[1:49]
Branford so I'm here today representing
[1:52]
the St George Children's Center um which
[1:55]
is a Heritage Building located on 38
[1:59]
bever Street in St George so I do have a
[2:03]
slide presentation I don't
[2:06]
know where that
[2:08]
is sorry
[2:42]
scroll down okay perfect so first off I
[2:46]
just want to give you a little overhead
[2:47]
of what St George to Center is and what
[2:49]
it has become over the time frame so um
[2:53]
I'll just first start out with this is
[2:55]
our location so this child care opened
[2:58]
up in 19
[3:00]
1988 as a child care center uh 36 years
[3:04]
ago so since then um we are the only
[3:08]
full-time child care in St George at the
[3:11]
present time there is another program
[3:13]
that offers part day but we are the only
[3:14]
full-time child care in St
[3:17]
George um and started with 16 children
[3:20]
back in 1988 in May of
[3:24]
20122 I was asked to join this team to
[3:26]
try to increase the spaces as well as
[3:29]
try to increase enrollment because um as
[3:33]
most of you know Child Care is something
[3:35]
that is definitely needed in our
[3:36]
community and with growing populations
[3:39]
and expansions and buildings Child Care
[3:41]
is definitely a need in St George so um
[3:45]
when I joined the team it had 45
[3:47]
children the hours are 7 to 5:30 I had a
[3:50]
vision that with this team and the
[3:52]
community we could build more so now the
[3:55]
main site has gone from 45 to 126
[3:58]
children in that location we are
[4:00]
utilizing all rooms at this time um we
[4:04]
also opened another site September 2022
[4:07]
in the school which has uh 20 children
[4:11]
as well and we opened a new location
[4:13]
Little Learners in June um that has 26
[4:17]
children it's operating out of St
[4:19]
Andrew's Church the basement there so um
[4:23]
at the present
[4:24]
time um this is our toddler sorry minute
[4:32]
this is our child room um right now this
[4:35]
is the highest need in our community in
[4:37]
St Georgia the present as of today just
[4:39]
for the main site I have 408 children
[4:43]
needing care um and this is only for 18
[4:46]
months to two and a
[4:48]
half our next group is preschoolers um
[4:51]
this group um at the main site we have
[4:54]
83 children waiting and this is for two
[4:57]
and a half until 5ye olds and this is
[5:00]
our JK school age at the present time we
[5:03]
have no children waiting for this if you
[5:05]
have a JK or School AG child you get in
[5:07]
right away and I'm servicing 60 children
[5:10]
at the present main
[5:12]
location our uh School location is for
[5:16]
our older guys our 9 to 12 year olds and
[5:18]
we have Tony children there and our
[5:20]
full in June as I said we opened up just
[5:24]
after five months of being approved to
[5:26]
the new Little Learners Site we've gone
[5:29]
from 8 Educators to 31 Educators at all
[5:32]
three locations presently at the Little
[5:35]
Learners location I have 142 children
[5:38]
waiting for this program in the 18
[5:40]
months to two and a half and I have 27
[5:43]
children waiting for the preschool
[5:45]
program so I just wanted to give you a
[5:48]
little synopsis of that and why I'm here
[5:51]
today as you know the government has
[5:53]
frozen the funds for all child care as
[5:55]
of 2022 April 1st and we can't increase
[5:59]
our rate R to parents due to the
[6:00]
government program which um is trying to
[6:04]
get us to that $10 of day child care so
[6:07]
with that being said um we are usually
[6:11]
we' use money to from parents revenues
[6:14]
things like that um and different types
[6:17]
of Grants but the grants for child care
[6:19]
have been shut down at this time um due
[6:22]
to new funding regulations so there's no
[6:25]
money for us to help with the upkeep of
[6:28]
this Heritage bill
[6:30]
so we are in desperate need of Windows
[6:34]
Our Heritage our building um we' had
[6:36]
people come in we have we run this
[6:38]
building on the main site we run it uh
[6:41]
with two furnaces because it's such a
[6:43]
big location and we've had the furnaces
[6:46]
service several times and they're saying
[6:48]
we're throwing money out the window
[6:50]
because of the windows the furnaces are
[6:52]
in great shape we're have no concerns
[6:54]
there so uh in your little package
[6:57]
you'll see um this is the main site and
[6:59]
what has sort of happened so our windows
[7:01]
are starting to fall forward um we are
[7:04]
not able to get replacement parts we
[7:07]
can't figure out who the manufacturer is
[7:09]
of these older windows so we some of the
[7:12]
windows we have locked of course if a
[7:13]
window was absolutely broken we would
[7:15]
absolutely get the funds to try to
[7:17]
repair those but it's an overall
[7:19]
existing problem we've got seal failure
[7:22]
we've got vinyl warping we have original
[7:25]
wooden windows in some of the places
[7:28]
that aren't even vinyl which date back
[7:30]
to the
[7:31]
early um I have someone in the window
[7:34]
business that is saying probably in the
[7:36]
early 1960s range of the type of Windows
[7:41]
in some of the areas so as you can see
[7:44]
here you can see that we've got
[7:46]
different types of failure we've got
[7:48]
condensation coming in on the glass as
[7:50]
you can see and we've got those older
[7:52]
wind wood frame Windows as you can see
[7:55]
as well so we've gone forward to get
[7:58]
three type of quotes um with regards to
[8:01]
the windows as you can see we've got
[8:03]
three quotes with regards to that
[8:05]
building if you can believe it has 90
[8:08]
Windows 90 so we are there are tons and
[8:12]
tons of windows it's a beautiful space
[8:14]
lots of Lal light comes in that building
[8:17]
and so we are in need of some of those
[8:20]
funds so I have been in touch with
[8:22]
Jasmine um from uh Heritage and we're
[8:25]
hoping that we can get some sort of
[8:27]
funds or something to a assist with the
[8:30]
process even if we have to do one at a
[8:33]
time we're prepared to do that but I
[8:35]
just uh at this stage we're just
[8:37]
throwing money out the door with the
[8:38]
heating problem because of the poor
[8:40]
windows so I'm here today to present
[8:43]
that to council to see if there's any
[8:46]
funds we will take anything um at this
[8:49]
point uh to help us to um help us with
[8:52]
the window project does anybody have any
[8:57]
questions questions from committee

windows in particular that are desperate
[9:09]
to be replaced if you were able to maybe
[9:11]
elaborate on that a bit so we have four
[9:14]
windows that we're going to have to
[9:16]
replace no matter what because the locks
[9:18]
have fallen and they're falling forward
[9:19]
so we have to lock them to keep them
[9:21]
forward um to keep them closed at this
[9:24]
point it's not a fire hazard it's not a
[9:26]
Ministry we're not breaking any rules by
[9:28]
not having them fixed but there are four
[9:31]
bigger Windows um estimated cost toing
[9:34]
around $6,000 for those four to be done
[9:38]
um those are ones that we're going to
[9:40]
start with but um the furnace and
[9:43]
everyone guys are saying to us you know
[9:45]
it's fine through one at a time but the
[9:47]
problem's not goingon to be solved until
[9:48]
you do them all yeah so good just
[9:52]
another followup question um I think my
[9:56]
understanding is you would need
[9:57]
permission from the
[9:59]
the Horseshoe here I guess to have staff
[10:03]
help you with the grants is that correct
[10:06]
um that would be an area for Jasmine
[10:08]
that would be able to speak on that
[10:10]

bylaw so we need a direction to bring it
[10:50]
to the Heritage committee proper and the
[10:52]
Heritage committee will have to rep
[10:54]
approve the repairs um but yes we're
[10:57]
also looking for grant funding and on
[11:02]
it is this point where I can ask
[11:04]
question from
[11:05]
staff uh let's just stand by we'll
[11:09]

way requests for funding requests for
[11:47]
Grants typically the
[11:50]
response is we're going to defer you to
[11:53]
our our grant
[11:57]
process however if it's an emergency
[12:00]
Grant request which is I think what you
[12:04]
meant then we look at it
[12:07]
differently and I'm wondering if uh
[12:11]
staff if Allison could maybe um clarify
[12:15]
my understanding on that but I I believe
[12:17]
that if you're calling this an emergency
[12:19]
Grant request then that's something we
[12:21]
could be looking at Short Term and then
[12:25]
you could still look at the grant
[12:27]
process which happens early next
[12:32]
year through you Mr chair um certainly
[12:35]
Council can direct um staff to
[12:37]
administer emergency funds but I would
[12:38]
have to um ask Finance uh how much we
[12:42]
may have in those
[12:45]
reserves I'll leave it at that for now
[12:48]
Mr chair councelor Bell thank

