44] government. I know I had property taxes due, but still I expect to receive
[6:49] something in the mail. And we failed it. However, it happened. We failed them.
[6:54] So, to be fair and equitable about the thing, we feel I feel the best bet is
[7:00] for us to send these back out with a color letter that says if you paid your
[7:05] bill already, you need to do nothing else. Disregard this. If not, this is
[7:11] because we're afraid you didn't receive it. It's due on the I think it's the
[7:16] 14th of September. And if you have any problems or issues to please give us a
[7:23] call because we're going to work with them. I want to make sure that they're
[7:28] able to pay their bill within the time frame. And if we have to make
[7:32] allowances, we'll do it. We're not we'll take it
[7:36] individually. I don't want to say we're going to extend the time. That's not
[7:39] what we're saying. But if we need to for somebody,
[7:43] » we're going to do it. We want to make it right so everybody can think. That's
[7:47] what we're here for. >> We're here for you guys. So that's what
[7:50] I would propose. I would love to see a motion saying that yes, go ahead, send
[7:55] these bills out and with the cover letter and give us the ability to work
[8:02] with the individuals as we need to do. >> Okay.
[8:07] » All right. uh person want to open this up to discussion of the board and yet
[8:10] Diane everything both said >> no we we
[8:15] we're pretty confident that doesn't mean that we wouldn't miss something else but
[8:19] we're pretty confident based on all the calls that have been coming in that
[8:25] whatever happened happened with that K through
[8:30] » so um I'm confident that it that range and we've already highlighted the ones
[8:36] that we know we've already resubmitted to people. So,
[8:39] » you know, we'll take that into consideration. But, um, yeah, I I agree.
[8:44] I would move to go ahead and resend tax bills for the range K through ME as
[8:50] necessary. >> I'll second. Okay. Go ahead and call the
[8:54] RO.
[8:58] » Sally, >> yes.
[9:00] » Tom, >> yes.
[9:01] » Damian, yes. >> Thank you.
[9:03] » Motion has passed. And also on the record would like to thank Anne Kennedy
[9:07] for her willingness to step forward and help us. Uh that's someone who has tried
[9:11] to retire at least at least a dozen times since I've known her and from what
[9:16] I hear she's really stepped up here and if you're watching this and thank you. I
[9:21] did I failed to mention that uh Cindy Benson who was uh deputary deputy
[9:28] treasurer for Megan I've asked her to continue and she is working and I
[9:33] leverage to and she's going to be a big asset for us
[9:37] » thanks yes to the bills on Friday >> ready Friday
[9:45] so we happen to meet 12:30 they will how you modify it. Otherwise,
[9:51] they don't go out to Monday. >> Gotcha. We will make Well, the I'll
[9:57] probably be stepping on those as well. >> Gotcha. Okay. All right. Cool.
[10:01] » Thank you. >> All right. Um, let's see.
[10:06] Is that anything else, Sally? Are you good?
[10:07] » I'm good. Thank you. >> Thank you, ma'am. All right, we're going
[10:10] to move on to the I >> just on top of that and it's a good
[10:14] place to I did talk to the auditors too because there are things that we need to
[10:20] provide for the auditors that we haven't been able to. Sally kind of alluded to
[10:25] some of that and um it is possible for us to request an extension from the
[10:33] Department of Treasury on that. They've given me the information on how to do
[10:37] that and what to do and I would like the board's permission to enforce that
[10:40] statute. >> I'll make that motion.
[10:44] » So second
[10:48] Roberts rules of orders. You know how this
[10:50] » I wanted to say call the role please. >> Sally.
[10:54] » Yes. Tom. >> Yes.
[10:55] » Dam. Yes.
[11:01] » Wonderful. Okay,
[11:06] we're going to move on to the historical society lease. Uh, predominantly for
[11:10] this portion of the meeting, it will be to request an extension. As most people
[11:14] may or may not be aware, um, the historical society is operated on a a
[11:20] 20-year lease agreement with the township to use the building over by
[11:26] Nice B shop as a museum. That lease agreement expired last month or this
[11:31] month. So, first and foremost, we're in negotiations with uh redrawing of a new
[11:36] contract or a new lease agreement. And it's my understanding first and foremost
[11:40] that the historical society would like to request an extension. But before we
[11:45] get to that motion, I would ask Miss Kathy Brown to speak on behalf of the
[11:49] Thank you. >> I'm Kathy Brown. I'm here on behalf of
[11:53] the Boy Historical Society board. For the past 30 years, the Joyy's Blank
[11:58] Island Historical Society has been stewards of the island sust.
[12:06] We're proud to offer free admission as well as three campus programs throughout
[12:10] the summer funded solely by our donations.
[12:13] museum building technically belongs to the township who has generously listed
[12:17] it to us for the life dollar a year for the past 30 years. We now have received
[12:21] a new piece of the township and moved from one paragraph to United.
[12:26] This has new economic impact to the volunteer organization for a very tiny.
[12:32] Considering the complexity of the two weeks, we are respectfully asking for an
[12:36] extension of six weeks so we may have better able to formulate a response,
[12:41] investigate options, and engage with our own board. We appreciate your support
[12:46] and please ask for this abstension.
[12:50] » Any other comments of the board? I would propose that we do give the
[12:55] extension. I do know that Cliff's involved and we're talking about this
[12:59] and there's some things they would like to see. How is the lease different? Was
[13:03] talking about monetary? >> It was it was the original lease was one
[13:07] paragraph. It was just basically we can do this, you can do that, we'll give it
[13:11] that everybody. Cool. Yeah, that's what it was. And now this is got a lot more.
[13:15] It involves insurance. It's And even though it's simple compared to what most
[13:19] lease agreements are, there's still there's a lot more meat and potatoes in
[13:23] this that both parties >> that brings additional expense to them.
[13:26] » Yes. Potentially. Yeah. And so they are requesting the right to reexamine this I
[13:33] would say that um but anyway is there any discussion you have with that?
[13:37] » I'd make the motion to grant the extension for say another month. Is that
[13:42] good enough? >> Six weeks.
[13:43] » Six weeks. Okay. Six weeks. >> Good with that. Okay.
[13:46] » I'll make that motion. Second. Please call the
[13:50] » Sally the great Tom. >> Yes. David. Yes.
[13:54] » Thank you. And I would also like to add that per the uh the board's decision to
[14:00] have the posts removed uh that were on the road right away uh pursuant to Meno
[14:07] County's notification those posts and that fencing have been removed. So that
[14:11] that matter is no longer an issue there. Go ahead. is that
[14:16] » uh there's potential in the future for a temporary type of setup with posts that
[14:22] are have concrete weights or something that the historical society will talk
[14:26] with the board about to make sure that's something that works for everyone
[14:30] appeases the the road commission and before anything gets put in but it'll be
[14:33] of a temporary nature and when you're ready for that we place that on the
[14:37] agenda. Does that work? Thank you. >> All right.
[14:44] All right. Now, we're moving on to the discussion of uh it's funny banana
[14:49] boxes. When I say banana boxes, I'm thinking like junk food or something.
[14:53] But uh yes, I want banana boxes. No. Um this is for the family fair
[14:59] transportation boxes that people relied on for groceries and stuff that people
[15:02] bring back and forth across the water. The last movement on this was that the
[15:07] Harbor Commission had requested that they be stricken from the doghouse. I
[15:11] believe the board did vote to take them from the do house and the marina do
[15:16] house but now there's been some renegotiating behind the scenes and I'm
[15:19] going to open the floor for Mr. Tom Wvernowski to discuss some of that as
[15:23] he's been negotiating with several of the parties. Thank you.
