and uh we have Mr. Justin Tabour and

for having us here this morning. Uh I'm
[15:25]
Brandon Stubs. I'm the planning and GIS
manager for NFPS and this is Justin
[15:29]
Taber and we're going to go over the
subdivision regulations.
[15:35]
uh amendment. Um as y'all are aware, uh
we had a workshop back in February 3rd
[15:41]
of 2026
um where we met with y'all and reviewed
[15:44]
all the proposed changes. That was the
ones that were, you know, being proposed
[15:50]
now and and in the future um after
Senate Bill 180. Um potential amen
[15:56]
amendments discussed in the workshop
include revisions to several items
[15:59]
including updates to [clears throat]
address statutory changes establish
[16:03]
master planning and phase planning uh
establish uh requirements for
[16:08]
subdivision of land in certain instances
uh clarifying utility connection
[16:12]
requirements and establishing
requirements for inspection for new
[16:16]
infrastructure.

Um at the conclusion of that workshop um
it was uh proceeded by the board that we
[16:25]
would um identify the amendments that
could be adopted uh under one Senate
[16:30]
Bill 180 and those that could not. Um,
and if you recall, Senate Bill 180
[16:36]
precludes the local government from
proposing or adopting an amendment to
[16:39]
its comprehensive plan or LDRs that is
more restrictive or burdensome or
[16:44]
proposing or adopting a more restrictive
or burdensome procedure concerning a
[16:48]
review or approval. Um, so that's what
we've done. We've gone through all the
[16:53]
proposed changes. we identified um and
confirmed with your county attorney uh
[17:00]
which uh changes we could you know make
and felt like that were we're were not
[17:05]
more burdensome and then that's
[clears throat] what we're proposing
[17:10]
here today and then once we get back to
you know not under control on Senate
[17:16]
Bill 180 we'll come back to this board
with the additional changes that the
[17:20]
board requested at this time I'll turn
over to Mr. Taber.

» So again, as uh Mr. Stepp said, my name
is Justin Taber. I'm a senior planner
[17:28]
within FPS. Um so as he just noted, uh
what we are proposing uh we believe is
[17:33]
compliant with Senate Bill 180 based
upon our review and uh consultation with
[17:37]
your uh legal staff. Uh so we do believe
that we're in compliance with that. Um
[17:42]
primarily, uh there are three areas that
we're addressing as uh more substantive
[17:47]
changes. Uh one is compliance with
Senate Bill 784, which I'll get into in
[17:50]
just a moment. Um and then the other two
points are clarification of your
[17:53]
existing current procedures and also
clarifi clarification of existing text.
[17:59]
Uh so moving on to Senate Bill 784.
Uh this particular uh bill required that
[18:05]
local governments must review, process
and approve plat or replat submitts
[18:09]
without any direct approval by the
board. It's now an administrative
[18:13]
process. Uh so what we are proposing is
that your LDR administrator will be
[18:17]
designated as the administrative
authority that would be reviewing final
[18:20]
plats. You'll still continue to see
preliminary plats on larger
[18:23]
developments. Uh so that will still
continue to go through that process.
[18:27]
There will be a public process but the
final plat process is more ministerial.
[18:31]
Uh at that point things are pretty uh in
place with the plat. So I believe that's
[18:36]
really the intention of the statutory
change.
[18:40]
Uh moving on uh next uh more significant
change uh we are proposing to uh more
[18:46]
clearly define your lot split
procedures. Uh with this we would be
[18:50]
establishing a specific procedure for
lot splits uh creating an exception uh
[18:55]
which would allow the division of a
single lot and this would be limited to
[18:59]
creating no more than two lots. Uh the
current process is somewhat in your code
[19:04]
but it's not really fleshed out
completely. So this would make it more
[19:07]
of a defined process.
[19:11]
Uh moving on to the approval of
construction plans. This kind of uh
[19:14]
lines up with the Senate Bill 784
changes uh and would be comparable to
[19:19]
that but at a more local level. Uh we're
proposing to change the approving entity
[19:24]
for construction plans from the
commission to the LDR administrator. Uh
[19:29]
your construction plans are the
administrative draw or the uh
[19:31]
construction drawings for the
subdivision. So, they're engineered
[19:35]
drawings, uh, very technical and not
really something that gets to the level
[19:40]
per se of, uh, policy decision. Um, and
that's also fairly common across the
[19:45]
state that construction plans are
usually administratively approved. So,
[19:48]
we're proposing that to put you more in
line with, uh, with your peers.
[19:57]
And, uh, at this time, uh, I'll let Mr.
Stubs addressed the compliance with
[20:02]
human development regulations and the
specific uh provisions that are there.
[20:09]

So, excuse me. Uh compliance with your
LDRs begins with section 16.2.2.
[20:18]
Uh it sets forth criteria for which uh
amending the text of LDRs. Um when
[20:24]
pertaining to the proposed ordinance of
the LDRs, the planning zoning board
[20:28]
shall consider one the need and
justification for the change to the
[20:33]
relationship of the proposed amendment
to the pro uh purpose and objectives of
[20:37]
the comprehensive plan and then with
consideration as whether proposed change
[20:42]
would further the purpose of the LDRs
and other ordinances, regulations and
[20:47]
the action designed [snorts] to
implement the comprehensive plan. Um,
[20:53]
two, respond to the uh or excuse me,
three, respond to change of conditions
[20:57]
within the county subdivision
regulations to provide commonly accepted
[21:01]
and typically pro uh provisions to
provide and implement procedures for the
[21:05]
land division of land and address
changes in statutory requirement. Ensure
[21:10]
county uh subdivision regulations are in
line with Florida statute.
[21:17]
So,
where's this all come from? It all comes
[21:20]
from chapter 163 Florida statutes which
requires that the local governments
[21:25]
establish um procedures for the
subdivision of land. Uh the
[21:30]
comprehensive plans required to include
provisions which discourage or
[21:34]
proliferates urban sprawl and standards
and criteria set forward in LDR are
[21:39]
related to the regulation of
subdivisions of land and are the
[21:44]
components is discouraging the
proliferation of urban sprawl. And
[21:48]
lastly, based upon these amendments, the
C to ensure the county subdivision
[21:52]
regulations are appropriately addressed
in uh the proliferation of urban sprawl.
[21:59]
U staff's recommendation this morning is
to approve the proposed amendment
[22:04]
scheduled the second public hearing for
September 22nd.
[22:10]
And if you have any questions, we're
here to certainly answer them. if you
[22:14]
have any specific questions about the
text changes.

just in what you quickly uh outlined for
[22:23]
us then it would uh shift the
administrative review for the plaques to
[22:28]
the the administrators of the
professional services and also for the
[22:32]
review of the construction um
that would be taking place.

administratively. So that would be
[22:41]
reviewed by your county surveyor, your
county engineer, your staff. And so it'd
[22:46]
be reviewed in for compliance with not
only sound engineer practices, storm
[22:51]
water and all that that's within your
land development regulations, but for
[22:57]
you know uh co- compliance within your
LDRs for planning matters as well. And
[23:02]
that you indicated that that would make
it consistent with what other
[23:06]
surrounding um counties are doing.
>> Correct. Yes, ma'am. And uh it's pretty
[23:12]
typical that um preliminary plat do go
before um boards and commissions um just
[23:19]
because you're approving the whole
concept of the layout, right? So the the
[23:23]
the board has a little bit of say in the
preliminary phasing of subdivision that
[23:30]
would give you the u option to make
comments or um changes to a preliminary
[23:36]
plat. Then once that's established then
they apply for the construction plans
[23:41]
which is just a like Mr. Taber said a
technical document that is an engineered
[23:47]
set of plans that it's it's black and
white really. You got all your standards
[23:53]
for design are in your LDRs.
Um whether it be storm water, streets
[23:59]
and roads, the grading, paving, how wide
the road is, how what the subbase is. I
[24:04]
mean, every technical aspect of design
is in your LDRs. And so essentially what
[24:10]
that document, the construction plans is
is just reviewing to make sure that they
[24:14]
meet all those technical specifications.
And those are specifications that this
[24:17]
county has designed to protect the
county and its citizens from having to
[24:22]
go back and have faulty roads being
paved and just them somebody going out
[24:26]
there and just doing a terrible job at
paving, right? So, we don't want um the
[24:31]
county don't want to have to accept
roads that 5 years down the road is
[24:34]
going to have to go and repave again. So
um that's where all your technical
[24:38]
standards come from is sound engineering
practices and standards that make for
[24:45]
longevity of roads and streets.