you through you to Melanie you're

looking for $94,000 to do the whole
[12:57]
piece of work that's what I understand
[13:00]
correct so if it was your house um You'
[13:02]
think well I'll add to my mortgage so if
[13:05]
you were to mortgage
[13:08]
$94,000 a current interest rate I think
[13:11]
you're looking at about $110,000 a year
[13:14]
you'd need to pay for the capital and
[13:17]
and the interest and if you got
[13:20]
152 people that you support that's
[13:24]
$65 a year or about $1 a week have you
[13:28]
thought about a campaign that you make
[13:30]
it clear to the 152 people that are
[13:33]
there parents of the people are there
[13:35]
that if you don't do this you won't be
[13:37]
able to stay in business so you're
[13:39]
basically going to ask them to support
[13:41]
by giving $1 a week and you your problem
[13:45]
will be addressed now I'm being very
[13:48]
simplistic but have you approached it
[13:50]
from that angle as well as asking for
[13:53]
funding from Grants and the
[13:56]
council so we did look into the
[13:59]
the city of Branford the Brant
[14:02]
Foundation grants and those grants were
[14:03]
closed and we found out that this was a
[14:05]
desperate need so that Grant process was
[14:07]
closed we did look that we did look into
[14:09]
some other Ontario grants and we don't
[14:12]
qualify with being a nonprofit and a
[14:14]
charitable program a charitable Child
[14:17]
Care um we cannot legally go to parents
[14:21]
and ask if a parent donates but I can't
[14:24]
due to the regulations of fees and
[14:26]
things like that there's strict rules on
[14:29]
rates I can't ask parents I can ask
[14:31]
parents to donate a gift or a card or
[14:34]
whatever but I'd have to be very careful
[14:36]
in how I ask parents to say you know
[14:39]
we're going to bill you an extra dollar
[14:40]
a week for your child care costs or
[14:43]
something to cover that but we are at
[14:46]
where we are at
[14:48]
financially if if I could have not come
[14:51]
here I would have not come
[14:53]
here mayor Bailey uh through you Mr
[14:57]
chair to Melody uh I had the same
[15:00]
problem when I bought my house and I
[15:01]
have over 60 windows in my house and I
[15:04]
hired someone for the best price to do
[15:06]
the first two windows and uh he
[15:10]
butchered them uh and then I called the
[15:13]
lowest quote on your list which happens
[15:15]
to be your husband Window World uh and
[15:19]
and who's also a rotarian friend of mine
[15:21]
and he came and put the windows in my
[15:24]
house
[15:25]
uh and they they approved it was
[15:27]
approved by heritage obviously and he
[15:30]
also fixed the windows that he didn't
[15:32]
even put in to make them all match which
[15:35]
I thought was very nice of them um but
[15:38]
the savings is incredible in my house uh
[15:41]
because of the new windows I did it over
[15:42]
a number of years too because I I had I
[15:45]
don't know $1,200 a window or something
[15:48]
crazy thing so um but you have the right
[15:51]
players in place and I I don't know how
[15:53]
else we could do it can we have a
[15:55]
capital campaign can I can I do a
[15:57]
campaign for St George and ask people to
[16:00]
support the school for
[16:03]
for for the daycare center can I can I
[16:05]
do that because I mean I know there's
[16:07]
people in St George that know that it's
[16:09]
a it has to be done and enough people in
[16:12]
St George live in Heritage properties
[16:14]
that they know the the heat that escapes
[16:18]
is expensive so I don't know I don't
[16:20]
know whether that's in my realm of
[16:22]
things I can do away from Council
[16:25]
whether I can had a fundraiser for it I
[16:27]
don't know that there's a better CA
[16:29]
right now you've got that many kids
[16:31]
waiting and I was at the opening of your
[16:33]
your second your second daycare at the
[16:35]
at the church the need is huge I mean
[16:38]
their their waiting list is is pregnant
[16:40]
women that haven't even had the babies
[16:42]
yet that are on the list um it's it's
[16:45]
kind of kooky that the need that's
[16:47]
coming to St George and that's without
[16:48]
any visible growth this time in two
[16:51]
years we're going to be talking about a
[16:52]
whole different animal in St George so I
[16:54]
think we need to get our ducks in a row
[16:55]
now um so I counc CHR I don't know
[16:59]
whether so I can help out or not so I
[17:02]
guess my my my question for
[17:03]
clarification on that baile is the fact
[17:05]
are you looking at potentially doing
[17:06]
this as David Bailey or are you looking
[17:08]
at doing this as mayor David Bailey it
[17:10]
would have to be the
[17:12]
mayor because I wouldn't want it to be I
[17:14]
wouldn't want it to be mixed up with my
[17:16]
own Foundation that I already have at
[17:18]
the Brent Community Foundation and
[17:20]
that's in the name of David Bailey so
[17:22]
this would have to be the
[17:24]
mayor um so I think we would have to
[17:26]
have staff look into that to understand
[17:28]
how that would play
[17:30]
out okay uh councelor Miller just a few
[17:34]
questions through you Mr chair to the
[17:36]
presenter um does the daycare own that
[17:39]
building we do okay we have a mortgage
[17:43]
okay um you've got a requesting we don't
[17:46]
have any your financials like are you
[17:48]
guys putting money aside when you when
[17:50]
you get
[17:51]
fees um you have operating costs Capital
[17:55]
costs do you put money aside for Capital
[17:57]
cost we do okay yep
[17:59]
can you talk a little bit about um you
[18:02]
touched on it um I just wonder if you
[18:04]
could flush it out a bit um as far as
[18:07]
you can't you've talked about what you
[18:09]
can't do what as far as raising money
[18:12]
goes like going to the parents what can
[18:15]
you do and related to that question is
[18:18]
you're not the only child care uh Center
[18:20]
in financial distress what are they
[18:23]
doing have you talk to other ones
[18:25]
because I think this $10 a day child
[18:28]
care um has caused a bit of financial
[18:31]
hardship for a lot of daycare so what
[18:33]
have you guys done
[18:35]
specifically um to raise cash or raise
[18:38]
money and what are other child care
[18:40]
center so this isn't my first rodeo I've
[18:43]
been in child care for 33 years I was a
[18:46]
supervisor of all child care centers in
[18:47]
the county and the city for 31 years and
[18:51]
then I came up to St George so I'm well
[18:53]
aware of the other programs that are
[18:55]
sort of suffering and not suffering the
[18:57]
most of the programs uh that have child
[19:00]
carees are in rental situations there
[19:03]
are very few that own the buildings so
[19:06]
they go back to their landlords for
[19:08]
those type of issues um that's with the
[19:10]
survey that I did put out there that's
[19:12]
where they're going back as to their
[19:13]
landlord for that type of thing with
[19:15]
regards to funds and reserves there's
[19:17]
certain money that the government will
[19:20]
take from me if I have too much so I
[19:23]
have to slot it to different slots so I
[19:26]
have learned a little bit as they say to
[19:28]
play the game
[19:29]
and so I can put a capital reserve for
[19:32]
future child care centers but I can't
[19:35]
use some of the money for um to keep up
[19:39]
what I have so I do we do have a reserve
[19:42]
fund that is for if we can build another
[19:45]
Center which St George is going to need
[19:47]
if St George gets a school I we've got
[19:50]
some funds there that we can put into
[19:52]
that um which is capital or new build
[19:55]
fund um so I do have funds for that as
[19:58]
we got so far
[20:00]
so okay I I I I would have appreciated
[20:04]
that
[20:05]
information in your information that you
[20:07]
give us but um and I I'll just kind of
[20:10]
touch on what counselor Bell said
[20:11]
talking about a mortgage or you get a
[20:13]
loan
[20:15]
um and and it's not a bad idea and the
[20:18]
reason I say that is because the payback
[20:19]
on a window as far as I know it's a
[20:21]
capital cost but as far as operating
[20:23]
cost I mean you you'll save the money in
[20:25]
utilities within five maybe four years
[20:28]
if bad you say so um it would be good if
[20:32]
again if you could get that get the
[20:34]
windows in and save on the operating
[20:35]
cost but anyways thank you for

like to suggest that we make a grant

from the county for
[21:14]
25,000 and then we work with Dave Bailey
[21:17]
and maybe raise some funds and if we can
[21:20]
direct staff to bring it to Heritage
[21:22]
about other grants that might be
[21:24]
available it's a bit of a mouthful but
[21:27]
okay second to that motion councelor
[21:30]

the motion I just don't like the process

it would be nice to have a little bit

much rather refer this to either a staff
[21:51]
report for funding options or refer it
[21:54]
to the budget committee but to today
[21:58]
throw