[15:28] Okay, I just wrote my notes out. Last month at our meeting Tom Law asked that
[15:32] no more banana boxes be placed in the dock shed as the boxes were crowded out
[15:37] those who came inside. And I can attest to that. I think I've seen there's been
[15:40] a lot of boxes there in the past. Uh but now several weeks later, Kurt gets a
[15:46] gets a message. By the way, I talked to Kurt last week side. He he got a message
[15:51] from Amanda at Family Fair asking, quote, "Kurt, would you please ask our
[15:55] island visitor to return banana boxes? Our company has experienced a shortage
[15:59] making it difficult to fulfill island orders." End quote. I called and spoke
[16:04] to Janoa and Amanda. They even uh they even have an order in with the corporate
[16:10] for empty boxes put on a waiting list. [clears throat] I talked with Kirk again
[16:15] and if folks started to to bring boxes back to the dock shed Kurt would have
[16:20] them put on the ferry more often possibly even daily so that they don't
[16:25] take up so much you know Kurt he says I want to help people visitors it's good
[16:30] you know for the economy I mean he is really into this thing. Uh, I spoke with
[16:34] Tom Lawer. I sent him a this this idea. I spoke to Tom and he agrees. He gave me
[16:40] a thumbs up on my message. It's a good compromise. And thank you, Kurt, for
[16:46] getting to our attention. Anyway, uh, apparently I just some Tom had a new one
[16:52] today. I don't know how to deal with that, but he
[16:55] » is kind of he's backtracking. Kirk's ready to have
[17:00] the guys go in every day and take him out. If you go to the boat, let's say
[17:03] we're going to go tomorrow, got a couple new banana boxes, just take put them on
[17:06] the ferry and then the guys will put them in the warehouse for fair to pick
[17:10] up. So anyway, I was going to say get the word out, bring your banana boxes
[17:15] back to the dock. And if you're going over the ferry, you have boxes, just put
[17:18] them on the ferry, but now there might be a little over.
[17:22] » Well, um, >> yeah. And by the way, every everybody
[17:26] banner fair loves them. They're easy to pack. Kurt likes them because they slip
[17:29] under seats. We like them because they're easy to carry the hands that
[17:33] they're using them. So they are important part of people bringing stuff
[17:38] over. So >> um I want to open up.
[17:44] » Let's let's do the motion first to take a vote. I'll we'll make the vote. I'll
[17:48] make a motion to allow the boxes back into the Marina Dog
[17:54] House with the conditions that we're about to discuss. Does it work? Do I
[17:59] have a second? >> Second.
[18:00] » Okay. Now, we can open up for discussion. U I've read the letter that
[18:06] came from Mr. Lowour as of 2:11 p.m. today and he does appear to be totally
[18:12] opposed to this. Uh he's got some concerns that uh just briefing this
[18:18] highlight the fact that Mr. Plant's business is a private business and he
[18:22] charges X amount of dollar for boxes and all those things. Uh, so Tom's
[18:28] contention here is that it shouldn't be something the Harbor Commission has to
[18:32] deal with when it's a private business on government property. And he does
[18:37] raise a a genuine concern that they need to be able to have access to that do
[18:42] house because of the server, the cash deposit box, and other the equipment
[18:46] that can get blocked in there. So that said, for me personally, and then I'll
[18:52] open with this up the rest of I see that if this compromise works, if Kurt Plant
[18:59] and his crew can keep those boxes from getting too stacked up in that room, if
[19:04] there are no more problems with it, and if all parties can follow their end of
[19:09] the agreement here, then I say let's try it out and see how it goes and see if
[19:13] all parties involved are end of the deal. That's my contention. I am.
[19:17] » Well, I was just wondering if there was another
[19:21] alternative that would work. I realize that it's convenient to have it in the
[19:25] doghouse and the boat comes in and out, >> but the van comes over to deliver boxes
[19:30] for mail every day. So, what if the van just swings by the transfer station and
[19:36] picks up the boxes because we got plenty of room to put them in the garage and
[19:41] then they take the van back on the boat all the time anyway.
[19:45] Well, what would be wrong with class checking the dolls once a day?
[19:49] » There wouldn't be anything wrong with it, but it would it would eliminate the
[19:54] contention that's there. Plus, I have been there on a rainy day before when
[19:58] you're trying to climb in. If you're not in your vehicle and you're walking on
[20:03] and you you've got to be in the doghouse with your luggage or whatever, it
[20:08] doesn't take too many people to fill that thing up and you don't have room.
[20:12] » Especially somebody like me in there. It's a some
[20:17] day a week. >> You do it one day a week. Like on
[20:22] Tuesday, bring your boxes down and that's the day you drop them off. You
[20:24] could be piled up pretty high by then. Yeah.
[20:27] » Not if you can only drop them off on day and they take them on.
[20:30] » I I thought about that too is that you know if but I don't think Kurt wanted to
[20:34] be >> he didn't want to have to be pinned down
[20:37] to one particular day, but if he was going to take it every day anyway. So
[20:43] yeah. Sally, your thoughts.
[20:49] » I like the idea of the dog bound and and that and I also like that the idea of
[20:56] taking it to the transfer station. >> If we had a place that we could store
[20:59] them and then Kirk can do it at his convenience, I think everybody's happy,
[21:04] » right? That's what I thought might be >> and I don't think it has anything to do
[21:07] with her being a private business. I'm not he's doing us a fair This has no
[21:14] money for him, >> right?
[21:17] » This could be a problem though is that the trans is not not open all the time.
[21:21] » They are right now and then a long time be at least three days a week.
[21:25] » Okay. >> The summer is the worst time.
[21:28] » I got 20 boxes in I like the most people.
[21:33] » And you're okay with that? That doesn't add to your workload at all.
[21:36] » So I don't smashing your bread or your chip or
[21:41] » Well, we have lots of room there. So even if it means you can't pick them up
[21:46] every day. >> So we sol we solved the problem of
[21:49] having people have a place to drop them off,
[21:51] » right? >> And a place for Kirk to go pick them up
[21:53] and burn. >> Yeah. Okay. All right. What do you think
[21:57] about that? I like that idea. You okay? Yeah. Instead of the transfer station,
[22:01] » right? It's close proximity to the >> to the dock and his van's got to deliver
[22:06] anyway. >> And those
[22:08] I'm Yeah, I like that idea. As I say, I think it's mainly during the summer.
[22:13] Yes, during the off season we're going to it's going to be closed a lot, but I
[22:18] think we can deal with that. I mean, >> actually during the winter
[22:23] traffic is going to dial down in the winter anyway.
[22:25] » In the winter, things won't take them out to the airport
[22:28] » in the winter time normally. Yeah. Things change and the boxes go out to
[22:32] the airport. >> And that's a matter of communication and
[22:34] organization at that point that changes, huh,
[22:37] » Kathy? not taken back and people started
[22:42] thankfully using family fair on the same they did not
[22:47] » okay >> so it may be a summer only
[22:50] » okay >> so in the winter time we're either
[22:53] storing them >> or you're burning
[22:57] » or
[23:00] store as many as you can store and then start
[23:02] » that's what I say I say let's let's use what we've got to keep because this is
[23:05] not a government issue it isn't this is not but it's something that helps the
[23:08] depot. So, let's figure out what we can do.
[23:10] » Yeah. >> All right. So, are you okay with
[23:13] dropping off the transfer station? >> Absolutely.
[23:16] » Most of us who live here most know the system. We know when you're open.
