and information technology systems and a

evening at King Edward Park about the uh

the land banking initiative.
um phenomenal to see people coming out
[1:33:08]
and and expressing their values and and
contributing to what will be um I think
[1:33:13]
maybe one of the the central projects of
the coming term. So, uh thanks to
[1:33:18]
everyone about that and it's not too
late to participate folks. There will be
[1:33:21]
more opportunity to uh engage on that
project in particular. Um and please
[1:33:26]
reach out to any of us if you have
questions about it. It's uh it's a
[1:33:29]
really exciting and important thing.

you, I just want to say thank you to all

the participants that we had out um at
our soapbox derby. We kicked it off um
[1:33:45]
first year for the municipality running
it as opposed to the Lions Club. And we
[1:33:50]
had a lot of participants out and also
thank you to all of our sponsors. Um
[1:33:54]
without both of those parties, it would
not be able to happen. And we had our
[1:33:58]
great first responders there from
firefighting and St. John's ambulance
[1:34:02]
and our auxiliary officers there to um
see how fast the kids were going down
[1:34:06]
the hill. So it was really fun and
hopefully it's better next year.

the soap box derby was going on, we were
in the throws of the 10th annual Bridge
[1:36:10]
Hospice indoor yard sale. uh two-day
sale uh loaded exclusively with uh
[1:36:16]
Brighton residents um belongings that
were then resold. 100% of the proceeds
[1:36:21]
of that sale go to the bridge hospice.
We brought in a uh moderately decent
[1:36:27]
amount of $2,200 for the hospice. It was
up from last year but still our second
[1:36:31]
lowest. Uh we made that announcement
online and we have had four individuals
[1:36:37]
don four individual donors step forward
and contribute and we are now up to
[1:36:43]
$3,530.
So thank you to those donors who all
[1:36:48]
formed a part of that after the fact. Um
it really meant a lot to not only the
[1:36:55]
volunteers but to the people from the
hospice who are kind of in the
[1:36:59]
background egging us on to try to keep
getting more. So, if anyone would like
[1:37:03]
to donate, um, please get in touch or
donate directly to the Bridge Hospice
[1:37:07]
themselves. Thank you very much.

Cosland's announcement regarding the

soapbox Stervy. Um, did speak with one

was all over. I believe you were already
gone. Great compliments. They were
[1:37:29]
hoping that we uh use their street
again. And I did see in the video it was
[1:37:33]
missed that there was one minor
accident. There was one car that did go
[1:37:36]
in the ditch.

It was uh brought to my attention a few
weeks ago that um the Aris Marcus um
[1:38:16]
soccer field sign had been taken down
years ago and it had been missed and um
[1:38:22]
uh manager uh Halum got all over that
and we now have a new Aeros Aris Marcus
[1:38:29]
community soccer field sign. So check it
out. It's got the new logo on it. It
[1:38:33]
looks really great. Um, as well you and
I learned a lot more about chickens and
[1:38:38]
grain a week or so ago on the Poly Egg
tour and that was with u more residents
[1:38:44]
from the county. That was also an
awesome day. So that's all I got.

announcement just as a sharing of an
experience um that's not quite as much
[1:38:59]
fun as everything else that we've heard
so far on the table. I went around to
[1:39:02]
several businesses through the
industrial park um and those that are
[1:39:07]
impacted right now by all the
infrastructure construction and there's
[1:39:12]
a lot of unhappy businesses at the
moment. Um so we had some good
[1:39:16]
discussions and I had a great discussion
with Mr. Heggerman hoping to follow up
[1:39:19]
with him again um soon but I just want
to remind everybody listening to just
[1:39:24]
please take a breath. There was a woman
that came into my store um who said that
[1:39:30]
she was at the point of giving up to
going to her appointment and she, you
[1:39:35]
know, checked herself, took a deep
breath, looked at the map, figured it
[1:39:39]
out, got to where she needed to go
because there is a way to get to where
[1:39:42]
you need to go. You just need to be a
little bit more patient than what um you
[1:39:46]
would normally have to display. So, just
really encouraging everybody to continue
[1:39:50]
to support the businesses that are
impacted um by the infrastructure
[1:39:55]
construction. It will land well in terms
of the infrastructure. It's going to
[1:40:01]
look beautiful when it's done and it's
going to be brilliant to drive on and
[1:40:04]
walk through and all those things. Um
but we are in the the midst of the chaos
[1:40:08]
at the moment. So, just take that breath
and keep going.