money at the problem and then

uh ask David to do something with the
[22:06]
mayor's that to me is not the way to
[22:09]
solve the problem because it's still
[22:12]
going to leave uh
[22:16]
$75,000 funding shortfall at some point
[22:20]
where if it goes through the grant
[22:21]
committee and that it may be uh there
[22:25]
may be better options is what I'm saying
[22:26]
so I'm not going to support the motion
[22:29]
as it is if the motion fails then I
[22:31]
would put a motion forward to refer it
[22:34]
to staff for funding options uh to
[22:37]
resolve the
[22:39]
problem councelor house and councel open
[22:42]
uh thank you Mr chair uh to the motion I
[22:44]
I am supportive of this uh again I'm I'm
[22:50]
and I don't even know if this is an
[22:51]
amendment or friendly Amendment or just
[22:53]
uh edit that I think you meant emergency
[22:57]
Grant um
[22:59]
and the way I'm looking at this this is
[23:02]
$100,000 plus situation and the county
[23:07]
of Brandt is is not necessarily going to
[23:10]
be in a position ever to hand over
[23:12]
$100,000 but if we're able to assist in
[23:18]
getting things started and and the
[23:20]
example that the mayor provided you know
[23:22]
with his own house you know you do the
[23:25]
worst two or three first and and and and
[23:28]
you start start working towards it and
[23:30]
then work towards a capital campaign
[23:32]
with the mayor's help the grant Pro the
[23:35]
normal Grant process uh which is
[23:38]
available to any
[23:41]
nonprofit
[23:42]
organization um so I I I think
[23:46]
approaching this in a multi multitude of
[23:49]
ways is appropriate and I support the uh
[23:52]
the motion as it stands with the word
[23:54]
emergency in
[23:56]
there councelor Oakley then mayor B
[23:59]
uh through the chair to finance staff if
[24:02]
possible um what what monies do we
[24:04]
currently have in regards to Grants and
[24:07]
am I correct in that we actually no
[24:08]
longer have the emergency Grant um uh
[24:12]
tool um I believe that was something we
[24:15]
might have removed in the last
[24:17]
year yeah so we we did remove the
[24:20]
emergency Grant category on the basis
[24:22]
that if during the year Council wanted
[24:24]
to give money on an emergency basis we
[24:26]
would we would make that um happen uh we
[24:30]
do not have any money left in the Emer
[24:32]
in the grants budget for 2024 um but if
[24:36]
Council uh directed I mean certainly we
[24:38]
would come back with how where we could
[24:42]
pull the money from or or defer to 2025
[24:45]
there there's options out there it's
[24:46]
just a matter of how if this
[24:48]
recommendation goes through um as is we
[24:51]
could do a Friday file report just
[24:52]
outlining where the money is going to
[24:54]
come from or if Council wants to defer
[24:56]
it for a report on options then you're
[24:58]
certainly welcome to do that too thank
[25:01]

through you Mr chair uh taking a second
[25:08]
sober thought here um I'm just thinking
[25:11]
that it's not the Optics of me raising
[25:13]
money for the school uh when there's a
[25:15]
capital campaign right now for the
[25:16]
library and a capital campaign that
[25:18]
hasn't met its goal for the wilin Center
[25:21]
um I'm not sure how the how that would
[25:24]
look especially in my own backyard so uh
[25:27]
I will help any any way I can but it
[25:29]
would have to be on a on a informal
[25:31]
basis and in a different way because
[25:33]
it's when you have two countywide
[25:37]
Capital campaigns under way way I
[25:39]
shouldn't be raising money for something
[25:40]
different thank
[25:42]

unfortunately I can't support the
[25:50]
recommendation because I think that we
[25:52]
do have um processes in place including
[25:55]
our grant cycle that's going to reopen
[25:57]
and I'm very mindful
[25:59]
um that we are a large and diverse
[26:00]
Community with a number of Heritage
[26:02]
buildings and I worry about the predent
[26:06]
that we might set that one can come to
[26:08]
council and um more or less work through
[26:13]
a different process that is perhaps not
[26:16]
um Equitable to those who are watching
[26:18]
the timelines and everything and I do
[26:19]
recognize there's there's an emergency
[26:21]
here and my step kids actually went to
[26:24]
this Child Care Program for a number of

yeah it does make sense along with the

market conditions that we know have

increased prices in the last few years

okay maybe the engine Engineers report

was a little conservative um you had one

bid um now if I go online I look um this

MBR technology it is offered by I seen
[42:09]
at least several

dozen um vendors when you're putting
[42:15]
something like that it's do you treat
[42:17]
this just like a grass tender in other
[42:19]
words you put it up on the site call it
[42:20]
a day and whoever bids bids or do you
[42:23]
actively go out and seek maybe uh
[42:25]
vendors for this technology say hey
[42:28]
we're putting this bid out um are you
[42:30]
interested in bidding in other words are
[42:32]
you doing everything you can to get
[42:34]
vendors to bid or you just standard this
[42:38]
is what we do call the day through the
[42:40]
chair we did have some dialogue with two
[42:42]
different vendors who do some work in
[42:44]
this area uh most of the the MBR work in
[42:47]
Ontario does seem to be offered by
[42:50]
violia um but yeah we wanted to promote
[42:53]
and encourage uh a better competitive
[42:56]
market so we did have some dialog with
[42:58]
with another vendor who does work in
[42:59]
this area but unfortunately they they
[43:02]
didn't submit a bid and we we don't yet
[43:04]

news where uh residents get ripped off

by unscrupulous ashall companies this

way we are kind of protecting our

residents by knowing what's being done

and who's in town working and then also

uh when repaving takes place uh we want

to know what's taken place because

sometimes people take it upon themselves

to start widening their driveways

without going through the application
[48:57]
process so it's a small fee staff do the
[49:00]
followup and then staff also uh are
[49:03]
monitoring who's in town working and
[49:05]
who's

not okay fair enough um is it the same
[49:11]
fee as if I'm putting in a brand
[49:15]
new uh through the uh chair no I do not

smaller fee it's that fee for repaving

prompted me to be thinking about some of

the recent conversations that we've been

having at Council and illustrations that

councelor Bell provided about long
[51:09]
vehicles on short driveways and and I
[51:12]
was reading through this that that
[51:14]
report from two years ago and and I
[51:16]
think it references a a minimum 19 foot
[51:20]
driveway
[51:22]
recommendation and then I Pard me did a
[51:25]
quick Google on how long is a for def
[51:28]
150 or a Dodge Ram King Cab and you know
[51:32]
they're they're more than 21 feet long
[51:34]
and and I I and the other thing
[51:37]
that was jumped out at me in in that
[51:39]
older report was it references the fact
[51:43]
that um there's a Bo there's at least a
[51:46]
fiveyear lag between policies that we
[51:50]
make and when they actually impact the
[51:53]
way houses are built in this community
[51:57]
and I and I I just my comment is related
[52:01]
to all of that I sincerely hope that we

are uh initiating some new uh new

policies and and new new ways of looking

at how long driveways and their

entrances need to be uh for future

becoming a bit of a Rat Run uh in town

it's been get more so when we tear up uh

Grand River Street there'll be more
[56:49]
traffic going that way I think we need
[56:51]
to be thoughtful about how we control
[56:53]
traffic I've said this before uh and and
[56:56]
I think we've made the promise to our
[56:57]
residents that we will put extra
[57:00]
controls in and this would be one of the
[57:01]
extra controls so rather than just
[57:03]
having a another East West uh stop sign
[57:07]
I'd put in north south north south stop
[57:09]
signs as well and I'd be prepared to
[57:11]
make a motion to that effect come the
[57:19]

be uh that it has been been a a rat run

and I love it when you say that um but

the the

uh there that means there'll there'll

be multiple stop signs on West River
[1:00:11]
Street from its Southmost Point down by
[1:00:15]
Lions Park all the way up to the old
[1:00:18]
penman's building and I'm I'm just

wondering Greg's opinion from his
[1:00:24]
expertise on on that many stop signs in
[1:00:28]
that space thanks