[23:20] » All right. Carl, you go with that? All right. Okay.
[23:23] » So, I'd like to revise the motion. >> Yeah.
[23:26] to have folks who use the system to bring their banana boxes to the transfer
[23:31] station and we will notify Kurt Pla that during x amount of days per week when
[23:36] Carl's there he or one of his crew can swing by and pick them up at their
[23:40] leisure. >> Does Kurt ever bring trash?
[23:44] » Never. I've never seen station I've seen Brian and Wendy and
[23:49] Ted a motion. Do we have a second? Second.
[23:54] Please call the role. >> [clears throat]
[23:58] » Sally. >> Yes. Damian.
[24:01] » Yes.
[24:06] » Who wants to communicate that back propos change to Kurt?
[24:11] » I will. >> You got this.
[24:12] » You got this. Go right ahead. >> Kurt and I are like this.
[24:15] » I just want to make sure like this. >> I will. No. I He He's the one who wants
[24:20] to do it. He does. >> He does. He does. He's He's senseless.
[24:25] and it it helps. It helps. Yeah. >> Okay.
[24:29] » All right. Uh at this time, I'm going to open up the floor to public comment.
[24:32] We're doing this a little different to try to save some time so I can get y'all
[24:35] out of here sooner than three hours. So, does anybody have any public comment?
[24:39] Kathy,
[24:43] » could you speak a little louder? >> Any any progress for the sign?
[24:47] » Oh, for the open and close sign, the new ones that we had to do. Um yes. Um I
[24:53] apologize. I got it about four or five days ago from uh her name is uh Lamb
[24:58] Mike Lamb's wife and she sent to me and my printer ran out of ink. I couldn't
[25:02] print it and I got lost. I left the island. So I do have it but so
[25:07] » the open post I thought I >> No,
[25:10] no, we're we're talking about new sign. >> No, I made the She's talking about the
[25:14] open post I gave you six weeks ago. >> Open.
[25:19] » Okay, here's here's what I know. Okay. I don't know why you made one for us,
[25:24] right? >> Did Did they ask you to make a second
[25:26] loss? >> No.
[25:27] » No. They determined that it's too small because
[25:30] » because the one wouldn't wouldn't work. It would look like it was closed from
[25:34] one side from the other side. >> The last I heard the plan the health
[25:40] committee had talked to Tom about wanting to get another estimate because
[25:45] they would like to propose to the board that we go ahead and buy a whole new
[25:50] set. But I don't think anything's been brought to us yet. No. So that's what we
[25:54] have. >> I do have a quote and I just haven't
[25:56] been able to >> I do I I remember now. And also you had
[25:58] an estimate and a print out >> of the original one, right?
[26:01] » So we were just I think she's asking if there's any time. So could we just have
[26:05] that maybe for next meeting? >> You bet.
[26:06] » Plan to have it two weeks. Would that be okay?
[26:08] » Okay. I'll get it to the right people right time.
[26:11] » Yeah. You've already done this once. We're asking you to do it again.
[26:13] » So it's uh so it's a science basically both sides. Yeah. Instead of
[26:17] » All right. Wonderful. Thank you, Tom. Anyone else?
[26:22] That's it. You get three times. >> Kathy,
[26:27] obviously
[26:32] we put a sign at the end of the dock that says island speed at 25
[26:39] island. So the first thing they see at the end
[26:44] of the dock is what the speed limit is. And make sure it says island. Yeah,
[26:49] » we can put that up on our property, but I'd want to make sure that we are okay
[26:52] with not stepping on counties uh a party to on the roads, but I don't see a
[26:58] reason we couldn't or shouldn't do that. >> We would need to
[27:04] put it up there anyway. >> No.
[27:07] » Well, at least they can't put it stop. >> That would be a question then. That
[27:14] would be legal. >> I don't think you can put anything.
[27:18] I don't think so. >> You're not a traffic attorney on top all
[27:24] of this. >> Yeah.
[27:27] » Smoky. >> Well, I've seen I've seen a dish dish
[27:31] dish on a sign. Oh, really? >> I'll tell you what. Would you write up a
[27:37] proposal for that? Do some work on it and show up two weeks from now on the
[27:41] next meeting and let's have a conversation about it.
[27:44] » One second. She's been waiting. Go ahead. a letter B.
[27:48] » No, it's um Oh, go ahead, sir. >> Just a suggestion.
[27:54] Island wide speed limit 25 miles per hour
[27:59] unless otherwise posted which would then allow if somebody decides speed limits
[28:05] is 15 >> post
[28:10] and wide le post somebody wants to do driveway at 70 because he posted that's
[28:17] all posted [laughter] >> well it's interesting
[28:21] » we got to make room for everybody don't I like it.
[28:24] » You can't Are you saying that arbitrarily impose?
[28:27] » No. [laughter] >> What do you mean by unless otherwise
[28:34] all >> all cities have changed and at least
[28:38] where I'm from to say unless otherwise posted which means as an example where
[28:44] I'm from everything in the city and county of Denver that's 25 miles per
[28:49] hour unless otherwise posted. >> Yeah. If it's posted at 60, then it's
[28:54] » for instance, if if the township >> Yeah. If the township wanted to impose a
[28:58] 10 or 15 mph speed limit in the pants. >> By the way, you said Denver, so you know
[29:03] where Council Rocks at >> my wife's
[29:08] speed limits on the island.
[29:12] » Now, it's all we're just saying. If we decide the pines should be 15, that's
[29:19] » Well, no, we can't. Let me speak on that. We looked at that about
[29:23] about three or four years. We looked at about three or four years ago. And if we
[29:27] want to get our speed limit lower by the school, I think the state police come
[29:31] in, they do an actual >> study.
[29:34] » Study and they may say, you know, you can go 30 on this,
[29:37] » right? >> But they say it's not I don't if it'll
[29:40] happen. They said, but you're opening the door to let them come to the islands
[29:43] and look at speed limits, right? >> And we don't know if we want to do that
[29:46] or not. >> Not here. No. All right. Good thoughts.
[29:50] No, I'm not saying you should. My understand
[29:58] » right. That's okay. >> I have a couple things.
[30:03] » Yes, sir. >> Um, first
[30:07] me with Island
[30:13] » and it concerns the sprinklers. >> Oh, yeah. I knew this was coming. And
[30:19] we've talked to the people that have them many many times. Some of them are
[30:24] great. I probably use them. Some of them are terrible. Like today it was raining.
[30:30] » Yeah. >> The second round here.
[30:34] » They've sent notices out for the county's instruction.
[30:40] Well, they wrote it up >> that they weren't to run unattended.
[30:47] that I haven't told them. They set them and they leave the island.
[30:52] Anyway, you want I don't know what your feeling is on these sprinklers, but
[30:56] they're causing troubles as you can see in a lot of places. Some people are
[31:01] great about how they use it. But other people just won't listen to what we tell
[31:07] them to do. So Joe suggests that we write you guys a
[31:13] letter about it with a copy to the county
[31:17] if you guys and the county >> come up with a solution.
[31:23] » I would I was going to say based on what the board would recommend.
[31:27] » We're not going to take any action without the county's blessing because
[31:30] that's the right way. But with the county's approval, that'd be a different
[31:34] story there. >> Well, let's open this up to the board.
[31:36] Anybody else have any thoughts on this? It's pretty.
[31:38] » Yeah. Some of those are some pretty big bottles. I'll tell
[31:41] » on the road just >> Well, and the other thing is that's our
[31:46] road project this year >> is the miracle ma. That's our growth
[31:50] project. So, the last thing we want to do is to put our road money into it to
[31:56] fix it and have it reverse that quickly because
[32:00] of the sprinklers. >> Yeah. Yeah.