Um, we had Pop Palooa on uh Saturday as
well uh in the park. I had an

opportunity to go around see some of the
vendors and thank uh Prescll Animal

fun to see the dogs. Anyone else?

Uh moving on to the adoption of the

We have no public meeting on the agenda,

but we do have a statutory public
meeting uh for a planning issue coming
[1:41:04]
up.
Uh the delegation the presentation from
[1:41:08]
uh Nick Grumoff the archaeological
assessment has been cancelled. Um Mr.
[1:41:13]
Grumoff was unable to join us this
evening.
[1:41:21]
Brings us to citizens comments. I saw
one madame clerk but it was with regard
[1:41:25]
to the delegation. So it's been
withdrawn. Is there any others that you
[1:41:28]

It does bring us to our statutory public
meeting. The municipality of Brighton
[1:41:41]
takes steps beyond the requirements of
the planning act to engage the community
[1:41:44]
and land use planning initiatives. The
municipality also holds a statutory
[1:41:49]
public meeting on the planning item and
then receives a staff report with a
[1:41:52]
recommendation on which council will
make a decision. It is during this
[1:41:56]
meeting that council depends on the
community to provide input for our
[1:42:00]
decision. This input may be received in
advance of the statutory public meeting
[1:42:04]
by sending correspondence to the clerk's
office and/or by making an oral
[1:42:08]
submission to council at the statutory
public meeting. This will best inform
[1:42:12]
council on the land use planning matter
prior to council making our final
[1:42:15]
decision. The province's regulations now
limit appeal rights to only the
[1:42:19]
applicant and specified regulated
persons. For details or information on
[1:42:23]
the new appeal process, please visit the
municipal website or contact the clerk's
[1:42:27]
office.

There's only one item in our statutory
[1:42:53]
public meeting this evening. It's with
regard to a proposed zoning bylaw
[1:42:57]
amendment on 15064 telephone road. The
owner is um break. The purpose of the
[1:43:05]
meeting is to address requirements under
the planning act for hosting a public
[1:43:08]
meeting before council makes a decision
and to obtain public input towards
[1:43:12]
making any decision on the proposed
zoning bylaw amendment. [gasps]
[1:43:16]
So planner Britain, by what method and
on what date was notice of the
[1:43:19]
application given?
Through your worship, notice of zoning
[1:43:23]
bylaw amendment application Z32026
was provided in compliance with the
[1:43:28]
planning act with a public notice sign
posted on the property on July 30th,
[1:43:32]
2026, as well as a notice of complete
application and public meeting mailed to
[1:43:37]
all land owners within 120 meters of the
subject lands on the same day, July
[1:43:42]
30th, 2026. Notice also circulated to
all agencies as required under the
[1:43:47]
planning act.

Azone and environmental protection EP
[1:44:07]
zone into a rural residential zone. Uh
the meaning the new lot with an existing
[1:44:13]
dwelling. The subject lands are located
at 1506 Telephone Road and uh as
[1:44:19]
previously seen, the subject lands were
taken to council as part of a proposed
[1:44:24]
consent BO5206
on July 27th, 2026. Sorry, July 27th,
[1:44:31]
2026. Thank you. Um under section 53 of
the planning act the um the uh sorry
[1:44:37]
severed lands are a48 hectare or 1.19
acre parcel that contain this dwelling
[1:44:44]
and garage that are surplus to a farm in
operation.

report is the designation of 18 of an

1880 hops barn at the Cardington

» Through you, uh, Mr. Mr. Mayor, I will
just say that the the barn has the barn
[1:46:15]
was a real priority of uh of the
heritage advisory committee based on its
[1:46:21]
importance to Brighton's cultural
heritage, not just the the structure
[1:46:26]
itself, but also the importance of the
hops industry in the in the second half
[1:46:31]
of the 19th century. Um and uh yeah, B
after we get the the word from council,
[1:46:37]
we will start to get some photos ready
and on the municip on the municipal
[1:46:41]
website, you can expect to see a notice
of intent to designate probably in the
[1:46:46]
next two weeks probably. Yep.

of 30 days in accordance with the notice
requirements under the Ontario Heritage

on there yet, but uh certainly um the

vision is at sometimes to um host
activities and events in there. Will

tight timelines. Um, so I hope that that
error in the title does not reflect how
[1:49:05]
much work and time has been put into
this to this staff report. Um and how
[1:49:09]
much you know goodwill let's say between
yourself, your worship and uh the
[1:49:14]
proponents as well as planning staff to
give this file the proper consideration
[1:49:22]
and demonstrate the appropriate size and
appropriate zoning as discussed with
[1:49:28]
county planning staff. So hopefully
very quickly I'm I'm summarizing what I
[1:49:34]
what I see needs to be said. It's BO7
2026 and BO6 2026.