Greg yes through the chair um we can
[1:00:36]
definitely carry out whatever Council uh
[1:00:38]
wishes I'd like to see that right off
[1:00:41]
the Hop uh we have looked at this
[1:00:42]
intersection many times and looked at
[1:00:44]
the warrants the warrants aren't there
[1:00:47]
um because you're looking at
[1:00:48]
intersecting traffic flows uh stop signs
[1:00:51]
do not work as traffic calming um we'll
[1:00:55]
put in a stop sign there and then the
[1:00:57]
same residents are going to call us and
[1:00:58]
tell us that people aren't stopping at
[1:01:00]
the stop sign because there's not enough
[1:01:02]
traffic queuing on those side roads to
[1:01:05]
indicate for people to stop busy
[1:01:08]
intersections require four-way stops and
[1:01:11]
the indicator to stop is because as you
[1:01:13]
approach it you see cars there when you
[1:01:15]
start seeing intersections where
[1:01:17]
typically you're using every day and you
[1:01:19]
don't see a lot of traffic there people
[1:01:21]
don't stop I think the county um we've
[1:01:25]
we've depleted the brand safe Street's
[1:01:27]
budget year after year since it's been
[1:01:29]
provided by Council I think um in this
[1:01:32]
scenario that we we uh Implement more
[1:01:35]
traffic calming in the area if if it's
[1:01:37]
traffic calming that uh is the desired
[1:01:40]
effect which I I believe it is but um
[1:01:43]
that's my only concern about putting in
[1:01:45]
stop signs where they're not warranted
[1:01:47]
they lead to other
[1:01:51]
issues council
[1:01:53]
chambers just uh know disagree maybe
[1:01:57]
that four-way stop would be good but I'm
[1:01:59]
not the expert and we have invested a
[1:02:02]
lot of money in Branch Safe Streets that
[1:02:04]
look at these intersections and look at
[1:02:06]
every intersection and uh use uh science
[1:02:11]
if you want rather than
[1:02:13]
political uh um Direction so I'm not
[1:02:17]
going to support the recommendation I'm
[1:02:18]
going to I'm not going to support the
[1:02:21]
resolution I am going to support the
[1:02:23]
brand safe Street's recommendation
[1:02:26]
uh I have been asked many many times for
[1:02:29]
four-way stops in the village of
[1:02:31]
Scotland berford and everywhere else for
[1:02:34]
that matter and I've always relied on
[1:02:36]
the experts to tell me whether they're
[1:02:37]
warranted or not and in this case we've
[1:02:41]
just heard that a forway stop is not
[1:02:43]
warranted so if it is not warranted then
[1:02:46]
I'm not going to support
[1:02:48]
it councel O then councelor Bell um
[1:02:52]
through you Mr chair um councelor house
[1:02:54]
and counc Lely said what I wanted to say
[1:02:57]
but I'll just also add on there that um
[1:03:00]
you know I think the bran Safe Streets
[1:03:02]
is is the way to take this and I think
[1:03:04]
if we're constantly running out of our
[1:03:05]
budget each year and one of the things I
[1:03:06]
hear constantly about that program is um
[1:03:09]
that people want to see more out of it
[1:03:10]
perhaps that means that budget or that
[1:03:12]
program needs a bit more budget to it
[1:03:15]
so counc Bill yeah uh thank you I have
[1:03:18]
two comments um one is that may not be
[1:03:23]
warranted today but the minute we start
[1:03:26]
diverting traffic off West River off
[1:03:28]
Grand River Street we're going to change
[1:03:31]
the traffic volumes considerably so you
[1:03:35]
recognizing exactly what council of
[1:03:37]
chamber says I'd appreciate that if we
[1:03:39]
could run the calculations on the basis
[1:03:41]
that traffic that normally goes through
[1:03:43]
Grand River Street is going through West
[1:03:45]
River Street and see whether it's still
[1:03:46]
warranted or not but even beyond that I
[1:03:49]
think we've made a commitment to our
[1:03:52]
residents of West River Street that we
[1:03:54]
will control that traffic
[1:03:56]
During the period at least when we're
[1:03:58]
digging up the road and I think what H
[1:04:00]
what will happen is that people will
[1:04:02]
actually become quite comfortable with
[1:04:04]
that by bypass and it becomes actually
[1:04:08]
not the the bypass but it becomes the
[1:04:11]
road so second second point the we just
[1:04:15]
three minutes ago approved a junction of
[1:04:20]
Joseph Brown Street M Holland Street I
[1:04:23]
cannot believe because I walk that way
[1:04:25]
every day
[1:04:26]
that that would warrant and always stop
[1:04:29]
and across there would not I I I'm
[1:04:32]
completely lost in terms of the
[1:04:36]
justification through the chair I can uh
[1:04:39]
I can explain that so if you look at the
[1:04:41]
diagram there's only one stop sign at
[1:04:44]
that location so everyone has free
[1:04:46]
movement there there's not there's not a
[1:04:49]
control so people can legally turn into
[1:04:52]
someone's
[1:04:53]
path where the others section you have a
[1:04:56]
two-way stop the One Stop was missing so
[1:05:00]
that's why we're putting it in there
[1:05:01]
it's a cleanup it's the same scenario so
[1:05:04]
you now have the intersecting roads you
[1:05:06]
have a stop on both sides and you have
[1:05:08]
free flow here you only have one one
[1:05:11]
stop sign and there's three entrances to
[1:05:14]
this intersection so that's that's the
[1:05:17]
issue there's stop controls
[1:05:19]
missing it defies Common Sense Greg

I see virtually no traffic Lucas lives
[1:05:28]
on the corner he probably can testify to

the volumes of traffic contrast that

with West River Street there's a just a

two three orders of magnitude difference
[1:05:38]
and if you look at West River Street now
[1:05:41]
people come down
[1:05:42]
from the the railway line and they're
[1:05:45]
actually coming down a hill at that
[1:05:46]
point so there's a double issue there
[1:05:49]
people are actually speeding up as you
[1:05:51]
go down that hill so I I accept that it
[1:05:54]
may not be technically warranted but
[1:05:56]
Common Sense should Prevail in this case

with the blue box transition and the

changes to the regulations the support

and distribution of blue boxes is going

to be done through the province in SEO

over the short term to continue making

it easy for residents to move through

look at them think well are they the

best idea y through you chair we were uh

it's not a money making on these it's

just Cost recovery so I mean again we

could look at lowering those fees to

encourage it um to encourage the use um
[1:10:15]
then we would have to find a way to
[1:10:17]
subsidize yeah it would be part of a
[1:10:19]
larger strategy but like I said I don't

at it says in the report you try and

encourage certain behavior and

discourage others so and then the second

question um again cost

that say uh for a liquor license permit

uh we're going from 142 plus
[1:10:45]
149 something like that an agency letter
[1:10:47]
for liquor license what would that
[1:10:50]
entail as far staff time that it needs
[1:10:52]
to be charged
[1:10:53]
$149 is St able to answer that very
[1:10:56]
specific question or not
[1:11:01]
today and there's about 50 others I
[1:11:04]
could pull out and say what how much
[1:11:05]
staff time does it take to do that so
[1:11:09]
I'm sorry are we talking the liquor
[1:11:11]
license yeah uh page 152 of our report
[1:11:14]
so it's it's not just the letter it's
[1:11:16]
the letter plus uh building and fire
[1:11:19]
both do a an inspection so it's two
[1:11:22]
inspections plus the municipal letter um
[1:11:25]
that go into that
[1:11:26]
fee okay so I suspect they don't go out
[1:11:30]
to the same building time after time if
[1:11:33]
it's a same facility asking for the
[1:11:35]
license it's only when they're doing a

permanent license so like um like

comment um we're seeing
[1:12:56]
18.6% change in in the budget from last
[1:13:00]
year a lot of that's driven by
[1:13:03]
additional ambulance and I noticed in
[1:13:06]
the capital forecast every couple of
[1:13:09]
years we're going to add an ambulance
[1:13:11]
but it's not just adding an ambulance
[1:13:13]
it's adding the crew that goes with the
[1:13:15]
amb ambulance so can we anticipate that
[1:13:18]
we will see
[1:13:20]
significant uh percentage increases in
[1:13:22]
in budget every second year from now on
[1:13:26]
um it's it's not necessarily when you
[1:13:28]
replace an ambulance you add staff as
[1:13:30]
well is there's an additional ambulance
[1:13:32]
coming on board then then then these are
[1:13:35]
additional these are additional every
[1:13:36]
two years is's an additional ambulance
[1:13:39]
coming there's Replacements and there's
[1:13:41]
additionals these are additionals okay
[1:13:47]
Cindy uh through the
[1:13:50]
chair um so the I guess the ambulance
[1:13:54]
strategic action plan that was done back
[1:13:56]
in 2016 did
[1:13:58]
recommend based on forecasting of um
[1:14:02]
call projections that a 12-hour
[1:14:05]
ambulance be placed on every two years
[1:14:08]
um so that is what is Cap uh a new study
[1:14:14]
um because that study has sort of now
[1:14:18]
expired and um conditions have changed
[1:14:21]
um so whatever comes back from that will
[1:14:25]
probably adjust the future Capital
[1:14:28]
forecast and um what our sort of
[1:14:32]
capacity and resource requirements will
[1:14:34]
be for the next five to 10
[1:14:37]
years thank you but to be clear Cindy
[1:14:40]
when we get a new
[1:14:41]
ambulance what's the what is the crew
[1:14:44]
implication of that how many people do
[1:14:46]
we need additionally to crew another
[1:14:50]
ambulance uh through the chair so for
[1:14:53]
for 2025 with the 12 hour our ambulance
[1:14:56]
um that's a a staff of four
[1:14:58]
ft sorry I I missed that four full-time
[1:15:01]
equivalent sta four full-time for 12
[1:15:03]
hour yeah so every two years we going to
[1:15:05]
be adding effectively four full-time
[1:15:07]
equivalents and there'll be a trigger
[1:15:09]
point where we add another supervisory
[1:15:12]
level so my my point is we can expect
[1:15:16]
fairly sign fairly significant
[1:15:18]
percentage increases on budget every
[1:15:20]
second year just because of adding an
[1:15:23]
ambulance
[1:15:27]
just just an observation I'm I'm not
[1:15:29]
doubting I don't think it's a bad thing
[1:15:31]
but I will make the point that um
[1:15:35]
Paramedic Services is very responsive to
[1:15:39]
population
[1:15:40]
growth and what I'm seeing in the health
[1:15:43]
unit is that they're not and they should
[1:15:46]
be and there are other areas that should
[1:15:49]
be sensitive to population growth even
[1:15:52]
our own stuffing of of the county staff
[1:15:56]
has to be in many respects sensitive to
[1:15:59]
the growth in population so it's just a
[1:16:02]
a warning a notice to us all that as we
[1:16:06]
grow then we must expect our budgets to
[1:16:09]
grow as well and sometimes they going to
[1:16:11]
grow in excess of the increased Revenue
[1:16:14]
we get from that increased population
[1:16:16]
and this will be one of those examples
[1:16:19]