» So Brandon, in the um when we talk about
the roads and the standards for the
[25:01]
roads, was there a separation between
seasonal high and the base material so
[25:07]
that there was not like again like you
said, somebody coming in and just
[25:10]
putting down, you know, prepping a
subgrade and then putting down, you
[25:14]
know, 8 in of lime rock and then, you
know, having that water infiltrate into,
[25:19]
you know, the base material and degrade
the base material. Was there something
[25:23]
in there that was uh you kind of a
guideline for that?
[25:27]
» No sir, but that would also be something
that would be representative within your
[25:32]
storm water calcs and in your storm
water requirements. So it may not, you
[25:37]
know, have a certain standard like you
have to be so many inches above the mean
[25:40]
high water table. But obviously if
you're building a subbasin below the
[25:46]
mean high water table, you're going to
have comp compaction issues. So, I think
[25:52]
what really addresses that is if when
you have like a LB40 compaction rating,
[25:58]
you're not going to get that if the if
you're grading down and you're putting
[26:02]
lime rock in the middle of water, it
just ain't going to happen. So, the the
[26:06]
engineering would automatically have to
build that
[26:08]
» road up in order to meet um certain
criteria for compaction and um you know,
[26:15]
the thickness of the base.
>> We just we have existing roads that are
[26:18]
like that. And that's why I was asking
because, you know, there's
[26:22]
» once that lime rock starts to fail, then
you start to have your potholes and
[26:25]
everything else. And so, you know, and
and we're seeing that. So, and those are
[26:29]
roads that, you know, we're having to
put money back into.
[26:32]
» And so, again, just wanted to know if
there was anything that that you
[26:36]
specifically had in there. I know other
counties do have a separation like a
[26:39]
twoft separation. So,
>> just didn't know if you had come across
[26:43]
anything like that. So,

personally never seen that in in in a
code, but not saying that. Uh like I
[26:50]
said, I'm sure there are people that put
that in there, but typically when you're
[26:53]
doing your storm water plans, you have
to establish what that high water table
[26:59]
is based upon your soil borings and all
that. And you know, good sound
[27:04]
engineering practice. If you're
reviewing that, you're going to see that
[27:06]
in their storm water calcs what the mean
high water table is going to be and be
[27:11]
able to look at that elevation versus
your lime rock base elevation. So, um
[27:16]
it's something that would definitely
have to be reviewed by an engineer and
[27:20]
make sure that that separation is there.
>> So, that goes back to the review from
[27:24]
the um I guess from the administrator
then and then also the uh design team.
[27:30]
» Correct. Your your whoever your review
engineer would probably be the best to
[27:33]

» While we're redoing our LDRs, is there
any way we could put something in here

to protect us from data centers?
>> Um, well,
[27:52]
data centers getting into a touchy
subject. Um, so I'll kind of go through
[27:57]
what I have learned about data centers.
Yes, we can we can review your LDRs and
[28:03]
we can come up and draft um sound
regulations to address data centers. Um
[28:10]
and it's my understanding that currently
your LDRs have nothing that address it.
[28:17]
So, um, if you looked at the LDRs from
the strictest sense, that means data
[28:22]
centers are not permissible within the
county because it's not defined in your
[28:28]
LDRs and there's no provisions for
permitting one. Um, so it would be kind
[28:34]
of hard now to approve a data center
because the way your code's written. So,
[28:39]
with Senate Bill 180, it says you can't
do anything more restrictive or
[28:43]
burdensome. However, I would argue that
if you are actually drafting regulations
[28:49]
to allow
data centers under certain circumstances
[28:54]
with these certain regulations, I would
say it would be less burdensome because
[28:58]
now you're actually allowing them versus
not allowing them before. So, I think
[29:03]
there's an argument to get away with um
creating regulations for data centers,
[29:08]
but uh ultimately I would leave that
interpretation up to your county
[29:11]
attorney.

Stark. I'm a little confused because um
[29:48]
this item was as far as I can tell I I
was never able to find an agenda and I
[29:54]
saw no notice that what this uh event
was. So if that notice was not
[30:01]
published, I'm not sure you are in fact
in compliance with the sunshine law. But
[30:06]
more importantly, there are some I find
uh the information that was presented by
[30:12]
the consultant in an August 4th, 2026
memo that is actually on the uh county's
[30:20]
uh planning and zoning website. uh
somewhat confusing and one of the issues
[30:26]
is that uh they are uh switching uh the
approval from the board of county
[30:33]
commissions to the county manager. I
think this is a bad idea. I think the
[30:37]
final plat approval should come be still
be with you the the county commissioner.
[30:43]
So I'd hope you would revisit that.
Uh
[30:48]
the note that they say uh goes with that
says that this was required by the
[30:53]
Senate bill 784. I don't believe that's
what 784 requires.
[30:59]
The problem is that as you go through
the document then uh you have uh the
[31:06]
county manager is actually uh almost
never included in the land development
[31:11]
regulations with respect to being
involved with these decisions and so
[31:17]
it's not real clear how this process is
going to work.
[31:22]
The other really significant change is
this new committee that's that's
[31:25]
recommended in the uh uh what's being
proposed to you but there is no
[31:31]
information about how that committee
will be formed, how that uh committee
[31:35]
will uh uh function and who is going to
be on that committee. So I would urge
[31:41]
you to uh in fact table this and see if
you can get some clarifications about
[31:47]
some of these items. The uh
other issue that uh
[31:56]
is that at one point they say the u
they're talking about uh compliance uh
[32:04]
with the comprehensive plan. The
comprehensive plan policy uh V3.2 two uh
[32:12]
states, "The county shall submit
proposed subdivision plats to the soil
[32:16]
and water conservation district and
request the district's review and
[32:20]
comments regarding topographic
hydraologic vegetative cover factory in
[32:25]
order to identify procedures for the
protection and conservation of the
[32:29]
natural functions of soils by the
proposed development. This is not
[32:33]
referenced in the material that uh
the proposal that's currently before
[32:39]
you. It's actually important that you
you need to go in and amend your
[32:43]
comprehensive plan to rem to delete that
provision.

>> Yeah. So, the administrative function
[32:57]
that is a part of Senate Bill 754,
nothing we can do about that. State
[33:02]
statute now preempts that. So, um, this
board a while back had adopted a
[33:08]
resolution adopting Mr. Scott Cornnegay
as the county manager as the LDR
[33:12]
administrator and in that um, it makes
him the design. So, that's why we put it
[33:17]
in there, but he can delegate that
authority to um, the LDR administrator
[33:24]
uh, function to the planning director or
uh, who he sees fit. So, yes, that is a
[33:28]
proper channel regarding the issue with
the comp plan. As you know, we are
[33:33]
currently amending your comp plan and
that is one of the things that is
[33:37]
actually being stricken from the comp
plan because it is out of compliance
[33:41]
with um a ruling back in 2012 um where
the state statute says you cannot rely
[33:47]
on any other government authority or
approvals before you issue your local
[33:52]
government approval. In other words, you
no longer can you rely on uh requiring
[33:57]
the water management district to approve
something before you approve it. So
[34:01]
that's going to be stricken because
that's a viol it violates floor statute
[34:04]
anyways under current standards. But
we're in the process amending your comp
[34:08]
plan. So that'll come later on. Um and
regarding uh the last issue was the
[34:16]
um I'm sorry I couldn't remember the
second issue here.
[34:20]
» Oh the committee. Yeah you already have
that established. That committee is been
[34:24]
established. You already got rules,
regulations and procedures for the TRC
[34:28]
committee. And so that is uh a committee
that is made up with the county
[34:33]
manager's discretion of uh county staff
and um you know who he sees fit to
[34:39]
review like your public works, your
roads department, your infrastructure,
[34:43]
your planning and all that is makes up
the um TRC. So that that committee is um
[34:50]
again under the delegation of the county
manager.