[32:04] » And I see that as a problem. road project wasted money versus potholes and
[32:08] continue the brain. Sally, your opinion on this
[32:12] » do sprinklers on timers. >> Some of them are, some of them are not,
[32:17] but some of them are on too long. >> Some of them all they need to do is damp
[32:21] in the row >> right before a boat arrives
[32:30] right to the other side of the road and no further. The rest of them just drench
[32:33] all the way up onto the sidewalk on the other side. It's just you've got
[32:37] » makes the sidewalks possible. >> Nobody has to.
[32:41] » Well, a water truck would be nice. >> Times a day.
[32:44] » Yes, ma'am. >> But these rooms if they just damage the
[32:47] low >> and they did they used them
[32:49] conservatively. >> You're starting to get dust.
[32:54] » They think they have to saturate the little
[32:56] » You can put you can put those slings on timers with
[32:58] » I think some of them aren't even >> Well, I know them. They're on timers,
[33:02] but the people here >> because I know
[33:08] right control.
[33:11] » So, if you would uh >> Allan contractors write a letter
[33:15] requesting help and send it to both and uh whichever one of us either the county
[33:20] or the board decides to take communication, get that started. Great.
[33:24] » Okay. All right. >> I got one on me.
[33:27] » No, that's it. You're limited to one. Go ahead. She didn't go ahead
[33:34] that's down at the kind of open >> the boat
[33:40] down in a while.
[33:44] » You know, I had even noticed it. >> It's been there.
[33:48] » I have no idea whose boat it is, but I think he's
[33:52] » there's a lot of stuff down there now. All of a sudden,
[33:54] » I don't think that bowl should be there. I don't think that
[33:57] » is there. There's a deer stand. >> What's that about?
[34:01] » I'm sure abandoned trailer the P. >> There's all kind of stuff is land.
[34:08] » Yeah. >> Any of that should be
[34:10] » and now we got some fishing >> back too because her line comes almost
[34:16] out and >> it gets there's a lot of stuff out
[34:18] there's going to get hit.
[34:21] » Yeah, they will. They've already had some incidents out there this year
[34:24] already. >> Don't worry about that. We need to be
[34:26] down where really sad >> after tomorrow I don't know.
[34:32] » So you're saying wait until after tomorrow before we do anything?
[34:40] » I'm sorry. What? >> See, I was under the impression that it
[34:45] was the township, but >> I've been corrected. I I haven't had a
[34:49] chance to dig that out for you with everything going on, but no, it is a
[34:53] lease to PING that it from the DNR.
[34:58] » GIS system. >> I know what the county says, but it's
[35:02] wrong. >> PG building. Actually, it's DNR ground
[35:07] there. But, um, >> the weirdest thing that's what has the
[35:11] control over it through police. >> So, the township owns all the property
[35:15] around behind it. So Ping agreed.
[35:19] » This is y'all's township. How did these things happen?
[35:23] » And they've been very Ping's been very lenient with us in basically letting us
[35:29] utilize us being the township and the people here utilize it however we need
[35:33] to as long as we don't block their access. We don't block their their
[35:38] ability to get to their poles and their equipment and stuff that's there. Um
[35:44] they've been very good about that. Well, it appears to be being somewhat
[35:47] exploited. >> Yeah.
[35:48] » Today, I'd say. So, >> uh, what do we want to do about that? Do
[35:52] we want to contact PING and make sure we don't step on their toes and ask them to
[35:57] decide who can and do what, or do we need to take some sort of movement on
[36:02] this? Because if it's DNR property, >> they have a trailer that's grown right
[36:06] into the ground.
[36:10] » So, what do you want to do? stand. >> It's going to be the DNR or PG's fault.
[36:15] » I mean, I It's be
[36:21] » Well, it's just tell them we got some potential blight issues to worry about.
[36:24] » Yeah, that's >> for some potential trespassing issues.
[36:27] » But I don't I don't know if I still have I have I might still have
[36:35] » It's a safety issue. Can't really be asking K to move back. The thing is if
[36:40] if this is DNR property that is leased to PING, we don't really have any
[36:45] authority over there. And that's what we need to find out what we can and can't
[36:47] do, which mean we got to contact that person.
[36:50] » So I would make a motion that we contact Ping and get some clarity on who is
[36:55] allowed, who isn't allowed, and at least put in some sort of report that uh we've
[37:00] got equipment, vehicles, some parking, possibly some light,
[37:04] » a boat, however you want to word all this stuff. people's just using it and
[37:08] we need we need some we need some direction on what is and what is not
[37:11] allowed out there and if they don't want us to regulate it they're going to have
[37:15] to put up some fencing or something >> everything that's parked down there
[37:21] they must have their own property there why isn't it there
[37:26] have their own property here >> no
[37:29] » you mean the people parking >> oh yeah
[37:32] » well they want to use it as a as a a farmers marketplace and everyone sells
[37:36] Yeah, that's wrong. Right. >> The deer blind. G.
[37:41] » Those kind of things you don't understand. Is the deer? What in the
[37:44] world is that doing? >> There's certainly no deer down there.
[37:49] Oh, no. >> I think isn't the deer blind just there
[37:53] because it's going to auction or >> Oh, that white jeep is the wildife
[37:58] association. I think it's the rapid. >> Well, could be parks.
[38:03] » They got property everywhere. So, let's find out what PIG's got to say about
[38:07] this first and then we'll go from there. >> I say regard it all at the
[38:09] transportation. [laughter] >> Let's just dump it on Carl. He seems
[38:13] friendly about these sort of things.
[38:17] » So, we'll make the motion to contact the ING, get get some authority and some
[38:21] clarity on that and then determine the best force of action. I have a second.
[38:25] Second call, >> please.
[38:29] » You made the motion. >> I did.
[38:32] » You'd like to know? I got the motion. >> Roll call.
[38:36] » Sally, >> yes.
[38:38] » Yes. >> Dav,
[38:39] » yes. >> Okay. Is that it for public comment?
[38:44] » Uh, Mr. Supervisor, do you want me to move all the cars and see if I can find
[38:49] out who contacts? >> Yes.
[38:53] » I'm at the point where I don't want to pick up any more right now. So, if I can
[38:57] throw this on you. Yes, ma'am. I'll absolutely do that.
[39:02] Do you need a hand? No. >> I have public comment.
[39:05] » Public comment's over, sir. >> Oh, go ahead. Um, in the short time I've
[39:09] been here, I think the painting down at the marina is making a big deal.
[39:12] » Big difference. Even when they paint it in person where you're standing, I heard
[39:16] someone say, "Oh, stand over here now." So, I park right down there because I'm
[39:20] not going to park there either. But, um, watching, I've noticed it in a while.
[39:25] » Good. >> Good view. And this time of year, it's
[39:27] nice to see that kind of improvement because that's a big frustration for the
[39:30] fairy crew and all that. So >> there's still a lot of people that take
[39:33] » Yeah, I don't they just think, well, I'm supposed to
[39:37] be on the boat, so you're going to get >> I think the state person
[39:42] » say that >> I think person means that that's
[39:45] » Oh, I thought about that. >> Maybe. [laughter]
[39:51] » Anyone else for public comment? Going once, going twice. All right, new
[39:56] business. Uh we have on the agenda here a proposed reszoning. Uh this is
[40:03] pertaining to uh moratorium on
[40:08] » uh a moratorum on reszoning. This is pertinent to uh first of all a letter
[40:12] that I've received and read probably three times now. Over the last couple of
[40:16] years, we've got a couple of permits to reszone from residential commercial.