Bell's uh query it's a good query
[1:16:29]
um we we we know currently The Paramedic
[1:16:33]
Services are over subscribed they're
[1:16:35]
over 100% usage um when we add this
[1:16:38]
ambulance this half ambulance um we're
[1:16:42]
still going to be over 100% so the the
[1:16:46]
addition of the ambulances I don't see
[1:16:48]
that going away for the next foreseeable
[1:16:50]
future now one of the big drivers of
[1:16:52]
that is Hospital weight times I think we
[1:16:55]
all know that we've discussed it um it
[1:16:57]
was at one point the average was 1 hour
[1:17:00]
and 6 minutes earlier this year um it's
[1:17:02]
the our last report was down to 53
[1:17:04]
minutes if we could ever get a handle on
[1:17:07]
that where they just come in and drop
[1:17:09]
them off we would see our uh our needs
[1:17:12]
for amulance drop substantially but it's
[1:17:14]
it's an issue we've been fighting we've
[1:17:15]
had meetings at various Municipal
[1:17:18]
conferences so around this table we're
[1:17:20]
not going to solve it we'll work at it
[1:17:22]
we'll chip away at it we'll do it with
[1:17:23]
other municipalities but unless and
[1:17:25]
until that that is drastically affected
[1:17:27]
yeah that trajectory for more
[1:17:29]
ambulance is not going
[1:17:32]
away council chambers just a comment uh
[1:17:35]
Mr chairman I find it a little bit
[1:17:37]
unusual that The Paramedic Services
[1:17:40]
budget which is in excess of almost $30
[1:17:43]
million is placed on our agenda as a
[1:17:46]
consent
[1:17:47]
item I think in the future items such as
[1:17:52]
this should be items where we can
[1:17:54]
discuss it rather than a consent item
[1:17:57]
which we're supposed to just uh if we
[1:18:00]
have questions ahead of time ask them
[1:18:02]
but otherwise we uh accept them
[1:18:05]
similarily truly noted any other
[1:18:09]
questions on that
[1:18:11]

been put in jail um which makes it
[1:22:22]
harder for

real grandchildren that earn jail to get
[1:22:27]
help

um but and then there's a there's a scam
[1:22:32]
in Toronto going around they talk about
[1:22:34]
it they're show up we're going to do
[1:22:35]
your roof and they show pictures of the
[1:22:37]
roof it's not even their roof so anyways
[1:22:39]
their targets of scamers the only real
[1:22:42]
thing we've looked at is uh maybe
[1:22:44]
through the elder abuse committee um
[1:22:46]
that's the closest thing they they talk
[1:22:48]
about scamming but it's a very very
[1:22:50]
small part of that with the elder abuse
[1:22:52]
committee the elder abuse committee
[1:22:53]
deals mainly with um people that they
[1:22:56]
know on an ongoing basis whether it's a
[1:22:58]
relative whether it's a caregiver so
[1:23:00]
forth so um and if you go to Norfolk uh
[1:23:03]
they in their um age friendly document
[1:23:07]
that they they do put quite a bit of
[1:23:09]
emphasis on on scamming and how to
[1:23:11]
protect seniors and I'm just I'm going
[1:23:13]
to ask is there anything we could do to
[1:23:14]
maybe to um to help them out
[1:23:28]
on uh through the chair actually yeah we
[1:23:30]
work with um that that group very
[1:23:33]
closely and we have actually offered
[1:23:35]
workshops in the past as they come up um
[1:23:38]
through the gr River Council of Aging
[1:23:40]
they often do those types of workshops
[1:23:43]
and workshop series um so it's just
[1:23:46]
basically as requested and we're happy
[1:23:49]
to to um communicate back to them and
[1:23:53]
maybe we can work on on bringing that
[1:23:55]
forward

again again I I just I think it's a very

important issue it really is whether
[1:24:01]
it's that somebody calling from say
[1:24:03]
they're from CRA or you've lost your

chair I'd like to start out by answering
[1:29:22]
that by thanking the finance
[1:29:24]
uh we've been working on this for 10
[1:29:27]
years and we actually have a 10-year
[1:29:29]
plan so these were already forecasted
[1:29:31]
some of these vehicles um were actually
[1:29:34]
forecasted last year to be replaced but
[1:29:36]
we pushed off replacement at that time
[1:29:38]
due to the budgetary concerns so now
[1:29:41]
we're playing a little bit of catchup
[1:29:43]
but uh something uh when I joined the
[1:29:45]
county many years ago I was working with
[1:29:48]
all the Heathers and the vanessas over
[1:29:50]
in finance and we started talking about
[1:29:53]
a 10 10 10 year plan and we and we built
[1:29:55]
a 10year plan so the reason why I'm
[1:29:58]
bringing the report forward today is um
[1:30:01]
this would normally go through the
[1:30:02]
budgetary process and because that's
[1:30:04]
going to be later in the season I don't
[1:30:06]
want to lose the opportunity to place
[1:30:08]
the uh vehicle orders because when you
[1:30:11]
want a vehicle in 2025 you have to place
[1:30:13]
the order in 2024 so um we're finally
[1:30:16]
caught up with our
[1:30:18]
vehicles um we have uh we've been
[1:30:21]
stretching these vehicles and
[1:30:22]
repurposing as as much as we can um but
[1:30:26]
just for um committees so you're aware
[1:30:30]
some of these vehicles date back all the
[1:30:32]
way to
[1:30:33]
2006 uh some of these vehicles have in
[1:30:36]
excess of 400,000 kilometers on them and
[1:30:39]
some of these vehicles are very
[1:30:41]
essential to our service where we can't
[1:30:43]
have them break down and they're
[1:30:45]
starting to show um signs of wear so
[1:30:47]
we've done our best to um stretch them
[1:30:51]
there's a couple more that we've pushed
[1:30:53]
off I know this is a big ask but these
[1:30:56]
are essential and we've um talked a lot
[1:30:59]
with all the Departments so that uh we
[1:31:02]
could we verified that these are needs
[1:31:05]
so if I Mr just to be clear and maybe
[1:31:07]
it's a question Heather can answer uh
[1:31:10]
what did we include in the forecast last
[1:31:13]
year for
[1:31:14]
2025 for this this line item and how how
[1:31:18]
much different is it
[1:31:24]
we're going to get
[1:31:41]
that uh through the chair to councelor
[1:31:43]
Bell um it is uh a little bit different
[1:31:47]
than last year's uh forecast uh because
[1:31:51]
we had moved some um
[1:31:54]
items from 2024 to
[1:31:57]
2025 um now also the on this report it
[1:32:02]
includes uh an ice resurfacer which was
[1:32:06]
not on the fleet list last year if
[1:32:08]
you're just looking at the fleet list
[1:32:10]
but it was in the community services
[1:32:11]
list last
[1:32:13]
year um and again every year we do look
[1:32:17]
at the 10e forecast and we make further
[1:32:19]
adjustments to known pricing increases
[1:32:23]
um so any know pricing increases would
[1:32:25]
have changed um based on what last
[1:32:28]
year's forecast had been uh for these
[1:32:32]
pieces of
[1:32:33]
equipment um so the exact dollar amount
[1:32:38]
may not have been in last year's plan
[1:32:42]
just due to those changes in the pricing
[1:32:46]
increases um now also a few of the a few
[1:32:49]
of the pieces of equipment on the list
[1:32:53]
um
[1:32:54]
one specifically does have some funding
[1:32:56]
from development charges uh based on the
[1:32:59]
requirement of it being growth related
[1:33:03]
um so uh they're not all coming from the
[1:33:08]
same funding source hopefully hopefully
[1:33:11]

looking for a you know it's a million

dollars more or it's $500,000 more

because I guess we when we start our
[1:33:19]
budget process we'll start from what we
[1:33:20]

will reflect you an increase in the
[1:33:28]
starting point for

some of those Vehicles like one of those
[1:34:43]
is a 2006 we can't use it anymore and if
[1:34:46]
we want the vehicles replaced in 2025 um

we need to place the orders um when
[1:34:52]
municipalities Buy uh Vehicles there's
[1:34:55]
an ordering window it's called and the
[1:34:57]
the vehicles are placed in that ordering
[1:34:59]
queue if we don't get into that queue

then we don't get our vehicles and
[1:35:03]
that's one of the things that a lot of
[1:35:05]
municipalities are struggling with okay

