[12:57] with that. So, it went well. Uh, the second annual Fast and the

[13:02] Furious car show is now being scheduled. Uh we had a pretty good success even

[13:07] with iffy weather. We have a tenative date of August 29th, 2027

[13:17] because there was a lot of anxiety about possible weather and we didn't have a

[13:20] rain date set. The rain will be October 3rd. But 829 27 and 103 are the two

[13:29] year. And the only thing I have for board

[13:33] approval is from the Fast and Furious car show. I ask the board to ex uh pass

[20:37] talk much at first, but we do have some potential donors that are coming in. And

[20:42] SMC Lights, uh the owner, Marcus, reached out and said, "Hey, if you can

[20:46] do $5,000 worth of lighting displays, I'll throw in another $5,000 worth of

[20:51] lighting displays at the town center to put the hometown Christmas together for

[20:54] you." Um spoke with Jasmine today. I would like to ask the board um to

[21:00] approve $5,000 for Christmas lighting through S to not exceed $5,000 through

[21:06] SMC lights. Um that number could be reduced by donations that we get from

[21:10] local businesses. But this way we could secure SMC currently and uh start the

[21:16] process of getting those lights ordered and in place for the holidays because he

[21:20] has to build a lot of that prior to that.

[21:24] So, um, for discussion, I'd like to make a motion to accept, um, a five a budget

[21:31] not to exceed $5,000 for hometown Christmas lighting.

[28:54] things such as trail and support facilities, picnic and support

[28:57] facilities, nature play areas, storybook trails, park amenities such as benches,

[29:02] tables, waste receptacles, water fountains, bike racks, uh native plant

[29:06] landscaping, rain gardens, reforestation, entrance and educational

[29:10] signage, and so on. Um I'd be interested in us looking at this as an application

[29:15] potential for this year. Um, there was a proposal in the past to have a community

[29:20] garden at the community center. Um, Kevin, what do you think about that as

[29:26] an application? If we were to put a community garden down there on that back

[29:30] side, we'd have to pay for it up front, but then we'd be reimbursed if we were

[32:38] would authorize the use of tax increment financing revenue for police and

[32:42] firefighting facilities. >> So move.

[32:47] just for our residents uh here too so they understand what it is. Um, I think

[32:53] it's important that we explain what the bill does and equally important to

[32:56] explain what the bill does not do. Burnfield Township already utilizes tax

[32:59] increment financing, commonly referred to as a TIF, as an economic development

[33:04] tool. At a high level, a TIFF allows communities to capture revenue

[33:07] associated with the increased property value created by development and

[33:11] dedicate those dollars towards qualifying public infrastructure that

[33:14] supports the development. That can mean roads, water, sewer infrastructure, and

[33:19] other improvements that allow development to occur and help us manage

[33:22] the growth that follows. Senate Bill 307 makes a relatively simple but very

[33:26] important change. It specifically adds police and firefighting buildings for

[33:31] the types of public infrastructure that can be supported through tiff revenue.

[33:34] This is particularly important for growing communities such as Brimfield.

[33:38] When commercial and residential development occurs, it does more than

[33:41] create additional property value. It creates additional demand on our

[33:45] infrastructure and on the services we provide. More development means more

[33:49] roads to patrol, more businesses and homes to protect, more emergency calls,

[33:53] and ultimately greater demands on our police and fire departments. I believe

[33:57] it makes sense that the economic growth helping create those demands should be

[34:01] allowed to help pay for the public safety infrastructure necessary to serve

[34:05] that growth. Senate Bill 307 does not create a new tax. It does not increase

[34:09] the amount of tiff revenue being collected and it does not allow us to

[34:13] simply use tiff dollars for police salaries, firefighter salaries or our

[34:16] everyday operating expenses. What it does give is communities another

[34:21] financing tool for qualifying police and fire facilities. That distinction

[34:25] matters. If in the future Brimfield has a qualifying public safety facility need

[34:29] and tiff revenue is legally available to help finance the project. Every dollar

[34:33] appropriately paid through that tiff is a dollar that goes that does not have to

[34:37] come entirely from our other traditional funding sources. That gives the township

[34:41] greater flexibility in how we manage our capital needs and ultimately allows us

[34:45] to make better taxpayer resources. This is not a partisan issue. Senate Bill 307

[34:50] is sponsored by Senator Jane Timkin, has bipartisan support, and passed the Ohio

[34:55] Senate unanimously with by a vote of 31 to zero. The concept has also received

[35:00] support from local government organizations and communities across

[35:03] Ohio because they recognize the same challenges that we are facing here.