[40:20] there is a need uh to to open up in some ways room for people to develop.
[40:27] However, uh the applications have at least what I've read and the planning
[40:31] commission is dealing with, there's no clear direction yet on where we want
[40:35] these resonings to take place or at least from my understanding and I'm
[40:40] going to open this up to the board so that they can weigh in on their
[40:42] opinions, but uh the general consensus as far as I can tell at least from the
[40:47] crowd and the planning commission meetings that I've attended recently is
[40:50] that we need some direction. We need some clarity in the master plan as to
[40:55] where these areas on the island are going to be opened for commercial
[40:58] reasonzoning, where we want this type of activity to take place. And that clarity
[41:03] is not there right now. It's kind of haphazard and people are making efforts
[41:08] and attempts to reszone and we want that. We don't want to waste when we've
[41:12] got private investors willing to do stuff like that. But at the same time,
[41:16] we've got a responsibility to maintain the culture and the heritage of the
[41:20] island. So, it's something we may need to consider putting a pause on until the
[41:26] planning commission can catch up in terms of where they want this type of
[41:30] commercial development to take place. So, that's my opinion and I'm going to
[41:34] open up to the rest of the board. Diane, if you'd go first.
[41:38] Well, I made a few notes in the way this document is put together and some of the
[41:45] answers as I read through it were probably clarified better farther
[41:51] down in the very beginning and I'll just read it. It says an ordinance to impose
[41:57] a temporary moratorum on the reszoning of any property to either the C1 mixed
[42:02] commercial or C2 general commercial zoning districts as well as a moratorum
[42:08] prohibition on any boy township zoning approval permit or license for any such
[42:14] resoning. Okay, first of all, if we put a moratorum on the resoning, you're not
[42:20] going to have resoning. So that second part to me is redundant. we shouldn't be
[42:26] necessarily there. There's nothing there's no permits to issue. Is do you
[42:31] see what I'm saying? Because when I first read it, I thought, what are you
[42:35] trying to say? Are you trying to say that people that are already zoned
[42:38] commercial can't get zoning permits and move forward? That's not what it's
[42:43] saying. It's saying they're going to put a halt
[42:47] to temporarily on any reszones to commercial.
[42:52] And in doing so, then we're also putting a halt on any zoning applications or
[42:58] permits or licenses. Well, it kind of sounds why would you add that when we
[43:05] also we've said we're not going to do it, so you wouldn't have any permits.
[43:10] Well, because in the the language they use here in some instances where they
[43:15] have a reasonzoning approval, it requires just a permit for some
[43:18] townships. For people to put in a permit for that, they would put that to the
[43:23] planning commission. Well, the planning commission can still approve it, but
[43:26] then the moratorum on accepting or approving it at the board level would
[43:30] just be delayed for however many months the moratorum because you've got two
[43:35] parts here. The first part for the reszoning requires a public hearing and
[43:39] the planning commission's involvement. Then the second part is where the board
[43:44] would say yay or nay on the final amendment to the zone. Now, so there's
[43:48] two portions in the resoning that have to take place. This addresses both at
[43:52] the permit planning commission level and then at the board.
[43:55] » But you still lost me. Why would you even have part two if you don't have
[43:59] part one? >> Or why would you have part one if you
[44:02] put part two first? Is that what you're saying?
[44:04] » You wouldn't put part two first. Yeah. Right.
[44:06] » Right. Well,
[44:09] » I mean, >> maybe
[44:12] » maybe it's to cover both. >> I don't know,
[44:14] » but it accomplishes the same thing. Yeah,
[44:16] » that that's fine. And then it's like um as I'm reading through as matters are
[44:21] resolved. Okay, those matters you have to go back that they're talking about is
[44:26] having a def a definite pattern or commercial and the any necessary
[44:33] reszoning of additional parcels to commercial based on
[44:38] what you decide to do in your master plan. Okay, I get that. Those are things
[44:42] that would all have to be worked on. Um it suggests that
[44:49] a limited time on the moratorum of nine months and that that would give the
[44:54] planning commission nine months then to not only finish our updates to the
[45:00] zoning >> but finish and review
[45:03] » master plan >> any updates to the master plan
[45:08] » as a whole. This makes sense because okay, I get that. You know, if you
[45:15] you've got to know where you're going. I can also tell you that here on this
[45:19] island, it doesn't make sense because I know dogone well that if you came in
[45:26] and you decided, you looked at a map and said, "This is the area that's going to
[45:30] be commercial and it's residential right now," that every single one of those
[45:34] people are going to fight it. So, the whole idea of spot zoning, and I
[45:40] realize everybody thinks those are ugly words, spot zoning. We don't want spot
[45:46] zoning. That is all you're going to get on this island because you're going to
[45:49] have to have people that are willing to change to commercial in order to do it.
[45:55] Because what what the rules say, the law says is that if I decided that every
[46:03] thing from the dock down to Fire Tower Road was going to be commercial and we
[46:08] change it to commercial, now those people cannot sell that property for
[46:12] anything but commercial.
[46:18] » That's the law. >> Okay.
[46:21] » Is it? >> Is it that?
[46:22] » No. So
[46:24] » yeah, it runs with the land. >> Yeah,
[46:29] it >> the DN there's a lot of propert in the
[46:34] island. Uh, is it possible like um off of Bible road, which I know it's a
[46:43] that's a that's a what you call a seasonal road
[46:48] someplace down where the island boy could buy a piece get a piece somehow
[46:53] from the DNR, carve it out and designate that there's your commercial property.
[46:59] If somebody wants to build some storage units, it's a good spot for it. It's not
[47:02] near anybody, but it's in the middle of nowhere.
[47:05] » It's what? >> How about the old baseline road?
[47:08] » Okay. Your old baseline. >> Here's here here's what what I'm
[47:12] hearing. No, I'm hearing you say the township buy the property so that they
[47:17] can designate that it's going to be commercial. That's not the way it's
[47:20] usually done. >> No.
[47:21] » It is not up to us to buy property and designate it to be resold as commercial.
[47:26] » Well, well, how do we get though? because people people say there's no
[47:30] commercial property on the aisle that >> so that they just counter what you're
[47:34] saying that >> and so we have to create some
[47:36] » that's why I'm saying what normally would happen is the planning commission
[47:40] would lay out your master plan and looking at that you you got to think
[47:45] that most of this is laid out in terms of like a city development or a larger
[47:51] area uh that that's expanding where there's highways and they'll develop the
[47:56] commercial is going to be along on the highway that's coming through town or
[47:59] whatever. We don't have that. We're a different entity. But the planning
[48:04] commission would designate, you'd have hearings that says this is going to be
[48:08] our commercial zone. And once that's reszoned,
[48:12] that means that property is now commercial. Even if it's got a house on
[48:16] it, if it's got a house on it, that's fine. They can stay there as what's the
[48:20] term? Uh non >> lawful non-conforming.
[48:23] » Not lawful non-conforming. and they can stay there until they no longer live
[48:28] there and they have to they sell it or try to do something and then it has to
[48:33] revert to to commercial use. >> Is there a law that says we need to have
[48:38] more commercial property? >> No.
[48:40] » No. There's a need on the island for more commercial property.
