The November 23, 2020, but our county board of commissioners meeting, can I have a roll call please?
[0:19]
Commissioner Rogers?
[0:21]
Yes.
[0:22]
Commissioner Carpenter?
[0:26]
Yes.
[0:27]
Commissioner Dixon?
[0:29]
Is absent?
[0:30]
I went to make a motion to excuse Mr. Dixon for illness.
[0:39]
Second, Mr. Rogers?
[0:43]
Yes.
[0:43]
Mr. Carpenter.
[0:46]
Yes.
[0:48]
Okay, would you please rise for the pledge of allegiance?
[0:53]
I pledge allegiance to the
[0:57]
page.
[0:59]
The public.
[1:03]
Under an individual liberty.
[1:06]
Dr. Brown.
[1:09]
I make a motion to approve the meeting
[1:11]
minutes of the board of
[1:14]
November 9th.
[1:21]
Commissioner Rodgers.
[1:24]
Yes.
[1:24]
Was I there at that time or was I
[1:26]
She
[1:29]
was present.
[1:32]
Okay.
[1:33]
Second.
[1:36]
Commissioner Rogers.
[1:38]
Yes.
[1:38]
Commissioner Carpenter.
[1:41]
Yes.
[1:42]
Okay.
[1:43]
First saying that we have our county administrative report.
[1:48]
Commissioner Rogers, you will address this more specifically at the next section of the agenda under item three public hearings.
[1:56]
But I did want to at least let the public know that the commissioners know that on Friday administration received a letter from the legal consultant of the land of illusion
[2:06]
Representing land of illusion in its world zoning commission zone change case two zero dash zero three
[2:12]
The legal consultant to land of illusion did request the board of commissioners reschedule its November 23rd public hearing until November 30
[2:21]
So, I, you will address that again in the next section of the meeting.
[2:28]
Okay, so the redet,
[2:33]
what I have here?
[2:34]
Yes, please.
[2:36]
I'm.
[2:38]
In that regard, on a space for Friday, a menstruation received a letter from the legal consultant
[2:43]
representing land liitions in its world zoning commission zone change, application, R, Z, C,
[2:51]
20-03 requesting the commission's Board of Commission's reschedule.
[2:57]
It's November 23, public meeting until November 30.
[3:02]
The Board wanted to publicly announce the receipt of this
[3:06]
well-animalitions request and publicly dispose of the request.
[3:10]
This request is after the Board of Commissioners had to cancel its November 16th
[3:16]
meeting due to lack of a quorum.
[3:18]
and rescheduled the originally notice public hearing date of November 16th.
[3:25]
The Butler County Board of Commissioners's public hearing for the subject case was initially
[3:30]
in lawfully noticed and advertised for November 16th, 2020 at 9.30 a.m. in the Board Chambers
[3:39]
at the Government Services Center because the core of the commissioners could not be
[3:43]
on November 16th, the public hearing for our ZC20-03 was rescheduled that morning to
[3:55]
an November 23rd, 2020 at 930 at the G.C. G.S.C. and also by WebEx address for a
[4:13]
to reschedule the case during November 30th, concern for the health and well-being of the
[4:20]
Board of Commissioners and for learning in the journal news, the Board members were in the
[4:26]
panelial, the letter states, their health, and well-being are much more important than hearing
[4:33]
this zoning application because of that, I believe, they're postponing the hearing on
[4:40]
our ZEC application 20-03 would be in the best interest of the commissioner's health.
[4:47]
And also preference to conduct the subject hearing in person and concern for the land
[4:53]
of lesions ability to properly prepare for an all-inversial presentation.
[4:59]
The letter stated, in fact, I believe that my client would be registered by being forced
[5:06]
to present this application to the commissioners entirely the video conference without the ability
[5:11]
to properly prepare for that.
[5:14]
The statute requires the Board of Commissioners to conduct a public hearing within 30 days
[5:19]
receipt of the World-Zoning Commission, or recommendation, which was presented to the Board
[5:24]
of Commission on November 3.
[5:27]
Draining the application request to reschedule the public hearing until November 30th does not
[5:33]
conflict with the board you requirement under ORC 303 dash 0.12. I will entertain a motion
[5:43]
then to grant the applicant's request for the Board of Commission of Public Hearing
[5:50]
for RZC 20 dash O3 land of illusion to be rescheduled to November 30 at 9.30 a.m.