municipal level. And I want to thank our

staff for working together to uh help
round this out for the uh for the

council approve minor revisions to the

previously approved consent applications

and B 0720 26 that would permit an
extension of depth to the two

residential lots to be created and that
council consider the revisions to be

minor in nature without need for
additional notice or service. Is there

grants and aid program. Treasurer

Kramer, we've read your report. Do you
have anything to add or highlight

» through your worship? Um I think I'll
just take a moment and highlight a
[1:51:13]
couple of things if that's okay. Um
so just to take everyone back I did uh
[1:51:20]
present the
high level concept of the policy that's
[1:51:24]
in front of you tonight back in April.
Um I think staff myself uh and Elena and
[1:51:31]
um everyone else who contributed
received some really good feedback from
[1:51:35]
council and I we've incorporated all
that feedback into the policy that's uh
[1:51:40]
in front of you tonight. Um I will say
in revising the policy the goal was
[1:51:44]
definitely to streamline the process for
applicants, staff and even council um
[1:51:51]
the whole process throughout but also to
provide clarity on the type of
[1:51:55]
applications that should be supported
through this program. Um so I think
[1:52:01]
we've achieved that um open to
questions. The one thing I will point
[1:52:04]
out the final page of the the report is
a one-page summary of for the applicants
[1:52:13]
that they can refer to and get the
information that they need for the
[1:52:17]
program to kind of give them some
guidance. I will say the the policy
[1:52:21]
morphed a little bit from as much as I
think the policy does streamline and
[1:52:25]
make the whole overall program more uh
simple, the policy isn't uh necessarily
[1:52:32]
a one pager. So, uh, it does try to
capture all the controls and everything
[1:52:36]
in place that needs that council wanted
to see, but I think are are also really
[1:52:40]
effective and and should be there for a
program like this.

revised grant community grants and aid
[1:52:52]
policy attached as attachment one
repealing and replacing policy FI40 as

amended June 4th, 2018. with the revised
policy applying commencing with the next
[1:53:03]
annual grant intake. Is there any

» Uh thank you through Mr. Mayor to Mr.
Kmer. Thank you so much for this. Um I
[1:53:12]
know it's been a long time coming. Um my
seconder coincidentally we're next to
[1:53:17]
each other so we both signed it. Um we
this is something that we've discussed
[1:53:21]
at length uh multiple years in a row and
having a process that is much more clear
[1:53:26]
and as you said streamlined is it was
definitely helpful from a practical
[1:53:30]
standpoint for st uh for council but
also I think is a lot clearer uh and
[1:53:36]
transparent for those that are applying.
It's it there's an there's a level of
[1:53:40]
understanding that they can get simply
by going through this process that they
[1:53:45]
could not before necessarily. Thank you.

that and and also add that the other
[1:53:56]
great thing about this is that it also
depoliticizes the process. Um we are
[1:54:02]
responsible for the overall budget and
for managing the public purse. Um, but
[1:54:07]
when we are making decisions about local
nonprofits at this table and applying
[1:54:12]
scrutiny to them, it it was always
something that felt awkward to me and
[1:54:17]
I'm sure it felt even more awkward to
the nonprofits that we were discussing.
[1:54:22]
And so I uh I think this is uh a great
step forward and uh that last page that
[1:54:27]
you pointed out, Mr. Kamer, is
excellent. It's very clear and uh even
[1:54:32]
welcoming. We definitely want people to
want to apply for this and so having a a
[1:54:37]
clear and open process like this. Um, A+
very good
[1:54:44]