[48:42] » And that's my question. What kind of need uh
[48:47] storage units? Uh the grocery store? Do we need uh another tavern? Every
[48:52] everybody's everybody's opinion is different, Tom, but there's all kinds of
[48:55] things I can think of that would be beneficial to have over there if you had
[49:01] somebody to run that. But we don't want to we don't want to turn people away
[49:06] from the possibility of a business. >> Thank you, Dian S.
[49:11] » That's a tough one. It's just too tough to
[49:14] » It is a hard decision. >> I don't know enough about it. I
[49:17] understand exactly what you're saying. Didn't you worry about zoning? I don't
[49:23] know what else. I have I have I have I have
[49:26] » I don't want any growth, but that's me. I
[49:28] » No, we need Okay, but D, let me let me stick here. We We've got
[49:32] » What we have to understand is that >> we want development. Yeah,
[49:36] » we want growth. We need it. Without it, we will starve to death. That's just a
[49:40] fact. That said, if we don't have parameters in place, this will be a
[49:46] free-for-all. And I'm not okay with that. That's irresponsible. It's
[49:51] reckless to panic and say, "Well, we can't do this and they can't do that,
[49:54] and if we don't give a developer exactly what he wants today, no, we've got
[49:58] faceless corporations here now buying up thousands of acres worth of land. We've
[50:02] got PUDs that have gotten snuck in. There's no way on God's green earth I'm
[50:07] going to say, let's go ahead and start reszoning the commercial." That's
[50:10] foolish. So, my opinion is the moratorium needs to go in place. The
[50:14] planning commission needs to take this seriously. Give us some direction and
[50:18] quit acting like we write a blank check here because I'm not okay with that.
[50:22] » What I'm saying that is a tough thing. >> It is a tough I'm not saying I'm against
[50:26] the moratorum. I do think we need to figure it out when it comes back to the
[50:30] planet and I don't think we should be reszoning right now until we figure out
[50:35] a few things. >> And I'm concerned that over 30
[50:38] properties now have been purchased. seven from one LLC and 20 well a total
[50:45] of 30 >> there there's there's something going on
[50:48] behind the scenes here and I'm not okay with it
[50:50] » and I'm where I'm concerned what what are we looking to do or who are these
[50:53] people and >> n we need direction we need parameters
[50:56] tough >> I understand what you're saying but it's
[50:58] like >> I guess I can see both sides of it here
[51:02] guys we don't have any control over who buys the land unless you want to buy it
[51:06] yourself >> so that's why zoning is doing what
[51:11] they're doing right now and updating everything and going through that's why
[51:14] the PUB rulings went into place so we had a little more control
[51:19] » we are working the right direction and I'm not necessarily against the
[51:23] moratorum >> with the with the parameters in there
[51:27] but there's another part of here that we're not addressing is how are you
[51:31] going to give the planning commission then the tools that they need to be able
[51:36] to do all of this and get it done in nine months
[51:40] because that's what you're saying. We're going to hold it for 9 months and in
[51:43] nine months time you're expecting us to be completely done with all of the
[51:47] zoning reworks plus redo the the um master plan.
[51:55] » That's a great point. >> Well, I would I would I would like to
[51:58] offer a point of clarity here on the ordinance u and I can't speak. First of
[52:02] all, I know you guys have done a lot of work and you've been doing a lot of
[52:05] work. getting close on the ordinance, >> but the ordinance itself, if if the
[52:09] planning commission had actually stuck to the core ordinance instead of putting
[52:14] all this extra stuff in there, you'd have been done already.
[52:17] » Yeah, but all of that >> I know the ordinance. No, no, don't
[52:19] don't interrupt me. I listen to you. The ordinance would have been done already
[52:23] if we hadn't put in shipping containers, setbacks, PUD, short-term rentals, all
[52:27] this other stuff. You hired this guy to get the core ordinance repaired and
[52:31] done. That was supposed to have been done last year. So if the planning
[52:35] commission would stick to the core ordinance, get it passed, then we can go
[52:39] into reorganizing and adding other stuff, could do that at the same time
[52:43] you did the master plan. That way they both synchronized together and it
[52:47] wouldn't be a time crunch. But waiting year after year after year to put off
[52:50] something and say that's reason enough to say, "Okay, green light on
[52:53] development." Not going to fly. I'm not okay with that.
[52:58] So I'd like to take a vote on this. Let's decide whether or not we're going
[53:02] to pass the moratorum. and I'll read what it states.
[53:04] » Well, why is it nine months? Should you say it should be longer?
[53:08] » I'm saying I don't know. I think you can do it. I think you can do it in 9
[53:13] months, but you're going to need the help of somebody like our our planning
[53:19] coordinator that we've got that's doing it that has the experience in the master
[53:24] plan side of it and doing actual expansion planning.
[53:29] » Yeah, >> that's what you
[53:30] » that's going to cost money, too. So here's the antenna. This is the next
[53:34] September, October, November, December, January, February, March, April. Next
[53:39] eight months, a lot of us aren't going to be here. We'll be your spot. Yes. I
[53:42] mean, you folks in the audience, some of those will be here to maybe there'll be
[53:45] a public hearing, who knows what. Nine months seems like it's going to be
[53:49] springtime. Okay. And we'll get that same from the people who are not here
[53:53] saying, "How can we do this in the middle of winter?" Well, we can do it in
[53:56] middle of winter, but nine months to me seems real short. I was surprised to see
[54:00] it. I thought we were talking two years. >> Well, uh, council, we can extend that.
[54:05] Although council said we do this in shorter interims because we don't want
[54:08] to interrupt the flow of progress like the planning commission because these
[54:11] guys are meeting what two or three times a month
[54:15] that >> so we don't want to disregard their work
[54:19] with too much time limit on this. >> We can extend that still.
[54:25] » I think nine months is doable. My point is we need the tools to do it and that's
[54:31] going to mean and a person >> it's going to be somebody that has more
[54:36] experience in this than we do. >> Correct. I agree with that.
[54:38] » So we can extend it >> if we needed to. Okay. I say all right.
[54:42] I like that. All right. I just want clarification.
[54:44] » All right. >> And respectfully, Mr. supervisor. Part
[54:49] of the things that were put in there were put in there because it was
[54:52] recommended that it is lacking in our in our zoning ordinance by the consultant
[54:58] that were working and that it needed to be in there and added at the time.
[55:04] » Uh respectfully in regard to that the shipping container and the the steps
[55:08] that was done before. Yes, >> I was there. I do remember. But the
[55:12] other things, yes, the the PUD and I watched the video. I heard him
[55:16] specifically say that that needed to be in it. So, thank you for that
[55:19] clarification. >> U
[55:24] without objection, we'll >> uh before that u what about your
[55:28] question about be about being redundant here in the book with the big wrench? Is
[55:32] that something >> that doesn't you said ourselves? It
[55:37] probably doesn't >> doesn't matter.
[55:39] » Doesn't mean anything that much one way or the other.
[55:42] » If we it helped, >> but it is a point that it's not really
[55:45] something that needed to be typed. I don't understand.
[55:47] » We want to make a change and we won't be able.
[55:49] » Well, if it confused me at first, it's going to confuse other people.
[55:53] » Okay. [laughter] I'm sorry. Well,
[55:56] » what are you saying? No, I'm not. No, I'm easily confused. So, anyway, okay.
[56:02] Let's make the motion. And when you if we pass the motion, I'll read out the
[56:05] points of it that we need to be on the record with. Um I would make the motion
[56:10] that we do pass the ordinance, the 9month moratorium on reszonings. Do I
[56:16] have a second? >> Yes.
[56:18] » Please call the role. >> Roll call. Salad.