[5:59]
On the second floor of the Government Services Center,
[6:02]
315, High Street, and also by WebEx,
[6:06]
address for a virtual participation on the
[6:14]
second.
[6:17]
Commissioner Rogers.
[6:20]
Commissioner Carpenter.
[6:23]
Yes.
[6:25]
Please note also that this serves as a formal public notice
[6:31]
and advertisement for the Board of Commissioners
[6:33]
public hearing for RZC2003 Land of Lusion is as rescheduled for November 30, 2020 at 9.30 a.m.
[6:44]
in the Board of Chambers at the Government Services Center and also by WebEx address
[6:49]
for Virtual Participation. Okay, with that,
[6:58]
anything else? With that, Judy, then, well,
[7:01]
move on or the finance report.
[7:16]
Good morning commissioners, Angel Burton, finance director.
[7:21]
You should have been provided have before you the finance resolutions for this week's meeting,
[7:27]
which also includes the items transferred or moved forward from the from last week's meeting.
[7:38]
We do have one cash transfer, and that's for the Mama's House, and then we move on to the transfers and appropriations.
[7:47]
There are several for many different offices and departments.
[7:52]
I'll serve with in general fund, including Common Police, the Corners Office, Commissioner's Board of Elections, Treasures, 12 District Court,
[8:02]
And the Sheriff's Office, all of these transfers are within current budget and a zero net impact to general fund.
[8:12]
We also have several within special revenue funds. Again, many of these are, as we approach the end of year, are cleanups on current appropriations.
[8:21]
We do have one increase to general fund that is for $11,450, which will satisfy the commissioners' commitment to the EMA for their 2020 general fund transfer and we do have a relatively large debt transfer out of what, or I'm sorry, debt appropriation increase out of one of the tiff funds.
[8:48]
So again, that's on this week's transfers and appropriations.
[8:53]
We have several requisitions over $25,000, and then just a couple of change orders over $25,000.
[9:02]
Any questions for me on this week's resolutions?
[9:07]
Any questions?
[9:09]
None.
[9:10]
None, man.
[9:11]
Thank you.
[9:11]
Please.
[9:14]
Thank you.
[9:14]
With that, I will take a motion to accept the finance report.

[22:33]
Looks like we got through it.
[22:38]
If there's no further business, I will take a motion to adjourn.
[22:44]
Mr. Rogers, I would like an update on where we are with the COVID-19 testing and secondary plan to support the rollout of the vaccination.
[23:03]
Jerry. So the contracts for bits under $50,000 has been completed. We are going to be
[23:13]
calling some vendors today with the hopeful acceptance from the Health Commissioner. Also the
[23:22]
RFP for the longer term and much more robust testing and shift to immunization is completed
[23:32]
as well. We have acquired a list of vendors that we would be issuing that RFP next Tuesday
[23:40]
after the commissioners approved the request to advertise for the RFP at your meeting next
[23:44]
Monday.
[23:47]
But documents are ready.
[23:48]
I am not sure if there is a reporter present today, but I would like to ask a reporter
[24:01]
someone in the press, so please notify the public that the $50,000 contract through there.
[24:11]
The commissioners are looking for healthcare providers who are willing to do the testing immediately
[24:20]
before the end of the year so that we can get those folks to an inadvertently exposed
[24:26]
over Thanksgiving and over the holidays tested as quickly as possible before they spread
[24:33]
COVID-19 to others. So that's the plea that I do have to the press today.
[24:40]
Secondarily, I would like to add to the contract or at least have my idea reviewed that we
[24:51]
put a dollar amount on the testing that is completed of $200, which matches the federal contract
[25:05]
that was given very early in this pandemic and also offered $250 for rapid testing for
[25:17]
those folks who are emergency responders or health care workers or day care workers or that
[25:26]
certain category of individuals who have to be tested on the day so that when they go
[25:33]
to work and they're working very closely with fragile individuals they are not spreading
[25:39]
the virus.