thing I actually did want to point out
is just the timelines um for the program
[1:54:51]
both this year and moving forward. Uh
this year just given that it's just
[1:54:56]
being approved and we want to make sure
there's an opportunity for everyone to
[1:54:58]
understand the new process. Um, and
also, uh, you know, we're going to be in
[1:55:02]
the middle of an election. So, um, this
year we'll be we're aiming to get
[1:55:07]
everything out on the website by
September 1st. We're hope hopeful to do
[1:55:11]
that. Um, and we're going to be closing
the applications on October 31st. Uh,
[1:55:17]
with November being used as evaluations,
follow up, anything that needs to happen
[1:55:22]
at that time. uh with a presentation to
council on the results of of anything
[1:55:28]
that we've received in December. Uh in
the future though, everything would be
[1:55:32]
kind of moved up a month. So, we'd use
September to receive applications,
[1:55:35]
October to review, November to present.
I think this aligns well with uh the
[1:55:40]
preferred budget schedule um that we
want to be using going forward. It'll
[1:55:44]
feed right into it or be a part of it,
but it will be somewhat separate. I know
[1:55:49]
in the past it's always been like on
budget day on budget presentation day. I
[1:55:54]
think this is a little bit now we've
identified the amounts the thresholds
[1:55:58]
and it's a little bit of a separate
process on its own but going in tandem

to quickly summarize this report by
saying this project was initiated in
[2:00:36]
2024 and the preliminary budget numbers
were derived from market values and
[2:00:42]
typical design criteria at that time. Uh
the report does detail the factors that
[2:00:47]
impacted the final costs primarily being
the long-term care home servicing
[2:00:51]
requirements.
Um, council can expect that funding
[2:00:55]
options for the balance of the project
will be included in 2027 budget. And
[2:01:00]
wanted to mention as well, this is a
critical project for the long-term care
[2:01:03]
home opening, planned opening for 2027
and for future development planning.

Um, I think it's fair to say that, um,
[2:01:41]
none of us want to see any delays in
this project. Um, we all want to see the
[2:01:46]
the long-term care facility come on
board. Um, but I personally have some a
[2:01:52]
big question about where the remaining
uh 1.27 million is going to be funded
[2:01:58]
from. were being asked to approve
um extra funding of no small amount
[2:02:07]
and and I recognize that, you know,
timing is is everything and and that
[2:02:12]
look uh the that Omni wants to come on
and open at their appropriate time, but
[2:02:19]
I need to ask where is this money going
to come from? And I I know it says in
[2:02:24]
the budget, but we're being asked to
approve it now pre-budget without a
[2:02:29]
direct line to funds. And I think that
question needs to be answered before we
[2:02:33]
can approve anything.
[2:02:38]
Treasurer, through your worship,
councelor, right? Um it's
[2:02:45]
it's an awkward position to be in. Um
and I and I wish I kind of had a a
[2:02:50]
better answer in the sense of um what
what it's going to require is more
[2:02:54]
evaluation. Um this project is
technically 95% development charge
[2:02:59]
eligible. Uh the challenge is is the
development charge study was developed
[2:03:04]
um with a different cost and and it's
not smaller am
[2:03:10]
insignificantly less amount. So what it
would require us to fully fund it from
[2:03:15]
development charges would be an
evaluation of the impact to the DC rate
[2:03:19]
going forward. Um it'll require us to
open up the bylaw to do a public
[2:03:23]
consultation. And so that's what we're
going to have to look at going forward
[2:03:28]
if the development charges is the right
tool going forward uh and what that'll
[2:03:32]
mean, how we're going to fund it, what
kind of timing. Um the there's also
[2:03:38]
alternatives uh using the water rates.
Um,
[2:03:43]
and I know in conversations with uh the
manager of infrastructure, uh, I know
[2:03:49]
some of the we've been funding a certain
amount every year. And so as we look to
[2:03:53]
27, I think there's going to be, uh, an
eye to maybe doing a little less
[2:03:58]
infrastructure work in order to
accommodate this project. We'll be able
[2:04:02]
to look at debenture financing and
spreading the the cost over more years
[2:04:07]
than just 27. So without um the full
picture of 27 of everything coming due
[2:04:15]
and the development charge picture not
in front of me um it's hard to say
[2:04:19]
exactly what the solution is going to
be. I'm confident that there is a
[2:04:22]
solution and we will get there. Um but
this is in order for the project to move
[2:04:28]
forward uh we kind of have to approve it
without um that solution in front of us
[2:04:34]
today.

They knew what their building size was
going to be, how many rooms were going

to be. I'm just wondering how did we get
to the cost of a million and then plans
[2:06:24]
are finalized and then we've jumped to
over two. That's that's a huge jump.