um it must be different than for an
[1:35:10]
individual because I could go in

tomorrow and buy a pickup truck right uh

you'll pay 20 30,000 $440,000 sometimes

more than what a municipality will pay

for a truck because when they do a run

of vehicles they'll run like Municipal

trying to remember back when we first
[1:38:22]
talked about this was this factored in

that we need two additional employees

for One camera and if we have another

camera that's two more
[1:38:33]
and I'm just I'm I'm kind of blown away
[1:38:37]
by this to tell you the truth U and is
[1:38:41]
there cost recovery to recover this uh
[1:38:45]
and my other question would be uh why
[1:38:48]
can't this wait to be a
[1:38:51]
a a budget issue or is it uh does it
[1:38:57]
render the speed camera inoperable if we
[1:39:00]
don't have the people to do
[1:39:03]

chers so there there is a a basic
[1:39:09]
formula that we are using based on the
[1:39:10]
experience from other municipalities um
[1:39:13]
if you recall in the previous report
[1:39:14]
from September we had high compliance
[1:39:16]
and low compliance rates um what we're
[1:39:18]
doing with this exercise here is we
[1:39:20]
believe that it's going to be um we're
[1:39:22]
still going to have a Surplus with the
[1:39:24]
first
[1:39:26]
camera um and then we're going to hire
[1:39:28]
accordingly um as we we require
[1:39:31]
additional staff uh so we're going to
[1:39:33]
monitor the numbers we do have some
[1:39:35]
numbers for the second and third camera
[1:39:37]
I can tell you one of the locations the
[1:39:39]
the data is very very high um so likely
[1:39:43]
when we we come into the second camera
[1:39:45]
we're probably going to ask for
[1:39:46]
additional staff these two staff here to
[1:39:49]
launch the program I think initially
[1:39:51]
we're going to uh recruit for a
[1:39:53]
screening officer uh my understanding is
[1:39:56]
that the onset of this program when you
[1:39:58]
when you launch it you may get a lot of
[1:40:00]
screenings um we're doing some work uh
[1:40:02]
some policy work in the background where
[1:40:04]
we're trying to alleviate some of these
[1:40:06]
screenings but anecdotally uh the
[1:40:08]
experience in another municipality that
[1:40:10]
is doing um automated speed
[1:40:13]
enforcement um through the
[1:40:14]
administrative penalty system is they
[1:40:16]
received about 400 screening requests uh
[1:40:20]
in the first
[1:40:21]
quarter so we're trying to position
[1:40:23]
position ourselves where we're not going
[1:40:24]
to get that many screenings um but the
[1:40:27]
possibility is there so we want to have
[1:40:29]
somebody in place to run those
[1:40:30]
screenings we do have staff right now
[1:40:32]
that are trained we have two uh officers
[1:40:35]
uh Municipal Law Enforcement Officers
[1:40:37]
but they're uh they've received a
[1:40:39]
designation uh through the ministry they
[1:40:41]
they've taken some training so they are
[1:40:43]
provincial offenses officers so we're
[1:40:45]
trying to delay hiring uh another
[1:40:47]
provincial offenses officer until we
[1:40:49]
start rolling out more cameras and the
[1:40:51]
demand is there so we want to be
[1:40:53]
prepared for you know the influx of of
[1:40:55]
penalty notices or penalty orders that
[1:40:57]
we get um so we're just taking a
[1:41:00]
cautious approach and and you know
[1:41:01]
putting it on the radar that we're going
[1:41:02]
to need to hire some staff we do have
[1:41:04]
two staff that we're requesting right
[1:41:06]
now just to launch the
[1:41:08]
program council
[1:41:11]
chambers yeah I understand that I I just
[1:41:13]
what's going through my mind is is it
[1:41:15]
more practical and and um uh to rather
[1:41:20]
than hire staff to look at paperwork
[1:41:23]
than hire additional police officers
[1:41:26]
that would enforce speeding all over the
[1:41:29]
county rather than 100 yards in front of
[1:41:32]
a particular location uh as like that's
[1:41:35]
a lot of money to uh invest in speed uh
[1:41:41]
control in one particular spot in the
[1:41:44]
county and I'm just I I'm waiting for
[1:41:48]
the review of this after a year to see
[1:41:50]
whether it is indeed uh uh worth uh the
[1:41:54]
investment that we're putting into it to
[1:41:56]
control speeding in 100 yards uh of the
[1:42:01]
county when perhaps the funds could be
[1:42:05]
spent and uh hiring additional uh police
[1:42:09]
officers that would Patrol the entire
[1:42:11]
County and maybe do as as much good for
[1:42:14]
the cause of reducing speeding in the
[1:42:18]
county any other
[1:42:20]

the answer to this question but what
[1:42:28]
exactly is the screening officer
[1:42:31]
screening uh through the chair so uh
[1:42:34]
essentially when somebody receives a
[1:42:35]
penalty order there's a two-stage
[1:42:37]
process where somebody can appeal uh
[1:42:39]
it's legislated under the highway
[1:42:40]
traffic Act and the regulations for
[1:42:42]
automated speed enforcement so the first
[1:42:44]
step would be a screening officer where
[1:42:45]
they would um request a screening from
[1:42:48]
um the officer um that would be a
[1:42:51]
Municipal Employee um that person would
[1:42:54]
basically review the penalty order under
[1:42:56]
specific parameters um as we're
[1:42:58]
developing the policy those parameters
[1:43:00]
are going to be public facing um and
[1:43:03]
then they're going to they can make a
[1:43:05]
decision at that point whether to
[1:43:06]
confirm the penalty notice they can vary
[1:43:08]
it um they can extend a payment plan or
[1:43:10]
they can quash it um so we are trying to
[1:43:14]
do some policy work on the front end
[1:43:16]
just so that the public is aware so we
[1:43:18]
don't get an influx of screenings for
[1:43:20]
for people that are used to the court
[1:43:22]
system where you know if they appear
[1:43:23]
before court they can ask for a
[1:43:25]
reduction automatically and often times
[1:43:27]
it's granted um I don't think that
[1:43:29]
that's that's our position we don't want
[1:43:31]
to get inated with screening
[1:43:35]
requests counc
[1:43:39]
meline so I think he kind of alluded to
[1:43:42]
this but I'm not 100% sure clear on um
[1:43:45]
we're supposed to have the cameras in
[1:43:47]
place for a trial period before we
[1:43:49]
actually start um sending the tickets so

we're in that trial phase now is the
[1:43:56]
camera in place uh through the chair
[1:43:59]
yeah so the camera is in place it was uh
[1:44:02]
uh put in place onor about October 1st
[1:44:05]
um so it is gathering data um we are we
[1:44:07]
are seeing some you know based on the
[1:44:09]
threshold that's been set we are seeing
[1:44:11]
some pretty significant numbers um I
[1:44:14]
think for the first month we're at about
[1:44:15]
40 4700 uh penalty
[1:44:18]
notices um and for this month we're at
[1:44:20]
about
[1:44:21]
2200 um now that's based on you know the
[1:44:24]
data that we we've set the Threshold at
[1:44:27]
um when we go live we do expect that you
[1:44:30]
know that may decrease because we
[1:44:31]
certainly want to do a public campaign
[1:44:34]
to notify um the public that you know
[1:44:36]
these cameras are in use um so people
[1:44:39]
have to you know judge their their speed
[1:44:41]
and lower their speed accordingly okay
[1:44:44]
so at this point we're not sending out
[1:44:45]
notices to people that those 4,400
[1:44:48]
people that they've been speeding or
[1:44:50]
anything at this point uh through the
[1:44:51]
chair no no we're not uh I think that
[1:44:53]
was contemplated initially but just the
[1:44:55]
cost would have been exorbitant to do
[1:44:57]
that because we have to run a search
[1:44:58]
every time that we send a letter to
[1:45:00]
somebody and that cost us $825 through
[1:45:03]
the Ministry of
[1:45:05]
Transportation so I just want to confirm
[1:45:08]

combination um of efforts to to try and
[1:47:04]
make our community a safer
[1:47:06]

on something you mentioned a minute or

two ago you said it costs
[1:47:15]
$8.50 per um search that you have to do

so when you run those I'm going to make
[1:47:22]
the assumption that there's the same
[1:47:25]
person in some cases that's gotten
[1:47:27]
multiple times through that zone so are
[1:47:31]
you searching that same license plate
[1:47:34]
individually every time or do you
[1:47:35]
consolidate and go this license plate
[1:47:38]
has eight offenses we need to do one
[1:47:39]
search and then you times that fine by
[1:47:42]
eight or whatever um how does that work
[1:47:46]
like are we paying every time or is
[1:47:49]
there a consolidation that you can do if
[1:47:51]
there is somebody that's coming up
[1:47:52]
multip times uh through the chair um so
[1:47:56]
we are working on the software and I do
[1:47:58]
believe that they're going to have some
[1:47:59]
mechanisms in the software to identify
[1:48:02]
you know the same plate um you know for
[1:48:04]
various reasons there may be patterns
[1:48:06]
for this vehicle as well um I should I
[1:48:08]
should qualify that the 825 um when we
[1:48:12]
do go live we can download that cost uh
[1:48:15]
to the owner um so that'll be part of
[1:48:17]
the cost recovery again we anticipate
[1:48:20]
that this program will be
[1:48:21]
self-sufficient and self rep ing um
[1:48:23]
based on the data that's been gleaned
[1:48:25]
there's been a lot of work that's been
[1:48:26]
done in the background for projections
[1:48:29]
um so we we expect that it's going to be
[1:48:31]
Revenue neutral or you know we may
[1:48:32]
operate at
[1:48:35]

