[0:25]
Oh, this meeting.
[0:29]
» I second it.
[0:37]
» Pledge.
[0:40]
To the flag of the United States of
America and to the republic for which it
[0:45]
stands. One nation under God,
indivisible, with liberty and justice
[0:51]
for all.
[0:57]
» Don, would you do roll call?
[1:06]
» Rudy. No.
Rita, no.
[1:11]
Becky,
>> I'm here.
[1:14]
» Me and Todd.
>> Kevin, no. Okay, we have a qu.
[1:26]
» All right.
That are the minutes from the June 23rd,
[1:31]
2025 meeting.
Entertain a motion to approve.
[1:36]
» Make that motion. I'll second it.
>> All in favor say I.
[1:41]
» I. Motion carries. Certify these in
>> guess I'll ask you John to move
[1:50]
certified with me.
>> Okay.
[1:53]
Acting secret
acting secretary for tonight though we
[1:58]
haven't on that. Yeah. Yeah.
That's fine.
[2:04]
All right.
[2:10]
All right. Anybody got a legislative
update, SP1 or anything that
[2:16]
» as like Gina said, don't know how it
affects us, but I'm sure it affects us
[2:21]
somehow.
>> Yeah.
[2:23]
» I don't know if Nick would be able to
give us an update on that. I don't know.
[2:28]
» And we probably aren't going to
influence it one way or the other
[2:30]
anyway, are we? So that they get it
figured out. Yeah. Let us know. I'm
[2:35]
sure.
>> Yeah.
[2:36]
» So, this is tied to that wheel thing.
>> Well, it's why they have to have a wheel
[2:41]
tax
>> because it's in this
[2:43]
» that's Senate Bill one. Yes. They're
trying to shift the taxes off from the
[2:48]
state to the locals.
>> Yeah.
[2:53]
» Good.
>> All right. Um
[2:57]
there are funds
uh attached
[3:01]
fund updates.
um for your reference.
[3:08]
Um and it says currently our balance the
tiff fund is $36,20.15
[3:18]
and behind that is the is the detail
year-to- date expenditures and receipts.
[3:28]
Any questions or
anything?
[3:34]
Yeah.
Um, our tips spending plan was updated
[3:40]
in June on the 23rd, our last meeting,
and that is also attached.
[3:45]
Um, and that does have a line item of
$24,000 in there or Main Street. That'll
[3:51]
come up again a little further down the
the agenda.
[3:59]
Yes.
[4:02]
» Any questions or comments on the study
plan?
[4:04]
» Yes.
>> Yes. Economic development options. First
[4:09]
one I added in here is um
Becky Beasley, Rita Se and I went
[4:16]
through the police building um and
it couple weeks ago and it
[4:26]
was going to check on finding a company
to come in and clean it out.
[4:32]
» Well, uh Terry is I spoke with Terry
Mitchum.
[4:37]
» Yeah. the chief and he's going to go in
and get his stuff cleaned out. It may
[4:42]
take him a month because this is
vacation time and everything. And I'm
[4:47]
going to go up I've been meaning to the
last couple weeks and look at that room
[4:52]
that's got everything and see what would
be the best way to get that cleaned up.
[4:58]
I don't know if it's from It's not one
department, it's from and I've even
[5:04]
heard the fire department has stuff in
there. So I don't know if anybody wants
[5:08]
to keep anything. I don't know. So I
will try to find out that.
[5:14]
» Wonderful. Thank you.
I guess there's still interest in
[5:22]
keeping it as a yes.
>> Town building and
[5:26]
» um finding good uses.
>> Yes.
[5:28]
» For it.
>> I have a few thoughts on that. I was
[5:32]
going to send it to the comprehensive.
>> Yeah. And I'll throw out that on the um
[5:41]
there's some unclear about where the
property lines are all there. Uh but
[5:47]
from the
from the county GIS and the auditor
[5:53]
information they have in there that it's
both 234 Main Street, which is the town
[5:59]
police building, former town building,
uh but three or 632
[6:06]
where Main Street
is in there, right?
[6:10]
» That is also listed in our addresses.
So,
[6:15]
» it it's really it's two buildings, but
it's actually kind of one building.
[6:23]
» Yeah,
>> they do. And the upstairs
[6:26]
of
the 632 building can only be accessed
[6:33]
from the 634 building.