[25:39]
So, again, my recommendation is simply that we fund $200 per test that takes two to three
[25:49]
days and $250 per test for the direct care workers that does mirror what the federal contract
[25:59]
was and it does make much of the bureaucracy, accounting numbers, finance, easier for everyone
[26:08]
involved, so our job can be to rapidly test people and eliminate as much of the paperwork
[26:17]
as possible.
[26:18]
I do realize there are people who have insurance, but I also realize that there's a lot
[26:23]
of work that goes into billing insurance, trying to collect insurance, resubmitting insurance,
[26:30]
and that sort of thing, and that's an intangible amount of human resources.
[26:35]
we can't count that because we don't know how much it's going to be involved in each case.
[26:41]
So again, to Administrator Boytow, I'd like to ask you to go back and look at that very
[26:50]
simple way, mirroring what the federal government did to have those tests paid for with the longer
[27:00]
return $6 million money we have set aside for the COVID testing. Those are mine. That's
[27:11]
my recommendation and that's what I hope you'll be able to do today. Thank you.
[27:26]
By assigning a cost in the RFP defeats the purpose of the competitive process, the way
[27:33]
The RFP is currently drafted as a unit price that the vendor offer would submit the
[27:43]
quote, and we could certainly, if the commissioners decide and direct that you do not want
[27:50]
private billing or any other form of cost to be to match or cover the cost, and you just
[27:57]
are completely going to pay for the test and sell for girls with the unit price what
[28:00]
they are.
[28:01]
We certainly can do that, but right now it's drafted as if there is private pay would actually be
[28:09]
would actually be costed first and then the commissioners' cares act allowance would do it.
[28:16]
So I just need direction from the board on how you would like to handle that.
[28:20]
Certainly can remove the third pay or language, that's not a problem at all.
[28:25]
It would make it cleaner, it would make it a lot easier, probably, for the offers to do this.
[28:29]
just came for every test that's done. I'm not certain, again, if the board wants to
[28:35]
direct use to remove the competitive portion of it, then in terms of unipricing,
[28:46]
would need that direction from the board as well.
[28:50]
In that scenario, would the board of
[28:55]
missioners, the expected to wait until every insurance claim has been completed and funds
[29:06]
have been submitted to the selected vendor.
[29:12]
In order to pay for the cost?
[29:15]
Yes, but before the healthcare agency gets funds, would they be required to have the private
[29:28]
to take insurance companies, submit a text to them?
[29:34]
No, they would not have to, they would just need to register the billing and determine
[29:39]
how much they would be reimbursed by that healthcare company and then only bill us for
[29:43]
the difference.
[29:44]
And do we know that, do we know the reimbursement from the major healthcare companies and from...
[30:00]
Medicaid, which is
[30:05]
very large part of our low-income population.
[30:12]
No, I do not know. I do not know what those reimbursements are.
[30:17]
But again, based on the unit price that the offer submits is a competitive for the RFP,
[30:24]
we would pay the difference of what they were able to build.
[30:28]
And then they would, if they did not get the reimbursement, then they could always bill us again for that balance.
[30:35]
So the expectation is that the healthcare agency will be adding in their employee spots and overhead into their response.
[30:54]
Yes, the unit price would be inclusive of all of the offers cost, overhead, personnel, facility, whatever.
[31:05]
So could you please review for me what the criteria is for rating the bid?
[31:20]
There are five categories, I'm sorry I don't have that with me, but there are five categories
[31:24]
and they range from price to ability and capability of the offer for the, excuse me,
[31:32]
from a staffing perspective, also the locations, they're proposal on how they will do the testing,
[31:38]
the methodology, the financial situation condition of the entity in it in order to be able
[31:45]
to cover this, there are about five different criteria in the RFP.
[31:50]
At this time do we have an idea of what we expect for locations and how many people we expect
[32:08]
per location so that when we get this rolling we're able to handle the volume of people
[32:18]
And we're able to put the testing where it needs to be, where we know that we have outbreak.
[32:26]
Yes, there are two components to the RFP for testing and immunization.