[35:07] Economic development and public safety infrastructure have to grow together.

[35:11] Brimfield Township already uses TIFF as part of our strategy for managing

[35:15] infrastructure and development. I believe allowing public safety

[35:18] facilities to be part of the same conversation is reasonable, responsible,

[35:22] and beneficial. For those reasons, I am here to support this resolution and

[35:26] would encourage the Ohio House to advance Senate Bill 307 and allow

[35:30] communities like Brimfield Township greater flexibility to use revenue

[35:33] generated by growth and help pay for infrastructure necessary to safely

[35:38] support that growth. So, this would give us some additional financing

[35:42] opportunities. Mike, do you have anything you'd like to add to Senate

[35:45] Bill 307? No, this should have been originally in in the Ohio Vice Code. So,

[51:16] want to be at least 50% and now we're almost

[51:22] quite a way through and we're still under 50%. So I think we're doing good

[51:26] um as far as spending overall

[51:33] and that concludes my fiscal report. Um we do have a second item for new

[51:39] business. Uh we have a a resolution to transfer Jed funds.

[51:44] So basically this resolution um was draft was drafted just so we could

[51:48] formalize um and have in writing. So when we do

[51:53] receive our Jed distributions from the townage and Kent Jeds that we have um

[51:59] bit more formalized. So when we do make those dispersements between the funds

[52:04] that um if we ever experience any issues with the audit we have a paper trail

[52:09] that they can go back to and make sure that what we have done our procedures

[52:12] are documented. So essentially uh the between the

[52:18] auditor and our legal council we've been looking at some pieces and this is a

[52:21] document that should have been in place memorializing the 303010.

[52:25] Um there was no formal resolution to do that. They're suggesting that there

[52:30] should be a formal resolution in place because the money comes into the general

[52:34] fund and then it gets distributed out. So to do that we need a resolution so it

[52:38] doesn't change any funding for police, roads or fire. You

[52:44] been this is what we could give. It's never been we have to give 30 30 30 10.

[52:49] So this will memorialize it and give us it in writing saying and you you can

[55:03] lot of money. Especially you're saying it's only on this side and not on this

[55:06] side. I see all last year I saw, you know, we spent $10,000 on the lighting

[55:11] here. We got all this fancy lighting for 10,000 and then you have the oldest

[55:16] nativity set up there that I've ever seen. When we moved here in 1980, that

[55:21] was the same nativity set. It has been repainted and repainted and repainted

[55:28] and it is trash. It's embarrassing. And so to even think about and $10,000 I

[55:34] could spend a lot get a lot of decorations for $10,000.

[55:38] Why don't we do it ourselves or do something that it should not cost

[55:42] $10,000 to do lighting? Um and especially with our budget constraints,

[55:47] there's got to be other ways. Couldn't you get businesses to donate that or

[55:53] or even citizens to donate? But to do um $10,000 in this economy for our township

[56:01] seems a little I don't know if I see $10,000 worth of

[56:06] lights out there and you're asking me to to vote for yes for a fire levy. I'm

[56:11] like I don't know. So, I just think you should reconsider and think about um if

[56:17] you're going to spend $10,000, at least get Well, I wouldn't even spend $10,000

[56:21] on it, but you need a better nativity set because it is embarrassing.

[56:33] trustees. It was a $5,000 ask and there was donations being uh sought for part

[56:49] here in ' 86 and it's been here all that time. And I think a lot of the times it

[56:55] was redone was for the historical value that it gave the the the residents. But

[57:08] that's not that it's more modern, but something that would really know that

[57:13] people would know that we really want the best the very best that we can we

[58:17] gathered for him. Um I don't think it's uncommon knowledge he got stage four

[58:21] cancer and it got him pretty quick. Um but what a what a great guy. I mean he

[58:26] he taught at the school for years and and

[58:30] He he was hard-nosed. I like that about him when I coached

[58:33] football with him. I mean, you did it you did it the old school way. So, he

[58:38] was just a good guy. So, um it's a shame that that had to happen, but you know,

[58:43] his family's great and talked to the wife and it's a pain that'll never go

[58:48] away for her like she described, but feel sorry for the family. But what a