I just wanted to ask, it sounds like we
um we do have an LDR administrator and
[35:33]
that's Scott Corn. I I don't know if
that's the best person or not or best
[35:40]
office or not. Um do we have a county
surveyor is my other question.

that you can answer? Um Mr. Tableart?

Um, so the the reason why the county
manager is the LDR administrator is
[35:57]
because it's actually the county in the
resolution, it's the county manager or
[36:01]
his or her design. And the reason why
it's that way is just like recently
[36:06]
you've had um a little bit of turnover
with the planning director. And so if
[36:12]
you don't have a planning director
actively in the role, then if you
[36:17]
delegated that authority to the U
planning director, then right now you
[36:21]
would not have an LDR administrator and
you'd be in a world of trouble. So to
[36:25]
keep things moving and be able to have
that ability to interpret the LDRs and
[36:31]
have somebody that has the official
capacity to do that, that's delegated to
[36:36]
the county manager. And then when you
have a planning director, then they the
[36:40]
county manager can direct that authority
to the planning director in that
[36:45]
position. So that's why it's done that
way is you don't ever want to gap if you
[36:49]
don't have a planning director because
if you directly make the planning
[36:53]
director and something happens like now,
y'all would be stuck without somebody to
[36:57]
be able to actually give people
interpretations of the LDR zoning
[37:01]
information. I mean, so it's kind of an
important important position to be able
[37:08]
to have that. So you don't want to not
have that um in in this case. So that's
[37:13]
that's the primary reason.

[37:19]
um having a a surveyor. To my knowledge,
[clears throat] we've had a standing
[37:23]
county uh surveyor for years. So is that
has that changed?
[37:27]
» Um I'm not aware of that.

the board. Again, my name is Justin
[39:08]
Taber. I'm a senior planner with uh
North Florida Professional Services and
[39:12]
we're here um acting on behalf of your
uh zoning department. Uh this
[39:18]
presentation will review the next two
items that are on your agenda. Uh there
[39:21]
are companion applications. One is a
small scale comprehensive plan
[39:24]
amendment. The other is a sight specific
amendment to the official zoning atlas,
[39:28]
also known as a resoning. Uh the
property owner is Keystone Heights RV
[39:32]
Resort LLC and Tom's High on the Hog
Real Pit BBQ, Inc. Uh these are
[39:37]
applications that have been submitted by
Steven Turner, PE of Civil Design
[39:41]
Solutions on behalf of the property
owners. Uh the comprehensive plan
[39:46]
amendment application is proposing to
amend the future land use map
[39:49]
designation from residential low to
commercial and the resoning application
[39:55]
proposes to amend the zoning from RSF-1
residential single family 1 to
[40:00]
commercial intensive. The property is
approximately 7.67 acres in size and is
[40:05]
comprised of three tax parcels. 05542-
0- 0 05542-
[40:13]
0- 0 1 0 0 and 05544-002
[40:20]
0 0.
Uh the slide presently shows the
[40:26]
location of the property. Uh you can see
the blue border um that is outlined
[40:32]
would be the three parcels that I just
uh referenced. Uh and Keystone Heights
[40:37]
RV Resort does own the parcel which is
adjacent to the west uh which would be
[40:41]
to the right there.
Uh the next slide shows the existing
[40:45]
future land use map designation. Again,
currently this property is residential
[40:49]
low. Uh you can see the adjacent parcel
is currently commercial to the west.
[40:55]
Next, this would be the proposed land
use if the amendment was approved. And
[41:00]
then similarly you have the existing
zoning RSF-1
[41:04]
and proposed to go to commercial
intensive.
[41:09]
Uh moving into consistency with the
comprehensive plan. Uh we have reviewed
[41:13]
the application both applications for
consistency with your comprehensive
[41:17]
plan. uh specific goals, objectives, and
policies that support the application
[41:20]
are located within the future land use
element, the traffic circulation
[41:24]
element, and the sanitary sewer, solid
waste, portable water, and natural
[41:28]
groundwater aquifer recharge element. Uh
a more detailed analysis has been
[41:32]
provided within the evaluation and
findings report that we've presented to
[41:35]
you, and I'd be happy to answer any
questions on that.
[41:39]
Uh moving to compliance with the land
development regulations, section 16.2.2
[41:44]
two of your land development regulations
establish the standards that are
[41:48]
applicable when considering resoning
petitions. The reasoning application has
[41:52]
been reviewed for compliance with these
standards and we do find that it is
[41:55]
found to comply with all applicable
standards and again the evaluation and
[41:58]
findings report provides a detailed
analysis and I'm happy to answer any
[42:02]
questions on that.
So, our recommendation is that you
[42:05]
approve the proposed amendment to the
future land use map designation from
[42:08]
residential low to commercial and
approve the zoning uh change from
[42:12]
residential single family one to
commercial intensive.
[42:16]

on the other side of my property is a
lake. So, I don't know how close or

however they can put their proposal to a

but I'm just concerned about those kind
of things. So, I know it's up to the

county commissioners to protect the
citizens that vote for them, and I would

appreciate if you continue that you do

It my impression is we have no power in

times of the day. So, I I am concerned
about what's going to happen there to
[46:20]
the traffic.
I assume the houses that are on that
[46:24]
back road 50th or whatever it is, those
houses own that property and they're or
[46:30]

commissioner I mean our county manager.

that's what you're considering at this

development will come back. um that
would have specific building locations

uh buffering and screening. I do believe
that your believe it's in the comp plan
[47:14]
uh requires a 25 foot buffer when
adjacent specifically to residential. So
[47:19]
those types of factors will certainly be
something that we consider at a later
[47:22]
time once we have a specific development
plan in front of us. Uh as well as
[47:26]
traffic uh you know at that point when
you have a development plan you know
[47:29]
exact uses you can have a traffic study
that's going to identify exactly what
[47:33]
those will be. Um but yes I just wanted

change, but our plan is to do some kind

challenge with uh standing a light. So I
took it upon myself to take the fight um
[48:05]
to uh do so. So uh we are doing a
traffic study. Uh we have some data. I
[48:12]
really can't share right now, but based
on the new development that we're
[48:16]
planning, it's going to justify a light.
In the past, it warranted a light, but
[48:20]
now they're going to recommend it. So
we're pretty confident that a light is
[48:24]
going to go on that corner. So that'll
help with the traffic. Uh, we spend some
[48:27]
years, but we're we're pretty close.

that today is not about what's going
there, but um it is a concern and I do
[51:53]
hope that you're able, Vincent, to to
make this happen for the safety of the

citizens of of Keystone.

amendments are very confusing. Uh, today
[1:04:39]
is the first time I've heard of this
special committee that was referred to.
[1:04:44]
I've never seen it applied on any
anywhere any previous uh uh applications
[1:04:51]
for zoning changes. And so I think it's
uh if it's there, it would be good to
[1:04:57]
actually document that some way in the
plan so that you understand who is who
[1:05:03]
this committee is because they're
they're going to be playing a completely
[1:05:07]
different more aggressive role in the
revisions that you've made than that
[1:05:12]
committee has uh made in the past. And
so I think I'm again I'm urging you uh
[1:05:19]
to spend a little bit more time on this
because it's a really important part of
[1:05:25]
your land development regulations going
forward. And I think it's important to
[1:05:28]
try to make sure you're clear uh what it
actually in entails. And I also wanted
[1:05:35]
to one of the things I think that you
should consider it's not so much with
[1:05:40]
this but it's part of what we're seeing
today is that if you had a separate
[1:05:45]
zoning and planning board made up of uh
citizens you would have five additional
[1:05:51]
eyes looking at all of this material and
I think it would produce a better
[1:05:56]
product to have more people looking at
this. So I would urge you in going
[1:06:00]
forward that you consider uh stepping
down as a zoning and planning board and
[1:06:05]
appointing uh five members of a board
from the community. Thank you.