[32:32]
The first form, let me answer your question, is that a primary component of the RFP is for the offer to determine and to present its locations and its methodology in addressing not only stationary testing locations,
[32:47]
but also rapid response testing for strike team, so it's a big component of what the offer
[32:55]
needs to present as part of our F.P. We do not now have those locations identified that
[33:00]
that would be part of the RFP proposal at any end of the presenter. To answer your question,
[33:07]
there are two components of the testing stationary, as I said, and then also the rapid response
[33:11]
that's going to be based on the health commissioners where the machine needs it to go.
[33:25]
When we ask for the methodology of the test, do we have a standard we're looking at, or are we just going to judge the bid against each other?
[33:46]
When you say the methodology of the test, it's going to be the test that the health commission has already identified that's listed in there that's
[33:55]
it's generally accepted by CDC and all of the tests that have been out there now, in terms of how they're going to how the offer is going to set up its location, set up how often, how many days a week, are they going to do it at a stationary location.
[34:12]
And this place, this place, with hours, those are all going to be unique to the offer and
[34:18]
the submitter.
[34:21]
And they will be evaluated.
[34:22]
They will be evaluated among each other.
[34:27]
I would like to ask that there is an educational component while the individuals who are being
[34:42]
So that every person that walks away, walks away with some educational material, maybe they test negative for COVID-19, but if something they can take home with them, and share with their families, that is an opportunity I think is priceless.
[35:00]
I know that the tracers are not being successful.
[35:10]
I could say everyone involved understands that the tracing after the fact isn't working
[35:18]
and that people who are sick in fact are not so interested in hearing more about COVID
[35:29]
education. So it's very important to me that part of the RFP is that the medical provider
[35:36]
provides educational material at the time. It's also very important to me that we designate
[35:46]
that we want rapid testing for individuals who need it for their jobs in order to keep
[35:54]
other people as safe as possible.
[35:58]
So that that is.
[36:03]
Sorry, Commissioner, I thought you were completed.
[36:05]
I'll wait.
[36:09]
No, that's fine.
[36:12]
So the RFP, the RFP does articulate two times for counseling
[36:20]
at the time the patient is being tested.
[36:25]
Regardless, what that time, of course, will not
[36:27]
there was also the test, but the offer must council, the COVID patient at that time, the best
[36:39]
practices, you must do this, you must do that, please be aware of this, please be aware
[36:43]
of that, they will be counseling at the time of the test, and then also within 24 hours
[36:48]
of receipt of the results of the test, the offer must contact the patient as well. And then, again,
[36:56]
if they're positive, recounts all them
[36:59]
while they have them on the line.
[37:03]
I would like you to look into that because at this time,
[37:07]
it's my belief that the health department cannot delegate
[37:11]
their responsibility to make that last contact.
[37:17]
I could be wrong, but I think that's what will happen.
[37:21]
And I also believe from my 14 campaigns across the county that if we set up, if we set
[37:31]
up standards, semi-permanent locations where they're parking lots, where there is easy
[37:41]
access, where there is a landmark building that the public will be able to find those locations
[37:51]
And we'll know to go there, so I think that's critically important, and if that happens,
[38:00]
the strike course, team can be significantly reduced and go to places like the nursing
[38:12]
homes, if necessary, or, as we know, there are senior towers where there are dozens of
[38:20]
And we've got six people congregating together.
[38:26]
We know that happened at Miami University.
[38:29]
That's what I envisioned for a strike force,
[38:33]
but I would also envision that 95% of the effort
[38:40]
go into establishing some like permanent locations
[38:44]
so that every community knows where they are
[38:49]
And that word of mouth can be spread.
[38:54]
I think doing this systematically is going to help us in the long run.
[39:02]
He is the parking lot.
[39:04]
The key is to get people driving through, getting their test while they're in the car,
[39:09]
and having minimal contact, even with the individuals who are doing the test.
[39:15]
So that, those are my comments, Commissioner Glacos, so thank you very much.
[39:26]
Okay.
[39:27]
Got there?
[39:34]
He's a motion.
[39:35]
Do you need a motion to adjourn?
[39:37]
Yes.
[39:39]
I move that we adjourn this meeting.
[39:42]
Second.
[39:43]
Mr. Carpenter?
[39:45]
Yes.
[39:46]
Commissioner Rogers.
[39:48]
Yes.
[39:49]
And thank you all and see you next week.
[39:52]
Thank you.