um the recommendation is that the

there so we feel that with the staff

that we have trained right now and

adding this one additional provincial

point where we' be able to handle this

camera and then we'll base it on once we
[1:49:11]
add another camera if another one is
[1:49:12]
needed or is it just we're going to add
[1:49:14]
them with the cameras uh through the
[1:49:16]
chair so we're going to we're going to

monitor the data very very closely um
[1:49:20]
and then make some decisions on hiring
[1:49:22]
as as indicated in the report there is a
[1:49:23]
bit of a delay when you hire a
[1:49:25]
provincial offenses officer there's a
[1:49:26]
bit of a protest that they have to go
[1:49:28]
through uh we do have some staff right
[1:49:31]
now that have been trained uh they're
[1:49:32]
designated there's two officers uh
[1:49:35]
keeping in mind they do have other
[1:49:37]
duties um but you know I would I would
[1:49:39]
venture to Guess that probably in in
[1:49:41]
June we're probably going to be looking
[1:49:42]
at another provincial offenses officer
[1:49:44]
um just to kind of handle that second
[1:49:46]
camera because of the volumes U so we
[1:49:49]
want to make sure that we have the right
[1:49:51]
people in place at the right times so

that the the program can continue

successfully operating without any

understanding is that operations will go

work in early 2025 so then that'll kind

of depending on the design and the
[1:51:30]
Consulting work depend when it will come
[1:51:32]
online whether or not it will be faced
[1:51:34]
or all at

um so I wanted them to go at the same
[1:52:12]
time not only is it a requirement
[1:52:14]
through the new uh planning act but um
[1:52:17]
we wanted to make sure that when when we
[1:52:19]
get to that point where servicing is
[1:52:21]
going to be available that there was a
[1:52:23]
lead time to be able to actually get
[1:52:24]
tenants in place and uh things could hit
[1:52:27]
the ground running so the idea was to
[1:52:29]
have them go in tandem um so it would be
[1:52:32]
fully ready and fully serviced and
[1:52:33]
Shuffle ready um by the time the
[1:52:35]
services are in the
[1:52:39]
ground through the chair to um councelor

Miller there there's an extreme demand

out there I think we're into our third

um interim servicing agreement out there

in this area for things that are going

um one of the things that was brought to
[1:57:59]
my attention during the election was
[1:58:01]
with regards to the voters list and I

know it comes to us in a certain way and
[1:58:04]
we take it as it is um but in a number
[1:58:07]
of cases I had individuals let me know
[1:58:09]
that they had say for example adult
[1:58:11]
children still listed as electors in
[1:58:14]
this community despite being gone a long
[1:58:17]
time and if the the secondary check to
[1:58:20]
cast a pin online is one's birth dat
[1:58:22]
On's parents likely also know their
[1:58:25]
children's birth date as far as being
[1:58:28]
able to cast additional votes I'm not
[1:58:30]
sure if this perhaps the clerk could
[1:58:32]
just comment on that um because the
[1:58:35]
other two scenarios that came to me is
[1:58:37]
name individuals receiving voters cards
[1:58:39]
and both they married and their ma names
[1:58:41]
or for deceased individuals within their
[1:58:45]
homes through the chair to the
[1:58:46]
counselor's question um so the voters
[1:58:49]
list has been taken over by um elections
[1:58:51]
Ontario they're doing a better job now
[1:58:53]
we have staff across the municipalities
[1:58:55]
working very closely with them um from
[1:58:57]
as early as last year trying to clean
[1:58:59]
that up right now and it looks pretty
[1:59:00]
good I've looked at it too so um we're a
[1:59:02]
little bit more hopeful with the voters
[1:59:03]
list there um in terms of parents
[1:59:07]
knowing their kids birthdays or any
[1:59:08]
family members um it can happen um but
[1:59:13]
again there are ways to send the the
[1:59:15]
unique pin that wouldn't just go out by
[1:59:17]
mail it could go to an email address
[1:59:19]
there are things that vendors offer so
[1:59:20]
that it's a bit more secure that way we
[1:59:22]
can try to mitigate those
[1:59:24]

they're distract from people looking at

the other signs that that we want them

to look at like there's a roundabout

occasionally get reports of signs and

stuff that's not in compliance with our

bylaw um certainly I can have staff um

you know take a drive and see if there's

any that are non- compliant um if they

are then we could certainly ask them to

be taken down um your sort of separate

community service signs um that we have

in different communities and there is

staff report coming forward on that um

really to close off the we finding

actually this past week there was some

correspondence that made his way through

to some counselors and his staff and uh

um number of us in uh in operations

actually had a meeting with our

Consultants designing our current
[2:05:26]
roundabouts coming forward on uh Grand
[2:05:28]
River Street North as to what you know
[2:05:31]
his implications were for these other
[2:05:32]
ones which weren't designed by them but
[2:05:34]
they certainly understand the design and
[2:05:35]
what's coming up for Grand Street North
[2:05:38]
so I think what we need to do is we need
[2:05:40]
to get a good education program a better
[2:05:43]
education program um for residence as to
[2:05:46]
what the safety considerations on
[2:05:48]
roundabouts is for for pedestrians and
[2:05:51]
uh to get the real word out there and
[2:05:53]
there's worldwide statistics on this and
[2:05:55]
rounds are quite safe much safer than uh
[2:05:59]
than many signalized intersections and
[2:06:01]
we we certainly can provide that
[2:06:03]
information through to council and and
[2:06:05]
through to the residents um that being
[2:06:08]
said there are some new things coming up
[2:06:10]
in in roundabout design and we are
[2:06:13]
looking at some uh some measures to um
[2:06:16]
improve the newer ones which we're going
[2:06:17]
to be doing next year on Grand River
[2:06:19]
Street North so um you know I could go
[2:06:23]
on for this for for half an hour the
[2:06:25]
answer to the question is yes we're
[2:06:27]
looking at it yes we need to do
[2:06:28]
education and yes we'll be bringing more
[2:06:31]
information back to council yeah and I I
[2:06:33]
may Mr chair one of the things that that
[2:06:36]
keeps coming back to us is people are
[2:06:38]
getting familiar with roundabouts
[2:06:40]
because if you go to Cambridge or
[2:06:42]
kitchen or water you'll see lots of them
[2:06:44]
and they will point to enhancements on
[2:06:47]
the roundabouts there that we don't have
[2:06:49]
which would improve the safety of
[2:06:51]
pedestrian
[2:06:52]
so if if when you report back you can
[2:06:54]
comment on why we're different and why
[2:06:57]
we why we're different and what we could
[2:06:59]
do to come to the same standard that our
[2:07:04]
neighbors
[2:07:05]
have through through the charity
[2:07:07]

things evolve and um I would say the
[2:07:13]
standards we've used are mostly all the
[2:07:15]
same and the Consultants used are mostly
[2:07:17]
all the same ones that have been used
[2:07:18]
for the the regional waterl ones as well
[2:07:21]
um there are new enhancements which are
[2:07:23]
being brought into some of their new
[2:07:24]
ones there many of the these things be
[2:07:27]
very difficult to retrofit back into
[2:07:29]
existing ones without a huge piece of
[2:07:32]
construction so you know we're looking
[2:07:33]
forward to that um as far as changes
[2:07:36]
with signage and whatever um you know
[2:07:39]
municipalities do do some of that
[2:07:40]
differently and we certainly can look at
[2:07:42]
some of that and see what we do going
[2:07:46]
forward okay the good news is though
[2:07:49]
although we've had all these reports how
[2:07:51]
unsafe they are we really haven't had
[2:07:54]
much in the way of incidents in them
[2:07:57]

so the way finding strategy we passed
[2:08:12]
accounts I don't know how long ago seven

eight years
[2:08:14]
ago and it was a way of
[2:08:18]
uh having common signage I guess for our
[2:08:21]
town
[2:08:22]
in settlement areas across the county
[2:08:24]
since we hadn't done that since Weg so
[2:08:26]
it made sense um it cost a lot of money
[2:08:30]
I was surprised at the time even then it
[2:08:32]
seemed like a lot
[2:08:34]
um so that's fine I I I I supported it
[2:08:39]
um what I didn't know at the
[2:08:41]
time was that for those um Hamlet
[2:08:45]
settlements call them what you will that
[2:08:48]
aren't in the designated as a settlement
[2:08:51]
there area or hamlet in the official
[2:08:53]
plan um and there's only 20 those signs
[2:08:57]
would um basically they'd be left to
[2:09:01]
fall over and collapse
[2:09:04]
so and talking to Allison sounds like
[2:09:07]
they there could be close to 70 of those
[2:09:08]
throughout the county um I put a picture
[2:09:11]
of Harrisburg in there or sorry not
[2:09:14]
Harrisburg Hatley in there um I know
[2:09:17]