Like are they going for the, you know,
all the bells and whistles possible in a
[2:06:37]
sprinkler system? I don't know if
there's multi levels of different
[2:06:41]
sprinkler systems. I'm just wondering
how did we get to a more than doubled
[2:06:46]
amount from where we started? And that's
rec also recognizing that I think we
[2:06:51]
doubled the amount to begin with from
500,000 to a million to begin with.
[2:06:57]
So it's just I'm just very concerned and
trying to join the dots. I

paying for a system to get the water to

that the boosting station would be
[2:07:46]
municipally owned on to replace existing
boosting
[2:07:51]
vault if you will that's in the ditch
line currently on Dundas Street. it
[2:07:54]
needed to be upgraded and um by the time
we got detailed data from
[2:08:00]

[2:08:05]
detailed information from Omni, it
impacted the size of the the pump
[2:08:10]
required and the size of the generator
to back up the the large pump for the

fire needs. Um so that didn't um arrive
in our hands till much later in the

process.

suppose Mr. Linen, you're on you're on

tap right now. Um so by the time their
final design came through, they then
[2:08:41]
presented us with a different
requirement than what we had proceeded
[2:08:45]
on originally. So, how come um
we as a municipality, the collective we
[2:08:53]
um need to pay over $1 million for their
I don't want to say it's a mistake, but
[2:09:00]
the lack of information flow. Um we are,
you know, we had an original amount of 1
[2:09:06]
million including the property
acquisition. Um I
[2:09:13]
calculate it. I ran think I ran the
report there was a 20% uh increase in
[2:09:18]
the last since 2025. 20% increase in
cost of materials. I found a little high
[2:09:24]
but okay we're we're we're rounding up
20%. That brings me to 1.2 million.
[2:09:28]
We're now being told we need $2.2
million um to service
[2:09:34]
this one player and their needs. Um uh
my question I suppose and I don't know
[2:09:41]
Mr. Lynen if you have this information.
How do we what what tools are available
[2:09:47]
to us as a municipality to recover those
costs from the individual corporation
[2:09:53]
that is requiring this increase in
capacity and pressure. Um I don't uh I
[2:10:01]
think a million dollars is a significant
enough amount. Um where was the
[2:10:05]
breakdown in communication along the
way? Um, and how how do we go about not
[2:10:11]
being on the hook for their either
change of plans, their um
[2:10:18]
their in them increasing the scope or
the requirements cuz the municipality
[2:10:24]
proceeded based on what their purses
were and now their needs are in excess
[2:10:30]
and we have not budgeted for this and
I'm not comfortable um and I appreciate
[2:10:36]
Mr. cream that you're saying I really
don't have an answer for you. I would
[2:10:39]
much rather that than um than blowing
smoke and say we'll figure it out down
[2:10:44]
the road because it's a million dollars.
That's a 10% well 9%
[2:10:50]
tax increase for the entire
municipality.
[2:10:55]
» Well, actually no, I know it's I I know
it's it's userfunded, but the users are
[2:11:00]
going to be at this point the increased
capacity and pressure is strictly for
[2:11:05]
one player.
and future development

» and future development that's not
actually there,

charges would come online as well to
[2:11:16]
help pay for it.

for because there's another question in

at uh Prescll where the users wanted to

tie into that and they were they had a
higher um usage fee.

about recovering that but from the

people who actually require the

Yeah, you're you are correct. It's a

it's been a complicated process. Um
originally,
[2:12:39]
um when we were looking at ownership of
the boosting, the original budget figure
[2:12:45]
was based on
supplying water to this the site. I'm
[2:12:50]
not sure that the developments
requirements have changed. We just
[2:12:55]
didn't have the details until much later
in the game.
[2:13:06]
Do we know how much we've collected from
this developer to build the 256 bed or
[2:13:11]
whatever the number is long-term care
facility
[2:13:14]
in fees and charges and development
charges? Do we have an idea round
[2:13:20]
figures what that is?
>> Um to the mayor to ask the question to
[2:13:26]
council. that the DC uh charge came in
about around $950,000
[2:13:32]
and then also through the site plan and
control agreement they need to do a lot
[2:13:37]
of off-site improvements. Um I can't
remember the exact figure on that but
[2:13:42]
that was the extension of the water man
it was sidewalks it was urbanization of
[2:13:47]
Dondas and a portion of Georgina. So
that uh you know
[2:13:54]
I'm not the best person to put a number
on that. It's right in the site plan
[2:13:57]
agreement because then they provide
security to ensure to get done. Um but
[2:14:01]
it was it was like another million
dollars. Yeah.
[2:14:05]
Is is my recollection. But

[2:14:08]
have had a building um
>> the building permit fees. Yeah. At uh an
[2:14:13]
institutional rate.