>> You know, a lot of them downtown are
[6:37]
kind of like that.
>> Yeah. That's
[6:40]
» the upstairs
over more than one building.
[6:44]
» Yeah. Anyway, got a lot of buildings.
>> Yeah. The valley house before they redid
[6:49]
it was like a
>> Oh, yeah.
[6:52]
How far does the property line go the
other way?
[6:56]
» Goes all the way to the alley. It's 165
ft deep and 35 ft wide. And the
[7:02]
» is the town is that whole parking lot
towns in between the police old police
[7:09]
station and Rosenberg?
>> I believe so.
[7:11]
» Yeah,
>> that's what we believe.
[7:14]
» Yes.
>> And seventh parking and back.
[7:18]
» Yeah. Yeah.
[7:23]
All right. And of course, parking out
front.
[7:29]
» It's considered one partial building in
the parking lot.
[7:32]
» I don't know about that if it's one or
two parcels.
[7:37]
» It's not completely clear either from
the county GIS because it
[7:42]
» and the county GIS is nothing to brag
about.
[7:45]
» Well, right. It it does have like the
property report from the auditor's
[7:50]
office in there that has some more
detail, but there may be some more
[7:56]
pieces in there that the town owns is
what I'm guessing.
[8:00]
» Yeah. And the canal owns some of those
parking spaces, too. The canal trail
[8:05]
» in the back.
>> Okay.
[8:09]
» Yeah. Yep.
All right. um had an item on here for
[8:17]
ready 2.0 and I don't know that anyone I
know Rita was delving into that some if
[8:24]
anyone else has any information or
anything that should be shared.
[8:32]
So I I just have a quick question
if it's not pertinent and just tell me
[8:39]
to shut up and I will
now I was just curious. I've been
[8:43]
thinking about this because I always see
money going to the ready group and to
[8:47]
the weekly group and blah blah blah.
These see I mean we pay these people a
[8:52]
ton of money.
>> We don't pay ready. Ready helps us. We
[8:56]
don't pay ready.
>> Oh, okay. Okay. So, we don't pay them.
[8:59]
It's just weekly.
>> Yeah. Now, the county pays ready. It's
[9:05]
two different things.
>> Oh. Oh, maybe that's what I meant.
[9:08]
» I think so. People get confused.
>> Yeah. So, do they ever send put those
[9:13]
out for bid to make sure that what we're
paying them per hour or whatever is
[9:20]
» usually it's just contracts are renewed.
>> Oh, gotcha. And who manages that per se?
[9:26]
Does that
>> Who manages what?
[9:28]
» This the
group and the
[9:31]
» Oh, the Rei Group is a is a CPA firm out
of Indie.
[9:36]
» Sure. Where
>> somewhere like that. Okay. which we
[9:40]
don't deal with them.
>> We don't deal with the re
[9:43]
» we don't do though.
>> No, that's Kim.
[9:44]
» Yeah. I'm just curious. It's like
>> um the um the Wheatly Group though uh we
[9:51]
manage them.
>> Oh, okay.
[9:53]
» Uh we approved an hourly not exceed
$10,000
[9:57]
uh consulting agreement with them
earlier this year uh to do
[10:01]
» that's not per instance. It's per year
$10,000.
[10:07]
That is their limit for the year.
>> Yes.
[10:12]
» And if we need them to do something that
goes over that, we have to come to an
[10:16]
agreement on it.
>> Okay. Gotcha. So it's just 10,000 a
[10:20]
year.
>> It's sort of like uh attorneys
[10:23]
» not to exceed.
>> Yeah. It's like attorneyship.
[10:26]
» Yeah. So
>> Okay. Sorry.
[10:28]
» Andrew Bosn has provided some consulting
question when the conversation came
[10:33]
about about acquiring or bidding
trying to purchase property. Um got
[10:39]
legal advice on that as well as weekly
group advice.
[10:44]
» Okay, gotcha.
>> Yeah, because
[10:48]
expertise we don't.
>> Yes, everybody has expertise inside.
[10:54]
» Uh the other nonbolded things down here
aren't are just in front of us. water
[11:01]
line out
>> west on 52
[11:05]
» the
>> P County Community
[11:10]
Foundation fund uh
>> you know some of those things that we've
[11:14]
made contributions historically to and
other opportunities we have out there.