sure if that's a good idea for for three

reasons and I'll list them um first of
[2:09:31]
all um and I'll take Ashley if you if
[2:09:34]
you remove that sign you will upset
[2:09:38]
residents quite a bit and I think
[2:09:39]
needlessly I think the same with
[2:09:42]
anonia um and the second reason is we
[2:09:46]
talked about it when we were talkinging
[2:09:47]
about strategic plan we we wanted to
[2:09:49]
treat all our residents where they live
[2:09:52]
in Paris St George whatever W they live
[2:09:54]
in we wanted to treat them equitably and
[2:09:56]
I don't believe that's treating
[2:09:58]
everybody equitably um if you ask
[2:10:01]
somebody from hashley where they're from
[2:10:03]
the first thing they're going to say is
[2:10:05]
I'm from Hatley they don't say I live in
[2:10:07]
the county brand they say I'm from
[2:10:10]
Hatley so taking away this the very
[2:10:15]
taking away that sign what does it leave
[2:10:17]
them um what are they going to say I I'm
[2:10:20]
I I live in the count County of Brant um
[2:10:23]
okay but where and I I don't know where
[2:10:25]
I live
[2:10:28]
so that's another and then the third
[2:10:30]
reason is historical and and I'll go to
[2:10:32]
mount burn because I did a little
[2:10:33]
research on that with our local histori
[2:10:36]

Barker Mount Vernon sign came down um
[2:10:40]
this is all allar and I asked I just
[2:10:42]
sent an email to Greg de says can you
[2:10:45]
guys put that back up and he said uh no
[2:10:48]
um so he got me in contact with Melissa
[2:10:51]
said well that's not part of our wave
[2:10:53]
finding strategy I said okay so she sent
[2:10:55]
me the info on those 20 things which I
[2:10:57]
included in their package um but but
[2:10:59]
take Mount Vernon for example um that
[2:11:02]
was a town started as Springfield back
[2:11:04]
in 1802 so it's been around you know
[2:11:08]
2 22 years um started at Springfield I
[2:11:13]
think the name changed in 1850 was
[2:11:15]
actually a large town at the time they
[2:11:18]
had half a dozen Mills there um if
[2:11:20]
you're familiar with with M Vernon at
[2:11:23]
all they had a cemetery they had a
[2:11:24]
railway stop they have a church thanks
[2:11:26]
to counselor garno I know they had a
[2:11:28]
school because we have a picture of a
[2:11:30]
graduating class from there um so it had
[2:11:33]
a lot of things uh berford had a fire
[2:11:37]
big fire uh bunch of fires um in the
[2:11:40]
early
[2:11:41]
1880s and they actually took some of the
[2:11:43]
commercial buildings from Mount Vernon
[2:11:45]
and they moved up to berford which had
[2:11:47]
also been called claremount at one time
[2:11:50]
um and it's interesting because talking
[2:11:52]
to
[2:11:52]
Clayton he was connecting dots for me
[2:11:55]
and you could see that uh they wanted
[2:11:57]
berford to kind of take off and it
[2:11:59]
became part of this politically
[2:12:04]
um well for political reasons that's why
[2:12:06]
Brent County was was started so it's
[2:12:08]
interesting if if you learn about where
[2:12:10]
something started and why you you
[2:12:13]
understand uh where it's going to go to
[2:12:15]
so anyways take away the Mount Vernon
[2:12:18]
sign and what are you left with all that
[2:12:20]
history is gone it's just gone there's
[2:12:22]
nothing to to to to recognize it so um I
[2:12:27]
I like I said understand the way Finance
[2:12:28]
Str understand we want common signage
[2:12:31]
for the settlement areas recognized in
[2:12:33]
the op but at the same time I don't
[2:12:35]
believe we should be ignoring the
[2:12:37]
existing signs for all those smaller
[2:12:41]
again I'll call them hamlets sement
[2:12:43]
areas throughout the county so
[2:12:47]
um that's what I've learned on this and
[2:12:50]
um I did talk to staff and what I would
[2:12:52]
ask Mr uh Mr chair if you allow is is a
[2:12:55]
motion to refer this matter back to
[2:12:58]
staff and and then they could come back
[2:13:00]
with a report saying um uh we could just
[2:13:03]
replace the current signs uh we could
[2:13:05]
upgrade them there's a cost to that too
[2:13:08]
and at least at least we as a council
[2:13:10]
could could make that decision have
[2:13:12]
further discussion so I'll make a motion
[2:13:14]
that we refer the matter to staff uh
[2:13:17]
seeking a second counc car second do you
[2:13:20]
want to speak to it
[2:13:24]
yeah so I do want to support councelor
[2:13:26]
Miller in this and offer a real example
[2:13:29]
of why I think as much as there's a cost
[2:13:31]
we should keep these identities so if
[2:13:33]
you ask me where I live I kind of go
[2:13:35]
well I'm sort of near canesville um the
[2:13:38]
alternative is to say on the east side
[2:13:40]
of Branford and we are probably Grant
[2:13:42]
County which lands me here today um but
[2:13:45]
I suspect there are others around the
[2:13:47]
table that or their parents may have
[2:13:49]
remembered the area as monkey Hollow
[2:13:51]
Pine Grove or the Johnson settlement but
[2:13:54]
today that's not an area that is
[2:13:57]
recognized or even if I said we're we're
[2:14:00]
in Pine grve I don't know that anyone
[2:14:02]
would know how to find us because I
[2:14:04]
suspect the signage we once had is long
[2:14:06]
since lost to history and I've been on a
[2:14:08]
mission to uncover that history and
[2:14:11]
another local historian who's here
[2:14:12]
tonight has been helping me with that
[2:14:14]
but I I think this is worth a discussion
[2:14:17]
particularly for our rural communities
[2:14:19]
who are unlikely to ever identify as
[2:14:22]
being part of more of our anchor
[2:14:24]
community so I want to thank councelor
[2:14:26]
Miller for bringing this forward and
[2:14:27]
look forward to if we're successful
[2:14:30]
tonight with resolution report from
[2:14:32]

resolution I can recall and maybe the
[2:14:42]
people on Council of the day can recall
[2:14:44]
when I did the same kind of spiel about
[2:14:46]
hashley as councelor Miller did about
[2:14:48]
Mount Vernon and that's why the hashley
[2:14:50]
sign Got erected and my memory serves
[2:14:53]
correctly not all members of council
[2:14:55]
were supportive of that and remember one
[2:14:57]
in particular said if we do it for one
[2:14:59]
we'll have to do it for everyone which I
[2:15:02]
said maybe we should do it for everyone
[2:15:05]
and uh maybe that Council can remember
[2:15:07]
saying that so I support the the
[2:15:10]
resolution I know if you drive through
[2:15:11]
noral County you go through dogs nest
[2:15:14]
and rattlesnake Harbor and they've got
[2:15:15]
their little signs up there and hunky D
[2:15:19]
those kind of places it's interesting
[2:15:21]
for the the people that drive by it it's
[2:15:23]
it's excellent for the residents who
[2:15:25]
live there and know a little bit of
[2:15:27]
local history and we don't want to lose
[2:15:28]
that local history and uh I certainly uh
[2:15:33]
know a little bit about Mount Vernon it
[2:15:35]
was a county seat at one time so uh not
[2:15:38]
too long ago and sure these things
[2:15:41]
should be done and I don't expect that
[2:15:43]
we need to put the big blue pillared
[2:15:46]
signs like in Fairfield of all places um
[2:15:50]
which has its own history but doesn't
[2:15:51]
really need that kind of a sign just
[2:15:53]
needs a little sign that says this is
[2:15:55]
where Fairfield is so let's uh move
[2:15:57]
forward and and and recognize Our
[2:15:59]
Heritage and history and and name these
[2:16:01]
little places and put the signs up so
[2:16:03]
everybody knows where they
[2:16:05]
are counc house thank you Mr chair yeah
[2:16:09]
and I I agree I I support this as well
[2:16:11]
from a Heritage perspective and I think
[2:16:14]
not only the people who have uh
[2:16:18]
generations of of history in these areas
[2:16:21]
but people who are new to this broader
[2:16:24]
Community move here because they like
[2:16:27]
that the small town charm we hear that a
[2:16:30]
lot and one of the ways that we can
[2:16:33]
maintain and reinforce the small town
[2:16:36]
charm is by continuing to recognize
[2:16:39]
these these little hamlets and and I I
[2:16:42]
think it's a great
[2:16:45]