[56:22] » Yes. >> Tom,
[56:23] » yes. >> Damian,
[56:24] » yes. >> Myself,
[56:26] » yes. Um may I follow up with a second motion along with that then? I would
[56:33] also make a motion then that the board approve the planning commission to start
[56:37] looking for and getting estimates for >> direction from the planning commission
[56:41] » somebody to help us do this m >> and in fact uh Greg Ransford he's
[56:47] already sent in an email stating that we would have to reconsider that because
[56:52] what they're doing is ordinance right now and we if we did planning that would
[56:56] be a different type of contract. So yeah. So, let's do the let's do the
[57:00] first one. The first motion first and then we'll take that. I think that's
[57:03] solved. >> We already did.
[57:04] » We did. I second her motion, >> but we got a poll of vote.
[57:07] » I did. >> We did. We did.
[57:08] » Yes. >> Told you I was confused.
[57:11] » Then, uh, let me read a few things here. >> All right. Uh, in the past, the
[57:17] commercially zoned areas for the township not defined a definite pattern
[57:19] nor were carefully planned. Given growth on the island, it may be necessary to
[57:22] resone additional parcels for commercial development and use on a limited basis.
[57:29] Um, given all of the above, the township finds it is prudent and reasonable to
[57:33] enact a limited and temporary moratorium regarding the reszoning of any property
[57:37] to the C1 mixed commercial of the C2 general commercial zoning districts
[57:41] until the above matters are resolved. During that time, this will be on page
[57:45] three. That time the moratorum created pursuant to this ordinance is in effect.
[57:50] There shall be no lot, parcel, or property reszoned to either C1 mixed
[57:55] commercial or the C2 general commercial zoning districts.
[57:57] » That's correct. While the moratorum in this ordinance is in effect, neither the
[58:01] township nor any township official, employee, board, body or commission
[58:05] shall process any application nor shall any issue any reszoning or zoning
[58:10] approval permit, liquor license, building permit or other township
[58:15] license or approval for any of the reasonings prohibited in section three
[58:18] of this ordinance. This moratorum shall not apply to any areas of properties
[58:22] already zoned as either C1 mixed commercial or C2 general commercial
[58:27] under the zoning ordinance. Down in section 7, this moratorum shall be in
[58:32] effect for 9 months following the effective date of this ordinance. This
[58:36] is an ordinance to impose a temporary moratorum on the reszoning of any
[58:40] property to either the C1 mix commercial or the C2 general commercial zoning
[58:44] districts as well as a moratorium prohibition of any blah blanc township
[58:48] zoning approval permit or license for any such resigning.
[58:54] That'll be in effect. Now, the motion you would like to make is
[58:59] » I would like the um township board to give the plan commission authority to
[59:05] get some estimates and to seek out a consultant
[59:09] » to help us with this. >> Yes, ma'am. I'd make that motion.
[59:12] » Second. >> Second. Please call the role.
[59:17] Yes. >> Sally. Tom.
[59:19] » Yes. Danielle. >> Yes. Yes.
[59:25] All right. Thank you, man. It's good thinking, too.
[59:31] Ask him if he's got a busy winter planned.
[59:37] Okay. Farmers market uh post Labor Day. This issue is uh
[59:44] pertinent to the equipment that is being moved from Rereath Riley from the marina
[59:50] to the airport to begin the airport project runway construction. Uh the
[59:56] biggest concern right now in terms of transit transiting that equipment,
[1:00:00] they've got a paper, heavy aggregate trucks, an asphalt planted, all kind of
[1:00:05] heavy stuff that's coming through here. And uh the biggest concern for that
[1:00:09] would be obstacles in the road, vehicles parked on the side of the road from the
[1:00:12] marina all the way to the airport. Uh our biggest obstacle as a township to
[1:00:17] address and that as far as I can tell would be farmers market parking. So, I'm
[1:00:21] going to ask the board. I'm not sure when their last day would be after Labor
[1:00:24] Day anyway, but I would ask the board to uh make the decision together that uh
[1:00:33] after Labor Day there are no more farmers markets to make sure the road
[1:00:36] remains open through here as wreath rattle begins hauling that heavy.
[1:00:41] » Yeah, it is. Okay. But just in case and we'll communicate with anybody else, any
[1:00:46] vendors, any farmers in Shabboan so that way nobody shows up have not been told
[1:00:51] » we're worried about because they usually come in to support
[1:00:59] » that we're talking farmers. Yeah. >> Yeah.
[1:01:03] » And we can also put a note out to any of the other businesses like knives
[1:01:08] whatever anybody on that stretch and let them know this is heavy equipment coming
[1:01:11] through. We do not want vehicles on the side of the road there and we do
[1:01:15] whatever we can to work with Boston law enforcement to keep that an issue.
[1:01:20] You've got a shinook helicopter you can just drop
[1:01:24] this way. >> Yeah. [laughter]
[1:01:28] » Should what? Move the farmers market to the trans station.
[1:01:32] » Carl, you okay with that? [laughter] He says no. Can't do it
[1:01:36] » as long as you get free. >> Well, let's let's make the motion that
[1:01:39] way. we just make the decision definitive and we can put the word out
[1:01:42] to people so that we don't waste any of their time with our energy. That be okay
[1:01:47] with y'all. >> So moved.
[1:01:49] » Thank you. We have a second. Thank you. Please call the roll back.
[1:01:55] » Call Sally. >> Yes.
[1:01:56] » Tom. >> Yes.
[1:01:57] » Samuel. >> Yes.
[1:02:01] [clears throat]
[1:02:03] » Okay. Then, um,
[1:02:07] finally, we've got the increased internet package for the marina. I don't
[1:02:10] have the exact contract here. Do you have it? I know the amount was
[1:02:13] originally $39 or something. Uh, TDS for them to go from there 15 megabytes per
[1:02:19] second uh, internet speeds to 300 megabytes per second internet speeds,
[1:02:25] mainly for the marina so they can handle their security cameras and get higher
[1:02:28] speed data. The cost was just ballparking. I think $39 a month to
[1:02:34] increase to 900 or 900 >> $99 a month. I'm sorry. $99 a month.
[1:02:40] » Yeah, it's pretty pretty impressive service. So, but the Harbor Commission
[1:02:45] » the Harbor Commission uh did vote to approve and recommend that to the board.
[1:02:49] So, >> notes that's all the notes I have is
[1:02:52] that it would increase to $99 per month or 24 month contract. The router is
[1:02:58] free, the adapters and all of that's free. So,
[1:03:01] » yep. And that's they verified on the phone. I was with Brooke with TDS. It's
[1:03:06] just a matter of hooking this over to the new router and stuff like that.
[1:03:09] Their internet speed's going to go up out there. No other boss is associated
[1:03:12] with it.
[1:03:16] » You can't remember what exactly their cost is right now. I want to say that
[1:03:21] their cost right now is about 16 minutes.
[1:03:24] » That's what I'm saying. It sounds more like it wouldn't be about a 30.
[1:03:29] » Okay. Okay. All right. Uh, and that'll put their cameras in
[1:03:36] operation. Realistically, they've got seven high-speed cameras that upload
[1:03:40] high high definition video to the cloud and 15 megabytes per second is not going
[1:03:46] to handle that. Not at all. So, um, we did do the work on that. I've been
[1:03:51] involved with that with TDS. I have the contract on that and it is as valid. So,
[1:03:56] I would make the motion to go ahead and give them that they need to get started.
[1:04:01] Do I have a second? >> Second. Thank you, sir. Would you call
[1:04:04] the LO, please? >> Paul Sally.