compare very briefly. It is it's not the

same scale, but there is a residence on
the west side of Georgina. Um, it's the

most northerly residence on the west
side, a newer home construction, and
[2:14:48]
they wanted to bring uh natural gas up
to their property line. Um they were
[2:14:53]
told that by the municipality it would
have to be a larger
[2:14:57]
pipe I guess it is um and they had to
bring it all the way to the north end of
[2:15:02]
their property not just the south end of
their property because for down the down
[2:15:07]
the down the track there would probably
be development in that area long term.
[2:15:12]
So they had to pay more
to accommodate
[2:15:17]
um what our needs were.
If the Omni Center requires more
[2:15:24]
than what our regular offering might be,
then to me,
[2:15:30]
especially given the timeline conflicts
that might have happened or or the
[2:15:35]
little bit of a mess up in not mess up
in timeline, but the timeline issues
[2:15:40]
that you experienced. Um, I really feel
like they that this should not be on
[2:15:48]
that this amount we should look at some
way to recuperate it from that
[2:15:52]
developer.
I'll just leave it out there.

» So, I'm not I'm not I'm not going to
disagree with you. I'm I'm a big fan of
[2:15:59]
growth paying for growth and development
paying for their own development ways,
[2:16:03]
but we have a legally binding agreement
with this developer
[2:16:08]
that does not include the concept that
you've put out on the floor. So, I don't
[2:16:12]
know how we would go back to the
developer and ask for more at this
[2:16:17]
stage. Maybe staff has a has a idea, but
I don't.

agreement that we'll just provide them

provide us with what they needed and
staff then came to us at council and
[2:16:48]
said, you know, we need a million
dollars for this when really um
[2:16:53]
unknowingly you should have asked for
one or $2 million for it. Is that kind
[2:16:58]
of how I'm understanding the 2.046
billion? And again, not be staff simply
[2:17:06]
didn't know, right? Is that what I'm
hearing has happened?

I think that's the long and short of it.

I I think it is important to acknowledge
[2:17:21]
that in so far as or even though uh Omni
currently is the main beneficiary of
[2:17:28]
this pumping station, it is designed to
provide adequate water pressure for that
[2:17:34]
entire part of the community as it
develops. And so that's what the future
[2:17:39]
development charges are for and things
like that. It uh growth, paying for
[2:17:44]
growth doesn't mean that
uh the first person there pays for
[2:17:48]
everyone's growth.
Um and so there was always going to be a
[2:17:53]
scenario in which we would be paying out
more for something than Omni was going
[2:17:58]
to put up for this. That's the way that
works. Um I I don't know that there's an
[2:18:02]
alternative to spending the money. And
the question I always like to ask when
[2:18:07]
we are going to spend money is what's
the cost of not spending this money?
[2:18:13]
Because there's always a cost to not
spend money. There's no free lunches
[2:18:16]
here.
I think the cost is we delay a
[2:18:20]
significant long-term care facility in
our community that I'm not willing to
[2:18:24]
do, but I'd look to staff to see if
there's a different cost
[2:18:32]
through unis. That's correct. They're
they're proceeding with their
[2:18:35]
development and they have a target
completion date and it's and to be
[2:18:39]
operational, it's contingent on
supplying adequate water for for the
[2:18:44]
building and for fire.
And I suspect that if we don't go down
[2:18:48]
this road, we would have to engage our
solicitor at some point with their
[2:18:52]
solicitor. And I'm not willing to go
down that road either because now a
[2:18:55]
million dollars becomes two real quick.

much like councelor Wen, when these
[2:19:05]
things come up, you go, how much is it
and how are we going to pay for it? We
[2:19:09]
know how much it is. We know that we are
obligated to at this point proceed
[2:19:13]
forward. So, without an answer on how
we're going to pay for this, I don't
[2:19:18]
think we should be making this decision
this evening. I think that I would very
[2:19:22]
much like to find out what the plan is
to how are we going to pay for an extra
[2:19:28]
million dollars. Um,