» I just want to address the issue with
the uh TRC. That committee was actually
[1:06:20]
is actually already in your LDR. So that
that's nothing new. It's something
[1:06:23]
that's been around for a long time in
your LDRs. Um again that TRC meeting is
[1:06:29]
um just staff is it's after you know the
subdivision application has been
[1:06:35]
submitted and they uh pass that
application copies around to different
[1:06:42]
staff members for review. That TRC
meeting is meant to meet and be able to
[1:06:49]
you know address any comments and all
that and then be able to provide those
[1:06:53]
to the applicant. So, it's an important
committee. It's been established. It's
[1:06:58]
already in your LDRs. All we did was we
we further explained what the TRC and
[1:07:04]
who who's who's involved in the TRC
um and what their role is. And
[1:07:10]
ultimately um the TRC is um you know to
keep from having one person have the
[1:07:16]
power to say yay or nay on a plat the
TRC recommends the approval denial or
[1:07:23]
whatever to the LDR administrator. So
you know that that that function is um I
[1:07:29]
feel like very clearly explained and the
process is clearly explained. It's a
[1:07:33]
process we elaborated on that you
already had. So, and if you have any
[1:07:38]
questions, I'd be happy to go in more
detail about it.

before, you know, he had to resign

I got a question about this subdivision
at the end of my road, you know, that
[1:08:38]
there were supposedly signs put up, but
there really wasn't. I noticed on the
[1:08:43]
4th at the last the meeting on the 4th
when I was leaving that road and it was
[1:08:48]
a subdivision and it's always been
private. It was private land that was
[1:08:52]
sold. Uh and then they made eight 5 acre
parcels and then you could put one
[1:08:58]
family house per thing and I noticed it
was being graded in lime rocked and I
[1:09:03]
put out some questions. I actually
called Miss Andrews. I never got a call
[1:09:07]
back. Uh I talked to Mr. Riddic and he
actually called me back and said that
[1:09:12]
Jason told him that that's always been a
private road and that is absolutely not
[1:09:17]
true. That is not a private road. And
then it was a subdivision, the Vicory
[1:09:21]
subdivision with the K because an actual
resident made complaints about it. Uh
[1:09:27]
Miss Shocky, she never got a call back.
She's been waiting, I think, 6 to 8
[1:09:32]
months for a call back, but was told,
"Well, you'll like what we're doing."
[1:09:36]
Which the last plan in his owning guy,
Mr. Andrews had to resign over which
[1:09:41]
really is no accountability cuz you
still get to take your your uh what your
[1:09:47]
retirement and all that. You just get to
resign. But something's going on here
[1:09:51]
and it's kind of crazy. So, I'm
wondering what good old boy bought land
[1:09:55]
down there in that so-called subdivision
down from me because now all of a sudden
[1:10:00]
it's a private county road putting on
the taxpayers and Miss Spooner couldn't
[1:10:05]
even get her roads that she needed put
on a list to get done just to get put on
[1:10:10]
the list. But yet, you got a road now at
the end of my road that's
[1:10:16]
county maintained on the taxpayers, but
ain't nothing been said about it. So
[1:10:22]
something ain't right there. I'm going
to keep digging. I'm going to find out.
[1:10:26]
And then I was also told that Mr. Dods,
the one that's over this that told Mr.
[1:10:31]
Rick all this stuff that he actually
works on Saturdays for the guy that
[1:10:35]
dumps the lime rock at the lime rock
company. Wouldn't that be a conflict of
[1:10:39]
interest to the
the constituents of this county if you
[1:10:45]
know he's over the road department and
yet he's working for the people who's
[1:10:49]
dumping the rock? I mean, isn't that a
conflict of interest? Maybe I can get
[1:10:53]
some answers on this. I don't know. I
can't never get a call back, but maybe I
[1:10:57]
can get some answers on this at the end

have never worked a day in my life for
Bridget Trucking and that's who delivers

uh a landowner can divide their property
into two and no more than two. I that's

my understanding of what was discussed
before but it wasn't discussed in this
[1:12:46]
meeting.

what's considered a one-time lot split.
That's under Florida statute. And um but

there is a procedure that was written
into the subdivision regulations to be

able to divide your property without
subdividing, but it doesn't just include
[1:13:10]
um lot splits or you know dividing into
two. It doesn't limit you. you can, you
[1:13:16]
know, subdivide um, you know, as many
lots as you want as long as you comply
[1:13:21]
with the code. But, um, again, that
that's just one part would be the U lot
[1:13:27]
split application. And then you have the
subdivision requirements. But yes, this
[1:13:32]
is the same thing we just made the
presentation on to the planning and
[1:13:35]
zoning board. Mhm.

[1:13:39]
the subdivision um issue as opposed to
the lot split.

briefly for you and then the uh

This is SP26-01.

It's a special permit for essential
services for a wireless communication
[1:15:22]
tower. The application has been
submitted by Next Tower Development
[1:15:24]
Group 2 LLC.
Uh the subject property is a portion of
[1:15:30]
a 10.25 acre parcel. It's a subset that
is approximately a quarter acre.24 acres
[1:15:36]
and this is on tax parcel 04561-
0-000000.
[1:15:45]
Uh the slide that you see here shows the
location of the subject property with a
[1:15:48]
red border. Uh this is the overall 10.25
acre tract. Uh the proposed location for
[1:15:54]
the tower is in the southeastern corner
of this property.

Uh this is the current future land use
map. Uh the current f future land use uh
[1:16:04]
is agriculture 2 and then likewise the
zoning is also agriculture 2.

Uh this is an overall site plan showing
the entire 10.25 acre parcel. Again, you

can see in the southeastern corner is
the location of the proposed uh wireless

tower.

there would be one access point provided

to the tower from Southeast 144th

And uh pretty typical from what you see
with uh these types of towers. You can

With respect to consistency with the
county's comprehensive plan, uh we have

reviewed for consistency and find the
application to be consistent with uh

goals, objectives, and policies that are
within the future land use element. The

evaluation and findings report that we
presented to you does uh provide further
[1:17:01]
detail. And I'm happy to answer any
questions you have about comprehensive
[1:17:03]
plan consistency.
And for landmarks, if you all like me
[1:17:09]
visually trying to picture where the
location is. So if you know 230 where
[1:17:13]
the hospital highway road is uh down
near the county line between Bradford
[1:17:18]
and Klay County is the uh location.

we're going to do this fire assessment

again, when the fire chief needs a
truck, he ought to be able to get it.

