[19:21] for an extended period of time. Therefore, staff recommends approval, subject to the

[19:25] final approval of the village attorney, and the villages receive them an executed lease

[20:51] building services manager, our building inspector, and our contracted out plumbing

[20:56] inspector, as well as myself and other members of the Community Development staff, have collectively

[21:01] examined this local amendment and have decided that this local amendment is outdated and should

[21:10] be revised and deleted. This is mainly for three reasons. The first is that such material

[21:18] is allowed by the Illinois Plumbing Code. Second, we feel like this local amendment is outdated.

[21:23] materials and products have improved since this local amendment was first adopted and this is evidence by other

[21:29] municipalities allowing for its utilization as well as inclusion obviously in the state code. Third is that the

[21:35] proposed material has proven to be satisfactory in our in the professional experience of our building staff and the third

[21:41] party inspectors including B&F. They have found that the materials comparable and sometimes even better than the proposed material.

[27:52] director or the village manager. And then it further requires that there's an initial draw of

[27:58] $50,000 made immediately after the line of credit is established. And the reason for that is that

[28:05] will allow the bond council to establish this as tax exempt status. And immediately upon getting

[28:11] that establishment, we will repate that first initial 50,000 out.

[33:28] The Reconvenation of Sensors installed in the streets,

[33:34] a multitude of data points that will allow us to make better decisions in all operations.

[33:38] There's a few examples of these new benefits are the ability to gauge row conditions remotely,

[33:43] receive high wind alerts, and see rain data correlated directly with sewer flows.

[35:01] for the project-notable items included in this agreement include provisions for village facilities,

[35:06] such as sidewalks, traffic signals, and streetlights.

[35:10] Much like Buffalo Grove Road, only the minimum amount of streetlights are being installed,

[35:14] and this project will also include a noise wall on the south side of Epicsic Road on both sides of Brandywine.

[35:19] As voted for by the adjacent residents, however, as Epicsic Road will remain a county road,

[35:26] the village will not be responsible for the maintenance of this noiseball.

[35:30] The agreement also includes language-estaticating one portion of village property to be converted to right away

[35:36] in for some permanent and temporary easements for construction purposes.

[35:40] The county is planning for a late 2022 bid in a 2023 construction.

[35:45] The amount of village contribution would be approximately $393,000.

[37:15] A state law is no parking within 20 feet of a crosswalk, but after reviewing this area with

[37:20] the traffic committee, then later the highly used crosswalk near Cooper School and due to

[37:25] the curvature of the road, we are recommending a 50 foot no parking zone in this area during

[37:29] school pickup hours, such as the afternoon.

[37:32] As a quick follow-up, after we reached out to District 21 about Angela's safety presentation,

[37:38] it opened up a dialogue with District 21 about this and other safety issues, and we had a great

[37:42] conversation with them in the police department, and that resulted in the village in a district

[37:46] coming to an agreement for the crossing guards on Buffalo Group's Aranite and Heights Road,

[37:51] which was great to see again. So with this, staff recommends the 50 foot no parking zone

[37:56] on the north side of Bernard Drive from Nice right away line

[38:00] of Indian Hill Drive from 245 p.m.

[40:42] This is really just a fairly simple agreement which is developer agrees to complete the required improvements in the engineering plans.

[40:50] Therefore staff recommends approval of this DAA subject to the review and approval of the village attorney and receipts of the required fees.