will note if I look at um the projected
[2:19:45]
end of 2026 reserve balance for the
water race itself, there is a projected
[2:19:52]
2.8 uh almost 2.9 million in that
reserve. Um, so it's not like there are
[2:19:57]
zero funds to pull from. The
complication in this project is the fact
[2:20:01]
that it is development related and so
there needs to there will have to be a
[2:20:06]
decision and an analysis on what the
impact to the development charge would
[2:20:09]
be um whether or not we would ultimately
recoup it um and the equity of that that
[2:20:16]
you know I think that's the resulting
conversation that's happening here. Um
[2:20:20]
we through development charges we can
look at area specific charges um which
[2:20:26]
would put in a charge for a specific
area but I'm not sure that that's the
[2:20:31]
path that we would want to go down in
this um for this type of project or for
[2:20:36]
this community. Every time I've seen
area specific charges in other
[2:20:40]
communities, it's been for larger areas
and specific infrastructure needed that
[2:20:47]
without that that area couldn't develop.
Um, so there are some elements that meet
[2:20:52]
that criteria, but I'm not sure on the
scale it would meet the criteria. Um, so
[2:20:57]
this is all part of what we're going to
look at. I think there is a there is a
[2:21:00]
safety net there in in the reserve. Um,
and just that wouldn't be the targeted
[2:21:06]
funds to pull from at this time. Um, for
you know, maybe this the answer is to
[2:21:12]
say it's from reserves. I think um, and
then we could do further analysis. I
[2:21:17]
mean, the funds are there, but
not knowing the longer term impact that
[2:21:21]
has on next year's capital the year
after. It's it's just not a
[2:21:25]
recommendation. So, we're kind of stuck
in a place where we need to uh we need
[2:21:30]
this development. We need the approval
to move forward on the development. Um
[2:21:34]
but there's some balls up in the air on
the finance side. I wouldn't say that
[2:21:38]
there's no answer, but there it's just
the answer is not in front of us. But we
[2:21:44]
have the money in the bank so we could
use the reserves if we needed to at the
[2:21:48]
end of it all. But the recommendation or
the information in the report suggests
[2:21:53]
we we deal with this through the 2027
budget because there may be other
[2:21:57]
mechanisms beyond the reserves that we
can use and not drain our reserves. So
[2:22:01]
if we were to provide direction to drain
the reserves, that would be it. There

council provide direction on where the

money comes from knowing that there's
options, potential options available

that won't drain those reserves. The
good news I'm hearing is that it won't
[2:22:31]
affect the rates and it won't affect
those who are on the system. This will
[2:22:35]
be this will be coming from either
reserves andor reserves and development
[2:22:39]
charges from a future development
charges study.

short answer yes uh that that's correct

in terms of uh you know I think the the
target will be development charges
[2:22:54]
because this is very much a development
related project. Um but anytime any
[2:22:58]
project goes grows in scale and then we
have to pull from reserves that prevents

us from funding another project. So I I
don't want to say it doesn't impact
[2:23:05]
rates at all. Um because ultimately it's
coming from the same pot.

budget. That might not fly for them

the material till it's delivered on

site. So I anticipate uh in 2026 we'll
see the building show up. Um but the
[2:24:36]
internal components, the backup
generator, all that uh it'll end up
[2:24:39]
being deferred to 2027 before we
actually uh receive it and have to pay
[2:24:43]
for it.

waiting for how to uh then provide the

other 1 million next year for the
mechanics of the of the plant. That's

» We've had plenary discussions with them
and asked is just get an understanding

of of their approach to this project.
They're going to be supplying various uh

different models or whatnot that that
has available to them. We asked them if
[2:26:14]
initially we've asked them if there's
any savings we can get and I mean one
[2:26:17]
thing they've identified is $80,000 is
going from a natural gas generator to a
[2:26:21]
diesel generator. It's just it's
difficult to get too far into the weeds
[2:26:25]
for them is and unless we have a formal
contract signed.
[2:26:28]
» Um and a follow up if I might. What are
the payment terms with peak or what what
[2:26:33]
are the general payment terms standard
payment terms? Are is it a st a stared a
[2:26:38]
staged payment schedule? Typically, it's
monthly and as it's as it's delivered
[2:26:42]
and then there's a hold back period for
for payment,
[2:26:46]
» would they be willing to work with the
municipality on figuring out how this is
[2:26:52]
going to be paid knowing that we are
good for our bills?

» I I have asked them is is if identifying
what we can push to 2027 in order to
[2:27:03]
improve cash flows. Um, unfortunately
the building needs to be put in this
[2:27:06]
year so that we can work in it through
the winter in order to hit that June
[2:27:10]
deadline.
So there'll be preliminary site works
[2:27:14]
the building um perhaps the some of the
plumbing underground works um and such
[2:27:18]
that'll have to be done in 26 uh but I
don't believe it'll exceed that initial
[2:27:23]
$780,000 that we have right now
approved.