[11:20]
Actually, let's go down to item H.
That's our next one that involves
[11:25]
action. um came to prepared a resolution
and this is in our spending plan to uh
[11:34]
pay
Main Street $24,000
[11:40]
and the resolution goes like this.
Whereas one of the objectives of
[11:45]
Brookville redevelopment commission is
to invest and fund economic development.
[11:49]
Whereas the town of Brookville has
requested Brook Redevelopment Commission
[11:53]
for services provided by Main Street
Brookville Inc. related to business
[11:57]
attraction and retention. Whereas the
town of Brookville has budgeted and made
[12:02]
distribution to Main Street Brookville
Inc. the sum of $24,000.
[12:07]
Whereas the propeller redevelopment
commission has budgeted and desires to
[12:10]
pay the sum of $24,000 for services
related to business attraction and
[12:14]
retention for budget year 2025.
Now therefore be it resolved by the
[12:20]
Brookville redevelopment commission that
that for the aforementioned reasons the
[12:25]
clerk treasurer may distribute the
summer $24,000 to Main Street Brookville
[12:29]
Inc. or services related to business
attraction and retention.
[12:34]
This resolution is effective on passage.
Entertain a motion.
[12:39]
» Motion.
>> Second.
[12:43]
» Oh yeah.
I have to. I thought we're in trouble.
[12:48]
» All in favor say I. I.
>> All oppose.
[12:57]
» We just want you to fulfill part of it.
Oh,
[13:02]
Donut
second signatory thereification.
[13:06]
» Okay, I'll do that actually this one
also.
[13:09]
» Okay, certification.
>> Oh, actually here's another voucher.
[13:17]
» Watch it close, please.
>> Yeah.
[13:22]
Um and Re and I have been working with
Nick Lawrence, the Wheatley Group to
[13:28]
update side grant program
and that is still in pro side grant
[13:35]
application and thereby the program to
some extent. So uh we expect to see that
[13:41]
in the next board meeting. We were
hoping to but made more
[13:46]
more
adjustments to form recently.
[13:53]
Okay. There are no invoices tonight
and the next meeting would be August
[13:58]
25th.
Are there any other item
[14:03]
you wants to raise?
>> We've been talked about seven at all.
[14:11]
I guess I I did not um Does anybody have
an update on the comprehensive plan
[14:17]
process?
>> Uh we had stakeholders come in one day
[14:22]
last week. It was very good. Uh the
people that came from structure point.
[14:28]
They were very happy with with what they
found out and the people that they
[14:32]
talked to. And I believe we're going to
have some more of that. I'm not sure
[14:37]
when, but I believe there's going to be
more stakeholders come to speak.
[14:41]
» Yeah, I was on the stakeholders thing,
but like I said, I was
[14:44]
» think
we understood that.
[14:46]
» Yeah, I um had all my notes together for
my ideas, but I didn't know if they
[14:52]
wanted to wait until there's a
rescheduled one for people that didn't
[14:56]
make it to that one.
>> You'll have to ask Rita, but I think
[14:59]
we're having another session that
>> I got some darn good ideas on
[15:04]
» Good deal. Well, you need them.
>> I know. Mr. Ball's name.
[15:16]
» Yeah. Okay.
>> Might be outside of our jurisdiction.
[15:21]
» So, they have there's I understand that
there's two sets or two groups on this.
[15:28]
the the the one that just met last week
which is called the
[15:33]
» stakeholders and then the other one is
>> is a steering committee
[15:36]
» steering committee and their
responsibility is looking at all of the
[15:40]
data that the stakeholders bring and
then prioritizing how we want to
[15:45]
» along with their own ideas.
>> Yeah. Yeah.
[15:48]
» And I think there are more inputs. I
think it's like public meetings.
[15:51]
» Yes.
>> To get broader
[15:54]
» input also. Yeah.
>> Less focused but would bring ideas.
[16:00]
» Yeah.
>> Yep.
[16:04]
Anything else?
>> I make a motion we journ.
[16:08]
» Second.
>> All in favor?
[16:11]
» I motion carries. Meeting journ.
>> Okay.
[16:14]
» Thank you, Gina.
>> Where do you need me to sign at?
[16:17]
» Um
>> on this.
[16:19]
» Oh, maybe that one just for me.
>> I'm so sorry. Pizza.