You know, a few months back, he asked
for a truck. it wouldn't have cost the
[1:26:30]
taxpayers not one penny. He had
everything figured out from selling the
[1:26:35]
old truck that kept going in and out of
the shop to the reimbursements for the
[1:26:39]
Medicaid and Medicare. Had every bit of
the money and then this board didn't
[1:26:43]
approve it. Then we come back after the
fire in Samson City where people died
[1:26:49]
because there was no fire tanker there
at Samson City. It was somewhere else.
[1:26:53]
Uh, and then you approve that one for a
grant and the county has to match
[1:26:59]
$61,000. So then that cost the taxpayer.
So if you're going to do this fire
[1:27:06]
assessment again and approve it every
year, then when he needs a truck and
[1:27:09]
there's money there to get that truck,
then the fire department should be able
[1:27:14]
to get the truck and the equipment they
need. That's all.

I have to say that um when the taxpayers

in
each of the municipalities
[1:27:44]
look and need
a fire
[1:27:52]
situation. We need to have equipment

you don't have the money. No, the fire
[1:28:07]
department can't have equipment," it
slaps us in the face.
[1:28:12]
Um, when the fire chief says that he
needs equipment, he needs equipment.
[1:28:18]
If Lahi decides that they don't want to
participate, what is this board going to
[1:28:25]
do? If Hampton says, if Brooker says
that they don't want to participate,
[1:28:31]
what is this board going to do?
What's going to happen at that point?
[1:28:35]
Stark has already said they don't want
to participate. What are you going to
[1:28:39]
do? I think you need to decide
what's going to happen once you assess
[1:28:46]
the taxpayers. You need to be better
stewards of our money. And at this
[1:28:51]
point, you're not being very good
stewards of our money.
[1:28:56]
I think that you need to decide
what it is that you're doing with our
[1:29:02]
money every year when you assess our
money. And you're not being very good
[1:29:09]
stewards of our money.
When you assess this fee,
[1:29:16]
you have a business that's coming in
again and you're not
[1:29:23]
assessing them properly
and you need to look at how you're
[1:29:28]
assessing that business.
It's not fair
[1:29:32]
when you look at how you assess
everybody else.
[1:29:37]
Be better stewards of the taxpayers's
money.

» Um, for the record, my name is Cameron
Bakus. I live at 16526 Southwest 137th
[1:30:54]
Avenue, Brooker, Florida. Um, my name is
Cameron Bakus and I'm a representee of
[1:30:59]
Community Action Recycling Empower
Servicemen, Inc., a local nonprofit here
[1:31:03]
in Bradford County. Over the last year,
we have been going around this area in
[1:31:07]
search of a bonafide mission for the
community at large. Our main areas of
[1:31:12]
concern are things that are prudent to
the entire community of Stark and the
[1:31:16]
county residents as a whole. We have
been fortunate so far this storm season,
[1:31:22]
but this will not always be the case as
we get deeper into the season. This
[1:31:27]
brings me to my first two main concerns.
Storm water drainage and wind damage
[1:31:32]
mitigation. Many neighborhoods
within the Star City limits have open
[1:31:37]
culverts for roadway and residential
property drainage. These therefore enter
[1:31:42]
into the city's main storm drainage
system and include but are not limited
[1:31:47]
to Alligator Creek flowing into Lake
Row. This city has grown up from the
[1:31:51]
swamp land that has that it was founded
on and as such systems in place that
[1:31:56]
have become our primary relief from
flash flood rain events are in desperate
[1:32:01]
need of maintenance to operate as
designed. This is a community issue to
[1:32:05]
mitigate flood type damage to personal
property. In the season uh 2004 or 24,
[1:32:13]
Hurricane Debbie dropped 10 to 20 ines
of rain in the region causing flash
[1:32:18]
flooding in local townships within
Stark.
[1:32:21]
Which brings me to the wind event
mitigation protocols that the city of
[1:32:24]
Stark has legal authority to step in,
hire a service, clear the hazard, and
[1:32:31]
place a lean against the property.
or that cost can be rolled directly into
[1:32:36]
the owner's official county tax bill.
Trees located near infrastructure that
[1:32:40]
may pose a significant risk to life or
property need to be addressed foremost,
[1:32:45]
but many areas have tree limb debris in
the drainage canals such as along the
[1:32:50]
CSX railway corridor within city limits.
As the railway is a one is the one
[1:32:55]
reason why Stark became incorporated in
1867.
[1:32:59]
It is it bisects the city. Therefore,
crossing before crossing Alligator
[1:33:05]
Creek, we feel it is imperative that the
community leaders and alderman take an
[1:33:08]
active role in addressing any blockages
in concert with CSX as quickly as
[1:33:14]
corporately possible.
Lastly, the state government has
[1:33:19]
introduced a pilot program to research
the feasibility of using digital
[1:33:23]
currency here in Florida. Georgia has
already begun setting the stage for us
[1:33:28]
here with the Georgia Payment Stable
Coin Act. We feel it would be a prudent
[1:33:33]
step in leading this county into a
digital age that will be agreeable to
[1:33:37]
all residents of Royal Florida as we
here in Bradford County have become
[1:33:42]
accustomed to a rather simplistic way of
life and endure to keep unity in
[1:33:47]
community by supporting each other.

Mr. I think that you need to still speak
to this
[1:34:03]

strong in Lahi.
I was here at last month's meeting and
[1:34:20]
what greatly disturbed me was the way
that the
[1:34:26]
commissioners spoke to our chair, Miss
Spooner, when she tried to speak on
[1:34:34]
behalf of her constituents in her
district.
[1:34:40]
Some of the commissioners
spoke very
[1:34:45]
downgrading to her and it was
heartbreaking.
[1:34:51]
Some of the commissioners
failed to be as respectful to Miss
[1:34:57]
Commissioner Miss Spooner as she was to
others.
[1:35:05]
Miss Spooner is always compassionate
when she is speaking in her district.
[1:35:14]
It was very heartbreaking
when Miss Spooner took over her
[1:35:20]
district.
The roads in her district had not been
[1:35:25]
paved at all.
How do I know that? Because I live in
[1:35:30]
her district.
Over the years,
[1:35:37]
none of the roads in that district had
ever been paved before
[1:35:43]
and no one cared.
All over Bradford County, we have roads
[1:35:49]
that have continuously been paved
over and over and over,
[1:35:56]
but nobody seemed to care until Miss
Spooner came along.
[1:36:02]
Nobody cared about how Miss Spooner
treated anybody in our district until
[1:36:10]
she came along. But the other some of
the other
[1:36:16]
commissioners seemed to only care about
their district, not the county as a
[1:36:20]
whole.
And they were very disrespectful. and it
[1:36:24]
was heartbreaking because she cares
about the county, not just her district.
[1:36:32]
I think that we need to take a look at
how we treat everybody
[1:36:40]
and not just ourselves.
We need to be respectful to everybody
[1:36:47]
and not just look at
our own district because when the money
[1:36:55]
comes in from taxpayers, it funds the
entire county and not just our district.
[1:37:05]
Miss Spooner thinks about everybody's
district
[1:37:10]
and not just her district.

corruption that goes on. And people can

roll their eyes and say, "Oh, there's
none of that." Oh, but there is. And

I'll just say, you know, Mr. Dodge, I
understand. I wasn't referring to
[1:37:51]
Pritchette Trucking, sir, but I'm
telling you that subdivision was just in
[1:37:56]
a whole bunch of stink up here and
that's why Mr. Andrews had to resign.