I think you've said it accurately
[2:28:06]
earlier that we have that site plan
agreement. It has the costing in it. The
[2:28:10]
site plan agreement does say that we
will install an upgraded water booster
[2:28:14]
station uh because it had to be replaced
anyway. It was failing. It fails
[2:28:20]
multiple times a year commonly. Um and
uh so I I I don't think there's a lot of
[2:28:28]
options going forward as I think you've
described earlier. We can we can talk to
[2:28:33]
Omni and see uh what they're willing to
do but to our experience to date they're
[2:28:39]
getting pretty tight with their budget.
Um I think manage of infrastructure has
[2:28:44]
related that uh even little things
happening on site um there's multiple
[2:28:49]
staff with major push backs. though they
are very very costconc conscious uh
[2:28:55]
corporation. Um so I think we are we are
um lucky to have benefited from the
[2:29:02]
offsite works that they have committed
to uh to get their approval. U but now
[2:29:07]
that they've got their approval it's
they're [snorts] watching every every
[2:29:10]
dime literally. Um just a side note uh
not in relation to the question um
[2:29:17]
very quick calculation on the water
utilities that they will be giving from
[2:29:22]
a 256 bed uh long-term care home with a
3,000 square ft commercial kitchen and a
[2:29:29]
corresponding laundromat. It is about
300,000 in water utilities over about 10
[2:29:35]
years not adjusted for inflation.

as they are cost conscious

and careful with how they spend their
money. So should we be cost conscious

We've over doubled the amount that this

council has approved and I think that we

and without a clear path on how this is
going to be paid. And I appreciate uh to
[2:30:35]
Mr. that Mr. Kramer is saying, you know,
there's there's options available, but
[2:30:41]
you're not willing to make a
recommendation. Um, you and I are both
[2:30:45]
financially a little bit cautious. I
think um I I am not comfortable um
[2:30:52]
making this decision at this point um to
be in favor of this. Not that I don't
[2:30:57]
want this facility to be up and
servicing the people of our area. Um
[2:31:02]
it's going to happen anyways. I just
think we need to have a better
[2:31:04]
understanding of where this money is
coming from.

» I understand that. But delaying this
delaying this will delay it till the
[2:31:13]
next council because we're going to lame
duck at two o'clock tomorrow
[2:31:17]

which means we delay the entire project
[2:31:20]
until December or we delay the the
letting of a contract till December

which means we delay the opening of a
long-term care facility until whenever
[2:31:30]
that happens to be when Omni gets back
on site because they're going to have to
[2:31:33]
move their their entire group somewhere
knowing that they can't open this
[2:31:38]
facility. in June and I'm not willing to
hold the project up knowing that we have
[2:31:44]
the money in the bank if that's where it
needs to come from and knowing that the
[2:31:48]
team has a plan to look at development
charges for potential [gasps]
[2:31:53]
um for potential recuperation of the
money. So I I I think we need to make
[2:31:56]
this decision and if you're not in favor
of it, so be it. But I think one way or
[2:32:01]
the other we need to make this decision.

up um director Walsh that we would have
[2:32:09]
been making improvements to this um
pumping station anyway correct as far as
[2:32:14]
we would have already been investing
some of our own money regardless of
[2:32:17]
whether omni was going up there council

[2:32:23]
make that correction the water services
folks indicated that it was failing on a
[2:32:26]
regular basis and um so and it's on uh
it's on Dundas Street which is a
[2:32:33]
collector road. Regina is a collector
road. Uh Omni's made improvements that
[2:32:38]
technically uh should have come out of
DC's but it was developer paid for. So
[2:32:43]
there is in in my brain uh if you if you
look at the development charges act and
[2:32:48]
whatnot that they've paid an extra
already for those improvements when the
[2:32:54]
taxpayer should have been contributing
to that.

[2:33:29]
going to be needing which seemed like an
upgrade from the original

plan of what was needed that that is
what has triggered this like massive
[2:33:42]
upgrade to the booster station.
Um, if it was a scope change, is the is
[2:33:51]
OMI then not responsible to cover the
scope change?

» It's not a scope change to their
development. It's a scope change to our
[2:34:02]
project.

like that's the way it read to me in in

from them had they provided the
[2:34:37]
boosting. Um, so by the time we received
that information, it was late in the
[2:34:41]
game and that's why we're here having
this conversation. But it doesn't change
[2:34:45]
the scope or the amount of water
required. It's just who is
[2:34:51]
being responsible for the boosting of
that water.