[1:04:06] » Yes. >> Um,
[1:04:08] » yes. >> Damian,
[1:04:09] » yes. >> Yes.
[1:04:12] » Motion's pass. Thank you. >> Uh, Mr. Wyvernowski on behalf of the
[1:04:18] harbor also sent a request
[1:04:22] uh and an email. >> Mr. What did I Who did I say?
[1:04:27] » Mr. Wyvernowski needs to read his emails and make sure he doesn't type his name
[1:04:30] up as Mr. Lauer. So, it's been a long day.
[1:04:34] » Yeah. >> Uh Tom Low,
[1:04:36] » right? >> Quote, I would like to add one thing to
[1:04:38] the agenda. Every October, the DNR waterways division has a statewide
[1:04:43] harbor masters meeting. Last year, we collected much needed information which
[1:04:46] led to the grant we obtained. I would like permission to attend again this
[1:04:51] year, October 12th, 13th, and 14 in Alpena. The cost will be under 500 for
[1:04:56] three days of travel, meals, and hotel. Now, to this, I'm going to respond
[1:05:00] directly before asking the board to take a vote on it. I've looked at the budget
[1:05:04] for the Harbor Commission, and uh I think Mr.
[1:05:09] and his uh his fellow harbor commission folks need to explain to the board how
[1:05:13] they intend to pay for this out of which accounts it's going to come and have
[1:05:16] some accountability to the township on that.
[1:05:19] » Anybody else have anything to add? >> They are so overbudget right now. I
[1:05:25] can't I mean there are needs and there are wants and there are this is not a
[1:05:30] need. >> Yeah. I mean, I know that there's
[1:05:33] benefit in it, but I don't know what what part of the budget he wants me to
[1:05:37] take it from, >> right? Try to get the accounting
[1:05:39] somehow. >> Can we do it again in a couple weeks
[1:05:43] possibly? I I can provide we can pass that along to him and I can provide him
[1:05:48] a copy of the revenue and expenditure reports the way they are right now and
[1:05:53] having bring it back to the board with an answer as to
[1:05:58] » what the recommendation is that they take it out of
[1:06:02] » Okay. Would you be okay with that table for
[1:06:04] » Oh, sure. Do that. >> Motion table.
[1:06:08] » Have a second. Second call. Got to get back to my piece of paper to
[1:06:14] motion 19 of >> the committee.
[1:06:18] » Yeah. Two weeks from now, three weeks if >> with the request that he give us
[1:06:24] » right >> the account details.
[1:06:28] We do need to pay attention to >> as our own
[1:06:32] » is is it legal to like I have travel expense money don't in my account which
[1:06:37] I don't use don't spend like like MTA conferences or whatever.
[1:06:43] » Well, I can look and see how much that I don't think you have that much in yours
[1:06:46] either right now. >> Okay. Because um maybe we didn't budget.
[1:06:50] If we did that, we would have to do it with a budget amendment that would
[1:06:54] actually move it from one fund because it would be moving from
[1:06:58] » um the general fund to the marina, which is not a good thing.
[1:07:03] » I'd like to see a bill, but exactly the >> Okay. Right. So, we have a I didn't I
[1:07:08] didn't catch who did, but we had a motion to table and a second.
[1:07:11] » A motion to second it. >> Second, Sally.
[1:07:16] » Okay. Uh roll call. Sally. Yes. Tom. Yes.
[1:07:20] » Damian myself. >> Damian, do you want to respond to him or
[1:07:24] you want me to respond to him with the report?
[1:07:25] » You did the last one. I'll do this one.
[1:07:40] » An upate report for you. Mhm. Work.
[1:07:51] All right. Correspondence and meetings. >> I don't have anything special.
[1:07:56] » Anything else? Correspondence and meetings. Good. Leaison to the Harvard
[1:08:02] Commission. >> Um I missed the last time I wasn't here.
[1:08:05] So, >> okay. Here's the
[1:08:07] » All right. Uh any board department comments who could I don't Fire's not
[1:08:12] here. >> Airport's not here. I have a question.
[1:08:15] » Sure. Was the DNR on the island last week? You know, I thought I could have
[1:08:18] swore I saw a side by side. He looked like the DNR guy. I'm just curious.
[1:08:23] » I'm not aware. >> They come once.
[1:08:24] » It's possible when I >> I'm just curious.
[1:08:28] » Huh? >> Why you hiding your deer?
[1:08:32] » Yeah.
[1:08:35] » Yeah, I saw that. >> One sec. What's that thing?
[1:08:38] » We got law enforcement. >> Yeah. Uh nothing really to report, but
[1:08:41] reference TDS. Is that are they the same people that would help with figuring out
[1:08:46] that correct issue and has anybody talked to the county?
[1:08:49] » I I actually I just got a message into them today to send a tech over uh in
[1:08:54] fact I talked to Brooke to come over and figure out what's happening over here at
[1:08:57] the phone lines at least and then we've got higher speed internet coming this
[1:09:01] way. >> And then I have talked to the county to
[1:09:05] let them know that we've got to have TGS come out and look at the whole thing and
[1:09:09] you're not the only one. I mean there's an issue with the clinic line and
[1:09:13] everything. So >> yeah, we can't even log into the wagon.
[1:09:15] » We'll come out with a whole list of things that have to grass.
[1:09:23] » Anything else to report though? Yep. >> No.
[1:09:27] Well, did you get a uh email price or get an extra see if we can get it extra
[1:09:35] done? >> I haven't gotten anything from them at
[1:09:37] all. I don't have a contact. Do you have an email contact there?
[1:09:42] » Yes. Or not? Matt, I Matt, >> you just have a phone contact?
[1:09:46] » Yes, I actually got her like two days ago. [clears throat]
[1:09:50] » They haven't called and left any messages here and I haven't gotten any
[1:09:53] kind of email. If you call her again, give her my email address.
[1:09:57] » Did you alert? >> TDS.net. Yeah. Nope. Haven't heard
[1:10:02] anything. >> Uh, would you I'm gonna write down my
[1:10:05] email address. Do it again. Send it to her and send it to me. Forward them to
[1:10:10] both of us. See? Yeah. I mean, everything slowed way
[1:10:14] down. It did fine. But I want it now for next year. So,
[1:10:18] » right. >> Now's the time to do it.
[1:10:24] » I'll give you my email here after the meeting. Anyone else for department
[1:10:27] report? Oh. Um, I can give you a little update on the airport. Um,
[1:10:34] Chris Bears informed me that he had a conversation with Mr. Joe that in terms
[1:10:39] of the concrete steps they were originally discussing, they may decide
[1:10:43] to go with wooden steps because those might just be not only cheaper to
[1:10:47] install but easier to maintain. There's any sort of sinking or sagging in the
[1:10:51] soil there over time as tends to happen. Be easier to repair this with wood
[1:10:55] instead of concrete. Easier to install it, too. So, we'll wait to hear back
[1:10:58] from those two on a number. Uh Mr. Juul, after receiving the letter the township
[1:11:04] sent him, um >> Oh, yes. couple weeks ago got got pretty
[1:11:08] active and appeared to go out there and start making some progress. Then I got a
[1:11:12] picture that he busted looked like a maning cylinder on his big machine. So
[1:11:16] we're uh we're kind of trying to keep a straight face here. But
[1:11:21] anyway, um he's he's appears to be underway, but I also think that in the
[1:11:27] interim, depending on how this goes, we may need to with Chris Beers look into
[1:11:33] some other options to getting this stuff cleared out.
[1:11:36] uh what those are. I'm not even going to speculate right now because that's a