» So, you need to to I will address the
commission. That was a subdivision
[1:38:06]
because you even stated, Mr. Daltry,
that you seen signs put up down there
[1:38:10]
for a public hearing that actually
wasn't there. So, them saying that
[1:38:15]
that's always been a private road, that
is a bald-faced lie. But uh you know, I
[1:38:20]
never wanted to get involved in politics
or any of this stuff with my county, but
[1:38:25]
when I seen the way people were treated,
it was absolutely disgusting. And Miss
[1:38:29]
Spooner, you were very treated very bad
at that meeting. Your road should have
[1:38:34]
been allowed to be put on there. I mean,
because if it gets near the country
[1:38:39]
club, gets a pothole, it gets
resurfaced, and your roads have never
[1:38:42]
been paved. Those people can't get in
and out. the ambulances can't get in and
[1:38:47]
out if somebody needs to go and it does
need to be taken care of. And I do want
[1:38:52]
to say I appreciate you answering the
phone when I call you because
[1:38:57]
my commissioner won't answer me. Won't
return a call since August the 4th. I've
[1:39:02]
called twice. I've got no call back. You
answered the phone. I called Mr.
[1:39:07]
Riddick. He answers the phone. And I
will say Chief Carter always answers the
[1:39:11]
phone. And if he don't, he always calls
me back. And I just want to say I
[1:39:15]
appreciate that. But I'm going to keep
digging in this stuff. I'm going to keep
[1:39:19]
telling people what's going on. And
y'all just y'all need to make smarter
[1:39:25]
choices for your constituents
because you ran to be there for your
[1:39:31]
constituents. I mean, I know Miss
Andrews, at the last meeting when you
[1:39:34]
walked in, you told me, "Bo, I seen
where you called." Okay. If you seen
[1:39:38]
where I called, why didn't you call me
back? I have to wait two weeks till you
[1:39:43]
see me in a meeting for you to speak to
me or address the issue that I have. I
[1:39:48]
mean, that's just that's not right. I
called the other day. I didn't get a
[1:39:52]
call back. I mean, do I need to move to
a new district so I can get a
[1:39:57]
commissioner to at least answer me? And
I know we get the higher up departments
[1:40:02]
up here. They say, "Oh, you always
answer. Everybody always answers phone."

No, you don't. But the ones that do, I
do appreciate you. But like I told y'all
[1:40:11]
when I started all this almost a year
ago, I'm going to scream it from the
[1:40:15]

uh agenda items. The first comments deal
with item seven, approval of the tourist
[1:40:47]
development invoice uh for the batting
cages. Uh I noticed that the minutes
[1:40:52]
were not included in your packet uh for
that item. Uh I think it's important to
[1:40:58]
have those minutes. Uh I noted that it
says that the meeting was on August
[1:41:03]
20th.
I can't I do not see how uh you could
[1:41:07]
have approved minutes before you. I'm
not sure whether you can use unapproved
[1:41:12]
minutes for uh evaluating whether this
in fact is a legitimate item. So I would
[1:41:18]
urge that you uh uh table that item
until you can get a set of approved
[1:41:24]
minutes. The next item I wanted to refer
to is item eight. It's the uh surplusing
[1:41:30]
of the warehouse building. I just wanted
to ask if uh you've contacted the state
[1:41:35]
of Florida uh agency that transferred
that uh building to you for specific uh
[1:41:42]
reasons which was uh at that time uh uh
an aerospace type or aeronautical
[1:41:50]
uh activity and if they're okay with you
selling it at this point for uh and the
[1:41:58]
proceeds from the sale going to the
county I think definitely uh the county
[1:42:03]
needs to get rid of it. Uh if you can
sell it and keep the money, that's
[1:42:07]
great. If you can't sell it, I would
urge you to ask the state to take it
[1:42:12]
back. I think the long-term liability
for that site uh to the county is uh far
[1:42:18]
too great to be actually holding it and
allowing any activity on the site.
[1:42:24]
And the third item I wanted to address
is uh relating to the budget. Uh
[1:42:31]
uh I would urge you to consider moving
the codes enforcement officer position
[1:42:36]
out of the sheriff's department into
zoning uh
[1:42:41]
simply because I don't believe it's
appropriate to have that officer in the
[1:42:45]
sheriff's department uh uh based on my
experiences uh with the the at current
[1:42:52]
uh uh the current the position the
individual holding that position
[1:42:57]
currently and you're being asked to
actually add another position to the
[1:43:01]
sheriff's office budget. I believe that
that that position should be in zoning
[1:43:06]
and it would be more efficiently run
within the zoning department. Thank you.

sheriff's office and they currently do
not have a line item for the budget on
[1:46:42]
fleet maintenance. So, we have no way to
build that back to them. Um, so with him

adding the $25,000 to fleet would give
us a GL to build the sheriff's office
[1:46:54]
work that gets done there.

I'll explain why I'm asking is um

because it's $25,000. It doesn't sound
like a I mean when you're repairing

like repairing their vehicles and and

>> They handle their services as far as oil

changes and stuff like that. Most of
their vehicles are under warranty. These

are for the vehicles, the fleet vehicles
that are out of warranty. So, it's
[1:47:33]
typically brake jobs, um CV axles,
things like that.

more of the inmate labor. Um some of the

area by the time you get from the south
end to the north end, we may have three

anything further that we can do to help

mitigate and and take the roadside um
areas to have more care?

actually added another crew to help

catch that up. Um, during a high heat
index day, the work crews have to be
[1:49:24]
turned in early. So, we typically have
them for about 4 hours and then we got
[1:49:28]
to turn them in. But, I do have a
supplemental crew that is out doing that
[1:49:32]
same work.

Mr. Strong called me last night. Our um
that two 225 was in such bad condition
[1:49:43]
that he mowed it for the county to help
us out. And so if there's anything that

we can do to employ the um division of
correction in Lai, maybe that could

could help too.

$90,000.

Um, but the board, um, made a
recommendation to give 150. Um, you

know, and I initially say, okay, they
didn't ask for 100. Just give them what
[1:52:11]
they asked for, the 90. So, uh, anyhow,
um, I would I'm I'm asking
[1:52:19]
um if this board approves, and we
haven't voted on it yet, but approve the
[1:52:25]
funding that our county um, uh, parks,
we have one in Lincoln City, we have the
[1:52:34]
Pleasant Grove, and I, I had a series of
pictures sent to me about the condition
[1:52:39]
of the park equipment in Pleasant Grove
and also um and you didn't know this and
[1:52:47]
I just got there but anyways like
example their merrygoround
[1:52:53]
is chained up and the kids can't use it
because it's deteriorated
[1:53:00]
um that th those equipment parts be
replaced so that it can be used. It's a
[1:53:05]
beautiful park, but if you can't use the
equipment out there for the kids and
[1:53:08]
it's not safe and then they're um they
have um an apparatus where they go
[1:53:14]
through like a I call it a jungle gym
kind of thing. Um but some of the parts
[1:53:20]
are deteriorated. So if this board uh
approves the funding that we that we
[1:53:27]
upgra up upgrade uh these pieces of
equipment or repair what could be
[1:53:31]
repaired. And then in the um Lincoln
City area, which is another nice park,
[1:53:38]
it has no lighting. Uh if they could
implement put some lighting out there
[1:53:43]
and the um what you call it, the
volleyball net replacement is needed. Um
[1:53:50]
and so just sort of be safe and um

repairs. They have not repaired this one
[1:54:47]
here, the merrygoround, but anyway, was
out there. Um, I have uh applied through
[1:54:53]
the county and uh we have made a request
for $200,000
[1:54:58]
uh for playground upgrade at Pleasant
Grove and that was about what three
[1:55:03]
we've been working on it for a while. We
actually had a meeting with pictures and
[1:55:06]
everything getting it ready to turn in
um what about 3 weeks ago I guess.

the other thing and Commissioner Rick
and and Mr. to see on. So, is there a

regular um I guess regular inspection or
checking on the um play equipment that

the county has?
>> Um the Bradford Sports United is only
[1:55:32]
responsible for Edwards Road and Thomas
Street. That's it. That's our um the uh
[1:55:38]
lease agreement we have with the city.
The other parks are not um in our scope
[1:55:44]
or realm of what we're doing. We're just
trying to take care of Thomas Street and
[1:55:47]
Edwards Road. Uh even the splash pad at
Edwards Road is still being operated and
[1:55:52]
run by the city. Um so we have nothing
to do with that. But I will say this
[1:55:57]
also um actually the same day, the same
people, we met at the Ever Road complex
[1:56:05]
uh with Dave Fox and um we are also
applying for a $200,000 grant to redo
[1:56:12]
the playground equipment at Edwards Road
and the canopy that was torn off in the
[1:56:18]
storm. Um the last update I got um two
weeks ago, it's supposed to be in in
[1:56:24]
four weeks and installed. So that canopy
will be back over that playground
[1:56:28]
facility.

understanding, whatever recreational
[1:56:37]
funding that we had, we actually turned
that all over to United Sports, right?

the county um parks because I do know
that the DD funds can be used for
[1:58:08]

for tourists. Um to put heads in beds um
and um

» uh they can the funding cannot be used
for salaries or anything like that. Can

>> Yeah. It's uh so one of the definitions
[1:58:34]
of
what is it like for the TDC is um to
[1:58:42]
recreation activities have to bring
community members from outside of their
[1:58:47]
county into the county for either an
overnight stay or a day that's going to
[1:58:53]
bring extra money into the town. So for
gas or
[1:58:58]
» hotel stays or restaurants, whatever it
might be, but they have to bring people
[1:59:01]
in to spend the duration of the day
essentially.

>> I just I was curious. I had heard maybe
[1:59:14]
it's been in a newspaper. I I do not
know. But what has the uh um community
[1:59:20]
involvement been so far with youth
signing up for the different sports?
[1:59:24]
what's happened so far.
>> Um, so are you asking like how many kids
[1:59:29]
have signed up? Okay. Yeah, for sure. So
for the fall, we've had 256 kids sign up
[1:59:36]
for softball and baseball and that
season lasted March until about June.
[1:59:43]
And then for flag football, we had 50
kids sign up. So we had three teams and
[1:59:47]
I think that was one of the first years
that we've had flag football in the
[1:59:50]
county. I know we had tackle football,
but to bring flag and get 50 people for
[1:59:54]
our first year, that was great. Um, this
fall season right now, we have 206 kids
[2:00:01]
sign up, and you can typically estimate
half of what you had in the spring. So,
[2:00:06]
we're already surpassed that, which is
wonderful. That means we're growing. Um,
[2:00:10]
and we have 16 teams this spring or this
fall, excuse me. And then for flag
[2:00:15]
football, I think we have 20 kids signed
up right now, but that season doesn't
[2:00:18]
start until November and December. So,
we'll have seasons going on from now.
[2:00:24]
They've already started, so August until
December. And then we'll pick um
[2:00:28]
softball and baseball back up in
February. So, we only really have
[2:00:32]
January and like June and July off and
everything else. There should be people
[2:00:38]
coming into the town for tournaments or
games and all of that kind of
[2:00:43]
recreation. Yes.

» Oh yeah, if you don't mind. So, we also
had a work day just last last Saturday
[2:00:55]
or two Saturdays ago, um August 22nd,
and we had
[2:01:01]
a list of probably 15 to 20 things that
we needed to get checked off before we
[2:01:06]
could get our our season started. And I
think we had about 30 to 45 people that
[2:01:12]
ended up coming out in groups of five.
So people would come, some would leave,
[2:01:17]
and more would come back. And we ended
up getting everything that was on that
[2:01:20]
list completed, which was amazing
because no one there was getting paid. I
[2:01:25]
paid them in lunch, but other than that,
no one was getting paid. They all just
[2:01:28]
came out because they see the good
things that we're doing in the community
[2:01:32]
and for the kids, and they just wanted
to put their time in. Some were coaches,
[2:01:36]
some were just families, community
members. Um, who is the new commissioner
[2:01:42]
that came out? What was his name? Jason
Bennett. Jason Bennett came out which we
[2:01:48]
were very thankful for because he's
really strong and some of the stuff we
[2:01:51]
were doing. We had to toast some posts
and um he did an excellent job.
[2:01:56]
» Yeah. Yeah. So him and uh we had the the
new baseball coach. He was out there. Um
[2:02:02]
I can't everyone's names are slipping
but they we had Antoine Brown. Yeah. We
[2:02:08]
had so many people there just from the
community whether it's coaches and
[2:02:11]
community members. So, they see the good
that we're doing and they they want to
[2:02:15]
buy in, which is great.
>> And I will say this, what just amazed me
[2:02:19]
is um we had two skid steers out there
and then another uh gentleman I know
[2:02:27]
their names, but I don't want to mention
them because um you I'll put put them on
[2:02:31]
the spot. But anyway, we had another
gentleman bring a huge lift with big
[2:02:35]
tires on it and drove it to all the ball
fields, redoing all the netting behind
[2:02:39]
the back stops. It was it was just
amazing. If you'd have seen all the
[2:02:43]
people there and again the work that got
done it was just amazing.

Um so do you have any plans for the
extra 60?
[2:02:54]
» Yeah. So I mean any extra money that we
can receive is only going to help one
[2:02:59]
the kids and two the program. So
we have we got the 150 from the county.

We got the 150 from the city, but
without funding, it's very hard to
[2:03:12]
continue to provide for the kids and do
the stuff that we do. To break down um
[2:03:18]
our registration really fast, we charge
$100 for
[2:03:23]
8U through 12U or 8U through 14U
depending on softball and baseball and
[2:03:28]
then 75 for T-ball.
$65 of that goes to uniforms because
[2:03:35]
it's $35 for a jersey and $30 for a hat
and then the rest of it goes to umpire.
[2:03:42]
So, we are we have no more of that. For
flag football, it's $50. Same thing,
[2:03:48]
it's $35 for their jersey top. Um, but
the rest of that money ends up going to
[2:03:55]
their official fees. And the reason why
we do $100 is because we do have
[2:03:59]
families that can't afford it. So, we're
trying to keep it as
[2:04:05]
reasonable and inexpensive as possible
without breaking their pockets. Um
[2:04:10]
because that's how we're going to get
more kids in. So, if we can get these
[2:04:15]
grants and these extra funds, we'll be
able to continue to keep our prices low
[2:04:20]
rather than having to raise our price
cuz everyone around us is between $130
[2:04:25]
and $150 if we continue, like I said, to
get these fundings. We can keep our
[2:04:29]
price low and continue to get as many
kids as we do because they can afford to
[2:04:35]
play.

because this was like um a total shock
when he recommended giving us 150. But

also Andy Reading um has been out to the
fields. He sees what we're doing. The
[2:04:55]
last 150 that we got from the TDC board,
we probably stretched that and turned it
[2:05:00]
into about $250,000 worth of
improvements. And I tell you, if we get
[2:05:05]
the 150 this time, we've already been
talking about it quite a bit. We're
[2:05:09]
going to try and stretch that end to
close to $300,000 worth of improvements.
[2:05:13]
Now, what does that mean? That means
that the more improvements we can do to
[2:05:17]
that facility, the more teams um that
we'll be able to bring in, the the
[2:05:23]
better tournaments we'll be able to
have. Um because
[2:05:29]
without the tournaments,
this program is going to go broke in
[2:05:32]
about three years. That's the bottom
line. We've got to be able to bring in
[2:05:36]
good tournaments. Uh Babe Ruth
Association's already been talking to us
[2:05:40]
if we can pick up the district
tournament. Uh we won't be able to pick
[2:05:44]
it up in the spring season, but they're
definitely talking to us about picking
[2:05:47]
it us up next year. That brought in what
was it? 3,500 people
[2:05:51]
» just about. Yeah.

[2:05:54]
it our the last uh Babe Ruth tournament.
So again, Andy Reading has seen that the
[2:06:02]
more people we bring in, that's more
money going back in to the heads, the
[2:06:06]
beds, and um which also improves the TDC
funding. Um and board, I just want to
[2:06:13]
run this by you. I didn't know if you
knew this. Right now, the current
[2:06:17]
balance in the TDC is $855,59753.
[2:06:24]
There's $500,000 in a um a CD earning
3.7% interest. So there's three thou
[2:06:33]
$353,59753
[2:06:38]
in the checking account. And also I
figured it up from this year it's
[2:06:44]
bringing an average of $20,26349
[2:06:49]
in per month off the uh bed tax. So, the
TDC is doing good, but if we can get
[2:06:57]
this facility improved to bring in
better quality tournaments, again,
[2:07:01]
that's going to help the TDC to grow.
And the biggest benefit
[2:07:08]
over everything um excuse me, is our
kids because and that's what Andy Redd
[2:07:14]
sees. He sees that our kids will be able
to benefit by this extra money which
[2:07:20]
without the TDC money would never
happen. It would never happen. So,
[2:07:27]
and Pam was at the meeting and again I I
thank Andy for for um for for thinking
[2:07:34]
outside the box and really helping us.

looking at it and and I asked Mr.
Carnegie as well. I said, "Well, if we
[2:09:12]
surplus the building, does it um limit
our ability to lease it to to
[2:09:20]
some entity that may be interested in
it?" Cuz sometimes when you think of
[2:09:25]
when you surplus something, you say,
"Well, you know, we don't really have
[2:09:28]
any use of this anymore. Let's sell it
off." And it is my understanding that it
[2:09:34]
still would not prohibit us from being
able to lease it if we have an entity
[2:09:38]
who wanted to come and and lease it um
from us that we could still do that or
[2:09:45]
we're not restricted to take um I guess
the offer if it's not what we want
[2:09:54]
want to correct. Uh

put it out um you know for for bid to

whomever wants to and then give it a
offer it the highest bidder that that we

would accept that if that's what we want
to do.

security look until the next great

one way but I have learned doing

something I can tell you this two weeks
ago we was able to call this back um the

phone once we got the little picture
back we had a lady in our county $8,000
[2:19:48]
I was able to do the practice once we
got the dealership name off the back of
[2:19:52]
vehicle back to the dealership.
Dealership is able to phone number the
[2:19:56]
phone. We back
and this this is going to be so far over

success after success. However, it's a
balance of keep our community safe while

we get some legislation punishment and I

computers and the internet and social
media then you know now we say AI. Um

but the concept that if it's free
you're the product

someone buys you lunch, usually they're

trying to sell you something. When um
Facebook offers you a free social media,
[2:24:45]
they are tracking you and what you care
about and what you want and what you

like and what you desire and all of
that. Um, and so when the balance that

the sheriff's talking about is very
reasonable and what you have to be
[2:25:01]
mindful of is what are the the the
people who own the cameras and use the
[2:25:08]
cameras.
Um, you know, what is the arrangement
[2:25:12]
with them?
If you're getting a good deal, it's
[2:25:16]
usually because they're getting
something.
[2:25:20]
And and that's what he's talking about.
I I when I hear the sheriff talk about
[2:25:25]
because he's always been a good Fourth
Amendment uh person balancing these
[2:25:28]
things. Um but that's what we got to be
mindful of going forward is, you know,
[2:25:34]
if you're using it for certain things
and the data is protected.

Um
that's one thing. If it's if it's then
[2:25:45]
collected and then monetized,
that's yours and it's being used for
[2:25:51]
things that are beyond what um perhaps
you know the good things that come of
[2:25:56]
it. And so that's the balance that
everybody's dealing with right now.

already doing that. We do that. We we

have an audit system that goes into
place. checks and balances. But

Meta, which is Facebook, or some of
these other companies, they they have an

obligation to their shareholders

because the most important and expensive
commodity today is people's data and

it's you can make a lot of money from
it. And so we can't simply just put our

hands up and say we'll let the free
market reign on some of these things.

mention the dates, um, is the year uh,

2024. If I can get those for that year,
and it may take a little while, but if
[2:31:31]
you would get Miss Doy to pull them up

I can sit down and talk about some
projects. So, um, but like I said, I
[2:31:42]
think that we need to be very
transparent. I think that we need to
[2:31:46]
ensure that, um, that we're in form on
on things that are happening and, um,
[2:31:53]
things that
really make a difference in our county.
[2:31:58]
So, um, we have to make sure that that
that's [clears throat] happening and
[2:32:02]
keep them informed. And um
and with that, I just will ask um
[2:32:10]
Kenny's brother is very very ill, my
cousin, and I just ask that y'all pray
[2:32:17]
for um him and his family, all the all
of our family. Um because
[2:32:24]
he's a very dear man. So, and with that,

meeting is taking place, I'm happy to

say that the PACE staff is over at the
RJ introducing themselves to the staff
[2:32:45]
there. So, we're happy to have them to
come to Bradford County to provide
[2:32:48]
services to um teenage girls who need
that assistance. And also just uh also
[2:32:55]
the reminder that the Florida
Association of Counties um innovation
[2:32:58]
and policy board meeting will be taking
place in Jacksonville the week of
[2:33:02]
September 15th uh through the 18th and
that's why we had to shift our our
[2:33:07]
meeting. Um and also just uh to share
was with me and Mr. Carneg and u Miss
[2:33:15]
Durk and the gentleman from the um from
the Keystone airport. the governor
[2:33:22]
presented $75,000
uh check to the county for the strategic
[2:33:26]
planning. Uh that was last Thursday. Um
the um
[2:33:35]
the Florida Department of Transportation
representative was there and and
[2:33:38]
sheriff, I did ask him if he could look
at the elevation issues and the speed on
[2:33:44]
the bypass areas of 301 um area where we
have so many accidents between 227
[2:33:51]
and the 301 corridor. So he said that he
would uh look into that. Um and again
[2:33:57]
and I did address earlier with M um Mr.
Dog, they're doing the very best that
[2:34:02]
they can with the roadside with the
limited number of staff that they have,
[2:34:06]
but we have a lot of overgrowth uh which
um creates a safety when you can't get
[2:34:15]
down your roadways or the sidewalks. And
so any help that we can suggest to them
[2:34:21]
uh through the inmate services um um or
any extra help that we can get them to
[2:34:28]
mow. I don't know if it's possible to
have some temporary help during the what
[2:34:32]
I call the rainy season where one week
you you cut your grass and the next week
[2:34:37]
it's back up. Um so all that we can do
and again I wanted to thank um Mr.
[2:34:42]
Strong for helping out in Lai on 225
area. Um
[2:34:48]
and um the again I want to emphasize the
importance that we maintain our um the
[2:34:55]
safe uh the safety of the children who
are utilizing our parks by making sure
[2:34:59]
that the equipment there um is kept up
to date and maintained. So specifically
[2:35:06]
as I mentioned earlier the Lincoln City
needs some lights and also just
[2:35:11]
equipment wise just replacement of their
volleyball net. Um but lighting for for
[2:35:17]
safety and then in Pleasant Grove is
just the um the equipment there um the
[2:35:25]
merrygoround and the the apparatus and
then it needs pressure washing um so
[2:35:30]
that it's a a clean service that they
use. Um again, I thank each and every
[2:35:35]
one uh of you here today and um our
folks from the professional planning
[2:35:41]
department being here to explain some
things to us and we'll continue to work
[2:35:46]
um diligently together with our finance
department and get ready for our budget.

believe she's already reached out to a
[2:37:05]
number of them and we hope to have a
good crowd on Friday at the uh Charlie
[2:37:10]
John Center. So, once again, like the
sheriff said, if uh if we could get some
[2:37:15]
attendance from uh county commissioners
and whoever else you may think of that
[2:37:19]
would be interested in attending, uh it
